Artspeak key words

Modern Couples was a enormous exhibition held at the Barbican in the winter of 2018/19, which examined the role played by couples, women, lesbians, gay men and transgender people in the avant-garde art and literary movements of the early twentieth century.

Beginning by describing the working relations of no fewer than 40 (mostly heterosexual) artistic couples, the exhibition went on to examine a variety of other forms of artistic collaboration – between same-sex partners, between trios of artists, ménages à trois, and among larger groupings and movements, such as the Surrealists. The exhibition was a polemical one designed to show that:

  1. not only was the core of the Modernist movement based around radical new ideas about love, sex and eroticism, but also that:
  2. Modernism was the result of an unprecedented number and variety of types of artistic collaboration

With over 80 named artists and some 600 objects and artworks on show, the exhibition was an overwhelming bombardment of information and took a lot of time and several visits to really absorb.

Key words of contemporary artspeak

Above all, it was a very wordy exhibition, with over 40 lengthy wall labels, totalling some 100 paragraphs of densely factual text, plus extensive quotations from the writings, letters, diaries and so on of the numerous artists and authors featured.

As I read through these labels I became more and more aware of the repetition of key words and phrases and the recurrence of key themes and ideas. Eventually I began to wonder what it would be like it I cut and pasted together all the phrases which used one or more of these keywords; to see what picture would emerge from this textual collage.

So: this blog post is intended as a collage of the keywords (and, therefore, the key themes) from the exhibition. After all, collage – cutting up and re-arranging words and images – was a distinctive invention of the Modern movement.

I’m not sure what conclusions to draw. On a purely logical level, the repetition of a small set of closely related terminology to do with love, sex, desire and gender suggests the narrowness of the concepts underpinning the exhibition and the tremendous limitedness of the curators’ concepts and vocabulary.

But, on another level, the repetitions may have a sort of incantatory quality: like the holy words and phrases repeated by Christians and other religions at their weekly services, annual festivals, rites of passage, baptisms, christenings and deaths. In Christianity these would be keywords like God, love, Father, Son, sin, forgiveness, love, atonement, saviour, saint. In the jargon of modern artists and curators the keywords are bourgeois, challenge, desire, erotic, gender, practice, queer, sex, subvert, same-sex desire, transgressive and unconventional. If religion concerns things of the spirit, modern art is all about the body.

Repetition and faith

Repetition performs a number of functions for a believer: it grounds them in their beliefs; the reassuring litany of familiar words and ideas binds you to the community of the faithful; repetition drums home key terms and concepts with a brainwashing function which eventually makes independent thought impossible. To the initiate, the litany is a quick introduction to the value system of the ideology.

In much same way, the following keywords are central elements in the modern secular religion of critical theory, touching on notions of identity politics, LGBTQ+ activism, feminist theory, and a kind of watered-down Marxism – the key elements which dominate modern art jargon.

Their purpose is not to explain anything but to create a sense of identity and community among believers, to identify the enemy, rally the faithful, and endlessly repeat the key dogmas which the true believer must hold in order to be saved.

A dictionary of received ideas

Viewed another way, this post invokes the spirit of Gustave Flaubert’s Dictionary of Received Ideas. This was:

A short satirical work assembled from notes compiled by Gustave Flaubert during the 1870s, lampooning the clichés endemic to French society under the Second French Empire.

For his own amusement Flaubert assembled notes towards ‘a dictionary of automatic thoughts and platitudes’, where a platitude is defined as:

A remark or statement, especially one with a moral content, that has been used too often to be interesting or thoughtful… A trite, meaningless, or prosaic statement, often used as a thought-terminating cliché… The statement may be true, but its meaning has been lost due to its excessive use.

Note how a key aspect of a platitude is that it has lost its meaning due to repetition. That’s my point about these artspeak ideas. They may seem radical and shake your world the first time you read them, when you’re 17 or so. But just in this exhibition the same ideas are repeated 10, 15, 20 times, which makes them start to lose their power. And if you visit 10 exhibitions which feature the same basic ideas, rephrased 10 or so time, you’ll have read the same ideas about art ‘subverting bourgeois norms’ 100 times. And if you’ve visited hundreds of art exhibitions then you’ll have seen this same handful of ideas expressed in all possible permutations, thousands of times.

Over time repetition makes them go from exciting and mind-opening, to familiar and comfortable, and then on to threadbare empty. Incessant repetition turns them into platitudes and clichés.

So I am both a) lampooning the clichés of contemporary artspeak, using the texts available at this particular show and b) showing how endless, brainless repetition of the same handful of ideas and phrases eventually empties them of all meaning.

The list of keywords

In what follows I give three elements:

  1. the keyword
  2. the attitude any self-respecting, progressive follower of intellectual fashion should adopt towards it (in italics) – that’s the bit which is most a homage to Flaubert’s dictionary of platitudes and stock attitudes
  3. then quotes from the wall labels at the Modern Couples exhibition, which illustrate how the keyword is used by curators

Bourgeois

Bourgeois morality. Bourgeois conformity. Bourgeois conception of marriage. Awful. Stifling. Must be combated and overthrown.

Challenge

All good art ‘challenges’ bourgeois conformity, popular conceptions, gender stereotypes and everything else bad.

Desire

This is polite curatorspeak for sexual attraction, lust, sex, sex drive, libido, carnality, lasciviousness, all of which are banned. ‘Desire’ is the very broad term which covers all of this. Heterosexual ‘desire’ is deprecated. The best form of ‘desire’ is same-sex desire, preferably female. Purer, more refined.

Erotic

Just as same-sex desire is the best form of desire, so the optimum form of eroticism is homoeroticism. Both are based on the universal if unspoken disapproval shared by women and gay art curators of heterosexual male sexuality.

Gender

‘Gender’ is possibly the central concept of modern art theory. What all modern art is about. What all contemporary art curators are obsessed with. The best art subverts, interrogates, undermines etc bourgeois gender stereotypes, expectations etc.

Gender indeterminacy, sexual empowerment and the fight for safe spaces of becoming were part of the avant-garde currency.’ (Lili Elbe and Gerda Wegener)

Queer

Hugely important concept. Far larger than the art world, ‘queer’ is a central part of the campaign throughout the humanities and beyond to overthrow traditional bourgeois notions of gender stereotyping and heterosexual convention. See ‘Queer Studies’.

Generally disapproved-of word because mostly (but not always) associated with male sexuality, toxic masculinity, heteronormativity, gender stereotyping, gender conventions, bourgeois conformity and everything bad. Meaning men, basically. Thus Rodin’s ‘sexual prowess’ and Klimt’s ‘sexual exploits’ are disapproved of.

Broadly speaking, men have the rather disgusting ‘sex‘ while women, gay men and lesbians have the far more spiritual and superior ‘desire‘.

The key central aim of all modern and contemporary art is to ‘subvert’ bourgeois convention and gender stereotyping and all bad things. Can be used interchangeably with ‘challenge.’

Same-sex desire

The best kind of desire because it doesn’t involve horrible heterosexual men.

Transgressive

The main aim of modern artists is to ‘transgress’ all the terrible conventions of bourgeois / conventional / racist / sexist / homophobic society by producing fabulously transgressive art. Use with the verbs ‘challenge’ and ‘subvert’.

Unconventional

The modern artist is desperately unconventional. He, she and they aim to transgress and subvert and challenge as many artistic and social conventions as possible in order to attain a peak of unconventionality. Conventions are for ‘normies’. Bourgeois conventions were made to be transgressed, challenged and subverted by artists who dared to be unconventional.

Disappointment

Simon’s law of book-buying states that the more you spend on a book, the more likely you are to be disappointed. Nothing has brought me as much pleasure as picking up a copy of my childhood favourite, The Town That Went South by Clive King, for 30p in a National Trust second-hand bookshop a few years ago. By contrast, I paid full whack to buy We Wish to Inform You That Tomorrow We Will Be Killed With Our Families and almost immediately took against it.

The shiny cover of the Picador paperback somehow belies the fact that it was published in 1998 and so is nearly a quarter of a century old.

Next, the introduction by Old Etonian and Conservative Party leadership contender Rory Stewart is reasonable enough but offers no insights or ideas. In fact it opens with disappointing stupidity. His very first sentence is: ‘Is genocide a suitable subject for literature?’ to which the obvious answer is, ‘Yes, everything is a suitable subject for literature’. More specifically, ‘Yes – have you not heard of Holocaust literature?’ Literature about the killing fields of Cambodia, about the Armenian genocide, and so on? So it’s a non-question asked for purely rhetorical effect.

And finally, Gourevitch’s book itself is also disappointing because, although it contains a lot of good quality history of the background and buildup to the genocide, of the events of the genocide itself, and then a detailed account of the aftermath up until late 1998 when he completed his text, and although it contains interviews with a phenomenally large number of representative figures – it is continually interrupted by Gourevitch’s own meditations on the nature of genocide, what we should feel about genocide, whether we can write about genocide, the difficulty of imagining genocide and so on, which are uniformly poor quality, entry-level, GCSE-level. Trite ideas padded out with lame and obvious quotes. It is a big disappointment. Gourevitch may be a terrific reporter but he’s no intellectual.

The tone is set in the puzzling first chapter where Gourevitch retails a conversation he had with a pygmy (one of the aboriginal inhabitants of the region now known as Rwanda, who were swamped by later Bantu incomers and now make up about 1% of the population). This conversation delivers the  thumpingly banal message that humanity is one and needs to be united in its struggle against nature. This is the ‘insight’ message Gourevitch chooses to open his long book about the Rwandan genocide with, i.e. not very insightful at all, certainly not worth paying £10 for.

With a sinking feeling, I realised within a few pages that this book was not going to offer much insight into politics or human nature. In fact, in the passages where he tries to ‘think’ about the genocide, Gourevitch’s banal meanderings tend to blanket and dull the impact of the horrifying facts he sets down so powerfully in the factual passages.

The second disappointment is that a major part of the book’s USP is that it contains interviews and conversations Gourevitch had with scores of Rwandans from all parts of the country, from all classes and professions, Hutus and Tutsis, which go to create an impressive mosaic, like the walls of photos I’ve seen in some art installations, hundreds of photos of ordinary people caught up in a nightmare. Hence the book’s sub-title, Stories from Rwanda.

But I’m sad to report that these stories, also, partake of the general disappointment because they, also, are often surprisingly dull and banal. Obviously, many of the interviewees describe horrifying scenes: they describe entire lives lived in the shadow of the ethnic conflict between the majority Hutu and minority Tutsi populations, they describe the repeated crises in the 1960s and 70s, when small-scale pogroms, massacres and localised ethnic cleansing broke out for one reason or another; then they describe the atmosphere of fear created by the RPF invasion of 1990 and the emergence of really vitriolic Hutu supremacism, the advent of magazines and radio stations calling for the complete extermination of the Tutsis; and then describe gathering round their radios to listen to the dreadful news that the moderate Hutu president Juvénal Habyarimana’s plane had been shot down as it came into land at Kigali airport and the terrible sense of doom most of them felt.

And then, of course, Gourevitch includes eye-witness account of going into hiding, being arrested, trying desperately to contact family members, watching people being shot, hacked to death with machetes, driving through smoking villages, coming across streets full of bodies, terror and despair.

The content of these stories is, of course, gripping and horrifying. But the style is uniformly flat. They all sound the same, they all speak very simply. Either that’s because all Rwandans sound the same, very simple and flat. Or because all Rwandans are dull and boring. Or maybe because every interview had to be carried out through an interpreter, since most Rwandans speak French, and French has less lexical variety than English and that’s why everyone comes out sounding the same. Or maybe it’s because all the testimony has been first translated, and then put through Gourevitch’s own style machine. All the interviews are made up of suspiciously complete sentences. There are no hesitations or repetitions or stumblings. All Gourevitch’s interviewees speak in perfect and grammatically correct sentences. They all sound the same and they all sound boring.

He even manages to make Paul Kagame sound boring, which is quite a feat. Paul Kagame was born and raised a Rwandan exile in Uganda. He volunteered to join the Ugandan army, rose quickly through the ranks, studied military theory, was a senior officer in the rebel force which helped Yoweri Museveni overthrow the Ugandan dictator Milton Obote. Kagame then went on to become a co-founder and eventually leader of the Rwandan Patriotic Front (RPF) which invaded north Rwanda in 1990 and fought the Rwandan army to a ceasefire in 1993. Kagame was still working through implementation the peace accords he signed with the Hutu president Juvénal Habyarimana in August 1993, when the latter’s plane was blown out of the sky in April 1994. This was the trigger for Hutu Power extremists in the government to launch their genocide of Rwanda’s Tutsi population, so Kagame immediately resumed the RPF incursion into Rwanda, quickly seizing large parts of the country, taking the capital Kigali on 4 July 1994, then pushing west to conquer almost the entire country and putting an end to the genocide by 17 July 1994.

Kagame then took up the twin roles of vice-president and defence minister in the post-genocide government, but everyone knew he was the real power in Rwanda, which he has gone on to lead down to the present day, 2021, when he is still serving as president.

Kagame is described by analysts as a military leader of ‘genius’ for turning the RPF from a ragtag of half-armed volunteers into a highly disciplined and effective military force (p.218). And then, after all this, he went on to be the military and strategic brains behind the alliance of armies, the AFDL, which invaded east Zaire in 1997 to close the Hutu refugee camps where Hutu Power génocidaires had been regrouping and preparing for genocide part two. This was the incursion which led to the AFDL marching all the way to Kinshasa and overthrowing Zairean dictator Joseph Mobutu.

In other words, Kagame is one of the most fascinating characters of the late 20th/early 21st centuries and Gourevitch has had the privilege of interviewing him not once but on numerous occasions. And yet, in Gourevitch’s hands, this is what Kagame sounds like:

“I have wanted to be original about my own thinking, especially in regard to my own situation here. Not that I don’t realise that there are other people out there to admire, but it is just not my habit to admire anybody. Even if something has worked, I think there are many other things that could work also. If there’s anything else that has worked, I would certainly pick a bit from that. But if there could be another way of having things work, I would like to discover that. If I could have some original way of thinking, that would be OK for me.” (quoted on page 213)

Pretty dull, eh. It’s far too harsh to say that Gourevitch is a lightweight and he makes everyone he interviews sound like a lightweight, but that thought did cross my mind during more than one of the duller interviews in the book.

He’s spoken to literally hundreds of people, including many key players and all kinds of experts and aid and UN officials and yet…hardly any of them say anything interesting. Only towards the end did some of the Rwandan officials complaining about the utter ineffectualness of the international community make an impression.

A literary account, alas

Gourevitch is a longtime staff writer for New Yorker magazine and a former editor of The Paris Review. He knew nothing about Rwanda or African politics before he watched the shocking images on the TV news as the Rwanda genocide broke in spring 1994. Fascinated and appalled he realised he had to find out more (or realised this was a terrific opportunity for an ambitious journalist looking for a subject for a book).

So Gourevitch began visiting Rwanda in 1995 (p.7) and over the next two years made nine trips to the country and to its neighbours (Zaire, Burundi, Uganda, Tanzania) to report on the genocide and its aftermath. He made 6 trips lasting a total of 9 months (p.185). During that time he interviewed hundreds of people from Rwanda and the neighbouring countries and the book contains an impressive number of first-hand, eye-witness testimony from many, many Tutsi survivors, as well as more confrontational interviews with men accused of complicity or of organising particular local massacres.

Possibly his lack of background in African affairs partly explains the air of hopeless bewilderment he exudes right from the start. In the opening sections of the book Gourevitch goes heavy on his inability to imagine the events, on the importance of imagination in our lives, his interest in how people imagine their identities, on the importance of the narratives which shape their lives. In other words, he brings a heavily literary slant to his huge and complicated subject.

On the first page of his text he mentions Charles Dickens, on page 3 he is citing Joseph Conrad’s Heart of Darkness, there are epigraphs from George Eliot and John Milton. Directly after that limp quote from Kagame which I cite above, Gourevitch says it reminds him of the poet Rainer Maria Rilke writing on love and art (p.213).

Oh dear. It is going to be literary journalism, the worst sort, the type of journalism which spends a lot of its energy emphasising the author’s own sensitivity, which foregrounds his own emotional responses, to the subject matter, rather than doing a journalist’s job which is to get on and tell you what happened and let interviewees tell their own stories, preferably without a load of editorialising about how you everything you find out about the horrors makes you feel. In the showbiz world of American journalism, ruined by the egotistical displays of Norman Mailer or Tom Wolfe in the 1960s, it is acceptable to put the author and his responses at the centre of the story, but I wanted a history, I wanted to know the facts, not reiterations of how a pampered New York journalist was appalled to discover how brutal life  is in much of Africa and how thoughtlessly cruel human beings can be.

His factual sections are sensational but when he stops to reflect on it all, Gourevitch writes quite a lot of stupid things. When he writes that ‘Power is terribly complex’ on page 78 I suddenly realised I was dealing with an idiot. My daughter learned more about political, social and cultural power in her GCSE Sociology course than Gourevitch displays in this entire book. All the ‘reflection’ in the book displays a disappointingly low knowledge of political theory, knowledge of international relations, or philosophy about human nature.

And I was irritated by his casual assumption that the ‘we’ he continually refers to are all white, liberal, college-educated, East Coast readers of New Yorker magazine, that ‘we’ all share his over-developed moral scruples and his severely under-developed sense of world affairs, geopolitics, African history and politics. Right at the beginning he tries to implicate the reader in his sensitive moral scruples:

I presume that you are reading this because you want a closer look, and that you, too, are properly disturbed by your curiosity. (p.19)

Well, er, no. I am not disturbed by my interest in reading about the Rwandan genocide in the same way that I am not disturbed by my interest in reading about the Holocaust, or the Second World War, or the First World War, the Somme, the bombing of Hiroshima and Nagasaki, the American Civil War, the Tapei Rebellion, the rape of Nanking, the Gulag Archipelago, the Russian Civil War, the Ukraine famine, the Partition of India, Islamic State, the Crusades, the decimation of the Incas and Aztecs, the violent rise of Islam, the blood-soaked fall of Byzantium, the life and massacres of Genghiz Khan. I could go on…

I am reading this book because I want to be better informed about human history which, as anyone who has even a superficial knowledge of the subject knows, amounts to an unrelenting series of wars, massacres, genocides and bloodbaths. I’m kind of used to it.

So, no, I am not in the slightest disturbed by my curiosity to want to understand a recent historical event better. Seems perfectly normal to me, and most of the history books I read include passages where historians say the public in general ought to be more aware of history. In addition, many progressive historians and commentators tell us we need to get out of our Eurocentric frame of reference and understand more about the wider world and places beyond London or Paris. So that’s why I’m reading a book about Africa, and about one of the most striking events in post-war African history.

Gourevitch’s comment betrays a basic…what…dimness, obtuseness, ignorance…about the entire subject of History and why people would want to study it, which is to find out what happened, to try and understand why it happened, in order to better understand the forces at work in the world around us, now, in the present.

The facts

The book consists of three elements:

  1. Gourevitch’s self-consciously literary fretting over the power of imagination and the importance of narrative and the centrality of stories and the difficulties of human identity and a familiar checklist of progressive, liberal arts issues
  2. interviews with scores of Rwandans, UN officials, foreign doctors and aid workers, politicians and so on, giving often harrowing descriptions of their experiences or clarifying the political situation in Kigali, in the UN, in the aid camps in Zaire
  3. actual historical facts

When he sticks to the facts, Gourevitch is very good indeed. Suddenly, about a third of the way into the book, after the kind of maundering speculation I’ve been slagging off, it changes tone dramatically and becomes a riveting account of the early history of the country, a description of the colonial era when the Belgians divided the two ethnic groups of Hutu and Tutsi the better to control them, and how this ethnic division, once created, went on to dog the Rwanda, which won independence in 1962 but continued to suffer repeated outbreaks of ethnic violence, pogroms and massacres (the massacres of 59, of 61, of 63, and so on).

In what follows I extract the facts Gourevitch gives and supplement them from other sources to try and create a comprehensive and useful timeline.

Rwandan history

In 1994 Rwanda had a population of about 7 million. Relatively small, it was the most densely populated country in Africa. About 85% of the population were Hutus, 14% Tutsis and 1% pygmies known at the Twa.

Rwanda is divided into five provinces: Kigali, Northern, Eastern, Southern and Western.

Because they were illiterate, no Rwandans before the arrival of Europeans had ever written anything down. Therefore, their prehistory relies entirely on unreliable oral traditions and speculation. Modern archaeology tentatively suggests that the hilly region was inhabited by pygmies as long ago as 8,000 BC, before it was slowly infiltrated from 700 AD by Bantu tribes from West Africa who went on to form the Hutus, and by ‘Nilotic’ ethnic groups from the north who were ancestors of the Tutsi (p.49). Maybe.

Hutus and Tutsis

For centuries before Europeans arrived, the Tutsis were nomadic cattle rearers, which made them wealthier than the Hutu majority who were mostly static farmers; the ruler of Rwanda was a Tutsi and the aristocratic Tutsis looked down on the peasant Hutus.

The regime was essentially feudal: Tutsis were aristocrats; Hutus were vassals. (p.49)

Although there’s a racial stereotype that the Hutus are full-on ‘negroid’ African in appearance while the Tutsis have narrow faces, with narrow noses and thin lips, in reality scores of generations of interbreeding meant the majority of the population didn’t conform to these stereotypes and very often Rwandans couldn’t tell which groups each other belonged to (p.50). Plenty of the Rwandans Gourevitch talks to tell him they pass for one ethnic group when they in fact belong to another. In other words, it wasn’t such a starkly obvious divide as between blacks and whites. Many Hutus and Tutsis are indistinguishable.

Tutsi ruler Kigeli Rwabugiri reigned from 1853 to 1895 and expanded the kingdom to its greatest extent. He oversaw a society which was regimented and hierarchical, with layers of military, political and civil chiefs and governors, priests, tax collectors, sub-chiefs, deputy governors and so on (p.49). Divisions between Hutu and Tutsi were hardened, with the former obliged to perform forced labour for the latter.

When the Berlin Conference of 1884 to 1885 carved up Africa between the European imperial nations, Rwanda was handed to the Germans because they had explored the region, had missionaries on the ground, and nobody else wanted it (p.55). After Germany lost the Great War, Rwanda was combined with the neighbouring nation of Burundi and handed by the victorious allies over to Belgium, because they abut the huge Belgian Congo to the west. Belgium ran Rwanda from 1918 to 1962.

The Belgians hardened the ethnic division in the country by compelling every citizen to state on their identity papers which group they belonged to. This had the effect of crystallising a racial divide which had been far more fluid and flexible before.

The Hutu revolution

Throughout the century Hutu resentment at their inferior status simmered. With the advent of an educated class it found expression. In 1957 nine Hutu intellectuals published a Hutu Manifesto. Its full title was ‘Note on the social aspect of the native racial problem in Rwanda’ and it was ten pages long. The manifesto called for a ‘double liberation’ of the Hutu people, from the colonial oppression of the Belgians, and then from the racial oppression of the Tutsis. The manifesto called for the political disenfranchisement of the Tutsi, banning intermarriage between the two groups, and banning the Tutsi from military service.

1959 Hutu political leaders backed by elements in the Belgian administration overthrew the Tutsi monarchy (which had continued to exist throughout the colonial period) and replaced it with a republic. Violence against Tutsis spread across the country and tens of thousands of Tutsis fled to neighbouring countries, including Uganda. (When many of these exiles returned with the triumph of the RPF government in 1994, they were referred to as ’59ers’.)

Independence 1962

Rwanda was separated from Burundi and the two countries gained independence on 1 July 1962. Tutsi militias raised among exiles, especially in neighbouring Uganda, staged occasional raids into Rwanda, which always led to reprisals by the Hutu government. In December 1963 a Tutsi raid led to Hutu reprisals in which tens of thousands of Tutsis were massacred, in what one journalist called a genocide and Bertrand Russell declared was the worst massacre since the Holocaust. (This Russell quote crops up in Fergal Keane’s book on the genocide; it’s obviously one of those quotable quotes you get extra marks for in your GCSE essay.)

More than 336,000 Tutsi left Rwanda in 1964 to escape the Hutu purges. In 1972 Tutsi school students across the country were attacked, beaten, their houses torched. So large-scale massacres and pogroms came in waves.

Meanwhile, in neighbouring Burundi, it was the Tutsis who were in charge and in 1973 embarked on a pogrom of Hutus. As many as 100,000 were killed and a further 200,000 Hutus fled as exiles into Rwanda, where every one of their stories fed the fuel of anti-Tutsi anger.

The 1973 influx of Hutu refugees inspired the Rwandan president Grégoire Kayibanda to order his army chief of staff, Juvénal Habyarimana, to set up ‘committees of public safety’, which promptly set about massacring Tutsis. On this occasion the victims were ‘only’ in the hundreds, but as many 100,000 Tutsis fled abroad.

To summarise, Rwanda and Burundi have a long record of attack and counter-attack, profound ethnic antagonism and ethnic cleansing of the two groups which dated back before independence and flared up on an almost annual basis, with the Tutsi almost always being victimised, massacred, and fleeing the country in tens of thousands. The 1994 genocide was generations in the making.

Habyarimana’s coup 1973

In 1973 Rwanda’s army chief of staff, Hutu nationalist Juvénal Habyarimana, carried out a coup, overthrowing president Kayibanda and declaring himself president of independent Rwanda. Under his rule Rwanda became a totalitarian, one-party state in which every citizen was compelled to be a member of his MRND party and was required to chant and dance in adulation of the president at mass pageants (p.75). Habyarimana was to remain dictator of Rwanda for 21 years, kept in place by lavish aid from Western nations and in particular from his most loyal Western supporter, France. Naturellement.

Gourevitch makes the point that during the 1980s and 90s France channeled huge amounts of armaments to the Hutu government, up to and through the actual genocide; that French advisers helped the government at all levels; that French president Francois Mitterand’s son Jean-Christophe was an arms dealer who made a packet from the trade (p.89).

In 1986 the global price of Rwanda’s main exports, coffee and tea, collapsed, and real hardship for the majority of the population added to simmering Hutu disaffection. The racist, supremacist policies of Hutu Power spread like a virus, popularising the insulting term inyenzi or cockroaches for Tutsis.

The Rwandan Patriotic Front (RPF) The Tutsis in Uganda

But so did the Tutsi fightback. It is important to understand the role played by Ugandan politics. In 1979 Tutsi exiles in Uganda formed the Rwandan Patriotic Front (RPF). (It was initially known as the Rwandan Refugees Welfare Association and then, from 1980, as the Rwandan Alliance for National Unity (RANU)). It was formed in response to the persecution of Tutsi refugees by the regime of Ugandan president Milton Obote. Obote accused the Rwandans of collaboration with his predecessor, Idi Amin.

Tutsi refugees Fred Rwigyema and Paul Kagame had joined Yoweri Museveni’s rebel Front for National Salvation (FRONASA). Museveni had fought alongside Obote to defeat Amin in 1979 but withdrew from the government following Obote’s disputed victory in the 1980 general election.

With Rwigyema and Kagame, Museveni formed a new rebel army, the National Resistance Army (NRA). Their campaign to overthrow Obote’s government became known as the Ugandan Bush War.

Obote remained hostile to Rwandan refugees throughout his presidency and in 1981 forced RANU into exile in Kenya. In 1982 he encouraged local councils to force Rwandan refugees out of ordinary civil life and into refugee camps. When Rwandans attempted to cross the border back into Rwanda, the Habyarimana regime confined them to isolated refugee camps and closed the border to prevent further migration.

You can see why many Tutsi exiles found themselves in an impossible position and it explains why so many joined up with Museveni’s NRA with the aim of overthrowing Obote and restoring their rights within Uganda.

In 1986 the NRA captured Kampala with a force of 14,000 soldiers which included 500 Rwandans, some of them senior officers, among them Kagame and Rwigyema. Museveni was grateful for their support and relaxed all Obote’s laws discriminating against Rwandans.

But you can also see why their success in the Bush War led soldiers like Rwigyema and Kagame to  think they might launch a similar military attack against the consider an attack against Rwanda, with the aim of overthrowing the dictatorial Habyarimana regime, installing a moderate government and so allowing the Rwandan refugees inside Uganda to return home. And you can see why the new man they’d helped to power in Uganda, Museveni, would support such a move.

The Rwandan civil war 1990 to 1994

At its 1987 convention RANU renamed itself the Rwandan Patriotic Front (RPF). After a small-scale incursion was repelled in 1989, a cohort of Tutsi soldiers within the Ugandan army deserted, along with uniforms, arms and ammunition and invaded north Rwanda in 1990. It was the right year, as the Cold War came to an end and Western powers abruptly ceased their support for African dictators like Mobutu of Zaire and Habyarimana of Rwanda and force them to instal multi-party democracies.

The RPF incursion developed into the Rwandan Civil War. (To give a sense of the relatively small scale of all this, the original Tutsi incursion numbered some 2,500 soldiers who effectively went AWOL from the Ugandan army, accompanied by some 800 civilians such as doctors and nurses.) The RPF were defeated and repelled by the Rwandan Army (bolstered by French troops flown in to prop up another notorious African dictator) and withdrew to the Virunga mountains where Paul Kagame, establishing himself as its paramount leader, led a very effective regrouping and reorganisation. He attracted funds and exiles, he imposed strict military discipline and turned the RPF into an impressive fighting machine. In 1991 they emerged from the mountains to conduct an effective guerrilla campaign, hitting military targets across the north.

Throughout this period Hutu Power stepped up their propaganda that the Tutsis were parasites on decent hard-working Hutus, exacerbated by the war which Hutus blamed on Tutsi invaders. The circle around Habyarimana’s wife, Agathe, set up a propaganda magazine, Akura, edited by Hassan Ngeze, who developed into the Dr Goebbels of the regime and in December 1990 published a Hutu Ten Commandments mandating Hutu supremacy in all aspects of Rwandan life (p.87).

Propaganda claimed the Tutsis were an alien people, were not Christians, were fighting to gain dictatorial control of Rwanda, restore the old monarchy and reduce the Hutu majority to slaves. In 1992 Hutu Power ideologue Leon Mugesera made a much-reported and chilling speech calling on Hutus to send the Tutsis back to Ethiopia by river i.e. as corpses down the river Nyabarongo (pages 53 and 96). And throughout the war Radio Rwanda broadcast anti-Tutsi hate and there were sporadic anti-Tutsi pogroms around the country, in which thousands were murdered.

The RPF invasion ratcheted up the very anti-Tutsi hate they were set up to counter.

Fragile peace 1993

By 1992 Habyarimana had been forced to accept a measure of multi-party politics and had included politicians not members of his party in the cabinet. It was these opposition politicians who met with the RPF leadership and negotiated a ceasefire in July 1992, leading to face-to-face peace negotiations.

It’s vital to realise that the hardline Hutus, often referred to as the akazu (p.81) and linked with the extended family of the president’s wife, disapproved of Habyarimana’s willingness to compromise and negotiate. They began setting up parallel hard-line Hutu structures within the organs of state, the civil service, the media and the army. Historian Gérard Prunier names late 1992 as the time when the idea of a genocidal ‘final solution’ to kill every Tutsi in Rwanda was first floated among this group. It was led, ironically enough, by one of the new parties encouraged to form by Western pressure to set up a proper democracy, the Coalition for the Defence of the Republic (CDR).

When Habyarimana signed a treaty with the RPF in early 1993 promising a transition to a genuine pluralist democracy in which Tutsi rights would be respected the CDR refused to sign, organised nationwide protests and encourage anti-Tutsi violence in which hundreds were murdered. In response the RPF resumed hostilities, this time defeating the Rwandan army which hadn’t been paid due to the country’s deteriorating economy.

Ever-faithful France sent troops to bolster the Rwandan army. The numbers are tiny. Just the arrival of 400 well disciplined and trained French troops was enough to halt the RPF advance. Nonetheless the RPF came within striking distance of Kigali but Kagali overruled his senior officers and refused to take the capital, shrewdly pointing out that it would alienate his foreign backers and the Hutu population. Instead he declared a ceasefire and called for more negotiations.

On the Hutu side, factions arose in all the parties which allied themselves with what became known as Hutu Power. Each party split into a moderate faction which believed in some amount of political negotiation, and a ‘Power’ faction, which rejected compromise and stood for total Hutu supremacy (p.97). Youth militia wings of each of the parties emerged, including the Interahamwe meaning ‘those who attack together’, who had their origin in football supporters clubs (p.93).

Habyarimana began to realise that the Hutu Power militants were more his enemy than the RPF. After prolonged haggling over the make-up of the post-war Rwandan army, a formal peace treaty was signed on 4 August 1993 (p.99). A transitional government was to be set up with members from all the main parties. UN troops were flown in to supervise the treaty, while Hutu Power authorities began to plan a genocide. Four days after the signing a new radio station set up by the akazu, Radio Television Libre des Milles Collines, began broadcasting genocidal propaganda (p.99).

The general situation was not helped at all when president of Burundi, Melchior Ndadaye, who had been elected in June as the country’s first ever Hutu president, was assassinated by extremist Tutsi army officers in October 1993, leading to a Hutu uprising and a violent crackdown by the Tutsi army which left around 50,000 dead (p.101). The assassination reinforced the notion among Rwandan Hutus that the Tutsi  presented a permanent threat and that there could be no peace, not real long-lasting peace, until they were completely eliminated. This very fragile ‘peace’ lasted from August 1993 till April 1994.

Trigger for the genocide 1994

On the night of 6 April 1994 a plane carrying president Habyarimana and his counterpart Cyprien Ntaryamira of Burundi – both Hutus – was shot down as it approached Kigali airport, killing everyone on board. Hutu extremists blamed the RPF. The Hutu Power wing of the army, led by Colonel Théoneste Bagosora, assassinated the next in line to civilian authority, the (Hutu) Prime Minister,  Agathe Uwilingiyimana, along with ten Belgian UN soldiers charged with her protection (who were tortured first, p.114), and immediately started to implement the campaign of slaughter which they had been developing for years. It was to be a ‘final solution’ to the Tutsi problem.

The RPF claims that Hutu extremists themselves murdered their own president because he was engaged in negotiations with the Tutsis i.e. was a moderate Hutu and seen by a ‘sellout’ by the extremists on his own side.

The very next day, 7 April, as systematic killings across the country began, Kagame warned he was abandoning the treaty and the RPF broke out of its base in the north, attacking into Rwanda in three directions. So the genocide took place against the backdrop of renewed invasion and war. The RPF slowly seized territory in the east, heading south. UN troops were stationed in the demilitarised zone in the north but were ordered to withdraw to their camps to avoid getting involved in the fighting.

You can see why the renewal of war incited the Hutu Power advocates to carry out the genocide with feverish haste, ordering their followers at local level to kill as many as possible as quickly as possible before either the RPF won or the international community stepped in. For Hutu Power, it was a race against the clock.

The genocide – 100 days in 1994

Between April and July 1994, an estimated 800,000 Rwandans were killed in the space of 100 days. Three key facts to grasp are that:

1. The Hutu Power extremists had been preparing for this day for years, had drawn up lists of every Tutsis in the country with names and addresses, had assigned local Hutu leaders to direct and manage the slaughter, and had plans to take over state radio The Hutu extremists set up a radio station, RTLM, and newspapers which circulated hate propaganda, urging people to ‘weed out the inyenzi‘, to broadcast messages of hate. In other words, it was all extremely well planned. The identity cards which every Rwandan had been obliged by law to carry ever since the Belgians introduced them in 1931 (p.56) now became death warrants for any Tutsi stopped by police, militias, at road blocks, in the street, stopped search identified and hacked to death with a machete.

2. Second thing is that Rwanda was unique in tropical African countries in having been, from before Europeans arrived, a highly hierarchical country, organised like a pyramid from each district up to the top of government. Habyarimana’s governing party, the MRND, had a youth wing called the Interahamwe, which was turned into a militia to carry out the slaughter, but they operated within a highly organised society. It was a very well-organised genocide.

3. French troops, fighting on the side of the Rwandan army, freed up resources which Colonel Théoneste Bagosora could redirect to speeding up the genocide (p.90). On the nights of 16 and 18 June French arms shipments were flown into Goma in Zaire and then ferried across the border to support the genocidal Hutu Power regime (p.155). Gourevitch writes of:

The French political and military establishment’s…blatant complicity in the preparation and implementation of the butchery. (p.155)

I was amused to read that as the RPF closed in a French military plane whisked Habyarimana’s wife, Agathe, the central figure in the networks of Hutu Power, the leading figure in the azaku, to safety back in the homeland of liberty, equality and fraternity. Vive la France!

Number killed

At least 800,000 Tutsis were slaughtered in just 100 days, making it the fastest mass killing in human history. People were slaughtered at a faster rate than even during the Holocaust. Some Tutsis, commentators and historians put the figure higher at 1 million, for example a Red Cross report published soon afterwards.

What’s Somalia got to do with it?

Six months before the genocide broke out American troops had carried out Operation Gothic Serpent, an attempt to take on the evil warlord, Mohamed Farrah Aidid.,who ruled Mogadishu, capital of Somalia, which led to the so-called Battle of Mogadishu on 3 and 4 October 1993 during which a black hawk helicopter was shot down and 19 American soldiers were killed and 73 wounded. Not just that. The American corpses were paraded through the streets, and filmed and the video footage beamed around the world. The world’s only superpower was humiliated.

This explains why, when trouble broke out in another faraway African state, the administration of President Bill Clinton desperately tried to ignore it, then downplay it. Gourevitch quotes the press conferences given while the genocide was being carried out in which the poor press secretary tried to explain the administration’s position that ‘genocidal acts’ were taking place but these didn’t amount to an actual genocide. Why the hair-splitting? Because if the Americans conceded it was a genocide, then they would be legally obliged under the Genocide Convention of 1948 to intervene. And Clinton refused under any circumstances to risk another Black Hawk Down humiliation. And therefore officials at every level of the administration were under strict orders never to use the g word.

A bit too neatly Gourevitch says that in May, as the genocide was in full swing, he was visiting the Holocaust Memorial Museum in Washington, which happened to have been opened by President Bill Clinton who made a speech repeating the museum’s motto Never Again. But not only did it happen again, and the American government was the number one reason that the West, the international community and the United Nations did not do more to stop it (as explained in detail on pages 151 to 154). Disgusting.

French involvement and guilt

By June the RPF, attracting more and more Tutsi recruits, controlled the east of Rwanda, had surrounded the key cities including Kigali. In the same month France launched Opération Turquoise in the west of the country, entering from bases in the Zairian cities of Goma and Bukavu and eventually controlling the western fifth of Rwanda in order to create a safe haven for refugees. The fact that many of these refugees were Hutus, fleeing the advancing RPF army, and included many Hutu Power administrators and officials, has led to claims ever since that the French in effect protected those responsible for the genocide.

From the moment they arrived, and wherever they went, the French forces supported and preserved the same local political leaders who had presided over the genocide. (p.158)

Throughout the genocide French military spokesman argued that it was a ‘two-way’ genocide, both sides were as bad as each other and sneeringly referred to the RPF as the Khmer Rouge. The French had many motivations. 1. To maintain hegemony over the widest possible area of francophonie. 2. To maintain its credibility with the other African dictators it supported. Hatred of the English. Hard though it is to believe, the French government opposed the RPF because they originated in English-speaking Uganda. French culture must be preserved even at the cost of supporting the largest genocide since the Holocaust. This was recognised as a factor in France’s support for mass murder by as senior figure as Paul Kagame:

‘If they wanted people here to speak French, they shouldn’t have helped to kill people here who spoke French.’ (p.160)

The permanent grievance of the history’s losers.

The signal achievement of [France’s] Opération Turquoise was to permit the slaughter of Tutsis to continue for an extra month, and to secure safe passage for the genocidal command to cross, with a lot of its weaponry, into Zaire. (p.161)

End of the genocide July 1994

By late June the RPF had surrounded Kigali and took the capital on 4 July, followed on 18 July by the major towns of the north-west, forcing the interim government into Zaire. The RPF victory ended the genocide as well as the civil war. By the end of July 1994 Kagame’s forces held the whole of Rwanda except for the Turquoise zone in the south-west.

The international community, the UN troops on the ground and the French had done fuck-all to halt the worst genocide since the Second World War. (To be fair, Canadian General Roméo Dallaire sent his superiors in New York advance warnings he had learned from high-placed Hutu dissidents that a really huge massacre was being planned. When they ignored his warnings and actively reduced the UN presence on the ground, he and his reduced forces were at least able to provide refuge for thousands of Tutsi and moderate Hutu at its headquarters in Amahoro Stadium, at other secure UN sites, and assisted with the evacuation of foreign nationals.)

Instead the genocide ended solely as a result of the military intervention of Paul Kagame’s RPF (p.143). (Mind you, you could make the case that the genocide only came about because of the sequence of events following the RPF’s initial invasion of 1990, designed to overthrow the ‘legitimate’ Hutu government. Academics, commentators and advocates of all sides can spend the rest of time assigning blame.)

Aftermath – flight of the Hutus

As the RPF closed in the Hutu extremists prepared not just to flee the country, but used state radio and local authorities to terrify the Hutu population into believing they too, in their turn, would be slaughtered by vengeful Tutsis. Which explains why some two million Hutu peasants took to the road and fled west into Zaire, eventually setting up huge refugee camps as big as cities.

And indeed the RPF were accused of themselves killing thousands of Hutu civilians as they took power, and of pursuing and Hutus across the border in Zaire as they tracked down members of the notorious Interahamwe. The RPF denies this was intentional but Gourevitch has Kagame admitting certain rogue elements in his army may have carried out illegal revenge attacks. He tried to restrain them, some were tried and imprisoned, but there’s a limit to his control.

But the bigger story, which Gourevitch dwells on at length, was the creation of vast Hutu refugee camps which became cities in their own right, homes to countless businesses, run with fear and intimidation by Hutu Power administrators, and funded and supported by the international community and hundreds of well-meaning aid agencies.

Ethnic cleansing in East Congo 1995 to 1996

The resulting situation in eastern Congo became chaotic with Rwandan Tutsis tracking down and massacring Hutus, and Hutu extremists regrouping in the vast refugee camps helped by Western governments and aid agencies a) launching cross-border raids back into Rwanda to murder survivors and kill witnesses and b) embarking on their own campaigns of ethnic cleansing against ethnic Tutsis who had lived in Zaire for generations, specifically in the area of Kivu around the Zairean town of Goma.

In other words, intense Hutu-Tutsi animosity, spilling over into massacres and ethnic cleansing continued for years after the genocide itself was ended by the invading RPF.

First Congo War 1996 to 1997

Gourevitch spells out how the genocide was a gift from God for Congo dictator Seko Sese Mobutu (p.281). The old bastard had been unceremoniously dumped by his Western supporters when the Cold War ended in 1990 and had gone through a lean time manipulating a succession of fig-leaf ‘democratic’ governments while he slowly lost control of the lucrative mining industries which had kept his kleptocratic state alive, inflation soared to 9,000 per cent, the economy collapsed.

But with the advent of nearly two million refugees in the far east of his country in 1994, Mobutu was suddenly the man the international community and countless aid agencies had to go through to help them and he proved a willing participant, seeing as he got to cream off significant percentages of the money passing through his capital and its crooked banks. Leading the charge was, of course, the dictator’s most loyal Western friend and the most avid supporter of the genocidal Hutus, France.

France, ever eager to bail out Hutu Power, broke ranks with the rest of what in Cold War parlance used to be called the ‘Free World’ and unilaterally restored aid to Zaire – which meant, of course, to Mobutu who shovelled the money directly into his Swiss bank accounts. (p.281)

Throughout the spring of 1996 Hutu Power militias based in the refugee camps funded by the West continued a campaign to ethnically cleanse the area of North Kivu of its native Zairean Tutsi population, Gourevitch tours the area after such cleansing, travelling through miles of devastation, meeting terrified refugees. The RPF Rwandan government demanded something be done to protect the Tutsis. Zaire protested no such cleansing was going on. The international community did precisely nothing (p.289).

Eventually Kagame was forced to consider direct military intervention into eastern Zaire where the camps were located. His ally Museveni had introduced Kagame to Zairean revolutionary and guerrilla leader Laurent-Désiré Kabila. They began recruiting troops and creating networks of like-minded soldiers, militias and exiles which coalesced into the Alliance of Democratic Forces for the Liberation or AFDL.

Since North Kivu had been largely ethnically cleansed of Tutsis, Kagam predicted the Hutu Power militias would next turn on the 300,000 or so Tutsis living in South Kivu, known as the Banyamulenge after the town they were meant to have immigrated from back in the seventeenth century.

In September 1996 Hutu militias began attacking the Banyamulenge, burning houses, assassinating key officials, executing people in the street. They were fully supported by Mobutu’s army and media, who blamed the Tutsis victims for every atrocity. This was the same pattern and rhetoric which had led to the genocide. Tutsis fought back and were aided by Rwandan soldiers infiltrated into the area (p.295).

When the local Zairean governor declared that the entire Banyamulenge population had one week to vacate their homes and leave the territory, it was precisely the kind of categorical provocation Kagame had been waiting for. He immediately ordered the advance of the amalgamated forces which he, Museveni and Kabila had created into South Kivu. He tells Gourevitch he had three aims:

  1. protect the Banyamulenge Tutsis, arm them, empower them to fight and protect themselves
  2. to dismantle the notorious refugee camps and get their Hutu occupants to return to Rwanda where they would be treated decently
  3. to ‘change the situation in Zaire’ i.e. remove Mobutu as an active supporter of genocidal Hutu Power and replace him with a modern, neutral figure

The AFDL advance was as disciplined and effective as the RWP invasion of Rwanda 2 years earlier. It had the decisive effect of breaking the grip of Hutu Power on the camps and forcing an estimated 700,000 refugees to abandon the camps and trek the 20 or 30 miles back across the border into peaceful Rwanda, and return to their communities. Obviously, there were all kinds of problems with this enormous reintegration into such a densely populated country and with so many divisive memories, but the wholesale massacre of Hutu refugees which the Hutu Power ideologues had terrified the refugees with never happened.

But to the wider world’s surprise the invading AFDL didn’t just invade the Hutu camps, tracking down Hutu Power exponents, freeing the majority of the Hutu refugees into returning to Rwanda – they then declared their intention of marching on Zaire’s capital, Kinshasa, approximately two and a half thousand miles west.

Fall of Mobutu May 1997

It took the AFDL a long seven months to get there, more a tribute to the shocking state of Zaire’s roads and infrastructure than to any opposition put up by the rubbish Zaire army, the FAZ (which Gourevitch describes as ‘Mobutu’s famously cowardly army’, p.256).

As Kabila’s troops approached the capital, president Nelson Mandela of South Africa flew in to try and broker a deal, but failed. Mobutu wanted to stay on the scene, if only as a figurehead president, while Kabila, leading the winning army, wanted all or nothing. Mobutu, his family and cronies fled, Kabila’s troops entered Kinshasa and on 30 May 1997 Kabila was sworn in as president. Next day Kabile changed the country’s name from Zaire to the Democratic Republic of the Congo. He was to be president until his assassination in 2001.

The Second Congo War 1998 to 2003

Kabila turned against his own backers, responding to the Congo public’s dislike of the occupying army of Rwandans and Ugandans and summarily expelling them all in 1998. Bad move. Rwanda and Uganda again collaborated in putting together an invasion force, this time with the aim of overthrowing Kabila and installing a more compliant president. However, the conflict ended up roping six other African nations into the fighting which degenerated into chaos.

The conflict dragged on till 2003 by which time an estimated five million people had died as a result of the conflict. Some armed groups remain active in the areas near Rwanda’s border right up till the present day, 2021.

The post-genocide period

The last hundred pages of this 350-page book cover the period after the genocide. Gourevitch describes the surprising number of Tutsis who returned from exile all over the place, not just the neighbouring countries of Uganda and Tanzania, but Europe and America, once it was clear that a democratic, mixed ethnicity and peaceful government was in place. And the inevitable tensions this led to between those who’d lived through the horror and seen family and loved ones literally hacked to death before their eyes, and returnees from abroad who moved into the many empty houses, tidied up the mess left by the departing Hutus, had barbecues, laughed and joked as if nothing had happened. Many of the survivors Gourevitch interviews find this difficult to cope with (pages 229 to 241).

He covers the massacre of Hutu refugees at the Kibeho refugee camp. He visits post-genocide prisons packed with Hutus who are strangely passive. Considering that high-profile Hutus were being assassinated on the outside, many of them were relieved to be in the relative safety of prison, regularly visited by international aid workers and monitors. He describes in detail the paradox of Hutu Power genocidaires being protected and funded by western aid agencies, at the complete inability of the international community, yet again, to intervene to stop their attacks into Rwanda and their ethnic cleansing of North Kivu and, yet again, the only thing to stop it being a military invasion organised by Paul Kagame, this time in the shape of the coalition AFDL.

At this kind of thing – specific settings and the issues arising from them – Gourevitch excels and his book will remain a valuable record and testimony to the tense, disorientated spirit of the period after the genocide and before the second Congo war of 1998, the one which degenerated into the Great War of Africa. Gourevitch thought he was covering an event which had finished but ended up recording a moment in the continual, ongoing flux of human events, the edgy post-genocide moment which has itself become part of history.

Stupid remarks

Gourevitch peppers the books with remarks which are, presumably, intended to be insightful, but as someone who did a history GCSE, A-level, history-based degree and has spent my life reading history books and attending history exhibitions, I found disappointingly obvious and trite.

Colonisation is violence and there are many ways to carry out that violence. (p.55)

Every war is unconventional after its own fashion. (p.82)

They sound good, don’t they, they create a good literary, rhetorical effect, they sound profound, but a moment’s reflection tells you they are trite or untrue. He operates on a very superficial level. When he quotes Lord Acton’s hoary dictum that power corrupts and absolute power corrupts absolutely, as if it was a useful contribution to the debate about the genocide, you realise you are dealing with a child. He quotes Stalin’s alleged saying that one death is a tragedy, a million deaths is a statistic, as if it’s a dazzling new discovery (p.201). Disappointing.

Worst of all, Gourevitch develops a theory of human nature based on his literary feelings, on the premise that the most important thing about human nature is the power of the imagination. Instead of seeing things in political terms, he again and again reverts to modish blah about narratives and stories and identity and returns again and again to the importance of imagination, narrative and stories. He is more indebted to Coleridge than Clausewitz. John Milton, Charles Dickens, Rilke, George Eliot, these are his terms terms of reference. It is thin stuff and wholly inappropriate to the subject matter.

He keeps writing things I profoundly disagree with.

We are, each of us, functions of how we imagine ourselves and of how others imagine us… (p.71)

(Note the prissy, attention-drawing use of commas, a rhetorical flourish to make the sentence sound more considered and profound.) I am a Darwinian materialist so I simply disagree. I would counter-suggest that we are, each of us, (sic) not at all functions of how we imagine ourselves, but functions of how our bodies work, products of our biology, of the complex interaction between our genetic inheritance and the myriad biochemical signals the environment we find ourselves in sends us or triggers in our bodies.

If I am starving to death in one of the world’s countless famines or dying of cancer or stroke or heart attack or delirious with malaria it doesn’t really matter what my imagination or anyone else’s imaginations are doing. I am a function, first and foremost, of my biology, all else is secondary.

He writes that the most basic function of power is to coerce us into its narratives. This reads to me like the modish bullshit of the English graduate. The whole approach reeks of the trend across all the humanities and high brow journalism to invoke the magic words ‘narrative’ and ‘story’ as if they explain everything about human nature and politics, but they don’t. If someone puts a gun to your head and tells you to do something or die, complex theories of meta-narrative and Coleridgean distinctions between imagination and fancy become irrelevant. When he writes:

I felt tempted, at times, to think of Rwanda after the genocide as an impossible country. (p.224)

I felt tempted to throw the book out the window. This is high-sounding bullshit. What does it even mean? A country is a country is a country, borders on a map, enforced by border police, with a government and administration and laws and a currency. Russia continues to exist after its century of Soviet tyranny, Germany is going strong, decades after the Holocaust and its violent partition, even Cambodia is still a country after the horror of the killing fields – and so on and so on. Clearly the worry that Rwanda is an ‘impossible’ country is a problem which only exists in Gourevitch’s head and shows you just how obtuse his responses can be.

There’s a lot to be written about the ideology of Hutu Power which drove the genocide and the way it shaped the actions of the génocidaires at all levels of Rwandan society, but Gourevitch doesn’t have the conceptual framework or academic training to do it. He makes repeated efforts to do so, but I found them shallow and disappointing.

The big takeaway

Leaving Gourevitch out of the equation, I think the biggest single thing to take away from study of the Rwandan genocide is that it wasn’t a one-off, inexplicable outbreak of barbarity. The one big thing you learn from studying it is that it was simply the highest point of a century-old culture of ethnic rivalry and hatred, which broke out from the 1950s onwards in repeated massacres and pogroms, exactly as the Jews of Russia and Eastern Europe were subject to centuries of persecution and pogroms way before the Holocaust.

In that sense it is far from inexplicable, it is very, very explicable. What turned the long history of minor, localised outbreaks of ethnic violence into a genocide was the hard work of the Hutu Power ideologues who set out to organise the extermination of the Tutsis by harnessing the organisation and technology of a modern state, using state radio, magazines, and every level of the highly structured administration to promulgate simple messages of hate and desperation. It boiled down to: “Kill the cockroaches before they kill us!” and hundreds of thousands of Hutus, primed by decades of negative propaganda, bought this message and acted on it (p.251).

But study of the Rwandan genocide doesn’t stop in July 1994. Like all the other accounts I’ve read, Gourevitch shows how it leads directly on to the issue of the Hutu refugee camps and the way the Hutu Power génocidaires survived and recreated their power structures there, terrorising hundreds of thousands of refugees, carrying out deadly incursions back into Rwanda, and then setting about the ethnic cleansing of east Congo. And how that led directly to the AFDL invasion of Zaire which became known as the First Congo War, and how that led on to the second invasion of Congo, by Rwandan and Ugandan forces which led to the disastrous Great War of Africa.

For a few months the specific genocidal Hutu Power campaign was able to be carried out with unbridled ferocity, but the killing of Tutsis had been commonplace for decades before it, and the killing of comparable numbers of Hutus (maybe as many as 100,000 Hutus were killed in all forms of revenge attack, from individual reprisals and local pogroms through to the more organised massacres in the refugee camps) followed seamlessly after it.

Gourevitch ends his book gloomily with Bill Clinton’s flying visit to Rwanda in March 1998 (he didn’t even leave the airport) but during which he acknowledged that the events of 1994 had been a genocide and that ‘the international community’ had done too little to intervene. The later sections of his book testify over and over to the complete failure of the international community, America or the UN to act either to prevent the genocide or to intervene to prevent the regrouping of the génocidaires in the camps. Gourevitch gets progressively more angry about it.

But the thing that comes over in his last few pages is the way the killings resumed inside Rwanda. During 1997 and into early 1998, as he was finalising his account, the number of murders and massacres of Tutsis by revived groups of Hutu Power génocidaires was steadily increasing. In fact the book ends with yet another grim atrocity, an account of how a group of 150 Hutu Power militia and interahamwe attacked a boarding school in Gisenyi and hacked to pieces the 17 schoolgirls and a 62-year-old Belgian nun.

In other words, as he ended the book, the tide of communal hate killing had returned and was rising. I’ll need to read other books to find out what happened next…

A correct understanding of human nature

The Rwandan genocide itself was a definable and unique historical event with a specific start and a specific end-point. Gourevitch, throughout his book, professes himself puzzled and bewildered at how it could ever have happened, incapable of imagining the motivation and mindset of ordinary people who took up machetes to hack their neighbours and own family members to pieces.

But the more you study it, the more understandable the Rwandan genocide becomes, provided you have a correct understanding of human nature.

We humans are animals, part of the animal kingdom, subject to the same constraints and urges as other animals. My son who’s just completed his Biology degree, said one of his lecturers summed up all animal activity in a snappy motto: feed, fight, fuck. That’s it. Like all animals, we humans are programmed to mate and reproduce; to do that effectively, we have to fight or compete (albeit in socially mediated and sublimated ways) for a mate. But none of this can take place unless we can feed and water ourselves on a regular basis.

For sure, the so-called ‘mind’ and ‘reason’ which well-fed philosophers have pontificated about for millennia, beginning in the slave societies of ancient Greece and Rome, is also a deep part of human nature – but most people, even the most highly educated, are fundamentally irrational and easily swayed. Humans are very suggestible and easily steered towards courses of action which let them fulfil their primal urges – hunger, lust, violence, and the more socialised wishes for praise and acceptance, wealth and power, no matter how local and fleeting. (Presumably Gourevitch has heard of Sigmund Freud. If so, why has he not learned anything from him, from the grim conclusions Freud drew about human nature based on the First World War?)

The great appeal of war for young men in less-than-perfectly-disciplined armies is that you can fulfil a lot of these really primitive urges. As well as the joy of killing alongside a closely-bonded band of brothers, war all too often provides endless opportunity for risk-free sexual violence. Hence the outbreak of mass raping during every conflict in human history, including the Rwandan genocide.

Once you align your thinking with the basic facts that humans are fundamentally irrational animals, driven by a cacophony of unconscious primitive urges, which lead them to make all kinds of irrational mistakes and, given the opportunity, behave terribly – then most of human history, including all its atrocities, make perfect sense, indeed seem inevitable.

Human nature doesn’t change, at least not on a timescale which human society registers. Give or take a few differences in social conventions, we understand the motives of medieval kings and Roman emperors just fine. And they map very well onto to the behaviour of contemporary African dictators such as Mobutu or Bokassa, just as the lickspittles and hangers-on in the court of each would be interchangeable, and just as the lives of the ordinary businessmen or urban workers or peasants doing forced labour in the fields would be recognisable in 1st century Rome or 20th century Congo.

It is only if you have a wrong understanding of human nature that you are surprised by atrocity and barbarity. Only if you assume that everybody else is as highly educated as you, as well-read in Rilke and Milton, as able to eat out in 5-star restaurants around the world on New Yorker expense accounts. If you come from this blessed background then you might be tempted to think that everyone else is as kind and generous and thoughtful and concerned about issues of gender and equality and identity and narrative as you are. So it is only if you live in this cloud cuckoo-land, liberal arts culture that you are going to be shaken to your core when you visit a country where hundreds of thousands of people undertook the systematic slaughter by hand of their neighbours and even their own family members.

The Armenian Genocide. The Russian Civil War. The Ukraine Famine. The Second Word War. The Holocaust. 20 million Russian dead. Indian Partition. The Great Leap Forward. The Chinese Cultural Revolution. Pol Pot in Cambodia. The Yugoslav wars. Has he not heard of these and many other comparable mass murders?

Why has he not learned the simple lesson that this is what humans do. In the right circumstances, whipped up by the right leaders, humans are capable of any atrocity. The Rwandan genocide wasn’t an inexplicable outbreak of madness but just the most recent example of an enduring and central aspect of human nature.

Gourevitch displays the same naive or obtuse shock every time he comes to ‘think about’ the genocide. The shock and dismay of a privileged, literature-soaked author, at the pinnacle of his liberal profession in the richest country in the world, amazed to discover what life is like in one of the poorest countries in the world (which is how Rwanda was classified by the World Bank in the immediate aftermath of the genocide, a place where the average annual wage was estimated to be $80, far less than Gourevitch and his fellow editors of The Paris Review probably used to spend on one business lunch.)

It isn’t anything ‘wrong’ in human nature or ‘wrong’ about the human imagination which he is discovering. Human nature is human nature just like gravity pulls things towards the centre of the earth, the sun rises in the morning, fire burns and so on. It is a basic fact of the world we exist in.

The reason Gourevitch is shocked is that he had such a completely mistaken view of human nature in the first place. He had read about the Holocaust but not really processed its lessons, what it tells us about what ‘ordinary’ people are capable of, namely any level of cruelty and barbarity if they think it means they and their loved ones will survive.

It is the shock of a pampered American discovering that the rest of the world is not like America, in fact it is inconceivably different. (Gourevitch is well aware of the issue of American parochialness and American ignorance. He routinely criticises the sparse and uninformed commentary on the situation in Rwanda and Zaire which he reads in even leading American newspapers like the New York Time and Washington Post, e.g. pages 297, 343. What’s the title of the Green Day song, American Idiot.)

Because he has diametrically the wrong view of human nature, Gourevitch at various points describes the genocide and the killings which followed it as a kind of failure of political and cultural imagination (p.206).

On the contrary, from my point of view, the Rwandan genocide was a kind of fulfilment of the profound and bestial aspects of human nature which I’ve described – albeit carefully whipped up, legitimised and organised by the Hutu Power propagandists. The genocide is explicable because it derives from understandable, analysable aspects of human nature. Have you not read any human history? Do you not know it amounts to a catalogue of massacres and genocides?

The common objection people make to my view of human nature, starting with my own kids, is: “Well, it’s not like that where I live. Where I live everyone is nice and friendly and caring. If what you say is true, how come everyone isn’t at everyone’s throats all the time?”

But the answer is simple: we in the West are well fed. Really well fed. The biggest medical problem in the West is the epidemic of obesity and diabetes. Fat people don’t fight. Even the most casual knowledge of history shows a direct correlation between hunger and social upheaval. The French Revolution, the Russian Revolution, the rise of the Nazis took place in societies pushed to the brink by famine, hunger and extreme social stress; in Weimar Germany mass unemployment meant people were literally starving.

In these circumstances, the most basic human drives come to the fore and can be manipulated and directed by those who understand how: Danton, Lenin, Goebbels, Pol Pot and, in Rwanda, the  exponents of Hutu Power such as Hassan Ngeze and Colonel Théoneste Bagosora.

It follows that the fundamental aim of any government should be to manage the economy in such a way as to ensure that most of its citizens are fed, not only as a good in itself but as the basic protection against social collapse and reversion to barbarism. To take a leaf from Gourevitch’s book and quote a famous literary figure, it was Bertolt Brecht who wrote: “Food first, then fancy talk about morality”. (“Erst kommt das Fressen, dann kommt die Moral” The Threepenny Opera).

Feeding your population, ensuring security of food, then of housing, then of work which is rewarded with a stable currency, are probably any modern government’s top priorities.

Gourevitch’s assembly of all the facts and his narrative of the deep history, build-up to and then catastrophic events of the Rwandan genocide are thorough and authoritative, and he has obviously interviewed an enormous variety of people who shed light on all levels of events, victims and perpetrators, as well as numerous UN and aid officials, ministers, government spokesmen, including president Kagame of Rwanda and president Museveni of Uganda. It’s a hugely impressive roster. He had tremendous, what the journalists call “access”.

For all these reasons his book tells a searing story and will remain important evidence. But every time he stops to ‘think’ about what he’s describing, he displays a regrettably low level of awareness about human nature, society and history. He demonstrates that he is an idealistic American unprepared for a world which is mostly not populated by well-read, New York liberals. His bewilderment is sometimes so total I wish I found it funny, but it ended up being deeply irritating and marring my admiration for the extensive and very impressive factual sections of his book.

Critique of Hobsbawm’s Marxisant approach

In the third of his mighty trilogy of histories of the long nineteenth century, The Age of Empire: 1875 to 1914, as in its two predecessors, Hobsbawm makes no attempt to hide his strongly Marxist point of view. Every page shouts his contempt for the era’s ‘bourgeois’ men of business, its ‘capitalists’ and bankers, the despicable ‘liberal’ thinkers of the period and so on. From time to time his contempt for the bourgeoisie rises to the level of actual abuse.

The most that can be said of American capitalists is that some of them earned money so fast and in such astronomic quantities that they were forcibly brought up against the fact that mere accumulation in itself is not an adequate aim in life for human beings, even bourgeois ones. (p.186)

Replace that final phrase with ‘even Jewish ones’ or ‘even Muslim ones’ or ‘even black ones’ to get the full sense of how deliberately insulting it is intended to be and how unacceptable his invective would be if applied to any other group of people.

Hobsbawm loses no opportunity to quote Marx (who died in 1883, saddened by the failure of his communist millennium to arrive) or Lenin’s views on late capitalism and imperialism (Lenin published his first political work in 1893), and he loses absolutely no opportunity to say ‘bourgeoisie bourgeoisie bourgeoisie’ scores of times on every page till the reader is sick of the sight of the word.

Hobsbawm’s highly partisan and politicised approach has strengths and weaknesses.

Hobsbawm’s strengths

On the up side, using very simplistic binary oppositions like ‘the developed world’ and ‘the undeveloped world’, the ‘bourgeoisie’ and the ‘proletariat’, helps him to make great sweeping generalisations which give you the impression you are gaining secret access to the engine room of history. If you ignore the complexity of the histories and very different cultures of individual nations such as America, Britain, France and Germany, and lump them altogether as ‘the West’, then you can bring out the broad-brush historical and economic developments of the era, grouping together all the developments in science, chemistry, physics, technology, industry and consumer products into great blocks, into titanic trends and developments.

This gives the reader a tremendously powerful sense of bestriding the world, taking part in global trends and huge international developments. Just as in The Age of Capitalism, the first half or so of the book is thrilling. It makes you feel like you understand for the first time the titanic historical forces directing world history, and it’s this combination of factual (there are lots of facts and figures about industrial production) and imaginative excitement which garnered the trilogy so many positive reviews.

Hobsbawm’s obsession with capitalism’s contradictions

Hobsbawm makes obeisance to the Marxist convention that ‘bourgeois’ ideology was riddled with ‘contradictions’. The most obvious one was the contradiction between the wish of national politicians to define and delimit their nations and the desire of ‘bourgeois’ businessmen to ignore all boundaries and trade and invest wherever they wanted around the globe (p.40).

Another ‘contradiction’ was the way the spread of ‘Western ideology’ i.e. education and values, to developing countries, or at least to the elites within European colonies, often led to the creation of the very Western-educated elites who then helped to overthrow it (he gives the London-trained lawyer Gandhi as the classic example, p.77, though he could as easily have mentioned Jawaharlal Nehru, educated at Cambridge, trained at London’s Inner Temple as a barrister).

Another ‘contradiction’ was the between the way the mid-century ‘bourgeois’ industrial and economic triumph rested on a mechanical view of the universe, the mechanical laws of physics and heat and chemistry underpinning the great technological advances of the later nineteenth century. Hobsbawm then delights in the way that, at the end of the century, this entire mechanistic worldview was overturned in a welter of discoveries, including Einstein’s theory of relativity, the problematic nature of the sub-atomic world which gave rise to quantum physics, and deep discoveries about the bewildering non-rational basis of mathematics.

These are just some of the developments Hobsbawm defines as ‘contradictions’ with the aim of proving that Marx’s predictions that capitalism contained within itself deep structural contradictions which would undermine it and lead inevitably to its downfall.

Why Hobsbawm was wrong

Except that Marx was wrong and Hobsbawm is wrong. His continual mentioning Marx, quoting Lenin, harking back to the high hopes of the revolutionaries of 1848, invoking the memory of the Commune (redefined, in good Marxist style, as a heroic rising of the downtrodden working classes, rather than the internecine bloodbath that it actually was), his continual harking forward to the Bolshevik revolution as somehow the climax of all the trends he describes, his insistence that we, he and his readers, all now (in the mid-1980s when he wrote this book) still live in the forbidding shadow of the Russian revolution, still haunted by the spectre of communist revolution — every aspect of his attitude and approach now seems dated and irrelevant.

Now, in 2021, it is 30 years since the collapse of the Soviet Union and its satellites revealed:

  1. Their complete failure to build an economic and social system which could be a serious alternative to ‘capitalism’.
  2. The extraordinary extent to which communist regimes had to surveil, monitor and police every aspect of their populations’ behaviour, speech and thoughts, in order to prevent them relapsing into the ways of human nature – the prison camps, the psychiatric wards, the secret police. Look at China today, with its censorship of the internet and its hounding of dissidents, its suppression of Falun Gong and the Muslim Uighurs of Xinjiang.

Seen from our contemporary perspective, Hobsbawm tendentious habit of naming every clash in policies, every development in cultural thinking as some kind of seismic ‘contradiction’ which will bring global capitalism tumbling down, looks like what it is, a biased obeisance to Marxist ideas which have long ago proved to be untrue.

The misleading use of terms like ‘bourgeois’

To some extent his attitude is based on one particular logical or rhetorical trick which can be proved to be false.

In the later chapters of the book, about the arts, the hard and social sciences, Hobsbawm repeatedly claims that this or that aspect of ‘bourgeois ideology’ of the mid-nineteenth century came under strain, suffered insoluble contradictions, underwent a crisis, and collapsed.

I think this is the crux of the massive mistake he makes. It consists of several steps:

  1. identifying every element of mid-nineteenth century political and cultural theory as some universal thing called ‘bourgeois’
  2. identifying this ‘bourgeoisie’ as the central and necessary figure of the capitalist system
  3. and then claiming that, because in the last few decades of the nineteenth century this ‘bourgeois’ ideology came under strain and in many ways collapsed, that therefore this shows that capitalism itself, as a system, must come under strain caused by its internal contradictions and therefore must collapse

Surely anyone can see the logical error here. All you have to do is stop insistently repeating that mid-nineteenth century ideology was identical with some timeless ‘bourgeois’ ideology which necessarily and uniquely underpins all capitalism, and simply relabel it ‘mid-nineteenth century ideology’, and then all your sentences stop being so apocalyptic.

Instead of saying ‘bourgeois ideology was stricken by crisis’ as if The Great Revolution is at hand, all you need say is ‘mid-nineteenth century political and social beliefs underwent a period of rapid change at the end of the century’ and the portentous sense of impending doom hovering over the entire system vanishes in a puff of smoke – and you are left just describing a fairly banal historical process, namely that society’s ideas and beliefs change over time, sometimes in abrupt reversals resulting from new discoveries, sometimes as slow evolutionary adaptations to changing social circumstances.

Put another way, Hobsbawm identifies mid-nineteenth century liberal ideology as if it is the one and only shape capitalist thinking can possibly take and so excitedly proclaims that, by the end of the century, because mid-nineteenth century ‘bourgeois’ beliefs were quite visibly fraying and collapsing, therefore capitalism would collapse too.

But quite obviously the ‘capitalist system’ has survived all the ‘contradictions’ and ‘crises’ Hobsbawm attributes to it and many more. It is still going strong, very strong, well over a century after the period which Hobsbawm is describing and when, he implies, it was all but on its last knees.

In fact the basic idea of manufacturing products cheap and selling them for as much profit as you can, screwing the workers who make them and keeping the profits to a) enjoy yourself or b) invest in other business ventures, is probably more widespread than ever before in human history, seeing how it’s been taken up so enthusiastically in post-communist Russia but especially across hyper-modernising China.

In other words, Hobsbawm’s use of Marxist terms like ‘bourgeois’ and ‘proletarian’ may have a certain explanatory power for the era he’s describing, but after a certain point they are too simplistic and don’t describe or analyse the actual complexity of even one of the societies he describes, let alone the entire world.

At some point (which you can almost measure in Hobsbawm’s texts) they cease to be explanatory and become obfuscatory, hiding the differences which separate America, Britain and Germany much more than unite them. Use of the terms simply indicate that you have entered a certain worldview.

Imagine a Christian historian identifying mid-nineteenth century ideology as the one and only expression of ‘Christian’ ideology, an ideology which divided the population into ‘believers’ and ‘unbelievers’, into the ‘saved’ and the ‘damned’. Imagine this historian went on to describe how the widespread ‘crisis’ in Christian belief at the end of the century indicated that the entire world was passing out of the phase of Christian belief and into infidel unbelief.

If you read something like that you would immediately know you are inside the particular worldview of an author, something which clearly means a lot to them, might shed light on some aspects of the period – for example trends in religious belief – but which in no way is the interpretation of world history.

a) Plenty of other interpretations are available, and b) despite the widespread laments that Christianity was dying out in the later nineteenth century, contrary to all their pessimism, Christianity now has more adherents worldwide than ever before in human history. And ditto capitalism.

The dominance of the key terms Hobsbawm deploys with such monotonous obsessiveness (capitalism, bourgeoisie, proletariat, liberal ideology) don’t prove anything except that you have entered the worldview of a particular author.

The system with the real contradictions, contradictions between a) its utopian claims for equality and the reality of a hierarchical society which privileged party membership, b) between its promises to outproduce the West and the reality of permanent shortages of consumer goods and even food, c) between its rhetoric of ‘freedom’ and the reality of the harsh repression of any kind of political or artistic unorthodoxy – was communism, whose last pitiful remnants lie rusting in a thousand statue parks across Russia and Eastern Europe.

The fundamental sleight of hand in Hobsbawm’s argument

Because Hobsbawm identifies the mid-nineteenth century worldview with the ‘bourgeoisie’ and the ‘bourgeoisie’ as the indispensable foundation of ‘capitalism’, he tries to pull off the conjuring trick of claiming that, since the mid-nineteenth century worldview drastically changed in all kinds of ways in the last decade of the century, these change invalidate the ‘bourgeoisie’, and that this, in turn, invalidates ‘capitalism’. Proves it is wrong and doomed to collapse.

You can see how this is just a three-card trick which moves vague and indefinable words around on the table at speed to bamboozle the impressionable. For despite the trials and tribulations of the century of extremes which followed, ‘capitalism’ in various forms appears to have triumphed around almost the entire world, and the materialistic, conventional, liberal ‘bourgeoisie’ which Hobsbawm so despises… appears still to be very much with us, despite all Hobsbawm’s protestations about its terminal crises and death throes and contradictions and collapse.

Victimology tends to tyranny

To anyone familiar with the history of communist Russia, communist China and communist Eastern Europe, there is something unnerving and, eventually, worrying about Hobsbawm’s very broad-brush division of the entire world into victims and oppressors.

The first half of the twentieth century was the era of totalitarian governments seeking to gain total control over every aspect of their populations and mould them into better humans in a better society. The first thing all these regimes did was establish goodies and baddies, and rouse the population to be on perpetual guard against the enemy in whatever guise – ‘the bourgeoisie’, the ‘kulaks’, ‘capitalist roaders’, ‘reactionary elements’, ‘the Jews’, and so on.

Dividing the entire huge world and eight billion people into simple binaries like ‘oppressors’ and ‘victims’, ‘bourgeoisie’ and ‘workers’, ‘exploiters’ and ‘exploited’, ‘white’ masters and ‘black’ victims, is worryingly reminiscent of the simplistic, binary thinking which the twentieth century showed leads to genocides and mass killing.

Hobsbawm criticises the nationalist parties of the late-nineteenth century for dividing up populations into citizens and outsiders, members of the Volk or aliens, a process of which the Jews were notable victims. And yet he enacts the very same binary oppositioning, the same outsidering of a (large) group of society, by objectifying and insulting the ‘bourgeoisie’ at every opportunity.

It’s the same old mental slum: if only we could get rid of the gypsies / homos / lefties / commies / bourgeoisie / capitalists / Catholics / Protestants / Armenians / Jews / Croats / Serbs / Tutsis / Hutus / men / whites / blacks / immigrants / refugees, then society would be alright. I call it ‘If-only-ism’.

If capitalism and imperialism were inevitable, how can anyone be guilty?

In Age of Capital Hobsbawm describes how the industrial revolution amounted to a lucky fluke, a coming together of half a dozen circumstances (of which the most important was, in his view, Britain’s command of the waves and extensive trading network between colonies) and this helps you realise that some people were able to seize the opportunity and exploit it and become masters of small firms and then of factories etc. Clever, quick, resourceful or well-placed men leapt to take advantage of new opportunities. Any history of the industrial revolution names them and gives biographies of individuals central to the series of inventions or who then set up successful firms to exploit them.

However, the tendency of Hobsbawm’s very high-level Marxist approach, his sweeping surveys which pull together evidence from Austria, or France, from north Italy or New York, is, paradoxically, to remove all sense of agency from the humans involved. Hobsbawm makes it seem almost inevitable that the first industrial revolution (textiles) would give rise to a second (iron and coal) which in turn would give rise to a third (steel, organic chemistry, electrics, oil).

And he makes it seem inevitable that, once the world was fully mapped and explored, then the other ‘western powers’ which by 1890 had more or less caught up with Britain in terms of industrialisation, would join the competition to seize territories which contained valuable minerals or exotic produce (tea, coffee, bananas). That an acceleration of imperial rivalry was inevitable.

But if it had to pan out this way, how can you blame anyone? If, viewed from this lofty godlike perspective, it was inevitable that industrialisation broke out somewhere, that it would spread to all similar regions and states, that the now numerous industrial nations would find themselves in competition for the basic resources (food) and more arcane resources (rubber, oil, rare metals) required to drive the next stage of industrial development – can you blame them?

You could call it Hobsbawm’s paradox, or Hobsbawm’s Choice. The more inevitable you make the entire process sound, the less reason you have to be so cross at the ‘bourgeoisie’.

The reality is that you can, of course, hold the western nations accountable for their actions, but only if you descend to a lower level of historical discourse than Hobsbawm’s. Only if you begin to look at specific actions of specific governments and specific men in specific times and places an you begin to make assessments and apportion praise or blame.

Responsibility and guilt can’t really exist at the level Hobsbawm is operating on because he goes out of his way to avoid mentioning individuals (with only a few exceptions; Bismarck’s name crops up more than any other politician of the period) and instead emphasises that it all unfolded according to almost unavoidable historical laws, implicit in the logic of industrial development.

If humans couldn’t avoid it, then they can’t very well be blamed for it.

In light of Hobsbawm’s theory, is equality possible?

The same set of facts give rise to a parallel thought, which dogged me throughout reading this book, which is — if what Hobsbawm says is true, if industrial and technological developments tend to be restricted to just a handful of certain nations which have acquired the technology and capital resources to acquire ‘liftoff’ to industrialisation, and if, within those nations, the benefits of industrialisation accrue overwhelming to a small proportion of the population; and if this process is so stereotyped and inevitable and unstoppable — then, well… is it even possible to be fair? Is it possible to achieve anything like ‘equality’? Surely the entire trend of the history Hobsbawm describes with so much verve suggests not.

Putting aside the issue of fairness in one nation aside in order to adopt Hobsbawm’s global perspective, he often repeats the formula that countries in the ‘undeveloped’ or ‘developing’ or ‘Third World’ (whatever you want to call it) were forced by the demands of consumer capitalism or The Market to turn themselves into providers of raw materials or a handful of saleable commodities – after all, this was era which saw the birth of the banana republic. But, I thought as I ploughed through the book… what was the alternative?

Could undeveloped nations have turned their backs on ‘international capitalism’ and continued as agrarian peasant nations, or resisted the western imperative to become ‘nations’ at all and remained general territories ruled by congeries of local sheikhs or tribal elders or whatever?

At what stage would it have been possible to divert the general trend of colonial takeover of the developing world? How would it have happened? Which British leader would have stood up and said, ‘This is wrong; we renounce all our colonies and grant them independence today?’ in the1870s or 1880s or 1890s? What would have happened to the sub-continent or all those bits of Africa which Britain administered if Britain had simply packed up and left them in 1885?

As to all the wealth accumulating in Britain, among its sizeable cohort of ship-owners, traders, factory owners, bankers, stockbrokers and what not. On what basis would you have taken their wealth away, and how much? Half? All of it and shot them, as in Bolshevik Russia?

Having seized the wealth of the entire ‘bourgeoisie’, how would you then have redistributed it to the bedouin in the desert or the native peoples of Australia or the Amazon, to the workers on the rubber plantations, in the tin and gold mines, in the sugar fields, to squabbling tribes in central Africa? How could that have been done without a vast centralised redistribution system? Without, in fact, precisely the centralising, bureaucratic tendencies of the very capitalist system Hobsbawm was criticising?

And who would administer such a thing? Having worked in the civil service for over a decade I can tell you it would take hordes of consultants, program managers, project managers and so on, who would probably be recruited from the host country and make a packet out of the process?

And when was all this meant to happen? When, would you say, the awareness of the wrongs of the empire, or the wrongs done to the ‘undeveloped world’ became widespread enough to allow such policies to be enacted in a democracy where the government has to persuade the majority of the people to go along with its policies? In the 1860s, 70s, 80s?

Live Aid was held in 1985, just as Hobsbawm was writing this book, and which I imagine brought the issue of Third World poverty and famine to the attention of even the dimmest members of the population. But did that global event abolish poverty, did it end inequality and injustice in in the Third World? No, otherwise there would have been no need for the Live 8 concerts and related charity efforts 30 years later, in 2005. Or the ongoing efforts of all the industrialised nations to send hundreds of millions of dollars of support to the Third World every year (hence the furore surrounding the UK government cutting back on its foreign aid budget this year.) Not to mention the continuous work of thousands of charities all across the ‘developing world’.

When you look at the scale of activity and the amounts of money which have been sent to developing countries since the Second World War, it makes you wonder how much would be enough? Should every citizen of every industrialised nation give, say, half their annual earnings to people in the Third World? To which people? In which countries? To India, which has invested tens of billions in a space program? To China, which is carrying out semi-genocidal policy of incarceration and mass sterilisation in its Xinjiang province? Do we need to take money from the British public to give it to Narendra Modi or Xi Jinping? Who would manage that redistribution program, for whatever civil servants and consultants you hired to make it work would earn much, much more than the recipients of the aid.

Student excitement, adult disillusion with Hobsbawm

When I was a student, reading this trilogy educated me about the broad industrial, economic and social forces which created and drove forward the industrial revolution in the Western world throughout the nineteenth century, doing so in thrilling style, and for that I am very grateful. Hobsbawm’s books highlighted the way that, through the 1850s and 1860s, capitalism created an ever-richer class of ‘owners’ set against a rapidly growing number of impoverished workers; how the industrial and financial techniques pioneered in Britain spread to other Western nations; how the industrial system evolved in the 1880s and 1890s into a) a booming consumer society in the West and b) the consolidation of a system of colonial exploitation around the world.

I had never had the broad trends of history explained so clearly and powerfully and excitingly. It was a memorable experience.

But rereading the books 40 years later, I am now painfully aware that the simplistic Marxist concepts Hobsbawm uses to analyse his period may certainly help to elucidate it, but at the same time highlight their own ineffectiveness.

The confidence that a mass working class movement which will rise up to overthrow the inequalities of the West and liberate the developing world, that this great liberation is just around the corner – which is implicit in his numerous references to 1848 and Marx and the Commune and Lenin – and that all it needs is a few more books and pamphlets to spark it off….goes beyond boring to become sad. Although the historical facts he describes remain as relevant as ever, the entire ideology the books are drenched in feels terribly out of date.

Democracy not the blessing it is cracked up to be

In chapter 4 Hobsbawm discusses the politics of democracy. Throughout he takes it for granted that extending the franchise to all adults would result in the revolutionary change he supports. He starts his discussion by referencing the powerful German Social Democratic Party (founded back in 1863) and the British Labour Party (founded in 1900) and their campaigns for universal suffrage, as if giving the vote to ‘the working class’ would immediately lead to a social revolution, the end of inequality and exploitation.

Only in the chapters that follow does he slowly concede that new mass electorates also helped to create new mass, populist parties and that many of these catered not to the left at all, but to right-wing nationalist ideas of blood and Volk. For example, the notorious Karl Luger, mayor of Vienna from 1897 to 1910, whose Christian Social Party espoused populist and antisemitic politics which are sometimes viewed as a model for Adolf Hitler’s Nazism.

In fact it had already been shown that universal male suffrage not only didn’t lead to socialist revolution but the exact opposite, when, in the aftermath of the 1848 revolution which overthrew the French monarchy, the French granted universal male suffrage and held a presidential election in which the opera bouffe candidate, Louis-Napoléon Bonaparte, promptly won with 74% of the entire male adult vote, and then went on to win the plebiscite held after his 1851 anti-leftist coup with 76%.

So any educated person knew in the 1850s that extending the franchise did not, in and of itself, lead to red revolution. Often the opposite. (This is a point picked up in Richard Shannon’s book The Crisis of Imperialism 1865 to 1915 which quotes umpteen later Victorian politicians and commentators arguing against extending the franchise precisely because they’d seen what it led to in France, namely the election of a repressive, right wing autocrat.)

Hobsbawm’s excited description of the way the ‘scary’ working class were ‘threatening’ bourgeois hegemony, were on the brink of ‘seizing power’ and righting the world’s wrongs, underplays the extent to which universal suffrage led:

  1. directly to the rise of populist nationalist anti-left wing governments
  2. and to the fragmentation of the left into ‘reformists’, prepared to compromise their radical principles and ally with liberal parties in order to get into parliament, and the die-hards who held out for radical social change

In other words, extending the franchise led to the exact opposite of what Hobsbawm hopes. Something borne out after the Great War, when the franchise was drastically extended to almost all adults in most European countries and the majority of European governments promptly became either right-wing or out-and-out dictatorships. Mussolini won the 1924 Italian general election; Hitler won the largest share of the vote in the Weimar Republic’s last election. Or Hungary:

In January 1920, Hungarian men and women cast the first secret ballots in the country’s political history and elected a large counterrevolutionary and agrarian majority to a unicameral parliament. (Wikipedia)

Switching from Hobsbawm altogether to the present day, 2021, any reader of the English left-liberal English press must be struck how, since the Brexit vote, it has stopped being a taboo subject to suggest that quite possibly a large proportion of the British electorate is thick and uneducated (terms you frequently meet in the Guardian newspaper). You can nowadays read plenty of ‘progressive’ commentators pointing out that the great British electorate was persuaded, in voting for Brexit (2016) and Boris (2019), to vote for populist right-wing demagoguery and against their own best interests as working people. I have read so many commentators pointing out that it is the very conservative working class communities who voted for Brexit who are most likely going to suffer the prolonged consequences of economic dislocation and decline.

In other words, right now in 2021, you can read representatives of the left openly stating that universal franchise, one person one vote, not only doesn’t lead to the socialist paradise Hobsbawm implies it will, but the opposite – rule by right-wing populists.

As far as I can remember, thoughts like this would have been utterly taboo in the 1980s, or have immediately identified you as a right-wing conservative. But now I read comments like this every day in the Guardian or New Statesman.

So – this is the recent experience and current political discourse I bring to reading Hobsbawm’s chapter about democracy and which makes me think his assumption, his faith, his Marxist belief, that simply expanding the franchise to all adults would of itself bring about social revolution and justice and equality is too simplistic.

  • It doesn’t correlate with the historical fact that, as soon as the franchises of most European nations had been radically expanded (after the Great War), lots of them became very right-wing.
  • It doesn’t speak to our present situation where, it’s true that no-one is openly suggesting restricting the franchise, but many progressives are questioning whether the universal franchise produces the optimum results for a nation and its working class. Trump. Brexit.

The world is not as we would like it to be.

My opposition to Hobsbawm’s teleology

I am a Darwinian materialist. I believe there is no God and therefore no purpose or direction to human lives or events. There is no plan, divine or otherwise. Shit happens, people try to cope. Obviously shit happens within a complex web of frameworks and structures which we have inherited, it takes a lot of effort to disentangle and understand what is going on, or what we think is going on, and sometimes it may happen in ways some of which we can broadly predict. But ‘events, dear boy, events’ are the determining feature in human affairs. Take Afghanistan this past week. Who knew? Who expected such a sudden collapse?

This isn’t a very profound analysis but my aim is to contrast my preference for a theory of the unpredictable and chaotic nature of human affairs with Hobsbawm’s profound belief in Marxist teleology, meaning the very nineteenth century, rationalist, scientistic belief that there are laws of history and that human societies obey them and that they can be predicted and harnessed.

Teleology: the doctrine of design and purpose in the material world.

Teleology is the belief that if you shave away all the unfortunate details of history, and the peculiarities of culture, and the impact of charismatic individuals, in fact if you pare away enough of what makes people people and societies societies, you can drill down to Fundamental Laws of History. And that Karl Marx discovered them. And that these laws predict the coming collapse of capitalism and its replacement by a wonderful classless society. And that you, too, can be part of this future by joining the communist party today for the very reasonable online registration fee of just £12!

Anyway, the teleology (‘sense of direction, meaning or purpose’) which is a vital component of Marxism, the confidence in an inevitable advent of a future of justice and equality, which underpins every word Hobsbawm wrote, evaporated in 1991 and nothing has taken its place.

There will be no Revolution. The ‘capitalist system’ will not be overthrown. At most there will be pointless local revolts like the Arab Spring, revolts which, more than likely, end up with regimes more repressive or anarchic than the ones they overthrew (Syria, Libya, Egypt).

This sort of thing will occur repeatedly in countries which did not enjoy the early or middle benefits of the technological revolutions Hobsbawm describes, countries of the permanently developing world, which will always have largely peasant populations, which will always depend on the export of raw materials (oil being the obvious one), which will always have unstable political systems, liable to periodic upheavals.

The environmental perspective

If there is One Big Thing we do know about the future, it is something which isn’t mentioned anywhere in Hobsbawm’s book, which is that humanity is destroying the environments which support us.

My son is studying biology at university. He says it amounts to having world-leading experts explain the beauty and intricacy of various eco-systems in beautiful places around the planet – and then describing how we are destroying them.

As a result, my son thinks that human civilisation, in its present form, is doomed. Not because of global warming. But because we are killing the oceans, exterminating all the fish, destroying species diversity, wrecking agricultural land, using up all the fresh water, relying more on more on fragile monocultures, and generally devastating the complex web of ecosystems which make human existence possible.

Viewed from this perspective, human activity is, overall, fantastically destructive. And the massive ideological divide Hobsbawm makes between the tradition of the nineteenth century ‘bourgeoisie’, on the one hand, and the revolutionaries, Communards, Bolsheviks and communists he adulates, on the other, fades into insignificance.

We now know that polluting activity and environmental destruction were as bad or worse under communist regimes as they were under capitalist ones. It was the Soviet system which gave us Chernobyl and its extended cover-up. Capitalist ones are at least capable of reform in a way communist regimes turned out not to be. Green political movements are a feature of advanced ‘capitalist’ countries but were suppressed, along with every other form of deviance, under communist governments.

But then again, it really doesn’t matter from a global perspective. Looked at from the planet’s point of view, all human activity is destructive.

So this is why, looking at them from a really high-level perspective, as of aliens visiting earth and reviewing the last couple of centuries, these books no longer make me angry at the wicked ‘capitalist’ exploitation of its workers and entire colonial nations and the ‘heroic’ resistance of the proletariat and the exploited peoples of the colonial nations.

I just see a swarm of humans ruining their habitat and leading, inevitably, to their own downfall.

Hobsbawm’s style

Hobsbawm is very repetitive. He mentions bicycles and cars and so on representing new technologies at least three times. I swear he points out that imperialism was the result of increasing competition between the industrial nations at least half a dozen times. He tells us that a number of Germany’s most eminent revolutionaries came from Russia, namely Rosa Luxemburg, at least four times. He repeats President Porfirio Diaz’s famous lament, ‘Poor Mexico! So far from God, so close to the United States’ twice. He tells us twice that western governments were keen to invest in medical research into tropical fevers solely because the results promised to help their officers and administrators survive longer in colonial outposts several times. He repeatedly tells us that Bismarck was the master of maintaining peace between the powers (pp.312 and 318).

The impression this gives is of rambling, repetitive and circular arguments instead of linear, logical ones.

Hobsbawm’s discussions are often very gaseous in the sense that they go on at length, use lots of highbrow terminology, but at the end it’s hard to make out or remember what he’s said. The discussion of nationalism in Age of Capital was long and serious-sounding but I emerged at the end of it none the wiser. The long discussion of sociology in chapter 11 of this book left me none the wiser about sociology except for Hobsbawm’s weird suggestion that, as a social science, it was founded and encouraged in order to protect society against Marxism and revolution. Really?

In a similar spirit, although he uses the word ‘bourgeoisie’ intensively throughout both books, I emerged with no clearer sense of what ‘bourgeoisie’ really means than I went in with. He himself admits it to be a notoriously difficult word to define and then more or less fails to define it.

On a more serious level I didn’t understand his discussion of nationalism in Age of Capital or his discussion of the increasing democratisation in the 1890s in this volume, because they were vague and waffly. It seemed to me that as soon as he left his home turf of economic development, his ideas become foggy and repetitive.

And sometimes he comes over as a hilariously out of touch old buffer:

By 1914 the more unshackled youth in the western big cities and resorts was already familiar with sexually provocative rhythmic dances of dubious but exotic origin (the Argentinian tango, the syncopated steps of American blacks). (p.204)

‘The syncopated steps of American blacks’. No wonder American capitalism was doomed to collapse.

Overall conclusion

Hobsbawm’s books are thrilling because of their scope and range and the way he pulls together heterogenous material from around the world, presenting pages of awe-inspiring stats and facts, to paint a vivid, thrilling picture of a world moving through successive phases of industrialisation.

But he is eerily bereft of ideas. This comes over in the later chapters of both books in which he feels obligated, like so many historians before him, to write a chapter about The Arts. This is not his natural territory and the reader has to struggle through turgid pages of Hobsbawm dishing up absolutely conventional judgements (Van Gogh was an unrecognised genius; the arts and crafts movement was very influential), which are so lame and anodyne they are embarrassing.

I had noticed his penchant for commenting on everything using numbered points (‘The bourgeois century destabilised its periphery in two main ways…’; ‘Three major forces of resistance existed in China…’, ‘Three developments turned the alliance system into a time bomb…’, and many others). Eventually it dawned on me that he produces these nifty little sets of issues or causes or effects instead of having ideas. Lists beat insights.

Considering how fertile Marxist literary and art criticism has been in the twentieth century (cf György Lukács, Walter Benjamin, Theodor Adorno, Frederick Jameson) it is very disappointing how flat and untheoretical and banal Hobsbawm’s comments about the arts in both books are. In these later sections of each book it is amazing how much he can write without really saying anything. He is a good example of someone who knows all the names and terminology and dates and styles and has absolutely nothing interesting to say about them.

Luchita Hurtado: I Live I Die I Will Be Reborn @ the Serpentine Sackler Gallery

This is a really wonderful exhibition. I thoroughly enjoyed it and had a struggle dragging myself away. And it’s FREE!

Luchita Hurtado has had the most extraordinary life and career. She was born in 1920, in Maiquetía, Venezuela, and is still working and painting, 98 years later! In fact the last section of the exhibition features a dozen or so works from just the past twelve months. But let’s start at the beginning…

The 1940s

This is Hurtado’s first solo exhibition in a public institution, which seems amazing given the quality of everything on show.

The 95 or so works featured here are arranged in a straightforward chronological order to help the visitor make sense of the astonishing range and variety of styles and approaches to making art which have characterised her career.

Very broadly her career seemed to me to break down into two parts: in the 1940s and 50s she experimented with the type of abstraction which was very much in the air, a kind of post-war, atom-bomb modernism.

I can’t put into words how attractive I found many of these works, which are dated but in a good way, deeply evocative of the period, and executed with just the right quality of roughness and exuberance. The oil paint which is applied roughly, in dabs and swathes barely filling in the angular abstract compositions, so you can see the canvas through it, with a casualness which bespeaks its own process of creation, which captures the post-war mood of ruins and survival.

Moving to California

Hurtado moved from Venezuela to the United States in 1928, first freelancing as a fashion illustrator for Condé Nast in New York, before relocating to Mexico City, where she joined a group of renowned artists and writers who had emigrated from Europe in the wake of the Spanish Civil War and the Second World War and who were working under the banners of Surrealism and Magical Realism. By the late 1940s, Hurtado had moved to Mill Valley, California, where she was closely associated with the Dynaton Group.

The work from this early period reminds me of the artists featured in a book about Mexican artists of the 1940s and 50s which I reviewed a few months back, particularly the work of Carlos Mérida and Gunther Gerzso.

These first couple of rooms reek of the visual world of the soft-modernist 1950s, but in a good way. I found lots of paintings to really like here, I really liked the combination of abstraction with the rough, pastel-sketch kind of finish. In 1951 Hurtado moved to Santa Monica, California, where she has lived and worked ever since.

Strip paintings

It’s in the next section, titled ‘Experimentation’, that you see her start to flex her wings, ready to establish her own identity. I especially liked a number of works where she painted an abstract design then cut it up into ‘strips’ and rearranged it. The effect is compared by the curators to a film strip, which is not untrue, but doesn’t convey what I felt to be the terrific dynamism and energy of some of the results.

It’s a little further along this gallery that Hurtado suddenly springs beyond abstraction with a series of paintings which incorporate depictions of the body – in a kind of rough, naive style: sometimes chopped up, sometimes reduced to Matisse-like cutouts silhouettes, sometimes morphing into Georgia O’Keeffe-style landscapes. There’s one (Untitled, 1965) where two sandy-brown mountain peaks run smoothly down to a mound which has three or four blue rivers flowing out of it, and between the peaks is descending an equally sandy-brown protuberance, which you don’t have to be an art critic to see as a pair of parted legs, revealing a mound of Venus which is being approached by a male member. It was the 1960s, after all, and sex was bold and new.

The ‘I am’ works

By about 1970 this interest in the body had led her to totally abandon the complex abstraction of the previous decades in favour of a highly simplified and figurative depiction of her own body. To be precise, she produced a whole series of works as she looks down over her own naked body.

Her body appears as a highly simplified, Caramac-brown pair of breasts, with the tummy and tummy button beneath and maybe the thighs or knees or feet also peeking out. What a complete change of style from the dirty expressionism of the 1940s, 50s and early 60s!

The most distinctive of these idiosyncratic self-portraits also feature one or other of the native American rugs which Hurtado collected. And, adding a peculiar, Surrealistic touch in almost all of them, there is a fruit – most often an apple or a pear – floating in this hyper-real, abstract space.

The result is highly distinctive and visually impactful and extremely beguiling.

‘Sky skin’ paintings

In the mid-1970s she took this same stylised figurative approach and turned it outwards and upwards, into a series which feature skyscapes, blue blue sky and clouds, but framed by simplified rocky terrains which may, or may not, refer to the human body. Just as the downwards ‘I am’ paintings often feature a fruit incongruously floating in mid air, so the Sky skin paintings more often than not feature bird feathers, floating in almost identifiable patterns.

The way a vista of objects gives on to a startlingly blue sky suddenly reminded me of Magritte and his stylised use of the sky. And then I thought of the famous painting of the man in a bowler hat with an apple in front of his face, and saw a strong connection between this series and the work of the earlier Surrealist. (In fact that painting by Magritte, Son of Man, is from as late as 1964.)

Word paintings

Meanwhile, in a separate room, is displayed a series of canvases from 1973 and 1974 which are BIG and which return to a language of abstraction, but radically simplified from her 1940s and 50s work. You wouldn’t guess it if the wall label hadn’t told you, but in all these works, the abstract compositions, the expressive lines and the geometric shapes are in fact fragmented lettering.

First of all she chose a text. Then she generated an abstract composition from the word or words. And then she cut the canvas up and rearranged the sections into a new pattern, which deliberately disrupts the original composition.

Thus Self Portrait from 1973, actually conceals the words ‘I live’, rendered in a half abstract style, then cut up.

It’s a simple enough approach, but one which grows organically out of all her earlier interests, from the 1950s abstracts, through the 1960s strip paintings and then her growing sense of her ‘self’, and her subjective consciousness, as the subject of her art. It also confirms – if it wasn’t obvious already – her interest in seriality i.e. in making series of works which systematically explore a new idea or approach.

This serial approach gives each individual work added resonance and interest, and because the curators line up half a dozen or more works in each series, it lets you a) share the sense of fun and experimentation and trial and error which has gone into them b) gives you the simple pleasure of deciding which one from each series you like best.

White word paintings

In the next room along is another recognisable series, this time crated by applying white acrylic paint to raw, unprimed canvas, with the focus of each work being one or two resonant, highly meaningful words. Thus entire works are made out of the words EVE, ADAM, WOMB or WOMAN.

I have a soft spot for art works which are still fragmentary, unfinished, minimalist 1970s art or Italian Arte Povera, made from industrial leftovers, art where you can see the canvas, or is rough and unfinished. I think it’s partly because I warm to the fundamental idea that artworks only emerge from a troubled world with great effort. I like to see the sculpture emerging from the stone, a few lines beginning to create volume and shape, sketches and half-finished artifacts.

Anyway, that might be one reason why I really, really liked all the works in this room.

Feminist art

Obviously there are vast tracts to be written about Hurtado’s feminist consciousness, and about her feminist journey from the early entirely abstract work which (possibly, arguably) was made in the shadow of the more famous American Abstract Expressionists and male Mexican artists of her day – through the breakthrough in the mid-1960s where she suddenly dropped abstraction in order to produce a series of very simple self-portraits – then all those simplified paintings looking down at her own boobs and tummy – through to these works of the feminist 1970s, which use big female concepts, rallying cries and credos, as the basis for artworks.

Or, in the words of American art writer and curator Sarah Lehrer-Graiwer:

Hurtado’s word-subjects tend to foreground a woman’s subjectivity (at least partly self-referential as verbal self-portraits) and echo her figurative strategies in the pulsation of line, pattern, and evocation around the perimeter, once again expressing an allegiance to looking at and living in relation to the periphery, the margin, the recesses, the acute edge of things.

Eco art

The final section of the exhibition is devoted to a series of new paintings produced by Hurtado in the last twelve months and displayed here for the first time. These are deliberately rough and ready placards, poster art, protest art, political art, devoted to raising awareness about the environment and the world we are destroying.

To be honest, I liked these the least of all the works on display. I joined the World Wildlife Fund in the 1980s. My flatmate became a leading figure in the green movement, campaigning to save the rainforest in the 80s and 90s, another friend works for the European Development Bank, channeling Western investment to environmentally-friendly development schemes, Mrs Books and Boots helped to launch the Forest Stewardship Council in the mid-1990s, and I myself worked for the UK Department for International Development from 2008 to 2009.

In other words, I’ve been plugged into environmental activism for over thirty years and have got pretty tired of people crapping on about global warming and the environment and doing absolutely nothing whatever to improve the situation.

Become a vegetarian, sell your car, never fly again, review all your investments and divest from any which are involved in carbon industries – these are just the basic steps everyone needs to take, but I know no-one who, in the past 30 years since we first started hearing about global warming, has made any of these elementary changes to their lifestyle.

We were told that Luchita Hurtado had flown to London specially to attend this exhibition, as had at least one of the curators, who was American, accompanied by who knows how many assistants, PR and gallery people. And the pictures themselves, of course. Which were all shipped to London. In airplanes.

This is why we are doomed. Everybody talks the talk, everybody agrees this is a world-shattering crisis, everyone paints placards, wears t-shirts, goes on marches – but nobody, nobody at all, is prepared to get out of their car and walk away and never use it again. To forswear meat and dairy for the rest of their lives. To vow never to catch another airplane, never to take another foreign holiday. Nobody.

Pretty much everyone attending the press launch was tapping away on their mobile phones, mobile phones which contain rare and irreplaceable metals, are manufactured in the suicide factories of China, and then shipped half way round the world in gas-guzzling super-tankers, and which use a global digital infrastructure which now produces more greenhouse gases than the entire aviation industry.

How easy to give a Facebook ‘like’ to Luchita Hurtado’s worthy eco-art, or to retweet about it. How impossible to give up your mobile phone, all your other hi-tech gadgets, your car, your barbecue, and your next foreign holiday.

Which is why we’re going to burn the world.

That’s what I feel about the subject of environmental art. But I also just didn’t like Hurtado’s eco art as art, that much. The sentiments seemed to me trite and obvious and the execution, although I can appreciate that it is deliberately rough and home-made and in the style of handheld placards, just didn’t pull my daisy.

All that said, on the upside, don’t you think it is absolutely remarkable that a person can be this engaged with a very contemporary issue at the age of ninety-eight!

Although these pieces didn’t do it for me, I was still awestruck by her ability to be open to the modern world, and engage with it, this vividly and vehemently, at such a very advanced age. The sentiments and the handmade placards perfectly chime with the activism of Greta Thunberg and all the other schoolchildren who’ve come out on strike against climate change, holding home-made banners and placards very like Hurtado’s.

If not as actual art, then as tokens of Hurtado’s lifelong commitment to being alert and alive and exploring and expressive, I couldn’t help being deeply touched by this final display.

Conclusion

This is a fabulous exhibition. There are lovely works to savour and enjoy from every part of her long and varied career – from the 1950s abstractions, through the 1960s film-strip pieces, the floating apple and caramac boob period, the sky paintings, the abstract hidden word paintings, and then the white feminist word works, as well as several other series I don’t have space to describe.

But it was, on reflection, the late 1940s, early abstract work which rang my bell most. As you walk in the door of the Sackler Serpentine Gallery this is the first work you see, and this is the work I found it hard to tear myself away from, a classic example of her early abstract period which I just found beautiful beyond words.

As usual, a photographic reproduction doesn’t do it justice. In the flesh you can go right up close and appreciate and enjoy the supreme confidence with which she has painted and etched and scratched and roughed in the colours of the wonderfully weird and evocative sci-fi, Juan Miro-esque, zoomorphic design, in order to create something which I found utterly compelling and persuasive.

Breakfast of Champions by Kurt Vonnegut (1973)

Breakfast of Champions is longer than the average Vonnegut novel at 270 pages in an old Panther paperback edition I have.

It’s experimental in several ways. Each paragraph is introduced with an arrow → making them seem more like disconnected apothegms than part of a consecutive prose text, and sometimes the paragraphs reduce to totally disconnected sentences. More like reading Nietzsche than a novel.

Then there’s the author’s amateurish but quite appealing drawings, at least one every two pages, sometimes two on a page, squeezing the prose out, like in a children’s book. I counted 119 of them. Here’s an example.

It took Vonnegut a long four years to grind out Breakfast of Champions and several times he abandoned it. It had poor reviews and in later life he gave it a low rating among his works. But I like it. I think it demonstrates two of his leading characteristics.

1. It is chatty. It is like listening to an interesting guy who’s knocked about the world a bit, telling you funny anecdotes – about pornography, explaining how we’re all actually machines, leaning forward to impress on you that war is wrong, and so on.

2. And it is roomy. Having established this chatty, informal persona, Vonnegut can casually rope just about any subjects he wants into the so-called ‘story’.

For example, out of nowhere in particular comes this paragraph:

The Governor of New York, Nelson Rockefeller, shook Trout’s hand in a Cohoes grocery story one time. Trout had no idea who he was. As a science-fiction writer, he should have been flabbergasted to come so close to such a man. Rockefeller wasn’t merely Governor. Because of the peculiar laws in that part of the planet, Rockefeller was allowed to own vast areas of Earth’s surface, and the petroleum and other valuable minerals underneath the surface, as well. He owned or controlled more of the planet than many nations. This had been his destiny since infancy. He had been born into that cockamamie proprietorship.
‘How’s it going, fella?’ Governor Rockefeller asked him.
‘About the same,’ said Kilgore Trout.

That is a complete ‘section’, that’s all we hear about Governor Rockefeller. On the face of it this is some kind of satire against obscene wealth – the kind of stoned oppositionism which made Vonnegut such a hero of the counterculture and 1970s students. What I like about it though is its irrelevance. Its irreverent irrelevance. Its insouciance. He tells a story. Nothing much happened. It was a thing. OK. So long.

As to ‘plot’, well, the story follows events in the lives of two American men, Kilgore Trout, the failed author of hundreds of science fiction novels who we met a few years back in Slaughterhouse-Five and who appears in about five other Vonnegut novels; and Dwayne Hoover,  a Pontiac car dealer in the fictional town of Midland City, Ohio, who is on the brink of a nervous breakdown. The plot comes to a climax with them both meeting, by accident in a bar, and Trout’s presence being the thing which topples Hoover into his psychotic episode (beating up a bunch of people in the bar, his mistress and a couple of cops before being overpowered and taken to gaol).

Both characters contain elements of self-portraiture: Trout since Vonnegut himself struggled a) in his early, poor days against indifference and bad reviews, then b) when he was famous, against writer’s block; and Hoover since Vonnegut (apparently) suffered lifelong from depression, was on anti-depression medication and tried to commit suicide at least once. It is relevant that Vonnegut’s own mother committed suicide by an overdose of sleeping pills when he was 21 – not least because he tells us as much in chapter 17.

‘This is a very bad book you’re writing,’ I said to myself behind my leaks.
‘I know,’ I said.
‘You’re afraid you’ll kill yourself the way your mother did,’ I said.
‘I know,’ I said.

And he makes Dwayne’s wife, Celia, kill herself by drinking Drāno.

a mixture of sodium hydroxide and aluminum flakes, which was meant to clear drains. Celia became a small volcano, since she was composed of the same sorts of substances which commonly clogged drains.

For the richest and most powerful country in the world, America sure was, and apparently still is, full of very unhappy people.

The narrative arc is that Trout – based in New York – is invited to an arts festival taking place in (the fictional) Midland City, and has a string of adventures getting there, while Hoover is going mad in Midland City, disconcerting his various staff and employees at the Pontiac salesroom he owns.

But the real point of the novel is, I think, the way Vonnegut just adds all sorts of anecdotes, stories, jokes, pictures and reflections into it.

For example, the notion that Trout is almost supernaturally prolific allows Vonnegut to add in one-page synopses of Trout’s far-out science fiction novels. They come across as too simple to even be worked up into short stories, but they make excellent one-page diversions. There are at least ten of them, which add an extra layer of wackiness to the mix.

The fake naive style

What most distinguishes Breakfast of Champions from Vonnegut’s other books, and from any other book I’ve ever read, is the author’s deployment of a strategy of describing everything, even the most minute and obvious elements of life and society – as if to an alien who has never heard of them before.

Everything he mentions, almost anything, he stops the narrative to explain it as if to someone who has never heard of it before, often adding one of his drawings.

For example, right in the opening pages he sets out to piss off any conservative readers, and whip up his student fanbase, by treating America and its iconography as if it is inexplicably weird.

Trout and Hoover were citizens of the United States of America, a country which was called America for short. This was their national anthem, which was pure balderdash, like so much they were expected to take seriously… (Vonnegut quotes the entire lyric of the American national anthem)

There were one quadrillion nations in the Universe, but the nation Dwayne Hoover and Kilgore Trout belonged to was the only one with a national anthem which was gibberish sprinkled with question marks.

And:

If they studied their paper money for clues as to what their country was all about, they found, among a lot of other baroque trash, a picture of a truncated pyramid with a radiant eye on top of it, like this: (a hand-drawn illustration of the logo on an American dollar) Not even the President of the United States knew what that was all about. It was as though the country were saying to its citizens, ‘In nonsense is strength’.

A lot of the nonsense was the innocent result of playfulness on the part of the founding fathers of the nation of Dwayne Hoover and Kilgore Trout. The founders were aristocrats, and they wished to show off their useless education, which consisted of the study of hocus-pocus from ancient times.

As to American foreign policy:

When Dwayne Hoover and Kilgore Trout met each other, their country was by far the richest and most powerful country on the planet. It had most of the food and minerals and machinery, and it disciplined other countries by threatening to shoot big rockets at them or to drop things on them from airplanes.

All this was written as the Vietnam War reached its bloody climax:

Viet Nam was a country where America was trying to make people stop being communists by dropping things on them from airplanes.

If American authors want to say their country is rubbish, that’s fine by me – although I’d love to read about the backlash there must have been against Vonnegut by any kind of conservative writers, publications or institutions.

What interests me more is the wide-eyed innocence of this narratorial approach – as if he were not only explaining America to aliens, but to alien children.

Thus later on the narrator explains what a beaver is (with a drawing), what a clock tower is (with a drawing) what a gun is (a device for making holes in other people, along with a drawing), what an apple is (with a drawing), what a lamb is:

A lamb was a young animal which was legendary for sleeping well on the planet Earth. It looked like this:

To a large extent whether you like the book or not will be based on whether you can read hundreds of pages written in this faux innocent style, whether you find it liberating, or at least interesting, to see all human activity through these alien child’s point of view. Or whether you find it tiresome and almost demented.

Machines and chemicals

Closely related to the style is the delusion the author attributes to Dwayne Hoover of seeing all other human beings as machines. This is one of the ‘hallucinations’ which tips Hoover over into full-blown madness but we know, from the preface and from comments liberally sprinkled throughout the text, that Vonnegut often feels the same.

As for myself: I had come to the conclusion that there was nothing sacred about myself or about any human being, that we were all machines, doomed to collide and collide and collide. For want of anything better to do, we became fans of collisions. Sometimes I wrote well about collisions, which meant I was a writing machine in good repair. Sometimes I wrote badly, which meant I was a writing machine in bad repair. I no more harbored sacredness than did a Pontiac, a mousetrap, or a South Bend Lathe.

This conceit is used more for humour than bleakness. In fact the idea is most fully expressed in a book by Kilgore Trout which Dwayne reads in the cocktail bar at the climax of the novel and which brings on his fit. In the book, Trout writes:

‘Your parents were fighting machines and self-pitying machines,’ said the book. ‘Your mother was programmed to bawl out your father for being a defective moneymaking machine, and your father was programmed to bawl her out for being a defective housekeeping machine. They were programmed to bawl each other out for being defective loving machines.

‘Then your father was programmed to stomp out of the house and slam the door. This automatically turned your mother into a weeping machine. And your father would go down to a tavern where he would get drunk with some other drinking machines. Then all the drinking machines would go to a whorehouse and rent fucking machines. And then your father would drag himself home to become an apologizing machine. And your mother would become a very slow forgiving machine.’

If read in the right mood, this is pretty funny.

And Vonnegut sees human beings not only as machines, but as bags of chemicals:

I tend to think of human beings as huge, rubbery test tubes, too, with chemical reactions seething inside.

This comes over in the thread running throughout the text whereby the author refers to all kinds of aspects of the characters’ behaviours as being determined, not by free will, but by ‘the chemicals in their brains’.

A lot of people were like Dwayne: they created chemicals in their own bodies which were bad for their heads.

Vonnegut tells us in the preface that:

My own mother wrecked her brains with chemicals, which were supposed to make her sleep. When I get depressed, I take a little pill, and I cheer up again.

I know from personal experience what a huge difference medication for mental illness can make to a person. Chemical imbalances in the brain can certainly be life defining, character defining. Vonnegut lays this fact out with the same wide-eyed fake naivety as everything else from the American flag to apples.

Taken together the ideas that people are a) machines b) whose behaviour is largely determined by chemicals in their brains, dominate the book’s worldview.

Race

There’s a lot about race in the book. Of course the 1960s in America saw the rise of the Civil Rights Movement, the assassination of its leaders, and the growth of Black Power. How exactly the historical background seeps into the book I couldn’t say except that it is very aware of ‘the black problem’ and, as you would expect, Vonnegut is 110% on the liberal side, depicting southern slavery, southern bigotry, black crime rates and black incarceration rates as all aspects of white oppression.

Francine mused about the prison, where the guards were all white and most of the prisoners were black.

Then again, he crosses all kinds of lines which we, in 2019, have been taught to avoid. He uses the N word more than any modern writer would dare, mostly setting it down in his standard fake naive way, a way that conveys the outrage and injustice embodied in the word all the more powerfully for being used flat and blank.

Harry knew Dwayne better than did any other man. He had been with Dwayne for twenty years. He came to work for him when the agency was right on the edge of the Nigger part of town. A Nigger was a human being who was black.

There’s a lot more in the same ilk, some of it pretty disturbing. Here is Harry LeSabre, sales manager at Dwayne Hoover’s Pontiac dealership, talking with his wife, Grace.

‘Can the reindeer hear you?’ said Harry. ‘Fuck the reindeer,’ said Grace. Then she added, ‘No, the reindeer cannot hear.’ Reindeer was their code word for the black maid, who was far away in the kitchen at the time. It was their code word for black people in general. It allowed them to speak of the black problem in the city, which was a big one, without giving offense to any black person who might overhear. ‘The reindeer’s asleep – or reading the Black Panther Digest,’ she said.

The reindeer problem was essentially this: Nobody white had much use for black people anymore – except for the gangsters who sold the black people used cars and dope and furniture. Still, the reindeer went on reproducing. There were these useless, big black animals everywhere, and a lot of them had very bad dispositions. They were given small amounts of money every month, so they wouldn’t have to steal. There was talk of giving them very cheap dope, too – to keep them listless and cheerful, and uninterested in reproduction.

The Midland City Police Department, and the Midland County Sheriffs Department, were composed mainly of white men. They had racks and racks of submachine guns and twelve-gauge automatic shotguns for an open season on reindeer, which was bound to come.

This is bleak whichever way you view it. Is Vonnegut agreeing that there is a big race problem in America? The idea that blacks are given a small dole to stop them stealing is bleak satire. Should Harry and Grace’s attitude be taken as the average white middle class view of the day? And then the mass arming of the police against the coming of a race war even bleaker.

Sometimes Vonnegut combines his fake-naive approach to race with the conceit that humans are machines, to produce really bitingly dark satire. Thus, emerging from a porn cinema in Times Square, Kilgore Trout is propositioned by two hookers.

These were country girls. They had grown up in the rural south of the nation, where their ancestors had been used as agricultural machinery. The white farmers down there weren’t using machines made out of meat anymore, though, because machines made out of metal were cheaper and more reliable, and required simpler homes.

All America’s social problems are treated in the same way, with huge detachment as if we are all machines in a grotesquely malfunctioning factory.

Sex

Slaughterhouse-Five offended many Americans because of its dwelling on pornography. Not the writing of pornography, just Vonnegut dwelling on it as a symptom of human beings’ madness. Well, men’s. There’s a lot more of it in Breakfast of Champions.

Sex shops It turns out that Kilgore Trout’s numerous science fiction novels are generally bought up by pornographers purely to pad out their wank mags. This means that, before he sets off to the arts festival in Midland City, Trout spends some time cruising the sex shops around Times Square in New York.

Beaver shots Vonnegut goes to town on this, describing how hard core sex magazines advertise that they contain ‘wide open beaver’ shots i.e. photos of women with their legs and labia apart, for men to masturbate to. It’s a classic opportunity to use the false-naive approach to highlight the absurdity of men, women, sex, humanity.

At the time he met Dwayne Hoover, Trout’s most widely-distributed book was Plague on Wheels. The publisher didn’t change the title, but he obliterated most of it and all of Trout’s name with a lurid banner which made this promise:

WIDE-OPEN BEAVERS INSIDE!!!!!

A wide-open beaver was a photograph of a woman not wearing underpants, and with her legs far apart, so that the mouth of her vagina could be seen. The expression was first used by news photographers, who often got to see up women’s skirts at accidents and sporting events and from underneath fire escapes and so on. They needed a code word to yell to other newsmen and friendly policemen and firemen and so on, to let them know what could be seen, in case they wanted to see it. The word was this: “Beaver!”

When Dwayne was a boy, when Kilgore Trout was a boy, when I was a boy, and even when we became middle-aged men and older, it was the duty of the police and the courts to keep representations of such ordinary apertures from being examined and discussed by persons not engaged in the practice of medicine. It was somehow decided that wide-open beavers, which were ten thousand times as common as real beavers, should be the most massively defended secret under law.

There you have Vonnegut’s satirical view of the absurdity of sex, pornography and society.

The clitoris Trout has written an entire book about the clitoris (p.144) and how a man should pleasure a woman.

Penis size There is also a longish passage half way through the book, where Vonnegut tells us the precise penis lengths of all the male characters in the book. This feels like Tristram Shandy, the most famous example of learnèd wit, i.e. taking the mickey out of absurd scholarship and learning, updated to the era of the Kinsey Reports on sexual behaviour. In case you’re wondering:

Dwayne Hoover, incidentally, had an unusually large penis, and didn’t even know it

while:

Kilgore Trout had a penis seven inches long, but only one and one-quarter inches in diameter

at which point, in his fake-naive style, Vonnegut includes a drawing of an inch so that we know what we’re talking about.

Orgasms And this segues into a discussion of how many orgasms the main characters have per month.

Dwayne’s monthly orgasm rate on the average over the past ten years, which included the last years of his marriage, was two and one quarter. [Grace]’s monthly average over the same period was eighty-seven. Her husband [an assistant in Dwayne’s car dealership]’s average was thirty-six.

Cross dressing I was struck that Harry LeSabre is a transvestite. At weekends he likes to dress up in women’s clothes. His wife, Grace, is fine with this, but Harry is petrified lest it get out among his work colleagues.

Homosexuality And Dwayne is bothered because his son, George, has come out as gay, after having a terrible time at the military academy Dwayne sent him to when he was only a boy –

George Hoover went to Prairie Military Academy for eight years of uninterrupted sports, buggery and Fascism. Buggery consisted of sticking one’s penis in somebody else’s asshole or mouth, or having it done to one by somebody else.

with the result that he now insists on being called Bunny and plays piano in the cocktail lounge of the town’s Holiday Inn.

Role playing Earlier Dwayne took his secretary and lover, Francine Pefko, to the Holiday Inn where they made love but then Dwayne a) got really angry with her, shouting accusations, after which b) he collapsed into self pity and wanted her to be his Mommy.

He begged her to just hold him for a while, which she did.
‘I’m so confused,’ he said.
‘We all are,’ she said.
She cradled his head against her breasts.
‘I’ve got to talk to somebody,’ said Dwayne.
‘You can talk to Mommy, if you want,’ said Francine. She meant that she was Mommy.
‘Tell me what life is all about,’ Dwayne begged her fragrant bosom.

Prison sex A minor character, a black man just out of prison named Wayne Hoobler who’s been hanging round Dwayne’s Pontiac salesroom, reminisces about sex in prison.

He missed the clash of steel doors. He missed the bread and the stew and the pitchers of milk and coffee. He missed fucking other men in the mouth and the asshole, and being fucked in the mouth and the asshole, and jerking off – and fucking cows in the prison dairy, all events in a normal sex life on the planet, as far as he knew.

My point being that if a contemporary novel tackled these ‘issues’ it would be praised for being up to date and contemporary. But here’s Vonnegut writing about them 45 years ago. Nothing changes. Sex deranges everything.

The environment

But amid the satire about humans being machines driven by malfunctioning brain chemistry, about the madness of patriotism and wars, about the crazy attitudes to sex and the brutal racism of American society, there’s another strong theme which is environmentalism.

Right at the start of the novel Vonnegut describes Earth as a damaged planet, a dying planet, a wrecked planet, before we learn Trout’s theory that the atmosphere will soon become unbreathable and goes on:

He told Bill that humanity deserved to die horribly, since it had behaved so cruelly and wastefully on a planet so sweet.

The theme is picked up by the truck driver who Trout hitches a lift east out of New York with. As they drive through the wastelands of New Jersey, the driver laments how dirty and polluted the whole state has become.

‘And when you think of the shit that most of these factories make – wash day products, catfood, pop…’ He had a point. The planet was being destroyed by manufacturing processes, and what was being manufactured was lousy, by and large.

He said he knew that his truck was turning the atmosphere into poison gas, and that the planet was being turned into pavement so his truck could go anywhere.

And the theme is repeated big time when they drive through West Virginia and see how the landscape has been devastated by coal mining and Vonnegut, using the fake-naive approach, laments how crazy it is that people, because they own the minerals and oil and coal deep within the Earth, are allowed by our laws to devastate and pollute the surface of the Earth which we all inhabit.

The truck carrying Kilgore Trout was in West Virginia now. The surface of the State had been demolished by men and machinery and explosives in order to make it yield up its coal. The coal was mostly gone now. It had been turned into heat.

Summary

The experience of reading Breakfast of Champions is funny if disconcerting. The fake naive style, the casual way all kinds of topics are – race, sex, politics, war, environment – are treated with a deadpan straight face and reduced to absurdity by being illustrated with the author’s drawings, all this is often quite amusing.

But as soon as you stop and tabulate the themes, as I’ve done, you can see that just beneath the surface – and quite often on the surface – is world class depression, pessimism and nihilism.

In the last third of the novel Vonnegut himself appears as the author of the book and begins to play a role in it. We learn how he bought a pair of dark glasses on his way to Midland City where he walks into the same cocktail bar where Kilgore Trout is sitting and then watches the entrance of his character, Dwayne Hoover. He then shares with us the process of making up various secondary characters, giving them names and attributes and generally orchestrating the events which follow.

Not only does he tell us how he’s making the story up – in standard post-modern style – but he shares with us his worries about his mental illness (‘leaks’ in this extract is the term Vonnegut has developed to describe glasses and sunglasses).

There in the cocktail lounge, peering out through my leaks at a world of my own invention, I mouthed this word: schizophrenia. The sound and appearance of the word had fascinated me for many years. It sounded and looked to me like a human being sneezing in a blizzard of soapflakes. I did not and do not know for certain that I have that disease. This much I knew and know: I was making myself hideously uncomfortable by not narrowing my attention to details of life which were immediately important, and by refusing to believe what my neighbours believed.

Word of honour: I am better now

Much of these personal anxieties are present in Slaughterhouse-Five but there they are contained and channelled into the vivid description of, and emotional reaction to, Billy Pilgrim’s terrible war experiences. They are justified by the genuine nihilism of war. That’s what makes Slaughterhouse-Five a classic. The subject justifies the deranged treatment. The reader thinks: well, having been through what Vonnegut went through, I’ll give him any amount of leeway in how he presents it.

But Vonnegut is all too aware that this novel completely lacks the historical authenticity and punch of its predecessor. It lacks the excuse of being about a Big Subject.

For sure, he excoriates every aspect of American society and human nature which he can get his hands on but, as a result, the book not only lacks focus but lacks a justification. Instead, you keep circling back to find Vonnegut’s face, staring out at the reader in mute despair.

Looking Backward 2000-1887 by Edward Bellamy (1888)

‘If I were to give you, in one sentence, a key to what may seem the mysteries of our civilisation as compared with that of your age, I should say that it is the fact that the solidarity of the race and the brotherhood of man, which to you were but fine phrases, are, to our thinking and feeling, ties as real and as vital as physical fraternity.’
(Dr Leete in Looking Backward. Chapter 12)

It is 1887. The narrator, Julius West, is full of plans to get a new house built in a stylish part of Boston – a project which is delayed because of almost daily strikes by the workmen – and worrying about his impending marriage to his fiancée.

All this stress exacerbates his insomnia so that, at the end of another trying day, when he retires to the sound-proof, purpose-built, cement-lined cellar he’s had built in his current house to insulate him from all distractions, he sends for the local mesmerist (Dr Pillsbury) who he’s been relying on for some time to help him get off to sleep.

When he wakes up it is to find himself in a strange room. The kindly people around him tell him it is the year 2000 and he has slept in that underground bunker for 113 years, three months and eleven days.

Bellamy spends a little effort conveying West’s disbelief, and then a page or so on his sense of horror and disorientation, but these are mostly gestures. The effort and bulk of the text goes towards the political theory, for the book quickly becomes an immensely thorough vision of The Perfect Society of the Future..

In the few pages devoted to describing life in 1887 the narrator had spent most of his time lamenting ‘the labour problem’. By that he meant that since (what turned out to be) a prolonged economic depression had begun in 1873, the working classes had woken up to their plight, organised unions across all industries, and been striking for better pay, better conditions, shorter working hours and so on, creating a permanent sense of crisis.

Society as giant coach

In an extended metaphor West compares the society of his time to an enormous coach which is being pulled along by thousands of wretched workers, whipped on by those who’ve managed to clamber up into the driving seat at the head of its thousands of companies and corporations.

Right on top of the coach, not doing any work and enjoying the sunshine, are those who’ve acquired or inherited the money to live off the labour of everyone beneath them. As the coach blunders along its muddy track some people fall lower down the coach, ending up pulling on the reins or fall right into the mud and are crushed, while others manage to escape the slavery of pulling, and clamber up the coachwork a bit. But even those at the top live in anxiety lest they fall off. No-one is secure or happy.

Society 2000

As you might expect, society in 2000 appears to have solved these and all the other problems facing society in 1887. The people who’ve revived him – Dr Leete, his wife and daughter – have done so in a private capacity. They were building an extension to their house when they came across the buried concrete bunker, all the rest of West’s property having, apparently, burned down decades earlier. On breaking a hole into it, they discovered West’s perfectly preserved, barely breathing body.

They speculate that Dr Pillsbury must have put West into a trance, but then later that night the house burned down. Everyone assumed West had perished in the fire.

Waking him gently, the father, mother and (inevitably) beautiful daughter, carefully and sympathetically help West to cope with the loss of everything he once knew, and induct him into the secrets of Boston 2000.

Dr Leete explains that the society he has arrived in is one of perfect peace and equality. He then begins the immense lecture about society 2000, an enormous, encyclopedic description of the Perfect Society of the future, which makes up most of the text.

Capitalism has been abolished. The ‘market’ has been abolished. Private enterprise has been abolished. Everything is controlled and managed by the state which represents ‘the nation’. All industry has been nationalised and all production is planned and administered by civil servants. Everyone is supplied with whatever they need by the state.

All citizens are born and raised the same. Everyone pursues education until aged 21 and is educated to the highest level they can attain, and then everyone undertakes three years working as a labourer. During this period people find out what their skills and abilities are, and then opt, at age 24, for the career which best suits their skills, whether it be coal mining or teaching Greek. At that point they join one of the dozen or so ‘armies’ of workers, organised and co-ordinated like one of the armies of 1887, and inspired by the same martial sense of patriotism and duty – but an army devoted to maintaining peace and creating wealth for everyone.

Equality is maintained by making those in unpleasant jobs work relatively short hours for the same rewards as those who work longer hours under more pleasant conditions.

And there is no money. Everyone has a ‘credit card’ and the state pays everyone the same amount every month, regardless of their job. How you ‘spend’ that credit is up to you, but it is all you get every month and there is no way to increase it, because individuals are not allowed to buy or sell or barter anything.

This Perfect Society is, then, a sustained attempt to put into practice the 19th century socialist adage of ‘from everyone according to their ability, to everyone according to their need’ (popularised by Karl Marx in his 1875 Critique of the Gotha Program).

And how did all this come about? Was there a violent revolution to transform the values of Bellamy’s day and to overthrow the vested interests of capitalists and bankers? The opposite, explains Dr Leete.

Friedrich Engels

Now I just happen to have recently read Friedrich Engels’s pamphlet, Socialism: Utopian and Scientific.

In it Engels explains that historical materialism uses the philosophical notion of the dialectic to explain how new social systems arise out of the old. Thus, in Marx and Engels’s view, the late nineteenth century was seeing, out of the anarchy of super-competitive capitalism, thronged with competing companies, the emergence of larger companies, which bought each other up to create cartels of a handful of giant companies, eventually creating monopolies. This, they claimed, appears to be the natural development of capitalism, if left unchecked.

Engels shows how out of this natural development of capitalism, quite naturally and logically emerges state socialism. For already in various Western countries the state had decided to take into state ownership ‘natural monopolies’ such as telegraphy and the Post Office.

Engels explains that, as the other industries (coal, mining, steel, ship-building, railways) also become concentrated in fewer and fewer hands it will become obvious that the state should step in and run these industries as well. In other words, out of the anarchy of capitalism will emerge the order of state socialism – naturally, inevitably.

And that’s exactly what has happened in Bellamy’s version of history. One by one the state took over ownership of every industry until it had taken over all production. And the state, representing all the population, proceeded to reform them in the interests of the whole population, along the lines which Dr Leete is now explaining to West in pedantic detail.

Was there a violent revolution? No, because people had by that stage grasped the trend and seen how efficiently the government managed the other big concerns already in its control. People realised that it made sense. It was all quite painless.

Bellamy loses no opportunity to ram home the contrast between the squalor of his own day and the wonder of the Perfect Society. Not only do Dr Leete and Edith Leete explain things – at great length – but towards the end of the book West is invited to listen to a sermon delivered by one Dr Barton, who has heard about the discovery of the sleeper, and takes it as a peg on which to hang a disquisition about the changes between West’s day and the present.

The revolution

Here is Dr Barton long-windedly describing the glorious revolution which, about a century earlier, overthrew the old order and instituted the Perfect Society.

‘Doubtless it ill beseems one to whom the boon of life in our resplendent age has been vouchsafed to wish his destiny other, and yet I have often thought that I would fain exchange my share in this serene and golden day for a place in that stormy epoch of transition, when heroes burst the barred gate of the future and revealed to the kindling gaze of a hopeless race, in place of the blank wall that had closed its path, a vista of progress whose end, for very excess of light, still dazzles us. Ah, my friends! who will say that to have lived then, when the weakest influence was a lever to whose touch the centuries trembled, was not worth a share even in this era of fruition?

‘You know the story of that last, greatest, and most bloodless of revolutions. In the time of one generation men laid aside the social traditions and practices of barbarians, and assumed a social order worthy of rational and human beings. Ceasing to be predatory in their habits, they became co-workers, and found in fraternity, at once, the science of wealth and happiness. ‘What shall I eat and drink, and wherewithal shall I be clothed?’ stated as a problem beginning and ending in self, had been an anxious and an endless one. But when once it was conceived, not from the individual, but the fraternal standpoint, ‘What shall we eat and drink, and wherewithal shall we be clothed?’—its difficulties vanished.

‘Poverty with servitude had been the result, for the mass of humanity, of attempting to solve the problem of maintenance from the individual standpoint, but no sooner had the nation become the sole capitalist and employer than not alone did plenty replace poverty, but the last vestige of the serfdom of man to man disappeared from earth. Human slavery, so often vainly scotched, at last was killed. The means of subsistence no longer doled out by men to women, by employer to employed, by rich to poor, was distributed from a common stock as among children at the father’s table. It was impossible for a man any longer to use his fellow-men as tools for his own profit. His esteem was the only sort of gain he could thenceforth make out of him. There was no more either arrogance or servility in the relations of human beings to one another. For the first time since the creation every man stood up straight before God. The fear of want and the lust of gain became extinct motives when abundance was assured to all and immoderate possessions made impossible of attainment. There were no more beggars nor almoners. Equity left charity without an occupation. The ten commandments became well nigh obsolete in a world where there was no temptation to theft, no occasion to lie either for fear or favor, no room for envy where all were equal, and little provocation to violence where men were disarmed of power to injure one another. Humanity’s ancient dream of liberty, equality, fraternity, mocked by so many ages, at last was realized.’ (Chapter 26)

You don’t need me to point out the way that, the nearer an author gets to a difficult subject, the more flowery and evasive his language becomes, and that the precise nature of the ‘revolution’ is the touchiest subject of all – and so becomes obscured by the most gasous verbiage – ‘when heroes burst the barred gate of the future and revealed to the kindling gaze of a hopeless race’ etc.

Here is Dr Leete’s version of the Great Event:

‘It was not till a rearrangement of the industrial and social system on a higher ethical basis, and for the more efficient production of wealth, was recognized as the interest, not of one class, but equally of all classes, of rich and poor, cultured and ignorant, old and young, weak and strong, men and women, that there was any prospect that it would be achieved. Then the national party arose to carry it out by political methods. It probably took that name because its aim was to nationalize the functions of production and distribution. Indeed, it could not well have had any other name, for its purpose was to realize the idea of the nation with a grandeur and completeness never before conceived, not as an association of men for certain merely political functions affecting their happiness only remotely and superficially, but as a family, a vital union, a common life, a mighty heaven-touching tree whose leaves are its people, fed from its veins, and feeding it in turn. The most patriotic of all possible parties, it sought to justify patriotism and raise it from an instinct to a rational devotion, by making the native land truly a father land, a father who kept the people alive and was not merely an idol for which they were expected to die.’ (Chapter 24)

‘A mighty heaven-touching tree whose leaves are its people, fed from its veins, and feeding it in turn’. Hmmm.

Instead of specifics, Bellamy gives us windy rhetoric. Instead of practical human steps, Bellamy gives us poetic visions.

Anyway, by virtue of this bloodless revolution in human society, politicians and political parties have been abolished because the committees which make up ‘the nation’ adjust and control things in the interests of the people, and everyone agrees what those are.

Thus laws and lawyers have been abolished because nine-tenths of 1887 law was about gaining, protecting and disputing property. Now there is no way to gain private property except by spending the monthly credit which everyone receives, now there is no money and no buying or selling or any other way whatsoever of acquiring valuables – there is no need for almost all of the old law.

Even the criminal law has fallen into disuse since nine-tenths of violent crime was robbery or burglary or mugging designed to get money or property. In a society without money, there is no motive for crime.

A platonic dialogue

And so on and so on, for 200 rather wearing pages, Mr West and Dr Leete sit in a room while the former asks dumb questions and the latter wisely and benevolently explains how the Perfect Society works. It often feels like one of Plato’s Socratic dialogues, in the sense that West is simply the straight man who asks the questions – what about the law? what about crime? what about education? – which prompt Dr Leete to roll out another highly detailed and well-thought-out explanation of the Perfect Society.

Hardly anything happens. West accompanies young Edith Leete on a shopping expedition but this is solely so she can explain to him the huge advantages of a planned economy where the state provides everything its citizens require through central production and distribution, thus eliminating competition with the enormous waste of resources spent on advertising, on the artificial creation of different brands and makes, on the  countless different shops all offering complicated deals and 0% finance and all the rest of it.

All that has gone.Now you go to the one and only local megastore and buy goods which are available everywhere in the country, at the one fixed price. And it’s all cheap precisely because there are no middlemen and advertisers and so on to raise costs.

Similarly, one evening he goes out for dinner with the Leetes but this is solely a pretext to explain food production and distribution, and the way public food cooked in public restaurants is now cheaper and infinitely better than it was in 1887, while the waiters and so on are simply performing their three-year labouring apprenticeship and are not looked down on as a different class. Dr Leete himself was a waiter for a spell. Everyone is equal and is treated as an equal.

Critique

Painting visions of the future is relatively easy – although Bellamy’s vision becomes more and more compelling due to the obsessive thoroughness with which he describes every conceivable aspect of the Perfect Society – the difficulty with this kind of thing is always explaining how it came into being. This is often the weak spot in the writing of utopias. For example many utopian authors have invoked a catastrophic war to explain how the old world was swept away and the survivors vowed never to make the same mistakes again.

Because it’s the most important, and often the weakest part of a utopian narrative, it’s often the most telling to examine in detail. Andthis, I think, is the crux of the problem with Engels and Bellamy – the notion they both use that the state somehow, magically, becomes the people.

Notoriously, Engels speculated that the post-revolutionary state would simply ‘wither away’. Once the people had seized the means of production and distribution, once they had overthrown the exploiting bourgeois class, then ‘the state’ – defined as the entity through which the bourgeoisie organised its repression of the people – would simply become unnecessary.

Bellamy and Engels conceive of the state as solely a function of capitalism. Abolish the inequalities of capitalism – abolish ‘the market’, indeed all markets – and the state disappears in a puff of smoke.

Unfortunately, the entire history of the twentieth century has taught us that the state does just the opposite: given half a chance, it doesn’t weaken and fade, it seizes dictatorial power. More accurately, a cabal of cunning, calculating people – Lenin, Mussolini, Hitler – will take advantage of a weakened state to seize absolute power – it happened in Tsarist Russia, in post-war Italy, in Weimar Germany -and then institute absolute control, using all the tools of modern technology and propaganda at their command.

The last hundred years have revealed ‘the state’ to be something more like an arena in which a host of competing interests can just about be brought into alignment, held, contained, managed, with frequent political and economic crises and collapses. We now know that when ‘revolutions’ occur, they do not overthrow the state, but simply entrench a new and generally more oppressive state than the one that preceded it – Russia 1917, China 1949, Iran 1979.

But even more important than the question of how the old regime was overthrown, at the heart of the description of all utopias is a debate over ‘human nature’.

In Looking Backward West asks the obvious question: in order to bring all this about there must have been some kind of revolution in human nature: how did you bring that about?

To which Dr Leete, in his calm, wise, man-of-the-future way, explains that there has been no change in human nature: changing the system people are born into and live under allows real human nature to blossom. People, says Dr Leete, are naturally co-operative and reasonable, if you let them be. The Perfect Society is not a distortion of human nature – it is its final, inevitable, true blossoming.

This is the crux: we in 2018 find this difficult to credit because we have the history of the twentieth century to look back on – an unmitigated catastrophe in which, time after time, in Europe, Asia, Africa, China, South America, people have been shown to be irreducibly committed to pursuing their own personal interests, and then the interests of their family, tribe or kinship group, their community, or region, or class, or ethnic or racial groupings – well before any vague concept of ‘society’.

In my view the real problem with utopias like Bellamy’s or William Morris’s News From Nowhere (published just two years later) is that – although they deny it – they both posit a profound, and impossible change in human nature, albeit not quite the one they often identify and refute.

My central critique of books like this is not economic or political it is psychological, it is to do with the extremely narrow grasp of human psychology which books like this always depict.

My point is that in their books, everyone in society is like them – gentle and well-meaning, middle-class, bookish and detached. It is symptomatic that West wakes up in the house of a doctor, a nice, educated middle class man like himself not, say, in the house of a coal miner or factory worker or street cleaner or sewage engineer.

So many of these utopias are like that. One well-educated, middle-class white man from the present meets another well-educated, middle-class white man from the future and discovers – that they both magically agree about everything!

In a way, what these fantasies do is magic away all the social problems of their day, hide, conceal, gloss over and abolish them. It turns out that two chaps in a book-lined study can solve everything. Which is, of course, what most writers like to think even to this day.

In my opinion most writers have this problem – an inability to really grasp the profound otherness of other people – beginning with the most basic fact that a huge number of people don’t even read books, ever, let alone fairy tales like this – and so never hear about these writers and their fancy plans.

It is symptomatic that when the daughter of the house, fair Edith, wants to cheer West up, she takes him to a library, which contains leather-bound volumes of Dickens, Tennyson, Milton, Wordsworth, Shelley and all the rest of the classics. He is instantly reassured and at home. In a fantasy world of books. Exactly.

The central problem with propertyless socialism

There is no money and so no greed in this future society. Dr Leete says people don’t pass on inheritances because they cannot now convert goods into money, so heirlooms are just so much clutter.

As I read that I thought, but people will still barter and exchange. Why? Because people enjoy it, as my mum used to enjoy going to car boot fairs. And as soon as you have fairs and markets and people bartering and exchanging, you give goods a value, a higher value to some than to others – and people will start collecting, hoarding, exchanging, building up reservoirs of valuable goods, selling them on to the right person at the right time, at a profit – and it all starts over again.

Somehow all these utopias ignore the basic human urges to value things, and to swap and exchange them. My kids are collecting the Lego cards from Sainsburys and are swapping them with friends in the playground. My mum loved going to car boot fairs. My wife likes watching Antiques Road Show which is all about money and value. Maybe these are all ‘tools of the capitalist bourgeois system to keep us enslaved to a money view of the world’. Or maybe they reflect something fundamental in human nature.

This may sound trivial, but whether people had the right to sell goods was the core of the problem Lenin faced in 1921, after the civil wars with the white Russians were more or less finished, and he faced a nation in ruins. Farmers had stopped growing crops because the Red soldiers just commandeered them without paying. Where was their motivation to get up before dawn and slave all day long if the produce was just stolen?

And so Lenin instituted the New Economic Policy, which allowed peasants and farmers to keep some of their produce i.e. not turn it all over to the state, and allowed them to use it or sell it as they saw fit. I.e. Lenin had to buckle to the human need to buy and sell. It was Stalin’s insistence, ten years later, that all agricultural produce was to be taken from the farmers by the state authorities that led to the great famine in the Ukraine which led to some three million people starving to death.

Which all reminds me of the terrifying stories in Anne Applebaum’s book, Iron Curtain, about the lengths communist authorities had to go to in post-war Eastern Europe to ban freelance buying and selling. As soon as a farmer sells eggs from a chicken or milk from a cow which are surplus to the state’s quota, he is laying the basis for capitalismAny display of independent buying and selling had to be banned and severely punished. Applebaum’s accounts of farmers and workers and even schoolchildren, being arrested for what seem to us trivial amounts of marketeering, really ram this point home.

Each and every incident was, to the communist authorities, a crack in the facade which threatened to let capitalism come flooding back, and so destroy the entire socialist society and economy they were building.

In Bellamy’s Perfect Society prices are set by the state, everything is supplied by the state, and you ‘buy’ things based on your fixed monthly income from the state. There is no competition and so no bargains or special offers. We now know that, when something very like this was put into effect in Soviet Russia, the result was the creation of a vast black market where normal human behaviour i.e. bartering, buying and selling for profit, returned and triumphed.

In fact, the several accounts of the last decades of the communist experiment which I’ve read claim that it was only the black market i.e. an unofficial market of bartering and trading everything, raw material, industrial and agricultural produce, which allowed the Soviet Union’s economy to stagger on for as long as it did.

What the Russian experiment, and then its extension into China and Eastern Europe, showed is that the socialist concept of society proposed by Marx, Engels, Bellamy or Morris, can only exist by virtue of an unrelenting war on human nature as it actually is – selfish, stupid, criminal, lazy, greedy, sharp and calculating human nature.

Only by permanent state surveillance, by the complete abolition of free speech and freedom of assembly, by the creation of vast prison camps and gulags, and severe punishments for even voicing anti-socialist sentiments, let alone tiny acts of rebellion such as bartering or selling goods, could ‘socialist societies’ be made to artificially survive, despite all the intrinsic ‘human’ longings of their inhabitants.

And even then it turned out that state planning was inefficient and wasteful, completely failing to produce any of the consumer goods which people cried out for – cars, fridges, TVs, jeans.

Bellamy’s encyclopedic approach

Then again, it’s not necessarily the function of utopias like this to portray a realistic society of the future. Bellamy tries, far more than most authors of utopias, to paint a really persuasive picture of what a Perfect Society would look like. But ‘utopias’ need not be as pedantically systematic as the one he has written; they can also perform the less arduous function of highlighting the absurdities and injustices of our present day society. And here Bellamy, in his slow, steady, thoughtful manner, is very thorough and very effective. His targets include:

  • competition over wages
  • the anarchy of a myriad competing companies
  • the inevitability of regular crises of over-production leading to crashes, banks failing, mass unemployment, starvation and rioting
  • state encouragement for everybody to rip everybody else off
  • the system whereby a lengthy number of middle-men all cream off a percentage before passing products on to the public thereby ensuring most people can’t afford them
  • advertising and hucksterism, which he ridicules – now abolished
  • political parties representing special interests – all gone
  • demagogic lying politicians – rendered redundant by universal altruism
  • rival shops stuffed with salesman motivated by commissions to sell your tat – replaced by one shop selling state-produced goods
  • how greed, luck and accident forced most people into a job or career – rather than his system of allowing people to choose, after long education in the options, the vocation which suits them best
  • having to travel miles to concert halls and sit through tedious stuff before they get to anything you like – in the future ‘telephones’ offer a selection of music piped straight to your home
  • international trade is managed in the same way, by a committee which assigns fixed values to all goods
  • travel is easy, since American ‘credit cards’ are good in South America or Europe
  • when the Leete family take West for a meal, they point out that communal canopies unroll in front of all buildings in case of rain, to protect pedestrians
  • at the meal there is a lengthy diatribe on how the waiter serving them comes from their own class and education and is happy to servile, unlike 1887 when the poor and uneducated were forced into ‘menial’ positions
  • state education is a) extensive, up to age 21, b) designed to draw out a person’s potential
  • sports is compulsory at school in order to create a healthy mind in a healthy body (Chapter 25)
  • women are the equals of men, and all work, apart from short breaks for childbirth and early rearing
  • all the false modesty of courtship has been abolished, replaced by frank and open relationships between the sexes
  • and – with a hint of eugenics – Dr Leete claims that now men and women are free to marry for love instead of for money, as was mostly the case in 1887, this allows the Darwinian process of natural selection to operate unobstructed and it is this which accounts for the fact that the Bostonians of 2000 are so much taller, fitter and healthier than the Bostonians West knew in 1887

All these aspects of contemporary capitalist society come under Bellamy’s persistent, thorough and quietly merciless satire.

Style

A comparison with the science fantasies which H.G. Wells started writing a few years after Looking Backward was published, sheds light on both types of book.

The key thing about Wells’s stories is their speed. One astonishing incident follows another in a mad helter-skelter of dazzling revelations. Wells is heir to the concentrated, punchy adventures – and the pithy, active prose style – of Robert Louis Stevenson, Conan Doyle and Rider Haggard. He takes their fast-moving adventure style and applies it – instead of hunts for treasure in colourful settings or detective sleuthing – to the scientific ideas which he found being discussed by all around him as he studied for his science degree in South Kensington in the late 1880s.

Bellamy couldn’t be more different from Wells. He is slow – very slow. His book is really a slow-paced, thoughtful political treatise, with a few romantic knobs on.

And his prose, also, is slow and stately and ornate, pointing back to the Victorian age as much as Wells’s prose points forward to the twentieth century. Here is Dr Leete giving another version of the crucial moment when the capitalist world of monopolies gave way to one, state monopoly.

‘Early in the last century the evolution was completed by the final consolidation of the entire capital of the nation. The industry and commerce of the country, ceasing to be conducted by a set of irresponsible corporations and syndicates of private persons at their caprice and for their profit, were intrusted to a single syndicate representing the people, to be conducted in the common interest for the common profit. The nation, that is to say, organized as the one great business corporation in which all other corporations were absorbed; it became the one capitalist in the place of all other capitalists, the sole employer, the final monopoly in which all previous and lesser monopolies were swallowed up, a monopoly in the profits and economies of which all citizens shared. The epoch of trusts had ended in The Great Trust.

‘In a word, the people of the United States concluded to assume the conduct of their own business, just as one hundred odd years before they had assumed the conduct of their own government, organizing now for industrial purposes on precisely the same grounds that they had then organized for political purposes. At last, strangely late in the world’s history, the obvious fact was perceived that no business is so essentially the public business as the industry and commerce on which the people’s livelihood depends, and that to entrust it to private persons to be managed for private profit is a folly similar in kind, though vastly greater in magnitude, to that of surrendering the functions of political government to kings and nobles to be conducted for their personal glorification.’ (Chapter 5)

Wordy, isn’t it? You have to slow yourself right down to his speed to really take on board the power of his arguments.

But it’s worth making the effort in order to savour and mull them. It is, for example, a clever rhetorical move on Bellamy’s part to make the American rejection of capitalism around 1900 seem a natural extension of the American rejection of monarchy a century earlier (in the 1775 War of Independence).

And here is Dr Leete explaining why, in the new system, money isn’t needed.

‘When innumerable different and independent persons produced the various things needful to life and comfort, endless exchanges between individuals were requisite in order that they might supply themselves with what they desired. These exchanges constituted trade, and money was essential as their medium. But as soon as the nation became the sole producer of all sorts of commodities, there was no need of exchanges between individuals that they might get what they required. Everything was procurable from one source, and nothing could be procured anywhere else. A system of direct distribution from the national storehouses took the place of trade, and for this money was unnecessary.’

Clever, isn’t it? Clear, rational, sensible… And totally unrelated to the real world.

Epilogue

And then West wakes up and it was all – a dream!

I kid you not. Like the corniest children’s school composition, that is how the book ends. West finds himself being stirred and woken by his (black) manservant to find himself back in bed, in  his underground bunker, back in 1887 – and experiences a crushing sense of loss as he realises that the future world he was just getting used to… was all a fantasy.

There then follows by far the most imaginatively powerful passage in the book. West dresses and goes out into the Boston of 1887, walking past the confusion of shops, the bombardment of advertising hoardings, down into the industrial district where noisy, smoky factories are employing children and old women, screwing out of them their life’s blood, all that human effort wasted in violent and unplanned competition to produce useless tat (‘the mad wasting of human labour’), then wandering up to the banking district where he is accosted by his own banker who preens himself on the magnificence of ‘the system’, before walking on into the slums where filthy unemployed men hover on street corners and raddled women offer him their bodies for money.

All the time, in his mind, West is comparing every detail of this squalid, chaotic, miserably unhappy and insecure society with the rational, ordered life in the Perfect Society which he (and the reader) have been so thoroughly soaked in for the preceding 200 pages.

The contrast, for the reader who has followed him this far, between the beauty of what might be, and the disgusting squalor of what is, is genuinely upsetting. It was a clever move to append this section. It is the only part of the book which has any real imaginative power, and that power is fully focused on provoking in the reader the strongest sensations of disgust and revulsion at the wretchedness and misery produced by unfettered capitalism.

From the black doorways and windows of the rookeries on every side came gusts of fetid air. The streets and alleys reeked with the effluvia of a slave ship’s between-decks. As I passed I had glimpses within of pale babies gasping out their lives amid sultry stenches, of hopeless-faced women deformed by hardship, retaining of womanhood no trait save weakness, while from the windows leered girls with brows of brass. Like the starving bands of mongrel curs that infest the streets of Moslem towns, swarms of half-clad brutalized children filled the air with shrieks and curses as they fought and tumbled among the garbage that littered the court-yards.

There was nothing in all this that was new to me. Often had I passed through this part of the city and witnessed its sights with feelings of disgust mingled with a certain philosophical wonder at the extremities mortals will endure and still cling to life. But not alone as regarded the economical follies of this age, but equally as touched its moral abominations, scales had fallen from my eyes since that vision of another century. No more did I look upon the woeful dwellers in this Inferno with a callous curiosity as creatures scarcely human. I saw in them my brothers and sisters, my parents, my children, flesh of my flesh, blood of my blood. The festering mass of human wretchedness about me offended not now my senses merely, but pierced my heart like a knife!

And then – on the last page – there is another, final twist. West wakes again… and is back in the Perfect Society of the future.

His vision of waking and wandering through the Golgotha of Boston in 1887 was itself a dream. He rouses himself hot and sweating. He looks back in horror at the life he led back and the values he unthinkingly accepted. And he is filled with shame, bitter recriminating shame and overwhelming guilt that he did nothing, nothing at all to change and reform the society of his day but acquiesced in his privileged position, enjoyed the wine and the fine women of his class, ignored the poor and brutalised, and didn’t lift a finger to change or improve the world.

The fair Edith appears picking flowers in Dr Leete’s garden and West falls at her feet, puts his face to the earth and weeps bitter tears of regret that he stood by and let so many people suffer so bitterly.

And I confess that, despite all the rational objections to his Perfect Society, and to the rather boring 200 pages which preceded it, these final pages are such an effective accusation of all us middle-class people who stand by and let people endure appalling poverty and suffering, that it brought a tear to my eye, as well.

  1. Decisions for war
    • The conspirators– Elements in the Austro-Hungarian Foreign Ministry and military had been waiting for an opportunity to suppress little Serbia, located just on the empire’s border and endlessly fomenting nationalist unrest. When Archduke Ferdinand, heir to the Austro-Hungarian (A-H) throne was assassinated on 28 June in the Serbian capital, Sarajevo, the Austrians blamed Serbia and spent most of July devising an ultimatum so extreme that they, and everyone else in Europe, knew it could not be fulfilled. Germany, not that concerned, gave A-H unqualified support, the so-called ‘blank cheque’. Both countries changed their tune when they realised that Russia was mobilising to support the Serbs, their fellow Slavs.
    • War of existence – Why was the Austro-Hungarian hierarchy so harsh on Serbia? A review of the many tensions tearing the Austro-Hungarian empire apart. ‘The actions of Austro-Hungarian rulers in the summer of 1914, although secretive and aggressive, were motivated less by belligerence than a profound sense of weakness, fear and despair’ (p.14).
    • The miscalculated risk – The pressures on German Chancellor Bethmann Hollweg reflected a nation anxious about the growing might of Britain and France, the industrialisation of Russia, but well aware of the risk of world war. Hollweg gambled that a) the Austrians would defeat Serbia quickly, within a week and b) that Russia would be so slow to mobilise that the conflict on the ground would be over and the whole thing handed over to international mediation. He was wrong on both counts.
    • World war – Russia mobilised out of fear that an A-H victory over Serbia would:
      • give the whole Balkan region to Germanism
      • demolish Russia’s traditional claim to lead the Slav peoples
      • relegate Russia out of the league of Great Powers.
    • Fear and anxiety led Russia to full mobilisation. Hearing of this, German Chancellor Bethmann panicked and tried to curtail Austrian aggression. Too late.
  2. Mobilising the people
    • Assassination – The impact of the assassination of Franz Ferdinand on public opinion i.e. increased racial tensions across the Austro-Hungarian empire (p.57) Germans attack Czechs, Poles attack Germans.
    • The July crisis – Austria-Hungary issues its ultimatum to Serbia on 23 July. 27 July Serbia rejects it. 28 July Austria-Hungary declares war. The emperor Franz Joseph issued a proclamation to his people defining it as a defensive war. This excuse would be echoed by the German authorities and the Kaiser, who sincerely felt they were pushing back on a decade of slow encroachment by France and Russia, against a series of Balkan wars and international crises in all of which Germany had been ganged up on by France and Britain and Russia.
    • Mobilisation – Millions of men were mobilised with bewildering speed. Companies large and small lost their workforces, producing a depression and unemployment. Families lost wage earners. Widespread fears of terrorism and spies. The Kaiser made the grand declaration that he no longer recognised political parties – we are all Germans now. Fear of invasion by backwards Russia persuaded leaders of the largest party in Germany, the million-strong supposedly left-wing SPD, to back the government. On 4 August the Reichstag voted overwhelmingly for war credits, establishing the Burgfrieden ‘fortress peace’, the sense of one nation united to defend its values. 250,000 men volunteered to fight in August alone. Networks of women’s support groups sprang up across Germany. Austria-Hungary was very different: loyalty to the emperor and Hapsburg dynasty aroused much loyalty, but each of the different nations and races considered their own positions and ambitions – the Hungarians, the Poles, the Czechs. The Poles set up a volunteer Polish Legion which was to form the seed of the independent Polish nation declared in 1918. Many local imperial leaders took the opportunity to lock up troublesome nationalists, inflaming nationalist tensions.
  3. War of illusions
    • War plans – The German army only had one plan, the infamous Schlieffen Plan drawn up in the 1890s, which called for the army to knock out France with a lightning 6-week strike through Belgium, ensuring a swift capitulation (as in the 1870 Franco-Prussian War) before turning all its attention to Russia, which it was assumed would mobilise very slowly. Wrong. The attack through Belgium a) took too long b) guaranteed that Britain entered the war in defence of France and Belgium, with just enough soldiers to force the German advance to a halt. Meanwhile, in the east, the Russians mobilised faster than expected and invaded East Prussia. Everyone expected Austria to conquer little Serbia in weeks but due to ‘spectacularly incompetent’ leadership, its invasion not only failed but was repelled. Both nations, in other words, were scuppered right at the start by the ‘illusions’ and over-optimistic plans of their military leaders.
    • The Western Front – On the night of 1 August German forces secured Luxemburg’s railways. Deployment of 2 million men, 118,000 horses, 20,800 rail transports carrying 300,000 tons of material to the border with France and Belgium go like clockwork. But as soon as the large-scale invasion started things began to go wrong. The Belgians were better armed and more resistant than expected. The French stood their ground and even counter-attacked. Both sides were jittery. Suspicion of potshots by civilians, spies and franc-tireurs drew terrible revenge. Houses, sometimes entire villages were burnt down in revenge for supposed snipers. Civilians were taken as hostages, used as human shields, executed as spies or massacred. The Germans atrocities in Belgium were a propaganda gift for the Entente and sealed the German army’s reputation for brutality but Watson shows that, given half a chance, the French could match them. In any case, everything on the Western Front was dwarfed by the brutality of the Russian army as it invaded and occupied East Prussia.
    • The Hapsburg war – ‘The Hapsburg army fought a vicious and unusually unsuccessful war in the summer of 1914’ (p.136). Watson explains in detail why the Austro-Hungarian army was repulsed from Serbia (‘a spectacular humiliation’) and, because of the changes of mind of supreme commander Franz Conrad von Hötzendorf (‘indecisions and errors’ p.148) led to catastrophic defeat in Galicia, the Polish-speaking eastern border of the empire, which the Russians swiftly over-ran. In one month of terrible decisions, Conrad had nearly destroyed the entire Hapsburg army (p.156).
  4. The war of defence
    • Invasion – News of the Russian sweep into Galicia and Eastern Prussia, and the atrocities they were committing, prompted fear and anxiety, and its corollary, patriotic fervour, across Germany.
    • Allenstein – Watson focuses on this town of 33,000 in East Prussia as an example of what happened when the Russians invaded i.e. the sudden threat of arbitrary violence which the mayor, police and other civil authorities desperately tried to fend off i.e. by handing over all the food the Russians demanded.
    • Russian atrocities – The Cossacks raped, burned and pillaged wherever they went. In the first two months some 1,500 civilians died. As in the west, a lot of the violence was fueled by the ordinary soldier’s fear of being shot by civilians, by spies, by the general terror created by this new kind of warfare. Preventing atrocities depended on the officers, and military discipline was more patchy in the Tsar’s army than in the western armies. 1 in 20 of those killed were cyclists. Bicycles were unknown in Tsarist Russia, so soldiers who saw bicycles assumed they were some kind of weapon, arrested the cyclists, smashed up the bikes and, more often than not, shot the cyclist on the spot. The Russians also deported tens of thousands of ‘suspect’ civilians into the Russian interior, often dumping them in makeshift camps, or just in the open steppes, where about a third died of illness and neglect. 800,000 refugees fled west and were distributed through the Reich and efficiently looked after, charity raising huge sums, and their stories helping to solidify Germany’s resolve to fight on. Russia’s atrocities in the first few months helped make the war last so long (thus helped the revolution).
    • Race war – Wherever they went, the Russians carried out pogroms against Jews.
    • Life in Great Russia – The Russians’ brutal and counter-productive efforts to make occupied Galicia (which straddles the modern-day border between Poland and Ukraine) part of Mother Russia by suppressing nationalist Poles, Ukrainians and, especially, Jews.
    • ‘Unwelcome co-eaters’ – In Watson’s view the Russian occupation of Galicia sowed the seeds of the collapse of the Austro-Hungarian Empire. Galicia was the breadbasket of the empire; combined with the naval blockade which the Entente began to put in place, this ensured food shortages, slowly developing towards starvation over the next four years. But also, over a million refugees fled Russian-occupied Galicia into the Empire. But whereas a flood of Prussian refugees into the Reich cemented Germany identity, here the arrival of Poles, Ruthenians, Jews and other minorities in German-speaking, Hungarian or Czech lands bred ‘resentment and hostility, social tensions and racial antagonism’ (p.205). Watson quotes an Austrian civilian describing the penniless refugees as ‘unwelcome co-eaters’.
  5. Encirclement
    • The long war – By Christmas 1914 it was clear this was a new kind of war, the stalemate in east and west was going to take time to beat down and, in the meantime, this would be a people’s war, requiring unprecedented levels of public support and consent.
    • A war of love – A description of the widespread volunteer activity in civilian Germany, including Liebestätigkeiten, ‘activities of love’, including sending Liebesgaben or ‘gifts of love’, i.e. socks and gloves and pants and scarves, to the millions of men at the front. In January the Reich set up its first propaganda campaign, to educate the population about Britain’s starvation blockade of Germany, and the need to ration food. The cult of nail figures.
    • Germany versus Britain – The German ruling class and intelligentsia were bitterly disappointed that Britain ended up joining the war against them – many had gambled that she would stay out – and, when Britain imposed a complete naval blockade of Germany – which had never been self-sufficient in food production – this resentment was focused by government propaganda into real hatred. Gott strafe England became a popular greeting. All this helped conceal the fact that the German authorities badly mismanaged the production and distribution of what food there was.
    • Austria-Hungary’s local wars – As soon as war started the Austro-Hungarian army, which turned out to be rubbish at fighting other armies – in Serbia or Galicia – turned out to be excellent at suppressing dissidents, spies and traitors in their own countries, waging what Watson describes as a ‘war on its own peoples and civil administrations’ (p.253). The inevitable result was that, over the next four years, all of those subject people lost faith in the Hapsburg administration and increasingly hankered after rule by their own kind. Watson’s descriptions of the Hapsburg army’s banning of Czech symbols and language in Bohemia has to be read to be believed, as an example of self-defeating heavy-handedness. On 23 May 1915 Italy, formerly their ally, declared war on Germany and Austria-Hungary. Italy had been bribed by France and Britain with the promise of extensive Austrian territory and with gold. The deep sense of bitterness and betrayal in the Central Powers was further exacerbated. Austria-Hungary now had to face war on a new front.
  6. Security for all time
    • Mitteleuropa – In September 1914 Chancellor Bethmann Holweg approved a provisional ‘war aims’ plan. The goal was long-term security, which required pushing the borders with France and Russia further away, by permanently annexing Belgium and northern France and West Russia. These areas could then be turned into colonies, run by populations bred to supply the needs of the Reich. This had to be kept secret because the public was told it was a war of defence, but debate about whether it was, in actuality, a war of annexation, and just what should be annexed, and how and when, continued to exercise German leaders and politicians throughout the war.
    • Eastern utopias – In 1915 Germany counter-attacked against Russia and took back East Prussia and Galicia as well as conquering Tsarist Poland and the Baltic states. Watson describes the German plans to administer and exploit this large new territory, including the racialisation of the civil administration, and the asset stripping of most of Poland.
  7. Crisis at the front
    • Blood – By the start of 1916 all sides knew they were in a war of attrition. The idea of bleeding the opponent white underpinned the three big offensives of the year, the Germans against Verdun, the British on the Somme, and the Russian Brusoliv offensive.
    • The Grognards – The armies of all the combatants were much larger than they’d been in 1914, much better armed and supplied, but had also changed social composition. Lots of the career officers had been killed, replaced by men of lower social classes. Combined with fewer keen volunteers, this led to more tension in the ranks.
    • Verdun – Verdun was a complex of forts which stuck out into the German trench line. General von Falkenhayn, Chief of the German General Staff, carefully planned co-ordinated attacks on the complex, designed to draw in an endless stream of French troops who could be massacred by the Germans facing them and controlling the flanks. In the event, both sides suffered immense casualties, about 300,000 men killed and wounded.
    • Brusilov’s offensive – The Russians stormed through the Austro-Hungarian Fourth and Seventh Armies in the East, ‘yet another blow to the sinking prestige of the Hapsburg monarchy’ (p.310).
    • The Somme – The Somme offensive failed because Field Marshall Haig broadened its at-first limited and carefully planned objectives into unacheivable over-reach. Watson thinks the Entente failed to deploy superior material and manpower in a focused enough way to secure a breakthrough. The biggest impact (apart from 100s of thousands of dead and maimed men) was the psychological blow to the German army which, for the first time, really felt the Entente’s superiority in men and materiel.
    • Outcomes – By the end of 1916, stalemate on all fronts. The Central Powers defeated and occupied Romania in autumn 1916. Late in the year a) German officers were posted to shadow their counterparts at all levels of the useless Austro-Hungarian army i.e. to help them b) in August the German General Staff was reorganised into a new body, the third OHL (see below).
  8. Deprivation
    • Suffering and shortage – Rationing, ersatz food (bread made of sawdust or sand, sausages made from slime and water), foraging, the black economy.
    • The causes of shortage – An economic survey of the shortfall of agricultural production before and during the war.
    • Mismanaging shortage – Various impacts of rationing and food shortages ‘huge inefficiency and disastrous errors’ (p.359).
    • Shattered societies – In Germany the beginnings of class resentment, in Austria-Hungary further polarisation between nationalities and races (e.g. Hungary refused to share its food surpluses with starving Austria), rising crime, loss of faith in the authorities, youth rebellion. There were food riots and, for the first time in two years, strikes. The social compact which had helped the Central Powers enter the war, was breaking down.
  9. Remobilisation
    • The Third OHL – 29 August 1916 Field Marshal Paul von Hindenburg was appointed commander of the German army, with Erich Ludendorff as his Quartermaster General. OHL stands for Oberste Heeresleitung, Supreme Army Command. Over the next two years this pair gained total control of Germany’s war machine and, eventually, of its society, completely eclipsing the Kaiser and the civilian authorities
    • The Hindenburg Programme – The complete remodelling of German society from top to bottom, for Total War, refocusing agricultural and industrial output. Crucially, it represented an ideological shift from state authorities working through consent to working through compulsion.
    • Forced labour – In occupied Belgium, among prisoners of war in the Reich, and slave labour in Poland. ‘At war’s end 1.5 million prisoners were spread across 750,000 German farms and firms’ (p.389) about a third of them Poles.
    • The occupied territories – By 1916 the Germans had overrun 525,500 square kilometres and taken control of 21 million non-German citizens (p.392). The Germans stripped labour, agricultural goods and machinery from occupied lands, the worst case being the ‘Ober Ost’ region in the Baltic, under Ludendorff. The Belgians got off lightest because of the Commission for Relief in Belgium, organised by millionaire mining engineer and future U.S. president Herbert Hoover (p.406).
    • By far the most important thing to emerge from this analysis of German OHL attempts to militarise society, fleece occupied countries and create a mass semi-slave workforce was that it didn’t work – it did not succeed in either feeding the German population better or significantly increasing war output. A lesson the Nazis failed to learn.
  10. U-boats
    • The worst decision of the war – In January 1917 the Reich declared ‘unrestricted’ U-boat warfare on merchant ships supplying Britain and France. This was bound to impact America, who made up over half the shipping. As American merchant ships began being sunk American public opinion became vociferous for war. On 6 April 1917 America entered the war on the Entente side, changing the Entente into ‘the Allies’. Watson explains the background to the German decision i.e. an authoritative report analysed the shipping Britain required, the tonnage U-boats could sink, and calculated that Britain’s food supplies could be driven into crisis and Britain forced to capitulate before the Americans entered. In other words it was yet another German gamble which, like the Schlieffen Gamble back in 1914, utterly failed.
    • The unrestricted submarine campaign – A fascinating account of the development of the U-boat fleet, the experience of sailing on a U-boat, the resilience of its crews, some amazing stories of miraculous escapes, then analysis of why the strategy failed; partly due to the Allies adopting a convoy system, to the use of mines, mostly because Germany never had enough submarines but most fundamentally – because the strategy was based on faulty calculations.
    • Wonder weapon blues – At first the German population was given a huge lift by publicity around the new policy of unrestricted submarine warfare, putting its faith in this new ‘wonder weapon’ to end the war soon. Watson describes the enormous propaganda drive which surrounded subscription to the Sixth War Loan. America suspended diplomatic relations in February 1917, but German military leaders and intellectuals didn’t mind because of their confidence in the wonder weapon. But even patriots were dismayed when, on 1 March, allied newspapers published the notorious Zimmerman telegram in which the German Foreign Minister had offered an alliance with Mexico against America, in return for which the Mexicans would be handed the states of Texas, Arizona and New Mexico. To educated people it came as no surprise when America then declared war on Germany on 6 April 1917. And it was no coincidence that a few weeks later Germany saw the first really large-scale strike of the war when 217,000 workers downed tools in Berlin (p.446).
    • In Watson’s opinion the decision to launch unrestricted submarine warfare was the single biggest cause of the defeat of the Central Powers (p.449).
  11. Dangerous ideas
    • Reactionary regimes – 1917 brought big changes. The Hapsburg emperor Franz Joseph died and was succeeded by the 29-year-old emperor Karl I, who turned out to be shallow and indecisive. The Austrian Chief of Staff, Conrad von Hötzendorf, who had overseen so many defeats, was replaced in February 1917. In March 1917 the Tsar of Russia was overthrown and replaced by an uneasy partnership between a middle-class Provisional Government and the Petersburg workers and soldiers’ soviet. President Woodrow Wilson’s announcement that America was fighting the military regime and not the people of Germany was cleverly devised to drive a wedge between population and rulers. Watson describes the response of the Kaiser, the third OHL, the socialists and the conservatives in the Reichstag to combat these political pressures.
    • Going for broke – Early in 1917 at a conference with the Chancellor and the Kaiser, Hindenburg and Ludendorff pushed through a policy of Maximum Annexation, with a view to permanent control of Belgium, northern France, Poland, the Baltic and the Balkans. In secret, the new young Austrian emperor had opened a channel of communication with the French and British, prepared to concede a peace ‘with no annexations and no reparations’. The Allied leaders were interested but the opportunity was crushed by the Italian Prime Minister who refused to abandon the promise he’d been made of gaining significant Austrian territory. Her peace overtures rebuffed, Austria found herself tied to an increasingly militant Germany.
    • Opposition – How the A-H nationalities – the Czechs, the Poles, the south Slavs and the Hungarians – distanced themselves from the failing Habsburg administration. In Germany there was a rise in strikes, and for the first time, mutinies, in the navy. Evidence that the example of the Petersburg Soviet had spread among politically-aware workers. The SPD split, with an Independent SPD pursuing calls for an immediate peace, and a tiny splinter group, the Spartacists, who would be involved in the post-war revolutionary uprisings.
  12. The bread peace
    • Brest-Litovsk – The Bolsheviks staged their coup d’état in November 1917, taking control of the Russian government, and a few weeks later sued for peace. The armistice on the eastern front started on 15 December 1917. Peace talks were held at the town of Brest-Litovsk. The Bolsheviks delayed and played hardball, so the Germans attacked and moved forward 200 kilometres in five days. Panicking, Lenin signed a peace treaty on 3 March 1918, by which he conceded 2.5 million square kilometres of territory with 50 million inhabitants, 90 percent of Russian coal mines, 54 % of its industry and a third of its railways and agriculture (p.494). Austro-Hungarian Foreign Minister Count Ottakar Czernin made one of the greatest mistakes of the period by signing an independence deal with Ukraine which gave the new country much of southern Poland, in exchange for Ukraine sending urgently needed food supplies to the empire. In the event the grain never turned up, but the entire Polish provisional council and Hapsburg diplomats in Poland resigned in protest.
    • Goodbye Galicia – The ill-fated decision to cede Ukraine land traditionally associated with Poland finished all lingering loyalty to the Hapsburgs. Watson details the riots in Cracow, the replacement of the Hapsburg eagle with Polish symbols, while Hapsburg insignia and even medals were publicly ridiculed, hanged and spat on. The corollary of this upsurge in nationalism was the end of the empire’s easy-going multinationalism, with a rise in attacks on non-Poles and especially Jews.
    • The Hapsburg military – In summer 1918 Austria-Hungary could have sued for a separate peace with the Allies, but failed to do so. After the peace with Russia about a million prisoners of war began returning, many bringing with them the virus of Bolshevism, but even more disillusioned by the futility of war. The army handled them badly, sending them to quarantine camps to be debriefed, where conditions were bad, then deploying them to areas where nationalism was rising and threatening the empire. Too late. Nationalist leaders in Poland and Czechoslovakia were finished with the Hapsburgs. Yet instead of negotiating a separate peace and possibly hanging onto their empire, the Austro-Hungarian ruling class tied its wagon to Germany’s fortunes. In May the emperor Karl made a humble trip to OHL headquarters in Spa, to apologise to Hindenburg and pledge his nation’s army to the neverending war.
  13. Collapse
    • The last chance – The Germans made a final, enormous and well-organised push on the Western Front in spring 1918. Watson shows how the preparations were immaculate but the offensive lacked clear targets. If the advancing spearheads had taken the major supply depots of Amiens or Haezebrouck, the Germans might have forced the Allies to the negotiating table. But Ludendorff made the fateful decision to support the army which made the quickest breakthrough of Allied lines, the Eighteenth Army attacking south of the Somme. It certainly shattered the British Fifth Army, took some 90,000 prisoners, and advanced 60 kilometres. But it was 60 kilometres of wasteland, still devastated after the terrible Battle of the Somme of 1916. It had no strategic importance. He followed this up with ‘Operation Georgette’ which broke through French lines on the Chemin des Dames and advanced 20 kilometres in a day, the biggest advance in one day achieved by either side at any point of the war. But this and the final attack in Champagne merely highlighted a fatal truth. No matter how far they advanced, the British and French always had more men and munitions, and the Americans were coming. German supply lines became stretched. Ammunition was running low. And the men, who had suffered huge losses, kept being recycled back to the Front and expected to fight again and again. But they were exhausted.
    • Defeat – Which explains why, when the French and British counter-attacked in mid-July, the Germans collapsed. Soon the Allies couldn’t cope with the number of Germans who were surrendering. The failure of the German spring offensive had brought it home to them, one and all, that they could never win. In which case, they just wanted the war to end. Between March and July the German army suffered 980,000 casualties, and the Allies captured 385,000. There were mutinies but also plenty of cases where officers led their men in surrendering. All ranks up to and including the High Command realised they had lost. Ludendorff had a nervous breakdown and a nerve specialist was called in to keep him going. On 28 September he gave in to reality and told Hindenburg that Germany must ask for an immediate armistice.
    • Revolution – It all ended very quickly. By October the German and Austrian rulers had agreed to approach Woodrow Wilson asking for an armistice. Watson details the complicated sequence of events. American demands hardened after a U-boat sank a ship in the Atlantic, killing women and children and some American civilians. Negotiations between the German leaders were tortuous. I knew the Generals suddenly became impatient for the war to end, but had no idea that they then changed their minds and tried to get the Kaiser to fight on. But by then power had shifted to the Reichstag and the bulk of the population. Demoralised by the publication of Germany’s initial peace overture of 3 October, the sailors of the German fleet simply refused to put to sea for a last-ditch Götterdämmerung battle with the British. Instead, they instigated mutinies which swept across barracks in Germany, leading to the declaration of a Munich soviet and a communist revolution in Berlin. A hurriedly convened committee of left and centre politicians announced that the Kaiser had abdicated (although he hadn’t). The long awaited armistice came into force on 11 November 1918. By then Austria-Hungary had collapsed. The Hungarian Revolution started on 27 October with thousands streaming onto the streets in defiance of the Hapsburg army, with soldiers mutinying and the Hapsburg insignia everywhere torn down and replaced by the red, white and green flag. On 31 October crowds took to the streets of Prague declaring Czech independence. More violent was the declaration of independence in Poland, accompanied by violence against rival Ruthenes and, as usual, pogroms against Jews. If the peace of November 1918 signalled a genuine return to the status quo ante in France and Britain, it brought just the opposite in central and eastern Europe, it led to entirely new and unprecedented political and nationalist forces being unleashed, forces which destabilised the new fledgling nations for years, until they were all caught up in the conflagration started by the Nazis, which itself only ended in 45 years of subjection to the Soviet Union.
  14. Epilogue – It took a long time to sign the peace treaties. Peace with Germany was only signed on 28 June 1919, with Austria in September 1919, with Hungary in June 1920.  Most of the Central Power leaders escaped scot free, the Kaiser enjoying retirement in his Dutch villa, General Hindenburg never ceasing to blame ‘the politicians’ for Germany’s defeat and, amazingly, getting elected President of the Weimar Republic in 1925. The enormous reparations imposed on Germany are usually named as the cause for post-war Germany’s financial and political instability. But Watson singles out Woodrow Wilson’s claim that the key to the peace would be the principle of ‘self determination‘. This led many people to hope for a nation and government of their own in a region which was just too racially intermixed. With the result that racial conflict was to plague all the post-war nations of central and eastern Europe for decades to come. Above all, tens of millions of people were left wondering what all their suffering and loss had been for, and with a deep, abiding, smouldering sense of resentment and anger. Bitter and violent anger combined with ethnic and racial tensions were to lead Europe into an even worse disaster just 20 years later. Lieven concludes his rather exhausting history of the diplomatic build-up to the First World War as seen from Russia, with some Big Ideas.

Big ideas

– The First and Second World Wars were essentially wars fought between Russia and Germany for control of Europe. The first war ended in stalemate; Russia won the second one.

– This explains why both the world wars started in eastern Europe, in the badlands between the two empires – with the Austrian attack on Serbia in 1914, and the Nazi attack on Poland in 1939.

– The collapse of the Austro-Hungarian Empire in 1918 led to a vacuum. It led to the creation of a host of smaller nations (Poland, Czechoslovakia, Hungary, alongside the existing weak powers of Bulgaria and Romania), none of which was strong enough by itself to stand up to either Germany or Russia, making the second war, if not quite inevitable, then a lot more likely.

– In both these wars France was the only liberal democracy on the continent of Europe, and both times was too weak by itself to decide the outcome.

– Britain was in some ways an onlooker to both wars: her armies fought and suffered, horribly in the first war, but in neither was she defending her own territory – in both she was fighting in line with her centuries-old policy of preventing any one of the ‘powers’ from establishing dominance of Europe; to make sure her ‘back’ was protected while she concentrated her efforts on building and maintaining her overseas empire. In the eighteenth century this threat had come from France – in the early twentieth century it came from a unified Germany.

– In both 1914 and 1939 the German leadership gambled that Britain would not get involved in a European war, and, indeed, both times there were influential British voices raised against involvement. But both times we surprised and dismayed the Germans by plunging in, thus preventing her from getting the quick wins she’d gambled on.

– America was even more of a spectator than Britain, and reluctant to get involved in either war, until forced to in 1917 and 1941, respectively – i.e. three years and two years after they’d both started.

– In Lieven’s eyes the Treaty of Versailles which ended the Great War had two great weaknesses:

  1. The two powers at the centre of the conflict, the two powers likely to tear Europe apart, were both excluded from the peace treaty. Soviet Russia wasn’t interested and was too busy fighting her own civil wars (1917 to 1920) or trying to invade Poland (in 1920) to take part in Versailles. Germany was deliberately excluded by the triumphant Allies, and had the treaty imposed on it — thus allowing German politicians and especially the Nazis, to claim they had never agreed to it, had had it imposed on them, it was victors’ justice, profoundly unfair, and to justify her attempts to unravel the treaty agreements during the 1930s.
  2. The Versailles treaty was largely the creation of the United States and its idealistic President Wilson. When the United States Congress refused to either ratify the treaty or join the League of Nations which was set up to safeguard it, they effectively removed the treaty’s most powerful support. Given that Great Britain was busy during the 1920s pursuing its imperial aims in the Middle East, India and Far East, the onus of defending the terms of the treaty ended up being left to France which – once again – was simply too weak to resist a resurgent Germany.

The situation today?

The European Union is a massive geopolitical experiment designed to address the same ongoing problems.

  • It was born from the attempt to bind Germany and France together with such intricate economic ties that they can never again fight a war.
  • For the first forty years of its existence, the EU was an attempt to create an economic and political bloc which could stand up to the Soviet Union and its communist satellite nations in eastern Europe, an economic counterpart of the NATO military alliance.
  • Nowadays it is an attempt to create a sort of European ’empire’, i.e. a geopolitical power bloc which can compete with the global superpowers of America and China. Huge argument goes on within the EU about its ability to convert this economic power into political power.

To return to the idea of 20th century history consisting of a war between Russia and Germany for control of Europe, for 44 years after the end of the Second European War, the Russians had, in effect, won.

They had achieved everything the most ambitious Russian generals and politicians of 1914 could have imagined. They had extended the reach of Russian control through the Balkans almost as far as Constantinople, they had swallowed the Baltic nations and Poland, they had extended their grip across Europe as far as Berlin.

With the collapse of Soviet power in 1990, the pendulum swung the other way, with Germany rapidly reuniting into one super-nation, and the other, newly liberated East European states all joining NATO, whose membership now extends right up to the traditional borders of Great Russia.

It was this rapid extension of the NATO alliance right up to Russia’s borders – with the threat that even Georgia on her southern border in the Caucasus might join, and the threat that Ukraine, pointed like a dagger into the heart of Russian territory, and which many Russians regard as part of their spiritual homeland, was about to join forces with the West – which prompted Russian intervention in both Georgia and eastern Ukraine, and the present atmosphere of Russian anxiety, paranoia and bravado.

In other words the issue which plagued the Edwardian era, the struggle which defined European and to some extent world history for most of the 20th century, is continuing in our time – a Germanised Europe faces an anxious, unpredictable, and increasingly nationalistic Russia.

What will happen next? Who knows? But Lieven’s book, in supplying such a detailed account of Russian diplomatic and strategic thinking in the build-up to the first war, forms a kind of training manual of all the possible permutations which the problem, and its solutions, can take.

It certainly made me want to understand Russo-Turkish history better, particularly at a moment when the nationalist leaders of both countries are causing liberal Europe such concern.

Almost a Miracle: The American Victory in the War of Independence by John Ferling (2007)

At 680 larger-than-usual pages, this is a very long, very thorough and very heavy book.

I bought it under the misapprehension that it would explain the economic and political background to the American War of Independence, which was a mistake. Almost a Miracle is a highly detailed account of the arguments about military strategy conducted by both sides in the war, and of the actual battles fought during the war.

In this respect its focus on the nitty-gritty of military engagements large and small follows straight on from the couple of books I recently read about its immediate predecessor, the Seven Years War:

The Seven Years War (1756-63)

Put simply, the result of the Seven Years War was that the British Army and its colonial and Indian allies won Canada from the French, seizing its key city, Quebec, and expelling the French from their would-be North American empire. Thus ensuring that America would be an English-speaking nation.

Britain won because:

  1. the British government threw many more men and resources at the war than the French
  2. the British colonists far outnumbered the French, 1.2 million Brits compared to 55,000 French

But the British government, led by William Pitt, had to borrow a lot of money to pay for these military campaigns and, as soon as the Seven Years War ended with the Treaty of Paris in 1763, lost no time in trying to recoup their money from the colonists. A range of new taxes were introduced – via the Sugar Act, the Stamp Act and the Townshend Revenue Act – and existing taxes were collected more stringently.

The colonists didn’t like new taxes

The colonists didn’t like it. There was a long, steady rumble of complaint from the moment the new taxes were introduced in 1763 to the outbreak of war in 1775. A spectrum of dissenting opinion emerged among the colonists, from:

  • radicals like John Adams, who early grasped the need for complete independence from Britain
  • moderates, who accepted British rule but wanted the taxes lightened or lifted
  • Loyalists or so-called ‘Tories’, who accepted everything the British government demanded on the basis that they were loyal subjects of His Majesty and His Majesty’s government

Key way stations along the road to war were:

  • 1768 – the arrival of British troops in Boston, the most important port (and largest city) in the colonies, to support the collection of taxes
  • 5 March 1770 – ‘the Boston Massacre’, when an angry mob surrounded the British customs building, someone let off a shot, the soldiers panicked and killed five colonials
  • the 1773 Tea Act which aimed to promote tea from India in America and led to ‘the Boston Tea Party’ of 16 December, when American patriots disguised as Mohawk Indians dumped £9,000 of East India Company tea into the Boston harbour
  • the four ‘Intolerable Acts’ passed by the British Parliament in May and June 1774, which stripped Massachusetts of self-government and judicial independence following the Boston Tea Party
  • the first Continental Congress in September 1774 when delegates were sent from all 13 colonies to the town hall in Philadelphia to discuss their response to the Intolerable Acts

Although critics of Lord North’s administration in the British Houses of Parliament fiercely criticised many of the British measures, although many British politicians spoke and wrote pamphlets in favour of greater moderation and understanding of the Americans, and although most of the American politicians were themselves conservative and favoured reconciliation with Britain – nonetheless, reading any timeline of the build-up to war gives an overwhelming sense of inevitability – of the Titanic steaming unstoppably towards the iceberg.

The two points of view were just irreconcilable:

  • The British king and his ministry thought they had spent a fortune, and lost a lot of men, defending colonists who paid only a fraction of the taxes which their cousins in Britain paid: it was time they coughed up.
  • The Americans thought victory in what they called ‘the French and Indian War’ had owed a lot to their own men and blood; they didn’t owe anyone anything. Plus, they had all grown up paying minimal taxes and so were outraged when the London government started imposing all kinds of new taxes and tolls on them and their imports.

American resentment crystallised into the expression ‘no taxes without representation’, meaning they refused to pay taxes imposed on them by a legislature 3,000 miles away, in which they had no say.

Because the outcome is so well-known, and because the extremists on both sides (especially the American patriots, John Adams, Benjamin Franklin, Thomas Jefferson and George Washington) went on to become such household names, it is most interesting to read about the moderates on both sides, those advocating for peace and compromise.

I learned that the Loyalist members of Congress got together an Olive Branch Petition to send to George III. Their belief that America could quite easily remain within the British Empire, with just a few tweaks and adjustments, have – like the rational, carefully argued opinions of so many moderates throughout history – disappeared from view.

Studying them carefully – putting yourself in their place and trying out their arguments – gives you insights into the fate of moderates in so many revolutions – the French or Russian ones, to name the big two; and by extension, helps you to understand the fate of moderates in modern political situations (America, Turkey, Britain, Iran).

The American War of Independence

This book, by its sheer length and the staggering accumulation of detail, really brings home that the American War of Independence was much longer than you tend to imagine – from first skirmishes to final peace treaty it lasted a surprising eight and a half years, from 19 April 1775 to 3 September 1783.

What should the Americans do?

I think the single most striking learning is that both sides didn’t know what to do or how to fight the war, an uncertainty which persisted right to the end.

Hostilities broke out because the British garrison in Boston was sent in April 1775 to confiscate munitions which Patriot militias had been building up in the towns and villages of Massachusetts.

Patriot spies got wind of this and set off on horseback to warn the militias, who were therefore armed and prepared by the time the 700 or so British soldiers reached the small towns of Lexington and Concord. Small engagements broke out at both places, before the British regulars were reinforced and marched together back to the safety of Boston, shot and sniped at all the way. Their blood up, the local militias rallied across Massachusetts and set up a siege of Boston. The war had, in effect, begun.

On June 14 1775 the Continental Congress voted to create the Continental Army and voted George Washington its commander-in-chief. When news of all this arrived back to London, the government sent a British Army force across the Atlantic under the command of General Howe. It was war.

But what should both sides do next? The biggest learning from the book is that both sides effectively made it up as they went along. I’m used to the Great War where the Allied aim was to defeat Germany on the Western Front, and the Second World War where the Allies demanded the unconditional surrender of Germany and Japan.

In both wars there were clear ‘fronts’ where the enemies fought, with the Allies pushing the Germans back from the Western Front in the Great War, with the Allies crushing Germany from east and west in the Second War, and pushing Japan back across Pacific islands towards her homeland in the East.

But in this war, where was the American homeland? Where could a knock-out blow be delivered?

And what did the Americans aim to achieve? Was it best to meet the British Army in a head-on, traditional-style battle and defeat it? When you put it like that, you see how unlikely it was that an army made of volunteers who’d spent most of their lives working on farms, with officers and NCOs having been appointed just a few weeks earlier, would be able to defeat the well-armed, well-drilled professional Brits.

So the Americans tended to seek smaller engagements where they had the advantage of surprise and knowledge of the territory – or otherwise they just retreated.

Washington early informed Congress that his would be a war of ‘posts’ (p.136) meaning small specific engagements, and that he would adopt the withdraw-and-fight-another-day tactics of the famous Roman general, Fabius Cunctator.

But not everyone agreed with Washington, and his headquarters was always riven by factions of officers arguing fiercely about strategy. It is the merit of a military history on this scale that it makes it quite clear that the American military command was permanently rife with debates and arguments, sometimes quite bitterly, about what to do, where to strike, when to pull back.

And, as it became clear that the war wouldn’t be over by Christmas, there were fierce and partisan arguments in Congress.

Not only were there divisions about how to fight but, more importantly, where. Were there ‘key colonies’ or areas which must not be ceded to enemy at any cost – and, if so, where? Was it vital to hold Boston, or to retire if the army was imperiled? Ditto New York: should Washington’s army defend New York come what may or, again, make a tactical withdrawal in the face of superior British forces, and live to fight another day?

What should the British do?

But while the Patriot side was riven by indecision and infighting about where to defend, where to retreat, and how much of a big battle to engage in, it was, if anything worse, on the British side.

In particular, there was a fundamental division between those who thought the British should fight with no quarter, ravaging and destroying the land as they went – as the Union army was to do in the Civil War – giving the retreating army nowhere to hide and wearing down the enemy’s agricultural infrastructure, teaching them who was boss – and others who thought that the only practical policy was to fight a civilised and limited war, in order to win the hearts and minds of men who were after all, in a sense, our cousins.

This is one of the main big learnings of the book –  that the men in charge of the British war effort hesitated and prevaricated over and over again, especially General William Howe, general in command of British forces from 1775 to 1777.

At several key moments, for example when he had cornered the American Army in New York, Howe hesitated to push his advantage – and so let the Americans escape.

Great Britain’s last best chance to destroy the Continental army and crush the American rebellion occurred in September 1776, but the opportunity slipped away through a series of monumental mistakes. (p.139)

Howe had been an MP in the Commons during the build-up to war, and had voted for conciliation and compromise with the rebels. While the hawks called for a slash and burn policy, Howe appears to have thought that the Americans were misled by a handful of fanatics and that, if only they could be dealt a bloody nose, the Congress and most of the population would suddenly realise the error of their ways, put down their weapons, and accede to His Majesty’s very reasonable demands.

So although Howe defeated Washington in a series of encounters designed to drive him out of New York, he deliberately let slip a couple of sitting duck opportunities to surround and annihilate his opponent. History remembers Washington as a great general but he was fighting an opponent who was reluctant to really comprehensively defeat him.

Indecisive battles

And so both the British and the Americans hesitated among a variety of choices before embarking on anything coherent enough to be termed a ‘campaign’. What is then notable is how many of these campaigns failed – it seems to the untutored reader to have been a war of failures rather than successes.

Thus the engagements at Lexington and Concord led the Americans to besiege Boston, which sounds like a big bold thing to do. But General Howe threatened to burn the city to the ground unless he was allowed to sail away unscathed, the Americans reluctantly gave in, and Howe sailed off with all his men. Hardly a victory.

Similarly, the Americans launched a twin-pronged campaign to capture Quebec and therefore Canada, from the British, with Major General Richard Montgomery capturing forts up Lake Champlain while Major General Benedict Arnold led a force through the wilds of Maine, to join up in front of Quebec City.

The section describing the appalling sufferings of Arnold’s men as they hacked their way through swamp and forest, drowned in makeshift rafts on rapids, and began to starve, before finally blundering into the settled territory in Canada, is the most imaginatively gripping part of the whole book, reading like a gruesome novel of backwoods survival.

But the military point is that both the American forces were so weakened by the time they arrived and commenced the Battle of Quebec that their attack was a complete failure. Montgomery was killed and Arnold badly wounded in the assault on the city, before the survivors were forced to regroup and retrace their way back to America.

It had been ‘a calamity of epic proportions’ (p.111).

Similarly, Howe launched a great campaign to take New York City from Washington’s army ,and this involved a whole series of engagements as Washington slowly withdrew back through Long Island, then up Manhattan, and over into new Jersey. But the real story is that Howe missed several glaring opportunities to surround and exterminate Washington’s army, letting it live on.

Similarly, much is made of the Battle of Saratoga, a supposedly great victory by the Americans in October 1777. But when you read about it in as much detail as Ferling supplies, you first of all realise that it wasn’t a battle at all. British General Burgoyne had led an army down from British Canada, hoping to link up with General Howe’s army from New York, and another one coming east from Lake Ontario. Neither turned up and Ferling’s account shows how Burgoyne’s force was steadily weakened and depleted by small engagements along the way, loss of food and supplies, the necessity of leaving detachments to guard all the little forts he captured on the way south and so on and so on. So that by the time Burgoyne’s weakened force approached the American stronghold of Albany, at the northernmost point of the River Hudson, his depleted forces were perilously short of ammunition and supplies. Eventually Burgoyne’s force was surrounded by outnumbering American forces and he surrendered. There was no battle.

A lot of American mythology surrounds the Battle of Trenton, when Washington led his forces across the half-frozen River Delaware to take by surprise detachments of German mercenaries stationed in the small town of Trenton, who were outliers of Howe’s larger British Army stationed in New Jersey.

Yes, it was a daring pre-dawn raid, yes it caught the Hessians completely unprepared, and yes it led to the capture of almost all of them (22 killed, compared with just 2 dead on the American side).

But its importance was far more psychological than military. The Americans had done nothing but retreat from New York for six months. Trenton wasn’t a victory at all, it just showed that the Americans weren’t completely beaten and still had some kick left in them. Trenton stemmed the tide of defections and desertions from the Patriot army and showed sceptics at home and abroad that American troops could win something. But it didn’t gain much ground or defeat a major British force.

There is much more like this. Ferling quotes lots of contemporary eye-witness testimony to give really impactful accounts of the endless marching, of long gruelling campaigns like Arnold’s trek north or Burgoyne’s trek south, of the endless arguments at British and American HQ – which make up the majority of the text.

The suffering and hardships, the climatic extremes, the lack of food and shelter, are quite difficult to read sometimes. I was particularly struck by the way many of the Continental soldiers had no shoes or footwear of any sort. On numerous marches their fellow soldiers followed the blood from bleeding feet left in the snow or mud. In fact, the two Patriots who died at Trenton died from advanced frostbite, and thousands of American soldiers lost toes and feet due to lack of basic footwear.

Skirmishing aside, really large full-scale battles didn’t happen that often, but when they do Ferling’s accounts are appropriately gory and bloodthirsty, over and again bringing out how war amounts to the frenzied butchering and dismembering, skewering, hacking and eviscerating of human bodies.

War in the south

By 1779 and 1780 Washington was in despair because he didn’t know what to do next. Ferling makes it clear that right up to the last moments of the war, Washington was fixated, obsessed, with returning to fight a big battle for New York – despite the fact that the Americans never had enough men to retake it against Britain’s well-entrenched forces.

That or maybe another stab at taking Canada from the British – another phantasm which haunted American military minds, despite the catastrophe of the Arnold campaign.

Washington’s obsession with the north meant that he missed the region where the war was eventually won, which was in the southern states. About half way through the book Ferling switches focus from New England, New York and Pennsylvania, to the southern states of Maryland, North and South Carolina and Georgia.

This second half feels different from the first half for two reasons: the French had got involved, and there was a lot more guerrilla and partisan fighting.

France and world war

American representatives had been in Paris since before the start of the war, negotiating trade deals etc. Once conflict broke out, Ferling devotes sections to describing in detail the lengthy negotiations between American representatives and the French government, with the former trying to persuade the latter to join in and support the revolution.

Both sides had many considerations to weigh up: some Americans worried that any victory with the help of the French would mean handing over territory in North America to them – maybe they’d want Canada back, and so become a threat to the young country from the north; or maybe the French would demand the rights to Louisiana (at that point all the land along both sides of the Mississippi) and would thus block any further American expansion to the west. Risky.

Other Patriots worried that any even-handed military alliance with the French might mean that Americans would get dragged into France’s endless wars in Europe: having begun a war to get free of entanglements with Britain and her power politics on the Continent, the Americans might find themselves ending up worse off than they began.

Many on the French side weren’t that thrilled either, and the French minister who managed the war, Charles Gravier de Vergennes, was presented with a sequence of obstacles, opposition and unexpected dilemmas which Ferling presents with great clarity.

I had no idea that, once the French had overtly allied with the Americans in 1778, they again began planning for one of their many attempts to invade England, and sent privateers to board and confiscate British shipping.

In the event, massive French loans to America enabled Congress to feed and clothe and supply its armies, and the fleet France sent turned out to play a vital role in ‘victory’. The Americans couldn’t have won their ‘freedom’ if it hadn’t been for French support.

War in the South

As 1780 dawned the British were as puzzled as the Americans about what to do next. A series of events led the British to conceive of mounting a ‘Southern strategy’ and General Henry Clinton (who had succeeded the indecisive General Howe in 1778) despatched General Charles Cornwallis to raise Loyalist forces across the south.

Cornwallis did attract Loyalist forces and – as Ferling brings out throughout his book – substantial numbers of slaves defected and/or ran away from their southern plantations to join the British forces who promised them their freedom.

But it was never enough. Loyalist support was defeated at the Battle of Kings Mountain (October 1780), and the British Legion, a cavalry force led by swashbuckling Banastre Tarleton, was defeated at the Battle of Cowpens (January 1781).

Cornwallis marched into North Carolina, gambling on a Loyalist uprising but it never materialised. He was shadowed by the American general Nathanael Greene, who dominates the American side of the story for this whole southern campaign and emerges (from my amateur perspective) as a much more energetic, successful and important American general than Washington, who spent all these last few years holed up in the north, vainly fantasising about recapturing New York.

It was very typical of this prolonged and indecisive war that a key engagement was the Battle of Guilford Courthouse on 15 March 1781, where Cornwallis’s army beat Greene, but suffered large casualties in the process. As in so many battles of the American War of Independence, Cornwallis held the field but the other side had won.

Because it wasn’t a war of decisive victories; it was a war of attrition where the winner was the one who could wear down the other side. This describes the American failure at Quebec and the British failure at Saratoga – and that is how the war finally ended.

British surrender

In 1781 the French arranged to send a significant fleet to the Americas. In fact it went first to the West Indies to secure French territories there, before asking its American allies where along the coastline it should be sent.

This prompted feverish debate among the Americans and their French allies about whether the French fleet should be sent to New York to revive Washington’s endless dreams of recapturing the city. But in the end it went to Virginia, partly under the influence of the French officer Lafayette, who had been fighting alongside the Americans almost from the start, and was now embedded in Greene’s southern army.

Before he left North Carolina for Virginia, Cornwallis had been receiving confused orders from his commander-in-chief, Clinton, holed up in New York. At some moments Clinton asked him to come all the way back north to help protect the city, but in other despatches ordered him to stay where he was. The one clear message that emerged from this confusion was that Cornwallis should hunker down in a coastal port and await the Royal Navy.

So Cornwallis marched to Yorktown on the Virginia coast, built outworks, prepared for a siege and awaited relief. But it never came. Instead the French fleet arrived and Nathanael Greene’s army was joined by a steady flow of Continental soldiers and militias from all across the south, who were able to block off all Cornwallis’s escape routes.

As so often during the narrative, there were several windows of opportunity when Cornwallis could have escaped the siege and fled north, or embarked at least some of his forces across the Cooper river to land east of the city.

But he had been ordered to await the Royal Navy and await them he did until it was too late, he was completely surrounded and, with food beginning to run short – giving in to reality – Cornwallis surrendered his army on 17 October 1781.

The British give up

It cannot be emphasised too much that the Americans did not win the American war of Independence through a battle. They simply surrounded a British army which had let itself be taken by a series of accidents and bad judgements, and which decided to surrender.

And the Americans couldn’t have done it without the French naval force which blockaded Yorktown, thus preventing any hopes of relieving supplies or escape.

When news of this disaster arrived back in London in late November 1781 the British government… gave up. The British still had 30,000 troops garrisoned in New York, Charleston, and Savannah, could have recruited more, and the war could have been prosecuted for another six years, if anyone had wanted to.

But enough of the ruling classes were fed up with the loss of men and money to make it untenable.

Although the vote in Britain was limited to a tiny percentage of male property owners, nonetheless Britain was a democracy of sorts, and on 27 February 1782, the House of Commons voted against further war in America by 19 votes.

The minister responsible for conducting the war, Lord Germain, was dismissed and a vote of no confidence was passed against Lord North, who had led the government throughout.

A new government led by the Whig party came to power and immediately opened negotiations for peace. So it goes.

Conclusions

I’d never read an account of the American War of Independence before. It was a real eye-opener. There was:

1. a lack of focus, as both sides racked their brains to decide what they were trying to do

2. a lack of fighting – especially in 1779 and 1780 long periods passed with no fighting at all – I think Washington didn’t see any action at all in the final two years of the war

I was really, really struck by the way that a handful of events from the first months of the war have become so mythical that even I have heard of them – Paul Revere’s Ride from Boston to warn the Patriots that the British were coming; the first shot fired at Concord which inspired Emerson’s poem:

By the rude bridge that arched the flood,
Their flag to April’s breeze unfurled,
Here once the embattled farmers stood,
And fired the shot heard round the world.

And the Battle of Bunker Hill outside Boston.

But all these happened within the first few months of the war. American mythology dwells on these early, idealistic, and entirely positive events, and then – the following six years of failure and stalemate, well… you hear a lot less about them.

The exception is Washington’s night-time crossing of the Delaware river, ferrying his army across to launch his surprise dawn attack on Trenton, because it was a daring, dashing undertaking and it inspired a number of heroic paintings depicting the scene.

But it’s as if the events of those first few months have become super-iconic, overflowing with revolutionary zeal and idealism and then…. as with all wars, when it wasn’t over by Christmas and in fact dragged on for six long, gruelling years more, during which thousands of men died, thousands of citizens lives were destroyed by marauding militias or Indians, and the entire economy of America was undermined by a lack of supplies which led to galloping inflation, well… you don’t hear much about that.

Ferling’s long, detailed account shows the gruelling reality which lay behind the handful of mythical highlights which we remember.

3. Above all, there was a lack of inevitability. 

Again, I am used to the kind of war where ‘the tide turns’ and the Germans start to be defeated on the Western front or the Japanese are fought back across the Pacific, so that the conclusions of World Wars One and Two possess a grinding sense of inevitability.

But there was no decisive ‘turning point’ in this war and the end, when it comes, is oddly anti-climactic, almost an accident. Oh well. We’re surrounded. Better surrender, chaps.

This sense of contingency is heightened by the way Ferling, at all points, investigates very thoroughly all the arguments and logics underpinning everyone’s strategies. There was no inevitability to Cornwallis deciding to invade Virginia or deciding to retreat to Yorktown – in fact, historians to this day struggle to account for it.

Indeed, for the last few years of the war, there was a mounting sense that either side might sue for international arbitration. This had happened in previous wars, where mediators such as Russia or Prussia were invited to arbitrate between warring sides in European conflicts.

As 1781 dawned, all sides – American, French and British – were fed up with the war and wanted it to end somehow, but the Americans in particular lived in fear that an international peace treaty might be imposed on them, and that – as was traditional – territory would be allotted to whoever held it when the deal was signed.

This wish to hold on to territory partly explains why commander-in-chief Clinton was reluctant to leave New York, which would be a jewel in the crown if Britain was allowed to retain it, and also explains Cornwallis’s energetic attempts to clear the southern states of rebels, and to raise Loyalist forces to keep them secure.

If peace suddenly broke out, they would have been retained by the British Empire.

Ferling brings out how this nightmare scenario kept men like Washington and John Adams awake at night – the notion that after six years of sacrifice, and watching the American economy go to hell, the Patriots might end up rewarded only with the New England states, and Pennsylvania and New Jersey, while New York state (which extends north to the border with Canada) and the entire south would be retained by Britain.

Worse, if the French insisted on reclaiming Louisiana, the new American republic would be surrounded on all sides by enemies and barriers.

It was not to be – but it might have been – and it is one of the many pleasures of Ferling’s long and exhaustingly thorough account, that the reader develops a real sense of just how contingent and arbitrary this shattering war and, by extension, all human affairs, really are.
