Investment in Blood: The True Cost of Britain’s Afghan War by Frank Ledwidge (2013)

Before the British burst onto the scene, Helmand was ‘stable’ in the sense that there was almost no Taliban presence and little prospect of any. After three years of British presence, the province was the most savage combat zone in the world. With British forces and their commanders out of their depth, it was only the intervention of a powerful US force of marines that brought some level of control to the situation.

This is by way of being the sequel to Ledwidge’s critically acclaimed book Losing Small Wars: British Military Failure in the 9/11 Wars (2011). Ledwidge is formidably well qualified to discuss the issues. He has had an impressively wide-ranging career both in and outside the military. He started life as a barrister, then served as an intelligence officer in the naval reserve in Iraq before going on to act as a civilian justice adviser in Afghanistan. These days he’s an academic.

The true cost

Nowadays you can just google ‘cost of Afghan war’ and get a host of topline figures. Delve into a few articles and you quickly get a sense of the quagmire of conflicting estimates and figures.

According to the top result, from Brown University, as of 2023, since invading Afghanistan in 2001, the United States has spent $2.313 trillion on the war, which includes operations in both Afghanistan and Pakistan.

As to the UK, I came across this BBC page ‘Afghan withdrawal a dark chapter for UK, says Defence Committee chair‘ which puts the cost to Britain of its Afghan adventure at nearly £30 billion. Everyone has an axe to grind, everyone has an angle.

So why read a book about a subject so readily available on the internet? Well, for two reasons: 1) because books give context, angles, interpretations and, above all, ideas, in ways which ‘objective’ sources like the BBC, Wikipedia, newspaper articles, generally don’t. And 2) for the style and personality and character of the author, enjoyable, fluent, enlightening or dim and patronising, as they may be.

Investment in Blood is in three parts.

Part 1. Casualties

Chapter 1. Why we went there

And why a small peacekeeping force found itself thrown into a full-scale war. For Ledwidge a leading reason the heads of the British Army wanted to deploy to Afghanistan had nothing to do with peacekeeping or tackling the opium trade, it was a self-interested wish to keep Treasury funding coming, to bolster the business case for maintaining the army the size it was, to hang on to battalions which were threatened with being disbanded, on the principle of ‘use them or lose them’ (pages 21 and 120).

Chapter 2. The human cost i.e. army casualties

Starting with the 454 British dead, then the thousands who suffered life-changing injuries, especially amputations, and then the psychological impact, especially the much-vaunted post-traumatic stress disorder.

Chapter 3. Afghan civilian casualties

Abdul Zia has been living for six years in the dirt-poor camp of Nasaji Baghrami, set in sea of mud, excrement and pathetic tarpaulins…It is located in Kabul’s particularly dirty and unpleasant fifth police district…There was a time when life for Mr Zia was much better: he used to have a small farm and seven children. That farm was in the Lashkar Gah district of Helmand. But then one day in 2006, shortly after the British entry into Helmand, for no reason that he can fathom his house was hit by a missile or a bomb from a NATO plane. Whatever it was, it killed six of his children. (p.94)

Afghan dead

Ledwidge explains his methodology which restricts itself to Afghan civilians killed by NATO forces according to reliable, certifiable sources then proceeds through each year, carefully accrediting the numbers. He reaches a total of at least 542 Afghan civilians killed by NATO forces. Compare and contrast with these figures from the US Institute of Peace: 70,000 Afghan military and police deaths, 46,319 Afghan civilians (probably a significant underestimation) and some 53,000 opposition fighters.

Afghan wounded (p.91).

He has no figures and so gives anecdotal evidence of the number of wounded civilians attending the NGO-run civilian hospitals. Other sources claim numbers to be in the hundreds of thousands.

Afghan refugees

Then there are the refugees forced to flee their homes (p.93). According to the UN Refugee Agency, as of December 2021, the total number of people displaced by conflict inside Afghanistan is 3.5 million.

Part 2. Financial costs

Chapter 4. The cost of the vast logistical effort of installing and maintaining a brigade in Afghanistan

The American government is admirably open about the money it spends on its military campaigns, the British government is secretive and hostile to researchers.

This turns out to be impossible to ascertain because of the byzantine and different methodologies used by the Ministry of Defence and the Treasury. Ledwidge quotes several army officers and civil servants saying nobody really knows the cost of a war like this. Instead there is a confusing range of estimates depending on accounting methods and definitions, but some of the figures cited are staggering.

According to the MoD’s own figures it costs about £400,000 to keep one soldier in the field for one year, plus about £60,000. In 2012 a parliamentary question revealed the ‘net additional cost’ of military operations since 2001 as £17.3 billion. Between 2006 and 2012 it cost about £15 million per day to maintain the UK’s presence in Afghanistan.

The most gobsmacking fact, for me, was the chief of logistics to General Petraeus saying the cost of air conditioning alone to all US army bases in Iraq and Afghanistan was over $20 billion.

He has a passage describing the scale of the vast Camp Bastion in Helmand which, at its peak, was home to 22,000 troops and support personnel for 12 different nations.

The blackly Catch-22 aspect of the war is that most of the supplies are not flown in but driven into landlocked Afghanistan by brave lorry drives, much of it contracted out to security companies. Much of this is through Taliban-held territory so many of the security companies have come to arrangements with local tribal and Taliban leaders, paying them retainers not to attack their convoys. So UK taxpayers money goes to the Taliban to bribe them into not attacking the supplies being sent to the British Army so they can carry on fighting them (p.113).

Billions of pounds were spent on kit – transport, guns, ammunition – which we handed over to the Afghan police and army and which, in 2021, they handed over to the Taliban without a fight. Ledwidge predicted this would happen in 2012 (p.117).

Chapter 5. The cost of caring for the wounded and the role of charities

There used to be a number of hospitals run by the armed forces solely for military casualties. One by one these have been closed due to government cuts and now there are none. Instead there are Ministry of Defence Hospital Units, or MDHUs, embedded within civilian National Health Service hospitals. Ledwidge explains why it is quite a loss in security and psychological well-being for veterans not to be treated in units entirely staffed by their own people, who understand what they’ve been through. Ledwidge repeats reports that some wounded veterans have been barracked by other patients in NHS hospitals.

A lot of care for wounded soldiers, whether physical or mental, has been funded by charities, especially the high profile and successful Help for Heroes, founded in 2007, which complements the work of older service charities such as the Royal British Legion.

In his Afterword, written in March 2014, Ledwidge explains his methodology for calculating that the cost of supporting the nearly 3,000 troops who were evacuated from Afghanistan and the thousands more who will apply for medical and psychiatric help, for the rest of their lives, will probably cost some £10 billion (p.238).

Chapter 6. The civilian efforts i.e. the cost of development: has it really gone to help ‘the poorest of the poor’?

An eye-opening account of the work of the Department for International Development which Ledwidge calculates to have spent over £2 billion in Afghanistan. The obvious problems are that the majority of that has gone to the Afghan government, which is a byword, both among its population and internationally, for corruption. In fact it’s debatable whether it is even a government at all in the normal sense of the word or a collection of regional warlords and narco-bosses (of ‘gangsters and warlords’, in Ledwidge’s words, p.170). So that, in the words or a security officer:

‘The only Afghan lives I’ve seen transformed by western aid agencies are warlords who’ve used siphoned funds to build mansions, amass huge overseas property portfolios and arm private militias.’ (p.148)

The other thing about aid money is the surprising amount of it which is spent on freelance aid consultants, earning £500 to £1,000 a day. Whenever these leave a fortified camp i.e. Camp Bastion, they must be accompanied by armed security guards who cost much the same amount, per guard, per day. The fatuousness of so many misguided ‘development’ projects is brought out by the next chapter.

Neocolonialism not colonialist enough

Ledwidge makes a point also made by Jack Fairweather, and quotes Rory Stewart among others making the same point: which is that, in imperial times, imperial administrators of a province would make it their life’s work, often stayed in post for a decade or more, learned the language, got to really know the local people, culture, religion, economy and maze of feuds and tribal allegiances. Slowly they built up a sense of what is possible and how to do things with the locals’ consent.

That entire approach has been lost. In modern ‘nation building’, advisers and consultants and experts are flown in for short-term placements, often with little understanding of the local culture, to implement off-the-peg ‘development projects’ which they’ve applied in Sierra Leone or Uruguay or some other completely different culture (p.157).

Thus Ledwidge gives the comic anecdote of a senior British woman official instructing a provincial governor what to do in front of his Pashtun colleagues, which amounted – in their culture – to a public humiliation and guaranteed that he would not do what she was telling him (p.153).

He also hints that so-called ‘experts’ hired for development and nation building don’t know what they’re talking about. He met experts in his own specialist subject, international law, who had never done a day’s work abroad i.e. hadn’t a clue (p.157).

To return to the first point: we laugh at them, we criticise them, we abhor them; but our imperial forebears were much, much better at this kind of thing than we are. The British government spent £40 billion, lost 440 soldiers and killed thousands of civilians and…for nothing.

Part 3. Assessment of what was won or lost

Chapter 7. What was achieved in Helmand?

Did the British Army presence bring peace and security? Did it eliminate the Taliban threat? Is the improvement, if any, sustainable? Did we eliminate opium as the mainstay of the economy, as Tony Blair promised we would? The answer to all these questions is a resounding no.

At the time of writing, Afghanistan had received tens of billions of dollars in international development assistance plus at least $900 billion from the international community and yet: according to the UN development index the country was ranked 181 out of 182; it was the poorest country for which reliable figures exist; it came bottom on lists for access to safe water and enrolment in all stages of education. It had the third highest infant mortality rate in the world and the lowest life expectancy, at 43.6 years. 42% of the population live on less than a dollar a day (p.168).

More importantly, the relentless focus on finding a military solution i.e. fighting the Taliban, has led to a new level of the militarisation of society.

The executive director of the charity War on Want believes that ‘Western intervention has managed to produce a country which, even after the 20 years of civil war which preceded it, is even more fractured and militarised than it was before’. (p.170).

One of the many reasons for the failure of Western efforts is because they were built around the idea that the central government was ‘elected’ and therefore had a ‘democratic mandate’, and all efforts flowed from this premise, two leading ones being a) training the Afghan police force and b) giving the majority of aid money to this government and training them how to run a country and disburse it responsibly.

Unfortunately, the ‘democratically elected’ government is little more than a bunch of ‘gangsters and warlords’ (p.170), who sent their aid money straight on to their Swiss bank accounts or to buy real estate in Europe or to pay their tribal supporters, while the Afghan police continued to be a byword for uselessness and corruption with a lot of rape and child abuse thrown in.

Afghan legal officers – Ledwidge’s area of expertise – had a habit of being assassinated (p.172). In practice, lots of local legal officers and enforcers quietly made deals with the Taliban about what they were or weren’t allowed to do i.e. in effect, the Taliban ran law and order (p.172).

Ledwidge says policy makers in theses nation building efforts bang on about building schools and hospitals to win over hearts and minds, but this policy has two very obvious flaws: 1) it’s relatively easy to build the buildings, but then who staffs them? Training doctors and teachers will take years and years. In fact, the allies had to stop building schools and hospitals in Afghanistan because there was no-one to man them, a problem euphemistically referred to as ‘overbuilding’ (p.173).

2) Northern Ireland had an insurgency for 30 years and it had all the schools and hospitals you can imagine. That wasn’t what the people needed. What they needed was a political settlement which would offer security for all. That’s what the people in all these trouble spots want first and foremost. Security. And that’s what the coalition forces failed to provide in either Iraq or Afghanistan (p.173).

Fascinatingly, the Soviets did understand the long-term nature of this kind of commitment and took tens of thousands of Afghan doctors, lawyers, soldiers, policemen, prison officers and so on back to Russia and trained them over many years. With the result that many of the current Afghan officials Ledwidge met as part of his work spoke fluent Russian. But none of the occupying powers were prepared to make that kind of commitment (p.174).

He tells a funny story about UK Foreign Secretary David Miliband visiting Helmand and inviting two Afghan ministers for dinner. In all innocence he asked these ministers how long he thought central government officials, civilian and military, would remain in the provincial capital, Lashkar Gah, after the NATO forces withdrew, and they replied…about 24 hours (p.174). Exactly. And this is indeed what happened when the Americans withdrew their last forces in August 2021. The security forces fled or melted away and the Talinan was back in power within days.

Opium

The Taliban almost completely banned Afghan farmers from growing opium (p.176). As the incoming NATO forces pushed the Taliban out, opium growing returned and, Ledwidge asserts, this time around the Taliban allowed it to and took a cut to pay for their weapons.

By 2007 Helmand, just one of Afghanistan’s 34 provinces, supplied over half the world’s poppy crop. He makes the basic point that, at the time of writing, a hectare of wheat was worth £475 to an Afghan farmer, whereas the same area of opium might be worth £6,500 (p.177).

Ledwidge has a good handle on this because when he served as a ‘justice adviser’ in Afghanistan he was actually paid out of the UK’s counter-narcotics budget (p.178).

Women’s rights

After the Soviet Union invaded Afghanistan they attempted to develop its economy and modernise its society. A key aspect was promoting women’s rights in this fantastically conservative, patriarchal society. By the time they quit the country in 1989, some 70% of teachers, 50% of government workers and 40% of doctors were women (p.184). The point is, the West armed the mujahideen for ten long years in order to overthrow the Soviet occupation and eventually succeeded. Whereupon the country collapsed into civil war, from which chaos emerged the Taliban who, as we all know, plunged the country back into the Dark Ages, part of which was sacking all women from all jobs and banning them from leaving the house unless accompanied by a male relative.

Which regime was better for women, Soviet rule or Taliban rule? Their Afghan adventure was seen as the Soviets’ Vietnam, and the long drag on their national resources, and the social unrest it caused contributed, maybe, to the final collapse of the Soviet Union. Still. It makes you wonder whether life for many Afghans, and pretty much all Afghan girls and women, would have been immeasurably better if the Soviets had been allowed to continue their rule of the country.

By the end of this withering chapter it’s hard to avoid the thought that Afghanistan exists as a kind of mockery of all notions of international development, state building, foreign aid and so on. Or, as Ledwidge puts it:

The attempt to impose Western-style government and legal systems on a country that has no real inclination to adopt either – and to do it a matter of a decade or so – was always doomed to failure. (p.187)

Poll results

Ledwidge shares the hilarious results of opinion polls which have been from time to time carried out on the Afghan population. In one just 8% of Afghans living in Helmand Province (Helmandis) had even heard of the 9/11 attacks in New York. This is really important because it indicates the way that hardly any of the population understood why the NATO forces were there; most of the population thought they were just the latest in a long line of murderous invaders. Further, only 30% believed that NATO protected the population from attack, while 65% believed NATO killed more of the population that the Taliban did. When informed that the main aim of NATO forces was to introduce democratic values, 72% of those polled couldn’t explain what that meant (p.188).

These and other stats help explain why so many young Afghan men didn’t understand any of our high-falutin’ ambitions about nation building and development and democracy and all the rest of it, and just thought of themselves as patriotic heroes combating the latest wave of brutal, destructive invaders, like their fathers and their grandfathers before them.

Chapter 8. Have we in Britain been made safer by both wars?

Are we ‘safer’ as a result of Britain’s involvement in the invasions of Iraq and Afghanistan, as Tony Blair and Defence Secretary John Reid claimed? Was it ever in out best interests to pursue these wars?

No. Ledwidge claims that most army officers know the simple truth: that both the wars, in Iraq and Afghanistan, were fought primarily to satisfy Tony Blair’s misguided wish to keep in with the Americans (p.205). The second campaign, in Afghanistan, was mainly fought because the army desperately wanted to rehabilitate itself in the eyes of our American masters after ballsing up big time in Basra. Neither had any relevance at all to Britain’s actual, present or future security needs. Fighting the Taliban was always a stupid, stupid thing to do. Ledwidge quotes a former NATO official at the time:

‘[The Taliban] pose no threat to Britain and not one Afghan has ever been involved in any terror attack in Europe or the US. It is simply rubbish to assert that British soldiers are fighting impoverished opium farmers and $10 a day gun-for-hire insurgents in Helmand Province to protect the British people from terror attacks. These Afghans are fighting our soldiers because they just don’t like foreigners and never will.’ (quoted page 198)

In the event, both Ledgwidge and Jack Fairweather give plenty of evidence that the British Army’s dismal failures in Basra and Helmand irreparably damaged the so-called ‘special relationship’ with America. Ledwidge cites former Chief of Staff of the US army, General Jack Keane, addressing a conference at the Royal Military Academy Sandhurst in 2013:

‘Gentlemen, you let us down; you let us down badly’ (quoted page 233)

And this is the view widely held in the US military. Then again this may be no bad thing if it forces the UK political and defence establishments to distance ourselves from America and think through our likely defence threats and strategies from a purely British position. Don’t hold your breath, though. The ludicrous embarrassment of Brexit was proposed partly by Conservative politicians convinced that our future lies with America, 4,000 miles away, rather than with the continent just 20 miles away.

The people who run the British establishments, in politics, the military, the arts and media and many other sectors, will continue to kiss American arse for the foreseeable future. As Ledwidge puts it: ‘The results of this are toxic and go far beyond the military’ (p.206).

The so-called ‘special relationship’ has led Britain into the invasion of two Islamic countries. Her confused and inconsistent strategy (or the lack of any strategy) in the ensuing wars and her over-enthusiastic and totally uncritical following of US policy have been intensely damaging to British (and Afghan) interests. The policies pursued have been entirely counter-productive and literally self-defeating. (p.208)

As a result of tagging along behind America on these two misguided interventions we in Britain have been made less safe in two ways. 1) We have generated a home-grown generation of angry young men here in the UK, outraged by our invasion of Muslim countries and killing of Muslim civilians. Some of these have carried out terrorist attacks on our own soil as a result of British intervention in Iraq and Afghanistan. As Pakistan and security expert Anatol Lieven puts it:

‘UK policy has been an absolute disaster in the perception of the Muslim population and has produced a significantly increased terrorism threat.’ (quoted page 210)

The second way in which these disastrous wars have made us less safe is we have wasted billions investing in the wrong kind of armed forces. In particular all the money has gone to the army (which, it turned out, was incapable of supplying its soldiers with the kind of equipment they needed) at the expense of the other two branches of the armed service, the navy and air force.

This explains why, when NATO wanted to support the anti-Gaddafi forces in Libya, it was the French who led the attacks – because they have a fully functioning aircraft carrier and lots of planes; we don’t.

By emasculating the Royal Navy to pay for the army and its operations in the Afghan desert, the UK has jeopardised the defence of our island nation’s vital interests. (p.213)

All the time, intellect, energy, money, material and resources ploughed into fighting badly organised peasants 5,000 miles away have completely distracted attention from the very real threats we face from a) larger, more conventional armies i.e. Russia, fighting in Europe and b) the serious emerging threat of cyber-attacks.

Thoughts

Out of date

The most obvious point is the book is fabulous as far as it goes, but is now out of date. Ledwidge wrote it in late 2012-to-early 2013 i.e 10 long years ago. Since then, residual units of the British Army racked up more time in Afghanistan alongside the much bigger US presence, and the fight against the Taliban ground on, with accompanying NATO losses and civilian collateral damage, for another 8 years. And it all led up, of course, to the humiliating US withdrawal which concluded in August 2021.

So most if not all Ledwidge’s figures are out of date. What remains valuable, though, on a procedural level, is his careful structuring of the entire subject and his explanations of the methodologies he used; and on a conceptual level, the questions he asks and the searingly critical conclusions he comes to. All of these shed new light and angles on the story of the war.

Slow starting, ferocious ending

The second point is that, at least to begin with, this is a less impressive book than its predecessor. It feels more hurried. In the first book he took the reader with him, his points were carefully argued, we shared his slowly growing sense of disgust and horror, so there was a dynamic aspect to the narrative.

In this book he takes his anti-war attitude for granted and so doesn’t so much take us on a journey but just restates his disgust. An example of this is the way he uses the same small number of negative quotes from people involved in the wars not as the punchline of extended arguments, but as short-hand, as quick reminders, and uses them repetitively. So he tells us more than once that the former UK ambassador to Afghanistan Sir Sharrard Cowper-Coles thought the war was a waste of time. These kind of quotes are used as a kind of shorthand, summarising the more extended forms of the arguments he gave us in the preceding book.

That said, the final two chapters, 7 and 8, finally become really angry, rising to the level of evidence-based excoriation found in the first book and leaving you shaking with fury at the idiocy and incompetence of British politicians and army leaders. What a shambles. As an Afghan friend of Ledwidge puts it:

‘We were promised good governance: where is it? We were promised economic growth: where is it? We were promised stability: where is it? (p.190)

454 British troops killed, thousands badly injured and crippled. Tens of thousands of Afghan dead. Tens of billions of pounds wasted. And a week after we left, the Taliban rolled back in and took power again, as if nothing had happened. It’s hard to think of a more complete definition of futility.

3 Para by Patrick Bishop (2007)

‘Whatever the difficulties and risks of this deployment…those risks are nothing compared to the dangers to our country and our people of allowing Afghanistan to fall back into the hands of the Taliban and the terrorists. We will not allow that. And the Afghan people will not allow that.’

(Defence Secretary John Reid lying to the House of Commons on 26 January 2006 to justify the British Army deployment to Helmand Province, south Afghanistan. Sixteen years later Afghanistan is back in the hands of the Taliban. We allowed it. And the Afghan people allowed it. And do our country and our people feel scared by all those dangers Reid grandly warned us about? No)

But the Taliban kept on coming.

This is a thorough, detailed and gripping account of the deployment of the Third Battalion, the Parachute Regiment (3 Para) to Helmand Province in southern Afghanistan from April to October 2006. It’s designed to be a popular and accessible account, as the cover of the paperback edition suggests, with its tell-tale embossed letters on the cover and shouty straplines such as you’d see on a movie poster:

REAL COMBAT. REAL HEROES. TRUE STORY.

But the text isn’t as dumb as the cover suggests. You can question Bishop’s fairly uncritical acceptance of the Parachute Regiment at their own estimation (men’s men from the best regiment in the British Army) and question his downplaying of some of the issues mentioned but not really explored in his account (notably the vexed issue of collateral or civilian casualties). But that’s not his purpose. He’s not a historian of the entire campaign, writing at a high strategic level. His narrative is deliberately and breath-takingly a boots-on-the-ground, soldier’s eye-view of desperate fighting, against the odds, in an alien country, 5,000 miles from home.

3 Para is a detailed, gripping and immensely authoritative depiction of what the face of modern warfare looks like to the men on the receiving end of Kalashnikovs mortars and rocket-propelled grenades (RPGs). This book does what it sets out to do really well, crisply and efficiently.

The Parachute Regiment

Bishop gives a good potted history of the Parachute Regiment, describing its formation during the Second World War, notoriety gained in Northern Ireland from the Bloody Sunday killings, glory won in the Falklands. He describes the gruelling training required to join this elite force and the sense of pride teetering on arrogance this gives ‘Toms’, as members of the regiment call each other, over every other regiment in the army, who they collectively dismiss as crap hats or just ‘hats’. (Incidentally, all the officers and men refer to themselves as ‘the blokes’, not guys or lads. It’s always ‘the blokes’, ‘my blokes’ etc, for example p.220.)

He gives a pen portrait of the Paras’ commanding officer, Lieutenant Colonel Stuart Tootal, like many senior officers in the British Army, a formidably intelligent man, with a Masters Degree in International Relations from Cambridge and an MA in war studies from King’s College London.

He describes the background to the deployment of British forces to Afghanistan in April 2006, including Defence Secretary John Reid’s notorious claim that he hoped the three-year deployment would pass without a single shot being fired.

The force package

There’s a great deal about the make-up of the British force which was deployed to Afghanistan. I always find these bits of military books extremely confusing containing, as they do, a bewildering array of names and numbers of regiments and brigades.

The Helmand Task Force was drawn from 16 Air Assault Brigade based in Colchester. At its heart was 3 Para. Air support was provided by seven Chinook helicopters provided by the RAF. The big choppers were only lightly armed and so had to be accompanied by eight Apache attack helicopters which were provided by 9 Regiment of the Army Air Corps. (One Chinook was shot down in Afghanistan, killing all 16 soldiers aboard. The Apache bodyguards were vital, p.67.) Four Hercules C-130 transports were supplied by the RAF.

3 Para, like all infantry battalions, is configured in tiers. It consisted of A, B and C companies which were rifle companies, augmented by Support Company (machine guns, mortars, anti-tank weapons) and D company (intelligence, signals, target acquisition [snipers] and reconnaissance). 3 Para were supported by a company from the Royal Gurkha Rifles and a detachment from the Royal Irish Regiment. The armoured element was provided by the Household Cavalry Regiment with their Scimitars and Spartans. The Royal Horse Artillery’s 7th Parachute Regiment would contribute a battery of 105 light guns. The operation was supported by a parachute-trained squadron of light engineers from 23 Engineer Regiment, units from the Royal Logistics Corps and the Royal Electrical and Mechanical Engineers and medics from 16 Close Support Medical Regiment. An advance force of engineers were deployed to build camps protected by a company from the Royal Marines 42 Commando (p.28).

I give the list verbatim to show two things. One, it really brings home the importance and the responsibility placed on the planners who had to work out what was needed, where it was going to come from, and how to send it all half way round the world.

Second point is how challenging it must have been for commanders like Brigadier Ed Butler or Lieutenant Colonel Tootal to fully grasp what was available to them and who could be pulled into planned missions or called upon when emergency struck. Their roles required an in-depth understanding not just of the names and numbers but a good working knowledge of what all these personnel were good at, or could be called upon to do, in a pinch, in a crisis.

Too many aims

Bishop explains the problems facing the deployment which were of roughly three types and which were to snarl up and undermine the mission.

1. Confused aims

The NATO deployment was meant to be:

a) helping ‘the Afghan people build a democratic state with strong security forces and an economy that will support civil society’ (as you can see, there are actually three distinct goals in that one sentence). At the same time

b) it was to work with the Department for International Development to deliver ‘a tailored package of political, developmental and military assistance’ to the Afghan people

AND c) the troops would be expected to ‘support international efforts to counter the narcotics trade which poisons the economy in Afghanistan and poisons so many young people in this country.’ (p.27)

2. Chain of command

Brigadier Ed Butler was chosen to command the force. Canada was in overall command of the NATO effort, with its base in Kandahar. Because of Canadian army base was also being commanded by a brigadier, army etiquette demanded that Butler step aside allow a more junior officer to command his men. This meant Butler would have to oversee operations from Kabul (p.45) Meanwhile Tootal discovered he would have to answer to a new layer of command with Colonel Charlie Knaggs put in formal charge of the Helmand Task Force. Then Butler discovered his headquarters would not be doing the operational planning but that a staff officer from army headquarters in Northwood would be drawing up the crucial operational plan.

The words ‘piss-up’ and ‘brewery’ spring to mind.

3. National and local politics

The brigade and even the British contingent as a whole didn’t have autonomy. They were fitting into an international force whose members had rival agendas. The Americans had little interest in the reconstruction effort and wanted the Brits to support Operation Mountain Thrust, their campaign of ‘decapitation’ i.e. seeking out and killing Taliban leaders. In contrast, the government of Afghan president Hamid Karzai didn’t want the Brits to do anything which would alienate local tribal chiefs who, of course, got tribute from all the farmers growing poppies. He wanted the Brits to extend the authority of the Kabul government without ruffling feathers.

Diary of fighting

But all this background is in a sense just the setting, the stage, for the guts of the narrative. This consists of a kind of diary of the deployment and, above all, of the fierce fighting the unit quickly found itself engaged in. Dates are prominent and used to specify the day-by-day series of events. These are all-too-often optimistic outings from the various bases which almost immediately encountered problems and turned into devastating firefights.

Bishop must have had extraordinary access to 3 Para because the text is crammed full of direct quotes from officers and men commenting on all aspects of the story, from the initial deployment and the pitiful state they found Camp Bastion in, through these numerous hair-raising engagements.

A Company arrived at Camp Bastion on 15 April to find their accommodation not built yet. They dossed in tents on the desert sand with no showers or toilet facilities. Tootal arrived 18 April. His brigade was to patrol the triangle formed by Bastion, the provincial capital Lashkar Gah, and the market town of Gereshk, 20 miles north east of the base.

Even on their first patrol of Gereshk seasoned paras who’d served in Northern Ireland recognised the signs. There was a charged vibe and many of the young men stared at the troops challengingly. They realised they were being dicked, ‘dicking’ being a term coined in Northern Ireland to describe the way IRA sympathisers signalled to gunmen the passage of British patrols.

Less than two weeks later on 1 May a convoy returning from a first shura with elders was briefly hit by a scoot and shoot attack i.e. a single concealed gunman letting off a burst from a kalashnikov. Paradoxically, Gereshk remained peaceful for the rest of the deployment; it was all the other towns which kicked off.

The Brits discovered the Afghan police were even more corrupt than the Iraqi version. Some of the 22 checkpoints at the entrance to Gereshk had been subcontracted to gunmen to extort whatever they wanted from civilians who wanted to pass. The training course NATO had set up was at Kandahar 80 miles away. Even keen recruits only stuck it out for a few days then absconded.

18 May Gunmen attacked on the district centre at Musa Qala. On 20 May a convoy carrying Afghan Army soldiers, American and French trainers was ambushed: 15 soldiers and 2 Frenchmen were killed. Convoys got attacked or lost. Troops had to be sent out to rescue them who themselves came under attack and radioed for air cover.

The Afghan government asked for protection for the village of Now Zad and Butler sent a troop of Gurkha soldiers. These were to become stuck in the town and come under fierce attack. A few days later the provincial governor, Daoud, requested help for a village a hundred miles north where one of his supporters was coming under attack, so Butler dutifully flew some men up there, to discover no attack at all.

Butler didn’t like the way the deployment was evolving. 1) He was having to deploy troops to beleaguered towns like Now Zad and Musa Qasa, which then became magnets for heavily armoured attacks by Taliban. Any reinforcements setting out from Bastion were bound to be ambushed on the way. Or 2) he was acting as paid security for Daoud and his backers a job the Afghan police or army or both should have been doing. Both of which were replacing the supposed strategy of securing the Bastion triangle and then systematically expanding the area of peace and security from there. He was becoming too reactive, reacting to events (i.e. the ambushes and firefights launched by the Taliban), losing the initiative (p.85).

There was a feeling among the men that the British were too compliant with the wishes of the Afghans and that their own mission was being twisted put of shape by local political considerations. (p.110)

General points

1. The NATO forces were screwed without air cover. Again and again and again and again, when they come under attack, the Paras radio for jet fighters to come in and strike the enemy positions with 1,000 kilo bombs. Or, when there are casualties, they desperately radio for Chinook helicopters to come and evacuate them. But a) there were never enough Chinooks and b) the Chinooks were so lightly armed and vulnerable that they could only enter the battlespace if accompanied by Apache attack helicopters (p.58).

All these desperate radio calls for air back-up prompt one simple thought. In the end the Taliban won without any super-expensive, gee whizz, air support at all. Just by having the numbers and dogged persistence. Just like the Viet Cong.

2. Second thing I noticed is how, in the second quarter of the book i.e. after the Paras have arrived and as they each individually experience their first engagement, once back at base they each congratulate themselves on how well they’ve performed, how their training had worked, how nobody had faltered or frozen and everyone behaved as trained. Good lads!

‘Everyone was elated, We had all succeeded. No one had backed down or done anything cowardly.’ (p.66 and p.82)

They had blooded themselves, been put the test and proven true, proved worthy of their regiment, their training and, in many cases, of their father and grandfathers who served before them. They had become men.

‘For the first time you felt legitimised. You felt that you had done it for real now and it was good, it was good.’ (p.83)

I know it’s understandable, I dare say I’d feel the same. But it’s a small example of what Frank Ledwidge calls the inward-facing mindset of the British troops in both countries. As the security situations deteriorated, commanders’ number one priority became protecting their men. As time went by, the attacks became more fierce, the outings from fortified platoon camps more rare, simply surviving became the sole priority.

All talk of development, talk of eradicating the poppy crop and restructuring the entire rural economy – something that even in peacetime would have taken years of government funding and careful planning – all this stuff vanished like morning dew (p.265). Within a few months Butler and Tootal had placed their men in situations of mortal danger and their overriding priority had become trying to protect their men from ceaseless attack.

Notable engagements

4 June Operation Mutay to surround and capture an ammunition store, possible IED factory, in Now Zad, which degenerates into a long hard-fought battle in the confusing back alleys and smallholdings of the town.

11 June Mission to retrieve a Desert Hawk unmanned air vehicle that had crashed in the desert. Ambushed by Taliban the convoy of NATO troops get into real trouble.

13 June American convoy ambushed, A company told to fly to the last reported location and extract surviving Americans. The Paras are themselves attacked and forced to bunk down in the desert overnight as water runs dangerously short until a Chinook finally arrives to extract the wounded and drop water. It took 30 hours in all rather than the 2 they were told.

Early June the Support Company’s mortar platoon was sent to reinforce a handful of American security guys and Afghan Army forces guarding the prestigious Kajaki dam, a major source of power and irrigation for the entire province, built with American development money in the 1950s and still just about functioning. The dam was coming under steadily heavier attack which was demoralising the Afghan army inside it. Support company was sent to surprise the next Taliban attack by replying in force with mortars and machine guns.

27 June C Company with support elements rumbled in a convoy to the village of Zumbelay east of Gereshk. After a shura the village elders recommend they leave by a different road on which they run into an ambush, with different troops becoming separated and caught in localised firefights which went on after sunset.

21 June The Paras were sent on an operation to Sangin which should have lasted at most a few days but led to them being stuck there for the remainder of their time in Helmand. It was another reactive and policing action. Two days earlier the Taliban had ambushed a convoy carrying a former district chief killing him and his bodyguards. A posse of relatives set out to retrieve the bodies and they too were ambushed and 25 killed. Among the wounded was the son of the district chief. Once again governor Daoud asked Charlie Knaggs if his troops could rescue the boy and once again the Paras were sent on what was really a policing job. The justification was that it would maintain and/or extend the reach of central government.

The second half of the book focuses on the paras taking over the compound of the district centre just on the edge of Sangin, fortifying it, then coming under probing fire, then sustained attack.

1 July The FSG directly hit by a RPG which killed three and badly injured five. Desperate scenes as the medical officer Harvey Pinn tried to save the wounded. The Chinooks take a long time coming to evacuate them. After this murderous night Tootal considered evacuating the entire force from Sangin but they had got themselves into a political trap. With each new attack fought off Sangin became more and more symbolic for both sides. Defeat and withdrawal would amount to a huge victory for the Taliban and a defeat for both governor Daoud and the Kabul government which 3 Para were there to support. So stay they had to.

5 July Troops were ordered to secure the area south of the compound for helicopters. They are ambushed which develops into a fierce fight during which Damien Jackson was shot through the torso and bled to death despite his colleagues’ frantic efforts.

By now there were contingents posted at Sangin, Now Zad, Musa Qaleh, Kajaki and Forward Operating Base Robinson i.e. the force was spread thin. Contrary to everything the army general staff told the politicians and the politicians told the country:

  • There were simply not enough men to do the job. (p.147)
  • The problem was there were never enough soldiers. (p.201)

Cut to the Pathfinders who were sent on a temporary mission to Musa Qaleh and ended up getting stuck there. Bishop describes repeated attempts to relieve them which were driven back by fierce attacks, and the nightly attacks on the compound, until the Pathfinders began to run low on food and ammunition. A Danish relief force under Major Lars Ulslev broke through the Taliban siege on 26 July to reinforce and resupply the garrison, and the two nationalities fought alongside each other for a further 2 weeks. The Pathfinders didn’t leave Musa Kaleh until 6 August. In fact it took an entire battlegroup operation to get them out. A couple of day deployment had turned into 52 gruelling days, subject to daily attacks.

During the endless night attacks, one of the planes the Pathfinders called in for support bombed a mosque. When the Danes met the town elders the latter demanded that the coalition pack up and leave. All their presence did was bring trouble (p.165). When Ulslev made it clear the NATO forces were staying many of the townspeople packed up and left until Musa Qaleh became a ghost town. The NATO mission there would turn out to be a disaster for them (p.256).

14 July Operation Augustus, allotted to the Brits by the American senior officer, Major General Benjamin Freakley, to seize a Taliban leader running a madrassas a few miles north of Sangin. Two hundred Paras were choppered in protected by a Spectre gunship, a UAV, Harriers and Apaches. Bishop gives a vivid detailed description of this major engagement. A lot of blowing up and air support plus the arrival of the Canadians in armoured vehicle, but when they finally blast their way into the compounds the Taliban has left and there’s no sigh of the leader they were sent to capture.

Chapter 13 describes the prolonged ordeal of the 40 or so Gurkhas who held the district centre at Now Zad against wave after wave of Taliban attacks. When they’d arrived the town elders asked them not to stay, knowing it would attract the Taliban, but they remained, in accordance with the wishes of Governor Daoud and were subject to an amazing intensity of attack, in one week being attacked 35 times. Soldiers were forbidden to move around the compound during daylight hours for fear of being sniped by Taliban sharpshooters.

They survived and called down repeated air strikes which exterminated Taliban positions and must have killed over a hundred of them. Yet they kept on coming back. Two points emerge. One: it was a big mistake to be forced to ally with the Afghan police, nominal representatives of the Kabul government, who were in fact a byword for corruption, kidnapping, extortion, rape and paedophilia (pages 184 and 211). Allying with them ruined the NATO forces’ reputation.

Second: as the Taliban moved in, townspeople wisely left. By the time the Gurkhas were relieved by a force from the Royal Fusiliers, the town was a) empty, a ghost town and b) very badly damaged. They had survived, astonishingly with no mortal injuries. But mission accomplished?

Chapter 14

27 July and back to Sangin, manned by B Company which endured up to six firefights a day. A digression on the setup and kit used by snipers (p.195). The Taliban were becoming more organised and effective. Intelligence speculated that losses of local fighters had been made up with imports from neighbouring Pakistan who were much better trained and tactically imaginative (p.217). Hence the Brits rarely patrolled with fewer than 40 troops. Nerves and defeatist talk spread as the soldiers realised that every single patrol would be attacked, some as close as 40 metres from the outpost.

20 August A patrol aiming to find a new path through the area north of the outpost runs right into Taliban fighters. In moments three of Corporal Bryan Budd’s eight-man 1 Section are wounded and down. On the spur of the moment Budd charged the Taliban single handed firing continuously making them desist firing or retreat long enough for the rest of his squad to extract the casualties. Later his dead body was recovered. He was posthumously awarded the Victoria Cross (p.218). His death demoralised the blokes.

29 August A full battle group operation to convoy in and install an air-portable bridge across the river Helmand west of the Sangin outpost. This triggers a fierce firefight in which platoon sergeant Paddy Caldwell is shot in the neck.

The experience of the Danish force, nicknamed the Griffins, which came to Musa Qaleh, 140 strong with 46 light armoured Eagle vehicles. A force from the Royal Irish Regiment replaced the Pathfinders to fight alongside the Griffins and discovered an outpost under unrelenting daily bombardment. They destroy houses close to the base which could provide cover, they blow the backs of houses off so they can see silhouettes moving about.

The battle group’s tenure of Musa Qaleh appeared to be achieving nothing other than the steady destruction of the town. (p.232)

The Royal Irish came to call it ‘Camp Shit Hole’.

14 August a Taliban attack so intense, from so many angles, that the platoon commander described it as like World War III. Our boys withdraw to a large container as shelter from a relentless barrage of mortars.

The incoming commander of the International Security Assistance Force in Afghanistan dislikes the outpost system and wants to withdraw troops from the platoon forts, but is prevented by the Prime Minister who says this would be handing the towns over to the Taliban. Corporal Danny Groves is quoted as very sensibly pointing out the Taliban already control the towns; all the allies control is an area about 100 metres from the walls of their forts and barely that, seeing as they are subjected to hourly attacks (p.235).

The Danish government withdraws its men from Musa Qaleh who are replaced by a cobbled together British force. The Danes had better food, better equipment and more medical officers. And they were a laugh. They were missed. The Danes were extracted in a full battle group operation with a convoy of lorries, persuading the Taliban the outpost was now ripe for taking.

26 August A concerted Taliban attack to take the Musa Qaleh outpost, phased attacks staged by some 150 fighters (p.240). There were seven attacks in the next 24 hours. It didn’t stop and attrition was wearing down the defenders.

1 September Intense mortar attack gets a direct hit on the main mortar launch site, killing a popular Fijian solder, wounding another who died later in hospital.

2 September Mass attack on Musa Qaleh results in six Royal Irish casualties.

6 September Back to the Kajaki dam, which had come under regular attack throughout the period. When Taliban are seeing setting up a roadblock on a road a mile away our boys go to investigate and blunder into a minefield. One is killed, five severely wounded. It’s a traumatic account. On the same day there were casualties at Sangin and Musa Qaleh, causing casualties. Bishop’s account of the bravery of Chinook pilot Mark Hammond who flew to all three sites to evacuate casualties under heavy fire made me cry. What incredible bravery. He was awarded the Distinguished Flying Cross (p.250). As Dan Mills says, in Sniper One, balls the size of watermelons.

The occupiers of the Musa Qalej outpost had beaten back over 100 attacks in 40 days. Three had been killed and 15 injured.

Soldiers’ humour

The district centre/compound at Musa Qaleh is under attack, as usual:

Three of the Pathfinders grabbed their kit and ran across open ground swept by fire, up a ladder and along a 30-foot makeshift bridge that led to the roof of the outpost. They began returning fire. Among them was Lance Corporal Tony Robinson, an Australian on an exchange posting. Robinson was keen to fire the 51mm mortar located on the Outpost, something he had never done before. He dropped a bomb into the barrel and it soared off into the night. But there was no explosion. Someone asked him whether he had removed the safety pin. He replied, ‘There’s a safety pin on these things?’ The collective shout of ‘Knob!’ could be heard over the gunfire. (p.160)

How to win a medal

Quite a few of the soldiers received medals after the deployment and Bishop devotes an appendix to carefully listing them all. It’s interesting to learn what kind of behaviour wins a medal. On 24 July the Outpost at Musa Qaleh was attacked and two RPGs hit the sangar, destroying it and destroying the western edge of the roof which collapsed to the ground below. Two Danes were on the roof and when the smoke cleared one was seen doggedly returning fire. But the other, Lieutenant Thomas Rydahl, had fallen with the roof, two storeys down into a pile of rubble where he lay in full view of the attacking Taliban, a sitting duck.

Several Paras ran under fire along a walkway to the roof to join the shooting Dane. The Australian Tony Robinson looked over the damaged bit of roof down at Rydahl lying exposed and had a brainwave. There was an old bedstead on the undamaged part of the roof and Robinson hung it over the side, then climbed down it under direct fire from the enemy. He quickly learned the Dane had a broken leg so wasn’t able to shin up a vertical bedstead, so Robinson rooted around in the rubble and found a ladder, placed it against the rubble stack and pushed the wounded Dane back up onto the roof where his colleagues pulled him up, and so to safety.

For this act of extraordinary bravery under fire Robinson won the Military Cross (p.164). (See also the valour of Bryan Budd, mentioned above.)

A Para poem

The Paras nicknamed the enemy ‘Terry Taliban’. This anonymous poem was pinned up in one of the sangars at Sangin.

Watch out Terry, we’re hunting you down
There’s nowhere to hide in Sangin town
You shit yourself when the .50-cals are fired
No point in running, you’ll only die tired
Got A-10s on call for brassing you up
No food or water, we don’t give a fuck
So do one, Terry, you’ve plenty to fear
We run this town now. The Paras are here.

Bit tough on any of the Brits who were actually named Terry.

In the last furlong of the book more and more of the blokes change their tune and pay tribute to the Taliban. They must have taken casualties in the hundreds of dead with many more wounded but they absolutely would not stop and the tempo of attacks only increased.

The end

As September 2006 drew to a close the mood music changed. The British had intelligence that the Taliban had identified the helicopters as the weakest element in the allied force. Ed Butler realised that all it would take would be for one helicopter to be shot down for him to be faced with the agonising decision of whether to send in another one to extract the casualties but risk undergoing the same fate.

The incoming head of ISAF, General David Richards thought the situation he inherited, with the force distributed among the outposts, had been a mistake. He thought Butler had been mistaken in acceding to Governor Daoud’s wishes to ‘save’ this or that town from the Taliban. But he didn’t want to unilaterally withdraw. That would look like a NATO defeat (as it indeed would be).

While the senior brass agonised about what to do the elders of Musa Qaleh solved it for them by brokering a peace. They asked the Taliban to stop the fighting which was destroying the town and, once this was agreed, Ed Butler willingly agreed, too. A ceasefire was declared on 12 September just 6 days after the disastrous minefield day. In a historic event 60 or so of the town elders walked out to the bullet-riddled fortress, were welcomed in and given soft drinks, accompanied by a cohort of young intense-looking men dressed in black, who said nothing. The deal agreed was a month of peace then the British would withdraw. The elders would provide family members to police the town. The Taliban would withdraw. Handshakes all round. Within hours the centre of the town began to come back to life.

The Paras expected attacks to start up at any moment but they didn’t. The entire month went by without a shot being fired. In mid-October the garrison of the Musa Qaleh outpost was withdrawn.

But Terry hadn’t given up across the rest of the province, Incidents fell away but whether that was because the Taliban were exhausted, were running short of fighters, that local elders were intervening or it was the start of the poppy season, noone knew. There were 76 shooting incidents between 18 September and the official end of the battle group’s tour on 6 October.

The Para cohort in Sangin were relieved by Royal Marines. The Paras and their battle group comrades had been in Sangin for 91 days during which time they clashed with the Taliban 138 times (p.264). One by one A, B, C and the new E company were moved out. Tootal handed over responsibility for the British Battle Group to the Marines on 31 October 2006.

As to the aid and development we promised all the Afghans in all these different towns and communities, by the time the Paras arrived they’d been hearing the same promises off and on for five years. Bishop describes Para officers attending shuras and making the same promises which the Afghan elders listened to again, with polite disbelief. And then nothing happened. For the full three years.

Little progress had been made on reconstruction, the underlying purpose of the deployment. No ‘quick impact’ projects had been delivered…Instead of construction there had been destruction…the areas around the district centres of Musa Qaleh, Now Zad and Sangin were scarred and battered by the continuous battles. The people of these places had no reason to love the British. (p.266)

A foreign view

The Brits were part of a much wider NATO operation. Bishop occasionally mentions members of other nations’ forces, like the French who are killed in a Taliban attack, or the Danes who battled through to relieve the Pathfinders at Musa Qaleh.

It would be really interesting to read about their experiences, about a different national approach from the Americans or the Brits who I’ve been reading about. Their opinions of the Afghans, the deployment, about us. Would be interesting.

Even more obviously, I wonder if there are any accounts of the Taliban view of all of this, the allied invasion of 2001 or the NATO deployment of 2006.

Broader context

Which leads onto another obvious thought which is – this book is very limited in both subject and time. The British deployment was only part of the much larger NATO deployment. If you look at maps of the campaign you immediately see that US forces held camps and outposts to the north and south of the British, while the Canadians held Kandahar and other NATO members other areas. Presumably it was all kicking off there, as well, but Bishop gives little or no indication of how the other allies were faring, what methods they pursued, how the British effort and experience differed from our allies’.

And, timewise, Bishop ends his account in spring 2007 with a premonition that the Paras are going to be deployed back to Afghanistan but, of course, that was 16 years ago. A huge amount has happened since, up to and including the final US withdrawal in 2021. This is an incredibly vivid of a snapshot in time but reminds me, again, that I need to be reading more up-to-date accounts.

Ledwidge’s view

I came to Bishop’s full-on, soldier’s eye-view account from reading Frank Ledwidge’s high-level strategic analysis of both the campaigns, in Iraq and Afghanistan. Ledwidge gives perspective. I can see why Bishop, in order to get full access to all the soldiers in 3 Para writes with enormous sympathy and takes them largely at their own valuation. Ledwidge is far more distanced and objective:

Ledwidge says it was a very bad idea to break up the British forces deployed to Afghanistan into small units deployed to miniature ‘forts’ in ten or so regional towns. They should have remained concentrated in the capital, Lashkar Gah, from where they could have projected maximum force. Instead, distributed as small troops to remote and difficult-to-supply towns, the Brits quickly became targets of local insurgents and malcontents, determined to avenge the slight to their honours and manhood created by these invaders.

Their stated aim was to decapitate the Taliban leadership, neutralise the insurgency, and restore law and order so that reconstruction and aid projects could go ahead. In the event, none of those objectives were achieved during the Paras’ tour or, indeed, during British Army’s 13 years in Afghanistan.

Instead the scattered squads found themselves besieged in an archipelago of isolated Alamos, subject to relentless mortar and rocket propelled grenade attacks and liable, the second they tried to leave their compounds, to murderous attacks which almost always caused casualties, thus necessitating the very dangerous visit of evacuation helicopters which, half the time, came under such intense fire they had to retreat without landing. Or calling in air strikes which, no matter how careful both callers and pilots were, unavoidably caused collateral damage. Bishop acknowledges the bombing of the mosque in Musa Qaleh but only once address the question of how many innocent civilians must have been killed or wounded in the endless firefights and regular air attacks (p.205).

Bishop’s entire narrative presents this as the courageous endurance of our brave boys and I don’t for a minute doubt that they showed personal courage which I couldn’t imagine or dream of. But they were only having to fight against such odds because their superiors fucked up. In several places Bishop refers to the Paras’ tradition of holding out and punching above their weight. But to quote Ledwidge:

There is no virtue in entering a fight at a disadvantage. Heroic, outnumbered actions are not primarily accounts of courage; they are often testaments to inadequate contingency planning and poor strategy. The purpose of military action backed by well-thought-out strategy is to apply maximum force to an enemy’s key centres of gravity, not to allow forces too small for the task to be in a position where they can be overrun or fail. (Losing Small Wars by Frank Ledwidge, page 276)

The plucky underdog trope

You can’t help noticing the way Bishop’s narrative of endurance in last-ditch situations plays to tropes embedded deep in British popular history and culture about the plucky Brits battling against the odds.

The Charge of the Light Brigade, Zulu, the Somme, Dunkirk, The Battle of Britain, A Bridge Too Far, and now struggling to survive in embattled forts in Iraq and Afghanistan – movies and books have created a deep reservoir of narratives and images and national feeling about our brave boys fighting against the odds, and Bishop’s book is squarely in this tradition.

This explains why it has so many endorsements from reviewers plastered across the back and inside pages – because it reads not just like a movie but a movie filled with reassuring, comforting stereotypes. Tough guys don’t make a fuss when their legs are blown off, the heroic group leader makes firm decisions under great pressure, the brave helicopter pilot goes back into the battle zone to collect the last of our brave boys, the devoted medical officer braves a hail of bullets to try and save the mortally injured man.

This all works very well on its own terms. It’s a gripping and inspiring narrative. But unfortunately Ledwidge, operating at a higher, strategic level, says it’s all bullshit, because it didn’t have to be this way. It only ended up like this – plucky heroes fighting against the odds in embattled outposts – because of a whole series of mistakes made by higher-ups, from the general staff who suggested the deployment and the politicians who believed their overoptimistic claims, and involved lack of clarity about an end point and how to get there, ignorance about the complexity of the political and cultural situations we were blundering into, and bad tactical decisions.

Bishop is aware that the decision to dilute the force by deploying small squads to isolated outposts which would be hard to defend and very hard to resupply was controversial, even at the time. He devotes space to quoting Ed Butler and Stuart Tootal explaining that their task was to extend the rule of the Kabul government, so when the provincial governor told them they had to prevent the town of Now Zad or Musa Qaleh falling into Taliban hands, there was a strong case for doing what he – the local representative of the Kabul government – requested (repeated on p.266).

Nonetheless, it was an operational mistake which doomed the mission to failure.

1. ‘Cracking on’

Frank Ledwidge has a lot to say about the British Army’s mantra of ‘cracking on’ in the face of growing difficulties. This, he says, is entirely wrong. A mature army would step back, assess the situation, rethink the overall strategy. ‘Cracking on’ is the strategic equivalent of throwing good money after bad.

‘Cracking on’ was the Paras’ answer to all setbacks. They tried to forget what was happening and carry on with the mission that now seemed starker and more daunting. Things had stated to go wrong. (p.129)

Having read Ledwidge, then, influenced by my reading of all the places in Bishop’s text where he describes just this attitude of ‘cracking on’, made me realise the words he describes it in betray his and the Paras’ ambivalence about this dogged attitude.

  • [After the death of Budd, Lieutenant Andy] Mallett prepared himself to deliver the inevitable ‘cracking on’ pep talk. (p.222)
  • The only answer was to crack on, not out of any belief in the War on Terror but from a sense of duty to your mates, your unit and your regiment. (p.224)

At tactical level, this is, indeed, necessary, But at a higher, operational level, this, Ledwidge says, is when you need to stop and rethink your whole approach. In fact, tellingly, this is the final thought in the final sentences of this extremely good book. At the time of writing, early 2007, it seems like the Paras might be sent back to the ongoing conflict in Afghanistan:

In Colchester preparations are already under way for another deployment. The Paras are approaching it with an enthusiasm which seems undiminished by their recent ordeal. There are no dramas. They are just cracking on. ‘It’s what we do,’ said [Regimental Sergeant Major] John Hardy. (p.269)

Exactly.

(In his impressive history of the war, Jack Fairweather links the army mantra of just ‘cracking on’, in which showing emotion was seen as a weakness, to the failure to take post traumatic stress disorder seriously enough or provide adequate psychiatric care for soldiers coming out of combat. See A War of Choice, page 256.)

2. The influence of films

I’m predisposed against films, especially American Hollywood movies. I think movies, as a form, are a corrupting and degrading influence. To put it at its simplest, many American movies send one message – that you’re not a real man, or nowadays a real person, till you’ve picked up a gun and shot someone.

Justified revenge

To justify killing, many American movies set up a scenario where the professional assassin, government spook etc has retired, left the business – but then someone kills his wife and children and from that point onwards the film is just a list of horrific revenge murders. Thousands of American movies tell one story, the narrative of Justified Revenge.

Good guys, bad guys

And they’re always numbingly simplistic: there’s good guys (often just one guy, single) and bad guys. The good guy gets to kill tens (these days scores and scores) of bad guys. The John Wicks movies make entertainment from showing a superhumanly gifted killer shooting scores and scores and scores of people in the head.

Arguably these two dumb stupid tropes – justified revenge and good guys/bad guys – underlay George W. Bush’s entire War on Terror. Bad guys attacked us; we are justified in taking unlimited revenge.

To give a concrete example, from Iraq not Afghanistan, on 31 March 2003 gunmen ambushed four American contractors outside Fallujah, a city to the west of Baghdad, beat them to death, burned their bodies and hung them from a bridge over the river Euphrates while jeering crowds danced in celebration. Footage of all this was beamed round the world. Bush was horrified and vowed revenge. He ordered the US Army to go into the city to seize the ‘bad guys’.

This ridiculously impossible task of course led to all-out war with the insurgents and the First Battle of Fallujah. All round the world were beamed footage of houses being destroyed, terrified civilians being rounded up, and thousands of refugees fleeing the city as the civilian casualties grew into the hundreds. All round the Arab world young men decided they had to go to Iraq to fight these genocidal invaders.

Fairweather quotes part of the Bush speech on the original atrocity where Bush says: ‘the American people want to know that we’re going after the bad guys’ (p.111).

The simple-minded dichotomies, the binary polarities of a thousand Hollywood movies, which divide people up into the Good Guys (John Wayne, Bruce Willis) and the Bad Guys (wearing black hats), governed US policy throughout the twentieth century. This worked fine when there really were unambiguously Bad Guys, like the Nazis, but not so well in societies riven with complex ethnic, religious, social and political divides, such as Vietnam or Iraq.

Back in Fallujah, inevitably, in order to bring the ‘murderers to justice’, many times more US troops were killed and injured than the original 4 contractors. In the end 37 US troops were killed and over 600 Iraqi civilians. The city was devastated. Thousands fled. America suffered a huge PR disaster across the Arab world. Not only this but it imperilled US policy at the highest level when the entire Sunni membership of the provisional Iraqi government threatened to quit.

Lastly and with thumping inevitability, the supposed murderers of the contractors were never found. So was this a wise decision, balancing tactical kneejerk response in the broader framework of strategic requirements? No. It was a crass, dumb and counter-productive move.

So, back to films. All this explains why, when I read the inevitable comparisons the Paras make to firefights and situations to movies, it triggers the thought process outlined above and makes me realise how deep the baleful, immoral and misleading influence of simple-minded movie narratives extend into both American and British military thinking and policy making, with disastrous results.

  • ‘It was like a case of duelling mortars, like you imagine gunslingers in the Wild West. You stand at one end of the street and you go for your guns and the first one who hits the other guy wins.’ (Captain Nick French, p.98)
  • The dilemma of the citizens of Sangin was close to the plight of Wild West settlers threatened by marauding outlaws, as seen in many an old cowboy movie. Like the peace-loving townsfolk of the Wild West Sangin residents hated the intimidation and extortion imposed on them by the bad guys. (p.115)
  • ‘It was like the gunfight at the OK Corral. There were rounds whizzing by us. (Corporal Stuart Giles, p.209)
  • ‘The bass throb of the .50-cals put heart into the men in the ditches.’ C Company’s sergeant Major told Mackenzie afterwards that ‘when they heard us firing, they felt their whole morale lift – it was like something out of Star Wars.’ (C Company’s sergeant major, p.104)
  • Before the convoy arrived the American quick reaction force that had arrived from the forward to rescue their comrades conducted a ‘clearance by fire’ – drenching the area with heavy machine guns and grenades from rapid-fire Mark 19 launchers. ‘It was like a scene from Apocalypse Now,’ said [Major Nick] Wight-Boycott. ‘The green zone just erupted in flames.’ (p.155)

Thus the simplistic tropes of Hollywood movies influenced Allied thinking from the highest strategic level (President Bush) down to the lowest tactical level (Paras on the ground). Not an influence for detached rational thought but for gung-ho mindless aggression, not an influence for the better understanding of the highly complex societies we were invading, but encouraging the tendency to reduce entire societies down to the simplistic binary of good guys and bad guys. With disastrous results.

Losing Small Wars: British Military Failure in the 9/11 Wars by Frank Ledwidge (second edition, 2017)

Summary

This is a quite mind-blowing, jaw-dropping analysis of the incompetence, ignorance, narrow-mindedness, bad planning, profligacy, bureaucratic in-fighting, politicking, terrible leadership, lack of strategy, appalling mismanagement and ineptitude which characterised the British Army campaigns in Iraq (2003 to 2009) and Afghanistan (2004 to 2014). For the rest of my life, when I hear the words ‘British Army’ on the radio or telly or in movies, I’ll think of this devastating exposé and hang my head in shame and embarrassment.

All of the UK’s recent conflicts – Iraq, Afghanistan and Libya – have been total failures in spite of the efforts of our men and women…None of these conflicts has resulted in anything remotely resembling success. All have failed, and failed not badly, but catastrophically.

[Haven’t] the years of involvement in the post 9/11 wars [been], excepting the two world wars, the most expensive and least successful decade and a half in British military history?

The bulk of the responsibility for them [the failure] must be laid at the doors of our politicians who have little idea of conflict and consequences and no experience thereof…However, if Iraq in 2003 was Blair’s war the generals were complicit not only in its inception but also in its failure.

This book sets out to be one man’s reasonably well-informed view of why our forces, and our army in particular, have performed so badly in recent operations.

This isn’t a history of the British army campaigns in Iraq and Afghanistan so much as a sustained 250-page analysis of why they went so very, very, very wrong. Extremely wrong. Mind-bogglingly wrong. In the introduction Ledwidge writes that he is ‘calling the high command of the armed forces to account for what I regard as nothing less than a dereliction of duty‘ (p.11) and he proceeds to flay politicians, civil servants, advisers and senior military figures with a cat o’ nine tails.

Then, in the longer second half of the book, Ledwidge analyses half a dozen major themes which emerge from the failed wars (the real nature of counterinsurgency, the changing face of military intelligence, the need for a more self-critical and reflective culture in the army) and suggests practical reforms to create an army fit for 21st century combat.

Ledwidge’s qualifications

Ledwidge is formidably well qualified to discuss the issues. He has had an impressively wide ranging career both in and outside the military, and served in all the countries under discussion.

Ledwidge began his career as a lawyer. After qualifying, he spent eight years practising as a criminal barrister in his home city of Liverpool. He then worked for a decade in the Balkans and throughout the former Soviet Union in international human rights protection, criminal law reform, and institution building at the highest levels of government. He developed particular expertise in missing persons, human trafficking and torture prevention.

Ledwidge explains in the introduction that he fancied diversifying and volunteered to join the Royal Naval Reserve, learning navigation and seamanship on minesweepers in the North Sea. He was commissioned in 1993 and went on to serve for fifteen years as a reserve officer with extensive operational experience, retiring as head of the Human Intelligence branch (p.267).

In 1996 he went to Bosnia to serve alongside the military in a team tasked with identifying and tracking down war criminals. In 1998 he moved on to Kosovo as part of a military/civilian peacekeeping unit and was there during the actual war, 1998 to 1999. After the Balkans he served with the Organisation for Security and Co-operation in Europe, in states of the former Soviet Union, mostly Tajikistan.

In 2003 he was called back into regular military service and sent to Basra, in southern Iraq, leading one of the teams of the Iraq Survey Group, tasked with finding the mythical weapons of mass destruction. In 2007 to 08 he served as the first ‘Justice Advisor’ to the UK Mission in Helmand Province.

In 2009 he retired as a military officer. During and after the war in Libya (2011 to 2012) he performed a similar role at the UK Embassy in Libya. (He has also worked in Ukraine during the current war, a period obviously not covered in this book.)

Nowadays Ledwidge is an academic, a senior lecturer at the University of Portsmouth. He is the author of this and a number of other books about contemporary warfare, and regularly appears on the media as an expert.

The first three chapters of the book deal with 1) Iraq 2) Afghanistan and 3) Libya. They aren’t detailed histories of events such as you find in Jack Fairweather’s and numerous other chronicles. They cover just enough of the events to raise the issues and themes which he then addresses in the second, analytical, half of the book.

There are no maps. Shame. Obviously you can look it all up online, still… And it’s poorly copy-edited. Ledgewick repeats adjectives or adverbs in the same sentence. At one point he lists the countries involved in the Syrian conflict and includes Russia twice in the same list. Should have been better edited.

1. Basra

In the invasion of Iraq in March 2003 the Brits were assigned to take Basra, the second city of Iraq, close to the Gulf of Persia, sitting astride the Shatt al-Arab waterway which is formed from the junction of the rivers Tigris and Euphrates, and only 50k from the border with Iran. At one point he likens old Basra to cosmopolitan seaports like Liverpool or Marseilles (p.16). But the Islamic revolution in Iran, followed by 8 years of the Iran-Iraq War, followed by Saddam’s ill-fated invasion of Kuwait, followed by ten years of Western sanctions had made it a harder, poorer, bitterer place to live and brought out a fanatical strain in many of the mostly Shia Muslim population.

Once the invasion was complete the British Army was given responsibility for the occupation of Basra and the four southern provinces around it (Basra, Maysan, Al Muthanna and Nasariyah), the heartland of Iraq’s Shia community. However, almost immediately the city was taken it became clear that British politicians, the Ministry of Defence, the General Staff and senior planners had no idea what to do next:

‘It became very apparent to me shortly after crossing the border that the government and many of my superiors had no idea what they were doing.’ (Colonel Tim Collins, p.20)

‘There was no strategic planning or direction at all beyond the military invasion. There was no articulated strategic context nor end state. There was no campaign plan.’ (Major General Albert Whitley, adviser to the US commanding general)

‘[There was a] lack of any real understanding of the state of the country post-invasion. We had not done enough research, planning into how the country worked post-sanctions…None of this had been really thought through.’ (General Sir Freddie Viggers)

Numbers

In Kosovo NATO forces were able to secure order because they had the numbers to do so. In Basra and south Iraq British forces never had anything like enough boots on the ground to make society to secure, to ensure law and order. They lost control of the streets in the first few days when looters ran rampant, criminal gangs flourished, random street crime became endemic – and never recovered it.

The lack of any thought whatsoever as to how the army might deal with looters was to have disastrous consequences. (p.24)

George Bush and Tony Blair made speeches promising the Iraqis reconstruction of their country, peace and prosperity, a flourishing economy and democratic accountability. None of this was delivered and it turned out the invaders couldn’t even make the streets safe. Carjackings, kidnappings, rape, gang violence all flourished out of control within weeks.

More than any other factor, the restoration and maintenance of order requires numbers (p.24)

On 26 June politicians and generals were woken from their dreams when six military policemen were killed in the town of Majar al-Kabir, due to failures of communication, malfunctioning equipment etc. The real point was that the town, and the whole area, had a proud tradition of resisting invaders including Saddam Hussein’s own security forces, something which the British forces simply didn’t know about or understand (p.27).

Ledwidge arrived in September 2003 after the first honeymoon was over. British soldiers no longer wandered the streets in soft hats, stopping off at cafes. They were coming under increasingly sustained attacks: roadside bombs, ambushes, snipers.

Meanwhile Shia death squads emerged, assassinating former members of Saddam’s regime, terrorising Sunni Muslims into leaving entire areas under threat of death (i.e. ethnic cleansing à la Bosnia), kidnapping, torturing and murdering any possible opponents, and imposing a strict Puritan religious orthodoxy on the street (mostly against women) (p.31).

Instead of addressing any of this, British forces had enough on their plate simply defending themselves. In fact this became their main aim. Ledwidge says his utterly fruitless efforts leading a team looking for WMDs crystallised the way the occupying forces were interested entirely in their own concerns and didn’t give a monkeys about the million Basrawis whose city was turning into hell.

The Geneva conventions

Is an invading or conquering army responsible for securing law and order? Emphatically yes. It is a fundamental principle of the Geneva Conventions. Apparently Colin Powell summed this up to George Bush as ‘You broke it, you own it.’ None of the invading forces acted on this legal basis. Donald Rumsfeld joked about the widespread looting days after the invasion, apparently unaware that the coalition forces had an internationally binding legal duty to prevent it.

For a year after the invasion Shia militias, backed by Iran, took control of the streets. In an example of their complete lack of understanding, the British project for training new corps of Iraqi police ended up recruiting many of these militias who then, wearing uniforms supplied by British taxpayers and wielding guns paid for British taxpayers, set about terrorising, extorting, raping and killing Basrawi citizens – who then wondered why their British occupiers were allying with murderers. The British hoped that they were ‘incorporating’ the militias into a new police force. Instead they were legitimising the militias (p.35-36).

Rotations and reconstruction

The British Army had a policy of rotating units home every 6 months. The army saying has it that you spend the first two months learning the job, the next two months doing it capably enough, and the last two months hanging on and not getting injured, before rotating home for ‘tea and medals’.

This system guaranteed that just as any particular brigades or battalion and their senior officers was about to get an inkling of how local society functioned, had made important contacts and were building trust, they were abruptly whisked away. The system guaranteed a lack of continuity or consistency and prevented any kind of long-term planning.

Instead new brigades came in with senior officers determined to make a ‘splash’. Often they worked out one significant or ‘signature’ offensive, carried it out – some pointless firefight resulting in a hundred or so dead enemy militants and swathes of civilian homes and properties destroyed – then hunkered back down in their base till rotated home and a medal for the commander-in-chief (p.90).

This happened every six months as the actual city the British were meant to be policing slipped further and further into Shia militia control.

Jaish al-Mahdi

The biggest Shia militia was the Jaish al-Mahdi (JAM), loyal to the figure who emerged as the head of militant Shiism, Muqtada al-Sadr. To cut a long story short, despite the British Army’s best efforts, the JAM ended up taking over Basra.

By the end of 2006, control of the city had essentially been lost to the Shi’a armed groups. In September 2006 Basra was to all intents and purposes the domain of one of them – the Jaish al-Mahdi (JAM), the military wing of the Office of the Martyr Sadr (OMS). (p.39)

Attacks on British outposts intensified until by 2006 they were on a war footing. Given the complete collapse in security on their watch, absolutely no reconstruction of any type took place. The rubbish piled up in the streets, many of which were open sewers, electricity was rare and erratic, water supplies were unsafe, bombed schools remained in ruins. Nothing.

‘Basra was a political and military defeat.’ (Commodore Steven Jermy, p.40)

‘I don’t know how you could see the British withdrawal from Basra in 2007 in any other light than as a defeat.’ (Colonel Peter Mansoor, p.41)

Operation Sinbad

In September 2006 the British launched Operation Sinbad which aimed to take on the most corrupt ‘police’ stations and clear them out. Some measure of clear-out was achieved, at the cost of ferocious firefights, but as soon as the operation ended in February 2007, the Shia militias and gangs returned.

On the same day the operation ended, 18 February 2007, Tony Blair announced a major ‘drawdown’ of troops in Basra, from 7,000 to 4,000. Many of the officers Ledwidge quotes consider this the moment of defeat. It signalled to friend and foe alike that the British were giving up and running away.

Withdrawal

The incoming commander, General Jonathan Shaw, decided to withdraw the British garrison in Basra Palace to the heavily fortified allied airfield 10 miles outside of town. It was dressed up in fancy terminology, but it was giving up. The British did a deal with JAM whereby they notified the militants whenever they were going to exit the airbase and were only allowed to patrol Basra with the JAM’s permission. British rule in Basra had produced:

‘the systematic abuse of official institutions, political assassinations, tribal vendettas, neighbourhood vigilantism and enforcement of [Islamic] social mores, together with the rise of criminal mafias.’ (Middle Eastern Report number 67, 25 June 2007)

‘The short version is that the Brits have lost Basra, if indeed they ever had it…’ (US officer close to General Petraeus)

‘The military’s failure to provide a safe environment for the local population represented a strategic failure for the UK in Iraq.’ (James K. Wither, author of Small Wars and Insurgencies)

In defence of the British position are the arguments that: a) British occupation couldn’t go on forever b) the political and popular will back in Britain had turned against a demonstrable failure; but most of all c) it was felt that it was time for the Iraqi government to step up to the plate and take responsibility for security in its second city. So Basra was ‘formally’ handed over to the Iraqi government in December 2007. But the Iraqi government didn’t have the wherewithal i.e. army or neutral and functioning police force, to retake it.

There was a fourth reason British troops were drawn down in 2008. The politicians and generals both wanted to refocus their efforts on Afghanistan. This was:

  1. a desert war i.e not mired in heavily populated cities
  2. a ‘good’ and moral war i.e. against a defined enemy, the Taliban
  3. offered the British Army the opportunity to redeem itself in the sceptical eyes of the Americans (stated in terms by General Sir Richard Dannatt, p.62)

More sinisterly, 4) some officers are quoted to the effect that the general staff needed to find something for the battalions coming free in Iraq to do in order to justify the military budget. ‘Use them or lose them’ was the motto.

And so the British campaign in Afghanistan was motivated, at bottom, by not just domestic British politics (Blair’s ongoing wish to suck up to Bush), but Whitehall bickering about the Ministry of Defence’s budget. Well, a lot of British soldiers, and thousands of Afghans, were to die so that the British Army general staff could maintain its funding in the next budget round.

2. Helmand

History

The British had ‘form’ in Afghanistan. During the Victorian imperial era we fought at least two wars against Afghans plus innumerable skirmishes. Afghanistan was a loose bundle of tribal regions between the north-west frontier of imperial India and the Russian Empire and so the site of the famous ‘Great Game’ i.e. extended spying and political machinations against Russia.

We had our arses kicked in the First Afghan War of 1839 to 1842 which featured the largest British military disaster of the nineteenth century, when a force of 4,500 soldiers and 12,000 civilians were forced to abandon Kabul and retreat through the Khyber Pass on 1 January 1842. One man, one man, alone survived. In the Second Afghan War of 1878 to 1880 the British lost the battle of Maiwand to a coalition of tribal chiefs.

The thing about Maiwand is that it’s about 60 miles from Lashkar Gah, the capital of Helmand Province where the British now went. Although nobody in Britain remembers the battle, the Afghans do: it’s the great moment when they took on the might of the British Empire and triumphed.  In Afghan history the battle holds something like the place of Agincourt in our national myth. The British were blundering into the heartland of Afghan pride and patriotism. Once again, ignorance.

‘We knew very little about Helmand Province.’ (Air Chief Marshal Sir Glen Torpy, p.69)

British soldiers arriving to police the area where they lost a famous battle to the great-great-great-grandfathers of the present tribal leaders was, in effect, a challenge to a rematch. Which is why Ledwidge quotes president of Afghanistan Ashraf Ghani saying that, if there’s one country from the entire international community which emphatically shouldn’t have been sent to south Afghanistan, it was Britain (p.66).

Situation in 2007

Some Brits had been in place since 2001 when small units of US and UK special forces were infiltrated into the north of the city and directed the campaign to overthrow the Taliban. A small British unit helped secure Kabul, and one had been quietly operating a provincial reconstruction team in the north of the country.

Since the overthrow of the Taliban in 2001 American special forces had been holding Helmand Province from a base in the capital Lashkar Gah, which, under their relaxed supervision, was completely peaceful. It was the arrival of the Brits which triggered the violence which was soon to engulf them, characterise their 3 years in the country, and lead to another crushing strategic defeat.

Bosnia and a proper force

When the Brits took part in peacekeeping in Bosnia they were part of a force 60,000 strong, in a relatively benign security setup (no Kosavars or Serbs attacked patrols), close to the European countries with large NATO bases i.e. easily resupplied. Many officers apparently thought Helmand would be the same sort of thing because Helmand Province is the same rough size as Bosnia and has a similar population, around 1 million. Hence Defence Secretary John Reid confidently asserting that the army would spend its 3 year mission supervising reconstruction projects without a shot being fired. Idiot.

The British deployed a small force of just 3,500 to cover an area two and a half times the size of Wales, with little or no infrastructure i.e. roads, 8,000 miles from home, with little or no knowledge about the local people, their ethnic or tribal makeup, culture or history (p.69).

Deposing the one man who held the province together

When the Brits arrived the chief power in the region was a warlord named Sher Muhammed Akhundzada or SMA for short (p.70). He practiced extortion and intimidation but he had suppressed all other rivals and so in effect kept the peace. SMA was also heavily involved in opium cultivation and heroin production, the leading component of the local economy. Well, in 2005 the British prevailed upon President Karzai to get rid of SMA, to the dismay of the Americans and aid workers.

The inevitable happened. With the local strongman who’d been keeping the peace removed, a host of smaller gangs and militias moved into the area, notably the once-cowed remnants of the Taliban. Removing SMA was the single act which triggered all the chaos which followed, it was equivalent to Bremer dissolving the Iraqi army and police (p.71).

Heroin

At international meetings British politicians had enthusiastically volunteered the British Army to lead on combating the drugs trade. Trouble was the British were also trying to mount a hearts and minds counterinsurgency campaign, and the two were diametrically opposed. Every time they shut down a poppy plantation and burned all the heroin, they made an angry enemy of the farmer and his workers and dependents. Worse, some operations were closed down while others continued to thrive, leading to the belief that the entire policy was just another form of extortion and corruption (p.71).

SAS advice

An SAS unit had been operating in the area in co-operation with the Americans for four years. They were tasked with writing a report ahead of the deployment of the 3,500 British forces. They advised we keep SMA in place, would need a significant increase in numbers and money in order to carry on the Americans’ effective hearts and minds campaign, and that the Brits should remain within the highly populated central part of the province (p.74).

Instead the Brits sent a small force with little money, got rid of the one man who could control the province and then took the decision to ignore the SAS advice and disperse the troops to small barracks set up in each town. The fancy ambition was to ‘disperse and hold’. Maps in HQ showed ‘inkspots’ of pacification which would slowly join up till the whole province was pacified and reconstruction could crack on.

Platoon houses under attack

Of course that never happened. Instead small forces found themselves trapped in what became known as ‘platoon houses’ in Helmand’s various towns, Lashkar Gah, Musa Qaleh, Sangin and so on. Ledwidge summarises the deployment in a devastating page of mistakes: The force deployed

with vulnerable Snatch Land Rovers, no real counter-IED capability, not enough helicopters, no air-to-ground fire capability, and only a limited ability to gather intelligence or carry out combat operations. This made it a very weak and blind force, and one that would depend entirely on the goodwill of the population and its leaders for its mobility beyond its bases and even its existence within them. (p.75)

The situation was made ten times worse by sacking the one man who knew and controlled the province and who they could have worked with, SMA.

3 Para

The 3,500 troops deployed to Afghanistan were 16 Air Assault Brigade, with one battle group of about 650 men based around the Third Parachute Regiment or 3 Para. These boys are trained to fight and were looking for a fight. Ledwidge thinks they were about the last possible troop you wanted to deploy to a region which required slow, subtle and careful relationship-building.

Testing new kit

The army had recently acquired some of the new Apache helicopters. These have awesome firepower and were designed for high intensity fighting against the invading Soviet Army on the North German plain. Army staff wanted to see them in action. So there was no hearts and minds strategy regarding the Afghan people. Planning was led not by long-term political or strategic considerations, but by operational considerations, which went: we’ve got these troops. We’ve got some new helicopters. We need to use them both or we’ll lose them in the next Treasury spending review. Let’s go!

Dispersing our forces

A long-term development plan for Helmand Province had been written but it was ignored in favour of faulty intelligence. Somehow the figure of 450 Taliban fighters came to the attention of the Brigade staff. This sounded like a number that 3 Para could eliminate. So, instead of concentrating their forces in the heartland as the plan and the small number of US troops who’d been quietly manning Helmand recommended, the decision was taken to deploy small, agile, light forces to each town ready to kill these insurgents (p.83). Ledwidge names the guilty general who took the decision to ignore the draft plan and all the best advice and split up his forces into small pockets scattered round small towns, but it’s such an indictment, such a fatally bad decision, that I am too cautious to name names.

Very quickly these little fortresses our boys were dispersed to became magnets for insurgents keen to show themselves worthy of their great-great-great-great grandfathers and their feats against the invading Angrez. Attacks on the platoon house began immediately and got steadily more intense. British troops found themselves fighting merely to hang on. All thoughts of pacification or security were abandoned. Plans for reconstruction and economic development were abandoned. The Brits proved unable to secure the peace let alone do any reconstruction. Barely able to supply themselves, all they could do was fight off continual attacks. This desperate plight was dignified with the title ‘force protection’. In reality it was hanging on for dear life.

It is this stressed and highly embattled situation which is chronicled in vivid accounts like ‘3 Para’ (‘Real Combat. Real Heroes. Real Stories’) and many other bestselling paperbacks like it. Ledgwidge has a humorous name for this entire genre – herographies, stirring accounts of our plucky lads, surrounded and fighting against the odds. He suggests there’s something in our national psyche which warms to the notion of the plucky underdog, the Battle of Britain, the Blitz. But it’s all rubbish. These embattled outposts were created by a commanding officer who went against the advice of the Americans and a handful of Brit SAS troops who had been quietly hunkered down in Lashkar Gah and kept the province void of violence from 2001 to 2006 when 3 Para arrived and stirred up a hornet’s nest.

Same with Sniper One, Sergeant Dan Mills’ vivid, Sun-style account of hanging on in a fortified base against sustained assault by ‘insurgents’ in al-Amarah, south-east Iraq. From the first page the account shows dazzling ignorance about the environment he’s been posted to. The entire narrative opens with the way that, on their very first day, on their very first patrol, of all the places to pull over their Snatch Land Rovers for a breather, they chose to park outside the local headquarters of the fierce and violent Shia militia, the Jaish al-Mahdi. The fiercely chauvinistic militants inside took this to be a calculated insult to their pride and manliness and so, with no warning, opened fire on the patrol and lobbed grenades at them, one of which severely injured a mate of Dan’s, leading to a sustained firefight. When relief vehicles were sent to ‘extract’ them, these were ambushed and proved unable to reach them etc.

It’s a dramatic story and would make the great opening scene of a movie but, having read Ledwidge’s high-level, strategic analysis, you could hardly come up with a clearer example of the blundering British ignorance of the situation on the ground, the subtleties and dangers of local power politics, feuds and rivalries which condemned our troops to the experience of being surrounded and besieged both in Basra and Helmand. Same thing happened in both places. No lessons were learned. Nothing was understood.

Dan Mills’ intense and violent experience of being besieged last four months until the entire garrison of his particular fortress, Cimic House, was evacuated and ‘extracted’ back to the more defensible base at the local airport. Mills is at pains to tell us they left with honour. But really, like the British army as a whole in Basra province and Helmand province, they were soundly beaten and ran away.

Only small numbers were actual fighting troops

A central and rather mind-boggling fact is that, of a deployment of 3,500 troops it may be that only a couple of hundred are available for actual patrols. In the Afghan chapter as in the Basra chapter, Ledwidge explains that a quite astonishing number of the ‘troops’ sent to these kinds of places have other roles to play apart from combat: from military police manning prisons, to cooks and engineers, from planners and general staff through the comms and media and press teams. There are the drivers who bravely bring in provisions and ammo to the central bases over long, exposed supply lines, there are the helicopter pilots and the scads of engineers and specialists required to keep them airborne. There are, of course, expert handlers, storers and maintainers of all the different types of ammunition, quartermasters and logistics specialists. The list goes on and on and explains the stunning fact that, out of a battalion of 3,500 men, only 168 were available for foot patrols (p.143). Thus the provincial capital, Lashkar Gah, a town of 200,000, was patrolled by just 200 British soldiers, of which only 20 were actually out on the street at any one time (p.83). Pathetic. Insignificant.

Ledwidge compares the British deployments in Basra and Afghanistan (8,000 and 5,000 in conflict zones with completely unreliable support from the ‘police’) to the well-known deployment to Malaya in the 1950s (which British officers never stopped boring their American colleagues with) which consisted of 40,000 troops working alongside a trustworthy local police force of 100,000. In other words a completely different situation.

The Taliban return

Ledwidge arrived in Afghanistan mid-2007, one year after the initial deployment, to find chaos on the streets and the Brits fighting for their survival in an archipelago of isolated, highly embattled strongholds (p.88). The army had completely lost the initiative and was reduced to hanging on in these forts, rarely able to leave them, their ‘presence’ and ‘authority’ non-existent more than a few hundred yards from the walls – all while the Taliban slowly re-established themselves among the general population as reliable providers of security and justice, albeit of a very harsh variety. Harsh but better than the random outbursts of extreme violence and destruction associated with the angry, frustrated British soldiers.

Sangin and the drugs trade

In Sangin, one of the world centres of the heroin trade the Brits found themselves drawn into drug turf wars without understanding the complex power politics between rival drug gangs, ‘police’, regional and central government, tribal allegiances and religious motivations. The Brits just labelled them all ‘Taliban’ and thought they achieved something when they killed 5 or 10 or 20 of them in a firefight; when of course such firefights had zero impact on the actual situation. All they ever did was destroy the centres of the towns where these kinds of firefights took place (‘destroying and depopulating town centres’ p.84) and kill lots of innocent civilians or else the populations fled these new centres of violence, nobody knew where: off into the desert, to other towns, many to the slums of Kabul.

All this reinforced the ancestral perception that the ‘Angrez’ were unwanted invaders who brought only destruction and death – as they did. New insurgents could be found or were created when their families were injured or killed or stepped in to replace fathers or brothers. The potential supply of ‘insurgents’ was limitless.

‘Killing insurgents usually serves to multiply enemies rather than subtract them…[something which] is especially relevant in revenge-prone Pashtun communities…’ (General Michael Flynn, former US army chief of intelligence in Iraq, p.206)

This wasn’t helped at all by the adoption of a ‘decapitation’ strategy, increasingly adopted (out of desperation) in Basra and Helmand. It meant targeting supposed leaders of the insurgency and then killing them. There are four obvious objections to this policy. One is that for every ‘Taliban leader’ you kill, at least one if not more male relatives will step into the gap. Two is that almost certainly you will kill innocent civilians in the process, thus inflaming the general population and recruiting more enemy. Three, more than one serving officer raised fears that these decapitation forces degenerated into little more than ‘death squads’, not unlike the notorious death squads which existed in many Latin American countries (p.233).

The fourth objection is that the entire policy relies on accurate intelligence i.e. knowing who these alleged Taliban leaders are. Accurate intelligence was something the Brits never had in either Basra or Helmand. None of them spoke the language. They had to rely on local sources and Ledwidge gives some bleakly funny examples of one or other gang of businessmen or drug barons ‘tipping the British off’ about dangerous ‘Taliban leaders’ who the Brits then dutifully arrested in a violent and destructive raid but when they interrogated them, slowly and embarrassingly discovered that so-called ‘Taliban leaders’ were in fact heads of a rival business or drugs gang. In other words, the Brits were routinely played for patsies, useful idiots who could be twisted round the little fingers of savvy local drugs barons and warlords.

So decapitation doesn’t work, you lose the moral high ground, and you multiply your enemy. But it was this desperate expedient, the tactic of a force which has lost the battle, which the Brits resorted to in both Basra and Helmand.

And these counter-productive and sometimes farcical efforts were then publicised by army press and media officers as successful raids, listing the amount of weaponry captured and ‘insurgents’ killed, puff stories and completely meaningless figures which were then reported in the British press, and passed up the chain of command to eventually be shown to naive politicians in PowerPoint presentations which proved how we were winning the war and would bring peace and plenty to Iraq and Afghanistan any minute now, we’re just turning the corner, just give us another billion to finish the job, Prime Minister.

Cause of the destruction

So many civilian deaths were caused because the Brits would go out on a patrol, almost immediately be ambushed and surrounded and start taking casualties, and so radio in for air support. Up would come an Apache attack helicopter armed with guns firing high calibre rockets designed to penetrate Soviet tanks into urban areas packed with houses built of breeze blocks or mud bricks. The choppers might have fought off the attackers but they also devastated all the buildings in a large area (p.82).

This destruction of the centres of every town in Helmand was the direct consequence of not sending enough troops. More troops could have defended themselves better without calling in death from the air. Inadequate troops had to call in what was effectively heavy artillery. The shitty British tradition of trying to do it on the cheap ended up destroying Afghan towns and massacring Afghan civilians.

Imagine your house was completely destroyed in one of the Brits’ pointless ‘pacification’ exercises, maybe your wife or son or brother killed or injured, and the local resistance offered you a stipend to take up arms and help drive these wicked invaders out of your homeland. It would not only be your patriotic, tribal and family duty, but you’d want to do it, to be revenged.

And so the Brits spent years devastating and destroying the very towns they said they’d come to rebuild and ‘develop’. Madness. This pattern continued for four years, ‘an operation that was in a state of drift, chaotically bereft of credible strategy’ (p.91).

Six months rotations

Everything was made worse by the Army’s policy of 6 months rotations. Every 6 months battalions would be rotated home and an entirely new troop came in with new officers and men who didn’t have a clue about their surroundings. The system tended to incentivise each new commanding officer to devise and carry out pointless engagements known as ‘signature operations’ (p.90). British commanders, like middle managers everywhere, have to be seen to be doing something, even if their violent and entirely counter-productive little operations worked against the long-term aims of the deployment i.e. securing the population (p.99). None of the officers had long-term interests. They were only there for 6 months which leads to loss of knowledge, loss of continuity, and continual chopping and changing of plans (p.144).

Allying with a corrupt government

And yet another fundamental flaw: the Brits were meant to be defending ‘the government’ but it took senior Brits many years to realise the ‘government’ in Kabul was no better than a congeries of gangs and cliques and criminals carving up budget money and resources among themselves and their tribes. The mass of the people despised and hated the so-called ‘government’ and we…allied ourselves with them (p.95).

Allying with criminal police

On the ground the Afghan ‘police’ were even worse than the Iraqi police. Iraqi police were notorious for corruption – under Saddam their main occupation was stopping traffic at checkpoints and demanding bribes. But the police in Helmand Province were significantly more vicious; they extorted money with menaces, notorious for raping women and boys. Every police station had a ‘fun boy’ or house catamite for the officers to sodomise (p.76).

Thus the British were seen to be supporting and helping murders, rapists and extortionists. Ledwidge quotes an aid worker getting a phone call from terrified civilians, after the British ‘secured’ an area of Sangin so that the ‘police’ could sweep through the area looking for the bad guys but, in reality, raping at will and extorting money at gunpoint (p.85). The British allied themselves to the most criminal element in Afghan society. Thus it is absolutely no surprise to learn that everyone, without exception, wanted the rapist-friendly, town-destroying ‘Angrez’ to leave as soon as possible (p.95).

The appeal of the Taliban

The British ‘strategy’ enabled the Taliban to present itself as the representatives of impartial justice and security. After all, that had been their achievement when they came to power in 1996: ending years of civil war between rival warlords. ‘The single most effective selling point of the pre-9/11 Taliban was justice’ (p.94). They could offer what the British couldn’t and slowly the majority of the population came to prefer rough justice to criminal anarchy.

‘The Taliban did not even have a bakery that they can give bread to the people, but still most people support the Taliban – that’s because people are sick of night raids and being treated badly by the foreigners.’ (Afghan farmer, quoted p.233)

Legacy

The deployment of 16 Air Assault Brigade had been nothing short of disastrous. Bereft of insight or perspective of any point of view except the most radical form of ‘cracking on’ they had left a legacy of destroyed towns, refugees and civilian casualties…They had set a pattern of dispersed forts, difficult to defend and even more difficult to support or supply. (p.87)

All this explains why, in 2010, the Americans had to bail the British out and come and secure Helmand, exactly as they had had to take over Basra after the British miserably failed there as well. The Yanks were cheered on arrival in Garmshir, not because they were American, but simply because they weren’t British.

A mission that had begun with high hopes of resurrecting Britain’s military reputation in the eyes of its American allies had resulted only in reinforcing the view that the British were not to be relied on. (p.105)

If Basra damaged the military side of the so-called ‘special relationship’, then Afghanistan destroyed it (p.106). The British ambassador to Afghanistan reflected that the entire campaign was ‘a half-baked effort’ (p.105).

In 2013 Prime Minister David Cameron declared ‘mission accomplished’ (these politicians and their lies) and by the end of 2014 almost all British combat troops had been withdrawn. What Ledwidge didn’t know as he wrote the second edition of this book in 2016 was that 6 years later Joe Biden was to withdraw the final US troops from the country which fell within a week to the same Taliban who the Brits cheerfully claimed to be eliminating in 2007 and 2008 and 2009. Was it all for nothing? Yes, except for legacy of bitterness and hatred it left behind. Ledwidge quotes journalist Jean Mackenzie:

I never met an Afghan who did not hold the view that the British were in Helmand to screw them. They hate the British viscerally and historically. Even if they had been competent there was no way the British were going to do well there. But when they came in with gobbledeygook about ‘robust rules of engagement’ and started killing Helmandi civilians, that was it. (p.107)

It is obvious what a huge gap separated the reality experienced by most Afghans and the story the Brits told themselves and, via their sophisticated Comms and Press teams, told the British people and the world. ‘Lies’ is the word that springs to mind. ‘Propaganda’, obviously. ‘Spin’ is the term that was used by New Labour and its media manipulators. But maybe closer to the truth to say comprehensive ‘self deception’.

The weak point of counterinsurgency theory

Counterinsurgency can only work in a state with a strong or supportive government. What the Americans and British in Iraq and Afghanistan told themselves they were doing was supporting ‘government’ forces against insurgents. The problem was that the ‘government’ itself was highly partisan or weak or both, and its representatives on the ground were corrupt and violent and ineffective. Under those circumstances the native populations made the rational decision to opt for the only force which had in the past ensured basic security, the Mahdi Army in Iraq and the Taliban in Afghanistan (p.108). Backing weak governments tends to encourage ethnic nationalism as the only viable alternative.

Sucking up to the Yanks

Damningly, the conclusion Ledwidge comes to is the reason there was never any coherent strategy in either Iraq or Afghanistan, the reason the British generals and majors and soldiers never really knew what they were meant to be doing, is because both campaigns really, in essence, had only one aim: Tony Blair’s wish to suck up to the Americans. Blair wanted to be a player on the world stage, to secure his fame, to stand shoulder to shoulder with the Yanks in their War Against Terror, thought Britain could be the older wiser Athens to America’s bigger richer but unsophisticated Rome, blah blah blah, yadda yadda yadda.

The goal of being America’s best friend may be despicable or admirable according to taste, it doesn’t really matter, because the practical outcome was that the British Army was pout to the test and failed, not once but twice, failing to provide security and something like peace in both southern Iraq and southern Afghanistan. Both times the American army had to move in and take over and did a much better job. So the net, high-level result was the exact opposite of Blair’s wish to be seen as America’s number one best friend. As Ledwidge puts it, if Basra damaged the so-called ‘special relationship’, Helmand destroyed it (p.106).

3. Libya

2011 the Arab Spring began in Tunisia and protests spread to Libya and Egypt. In Libya anti-government protests broke out in the eastern city of Benghazi. The West worried that Colonel Gaddafi was about to send armed forces to massacre protesters so France, the UK and US sponsored UN resolution 1973 justifying ‘intervention’ to save lives and establishing no fly zones, the concept pioneered in Iraq to protect the Kurds in 1991.

On this basis the French launched lightning air strikes against Gaddafi’s forces as they entered Benghazi and threatened to attack protesters, and in support of the rebel National Transitional Council. As usual, there was a lot of high-minded guff about protecting civilians and how regime change was the last thing on our minds, but there was steady slippage and the bombardments increased to actively support the rebels and quell the government forces.

In June 2011 Ledwidge was deployed to Libya as a ‘stabilisation officer’. On 20 October 2011, Gaddafi was tracked down to a hideout in Sirte, surrounded by the usual clamouring rabble, and beaten and shot to death. There’s grim, dispiriting footage of the event in this this American news report.

Anyway, the point is, you get rid of a long-ruling dictator who’s been holding his country together via repressive, feared security forces and…does it overnight turn into Holland or Vermont? No. It collapses into civil war between rebel factions and into the power and security vacuum come…Islamic terrorists. Exactly as happened in Iraq.

Thus, Ledwidge tells us, Libya under Gaddafi from 1969 to 2011 never harboured any Islamic terrorists. In the years since his fall it has become the North African base of Islamic State and other extreme Islamic groups who use it as a base to launch attacks into neighbouring countries.

Ledgewick’s thematic critique

Part two of the book (pages 117 to 281) moves on to consider general points and issues raised by the three wars. These are so many and so complicated that I’ll give only a brief selection. They’re addressed in chapters titled:

  • Tactics without Strategy: The Counterinsurgency Conundrum
  • Managing Violence: the Question of Force
  • Strangers in Strange Lands
  • Fixing Intelligence
  • Thinking to Win

The armed forces are top heavy. The army has more generals than helicopters. This in turn breeds groupthink. All senior officers are trained at one college where they are taught to think the same.

Another aspect of the overpopulation of generals is none of them stand up to politicians. Ledwidge gives examples from the Second World War and Malaya of generals demanding that politicians are absolutely clear about the goals and ends of campaigns. He also says generals from previous generations were blunt to politicians about risks. He describes the detailed explanation of the risks of failure give to Margaret Thatcher about the Falklands War. Whereas none of the umpteen senior generals overseeing the deployment to either Iraq or Helmand appears to have explained to the politicians (Blair, Brown) the very serious risk of failure. Trahison des généraux.

On the contrary, many suffered from optimism bias: ‘the tendency to overestimate our chances of positive experiences and underestimate our chances of negative experiences.’ Ledwidge gives examples of junior officers whose frank and candid assessments of situations were criticised as defeatist or even unpatriotic. Very quickly they learned to gloss over setbacks and accentuate the positive. If this pattern is repeated at every run going up the ladder, then by the time it reaches the politicians military reports tell them we’re winning the war when we’re in fact losing it. Or encourage them to take further bad decisions on the basis of bad intelligence (pages 160 to 170). John Reid later testified that the generals said it would be no problem having a major troop deployment in Iraq and Afghanistan simultaneously (p.162)

Politicians don’t understand the army. Blair went out of his way to praise the army in his appearances before the Chilcott Enquiry by saying they have such a ‘can-do’ attitude. Except that it turned out that they can’t do. At all. But clearly that’s not what they told him. In the war, in Malaya, in the buildup to the Falklands, generals made the political leaders very aware of the risks. But ahead of Iraq and Afghanistan they appear not to have. The attitude was ‘Yes, Prime Minister’, kowtowing and acquiescing. Craven.

There are a number of reasons for this. 1) One is pusillanimity i.e. generals being scared a) about their own careers b) about funding for their service, if they appeared reluctant. 2) Another is groupthink: they all agree and all fall in with political will.

3) Ledwidge explains another reason by quoting Max Hastings as saying that the British Army has a long and venerable tradition of failing to send enough men, of trying to do things on the cheap, with not enough troops – a policy which has resulted in a whole series of catastrophes, all of which are air-brushed out of history.

It’s connected to 4) the belief that the British Army is somehow special; that its role in World War Two, in various colonial pacifications, in Northern Ireland, then in Bosnia and Kosovo, somehow gives it a moral superiority, an integrity and decency and blah blah blah which don’t have to rely on banal details like having enough troops or the right equipment. British exceptionalism.

Itself connected to the long-held view that the British somehow won the Second World War, although the soldiers and logistics in the West were mostly American, and the war in the East was, obviously enough, won by the enormous sacrifices of the Russian Army. Yet somehow the belief lingered on through the generations that because we ‘stood alone’ against Hitler and suffered through the Blitz, we were the moral victors of the war. Which in turn leads to 5) the view that we’ll muddle through, that it will all come right because, well, we’re the good guys, right?

All of which explains why the narratives we tell ourselves (and government spin doctors and military press officers tell us) – that we are the good guys coming in to get rid of the terrorists and rebuild your country for you – are so completely at odds with the practical impact we actually had on the lives of people in Iraq and Afghanistan and, to a lesser extent, Libya. And why we couldn’t understand why so many of them came to hate us, tried to kill us, and rejoiced when they drove us out of their countries.

Red teaming

There is an established process to tackle this which is to deploy so-called ‘red teams’ which are simply a group of planners who you pay to think through everything that could go wrong and devise worst case scenarios. To think a plan through from the point of view of the enemy and consider what they’d do, where our weakest points are. In fact just before the deployment to Iraq the Defence Intelligence Staff did produce a red team report. It accurately predicted that after a short honeymoon period the response of the Iraqi population would become fragile and dependent on the effectiveness of the post-conflict administration, as indeed it did. But the report was ignored. As you might expect, Ledwidge recommends that ‘red teaming’ plans is made standard practice, as well as a culture of critique being encouraged at every level of the military hierarchy.

Clear thinking about counterinsurgency

Apparently the Yanks got sick of listening to British officers crapping on about what experts they were at counterinsurgency because of our great achievements in Malaya and Northern Ireland. So Ledgwidge devotes a chapter to extended and fascinating analyses of both campaigns, which demonstrates how they were both utterly different from the situations in Iraq and Afghanistan. Maybe the key difference in both was that Malaya and NI both had a functioning government and a large and reliable police force, neither of which existed in Iraq/Afghan. In Iraq and Afghanistan the army was tasked with fighting an insurgency and rebuilding a national government at the same time.

Divided aims

Having a functioning government in place meant that the military was free to concentrate on handling the insurgency and so were not distracted by requirements of state building or infrastructure reconstruction. Yet these were huge issues in both Iraq and Afghanistan and so split the priorities and distracted the strategies for dealing with the insurgency. The army always had two simultaneous but conflicting agendas, in fact three: 1) deal with the insurgency 2) support the creation of a new functioning civil government, along with a new police force 3) try to rebuild infrastructure, power stations and suchlike.

Dividing them into three separate aims like that helps you to understand that any one of those goals would have tested a military presence of modest size, but lumping all three together was an impossible ask. It was too much to ask of any army, but especially one that was undermanned from the start.

Because numbers: 40,000 troops in Malaya + 100,000 reliable police; 28,000 troops in Northern Ireland + tens of thousands of police; but in Afghanistan just 5,000 troops and useless corrupt police. Numbers, numbers, numbers.

More than any other factor, the restoration and maintenance of order requires numbers (p.24)

Ledwidge uses various experts’ ratios of troops to civilians to estimate that there should have been at least 50,000 British troops in Helmand, not 5,000 (p.205). At the height of the Troubles there were 28,000 troops in Northern Ireland (p.202).

In Malaya, contrary to myth, there was also a good deal of coercion, many rebels were shot, there were atrocities (village massacres) and something akin to concentration camps was used to round up the jungle population so as to starve the Chinese communist insurgents of support. I.e it was more brutal than rose-tinted legend depicts.

The importance of intelligence

In Northern Ireland the key was intelligence i.e. the British military and security forces got to know the enemy really really well. This in-depth knowledge allowed them to contain IRA campaigns but more importantly, paved the way for negotiations. And the negotiations which brought the IRA in were carried out by civilians not military.

Ledwidge has an entire chapter explaining traditional definitions of military intelligence, along with ‘the intelligence cycle’ (p.232), a lengthy explanation of why it worked in Northern Ireland (stable government, large reliable police force, length deployments – 2 years – similarity in background between army and IRA, same language), similar culture, values and experiences, down to supporting the same football teams (p.237). None of this applied in Iraq/Afghanistan, which triggers a chapter-long analysis of how modern intelligence seeking needs to be rethought and updated to apply to such demanding environments (pages 231 to 248).

With disarming candour, Ledwidge says sometimes the best intelligence isn’t derived from hi-tech spying but from just talking to journalists, especially local journalists; they often have far better sources than whip-smart intelligence officers helicoptered into a situation who don’t speak the language, have no idea of the political and social setup, and are asked to supply actionable intelligence within weeks. Read the local papers. Listen to the local radio stations. Meet with local journalists.

Ledwidge was himself an intelligence officer within the military, and then a civil rights worker for the Organisation for Security and Cooperation in Europe i.e. as a soldier and a civilian, so is well placed to make this analysis.

All wars are, at bottom, political and require political solutions

Maybe the most important point of all is that counterinsurgency is a political activity. David Galula the French counterinsurgency expert thought that counterinsurgency operations should be 80%/20% political to military (p.177). The military effort only exists to support what must first and foremost be a political strategy (ideally, of negotiating towards a peaceful settlement).

This was the most important point about the Malaya Emergency, that it was run by a civilian Brit, with civilian ends in view.

If [the great military theorist Carl von] Clausewitz tells us nothing else he tells us this: overriding all is the political element. No amount of military nostrums or principles will make up for the lack of a workable political objective, rooted in a firmly realistic appreciation of national interest. (p.188)

The great failure of the British campaigns in Iraq and Afghanistan was that they became entirely military, became narrowly focused on finding and killing the enemy. Ledwidge associates this with the failed American strategy in Vietnam. In Nam the Americans boasted at their daily press conferences about the number of enemy they’d killed. Military and politicians and public were all led to think that numbers of enemy dead equalled ‘success’. But of course it didn’t. The Yanks killed tens of thousands of the enemy but lost the war because it was a political struggle, for the allegiance of the people.

Thus Ledwidge says he knew the Brits were losing in Afghanistan when he arrived to find the army press conferences once again focusing on numbers of insurgents or ‘Taliban’ killed in each days skirmishes and firefights. Political engagement and discussion had been sidelined in favour of a purely military solution; but there was no purely military solution and so we failed.

Spiralling costs

Did you know it cost £400,000 per year to maintain one soldier in either of these countries? Or that one 1,000 kilo bomb dropped from a plane on a suspect target cost £250,000? Ledwidge says the campaign in Afghanistan cost some £6 billion per year (can that be right?). And for what? Ledwidge estimates the cost of both campaigns to the British government at £40 billion. For nothing.

Better education

The book ends with a chapter comparing the high education standards expected of American officers (and recruits) and the absence of such criteria for the British. He reviews the astonishing number of senior US generals with PhDs, something I noticed in Thomas Ricks’s book about Iraq, and which backs up Emma Sky’s experience that all the senior US officers she worked with are astonishingly well educated and erudite. Not only better educated, but more flexible in their thinking. Having attended civilian universities for several years they are used to free and open debate and to defending their opinions and analyses in open forums – something British army officers are actively discouraged from doing. Ledwidge gives names of British army officers who’ve written essays critical of the army whose publication has been blocked by MoD officials, or who have chosen to resign from the army altogether in order to publish their book.

Due to the US army’s encouragement and lavish spending on higher education for its officers, there are currently more American army officers studying for research degrees in British universities than British army officers (p.260).

With the ever-growing role of cyberwarfare, Ledwidge cites a contemporary Chinese military theorist, Chang Mengxiong, who says that future wars will be about highly skilled, well-educated operatives – not clever but conformist generals promising they can do anything to naive politicians, then ‘cracking on’ and muddling through the dire situation they’ve got their men into, killing more and more innocent civilians, retreating to embattled forts and finally retreating with their tails between their legs. It’ll be about fighting smart. (From this perspective, the Russian invasion of Ukraine seems even more blundering, brutal and outdated.)

Ledwidge’s recommendations

Our generals were not up to the job. We need better ones. The number of one-star and above generals across all three services should be cut from 450 to 150. We don’t need 130 major generals or 800 full colonels.

Senior officers need to be drawn from a more diverse pool, not just in terms of gender and race, but expert civilians should be encouraged to join the army, and take officer training.

To reach the rank of general you must take an in-depth course in strategy (currently not necessary). Parts of this could be offered by senior business people and academics who specialise in logical thinking.

The savings from getting rid of hundreds of senior officers who do little more than fill committees and shuffle paperwork would generate savings which could be invested in training courses at civilian institutions, such as universities, such as the US Army pays for its senior generals to take, in order to produce soldier scholars.

The army keeps buying ridiculously expensive hardware which turns out to be irrelevant to the kind of wars we are now fighting. Part of that is down to the blatant corruption of the senior staff who make purchasing decisions and who, upon retirement, take up lucrative directorships at the very companies they’ve awarded billion pound contracts to. They should be forbidden by law from doing so for at least five years after leaving the services.

The chances are the next really serious threats we will face to our security come from either a fully armed massive Russian army, or from lethal cyberattacks. Since successive governments have cut defence budgets and successive general staffs have frittered it away on expensive hardware, the more basic elements of a functioning military have been overlooked, most importantly the ability to think, process and adapt very fast to probably fast-moving threats.

Hence the need for a broad-based strategic education, and not the narrow, tradition and conservative fare dished up at Sandhurst or the Joint Services Command and Staff College (JSCSC) at Shrivenham.

Conclusions (mine, not Ledgwidge’s)

1. Never believe anything the British Army says about any of its campaigns.

2. Whenever you hear a preening politician or ‘expert’ journalist crapping on about ‘the special relationship’ between the UK and the US, remember the humiliating shame of the British Army having to be bailed out not once but twice by the American army from jobs it had volunteered to do and egregiously failed at. Remember the roster of senior US military figures Ledwidge lines up to testify that the Americans will never trust the British Army again.

3. Never, ever, ever send the British Army on any more ‘security and reconstruction missions’. They will not only miserably fail – due to lack of intelligence, planning, failure to understand the nature of the conflict, refusal to use modern intelligence approaches and above all, cheapskate paltry numbers and lack of resources – but they will make the situation worse, occupying wretched little platoon forts which become the epicentres of destructive firefights, devastating town centres, leaving thousands dead. And sooner or later they will have to be bailed out by the Americans.

In making and executing strategic decisions both senior officers and politicians should understand the basic limitations on capability and be fully apprised of potential failure. (p.138)

4. Dictators in Third World countries may be evil but, on balance, better than the alternatives, these being either a) the situation created by invading US and UK forces in Iraq and Afghanistan (insurgency, terrorism, devastation) OR the situation created by a failed attempt to overthrow a dictator, as in Syria, i.e. anarchic civil war, huge numbers of civilian deaths, millions of wretched refugees and the explosive growth of terrorism.

Maybe stick with the dictator. Evil, but limited and controllable evil, which is better than the other sort.

One-sentence conclusion

After the expensive failures in Iraq and Afghanistan and the hasty and counter-productive involvement in Libya (the 2011 bombing campaign to support Gaddafi’s opponents), two fundamental criteria must be applied to any thought of similar interventions in the future:

Before any military commitment it is essential that: 1) a clear political objective be set, and that 2) sufficient resources be made available to get the job done. (p.274)

Salisbury: Victorian Titan by Andrew Roberts (1999) part 1

‘The first of duties is to be pachydermatous’ (p.286)

The great thing about Tory writers is they are completely untroubled by theories, ideas or doubts. Living in a dream world of privilege and entitlement, they radiate confidence and suavity. This explains why the writings of so many Conservatives are often so clear and attractive. It explains one of the reasons why Andrew Roberts is so attracted to the hero of this huge biography – for his adamantine certainty:

Unlike so many conservative leaders before and since, Salisbury was a true, dyed-in-the-wool Tory, entirely lacking in either middle-class guilt or ideological doubt. (p.365)

Andrew Roberts is an accomplished biographer and journalist with a very strong Tory bent. He comes from the same kind of privileged, public school background as his subject (though not, admittedly, from the same kind of grand and venerable old family Salisbury came from).

Roberts attended Cranleigh public school then went on to Cambridge, where he chaired the Cambridge University Conservative Association. He has had a distinguished career as a freelance i.e. non-academic, historian, writing 19 books, including four about Winston Churchill, along with countless papers and articles. He writes regularly for the Sunday Telegraph and The Spectator. He lives in Knightsbridge. In 2022 he was created Baron Roberts of Belgravia by that reputable politician Boris Johnson (who has also, coincidentally, authored a book about Winston Churchill; I think everyone should write a biography of Winston Churchill, at least once in their lives) and so took his seat in the House of Lords draped in much the same ermine cloak as Lord Salisbury wore. You get the picture.

This is a blockbuster of a political biography, enormously researched and enormous sized, weighing in at 852 pages. It covers all the political issues its subject was involved in, in extraordinary detail, giving daily, sometimes hour-by-hour descriptions of changing events and opinions. And yet it is written with such tremendous clarity and verve, with such an authoritative presentation of the facts in such a logical order, presented in such beautifully lucid prose and with such amiable good humour, that the pages fly by.

Lord Salisbury

This is a blockbuster biography of Robert Arthur Talbot Gascoyne-Cecil, 3rd Marquess of Salisbury KG GCVO PC FRS DL (1830 to 1903), British statesman and Conservative politician who served as Prime Minister of the United Kingdom three times, for a total of over thirteen years. He was also Foreign Secretary before and during most of his tenure, holding these posts at arguably the high peak of the British Empire, 1886 to 1892 and then 1895 to 1902.

Salisbury’s forebears were the Cecils, advisers to Queen Elizabeth I, who built the imposing Hatfield House in Hertfordshire. The 7th Earl of Salisbury, politician and courtier, was raised to the marquessate, becoming the Marquis of Salisbury, by George III in 1789. (There are currently 34 marquises in Great Britain and Ireland.)

The first Marquis of Salisbury was a solid Tory, as was his son, the 2nd marquis, born in 1791, and so was his son, our hero, when he himself became the 3rd marquis on the death of his father in 1868. Cecil’s own father, the second marquis, had been a successful politician in his own right, Lord Privy Seal in 1852 and Lord President of the Council between 1858 and 1859.

Anyway, this is why Roberts refers to our hero by the family name of ‘Cecil’ in the first past of the book, up till the moment when his elder brother died, in 1865, at which point he inherited the title of Viscount Cranborne, from which point Roberts refers to him as ‘Cranborne’. When his father died in 1868 and he inherited the marquisate to become the 3rd Marquis of Salisbury, from that point onwards Roberts refers to him as ‘Salisbury’.

In 1821 Cecil’s father had made a strategic marriage into the wealthy Gascoyne family, marrying Frances Mary Gascoyne, daughter of Bamber Gascoyne of Childwall Hall, Lancashire, which explains why the family name became Gascoyne-Cecil.

Lonely, sensitive and sad

Cecil’s siblings were either a lot older or younger than him, his father was away in London a lot, so he had a lonely childhood, wandering the echoing corridors of Hatfield House, his only company the house’s 40 or so servants and its vast library. He became a book addict.

Cecil was sent to Eton where he was so mercilessly bullied that he wrote his father a letter begging to be allowed home, and Roberts includes excerpts from his letters with quite harrowing accounts of being punched, kicked in the shins and spat on by older boys.

Cecil was lonely, hyper-sensitive, often depressed and his boyhood experiences made him an extreme pessimist about human nature, always ready to believe the worst, convinced that just beneath the civilised veneer lurked the savage, a belief he saw confirmed by, for example, the savage fighting of the American Civil War. ‘The optimistic view of politics assumes that there must be some remedy for every political ill,’ he wrote in 1872. But what if there isn’t?

High Tory conservatism

This extreme pessimism formed the basis of Cecil’s arch conservatism: we must hang on to what we’ve got because all change and innovation risks opening the door to democracy, which leads to nationalism, which leads to war, which leads to barbarism.

Cecil didn’t just go up to Oxford but to Oxford’s poshest college, Christ’s Church. It was the time of the Oxford Movement to restore quasi-Catholic decorations to Anglican belief and services. This attracted him because it gave the C of E a more solid foundation in the central tradition of Christianity. At Oxford he crystallised into an arch conservative in religion, domestic politics and foreign affairs. High Anglican, High Tory. He was vehemently against all forms of change or innovation, in any sphere of life; after all, he was doing just fine, so why change anything?

That said, Cecil was too sensitive to complete his degree at Oxford and so was awarded an honourable 4th. But then academic qualifications didn’t matter. Oxford had done its job of putting the finishing touches to another deep-dyed reactionary member of the English aristocracy.

Perhaps surprisingly, given that he was a lifelong bibliophile, Cecil was solidly, thumpingly philistine, in that dim conservative aristocratic way. He didn’t like contemporary fiction, he disliked theatre and ballet and had no time for art. He didn’t even like music very much. He was also notoriously scruffy and badly dressed all through his life, even on state occasions, even when meeting royalty.

All this is what makes Cecil so funny, a very amusing caricature of a huffing, disapproving old buffer. Given his family name of Gascoyne-Cecil, I wondered whether the extended family of doddery old aristocrats of the Ascoyne D’Ascoyne family in the Ealing comedy ‘Kind Hearts and Coronets’ were based on him.

In line with tradition, Cecil was packed off on the Grand Tour of the Mediterranean sights. But then, a little unusually, he continued on to the southern hemisphere and visited Britain’s main colonies there, South Africa, Australia, New Zealand.

Like upper-class Englishmen before and since, Cecil got on well with the ‘natives’, conceiving an admiration for the ‘Kaffirs’ in SA and the Maoris in New Zealand, liking to think that he detected in them a certain aristocratic independence and natural superiority, much like his own. Just as predictably, he complained about the ghastly, awful, vulgar middle class people he was forced to mix with on the long sea voyages between these places. He hated the Boers of South Africa who he thought crude slave-drivers, an antipathy which mattered 40 years later when he was to be Prime Minister during the Boer War.

In Australia and New Zealand he saw how white men behave when far removed from the steadying hand of England with its hierarchy of Queen, Lord lieutenants, justices of the peace etc, which was appallingly. In colonial towns like Melbourne and Sydney he saw drunkenness, prostitution, violence, and unfettered lust for gold and money. It confirmed him in his High Toryism: human nature is essentially barbarous and needs to be restrained, by order, disciple, hierarchy, an established church, monarchy etc.

Married and elected MP

Within ten weeks of returning he was ‘elected’ unopposed i.e. nominated, to the ‘pocket borough’ of Stamford (p.20).

Surprisingly, he married not for money or to make an aristocratic alliance, but for love of a middle-class woman, Georgina Alderson, much against his father’s wishes, in 1857. Cut out of the family inheritance, he turned to journalism to support his wife and growing family (he quickly had seven children) and wrote a prolific amount, mainly reviewing and articles in a wide range of publications, notably The Saturday Review. The period 1857 to 1866 (i.e. from age 27 to 36) were his Journalism Years.

The journalism years, 1857 to 1866

Roberts does a great job of showing the themes and attitudes which informed Cecil’s huge output, demonstrating his fierce satire and sarcastic opinions on everything from women’s fashion to foreign affairs (his policy was to ‘encourage supporters and anger opponents,’ p.261). He was a fierce opponent of nationalisms on the continent and prophetically warned against the rise of German nationalism; scratch the sophisticated veneer of a German professor, he wrote, and you find the same barbarism which transacted the Thirty Years War. The twentieth century was to prove him right.

Cecil was anti-slavery but supported the Confederacy against the Union in the American Civil War because of a deep dislike of Americans as a whole, and of Abraham Lincoln in particular. He thought Lincoln’s actions during the war, such as closing the free press, suspending habeas corpus and interning up to 14,000 political opponents, was exactly what you got if you let democracy run rampant i.e. tyranny.

He also thought that letting the Confederacy win would have the benefit of splitting the US into two countries, both a lot weaker and less of a rival for Britain. He also worried that if the Union won the war, it would attack Canada next.

Roberts’ descriptions of Cecil’s vehement and bigoted views makes for hilarious reading. Cecil had strong views about everything, which he expressed in often very funny satire and sarcasm. For example, he hated the Irish. While happily admitting that England had behaved terribly to the Irish for centuries and possibly even owed the Irish reparations, he still wrote waspish satire such as that Ireland ‘had given us foreign invasions, domestic rebellions, and in quieter times the manly sport of landlord shooting’ (p.53).

Having just read Paul Collier’s book, The Bottom Billion, which highlights the need for capital investment in the poorest African countries, it’s interesting to see that Cecil thought this was precisely the trouble with 19th century Ireland too, that investors didn’t want to invest because of the poor returns and, above all, the lack of security i.e. threat of violence. Interesting to think of 19th century Ireland as experiencing the same problems as 21st century Africa.

So regarding Ireland, in Salisbury’s view, if inward investment was the solution, then it was vital to establish security and the rule of law in order to attract investors; in which case, the continual agrarian unrest in Ireland had to be ruthlessly crushed.

Cecil approved of Ireland’s high migration rate and, indeed, looked forward to a time when every single Irish person had emigrated and the island could be populated with law-abiding Scots and Saxons: ‘the sooner they are gone the better’ (p.53). Mind you, he was just as scathing about the Orangemen and ‘the special fanaticism of Ulster’ which is, of course, still causing trouble one hundred and sixty years later.

Another major issue was electoral reform on which Cecil had a very blunt utilitarian view: if the working classes were given the vote they would elect radicals who would redistribute wealth via fierce taxation on the rich. So in defence of his class, and out of naked self interest, Cecil was against extending the franchise. It wasn’t that the ruling class was morally better than the plebs – he wrote plenty of satirical articles criticising the lifestyle of the Victorian rich – but that the leisure and education they enjoyed made them likely to be better, more disinterested legislators, who would act for the national good, compared to radicals who, if elected, would owe their position to pleasing i.e. bribing, the electorate, probably by levying unjust taxes on the wealthy i.e. Cecil and his class.

(Cf Richard Shannon’s excellent book, The Crisis of Imperialism 1865 to 1915, which also drums home how both conservatives and opponents believed that the 1832 settlement had produced a nice balance between the interests of the landed aristocracy, the new business-based bourgeoisie, and the skilled working class. It wasn’t extending the franchise to the lower middle classes and rest of the working class they objected to, as such (although some did), it was upsetting this delicate balance by giving too much prominence to one particular part of the population, which they thought risked toppling the country into either anarchy or demagoguery.)

Cecil also pointed to the baleful example of America where, once every four years, the entire administration ground to a halt while the political parties competed in offering bribes (tax cuts, favourable government policies) to the electorate.

Timeless issues

The appeal of reading about old politics like this is that as well as the obvious appeal of explaining how political leaders behaved as they did and so helping to explain how and why we got from there to here – it also takes you way out of your comfort zone and presents you with completely different ways of thinking about all sorts of political problems. In my opinion this is useful because closely observing how people in the past were prisoners of their age’s assumptions, their level of technological, economic and social development, sheds light on how we, in our own time, are just as much prisoners of our technological, economic and social conventions. It prompts the thought that our descendants will view us with the same curiosity, puzzlement and disgust as we view the Victorians.

And it’s always disconcerting to learn how few of those issues have really changed: electoral reform; trade reform; worrying about economic rivals; worrying about our poor standard of education; squabbles about the rights of trade unions and strikers; managing clean water and sewerage; difficulties with Ireland; small wars in Africa; instability in the Middle East; how to fend off the growing threat from Russia. Ring any bells? Plus ça change… (a phrase which was coined in 1849 and itself hasn’t changed).

Using the Saturday Review

By the time I got to the end of the book I realised a simple central fact about it which is that Roberts uses Salisbury’s early journalism as a central structuring device. The main structure of the book is straightforwardly chronological, he covers all the events in Salisbury’s career as they occur. But almost every single one of these topics or themes is introduced with a quote from a Saturday Review article which Salisbury wrote about it. Sometimes, 10, 20 or 30 years later, and now in power, his early opinion as evinced in a Review article shows the continuity of his thinking; sometimes, on the contrary, the quote from an article shows how either his thinking or the situation has changed.

But either way, Roberts uses the fact that he has clearly read and carefully annotated all of Salisbury’s early journalism as a kind of running commentary on his later career. Thus almost every incident of Cecil’s long political career is seen from two perspectives: that of the cocksure young journalist writing in humorous, general, cynical terms; and that of the older, experienced statesman, acting on experience. Two voices, two perspectives. Or a running commentary on the mature politician by the cocky young tyro.

Viscount Cranborne

In June 1865 (two months after the end of the American civil war) Cecil’s older brother died, aged just 42, and so Cecil inherited the courtesy title Viscount Cranborne, he and his wife becoming Lord and Lady Cranborne. From now on Roberts refers to him as ‘Cranborne’. From now on Cranborne enjoyed the income associated with the title and so his journalistic activities wound down, as Roberts demonstrates with a graphic statistic: before his brother’s death he wrote 589 articles for the Saturday Review; afterwards, he wrote just 19, mostly to whip up support for policies he was trying to promote.

Four months later Lord Palmerston died and the numerous competing forces in British politics which he had been holding in check were let loose. Lord Derby and Disraeli formed a joint leadership of the Conservative Party, Derby in the Lords, Dizzy in the Commons. Cranborne grew to dislike and distrust ‘Dizzy’. He was the lead figure in the attempt to water down if not cancel Disraeli’s reform bill of 1867.

In 1868 Cranborne’s father died, aged 77, and he inherited Hatfield House and all its incomes, becoming the 3rd Marquis of Salisbury and, of course, being forced out of the House of Commons and into the House of Lords.

Cecil was a surprisingly ramshackle father who let his kids run wild. They all remember a boisterous sociable happy childhood, the exact opposite of his. Lady Salisbury grew into a formidable hostess and manager of the Hatfield Estate, which employed well over 100 staff. Parliamentary colleagues nicknamed him ‘Buffalo’ because he was big (well over 6 foot), solemn and obstinate. In 1870 he built a big ugly red-brick holiday home near Dieppe on the Channel coast of France, naming it Chalet Cecil.

Member of Parliament: 1853 to 1866

He never canvased to be an MP but was simply appointed one by the Earl of Exeter to a pocket borough.

Secretary of State for India: 1866 to 1867

In 1865, his older brother died, he inherited the title of Cranborne, and in 1866 Disraeli appointed him Secretary of State for India.

Salisbury was blamed for mishandling the Orissa famine of 1866, a disaster which affected the east coast of India from Madras northwards. At least a million Indians died, roughly one third of the population of the area. New to his brief, Salisbury believed his officials and experts who said it wasn’t serious, until it was too late, leaving him with a lifelong suspicion of experts. It made him quick off the mark and insistent on spending whatever it took to save lives in later Indian famines. The scale of the disaster made educated Indians realise maybe Britain wasn’t the all-powerful protector she pretended to be. The famine was one among many triggers for Indian nationalism.

Fear, awe and respect

Salisbury thought Britain’s rule over India was achieved by psychological means. There was no way 250,000 (mostly native) troops could hold down 250 million people if they chose to rebel against them. Earlier India officials such as Macauley had recommended that a select number of upper class Indians be educated, in English, up to western standards, in order to become intermediaries between western and Indian culture. Salisbury was sceptical about even this colonial, patronising idea, in fact he thought it was catastrophic since it just produced a class of ‘seditious article writers’. He thought India was vital to Britain’s prestige in the world i.e. vis-a-vis the other powers, and must be kept down by ‘fear, awe and respect for the law’ (p.139).

As Secretary of State for India, where British resources depended to a large degree on prestige rather than actual resources employed, Salisbury…was one of the first people to appreciate quite the extent to which militarily the British Empire was a gigantic bluff. (p.178)

And, criticising the more enlightened policies of Gladstone’s Liberals, Cecil declared in a speech that:

‘They will not learn that these tribes, these vast uncivilised multitudes, are not governed merely by the sword. They are governed by the imagination. They are governed by their fears.’ (p.293)

As Roberts summarises:

He stood out against the Whig ethos propagated by Macauley and others that Britain’s duty was simply to prepare Indians for eventual self-government. In Salisbury’s view, India was a prize that should remain Britain’s until it was forcible wrested from her. (p.216)

The 1867 Reform Act

The big issue was electoral reform in which Disraeli dished i.e. scuppered the Whigs. Salisbury made himself a master of electoral statistics and predicted reform would eliminate support for Tories. Salisbury made a big speech attacking Disraeli for rubbishing the Whig bill in 1866 then introducing one which was even more radical in 1867. Disraeli calculated that the newly enfranchised middle classes would be grateful to the Tories. Salisbury had done the math and said they wouldn’t and they weren’t. In fact he was fanatical about research, and always read everything he could get his hands on about whatever issue was at hand, electoral reform in 1867, and then again in 1885, being classic examples.

In opposition: 1868 to 1874

Gladstone’s Liberals won the 1868 election and were in government for 6 long years which they devoted to reforming all aspects of British law and society

Cranborne’s father died and he inherited the title of Lord Salisbury, the big house at Hatfield and a seat in the House of Lords. Roberts describes the ecclesiastical and political issues around his election as Chancellor of the University of Oxford, the core of high Anglican high Toryism.

Roberts also has a passage describing Salisbury’s unexpected interest in new technology. He was an early adopter of electricity and built a laboratory at Hatfield House where he carried out quite serious experiments about light. Cecil had a surprisingly scientific openness, for example he refused to be drawn into attacking Darwin after the ‘Origin of Species’ was published.

Secretary of State for India: 1874 to 1878

Queen Victorian wished to be awarded the title Empress of India was sharpened when a newly united Germany, after its victory over France, declared itself an empire in 1871, so there as a danger that her daughter, Vicky, who had married the Crown Prince of Prussia, would take precedence over her, a mere queen. Also the Tsar made a state visit to Britain in 1874 after the marriage of his daughter to the Duke of Edinburgh. In other words, everyone else was, or was becoming, an emperor – why not her?

The delicate handling of the issue, for British public opinion, abroad, and, of course, in India itself, are covered by Robert with typical thoroughness. He describes the great hou-ha that was held across India on the declaration on New Year’s Day 1877 (p.215).

The extremely complicated manoeuvring during the crisis triggered by uprisings against Ottoman rule in Bulgaria and Serbia in the summer of 1876. The Turks crushed the Bulgarians with great brutality, sending in mercenaries (the notorious bashi-bazouks) who were allowed to rape, pillage and murder at will. Gladstone publicised all this with his famous pamphlet of September 1876, ‘Bulgarian Horrors and the Question of the East’.

You have to understand that this was all caught up in the long-term consequences of the Crimean War. The Crimean War had been fought to prevent Russia’s extension of its influence into the Balkans i.e. further into Europe, at the expense of the Ottomans. The Treaty of Paris which concluded it pledged the allies i.e. France and Britain, to come to the support of the Ottomans.

The point of a detailed account like Roberts’ is to take you right into the Cabinet of the Prime Minister of the day, Disraeli, and describe in very great detail the different positions of the 12 men who comprised it. And this issue split them up into half a dozen factions as the crisis dragged on and a host of different responses, political, diplomatic and military all emerged.

Basically, some of the Cabinet thought the Ottoman Empire was irrevocably doomed to collapse and so we should never have pledged to prop it up. This led to the view that the Crimean War should have never been fought and was a colossal mistake. But this didn’t mean we supported Russia and its restless aims for expansion. Some supported Russia but opposed any expansion of its territory or power. Some thought we should continue to prop up ‘the sick man of Europe’. Some trod a middle way, trying to find a formula to support the Christians in the Balkans – the Bulgarians and Serbs – without insulting the Turks and without allowing undue Russian influence. Some went to an extreme and thought the European powers should partition the Ottoman Empire and civil servants in European capitals began drawing up suggestions for who would get where.3

Queen Victoria was a confirmed Russophobe. I was startled to learn that she threatened to abdicate no fewer than five times through the course of the crisis, leading Salisbury to speculate privately about her sanity (p.174). Disraeli had made it his policy to suck up to Her Majesty, maybe because it was good politics to have the monarch behind you, maybe because he saw it as his duty as ‘a minister of the Crown’, maybe because he liked sucking up.

Foremost in everyone’s minds was how to keep the route to India, the jewel in the British Crown, open and secure, but there were multiple answers to this problem: the most extreme was letting Russia invade and conquer through Bulgaria and down into Ottoman territory until she, possibly, took Constantinople and restored it as an Eastern orthodox Christian capital, as Russian extremists wanted to. In that case, some Cabinet members were for a) pre-emptively seizing Constantinople ourselves or b) sending an Expeditionary force to seize the Dardanelles i.e. the gateway from the Black Sea. The point of this would be to prevent the Russian fleet from freely passing through it and staking a claim in the Eastern Mediterranean. A simpler route would be to annex Egypt, thus securing the south east Mediterranean and the Suez Canal. The rearguard position was continuing to prop up the sick man – and our power and influence in the region – hoping something would come along.

The enormous pleasure of a book like Roberts’s is that he takes you right into the detail of this complex chess game, in which everyone – not just Russians, Ottomans, and neighbours like Austria – had multiple points of views and proposals, but even within the British cabinet there were multiple beliefs and strategies and that these kept changing and evolving as the situation changed.

Thus Salisbury was chosen to attend the Constantinople Conference (December 1876 to January 1877) to try and sort out the crisis, very usefully meeting the heads of all the important states en route (including huge, coarse, very clever Count von Bismarck), but Roberts shows in great detail how his ostensible aim of securing peace between Turkey and Russia was secretly sabotaged by Disraeli and his ally Lord Derby who, along with the Queen, loathed Russia, but couldn’t be seen to be supporting the perpetrators of the atrocities. Roberts’ suggests that Disraeli’s reputation for two-faced slipperiness was well deserved.

Anyway, the peace conference failed and so Salisbury’s mission failed, but many commentators in the press realised that he had been set up to fail by his boss. It was a hugely useful experience of the realities of power and diplomacy for a man who was to become Foreign Secretary then Prime Minister.

And so war between Russia and Turkey broke out, lasting from April 1877 to Match 1878, with Russia recruiting Bulgaria, Romania, Serbia and Montenegro to her side. Russia won. Her army fought all the way to the gates of Constantinople at which point the western powers intervened again.

In victory Russia reclaimed provinces in the Caucasus but more importantly, the principalities of Romania, Serbia, and Montenegro formally proclaimed their independence from the Ottoman Empire and, after almost five centuries of Ottoman domination, the Principality of Bulgaria emerged as a free nation.

So there’s one layer of pleasure to this narrative, which is watching the drama of high politics play out like an episode of House of Cards. But there’s a huge additional pleasure deriving from Salisbury’s Eeyorish character, always pessimistically convinced of the worse – ‘Things that have been secure for centuries are secure no longer,’ (p.274) – a doom-laden attitude which very often converts into hilariously satirical attitudes and observations. Roberts cites from Salisbury’s letters and dispatches countless examples of ironic reversals and witty sarcasms, a permanent attitude of ‘amused cynicism’ (p.215).

His unexpected juxtapositions aren’t on the level of Oscar Wilde’s deliberate paradoxes, but indicate the taste for aristocratic humour which characterised the age:

‘General Ignatiev is an amusing man without much regard for truth and an inordinate vanity which our Embassy takes every opportunity of wounding.’ (p.159)

Salisbury was an inveterate phrase-maker’ (p.247). Epigrams came naturally to him:

‘No one is fit to be trusted with a secret who is not prepared, if necessary, to tell an untruth to defend it.’ (p.194

Good government avoids one of the causes of hate; but it does not inspire love.’ (p.214)

And ran in the family. Salisbury’s daughter, Maud, accompanied him on his journey across Europe to Turkey, and kept a diary. Roberts cites her being told by beaming Ottoman officials that they were travelling on had been built by the Emperor Constantine in the fourth century, to which she politely enquired whether anyone had mended it since.

Beaconsfieldism

In 1876 Queen Victorian rewarded Disraeli for his toadying services to the nation, by making him Earl of Beaconsfield. From this point onwards contemporaries, and Roberts, refer to him as ‘Beaconsfield’.

From 1878 to 1880 the leading opponent of the Tories, William Gladstone, gave a series of speeches as he campaigned to win the parliamentary seat of Midlothian in Scotland. There were 6 very long speeches and over twenty shorter ones, addressed to halls full of thousands of voters, which harped on four main themes. He charged Disraeli’s administration with: financial incompetence, neglect of domestic legislation, and mismanagement of foreign affairs. In particular he charged Disraeli with a strategy of distracting public opinion from the economic and financial problems of Britain by means of foreign adventures. Gladstone gave the name Beaconsfieldism to ‘the immoral, bullying acquisition of territory almost for its own sake’ (p.212). One Tory critic defined it as: ‘occupy, fortify, grab and brag’ (p.227).

Foreign Secretary: 1878 to 1880

As mentioned above the recurring concerns of Britain in foreign affairs were: continual wars, unrest and Russian threat in the Balkans; management of Egypt and her southern extension, Sudan; management of South Africa and fractious relations with the Boers and the irritating little states like the Transvaal which kept being claimed or created with resulting tribal wars where we had to decide where we stood. And above all else, the running sore of Ireland.

Congress of Berlin

Roberts gives an intricate account of the multi-layered diplomacy which brought an end to the at the Congress of Berlin, June to July 1878, for which he was rewarded by the Queen with the Order of the Garter (as was with Disraeli).

Afghanistan

Many in the Foreign Office panicked about Russian intentions in Afghanistan i.e. it was placing diplomats there with a view to infiltrating/overthrowing the Amir, with a view to eventually invading India. Salisbury was sceptical about this talk of Russia attacking. He believed that the expansion of the Russian empire, or ‘the Russian avalanche’ as he called it, was unstoppable but was moving east across central Asia.

‘If it keeps north of the Hindu Kush it may submerge one caste of Muslim robbers after another without disturbing our repose.’ (p.145)

The Afghan war was the fault of Lord Lytton, the viceroy of India. Lytton’s despatches had become steadily more hysterical and Salisbury predicted to a cabinet colleague that he expected him [Lytton] would no conduct operations ‘so as to achieve the most brilliant results – lose the greatest number of men – and spend the largest amount of money’ (p.221).

Sure enough Lytton disobeyed instructions to disengage and sent a British force to force the Amir to accept a British representative at his court, which was defeated at the Khyber Pass. This forced Salisbury’s hand because he believed Britain must be seen to be strong.

The Battle of Maiwand

The war included the Battle of Maiwand on 27 July 1880 when Afghan forces under Ayub Khan defeated an admittedly smaller British force consisting of two brigades of British and Indian troops under Brigadier-General George Burrows, some 969 of whom were killed.

The point of mentioning this is that when British forces were dispatched to south Afghanistan in 2006 their bases in Helmand Province turned out not to be very far from the site of the battle and they discovered that local Afghan leaders and fighters still remembered it as a great patriotic victory over the infidel invader. The moral being that we, the British, have forgotten or never even knew most of our imperial history whereas, for scores of nations which we fought and conquered, our violent interventions are very much part of their national story.

The Anglo-Zulu War

Following the passing of the British North America Act of 1867 forming a federation in Canada [Salisbury’s friend and ally in Disraeli’s cabinet] Lord Carnarvon thought that a similar political effort, coupled with military campaigns, might succeed with the African Kingdoms, tribal areas and Boer republics in South Africa. In 1874, Sir Bartle Frere was sent to South Africa as British High Commissioner to effect such plans. Among the obstacles were the armed independent states of the South African Republic and the Kingdom of Zululand. Frere, on his own initiative, sent a provocative ultimatum on 11 December 1878 to the Zulu king Cetshwayo and upon its rejection sent Lord Chelmsford to invade Zululand. The war is notable for several particularly bloody battles, including an opening victory of the Zulu at the Battle of Isandlwana, followed by the defence of Rorke’s Drift by a small British force from attack by a large Zulu force. The British eventually won the war, ending Zulu dominance of the region.

Salisbury in several places rages against the way the men on the spot, politicians or viceroys or diplomats or sometimes buccaneering businessmen like Cecil Rhodes, were forever stirring up trouble and starting conflicts which the government back in London then had no option to follow through. It was true of both the Afghan and Zulu wars where the same ends might have been achieved through diplomacy, trade and deals.

Roberts tells how Salisbury couldn’t understand why the Queen was so keen to allow the son of the exiled French Emperor Napoleon III (who had sought refuge in Chislehurst in Kent) Prince Louis Napoleon Bonaparte, to accompany British forces, but she insisted. He was promptly killed on 1 June 1879 by Zulus who stripped his corpse, all except for one blue sock bearing the initial N from which he was identified.

Egypt

Salisbury wanted to exercise ‘informal empire’ over Egypt not officially annex it. In theory Egypt was run by a Khedive appointed by the Ottoman Sultan. In practice, in return for propping up the Sultan and broadly supporting him against the Russians, Britain was allowed to interfere in Egypt. Apart from anything else Britain had huge sums invested in the Suez Canal and associated businesses. When the stroppy Khedive Ismail Pasha threw out British representatives, Salisbury had the British ambassador to Istanbul ask the Sultan to oust him in favour of his son, Tewfik Pasha, who would be more pliable. A few weeks later Salisbury wrote with typical dour cynicism to a colleague:

‘The only form of control we have is that which is called moral influence, which in practice is a combination of nonsense, objuration and worry.’ (p.229)

I had to look up ‘objuration’. It means ‘a firm binding by oath’. Salisbury’s cynicism is deliberately witty but it’s also bullshit, isn’t it? We also had a massive army (in India a truly huge army), the Royal Navy (which bombarded Alexandria and docked at Istanbul to threaten the Sultan with their guns), and various instruments of financial control through the City of London. A lot more tangible than ‘nonsense, objuration and worry.’

British troops used Egypt as a base to head south to defeat the forces of the Mahdi in what is now the Sudan. Despite all Salisbury and other British politicians’ insistence that the occupation of Egypt was purely temporary, it was, of course, strategic and long term, designed to secure the Suez Canal and the route to India (p.343). British troops didn’t leave Egypt until 1956, leaving a deep legacy of suspicion and resentment.

Tory defeat in 1880

The Tories were surprised at the scale of the landslide which turned them out in the 1880 election: Liberals 352, Tories 237, Irish Home Rule MPs 60 (p.238). Beaconsfield was ill, he had looked tired at the Conference of Berlin, had fluffed his lines and missed sessions due to chronic asthma (p.203).

Leader of the Opposition: 1881 to 1885

Salisbury took up some of his old hobbies including experimenting with electricity and collecting seaweed. Beaconsfield continued as Tory leader until his death in April 1881.

The Liberal Party had only been founded in 1859 as a coalition of anti-Tory forces. As the number of Radical Liberal MPs increased, it alienated the other wing of the party, the landed aristocratic Whig faction (p.244). In opposition, one of Salisbury’s cunning plans was to subtly egg on Gladstone’s radicalism, specially regarding Irish Home Rule and electoral reform, in order to inflame the Radicals’ expectations and rhetoric and so scare the landowning Whigs that they would come over to the Tories. There’s huge amounts of that kind of Machiavellian scheming in this book.

Electoral reform

The big issue at the end of Gladstone’s ministry was electoral reform. Eventually he passed two acts, the Representation of the People Act 1884 (known informally as the Third Reform Act) and the Redistribution of Seats Act 1885. Both were passed by the Liberal House of Commons but strongly resisted in the House of Lords led by Salisbury. This was for the simple reason that both acts tended to favour the Liberal, Whig and Radical interest at the expense of the aristocracy.

For the first time Britain was divided into 670 constituencies of roughly equal size, each returning just one Member of Parliament (previously many constituencies had returned two MPs, who tended to be one Liberal and one Tory, who didn’t even bother campaigning against each other. In other two-member constituencies the fractured Liberal Party had handed one to a Whig and one to a Radical. Salisbury cannily calculated that forcing them to choose one or the other would drive wedges between the two factions.

A lot more constituencies were created in cities, but Roberts shows that Salisbury, with characteristic thoroughness, had done intensive research into British psephology and correctly guessed that although some of these cities might turn Liberal or Radical, a lot of Britain’s big cities now had extensive suburbs and the inhabitants of these were just as scared of working class radicalism as the aristocracy (p.306). This was referred to ‘villa Toryism’ and came to be seen as a legacy of Disraeli.

A small symbol of this was the establishment in October 1882 of the periodical the National Review, designed to produce intelligent journalism for these middle-class Tories.

‘Caretaker’ prime minister: 1885 to 1886

Roberts chronicles the extraordinary manoeuvrings which surrounded Salisbury’s first spell as Prime Minister. In February the Liberals were defeated in an amendment to a bill and Gladstone immediately resigned. But the organisation required by the new Reform Act had not yet been put in place and wouldn’t be until the end of the year so, if he accepted power, Salisbury was faced with the unappetising prospect of being Prime Minister of a minority government for 6 months which was just long enough to make numerous mistakes and, at the next election, be unceremoniously chucked out. It’s fascinating to read the long maze of negotiations this led to, centrally getting Gladstone to agree to pass various nuts and bolts laws and acts which needed to go through. Gladstone had done the same thing to Disraeli in 1874; Salisbury had watched and learned.

There were two other problems. Salisbury wasn’t a shoe-in for Prime Minister. He sat in the House of Lords whereas the leader in the Commons throughout the period in opposition had been Sir Stafford Northcote, 1st Baronet [Eton]. Northcote expected the job but was widely seen to be too weak and lacking drive whereas Salisbury (as we’ve seen) enjoyed nothing more than making swingeing attacks on his enemies.

The second problem was Winston Churchill’s father, the radical and unreliable Lord Randolph Henry Spencer-Churchill (Eton). Randolph had set himself up with a cohort of followers on the Radical wing of the Conservative Party the leaders of which came to be referred to as ‘the Fourth Party’ (Churchill, Henry Drummond Wolff, John Gorst and Arthur Balfour). He promoted something called ‘Tory democracy’, that the Tories should accept the 1885 Reform Act, and the rise of the working class which lay behind it, but ensure the boundaries and details were drawn up to their advantage. A flashy update of Disraeli’s ‘One Nation Conservatism’. He created the National Union of the Conservative Party, created to ‘organise propaganda to attract working men’s votes, registration, choose candidates and conduct elections’, had many followers but refused to serve in Salisbury’s cabinet unless various demands were met.

Salisbury’s juggling of all these issues, trying to square various circles, makes for fascinating reading, insight into the real, smoke-filled rooms nature of actual party politics, more like a soap opera or school playground, with gangs and threats and changing alliances, than anything to do with principles, let alone serving the country.

Salisbury only finally accepted the job when Queen Victoria shed tears and pleaded with him. It was called a ‘caretaker’ government. He was 55. Lord Northcote was gutted but rewarded by being made Earl of Iddlesleigh and packed off to the Lords. Apparently, this is the origin of the expression, being ‘kicked upstairs’.

It is impossible to take the honours system seriously when you see titles like this being used with the utmost cynicism as rewards for mediocrity or being a big donor to party funds or simply to shut people up and get them out of the way. The people these made-up ‘titles’ get handed out to are generally lapdogs, the superannuated or inconvenient mediocrities who need to be shut up. That the givers or takers of these ‘honours’ then get on their hind legs and spout about ‘honour’ and ‘tradition’ and all the rest of it is risible, pathetic: see the way Boris Johnson simply rewarded key allies with peerages, damehoods and knighthoods. Dame Priti Patel. Or Liz Truss’s ‘honours’ list which even the Daily Telegraph described as ‘shameless’.

IRELAND

Salisbury was as solid as a rock against any form of home rule or national assembly for Ireland, because:

  • the 1800 Act of Union was a bulwark of property rights, law and order
  • it would be a slippery slope, the first step on an irresistible drive towards independence
  • as the first and nearest colony of Great Britain, giving Ireland any measure of home rule would immediately trigger calls for the same from every other colony in the empire, especially India (cf pages 574, 587)
  • it would mean abandoning the minority of the population of Ireland who were active supporters of the Union i.e. mostly in Ulster
  • on a moral level, it would be an ignoble surrender to the forces of violence (what was later called terrorism) i.e. the continual low-level agrarian protests and occasional murders all across Ireland
  • losing our prime colony would undermine Britain’s prestige in the world, make us look less powerful, and also
  • an independent Ireland led by people who hate us would become a serious security threat, even a starting point for invasion by enemy powers (as it had been for the French during the Revolutionary Wars)
  • a neutral or hostile Ireland would threaten Britain’s ability to import food in time of war (p.587)

Ireland quotes:

‘Are we to cut our country in two and, in the smaller portion, are we to abandon a minority of our own blood and religion to the power of their ancient enemies, in spite of their bitter protests against the debasing and ruinous servitude to which we propose to leave them?’ (p.586)

There was also rabid anti-Catholicism. Salisbury wasn’t just an Anglican, he was a fierce insister on the rights and perquisites of the Church of England in all its aspects. There was, therefore, a strong element of religious bigotry in his opposition to Home Rule for Ireland. It’s not just in the last few years that politicians have come up with superficial trivialising jingles: it was about this time that ‘Home Rule means Rome Rule’ began to be repeated by the lighter minded Conservatives and chanted at meetings and conferences (p.380).

But Roberts gives the game away, on the same page, about Ireland and the whole imperial ethos, by telling us that the very First Earl of Salisbury had been instrumental in the wholesale CONFISCATION of land in Armagh, Cavan, Derry, Donegal, Fermanagh and Tyrone between 1607 and 1609 and selling it in lots roughly the size of parishes to Scottish and City businessmen for settlement. He makes it crystal clear that the Protestant English stole the land from its rightful owners, then distributed it according to English law and from that point onwards, for the next 400 years, insisted it was a bulwark of English law when it was plain for any bystander to see that English law was, in that case, just a form of organised thieving, looting, imperial confiscation.

To then turn around and claim that this act of grand larceny, the organised theft of an entire nation’s patrimony, represented the epitome of ‘law and order’ and defending the theft amounted to ‘the most sacred obligations of honour’ (p.276):

Hartington looked upon the Irish Question primarily as one of defending property and landowning rights. (p.367)

is either to lie to yourself or be guilty of ridiculous hypocrisy. Ask any Irish historian what they think of English ‘honour’ and ‘legality’.

Roberts’ long account of the lengthy manoeuvrings about Home Rule is interrupted for a brief mention of how the British ‘formally annexed’ Upper Burma. The king of Burma, King Theebaw, was negotiating a convention with France but Salisbury was having none of that – Burma had little or no value in itself but might be a useful conduit to western China, and the French certainly weren’t going to have it! — so he sent a force of 9,000 troops who smashed the Burmese army, overthrew the king and put him in prison, installing a friendly Buddhist in power.

Invading foreign countries, overthrowing their traditional rulers, making them subservient to British rule. Only a special kind of mental perversion could talk about this in the same breath as ‘preserving law and order’ and ‘the inviolable rights of property’ and ‘the most sacred obligations of honour’, let alone think that ‘Britain’s greatest contribution to civilisation and mankind [was her] empire’ (p.370).

The violent overthrows, the coups, the imposition of rule by military force, the suppression of opposition voices, were all carried out to defend British strategic and business interests. The fact that they were dressed up in fancy rhetoric was what prompted continental observers like the French or Germans to routinely accuse the British of stunning hypocrisy.

Anti-democracy

It’s worth exploring the thinking behind Salisbury’s opposition to expanding the franchise. Basically he thought liberty was based on a) property and b) tradition and c) the law which upheld them. Only people with property have an interested in the existing system. Give the vote to people who have no property and their opinions will be wild and unpredictable, harmful to tradition, security, property etc. It would be mob rule, unjust, arbitrary and destructive. This is why he often referred to ‘the tyranny of numbers’. Just because a majority of the voters vote for something doesn’t make it right.

If you start from the position that property is the bedrock of liberty, then it follows that all attacks on property are, to the same extent, attacks on liberty. Thus Salisbury put a wide variety of reforms, such as extending the franchise or a graduated death duties, under the heading Attacks on Property which, in Salisbury’s mind, was synonymous with Attacks on Liberty.

It’s a coherent and logical position, but one which doesn’t take account of poverty. Its twinning of liberty with property, the more the better, gives no representation, voice or opinion to the large number of people who have little or no property: should they have no say in the running of the country? No, according to Tories of Salisbury’s stripe.

This was because he had nightmares that enfranchising the working classes and the poor would encourage in them, or demagogues, a wish to overthrow the aristocracy and take the money and property of everyone better off than themselves. He had a lifelong fascination with, and horror of, the French Revolution, not only read books on the subject but amassed a collection of pamphlets and ephemera, often some up from Paris bookshops and second-hand stalls (p.541). The conclusion he drew from it was that it was the fault of weak-willed liberals who set off with the best of intentions but broke down the constitutional checks and restraints and so opened the door to Terror and tyranny. That’s how he viewed the Liberals of his day: as well-intentioned but weak-willed types who, by attacking ‘privilege’ and ‘property’, threatened to sweep away restraint and open the door to anarchy.

Ironically, however, the actual result of electoral reform was virtually the opposite: as a result of the 1884 Reform Act, during the 1890s Salisbury began to worry that the effect of widening the franchise would not be revolution but the opposite, the triumph of super-patriotic Jingoism which, with his incurable pessimism, he regarded as almost as bad.

Salisbury sayings

‘The commonest error in politics is sticking to the carcasses of dead policies.’ (p.173)

When a member of his own party objected to the way bits of other countries were traded like counters at the Berlin Conference, Salisbury robustly replied:

that if our ancestors had cared for the rights of other people, the British Empire would not have been made.’ (p.185)

Comedy

At the Conference of Berlin in the summer of 1878 it was very hot. At the Kaiser’s residence in Potsdam there were mosquitoes, but at Berlin there were ‘minor powers. I don’t know which is worse.’ (p.201).

Of the army hero and adventurer Colonel Frederick Burnaby, who had undertaken a 1,000 mile midwinter expedition across Central Asia, he wrote: ‘I cannot see any reason for interfering with the natural right of a Briton to get his throat cut when and where he likes,’ (p.218). (Burnaby was subsequently killed in hand-to-hand fighting against followers of the Mahdi at the Battle of Abu Klea, 16 January 1885.)

When, at the time of the Congress of Berlin, an Admiral Hornby demanded that preparations for war with Russia be stepped up, Salisbury wrote to a cabinet colleague that:

‘If Hornby is a cool-headed, fearless, sagacious man, he ought to bring an action for libel against his epistolary style.’ (p.192)

At a tricky point of negotiations with Sultan Abdul Hamid II, Salisbury wrote to the British Ambassador at the Sublime Porte, Sir Austen Henry Layard, that they might get their way in small matters with the Sultan but at the risk of inflaming his Muslim people and risking revolution, which was ‘rather like burning down a house to procure roast pork.’ (p.237).

‘To those who have found breakfast with difficulty and do not know where to find dinner, intricate questions of politics are a matter of comparatively secondary interest.’ (p.250)

In 1889 the Shah of Persia, Nasr-el-Din, visited England for a month. When he was taken to see a model modern prison, he asked to see a gallows in action. On being told that no-one was due to be hanged that day he offered one of his own entourage (p.543).

Of the Daily Mail Salisbury quipped that Alfred Harmsworth had:

‘invented a paper for those who could read but not think’ (p.668)

He liked to say that bishops came in two mutually exclusive categories: those who were fit to be made bishops but unwilling, and those who were willing but unfit. A lot of bishops died and needed to be replaced during his premiership, he appointed 38 new bishops, more than any other Prime Minister before or since. He joked: ‘They die to spite me’ (p.676).

Sir Michael Hicks Beach, Chancellor of the Exchequer from 1895 to 1902 was so appalled by the rapidly escalating cost of the (second) Boer War that he repeatedly threatened to resign from the cabinet. So many times in fact, that Salisbury joked that he had a special drawer in his desk just for Hicks Beach’s resignation letters (p.744).

Balfour said of his uncle that he certainly believed that all men are equal, ‘by which he means, equally incompetent’ (p.746).

When the Liberal politician John Wodehouse, 1st Earl of Kimberley, attacked the dire management of the Boer War, Salisbury replied that:

‘A more gloomy collection of lugubrious vaticinations I never heard.’ (p.755)

In 1896 Victoria asked Salisbury to promote Lord Waldegrave from being a Lord in Waiting to the Yeoman of the Guard, because as a Lord he was constantly in her presence and she found him simply too ugly to look at (p.794).

Roberts says that Salisbury’s wit was the equal of Disraeli’s but different in kind, relying on ‘high irony rather than mere paradox’ (p.849). Discuss.

Roberts the fanboy

Roberts loves his hero:

Protecting the Royal Family from embarrassment, whether it be political in Berlin, financial over the Royal Grants, sexual over disappointed mistresses, or even highly tangential, as over the Cleveland Street Scandal, Salisbury simply saw as part of the duties of the premiership, and he carried them out impeccably. (p.561)

This is not the tone of an objective historian but of an impassioned fan. Robert devotes pages 336 to 338 to citing witnesses to Salisbury’s sense of fun, his dry humour and cynical wit:

Just as he could not write a boring sentence, so Salisbury was also incapable of uttering a commonplace or canting remark. Lord Rosebery [Eton] once wrote that reading old political speeches was as dull as drinking decanted champagne. Salisbury’s extra brut speeches are the exception, and of a vintage that is still effervescent. (p.208)

Roberts himself often mimics or echoes Salisbury’s drollness:

Sultans of Turkey lived on the grand scale, some compensation for their occasional short life expectancy. (p.161) [E.g. Midhat Pasha was dismissed as Grand Vizier during the Russo-Turkish War, banished to Baghdad and eventually strangled.]

They both have that lofty Tory irony, that droll detachment and amused good humour, which makes the book so readable.

Conclusion to part one

This is a magnificent biography, huge, compendious but written with a tremendous lightness of touch and good humour throughout, echoing the ethos of its subject who portrayed himself as a gruff old Tory but, as his letters and speeches reveal, was a lifelong humorist. It is an absolute goldmine of insights into every aspect of British domestic and foreign policy for the 35 years when Britain reached the peak of its economic and imperial might, 1867 to 1902. It is massively enjoyable on every level.

But none of this should blind us to the fact that Salisbury was the enemy. He was the rooted opposition to everything progressive that was attempted through the period. He stood for a level of privilege and entitlement that almost no one nowadays can conceive, an almost incomprehensibly dedication to the life-or-death importance of hierarchy, the aristocracy, the Church of England. Like all conservatives and authoritarians he thought that if any of this was tampered with it would open the floodgates to anarchy. Thus he resisted every move to give Ireland more home rule because he saw it as threatening a wider collapse:

He saw the [Home Rule] campaign in Ireland as merely the precursor for a general class struggle over the rights of property. (p.258)

Of course it didn’t. Trying to hang onto this world of privilege in the face of changing technologies, social norms and culture, in the increasingly embittered clinging onto India, in the embittered clinging on to Ulster, in the embittered fight against electoral reform (all leading to the climactic struggle between Tories and Liberals in 1911), it was these rearguard positions which nearly led to anarchy.

Above all, he held positions of power during the height of empire and openly admitted it was based on threat and intimidation. In Roberts’s view: ‘Salisbury believed implicitly in the politics of prestige and revenge’ (p.247).

The single biggest conundrum is how he managed to reconcile the windy rhetoric of his speeches about ‘the highest interests of Empire’ and ‘the most sacred obligations of honour’ (p.276) (cf Ireland p.351) with the acid cynicism of his private papers and correspondence, which bluntly state that we had to hang onto India and Ireland by whatever means possible because they’re what made Britain ‘great’.

You know the cliché ‘Patriotism is the last refuge of a scoundrel’? Well, every time you read a Victorian politician talking about ‘honour’ you can be sure it’s high-sounding cover for either he and his class clinging onto their wealth and privileges or, in an international context, for the British clinging on to countries they acquired by force, with no right or law or ‘honour’ involved in either.

Roberts’ central argument is that Salisbury kept the peace between jostling European Powers for a generation by his foresight and intelligence and diplomacy. This is all true and yet we know that the sweeping changes across all aspects of society which he held back for so long were inevitably going to come about, and it could be argued that, by delaying them for so long, Salisbury made the process of managing them when they became unavoidable (votes for women, rights for workers, Irish independence) much more violent and painful than they need have been if they had been addressed more sympathetically and much earlier.
