Cecilia Vicuña: Brain Forest Quipu @ Tate Modern

The enormous empty space of the Turbine Hall at Tate Modern has been a challenge and inspiration for artists to fill with novel, thought-provoking, immersive or interactive installations for over 20 years. Latest artist to rise to the challenge is Chilean artist Cecilia Vicuña and her installation is titled ‘Brain Forest Quipu’.

Biography

From Wikipedia:

Cecilia Vicuña (born 1948) is a Chilean poet and artist based in New York and Santiago, Chile. Her work is noted for themes of language, memory, dissolution, extinction and exile. Critics also note the relevance of her work to the politics of ecological destruction, cultural homogenization, and economic disparity, particularly the way in which such phenomena disenfranchise the already powerless. Her commitment to feminist forms and methodologies is considered to be a unifying theme across her diverse body of work, among which quipus, palabrarmas and precarious stand out. Her practice has been specifically linked to the term eco-feminism.

Overarching title – ‘Brain Forest Quipu’

Only slowly did I realise the complex nature of Vicuña’s piece. Her project is given the overarching title ‘Brain Forest Quipu’ and consists of four separate and discrete elements, being:

  1. the sculpture – the ‘Dead Forest Quipu’
  2. the soundscape – the ‘Sound Quipu’
  3. the videos – the ‘Digital Quipu’
  4. the series of events – the ‘Quipu of Encounters: Rituals and Assemblies’

The sculpture – the ‘Dead Forest Quipu’

The main thing to see and respond to is the two separate installations, one above the sloping entrance ramp, the other the other side of the bridge, in the main hall space.

Both are huge ‘mobiles’, circular frames near the ceiling from which hang 27-metre long cascades of material. These include long strands of unspun wool and plant fibres and rope, among which hang a range of organic materials, found objects, cardboard and whatnot. These ‘curtains’ tower over visitors, evoking huge ancient trees of some imaginary rainforest or ancient mangrove swamp.

What is a quipu?

The quipu is an ancient South American recording and communication system made from knotted threads. Best to quote Vicuña herself on the subject:

‘In the Andes people did not write, they wove meaning into textiles and knotted cords. Five thousand years ago they created the quipu (knot), a poem in space, a way to remember, involving the body and the cosmos at once. A tactile, spatial metaphor for the union of all. The quipu, and its virtual counterpart, the ceque (a system of sightlines connecting all communities in the Andes) were banished after the European Conquest. Quipus were burnt, but the quipu did not die, its symbolic dimension and vision of interconnectivity endures in Andean culture today.’

The quipu (also written as khipu) is an ancient recording and communication system. It was used by the Quechua people of the Andes from 2500 BC through to the 16th century at the time of the Spanish conquest. Quipu means ‘knot’ in the Quechua language and consisted of a long textile cord from which hung multiple strands knotted into different formations and in different colours that were able to encode as much complex information as the alphabet. Although the exact meanings behind the knot formations are not now known, it is thought that they were used to record statistics, poems and stories, thereby creating a tactile relationship to memory and the imaginary. Cecilia Vicuña has been exploring and transforming the quipu in her work for over five decades. Her knots and materials are unlike the traditional form but inspired by it. Vicuña’s quipus work conceptually as sculptures, poems, performance, sound, and film, where a word, a gesture, or a group becomes a knot.

Ecofeminism

Part of Vicuña’s ecofeminism is an emphasis on collaborative, communal work, in contrast to the western idea of the isolated creative genius. Thus all aspects of the piece are collaborative: Vicuña has worked with London-based artists, activists and members of the Chilean community. Some of the objects incorporated into the sculptures were collected from the banks of the Thames (which, of course, flows just a hundred yards from the Turbine Hall) by women from local Latin American communities. Like so many 20th century artists she is incorporating found, damaged and everyday objects and fabrics into the work, materials that Vicuña calls precarios.

In this respect – artistic fascination with junk, detritus, the wreckage of our destructive civilisation – she is very reminiscent of Mike Nelson, whose impressive installations are currently on show about a mile down the Thames at the Hayward Gallery.

The soundscape – the ‘Sound Quipu’

There’s music, too. Vicuña worked with Colombian composer Ricardo Gallo to create created the soundscape i.e. New Age-ish, South American-inflected, pan pipes-type ambient sounds which are broadcast across the hall. The soundtrack includes Indigenous music from around the world, Vicuña’s own voice and music from fellow artists, alongside field recordings of nature and moments of silence.

It consists of 4 stereo tracks of approximately 8 hours each, containing 168 sound files from 23 contributors and 1 archive (played from within the ‘Dead Forest Quipu’); and one 8 hours quadraphonic sound file (played underneath the Turbine Hall bridge). There’s an intimidatingly long list of all the contributors and details of every track if you go to the Exhibition Guide page and select SOUND QUIPO. The one thing you can’t access, slightly irritatingly, is the actual soundtracks themselves.

The videos – the ‘Digital Quipu’

According to the wall label there are also videos by Indigenous activists and land defenders seeking justice for their people and our planet although, in walking from the installation hanging above the entrance ramp to the one in the main hall, I don’t think I noticed this. But then the Turbine Hall is quite a disorientating place, with hordes of people trekking across, either coming in or going out or walking across to the ticket office, or walking from there over to the lifts to the galleries.

Tate Modern is the most popular modern art gallery in the world with over five and a half million visitors each year. Pause to watch the video or look up into the dizzying height of the installation and you’re likely to be run over by coach parties of tourists.

Save the rainforest

For as long as I can remember good-hearted people have been earnestly campaigning to save the rainforests. This was a campaign when I was at university 40 years ago. A friend went to work for the WWF rainforest campaign 40 years ago. In terms of popular campaigning and awareness, Sting, Paul Simon and Neil Young all made albums or tracks on the subject 30 or 40 years ago. Numerous charities have been beavering away. Countless documentaries.

Despite all this the destruction of the Amazon rainforest (and rainforests around the world) continues apace. The Amazon in particular still appears to be being destroyed to create land where farmers can grow soya and ranch cattle to provide America with cheap burgers and fries.

Sadness

Therefore, of the many ways the wall labels suggest we respond to the installations (to create a space for new voices and forms of knowledge to be heard and understood, to become aware of the struggles of Indigenous peoples) the most likely or compelling one is mourning: if you do stop to think about the subject, it will be to mourn the destruction of the forests, the runaway catastrophe of climate change, and the complete deracination of the powerless Indigenous peoples.

This appears to be why the installation is titled ‘Dead Forest Quipu’. The stripped-bare feel of the dangling frames symbolising the destruction of green life, its transformation to metal skeletons and dry brown husks, bone-white of the objects representing the bleached bark of trees killed by drought or intentional fire.

Social weaving – the ‘Quipu of Encounters: Rituals and Assemblies’

Not that you actually see this on your visit but apparently the installation is being accompanied by a series of global events, or ‘knots of action’, connecting ancient Andean tradition and contemporary culture, inviting visitors to become active participants in the prevention of climate catastrophe.

Tears of the forest

Maybe the sculptures should have been made waterproof and had a continual trickle of water running down every strand, dripping into enormous pools at the bottom, to symbolise the million tears wept for the loss of the planet’s lungs and all those irreplaceable species.

Twin wives

The coolest thing about President Joseph-Désiré Mobutu (1930 to 1997), latterly known as Mobutu Sese Seko Kuku Ngbendu Wa Za Banga, dictator of Congo / Zaire from 1965 to 1997, was that, after his beloved first wife Marie-Antoinette Gbiatibwa Gogbe Yetene died in 1977, he married twins.

Well, technically, he married Bobi Ladawa in 1980 (Mobutu asked Pope John Paul II to officiate at the ceremony but the canny Pole politely declined). But Bobi had an identical twin, Kosia, and they shared the presidential marriage bed, sometimes singly, sometimes together, and they appeared at state occasions as a threesome.

Bobi bore the Great Leader four children, and Kosia bore him three daughters. Rumour had it that the deeply superstitious Mobutu was scared by the thought that the ghost of first wife Marie-Antoinette would return to haunt him so he a) had the vault of her mausoleum hermetically sealed to prevent her spirit getting out but b) kept the twins by him so they could ward off ghostly attacks from either side. Obviously that didn’t stop Mobutu having many other sexual adventures, like all the men in this story, but I can’t help admiring the twin wife strategy for warding off supernatural attack.

Synopsis

The Great War of Africa is said to have lasted from 1998 to 2003. At its height it drew in armies from about 12 African countries and involved over 40 different militias to create a chaos of violence, massacre and destruction across large swathes of what was then called Zaire, now the Democratic Republic Congo, in central Africa. The war was meant to have been ended by the Sun City Agreement supervised by South African president Thabo Mbeki but in fact, nearly 20 years later, conflict continues to wrack various parts of the Congo, including the Kivu area in the far east of Congo, near the border with Rwanda.

Background

Traditionally the best way to understand roots of the great war is to start with the Rwandan genocide (1994), and the best way to understand that is as one of the snowballing consequences of the Rwandan civil war (1990 to 1993). Everything derives from this event. This idea immediately puts things in perspective and much easier to explain.

Tutsi and Hutu

To understand the Rwandan civil war you need to know that the Tutsi minority in Rwanda had been subjected to racial prejudice and periodic pogroms and massacres since before the country’s independence in 1962. For a century or more prior to this the Tutsi minority which made up about 10% of the population of Rwanda had lorded it over the Hutu majority. For centuries there had been a Tutsi king at the head of a Tutsi aristocracy and they all regarded the Hutu as peasants who worked the land.

In 1959 the Tutsi monarchy was overthrown when the last Tutsi king died in mysterious circumstances (after being injected by a Belgian doctor) and Hutu politicians led an uprising which drove many Tutsis into exile in the neighbouring countries of Uganda to the North, Zaire to the West and Tanzania to the East. This became known as the Hutu Revolution. At independence in 1962, Hutu politicians took leadership of Rwanda and there were periodic pogroms and massacres of the Tutsi minority in local regions or towns throughout the 1960s and 70s, forcing more to flee into exile.

In Zaire the exiles were mostly centred in two areas, north and south Kivu, so-named because they lie to the north and the south of Lake Kivu which forms most of the border between Rwanda and Zaire.

Yoweri Museveni

However, it’s in Uganda that the story begins. Because it was here that second-generation Tutsi exiles from Hutu-led Rwanda decided to join Yoweri Museveni’s rebellion against Ugandan dictator Milton Obote in the 1980s. Why? Because the Rwandan refugees in Uganda were persecuted by Obote, as they had been by his predecessor Idi Amin – discriminated against, lived in poverty, were jeered and spat on by Ugandans – so overthrowing Obote would directly improve their lives.

Museveni’s campaign became known as the Ugandan Bush War and ended with Museveni seizing power in 1986. (In fact, Museveni remains president of Uganda to this day, an indication of how difficult so many African nations find it to manage transitions between leaders.)

Having successfully overthrown one dictator, the senior Tutsis in Museveni’s army naturally got to thinking about overthrowing the dictator of their own homeland Rwanda, Juvénal Habyarimana, and thus being able to return from exile.

The RPF and the Rwandan civil war 1990 to 1993

In 1990 a small cohort of Tutsis who had risen to senior positions in Museveni’s army went absent without leave, taking guns and weapons with them, and launched an invasion of north Rwanda, calling themselves the Rwandan Patriotic Front (RPF).

The Rwandan army, supported by French soldiers flown in to support them, repelled the invasion and drove the RPF back into the northern mountains, but here they regrouped under the brilliant leadership of Paul Kagame and settled into an effective guerrilla campaign.

This dragged on for three years until international arbitrators forced the RPF to the negotiating table with Rwanda’s dictator Juvénal Habyarimana in August 1993. Habyarimana and elements in the Rwandan military and political world then did everything they could to delay implementation of the peace deal – the Arusha Accords – which they deeply resented because it required assimilation of the Tutsi exiles into the Rwandan cabinet and army.

Unlike the hardliners, however, Habyarimana came under pressure to fulfil the accords from the ‘international community’ and by spring the following year, 1994, looked like he was about to begin implementing them.

The racist ideology of Hutu Power

During the war a loose association of Hutu extremists had developed which enunciated an ideology of Hutu Power in racist propaganda outlets such as magazines and radio stations. They had representatives at the highest level of the army, political sphere and the media and slowly cranked up propaganda claiming the RPF didn’t just want to return from exile, but were planning a Tutsi revolution to restore the Tutsi monarchy and return the majority Hutu population to serfdom and slavery.

Habyarimana’s plane is shot down triggering the Rwandan genocide

It was against this extremely tense background that President Habyarimana’s plane was shot down by two ground-to-air missiles as it came in to land at Kigali airport on the evening of 6 April 1994, as he returned from attending a summit of East African leaders in Dar es Salaam. To this day there is acrimonious dispute about who shot it down: the French (Habyarimana’s strongest Western supporters) claiming it was agents of the Tutsi RPF; the RPF claiming it was hard line elements within the Hutu military.

The truth will probably never be known, but within the hour leading Hutu Power hardliners seized power, sending Presidential Guards to murder the country’s Prime Minister and all other cabinet members who weren’t part of their Hutu Power ideology, then ordering all army units to round up and kill as many Tutsi as they could get their hands on. This only makes sense if you realise it was the behaviour of men who genuinely thought a) the RPF was attempting a coup to restore Tutsi total domination of society, and therefore b) Hutus must be rallied to ‘fight back’ and eliminate all Tutsi, everywhere, because who knew how many of them might not be traitors and Fifth Columnists, enemies and – to use the dehumanising word which the propaganda relentlessly drummed home – ‘cockroaches’.

Rwanda has always stood out from its neighbours in being an unusually well organised and hierarchical society, and orders from the centre were quickly dispatched to regional leaders and passed down to ‘commune’ level. These local administrators had lists of all Tutsis living in their area, and the army and the fast-growing militia, the Interahamwe, were sent to work systematically through every city, town and village, to identify and murder every Tutsi they could find. By the time the message percolated down to militia level it had become very simplified: all Tutsi were in on the conspiracy to murder the beloved president and return all Hutu to slavery. “Quick, now, kill them all before they start to murder and enslave us!”

The RPF end the genocide

As soon as the killing started the RPF, which had established headquarters 50 miles north of Kigali, abandoned the peace accords and resumed its advance. Being far more disciplined and effective fighters than the poorly disciplined Rwandan army, let alone the drunk, crude, blood-thirsty Interahamwe gangs, the RPF advanced quickly.

The genocidal attempt to exterminate all the Tutsis in Rwanda was not halted by any external powers, not by the UN or Americans or French, but solely by the efforts of the RPF as it systematically conquered the country and, everywhere it came, ended the massacres. By July 1994 they had taken the country and the genocide effectively came to an end.

The Hutu refugee crisis

But such was the terror the Hutu Power propagandists had sown about Tutsi domination that as they swept through the country, the RPF created panic among the Hutu population and a huge number of Hutus fled. In the end as many as 2 million Hutus fled across Rwanda’s borders into exile, the great majority west across the border into Zaire.

Here a number of mega-sized refugee camps were established. At first the refugees lived in utter poverty, disease took hold, hundreds died every day of cholera until international aid agencies arrived by the hatful, with tents and water and food. It was a vast operation, which ended up costing millions of dollars a day.

However, there was a bitter irony at work because among the hundreds of thousands of impoverished refugees were many of the Hutu organisers of the original genocide and they rapidly set about re-establishing their authoritarian rule over the civilians, using the Interahamwe and other militias to terrorise the refugees. They established no-go zones where UN write didn’t extend, they inflated the numbers of refugees in order to maximise Western aid, which they then creamed off for themselves.

In the Rwanda capital, Kigali, Paul Kagame, officially vice-president but still head of the army and the acknowledged power in the land, complained that the international community had done nothing to stop the worst genocide since the Holocaust, and was now giving more money and support to the génocidaires than to the country they had half destroyed.

Hutu Power regroups and renews anti-Tutsi violence

Not only that but the Hutu Power ideologues began military operations. There were long-established Tutsi populations in north and south Kivu and revitalised Hutu armed groups began attacking them with the sole purpose of killing as many Tutsi as possible. Then they began crossing the border into Rwanda and attacking police stations or massacring small Tutsi communities. In other words, the same people who carried out the anti-Tutsi genocide in Rwanda, were trying to continue it in their new setting.

Kagami asked the UN to move the refugee camps further away from the border with Rwanda, and appealed to individual Western powers such as America and France. Individual Western analysts later admitted that the optimal solution would have been to use overpowering force to go into the camps and separate the militias and the Hutu Power authorities from the vast majority of Hutu refugees, to peacefully return the latter to their towns and villages in Rwanda, and to have imprisoned and charged the latter.

But this would have required a lot of UN soldiers, cost a fortune and, most decisively, risked all out conflict a) something the UN is not meant to get involved in b) something vetoed by America since its traumatic experience during the Battle of Mogadishu in October 1993, when highly trained, well-armed American forces had entered Mogadishu to neutralise a militia which had been terrorising the city, but which ended in the surrounding and killing of 19 US servicemen. Intervention in the huge, highly armed Hutu camps would have been a very similar scenario with the same risks. The Americans said no (p.335).

Rwanda creates the AFDL

The situation festered for 2 years but Kagame but the Rwandan leadership had made their minds up and begun planning soon after the genocide ended. They knew the international community would severely disapprove of an invasion but would be less censorious of an internal conflict. Therefore they created an entity named the Alliance of Democratic Forces for the Liberation of Congo (AFDL). Stearns goes into greater detail than anything else I’ve read on the way the leadership for the new group was chosen and gives an extensive profile of the disgruntled old Marxist rebel leader, Laurent-Désiré Kabila, who had been leading a feeble rebellion against President Mobutu’s rule since the 1960s, who was chosen for the job.

The First Congo War October 1996 to May 1997

But despite its Congolese name and Congolese ‘leader’ the AFDL largely consisted or Rwandan and Ugandan armed forces. In October 1996 they invaded eastern Congo and began fighting the Congolese army. Stearns gives plentiful eyewitness accounts of how utterly useless the Congo army was. Troops, including senior officers, simply turned and ran, looting what they could along the way.

The AFDL entered the refugee camps, fought Hutu Power elements who fled west into the jungle, and dramatically succeeded in their first aim, which was to dismantle the camps and force up to a million Hutu refugees to return to Rwanda where, to their surprise, they were treated well and helped to return to their towns and villages.

Zairian dictator Joseph Mobutu had been a close personal friend of Rwandan dictator Habyarimana and after the plane crash had his remains flown to his complex of luxury palaces in Gbadolite. He promised her and the other Hutu Power ideologues that he would help them return to power in Rwanda. Mobutu supported the reorganisation of the génocidaires in the refugee camps and his army helped revived Hutu militias carry out anti-Tutsi massacres in Kivu.

Therefore it was entirely logical and no surprise that the second aim of the AFDL was to overthrow Mobutu. Stearns interviews some AFDL officials and some of the many child soldiers or kadogo who made up the AFDL ranks and gathers the sense that most of them were incredulous at this aim. Attacking the refugee camps a few miles from Rwanda’s border was one thing, but ‘marching’ the thousand miles west to Zaire’s capital Kinshasa, through thick jungle with few if any usable roads and fording umpteen rivers, seemed like a fantasy.

Yet they did it. AFDL forces split into two broad wings, one marching west to Kinshasa, the other heading south to seize the vital mineral centres of Mbuji-Mayi and, in the far south of the country, Lubumbashi, the other heading west to the capital. Stearns is keen to clarify that:

The war that started in Zaire in September 1996 was not, above all, a civil war. It was a regional conflict, pitting a new generation of young, visionary African leaders against Mobutu Sese Soku, the continent’s dinosaur. (p.54)

Thus:

Not since the heyday of apartheid in South Africa had the continent seen this kind of mobilisation behind a cause. For the leaders of the movement, it was a proud moment in African history, when Africans were doing it for themselves in face of prevarication from the west and the United Nations. Zimbabwe provided tens of millions of dollars in military equipment and cash to the rebellion. Eritrea sent a battalion from its navy to conduct covert speedboat operations on Lake Kivu. Ethiopia and Tanzania sent military advisers. President Museveni recalled: “Progressive African opinion was galvanised.” (p.55)

RCD massacres and atrocities

It would be nice to report that the advancing AFDL and their Rwandan and Ugandan allies were greeted as liberators from the tired old dictatorship of Mobutu, and in many places they were, but, alas, Stearns gives eyewitness accounts of many places where Rwandan forces carried out massacres of locals, giving stomach-churning details of the massacres at Kasika and Kilungutwe, pages 251 to 261.

If only it was the story of an aggrieved nation overthrowing the wicked dictator of the neighbouring country who had supported the genocide, it would be a clean-cut fairy tale. But Stearns has clearly been very affected by the survivors of local massacres and pogroms he met and gives a much darker picture. He extrapolates out from the specific towns he visited to quote UN figures for the number of civilians massacred in the war and the extraordinary number of women raped and defiled (by defiled I mean things like pregnant women having their bellies ripped open by bayonets, their babies torn out, and then their dismembered bodies carefully arranged in obscenely pornographic poses – that kind of thing.) Thus it was that in a few short years, what many hoped was a kind of pan-African crusade, turned into a squalid affair of massacres and corruption.

Within several years, the Congo was to become the graveyard for this lofty rhetoric of new African leadership as preached by Mbeki, Albright, and many others. Freedom fighters were downgraded to mere marauding rebels; self-defence looked even more like an excuse for self-enrichment. Leaders who had denounced the big men of Africa who stayed in power for decades began appearing more and more like the very creatures they had fought against for so many years. (p.56)

And there is something eerie about the way the issue of Tutsis remained central to the entire story, as if the Tutsi-Hutu animosity is some really deep, ancestral Biblical curse. The atrocities Stearns investigates later on the book were all carried out by the RCD (the Congolese Rally for Democracy, the fig leaf name given to the Rwandan forces in the AFDL alliance) and these were of predominantly Tutsi ethnicity and this leads Stearns to discover that a bitter and abiding hatred of the Tutsi had been created in a trail of bloodshed right across Congo. Reading this book was sometimes like being in a nightmare where no-one can escape from the endless hyperviolence triggered by the endless obsession with ethnicity.

May 1997 Mobutu flees, Kabila becomes president

To cut a long story short, after failed negotiations mediated by everyone’s favourite African leader, Nelson Mandela, Mobutu and his ruling clique hastily fled Kinshasa into exile (where he died a few months later, an embittered sick old man) and Laurent Kabila was installed as president, promptly changing the country’s name back from Zaire to Congo.

Here as elsewhere in this book, Stearns goes into a lot more detail than any other account I’ve read, giving an in-depth account of Kabila’s 18 month rule, its few strengths and its many weaknesses. Chief among the weaknesses was the simple fact that he had no democratic mandate. He had won power by force and, what’s more, very obviously force backed by foreign countries, Rwanda and Uganda. He was a foreign imposition. Many in the political class had spent their entire lives campaigning against Mobutu, had been imprisoned sometimes tortured, multiple times, most notably the political survivor Étienne Tshisekedi. Polls suggested that if free elections were held, Tshisekedi would win by a landslide 70+% while Kabila would get around 10%. So he couldn’t hold free elections.

And his foreign backers very quickly made themselves unpopular. In the kind of detail this book excels at, Stearns tells us that youthful RCD cadres lorded it over the easy-going Kinshasans (or Kinois, in French). They took it upon themselves to upbraid Kinshasan women for wearing immoral western outfits (tight jeans) and  forced Kinshasan men to lie on the floor and be beaten with canes for minor traffic infractions.

Stearns’ account makes it easy to understand why Kabila lost popularity on all fronts. None of this would have mattered, at least in the short term, if he had kept the support of his chief external backers, Rwanda and Uganda. But, seeing how unpopular their presence was making him, Kabila made the fateful mistake of blaming everything on them and expelling all external forces and advisers.

Second Congo War August 1998 July 2003

The details are complicated but the overall story is simple: Rwanda reacted very badly to being expelled by the very man they had helped to put in power and so they and Uganda, once again, mounted an invasion of Congo in what was, in effect, the Second Congo War. This time, however, more foreign countries got involved and this is the start of what came to be called the war of Africa.

In the First Congo War, other nations beyond Rwanda and Uganda had got involved. Other regional powers such as Angola and Zimbabwe wanted to see Mobutu overthrown and so had sent nominal forces to help the AFDL. There was general unanimity among most of his neighbours to get rid of the old leopard.

However, the second Congo war saw the breaking up of this alliance: Rwanda, Uganda and Burundi were still allies and the main force behind the second invasion; but Angola, Namibia, Chad and Zimbabwe lined up behind the Kabila regime.

The first Congo war was fought on points of principle: closing the refugee camps, neutralising the Hutu militias and overthrowing Mobutu. The second Congo war was more about seizing resources, about money and influence. Thus Robert Mugabe, dictator of Zimbabwe, had loaned Kabila up to $200 million during the first campaign and wanted it paid back. As a reward, Kabila had awarded Zimbabwe a valuable ammunition contract, and other lucrative agricultural and mining contracts were in the offing.

For Angola, Mobutu had been a thorn in their side, offering sanctuary to the UNITA rebels (and channeling CIA funds to them) as they fought the left-wing Angolan government. Kabila had presented a clean break with that tradition and so won Angolan support.

Once again there is something eerie in the way the Tutsi issue raised its head again for Kabila responded to the Rwandan invasion by trying to rouse Congolese patriotism on his side chiefly by  resorting to fierce anti-Tutsi propaganda, just the kind of hate speech he had been hired by Kagame and co to stamp out in the Hutu Power refugee camps.

In the absence of strong civic institutions, ethnicity remains an enduring identifier

It’s an example of the point Stearns makes in the summary of his book that, in the absence of strong state institutions and traditions, ethnicity is one of the few enduring, solid, easily identifiable values citizens of many post-colonial countries have. It provides a mental, cultural, linguistic identity which everyone can understand, from the most over-educated professor to the illiterate peasant in his field. As soon as news of the new invasion from Rwanda became known, all Tutsi everywhere in Congo became fair game, and Stearns recounts numerous roundings up and mass executions of Tutsi. This is what I meant by the nightmare of ethnicity which I mentioned earlier. There is stomach-churning violence and bloodshed on almost every page of this book.

Just the buildup

Believe it nor not, all the preceding is just the the build-up to the great war of Africa. You need to understand all the above to make sense of what followed, which was five years of confusing conflict, eventually involving the armies of some 12 African nations and over 40 different militias.

The odd thing about this book is that it is brilliant about the build-up, shedding light on many of the incidents and events I’ve outlined above. Stearns has met a lot of key players and eyewitnesses and treats their testimony with great sophistication, starting chapters by introducing us to apparently random individuals and then, by letting them tell their stories, slowly revealing the role they played as army leaders, or political players or child soldiers or survivors of massacres, filling in part of the jigsaw and then often going on to make general points about, for example, the role of child soldiers in the conflict, or the recurrence of anti-Tutsis sentiment, or analysing in detail just why the Congo army was such rubbish and why the Congo state as a whole collapsed so easily to foreign invasion.

(This is because, in a nutshell, Joseph Mobutu had spent 32 years hollowing out, undermining and weakening the Congolese state. Mobutu thought that strong state institutions, such as an independent judiciary, police force, free press and strong well-trained army would all threaten his hold on power. So he created a system in which nobody received regular wages but everyone depended on him, the Great Chief, for handouts, bonuses and rewards. He recreated the traditional African social structure of the strong chief handing out rewards to family, clan, tribe and those who pleased him, and in doing so hollowed out and destroyed almost all the structures of a functioning society, including even the mining companies which were all that kept the Zaire economy from complete collapse, but which he sold off for quick profits, preferring to cream off money here and now so that none was left to invest, so that the infrastructure collapsed, power stations failed, mines flooded, entire mines were abandoned, output collapsed and the Zairian economy along with it. The more you read about his rule, the more astonishing it becomes that someone could be so criminally irresponsible in running a country.)

Weakness of the book

Often Stearns creates this effect by starting a new chapter by introducing us to a new personage, who we slowly get to know, describing the circumstances of his interview and so on, before slowly getting round to the point of how they fit into the history. In other words this is not a conventional chronological history, it is more like a series of magazine-style profiles of emblematic individuals which help us into the events and stories which form the history.

Anyway, although the book is nominally about the Great African War it’s more than a bit ironic that this method, which has served him so well during the preceding 200 pages, somehow breaks down when it comes to the main subject of the book. David van Reybrouck’s book about Congo breaks the Second Congo War / Great War of Africa down into 4 distinct phases with an explanation of each phase and maps showing how the vast territory of Congo was divided between various armies during each phase.

There is nothing as clear or graspable in this book. Instead Stearns continues his method of approaching the subject obliquely via biographies of individuals who he met and interviewed at length but, after a few chapters, I began to feel I was missing any understanding of the bigger picture. Thus there’s a long profile of Ernest Wamba dia Wamba, an ageing Marxist professor who was, unexpectedly made head of the Congolese Rally for Democracy (RCD) and why, not surprisingly, this didn’t work out. Stearns tracks him down to poverty-stricken shack in a remote suburb of Kinshasa and finds him still unbelieving of the mass violence which accompanied the RCD campaigns.

Jean-Pierre Bemba

Then there is a long chapter about Jean-Pierre Bemba, the bull-like rebel who set up his own group, the Movement for the Liberation of Congo (MLC) which in 1999 took control of the north of the country. Stearns is good on Bemba’s close relationship with Mobutu during the good times, and the roots of his rebellion, and then the (inevitable) descent into massacres and atrocities (real atrocities which are so disgusting I won’t repeat them, p.230). The kind of thing which wrecked the high-minded pan-African rhetoric which I quoted at the start.

Pastor Philippe

He meets Pastor Philippe, witness to a horrifying massacre in Kisingani, in which his own children were brutally murdered (p.243) and this broadens out into a series of descriptions of atrocities carried out throughout the region. Wherever you turn there’s a group of soldiers gagging to round up the village, lock them in the local church, chuck in some hand grenades and burn the building to the ground, or spray it with machine gun fire, or round up the village into a hall and call them out one by one to have their throats slit like goats, or get the men to watch while the women are gang-raped, and so on. On and on it goes, with stomach-churning atrocities on every page. Pastor Philippe thought the Tutsi soldiers were so savage because they were brain damaged after the genocide (p.243). (This is not as eccentric as it sounds; elsewhere Stearns quotes a study in a psychiatric journal estimating that around a quarter of Rwandans who lived through the genocide still suffer from post-traumatic stress disorder. p.46).

Occupants of a house in a village Rwandan troops had taken over got into an argument with the soldier standing guard outside so he stuck his kalashnikov through the window and emptied a clip, killing everyone inside (p.248).

All these accounts explain why Stearns has a markedly more anti-Rwanda attitude than most of the other accounts I’ve read. It also feeds into a chapter Stearns devotes to estimates by aid agencies and the UN about how many people died during the five years of the war. The best estimate is 4 to 5 million died either through direct violence or the result of being dislodged from their land, becoming refugees, disease and starvation, and a shocking 200,000 women have been raped (p.263).

(This critical attitude to Rwanda is partly explained by Stearns’ CV. Born in California in 1976, and privately educated, Stearns took a degree in political science and was lined up to attend Harvard Law School when he first travelled to the Congo in 2001 to work for a local human rights organization, Héritiers de la Justice. Between 2005 and 2007, Stearns was based in Nairobi as a senior analyst for the International Crisis Group, working on the Democratic Republic of the Congo, Rwanda and Burundi. In 2007, he left to spend a year and a half researching and writing this book, based on interviews with leading protagonists of the conflict. In 2008, Stearns was named as coordinator of the United Nations Group of Experts on the Congo, a panel responsible for researching support and financing of armed groups in the eastern Democratic Republic of the Congo. In their final report, the Group found both the Rwandan and Congolese governments guilty of violating United Nations sanctions. So Stearns is very highly qualified indeed to make these kinds of judgements.)

Back to the war, only a tiny fraction of the estimated 5 million death toll came from actual fighting because, as Stearns makes abundantly clear, the soldiers were mostly useless at set piece battles. The Congolese army, in particular, just dumped their weapons and ran away. What all the armies and militias of every side were extremely good at was massacring unarmed civilians, slitting their throats, tying their hands and chucking them in the nearest river, bayoneting them to death, gang raping women before cutting their vaginas open, dashing babies and toddlers brains out against walls or trees, and so on, and on, and on, for page after page. (The most disgusting disfigurements are from the massacre at Kasika on page 257.)

The assassination of Laurent Kabila 16 January 2001

Chapter 18, pages 267 to 284, is devoted to the assassination of Laurent Kabila, two and a bit years into the war, on 16 January 2001. He was shot dead in broad daylight in his office in Kinshasa by one of his personal bodyguards, a former child soldier who had accompanied him from the early days of the First Congo War. The assassination is the departure point for a review of Kabila’s administration which, basically, reverted to the same kind of personal rule as Mobutu, keeping all civic institutions weak and running everything by feudal patronage of the king-chieftain. Because of the collapse of the mining infrastructure Kabila became more and more reliant on cash from Angola and Zimbabwe to pay his troops and just about keep his rule afloat.

Stearns explains that in Congo this is known as envelopperie i.e. the system whereby nobody receives a fixed salary, but everything works by unmarked envelopes filled with cash. This isn’t corruption. It is the way the entire state is run, from the highest level of the cabinet, throughout the civil service, all local administration, the army and the police, right down to the lowliest business deals (p.321).

Anyway, Kabila’s assassination was also the focus for numerous conspiracy theories, just as the shooting down of Habyarimana’s plane had been seven years earlier. Was it a revolt of the small cadre of child soldiers who were disgruntled at not being paid and the general chaos of Kabila’s rule. Or was it organised by the Angolan government who had previously supported him, because Kabila had reverted to allowing UNITA to smuggle diamonds through Congo as long as he got a much-needed cut? Or was it the people who had most to gain, a conspiracy organised by Paul Kagame and the Rwandans?

After much debate among his courtiers, it was decided he would be succeeded by one of his many sons by his numerous mistresses, Joseph Kabila, and this leads onto an extended profile of Joseph’s shy, reclusive, character. Anyone who expected a dramatic change in the style of government in Congo was initially heartened when he slowly got rid of the advisers who had surrounded his father and replaced them with a young generation of technocrats, but then disillusioned as he proceeded to use many of the same tactics his father. Joseph went on to rule as president from January 2001 to January 2019. He was only with difficulty persuaded to have genuine democratic elections in December 2018, which led to the election of Félix Tshisekedi, himself the son of Étienne Tshisekedi who was for so long a thorn in the side of Mobutu. African dynasties of power and who is, at the time of writing, still president.

Congo’s crooked mining industries

The next chapter, chapter 19, titled Paying For The War, pages 285 to 304, does what it says on the tin and gives a detailed account of the heroic mismanagement of Congo’s vast mineral wealth by Mobutu inn his 32 years of misrule, which was accelerated by Kabila in his three and a half year rule.

Both these rulers proved incapable of understanding that you need to invest significant amounts in infrastructure (power plants and cabling, roads, proper maintenance of mines and machinery, decent accommodation, schools and hospitals for tens of thousands of workers) and let all those things decay and collapse into (literal) ruins. This explains why few respectable multinationals were prepared to step in to run mines to extract the rich stores of copper, tin, coltan and uranium which sit under Congo soil.

And it explains why the way was left open for smaller operators who were prepared to take more of a risk, who didn’t have the wherewithal to rebuild the ruined infrastructure, but had the nous to get in and extract the easiest veins or even trawl through heaps of slag to extract what they could. Mobutu and then Kabila encouraged this behaviour because they wanted some money now to pay for the endless war, rather than vague promises of a lot of money in the future, and this explains why, as per Stearns’ method throughout, he elucidates the subject via a profile of entrepreneurial mining engineer Jean-Raymond Boulle, a foreigner (p.286), and then of Pierre Goma, a native Congolese (p.296). Olivier is attributed a pithy quote which sums things up usefully:

“The first war had been about getting rid of the refugee camps and overthrowing Mobutu. The second was about business.” (p.297)

Joseph Kabila

The penultimate chapter, pages 307 to 325 of this 327-page book, is devoted to the character and achievement in office of young Joseph Kabila who succeeded his assassinated father. This is all very interesting as far as it goes, but as I got to the end of the book I realised something fairly simple.

Somehow, in the previous 100 pages, although he makes mention of some military engagements and the leader of one particular rebel group, Jean-Pierre Bemba, and the stuff about the mineral industry, and some stomach-churning accounts of atrocities… somehow Stearns has failed to give a good overview of the Great War of Africa itself. There’s no chronology or overview or sense of the different phases of the war as are given in just a handful of pages in David van Reybrouck’s account.

It’s strange that a book ostensibly devoted to the Great War of Africa contains a wealth of information about the build-up to it, extensive information about the key players and many peripheral aspects of it, such as the funding from Zimbabwe or the trade in illegal diamonds and so on… and yet almost nothing by way of conventional account of the war itself, which groups fought where, if and where there were any major battles. In the quote I give at the start of this review he mentions that the war in fact involved 40 or more conflicts but he nowhere explains what these are.

I think the good reviews of the book stem from the fact that he is brilliant on the long, long buildup to the war, gives more in-depth and information rich profiles of key players such as Paul Kagame or Laurent Kabila than I’ve read anywhere else, and also features extensive profiles of individuals whose stories shed light on all aspects of the conflict which kicked off with the RPF invasion of Rwanda in 1990… and yet details of the Great War itself… oddly patchy, unsystematic.

I like the persona of Stearns who emerges from the book, I admire the immense amount of research he’s done, I enjoy his clear, authoritative, reasonable style, I am gripped by the portraits of so many Congolese and Rwandans, every page contains fascinating insights into life in the region, complemented by facts and figures from western aid agencies or economic bodies (about the Congo economy, the mining industry and so on).

And yet, puzzlingly, almost bizarrely, there’s a hole in the middle of the book where an authoritative account of the war itself should be.

Conclusions

In his final short chapter  (pages 327 to 337) Stearns draws some conclusions from this sorry history.

The media

First he blames the media:

  1. the short attention span of 24/7 news in which only the most bloody/grotesque stories can make it amid the endless turnover of domestic stories means that…
  2. stories from beyond the West rarely feature and, if they do, without any background or context…
  3. thus fuelling the general sense that these atrocities are happening far away in a conflict which is endlessly plagued by genocide and civil war

1. This is all true but it’s hard to see what can change it. It’s the same complaint Michael Ignatieff makes in chapter one of The Warrior’s Honour: Ethnic War and the Modern Conscience (1998) where he calls for sweeping reform of TV news, which will replace superficial 3-minute items with in-depth documentaries, thus informing the citizens of the West about the deeper causes and contexts of the umpteen conflicts around the world, and so informing the decisions of Western governments about where and how to intervene and help.

2. Secondly, it’s not the media making it up or exaggerating – there has been a steady flow of atrocities, civil wars, massacres and genocides from Africa for most of my life, which overlaps almost exactly with the arrival of African independence in the early 1960s. The Congo Crisis, the Biafra Crisis, Idi Amin expelling Ugandan Asians, Emperor Bokassa and his fridge full of human heads, the daily reports of police atrocities in South Africa, the famine in Ethiopia, civil war in Sudan, civil war across the Mahgreb, the antics of Colonel Gaddafi, the Ethiopian famine and Band Aid, the collapse of Somalia and the activities of its pirates, the Rwandan genocide and so on. In the last week, while I’ve been reading this book, there’s been 1) a military coup in Sudan 2) the rapid advance of the rebel alliance which looks like it might overthrow the Ethiopian government, and 3) ongoing killings in the Kivu region of east Congo, which has suffered continual unrest since the events described above. In other words, Africa has been a source of endless disaster stories for most of my life. The media isn’t making them up.

It is unrealistic to expect the British viewing public to submit to hour-long documentaries about each of these situations. All the evidence is that the majority of the British public don’t give much of a damn about politics in their own country, so expecting them to put the effort into understanding the intricacies of conflicts thousands of miles away is utopian.

3. Thirdly, Stearns’ own text acts against his own argument. He scolds the media for presenting an image of Africa dominated by disaster, war and death at the end of a long, gruelling account of disaster, war and death in Africa. Far from countering the stereotype, Stearns’ book deepens and exacerbates my sense of Africa as the location of unending ethnic conflict, massacres, pogroms, atrocities and a terrifyingly high level of killing and rape.

The best way for Africans to stop their continent being portrayed as a zone of endless civil wars and atrocities is not to blame western media but to stop having endless wars and atrocities.

Ignatieff and Stearns in their different books seem to think that if only western audiences knew more about these faraway African conflicts, they would take a more sympathetic view of them. Well, looking up the Sun City Agreement on Wikipedia led me in two clicks to the ‘Effacer le tableau’ genocide. This isn’t even mentioned in Stearns’ book but was one of the many catastrophic side-effects of the Congo wars.

‘Between October 2002 and January 2003, two the rebel groups, the MLC and RCD-N in the East of the Congo, launched a premeditated, systematic genocide against the local tribes and Pygmies nicknamed operation ‘Effacer le Tableau’ (‘erase the board’). During their offensive against the civilian population of the Ituri region, the rebel groups left more than 60,000 dead and over 100,000 displaced. The rebels engaged in slavery and cannibalism. Human Rights Reports state that this was because rebel groups, often far away from their bases of supply and desperate for food, enslaved the Pygmies on captured farms to grow provisions for their militias or, when times get really tough, simply slaughtered them like animals and devoured their flesh, which some  rebels believed gave them ‘magical powers’.

Can you seriously argue that if the average westerner learned knew about these conflicts, they’d become more sympathetic? More disgusted and repelled, I suggest.

The fundamental cause of civil violence

Stearns agrees with Ignatieff that the fundamental cause of the unending violence is the pitiful weakness of state institutions. As explained above, Mobutu systematically undermined any modern state institution which might present a challenge to his power and replaced it with the law of the Strong Man, the African chieftain who dispenses largesse to his favourites and locks up anyone who criticises him. This has been the identical pattern across numerous other African states since independence.

Since independence, the story of political power from Joseph Mobutu to Joseph Kabila has been about staying in power, not about creating a strong, accountable state. (p.330)

The lack of any state institutions to rein in power and limit violence helps to explain why ethnicity and tribalism remain behind as two of the few means left to politicians to mobilise their supporters and entire nations in times of stress. So long as African states have weak, powerless state institutions, so long will ethnicity remain an organising and rallying cry for leaders trying to remain in power (p.331).

Foreign aid

This is a very vexed issue. I worked at the UK’s Department for International Development for 2 years where I heard, read and researched the countless arguments for and against western aid to developing countries. It’s a big subject, with vast numbers of books, papers, speeches, political policies and research devoted to it, but the outline of the basic arguments are relatively simple.

1. Endless aid retards the development of civil society…

Stearns makes the point that giving aid indiscriminately encourages poorly developed states like Congo to remain such. If the French or German or Swedish government are paying for roads and hospitals in the Congo, then the Congo government doesn’t have to. More subtly, it won’t learn the tricky, fiddly, frustrating way in which western democracies work (most of the time) with their complex interplay of independent institutions, judiciary, free press and huge range of civil society agencies, charities and watchdogs and whatnot.

2. …but we must continue to give aid

Stearns disappoints me a little by saying we must continue to give aid to Congo ‘obviously’ because of the centuries of slavery, colonialism and exploitation by the West (p.332). But must we, though? There are some equally powerful counter-arguments. The slave trade was abolished over 200 years ago. How much longer must we continue to atone for it? Another hundred years? Forever?

The colonial period lasted from about 1885 to 1962, some 77 years. 77 years after independence will we still be bailing out the Congo government? How long does it take a post-colonial country to become truly independent? The pro-aid argument suggests the answer to that question is never. Former colonies will never cease requiring Western aid. Throw in periodic calls for reparations for slavery and/or inflicting climate change on them, and paying out to Third World countries will never end.

Wasted aid to date…

But the most powerful argument against aid is ‘look what happened to all the aid we’ve given so far’. It was creamed off by Mobutu and redistributed to his clients and powerbrokers with no regard to their ruined country. It went into the mad extravagances of Mobutu’s palace and Concorde lifestyle. It went directly into the purchase of bijou properties all over Europe. A huge amount of it never impacted the lives of the ordinary Congolese in the street, which got steadily worse and worse as time went by i.e. as the sum total of aid poured into the country increased. More aid = greater poverty.

When I worked at DFID there was a hoary old saying that development aid involved poor people in the  First World giving money to rich people in the Third World. Certainly when you read about the lifestyle of Joseph Mobutu 1965 to 1997 it’s hard not to get very angry that all those palaces, luxury cars, expensive patisserie flown in from Paris, was paid for by aid money and countless loans from the World Bank or IMF or Western donors.

Not only that, but there’s a respectable anti-aid case which argues that Western aid keeps African nations infantilised, semi-developed, and dependent on their patrons. It encourages reliance. It is a form of neo-colonialism because it ensures the recipient countries will never be weaned and acquire real independence.

Pro aid people say we’ve learned from all those mistakes, and now we are much more savvy and targeted about how we give aid to named, defined projects which have specific measurable outcomes. Maybe. But if this book shows one thing it is the utter inability of Congolese politicians to run a country. They couldn’t run a medium-sized business. The clientilist system perfected by Mobutu was swiftly copied by his successor Laurent Kabila, and then by his successor, Joseph, creaming off short-term profits, fire-selling state assets, stealing whatever aid they could – all in order to pay off the army involved in endless stupid wars, and to pacify important stakeholders, army bosses and regional powerbrokers. To build civil society and proper infrastructure? As little as they could get away with.

On their own two feet

The vast, desolating irony is that everyone agrees the Congo is sitting on a literal goldmine, along with copper mines, diamond mines, uranium and coltan mines of incalculable value. It ought to be the richest country in Africa, but it has had a succession of leaders who were kleptocratic morons, who have run its mining industries into the ground.

Therefore, you’d have thought that if aid to the country is to continue, it should be focused on rebuilding the ruined infrastructure around the mines with a view to providing the country with a decent income of its own. Even if this involves inviting back in Western mining companies, this strategy would start to give well-paid employment to everyone living in those areas and, if production is taxed at an agreed and consistent level (i.e. not managed via corrupt backhanders and payoffs) then Congo’s budget would soon by buoyant and it could set about a plan for reviving the legal economy, building roads, investing in electricity and digital infrastructure, restoring a strong police force and civil service which receive regular decent pay so don’t have to resort to bribery and corruption, and generally try and make its way towards being a half-decent, viable state which provides a reasonable standard of living for its population. That’s the hope.

Demographics and climate

But lurking behind the political plight of all African and developing nations are two objective realities which no amount of books and articles and strategies can argue away: explosive population growth and environmental damage/climate change.

In 1962 when Congo became independent its population was an estimated 16 million (there’s never been a census). Now, as I write, it is estimated to be 90 million and every one of this huge country’s  ecosystems – its agricultural land, its rivers, its rich rainforests – are being permanently degraded. It’s hard to be optimistic.

Congo proverbs and sayings

I started reading Stearns immediately after reading Philip Gourevitch’s famous book about the Rwandan genocide which readers of my review will know I had an allergic reaction to because of its foregrounding of the author’s naively American, blank incomprehension at the monstrosity of the thing, rather than applying knowledge and analysis.

As I read the Stearns I noticed a tiny but symptomatic difference between the two authors which is that whereas Gourevitch, being the A-grade English graduate that he is, uses as epigraphs to his chapters entirely inappropriate quotations from George Eliot or John Milton, Stearns instead uses Congolese proverbs and folk sayings. These are teasing, suggestive, evocative, flavoursome ways of entering into an alien culture, and also indicative of how much deeper Stearns has got under the skin of this country and its people than Gourevitch did of Rwanda.

  • Power is eaten whole. (p.3)
  • A cat can enter a monastery but she still remains a cat. (p.163)
  • No matter how hard you throw a dead fish in the water, it still won’t swim. (p.181)
  • The gratitude of a donkey is a kick (p.239)

This was Ballard’s second novel and the one which really launched his career, because it is the first one to give readers a true flavour of the strange and eerie, dystopian psychodramas which Ballard was to become famous for.

Mise en scène

It’s a short novel (170 pages) set in the near future. About seventy years before it opens – i.e. in our ‘present’ – the sun began erupting in solar flares. These solar flares:

  • blasted away the layers of atmosphere, including the ozone layer, which protect the world from radiation
  • massively raised global temperatures, so that at the equator it’s now 150 degrees Fahrenheit or more
  • melted the icecaps and all the world’s glaciers, and so
  • raised the world’s sea levels by well over a hundred feet – six storeys of high-rise buildings are now under water

When it comes to the melting ice and rising sea this is something we’ve all become imaginatively familiar with thanks to the widespread publicity surrounding global warming – the one unexpected detail in this scenario is that Ballard says that the melting glaciers and calving ice caps have carried with them into the oceans and across the continents huge swathes of silt, mud and sludge (p.22).

All these factors explain why, 70 years later, the cities of Europe are entirely underwater, but swirled around their submerged cinemas and skyscrapers and town halls are sandbanks of silt out of which huge tropical foliage – rainforest trees and bushes and giant ferns – luxuriously sprout.

What is left of humanity has been forced to retreat to the very tips of the planet at the Arctic and Antarctic as the rest of the world not only heats up beyond human habitability, but is swept by devastatingly violent typhoons and hurricanes.

And an even bigger problem than the heat is the radiation – the loss of the ozone layer has exposed the middle parts of the world to life-threatening levels of radiation. This has accelerated the rate of mutation in the natural world, quickly giving rise to modern-day copies of prehistoric fauna and flora, but it has also, of course, decimated the human population. The birth rate has plummeted. Barely one in ten couples are able to have children (p.23). There are maybe five million humans left alive.

The mapping mission

The novel’s first part describes the work of a UN mapping team which is on a three-year mission to map the abandoned and overgrown lagoons and creeks which is what most of Europe’s cities have been reduced to. The mission has been sent from the home base, Camp Byrd in Northern Greenland (population 10,000, p.23). We quickly meet the key personnel:

  • Dr Robert Kerans – 40, tanned, white-haired, the main protagonist
  • Dr Bodkin – much older, number 2 to Kerans
  • Colonel Riggs – brisk and businesslike head of the military team, which numbers about a dozen
  • Sergeant Macready – reliable
  • Lieutenant Hardman – tough and intelligent
  • Beatrice Dahl – beautiful, langorous rich girl’s daughter who the mission discover living in a luxury apartment in one of London’s drowned hotels – much given to sunbathing in the dawn and evening light beside a drained swimming pool on the roof, painting her toenails, and drinking too much. Kerans is having a sort of affair with her which doesn’t appear to involve any physical element.

To begin with we are introduced to the rather boring routine of the scientists as they go about their mapping work. They have a floating ‘testing station’ (a two-storey drum some 50 yards in diameter, p.40) which is towed along behind the bigger military ship, as well as a flotilla of scows, a catamaran and a helicopter.

This begged the question for me, right from the start, of where they got all the fuel and power this would require. Or food. Or fresh water. Although Ballard fills in loads of other military and logistical details, on the big practical questions he is oddly quiet. But this is because his interest is in setting the stage for a different kind of story.

The double meaning of the phrase ‘the drowned world’

So it is that about 50 pages into the novel we learn the title has a double meaning. We learn that some of the ostensibly sensible, military-type characters have begun to have bad dreams. And they’re not just dreams. Dr Bodkin explains to Kerans that what they’re experiencing is the revival of prehistoric memories.

The world has reverted to the climate, flora and fauna of the Triassic age. And now humanity’s unconscious and preconscious minds are reverting, too. Bodkin tells him that Camp Byrd has received radio messages that something similar is happening to the other scouting mission.

Kerans comes across Bodkin giving some basic anti-reversion treatment to one of the most stolid and phlegmatic of the team, Lieutenant Hardman, who, apparently, has the most advanced dreams. In fact they’re not really dreams. The protagonists are slipping away into a prehistoric dreamworld which makes this one seem less and less real or urgent. They are in the TRANSIT ZONE between modern consciousness and reverting to something ancient and strange.

‘The innate releasing mechanisms laid down in your cytoplasm millions of years ago have been awakened, the expanding sun and the rising temperature are driving you back down the spinal levels into the drowned seas submerged beneath the lowest layers of your unconscious, into the entirely new zone of the neuronal psyche.’ (Dr Bodkin explains what is happening to them, p.74)

What is rising up and taking over their minds is the drowned world of their ancient primeval memories.

Tracking Hardman

Next day Hardman has disappeared. Colonel Riggs can’t let this pass and so they go up in the helicopter to find him, tracking back and forth across the routes through the lagoons and creeks and covering tropical jungle which head north.

Until Kerans has a sudden and utterly plausible insight: Hardman is not heading north back to their base camp and ‘safety’; he is heading south, into the heart of the mystery, into the truth of their condition.

So the team change their area of search and eventually discover a set of fresh tracks in mud leading up to abandoned buildings south of their base camp. They land the helicopter and track Hardman, eventually finding the fugitive, who eerily and wordlessly runs from them, leading them a merry chase through abandoned apartment blocks and then into some kind of town square, higher than the waterlevel, across a ruined piazza and up the steps of a law court or some such institution – in scenes which seem very like a de Chirico surrealist painting come to life.

Hardian ultimately gets away, though not before their helicopter pilot has crashed the helicopter into the facade of one of the buildings – an accident I would have thought would be fatal to the mission’s survival, but which everyone takes in their stride.

Kerans, Bodkin and Beatrice stay behind

Through the first 70 or 80 pages we have watched the prehistoric dreams take over Kerans’ mind as he slowly realises that he will, he must stay behind when the rest of the mission returns to base. In fact Colonel Riggs has been ordered to cancel the mission and head back north immediately, apparently in response to the outbreak of dreams among his crew.

The night before the scheduled departure Dr Kerans and Dr Bodkin reach a kind of wordless understanding. Both are far out, now, in the ‘archaeopsychic zone’, half their minds buried in Deep Time. In the depths of the night they scuttle the floating research station and make off in their own boats.

Next morning Kerans is with Beatrice in her luxury hideout as they watch the UN helicopter hovering overhead and Colonel Riggs shouting through a loudhailer at them to join him. The couple keep out of sight and have covered any possible landing site with old oil barrels. Eventually Riggs gives up, and Kerans and Beatrice watch the military team finish packing up and their little flotilla of ships head out of the lagoon, along a creek and out of sight beyond the drowned city’s ruined buildings, heading north back to Camp Byrd.

Now Kerans and Beatrice are alone and obviously facing a dread future. Bodkin has left them under no illusions. The world is still heating up, the temperature where they are will eventually become impossible for human life, not to mention the increased radiation exposure, or the storm belt which is on its way north.

But – and this is the point of a Ballard book, the special atmosphere he and only he can create – they don’t care. They don’t care that they don’t care. They are operating in a different type of mentality or consciousness altogether.

Strangman arrives

I expected them to continue dreaming and sleeping and watching the rooms they’ve rigged up in various abandoned hotels slowly fall to pieces around them in a trippy entropic kind of way.

But no – there is an abrupt change of mood when a massive hydroplane arrives in the lagoon with a trio of supply boats, accompanied by a surreal eruption of thousands and thousands of crocodiles. It is the arrival of Strangman, tall, white, ghostly leader of a crew of blacks under their foreman Big Caesar – who is systematically looting and stripping cities of all their treasure as he heads north.

I thought this might be a brief episode but it turns into the main subject of the last 100 or so pages of the book. Kerans, Bodkin and Beatrice realise they have to admit their presence to Strangman and his marauding crew and from that point onwards get caught up in his surreal and bizarre psychodramas.

Strangman has brought luxuries on his refrigerated ship. He holds elaborate dinner parties with chilled champagne. He is a bit like Captain Nemo in Twenty Thousand Leagues Under the Sea, an entrepreneur and impresario, who loves showing off his treasures and his loyal pack of devoted Negroes, but whose mood changes in a second to anger and threat.

Strangman’s team have diving suits and Kerans is coerced into putting one on and going down down down to the depths of the sunken world. Strangman wants him to locate the buried treasures he is sure must be down there but Kerans goes completely off-mission, wandering into a sunken planetarium, looking up at the light glimmering through the cracks in the roof and having a typically trippy Ballard prehistoric vision of it as a new set of constellations:

He walked back down the steps and stopped half-way down the aisle, head held back, determined to engrave the image of the constellations on his retina. Already their patterns seemed more familiar than those of the classical constellations. In a vast, convulsive recession of the equinoxes, a billion sidereal days had reborn themselves, re-aligned the nebulae and island universes in their original perspective. (p.109)

Then Kerans passes out from lack of air being pumped to his suit and has to be rescued by some of Strangman’s skin divers.

There is a growing mood of eeriness and wariness and uncertainty and psychic nerviness all round. Then Strangman invites the three survivors to a grand dinner party at the high point of which he performs a magic trick – he drains the lagoon! He has discovered that most of it is blocked by accumulated junk, mud, silt and seaweed, with only a small ingress of water. This he has blocked and now uses powerful pumps to evacuate the trapped water.

In a scene which piles surrealism on surrealism, our protagonists watch the water level slowly drop drop drop, revealing the six or so storeys of long-sunken buildings all the way down to the dripping, seaweed infested pavements, with long-underwater cars and buses alive with expiring fish and jellyfish and starfish, swathed in seaweed and ooze.

And it isn’t just a party trick. For the next few weeks Strangman and his team systematically scour the huge area they have unearthed (or unoceaned) and which turns out to be centred on Leicester Square (the city is London!) by day, and by night get drunk, wandering the deserted stinky streets like medieval carousers, carrying flaming torches and drinking heavily from looted wine cellars.

In these scenes Strangman feels more like Colonel Kurtz from Heart of Darkness, a resemblance emphasised by the way his drunken, only barely restrained crews are entirely made up of blacks, portrayed as jungle savages ready at a moment’s notice to revert to brutal beatings.

And this is indeed what happens. One evening, pressed into yet another tedious meal with his scary host, Kerans and Strangman notice a silhouette running along the top of one of the mud barrages which keeps the vast pressure of the ocean out of their island of dryness, and realise it is Bodkin carrying a bomb and evidently intending to blow up the barrage.

Strangman’s team start firing at the silhouette but it is Strangman himself who springs into action, runs to the nearest building and up a series of fire escapes, onto the mud barrage and along to the place where Bodkin had deposited his bomb, and gives it a hearty kick into the deep ocean the other side of the dam.

For a moment the reader had had a vivid imagining of what it would be like if the bomb had gone off, destroyed the dam and unleashed a flood of water six storeys high down onto the partying humans sitting at the bottom of the well. Strangman goes off in pursuit of Bodkin and Kerans barely registers or cares when he hears a number of shots out of sight, beyond the ruined buildings.

Kerans the god

But having killed Bodkin damages Kerans’ reputation with the only barely controlled blacks and with Strangman their master. Returning to the ‘party’ they set upon Kerans, beating him unconscious. When he comes to he discovers he has been tied to an elaborate chair and for the next few days he is left there to endure the blazing heat of the days, bleeding, semi-conscious.

At first he discovers he is the votive god at a Feast of Skulls. Piling surrealism on surrealism, Ballard says the marauding parties have discovered a cemetery where bodies long ago came adrift from their burials and, in a scene which must be deliberately echoing Heart of Darkness they set tied and bound Kerans up on a throne before a pile of bones and use other bones to beat out a primitive jungle rhythm which they dance around him to. Kerans has become their god, god of their weird cargo cult.

But this has unintended consequences. The men slowly become afraid of the dehydrated and increasingly delirious Kerans, and Strangman, who had obviously expected him to be beaten to death or die of exposure, also becomes superstitiously wary of him.

At the end of the second day they lash the throne Keran is tied to up onto a cart, force the hollowed out head of a dead crocodile onto his head to turn him into a real fetish god, then the drunk men get between the traces and pull the cart through the high and dry city streets, singing Haitian voodoo chants, until the cart goes out of control down a sloping alley and crashes into a sump of stinking mud, throwing Kerans and his throne head first into it. Still singing and chanting, the drunken blacks stagger off into the night leaving him there.

Slowly the semi-conscious and dazed Kerans realises that one of the arm rests of the throne has broken and so he can slip his bound wrist over the broken end, releasing it to untie his other wrist and slowly free himself.

Not a moment too soon does he stagger off into the darkness, as he sees Strangman and Big Caesar return down the alley towards the mud. Big Caesar is carrying a gleaming machete. Obviously they intended to finish Kerans off.

Kerans rescues Beatrice

Kerans hides out in a fifteenth floor apartment, drinking trapped rainwater and cooking small lizards to get his strength back before making a cautious return to his penthouse apartment at the abandoned Ritz. He discovers Strangman’s men have comprehensively and vengefully trashed it. However, they did not find the hiding place where he had secreted his Colt .45 pistol.

Now, in a passage which suddenly drops into effective thriller prose not unlike one of the James Bond novels which were being published at this time (late 50s, early 60s), Kerans makes his way at midnight silently across the empty lagoon floor to where Strangman’s hydroplane rests on the dry flagstones, and slowly climbs up the propeller and rudder, hoists himself over the stern rail, and tiptoes into the superstructure looking for the stateroom. He is going to rescue Beatrice.

And he finds her sitting at a table alone, in a turquoise dress and covered with fake jewellery spilling out of chests at her feet and idling with a glass of wine. She starts as Kerans moves silently forward through the bead curtains then runs to him. She might almost say, ‘James! You came to rescue me! But it is dangerous, James – Dr No / Blofeld / Goldfinger is after you!’

Instead, there is a flicker of movement out the corner of his eye and Kerans just has time to duck as a machete goes whirling across the room, burying itself in the wooden cabin wall behind him, closely followed by the enormous mishapen Negro, Big Caesar, who hurls himself at Kerans who just has time to lift the revolver and fire. Big Caesar falls to the floor gurgling his last.

Strangman closes in

Kerans hustles Beatrice to the ship’s gangway, and they run down it as the alerted crew take pot shots at them from above, make it in one piece to the ground and are heading across the seaweedy flagstones when out of the darkness looms Strangman and a cohort of his black crew, fanning out to block their way. Turning, Kerans and Beatrice realise another group of crew members are coming up behind and fanning out. They are surrounded.

Stepping forward like the baddie in a James Bond movie, Strangman twirls his thin black moustachios (well OK, he doesn’t, but he might as well do) and tells Kerans to surrender or else he’ll kill the girl as well as him. For good measure he lightly, suavely comments on what a good mask her face would make once separated from her skull. Oooh, gruesome!

Kerans gives up, hands the gun to Beatrice and steps forward as the voodoo crew close in on him, raising their machetes and pangas to strike, when –

The return of Colonel Riggs

Someone catches his elbow and pulls him back and the amazed Kerans watches Colonel Riggs emerge from the darkness accompanied by soldiers with rifles set with bayonets, along with a squad of soldiers who quickly erect a machine gun on a tripod, and another one which turns a searchlight from up on the hydroplane onto Strangman and his crew, who freeze in astonishment.

Riggs has returned and forces Strangman and his crew to drop their weapons. Cut to a few hours later in the stateroom, after Kerans has been tidied up and the situation stabilised. Turns out Riggs got permission from his superiors at Camp Byrd to return to search for Hardman and also to reclaim the biology ship (the one Kerans and Bodkin sank).

Hooray, saved! But Riggs now explains to Kerans that Strangman will not, however, be prosecuted or charged. In fact by draining the lagoon he will more than likely win a reward from the government in Greenland, which has offered rewards for anyone who can reclaim any part of the earth’s surface.

There is more chatter and planning to leave the next day. But Kerans, now in an advanced state of schizophrenia or psychosis, has other plans. He goes searching and eventually finds the secret stash of dynamite he guesses Bodkin must have made all those weeks ago. Now he, too, rigs up a simple bomb with a 30-second fuse, clambers up to 6th floor of a building, over a balcony and onto the thick sludge dyke which holds back the water.

Like Bodkin he is spotted, this time by Sergeant Macready, who fires a burst of machine gun at him, one bullet winging him in the ankle, but Kerans still has time to place the bomb in the middle of the barrage and set the timer. Sergeant Macready makes his way out to the bomb just in time to be blown to smithereens when it explodes, while Kerans throws himself to the floor of the nearest hotel balcony he’s clambered onto.

The dyke is breached and Ballard gives a vivid description of a six-story-high tsunami of water and logs bursting down into the streets below, smashing Strangman’s hydroplane and drowning his crew. Riggs and some other troops are quicker to react, climb up fire escapes, then angrily pursue Kerans through ruined apartment blocks, firing every opportunity they have.

Kerans just manages to keep a few hundred yards ahead of them, limping along on his damaged ankle, before dropping off a balcony onto a raft which it had taken him all his strength to rig up overnight. Now Kerans kicks in the little outboard motor and is 200 yards away by the time Riggs and another soldier emerge into his docking space and fire at him across the water and through the tropical foliage, holing Kerans’ sail in several places, before he turns a corner of the jungle and is out of sight.

Towards the forgotten paradises of the reborn sun

The final ten pages describe Kerans’ weird compelled odyssey south, which finds him extracting the bullet from his leg, patching himself up with a stolen medical kit, and eating bars of chocolate filched from Riggs’s army supplies, as his boat chugs south through the steaming tropical mangrove swamps.

It is a prolonged purple passage-cum-psychodrama of extraordinary, visionary power, utterly persuasive and compelling in taking you into Ballard’s imagining of a sunken London turned into a Triassic swampscape.

Eventually the outboard motor runs out of fuel and Kerans chucks it into the sea, watching it disappear downwards in a wreath of bubbles. He sails on south through archipelagos of tropical islands and sandbanks, finally beaching the raft on a particularly extended bank which stretches off in both directions.

At first Kerans breaks up the raft into drums and planks and tries to lug them over the dunes but eventually gives up, watching an oil barrel disappear into some quicksand. Everything collapses. Everything falls apart.

He comes to a rise with a ruined church at the top and here, in the downpour of one of the approaching tropical storms, by the ruined altar, comes across the shrivelled, sun-blackened body of Hardman who is barely alive, who is all but blinded by cataract cancers, but is staring point blank at the big red sun, far gone in deep time, in ‘chrono-psychosis’.

Kerans builds a shelter and tries to nurture Hardman to health, feeding him with wild berries, but isn’t surprised when he wakes one day to find Hardman gone. With what remains of his strength he has obviously set off staggering south, always south, towards ‘the forgotten paradises of the reborn sun’.

Kerans waits a few days more and then resumes his own ‘neuronic odyssey’, after many days blundering though mangrove swamps and tropical jungle coming to a vast lagoon, dotted here and there with the top storeys of buried high-rises emerging like gleaming holiday chalets beside the calm black water.

Exhausted, Kerans breaks into one of the abandoned apartments and rests, pondering the strange series of events which have brought him to this pass. Tying a strip of bamboo as a splint for his leg, which is now black and seriously infected, Kerans scratches a last message on the wall, words no-one will ever read:

27th day. Have rested and am moving south. All is well. Kerans


The Ballard effect

Any reader of Ballard quickly realises that his interest is not in a ‘plot’ or storyline. In fact it’s barely even about the characters, who interact like zombies or robots.

Ballard’s interest is in the schizoid dissociation of characters from their surroundings, their descent into alternative modes of consciousness – what he at one point calls ‘torpor and self-immersion’ – even as they are fully aware of the changes coming over themselves and retain the capacity to analyse what is happening to them.

But I think another crucial ingredient in the Ballard style is the immensely straight-faced, stiff-upper-lip attitude of the punctilious and correct Brits who all this happens to, who watch it happen to themselves with highly educated bemusement.

It is no accident that so many of Ballard’s protagonists are doctors, who are trained to observe and interpret symptoms and have the correct psychological jargon to hand to describe their descent into the various psychoses and alternative mental states which his books describe.

Ballard’s protagonists don’t fall to pieces like a bunch of shouty American teenagers in a cheap sci-fi shocker. They retain their middle-class manners and politenesses. It is entirely fitting that Kerans has rigged up an air-conditioned room in the wreckage of the former Ritz hotel, that Beatrice has survived with generator-powered air conditioning in her apartments in a building across the lagoon, that Strangman isn’t a hoodlum but a well-mannered psychopath who hands round chilled champagne, that Colonel Riggs observes all the niceties, even when telling Strangman and his men to put down their weapons.

I.e. one of the unsettling aspects of Ballard’s fiction is not only a) the dystopian scenarios or b) the psychological reversals and dissociative states the characters enter but c) the way they do it all in such unnervingly prim and correct Englishness.

Ballard’s purple prose

Novels almost certainly need plots and characters, and maybe themes and symbols.

But at the end of the day, they are unavoidably made of words and sentences – and the easy thing to overlook if you focus solely on Ballard’s themes and weird psychology, is the more straightforward fact that he loves writing fantastically lush, hallucinatory, purple prose.

This novel made an impact back in 1962 not only for its weirdness, but for its luxurious and deeply persuasive descriptions of the strange new world Ballard had imagined so completely into existence:

The last sunlight was fading over the water as Kerans paddled his raft below the fronds of the fern trees dipping into the water around the lagoon, the blood and copper bronzes of the afternoon sun giving way to deep violets and indigo. Overhead the sky was an immense funnel of sapphire and purple, fantasticated whorls of coral cloud marking the descent of the sun like baroque vapour trails. A slack oily swell disturbed the surface of the lagoon, the water clinging to the leaves of the ferns like translucent wax. A hundred yards away it slapped lazily against the shattered remains of the jetty below the Ritz… (p.144)

There are scores and scores of long descriptive passages like this which make the novel more than an experience of science fiction, or experimental psychology, but a prolonged and deeply sensual pleasure to read.

1959 The Triumph of Time by James Blish – concluding novel of Blish’s ‘Okie’ tetralogy in which mayor of New York John Amalfi and his friends are present at the end of the universe
1959 The Sirens of Titan by Kurt Vonnegut – Winston Niles Rumfoord builds a space ship to explore the solar system where encounters a chrono-synclastic infundibula, and this is just the start of a bizarre meandering fantasy which includes the Army of Mars attacking earth and the adventures of Boaz and Unk in the caverns of Mercury

1961 A Fall of Moondust by Arthur C. Clarke a pleasure tourbus on the moon is sucked down into a sink of moondust, sparking a race against time to rescue the trapped crew and passengers
1962 The Drowned World by J.G. Ballard – Dr Kerans is part of a UN mission to map the lost cities of Europe which have been inundated after solar flares melted the worlds ice caps and glaciers, but finds himself and his colleagues’ minds slowly infiltrated by prehistoric memories of the last time the world was like this, complete with tropical forest and giant lizards, and slowly losing their grasp on reality.
1962 The Voices of Time and Other Stories – Eight of Ballard’s most exquisite stories including the title tale about humanity slowly falling asleep even as they discover how to listen to the voices of time radiating from the mountains and distant stars, or The Cage of Sand where a handful of outcasts hide out in the vast dunes of Martian sand brought to earth as ballast which turned out to contain fatal viruses. Really weird and visionary.
1962 A Life For The Stars by James Blish – third in the Okie series about cities which can fly through space, focusing on the coming of age of kidnapped earther, young Crispin DeFord, aboard space-travelling New York
1962 The Man in the High Castle by Philip K. Dick In an alternative future America lost the Second World War and has been partitioned between Japan and Nazi Germany. The narrative follows a motley crew of characters including a dealer in antique Americana, a German spy who warns a Japanese official about a looming surprise German attack, and a woman determined to track down the reclusive author of a hit book which describes an alternative future in which America won the Second World War
1962 Mother Night by Kurt Vonnegut – the memoirs of American Howard W. Campbell Jr. who was raised in Germany and has adventures with Nazis and spies
1963 Cat’s Cradle by Kurt Vonnegut – what starts out as an amiable picaresque as the narrator, John, tracks down the so-called ‘father of the atom bomb’, Felix Hoenniker for an interview turns into a really bleak, haunting nightmare where an alternative form of water, ice-nine, freezes all water in the world, including the water inside people, killing almost everyone and freezing all water forever
1964 The Drought by J.G. Ballard – It stops raining. Everywhere. Fresh water runs out. Society breaks down and people move en masse to the seaside, where fighting breaks out to get near the water and set up stills. In part two, ten years later, the last remnants of humanity scrape a living on the vast salt flats which rim the continents, until the male protagonist decides to venture back inland to see if any life survives
1964 The Terminal Beach by J.G. Ballard – Ballard’s breakthrough collection of 12 short stories which, among more traditional fare, includes mind-blowing descriptions of obsession, hallucination and mental decay set in the present day but exploring what he famously defined as ‘inner space’
1964 Dr. Strangelove, or, How I Learned to Stop Worrying and Love the Bomb by Peter George – a novelisation of the famous Kubrick film, notable for the prologue written as if by aliens who arrive in the distant future to find an earth utterly destroyed by the events described in the main narrative
1966 Rocannon’s World by Ursula Le Guin – Le Guin’s first novel, a ‘planetary romance’ or ‘science fantasy’ set on Fomalhaut II where ethnographer and ‘starlord’ Gaverel Rocannon rides winged tigers and meets all manner of bizarre foes in his quest to track down the aliens who destroyed his spaceship and killed his colleagues, aided by sword-wielding Lord Mogien and a telepathic Fian
1966 Planet of Exile by Ursula Le Guin – both the ‘farborn’ colonists of planet Werel, and the surrounding tribespeople, the Tevarans, must unite to fight off the marauding Gaal who are migrating south as the planet enters its deep long winter – not a good moment for the farborn leader, Jakob Agat Alterra, to fall in love with Rolery, the beautiful, golden-eyed daughter of the Tevaran chief
1966 – The Crystal World by J.G. Ballard – Dr Sanders journeys up an African river to discover that the jungle is slowly turning into crystals, as does anyone who loiters too long, and becomes enmeshed in the personal psychodramas of a cast of lunatics and obsessives

1967 City of Illusions by Ursula Le Guin – an unnamed humanoid with yellow cat’s eyes stumbles out of the great Eastern Forest which covers America thousands of years in the future when the human race has been reduced to a pitiful handful of suspicious rednecks or savages living in remote settlements. He is discovered and nursed back to health by a relatively benign commune but then decides he must make his way West in an epic trek across the continent to the fabled city of Es Toch where he will discover his true identity and mankind’s true history

Dick In 1992 androids are almost indistinguishable from humans except by trained bounty hunters like Rick Deckard who is paid to track down and ‘retire’ escaped ‘andys’ – earning enough to buy mechanical animals, since all real animals died long ago
1969 Ubik by Philip K. Dick In 1992 the world is threatened by mutants with psionic powers who are combated by ‘inertials’. The novel focuses on the weird alternative world experienced by a group of inertials after they are involved in an explosion on the moon
1969 The Left Hand of Darkness by Ursula Le Guin – an envoy from the Ekumen or federation of advanced planets – Genly Ai – is sent to the planet Gethen to persuade its inhabitants to join the federation, but the focus of the book is a mind-expanding exploration of the hermaphroditism of Gethen’s inhabitants, as Genly is forced to undertake a gruelling trek across the planet’s frozen north with the disgraced native lord, Estraven, during which they develop a cross-species respect and, eventually, a kind of love
1969 Slaughterhouse-Five by Kurt Vonnegut – Vonnegut’s breakthrough novel in which he manages to combine his personal memories of being an American POW of the Germans and witnessing the bombing of Dresden in the character of Billy Pilgrim, with a science fiction farrago about Tralfamadorians who kidnap Billy and transport him through time and space – and introduces the catchphrase ‘so it goes’

1970 Tau Zero by Poul Anderson – spaceship Leonora Christine leaves earth with a crew of fifty to discover if humans can colonise any of the planets orbiting the star Beta Virginis, but when its deceleration engines are damaged, the crew realise they need to exit the galaxy altogether in order to find space with low enough radiation to fix the engines – and then a series of unfortunate events mean they find themselves forced to accelerate faster and faster, effectively travelling forwards through time as well as space until they witness the end of the entire universe – one of the most thrilling sci-fi books I’ve ever read
1970 The Atrocity Exhibition by J.G. Ballard – Ballard’s best book, a collection of fifteen short experimental texts in stripped-down prose bringing together key obsessions like car crashes, mental breakdown, World War III, media images of atrocities and clinical sex
1971 Vermilion Sands by J.G. Ballard – nine short stories including Ballard’s first, from 1956, most of which follow the same shape, describing the arrival of a mysterious, beguiling woman in the fictional desert resort of Vermilion Sands, the setting for extravagantly surreal tales of the glossy, lurid and bizarre
1971 The Lathe of Heaven by Ursula Le Guin – thirty years in the future (in 2002) America is an overpopulated environmental catastrophe zone where meek and unassuming George Orr discovers that is dreams can alter reality, changing history at will. He comes under the control of visionary neuro-scientist, Dr Haber, who sets about using George’s powers to alter the world for the better with unanticipated and disastrous consequences
1971 Mutant 59: The Plastic Eater by Kit Pedler and Gerry Davis – a genetically engineered bacterium starts eating the world’s plastic, leading to harum scarum escapades in disaster-stricken London

1972 The Fifth Head of Cerberus by Gene Wolfe – a mind-boggling trio of novellas set on a pair of planets 20 light years away, the stories revolve around the puzzle of whether the supposedly human colonists are, in fact, the descendants of the planets’ shape-shifting aboriginal inhabitants who murdered the first earth colonists and took their places so effectively that they have forgotten the fact and think themselves genuinely human
1973 Crash by J.G. Ballard – Ballard’s most ‘controversial’ novel, a searingly intense description of its characters’ obsession with the sexuality of car crashes, wounds and disfigurement
1973 Rendezvous With Rama by Arthur C. Clarke – in 2031 a 50-kilometre-long object of alien origin enters the solar system, so the crew of the spaceship Endeavour are sent to explore it in one of the most haunting and evocative novels of this type ever written
1973 Breakfast of Champions by Kurt Vonnegut – Vonnegut’s longest and most experimental novel with the barest of plots and characters allowing him to sound off about sex, race, America, environmentalism, with the appearance of his alter ego Kilgore Trout and even Vonnegut himself as a character, all enlivened by Vonnegut’s own naive illustrations and the throwaway catchphrase ‘And so on…’
1974 Concrete Island by J.G. Ballard – the short and powerful novella in which an advertising executive crashes his car onto a stretch of wasteland in the juncture of three motorways, finds he can’t get off it, and slowly adapts to life alongside its current, psychologically damaged inhabitants
1974 Flow My Tears, The Policeman Said by Philip K. Dick – America after the Second World War is a police state but the story is about popular TV host Jason Taverner who is plunged into an alternative version of this world where he is no longer a rich entertainer but down on the streets among the ‘ordinaries’ and on the run from the police. Why? And how can he get back to his storyline?
1974 The Dispossessed by Ursula Le Guin – in the future and 11 light years from earth, the physicist Shevek travels from the barren, communal, anarchist world of Anarres to its consumer capitalist cousin, Urras, with a message of brotherhood and a revolutionary new discovery which will change everything
1974 Inverted World by Christopher Priest – vivid description of a city on a distant planet which must move forwards on railway tracks constructed by the secretive ‘guilds’ in order not to fall behind the mysterious ‘optimum’ and avoid the fate of being obliterated by the planet’s bizarre lateral distorting, a vivid and disturbing narrative right up until the shock revelation of the last few pages
1975 High Rise by J.G. Ballard – an astonishingly intense and brutal vision of how the middle-class occupants of London’s newest and largest luxury, high-rise development spiral down from petty tiffs and jealousies into increasing alcohol-fuelled mayhem, disintegrating into full-blown civil war before regressing to starvation and cannibalism
1976 Slapstick by Kurt Vonnegut – a madly disorientating story about twin freaks, a future dystopia, shrinking Chinese and communication with the afterlife
1979 The Unlimited Dream Company by J.G. Ballard – a strange combination of banality and visionary weirdness as an unhinged young man crashes his stolen plane in suburban Shepperton, and starts performing magical acts like converting the inhabitants into birds, conjuring up exotic foliage, convinced his is on a mission to liberate them
1979 Jailbird by Kurt Vonnegut – the satirical story of Walter F. Starbuck and the RAMJAC Corps run by Mary Kathleen O’Looney, a baglady from Grand Central Station, among other satirical notions including the new that Kilgore Trout, a character who recurs in most of his novels, is one of the pseudonyms of a fellow prison at the gaol where Starbuck serves a two year sentence, one Dr Robert Fender

1980 Russian Hide and Seek by Kingsley Amis – set in an England of 2035 after a) the oil has run out and b) a left-wing government left NATO and England was promptly invaded by the Russians – ‘the Pacification’, who have settled down to become a ruling class and treat the native English like 19th century serfs
1980 The Venus Hunters by J.G. Ballard – seven very early and often quite cheesy sci-fi short stories, along with a visionary satire on Vietnam (1969), and then two mature stories from the 1970s which show Ballard’s approach sliding into mannerism
1981 The Golden Age of Science Fiction edited by Kingsley Amis – 17 classic sci-fi stories from what Amis considers the ‘Golden Era’ of the genre, basically the 1950s
1981 Hello America by J.G. Ballard – – a hundred years from now an environmental catastrophe has turned America into a vast, arid desert, except for west of the Rockies which has become a rainforest of Amazonian opulence, and it is here that a ragtag band of explorers from old Europe discover a psychopath has crowned himself President Manson, has revived an old nuclear power station in order to light up Las Vegas, and plays roulette in Caesar’s Palace to decide which American city to nuke next
1981 The Affirmation by Christopher Priest – an extraordinarily vivid description of a schizophrenic young man living in London who, to protect against the trauma of his actual life (father died, made redundant, girlfriend committed suicide) invents a fantasy world, the Dream Archipelago, and how it takes over his ‘real’ life
1982 Myths of the Near Future by J.G. Ballard – ten short stories showing Ballard’s range of subject matter from Second World War China to the rusting gantries of Cape Kennedy

1990 The Difference Engine by William Gibson and Bruce Sterling – in an alternative version of history, Charles Babbage’s early computer, instead of being left as a paper theory, was actually built, drastically changing British society, so that by 1855 it is led by a party of industrialists and scientists who use databases and secret police to keep the population suppressed

Eco-Visionaries: confronting a planet in a state of emergency @ the Royal Academy

This is an exhibition of art and architecture on the theme of climate change and environmental destruction. It begins with the usual alarming facts and figures, which any educated person who reads a newspaper or watches the news or listens to the radio, should already know almost off by heart:

  • the world is facing an ecological catastrophe
  • the ten warmest years ever recorded have all occurred since 1998
  • we must reduce CO2 emissions to zero by 2050 (at the very latest) to avoid catastrophic global warming
  • which is already resulting in melting ice caps, retreating glaciers, rising sea levels and more extreme weather events
  • humans have accelerated the ‘normal’ background rate of species extinctions 1,000-fold with the result that we are living during the Sixth Great Extinction
  • the world’s population is predicted to grow by 20% over the next three decades to reach 9.7 billion
  • yadda yadda yadda

Rather than editorialise, I will list the exhibitions 21 works, giving links to their websites, where available, for you to follow up and read about yourself.

Texts in single quotations marks are from the wall labels or the artist’s own explanations. My own occasional comments are in italics.

Introduction

The curators introduce the exhibition thus:

‘Eco-Visionaries examines humankind’s impact on the planet and presents innovative approaches that reframe our relationship with nature. Through film, installation, architectural models and photography, the works in this exhibition interrogate how architecture, art and design are reacting to a rapidly changing world, beyond mainstream notions of sustainability.’

In the corridor leading towards the show there’s a simple timeline of dates from the industrial revolution onwards, recording natural disasters, growing awareness of how human activity devastates the natural world, the first theorising about global warming, the setting up of the Intergovernmental Panel on Climate Change in 1988 (1988!) and so on down to this year.

1. Domestic Catastrophe No.3 by HeHe (2018)

“An aquarium containing a domestic globe, a motor to turn the globe and electronic valve or drip feed which releases a fluoresceine tracing dye onto the sphere. As the sphere turns, the green dye wraps itself around the sphere, enveloping it in what appears to be a thin gas or atmosphere that surrounds the planet Earth. The difference between emissions and atmosphere, the ‘man-influenced’ and the ‘natural’ climate cannot be easily defined.”

This is like a big cubic aquarium with a school-globe of the world-sized model of the world slowly turning within a thick liquid. On the bottom of the aquarium is a thin layer of sand and the slowly turning globe spins this sand into little dust devils and typhoons which is rather entrancing.

2. A Film, ‘Reclaimed’, by Ana Vaz and Tristan Bera (2015)

“The ecologic crisis is a political, economic and social crisis. It is also cinematographic, as cinema coincides historically and in a critical and descriptive way with the development of the Anthropocene.”

The bit of the film I saw included clips from Hollywood movies, including some end-of-the-world film with buildings exploding and, soon after that, a clip from Blade Runner, a pleasingly random selection which could come from any one of thousands of art films, documentaries or even loops of movie clips you see played in nightclubs. As in, it didn’t convey any meaning whatsoever to me.

3. Tilapia by Tue Greenfort

A set of depictions of fish in black and white on paper, done to make them look like fossils. It’s based on human interference in the ecosystem of Lake Victoria which has led to the almost complete extermination of tilaplia fish. They were made by covering dead tilaplia specimens with inks and pressing them against the paper.

4. Serpent River Book by Carolina Caycedo (2017)

“A 72-page accordion fold artist-book, that combines archival images, maps, poems, lyrics, satellite photos, with the artist’s own images and texts on river bio-cultural diversity, in a long and meandering collage. The fluctuating publication can frame many narratives. As a book it can be opened, pleated and read in many directions, and has a performatic potential to it, functioning as a score, or as a workshop tool. Serpent River Book gathers visual and written materials compiled by the artist while working in Colombian, Brazilian, and Mexican communities affected by the industrialization and privatization of river systems.”

5. Madrid in the air: 24 Hours by Nerea Calvillo (2019)

Madrid in the Air: 24 Hours monitors the skyline of Madrid over a 24-hour period, uncovering the almost invisible veil of pollutants in the air.”

In the Air is a visualization project which aims to make visible the microscopic and invisible agents of Madrid´s air (gases, particles, pollen, diseases, etc), to see how they perform, react and interact with the rest of the city. The visualization tool is a web-based dynamic model which builds up the space the components generate, where through data crossing behavior patterns emerge. The results of these data feed a physical prototype of what we have called a “diffuse façade”, a massive indicator of the air´s components through a changing cloud, blurring architecture with the atmosphere it has invaded and mediating the activity of the participants it envelops.”

“The project highlights the contamination of air in cities caused by vehicle engines, industry, factories and farming.”

It was a film of a camera fixed in a static position at roof level looking out over Madrid and a strange pink or green gauze-like veil hovering over the city, sometimes thickening or advancing – being a visualisation of the soup of pollution we all live in.

A series of 20 black and white photos showing very small pieces of glacial ice (four to 10 inches long) melting into the black stones and rubble of a terminal moraine in Iceland.

7. Alaska Chair by Virgil Abloh (2018)

“Originally designed as a wooden chair for IKEA, the Alaska Chair is a paradoxical commentary on the effects of our everyday lives and mass-consumption habits on the global rising sea levels and climate change. This work was inspired by the concept of acqua alta, an Italian term used to describe regular floods in Venice, caused by high tides and warm winds. The chair is partly submerged by the rising flood waters, with a doorstep wedge symbolically representing the short-term, makeshift solutions we have for tackling climate change. Yet by casting the work in bronze, a material intended to last, the work reflects on how environmental catastrophe is a tough, long-term problem that is not easily fixed by simple solutions.”

8. The Breast Milk of the Volcano by Unknown Fields (2017)

“Over half the world’s reserves of lithium, a key ingredient in rechargeable batteries in phones, laptops, electric cars and drone technology, is found in the salt flats of the Salar de Uyuni in Bolivia. This film poignantly examines how even the cleanest energy utopias can have dramatic consequences in material, resource and economic exploitation. Accompanying the film is a lithium battery designed by the artists. It refers to an Inca origin myth of the Salar de Uyuni in which the salt flats were formed by the breast milk and tears of a mother volcano mourning the loss of her child.”

(If you’re wondering why this sad and plaintive video appears to have the half-stoned voice of Elon Musk presenting Tesla Energy over it, you’re not the only one but it’s the same with all the versions of the video scattered across the internet.)

9. The Substitute by Alexandra Daisy Ginsberg (2019)

The Substitute draws upon rare zoological archival footage as well as experimental data from artificial intelligence company DeepMind, will enable visitors to come faceto-face with a life-size digital reproduction of a northern white rhinoceros. The last male of the subspecies died in 2018.”

“On March 20, 2018, headlines announced the death of Sudan, the last male northern white rhinoceros (Ceratotherium simum cottoni). We briefly mourned a subspecies lost to human desire for the imagined life-enhancing properties of its horn, comforted that it might be brought back using biotechnology, albeit gestated by a different subspecies. But would humans protect a resurrected rhino, having decimated an entire species? And would this new rhino be real?”

10. P-Plastoceptor: Organ for Sensing Plastic by Pinar Yoldas (2014)

“Polypropylene is the second most common plastic after polyethylene. P-Plasticeptor is a sense organ which can detect polypropylene polymers in the ocean. The organ takes its name from its sensing capabilities for polypropylene and its shape that almost resembles the letter P.”

There are two works, the P-Plastoceptor, and another fictitious organ, Somaximums presented in vitrines as if in pickled alcohol specimen jars. I think they’ve both been invented, made up with rather arcane satirical intent.

11. Our Prehistoric Fate by Basim Magdy (2011)

“Our Prehistoric Fate, 2011 was commissioned by the 1st Time Machine Biennale of Contemporary Art. D-O ARK Underground in Konjic, Bosnia and Herzegovina. The biennale took place inside a massive nuclear bunker in the mountains 60 km. away from Sarajevo. The bunker was commissioned by Josip Broz Tito as a last refuge for him, his family and top Yugoslavian generals in case of a nuclear attack. It took almost 30 years to finish the project. Tito died a year after its completion without ever setting foot in it. Needless to say, the nuclear attack never happened. Two large Duraclear prints hang on Yugoslavian military lightbox displays with clamps in the war strategy room of the bunker where decisions were meant to be made and maps of the situation on the ground were meant to be evaluated. The first claims ‘The Future Belongs To Us’ in large bold letters, the second is an encyclopedia illustration from the 60s that captures an Ankylosaurus, a prehistoric creature we know very little about, as it approaches a pond to drink.”

12. Designs for an overpopulated planet by Dunne and Raby (2009)

“Based on United Nations predictions that at the current rate of ecological transformations there will not be enough food to feed the planet in 2050, Foragers, from the series Designs for an Overpopulated Planet, are speculative full-scale models proposing how to radically change the human diet and digestive system to ensure survival. These devices would allow humans to extract nutritional value from synthetic biology and develop new digestive systems like those of other mammals, birds, fish and insects which are able to digest and process barely edible resources such as tough roots and plant matter.”

“The Dolphin Embassy was a research project that never was built and that attempted to study the communication between the human being and the dolphins. It would have been built with asbestos cement and it moved with a solar panel and a motor. Besides the quality of the drawings, the interest of this proposal was in the social relations that the Dolphin Embassy was proposing between humans and the dolphins”

15. 3.C.City: Climate, Convention, Cruise by WORKac and Ant Farm (2015)

“3.C.City: Climate, Convention, Cruise is a speculative design for a floating city inspired by different architectural projects created by collective Ant Farm in the 1970s, including the drawings for The Dolphin Embassy. The city is designed to facilitate dialogue and debate between humans and other species, blurring the boundaries between ecology and infrastructure, public and private, the individual and the collective. Unbound by national allegiances, the design includes a vessel with housing, a research lab and an interspecies congress hall. The programme is completed with greenhouse and garden areas, an algae farm for biofuel production and a water-collection river, all covered by an inflatable wall and solar panel shingles.”

16. Biogas Power Plant by SKREI (2017)

“According to the London Assembly one year’s worth of the average urban borough’s food waste could generate enough electricity to power a local primary school for over ten years. Biogas Power Plant is a prototype for an individual biogas production unit which could use domestic waste to create and store energy to make houses self-sufficient. The unit is designed to be connected to the National Grid yet able to operate without relying on an external power supply or waste-management system.”

17. Island House In Laguna Grande, Corpus Christi, Texas by Andres Jaque/Office for Political Innovation, with Patrick Craine (2015-ongoing)

“The fifty-island archipelago of Laguna Grande, on the south coast of Texas, is one of the biggest wild island-barriers of the world. This archipelago contains some of the most ancient animal and vegetal species adapted to saline aquatic ecosystems and protects the lagoon from the pollution resulting from the nearby presence of oil platforms. The islands are the habitats where mammals and other coastal species overnight, and they are endangered by the combined effects of climate change and the incremental increase in the acidity of the water. Island House in Laguna Grande is not designed as an architecture for humans, but built instead to empower the environmental diversity of Laguna Grande. The structure collects and preserves rainwater and, through the mediation of sensors on the ground, sprays water to dilute toxicity and combat drought.”

18. Soil Procession by Futurefarmers (2015)

“On June 13, 2015 a procession of farmers carried soil from their farms through the city of Oslo to its new home at Losæter. Soil Procession was a GROUND BUILDING ceremony that used the soil collected from over 50 Norwegian farms from as far north as Tromsø and as far south as Stokke, to build the foundation of the Flatbread Society Grain Field and Bakehouse. A procession of soil and people through Oslo drew attention to this historical, symbolic moment of the transition of a piece of land into a permanent stage for art and action related to food production. At high noon, farmers gathered at the Oslo Botanical Gardens joined by city dwellers. Tractors, horses, wagons, wheelbarrows, musical instruments, voices, sheep, boats, backpacks and bikes processed to Losæter where the farmers’ soil offerings were laid out upon the site and a Land Declaration was signed.”

19. The Meteorological Garden / Central Park, Taichung, Taiwan, 2012 to 2019 by Philippe Rahm architectes, in collaboration with mosbach paysagistes and Ricky Liu & Associates

“The ambition of our project is to give back the outdoors to the inhabitants and visitors by proposing to create exterior spaces where the excesses of the subtropical warm and humid climate of Taichung are lessened. The exterior climate of the park is thus modulated so to propose spaces less hot (more cold, in the shade), less humid (by lowering humid air, sheltered from the rain and flood) and less polluted (by adding filtered air from gases and particle matters pollution, less noisy, less mosquitoes presence).”

20. The Green Machine by Studio Malka Architecture (2014)

“The Green Machine is a mobile structure intended to regenerate and fertilise the ground of the Sahara Desert, one of the world’s most inhospitable climates. Resembling an oil platform that has been made redundant by dried-up seas, the project is a self-sufficient urban oasis able both to exploit the rich resources of the desert and to provide food, water, housing and energy for a local community. This concept resembles available technologies to generate a structure that could produce 20 million tonnes of crops each year in a hostile environment. Solar towers, wind turbines and balloons that capture water through condensation come together with the inventive use of modified caterpillar treads that plough, water and sow the soil as the autonomous structure slowly moves across the land.”

21. win >< win by Rimini Protokoll (Helgard Haug, Stefan Kaegi and Daniel Wetzel)

The last exhibit in the show requires you to wait in a queue to go through a sliding door. There’s a roped off queue stations, like in my local post office, and a big digital clock counting off the seconds till the next batch of visitors can go in. What are you queueing for?

Once through the sliding door, a small number of people (nine, I think) can sit on two low, shallow curved benches only a couple of yards away from a wall, and into that wall has been cut an enormous circle of glass. It is an aquarium! A massive aquarium in which are swimming quite a few, maybe as many as twenty beautiful jellyfish, about a foot in diameter, slowly wafting around what is clearly a large space behind the wall, lit by a gentle blue illumination.

There are headphones for each visitor and if you put them on you then listen to a 16-minute-long audiopiece about these jellyfish. You learn that they are Moon jellyfish (Aurelia aurita) and that they can be found in oceans around the world. And the audioguide goes on to give a dramatic description of the fight or survival which is coming, which has already started, among the world’s species as air and sea temperatures increase, CO2 levels increase, and ecosystems around the world are devastated.

And guess who many ecologists think are likely to win? As far as I can tell this video includes the entire audio track.

Thoughts

I laughed out loud when I read the wall label claiming that the exhibits are: ‘provocative responses’ which amount to ‘a wake-up call urging us to acknowledge and become conscious of our impact on our environment’.

A wake-up call to who? To the several thousand middle-aged, middle-class, well-educated types who visit the Royal Academy? I think you’ll find they are already super-awake, over-awake. It’s not the behaviour of a few score thousand posh people in London you have to influence: it is the behaviour of billions and billions of poor people around the world.

As for us rich people, Christiana Figueres, Executive Secretary of the UN Framework Convention on Climate Change 2010 to 2016, a few years ago gave a simple recipe:

  • become vegetarian
  • sell your car
  • never take another plane flight
  • review all your investments, pensions and savings and transfer them to carbon-free, environmentally friendly sectors

They’re just the most basic, elementary steps which all of us should take. And will we? No.
