China’s Hidden Century @ the British Museum

The British historian Eric Hobsbawm popularised the idea of the ‘long nineteenth century’ in European history, the notion that starting historical accounts of the nineteenth century precisely at 1800 and ending them on the dot at 1900 is inadequate; you have to start at 1789 with the outbreak of the French Revolution to understand everything which followed, and you have to continue the era on until 1914 and the outbreak of the Great War, which marked the true end of the century and all its assumptions.

The curators of this sumptuous, fascinating and beautifully designed exhibition at the British Museum have done something similar to Chinese history, extending their definition of China’s long nineteenth century – what they’re calling ‘China’s Hidden Century’ – to start in 1796 and to end in 1912.

The dates

Why start at 1796? Because that’s the year a new emperor came to the throne, the Qianlong Emperor. It didn’t mark the start of a new dynasty; the Qianlong Emperor was the fourth in the well-established Qing dynasty which had started in 1644. But the start of his reign arguably marked a high tide mark of China’s power and confidence. In that year the empire contained over 300 million souls, an estimated third of humanity, and the total territory ruled by the emperor exceeded the area of Europe.

This map from his reign is a political map in the sense that it doesn’t strive for geographical accuracy but marks places by importance. So it’s amusing to learn that Europe is shown as a small border area at the top left and that Britain is one of the tiny insignificant islands indicated by white-lined blobs off the blue coast at the very top left.

Why end the period in 1912? Because that’s the year when, following the revolution of 1911, the last Qing emperor, the Xuantong Emperor, commonly known as Puyi, was forced to abdicate, bringing to an end over 2,000 years of imperial rule.

Why the ‘hidden’ century? Because the long century between these two dates has conventionally been seen by Western historians as an era of steady decline, a sunset period after the artistic glories of the 17th and 18th centuries, leading inexorably down to the empire’s final collapse at the start of the 20th century. The curators’ aim is to question and reverse this preconception, to rehabilitate China’s long nineteenth century.

Nineteenth century wars

When describing the nineteenth century in China, Western historians all too often focus on the series of wars which China fought and consistently lost, notably the two Opium Wars (1839 to 1842 and 1856 to 1860), the catastrophic Taiping Rebellion (1850 to 1864), the Sino-Franco War (1884 to 1885), the First Sino-Japanese War (1894 to 1895), the Boxer Rebellion (1899 to 1901).

But despite these various disaster, in China, like everywhere else, people continued to live and love, marry, have families, make homes, work or run businesses, hustle for money or places in the bureaucracy, buy clothes and furniture and toys and household implements, shop and cook and eat, wear fine clothes and jewellery, write letters and contracts and wills and poems, decorate and draw and paint beautiful things.

And that is what this exhibition is about. Wars and emperors are covered, but what it’s really about is Chinese social history, about uncovering the lives and lifestyles of the widest possible range of Chinese people – a people steeped in tradition and religion and rituals and business and art – through a dazzling collection of objects.

The exhibition contains 300 objects brought from over 30 lenders, public and private, around the world. It’s taken four years to assemble and involved over 100 scholars from 14 countries. The result is not only the exhibition and the typically sumptuous catalogue which accompanies it, but a related book by a team of scholars which details the lives of 100 Chinese citizens chosen from all across ‘China’s Hidden Century’.

Seven rooms

The exhibition has been organised into seven rooms, each addressing an aspect of Chinese life, being:

  1. Introduction
  2. Court
  3. Military
  4. Artists
  5. Urban life
  6. Global China
  7. Reformers and revolutionaries

Representative figures

Each room also features one particular individual who typifies or epitomises the theme under consideration. There are an unknown woman courtier; an empress; a soldier; an artist; a businessman’s wife; a merchant; and revolutionary poet.

In a lovely piece of design these personages are threaded through the show’s iconography by shadows, life-sized outlines of these fugitive figures from history. The Museum commissioned the London College of Fashion to create silhouettes of these figures, which are projected on delicate white fabric or gauze hangings throughout the beautifully laid-out show.

In fact the first thing you see when you enter the Sainsbury Wing where the exhibition is being held is an opaque screen with life-size silhouettes of 7 mysterious figures cast on it. These shadowy figures, from a distant country, from a vanished past, will hover over and guide the visitor through their treasure and marvels.

1. Introduction – women’s voices

The map (above), a bilingual document in both Manchu (language of the ruling dynasty) and Chinese (language of the majority Han people), and an imperially commissioned dictionary indicate some of the scope and scale of the multilingual, multi-ethnic empire at the exhibition’s start point. But the most significant object here is a portrait of an unknown woman.

As Chairman Mao said a century later, ‘Women hold up half the sky’, but women’s lives were very circumscribed in traditional China. As well as bringing the story of a neglected century into the light, the exhibition is very committed to giving women’s stories and women’s experiences their due. This picture of an unknown woman from the Qing court sets the tone or announces this intent.

Accompanying the picture is a 1-minute audio of her imagined thoughts and feelings, read in both English and Chinese. All of the seven figures have an audioscript like this, in which they describe their lives and experiences.

On a more specific level, if you look very closely you can see that she has three earrings in each earlobe, something Manchu women did to as a marker of their ethnicity i.e. belonging to the ruling caste. Ethnicity was important. The introductory section also contains a map of Peking, which was sharply divided by ethnicity. The imperial palace complex and immediate environs were reserved for Manchus. Han residents lived to the south in the walled part of the city. Foreign diplomats and business people were confined to a quarter in the north-east.

2. The court

Six emperors ruled in succession between 1796 and 1912 and a lovely scroll on the wall gives their names and dates and a one-phrase description. They were:

1. Underestimated emperor: The Jiaqing emperor (ruled 1796 to 1820)

2. Emperor forced to open China: The Daoguang emperor (1821 to 1850)

3. Witness of Qing decline: The Xianfeng emperor (1851 to 1861)

4. Puppet emperor: The Tongzhi emperor (1862 to 1874)

5. Reforming emperor: The Guangxu emperor (1875 to 1908)

6. Last emperor: The Xuantong emperor (Puyi) (1908 to 1912)

The last three of these came to the throne and their reigns were dominated by the great power behind the throne, the Empress Dowager Cixi, the de facto ruler of China from 1861 to 1908: her son became the Tongzhi emperor and her nephew ruled as the Guangxu emperor.

Cixi is centre stage here, the Representative Figure, a life-sized silhouette of her caught on a hanging gauze, while all around her are clothes and objects indicating the luxury of the imperial court. As with all the other representative figures, there’s an audio playing of some of the Empress Dowager’s words, in this case an amusingly immodest claim:

“I have often thought that I am the cleverest woman that ever lived… I have heard much about Queen Victoria…her life was not half as eventful as mine.”

Objects include a sumptuous imperial blue gown (above). This features a swooping phoenix amid lush chrysanthemums and wide sleeve bands and is a gorgeous combination of Manchu, Chinese and Japanese motifs, in purple, gold and turquoise. The Empress Dowager’s wardrobe contained hundreds of such dazzling items, which she would accessorise with grandiose, jewelled headpieces, some of which are on display.

But there’s also an abundance of other objects, from the sublime to the ridiculous. At the everyday life end of the scale there’s a collection of snuff boxes. Before 1860 snuff-taking was the preserve of high-status bannermen, government officials and wealthy merchants; after 1860 these stylish little boxes became more widespread as fashionable male accessories.

The most impressive display is of a huge monumental hanging. Dramatic textiles such as this are thought to have served as backdrops for operatic performances but originally derived from hangings for religious festivals or banners in ritual processions. In the centre of this one is a theatrical warrior figure with a yak hair beard and padded-out face. The colours and method of depicting the figures is similar to woodblock printed images of popular deities. In front of it is an elaborate theatrical costume.

There are thumb-rings used by Manchu archers and cavalrymen, an informal robe made for the Guangxu emperor, ritual vessels used as part of state religion, the portrait of a Daoist priest and a Buddhist figure (Buddhism was an important component of the Qing court’s belief system, with Mongolian and Tibetan lamas (teachers) and monks conducting services at court). There’s a woman’s court vest and robe and a photo of court women wearing such clothes. There’s hairpins and fingernail guards; glassware and lacquerware. In short, a wealth of beautiful evocative objects.

Most incongruous objects is the pair of enormous, highly decorated cloisonné vases which were a diplomatic gift from the last Qing emperor Xuantong (also called Puyi) to King George V and Queen Mary for their coronation in June 1911.

Photography

Something that’s always puzzled me about Chinese art from this period is the odd dysjunction between traditional forms and styles and hyper-realistic faces. The curators explain it was the advent of photography. Western photography, as it developed and spread throughout the nineteenth century, strongly influenced non-Western artistic traditions and in China led to a fashion for hyper-realistic faces, derived from photos, but embedded in traditional clothes, in traditional scroll format, with traditional writing still written on the painting – something we see striking examples of later in the show.

Film

Moving pictures were first publicly presented in 1895 and quickly spread as the technology developed at lightning pace. In an alcove to one side there’s rare, silent black and white film of a dancer, Yu Rongling, daughter of a Qing diplomat, who studied traditional dance in Japan, then, when her father was posted to Paris, studied Western dance and with the dance pioneer Isadora Duncan. She returned to China in 1903 and was asked to perform for the empress. This rare footage of her performing a sword dance is from 1926, after the exhibition’s time limit, but indicating the kind of performance which would have been staged for the last emperors. She is also, of course, part of the exhibition’s foregrounding of women’s achievements.

3. The military

As mentioned foreign and domestic wars ravaged Qing China throughout the 1800s. Civil conflicts including the White Lotus Insurrection (1796 to about 1806), the Xinjiang wars (1820s and 1860s) and the ruinous Taiping Civil War (1851 to 1864), and then wars with imperialist powers such as the two Opium Wars with Britain (1839 to 1842 and 1856 to 1860), the Sino-French War (1884 to 1885), the Sino-Japanese War (1894 to 1895) and the Boxer War (1899 to 1901).

This section is dominated by the impressive figure of a bannerman. We see an impressive soldier’s uniform from mid-century and hear an audio of General Mingliang (1735 to 1822), spoken in Manchu and English, recounting his life and experiences. What is a bannerman?

Bannermen were elite hereditary soldiers who commanded divisions called the Eight Banners, identified by eight coloured flags. They were mostly Manchus, Mongols and some Chinese whose ancestors fought against the Ming dynasty in 1644. Most bannermen lived in the region around Beijing. In provincial garrisons they lived apart from the local population, often in walled sections of major cities. Bannermen were paid a state salary and enjoyed preferential treatment under the law and in the national and regional exam system, success in which led to a government post.

Illustrating the role of the Chinese army during the long nineteenth century are an album recording the postings of an unknown military official; the diary of Wanyan Linqing, a Manchu bannerman and high-ranking official which contains lovely ink line drawings by contemporary artists. There’s examples of military uniforms and flags along with images of weapons such as double swords, trident, swallowtail shaped shield, infantry archery, sword with shield, long spear, long sword with curved blade and muskets.

From a naval perspective there’s a map of China’s coastline indicating islands, reefs and sandbars. Most poignantly or pointedly of all, there’s a physical copy of the actual Treaty of Nanjing which ended the First Opium War, signed on 29 August 1842. It was the first of the ‘unequal treaties’ which were imposed on the weak Qing Dynasty by arrogant Westerners and, as such, the source of burning resentment for over a century. Its provisions forcibly opened up coastal cities like Shanghai to European and American merchants.

The First Opium War

In the early 1800s, ships began smuggling opium (an illegal narcotic) from British India into south China. As opium consumption increased, the Daoguang emperor banned the trade. The British surrendered 20,283 chests of British-owned opium, promising compensation to the merchants concerned. Lin Zexu, the emperor’s special commissioner, confiscated and destroyed it all. The British government sent a fleet of ships to recoup compensation of lost opium profits.

By the treaty the Qing were ordered to pay an indemnity of $21 million over three years and relinquish Hong Kong to the British. There is absolutely nothing to redeem Britain’s bullying, extortionate and immoral behaviour. In ironic counterpoint to Britain’s bullying, there’s a delicate portrait of Queen Victoria made in 1842 by an unknown artist looking as if opium wouldn’t melt in her mouth.

The Second Opium War

Britain began the Second Opium War to force China to legalise the opium trade and to secure profits from it. The 1858 Treaty of Tianjin opened 11 further ports to Western trade. In 1859, the Qing military defeated an Anglo-French fleet sent to Beijing to ratify the treaty. In 1860, more Anglo-French forces marched on Beijing. They looted the Summer Palace, home to the emperor. Prince Gong, the emperor’s brother, signed the Convention of Beijing, bringing the war to an end. Reformers subsequently began to strengthen and modernise Qing rule.

So the British burned the emperor’s summer palace to the ground as punishment for disobeying our imperial commands. Apparently, the brick and stone ruins have been left to become the defining symbol of European violence against 19th-century China. (Other areas of the site have been built on to form parts of the campuses of Peking University and Tsinghua University.) There are some sad relics from the palace on display, namely a couple of broken glazed turquoise architectural tiles.

The Taiping rebellion

One of the weirdest but at the same time most destructive conflicts in human history. Schoolteacher Hong Xiuquan (1814 to 1864), a small town schoolmaster exposed to Christian teachings through a missionary pamphlet, had a nervous breakdown as a result of which he became convinced that he was the younger brother of Jesus Christ!

He appointed himself ‘Heavenly King’, first emperor of the new dynasty of Taiping. Mind-bogglingly he attracted hosts of followers, amassed an army and by the late 1850s his ’empire’, the Taiping Heavenly Kingdom, occupied much of China. With about 200 million people under its control, the Taiping had its own rulers, officials, civil service exams, calendar, currency and laws.

Qing dynasty forces fought back and the conflict turned into a full-blown civil war. Amazingly, it resulted in an estimated 20 million dead, making it the deadliest conflict in human history. Western mercenaries fought on both sides. Foreigners protected their interests by supplying both the Qing and Taiping with weapons.

Relics or indicators of this vast catastrophe include an embroidered jacket from the Taiping court, a portrait of Hong, a notice to be placed on European’s homes sparing them from Taiping violence, Taiping coins and a seal, a hand-written letter from Hong and a copy of the Taiping Bible which was amended to insert Jesus Christ’s brother.

The Taiping made Nanjing their capital in 1853, fortifying the former Ming capital with an outer wall. This was where they made their last stand in summer 1864, surrounded and under siege by the Hunan army led by Zeng Guofan – as depicted in this contemporary woodcut.

4. Artists

Despite the disruption and huge death toll of China’s nineteenth century wars, life for most people carried on, with many people prepared to pay for luxury objects and works of art. The century saw continued production of China’s classic media and genres, landscape paintings, fans and albums and there are rare and beautiful examples here.

But the century saw the slow steady introduction of western techniques such as lithography, which was combined with traditional woodblock printing design. Cheaper printing technology allowed cheaper magazines and newspapers to be produced such as the weekly pictorial magazine, Dianshizhai huabao, on display here – which included western style images and spread a new Western aesthetic. New artistic and literary groups were set up. Artist Ren Xiong was a member of this new generation and is represented by this fine painting of his patron’s wife.

There are examples of works by other artists from the period including Xugu, Sun Mingqiu, practitioner of bapo art, as well as some beautiful examples of traditional calligraphy by Yi Bingshou and Huo Ziye.

The commonest and most impactful form of art was mass-produced religious art, especially images of gods and goddesses depicted in woodblock prints and there are striking examples here, notably a painting representing the Daoist goddess Magu, protector of women.

Women’s art tended to be exchanged within closed networks and so tends to be under-represented in modern collections. The exhibition tries to redress this by displaying works by Cao Zhenxiu and Ma Quan.

5. Everyday urban life

This feels like the biggest and fullest room and, insofar as the exhibition’s aim is to show the continuity of everyday life during the period, is arguably at the core of its mission.

By the 1850s China’s population had reached a staggering 450 million. Average life expectancy was just forty years but despite this cities grew rapidly as people migrated from war-torn areas. A growing body of entrepreneurs developed businesses using new technologies and materials. Handicrafts were industrialised and commercialised. Wealthy people’s homes and fashion reflected these political, cultural, technological and environmental changes. Newspapers and magazines showed their readers middle class lifestyles to aspire to.

This room is packed with stuff, with objects from everyday life, life on the street, ordinary people’s lifestyles. There’s a baker’s shop sign, a cook’s jacket and trousers, a picture of a weaver. There’s a great portrait of an itinerant dentist holding strings of teeth dangling from her advertising placard.

There’s carved portraits of gods, side-fastening jackets in eye-catching colours, brightly coloured leggings, silk and leather shoes, a child’s jacket and hat, examples of men’s fashion. There’s winter wear, a woman’s sleeveless jacket, an amazing hood decorated with dragons, detachable collars of different shapes and sizes, elaborate head dresses for wear on special occasions. Loads and loads of things.

There are everyday objects and tools, including sewing tools such as needles and thimbles, sleevebands and accessories. Earmuffs. Hair extensions. A mahjong set and objects from games and sports, cricket cages and a shuttlecock, glove puppets and marionettes. Traditional musical instruments such as a pipa (pear-shaped lute) and a dizi (transverse flute). A charming set of miniature furniture as for a doll’s house.

I didn’t know whether to be charmed or appalled when I learned that bannermen in Beijing often kept pigeons, releasing them into the sky twice a day to watch them fly and listen to the music created through their whistles. There are depictions of theatre and opera indicating popular and middle-class entertainments, a woodblock showing a troupe of jugglers, a watercolour depicting a wealthy merchant from Hangzhou surrounded by his courtesans.

There’s a bizarre-looking water-proof cape made entirely from stalks of straw for a street worker, farmer or fisherman. Conservators have painstakingly restored it to its former strangeness.

The Representative Person here is Madame Li. She was a Buddhist and married to Lu Xifu who ran a successful business in the Foshan area near Guangzhou (Canton). She and her husband are represented by ancestral portraits painted in the new realistic style inspired by photography and commissioned by their nephews. In their business success, in their bourgeois self-image, in their family piety, in their easy incorporation of Western styles into a traditional format, they epitomise the later Chinese nineteenth century. Like all the other representative figures, Madame Li has a one-minute audio describing her life, in English and Chinese.

6. Global Qing

We’ve seen how foreigners triggered war with Qing China and how foreign styles influenced some artists. This section looks at the increasingly international nature of trade and the cosmopolitan nature of the objects being traded.

Until the 1840s, Guangzhou (Canton) was the only place in China where trade with Europe and the USA was legal and where foreigners could live and work. The Treaty of Nanjing of 1842 forced the government to open up more ports to foreign trade, which became known as ‘treaty ports’, most successful of which was to become Hong Kong.

With trade came new materials, styles and technologies. In the second half of the century modern technology revolutionised industry and changed people’s lives. Inventions such as electricity and the new postal system transformed the way people worked and communicated.

So this room contains a painting of the waterfront at Guangzhou; a portrait of Sir Jamsetjee Jejeebhoy, a Bombay-born Parsi merchant and philanthropist who made a fortune trading with Qing China in commodities including opium; a portrait by a Qing artist named Lamqua of a British East India Company Midshipman; a book belonging to Silas Aaron Hardoon, once one of the richest men in Asia who made his pile in Shanghai selling opium, renting out properties and investing in the new stock exchange.

Luxury objects include a cream silk parasol with multicoloured knotted tassels; a carved ivory basket with handles carved like dragons; a beautiful painting of crabs done by a local Guangzhou artist; luxury objects such as a fan, a lacquer bracelet and a gaming chest.

There’s a set of ‘reverse glass paintings’ and a treaty port silver punch set made from ‘export silver’ and consisting of a punchbowl, six beakers, a sugar bowl and tongs. tongs. It has applied dragons, the initials of its British owner, John Penniall, and the date 1905.

There’s a folding screen which was exhibited at the 1867 International Exposition in Paris; a fashionable round fan with a map of the Eastern and Western hemispheres, a fan portraying the Tianjin incident.

It’s an old curiosity shop, a rummage sale, an Antiques Roadshow of all kinds of accoutrements and impedimenta. There’s a beautiful silk robe embroidered with images of the new steamships plying China’s rivers, a poster for a Shandong line train.

I especially liked the travelling medicine chest of Ida Kahn (1873 to 1931), a pioneering female doctor. Kahn was the adopted daughter of an American missionary in southeast China, studied medicine in the USA and England. Returning to China in 1896, she was hailed as a ‘modern woman’, gaining the support of the local gentry and foreign missionaries alike. But as well as Western medicine, Ida had knowledge of Traditional Chinese Medicine (TCM). Hence this travelling chest filled ointments, powdered plants, dried insects and written charms to speed recovery. I particularly liked the dried lizard.

The Representative Person here is Lu Guangheng, also known as Mouqua (1792 to 1843) who organised trade with foreign merchants in Guangzhou, serving as head merchant of the ‘Hong’ – a guild with the exclusive right to trade with foreigners – from 1807 to 1811. He suffered severe financial losses in a fire in the city in 1822. In his portrait he is dressed in the robes of a high official which, however, he paid for rather than passing the difficult public exams. Mouqua was unusual for his time in speaking English.

Mouqua, also, has a one-minute audio-recording, telling his story in both Cantonese and English.

7. Reformers and revolutionaries

The last room concerns the political disruption which eventually led to the overthrow of the last emperor in 1912. A good deal of the final collapse was caused by foreign interventions. Qing China was shocked by its defeat to Japan in the Sino-Japanese War of 1894 to 1895. In response to this humiliation Chinese patriots pressed for sweeping reform of the administration and the need to modernise all aspects of the country. The old Empress Dowager Cixi reluctantly permitted some reforms when the country was rocked by the Boxer War of 1899 to 1901.

The Boxer War

Anti-Christian militants supported by Qing troops against foreign residents of China and Chinese Christians. In summer 1900 Beijing’s foreign community was trapped in a 55-day siege in the capital’s walled diplomatic district. Qing and Boxer armies were eventually defeated by a joint expeditionary force from Austro-Hungary, the British empire, France, Germany, Italy, Japan, Russia and the USA. The war is represented by a striking colour woodblock illustration. There’s a copy of the reformed military flag which was adopted by the Qing government.

North China was plundered by foreign troops and the foreign governments in yet another humiliation forced Qing China to pay reparations amounting to about £67 million over 39 years.

Reform

Intellectuals searched for ways to revive China’s administration after the 1895 defeat by Japan. In 1898 a reform movement to radically modernise China was launched, which came to be called the Hundred Days’ Reform movement because it was opposed by conservatives at court and shut down by the all-powerful Empress Dowager Cixi. Two leading reformers, Kang Youwei and Liang Qichao, were forced into exile where they wrote doleful poetry.

However, pressure for reform continued and in 1905 the imperial exam system which focused on knowledge of Confucian philosophy was abolished. A revised curriculum for schools was introduced, including new subjects such as Western sciences and languages. Across China, new universities were founded.

Revolution

Many educated men and a few women left China for Japan, where some were radicalised. Pockets of resistance were established across China, but ultimately an uprising in Hubei on 10 October 1911 was the catalyst for change. The last emperor, Puyi, abdicated in February 1912, bringing to an end 2,000 years of imperial rule.

Qiu Jin

The exhibition ends, as it started, with a woman’s voice. Qiu Jin (1875 to 1907) was a revolutionary, feminist and poet. Qui travelled to Japan where, like many of her generation, she was radicalised i.e. saw that an Asian country could modernise without losing its traditional values. She returned to China where she was involved in revolutionary movements. She was arrested on trumped-up charges and executed aged just 31.

Apparently, she remains a celebrated figure in China to this day. Not only a political figure, she was a noted poet. A line of her poetry is written over her display:

‘As my heart shatters with rage over my homeland’s troubles, how can I linger, a guest abroad, savouring spring winds?’

The exhibition ends with a whole wall devoted to a slowly rotating sequence of photos of Qiu and, in a striking achievement, a recording of a song written by Qiu Jin performed by the London Chinese Philharmonic Choir (!) And with this rousing performance, this remarkable, overwhelming, encyclopedic journey through an alien culture and distant time, comes to a vivid and moving conclusion.

half stained with blood and half soaked in tears.

Summary

Everything about this exhibition is carefully considered. The design, with its hanging gauzes, is lovely. The structure feels logical and inexorable. The representative figures reach out from the past to speak to us. The objects are uniformly fascinating or exquisite.

And through it all Chinese culture and society, its mores and values, shimmer and hover on the brink of our understanding. At moments it veers into our frame of reference and understanding. I understand cups and plates and furniture. Business is business everywhere and war is universal. And yet just as you think you can relate to these distant people, the Chineseness of Chinese art and design and life and war  arise as impenetrably other. Take the paintings: their concern with exquisite landscapes or photographic portraits obviously overlap with our interests, and yet derive from thousands of years of a completely different way of looking at the world and recording it, from a tradition it’s hard for us to relate to. We can really like it, but it’s always as outsiders.

At some moments the exhibition brings us really close to named individuals and their thoughts and concerns and, for a moment, we have the pleasing sensation that we understand these people. But the next moment the exhibition goes on to explain something about Chinese opera or art or poetry or politics or religion or social customs or traditions which seem utterly alien, and we are all at sea again.

I completely understand why the American Civil War was fought, the motives of the opposing sides and why it dragged on for so long. Whereas the Taiping Rebellion, which was ten times larger and one of the most catastrophic events in human history, remains incomprehensible.

I understand that Qiu Jin was a revolutionary, feminist and poet and yet, on closer examination, those very Western concepts don’t quite capture her, don’t quite map onto her actual words and concerns as recorded here. There’s something else. Something escapes. The fugitive Chinese quality of her thought and the lovely allusive quality of her poetry.

This feeling of shimmering closeness and then slipping out of reach, of the subject being wonderful and familiar yet utterly strange, and at the same time, is the delicious feeling this exhibition delivers.

The Fatal Shore: A History of The Transportation of Convicts to Australia, 1787 to 1868 by Robert Hughes (1987)

(First recorded words of the first indigenous people met by the captain of the first convict fleet to Australia in 1788. They mean: ‘Go away’)

Prime fact: The First Fleet of 11 ships transporting convicts from Britain to Australia landed at Botany Bay on 20 January 1788.

If you’re my age you might remember watching the Australian journalist and art critic Robert Hughes (1938 to 2012) presenting his ground-breaking TV series about modern art, ‘The Shock of the New’, back in 1980. He looked like a boxer and expressed feisty, sometimes controversial, opinions in a muscular, punchy prose style.

Seven years later Hughes published his epic study of the British penal colonies and early European settlement of Australia, ‘The Fatal Shore’ (1987). It became an international best-seller because there were few if any histories of Australia which presented the facts of the country’s early history with such a combination of solid research and journalistic brio.

The text is laid out in a pleasingly clear structure, proceeding logically topic by topic and exploring each of them thoroughly and convincingly.

The narrative starts dramatically with the arrival of the first shipload of convicts at Botany Bay on 20 January 1788. What was the land like that they had arrived at? Hughes gives us several pages description of the astonishingly weird and unique fauna of Australia (pages 3 to 7) and his narrative will go on to be peppered with periodic descriptions of the arid, sunburned, eucalyptus-riddled terrain.

Indigenous Australia

What were the people like that they met? He gives us a ten-page summary of what was then known (1980) about Aboriginal or indigenous culture (pages 7 to 18).

What comes over in his description is the really primitive nature of Aboriginal culture: the Aborigines hadn’t invented the bow and arrow, they had no buildings, they hadn’t even invented the tent (unlike American Indians) because they never stayed long in one place. Some made temporary lean-tos out of bark which the settlers quickly nicknamed ‘humpies’ but their entire way of life was based on firing the bush to catch wildlife, then moving on.

It’s now thought that Australia had been inhabited for over 60,000 years when the Brits arrived. Its  inhabitants had developed a patchwork of tribes and peoples and nations, each inhabiting large tracts of land (Australia is only fractionally smaller than the landmass of continental United States, 2,969,907 square miles to America’s 3,119,884 square miles). To this day scholars debate the precise number, but at least 300 languages and language families existed.

The people who inhabited the area of south-east Australia where the Brits landed were called the Iora. They had no concept of private property so the Brits couldn’t barter with them. They didn’t wash, in fact they covered their bodies with fish guts as a prophylactic against disease and so stank to high heaven. They treated their women appallingly. Unwanted children were aborted by ingesting herbal medicines or simply thumping the pregnant woman’s stomach. Deformed babies were killed at birth. There was no room for the weak in the Indigenous people’s nomadic economy.

Hughes’s description of the Aborigines sets the tone of the entire book. It is going to be deliberately anti-Romantic, debunking myths, puncturing legends, showing that the reality is always more squalid and sordid than the rose-tinted stories he and his generation were told at school or prim progressives tell each other today about the noble savage. In this story, nobody is noble.

According to the estimates available to Hughes, when the Brits arrived in 1788 there were an estimated 300,000 Indigenous Australians across a continent the size of America. No wonder it felt almost ’empty’ to the Europeans: no towns, no villages, no buildings of any kind, no agriculture, nothing that registered with them as civilisation or culture.

(I wouldn’t be surprised if someone contacts me to say this description is unduly negative. Hughes makes every effort to be fair to the Indigenous Australians, and to depict their heart-breaking plight, but he was writing nearly 40 years ago, so I wouldn’t be surprised if some of his account is wrong and/or nowadays considered offensive. I apologise in advance if it is and am happy to be corrected.)

Georgian crime

Why was the transportation policy created by the British? Hughes gives a fascinating review of the growth of criminality in Georgian Britain (the long century from 1714 to 1830), which powerfully conveys the stink, poverty and abject misery endured by most of the population (pages 19 to 42).

The Georgians refused to set up a police service, as many nations on the continent had, because of an obstinate belief that it would infringe on the ‘liberty of the subject’ which they fetishised. (Plus the French had a form of police who had the right to enter and search private dwellings, so if the French had one, it must be bad.) But at the same time, the second half of the 18th century witnessed a population explosion which resulted in a surplus of young men who migrated from the country to the city, discovered there were no jobs for them, and so took to crime.

In the absence of a police force the Georgian authorities resorted to passing ever more draconian laws, an astonishing number of them carrying the ultimate sanction i.e. the death penalty. Eventually, there were some 200 statutes carrying the death penalty on the books and you could be hanged for burning a house or hut, a rick of corn, for poaching a rabbit, for damaging a fishpond, for cutting down an ornamental shrub of appearing on a high road with a sooty face (p.29). These were in fact provisions of a particular law, the Waltham Black Act of 1723, designed to stop agrarian unrest in Hampshire (the lawbreakers moved at night with blacked-up faces, hence the oddly specific provision). But most crime was urban and the result of poverty and starvation. As you read on you come across plenty of examples of people transported for life for stealing a loaf of bread, some butter, some bacon etc.

Middle-class people could be transported too. An architect was sentenced to death for forging a contract, commuted to transportation for 14 years (p.297). A satirical poet, Michael Massey Robinson, tried to blackmail an ironmonger by threatening to publish a scurrilous poem about him and was transported for life (p.300).

Hughes describes the rituals of hanging day and the long trek of the victims’ cart from Newgate prison to Tyburn ‘tree’, the sturdy wooden frame situated where Marble Arch is now, the route lined with cheering Londoners, the actual hangings witnessed by crowds of up to 30,000, drinking heavily, pullulating with pickpockets and whores, the whole thing, paradoxically, a festival of criminality, something which outraged moralists deplored in Boswell’s day (1760s and 70s) and Dickens was still complaining about in the 1850s (pages 31 to 36).

In fact Hughes returns to the question of class and crime repeatedly throughout the book. I suppose it’s obvious but I hadn’t thought about the way the policy of transportation was merely one aspect of British penal policy. In other words, it was entirely dependent upon and reflected 80 years of British social and economic history. What was happening in Britain entirely dictated who was sent to Australia, and when and why and in what numbers.

In other words, the book is as much a social history of Britain during this period as it is of Australia. Thus there’s a lot more detail than you’d expect about, especially early on, about, for example, the geography, slums and criminal classes of Georgian London.

The hulks

Britain had no nationwide prison system, in fact at least half of the prisons were privately owned and run (p.37). There was no belief in rehabilitation, prisons were just regarded as dumping sites for toxic males to stew in their own juice.

By the 1770s the prisons had become so overcrowded that the authorities had the bright idea of sending the ever-increasing population of convicts to prison ships or ‘hulks’, the rotting shells of decommissioned navy ships moored in harbours like Portsmouth and Plymouth. In 1776 Parliament passed the ‘Hulks Act’ (16 Geo III, c.43) (p.41). These hulk-bound prisoners were used as labourers in the naval dockyards and, in the picture below, can be seen being taken by boat from a hulk to their work on the mainland.

The American precedent

One of the little known facts about the period which I found fascinating is that the practice of transportation was already well established, but it was transportation to the American colonies. The Transportation Act of 1717 had begun the process of sending indentured servants to Britain’s colonies in the Americas 53 years before Australia was even discovered. Between 1717 and 1777 as many as 40,000 convicts were sent to America for seven or 14-year periods. They were sold to shipping contractors who then sold them on in America to plantation owners in the Caribbean or mainland in what Hughes describes as a ‘thinly-disguised form of slavery’ (pages 40 to 41).

But when they declared independence in 1776 the Americans refused to accept any more British criminals. Anyway, as Hughes points out, they didn’t need them. By the year of independence more African slaves were arriving in America every year (about 47,000) than white convicts had done in the previous 60 years put together (40,000) (p.41).

At first the British authorities thought the Americans would give up their fight for independence. It took until 1783 for the government to finally accept American independence and another few years for the full implications to be worked out for Britain’s overflowing prisons. By the early 1780s even the hulks were overflowing and William Pitt’s government was receiving angry demands from MPs for Plymouth and Portsmouth to do something about them. There began to be riots aboard the hulks, convicts rebelling against the disgusting conditions. In one riot aboard a prison hulk, in 1786, eight convicts were killed and 36 wounded (p.65).

It’s fascinating to read Hughes’s account of the way the mounting complaints of MPs with hulks in their constituencies became a real political problem for Pitt and drove him to appoint a commission to look into ways of disposing of the convicts which filled them – surprising that the problem of what to do with Britain’s surplus convict population became such a leading political issue. It crossed my mind it was a little like the refugee crisis of our own day: successive governments keep promising to do something decisive about it and keep dismally failing. And both involve boats and the problem of what to do with unwanted people…

The other side of the world

Fascinating to learn that, as a result, the British authorities were open to all suggestions, and that a number of entrepreneurs came up with bold and crazy schemes. One was to transport the convicts to the island of Lemane 400 miles up the River Gambia and set up an African penal colony there (p.64). Or how about a penal colony somewhere off the coast of South America?

Zeroing in on the continent which was eventually chose, Hughes gives us a potted history of European theories and encounters with the legendary southern continent before Captain Cook did his first definitive exploration of Australia’s eastern coast (pages 43 to 48). He describes the voyages of Magellan and various intrepid Dutchmen, mentions the Englishman, William Dampier, who touched on the north-west coast of Australia in 1688.

Captain Cook

Then, of course, Captain Cook. Hughes gives a typically factual, forthright and gripping account of Cook’s expeditions, devoting some space to the long-running problem for all seafarers of scurvy, and how Cook, a modern innovator in this as so many other things, lost not a single man from scurvy by the savvy use of anti-scorbutics. As Hughes puts it, with typical pith and wryness:

Malt-juice and pickled cabbage put Europeans in Australia, as microchip circuitry would put Americans on the moon. (p.49)

Hughes gives a characteristically thorough and vivid description of Cook’s voyage in the Endeavour (‘a converted Whitby trawler, small and brawny’, p.51). He devotes a fascinating few pages to the technical inventions which had just recently made such map-making voyages more precise and useful, namely John Harrison’s invention of the marine chronometer, a device for solving the problem of calculating longitude while at sea (pages 50 to 57).

The convict problem

Prisons overflowing with unreformable criminals? A newly discovered continent on the other side of the world? The British authorities put two and two together and realised that this was an opportunity to redirect the now-defunct American transportation policy, and on a far larger scale. Fascinating to learn that the policy was accompanied or swayed by a number of other considerations. For example, Admiralty strategists suggested that establishing a colony in Australia would aid in the ongoing conflict with France to establish naval supremacy in the Indian Ocean. Others pointed out the need to have a base in the Far East to compete with the well-established Dutch colonies out there.

Practically minded boosters claimed that the tall pine trees and flax plants Cook had noted on what he named Norfolk Island, 1,000 miles off the Australian coast, could quickly become a commercial business, capable of supplying Royal Navy ships with masts and sails. In the event, none of these pipe dreams were to work out. Sydney is, quite obviously, on the wrong side of the continent to be of use in patrolling the Indian Ocean and the ‘pine’ and ‘flax’ on Norfolk Island turned out to be commercially worthless.

The First Fleet

And so, after a great deal of prevaricating, and parliamentary committees, and bickering about the number of ships and who should captain them and how it should be paid for – typical British bumbling – the first convict convoy was dispatched to Australia in May 1787 and arrived in the place Cook had named Botany Bay, on the southeast coast of Australia, on 20 January 1788. It was commanded by Captain Arthur Phillip who was to become first governor of the new penal colony.

Hughes gives a characteristically thorough profile of this modest man (a ‘middle-aged nonentity’) who had had a patchy naval career and was in retirement when contacted by the Admiralty to carry out the policy which had finally been agreed by the government of William Pitt (pages 67 to 71). What comes over is Phillip’s professionalism. Hughes shows that he thought the equipping and provision for a fleet setting out to colonise an entire continent from scratch was hopelessly inadequate and bombarded ministers and Admiralty for more (p.71).

Of the 736 convicts sent at least 431 were guilty of ‘minor theft’ and Hughes gives examples of how pitifully trivial these might be (p.72). The oldest was Dorothy Handland, aged 83, a dealer in rags convicted for 7 years for perjury. The youngest was John Hudson, a chimney sweep aged 9 (p.73).

Hughes gives a characteristically thorough description of the challenges of the 8-month-long voyage (252 days) across 15,000 miles of ocean. Forty-right people died on the journey while 28 were born. All were to be confronted by the immense disappointment of Botany Bay when they finally arrived. Within days Phillips and his lieutenants had realised it was wholly impractical as a settlement, not least due to the thin sandy soil cluttered with eucalypt detritus. The bay was open and unprotected, the water was too shallow to allow the ships to anchor close to the shore, fresh water was scarce, and the soil was poor.

So they sailed up the coast to Port Jackson, the name given to the bay area where Phillip established a settlement he called Sydney, after the current Home Secretary ,Thomas Townshend, 1st Viscount Sydney (p.87).

The starvation years

Agricultural opportunities turned out to be very poor. Supplies were meagre and Phillip had to introduce rationing which got steadily tighter (p.96). Crops failed or wouldn’t take. The convicts became too tired and listless to work. The first couple of years were dire and some wondered if the entire colony would die of starvation, before the final arrival of the Second Fleet in June 1790.

The Second Fleet was notorious for the poor conditions aboard the vessels, and for cruelty and mistreatment of its convicts. A quarter of the 1,006 convicts transported aboard the fleet died during the voyage and around 40 per cent were dead within six months of arrival in Australia. Hughes describes in stomach-churning detail the disgusting conditions aboard the early convict ships. Not all ships in the fleets had the same standards. Those in which people suffered worse, were worse treated and with the highest death rates came to be called the ‘hell ships’.

First failed attempt to colonise Norfolk Island

Norfolk Island is about 1,000 miles east of the Australian coast. It turned out to be extremely inhospitable, the pine trees weren’t true pines, the flax couldn’t be woven, it was immensely difficult to clear the land for agriculture. A ship bringing supplies and more convicts sank, losing the supplies but adding hundreds of mouths to feed, making 959 in total. All that saved the first settlers from starvation was easy availability of tame mutton birds, Pterodroma melanopus which they slaughtered in their hundreds of thousands. By 1830 the settlers had driven the mutton bird to extinction (p.100).

Van Diemen’s Land and the genocide

He devotes a section to the settlement of Van Diemen’s Land off the south coast of Australia under the command of David Collins (pages 120 to 128). The island had named in honour of Anthony van Diemen, Governor-General of the Dutch East Indies who had sent the Dutch explorer Abel Tasman on his voyage of discovery in the 1640s. In 1642 Tasman became the first known European to land on the shores of Tasmania but the Dutch never followed through on the discovery. Now, 150 years later, the British claimed it. The capital, Hobart, was named after the Secretary of State for the Colonies who was the patron of Collins’s expedition.

The island was initially perceived to be less fertile than the land around Sydney and early attempts at farming failed, so the colonists faced starvation. What saved them was the humble kangaroo which was far more common than around Sydney. Every able-bodied man was issued a gun to hunt and kill kangaroo for himself and dependents (wife or children).

As Hughes pithily puts it this reliance on hunting triggered social results, all of them bad. It installed the gun rather than the plough as the totem of survival on the island. It incentivised settlers to ignore long-term planning required for farming and live by day-to-day hunting. And as nearby roos were wiped out and the heavily white settlers ranged further afield it brought them into conflict with the native populations who, more often than not, they shot.

It soon created a fringe class of armed, uncontrollable bushmen, most of whom regarded Aborigines as vermin. (p.126)

With their guns and hinting dogs these men became completely independent of the authorities. They were the first bushrangers. And so were laid the foundations of what would be the only real genocide of the British Empire, the deliberate extermination of the entire native population of Tasmania.

Impact on Indigenous Australians

As to the natives, the government had explicitly ordered friendly treatment, enjoining Phillip to ‘conciliate their affections…[and] live in amity and kindness to them.’ At first this held, but what nobody knew was the white ships had brought white infectious diseases, endemic in Britain and entirely unknown in Australia, flu, cholera, smallpox, typhus, which quickly spread. it was a common sight for the early settlers to come across indigenous corpses huddled in the bush where they’d crawled to die. The British incomers were, literally, a plague.

As settlement spread out from Sydney, the Aborigines took to fighting back, raiding farms, killing livestock, singling out for assassination white farmers of community leaders who’d acquired reputations for killing them. Which triggered massacres of unarmed Aborigines by vigilante gangs, for example the Myall Creek massacre when at least 28 unarmed Indigenous Australians were executed by 12 armed colonists on 10 June 1838. Which triggered further revenge raids, and so on, in a deadly spiral downwards into a sustained ‘frontier war’ (pages 272 to 281).

The System

Year by year the shipments came to be called ‘the System’, the process of sending shiploads of convicts to Australia, who had to build their own prisons and barracks for the soldiers who guarded them and pleasant houses for the civil authorities who supervised the whole thing.

Between 1787 and 1868 around 162,000 convicts were sent to Australia and Hughes goes on to give a fascinating and vivid description of every stage of the development of the System.

Hughes is at pains to dispel the stereotype of life under the convict system which he and his generation inherited, which is that it was a living hell on remote ‘secondary’ or punishment settlements on Van Diemen’s Island. On the contrary, most convicts served out their time, then were released to become citizens in the fast-growing new colony.

Only a fraction of the men and women transported to Australia spent any time in these ‘secondary’ settlements, which were as a rule reserved for prisoners who had committed second crimes while in the colony. Most served a few years of their sentences in assignment to a free settler or in government labour, never worse chains, got their tickets-of-leave and in due course were absorbed into colonial society as free citizens. (Introduction, page xiii)

He makes one simple but devastating riposte to the endless cheap jokes about Australia being a land of convicts:

Whatever other conclusions one might draw from our weird national origins, the post-colonial history of Australia utterly exploded the theory of genetic criminal inheritance. Here was a community of people, handpicked over decades for their ‘criminal propensities’ and for no other reason, whose offspring turned out to form one of the most law-abiding societies in the world.

Hell ships

Conditions on the first ten years or so of ships was so appalling they acquired the nickname of ‘hell ships’. Conditions of unbelievable squalor which people who’d sailed on both thought were worse than slave ships. And the condition of the survivors was no better. A propos slavery, an anonymous convict ballad from 1825 runs:

The very day we landed upon the Fatal Shore,
The planters stood around us, full twenty score or more;
They ranked us up like horses and sold us out of hand,
They chained us up to pull the plough, upon Van Dieman’s Land.

Conditions were dire. In the early years the entire colony nearly starved. But as the settlement at Sydney became established so did its reputation for appalling brutality. The descriptions of lashings and floggings which litter the book are quite nauseating, with prisoners’ backs being reduced to raw meat, bystanders being flecked with lumps of raw flesh.

Hughes devoted a passage to proving that conditions for the convicts were not literally slavery, not as practiced in the Caribbean or American South; convicts had legal rights and could take the masters they were assigned to to court (pages 282 to 287), if arrested they could invoke habeas corpus (p.346), something African slaves couldn’t do. But conditions were consistently atrocious and exploitative nonetheless. It’s difficult to imagine the primitiveness of the conditions.

Governor Macquarie’s Australia was more backward than Cromwell’s England. There was as yet no steam power; draft animals were few; and there were no streams near Sydney reliable enough to turn watermills. So every hole was dug, every log sawn, every rock quarried and every ton of rubble moved by that least efficient of engines, the human body toiling in gangs. (p.298)

Futile escapes

Obviously convicts tried to escape continually. The most shocking story is of a group of convicts that escaped in Van Diemen’s land (Tasmania) and ended up eating each other. There was a persistent folk belief that if you travelled north far enough you would get to China. In fact most escapees either perished in the Outback from starvation and thirst, were murdered by Aborigines, or stumbled back into government settlements more dead than alive. Hughes devotes a chapter to the more colourful escape attempts, notably that of Mary Bryant (pages 203 to 226).

New South Wales Corps

The New South Wales Corps were formed in 1789. Indisciplined and corrupt it quickly gained a reputation for lawlessness and corruption. In particular it acquired a monopoly of the importation and sale of rum to convicts and freemen alike, so much that it was nicknamed the Rum Corps. It repeatedly clashed with the civil governor, most flagrantly in the 1808 Rum Rebellion against governor Bligh who tried to assert civil power over them, see below.

Governors of New South Wales

1. Arthur Phillip 1788 to 1793

Commander of the epic First Fleet and settlement at Sydney, which he named. After guiding the colonists through the early starvation years as they struggled to establish agriculture and had to repeatedly reduce rations of the limited supplies they’d brought from Britain, Phillip was allowed to return home.

For the next two years the military were in complete control of the fledgling colony under Lieutenant-General Francis Grose. The European population of New South Wales when Grose took over was 4,221, of whom 3,099 were convicts. Grose established military rule, abolished civil courts, and made generous land-grants to his officers. Grose unmercifully exploited the convicts and during his lieutenant-governorship a great traffic in alcoholic spirits (mostly rum) developed, managed and run by officers of the New South Wales Corps. This clique gained control of the courts and management of the lands, public stores, and convict labour, all led by John Macarthur, ‘British Army officer, racketeer, entrepreneur, grazier, usurper and politician’.

2. John Hunter 1795 to 1800

Hunter had been second in command on the First Fleet. He was appointed governor and tasked with combating the abuses of power built up by the New South Wales Corps, represented by their commander, John MacArthur, but was too mild and fair-minded to succeed. In fact the militarily cleverly sent letters back to the British ministers accusing Hunter of the very crime and peculation he was trying to stamp out, with the result that he was recalled in 1799 to defend himself.

3. Philip Gidley King 1800 to 1806

King helped develop livestock farming, whaling and mining, built many schools and launched the colony’s first newspaper but was forced to resign after conflicts with the military. He appointed Major Joseph Foveaux as Lieutenant-Governor of Norfolk Island where Foveaux ruled with extreme brutality and sadism.

4. William Bligh, 1806 to 1808

Chosen as the job because a strict disciplinarian who was tasked with taking on the military and their control of the hugely profitable rum trade. However his confrontational style led to the so-called Rum Rebellion of 1808, a coup d’état in which the New South Wales Corps arrested Bligh, keeping him first in confinement in Sydney, then aboard a ship off Hobart, Van Diemen’s Land, for the next two years.

Lieutenant-Governorship of Major George Johnston, 1808 to 1810

Johnston led the troops that deposed Governor William Bligh, assumed the title of lieutenant-governor, and illegally suspended the judge-advocate and other officials. The administration of justice became farcical, and there were signs of strong discontent among the settlers. He sailed back to Britain in 1809 where he was court-martialled but let off with the lenient sentence of being cashiered.

5. Lachlan Macquarie 1810 to 1821

Had a crucial influence on the transition of New South Wales from a penal colony to a free settlement and therefore to have played a major role in the shaping of Australian society in the early nineteenth century

The Irish

Like every subject he touches, Hughes gives the background to the arrival of the first Irish convicts with brisk authority. He gives a whistlestop review of the colonisation of Ireland by England, which had started back in the twelfth century, and led to the creation of a society divided between Protestant rulers who deprived the native Catholic majority of land and rights for centuries (pages 181 to 195).

The reason this is needed is because in 1798 a great rebellion broke out in Ireland which terrified the English ruling class because a) it united both Protestant and Catholic rebels and b) the rebel leaders allied with England’s traditional enemy, France, leaguing with a French force to land in the west of Ireland and combine with them against the British occupiers. Unfortunately, the plans were discovered and most of the rebel leaders arrested before the planned rising and invasion could take place.

Most of the rebel leadership was killed and estimates of the total death toll of the subsequent fighting have been put in the tens of thousands. Hundreds of the rebels were briskly tried and transported to Australia. Here they presented the authorities with a severe security problem. The English convicts, surly and disobedient and quick to escape, nonetheless were the same nationality as the authorities. The Irish, on the contrary, refused to accept the authority of any part of the System and took every opportunity to buck it. With the result that governors and leaders of the New South Wales Corps were doubly severe and brutal with them.

The Irish were ‘doubly’ convicts. At the slightest suspicion of ‘mutiny’ they were liable to severe punishment, for example when five suspected leaders were each given 500 lashes (p.187). The brutality of their treatment triggered the very mutiny the British authorities feared in the form of the Castle Hill revolt in 1804. On 4 March 1804 233 convicts, led by Philip Cunningham (a veteran of the rebellion of 1798, as well as a mutineer on the convict transport ship Anne), escaped from a prison farm intent on capturing ships to sail to Ireland. The authorities quickly declared martial law and despatched troops who surrounded the rebels on a hillock nicknamed Vinegar Hill on 5 March. While negotiating under a flag of truce Cunningham was arrested then the troops opened fire and decimated the rebels. Nine of the rebel leaders were executed and hundreds were punished with severe floggings.

This was the largest convict mutiny in Australian history but there were further small revolts and a continual atmosphere of sullen anger among the Irish and paranoia among the English. From 1815 to 1840 the Irish countryside was in a state of more or less continual civil war and, in total, some 30,000 Irish men and 9,000 Irish women were transported from Ireland to Australia. This was never forgotten in Irish communities who nursed the grievance of their persecution.

Hughes attributes a strong Irish flavour of bolshie independence to the Australian national character, especially to its working class culture. The long, bitter memories of the Irish community gave a permanent legacy of sectarianism to Australian politics.

Rebels and revolts

Transportation would deal with representatives of every British protest movement, rebellion, upheaval and agrarian revolt for the first half of the 19th century so Hughes’s account has the effect of shedding light on a whole series of political rebellions back in Britain. It’s like reading two histories side by side, that of Britain and that of Australia. British protest movements included:

  • the Scottish Martyrs – the first political agitators transported in the life of the System were convicted in Edinburgh in 1793 and were known as the Scottish Martyrs (pages 176 to 181)
  • the Irish rebellion 1798 – In 1798, an underground republican group known as the Society of United Irishmen instigated a major uprising against British rule in Ireland
  • English Jacobins i.e. sympathisers with the French Revolution, whose activities were increasingly persecuted after Britain and France went to war in 1793
  • frame-breaking Luddites 1812-13
  • food rioters from East Anglia 1816
  • members of the Pentridge Rising 1817
  • members of the Cato Street Conspiracy to which planned to assassinate the entire cabinet, 1820
  • radical weavers from Scotland, 1821
  • Bristol rioters 1831
  • Captain Swing – fictional author to whom threatening letters were attributed during the rural Swing Riots of 1830, when labourers rioted over the introduction of new threshing machines and the loss of their livelihoods (pages 198 to 200)
  • the Tolpuddle Martys, 1834
  • more than 100 Chartists, political activists associated with political campaigns surrounding the Great Charter, a set of demands to extend the franchise to the working class, which was inaugurated in 1839, then flared up periodically through to 1848
  • the Canadian Rebellions of 1837 and 1838 led to the execution of the ringleaders and the transportation to Australia of at least 100 convicts (p.261)

The colourful adventures of the first fleets and the starvation and the antics of the New South Wales Corps grab the reader’s attention, but the heyday of transportation was actually during the 1830s, which saw unparalleled poverty and suffering throughout rural Britain, an epidemic of disorder and crime, and so the peak numbers of transported convicts (p.197). So, throughout the book, the history of transportation is also a detailed history of English social and economic misfortunes.

Bushrangers

Though most attempts to escape were futile failures, plenty of convicts ran off into the wild and became known as ‘bolters’. As the colony expanded, agricultural land was created along with flocks of sheep so there was more for convicts living in the wild to steal. By the 1810s society was stratified enough between large landowners, often senior officials in the administration, judges and the like, and more ordinary smallholders, for convicts living in the wild to make a living stealing sheep or goods from rich landowners and secretly selling it onto the poor. These were the first whites to range through the uncultivated parts of the territory which the settlers had taken to calling ‘the Bush’ – hence ‘bushrangers’ (also known as ‘bolters’). With typically neat turn of phrase, Hughes says:

By taking to the bush, the convict left England and entered Australia. (p.243)

Hughes is as cynical and unillusioned about the bushwhackers as about everyone else in this sorry story. They gave rise to a legend which help inform Australian’s image of themselves as rebels and non-conformists and freedom fighters, who ran away rather than submit to injustice, as Robin Hoods stealing from the rich to give to the poor. The reality was, of course, both more complex and less idealised than that.

Colonial life

Population

The first formal census of New South Wales was made in 1828. It showed that for the first time the free population eclipsed the number of convicts, 20,870 free and 15,728 convicts = total of 36,598. Sydney had a population of 10,815 i.e. less than a third.

Contented convicts

In fact the peak of transportation due to English rural unrest leads to a counter-intuitive result; which is that, as Hughes showed, many of the convicts transported in the 1830s loved their new lives. He quotes many letters back to loved ones reassuring them that convict life was not at all the hell everybody believed it to be. Why? Because there was work, pay and food. These were the very basic elements of life the rural poor were rioting for during the 1830s and they were to be had in abundance in a now settled and well-organised colony.

The man assigned to a decent master in the country districts in the 1830s was, as Eyre pointed out, ‘in a better position than half the honest labourers of England’. (p.314)

And:

Convicts who found benevolent masters far preferred their assigned life to the miseries they had known in England. (p.316)

Class and snobbery

Hughes shows that, contrary to stereotypes of matey modern Australia, the early colony developed into a society obsessed with class. In particular the newly rich and free emigrants were desperate to distance themselves from ‘the stain’ of convictry. Names developed to describe the new colonial classes and the number of names for the same thing indicates the intensity with which people indicated their (or others’) origins:

  • Convict: British prisoner, generally sentenced to death back in Britain, who has their sentence remitted to either a 7-year or 14-year transportation
  • Government man: a convict
  • A ticket-of-leave man: a ticket of leave was a parole document issued to convicts who had shown they could be trusted with some limited freedoms
  • Emancipists: convicts who had completed their terms of imprisonment and were now free settlers
  • Exclusives: members of the sociopolitical faction of free settlers, officials, and military officers of the convict colony, who tried to copy English fashions and recreate a hierarchical class system
  • the Currency: ‘currency lads and lasses’ (collectively known as Currency or The Currency) were the first generations of native-born white Australians, the children of the British settlers and convicts; currency as in money, coins or notes that were ‘only good in the colony’ (p.354)
  • the Sterling: by contrast with the Currency, the Sterling was another name for free-born emigrants (p.355)
  • Merino: an early immigrant to Australia with no convict origins; a member of a leading family in Australian society; a person of fine breeding or good character
  • Specials: educated convicts, a relative rarity (probably fewer than a third of transported convicts could sign their own names, p.349)
  • Old hands: old former convicts who lived on into the era after transportation ended (p.594)

Sheep or seals

Hughes devotes a passage to describing the first sheep farms in Australia and profiling the men who imported and cross-bred the delicate merino strain with hardier breeds (pages 318 to 322, and 326 to 331). He explains how the isolation of shepherds sent off into the Outback to guard their master’s flocks, sometimes in pairs, helped develop the particularly strong Australian concept of ‘mateship’, i.e. sticking with your mate through thick and thin.

So it comes as a surprise to learn that for the first 50 years of its existence, the colony’s major trade was whale and seal catching (pages 331 to 336).

The end of transportation

Overall, the transportation System lasted from 1788 to 1868, during which period some 162,000 convicts were transported. By the 1830s Sydney was settled enough and large enough, with an increasingly free-born residents and settlers, that they lobbied the British government to end transportation. At the same time there was another force at work which is fascinating to learn about. I knew about the long-running opposition among British liberals and religious groups to slavery which became the abolitionist movement and which achieved its goal of having slavery made illegal within the British Empire in 1807. I didn’t realise the same group of people opposed transportation just as vehemently, and gained growing support in the 1800s as reports percolated back to Britain of the atrocities carried out against convicts in hellholes like Norfolk Island. Just as there was a movement to abolish slavery, so there was a movement to abolish transportation.

Thus with pressure from liberal Establishment figures in Britain combined with lobbying from the increasingly free and genteel population of New South Wales and led the government to cease transportation to New South Wales in 1840 (p.484). Transportation to Van Diemen’s land ceased in 1853 (p.402) 50 years to the day after the first settlement was founded at Risdon Cove (p.572).

Was the System a success or failure?

Over the life of the system the British government used about five reasons to justify the policy:

Strategic. To protect against French influence in the Indian Ocean and Far East. In the event the French never tried to claim any part of Australia, the Dutch Empire was engaged by other means. No port in early Australia became an important naval station.

Regarding specifically crime, the System aimed to do 4 things: separate, deter, reform and colonise.

1. Separate

Separate the criminal classes from the general population on the analogy of amputating a diseased limb. This failed because it was based on the false premise that criminality is an inherited genetic attribute whereas, in almost all cases, it is the result of bad education, poor upbringing, childhood abuse and, in the great majority of transported convicts, the result of lack of work, lack of opportunity, poverty and starving.

2. Deterrence

This is always difficult to assess because it’s impossible to measure the number of crimes which weren’t committed. But the arguments against are a) contrary to the claims of its proponents, the crime rate in England did not drop after the policy of transportation was introduced (because its roots lay in gross inequality, crushing poverty and lack of opportunity) and b) for a lot of the English working classes, especially from the hunger years after the end of the Napoleonic Wars, Australia sounded like a land of opportunity. Hence the instructions given to governors like Brisbane, Darling and Arthur to apply relentless suffering to the convicts; hence the appalling brutality of the chain gangs and the barbaric cruelty of Macquarie Harbour, Norfolk Island and Moreton Bay. But it didn’t work. Increasing number of emigrants left for Australia of their own free will. The gold rush of 1851 crystallised the image of Australia as a place the poor and downtrodden of Britain could go to to make a fortune.

3. Reform

Hughes thinks chances are the system did actually ‘reform’ a lot of convicts, in the sense that they came out the other end as law-abiding citizens and, if so, this was down to the assignment system. Many masters were poor, brutal, some were sadistic; but the system did assign men to meaningful labour, which gave them some sort of self respect. It had many flaws but assignment did get many men back into society as self-sustaining workers.

4. Colonisation

Here the system was an undoubted success. Australia would never have been colonised without the forced labour of over 100,000 transported convicts. No sane free man would have emigrated there in 1788 or 1808. Although most of the first buildings they erected have been demolished and built over, convict labour created from nothing the settlements which now have populations of millions.

Hughes’ style

When he wants to be, Hughes can be a formidably vivid writer:

The sight of the hulks at Portsmouth, Deptford or Woolwich was deservedly famous. They lay anchored in files on the grey, heaving water, bow to stern, a rookery of sea-isolated crime. As the longboat bearing its prisoners drew near, the bulbous oak walls of these pensioned-off warships rose sheer out of the sea, patched and queered with excrescences, deckhouses, platforms, lean-tos sticking at all angles from the original hull. They had the look of slum tenements, with lines of bedding strung out to air between the stumps of the masts, and the gunports barred with iron lattices. They wallowed to the slap of the waves, and dark fleeces of weed streamed in the current from the rotting waterlines. (p.138)

The kind of purple descriptions a scholar, a professional historian, would never attempt. But his narrative is continually punctuated with dazzling displays of prose virtuosity.

Some convicts who tried to cross [the Blue Hills], thinking China lay beyond, died of hunger in their immense labyrinth of sandstone, where bellbirds chimed and long filaments of water fell, wreathing, from distant cliffs. (p.299)

And pages 373 (Macquarie Harbour), 399 (Port Arthur).

SPQR: A History of Ancient Rome by Mary Beard (2015) 9. Greek democracy versus Roman liberty

A theme which threads through Mary Beard’s history of ancient Rome, SPQR, is the difference between Greek notions of democracy and Roman ones of liberty.

Although Romans had lots of elections, for a wide range of officials, starting with the annual election of consuls, although the Romans voted on the passage of laws, voted for or against wars and so on – Rome was never really a democracy and the Greek word δημοκρατία or dēmokratia was never central to its political culture (p.189). That role was played by the concept of libertas or liberty (p.291).

Romans fought for, and about, liberty, not democracy. (SPQR p.189)

Politics was the province of privileged, rich and literate Romans (the only people who have left extended texts which we can study). To stand for election to any political office in Rome you had to be phenomenally rich and pass a financial test that comfortably excluded most citizens. The fundamental value of Roman politics was not anything like the voice of the people, but the liberty of the citizen against any form of oppressive government (even if ‘citizen’ mostly meant, in practice, the relatively small number of wealthy citizens who made up the intricately interlinked ruling elite. This was the group Cicero referred to the optimates, derived from optimi, meaning ‘the best’ men in the state, in other words, the wealthiest and best connected, p.227).

Against kings

The fundamental meaning of libertas as being against oppression went back to the Romans’ overthrow of their kings in the early 500s and the establishment of their republic. 450 years later, a cabal of assassins murdered Julius Caesar in the name of this ‘liberty’, fearing that he was about to become a dictator for life, little less than a king. They had coins struck which showed the daggers used to kill Caesar alongside the pileus, the cap worn by newly freed slaves, and the words Ides referring to the Ides of March when the assassination took place (p.295). Daggers and freedom. The assassins called themselves the liberatores, the liberators. Assassinating the tyrant was, in their view, vital to preserving libertas.

Liberty means different things

The trouble with libertas as a slogan, though, is that ‘freedom’ means different things to different people. It is one thing to rally huge crowds in city centres chanting for freedom and the overthrow of dictators from Caesar to Ceaușescu. But once you’ve overthrown the tyrant, what do you do next?

Because libertas is an empty slogan onto which people project their own fantasies and desires – millions of conflicting wishes and hopes – it is inevitable that revolutions in the name of a liberty in which everyone has vested their deepest hopes will turn out to be disappointing. You cannot fulfil everyone’s dreams and fantasies of a better life, especially in exactly the kind of turbulent, crisis-ridden times which give rise to revolutions in the first place.

Inevitable, too, that in the chaos of conflicting wishes and plans and parties which follow a revolution, someone will eventually have to step in and establish order – as Caesar tried to do as the Roman Republic collapsed, was assassinated before he could make the attempt, and as his adopted heir, Octavian , finally succeeded in doing.

Greek demokratia

For the Greeks, by contrast, dēmokratia was in intrinsic part of the administrative system of their states (well, some of them; ancient Greece was divided into numerous city states and not all of them implemented ‘democracy’ as it was understood in ancient Athens). The Athenians believed that their democratic system was created after the expulsion of the last in a series of ‘tyrants’ at the end of the 6th century BC (at pretty much the same time as the Romans had expelled their last king, Tarquin the Arrogant – p.128).

But without getting bogged down in a mass of historical detail, the basic point is clear: Democracy is a practical, implementable policy and everyone knows what it means: it means all adults get to vote for their leaders and key policies of state. Liberty, on the other hand, is a great rallying cry for revolutions to overthrow kings and tyrants and dictators (‘Liberty, Equality and Brotherhood’, the French revolutionaries said they were fighting for, p.129). But once this is achieved, what next? Unlike democracy, liberty is not a practical, implementable policy – it’s just a rallying cry and a slogan.

The liberators

The conspirators assassinated Julius Caesar in the name of libertas, thinking they were eliminating a tyrant in order to restore the values of the Republic. Instead they ushered in 14 years of bitter civil war which, after a series of unstable power-sharing arrangements, led to the rise of Octavian, a ruler much stronger and more ruthless than Caesar would ever have been. Murder in the name of liberty led, in fact, to the decisive overthrow of the Republic they set out to preserve.

The French revolutionaries executed Louis XIV in the name of liberté but instead created an ever-intensifying Reign of Terror which, after a series of unstable constitutional experiments, led to the rise of the Europe-wide dictator Napoleon, a ruler far more sweepingly dictatorial than any king had been.

The paradox of liberty

The paradox that overturning a dictator in the name of ‘liberty’ often leads to the rise of an even more repressive ruler than you got rid of, is captured by a quote from Tom Holland’s history of the Roman Republic, Rubicon. He quotes the lawyer, orator and politician Cicero expressing puzzlement that Caesar’s assassins had definitely overthrown the Tyrant – and yet, the Republic and the ‘Freedom’ they claimed to be reviving went on to collapse:

“Freedom has been restored,” Cicero noted in perplexity, “and yet the Republic has not.” (quoted in Rubicon, page 352)

Something like this happened 2,050 years later during the so-called Arab Spring, when liberals and intellectuals and disaffected crowds in Libya and Egypt and Syria set out to overthrow their repressive rulers (Muammar Gaddafi, Hosni Mubarak and Bashar al-Assad) but ended up with political chaos,  a collapse into warlordism, or a ruler tougher and more repressive than the one they overthrew.

Moral of the story

If you’re marching in the streets to overthrow a dictator don’t do so in the name of ‘Liberty’, because the idea will be hijacked by the canniest political operator or strongest warlord or toughest general on the scene, who will then twist your ideas out of recognition, twist them till they’ve turned your idea of liberty to fit into their idea of Order and Security.

Write ‘Democracy’ on your banners because the simple call for regular elections to chuck out corrupt leaders and elect new ones cannot be talked away, reinterpreted or redefined. It is a clear, simple, practical programme, and so likelier to be achieved.

The Age of Empire: 1875 to 1914 by Eric Hobsbawm (1987)

Summary

This is a very mixed bag of a book. The first quarter or so is a thrilling global overview of the main trends and developments in industrial capitalism during the period 1875 to 1914, containing a vast array of fascinating and often thrilling facts and figures. But then it mutates into a series of long, turgid, repetitive, portentous, banal and ultimately uninformative chapters about social change, the arts, sciences, social sciences and so on, which are dreadful.

And underlying it all is Hobsbawm’s unconcealed contempt for the nineteenth century ‘bourgeoisie’ and their ‘bourgeois society’, terms he uses so freely and with so little precision that they eventually degenerate into just being terms of abuse.

And in his goal of insulting the 19th century ‘bourgeoisie’ as much as possible, Hobsbawm glosses over a huge range of crucial differences – between nations and regions, between political and cultural and religious traditions, between parties and politicians, between classes and even periods, yoking a fact from 1880 to one from 1900, cherry-picking from a vast range of information in order to make his sweeping Marxist generalisations and support the tendentious argument that ‘bourgeois society’ was fated to collapse because of its numerous ‘contradictions’.

But when you really look hard at the ‘contradictions’ he’s talking about they become a lot less persuasive than he wants them to be, and his insistence that ‘bourgeois society’ was doomed to collapse in a welter of war and revolution comes to seem like the partisan, biased reporting of a man who is selective in his facts and slippery in his interpretations.

Eventually you feel like you are drowning in a sea of spiteful and tendentious generalisations. I would recommend literally any other book on the period as a better guide, for example:

It is symptomatic of Hobsbawm’s ignoring specificity, detail and precision in preference for sweeping generalisations about his hated ‘bourgeois society’, that in this book supposedly ‘about’ imperialism, he mentions the leading imperialist politician in the world’s leading imperialist nation, Joseph Chamberlain, precisely once, and the leading British cultural propagandist of imperialism, Rudyard Kipling, also only once. These feel like glaring omissions.

When I read this book as a student I was thrilled by its huge perspectives and confident generalisations and breezily Marxist approach. It was only decades later, when I read detailed books about the scramble for Africa, or late-imperial China, or really engaged with Kipling’s works, that I realised how little I actually understood about this period and how much I had been seriously misled by Hobsbawm’s fine-sounding but, in the end, inadequate, superficial and tendentiously misleading account.

Introduction

The Age of Empire is the third and final volume in Marxist historian Eric Hobsbawm’s trilogy of books covering what he termed ‘the long nineteenth century’, from the outbreak of the French Revolution in 1798 to the start of the Great War in 1914. This third instalment covers the final 40 years, from 1875 to 1914.

In the previous book, The Age of Capital, Hobsbawm had amply demonstrated that he regards the third quarter of the nineteenth century as marking the triumph of the liberal ‘bourgeoisie’, of the ‘capitalist’ middle classes, in industry and technology and finance and politics and the arts.

Having seen off the attempt to overthrow existing regimes across continental Europe in the failed revolutions of 1848, the continent’s ruling classes experienced from 1850 onwards, a period of spectacular economic, technological, business and trade growth which continued on into the 1860s. This boom period was overseen by laissez-faire liberal governments in most countries and reflected in the widespread, optimistic belief that the steady stream of scientific, technological and industrial innovations would produce an endless progress upwards towards peace and prosperity. It was 25 years of what Hobsbawm insists on calling ‘liberal bourgeois triumph’.

It led to the confident conquest of the globe by the capitalist economy, carried by its characteristic class, the bourgeoisie, and under the banner of its characteristic intellectual expression, the ideology of liberalism. (p.9)

At the end of The Age of Capital he gave a short preview of what was coming up in the next era, and it is a major change in tone and subject. Whereas the pace of scientific and technological innovation accelerated, economically, politically and culturally the period which began around 1875 felt like a very different period, witnessing the collapse of much of the mid-century optimism.

Main features of the period

The Long Depression

The period witnessed a long depression, particularly in agriculture, which lasted from 1873 to 1896. A glut of agricultural produce led to a collapse in prices, rural poverty and loss of revenue for the landowning aristocracies. Cheaper food made life better for all those who lived in cities, so the overall impact was very mixed. Commentators at the time didn’t understand what had led to an apparent stalling in expansion and profits and historians have debated its precise causes ever since.

Protectionism

The Long Depression was the main trigger for many western governments to move rapidly from the mid-century free trade model associated with Liberalism towards protectionism, the imposition of protective tariffs on imports etc, especially by America.

New industries

The textile base of the first industrial revolution continued to be important (witness Britain’s huge exports of cotton to its captive markets in India) but the main industrial economies entered a new era driven by new sources of power (electricity and oil, turbines and the internal combustion engine), exploiting new, science-based materials (steel [which became a general index for industrialisation and modernisation, p.35], alloys, non-ferrous metals), accompanied by numerous discoveries in organic chemistry (for example, new dyes and ways of colouring which affected everything from army uniforms to high art).

Monopoly-capitalism

The depression and the consumer explosion led to small and medium-sized companies being replaced by large industrial corporations, cartels, trusts, monopolies (p.44).

New managerial class

The age of small factories run by their founders and family was eclipsed by the creation of huge industrial complexes themselves gathered into regions linked by communications and transport. Hobsbawm mentions the vast industrial conurbation taking shape in the Ruhr region of Germany or the growth of the steel industry around Pittsburgh in America. The point is that these operations became far too large for one man and his son to run; they required managers experienced at managing industrial operations at scale, and so this gave rise to a new class of high level managers and executives. And to the beginnings of management ‘theory’, epitomised by the work of Frederick Winslow Taylor (born 1865 in Pennsylvania) which introduced concepts like, to quote Wikipedia:

analysis; synthesis; logic; rationality; empiricism; work ethic; efficiency and elimination of waste; standardization of best practices; disdain for tradition preserved merely for its own sake or to protect the social status of particular workers with particular skill sets; the transformation of craft production into mass production; and knowledge transfer between workers and from workers into tools, processes, and documentation.

Population growth

Europe’s population rose from 290 million in 1870 to 435 million in 1910, America’s from 38.5 million to 92 million. (All told, America’s population multiplied over five times from 30 million in 1800 to 160 million by 1900.)

Consumer capitalism

This huge population explosion led to a rapid expansion of domestic consumer markets (p.53). There was still much widespread poverty in the cities, but there was also an ever-growing middle and lower-middle-class keen to assert its status through its possessions. This led to an fast-expanding market for cheap products, often produced by the new techniques of mass production, epitomised by the radical industrial organising of Henry Ford who launched his Model T automobile in 1907.

Department stores and chain stores

Another symbol of this explosion of consumer culture was the arrival of the department store and the chain store in the UK (p.29). For example, Thomas Lipton opened his first small grocery shop in Glasgow in 1871 and by 1899 had over 500 branches, selling the characteristic late-Victorian product, tea, imported from Ceylon (p.53; British tea consumption p.64).

Or take Whiteleys, which began as a fancy goods shop opened in 1863 at 31 Westbourne Grove by William Whiteley, employing two girls to serve and a boy to run errands. By 1867 it had expanded to a row of shops containing 17 separate departments. Whiteley continued to diversify into food and estate agency, building and decorating and by 1890 employed over 6,000 staff. Whiteleys awed contemporaries by its scale and regimentation: most of the staff lived in company-owned male and female dormitories, having to obey 176 rules and working 7 am to 11 pm, six days a week.

Mass advertising

The arrival of a mass consumer market for many goods and services led to an explosion in the new sector of advertising. Many writers and diarists of the time lament the explosion of ads in newspapers, magazines and, most egregious of all, on the new billboards and hoardings which started going up around cities.

The poster

Hoardings required posters. The modern poster was brought to a first pitch of perfection during what critics consider ‘the golden age of the poster’ in the 1890s (p.223) (something I learned a lot about at the current exhibition of the poster art of John Hassell at the Heath Robinson Museum in Pinner).

Hire purchase and modern finance

New ways for the financially squeezed lower middle classes to pay for all this were invented, notably hire-purchase or instalment payments (p.49).

New popular technologies

Entirely new technologies were invented during the 1880s and 1890s, the most notable being the internal combustion engine and the car, the bicycle, cinema, telephone, wireless and light bulb (pages 19 and 28 and 53).

Competition for resources

New discoveries in industrial chemistry and processes required more recherché raw materials – oil, rubber, rare metals such as manganese, tin and nickel (p.63). The booming consumer market also developed a taste for more exotic foodstuffs, specifically fruits, bananas, cocoa. (Apparently it was only during the 1880s that the banana became widely available and popular in the West.) Where was all this stuff found? In the non-European world.

Imperialism

Growing need for all these resources and crops led to increasing competition to seize territories which contained them. Hence the 1880s and 1890s are generally seen as the high point of Western imperialism, leading up to the so-called Scramble for Africa in the 1880s.

(Interestingly, Hobsbawm notes that the word ‘imperialism’, used in its modern sense, occurs nowhere in Karl Marx’s writings, and only became widely used in the 1890s, many commentators remarking [and complaining] about its sudden ubiquity, p.60.)

Globalisation

During the 1860s and 70s the world became for the first time fully ‘globalised’, via the power of trade and commerce, but also the physical ties of the Railway and the Telegraph (p.13).

The major fact about the nineteenth century is the creation of a single global economy, progressively reaching into the most remote corners of the world, an increasingly dense web of economic transactions, communications and movements of goods, money and people linking the developed countries with each other and with the undeveloped world. (p.62)

During the 1880s and 1890s this process was intensified due to the growth of direct competition between the powers for colonies and their raw materials. Until the 1870s Britain ruled the waves. During this decade international competition for territories to exploit for their raw resources and markets became more intense (p.51). Imperialism.

A world divided

The final mapping of the world, its naming and definitions, led inevitably to the division of the world into ‘developed’ and ‘undeveloped’ parts, into ‘the advanced and the backward’.

For contemporaries, the industrialised West had a duty to bring the benefits of civilisation and Christianity to the poor benighted peoples who lived in all the ‘undeveloped’ regions. Hobsbawm, with the benefit of hindsight, says that the representatives of the developed part almost always came as ‘conquerors’ to the undeveloped part whose populations thus became, in Hobsbawm’s phrase, ‘victims’ of international capitalism.

On this Marxist reading, the imperial conquerors always distorted local markets to suit themselves, reducing many populations to plantation labour reorganised to produce the raw materials the West required, and eagerly helped by the tiny minorities in each undeveloped country which were able to exploit the process and rise to the top as, generally, repressive local rulers (pages 31, 56, 59).

In the second half of the twentieth century, many nations which had finally thrown off the shackles of colonialism found themselves still ruled by the descendants of these collaborationist elites, who modelled themselves on their former western rulers and still ran their countries for the benefit of themselves and their foreign sponsors. Further, truly nationalist revolutions were required, of which the most significant, in my lifetime, was probably the overthrow of the American-backed Shah of Iran by Islamic revolutionaries in 1978.

New working class militancy

Working class militancy went into abeyance in the decades 1850 to 1875, politically defeated in 1848 and then made irrelevant by a general raising of living standards in the mid-century boom years, much to Marx and Engels’ disappointment.

But in the 1880s it came back with a vengeance. Across the developed world a new generation of educated workers led a resurgence in working class politics, fomented industrial unrest, and a significant increase in strikes. There was much optimistic theorising about the potential of a complete or ‘general’ strike to bring the entire system to a halt, preliminary to ushering in the joyful socialist paradise.

New socialist political parties, some established in the 1860s or 1870s, now found themselves accumulating mass membership and becoming real powers in the land, most notably the left-wing German Social Democratic Party, which was the biggest party in the Reichstag by 1912 (chapter 5 ‘Workers of the World’).

Incorporation of working class demands and parties into politics

The capitalist class and ‘its’ governments found themselves forced to accede to working class demands, intervening in industries to regulate pay and conditions, and to sketch out welfare state policies such as pensions and unemployment benefit.

Again, Germany led the way, with its Chancellor, Bismarck, implementing a surprisingly liberal series of laws designed to support workers, including a Health Insurance Bill (1883), an Accident Insurance Bill (1884), an Old Age and Disability Insurance Bill (1889) – although, as everyone knew, he did this chiefly to steal the thunder from the German socialist parties.

Whatever the motives, the increasing intervention by governments across Europe into the working hours, unemployment and pension arrangements of their working classes were all a world away from the laissez-faire policies of the 1850s and 60s. Classical liberalism thought the forces of the market should be left entirely to themselves and would ineluctably resolve all social problems. By the 1880s it was clear to everyone that this was not the case and had instead produced widespread immiseration and poverty which states needed to address, if only to ensure social stability, and to neutralise the growing threat from workers’ parties.

Populism and blood and soil nationalism

But the rise of newly class-conscious workers’ parties, often with explicit agendas to overthrow the existing ‘bourgeois’ arrangements of society, and often with an internationalist worldview, triggered an equal and opposite reaction: the birth of demagogic, anti-liberal and anti-socialist, populist parties.

These harnessed the tremendous late-century spread of a new kind of aggressive nationalism which emphasised blood and soil and national language and defined itself by excluding ‘outsiders. (Chapter 6 ‘Waving Flags: Nations and Nationalism’).

Some of these were harmless enough, like Cymru Fydd, founded in Wales in 1886. Some would lead to armed resistance, like the Basque National Party founded 1886. Some became embroiled in wider liberation struggles, such as the Irish Gaelic League founded 1893. When Theodor Herzl founded Zionism with a series of articles about a Jewish homeland in 1896 he can little have dreamed what a seismic affect his movement would have in the second half of the twentieth century.

But the point is that, from the time of the French Revolution through to the 1848 revolutions, nationalism had been associated with the political left, from La Patrie of the Jacobins through the ‘springtime of the peoples’ of the 1848 revolutionaries.

Somehow, during the 1870s and 80s, a new type of patriotism, more nationalistic and more aggressive to outsiders and entirely associated with the political Right, spread all across Europe.

Its most baleful legacy was the crystallisation of centuries-old European antisemitism into a new and more vicious form. Hobsbawm makes the interesting point that the Dreyfus Affair, 1894 to 1906, shocked liberals across Europe precisely because the way it split France down the middle revealed the ongoing presence of a stupid prejudice which bien-pensant liberals thought had been consigned to the Middle Ages, eclipsed during the Enlightenment, long buried.

Instead, here it was, back with a vengeance. Herzl wrote his Zionist articles partly in response to the Dreyfus Affair and to the advent of new right-wing parties such as Action Francaise, set up in 1898 in response to the issues of identity and nationhood thrown up by the affair. (In a way, maybe the Dreyfus Affair was comparable to the election of Donald Trump, which dismayed liberals right around the world by revealing the racist, know-nothing bigotry at the heart of what many people fondly and naively like to think of as a ‘progressive’ nation.)

But it wasn’t just the Jews who were affected. All sorts of minorities in countries and regions all across Europe found themselves victimised, their languages and dialects and cultural traditions under pressure or banned by (often newly founded) states keen to create their own versions of this new, late-century, blood and soil nationalism.

The National Question

In fact this late-nineteenth century, super-charged nationalism was such a powerful force that socialist parties all across Europe had to deal with the uncomfortable fact that it caught the imagination of many more members of the working classes than the socialism which the left-wing parties thought ought to be appealing to them.

Hobsbawm’s heroes Lenin and ‘the young Stalin’ (Stalin – yes, definitely a man to admire and emulate, Eric) were much concerned with the issue. In fact Stalin was asked by Lenin in 1913 to write a pamphlet clarifying the Bolsheviks’ position on the subject, Marxism and the National Question. Lenin’s concern reflected the fact that all across Europe the effort to unify the working class into a revolutionary whole was jeopardised by the way the masses were much more easily rallied in the name of nationalistic ambitions than the comprehensive and radical communist overthrow of society which the socialists dreamed of.

In the few years before Stalin wrote, the Social Democratic Party of Austria had disintegrated into autonomous German, Czech, Polish, Ruthenian, Italian and Slovene groupings, exemplifying the way what ought to be working class, socialist solidarity was increasingly undermined by the new nationalism.

Racism

Related to all these topics was widespread racism or, as Hobsbawm puts it:

  • Racism, whose central role in the nineteenth century cannot be overemphasised. (p.252)

This is the kind of sweeping generalisation which is both useful but questionable, at the same time. Presumably Hobsbawm means that racism was one of the dominant ideologies of the period, but where, exactly? In China? Paraguay? Samoa?

Obviously he means that racist beliefs grew increasingly dominant through all strands of ‘bourgeois’ Western ideology as the century progressed, but even this milder formulation is questionable. In Britain the Liberals consistently opposed imperialism. Many Christian denominations in all nations very powerfully opposed racism. For example, it was the incredibly dedicated work of the Quakers which underpinned Britain’s abolition of the slave trade in 1807.The missionaries who played such a vital role in funding expeditions into Africa did so to abolish the slave trade there and because they thought Africans were children of God, like us.

A key point of the Dreyfus Affair was not that it was a storming victory for antisemites but the reverse: it proved that a very large part of the French political and commenting classes, as well as the wider population, supported Dreyfus and condemned antisemitism.

It is one thing to make sweeping generalisations about the racism which underpinned and long outlasted the slave system in the American South, which Hobsbawm doesn’t hesitate to do. But surely, in the name of accuracy and real historical understanding, you have to point out the equal and opposite force of anti-racism among the well organised, well-funded and widely popular anti-slavery organisations, newspapers and politicians in the North.

I can see what Hobsbawm’s driving at: as the nineteenth century progressed two types of racism emerged ever more powerfully:

1. In Europe, accompanying the growth of late-century nationalism went an increasingly bitter and toxic animosity against, and contempt for, people identified as ‘outsiders’ to the key tenets nationalists included in their ideology (that members of the nation must speak the same language, practice the same religion, look the same etc), most obviously the Jews, but plenty of other ‘minorities’, especially in central and eastern Europe, suffered miserably. And the Armenians in Turkey, right at the end of Hobsbawm’s period.

2. In European colonies, the belief in the intrinsic racial superiority of white Europeans became increasingly widespread and was bolstered in the later period by the spread of various bastardised forms of Darwinism. (I’ve read in numerous accounts that the Indian Revolt of 1857 marked a watershed in British attitudes, with the new men put in charge maintaining a greater distance from their subjects than previously and how, over time, they came to rationalise this into an ideology of racial superiority.)

I don’t for a minute deny any of this. I’m just pointing out that Hobsbawm’s formulation is long on rousing rhetoric and short on any of the specifics about how racist ideology arose, was defined and played out in actual policies of particular western nations, in specific times and places – the kind of details which would be useful, which would aid our understanding.

And I couldn’t help reflecting that if he thinks racism was central to the 19th century, then what about the twentieth century? Surely the twentieth century eclipses the nineteenth on the scale of its racist ideologies and the terrible massacres it prompted, from the Armenian genocide, the Jewish Holocaust, the Nazi Ostplan to wipe out all the Slavs in Europe, the Japanese massacres in China, the anti-black racism which dominated much of American life, the Rwandan genocide, and so on.

Hobsbawm confidently writes about ‘the universal racism of the bourgeois world’ (p.289) but the claim, although containing lots of truth a) like lots of his other sweeping generalisations, tends to break down on closer investigation and b) elides the way that there were a lot of other things going on as well, just as there were in the twentieth century.

The New Woman

In 1894 Irish writer Sarah Grand used the term ‘new woman’ in an influential article, to refer to independent women seeking radical change and, in response, the English writer Ouida (Maria Louisa Rame) used the term as the title of a follow-up article (Wikipedia).

Hobsbawm devotes a chapter to the rise of women during the period 1875 to 1914. He makes a number of points:

Feminism

The number of feminists and suffragettes was always tiny, not least because they stood for issues which only interested middle-class women, then as now. The majority of British women were poor to very poor indeed, and most simply wanted better working and living conditions and pay. It was mostly upper-middle-class women who wanted the right to vote and access to the professions and universities like their fathers and brothers.

The more visible aspects of women’s emancipation were still largely confined to women of the middle class… In countries like Britain, where suffragism became a significant phenomenon, it measured the public strength of organised feminism, but in doing so it also revealed its major limitation, an appeal primarily confined to the middle class. (p.201)

Upper class feminism

It is indicative of the essentially upper-class nature of suffragism and feminism that the first woman to be elected to the UK House of Commons was Constance Georgine Gore-Booth, daughter of Sir Henry Gore-Booth, 5th Baronet, and Georgina, Lady Gore-Booth.

Nancy Astor

In fact, as an Irish Republican, Constance refused to attend Westminster, with the result that the first woman MP to actually sit in the House of Commons, was the American millionairess, Nancy Astor, who took her seat after winning a by-election for the Conservative Party in 1919. Formally titled Viscountess Astor, she lived with her American husband, Waldorf Astor, in a grand London house, No. 4 St. James’s Square, or spent time at the vast Cliveden House in Buckinghamshire which Waldorf’s father bought the couple as a wedding present. Hardly the stuff of social revolutions, is it? The exact opposite, in fact. Reinforcing wealth and privilege.

Rentier feminism

In the same way, a number of the most eminent women of the day lived off inherited money and allowances. They were rentiers, trustafarians aka parasites. When Virginia Woolf wrote that a woman writer needed ‘a room of her own’ what she actually meant was an income of about £500 a year, ideally provided by ‘the family’ i.e. Daddy. The long-running partnership of the founders of the left-wing Fabian Society, Beatrice and Sidney Webb, was based on the £1,000 a year settled on her by her father at her marriage i.e. derived from the labour of others, mostly working class men (p.185).

New secretarial jobs for women

Alongside the rise of a new managerial class, mentioned above, the 1880s and 1890s saw the rise of new secretarial and administrative roles, what Hobsbawm neatly calls ‘a tribute to the typewriter’ (p.201). In 1881 central and local government in Britain employed 7,000 women; by 1911 that number was 76,000. Many women went into these kinds of secretarial jobs, and also filled the jobs created by the spread of the new department and chain stores. So these years saw a broad social change as many middle-class and lower middle-class single women and wives were able to secure reasonable white collar jobs in ever-increasing numbers (p.200).

Women and education

Education began to be offered to the masses across Europe during the 1870s and 80s, with Britain’s patchy 1870 Education Act followed by an act making junior school education compulsory in 1890. Obviously this created a huge new demand for schoolteachers and this, also, was to become a profession which women dominated, a situation which continues to this day. (In the UK in 2019, 98% of all early years teachers are women, 86% of nursery and primary teachers are women, 65% of secondary teachers are women. Overall, 75.8% of all grades of school teacher in the UK are female).

Secretarial and admin, shop staff, and schoolteachers – the pattern of women dominating in these areas was set in the 1880s and 1890s and continues to this day (p.201).

Women and religion

Hobsbawm makes one last point about women during this period which is that many, many more women were actively involved in the Christian church than in feminist or left-wing politics: women were nuns, officiants in churches, and supporters of Christian parties.

Statistically the women who opted for the defence of their sex through piety enormously outnumbered those who opted for liberation. (p.210)

I was surprised to learn that many women in France were actively against the vote being given to women, because they already had a great deal of ‘soft’ social and cultural power under the existing system, and actively didn’t want to get drawn into the worlds of squabbling men, politics and the professions.

Even within the bourgeois liberal society, middle class and petty-bourgeois French women, far from foolish and not often given to gentle passivity, did not bother to support the cause of women’s suffrage in large numbers. (p.209)

Feminism, then as now, claimed to speak for all women, a claim which is very misleading. Many women were not feminists, and many women were actively anti-feminist in the sense that they devoutly believed in Christian, and specifically Catholic, values, which allotted women clear duties and responsibilities as wives and mothers in the home, but also gave them cultural capital, privileges and social power.

These anti-feminists were far from stupid. They realised that a shift to more secular or socialist models would actually deprive them of much of this soft power. Or they just opposed secular, socialist values. Just as more than 50% of white American women voted for Donald Trump in 2016 and did so again in 2020.

Sport

Hobsbawm mentions sport throughout the book. I knew that a lot of sports were given formal rules and their governing bodies founded during this era – the Football League founded in 1888, Rugby Football Union founded 1871, Lawn Tennis Association founded 1888. I knew that tennis and golf in particular quickly became associated with the comfortably off middle classes, as they still are to this day.

But I hadn’t realised that these sports were so very liberating for women. Hobsbawm includes posters of women playing golf and tennis and explains that clubs for these sports became acceptable meeting places for young women whose families could be confident they would be meeting ‘the right sort’ of middle class ‘people like them’. As to this day. The spread of these middle class sports significantly opened up the number of spaces where women had freedom and autonomy.

The bicycle

Another new device which was an important vehicle for women’s freedom was the bicycle, which spread very quickly after its initial development in the 1880s, creating bicycle clubs and competitions and magazines and shops across the industrialised world, particularly liberating for many middle class women whom it allowed to travel independently for the first time.

The arts and sciences

I haven’t summarised Hobsbawm’s lengthy sections about the arts and literature because, as a literature graduate, I found them boring and obvious and clichéd (Wagner was a great composer but a bad man; the impressionists revolutionised art by painting out of doors etc).

Ditto the chapters about the hard and social sciences, which I found long-winded, boring and dated. In both Age of Capital and this volume, the first hundred pages describing the main technological and industrial developments of the period are by far the most interesting and exciting bits, and the texts go steadily downhill after that.

The Commonwealth 1649-1660

In my life I’ve met plenty of earnest republicans, who think we in the UK should abolish the monarchy because it stands at the apex of the system of power and privilege which entrenches privilege and inequality in British society, that we should disestablish the Church of England – whose only role is to prop up ‘the Establishment’ – and we should abolish the House of Lords, a ramshackle combination of Anglican bishops, hereditary peers and dodgy political nominees given places for ‘services rendered’ to the ruling party.

Anyway, all these steps were carried out 370 years ago, during the English Civil War and Commonwealth, and all modern republicans would do well to study in detail what happened.

Basically, the big constitutional experiment of the English Republic (from the execution of Charles I in 1642 to the restoration of Charles II in 1660) was a failure, because nobody knew what to replace the existing system with and all attempts at a replacement were a) unworkable b) unpopular. And because the Republic came to rely on the abilities and achievements of one man, Oliver Cromwell, and when he died the delicate balance of forces he’d held in place collapsed.

The history of the Commonwealth is a political laboratory in which the people who had overthrown the monarchy, the established church and the House of Lords tried to find an equitable and effective replacement – and failed.

In the end it became clear that the country could only be ruled by a strong leader – Oliver Cromwell – and in the end – and I think this is a crucial point – they offered him the kingship. Even his own supporters, republicans and Puritans, eventually tired of the ceaseless constitutional experiments and said, ‘Listen, just be king’.

Why? Because everyone understood kingship. The entire social and legal system was built around it. Everyone understood where they stood in terms of kingship and its powers, in fact it defined where many, perhaps most, people stood. The existence of the monarchy underpinned their sense of identity and meaning.

To effect a revolution you don’t just overthrow the existing order, you have to train everyone in the new order. You have to indoctrinate them in the new set of values. You have to create new identities for an entire nation.

The French Revolution had a good stab at this by declaring 1790 Year Zero, inventing a new calendar and a new religion of the Rights of Man – although all this was to be swept into the dustbin of history only a few years later upon the rise of Napoleon who, as soon as he could, restored all the trappings and regalia of monarchy, much to most peoples relief.

Only the Russians were brutal enough to realise that a revolution requires not just the overthrow but the extermination of the old system (killing not only the Czar but his entire family, and then imprisoning/executing as many of the old aristocracy as they could get their hands on), and the wholesale indoctrination of the entire population in new ways of thinking, something which, under Stalin, they made a sustained attempt to do.

But the English of Cromwell’s day had nothing like the propaganda tools of those later societies (Stalin’s attempts are indoctrinating an entire society happening almost exactly 300 years after Cromwell) – although they used what they had – Sunday sermons, early newspapers and pamphlets – to maximum effect.

After the execution of King Charles I

While he was still alive, King Charles acted as one clearly identified enemy who served to unify the very disparate factions in the Parliament and New Model Army. After the king was executed in January 1649 these differences began to come out into the open. Cromwell, who had been a leading force in the execution, was away on campaign from the middle of 1649 until 1651, and this allowed factionalism to grow in the Rump Parliament.

Once he had defeated the Royalists at the Battle of Worcester in 1651 – the last battle of the English civil wars – Cromwell returned to London and tried to force the Rump to set dates for new elections, to unite the three kingdoms under one ruling body, and to create a large, tolerant national church.

During the crisis leading up to the execution of the king many moderates had expressed all kinds of reservations, reluctant to kill the king, recoiling from the social and religious radicalism which had bubbled up in the New Model Army. Now the Rump dithered about setting an election. It passed a law allowing liberty of conscience but failed to devise any alternative for the tithes or to dismantle other aspects of the existing religious structure which supported the Anglican church.

In frustration, Cromwell demanded that the Rump establish a caretaker government in April 1653 of 40 members drawn jointly from the Rump and the army and then dissolve itself. But for the umpteenth time, the Rump ignored him, preferring to debate its own bill for setting up a new government.

This endless delay was what prompted Cromwell’s famous step of dissolving the Rump Parliament by force. On 20 April 1653 he entered the chamber accompanied by troopers, sat and listened to the debate for a while, and then stepped to the Mace, and declared:

You are no Parliament, I say you are no Parliament; I will put an end to your sitting.

He seized the ceremonial mace, symbol of Parliament’s power, called it a ‘bauble’ and demanded it be removed. The troops, commanded by Charles Worsley, later one of his Major Generals and one of his most trusted advisers, cleared the chamber. England now had no Parliament and no government.

Barebone’s Parliament, 1653

Nine days after the forced dissolution of the Rump, on 29 April Cromwell set up a small Council of State of thirteen members, responsible for foreign policy and administration of the country. The council debated what form a new English constitution should take. Major-General Thomas Harrison called for a sanhedrin of ‘saints’, a sanhedrin being an assembly of either twenty-three or seventy-one elders, appointed to sit as a tribunal in every city in the ancient Land of Israel, as recorded in the Bible.

Harrison was a Fifth Monarchist, who believed that the overthrow of the king signalled the imminent Second Coming of Jesus. Cromwell didn’t share these beliefs but liked the idea of an assembly of men chosen for their upright, religious credentials.

The Council raised the suggested number to 140 – 129 from England, five from Scotland and six from Ireland. The Council nominated all the new MPs themselves, with some informal consultation with independent congregations around the country.

At the opening of the assembly on 4 July 1653, Cromwell gave a speech lasting two hours reviewing the events which had led up to it, highlighting God’s Providence in the course of events, and emphasising that the nominated representatives now had divine sanction to govern the nation.

The Nominated Assembly, sometimes known as the Parliament of Saints, was quickly nicknamed Barebone’s Parliament after one of its members, Praise-God Barebone, a leather seller, Fifth Monarchist and lay preacher from Fleet Street in London.

Cromwell tasked them with finding a permanent constitutional and religious settlement (Cromwell was invited to be a member but declined). But almost immediately the assembly, despite being hand-picked by the narrow group of the Council of State, began to fall out over big issues, namely:

  1. reforming tithes, objected to by many sects on the grounds that they were a remnant of Catholicism, that they supported a professional rather than voluntary clergy, and that their economic burden fell unequally: everyone agreed they were bad, but no-one could devise a workable replacement
  2. the trial of professional trouble-maker John Lilburne, which split opinion
  3. reform of the legal system, with Fifth Monarchists arguing that only laws contained in scripture should be reflected in the temporal legal system while moderates pushed for practical reform

Fierce argument over bills to abolish the Court of Chancery, regulate legal fees, and speed up settlement of cases in the Court of Admiralty added to the splitting of the assembly into factions. Attendance dropped from 140 to 100 to as few as 70 towards the end of its brief existence.

On 6 December the defeat of new proposals to reform tithes led a majority of moderates to give up. They wrote a letter and physically carried it down the road to Cromwell in Whitehall, asking for the Assembly to be dissolved. Faced with its simple refusal to carry on, Cromwell was forced to agree.

The Protectorate: 1653–1658

After the dissolution of the Barebones Parliament, John Lambert put forward a new constitution known as the Instrument of Government, closely modelled on a document called the Heads of Proposals which had first been drawn up by the Army in 1647.

The Instrument made Cromwell Lord Protector for life to undertake ‘the chief magistracy and the administration of government’. Cromwell was sworn in as Lord Protector on 16 December 1653, with a ceremony in which he was careful to wear plain black clothing, rather than any monarchical regalia.

But Cromwell did start signing his name ‘Oliver P’, P being an abbreviation for Protector, in the style of monarchs who use an R after their name to mean Rex or Regina – and it soon became the norm for others to address him as ‘Your Highness’. When you reflect on this, you realise that apparent backsliding like this from ‘republican principles’ take place because people need to know what they’re doing. They had all been raised in a very hierarchical model of society (and religion). Everybody, including Oliver, needed to know where they stood.

As Lord Protector, Cromwell had the power to call and dissolve parliaments but was obliged under the Instrument to seek the majority vote of a Council of State to do so. Nevertheless, Cromwell’s power was buttressed by his continuing popularity among the army. As the Lord Protector he was paid £100,000 a year, a vast sum.

Cromwell had two key objectives as Lord Protector. The first was ‘healing and settling’ the nation after the chaos of the civil wars and the regicide, which meant establishing a stable form for the new government to take.

Although Cromwell declared to the first Protectorate Parliament that ‘Government by one man and a parliament is fundamental’, in practice social priorities took precedence over precise forms of government. Cromwell was never interested in forms and details. The precise constitutional arrangements, were, Cromwell declared, ‘but … dross and dung in comparison of Christ.’

But Cromwell was no social revolutionary. Despite the revolutionary nature of the government, his thinking was socially conservative. Cromwell declared, ‘A nobleman, a gentleman, a yeoman; the distinction of these: that is a good interest of the nation, and a great one!’

His first Protectorate parliament proceeded to make small-scale reforms in the legal system, but these were outweighed by the broader attempts to restore order to English politics and affairs. Direct taxation was reduced slightly and peace was made with the Dutch, ending the First Anglo-Dutch War.

Cromwell secured the submission to his rule of England’s colonies in America. One of his notable acts was intervening to curb Puritans who were usurping control over the Maryland Colony by confirming the former Roman Catholic proprietorship and enforcing an edict of tolerance there. It’s interesting to learn that of all the English dominions, Virginia was the most resentful of Cromwell’s rule, and Cavalier emigration there increased during the Protectorate, laying the foundation for the elaborately courtly style of behaviour you find in novels about the Old South generations later.

Cromwell convened the first Protectorate parliament on 3 September 1654. He declared that ‘healing and settling’ were the ‘great end of your meeting’. However, the Parliament was quickly dominated by those pushing for more radical, republican reforms. After some initial gestures approving appointments previously made by Cromwell, the Parliament began to work on a radical programme of constitutional reform. Cronwell, a conservative by nature, balked at many of these changes but, rather than enter into endless meetings with constitutional lawyers, simply dissolved it on 22 January 1655.

Cromwell’s second objective for his Protectorate was spiritual and moral reform. He aimed to restore liberty of conscience and promote both outward and inward godliness throughout England. During the early months of the Protectorate, a set of ‘triers’ was established to assess the suitability of future parish ministers, and a related set of ‘ejectors’ was set up to dismiss ministers and schoolmasters who were judged unsuitable for office. The triers and the ejectors were intended to be at the vanguard of Cromwell’s reform of parish worship.

The Major Generals

After the dissolution of the first Protectorate Parliament, Cromwell tried another constitutional experiment. A Royalist uprising was planned for locations around the country early in 1655. In most places it was a damp squib with few if any civilians rallying to the handful of rebels, but the rising led by Sir John Penruddock in the West succeeded in seizing Salisbury for a few days, before being crushed by a troop of the New Model Army.

Since the uprising had been planned for centres all round the country it made sense to reinforce New Model garrisons everywhere. This led Cromwell’s adviser, General John Lambert to suggest going one step further and dividing England into military districts each ruled by army major-generals who answered only to him.

Thus Cromwell appointed 15 major-generals and deputy major-generals each to rule a region of England and Wales. They were called ‘godly governors’ and charged not only – were central not only with maintaining national security, but forwarding Cromwell’s crusade to reform the nation’s morals.

The generals not only supervised militia forces and security commissions, but collected taxes and ensured support for the government in the English and Welsh provinces. Commissioners for securing the peace of the Commonwealth were appointed to work with them in every county.

While a few of these commissioners were career politicians, most were zealous puritans who welcomed the major-generals with open arms and embraced their work with enthusiasm. However, the major-generals lasted less than a year. Many commissioners feared they threatened their reform efforts and authority. Their position was further harmed by a tax proposal by Major General John Desborough to provide financial backing for their work, which the second Protectorate parliament – convened in September 1656 – voted down for fear of creating a permanent military state.

Ultimately, however, the fall of the major-generals was due to Cromwell’s failure to support his men in their conflicts with the commissioners. Their activities between November 1655 and September 1656 had, however, reopened the wounds of the 1640s and deepened antipathies to the regime.

Historians agree that the Major-Generals were tremendously unpopular and left a legacy of hostility towards standing armies which has, arguably, saved Britain from ever coming near the possibility of a military dictatorship.

Cromwell and the Jews Cromwell was aware of the Jewish community’s involvement in the economic success of the Netherlands, by the 1650s England’s leading commercial rival. This, and Cromwell’s principled tolerance of the right to private worship for those outside Puritanism, led to his personal encouragement of Jews to return to England in 1657, over 350 years after their banishment by Edward I, in the hope that they would help speed up the recovery of the country after the disruption of the Civil Wars.

Cromwell offered the crown

In 1657 a cohort of Cromwell’s closest advisers, frustrated by the repeated failures of their constitutional experiments, offered Cromwell the crown as part of a revised constitutional settlement. He agonised for six weeks over the offer. He was attracted by the prospect of stability it offered but finally, in a speech on 13 April 1657, he made clear that God’s providence had spoken against the office of King.

Instead, Cromwell was ceremonially re-installed as Lord Protector on 26 June 1657 at Westminster Hall, sitting upon King Edward’s Chair, which was moved specially from Westminster Abbey for the occasion. The event in part echoed a coronation, using many of its symbols and regalia, such as a purple ermine-lined robe, a sword of justice and a sceptre (but not a crown or an orb). But the office of Lord Protector was still not to become hereditary, though Cromwell was now able to nominate his own successor.

Cromwell’s new rights and powers were laid out in the Humble Petition and Advice, a legislative instrument which replaced the Instrument of Government. This new constitution echoed many aspects of the old constitution, including a house of life peers (in place of the House of Lords). In the Humble Petition it was called ‘the Other House’ as the Commons could not agree on a suitable name.

But the Humble Petition and Advice did not provide for the vetting of members of the House of Commons and when it assembled in 1658 many of those who had been excluded in the first session, retook their seats and immediately began attacking the new settlement – rather as, every time Charles I reconvened Parliament, it picked up its fierce criticism of him exactly where it had left off.

So on 4 February 1658, Cromwell again dissolved Parliament. During 1658 Cromwell increasingly took on the trappings of traditional monarchy, notably creating three peerages: Charles Howard was made Viscount Morpeth and Baron Gisland in July 1657 and Edmund Dunch was created Baron Burnell of East Wittenham in April 1658.

Death and legacy

On 3 September 1658 Oliver Cromwell died, aged 59, exhausted by his efforts to create an honest, godly, English society. The Lord protectorship passed to his son, Richard, who had none of his father’s qualities and struggled to hold together the rival political, religious and military factions of the regime. Nine months later he was gone.

So Cromwell:

  • overthrew monarchy, the House of Lords and the Church of England
  • tried to hold free and fair elections
  • nominated a parliament of the righteous
  • divided the country into administrative units run by army generals in co-operation with civilian commissioners
  • tried to institute freedom of religious belief
  • tried to resist the forceful offer of the monarchy from his closest supporters
  • supervised but then was forced to dissolve two elected parliaments

It’s easy to interpret Cromwell as a religious fanatic, a hypocrite and, from an Irish point of view, as a genocidal bigot. But he can also be seen as a man into whose lap fell a unique, once-in-history opportunity to utterly redraw the constitution of England, something he tried to do again and again – and failed.

In May 1660 Charles II was restored to the throne and with him came the House of Lords, the Church of England and its bishops. The ten-year experiment to devise some other way of ruling this country had failed. Many of the best minds of the time joined in the attempt, but none of could concoct a system which a) could win the support of even a minority of the nation b) could come up with solutions to the numerous issues which confronted them (funding of the church, ownership of church land, reform of the law, management of international affairs, and so on).

Abolishing the monarchy and the House of Lords and disestablishing the Church of England would, even today, in a sense, be relatively easy, a few acts of Parliament would achieve it. But:

  1. What, exactly, would you replace them with? that’s the catch
  2. And would whatever you replace them with be in any better position to tackle and solve the intractable social problems which confront us, than Barebones Parliament or the Major-Generals were to tackle the pressing problems of Cromwell’s day?

The restoration of Charles II was greeted with wild enthusiasm, and he has gone down in history as one of the most popular English monarchs and what did he represent, on a popular level? Booze and boobs. Drinking, gambling and mistresses.

What the Restoration proved once and for all is that England is not a nation of high-minded, earnest intellectuals just gagging to be reformed by high-minded Puritans. It is a nation of Sun-readers, who follow the football, like a flutter on the horses, a pie and a pint on a Friday night, and the chance to dress up and go on the pull at the local nightclub every Saturday night. It is a nation of overweight shopaholics with an average reading age of 11.

So when I argue with high-minded and (generally) very well-educated republicans, I ask them, ‘Who do you think you would be abolishing the monarchy and the House of Lords for? Apart from your high-minded Guardian-reading friends? Do you think this nation of party animals, obese alcoholics and lager louts will thank you for your efforts? You’re offering a society with no more coronations, no more royal weddings, no more tittle tattle about Megan and Catherine. Do you expect the people of this great nation to thank you for that?’

Old Olly wasn’t jolly, whereas Charles II had at least thirteen mistresses and 21 illegitimate children. Which one did ‘the people’ prefer, then as now? It is a lowering and dispiriting fact, but it is a fact which all leftists and liberals should acknowledge and start from.

Arrival and Departure by Arthur Koestler (1943)

Arthur Koestler, a potted biography

Arthur Koestler was born to a Jewish mother in Budapest, capital of the Hungarian part of the the Austro-Hungarian Empire, in 1905. So he was 14 when the short-lived Hungarian communist government of Bela Kun seized power in 1919 and Koestler later remembered his teenage high hopes for it and for a better future. The Bela Kun regime was crushed and replaced by the authoritarian rule of Admiral Horthy, but Koestler retained that youthful idealism

Koestler became a journalist and travelled widely in the late 1920s and early 1930s, reporting from the Soviet Union, Palestine and Germany, for a variety of German newspapers. He joined the German Communist Party in 1931.

In 1936, early in the Spanish Civil War, Koestler got access, as an accredited journalist, to General Franco’s headquarters and gathered evidence of the support the regime was getting from Nazi Germany and Fascist Italy, which was published, a great scoop at the time. This and other experiences were incorporated into his book Spanish Testament.

On a second trip in 1937, Koestler was caught in Málaga when it fell to Mussolini’s troops, was arrested, and convicted for spying because of the revelations from the Franco HQ. He was sentenced to death and from February to June 1937 he was imprisoned in Seville under sentence of death.

Quite an experience, which he also wrote about in Dialogue with Death. Eventually he was released in a prisoner exchange for the wife of one of Franco’s favourite flying aces.

Koestler moved to Paris where in 1938 he completed The Gladiators, a novel about the rising of ancient Roman slaves under Spartacus. The same year he quit the Communist Party and began writing the novel he’s most famous for, Darkness at Noon. His then girlfriend, English sculptor Daphne Hardy, translated Darkness at Noon from German into English and smuggled it out of France when she left ahead of the German occupation (June 1940).

Koestler’s life story is extremely colourful. First he was arrested by the French authorities in late 1939 and held in a French internment camp as an enemy alien. He described this experience in the hastily written memoir Scum of the Earth. He was eventually released at the request of the British authorities and as the result of intense lobbying by Hardy.

But how to get out of France without official papers, which the sclerotic French bureaucracy wouldn’t give him because he was ‘an enemy alien’? Koestler came up with a mad scheme. On the very day the French surrendered to the invading Germans, in May 1940, Koestler joined the French Foreign Legion in a desperate expedient to get out of the country.

He was accepted, trained and packed off to North Africa where he promptly deserted, made his way to Lisbon and so by boat to Britain. However, because he arrived without an entry permit, Koestler was again imprisoned.

Surely the only major writer to have been imprisoned in three different countries.

Koestler was still in prison when Daphne Hardy’s English translation of Darkness at Noon was published in Britain in early 1941 to great acclaim. This, and influential friends, helped get Koestler released from prison and he immediately volunteered to fight for the British Army, serving 12 months in the Pioneer Corps.

In March 1942 Koestler was assigned to the Ministry of Information, where he worked as a scriptwriter for propaganda broadcasts and films. During his spare time he wrote Arrival and Departure, the third in what had now become a trilogy of ‘political’ novels that began with The Gladiators and continued with Darkness at Noon.

Arrival and Departure

Although Darkness at Noon is transparently about the grotesque show trials which Stalin organised in the Soviet Union to discredit and liquidate all the old Bolshevik leaders who could be a threat to him, a striking feature of the book is that it nowhere actually mentions Russia, the Soviet Union or Stalin, preferring to use generic terms such as ‘the Party’ or ‘Number One’.

Clearly, Koestler felt there was value in trying to generalise the experience he was describing. Presumably the same wish not to be tied down by details and specifics underlies his approach in Arrival and Departure which continues to use some of the same generic terms.

Arrival and Departure is arranged in five parts which also bear very general titles.

Part 1: Arrival

The book opens mysteriously with an unnamed male protagonist leaping from the deck of a ship carrying a waterproof bundle. He swims to the anchor chain of the large ship, a cargo ship, the Speranza, which he’s been stowing away in while he orientates himself. He’s been hiding in the cargo hold for fifteen long days and nights. Now he can see a shoreline not too far away and swims towards it, eventually hitting the sloping shoreline and walking up through the waves onto the beach. He hides in one of the long row of bathing huts. His nose has been broken, his two front teeth smashed. His body has cigarette burns at various places (we later learn there are three: on one heel, behind one knee and on his penis), the result of torture. He is 22.

On the beach were sandcastles made by children. One of them carried a little toy flag, the flag of ‘Neutralia’ – so that’s where he is. Hidden in the beach cabin he weeps with relief.

Next day, things feel very relaxed. His clothes have dried overnight, it is very bright and sunny, he walks into town along a road lined with palms, there’s a square, he manages to change some of the money he had in his bundle, sits at a cafe table and orders a slap-up breakfast.

A family sitting nearby recognise him. They’re waiting to get visas to move on. So are friends. They tell him where the consulate is. As he walks on people recognise him. We learn from a woman in a queue that his name is Peter Slavek, he was a leading figure in the Party, and was arrested. Her husband mutters it’s best not to remember anything. Nonetheless the woman remembers that ‘they’ broke his nose, smashed his teeth out and extinguished cigarettes on his body. ‘He was the hero of our generation’.

Another woman, Dr Sonia Bolgar, watches Peter pass. She tells her companion Peter’s mother was a friend of hers. She thought ‘they’ had shot him. She says an accident happened in his family when the boy was just five and he has blamed himself ever since. He was a star student at the university, joined the party and was arrested a couple of times.

The combination of extreme heat (‘blazing street’, ‘hard glare’, ‘the sun was like a furnace’) and tropical fruit in the market stalls Peter passes made me wonder if it’s set in a North African colony. The waiter and others speak French, so a French colony – Tunisia, Morocco, Algeria.

Peter walks to the consulate and tries to persuade the officials that he wants to enlist in their army. Their country is at war. The official (incongruously named Mr, not Monsieur, Wilson) accepts Peter but shrugs and says it’s for ‘the authorities at home’ to decide. The problem is Peter comes from a nation which is an ally of the country the country he’s in is fighting. (Hungary? Allied with Nazi Germany? against France?) Mr Wilson says he’ll see what he can do but off the record suggests he tries the American consulate.

He sees Nazi posters in the shops but, in line with the ‘allegorical’ approach, the posters which describe a New Europe dominated by a newly arisen Central Power, under its stern-faced leader – neither the country nor leader are actually named. Walking on Peter comes to another shop window which shows photos of the New Nation’s opponents, led by their king and a cabinet minister in a bowler hat who flashes a V sign.

Peter bumps into the couple who discussed him earlier. He refers to the man as Comrade Thomas. They were both once part of the Movement. But the Movement has tacked and veered and changed directions so many times it has strangled itself. Presumably he is talking about the Soviet Union and the staggering impact it had on communists around the world when Stalin abruptly announced the Nazi-Soviet Pact of 23 August 1939.

He had thought it would be so easy. Stowaway. Get to a safe destination. Find the consulate. Volunteer for their army. Be greeted with open arms, taken right in, given somewhere to sleep and papers. But no. None of that. He’s out walking the blazing hot streets, rejected with officialdom, with nowhere to stay and no papers.

By about this stage I realised it’s CasablancaCasablanca for intellectuals. There’s an extended community of refugees from all over Europe

Part 2: The Present

Five weeks later, Peter is in the queue at the American consulate. Dr Sonia joins him. He is evidently feverish and weak. She realises he is starving, making one loaf of bread last four days. She takes him back to her flat, feeds and washes him, and he moves in. It isn’t a sexual thing. She is huge (her size is repeatedly emphasised) and was a friend of his mother’s i.e. twice his age.

Sonia is a practising psychotherapist. Half the refugees in town come to her for advice and comfort, even representatives of ‘the other side’. The young woman Odette often comes to visit and the two women make it plain they expect Peter to leave.

Over the coming days Peter slowly falls in love with Odette, well, develops a one-sided obsession with her.

One day she calls round when Sonia is out, one thing leads to another, she gets up to walk out, he slams the door shut, she struggles, he grips her, they stumble to the floor and in a red mist he rapes her. I didn’t see that coming.

Peter doesn’t acknowledge the enormity of what he’s done, he insists that he loves her while the raped woman remains in a foetal position on the sofa facing the wall, crying.

But after a while of Peter pleading, Odette loses her temper and tells him to shut up. He holds her hands and insists that he loves her and after a while she stops crying and start commenting sarcastically on this so-called ‘love’, on men and their brutish ways, how they beat a woman down, bullying and nagging until she eventually says, ‘After all – why not?’ And as he lowers himself towards her again, she says that to him: ‘After all – why not’, indicating her self-abandonment. Athough she adds: ‘But don’t hurt me this time.’

For ten days he lives in a sensual paradise, absolutely head over in heels in love. Every day he spends at Odette’s room in a her boarding house, they have sex, then laze around chatting, then get dressed and go for mussels and local wine at a harbourside restaurant. Paradise. On the tenth day he knocks and immediately sense the flat’s emptiness. Inside it has been stripped bare. A note on the table says she got her visa, had a place booked on a ship and has left.

Part 3: The Past

Peter undergoes a complete nervous collapse. He can’t walk. He has deep dreams and waking hallucinations. Deliriously he thinks he’s flying a fighter plane. He has snapped. Sonia calls Dr Huxter who does a thorough physical. Nothing wrong. It is mental. Huxter describes himself as ‘an old Jew’, ‘a general practitioner of the old school’, and is sceptical of Dr Sonia’s depth therapy methods, in fact he sees her as a huge beast, Leviathan from the Bible, dabbling in arcane and unhealthy powers.

Peter is delirious for three days. When he comes out of it he is very weak. Big Sonia nurses him but also does therapy. In his delirium he repeated a psalm about Jerusalem. Now he remembers an incident from his childhood when the family had a pet rabbit, and he overheard the cook say they were going to eat it, and he decided to save it, and his mother repeated the psalm and the little boy picked up the word Jerusalem and applied it to the rabbit and knew that, so long as he thought about Jerusalem the rabbit would be safe. But one day at the park he saw a little girl his age by the pond and fell in love with her and forgot all about Jerusalem, When he got home hungry he wolfed down the chicken stew and only then did the family cook (it was that kind of bourgeois family) tell him it was rabbit stew. He vomited.

Now he remembers that story.

But much worse follows. Suddenly, from pages 78 to 87 he gives a detailed account of the time he was taken out of prison and sent (by mistake it turns out) on a mixed transport, a long train of cattle trucks which included ‘Useless Jews’, women who’d been selected to become prostitutes for Nazi officers, and gypsies who were going to be sterilised.

Only a few pages ago we were reading about the sensual bliss of being young and in love. Now Koestler delivers a really stomach-churning account of how the journey takes days, each truck too packed for people to sit down, then all treading in each other’s excrement, before they are parked in a siding by a disused quarry and here, his truck load watch the ‘Useless Jews’ be forced along a corridor of guards and up steps into removal-type vans which have airtight doors, and in which the Jews are gassed to death in batches.

It takes all afternoon and long into the night, and in their cattle trucks and then as they are hustled along to the vans, the Jews sing, sing defiantly, a song about the return of the Messiah as they are led to be murdered.

Then the scene switches: Peter describes being caught. He was distributing leaflets for the Movement in a working class area near a mill when cops spotted them and gave chase. His three colleagues fell behind, but Peter made it to the main street, jumped on a tram, switched to a bus, made it home to the apartment where he lived with his poorly mother and the maid, a peasant girl. Later the same day, three detectives arrive. The take the place to pieces, ripping open pillows and cushions and sofas, smashing lamps, breaking chairs, looking for evidence. Then they take him away, handcuffing him and punching him in the face. It was the last time he saw his mother.

Peter explains the arrest was nothing to do with the leafleting. It was because he was on the executive committee of ‘the Movement’ at the university.

He is taken in to be questioned by the legendary interrogator, Raditsch, in his deep-carpeted interview room. Raditsch is a burly peasant who has risen to the top of his career. He disarms Peter by revealing he knows all about his career, and knows the identities of half the members of the Movement, who the authorities are about to arrest. He explains that this country will never go communist because it is a land of peasants. Raditsch understands them, he came from a peasant family.

Worse, Raditsch then proceeds to enumerate the failings of Marxism during which it becomes clear that he knows and understands its theory, history and practice fact better than peter does. Raditsch is familiar with Rosa Luxemberg’s arguments with Bukharin, with the shortcomings of the labour theory of value, he explains to Peter how the theory of working class consciousness is based on an inadequate theory of psychology (p.100).

In other words Raditsch quietly and confidently strips Peter of all his intellectual and organisational protection. Then he gives him thirty seconds to confess, thirty seconds to avoid being taken away and tortured and puts his pocket watch on the table and they both watch the second hand tick round.

At the end of 30 seconds Peter has kept silent and so with a sigh Raditsch orders him to be taken away, down stairs, along a corridor and into a room with six strong men dressed in black who in a friendly ungrudging way proceed to beat him black and blue, breaking his nose, smashing his face, stretching him across a table and whipping him with some metal implement that makes it feel like his body’s been cut in two. He screams, he wets himself, he shits himself, his face is covered in blood and tears and snot, he passes out.

All this is in flashback. Peter pieces together the scene over a series of sessions with Sonia, who sits quietly and rather formally, apparently doing her knitting, only occasionally asking a question to prompt Peter, to help him over a bump in the road.

All kinds of mental images and memories and layers overlap and interpenetrate. For example, Peter explains that despite the most outrageous torture he refuses to ‘confess’ not because of Party discipline, he’s long forgotten the Movement, it’s something deeper, a sense that he has already betrayed the Party with a thousand little mental infidelities and witholdings, which he’s told Sonia about. On page 119 he makes a list for Sonia of all his betrayals, starting with feeling guilty about getting away after the leafleting episode when his three comrades were captured, for breaking his mother’s heart, for being powerless to help the Jews as they walked off to be gassed, working backwards through a long list of excuses for guilt.

Anyway, the text gives a very detailed description of the four days of intense torture, beatings, whippings, waterboarding and bastinado that he received, very detailed and stomach-churning, not for the faint-hearted.

But all this is only really preparatory to Sonia’s psychotherapy. Peter was to emerge as a hero for the Movement, a legend because he didn’t break under torture. But he had nothing to confess because in his heart he had already betrayed everyone. It is the root of this guilt which Sonia is really interested in, she calls it his Christmas tree of guilt on which he has spent his life (he is now 23 years old) hanging all kinds of decorations. Backwards she goes through his memories till we reach the real bedrock.

When he was five he was playing half-maliciously with his younger brother in a disused rowing boat by the sea on a family holiday, when they both tripped and fell forward and his little brother’s eye was impaled on a rusty rowlock, permanently blinding him. But even that isn’t it, because digging deeper we learn that aged just three he remembers reaching into the cot of the little baby, the newcomer who had taken everyone’s love and affection away from him. Not long before a beloved toy of his, a teddy bear, had been taken away supposedly because its eyes had fallen out. Now, aged just three, little Peter thought that if he put the eyes out of the screaming baby it, too, would be taken away and he would be restored to the centre of his mother’s love. He was disturbed in the mere beginnings of the attempt, but the memory of the murderous impulse remained with him, and when the accident in the rowing boat happened he was stricken, because it felt like his murderous wish had come true.

And for the whole of the rest of his life, he had sought pretexts and excuses for blaming himself for everything. Feeling guilty at the way the cops trashed his mother’s apartment, feeling guilty about his comrades being arrested – these are just decorations on the really deep, swarming, brooding feeling of worthlessness and guilt pullulating at the core of his mind. As Dr Sonia says:

‘The hardest sentences are those which people inflict on themselves or imaginary sins.’ (p.97)

Peter’s nightmares disappear. His leg begins to move again. His fever goes. He feels calm and awake. He is cured.

And not only cured of his personal demons. He had joined but then abandoned the Movement, disillusioned, but these complicated personal motivations, the memories, the guilt and the cataclysm of the torture, had kept him tied to it. Now he has exorcised both chains which held him back.

That was over. He was cured; never again would he make a fool of himself. He was cured of his illusions, both about objective aims and subjective motives. The two lines had converged and met. No more debts to pay, no more commands to obey. Let the dead bury their dead. For him, Peter Slavek, the crusade had come to an end. (p.128)

Outside of Freud’s own case studies, I think this is the most extended, detailed and compelling account of a psychotherapeutic cure of neurosis I’ve ever read.

Part 4: The Future

Just as he fell ill, Peter had received a letter to go see Mr Wilson at the Consulate. There he received the papers he needed to apply at the American consulate for permission to emigrate. Now he has been given permission to travel to the United States, and immediately visits a travel agency and books a berth in a ship sailing from Neutralia to the US in three weeks time.

Sonia has left on a boat to the New World. He stays on in her flat. He is in limbo. She has exorcised him of the past, but the new world has yet to begin. This part is made up of scattered scenes set against his mounting anticipation of boarding the precious ship.

By far the most interesting is the long scene (pp.136-151) where ‘Bernard’ drops by to collect some books he’d loaned Sonia. Peter politely lets him in and their conversation immediately turns into a schematic confrontation. Bernard is a Nazi (nobody uses that word, but that’s what he is), a fervent Nazi, a believer that it is Germany’s destiny to carry the next stage of human evolution which will sweep away all traditions, parliaments and liberal notions of individual liberty, it will sweep away old nations and national boundaries and usher in a world built entirely on the rational use of Europe’s resources for a racially purified population.

There’s much more to it than that. Bernard skewers the compromised motives of all the upper-class university-educated liberals who claim to be one of the ‘workers’, while many of those ‘workers’ actually flocked to the Nazi party because they wanted a way out of their proletariat destiny. He accurately describes a lot of revolutionaries as neurotic middle-class mummy’s boys. They argue back and forth about the legacy of the French Revolution. Bernard puts the view that the Thirty Years War set back German nationhood by 150 years, but this means she is coming to the notion of nationhood completely new and unshackled by nineteenth century ideas, free to create a new future for all mankind.

What’s vivid and exciting about this passage is the plausibility of much of what he says – about the bankruptcy of old economic systems, the ineffectiveness of old parliaments, and the vigour of new scientific discoveries and technologies, not least genetics and selective breeding. If of plants, why not of humans? And when he goes on to explain how similar the Soviet Union is to Nazi Germany, particularly in their totalitarian systems designed to crush individual liberty in the name of a greater social good, Peter is uncomfortably aware of the similarities and overlaps.

There are other short sections. Peter has a drink at a cafe with Mr Taylor from the Consulate who introduces him to ‘Andrew’, a young man who’s been horribly burned flying planes during an early phase of the war, and his face reassembled with skin grafts from other parts of his body, with grotesque results. Worse, Andrew is cynical about people’s motives for fighting. Everyone feels guilty about someone else who is doing more, is closer to the action, is more at risk, he says. Maybe this four-page section is a coda to the de-guilting of Peter during the psychotherapy scenes.

Peter dreams dreams. The book is full of dreams. Before his therapy, they were anxiety dreams and nightmares. During his therapy they are hideously vivid memories of torture, guilt and self-hatred. After his therapy he continues to have them but they are now diffuse and mysterious.

He dreams of reuniting with Odette. Her letter to him, the one explaining that she’d abruptly left with no goodbye, had left it open whether he wanted to follow her, be reunited with her. Now he is obsessing about that possibility, he dreams of her and her naked body.

Cleaning out the drawers on his last few days before leaving he comes across a fragment of letter written from Odette to Sonia which strongly hints that they were lesbian lovers. He’d sort of guessed that from the way he had to leave the flat every time Odette came round but, it exacerbates his uncertainties about leaving (p.166).

Bernard drops by for another brief fascinating exchange in which he makes the telling point that Marxism has preserved the class divisions of the nineteenth century in aspic and brought them into the 20th, where they are utterly irrelevant. His movement on the other hand is more dynamic and fluid. Nobody can deny that large sections of the so-called working classes have gone over wholesale to the fascists while, conversely, a lot of the upper-class intelligentsia have gone over to communism. In short, a class-based analysis is hopelessly out of date for modern conditions. Bernard is badgering him because he wants to recruit him to work for ‘them’ in America. He drops the bombshell that he will be sailing on Peter’s ship (the Leviathan).

On the day of departure Peter arrives early, is checked on board and dismayed to discover how cramped Third Class quarters and the pitiful lower deck promenade. To cover his anxiety he drinks two bottles of wine for lunch and passes out in a deckchair. When he regains consciousness, it is to discover the deck heaving like a Bank Holiday crowd. He looks up just in time to see Bernard walking up the gangplank and waving down at him. He bursts free, goes down to his hot sweaty cabin and feels like throwing up. Through the porthole he sees a former party member, Comrade Thomas and his wife and Ossie (!) the comrade he thought had been caught by the police at the leafleting fiasco.

Suddenly he feels morally sick. He rushes out the cabin, up the crowded staircases, across the deck to the gangplank and, as the final hoots of the enormous funnel sound above him, safe onto shore, runs to the ticket booth (empty) and then runs runs runs back into the city.

He runs all the way to Mr Wilson’s office. The latter is disappointed to see him but not altogether surprised and happens to have a military man visiting. On the spot Peter manages to volunteer to fight, to fight the enemy. He walks back into the city enormously relieved. Sometimes decisions just have to be taken. Maybe he is motivated by romantic idealism. But if, like him, you have seen the Jews being herded towards the gas vans in the name of a shiny new technocratic Europe, then it behoves you to take up arms against it. When he had joined the Movement, he hadn’t been fully aware of his motives, which were largely personal. Now he is aware of his motives, which are just as flawed and personal but it is a fully conscious decision.

Peter has been writing short stories. In the last few days before he’s called up he writes a short story about the Last Judgement. It is a very powerful fable, very impressive. The Last Judgement is the nightly court of the unconscious which we are all called to and to which we must all return every night of our lives.

Part 5: Departure

The novel concludes with a five-page envoi (‘an author’s concluding words’). Peter is driven to an English RAF aerodrome, shown into officers quarters, introduced to his pilot, given a cup of tea. He waits. In the other room the pilots are playing ping-pong. He is being parachuted into enemy territory. He just has time to finish a hurried letter to Odette telling her he will lover her always. then the pilot appears and it is time to go.

Some hours later he jumps out of the plane and into the night just as he did at the start of the novel when he jumped from the deck of the Speranza into the dark, but this time he knows why and is determined to see it through.

Wow. What a brilliant ending.


Style

Koestler the Hungarian has an infinitely clearer, cleaner and more enjoyable prose style than the other two, English novelists from the same period who I’ve been reading, Rex Warner and Edward Upward. He just describes things in cool, clear flowing prose.

Out in the blazing street again, Peter had to narrow his eyes against the impact of the hard glare on walls and pavement. He felt in his breast-pocket for a cigarette and his hand touched the flag in his buttonhole. He automatically put it away in his pocket and strolled slowly uphill through the steep, narrow street towards the main Avenue. (pp.25-26)

This directness and clarity means that when he comes to describe the two really harrowing scenes – the Mixed Transport and gassing of the Jews, and Peter’s torture – he is able to do it with factual, unsentimental phrasing which makes it all the more harrowing, I mean really harrowing.

If you are squeamish you shouldn’t read this book. On day three the torturers tie Peter naked and spread-eagled to a table and then just look at his bruised bleeding broken body.

This silence, fraught with the expectation of the unknown, brought him nearer to breaking down than the physical pain they had inflicted upon him the previous days. Pain had its limits, fear had none. It was all-pervading like a sustained electric shock, it made his bared teeth vibrate although he clenched his jaws to prevent them from clattering. (p.112)

In these scenes you are right there, inside the character’s terrified mind, feeling every new bolt of shattering pain.

And it means that when Koestler discusses ideas, or has Peter and Bernard argue about the historical, philosophical, economic and psychological basis of Nazism, he does it crisply and logically, making the arguments in sharp clear sentences which are readable and powerful to this day.

Science metaphors

Koestler wrote a lot. Trained as a journalist, he churned out words every day and produced a wealth of articles, essays and books. But it’s notable that after Arrival and Departure he more or less abandoned fiction. He wrote memoirs and books against communism and about Zionism and the Jews in Palestine – but most of his later books are about science or pseudo-science, beginning with an account of the astronomy of Kepler and moving on to tackle Lamarckism, psychedelic drugs, parapsychology, and euthanasia. By the time I started reading in the mid-70s a lot of these books had been discredited and Koestler was seen as an eccentric or fringe character.

You can see the scientific side of his mind already at work in his fondness for scientific metaphors throughout Arrival and Departure.

Touched with the magic rod of cause and effect, the actions of men were emptied of their so-called moral contents as a Leyden jar is discharged by the touch of a conductor. (p.116)

[Peter] listened to [Sonia] with eager excitement, as one listens, at the end of a crime-story, to the detective explaining the clues which had been all the time before one’s eyes; and as at last they begin to yield their meaning, one feels a new pattern of understanding emerge, like symmetrical crystals in a liquid solution. (p.120)

He felt the exultation of his early student days, when he suddenly grasped the principle of Kepler’s laws of planetary movement and the chaotic world around him was tamed. (p.126)

His interest in scientific metaphors can be considered just one aspect of Koestler’s obvious quest for a factual, unrhetorical style and approach, for a clear-headed factual approach – one which eventually led him out of fiction altogether.

N.B.

It is interesting that Arrival and Departure keeps faith not only with the ‘allegorical’ method of Darkness at Noon but with some of the same nomenclature. Neither Germany nor Russia nor the Communist party nor the Nazi party nor Hitler or Stalin are mentioned by name. As in Darkness the ruler of the people’s state is referred to simply as ‘Number One’, and Bernard jovially agrees that his own country (the one bent on uniting Europe and cleansing it of the mentally and racially impure i.e. Germany) has its own ‘Number One’.

We all know who he’s referring to but this use of generic terms keeps the story floating just above actual historical reality, giving it an allegorical, generalised power.

Conclusion

Arrival and Departure – with its detailed description of torture, its harrowing account of the murder of the Jews, with its complex treatment of the psychotherapy of the traumatised central character, and the clear and powerful arguments between Bernard and Peter about the merits of communism and fascism – is a far more varied, powerful and intellectually stimulating novel than Darkness At Noon.

Alan Furst’s ‘Night Soldier’ novels

Alan Furst’s ‘Night Soldier’ series of novels are unashamed thrillers, but they are set in the same murky world of spies, and communist and fascist agitators in Eastern and central Europe in the mid and late-1930s which Koestler is depicting, and the best of them (arguably, the first two) capture the mood of paranoia and fear (and brutal violence) which is the subject of Arrival and Departure.

The Dissolution of the Austro-Hungarian Empire 1867-1918 by John W. Mason (1985)

This is another very short book, one of the popular Seminar Studies in History series. These all follow the same layout: 100 or so pages of text divided up into brisk, logical chapters, followed by a short Assessment section, and then a small selection of original source documents from the period.  It’s a very useful format for school or college students to give you a quick, punchy overview of a historical issue.

This one opens by summarising the central challenge faced by the Austro-Hungarian Empire as it entered the twentieth century: how to take forward a fragmented, multi-cultural empire based on traditional dynastic and semi-feudal personal ties into the age of nationalism and democracy where every individual was, in theory at least, a citizen, equal before the law.

On page one Mason locates four key failures of late imperial governance:

  1. the failure to solve the Czech-German conflict in the 1880s and 1890s
  2. the failure to develop a genuine parliamentary government in the late 1890s
  3. failure to solve the Austro-Hungarian conflict in the early 1900s
  4. failure to solve the South Slav conflict in the decade before World War One

PART ONE The background

1. The Hapsburg Monarchy in European History

The Hapsburg monarchy lasted 640 years from 1278 to 1918. It was a dynastic creation, never attached to a specific country. In 1867 (following Hungary’s defeat to Prussia in the war of 1866) the state was organised into the so-called Dual Monarchy, with the Hapsburg ruler titled the Emperor of Austria and the King of Hungary. This gave Hungary more autonomy and respect than it had previously had.

The name ‘Hapsburg’ derives from Habichtsburg meaning ‘Castle of the Hawks’, located in what is now the Swiss canton of Aargau. During the eleventh century the knights from this castle extended their power to build up a position of growing influence in south Germany.

Meanwhile, the eastern March – the Oster Reich – of Charlemagne’s massive empire was granted to the Babenberg family in the tenth century and they held it for the next 300 years.

In 1273 the electors of the Holy Roman Empire elected Rudolf of Hapsburg to the office of Holy Roman Emperor. In the 14th century the Hapsburgs acquired Carinthia, Carniola, Tyrol, Istria and Trieste to their domain. In the 15th another Hapsburg was elected emperor and from 1438 till the Holy Roman Empire was dissolved by Napoleon in 1806 the Crown remained almost continuously in their house.

When King Louis II of Bohemia and Hungary died without issue in 1526, both his crowns passed to the Hapsburgs. This marked a turning point because up till then all Hapsburg land had been German-speaking. Now the Hapsburg administration had to take account of various non-German nations with their own independent histories.

This leads to a Big Historical Idea: just as the countries of the West were beginning to develop the idea of the nation state, central Europe was going down a different path, towards a multi-national empire.

Even more decisive was the role the Hapsburgs played in defending Europe from the Turks. Twice, in 1529 and 1683, the Turks laid siege to Vienna, a very under-reported and under-appreciated part of European history.

The Turkish threat had effectively been repulsed by the start of the 18th century and the Hapsburgs embarked on their new role in Europe which was to act as a counterweight to ambitious France, starting with the War of Spanish Succession (1702-14).

The long rule of the Empress Maria Theresa (1740-80) saw her undertake reform and centralisation of the administration. But her power in central Europe was challenged by Hohenzollern Prussia under Frederick the Great (1740-86). During this period, Poland was partitioned and Austria was given from it the southern province of Galicia, which she retained right up till the end of the Great War.

The French Revolution and Napoleonic Wars (1789-1815) unleashed the ideas of nationalism and democracy across Europe, both of which struck at the heart of the multi-ethnic and hierarchical structure of the Empire.

Under Maria Theresa and her son Joseph II, Austria had arguably been part of the continent-wide movement of reform associated with the Enlightenment, take for example their legislation to remove many of the restrictions placed on the Jewish population.

But the twin forces of nationalism and democracy were such a threat to a multinational polity that from this point onwards the Hapsburgs and the empire they led, became a reactionary force, embodied in the machinations of their legendary Foreign Minister, Klemens von Metternich (foreign minister from 1809 to 1848).

In 1848 revolutions took place all across Europe, with no fewer than five in capitals controlled by the dynasty – in Vienna, Prague, Budapest, Croatia and in northern Italy (territory which the Hapsburgs had seized after the defeat of Napoleon). Hapsburg forces put down the revolutions in four of the locations, but it required the intervention of the Russian army to defeat the revolutionary Hungarian forces. The Magyars never forgot this bitter defeat.

In the Crimean War (1853-6) Austria kept neutral from both sides (Britain & France versus Russia) which weakened her role in Europe. In 1859 France supported the desire for independence of Piedmont, the north Italian state ruled by the Hapsburgs since the defeat of Napoleon, and hammered the Austrians at the Battles of Magenta and Solferino. In response the Hapsburgs introduced some administrative reforms, but in 1866 lost another war, this time against Prussia under Bismarck, decided at the Battle of Sadowa.

Seriously weakened, and now definitely deprived of all influence in a Germany unified under Prussian rule, the Emperor’s politicians were compelled to bolster the Empire’s authority be devising a new agreement with the large Kingdom of Hungary to the East.

2. The Austro-Hungarian Compromise

Hence the Compromise or Ausgleich of 1867 which recognised the sovereign equality of two states, Austria and Hungary, bringing them under the rule of one man, Franz Joseph, Emperor of Austria and King of Hungary. The dual monarchy wasn’t the same as a federation, constitutionally it was unique. But it bolstered the Hapsburgs a) territory b) manpower. Crucially it provided a bulwark against the Slavs in the Balkans, quelling pan-Slavic sentiment.

The drawback of the Compromise was that it was essentially a personal agreement between the Emperor Franz Josef and the Magyar ruling class. Even liberal and progressive German-speaking Austrians felt left out, and that’s before you consider the numerous other nationalities contained within the empire.

PART TWO Domestic affairs

3. The Nationality Questions

The Treaty of Versailles entrenched the idea of national self-determination preached by American President Woodrow Wilson, and resulted in the break-up of the empire into a host of new nation states based on ethnicity. Viewed from this angle, it looks as though the Austro-Hungarian Empire was foredoomed to collapse. But all the histories I’ve read there was no such inevitability. This one wants to scotch two assumptions –

  1. that all the nationalities thought they’d be better off outside the empire (many realised they wouldn’t)
  2. that all the nationalities were ‘at war’ with imperial authorities; many weren’t, they were in much sharper conflict with each other

In the West the state and the nation were closely aligned; but in the East you can see how they are in fact distinct ideas. The state is an administrative unit and in Central and Eastern Europe was based on ancient rights and privileges of rulers, often going back to medieval origins.

From the mid-nineteenth century these traditional ideas were challenged by a concept of ‘nation’ based on ethnicity, culture and language. Otto Bauer the Austrian Marxist made a famous categorisation of the peoples of the empire into ‘historic’ nations, those which had an aristocracy and bourgeoisie and an independent national history;

  • Germans
  • Magyars
  • Poles
  • Italians
  • Croats

and those who don’t:

  • Czechs
  • Serbs
  • Slovaks
  • Slovenes
  • Ruthenians
  • Romanians

Most modern commentators include the Czechs in the list of ‘historic’ nations.

The Germans

In the western half of the empire the Germans made up 10 million or 35% of the population of 28 million. Nonetheless the administration was thoroughly German in character. The official language of the empire was German. The great majority of the civil servants were German, 78% of the officers in the army were German. The cultural life of Vienna, the capitalist class and the press were overwhelmingly German. Three political parties dominated from 1880 onwards, which adopted the three logical policies:

  1. The Pan-Germans looked beyond Austria to a nationalist union of all German peoples under Bismarcks Prussia
  2. The Christian Socialist Party under Karl Lueger aimed to unite all the nationalities under the dynasty
  3. The left-wing Social Democrats aimed to unite the working class of all the nationalities, thus dissolving the nationalities problem

The Czechs

Third largest ethnic group (after the Germans and Hungarians) with 6.5 million or 12% of the population. In Bohemia roughly two fifths of the people were German, three fifths Czech.The Czechs were the only one of the minorities which lived entirely within the borders of the empire, and some they were bitterly disappointed by the Compromise of 1867, which they thought should have recognised their identity and importance. Czech nationalists thought the deal left them at the mercy of German Austrians in the West and Hungarians in the East.

From the 1880s the struggle between Czech and German expressed itself in the issue of the official language taught in schools and used in the bureaucracy. The Czech population increased dramatically: Prague was an overwhelmingly German city in 1850 but 90% Czech by 1910. Germans found it harder to dismiss the Czechs as peasants Slavs, as Bohemia rapidly industrialised and became the economic powerhouse of the empire.

The Poles

The Poles were the fourth largest group, in 1910 4.9 million or 17.8% of the western part of the empire, most of them living in Galicia. Galicia was a) a province of Poland which had been obliterated from the map when it was divided between Russia, Prussia and Austria in the 18th century b) at the north-east fringe of the empire, beyond the Carpathian mountain range.

The Austrians needed the support of the Poles to make up a majority in the parliament in Vienna, and so made so many concessions to the Polish Conservative Party in Galicia that it enjoyed almost complete autonomy, with Polish recognised as the official  language, Polish universities and so on.

The Ruthenians

Only three fifths of the population of Galicia was Polish; the other two-fifths were Ruthenians. The Ruthenians belonged to the same ethnic group as the Ukrainians but were distinguished by adherence to the Latin/Greek Uniat church. The Ruthenians were the most socially backward group in the empire and very much under the thumb of the politically advanced Poles, responding by setting up a peasants’ party.

Conservative ‘Old Ruthenians’ gave way to ‘Young Ruthenians’ in the 1880s, who sought union with the 30 million Ukrainians living to their East. The more concessions the central government made to the Poles, the more it alienated the Ruthenians. After 1900 Ruthenians and Poles clashed over electoral or educational issues, sometimes violently.

The Slovenes

1.25 million or 4.4 per cent of the population of the Austrian half of the empire, the Slovenes were scattered over half a dozen Crownlands, and lacked even a written literature in their own land. Even mild efforts at nationalism, such as setting up a Slovene-speaking school, were fiercely opposed by the German majorities in their regions.

The Italians

770,000, the smallest national group in the empire, with Italian-speaking areas in the Tyrol and along the Adriatic coast, which had quite different concerns. In the Tyrol the Italians fought against the dominance of the Germans. Along the Adriatic they were a privileged minority among a Slav majority.

In May 1915 Italy betrayed its treaty promises to Germany and Austria-Hungary and joined the Allies because Britain and France promised Italy possession of the Tyrol and the Adriatic Littoral (and money).

The Magyars

10 million Magyars formed 48% of the population of Hungary. The Magyars dominated the country, owning, for example 97% of joint stock companies. It was dominated by ‘Magyarisation’ meaning fierce determination of the magyar ruling class to impose uniformity of language across the territory. If minorities like Romanians or Slovenes agreed to teach their children Hungarian and support Magyar rule, they could become citizens; otherwise they were subject to fierce discrimination. The Magyars didn’t want to exterminate the minorities, but assimilate them into oblivion.

Budapest was three quarters German in 1848 and three quarters German in 1910. Mason tells us that all attempts to reform the Dual Monarchy ultimately foundered on Hungary’s refusal to abandon its unbending policy of Magyarisation.

The Romanians

The largest non-Magyar group in Hungary, about 3 million, their aspirations were ignored in the 1867 Compromise, and the Hungarians’ intransigent policy of Magyarisation drove more and more to think about joining the independent Kingdom of Romania, just across the border from Hungarian Transylvania, and the forming of a National Party in 1881, which slowly poisoned Austria’s relations with Romania.

The Slovaks

The Slovaks were the weakest and least privileged group in the Hapsburg Monarchy, 9% of the population, a peasant people who had lived under Magyar domination for a thousand years. The 1867 Compromise made the Czechs and Croats second class citizens but condemned the Slovaks to cultural eradication. From the 1890s they started co-operating with the Czechs and slowly the idea of a combined Czech and Slovak nation evolved.

The Croats

9% of the population of Hungary. They had a national history and a strong aristocracy and considered themselves in direct touch with the Hapsburg monarchy. By an 1868 compromise Croatia received autonomy within the Hungarian state, but the head of the Croat state was imposed by the Hungarian government and the rule of Count Khuen-Héderváry was so repressive that Croatia became the seat of a movement to unite all the empire’s South Slavs.

The Serbs

About 2 million Serbs lived in the empire, divided between Dalmatia, Hungary, Croatia and Bosnia-Herzegovina. They didn’t have an independent national history until 1878 when the Congress of Berlin created a small state of Serbia independent of the Ottoman Empire, from which point every perceived injustice against the Serbs prompted calls for a pan-Slave movement, and/or for a Greater Serbia. The biggest incident on the road to collapse was the Austrian annexation of Bosnia-Herzegovina in 1908, the majority of whose population were Serbs.

The Jews

The Jews made up about 5% of the population in both Austria and Hungary. From 1850 Jews moved in large numbers into Lower Austria, overwhelmingly from poor rural Galicia (Poland), a large number of them migrating to Vienna, where they came to dominate cultural activity out of proportion to their numbers.

The Jews became so prominent in the Hungarian capital that some called it Judapest. The Jewish journalist Karl Kraus joked that ‘the Jews control the press, they control the stock market, and now [with the advent of Freud’s theory of psychoanalysis] they control the unconscious’.

The success of Jews in business and the stock market and banking created an association between ‘Jew’ and ‘capitalist’ which complicated class conflict and led to an easy demonisation of the Jews as responsible for much of the exploitation, low wages and fat profits of capitalism.

4. The economy

The Hapsburg Empire was behind Germany, France and Britain in industrialisation. It didn’t have large stocks of coal, it had no large ports, parts of it (like Galicia) were split off from the empire by high mountains; the great Hungarian Plain was designed for agriculture not industry.

It was a predominantly agricultural economy: in 1910 agriculture made up 50% of the Austrian economy, two-thirds of the Hungarian. Most of the trade was between Hapsburg regions and nations; the 1867 Compromise established a free trade area throughout the empire.  Only a small percentage of GDP came from exports.

In Hungary serfdom was only abolished in 1848. For most of the period, Hungary was characterised by Magyar landlords, sometimes with very extensive holdings, lording it over illiterate peasants of the various nationalities. That’s one reason why nationalist grievances became mixed up in economic ones. Only in the decade before the war did Hungary begin to industrialise.

Industrialisation was funded by banks which remained firmly in German and Hungarian hands. The industrial heartland of the empire was the Czech Crownlands (Bohemia and Moravia) which developed a strong textiles industry and then iron and steel, metallurgy and engineering. This became another source of tension between Czechs and Germans, because many of the industries remained in the hands of German managers, backed by German hands.

(Remember the passage in Ernst Pawel’s biography describing the end of the Great War, the declaration of independence, and the way the new Czech government immediately a) renamed all its businesses and industries in Czech and b) undertook a wholesale replacement of all German bureaucrats and business men with Czech replacements.)

The late 1860s saw a mounting fever of speculation which led to a stock market crash in 1873 and a prolonged depression afterwards. This led to low growth, and poverty among the urban proletariat and among rural peasants, which led to the rise of nationalist and populist parties.

5. The politics of Dualism

The Austrian (i.e. German-speaking) Liberal Party ruled after the 1867 Compromise. But that compromise had alienated the Czechs whose MPs didn’t even attend the parliament. But it was the massive financial crash of 1873 which ruined the Liberal Party, associated as it was with business and the banks.

In 1871 there was an attempt by the conservative aristocrat Count Hohenwart to reform the monarchy and turn it into a federation, who drafted some ‘Fundamental Articles’ which were intended to give the Czechs parity with the Hungarians, but this was fiercely opposed by the Hungarian prime minister, Count Andrássy. The Czechs never trusted the dynasty after that, and boycotted the Vienna parliament.

In 1879 Franz Joseph asked his boyhood friend Count Taaffe to form a new government and Taaffe went on to govern till 1893, passing a series of reforms which echoed those of Bismarck in Germany, such as extending the franchise, workers health and accident insurance, limiting the working day to 11 hours etc.

But when he tried to tackle the German-Czech issue by breaking up Czech provinces into smaller units based along ethnic lines, his plans were scuppered by the Poles, the Clericals and the Feudals, and the German Liberals and he was forced to resign. Over the next twenty years three parties emerged:

The Social Democrats

This left-wing party emerged from the trade union movement in 1889 and its soft Marxist outlook focused on economic and social reform cut across ethnic lines and so was a force for keeping the empire together. At the Brünner Conference of 1899 they called for the transformation of the empire into a democratic federation of nationalities.

The Christian Socials

Founded in 1890 by the phenomenally popular Karl Lueger who became mayor of Vienna 1897-1910, based around a devout Catholicism which linked democratic concern for ‘the small man’, responsible social reform, anti-semitism and loyalty to the dynasty. Turning artisans and small shopkeepers into a strong anti-socialist, anti-capitalist, pro-Hapsburg bloc.

The Pan-Germans

The extreme anti-semitic Pan-German Party founded by Georg von Schönerer. Starting as a liberal he grew disenchanted and wanted a) to separate out the German-speaking areas from their Slav populations and b) unite with the Reich. In 1884 he led a battle to nationalise the Nordbahm railway which had been financed by the Rothschilds. He failed, but gained wide support for presenting the plan as a battle of the Jews versus the people. Although small in numbers, the Pan-Germans spread vicious racist ideas and their supporters were prone to violence.

The end of parliamentary governance

The next government of Alfred III, Prince of Windisch-Grätz, was brought down after two years because it agreed to allow a German secondary school in southern Styria to have parallel lessons in Slovene at which point the German National Party rejected it, voted against it, and brought down the government.

The next government was led by a Pole, Count Kasimir Felix Badeni. In 1897 he tried to settle the perpetual conflict between Czechs and Germans by moving a law that said that from 1901 no official should be employed in Bohemia or Moravia who wasn’t fluent in German and Czech. Since most Czechs spoke German, this was no problem for them, but hardly any Germans spoke Czech and there was uproar in parliament, with all kinds of tactics used to stall the passage of the bill, riots broke out on the streets of Vienna and then Prague. Franz Joseph was forced to accept Badeni’s resignation, and the Vienna parliament never had the same prestige or power again.

It couldn’t function properly and legislation was from 1897 passed only by emergency decree via Article 14 of the constitution. Government was no longer carried out by politicians and ministers but by civil servants. The Germans and the Czechs continued to obstruct parliament

Several more ministries tried and failed to solve the nationalities problem, while the emperor accepted advice that extending the franchise to the working class might help create a mood of social solidarity. So a bill was passed in 1907 giving the vote to all men over 24. But it was irrelevant. By this stage parliament didn’t govern the empire, bureaucrats did. Extending the franchise brought in a new wave of socialist parties, which combined with the nationality parties, to make governing impossible. During the parliament of 1911 no fewer than 30 parties blocked the passage of all constructive measures in parliament.

6. Vienna – Cultural centre of the Empire

Traditional liberal culture was based on the premise of rational man existing within as stable, civic social order. By the 1890s this society was beginning to disintegrate…

The political crisis in late nineteenth-century Austria-Hungary was caused by the bankruptcy of liberalism. The result was the sudden growth of a number of anti-liberal mass movements. In the cultural sphere the consequence of the breakdown of liberalism were no less dramatic…

Mason distinguishes three phases or artistic eras in this period:

1. The 1870s

In the 1870s students formed the Pernerstorfer Circle, seeking an alternative to liberalism, which they rejected and found inspiration in early Nietzsche, his writings about the imagination and the Dionysian spirit, leading to veneration of the music dramas of Wagner. The most famous member was the composer Gustav Mahler.

2. The 1890s – Young Vienna

Aestheticism and impressionism, focus on the fleeting moment, in-depth analysis of subjective psychology. A moment’s reflection shows how this is a rejection of rational citizens living in a stable social order, and instead prioritises the non-stop swirl of sense impressions. The leading writers of the Young Vienna literary movement were Hugo von Hofmannstahl and Arthur Schnitzler, with his frank depictions of the sex lives and moral hypocrisy of the Viennese bourgeoisie.

3. After 1900 – Kraus, Loos and Schoenberg

The Jewish journalist Karl Kraus published a fortnightly magazine, Die Fackel, in which he flayed all political parties and most of the writers of the day. He carried out a one-man crusade against loose writing, sentimentality and pomposity. Mason doesn’t mention something Ernst Pawl emphasises in his biography of Kafka, which is that plenty of Kraus’s journalism railed against the Jewish influence on German prose, criticising its importation of Yiddishisms and other impurities. It was this attitude which led Pawl to diagnose Kraus as a leading example of the ‘Jewish self-hatred’ of the period.

Adolf Loos was a radical architect who despised any ornament whatsoever. He designed a starkly modernist house which was built in 1910 opposite the imperial palace and was a harsh modernist critique of the wedding cake baroque style of the empire.

Arnold Schoenberg thought Western music had reached the end of the road, and devised an entirely new way of composing music based on giving each note in the scale an equal value i.e. leaving behind traditional notions of a home key or key tones, i.e. 500 years of tradition that a piece of music is composed in a certain key and will develop through a fairly predictable set of chords and other keys closely related to it. Schoenberg demolished all that. In his system all notes are equal and their deployment is based on mathematical principles. Hence his theory came to be known as ‘atonality’ or the ‘twelve tone’ system.

And looming behind these three was one of the most influential minds of the 20th century, Sigmund Freud, the conservative and urbane Jew who did more than almost anyone else to undermine the idea of the rational, citizen or the rational human being. In Freud’s theory most of the activity of the human mind is unconscious and consists of a seething mass of primitive drives and urges. For the early period, from his first formulation of psychoanalysis in 1895 through to the outbreak of the First World War, Freud concentrated on the sexual nature of many or most of these urges, and the psychic mechanisms by which human beings try to repress or control them (via psychological techniques such as displacement or repression).

But the experience of the Great War made Freud change his theory in recognition of the vast role he now thought was played by violence and a Death Drive, which matched and sometimes overcame the sex urge.

Whatever the changing details, Freud’s theory can be seen as just the most radical and drastic attack on the notion of the sensible, rational citizen which were widespread in this time, and at this place.

Leading not only Mason but countless other critics and commentators to speculate that there was something about the complexity of the Austro-Hungarian Empire, and something about the thoroughness with which it collapsed, which led to the creation of so many anti-liberal and radical ideologies.

All the art exhibitions I’ve ever been to tend to praise and adulate 1900s Vienna as a breeding ground of amazing experiments in the arts and sciences. Many of them praise the artistic radicalism of a Loos or Schoenberg or Egon Schiele as a slap in the face to boring old bourgeois morality and aesthetics.

Not so many dwell on the really big picture which is that all these artistic innovations were the result of a massive collapse of the idea of a liberal society inhabited by rational citizens and that, in the political sphere, this collapse gave rise to new types of political movement, anti-liberal movements of the extreme left and extreme right, to the Communism and Fascism which were to tear Europe apart, lead to tens of millions of deaths and murder and torture, and the partition of Europe for most of the twentieth century.

PART THREE Foreign affairs

7. The Dual Alliance

In international affairs the thirty-six years between the Congress of Berlin in 1878 and the start of the Great War in 1914 were dominated by the Balkan Problem or the South Slav Question.

In the 1600s the Muslim Ottoman Empire had extended its reach right up to the walls of Vienna. The Ottomans were held off and pushed back so the border between Christendom and Islam hovered around south Hungary and Bulgaria. But the Balkans contained many ethnic groups and nationalities. Slowly, during the 19th century, Ottoman rule decayed causing two things to happen:

  1. individual ethnic groups or nations tried to assert their independence from the Ottoman Empire
  2. each time they did so tension flared up between Russia, who saw herself as protector of all the Slavs in the Balkans, and Austria-Hungary, who feared that the creation of a gaggle of independent states in the Balkans under Russian control would inflame her own minorities and undermine the empire

The Congress of Berlin was held in 1878 to try and adjudicate between the conflicting claims of Russia and Austria-Hungary, and the host of little countries who wanted independence from the Ottomans.

This section details the long history of the complex diplomatic policies adopted by successive foreign ministers of the empire, which all had more or less the same goal – to preserve the integrity and security of the empire – but changed in the light of changing events, such as the Franco-Prussian War of 1870, the Russo-Turkish War of 1877–78, and so on through to the Russo-Japanese War of 1905, the Young Turk revolution of 1908 which led to the Bosnian Crisis of the same year, and the Balkan Wars of 1912-13.

What’s striking or piquant is that the three autocracies – Prussia, Austria-Hungary and Russia – had a really profound interest in maintaining their semi-feudal reactionary regimes, and this was highlighted by the fact that they periodically signed variations on a Three Emperors Alliance (1881) – but that they kept allowing this fundamental interest to be decoyed by the festering sore of countless little conflicts and eruptions in the Balkans.

So that by 1907 Germany came to see its interests as tied to a strong Austria-Hungary which would prevent Russian expansion southwards; while Russia came to see itself as faced by a Germanic bloc and so sought alliance with France to counterweight the German threat. And so Europe was divided into two armed camps, an impression cemented when Italy joined a pact with Germany and Austria-Hungary, despite historic antagonism to Austria, with whom she had had to fight wars to regain territory in the north.

8. The Drift to war

One way of thinking about the First World War was that the assassination of the Archduke Franz Ferdinand, heir apparent to the crown, was without doubt a scandalous event but that it gave the Austro-Hungarian Empire a golden opportunity to smack down cocky little Serbia and thus re-establish the empire’s authority in the Balkans, which had been steadily slipping for a generation as a) more Balkan states became independent or b) fell under the influence of Russia.

After all, the empire had intervened in 1908 to annex Bosnia-Herzegovina with a view to creating a South Slav bloc of nations under her protection. Seen from her angle, this was one more step of the same type. Although, admittedly, a risky one. Her annexation of Bosnia-Herzegovina in 1908 led to a six-month-long diplomatic crisis which nearly sparked a European war, and there had been further, limited, Balkan Wars in 1912 and 1913. Most people thought this was more of the same.

So Austria issued a fierce ultimatum which was impossible to fulfil and prepared for a quick brutal suppression of Serbia. But she hadn’t anticipated that Russia would mobilise in favour of what was, after all, a small nation, with the result that the German military weighed in giving Austria-Hungary a promise of unconditional support; and when both of them saw Russia proceeding with its war mobilisation, the Germans mechanically and unthinkingly adopted the dusty old plan which had been perfected decades earlier, a plan to knock France out of any coming conflict with a quick surgical strike, just as they had back in 1870, before turning to the East to deal with a Russia they were sure was enfeebled after its humiliating defeat against Japan in 1905.

But the quick surgical strike against France failed because a) the French were supported by just enough of a British Expeditionary Force to stall the German advance and b) the Russians mobilised, attacked and advanced into East Prussia quicker than the Germans anticipated so that c) the German Chief of Staff Moltke made one of the most fateful decisions of the 20th century and decided to transfer some infantry corps from the Belgian wing of the German attack across Germany to staunch the Russian advance. Thus contributing to the German sweep across northern France coming to a grinding halt, to the failure of the Schlieffen Plan, and to four years of grinding stalemate.

All the parties to the war miscalculated, but it was arguably the Germans – with their bright idea of a quick strike to knock France out of the war – who did most to amplify it from yet another in a long line of Balkan Wars to an international conflagration.

What comes over from this section is the hopeless inability of historians to come to a clear decision. Some historians, apparently, think Austria-Hungary’s foreign policy in the decade leading up to war was aggressive; others think it was impeccably defensive.

There is no doubt that the emperor was devoted to peace. Franz Joseph ruled the empire from 1848, when he was 18, to 1916, when he was 86, and if there was one thing he’d learned it was that whenever Austria went to war, she lost. And he was proved right.

9. War Guilt and the South Slav Question

On one level the problem was simple: about twice as many Slavs lived inside the empire (7.3 million) as outside (3.3 million). In the age of nationalism it was unlikely that the ultimate unification of these Slavs could be prevented. The question was: would this unification take place within the empire’s border i.e. at Serbia’s expense; or outside the empire’s borders, under Serbian leadership a) at the cost of the empire losing land (including most of its coastline in Dalmatia) and Slav population to Serbia b) the new Serbian state itself coming under the strong influence of Russia.

Mason discusses how this threat could possibly have been averted if the empire had made any sort of overtures to the Serbs, had courted the South Slavs. All Serbia wanted was better terms of trade and access to the sea. Refusal to countenance even this much resulted from the Austria-Hungarian Monarchy’s internal tensions, above all from the entrenched but anxious rule of the Germans and Magyars, nearly but not quite majorities in their own domains. Their inflexibility brought those domains crashing down around their ears.

10. World War One and the Collapse of the Empire

The book goes on to emphasise that, just because the empire collapsed suddenly at the end of the Great War, doesn’t mean it was doomed to. In fact for most of the four year war onlookers expected it to last, and spent their time speculating about the territorial gains or losses it would have made, but not that it would disappear.

He gives a military account of the war which emphasises the simple fact that the much-vaunted Austro-Hungarian army was simply not up to the task its politicians had set it. Chief of the General Staff Franz Conrad von Hötzendorf intended at the outbreak to take out Serbia with a lightning strike, then move his corps north to Galicia to face the Russians who it was expected would mobilise slowly. But the Austro-Hungarians were repelled by ‘plucky Serbia’ and Conrad moved his forces north too slowly to prevent disastrous defeats to the Russians, who seized Galicia and Bukovina before Christmas.

In the first few months the empire lost 750,000 fighting men and a high percentage of their best officers. It’s a miracle they were able to carry on which they did, but at the cost of taking injections of better trained, better-armed German troops (remember the proud, tall, well dressed, well-fed Reich German soldiers lording it over their starving Austrian allies in the final chapters of The Good Soldier Svejk) and coming more or less under German military command.

Amazingly, in spring the following year, 1915, combined Austrian-Germany forces drove the Russians out of Galicia and seized most of Poland, defeated the numerically stronger Italian army along the Isonzo River. By 1916 the Alliance powers controlled a substantial slice of foreign territory (Poland, Russia, parts of the Balkans) and seemed to be sitting pretty.

The Austrian Social Democrat Otto Bauer wrote a book about the collapse of the empire, The Austrian Revolution, in 1925 which argued that the empire defined itself by its opposition to Tsarist Russia and dependency on Hohenzollern Germany. Certainly when the Bolsheviks seized power in St Petersburg and sued for peace, half the reason for fighting – and even be scared of the Slav menace – disappeared at a stroke.

Internal collapse

As we’ve seen, the Austrian parliament ceased to function properly before 1910 and government was run by civil servants and made by decree (the background to the novels of Franz Kafka with their infinitely complex and incomprehensible bureaucracies). Parliament was suspended from March 1914 to May 1917 because the ruling classes feared it would simply become a forum for criticism of the Crown. In 1916 the prime minister Count Stürgkh was assassinated. On November 1916 the Emperor Franz Joseph died and the crown passed to his great-nephew Archduke Charles, aged 29. The change in leadership gave an opportunity for the central powers to approach the Entente with suggestions for peace in December 1916, which, however, foundered on Germany’s refusal to cede territory back to France.

When Charles was crowned in Hungary he missed the opportunity to force the Hungarian prime minister to consider reforms, to extend the franchise, to give more rights to the non-Magyar minorities, and generally to compromise. On one level, the failure to effect any reform at all in the basic structure of the Dual Monarchy, led to its collapse.

But the most important event was the overthrow of the Romanov dynasty. If the Romanovs, why not the Hapsburgs? When Charles allowed parliament to sit again in summer 1917 initially the calls weren’t for dissolution, but for reform which gave the nationalities autonomy and rights. But during the summer Czech radicals published a manifesto calling for an independent Czech-Slovak state.

The winter of 1917-18 was harsh with widespread food shortages. There were widespread strikes. In the spring Czech prisoners of war began returning from Russian camps bearing revolutionary ideas. But the Hapsburgs were not overthrown. Mason suggests this is because what in Russia were clear, class-based animosities and movements, in Austria-Hungary were diverted into nationalist channels.

Even when America joined the war in April 1917, the Allies still didn’t call for the overthrow of the empire but its reform to give the nationalities more say. According to Mason what finally changed the Allies mind was the German offensive in Spring 1918. It became clear Austria-Hungary wouldn’t or couldn’t detach itself from Germany, and so the Allies now threw themselves behind plans to undermine the empire from within i.e. supporting Czech, Polish and Slav politicians in their calls for the abolition of the monarchy. In the summer they supported the Czechs. In September 1918 they recognised a Czech-Slovak state. Unlike the other minorities the Czechs existed entirely inside the empire, to recognising their independent state was effectively recognising the dismemberment of the empire.

The failure of the German spring offensive in the West, and the Austrian summer offensive against Italy spelled the end. In September Bulgaria sued for peace. In October Austria and Germany asked President Wilson to intervene. At the end of October the Czechs and Yugoslavs proclaimed their independence, followed by the Magyars and the Poles. On 11 November 1918 Emperor Charles abdicated. The Hapsburg Monarchy ceased to exist.

PART FOUR Assessments

Mason recaps some of the arguments about the fate of the Austro-Hungarian Empire which, by now, I feel I have heard hundreds of times. For example, that right up to the end most commentators did not expect the empire to collapse but for the strongest minorities, such as the Czechs, to successfully argue for parity with the Magyars, for more rights and privileges. Karl Marx thought the nations without history needed to be tutored and guided by the more advanced ones i.e. the Germans.

One school sees the collapse as due to the internal contradictions i.e failure to address the nationality question i.e. failure for any serious politician at the top, even Franz Ferdinand, even Charles, to do anything to palliate the nationalities demands which would have meant diluting the stranglehold of the German-Magyar ruling elites. The elites never accepted the nationalities question as a fundamental issue, but always as a problem which could be temporarily dealt with by clever tactics.

A completely opposite view holds that it was the First World War and the First World War alone which led to the collapse of the empire. Supporting this view is the fact that even radical critics and keen slavophiles like the Englishmen Seton-Watson and Wickham Steed as late as 1913 thought the empire was growing, and simply needed to be converted into a federal arrangement of more autonomous states, maybe like Switzerland.

PART FIVE Documents

Nineteen documents kicking off with hardcore economic tables showing, for example, populations of the various nationalities, index of Austrian industrial production, Austria’s share of world trade, steel production, harvest yields.

More interesting to the average reader are:

  • Mark Twain’s eye witness account of the army marching into parliament to suspend the sitting discussing  the 1897 legislation to make Czech equal with German in Bohemia and Moravia, which spilled out into riots in Vienna and Prague
  • Leon Trotsky’s impressions of the Austrian socialist leaders i.e they are smug and self satisfied and the extreme opposite of revolutionary
  • an extract from the memoir of George Clare who was a Jew raised in Vienna and gives a vivid sense of the frailty of Jewish identity, the assimiliated Jews’ shame about his caftaned, ringleted Yiddish cousin but also his sneaking envy for their authenticity – this is exactly the sentiment expressed by Kafka in his reflections on the Jews
  • the impact of Vienna on the young Adolf Hitler, who lived in Vienna from 1908 to 1913 and a) hugely respected the anti-semitic mayor Karl Lueger and b) loathed the multi-ethnic culture and especially the ubiquity of Jews
  • memoirs of the Jewish socialist leader Julius Braunthal, who emphasises the peculiarly powerful fermenting role played by Jews in all aspects of Austrian life, society and culture
  • a society hostess describing the meeting in 1902 between Rodin and Gustav Klimt

And then excerpts from more official documents, being a letter from the leader of the 1848 revolution, the key articles from the Dual Alliance of 1879, prime minister Aehrenthal’s proposed solution to the South Slav problem, census figures about Slavs inside the empire, a report on relations between Serbia and Austria-Hungary,

William Blake @ Tate Britain

This is the largest survey of work by William Blake to be held in the UK for a generation. It brings together over 300 famous and rarely seen works, from the whole of his career, from all of his publications and projects, and sets them alongside works by contemporaries, friends and influences, in a blockbuster exhibition which spreads over 13 rooms.

Engraving

Blake was born in 1757 into a poor family in London’s Soho – his father was a hosier – who, nonetheless, supported his ambitions to be an artist. Aged 15 he got an apprenticeship to an engraver. At the age of 21 he became a student at the Royal Academy. He appears to have been studious, the exhibition contains a typical plaster cast classical statue which students had to sketch along with Blake’s drawings of it.

Distinctive style

Muscles

But from early on Blake developed an idiosyncratic and eccentric way of depicting the human body. Most of his work is depictions of the human body. Most of the bodies in question are naked or draped in simple Biblical robes, and all of them are extremely muscley, with a heavy, musclebound weight which is reminiscent of Michelangelo. Although the curators don’t mention it I’ve read somewhere that this striking musculature is in fact anatomically inaccurate, and designed purely for expressive purposes.

Flat and close

Other elements of his style include the lack of perspective. Figures almost always appear in a flat space. This gives them dramatic immediacy and directness, as in this striking image.

Noses

In both these images note the strikingly aquiline noses of his figures. Sounds trivial but its a trademark of his style.

Anti-commercial art

Blake rejected much of the commercial art of his day, came to despise the Royal Academy, hated the way late 18th century art was dominated by society portraits or landscapes of rich people’s properties.

Visual purity

He wanted to forge something much more visionary and pure. This search for a kind of revolutionary purity reminds me of the Republican phase of the art of the French painter Jacques-Louis David, which also features: legendary, classical or mythical subject matter; half naked men showing off their six-packs; in striking poses; flowing robes and togas.

Drawings not paintings

But a comparison with David vividly brings out the difference: Blake was never an oil painter. None of his works evince the kind of lavish, luxurious depth and perspective and colour and light and shade of an oil painter like David.

Most of Blake’s images are engravings, of which he produced over a thousand, and a central quality of an engraving is its flatness.

There are also watercolours but, as the curators point out, these have the clarity of line, formality and flatness of engravings which have simply been coloured in.

There is rarely any perspective or depth. The backgrounds are generally sketchy. All the focus is on the (generally melodramatic postures) of the foreground figures.

Illustrations

Cain Fleeing exemplifies a major fact about Blake’s visual work, which is that the majority of was illustrations for classic works. Over his life he was commissioned to produce illustrations for:

  • Mary Wollstonecraft – Original Stories from Real Life (1791)
  • John Gay – Fables by John Gay with a Life of the Author, John Stockdale, Picadilly (1793)
  • Edward Young – Night-Thoughts (1797)
  • Thomas Gray – Poems (1798)
  • Robert Blair – The Grave (1805 to 1808)
  • John Milton – Paradise Lost (1808)
  • John Varley – Visionary Heads (1819 to 1820)
  • Robert John Thornton – Virgil (1821)
  • The Book of Job (1823 to 1826)
  • John Bunyan – The Pilgrim’s Progress (1824 to 1827, unfinished)
  • Dante – Divine Comedy (1825 to 1827)

The exhibition features generous selections from most of these works, for example ten or more of Blake’s illustrations for the Grave or Gray’s Elegy Written in a Country Churchyard, etc.

Bad pictures

What comes over from many of these obscure and little exhibited illustrations is how bad they are. Milky, washed out, strangely lacking in the dynamism which Blake, in his written works, claimed for his art.

Bad, isn’t it? All the illustrations for the Elegy are like this.

Towards the end of his life Blake made 29 watercolour illustrations of the Pilgrim’s Progress which are similarly not much mentioned in his oeuvre. Being woke, the curators suggest this might be because his loyal, hard-working and artistic wife, Catherine, is said to have had a say in designing and colouring them, so their neglect is a sexist conspiracy. Maybe. Or maybe it’s just because they’re not very good. Here’s an example.

The composition, the use of perspective, the crappy buildings, the ludicrous posture of the figures, and the badness of their faces – everything conspires to make this picture, in my opinion, poor. And there are lots more of this low standard in the exhibition.

Good pictures

But what makes it impossible to dismiss and hard to evaluate is that Blake was also capable of coming up with images which turned his manifold weaknesses – the lack of depth, the odd stylised postures, the inaccurate anatomy – into strengths. This is true of many of the illustrations for Dante’s Divine Comedy. Take this depiction of the fate of the corrupt pope – the very unnaturalness of the postures and the weirdness of the setting work in its favour. To make it a deeply strange and troubling image.

Take another of his archetypal images, Newton. The closer you look, the weirder it becomes – not least his musculature which makes him look more like an insect with a segmented back than a human being – and yet, and yet… it’s so weird that it’s true – true not to lived life or anything anyone’s ever seen, but to something stranger, more mysterious and more visionary.

The illustrated books

Of course Blake was also a poet, an epic poet, a writer of immense long epics featuring a mythology and mythological characters he made up out of a strange mishmash of the Bible, the classics and Milton. Not many people read these long poems nowadays although, as it happens, as a schoolboy I read all of them cover to cover in the Penguin Complete Blake edition, so I have a feel for the vastness and strangeness of his imaginary world.

Blake produced the poems in books which featured his own line illustrations and decorations of the handwritten texts.

  • The Marriage of Heaven and Hell (written 1790 to 1793)

The exhibition features many of these illustrations to his own verse. There is, for example, half a room devoted to individual pages from America a Prophecy, which have been removed from the book and framed as prints. Some of them are displayed in double-sided cases set up on plinths so that visitors can walk around and see both sides. The most immediate thing you notice is how very small they are, old-fashioned paperback book size, which makes much of the writing very hard to read without a magnifying glass.

The shorter works

Even his contemporaries struggled with the obscure mythology, strangely named characters (Los, Urizen) and difficult-to-make-out plots of the longer poems. By contrast, two of the shorter works have always been popular, namely the pithy proverbs gathered in The Marriage of Heaven and Hell:

  • “Those who restrain desire do so because theirs is weak enough to be restrained.”
  • “The road of excess leads to the palace of wisdom.”

and the short and simple poems in Songs of Innocence and of Experience, which contain his best-known and most anthologised poems. Of these probably the most famous is 

Tyger Tyger, burning bright,
In the forests of the night;
What immortal hand or eye,
Could frame thy fearful symmetry?

It is undoubtedly a classic, but there is an odd and telling thing about it, which is that has become, over time, essentially, a children’s poem.

And this is emphasised by the illustration Blake did for it, which often comes as a shock to people who are familiar with it as an isolated text before they come to it in Blake’s illustrated version. It’s not just a children’s book illustration. It’s almost a baby‘s book illustration.

Extremely hit and miss

And I think at some stage during the exhibition, it struck me that at some level, Blake is not a serious artist. He took himself very seriously, the small group of acolytes who gathered round him in his last years – the self-styled Ancients – took him very seriously, and critics and curators ditto, but… his long poems are all but incomprehensible and his own illustrations to his books are strange but often curiously childish and amateurish. His illustrations for Pilgrims Progress or the Elegy are deeply damaging to your sense of him as an artist. Some of the illustrations of Paradise Lost or Dante have a peculiar power, but many feel weak or half-finished. And strange random images throughout the exhibition leap out as expressing something no-one else had conceived or tried.

The Ancient of Days

Because every now and then, his peculiarities of style and technique (he pioneered new methods of acid engraving which the exhibition explains) come together to create something magical and genuinely visionary, something of depth and maturity.

The curators end the exhibition with this painting, which Blake was working on right up to his final days, at his house overlooking the Thames. Who is it, what is he doing, nobody is sure, although the hand gesture which seems to be creating a sort of compass is, unexpectedly, a negative gesture in Blake’s symbolism, because mathematics and science are the enemies of the liberated and revolutionary imagination which Blake defended and praised.

Still, as with so much of the rest of his ‘thought’ and personal opinions, it doesn’t matter. Again and again the curators have had to admit that nobody knows what this or that picture really means or whether it is illustrating this or that scene from one of his vast mythological books – so much about Blake’s output is scattered, broken up and mysterious, that one more mystery doesn’t make any difference.

At his best, Blake created images of startling power and resonance which, even if we don’t understand their intention or meaning, have stood the test of time. But the high risk this exhibition has taken is placing that dozen or so brilliant imagines amid a sea of ok, so-so, mediocre and downright poor images which do a lot to dilute their impact.

Two gaps

No explanation of Blake’s politics

The curators mention in several places that Blake was a revolutionary thinker who engaged with the Great Issues of his day, and list those Great Issues as political revolution, sexual politics, and slavery, and he certainly did, in his long radical poems and his notes and essays.

The odd thing is you’d expect there to be, in such a big exhibition, some sections devoted to Blake the Revolutionary, explaining his revolutionary views, his support of the American and French revolutions, his ideas of the power of the unfettered Imagination, sexual liberty and his violent anti-slavery sentiments.

But panels or sections devoted to Blake’s beliefs are strangely absent. His views are mentioned in passing, in the context of t his or that work, but you can’t make sense of a work like America A Prophecy without some explanation of the attitude English radicals took to the war their own government was fighting to put down men committed to freedom & Liberty.

No explanation of Blake’s mythology

More importantly you can’t understand a lot of his images without delving into Blake’s own mythology, which was built around praising the power of the unfettered Imagination, in the arts and politics and private life, and which he elaborated out inventing a whole cast of pseudo-Biblical gods and goddesses.

This also was strangely absent – I mean all it would have taken was a panel explaining the symbolic roles of the characters he invented for the epic poems:

  • Urizen is the embodiment of conventional reason and law
  • his daughters Eleth, Uveth and Ona represent the three parts of the human body
  • his sons Thiriel, Utha, Grodna, Fuzon match the four elements but are also aligned with the signs of the Zodiac
  • Los is the fallen (earthly or human) form of Urthona, one of the four Zoas

and so on, to at least give you a flavour of how strange, eccentric, but oddly beguiling his personal mythology could be.

Maybe – I’m guessing – the curators wanted to focus narrowly on his art, and on the technical ways in which he experimented with techniques of engraving, and with the immediate facts of his biography. That would explain why there were rooms devoted to particular patrons such as John and Ann Flaxman, Thomas Stothard and George Cumberland, Thomas Butts and the Reverend Joseph Thomas.

I bought the audioguide. At the end of several sections on specific series of works, it said; ‘If you want to know more about the relationship between Blake and John Flaxman, press the green button’. My point being that all the additional information was biographical. Not one of them said: ‘If you want to hear more about Blake and the French Revolution, Blake and slavery, Blake and sexual Liberty, Blake’s theories of the imagination’ – all topics I’d love to have heard given a modern summary.

This biographical approach also explains why there is a big reproduction of a period map of London with markers indicating where Blake lived over the years. And even an entire room recreating the room in the family home in Broad Street where Blake staged a quirky one-man show in 1809, a show which was a disaster as hardly anyone showed up and the one critic who wrote about it dismissed Blake as ‘an unfortunate lunatic’.

I may be wrong but it seems to me that the curators have opted for a heavily biographical approach to Blake’s work, placing the works in the context of his real life career and biography, his houses and wife and friends and champions and critics. This is all interesting in its way, but not as interesting as Blake’s imaginative universe.

At the age of eight William Blake saw the prophet Ezekiel under a bush in Peckham Rye, then a rural backwater south of London. A few years later he had a vision of a tree full of angels nearby and, a month after that, a third vision of angels, walking towards him through the rye.

Blake really meant it. All through is life he claimed to have visions of angels and other divine beings, dancing and cavorting in London fields and streets. He was a visionary in the most literal sense of the word.

Although – with over 300 images – this exhibition is thoroughly documented and copiously illustrated, maybe the reason I left feeling so frustrated and dissatisfied was because I felt that Blake’s weird, peculiar and compelling imaginative universe had been almost completely left out of it.

There were plenty of framed pages taken from the illustrated versions of his ‘prophetic books’ covered with verse. But the verse itself wasn’t printed out on a label on the wall for us to actually read. There was an introduction to the subject matter of each one, but little explanation of what they meant or what he was trying to achieve.

This exhibition feels like a big, elaborately assembled, beautifully curated and presented catalogue of all Blake’s visual works. A list. A documentation of his works. But somehow, with all the fiery life, rebellion and pride of the Imagination taken out.

Blake’s life is presented as a story of professional frustration – rather than as a life of extraordinary imaginative triumph.

LGBT+: Diversity in Manga @ Japan House

Downstairs at the Japan House in High Street Kensington are the exhibition spaces. The staircase takes you down into a central atrium. On one side is the entrance to the medium-sized lecture theatre-cum cinema, where they hold events, talks and screen movies. Opposite this is the entrance to the fairly large exhibition room, currently devoted to a show about manga artist Urasawi Naoki.

And between them is a glass-fronted room which is the ‘library’. The word library evokes images of size, of big, wood-lined rooms filled from floor to ceiling with ancient tomes, and the idea of encyclopedic knowledge, of lots of books and information.

However, the library at Japan House is the extreme opposite. It amounts to just one wall of exquisitely selected books chosen to highlight the best of Japanese culture, selected by noted book curator Haba Yoshitaka.

Haba Yoshitaka

The curator of the Library at Japan House, Haba Yoshitaka, is a leading expert in the emerging field of ‘book direction’. The aim is to create innovative ways in which we interact with books. He recently gave a talk on his philosophy of book direction:

As conventional bookstores and libraries experience declining numbers, Haba aims instead to bring books to people and make them relevant and accessible to their daily lives. From the Japan House Library to specialized book areas in hospitals, nurseries and even Kyoto City Zoo, Haba has curated a wide range of book direction services for libraries at locations inside and outside Japan.

The Japan House ‘library’ is not, then, your average ‘library’.

Haba’s selection fills just one wall. Opposite it is a wall which plays host to changing exhibitions of books. It is currently showing a display of manga books addressing issues of gender and diversity.

LGBT+: Diversity in Manga

The display was organised to coincide with ‘Pride In London’ last month (June). It brings together about 50 manga from different eras, and from different genres, each of them depicting diverse representations of gender and sexuality expression. It’s designed to explore ‘the impact of Japanese manga culture on the understanding and perceptions of gender and sexual diversity in Japan’.

Japan is still a very conservative society. Manga, with its enormous appeal and huge range of audiences, has been a potent force in spreading awareness of modern ideas of gender diversity and alternative sexualities, especially among younger people.

The display picks out half a dozen key works and themes.

Women as men; men as women

Cross-dressing has been around as long as manga, with the great pioneer of the form, Tezuku Osamu, writing a story titled Princess Knight about a cross-dressing female knight, said to have been inspired by the theatrical troupe made up entirely of women among whom he spent his boyhood.

Many other cross-dressing characters have appeared in manga, including Oscar, a beautiful lady who dresses as a man to lead the Royal Guard in The Rose of Versailles, a strip set during the French Revolution; and the cross-dressing male university student Koibuchi Kuranosuke who appears in Higashimura Akiko’s Princess Jellyfish, a romantic comedy about a group of women who live in an apartment block.

The Year 24 Flower Group

The name refers to a group of female manga artists who were born around 1949 (Shōwa Year 24 in the Japanese calendar) and are said to have laid the foundations for contemporary shōjo manga (comics for girls). The movement included Moto Hagio, Yumiko Ōshima, and Keiko Takemiya.

Their works used complicated layouts and styles of expression which hadn’t been seen in girls’ comics before, and they also tackled subject matter previously not covered in girls’ comics such as science fiction and fantasy.

They emphasised characterisation and depicted romantic attachments between young men which eventually developed into the specialised manga genre known today as BL or Boys Love (shōnen-ai). (Hagio Moto herself, one of the ‘founding mothers’ of shojo manga (manga aimed at girls) was at Japan House a few months ago, discussing her role in these innovations. Irritating to have missed it.)

Boys Love

BL is a genre which depicts romantic and sexual relationships between men. The wall label discusses the various Japanese terms which have applied to these kinds of stories, implying subtle gradations in and distinctions, both within and beyond the genre.

Crossing boundaries

Many manga artists started out creating self-published dōjinshi works. One such is Yoshinaga Fumi whose manga Ōoku which applies gender-bending to early modern Edo-period Japan, creating a female shogun who is served by a harem of men known as the Ōoku. 

Gay art legend Tagame Gengoroh wrote the runaway best-seller My Brother’s Husband, on display here and at the British Museum’s manga exhibition. He also was in London earlier in the year to discuss his work. The blurring of sexual identities helps to blur boundaries between genres, as well, with plotlines becoming capable of greater latitude and variety.

A more recent addition is the strip What Did You Eat Yesterday? which chronicles a gay couple’s day-to-day life through the meals they share together. Sometimes it reads like a recipe book. Its quiet domesticity is another way of raising awareness and opening doors about same-sex couples.

Kumota Haruko

Another example of an artist who started out creating self-publishing dōjinshi is Kumota Haruko. She has published an award-winning series titled Descending Stories: Showa Genroku Rakugo ShinkuRagoku is a form of storytelling theatre.

The series features two ragoku performers, the attractively mature Yakumo, and the cheerful and talented Sukeroku. Their same-sex relationship is never overtly stated. Instead the reader is left to infer it both from their day to day interactions, and from the subtle hints included in the traditional stories they tell. The display includes original artwork from the series.

Takemiya Keiko

Takemiya Keiko’s ground-breaking manga Kaze to Ki no Uta (The Poem of Wind and Trees) was first published in 1976 and explores relationships between young men at a boarding school in France. It caused a scandal at the time due to its depiction of sex between men, but was quickly championed by enlightened critics. Nowadays it is seen as the seminal work of Boys Love manga.

Why France? I wondered. Was it more associated, in the 1970s, with decadence and sensuality? In this country, Britain, probably, yes, it always has been seen as more licentious and ‘immoral’. Seems a distant and remote location for a manga artist to choose, though.

Summary

Not quite worth making a pilgrimage for on its own account, unless you are particularly interested in LGBT+ manga, this is nonetheless a small, but perfectly formed and exquisite display, and the Japan House is well worth a visit if you’ve never been before.

Boilly: Scenes of Parisian Life @ the National Gallery

Louis-Léopold Boilly (1761 to 1845) was 28 and an established painter when the French Revolution broke out. He managed not to get his head cut off by the apostles of freedom and equality, going on to survive the rise and fall of Napoleon and the restoration of the Bourbon monarchy, and enjoying a long and successful career – 84 was quite a ripe old age, especially back then.

The National Gallery owns just one Boilly painting, the small but intriguing A Girl at a Window. For this exhibition they’ve borrowed 20 works from a British private collection which have never previously been displayed or published and hung them all in Room One of the gallery (up the stairs and immediately to your left, if you come in the main entrance).

So this really is an unparalleled opportunity to find out more about an artist who is little known in Britain.

The twenty paintings and drawings on display show that Boilly was a lot of fun. He comes from an era when people used paintings for amusement and entertainment and information and titillation.

The latter motive is to the fore in two or three of his paintings from the 1790s. In these boudoir scenes or ‘seductive interiors’ Boilly combines two or three of key concerns. One is human interest. This is an anecdotal scene of two nubile young women comparing feet (and stockings). For the time this was quite a ‘saucy’ picture in that you can see a lot of the ladies’ stockinged feet and (as the wall label points out) a titillating amount of bosom on the verge of falling out of both women’s dresses. Boilly was certainly not highbrow. He wanted to please and entertain.

But the second feature of this painting is the phenomenal attention to detail. When you lean in you can see how much fun he’s had capturing the difference textures and surfaces and the play of light on the wooden table, the pink sash, the silver tankard and the sheets of paper behind them. A tremendous eye for detail and a concern that the image is completely finished. The looseness of brush we are used to in the Impressionists and everyone who followed is inconceivable here. Every millimetre of the canvas is covered in paint which depicts the scene in loving detail.

But it was scenes of Parisian street life that made Boilly famous. the exhibition includes half a dozen paintings of street scenes – working men gambling at a tavern, a beggar importuning a smartly dressed couple couple, a small crowd of gawpers gathered round a punch and judy booth.

This is narrative or anecdote painting. You’re meant to admire the overall composition, but then are encouraged to look out for all the humorous touches and details the painter has included – the boy at far right trying to look inside the booth, the soldiers at far left commenting, the old lady nursing a baby under the tree, the dog on the left has he seen or smelt something? And of course the central event they’re all looking at which is the hand puppet of Mr Punch trying to fit a hoop over the neck of a cat.

Note the twee little girl in a bonnet with her face turned towards us. Boilly’s crowd scenes nearly always include someone looking out directly at the viewer, including us in the scene. And then, stepping back, note that by far the brightest, best illuminated part of the painting is the bright pink and white dresses of the two young ladies with their backs to us. Once you’ve noticed how dazzlingly bright they are, you can read the painting again, purely in terms of the play of light and shade. When you do that, you come to appreciate how cannily Boilly has used various levels of lighting to create a dynamic interplay between different parts of the composition.

The French Revolution brought a new class to power, very loosely definable as the bourgeoisie, the educated middle classes who supplanted the French aristocracy in positions of power. Boilly’s naughty but nice interiors, and his observant depictions of street scenes were aimed at this new market. Instead of lofty allegories about Greek gods – the kind of thing which made aristocrats feel clever and godlike – Boilly’s pictures depict Parisian life as it actually was, naughty young ladies, beggars, the homeless, street entertainers, fine looking bourgeoisie, workers in rags.

The teemingness of it, the panoramic effect reminds me of the huge series of novels written by Honoré de Balzac which commenced in the same year as the Poor Cat and as what is arguably Boilly’s masterpiece, A Carnival Scene.

It is a winter’s afternoon and characters from the Italian commedial dell’arte are roaming the streets of Paris alongside men dressed as monkeys and aristocratic spectres from the pre-revolutionary era. Down at the front is a dog leaping with a theatrical mask over its tail, a boy is blowing a horn, a fat lady is climbing into the coach in the middle and her skirts have blown up to reveal her bare buttocks. This is the largest panorama of Paris life Boilly attempted, and I think you can detect its influence in later panoramic anecdotal paintings.

There’s a (slightly spooky) figure at the front a third of the way across the painting which is holding out its arms to the scampering dog. This gesture reminded me of William Powell Frith’s classic panorama, Derby Day, painted about 25 years later in 1858, where, in the centre at the front an acrobat entertainer dressed in white with yellow shorts is holding out his arms to his son who is completely distracted by the lavish meal being laid out on a picnic to his left (our right).

Comparing the two paintings brings out how totally Frith has assimilated all the lessons of painting and applied them directly to depicting his day with complete realism, fastidiously capturing costume, human types, and the chaotic teeming of the crowd.

By contrast Boilly seems very dated. The pink sky and the overall brown hue refers back to the countless landscapes of the Dutch school of the 17th century. Although his crowd is teeming, too, a look at any individual in it indicates that they are either caricatures (all the masked and costumed characters) or sentimentalised (the young ladies) and Boilly uses bright white light to lead the eye towards the centre of the composition and the fine lady in an expensive yellow dress, which acts as a sort of visual and psychological anchor. The well-heeled bourgeoisie are still at the heart of, still in control of things.

Portraits

Boilly’s depictions of modern urban life made his reputation at the Salon, but it was his vast output of portraits which made him his income. Over the course of his career he painted over 5,000 small portraits for a huge range of patrons, soldiers, lawyers, members of the Napoleonic nobility and the bourgeoisie.

Most of these were smallish oil portraits measuring about 22cm by 17cm. It is recorded that they took him about two hours to complete. He was nothing if not a pro. But I’ve chosen to represent his skill at depicting the human face with this set of charcoal and chalk drawings of Jean Darcet and six members of his family. It’s a funny mix of the conventional and the truly realistic. The two young ladies on either side of the venerable patriarch have rather simpering expressions and the chap at bottom left looks like a certain stock type of 18th century portrait. It was the row of sons along the bottom that caught my attention, specially the chap with the porky cheeks second from left. I really like the way they all have very loose and scruffy haircuts.

Sentimentality

Connected to the portraits are Boilly’s rather sickly sweet treatment of small children. Boilly was married twice (both wives predeceased him) and fathered ten children, of whom four died young. This picture depicts three of Boilly’s young sons, Julien adjusting the position of Alphonse’s head, while Édouard (left) looks on. It’s one of several which focus on small children and mothers.

If you look on the left you can see the boys’ pet dog is sitting to attention, with a stick over one soldier like a soldier. Yes, this is sickeningly sentimental tripe for a sensitive bourgeois audience, but Boilly knew his market very well. Pictures like this sold very well, particularly to mothers, which is why many of them feature a mother amid her oh-so-lovely brood.

Trompe l’oeil

I had no idea that Boilly coined the expression trompe l’oeil, which is French for ‘deceives the eye’ and has come to be the term used to refer to tricks with paint which create visual illusions. The final little section of the display shows three or so paintings which use trompe l’oeil effects including this, the only Boilly painting the National Gallery possesses, A Girl at a Window.

It dates from 1799, the decade when Boilly was painting his saucy interiors, and it is an interior with a young woman but there’s nothing hugely saucy about it. As in so many of the paintings the figure is looking directly out at us, inviting us into the scene and at first we are – as we’ve seen in some of his other works – mainly taken with her face and dress because this is so very highlighted, so bright, the best lit part of the composition.

Only slowly do our eyes adjust to the relative gloom of the rest of the scene and slowly come to realise how absolutely packed it is with anecdote and detail. To the right not just a vase but a bowl with a fish swimming in it, echoed by the smaller vial in front of it and then some kind of stick (or flute). And when you really look you realise there is a bird cage hanging on the wall above the goldfish bowl.

And to the left is an attractive young boy peering through a telescope trained off to the left. Look at the catchlight on the rim of the telescope and then on the frame and tripod supporting it. The depiction of light and reflection is wonderful.

And then you notice the frieze carved into the stone beneath the window ledge. Half a dozen characters are depicted in that, caught in some mythological travails.

It qualifies as a trompe l’oeil, as a humorous attempt to trick the viewer because although it is painted, every aspect of it is designed to make it look like a print, namely the fact that it is monochrome, painted only in shades of black, white and grey. This illusion is accentuated by the grey mount or surround for the picture which is itself painted, and by the artist’s ‘printed’ signature at bottom left.

Coming to A Girl at a Window hanging on its own in the National Gallery, you might have been intrigued for a few minutes and then passed on. The achievement of this small but beautifully formed little exhibition is to place it in the context of a life and career which was artful, clever, stylish and fun.
