The White Man’s Burden: Why the West’s Efforts to Aid the Rest Have Done So Much Ill and So Little Good by William Easterly (2006)

This book will offer plenty more suggestions for experimental improvements to Western assistance, but don’t expect a Big Plan to reform foreign aid. The only Big Plan is to discontinue the Big Plans. The only Big Answer is that there is no Big Answer.

The dynamism of the poor at the bottom has much more potential than plans at the top.

William Easterly (born 1957) is an American economist, specialising in economic development. He is a professor of economics at New York University, joint with Africa House, and co-director of NYU’s Development Research Institute. Surprisingly for an American academic, he’s only written three books, all of them about development economics.

This was the second one and established him, as the title suggests, as a robust critic of the entire ideology of western aid to the developing world.

Background

Right at the end of 2005 the doyen of US development economists, Jeffrey Sachs, wrote a book called ‘The End of Poverty’, an optimistic clarion call whose introduction by globally famous rock singer Bono helped propel it into the bestseller list. The book was timed to precede the G8 conference and summit held in Scotland in July 2005. The G8 leaders pledged to double 2004 levels of aid to poor nations from $25 billion to $50 billion by 2010, with half the money going to Africa

This book by William Easterly is by way of being a refutation of Sachs’s one. Very crudely, Sachs said we must give more aid, lots more aid to Africa – and Easterly says ‘oh no we shouldn’t’.

Easterly thinks the messianic save-the-world attitude of people like Sachs is perilously close to the old colonial assumption that We Know Best what to do for the natives.

Right at the start of the book he distinguishes between two types of foreign aid donors: ‘Planners’, who believe in imposing generalised, top-down, big plans on poor countries, and ‘Searchers’, who look for bottom-up solutions to specific needs. Planners are portrayed as utopian romantics while Searchers are more realistic because they focus on piecemeal interventions.

Planners and Searchers

The basic binary or dichotomy idea is repeated countless times:

Planners announce good intentions but don’t motivate anyone to carry them out; Searchers find things that work and get some reward.

Planners raise expectations but take no responsibility for meeting them; Searchers accept responsibility for their actions.

Planners determine what to supply; Searchers find out what is in demand.

Planners apply global blueprints; Searchers adapt to local conditions.

Planners at the top lack knowledge of the bottom; Searchers find out what the reality is at the bottom.

Planners never hear whether the planned got what it needed; Searchers find out if the customer is satisfied.

A Planner thinks he already knows the answers; he thinks of poverty as a technical engineering problem that his answers will solve. A Searcher admits he doesn’t know the answers in advance; he believes that poverty is a complicated tangle of political, social, historical, institutional, and technological factors. A Searcher hopes to find answers to individual problems only by trial and error experimentation.

A Planner believes outsiders know enough to impose solutions. A Searcher believes only insiders have enough knowledge to find solutions, and that most solutions must be homegrown.

Searchers have better incentives and better results.

Searchers could find ways to make a specific task—such as getting medicines to dying children—work if they could concentrate on that task instead of on Big Plans. They could test whether a specific task had a high payoff for the poor, get rewarded for achieving high payoffs, and be accountable for failure if the task didn’t work.

Foreign aid has been dominated by the Planners.

The War on Terror

The new military interventions are similar to the military interventions of the cold war, while the neo-imperialist fantasies are similar to old-time colonial fantasies.

Military intervention in and occupation of a developing country show a classic Planner’s mentality: applying a simplistic external answer from the West to a complex internal problem in a non-western country. Iraq. Afghanistan.

The aid-financed Big Push is similar to the rationale behind the invasion of Iraq = we in the West know best, we’re going to show you how to run your country. With all the disastrous consequences Easterly’s book predicts for top down, Planner solutions.

Politico-philosophical traditions

Early on Easterly claims that his binary reflects the most basic one in politics, between Utopian revolutionaries and pragmatic reformers. The French Revolution epitomises the first, with its grand Plan to introduce liberty, equality and fraternity. Edmund Burke, father of modern conservatism, epitomises the latter, believing society is best improved by targeting specific identifiable abuses and implementing limited, focused solutions. Ad hoc reforms.

In practice, the latter is how all western democracies work, overflowing with Acts and Bills and Laws fixing this, that or the other issue unaddressed by the vast quantities of previous legislation on the subject. Incremental, reformist.

Capitalism versus communism

And then he related it to another world-size binary, that between capitalism and communism.

Communists believed top-down Big Planning would deliver utopia. Capitalists believe in bottom-up, ad hoc solutions, called businesses, markets. Following on from this is his description of the often overlooked but vital quality of economic freedom which we in the West enjoy without really being aware of it.

Economic freedom is one of mankind’s most underrated inventions, much less publicised than its cousin political freedom. Economic freedom just means unrestricted rights to produce, buy, and sell. Each of us can choose the things we want and not have somebody else decide what is best for us. We can also freely choose what we are going to sell and what occupation to choose, based on our inside knowledge of what we are best at and most like doing.

Easterly overflows with fluent, articulate ways of expressing really big ideas.

The conditions for markets

Property rights, contract enforcement, rule of law, corporate accountability.

On one level, as Easterly makes abundantly clear, he is defending free market capitalist solutions to poverty. But it’s more than that, because he is very well aware that free market capitalism, pure and simple, far from delivers utopia – witness America, the most capitalist society on earth and also the most inequitable (not to mention its vast prison population and violent crime levels).

No, once he’s delivered his broadside against Planners and for Searchers, against communism and for capitalism, Easterly very interestingly goes on to describe the complex matrix of prerequisites necessary for a functioning market and productive economy and the many, many ways these can fall short, be corrupted or undermined.

To put it another way, Easterly launches into a sequence of explanations of what is required to make democratic capitalist society work and these turn out to be numerous and complicated.

No cheating

There are a myriad ways for people to cheat each other in market exchanges. The avoidance of cheating requires a certain amount of social capital or, to put it more simply, trust. He cites studies which have shown a correlation between income and trust i.e. better off people are more trustworthy; poor people are likely to cheat. Hence well off, equal societies like the Scandinavian countries have high median incomes and very high levels of trust. By comparison Mexico is a ‘low trust’ country.

Social norms also seem to be stronger among rich people than among poor people, as a rich person loses more economic opportunities and income from social disgrace.

In better off countries people can rely on the law to enforce norms of honesty although, as anyone knows who’s been to law, it is still i) very expensive ii) tardy and slow iii) has an element of randomness involved, principally in the quality of your solicitor or barrister.

The poorer the country, the less able the majority of citizens are to go to law, and the more likely aspects of corruption will creep in.

Trust networks

There are two tried and tested ways to ensure standards of trust and honesty, working within family or ethnic groups. Family is obvious and the basis of networks of trade and business around the world. Within many societies specialisation in trading is particularly prominent in minority ethnic groups.

In pre-industrial Europe, it was the Jews. In East Africa, it’s the Indians. (Indians own almost all businesses in Kenya, although they make up only 1 percent of the population.) In West Africa, it is the Lebanese. In southern Africa, it is whites and Indians. Among indigenous African groups, often one dominates trading—the Bamileke in Cameroon, the Luba in the Democratic Republic of the Congo, the Hausa in West Africa, the Igbo in Nigeria, and the Serahule in the Gambia. In Southeast Asia, the overseas Chinese (the “bamboo network”) play this role.

It’s overflowing with concepts like this which he illustrates with detailed and fascinating examples, which entertain and shed light, expanding your understanding of the world we live in.

Mafias

Unfortunately, the down side of strong ethnic networks is they often have their own systems of enforcement, which easily slip into intimidation. The mafia we know about, also the triads which figure largely in Chinese business networks. Drug lords in Jamaica, the farflung Russian mafia. Most societies have criminal networks which enforce their own systems of justice, outside official systems.

Property rights

If you own property you can mortgage it or borrow against it to raise money to invest in business. My shaky understanding of the rise of western capitalism is that we pioneered unique and innovative concepts of property, developed over centuries of adaptation and common law, which enabled the development of the money-making machine we call capitalism.

One aspect of this was the invention of the limited liability company and the corporation, a type of entity. Obviously this takes you into a vast area of history of the evolution of companies, company law, and company law-breaking. Easterly gives some examples but doesn’t go into detail because all he needs is to demonstrate his basis thesis, that:

Property law in the United States, as with many other kinds of law, evolved as piecemeal solutions to deal with particular problems as they arose.

Meanwhile, ‘Poorer societies define land ownership more by oral tradition, customary arrangements, or informal community agreement than by formal titles’. He gives a detailed description of land ‘ownership’, among the Luo tribe in western Kenya.

The traditional system among the Luo was a complicated maze of swapping plots among kin and seasonal exchanges of land for labor and livestock. There were both individual and family rights in cultivated fields and free-grazing rights for the community after the harvest. Each household’s claim to land included many plots of different soils and terrains, on which many different crops grew – not a bad system with which to diversify risk in an uncertain climate. The traditional land patron (weg lowo) would often give temporary land rights to the client (jodak). There were seasonal exchanges of ploughs and draft animals for land, or land for labour.

These may work in the context of their cultures but not many of them approach the objectivity and impersonality found in western concepts of property and companies. It’s small-time, localised.

Britain versus France

Interpreting everything in the light of his binary he applies it to the European traditions of law which he divides into two opposites. Britain good:

The common-law tradition originated in England and spread to British colonies. In this tradition, judges are independent professionals who make rulings on cases based on precedents from similar cases. The principles of the law evolve in response to practical realities, and can be adapted to new situations as they arise.

France bad:

The modern civil-law tradition originated under Napoleon, in France, and spread to French and Spanish colonies. (Spain was under the control of Napoleon at the time.) In this tradition, laws are written from the top down by the legislature to cover every possible situation. Judges are glorified clerks just applying the written law. This system of law lacks bottom-up feedback of the common law that comes from having cases determine law. As a result, the law is less well adapted to reality on the ground and has trouble adapting to new situations as technology and society change.

So:

The United States, Australia, Canada, New Zealand, Pakistan and Uganda are examples of former British colonies that have well-developed property rights protection for their level of income. Algeria, Colombia, Haiti, and Nicaragua are examples of former French or Spanish colonies that have poor property rights protection for their level of income.

Surely Easterly could add in the whole of South America, repeating the centuries-old comparison between the poverty and political instability of the Hispanic south and central America and the (relative) stability and astounding economic success of Anglophone North America. (In fact he rolls on into a section on the dire financial mismanagement of Mexico in the 1990s and makes very interesting points about the limitations of Latin American societies and economies throughout the book.)

The failure to westernise Russia

At the collapse of communism in Russia, in 1991, scads of western economists and consultants descended on Moscow with the aim of showing them commies how it’s done and helping them transition to western-style democracy and capitalism in one ‘Big Push’. Planner behaviour par excellence.

One example of how not to do it is having Western lawyers and accountants rewrite the legal code overnight from the top down, as the West tried in Eastern Europe after 1990. In Eastern Europe, chief recipients of foreign aid were the Big Six accounting firms in the West. 43 who drafted new laws for Eastern Europe and trained thousands of locals in Western law. Eastern European legislatures passed the Western-drafted laws, satisfying aid conditions for the West, but the new laws on paper had little effect on actual rules of conduct.

You can pass all the laws you like for the establishment of democracy and free markets but if the population they’re imposed on has no experience of either they will continue to behave according to the old ways, via networks of identity and obligation, through widespread ‘corruption’ and nepotism i.e. favouring family, tribe, clan, ethnicity and religious group first. Economic theorist Avinash Dixit’s research:

may help explain why the transition from communism to capitalism in the former Soviet Union was such a disaster, and why market reforms in Latin America and Africa were disappointing. Even with severely distorted markets, the participants had formed networks of mutual trades and obligations that made the system functional at some level. Trying to change the rules all at once with the rapid introduction of free markets disrupted the old ties, while the new formal institutions were still too weak to make free markets work well.

The Russian people, especially managers of businesses and state industries, carried on ignoring the new capitalist rules in much the same way as they had ignored and circumvented the old communist rules. The Russian economy continued to be ineffective and corrupt. What keeps the Russian economy afloat is its huge reserves of oil and gas. In its dependence on a handful of basic commodities to sell to the rest of the world Russia is more like the petrostates of the Middle East and Africa than like a diversified, productive western economy.

Bad government

Anybody who wants to know about bad government in developing countries, particularly in Africa, should look no further than The Looting Machine by Tom Burgis (2015) and Dictatorland: The Men Who Stole Africa by Paul Kenyon (2018).

Democracy works, but imposing democracy from the outside doesn’t.

Trying to impose it quickly failed in Russia, failed in Iraq, failed in most Arab countries after the Arab Spring, and has failed in most African countries where it has been imposed.

This is because democracy doesn’t start with elections every four or five years, but is the end point of a long, complex evolution of social norms and standards of behaviour. These standards are still undermined and not adhered to in many western countries; look at shameful recent events in the UK and America i.e. the Trump presidency and the hilarious incompetence of the Conservative Party. ‘Democracy’ is a kind of Platonic ideal which no individual country actually lives up to.

It is awfully hard to get democracy working well (p.128)

Thus the development of democracy, like that of free markets, in Easterly’s view, is something that evolves slowly over decades, centuries, to address specific social needs.

Just like markets, the functioning of democracy depends on the slow and bottom-up evolution of rules of fair play.

Democracy is an intricate set of arrangements that is far more than just holding elections.

Social norms may be the most difficult part of building a democracy – many poor countries are far from such norms. A staple of elections in many poor countries is to harass and intimidate the opposition so that they don’t vote.

What his account hints at but never quite states is that democracy might just never be the appropriate form of rule for most countries in the world. He hints as much in the section about oligarchies which explains that oligarchies i.e. the rule of a small class, generally a wealthy elite, will be economically effective for a certain period but will inevitably lead to stagnation. At some point an oligarchy realises that it has to make concessions to democracy i.e. the people, the majority of the population, in order to allow change and development, often driven by changing technologies and new economic patterns. Oligarchies stagnate and eventually acknowledge the need for change but the crux of the matter is the terms on which the oligarchy will concede power to the demos. The basis one is that it doesn’t want to give away too much of its power and too much of its money.

This explains the history of South America. All those countries were settled on the Spanish model of economic inequality – silver mines which required huge peasant labour, sugar plantations which required huge slave workforces, vast latifundia worked by big peasant workforces, with a small oppressed proletariat in the cities. A century or more of this established rule by a landed elite, that is their social model or norm.

Perpetual oligarchy is more likely in unequal agrarian or mineral societies than in more equal industrial societies, as Latin America demonstrated for most of the nineteenth and twentieth centuries. (p.109)

But societies, technology, cultures and economies change and so Latin American societies see the recurrent pattern of repressive rule by an elite, which is eventually overthrown in a violent revolution which gives hope to the majority of social change and economic redistribution, which the oligarchies permit, up to a point, at which there is a violent counter-revolution i.e. military coup.

The Mexican revolution typifies one part of this see-saw, being a broad social rebellion against the entrenched rule of a narrow elite. The military coup against Allende in Chile represents the opposite end of the cycle, as the forces of money and privilege stepped in when Allende threatened to take away their money and power. South America’s challenge is getting beyond these violent mood swings to achieve the kind of middle class, social democrat stability epitomised by the Scandinavian countries, but this will always be hampered by the legacy of a large, poor, rural peasant class and, these days, by the huge numbers of the poor in the countries’ teeming slums.

Security from violence

This, of course, is a prerequisite for the development of any economy. Western aid will not do much good in a country mired in civil war. Violence is part of the human condition, well, the male human condition. One of the key causes of conflict in the past 70 years since the war has, of course, been ethnic, religious or tribal difference. All the conditions listed above for the development of either markets or democracy are void if your country is mired in conflict, worst of all a civil war.

Reasons why good government may not take hold

  • conflict
  • elite manipulation of the rules of the political game
  • landed wealth
  • weak social norms
  • the curse of natural resources
  • high inequality
  • corruption
  • ethnic nationalism and hatreds

Part 2. Aid in practice

What I’ve summarised so far is ‘Part 1: Why Planners cannot bring Prosperity’. Part 2 of the book, titled ‘Acting out the burden’ applies these ideas to the actual practice of administering foreign aid, finding the same sorts of conclusions. Easterly very frankly describes himself as one of the hordes of bureaucrats the by-now bloated aid industry:

We bureaucracies will devote effort more to activities that are more observable and less to activities that are less observable. By the same token, we bureaucrats will perform better when we have tangible, measurable goals, and less well when we have vague, ill-defined dreams. We will perform better when there is a clear link from effort to results, and less well when results reflect many factors besides effort. We will perform better when we have fewer objectives, and worse when we have many objectives. We will perform better when we specialize in particular solvable problems, and less well when we try to achieve utopian goals. We will perform better when there is more information about what the customers want, and less well when there is confusion about such wants. We will perform better when agents at the bottom are motivated and accountable, and less well when everything is up to the managers at the top. (p.157)

You need to set narrow, achievable targets. You need to listen to feedback from your customers, the poor.

Aid agencies are rewarded for setting goals, not for achieving them. Aid agencies and transnational organisations publish plethoras of reports every year. Incestuous and narcissistic these reports rarely feature the voices of the poor in the developing world. Instead they proliferate aims and goals and targets like bunnies, the vaguer the better. It actually has a name: ‘goal proliferation’.

The UN Millennium Project developed a framework in 2005 with the help of 250 development experts, commissioning thirteen reports from ten task forces. All this helped the project to come up with its framework, with its eighteen indicative targets for the eight MDGs, its ten key recommendations (which are actually thirty-six recommendations when you count all the bullet points), “a bold, needs-based, goal-oriented investment framework over 10 years,” seventeen Quick Wins to be done immediately, seven “main investment and policy clusters,” and ten problems to be solved in the international aid system. (p.164)

Western countries all too often make aid conditional on the promise it will be spent on donor country products and services. Or dependent on the recipient country’s aid in, for example, the War on Terror.

Chapter 6. Bailing out the Poor

A chapter describing the origins, aims and achievements of the World Bank and the International Monetary Fund.

The IMF needs to shed its excessive self-confidence that it knows in detail what is best for the poor, based on an analysis of the whole economy that shares the presumptions of utopian planning.

Easterly uses a fair amount of data and graphs. Here he assembles data showing that countries the IMF and World Bank have heavy involvement in tend to have disastrous political and economic records. Of course, you could argue this is because it’s precisely struggling or failing states which they ought to get involved in.

Chapter 7. The Healers: Triumph and Tragedy

A chapter on AIDS which, like everything else he discusses, Easterly fits into the terms of his primal binary:

The breakdown of the aid system on AIDS…reflects how out of touch were the Planners at the top with the tragedy at the bottom, another sign of the weak power of the intended beneficiaries. It shows how ineffective Planners are at making foreign aid work. (p.213)

Among a blizzard of facts it contains the riveting statistic that money spent educating prostitutes to be hygienic and insist on condoms can save between 100 and a thousand times more lives than money spent on (very expensive) retroviral drugs once people have contracted HIV (p.227) and both are eclipsed by oral rehydration therapy which can save babies dying of diarrhea or vaccinating against measles.

Aid, like all political-economics, is about choices and trade-offs. Easterly thinks western governments and aid agencies are unduly influenced by high profile, image-led, televisable results, what he calls ‘the bias towards observability’ (p.322). Thus a statistic like ‘number of retroviral drugs sent to Uganda to treat x number of AIDS patients’ eclipses ‘number of children vaccinated against measles thus preventing a measles outbreak and saving an unknown number of children’.

Part 3. The White Man’s Army

When I worked on Channel 4’s international affairs programme I met pundits and theorists who discussed the need for a new imperialism i.e. many developing countries just can’t run themselves and that was in the late 1980s, over 30 years ago.

A decade later it had become a fashionable idea. In Empire Lite (2003) Michael Ignatieff said the West needed to have the courage of its convictions and take control of failing states for the good of their citizens. In Colossus (2004) Niall Ferguson says America should face up to its position as sole superpower and formalise its financial and military control, claiming that there is:

‘such a thing as liberal imperialism and that on balance it was a good thing…in many cases of economic ‘backwardness,’ a liberal empire can do better than a nation-state.’

Senior British diplomat Robert Cooper wrote an article advocating for more western intervention in failing states, thinking which influenced Tony Blair’s famous Chicago speech, a set of ideas which explain his enthusiastic support of George Bush’s plan to invade Iraq and overthrow the evil dictator Saddam Hussein.

Leaving aside the vast culture wars-style furore this would cause, there’s a simpler problem with this superficially attractive idea, which is that the Iraq fiasco proved that the West isn’t, in fact, up to the job.

One reason for this is clearly stated by Rory Stewart and various other commentators on the Iraq and Afghan debacles, namely that the old imperial powers were in it for the long term. Their administrators stayed for decades, got to know and love the local languages and cultures, probably exploited the locals and their resources, but also built schools, roads, railways, abolished slavery, tried to help women (banned suttee etc).

The commentators and analysts he cites talk about ‘postmodern imperialism’. Whatever it’s called, it reeks of the same top down, Planner mentality which came to ruin in Iraq and no just ruin, but laughable, ridiculous ruin.

As he says:

One thing today’s nation-builders could learn from their colonial predecessors: once you get in, it’s very hard to constructively get out.

See America’s 20 year, one-trillion-dollar involvement in Afghanistan which reverted to Taliban rule before the last US troops had even left.

I found Easterly’s chapter on the legacy of European colonialism fascinating because its focus is on colonial incompetence rather than malice. The imperialists undermined traditional societies, imposed outside rulers, exacerbated tribal rivalries and drew preposterous borders mainly out of ignorance and stupidity. His detailed examples of blundering interference, destroying local cultures and rulers, embedding conflicts many of which are still with us today, are far more powerful and shaming than the  cheap and easy blanket accusation of ‘racism’.

This emphasis is, of course, because Easterly wants to draw the comparison with modern-day aid agencies, western governments, NGOs and so on who he accuses of comparable amounts of ignorance and outside interference ignoring the wishes and complex realities of the natives. So he presents an entertaining survey of imperial mistakes and cock-ups.

There are three different ways that Western mischief contributed to present day grief in the Rest. 1) First, the West gave territory to one group that a different group already believed it possessed. 2) Second, the West drew boundary lines splitting an ethnic group into two or more parts across nations, frustrating nationalist ambitions of that group and creating ethnic minority problems in two or more resulting nations. 3) Third, the West combined into a single nation two or more groups that were historical enemies.

He describes a detailed analysis he did with academic colleagues. They examined the percentage of the population that belongs to ethnic groups that the borders split between adjacent countries.

Former colonies with a high share of partitioned peoples do worse today on democracy, government service delivery, rule of law, and corruption. Highly partitioned countries do worse on infant mortality, illiteracy, and specific public services such as immunisation against measles, immunisation for diphtheria-pertussis-tetanus, and supply of clean water.

They then did something interesting and amusing, which is calculate a value for how wiggly a state’s borders are, on the assumption that long straight borders indicate they were drawn on a map by ignorant colonial bureaucrats, whereas wiggly borders indicate older or more ethnically aligned borders.

We found that artificially straight borders were statistically associated with less democracy, higher infant mortality, more illiteracy, less childhood immunisation, and less access to clean water – all measured today. The straight hand of the colonial mapmaker is discernible in development outcomes many decades later.

Easterly gives extended descriptions of Congo, Palestine and the broader Middle East (Syria, Iraq), India and Sudan, in each case going into much detail to show how ruinous western involvement in each country was.

Chapter 9. Invading the Poor

This brings us up to date with the US invasion of Iraq in 2003 and then the Coalition Provisional Authority’s attempt to turn Iraq overnight into a free market capitalist system. Cheerleader of neo-liberal capitalism and post-modern imperialism, Niall Ferguson, is quoted again:

The United States should be devoting a larger percentage of its vast resources to making the world safe for capitalism and democracy…the proper role of an imperial America is to establish these institutions where they are lacking, if necessary…by military force…Imposing democracy on all the world’s “rogue states” would not push the U.S. defence budget much above 5 percent of GDP. There is also an economic argument for doing so, as establishing the rule of law in such countries would pay a long-run dividend as their trade revived and expanded…

But Easterly then goes back before the Iraq adventure, back before the fall of communism to look at two case studies of American intervention during the Cold War, in Nicaragua and Angola, a country of ‘spectacular misery’ (p.277). He demonstrates how the West and America in particular never really understood the local history, culture and political dynamics of either country, and how their interventions (supporting the murderous Contra opposition to the communist Sandanista government in Nicaragua, and the psychopath Jonas Savimbi against the Marxist MPLA government in Angola) resulted in decades of misery, extreme violence, unnecessary deaths and economic ruin.

This is yet another area where the Planners’ utopian goals—universal peace, democracy, human rights, and prosperity—substitute for modest tasks that may be more doable by Searchers, such as rescuing innocent civilians from murderous attacks.

So, to summarise:

The pre-cold war, cold war, and post-cold war record on intervening militarily to promote the more ambitious goals of political and economic development yields a cautionary lesson – don’t.

Chapter 10. Homegrown development

By contrast with the sorry record of weak states created by uninformed western bureaucrats, ruled by colonial exploiters and then abandoned to their fate in the 1960s, Easterly contrasts a series of nations which have done very well economically, rising to and sometimes superseding western levels of economic development and which were never colonised. The highest per capita growth rates in the world 1980 to 2002 were enjoyed by South Korea, China, Taiwan, Singapore and Thailand. What they have in common is they were never colonised but also, more Easterly’s point, found their own paths to economic success and had little or no western aid and intervention.

Most of the recent success in the world economy is happening in Eastern and Southern Asia, not as a result of some global plan to end poverty but for homegrown reasons.

Whereas the bottom ten countries in the per capita growth league are all in Africa, are all former colonies, are all the recipients of massive amounts of western aid, which doesn’t seem to have helped them at all.

He has sections about two of the home-grown high-growth success stories, Singapore and Hong Kong, analysing the reasons for their success. Both were, in fact, British colonies but, crucially, ones where the British authorities were wise enough to leave the local merchants and businessmen to their own devices.

He then goes on to the two giants of Asia, China and India. China’s story is simple. It stopped being a backward country, and took a huge leap forward as soon as the ruling communist party replaced Mao’s repressive, ruinous tyranny with measured, controlled form of Chinese-style capitalism.

In the mid-2000s I worked at the UK Department for International Development for 18 months. On the first day, as I was being shown round, my guide made the frank and disconcerting point that over the past 20 years nearly half a billion people had been lifted out of poverty and it was absolutely nothing to do with western aid; it was entirely down to China adopting capitalism.

You could argue that China has developed a strange hybrid version of capitalism:

It is an unconventional homegrown success, failing to follow any Western blueprint for how to be modern. It combines lack of property rights with free markets, Communist Party dictatorship with feedback on local public services, and municipal state enterprises with private ones. (p.310)

But that plays right into Easterly’s thesis, which is that each country has to work out its own way to economic success, precisely by not having identikit western models (à la World Bank and IMF) forced on them.

After China and India, Easterly gives us 3 or 4 page summaries of the success of Turkey, Botswana and, surprisingly, Chile. I quote his conclusion at length because it’s an important, succinct summary of his position.

The success of Japan, China, the East Asian Tigers, India, Turkey, Botswana, and Chile is turning into a comic relic the arrogance of the West. Americans and Western Europeans will one day realise that they are not, after all, the saviours of ‘the Rest.’

Even when the West fails to ‘develop’ the Rest, the Rest develops itself. The great bulk of development success in the Rest comes from self-reliant, exploratory efforts, and the borrowing of ideas, institutions, and technology from the West only when it suits the Rest to do so.

Again, the success stories do not give any simple blueprint for imitation. Their main unifying theme is that all of them subjected their development searching to a market test, using a combination of domestic and export markets. Using the market for feedback and accountability seems to be necessary for success. But we have seen in chapter 3 that creating free markets is itself difficult, and the success stories certainly don’t all fit some pristine laissez-faire ideal.

We know that gross violations of free markets and brutal self-aggrandizing autocrats usually preclude success. Beyond that breathtakingly obvious point, there is no automatic formula for success, only many political and economic Searchers looking for piecemeal improvements that overcome the many obstacles described in chapters 3 and 4.

Bottom-up, diverse, culture-specific, exploratory, open-minded, experimental, market-driven, are the characteristics of economic success in developing countries. Piecemeal solutions to defined problems. NOT the top-down, highly planned, centralised, vague and unspecific utopian visions of western aid donors.

Chapter 11. The Future of Western Assistance

When you are in a hole, the top priority is to stop digging. Discard your patronising confidence that you know how to solve other people’s problems better than they do. Don’t try to fix governments or societies. Don’t invade other countries, or send arms to one of the brutal armies in a civil war. End conditionality. Stop wasting our time with summits and frameworks. Give up on sweeping and naive institutional reform schemes. The aim should be to make individuals better off, not to transform governments or societies.

Aid cannot achieve the end of poverty. Only homegrown development based on the dynamism of individuals and firms in free markets can do that. Shorn of the impossible task of general economic development, aid can achieve much more than it is achieving now to relieve the sufferings of the poor.

Put the focus back where it belongs: get the poorest people in the world such obvious goods as the vaccines, the antibiotics, the food supplements, the improved seeds, the fertilizer, the roads, the boreholes, the water pipes, the textbooks, and the nurses. This is not making the poor dependent on handouts; it is giving the poorest people the health, nutrition, education, and other inputs that raise the payoff to their own efforts to better their lives.

He then gives examples of ground-up, localised interventions which have improved the lives of poor people, especially children, in Mexico, Kenya and India. He does a survey of small-scale interventions and also new methods of evaluation which he thinks could be replicated. Then a list of 6 basic principles which, again, I quote in their entirety so as to share the ideas and knowledge:

  1. Have aid agents individually accountable for individual, feasible areas for action that help poor people lift themselves up.
  2. Let those agents search for what works, based on past experience in their area.
  3. Experiment, based on the results of the search.
  4. Evaluate, based on feedback from the intended beneficiaries and scientific testing.
  5. Reward success and penalize failure. Get more money to interventions that are working, and take money away from interventions that are not working. Each aid agent should explore and specialize further in the direction of what they prove good at doing.
  6. Make sure incentives in (5) are strong enough to do more of what works, then repeat step (4). If action fails, make sure incentives in (5) are strong enough to send the agent back to step (1). If the agent keeps failing, get a new one.

And a restatement of his core position:

Aid won’t make poverty history, which Western aid efforts cannot possibly do. Only the self-reliant efforts of poor people and poor societies themselves can end poverty, borrowing ideas and institutions from the West when it suits them to do so. But aid that concentrates on feasible tasks will alleviate the sufferings of many desperate people in the meantime. Isn’t that enough?

If we can’t sort our own countries out, how can we expect to sort out other peoples’?

Since the turn of the century inequality has increased in all western countries, as the rich get richer, public services collapse, and the middle and working classes get poorer.

If we cannot ‘abolish poverty’ in our own countries, what kind of deluded hubris makes us think we can solve it in countries completely unlike ours, with wildly different cultures and traditions?

The fallacy is to assume that because I have studied and lived in a society that somehow wound up with prosperity and peace, I know enough to plan for other societies to have prosperity and peace.

Western social scientists don’t begin to comprehend fully the complex process of state formation and rule of law in the West, so they shouldn’t be too quick to predict how it will work anywhere else.

The rules that make markets work reflect a complex bottom-up search for social norms, networks of relationships, and formal laws and institutions that have the most payoff.

To make things worse, these norms, networks, and institutions change in response to changed circumstances and their own past history. Political philosophers such as Burke, Popper, and Hayek had the key insight that this social interplay was so complex that a top-down reform that tried to change all the rules at once could make things worse rather than better.

In the section titled ‘You can’t plan a market’, he writes:

Introducing free markets from the top down is not so simple. It overlooks the long sequence of choices, institutions, and innovations that have allowed free markets to develop in the rich Western economies.

Markets everywhere emerge in an unplanned, spontaneous way, adapting to local traditions and circumstances, and not through reforms designed by outsiders. The free market depends on the bottom-up emergence of complex institutions and social norms that are difficult for outsiders to understand, much less change…Planners underestimated how difficult it is to get markets working in a socially beneficial way.

But, as Easterly indicates, the arrogance never stops, and each new generation of politicians wants to strut and swank upon the world stage, and pledge billions to ‘aid’ and ‘poverty reduction’, commissioning the same kinds of Grand Plan, which will spend hundreds of millions on western consultants and experts and advisers and banks and planners with, in the end, little or no permanent effect on most of the inhabitants of the poorest countries.

Conclusion about the book

It might be 15 years old but ‘The White Man’s Burden’ is like an encyclopedia of ideas and arguments, every page exploding with explanations and concepts told in a clear, punchy, often humorous style. It’s hugely enjoyable and massively enlightening.

Thoughts about the West

Easterly’s book, written in 2004 and 2005, comes from a position of confident superiority – I mean it takes for granted that the West is rich and has an obligation to sort out ‘the Rest’ i.e. the Third World, the developing world or the Global South, whatever the latest term is for the poorest countries.

But nearly 20 years later it feels to me like the whole picture has changed. I can’t speak for America but the fact that Donald Trump might be re-elected president tells you all you need to know about the state of its ‘democracy’ and its deeply divided society.

But as for the country I live in, Britain no longer feels like a rich country. For thirteen years it has been mismanaged by a Conservative party in thrall to the neoliberal mirage that Britain can ever be like America, that – if only the state could be reduced to a bare minimum, all state-provided services slashed to the bone, personal and corporate taxes significantly cut – then the British people’s inner capitalist would be set free, Free Enterprise would flourish and Britain would become a high-education, high-tech, 21st century economy like the Asian Tigers (Hong Kong, Singapore, South Korea, and Taiwan).

In pursuit of this grandiose delusion the Conservative Party has undermined all Britain’s social services,  sold off our utilities, privatised state industries, making Britain a poorer, dirtier, more polluted and miserable place for most of its inhabitants to live in, with most public services on the verge of collapse (English town halls face unprecedented rise in bankruptcies, council leaders warn).

Easterly takes it for granted that the West is rich and will continue to be rich, and is democratic and will continue to be democratic, so that we can continue to intervene in other countries from a position of stable superiority. But what if this assumption is wrong?

Easterly’s book amounts to a long list of all the elements which need to be in place to secure wealth and democracy and, the longer the list went on, the more nervous I became about its viability. Democracy seems so unnatural, so against human nature, requires such a concerted effort to maintain and, in the 15 years since the book was published, so many forces have arisen, within western countries themselves and her enemies abroad (Russia, to some extent China), which seek to actively undermine it, not least the forces of the authoritarian, nationalist right.

And then there’s global warming. Severe weather conditions are coming which threaten to permanently damage food and water supplies, make parts of the planet uninhabitable and uproot billions.

The net effect of this book was to terrify me at the fragility and uncertainty of western wealth and democracy. What if Vladimir Putin is correct and liberal democracy is doomed? Personally, I don’t think  he is, Putin said that for propaganda effect. On the other hand, it’s fairly clear that liberal democracy is in trouble. Easterly’s book is nominally about our obligation to save the poorest countries in the world. But what if we can’t even save ourselves?

The Bottom Billion: Why the Poorest Countries are Failing and What Can Be Done About It by Paul Collier (2007)

Catching up is about radically raising growth in the countries now at the bottom…This book sets out an [aid] agenda for the G8 that would be effective.
(The Bottom Billion, pages 12 and 13)

Sir Paul Collier, Commander of the British Empire (CBE) and Fellow of the British Academy (FBA) is a British development economist who is currently Professor of Economics and Public Policy in the Blavatnik School of Government in Oxford. He’s the author of nine books tackling big global issues like migration, refugees and the future of capitalism.

The Bottom Billion was his second book, written expressly to inform and advise politicians attending the 2007 G8 meeting in Germany, which is why the final chapter is titled ‘An agenda for action’ (pages 175 to 192).

Collier asserts that while a billion or so people live in developed countries, and 5 or so billion live in developing countries many of which have flourished in the 1980s and 90s, a hard core of impoverished people live in countries whose economies have stubbornly refused to grow, despite western aid, loans and advice. He reckons there are about 58 of these countries (p.7), home to 980 million people or, by the time we’re reading his book, over a billion (p.6). If everyone else is doing relatively OK then, if the G8’s ambition is to ‘abolish poverty’, it is to these 60 or so failing countries and ‘the bottom billion’ that attention needs to be focused.

To help do this Collier has developed the theory that these countries are being held back by a number of key development traps and these are what need to be addressed. Collier claims there are four of these:

1. The Conflict Trap

Contrary to received opinion, Collier thinks that civil wars do not correlate with rebel grievances, political repression, ethnic strife or colonial legacy. Instead he finds strong links to: low income, low growth and reliance on the export of primary commodities.

Civil wars last a long time: the average international war lasts six months, civil wars last at least ten times as long, and are likely to recur or break out again. This is because the longer a civil conflict drags on, the more deeply established the players become that profit from the conflict, making them harder and harder to end. Only about half the countries which resolve a civil war manage to go a decade without conflict breaking out again (p.27).

A typical civil war costs its country and its neighbours $64 billion. After civil wars conclude homicide rates generally increase as people inured to violence carry it out unilaterally.

It’s not just civil wars, coups are also correlated with low income and low growth (p.36).

2. The Natural Resources Trap

Countries that are rich in natural resources are paradoxically usually worse off than countries that are not, for a number of reasons:

  • governments that rely on extractive resources (oil, gas, gold, diamonds, iron, copper) tend to become anti-democratic rentier states
  • being home to abundant natural resources can lead to Dutch disease, where reliance on one resource leads to neglect of all other aspects of the economy, a failure to diversity and develop their economies which results, long term, in low or zero growth (p.39)
  • because rentier governments make most of their income from (often corrupt) deals with western multinational corporations, they have little need for taxes from the general population, and so the taxation-with-representation model which underpins most western nations simply doesn’t apply; rich governments can afford to ignore their populations
  • an accompaniment of responsible government is checks and balances; these tend to be absent in resource-rich, low growth countries
  • in other words, resource-rich poor countries tend to evolve terrible governments of kleptocrats, Angola, Congo, Nigeria

3. Landlocked with Bad Neighbours

Around 30% of Africa’s population lives in landlocked, resources-scarce countries (p.57).

Countries with coastlines can trade with the world, while landlocked countries can only trade with their neighbours, and that depends on having decent transport infrastructure. Landlocked countries with poor infrastructure connections to their neighbours therefore have a limited market for their goods. And they may have bad i.e. predatory or unco-operative governments. What can a poor landlocked country do?

  1. Increase neighbourhood growth spillovers
  2. Improve neighbours’ economic policies
  3. Improve coastal access
  4. Become a haven for the region
  5. Don’t be air-locked or e-locked
  6. Encourage remittances
  7. Create a transparent and investor-friendly environment for resource prospecting
  8. Rural development – the single biggest problem is here is the subsidies the West and Japan pay their farmers
  9. Try to attract aid

4. Bad Governance in a Small Country

The kind of terrible governance which has characterised so many African nations since independence can destroy an economy with alarming speed. Think of the ruination of Congo by Mobutu. It’s doubtful if economic growth anywhere can exceed 10%. But someone like Robert Mugabe can run his country into the ground in under a decade. The smaller the population, the less inertia there is to prevent ruinous plans.

This chapter is highly technical with Collier explaining and defining criteria he uses to create technical reports on, among other things, what he calls ‘failing states’ (p.68) then defining what ‘turnaround’ would mean and what ‘sustained’ would mean (at least five years’ improvement; p.70). All these chapters read like summaries of pretty technical academic papers because that’s often exactly what they are.

Their study showed that a country was more likely to achieve a sustained turnaround: 1) the larger its population 2) the better educated its population 3) if it had recently emerged from a civil war.

Disappointingly whether it was or wasn’t a democracy seemed immaterial.

Solutions

Let me clear: we cannot rescue them. The societies of the bottom billion can only be rescued from within. (p.96)

Each of these countries contains honest, educated people working for reform and improvement. Collier calls them ‘heroes’. We need to help these heroes by clearing away the obstacles to their work. At our end this will require:

  1. aid ministries in Western countries to be given much more importance and money
  2. aid policies to be better co-ordinated across all government departments
  3. Western governments to work more closely together to produce a co-ordinated Western approach to making poverty history

But then he moves on to four specific areas of improvement, many of which easy to state but will require entrenched institutions such as aid agencies and government departments, to change established practices and assumptions. Each of them gets a chapter explaining in detail:

Aid To The Rescue

He marshals pretty sceptical arguments and data about aid, lots of stories of aid’s ineffectiveness, corruption, theft, the uselessness of aid agencies and so on. He says things are improving, which is what they always say. Above 16% of GDP aid stops being effective. There are numerous different types of foreign aid. He considers in particular aid as incentive, aid as skills and aid as reinforcement.

Aid agencies should be concentrated in the most difficult environments and accept more risk p.116 the sequence

Military Intervention

Despite the terrible reputation Western military intervention has acquired because of Iraq, Collier still believes it has a role to play in improving the lot of the Bottom Billion, in fact three roles: restoration of order, maintaining postconflict peace and preventing coups (p.124).

On the whole appropriate military interventions, such as the quick, cheap, effective British one in Sierra Leone, should be encouraged, especially to guarantee democratic governments against coups (so we should back military intervention in Niger).

If only the European Union was prepared to use the Rapid Reaction Force it has set up with such a fanfare it might be possible to ‘make coups history’ by intervening quickly and decisively to reverse them, certainly easier than ‘making poverty history’ (p.131).

External forces are needed to keep the peace in postconflict situations because high government spending on the military is associated with greater risk of war breaking out again. External forces will have to come in and keep the peace for at least 10 years (p.133).

Laws and Charters

International charters are needed to encourage good governance and provide examples. Collier proposes five:

  1. A charter for natural resource revenues: a very persuasive call for international charters to set standards of transparency, especially in the extractive industries
  2. A charter for democracy: ‘Elections determine who is in power, but they do not determine how power is used’ (p.147). Actual elections are the showbiz side of democracy but much more important is the introduction of democratic checks and balances into corrupt countries. This takes time, planning and support.
  3. A charter for budget transparency: the story of Emmanuel Tumusiime-Mutebile and alerting the local media (p.150)
  4. A charter for postconflict situations
  5. A charter for investment

Trade Policy: Western trade policy needs to encourage free trade and give preferential access to exports from Bottom Billion countries

Academic disputes

The uninitiated might think that academics are paid to find answers to problems and establish the truth. But the academic world, now more than ever, puts academics under tremendous pressure to compete, to publish scads of papers and books, to continually come up with something new, in order to justify their tenure and their research grants. And the best way to do this is not to come up with solutions but to continually problematise issues, finding new things to disagree about.

Hence why in History each new historian has to establish their reputation by rubbishing everyone who came before them and claiming to have found the real reason why X happened, or for the first time the true story can be told, or, in one of the clichés of our time, to be giving voices to the previously unheard, overlooked, suppressed etc.

Hence why in Literary Studies, every single work of literature from the last two and a half thousand years has to be reread and reinterpreted in light of the newish frameworks of feminism and race, post-colonial studies and, the newest kid on the block, queer studies.

Which is why second-wave feminism of the 1960s (white, horribly middle-class) had to be refuted by the 1990s generation of third-wave feminists, who claimed to be reclaiming feminism for non-white and working class people. Who were themselves supplanted around 2009 by fourth-wave feminists, who make much more agile use of digital technology i.e. social media, while insisting all previous feminism didn’t take into account modern ideas of gender fluidity.

And so it goes on, wave after wave of thinkers claiming that their new interpretation is the right one, the revelation, the radical new discovery – until the next wave comes along and proves it wasn’t inclusive or diverse enough. Same in the language arts, the performing arts, the visual arts: in all the humanities academia is a kind of machine for generating ever-new waves of ideology and discourse.

Academic disputes in the aid sector

Anyway, when we come to Development Economics, to the world of development aid and foreign aid and aid policy, exactly the same thing applies. This is that, instead of there being broad agreement about what needs to be done, there is, instead, a surprising amount of disagreement about what should be done.

Why? Because academics are paid to disagree; they make their names and careers by rebutting, disputing and overthrowing previously accepted nostrums, the old ideas which have so signally failed, proposing new solutions based on new evidence, new studies etc etc.

And this lack of disagreement is, of course, notoriously endemic in the field of economics which, unlike art criticism or literary theory, directly affects the fate of nations and the wellbeing or otherwise of hundreds of millions of people who suffer the consequences of economists’ bickering and misrule.

The American economist J.K. Galbraith was a fund of witty criticisms of his own field of study. ‘If you laid all the economists in the world in a straight line, head to toe, they still wouldn’t reach a conclusion’ was one of his gags, although his best one might be: ‘The only purpose of economic forecasting is to make astrology look respectable.’

Which is why, arguably, the most interesting part of Collier’s book is not the ostensible Key Points, outlined above, which could be conveyed in five or six PowerPoint slides. It’s the sidelights and sideswipes, in which Collier defends his position against his opponents in a range of debates I didn’t even know existed.

These shed light on the tangled undergrowth of development economic thinking and begin to explain why leaders of Western countries do not give it the prominence Collier, naturally enough, wants his field to have. Why would they, when the so-called experts can barely agree among themselves?

Academic disputes about ‘growth’

Take the simple idea of growth. What could be more uncontroversial than the idea that the world’s poorest nations need to grow their way out of poverty by developing their economies. And yet in a couple of pages, before his book has really got started (pages 11 and 12), Collier sketches out the profound disagreements development economist have about this.

He tells us that many non-governmental organisations (NGOs) are deeply unhappy with the entire concept of ‘growth’, presumably (although he isn’t explicit about this) because they associate it with unbridled capitalism, the Washington Consensus, the creation of a third world middle class and the ongoing abandonment of the poor.

This, he explains, is why nowadays organisations put adjectives before the word ‘growth’, things like ‘sustainable pro-poor growth’ to distinguish their kind of growth from naughty nasty capitalist growth (p.11).

Collier has no time for this. He enjoys telling us that while he was directing the World Bank’s Research Department (swank) the most controversial paper they published was titled ‘Growth Is Good For The Poor’. To you and me that might appear a pretty uncontroversial statement but NGOs’ hated it and the president of the World Bank rang up to express his concern.

What emerges is that Collier sees himself sitting in the middle of a spectrum of beliefs. To the left of him are often quite left-wing development charities which are ‘suspicious’ (p.11) of talk about growth because of its red-blooded, Thatcherite connotations. The ‘sustainable pro-poor’ guys. In the world of economic theory, the leading figure of this wing is American economist Jeffrey Sachs, a strong proponent of large-scale aid to the developing world.

To the right of Collier are the aid sceptics, right-wingers who think well-meaning foreign intervention often makes things worse. Countries have to sort themselves out and find their own way. The American economist William Easterly is, apparently, the leading figure on this wing, as the title of his book ‘The White Man’s Burden: Why the West’s Efforts to Aid the Rest Have Done So Much Ill and So Little Good’ (2006), makes abundantly clear.

Easterly’s arguments are repeated and updated by someone like Dambisa Moyo and her 2010 book ‘Dead Aid: Why aid is not working and how there is another way for Africa’. Moyo is black and a woman so scores double on the diversity-counter and has been showered with praise by the worried white establishment (in 2022 she was awarded a life peerage, becoming Baroness Moyo of Knightsbridge). But, at the end of the day, she is yet one more American-educated development economist to enter the endless battlefield of development economics.

Anyway, amid all this argumentation, Collier is at pains to position himself in a nominal ‘centre’: definitely rejecting left-wing beliefs (he is scathing about anyone who offers Cuba as a model for other developing countries to follow) but at the same time rejecting the All Aid Is Bad school (p.191).

Early on he offers a common sense summary of what he’s aiming for, a goal he hopes everyone can rally round:

To my mind, development is about giving hope to ordinary people that their children will live in a society that has caught up with the rest of the world. (p.12)

Reading this book made me realise that feel-good sentiments like that are so common in this area, and drop so glibly from the lips of politicians, precisely because they don’t really say anything. Because as soon as you start to be more specific, the squabbling starts.

Supporting girls and women

This atmosphere of continual argument and debate in development economics explains why the debate has moved away from ‘growth’ (wrongly, in Colliers view) towards more ‘safe’ subjects. This, for example, explains why all the squabbling parties can be brought back together around uncontroversial rallying cries such as ‘helping girls and women in the developing world’.

Who could possibly disagree? Who would dare to disagree? It’s a worthy cause, of course, as Collier emphasises (p.11) but also one which papers over the yawning cracks which divide development economists. Framing the debate in terms of helping ‘vulnerable women’ and ‘supporting girls’ etc is all very admirable:

But continues to evade the much harder discussion about the best way to provide foreign aid, or, as per Easterly and Moyo, whether the West should give aid at all.

Academic in tone

The Bottom Billion is very academic in tone, in the bad sense. Chapter 1 is about ‘conflict’, which you might have thought would be a big juicy topic. Instead Collier focuses in on the minutiae of a research paper he did with one of his graduate students, Anke Hoeffler.

He explains that they decided to take a very narrow approach and see if they could measure whether the outbreak of civil wars was related to income and GDP. They were quickly presented with the problem of how to define a civil war so, he explains, they adopted the definition of ‘civil war’ developed by scholars at the University of Michigan, which is an expert in this field.

Then, of course, there are problems with getting reliable data about GDP, average income and so on from the poorest countries which are, by definition, often in a state of chaos.

And then he complains that some fellow academics objected to this entire data-driven analysis. These critics come from the left, from ‘the politicised end of the academic world’ (p.19), who Collier has taken the time to criticise half a dozen times by just page 19.

Not all theorists of civil war have based their work on empirical data. Some social scientists, particularly the most politically engaged, know what they want to see in civil war and duly see it. (p.20)

See what I mean by ‘academic’?

1) Instead of treating the subject in a broad and insightful way, he is instead effectively summarising one very specific paper he co-authored.

2) He tells you as much about fellow academics who objected to his approach as he does about the results.

3) And his summary is littered with snarky jibes against Western Marxists, left-wing NGOs, the politically correct media and so on, sarcastic asides which I quickly came to dislike.

(For example, Collier attributes the over-emphasis on the urgency of the West giving aid entirely to ‘the left’ and its narrative of atoning for the sins of colonialism, in what he considers a blinkered, moralistic view which actively hampers the kind of aid and support we can and ought to give, p.123.)

Economic statistics

As an economist Collier prides himself on eschewing historical, political or sociological explanations for poverty or war. The trouble is that, as he explains how he and his post-grad assistants beavered away to define the data and stats they needed to generate their conclusions, the more artificial and contingent they appear. By the time he gets to the conclusions he’s so proud of, I found them unconvincing and also weirdly irrelevant.

For example, after a lot of number crunching, he tells us that poor countries are more likely to see civil wars which we could have worked out for ourselves. But then that a typical low-income country faces a 14% risk of civil war in any given five-year period. Each percentage of economic growth knocks a percentage off the risk, so a country with a growth rate of 3% has a risk of civil war of 14% – 3% = 11%.

This is just the first of many mentions of projects his graduate students are working on or that he collaborated on with his peers. An awful lot of the book consists of summaries of research undertaken by Collier or his research students or colleagues (Lisa Chauvet, Anke Hoeffler, Stefan Dercon, Steve O’Connell, Catherine Pattillo, Jan Gunning, David Dollar, Tony Venables) and there is an appendix at the end devoted to just these research papers, titled ‘Research on which this book is based’.

Underpinning the book are a mass of technical papers published in professional journals. (Preface, p.xii)

Collier’s unique selling point is that, once he has defined his problem, he works with students and colleagues to find ways to try to apply measurable data to them. He shares his working out with us because that’s how a good academic operates. It allows others to critique his methodology or results with precision.

In addition, Collier explicitly states in his Preface that he goes into such detail about who he worked with and how they developed the concepts and definitions for their research because the book has an aim over and above framing issues and recommendations for development aid: it is to give us lay readers a sense of what it’s like to do development economics, a sense of the buzz you get from framing questions then figuring out ways to answer them:

Although this is not a book about research, I hope that along the way you will get some of the flavour of how modern research is done, and a sense of the thrill that comes from cracking intractable questions. (Preface, p.xiii)

But as well as often being pretty boring, it gives an unfortunate impression of being very, well, narrow. Instead of ranging across the whole field it reads more like the annual summary of research done by a particular department at a particular university. It feels oddly parochial.

Reasons not to be cheerful

For a guy who’s trying to come up with practical solutions, Collier shares a lot of very gloomy conclusions to his research.

– Assuming even an optimistic rate of economic growth, he estimates that ruined countries like the Congo will take something like fifty years to get back to the standard of living they enjoyed at independence in 1960.

– Resource-poor landlocked countries are going to be reliant on aid for a very, very long time. He is so pessimistic about their prospects that twice he says they should never really have been created as separate countries. Mali, Niger, Chad, Central African Republic – these countries are going to be dirt poor forever (p.107).

– Capital flight. He and his team researched long and hard to uncover the headline fact that in 1998, after decades of military rule, some $100 billion had been smuggled out of Africa by its elite and was held abroad, money which should, of course, have been used to invest in infrastructure, agriculture and so on, but had simply been stolen by its rulers. Instead of investing in their own countries, rich Africans invest their money abroad.

– Paralleling capital flight is human capital flight. Educated people leave poor countries because they have better life chances abroad. And the better your qualifications the more likely you can enter a Western country. And once one of you is in, you can bring other family members. Thus human flight disproportionately impacts the educated classes, which obviously keeps poor nations stuck in the poverty trap.

The countries of the bottom billion are already desperately short of qualified people and the situation is likely to get worse. (p.94)

– A really big reason for gloom is that his research shows that the main way to grow your economy is to attract inward commercial investment. The way to do that is to be a large country with political stability and a reasonably well educated workforce. These are the reasons why first China then India dragged themselves out of poverty in the 1990s and 2000s.

China in particular grew at an incredible rate partly because of what economists call ‘economies of agglomeration’ (p.82) meaning that you build up a well-enough educated workforce that can move easily between different firms or factories in the same sector. There are tens of thousands of foreign firms in China and tens of millions of workers educated and experienced enough to move between them.

Compare the economies of agglomeration in China with the bottom billion countries where a) there are few if any foreign firms and so b) an entire generation of workers with no experience of what is required to work in a foreign-owned factory or warehouse e.g. be clean, turn up on time day after day, literate enough to do the work, prepared to put in the hours.

So who wants to be the first Western investor to risk investing millions in a country with no educated workforce, no transport infrastructure, and corrupt rulers who are likely to overthrow each other in a chaos-creating coup at the drop of a hat? See the recent upset among the rulers of Sudan. Nobody.

Critiques

William Easterly’s criticism

William Easterly is another development economist but this time from the right-wing of the political spectrum and a deep-dyed aid sceptic. This explains why his most famous book is titled ‘The White Man’s Burden: Why the West’s Efforts to Aid the Rest Have Done So Much Ill and So Little Good’ (2006) and explains why Easterly makes numerous criticisms of Collier. He starts by claiming that Collier’s strategy of attributing the poverty of the poorest countries to just four causes or ‘traps’ is completely inadequate. The world is much more complicated than that.

Easterly says Collier doesn’t take into account a number of other pretty obvious factors – such as the colonial legacy i.e. the template of the elite rule of land, resources and government which post-independence local rulers simply copied; or the disruptive impact of tribalism. He adds many others and develops his critique of Collier from there.

Lies, damned lies and statistics

All Collier’s conclusions derive from data and statistical analysis and the trouble with data and statistics is, notoriously, that you can make them mean anything you want to. Even an utterly honest, unbiased attempt to use data faces a host of problems which Collier, to give him his due, owns up to and describes in detail. These include:

  • sourcing the data in the first place: it rarely presents itself clean and complete as you wish, but has to be hunted down, sought in different organisations, or formats, or with different taxonomies, or purposes so that you have to manipulate it, ‘clean’ it, repurpose it
  • or it’s just not available and has to be guessed or ‘extrapolated’ from similar datasets elsewhere
  • Collier repeatedly explains how they had to choose how to define concepts such as ‘success’, ‘turnaround’, even ‘civil war’ and ‘growth’; the more he does so, the more contingent and – not quite arbitrary, but – flaky many of his central premises come to seem

Collier, to his great credit, shows all his working out, but the more he explains, the more rickety and bodged together his working appears. I’m sure he and all his collaborators did the best possible job but his candour about the challenges they faced getting hold of and then working with the data on which his entire approach relies, slowly undermines your trust in many of his findings. And since the entire edifice is based on these findings, well…

Fifteen years later

History doesn’t stop, Time marches on. Has poverty been abolished? Have we made poverty history? Have we lifted the bottom billion out of poverty? No, no and no.

Also, ‘Events, dear boy’. Since this book was published in 2008 we’ve had the financial crash of 2008 leading to a decade of austerity, the huge political disruption caused by Brexit, the COVID lockdowns, and now the war in Ukraine. All good excuses for focusing our energies elsewhere.

I don’t know whether Collier’s recommendations were adopted by the G8 or the British government or the UN, but I doubt it and I doubt they ever will be. Look at the umpteen reports about climate change, overflowing with recommendations. Some policies are being implemented in Western and developing nations, but is it enough? No. The sample of reviews of the book I’ve read all say it was ‘very influential’ and it may well have changed a lot of thinking and speeches and papers and research and so on in the vast papermill and huge bureaucracy of the aid industry.

But were any of his policies actually implemented? It would be lovely if Collier wrote another book (or article) assessing the book 15 years on: telling us which policies, if any, were adopted, and by whom, and what difference they made, if any. Come on, Paul.

RE/SISTERS: A Lens on Gender and Ecology @ the Barbican

This is a huge, stunning, world-bestriding exhibition of some 250 photographs (and some films and video installations) on the subject of women and the environment, a wide-ranging survey of the multiple ways the planet is being exploited and degraded, how women too often bearing the brunt of environmental destruction, and the scores of ways women artists and activists are fighting back. At least that’s the exhibition’s aim.

A review in six parts

My review is in six parts. In part one I summarise the hyper-feminist premises or assumptions which underlie this very text-heavy and theory-driven exhibition.

In part two I give a selection of some of the feminist theory and critical theory keywords which abound in the wall captions and which were new to me.

In part three I go through the exhibition itself, quoting in full the wall labels for the introduction and the six themes or categories into which the exhibition is divided, to give you a good flavour of the text-heavy, theory-rich discourse surrounding it. Under each theme I show one or two works from that section, mostly photographs, accompanied by the complete wall caption for the relevant artist and work.

My aim is to show not only how text-heavy the show is but also how parti pris, propagandist and chauvinist the curators’ commentary is. ‘Parti pris’ means ‘preconceived, prejudiced or biased’. ‘Chauvinist’ means ‘displaying excessive or prejudiced support for one’s own cause or group’. This may sound unfair or itself biased as you read it here, which is why I’m going to quote the curators at such length, to back up this opinion and so you can judge for yourself.

Part four lists all the participating artists a) for your information and b) to show that, despite the curators’ fine words about empowering artists from the developing world or Indigenous communities, a full 40% of the artists on display are, of course, from America, home of rapacious capitalism, international finance, the biggest industrial-capitalist complex in the world, and proud birthplace of Donald Trump. So the show has a kind of inbuilt irony between its radical aspirations for diversity, and its all-too-familiar reliance on American voices and perspectives.

Part five briefly mentions some of the other recent big art exhibitions on the subject of the environment, global warming etc, as a comparison.

Part six gives my own responses, to the subject of eco-activism, to the art works and to the feminist discourse which dominates the exhibition. I wouldn’t blame you if you skip this bit. I’m not sure how much of it I myself fully believe. I spoke to two strangers at the exhibition and both of them were finding it as challenging to process the sheer amount of information, the range of issues, and the fiercely feminist perspective of the exhibition, as I was.

Why the extensive quotes

The sweeping generalisations in part one are as much as possible based on the curators’ own words. They may seem extreme or satirical to begin with but: a) I base the summary on quotes from the exhibition press release or wall labels or catalogue and have indicated quotations by single speech marks; and b) as you read on into the section quoting all the wall labels, I hope you’ll see that wild though they at first seem, they simply reflect the spirit and rhetoric of the show.

This is one of the most text-heavy exhibitions I’ve ever been to. There are six themes or categories and about 50 artists, each of whom gets a long explanatory wall caption and then additional ones for many of the works. There are maybe 80 wordy captions in total.

Not only that, but the captions come straight out of contemporary feminist and critical theory and are dense with jargon, using terms I’d never come across before (which is why I select some of these terms for consideration in part 2).

The sheer number and length of the captions means that if you read all them (as I did) Re/Sisters is like being trapped inside a book, a degree-level textbook on feminist theory, ecofeminism and post-colonial theory. I had to take a ten-minute break after doing the ground floor before going up to the first floor rooms because my brain was reeling.

I’m going to quote the introductions to each of the six sections in full to give you a sense of a) how long they are and b) how densely laden with the assumptions and jargon of feminist and critical theory.

And I’m question lots of it. Just because it’s written on a gallery wall doesn’t mean it can’t be pondered, questioned and, sometimes, rejected.

Part 1. The feminist premises of the exhibition

In the feminist discourse of this exhibition all women are fabulous. All women are creative. All women have an instinctive feel for nature and mother earth. All women are nurturing and caring and so, obviously, all women are environmentalists. No women drive cars, fly in planes, buy wasteful consumer goods or run companies and corporations which contribute to pollution and ecocide. No woman is responsible for in any way harming any part of the environment. Only men do any of these wicked things, only men run ‘the mechanical, patriarchal order that is organised around the exploitation of natural resources’ and deploy the ‘masculine cultural imperialism’ that underpins it.

‘Terms such as Capitalocene, Plantationocene and Anthropocene act as cultural-geological markers that make clear that the violent abuses inflicted upon our ecological processes are inherently gendered, and shine a light on the toxic combination of globalised corporate hegemony and destructive masculinities that characterise the age of capitalism.’ (Catalogue page 16)

‘The violent abuses inflicted upon our ecological processes are inherently gendered’ and that gender is male.

Men are not only destroying the planet but, in the process, oppressing all women everywhere and all Indigenous peoples everywhere, via ‘the oppression of “othered” bodies’. There is a direct link between men’s degradation of the planet and men’s oppression of women and men’s oppression of Indigenous societies.

Battling against oppressive men and their destruction of the planet are brave women activists and artists all around the world. They practice ‘a radical and intersectional brand of eco-feminism that is diverse, inclusive, and decolonial’. They celebrate the fact that merely by being born a woman means you are morally, spiritually and environmentally superior.

This exhibition, ‘RE/SISTERS: A Lens on Gender and Ecology’, celebrates the women (or gender non-conforming) artists and the women activists who are fighting against male oppression and male capitalism, against the cis-heteronormative patriarchy, against masculinist capitalism, against phallogocentrism to save the planet.

RE/SISTERS brings together 50 international female (and gender non-conforming) artists to ‘show how women are regularly at the forefront of advocating and caring for the planet’.

The curators claim that environmental and gender justice are indivisible parts of a global struggle for equality and justice. Art exhibitions can ‘address existing power structures that threaten our increasingly precarious ecosystem’.

Shanay Jhaveri, Head of Visual Arts at the Barbican, is quoted as saying:

‘In this era of deepening ecological crisis, we are proud to present RE/SISTERS which interrogates the disproportionate detrimental effects of extractive capitalism on women and in particular Global Majority groups.’

In other words, the planet is being destroyed – women and minorities suffer most.

So the exhibition includes not just women but artists from ‘the Global Majority and Indigenous peoples’ because these peoples are even more intrinsically sympathetic to the environment than women are, and even more the victims of heteropatriarchal global capitalism. Including Indigenous peoples in this way offers ‘a vision of an equitable society wherein people and planet alike are venerated and treated fairly’.

It’s usually about this point in the press release that you learn that the exhibition was sponsored by BP or the Sackler family and burst out laughing. Not this time. Big art galleries have finally cleaned up their acts. This exhibition was sponsored by environmentally-friendly companies such as the Vestiaire Collective:

‘Our mission is to transform the fashion industry for a more sustainable future. As the world’s first B Corp fashion resale platform, we champion the circular fashion movement as an alternative to overproduction, overconsumption and the wasteful practices of the fashion industry. Our philosophy is simple: Long Live Fashion.’

And the Helen Frankenthaler Foundation, which sponsors the Frankenthaler Climate Initiative (FCI). In the gallery bookshop there’s a space where you can donate your ‘pre-loved’ clothing to the Vestiaire Collective.

Part 2. New words

Here’s some quotes from the exhibition catalogue to get you in the zone, and also so you can check how up-to-speed you are with the latest terminology from feminist, eco-feminist, post-colonial and critical theory.

The infrastructural gaze, as in:

‘[Sim Chi Yin’s] works juxataposes the aestheticisation of the “infrastructural gaze” with the human gaze’.

Heteropatriarchal, as in:

‘Operating at the nexus of race, gender, urban ecological infrastructure, systemic injustice, environmental racism and heteropatriarchal capitalism, LaToya Ruby Frazier’s striking series “Flint is Family” exposes the segregation and racism that persists in the contemporary American landscape.’

Or:

‘In stark contrast to the received dualistic, heteropatriarchal value system of the Global North that views nature and culture as fundamentally opposed ways of being, Caycedo’s work advocates an interspecies politics that recognises nature as having agency.’

The heteropatriarchal gaze, as in:

‘Directly refuting the freighted position that men are producers of culture and that women are synonymous with nature and are therefore objects, subjects and products to be dominated by the heteropatriarchal gaze, Kruger’s searing, defiant and radical work opens our eyes and minds to the possibility of a third way, a new mode of being in our womanist bodies, freed from the shackles of masculine cultural imperialism while embracing non-separability from our ecological community.’

Cis-heteropatriarchal, as in:

‘Today, with climate catastrophe breathing ever more oppressively down our necks (egged on, of course, by the murderous white-supremacist, colonial and cis-heteropatriarchal systems that are its enablers), dealing with these questions seems all the more pressing.’

Other-than-human as an adjectival phrase as in ‘other-than-human entities’, ‘other-than-human organisms’, ‘other-than-human habitats’, ‘other-than-human communities’ and so on.

Raced, as in:

‘Understanding the body as situated, raced, gendered and sexed is not a novel idea, but the muscular geographies of petropolitics, and the populist narratives of masculinity and extraction, are rarely attended to as subjective geosocial practices that need to be undone before new earth geographies can take hold.’

Or:

‘As Esperanza makes clear, exploitation within these geophysics of extraction is intersectional, that is, it is raced and gendered. In the mine, race and gender intersect as a stratigraphic relation that becomes a mode of governance.’

Extractivism, as in:

‘These interventions gesture towards a broader understanding of how extraction – rather than extractivism, which becomes a specifically geologically-inflected formation – functions as an ideological undercurrent to colonial dispossession, racial subjection and gendered violence.’

Masculinism, as in:

Survivance, as in:

‘[Zina Saro-Wiwa] asks complex questions about Ogoni survivance that are unique to the people and place and that resist incorporation into Eurowestern narratives of environmental and climate politics.’

‘Extraction as abstraction works as a representational genre precisely because within a Eurowestern context we are visually trained in the colonial (then modernist) optics that present a disembodied, planimetric view from above.

Part 3. The exhibition

Introduction

‘RE/SISTERS surveys the relationship between gender and ecology to highlight the systemic links between the oppression of women and Black, trans and Indigenous communities, and the degradation of the planet. It comes at a time when gendered and racialised bodies are bending and mutating under the stresses and strains of planetary toxicity, rampant deforestation, species extinction, the privatisation of our common wealth, and the colonisation of the deep seas. RE/SISTERS shines a light on these harmful activities and underscores how, since the late 1960s, women and gender-nonconforming artists have resisted and protested the destruction of life on earth by recognising their planetary interconnectedness.

‘Emerging in the 1970s and 1980s, ecofeminism joined the dots between the intertwined oppressions of sexism, racism, colonialism, capitalism, and a relationship with nature shaped by science. Ecofeminist scholars have long critiqued feminised constructions of ‘nature’ while challenging patriarchal and colonial abuses against our planet, women and marginalised communities. Increasingly, feminist theorists recognise that there can be no gender justice without environmental justice, and ecofeminism is being reclaimed as a unifying platform that all women can rally behind.

Untitled (We won’t play nature to your culture) by Barbara Kruger

‘In Barbara Kruger’s seminal work “Untitled (We won’t play nature to your culture)” a close-cropped image, likely culled from a 1950s fashion magazine, shows a glamorous white woman lying against a grassy background with her eyes gently covered by leaves, entangling woman and nature in a symbiotic whole. With the woman’s face sandwiched between the title’s liberatory feminist message, which serves as a jarring reminder of women’s historical role in society, the work signals how women have been straitjacketed in the West by reductive Cartesian dualisms and dichotomies – culture/nature, male/female, mind/body – and a hierarchically ordered worldview. Directly refuting the freighted position that men are producers of culture and women are synonymous with nature and are therefore objects, subjects and products to be dominated by the heteropatriarchal gaze, Kruger’s searing, defiant and radical work opens our eyes and minds to the possibility of a third way, a new mode of being in our womanist bodies, freed from the shackles of masculine cultural imperialism while embracing non-separability from our ecological community.’

Theme 1. Extractive Economies / Exploding Ecologies

‘Extractivism is the exploitation, removal or exhaustion of natural resources on a massive scale. Rural, coastal, riverine, and Indigenous communities are disproportionately impacted by mining and other extractive industries, resulting in severe negative consequences on local livelihoods, community cohesion and the environment. Women often face the worst impacts of a violent politics of such practices, and yet they are leading the resistance against extractivism and stepping outside of traditional gender roles to champion movements fighting these destructive tendencies.

 ‘Over the past century rivers, forests, deserts and other natural environments have been subject to multiple forms of extraction, domestication, enclosure, erasure and pollution on an unprecedented global scale. This has entailed the profound transformation of the flow of rivers and the disappearance of once lush, fertile land, raising questions about ecological justice for the communities that rely on these environments.

‘Through their work Carolina Caycedo, Sim Chi Yin, Mabe Bethonico, and Talo Havini survey the material impact of extractive activities on rivers and dams, from Colombia to Vietnam, that support both human and more-than-human life in their nourishing embrace.

‘Meanwhile Simryn Gill, Otobong Nkanga, Chloe Dewy Matthews, and Mary Mattingly investigate the effects of industrial scale mining on landscapes and communities, from Australia to Namibia. Ultimately the works gathered here consider how extractivism operates as a material process underpinned by a pervasive colonial-capitalist mindset towards the exploitation of disempowered bodies and land.’

‘From images of bodies coated in the prized, thick brown crude oil found in the semi-desert region of Azerbaijan, to worshippers on pilgrimage to Shakpak-Ata, believed to have been home to a goddess of fertility and womanhood, Chloe Dewe Matthews’s photographs of the countries that border the Caspian Sea bear witness to the sticky entanglement of their geologic material realities, industrial scale extraction, and the myths, folklore and traditions that have shaped the contours of their individual cultures.

‘Over the course of six years, Dewe Matthews travelled across Azerbaijan, Iran, Kazakhstsan, Russia and Turkmenistan, photographing the diversity of the region’s cultures, their unique connection to the land, and these countries’ ever-increasing economic reliance on global petropolitics, something that threatens to destroy and already fragile ecological landscape.

‘From dramatic images of the eternally burning gas crater known as the Door to Hell in the Karakum Desert in Turkmenistan to elaborate mausoleums built to service a generation newly rich on oil, Dewe Matthews’s striking series reminds the viewer of the ecological, corporeal and cultural cost of energy politics.’

Multiple clitoris by Carolina Caycedo (2016)

‘Part of her multidisciplinary project Be Dammed, which critiques the “mechanics of flow and control of dams and rivers” to address “the privatisation of waterways and the social and environmental impact of extractive, large-scale infrastructural projects”, Carolina Caycedo’s Water Portraits (2015 –) float across gallery spaces, suspended from ceilings and cascading along walls.

‘Printed on silk, cotton or canvas, Caycedo’s photographs of rivers and waterfalls are remixed into pulsating, fractal, perception-shifting images that invite the viewer to reflect on the fluidity of bodies of water, which resist the phallogocentric logic of extraction.

‘Ultimately, Caycedo’s work encourages us to view these bodies of water as life-sustaining, life-embracing, other-than-human living organisms and not just as resources for human extraction. A portrait of the water that powerfully carves through the long, narrow chasm known as Garganta del Diablo (Devil’s Throat) – a canyon in the Iguazú Falls, on the border between Argentina and Brazil – Caycedo’s vibrantly coloured Multiple Clitoris evokes the feminist, orgasmic energy of our “corporeally connected aqueous community”.’

Theme 2. Mutation: Protest and Survive

‘Women have a long history of protesting ecological destruction – from creative acts of civil disobedience and non-violent protest to armed resistance and climate legislation. Pamela Singh’s photographs of the Chipko movement document women resisting the felling of trees in northern India, while Format Photographers and JEB (Joan E. Biren) captured the women-led anti-nuclear peace movements of the 1980s in the UK and US, respectively.

‘Susan Schuppli’s film reflects on the right of ice to remain cold, as advocated by the Inuk activist Sheila Watt-Cloutier. Offering insights into the connections between patriarchal domination and the violence perpetrated against women and nature, the works in this section highlight the intertwined relationship between the survival of women and the struggle to preserve nature and life on earth.

‘Critical of the term “revolution”, in 1974 the French ecofeminist Françoise D’Eaubonne proposed the term “mutation”, which, she argued, would enact a “great reversal” of man-centred power. This grand reversal of power does not imply a simple transfer of power from men to women, instead it suggests the radical “destruction of power” by women – the only group capable of executing a successful systemic change, one that could liberate women as well as the planet.

‘Artists such as LaToya Ruby Frazier, Format Photographers, JEB, Pamela Singh and Poulomi Basu explore how communities of women – from web weavers to tree huggers and water defenders – have joined forces to combat violence against their bodies and land.’

Chipko Tree Huggers of the Himalayas #74 by Pamela Singh

‘Pamela Singh’s powerful black-and-white documentary photographs of the Chipko movement depict women from the villages of the Garhwal Hills in Himalayas in Uttarakhand, northern India, calmly and peacefully clinging onto and embracing trees to save them from state- and industry-sanctioned loggers. Positioning themselves as human shields, with their arms interlocked around tree trunks, the women of this successful nonviolent protest became emblematic of an international ecofeminist movement eager to showcase the subordination of women and nature by global multinationals while underscoring women’s environmental consciousness.

‘The women were directly impacted by the rampant deforestation, which led to a lack of firewood as well as water for drinking and irrigation; by successfully opposing the planned fate of the trees, the women gained control of the means of production and the resources necessary for their daily lives, demonstrating the entangled relationship between the material needs of the women and the necessity to protect nature from domination and oppression.’

Theme 3. Earth Maintenance

‘The practice of earth maintenance and the labour of ecological care stand in direct opposition to the masculinist value system of the capitalist economy. In the late 1970s and early 80s, feminist artists such as Mierle Laderman Ukeles and Helène Aylon practiced earth care as a form of resistance, linking classed, racialised and gendered struggles to ecological justice.

‘Further, the works assembled here make clear the link between maintenance work in the domestic sphere, which was traditionally defined as “women’s work”, and the undervalued labour required to care for the planet.

‘From 1979 to 1980, Mierle Laderman Ukeles set out to make visible the overlooked yet fundamental work of New York’s sanitation workers, the caretakers of the city who repeatedly cleaned up the refuse and waste polluting its environment. Around the same time, Helène Aylon politicised earth care by gathering toxic soil from nuclear military sites, placing it inside pillowcases and carrying the soil to institutions of power in her “Earth Ambulance”.

‘Seeking new modes of earth maintenance and protest against the continuous exploitation of nature, through the mid-1990s Fern Shaffer performed private rituals at locations in need of healing. melanie bonajo’s film Nocturnal Gardening (2016), part of their series Night Soil Trilogy (2014 to 2016), positions women as agents of political and social change by studying how communities come together to forge alternative ways of living in harmony with the land. The audio installation The Grindmill Songs Project, from the People’s Archive of Rural India, brings into the gallery the collective singing of women from central India who are typically silenced while their daily existence is absorbed into a local and global system of value creation from which they do not benefit.’

Nine Year Ritual of Healing: April 9 1998 by Fern Shaffer

‘Over the course of nine years at locations across North America, Fern Shaffer performed private healing rituals at sites affected by the industrial-agricultural complex and impending extinction. Shaffer performed these self-designed spiritual performances at places including Big Sur, on California’s Pacific Coast; a cornfield outside Mineral Point in Wisconsin; on the summit of the Blue Ridge Mountain in Virginia; and at the Cache River basin in Illinois, among others. Photographed by her collaborator Othello Anderson in sequential images, Shaffer is pictured twisting and twirling in a handmade garment that conceals her bodily form and face, rejecting a human-centred and individualistic relationship to nature.’

Theme 4. Performing Ground

‘For women artists in the 1970s and 80s, to locate the body as part of the natural world was to perform a highly politically charged act. At a time when even the countercultural “return” to nature was bound up in the discourse of patriarchy, picturing and performing the body as ecologically entangled carried with it radical feminist potential. Entwined, cocooned, or concealed, artists such as Laura Aguilar, Tee A. Corinne, Ana Mendieta, Fina Miralles, and Francesca Woodman blurred the boundaries between body and ground, undoing the distinction between human and more-than-human in their merging of animal, vegetal, and mineral. By deploying camouflage strategies, the artists gathered here resist demands for gendered and racialised bodies to be contained by settler–colonial politics or extractive logics, and rather forge mutual relationships with their environments.

‘To “perform ground” is to deliberately and strategically locate the self not merely in the world, but of it. It asks us to rethink established hierarchies of relations between the human and the more-than-human. In contrast with much Land art, which has staged large-scale and controlled interventions into the natural environment predominantly by men, the ecologically oriented works presented here by women artists place the body in communion with the land.

‘Judy Chicago, The Neo Naturists, and Xaviera Simmons heighten the visibility of their bodies in relation to the more-than-human world by painting themselves in vivid colours and patterns or using paint to critique racial stereotypes. In doing so, these artists explore how the representation of women and nature has always been an act entangled in history, power, and agency.’

‘In Immolation Chicago captures the performance artist Faith Wilding sitting cross-legged in the desert, enveloped in orange smoke. This work referenced the ongoing Vietnam War, the self-immolation of Buddhist monks, and similar acts by people in the United States, who were setting themselves alight to protest the war and advocate for peace, while the orange smoke alludes to Agent Orange, the herbicide that was sprayed to devastating effect in Vietnam.’

The Body Covered with Straw by Fina Miralles (1975)

‘Fina Miralles’s conceptual photo-performance works from the 1970s embody a return to a profound relationship with nature. As she wrote in 1983 following a transformative five-month journey travelling through Argentina, Bolivia and Peru: “I am abandoning bourgeois culture and embracing Indigenous culture. The World Soul, Mother Earth and the protective and creative Pachamama.”

‘Read through this lens, Miralles’s series Relating the Body and Natural Elements, in which the artist cocoons herself in straw, as seen here, or surrenders her body to sand or grass until she disappears, her body merging with the land, illustrates Donna Haraway’s concept of “becoming with” and offers a metaphysics grounded in connection, challenging the illusion of separation – the erroneous belief that it is somehow possible to exempt ourselves from earth’s ecological community.’

Nature Self-Portrait #5 by Laura Aguilar (1996)

‘For Laura Aguilar, photography was instrumental in visualising her identity, and in the mid-1990s she began creating powerful black-and-white nude self-portraits in nature. In contrast to the heteropatriarchal settler-colonial tradition of landscape photography, Aguila’s portraiture homes in on her identity as a large-bodied, working class, queer Chicana woman. Mirroring the natural forms of the rocky desert landscape of the American Southwest, in her Nature Self-portrait series, Aguilar inserts herself into a “racially stratified landscape” to become a boulder or perform as a tree.

‘As Macarena Gomez-Barris notes, Aguilar seems to want us to “trespass into the territory that feminists have long considered taboo by considering a profound relationship between the body and territory, one that provides a possibility for ecology of being in relation to the natural world. In that sense, her self-portraits provide a way to foreground modes of seeing that move away from capitalism, property and labour altogether, into a more unifying relationality that allows for haptic and sensuous relations with the natural world.”

‘Ultimately, by affiliating her body with the natural beauty of the landscape, Aguilar’s work both empowers and transcends the various categories of her identification.’

‘In these works, Aguilar photographs herself resting beside large boulders that seem to echo her curvaceous bodily form. Facing away from the camera, and folding inward, her body emulates the cracks and dents of the boulders while the shadows cast from her body intensify the affinity with the stones before her. In a sense she has “grounded” herself in a landscape that oscillates with “the largeness of her own body”.’

Theme 5. Reclaiming the Commons

‘Reclaiming the Commons considers the power dynamics of capitalist land ownership, environmental racism, and environmental memory, while reflecting on who has access to our common land, who owns the land and how earth-beings – both human and more-than-human – move through our increasingly enclosed natural world. Notions of ‘the commons’ are grounded in forms of egalitarian land stewardship in which members of a community have access to common land for pasturing animals, growing crops, and foraging, with feminists arguing that the commons are also social and economic sites that are crucial for female empowerment.

‘Questions of access to land are considered in Fay Godwin’s photographic series Our Forbidden Land (1990), which tracks how the long history of enclosures in Britain has shaped a sinister landscape in which fields and pathways are emptied of people through physical barriers, legal measures, and acts of dispossession. Diana Thater’s work RARE (2008) investigates the effects of enclosures from an interspecies perspective, focusing on the disappearing habitats of endangered species in the iSimangaliso Wetland Park in KwaZulu-Natal, South Africa. In Al río/To the River (2016 to 2022), Zoe Leonard uses photography to testify to the weaponisation of landscapes through the transformation of waterways such as the Río Bravo/Rio Grande from a source of life and means of migration to a militarised border.

‘Environmental racism and memory are explored in the work of Ingrid Pollard, Dionne Lee, Mónica de Miranda, and Xaviera Simmons, who variously interrogate the racialised histories of settler–colonial and plantation landscapes. Their photographs – which are often manipulated with embroidery, collage, hand-tinting, and more – call into question the heteropatriarchal tradition of landscape photography and draw attention to the entwined struggles of decolonisation and the healing of our planet.’

Theme 6. Liquid Bodies

‘Liquid Bodies explores the relationships between the human cultures of gender and sexuality and the world of water. The works assembled here imagine a relationship between human animals and the non-human world that rejects the dualisms of ‘natural and unnatural’, ‘alive and not alive’, or ‘human and non-human’ – colonial ways of seeing that divide the world into humans and everything else. Rather, the artists in this section start from a simple point of departure: we, too, are water. They look to the potential of this natural resource to destabilise a binary sense of gender and the categorisation of the world into neat taxonomies that shape conventional Western ideas of the human experience.

‘Ideas of watery immersion, submersion, and transformation unite the work of Nadia Huggins, Anne Duk Hee Jordan, Josèfa Ntjam, Ada M. Patterson, and Uýra. Cross-species becoming is explored in the Indigenous queer artist Uýra’s arresting photo-performances, in which the artist fuses with Amazonian plants, creating what she describes as hybrids of human, animal, and plant. Nadia Huggins’ striking self-portraits depict her becoming one with the corals that hug the coast of her Caribbean home. Playing out in the vast continuum of oceanic space, Anne Duk Hee Jordan’s film Ziggy and the Starfish (2018) depicts marine life as powerfully sensual. Bobbing along to a soundtrack culled from vintage erotic films and underwater sounds, it considers the porous boundaries of multispecies kinship that is presented as endlessly subversive. Colonial, mythic, and queer histories of water are further addressed in Josèfa Ntjam’s installation that considers Black being in the afterlives of Atlantic slaver.’

Ziggy and the Starfish by Anne Duk Hee Jordan (2018)

‘Taking its name from Ziggy Stardust, the androgynous, extraterrestrial rock star persona that musician David Bowie personified in the early 1970s , Anne Duk Hee Jordan’s sculptural video environment that houses the film Ziggy and the Starfish (2018) celebrates the fluidity of marine sexuality. The film pictures the sexual exploits of various ocean creatures with an exuberance and playful excitement, recalling the earlier work of the French photographer and filmmaker of marine life, Jean Painlevé. The effects of human-made climate change on the hydrosphere have become a key factor impacting the reproductive lives of marine animals, and by focusing on this aspect of the ecosphere Jordan underscores our deep entwinement with our fellow earthly inhabitants. In response to the present ecological crisis, the work offers a portal into the vivid world of our nonhuman cohabitors and looks to their colourful erotic lives as an example of how not only to think against binary dualisms, but to desire the seductively plural.’

Looking for ‘Looking for Langston’ by Ada M. Patterson (2021)

‘Looking for “Looking for Langston” by Ada M. Patterson is both inspired by and directly references Isaac Julien’s eponymous 1989 film, which offers a meditation on the life of the queer poet Langston Hughes and the wider cultural scene of the Harlem Renaissance in 1920s New York. As the title of the work suggests, Patterson, whose quest to learn more about the film ended in failure, constructs her own response that borrows from Hughes’s poetic imaginary as well as fragments she’s gleaned about Julien’s film. The result is a surreal and phantasmagoric exploration of Blackness and desire, using symbols such as the sailor and the sea to explore the fluidity of queerness. Patterson’s film also incorporates allusions to the histories of colonialism extant not only in Barbados (the artist’s birthplace and where this film was mostly shot) but also in Hughes’s United States and Julien’s United Kingdom. The film pays homage to these forebears, connected through oceanic bodies, legacies of Blackness and queerness, and the forever speculative pursuit of desire.’

Mud by Uýra (2018)

‘Uýra is an indigenous artist, biologist and educator from Brazil who works in and around the riverine communities of the Amazon region. In these photo-performances, Uýra transforms into multi-species characters, fluidly merging the human and non-human by adorning herself with organic matter. Borrowing from the aesthetic language of drag, and its ability to disrupt the stasis of gender-normativity, Uýra exuberantly shows how other binaries, such as the one between human and nature, can also be understood to be fluid states that are performatively constructed. As an educator, Uýra also uses her works as pedagogical tools to uncover different forms of knowledge about the land that have been suppressed by the logic of Western extractive capitalism. In doing so, the works call for a material and spiritual restoration of the ravaged ecologies to which we belong.’

As you can see, in this list of 49 artists, 19 (39%) are from the USA, heartland of rapacious global capitalism. 5% of the global population; 40% of global art. And it’s always a pleasure to have Americans lecturing the rest of us about the environment. Compare with the American activists lecturing the visitor at the Hayward Gallery’s recent ‘Dear Earth’ exhibition. The full score is:

US and UK participants number 25 or just over half the total. If you add in another 5 or 6 from Canada, Australia and Europe that makes roughly 30 out of 49. Whether having 60% of the contributors come from Europe and America equals platforming ‘the work of artists from the Global South and Indigenous communities’ is open to question.

Part 5. Other environmental art reviews

Artists have been worrying about the environment for decades but it’s only recently that exhibitions on the subject have broken through into the mainstream i.e. the big London galleries. RE/SISTERS is just the latest of a clutch of high profile eco-art exhibitions in London:

There is, as you might expect, some overlap: the work of Agnes Denes appears in both Dear Earth and RE/SISTERS, specifically her Agnes Denes’s ‘iconic’ 1982 work ‘Wheatfield: A Confrontation’, where she planted 8,000 square meters of wheat at Battery Park Landfill within sight of the Twin Towers in New York. I reviewed Mónica de Miranda’s recent exhibition at Autograph ABP. Here she’s represented by a piece I liked, Salt Island, five photographs into which have been sewn fine green threads hanging from the surface like the lianas of a tropical forest. They feel genuinely ‘chill’ as my son would say.

What makes this exhibition sharply and distinctively different from the Hayward and Royal Academy shows is the fierce and unforgiving feminism which colours every aspect of it and every word of every caption.

Part 6. My responses

It’s a huge exhibition. The more you study it, the bigger and wider, the more confrontational or thought-provoking the issues become.

As to the actual subjects and images, a lot of these are very familiar: the ravages of open-cast mining, the oil spills which destroy rivers and lakes, the destruction of the rainforests, I feel like I’ve been reading about these all my life. How me and my friends thrilled to the film ‘Koyaanisqatsi’ with its vision of a world being heedlessly destroyed, and that was back in 1982!

In fact there are two ways of processing a huge, text-heavy like this. Or maybe three. 1) One is to read the captions and focus on the environmental and pollution aspect. On this perspective, although I felt I knew about a lot of the topics already – knew about the destructive effects of oil and mining, that we’re killing the oceans, I knew young women who actually took part in the Greenham Common protests, and so on. On the other hand, I’d never heard about the very bad effects of sand extraction documented by Sim Chi Yin, and about many of the other resistance movements in the developing world, such as the People’s Liberation Guerrilla Army in India.

2) Second way is to react to the hyper-feminism of the captions, nod approvingly, rise to the bait, or be immediately struck by the illogic or contradictions of various parts of it. Rather than comment, I’ve quoted the wall captions at such great length so you can make up your own mind.

3) Third way is like my friend Andrew the gay designer. He prides himself on rarely if ever reading the wall captions at any exhibition, and instead reacting purely to the works themselves, liking them, disliking them (or making a note to pinch good ideas). Andrew avoids the captions because they almost always create a barrier between visitors and works. More and more often these days, as in this exhibition, they dispense a polemical discourse designed to coerce you into responding to all the works in an officially approved and constraining way. He hates that.

In contrast, I read every single caption, was appalled by a whole series of terrible environmental degradations they described, was irritated by the sanctimonious and misandric tone of most of them, and generally let my head be filled up with caption clutter which stopped me seeing what was actually in front of me. I need to be more like Andrew: stop reading the captions – just respond to the work.

Feel free to skip this bit. I’m not even 100% sure I completely believe what I’m writing. I’m just trying to work through my responses to the very strong feminist point of view shouting from every caption on every wall of this show:

In my review of Women, Art and Society by Whitney Chadwick (2012) I develop a sustained critique of this feminist theory way of thinking and writing. In brief, it feels like feminism has personally empowered hundreds and hundreds of millions and girls and women to feel more empowered and confident in their lives, which is an unqualified good thing. But that at the same time, on a purely political level, a weird dialectic is playing out in which feminist discourse – which has overrun and saturates all academic study of the humanities, art studies, media studies, film studies, feminist, gender and queer studies, history, literature etc etc, as it becomes more powerful, dense with theory and new terminology – has, at the same time and quite obviously, withdrawn from the real world. It has become the discourse of an academic elite, or of an intensely committed but very restricted membership.

Inside this group of university-educated middle-class women, of professors and lecturers of feminist studies, gender studies, queer studies and of generations of their students who have gone out into the world to make films, make art, make documentaries, write novels, become journalists and commentators – the zeal of the committed to their cause is matched only by the dazzling virtuosity of their jargon and the fierce extremity of their beliefs (which is why I’ve quoted the wall captions at such length, so you can see what I’m talking about).

Inside the cause, once you’ve accepted its basic premises (‘women’ are wonderful and have nothing to do with capitalism or environmental destruction; all men are toxic, are entirely responsible for the industrial revolution, for capitalism and raping the planet, are perpetrators of everyday sexism, sexual harassment, sexual abuse, mansplaining, manspreading, the manosphere etc etc) then everything makes sense and every event in the news, every word said by any man anywhere, every news story about some powerful man abusing his position, confirms this self-reinforcing worldview.

And the sustained bombardment of this exhibition’s captions work hard to cajole or coerce you into this looking glass world where all men are toxic capitalists and all women are heroic artists and activists.

It’s only when you step outside the bubble and shake your head, pinch yourself and awake from the dream, that you return to the real world, a world in which women in positions of supreme power are nothing like the portrait of ‘women’ created by the exhibition. Not long ago Liz Truss was Prime Minister of the UK and Priti Patel was Home Secretary. Today Suella Braverman is Home Secretary and the UK Environment Secretary is Thérèse Coffey. Both have acquiesced in Rishi Sunak’s rolling back of climate commitments. At least 5 million women voted for Boris Johnson’s Conservative Party, around 7 million women voted for Brexit. All this without going into women who voted for Donald Trump in the US. It’s a lovely statistic, though contested, that some 53% of white women voted for Trump in the 2016 Presidential election.

The precise figures don’t particularly matter. I’m just making the obvious point about the drastic disconnect between the rhetoric of this exhibition, and of so much feminist rhetoric, which:

  • claims to speak for all women, which uses the word ‘women’ as if all women agree with radical feminism, when they quite obviously do not
  • and claims that radical feminists are making ‘radical’ changes to the world, reshaping the world, overthrowing the cis-heteropatriarchy and so on when, in the real actual world that we live in, the exact opposite is happening; the forces of anti-feminism seem to be triumphing everywhere

Denying responsibility

Deep down, I think feminist exhibitions like this and the rhetoric which accompanies them (not the actual artists and certainly not the often brave and resourceful activists whose efforts shine through the miasma of jargon) are really about trying to escape blame, trying to place yourself on the side of the saints and martyrs, identifying with the nobility and righteousness of the cause.

After all, if you can blame everything terrible in the world on masculinist capitalism, on toxic masculinity, on extractivism and phallogocentrism, on the patriarchy, and on the heteropatriarchy and on the cis-heteropatriarchy, then you can escape blaming yourself.

(As a digression, note the inflation in terminology. The term ‘patriarchy’ no longer gives members of the tribe the same psychological kick that it used to, so it’s been escalated to become the ‘heteropatriarchy’ (i.e. rule of straight men); but maybe that is no longer enough to get the same kick and buzz so the dose has been increased to cis-heteropatriarchy. I understand that the people who coined these terms would say they are needed to the capture new insights into non-binary and gender-fluid identities of the younger generation. Nonetheless, at the same time, my view is that the the clear rhetorical escalation epitomised by the expansion of the original boo word ‘patriarchy’, also function as a form of magic: this increasingly hyperbolic jargon comes more and more to resemble chants and incantations designed to bind together the faithful and ward off the outside world. In this context, of global ecocide, to resist acceptance of your own responsibility; they are spells to help you deny that you too are completely embedded within the extractive capitalist economy.)

The exhibition’s section about extractivism tells us that the US military is the largest user of precious metals such as cobalt which are mined by virtual slave labour with disastrous ecological consequences in places like the Congo. Fine. But nowhere does it mention the well-known fact that the same kinds of rare metals, also ravaged out of the earth by forced labour in the poorest places, are also used in domestic smart phones, laptops, Alexa boxes and all the other digital accoutrements of modern life.

If you have a smart phone in your hand – and everyone I saw going round this exhibition did have a smart phone in their hand – then you’re guilty, you’re part of the extractive economy. No amount of railing against the patriarchy, or the heteropatriarchy, or the cis-heteropatriarchy, gets you off the hook.

My personal view is that all of us in ‘the West’, men and women, are guilty and that we should start from this frank acknowledgement of our mutual responsibility. The streams of complex jargon-laden discourse reeling at the visitor from every direction are, in my opinion, designed to hide this one fundamental truth because they continually exonerate ‘women’ i.e. half the population, as in some way magically not responsible. If all women are artists and activists resisting the destruction, then it follows that no women can be to blame.

My position is that all of us, men as well as women, are in the same boat, facing the same peril, and must work together to try and find solutions. Privileging all women and denigrating all men i.e. sowing division and recrimination, feels like the last thing we need to be doing right now. We should be building bridges and finding allies and forming coalitions to try and force major change.

In my view, everyone in the western world needs to drastically alter their lives in order to reduce their carbon footprint and to keep their involvement in environmental destruction to an absolute minimum. That means not having a car, never flying again, having few if any digital gizmos, as well as going vegetarian, if possible dairy free and vegan, and try to reorganise your finances to support environmentally friendly banks, insurance and pension companies. The same prospectus outlined by Christiana Figueres 5 or 6 years ago. On a political front, lobby your council or MP to take green and environmentally friendly policies wherever possible. Vote for the parties most likely to carry out green policies, which in the UK, at the next election, means Labour, since any Green vote risks splitting the anti-Conservative vote, as at the recent Uxbridge by-election.

The mindset of an exhibition like this which tells all its female visitors that all the bad stuff can be blamed on men, and that simply being a woman automatically qualifies you for membership of the sisterhood of artists and activists, allows you to deny your guilt and your complicity in the extractivist systems this exhibition so vividly depicts.

Revolutionary rhetoric without the revolution

To take another angle, so much of this kind of rhetoric, the ‘radical’ rhetoric shouting from every picture caption, is just right-on revolutionary posing without the slightest intention of doing anything ‘revolutionary’.

In this respect hardly anything has changed since Tom Wolfe’s 1970 essay ‘Radical chic’ satirised the haute bourgeoisie gathered for an evening at Leonard Bernstein’s New York apartment to lionise members of the revolutionary Black Panther Party, who were simply too too adorable for words! So radical, darling.

Something similar can be felt here in texts which flirt with the rhetoric of revolution without the slightest intention of upsetting the cosy worlds of the Barbican Friends and Corporate Sponsors who have gathered to cheer this marvellous exhibition and applaud the curators for their wonderful work.

This thought occurred at the moments when the texts occasionally reverted to pure, old school Marxist rhetoric, revealing the ancient communist assumptions which underpin them. Thus the catalogue, when describing the achievement of the tree huggers of Chipko, praises them for regaining ‘control of the means of production’.

This is of course a straight quote from The Communist Manifesto and the millions of communist books, pamphlets, lectures which repeated it all around the world for the subsequent 140 years (1848 to 1988) with, in the end, zero effect. How many countries in the world currently implement the Marxist-Leninist social and economic policies of which this used to be a central plank? None.

The exhibit which most repeatedly invokes the word ‘revolutionary’ is the series of Poulomi Basu’s photographs which capture (very vividly) members of the People’s Liberation Guerrilla Army who are actually fighting, with actual guns, against the activities of mining companies in south central India and the Indian security forces. They describe themselves as a revolutionary force. A panel in the catalogue is devoted to ‘Comrade Matta Rattakka’ who died a ‘martyr’ to the cause. This is the rhetoric of the old Soviet Union and its satellites and Cold War guerrilla movements. These are phrases I haven’t read, delivered straight, with no irony, for decades.

On one level Basu’s work is gripping photojournalism of a real conflict. But its inclusion in this exhibition incorporates it into what is, in practice, revolutionary chic without the slightest possibility of a revolution. Because revolutions are difficult, violent and, even if they initially triumph, we now know, over the long term, degrade and collapse.

What the godly revolution in Britain in the 1640s and the French revolution in the 1790s and the Russian revolution in the 1910s and the Iranian revolution in the 1970s all demonstrated is that it’s relatively easy to overthrow a tyrannical regime and seize power. But it is then fiendishly difficult, if not impossible, to impose your revolutionary values on the vast majority of the population who don’t share them and never will share them. On the whole, revolutions can only it can only be carried forward with large scale repression of and execution of the classes which oppose you, more often than not, the bien-pensant liberal bourgeoisie. The liberals tend to be first up against the wall in any revolution. I.e. exactly the kind of people who attend exhibitions about revolutions.

The beautiful thing, for its exponents and their followers, about this kind of feminist rhetoric about ‘revolutions’ and overthrowing masculinism and abolishing the patriarchy and rebelling against the military-industrial complex, the summaries of Françoise D’Eaubonne’s theory of a ‘great reversal’ of man-centred power, and countless thousands of variations on the theme – the great thing about it is that they will never happen.

Feminists get to thrill in the writing or reading of extensive urgent texts bravely declaring radical change and revolutionary overthrow and interrogating gender stereotypes and all the rest of it, all the time confident in the knowledge that any actual revolution, any genuinely transformative overthrow of the existing structures of power, won’t actually ever happen.

It’s bourgeois play acting. It’s bourgeois posing with the rhetoric of ‘revolution’ with absolutely no intention of ever carrying it out. Because if anything like it ever was carried out, the revolutionary feminists would make the same discovery as the Puritans in the 1640s, the Jacobins in the 1790s, the Bolsheviks in the 1920s and the Party of God in the 1980s, that the majority of the population they would find themselves governing don’t share your values and don’t want your revolution.

That’s what I mean by saying that this kind of bourgeois feminism exists in an academic dreamland, will never be tested against reality, and so its followers will be able to live their entire lives without ever having to experience the disillusions of real power, instead enjoying a pleasing sense of righteousness to the end of their days.

Non humans

The exhibition does have interesting things to say about non-humans. All of these struck me as being more interesting and more true than just blaming men for everything. Quite obviously humans of all sexes are the problem. The world would be better off without us and, at moments in the show, this basic truth peeped through, struggling against the curators’ aim of redeeming and absolving women. But no humans are free of guilt. Eurowestern liberals like the curators like to fetishise the lifestyles of Indigenous peoples, whether in the Amazon or Australia, but they kill animals, they burn the bush, they poo in the rivers, there are just a lot, lot fewer of them. Given modern medicine to help them survive, they also breed quickly, overfill their ecosystems, start degrading everything. By trying to exculpate and valorise women the exhibition seeks to hide the bleaker truth: If you want to overthrow something, you shouldn’t be bothering with the cis-heteropatriarchy, you should be trying to overthrow the tyranny of Homo sapiens over all the organisms of the world.

Saving the environment?

Lastly, do exhibitions like this do anything at all for ‘the environment’? No. Like all art exhibitions, they preach to the converted, to the white liberal bourgeois bien-pensant converted who I saw strolling round snapping everything with their latest model camera-phones, white, middle-aged, university-educated women who are already signed up to ‘the revolution’, chat confidently about the complete transformation of masculinist society, discuss how ghastly cis-heteropatriarchal capitalism is, before rushing off to their next viewing, clutching their phones and their designer bags, before catching the plane back to New York.

At the press launch I heard the American accents of some of the American artists and journalists who’d flown over to cover it. Maybe when they drive their big American cars or take their plane trips to Australia or Amazonia, planet earth realises that they’re feminist flyers and drivers and so their carbon dioxide, magically, doesn’t count. In my opinion we have to stop, we all have to stop, men, women and every other gender. The era of cheap foreign holidays and long road trips, of commuting by car and taking weekend city breaks to the continent, the era of new gizmos every Christmas, buying new clothes to be in the fashion, of steaks and burgers and unlimited meat, of vast hecatombs of slaughtered pigs and cattle and chickens taking up huge resources, pumped full of antibiotics, their chemical waste poisoning drinking water, the era of boundless mindless consumption is drawing to a close, even if most people haven’t realised it yet.

Critique of Hobsbawm’s Marxisant approach

In the third of his mighty trilogy of histories of the long nineteenth century, The Age of Empire: 1875 to 1914, as in its two predecessors, Hobsbawm makes no attempt to hide his strongly Marxist point of view. Every page shouts his contempt for the era’s ‘bourgeois’ men of business, its ‘capitalists’ and bankers, the despicable ‘liberal’ thinkers of the period and so on. From time to time his contempt for the bourgeoisie rises to the level of actual abuse.

The most that can be said of American capitalists is that some of them earned money so fast and in such astronomic quantities that they were forcibly brought up against the fact that mere accumulation in itself is not an adequate aim in life for human beings, even bourgeois ones. (p.186)

Replace that final phrase with ‘even Jewish ones’ or ‘even Muslim ones’ or ‘even black ones’ to get the full sense of how deliberately insulting it is intended to be and how unacceptable his invective would be if applied to any other group of people.

Hobsbawm loses no opportunity to quote Marx (who died in 1883, saddened by the failure of his communist millennium to arrive) or Lenin’s views on late capitalism and imperialism (Lenin published his first political work in 1893), and he loses absolutely no opportunity to say ‘bourgeoisie bourgeoisie bourgeoisie’ scores of times on every page till the reader is sick of the sight of the word.

Hobsbawm’s highly partisan and politicised approach has strengths and weaknesses.

Hobsbawm’s strengths

On the up side, using very simplistic binary oppositions like ‘the developed world’ and ‘the undeveloped world’, the ‘bourgeoisie’ and the ‘proletariat’, helps him to make great sweeping generalisations which give you the impression you are gaining secret access to the engine room of history. If you ignore the complexity of the histories and very different cultures of individual nations such as America, Britain, France and Germany, and lump them altogether as ‘the West’, then you can bring out the broad-brush historical and economic developments of the era, grouping together all the developments in science, chemistry, physics, technology, industry and consumer products into great blocks, into titanic trends and developments.

This gives the reader a tremendously powerful sense of bestriding the world, taking part in global trends and huge international developments. Just as in The Age of Capitalism, the first half or so of the book is thrilling. It makes you feel like you understand for the first time the titanic historical forces directing world history, and it’s this combination of factual (there are lots of facts and figures about industrial production) and imaginative excitement which garnered the trilogy so many positive reviews.

Hobsbawm’s obsession with capitalism’s contradictions

Hobsbawm makes obeisance to the Marxist convention that ‘bourgeois’ ideology was riddled with ‘contradictions’. The most obvious one was the contradiction between the wish of national politicians to define and delimit their nations and the desire of ‘bourgeois’ businessmen to ignore all boundaries and trade and invest wherever they wanted around the globe (p.40).

Another ‘contradiction’ was the way the spread of ‘Western ideology’ i.e. education and values, to developing countries, or at least to the elites within European colonies, often led to the creation of the very Western-educated elites who then helped to overthrow it (he gives the London-trained lawyer Gandhi as the classic example, p.77, though he could as easily have mentioned Jawaharlal Nehru, educated at Cambridge, trained at London’s Inner Temple as a barrister).

Another ‘contradiction’ was the between the way the mid-century ‘bourgeois’ industrial and economic triumph rested on a mechanical view of the universe, the mechanical laws of physics and heat and chemistry underpinning the great technological advances of the later nineteenth century. Hobsbawm then delights in the way that, at the end of the century, this entire mechanistic worldview was overturned in a welter of discoveries, including Einstein’s theory of relativity, the problematic nature of the sub-atomic world which gave rise to quantum physics, and deep discoveries about the bewildering non-rational basis of mathematics.

These are just some of the developments Hobsbawm defines as ‘contradictions’ with the aim of proving that Marx’s predictions that capitalism contained within itself deep structural contradictions which would undermine it and lead inevitably to its downfall.

Why Hobsbawm was wrong

Except that Marx was wrong and Hobsbawm is wrong. His continual mentioning Marx, quoting Lenin, harking back to the high hopes of the revolutionaries of 1848, invoking the memory of the Commune (redefined, in good Marxist style, as a heroic rising of the downtrodden working classes, rather than the internecine bloodbath that it actually was), his continual harking forward to the Bolshevik revolution as somehow the climax of all the trends he describes, his insistence that we, he and his readers, all now (in the mid-1980s when he wrote this book) still live in the forbidding shadow of the Russian revolution, still haunted by the spectre of communist revolution — every aspect of his attitude and approach now seems dated and irrelevant.

Now, in 2021, it is 30 years since the collapse of the Soviet Union and its satellites revealed:

  1. Their complete failure to build an economic and social system which could be a serious alternative to ‘capitalism’.
  2. The extraordinary extent to which communist regimes had to surveil, monitor and police every aspect of their populations’ behaviour, speech and thoughts, in order to prevent them relapsing into the ways of human nature – the prison camps, the psychiatric wards, the secret police. Look at China today, with its censorship of the internet and its hounding of dissidents, its suppression of Falun Gong and the Muslim Uighurs of Xinjiang.

Seen from our contemporary perspective, Hobsbawm tendentious habit of naming every clash in policies, every development in cultural thinking as some kind of seismic ‘contradiction’ which will bring global capitalism tumbling down, looks like what it is, a biased obeisance to Marxist ideas which have long ago proved to be untrue.

The misleading use of terms like ‘bourgeois’

To some extent his attitude is based on one particular logical or rhetorical trick which can be proved to be false.

In the later chapters of the book, about the arts, the hard and social sciences, Hobsbawm repeatedly claims that this or that aspect of ‘bourgeois ideology’ of the mid-nineteenth century came under strain, suffered insoluble contradictions, underwent a crisis, and collapsed.

I think this is the crux of the massive mistake he makes. It consists of several steps:

  1. identifying every element of mid-nineteenth century political and cultural theory as some universal thing called ‘bourgeois’
  2. identifying this ‘bourgeoisie’ as the central and necessary figure of the capitalist system
  3. and then claiming that, because in the last few decades of the nineteenth century this ‘bourgeois’ ideology came under strain and in many ways collapsed, that therefore this shows that capitalism itself, as a system, must come under strain caused by its internal contradictions and therefore must collapse

Surely anyone can see the logical error here. All you have to do is stop insistently repeating that mid-nineteenth century ideology was identical with some timeless ‘bourgeois’ ideology which necessarily and uniquely underpins all capitalism, and simply relabel it ‘mid-nineteenth century ideology’, and then all your sentences stop being so apocalyptic.

Instead of saying ‘bourgeois ideology was stricken by crisis’ as if The Great Revolution is at hand, all you need say is ‘mid-nineteenth century political and social beliefs underwent a period of rapid change at the end of the century’ and the portentous sense of impending doom hovering over the entire system vanishes in a puff of smoke – and you are left just describing a fairly banal historical process, namely that society’s ideas and beliefs change over time, sometimes in abrupt reversals resulting from new discoveries, sometimes as slow evolutionary adaptations to changing social circumstances.

Put another way, Hobsbawm identifies mid-nineteenth century liberal ideology as if it is the one and only shape capitalist thinking can possibly take and so excitedly proclaims that, by the end of the century, because mid-nineteenth century ‘bourgeois’ beliefs were quite visibly fraying and collapsing, therefore capitalism would collapse too.

But quite obviously the ‘capitalist system’ has survived all the ‘contradictions’ and ‘crises’ Hobsbawm attributes to it and many more. It is still going strong, very strong, well over a century after the period which Hobsbawm is describing and when, he implies, it was all but on its last knees.

In fact the basic idea of manufacturing products cheap and selling them for as much profit as you can, screwing the workers who make them and keeping the profits to a) enjoy yourself or b) invest in other business ventures, is probably more widespread than ever before in human history, seeing how it’s been taken up so enthusiastically in post-communist Russia but especially across hyper-modernising China.

In other words, Hobsbawm’s use of Marxist terms like ‘bourgeois’ and ‘proletarian’ may have a certain explanatory power for the era he’s describing, but after a certain point they are too simplistic and don’t describe or analyse the actual complexity of even one of the societies he describes, let alone the entire world.

At some point (which you can almost measure in Hobsbawm’s texts) they cease to be explanatory and become obfuscatory, hiding the differences which separate America, Britain and Germany much more than unite them. Use of the terms simply indicate that you have entered a certain worldview.

Imagine a Christian historian identifying mid-nineteenth century ideology as the one and only expression of ‘Christian’ ideology, an ideology which divided the population into ‘believers’ and ‘unbelievers’, into the ‘saved’ and the ‘damned’. Imagine this historian went on to describe how the widespread ‘crisis’ in Christian belief at the end of the century indicated that the entire world was passing out of the phase of Christian belief and into infidel unbelief.

If you read something like that you would immediately know you are inside the particular worldview of an author, something which clearly means a lot to them, might shed light on some aspects of the period – for example trends in religious belief – but which in no way is the interpretation of world history.

a) Plenty of other interpretations are available, and b) despite the widespread laments that Christianity was dying out in the later nineteenth century, contrary to all their pessimism, Christianity now has more adherents worldwide than ever before in human history. And ditto capitalism.

The dominance of the key terms Hobsbawm deploys with such monotonous obsessiveness (capitalism, bourgeoisie, proletariat, liberal ideology) don’t prove anything except that you have entered the worldview of a particular author.

The system with the real contradictions, contradictions between a) its utopian claims for equality and the reality of a hierarchical society which privileged party membership, b) between its promises to outproduce the West and the reality of permanent shortages of consumer goods and even food, c) between its rhetoric of ‘freedom’ and the reality of the harsh repression of any kind of political or artistic unorthodoxy – was communism, whose last pitiful remnants lie rusting in a thousand statue parks across Russia and Eastern Europe.

The fundamental sleight of hand in Hobsbawm’s argument

Because Hobsbawm identifies the mid-nineteenth century worldview with the ‘bourgeoisie’ and the ‘bourgeoisie’ as the indispensable foundation of ‘capitalism’, he tries to pull off the conjuring trick of claiming that, since the mid-nineteenth century worldview drastically changed in all kinds of ways in the last decade of the century, these change invalidate the ‘bourgeoisie’, and that this, in turn, invalidates ‘capitalism’. Proves it is wrong and doomed to collapse.

You can see how this is just a three-card trick which moves vague and indefinable words around on the table at speed to bamboozle the impressionable. For despite the trials and tribulations of the century of extremes which followed, ‘capitalism’ in various forms appears to have triumphed around almost the entire world, and the materialistic, conventional, liberal ‘bourgeoisie’ which Hobsbawm so despises… appears still to be very much with us, despite all Hobsbawm’s protestations about its terminal crises and death throes and contradictions and collapse.

Victimology tends to tyranny

To anyone familiar with the history of communist Russia, communist China and communist Eastern Europe, there is something unnerving and, eventually, worrying about Hobsbawm’s very broad-brush division of the entire world into victims and oppressors.

The first half of the twentieth century was the era of totalitarian governments seeking to gain total control over every aspect of their populations and mould them into better humans in a better society. The first thing all these regimes did was establish goodies and baddies, and rouse the population to be on perpetual guard against the enemy in whatever guise – ‘the bourgeoisie’, the ‘kulaks’, ‘capitalist roaders’, ‘reactionary elements’, ‘the Jews’, and so on.

Dividing the entire huge world and eight billion people into simple binaries like ‘oppressors’ and ‘victims’, ‘bourgeoisie’ and ‘workers’, ‘exploiters’ and ‘exploited’, ‘white’ masters and ‘black’ victims, is worryingly reminiscent of the simplistic, binary thinking which the twentieth century showed leads to genocides and mass killing.

Hobsbawm criticises the nationalist parties of the late-nineteenth century for dividing up populations into citizens and outsiders, members of the Volk or aliens, a process of which the Jews were notable victims. And yet he enacts the very same binary oppositioning, the same outsidering of a (large) group of society, by objectifying and insulting the ‘bourgeoisie’ at every opportunity.

It’s the same old mental slum: if only we could get rid of the gypsies / homos / lefties / commies / bourgeoisie / capitalists / Catholics / Protestants / Armenians / Jews / Croats / Serbs / Tutsis / Hutus / men / whites / blacks / immigrants / refugees, then society would be alright. I call it ‘If-only-ism’.

If capitalism and imperialism were inevitable, how can anyone be guilty?

In Age of Capital Hobsbawm describes how the industrial revolution amounted to a lucky fluke, a coming together of half a dozen circumstances (of which the most important was, in his view, Britain’s command of the waves and extensive trading network between colonies) and this helps you realise that some people were able to seize the opportunity and exploit it and become masters of small firms and then of factories etc. Clever, quick, resourceful or well-placed men leapt to take advantage of new opportunities. Any history of the industrial revolution names them and gives biographies of individuals central to the series of inventions or who then set up successful firms to exploit them.

However, the tendency of Hobsbawm’s very high-level Marxist approach, his sweeping surveys which pull together evidence from Austria, or France, from north Italy or New York, is, paradoxically, to remove all sense of agency from the humans involved. Hobsbawm makes it seem almost inevitable that the first industrial revolution (textiles) would give rise to a second (iron and coal) which in turn would give rise to a third (steel, organic chemistry, electrics, oil).

And he makes it seem inevitable that, once the world was fully mapped and explored, then the other ‘western powers’ which by 1890 had more or less caught up with Britain in terms of industrialisation, would join the competition to seize territories which contained valuable minerals or exotic produce (tea, coffee, bananas). That an acceleration of imperial rivalry was inevitable.

But if it had to pan out this way, how can you blame anyone? If, viewed from this lofty godlike perspective, it was inevitable that industrialisation broke out somewhere, that it would spread to all similar regions and states, that the now numerous industrial nations would find themselves in competition for the basic resources (food) and more arcane resources (rubber, oil, rare metals) required to drive the next stage of industrial development – can you blame them?

You could call it Hobsbawm’s paradox, or Hobsbawm’s Choice. The more inevitable you make the entire process sound, the less reason you have to be so cross at the ‘bourgeoisie’.

The reality is that you can, of course, hold the western nations accountable for their actions, but only if you descend to a lower level of historical discourse than Hobsbawm’s. Only if you begin to look at specific actions of specific governments and specific men in specific times and places an you begin to make assessments and apportion praise or blame.

Responsibility and guilt can’t really exist at the level Hobsbawm is operating on because he goes out of his way to avoid mentioning individuals (with only a few exceptions; Bismarck’s name crops up more than any other politician of the period) and instead emphasises that it all unfolded according to almost unavoidable historical laws, implicit in the logic of industrial development.

If humans couldn’t avoid it, then they can’t very well be blamed for it.

In light of Hobsbawm’s theory, is equality possible?

The same set of facts give rise to a parallel thought, which dogged me throughout reading this book, which is — if what Hobsbawm says is true, if industrial and technological developments tend to be restricted to just a handful of certain nations which have acquired the technology and capital resources to acquire ‘liftoff’ to industrialisation, and if, within those nations, the benefits of industrialisation accrue overwhelming to a small proportion of the population; and if this process is so stereotyped and inevitable and unstoppable — then, well… is it even possible to be fair? Is it possible to achieve anything like ‘equality’? Surely the entire trend of the history Hobsbawm describes with so much verve suggests not.

Putting aside the issue of fairness in one nation aside in order to adopt Hobsbawm’s global perspective, he often repeats the formula that countries in the ‘undeveloped’ or ‘developing’ or ‘Third World’ (whatever you want to call it) were forced by the demands of consumer capitalism or The Market to turn themselves into providers of raw materials or a handful of saleable commodities – after all, this was era which saw the birth of the banana republic. But, I thought as I ploughed through the book… what was the alternative?

Could undeveloped nations have turned their backs on ‘international capitalism’ and continued as agrarian peasant nations, or resisted the western imperative to become ‘nations’ at all and remained general territories ruled by congeries of local sheikhs or tribal elders or whatever?

At what stage would it have been possible to divert the general trend of colonial takeover of the developing world? How would it have happened? Which British leader would have stood up and said, ‘This is wrong; we renounce all our colonies and grant them independence today?’ in the1870s or 1880s or 1890s? What would have happened to the sub-continent or all those bits of Africa which Britain administered if Britain had simply packed up and left them in 1885?

As to all the wealth accumulating in Britain, among its sizeable cohort of ship-owners, traders, factory owners, bankers, stockbrokers and what not. On what basis would you have taken their wealth away, and how much? Half? All of it and shot them, as in Bolshevik Russia?

Having seized the wealth of the entire ‘bourgeoisie’, how would you then have redistributed it to the bedouin in the desert or the native peoples of Australia or the Amazon, to the workers on the rubber plantations, in the tin and gold mines, in the sugar fields, to squabbling tribes in central Africa? How could that have been done without a vast centralised redistribution system? Without, in fact, precisely the centralising, bureaucratic tendencies of the very capitalist system Hobsbawm was criticising?

And who would administer such a thing? Having worked in the civil service for over a decade I can tell you it would take hordes of consultants, program managers, project managers and so on, who would probably be recruited from the host country and make a packet out of the process?

And when was all this meant to happen? When, would you say, the awareness of the wrongs of the empire, or the wrongs done to the ‘undeveloped world’ became widespread enough to allow such policies to be enacted in a democracy where the government has to persuade the majority of the people to go along with its policies? In the 1860s, 70s, 80s?

Live Aid was held in 1985, just as Hobsbawm was writing this book, and which I imagine brought the issue of Third World poverty and famine to the attention of even the dimmest members of the population. But did that global event abolish poverty, did it end inequality and injustice in in the Third World? No, otherwise there would have been no need for the Live 8 concerts and related charity efforts 30 years later, in 2005. Or the ongoing efforts of all the industrialised nations to send hundreds of millions of dollars of support to the Third World every year (hence the furore surrounding the UK government cutting back on its foreign aid budget this year.) Not to mention the continuous work of thousands of charities all across the ‘developing world’.

When you look at the scale of activity and the amounts of money which have been sent to developing countries since the Second World War, it makes you wonder how much would be enough? Should every citizen of every industrialised nation give, say, half their annual earnings to people in the Third World? To which people? In which countries? To India, which has invested tens of billions in a space program? To China, which is carrying out semi-genocidal policy of incarceration and mass sterilisation in its Xinjiang province? Do we need to take money from the British public to give it to Narendra Modi or Xi Jinping? Who would manage that redistribution program, for whatever civil servants and consultants you hired to make it work would earn much, much more than the recipients of the aid.

Student excitement, adult disillusion with Hobsbawm

When I was a student, reading this trilogy educated me about the broad industrial, economic and social forces which created and drove forward the industrial revolution in the Western world throughout the nineteenth century, doing so in thrilling style, and for that I am very grateful. Hobsbawm’s books highlighted the way that, through the 1850s and 1860s, capitalism created an ever-richer class of ‘owners’ set against a rapidly growing number of impoverished workers; how the industrial and financial techniques pioneered in Britain spread to other Western nations; how the industrial system evolved in the 1880s and 1890s into a) a booming consumer society in the West and b) the consolidation of a system of colonial exploitation around the world.

I had never had the broad trends of history explained so clearly and powerfully and excitingly. It was a memorable experience.

But rereading the books 40 years later, I am now painfully aware that the simplistic Marxist concepts Hobsbawm uses to analyse his period may certainly help to elucidate it, but at the same time highlight their own ineffectiveness.

The confidence that a mass working class movement which will rise up to overthrow the inequalities of the West and liberate the developing world, that this great liberation is just around the corner – which is implicit in his numerous references to 1848 and Marx and the Commune and Lenin – and that all it needs is a few more books and pamphlets to spark it off….goes beyond boring to become sad. Although the historical facts he describes remain as relevant as ever, the entire ideology the books are drenched in feels terribly out of date.

Democracy not the blessing it is cracked up to be

In chapter 4 Hobsbawm discusses the politics of democracy. Throughout he takes it for granted that extending the franchise to all adults would result in the revolutionary change he supports. He starts his discussion by referencing the powerful German Social Democratic Party (founded back in 1863) and the British Labour Party (founded in 1900) and their campaigns for universal suffrage, as if giving the vote to ‘the working class’ would immediately lead to a social revolution, the end of inequality and exploitation.

Only in the chapters that follow does he slowly concede that new mass electorates also helped to create new mass, populist parties and that many of these catered not to the left at all, but to right-wing nationalist ideas of blood and Volk. For example, the notorious Karl Luger, mayor of Vienna from 1897 to 1910, whose Christian Social Party espoused populist and antisemitic politics which are sometimes viewed as a model for Adolf Hitler’s Nazism.

In fact it had already been shown that universal male suffrage not only didn’t lead to socialist revolution but the exact opposite, when, in the aftermath of the 1848 revolution which overthrew the French monarchy, the French granted universal male suffrage and held a presidential election in which the opera bouffe candidate, Louis-Napoléon Bonaparte, promptly won with 74% of the entire male adult vote, and then went on to win the plebiscite held after his 1851 anti-leftist coup with 76%.

So any educated person knew in the 1850s that extending the franchise did not, in and of itself, lead to red revolution. Often the opposite. (This is a point picked up in Richard Shannon’s book The Crisis of Imperialism 1865 to 1915 which quotes umpteen later Victorian politicians and commentators arguing against extending the franchise precisely because they’d seen what it led to in France, namely the election of a repressive, right wing autocrat.)

Hobsbawm’s excited description of the way the ‘scary’ working class were ‘threatening’ bourgeois hegemony, were on the brink of ‘seizing power’ and righting the world’s wrongs, underplays the extent to which universal suffrage led:

  1. directly to the rise of populist nationalist anti-left wing governments
  2. and to the fragmentation of the left into ‘reformists’, prepared to compromise their radical principles and ally with liberal parties in order to get into parliament, and the die-hards who held out for radical social change

In other words, extending the franchise led to the exact opposite of what Hobsbawm hopes. Something borne out after the Great War, when the franchise was drastically extended to almost all adults in most European countries and the majority of European governments promptly became either right-wing or out-and-out dictatorships. Mussolini won the 1924 Italian general election; Hitler won the largest share of the vote in the Weimar Republic’s last election. Or Hungary:

In January 1920, Hungarian men and women cast the first secret ballots in the country’s political history and elected a large counterrevolutionary and agrarian majority to a unicameral parliament. (Wikipedia)

Switching from Hobsbawm altogether to the present day, 2021, any reader of the English left-liberal English press must be struck how, since the Brexit vote, it has stopped being a taboo subject to suggest that quite possibly a large proportion of the British electorate is thick and uneducated (terms you frequently meet in the Guardian newspaper). You can nowadays read plenty of ‘progressive’ commentators pointing out that the great British electorate was persuaded, in voting for Brexit (2016) and Boris (2019), to vote for populist right-wing demagoguery and against their own best interests as working people. I have read so many commentators pointing out that it is the very conservative working class communities who voted for Brexit who are most likely going to suffer the prolonged consequences of economic dislocation and decline.

In other words, right now in 2021, you can read representatives of the left openly stating that universal franchise, one person one vote, not only doesn’t lead to the socialist paradise Hobsbawm implies it will, but the opposite – rule by right-wing populists.

As far as I can remember, thoughts like this would have been utterly taboo in the 1980s, or have immediately identified you as a right-wing conservative. But now I read comments like this every day in the Guardian or New Statesman.

So – this is the recent experience and current political discourse I bring to reading Hobsbawm’s chapter about democracy and which makes me think his assumption, his faith, his Marxist belief, that simply expanding the franchise to all adults would of itself bring about social revolution and justice and equality is too simplistic.

  • It doesn’t correlate with the historical fact that, as soon as the franchises of most European nations had been radically expanded (after the Great War), lots of them became very right-wing.
  • It doesn’t speak to our present situation where, it’s true that no-one is openly suggesting restricting the franchise, but many progressives are questioning whether the universal franchise produces the optimum results for a nation and its working class. Trump. Brexit.

The world is not as we would like it to be.

My opposition to Hobsbawm’s teleology

I am a Darwinian materialist. I believe there is no God and therefore no purpose or direction to human lives or events. There is no plan, divine or otherwise. Shit happens, people try to cope. Obviously shit happens within a complex web of frameworks and structures which we have inherited, it takes a lot of effort to disentangle and understand what is going on, or what we think is going on, and sometimes it may happen in ways some of which we can broadly predict. But ‘events, dear boy, events’ are the determining feature in human affairs. Take Afghanistan this past week. Who knew? Who expected such a sudden collapse?

This isn’t a very profound analysis but my aim is to contrast my preference for a theory of the unpredictable and chaotic nature of human affairs with Hobsbawm’s profound belief in Marxist teleology, meaning the very nineteenth century, rationalist, scientistic belief that there are laws of history and that human societies obey them and that they can be predicted and harnessed.

Teleology: the doctrine of design and purpose in the material world.

Teleology is the belief that if you shave away all the unfortunate details of history, and the peculiarities of culture, and the impact of charismatic individuals, in fact if you pare away enough of what makes people people and societies societies, you can drill down to Fundamental Laws of History. And that Karl Marx discovered them. And that these laws predict the coming collapse of capitalism and its replacement by a wonderful classless society. And that you, too, can be part of this future by joining the communist party today for the very reasonable online registration fee of just £12!

Anyway, the teleology (‘sense of direction, meaning or purpose’) which is a vital component of Marxism, the confidence in an inevitable advent of a future of justice and equality, which underpins every word Hobsbawm wrote, evaporated in 1991 and nothing has taken its place.

There will be no Revolution. The ‘capitalist system’ will not be overthrown. At most there will be pointless local revolts like the Arab Spring, revolts which, more than likely, end up with regimes more repressive or anarchic than the ones they overthrew (Syria, Libya, Egypt).

This sort of thing will occur repeatedly in countries which did not enjoy the early or middle benefits of the technological revolutions Hobsbawm describes, countries of the permanently developing world, which will always have largely peasant populations, which will always depend on the export of raw materials (oil being the obvious one), which will always have unstable political systems, liable to periodic upheavals.

The environmental perspective

If there is One Big Thing we do know about the future, it is something which isn’t mentioned anywhere in Hobsbawm’s book, which is that humanity is destroying the environments which support us.

My son is studying biology at university. He says it amounts to having world-leading experts explain the beauty and intricacy of various eco-systems in beautiful places around the planet – and then describing how we are destroying them.

As a result, my son thinks that human civilisation, in its present form, is doomed. Not because of global warming. But because we are killing the oceans, exterminating all the fish, destroying species diversity, wrecking agricultural land, using up all the fresh water, relying more on more on fragile monocultures, and generally devastating the complex web of ecosystems which make human existence possible.

Viewed from this perspective, human activity is, overall, fantastically destructive. And the massive ideological divide Hobsbawm makes between the tradition of the nineteenth century ‘bourgeoisie’, on the one hand, and the revolutionaries, Communards, Bolsheviks and communists he adulates, on the other, fades into insignificance.

We now know that polluting activity and environmental destruction were as bad or worse under communist regimes as they were under capitalist ones. It was the Soviet system which gave us Chernobyl and its extended cover-up. Capitalist ones are at least capable of reform in a way communist regimes turned out not to be. Green political movements are a feature of advanced ‘capitalist’ countries but were suppressed, along with every other form of deviance, under communist governments.

But then again, it really doesn’t matter from a global perspective. Looked at from the planet’s point of view, all human activity is destructive.

So this is why, looking at them from a really high-level perspective, as of aliens visiting earth and reviewing the last couple of centuries, these books no longer make me angry at the wicked ‘capitalist’ exploitation of its workers and entire colonial nations and the ‘heroic’ resistance of the proletariat and the exploited peoples of the colonial nations.

I just see a swarm of humans ruining their habitat and leading, inevitably, to their own downfall.

Hobsbawm’s style

Hobsbawm is very repetitive. He mentions bicycles and cars and so on representing new technologies at least three times. I swear he points out that imperialism was the result of increasing competition between the industrial nations at least half a dozen times. He tells us that a number of Germany’s most eminent revolutionaries came from Russia, namely Rosa Luxemburg, at least four times. He repeats President Porfirio Diaz’s famous lament, ‘Poor Mexico! So far from God, so close to the United States’ twice. He tells us twice that western governments were keen to invest in medical research into tropical fevers solely because the results promised to help their officers and administrators survive longer in colonial outposts several times. He repeatedly tells us that Bismarck was the master of maintaining peace between the powers (pp.312 and 318).

The impression this gives is of rambling, repetitive and circular arguments instead of linear, logical ones.

Hobsbawm’s discussions are often very gaseous in the sense that they go on at length, use lots of highbrow terminology, but at the end it’s hard to make out or remember what he’s said. The discussion of nationalism in Age of Capital was long and serious-sounding but I emerged at the end of it none the wiser. The long discussion of sociology in chapter 11 of this book left me none the wiser about sociology except for Hobsbawm’s weird suggestion that, as a social science, it was founded and encouraged in order to protect society against Marxism and revolution. Really?

In a similar spirit, although he uses the word ‘bourgeoisie’ intensively throughout both books, I emerged with no clearer sense of what ‘bourgeoisie’ really means than I went in with. He himself admits it to be a notoriously difficult word to define and then more or less fails to define it.

On a more serious level I didn’t understand his discussion of nationalism in Age of Capital or his discussion of the increasing democratisation in the 1890s in this volume, because they were vague and waffly. It seemed to me that as soon as he left his home turf of economic development, his ideas become foggy and repetitive.

And sometimes he comes over as a hilariously out of touch old buffer:

By 1914 the more unshackled youth in the western big cities and resorts was already familiar with sexually provocative rhythmic dances of dubious but exotic origin (the Argentinian tango, the syncopated steps of American blacks). (p.204)

‘The syncopated steps of American blacks’. No wonder American capitalism was doomed to collapse.

Overall conclusion

Hobsbawm’s books are thrilling because of their scope and range and the way he pulls together heterogenous material from around the world, presenting pages of awe-inspiring stats and facts, to paint a vivid, thrilling picture of a world moving through successive phases of industrialisation.

But he is eerily bereft of ideas. This comes over in the later chapters of both books in which he feels obligated, like so many historians before him, to write a chapter about The Arts. This is not his natural territory and the reader has to struggle through turgid pages of Hobsbawm dishing up absolutely conventional judgements (Van Gogh was an unrecognised genius; the arts and crafts movement was very influential), which are so lame and anodyne they are embarrassing.

I had noticed his penchant for commenting on everything using numbered points (‘The bourgeois century destabilised its periphery in two main ways…’; ‘Three major forces of resistance existed in China…’, ‘Three developments turned the alliance system into a time bomb…’, and many others). Eventually it dawned on me that he produces these nifty little sets of issues or causes or effects instead of having ideas. Lists beat insights.

Considering how fertile Marxist literary and art criticism has been in the twentieth century (cf György Lukács, Walter Benjamin, Theodor Adorno, Frederick Jameson) it is very disappointing how flat and untheoretical and banal Hobsbawm’s comments about the arts in both books are. In these later sections of each book it is amazing how much he can write without really saying anything. He is a good example of someone who knows all the names and terminology and dates and styles and has absolutely nothing interesting to say about them.

Industry and Empire: From 1750 to the Present Day by Eric Hobsbawm (1968)

Eric Hobsbawm (1917 to 2012) was one of Britain’s leading Marxist historians. Of Jewish parentage he spent his boyhood in Vienna and Berlin during the rise of the Nazis. With Hitler’s accession to power in 1933, the family moved to Britain in 1933, although his Wikipedia page is at pains to point out that, because his father was originally from London’s East End, he had always had British citizenship. Hobsbawm excelled at school and went to Cambridge where he joined the communist party in 1936.

Twenty-two when the Second World War broke out, Hobsbawm served in the Royal Engineers and the Army Educational Corps, though he was prevented from serving overseas due to his communist beliefs. In 1947 he got his first job as a lecturer in history at Birkbeck College, University of London, the start of a long and very successful career as a historian, which included stints teaching in America at Stanford and MIT.

As a Marxist Hobsbawm had a special interest in what he called the ‘dual revolutions’ i.e. the political revolution in France in 1789 and the parallel industrial revolution in Britain. His most famous books are the trilogy describing what he himself termed ‘the long 19th century’, i.e. from the outbreak of the French Revolution in 1789 to the Great War in 1914. These three books are:

  • The Age of Revolution: Europe 1789 to 1848 (1962)
  • The Age of Capital: 1848 to 1875 (1975)
  • The Age of Empire: 1875 to 1914 (1987)

A series he completed with a fourth volume, his account of the ‘short’ 20th century, The Age of Extremes (1994).

Industry and Empire was commissioned by the high-minded Pelican books back in the mid-1960s, as the third and concluding volume in a series about economic history (part 1 being The Medieval Economy and Society by M.M. Postan, part 2 Reformation to Industrial Revolution by Hobsbawm’s fellow Marxist historian, Christopher Hill).

I read it as a student and had a vague memory of finding it rather boring, but on rereading I found it riveting. Setting out to cover such a huge period of just over 200 years means that individual chapters are relatively brief at around 20 pages long and highly focused on their subjects.

State of England 1750

Arguably the most interesting section is the opening 50 pages where Hobsbawm sets the scene for the industrial revolution which is to come, describing the state of England (the book focuses overwhelmingly on England with only occasional remarks about the other three nations of the UK) around 1750, and making a number of interesting observations.

The most interesting is that, although England was ruled by an oligarchy of a relatively small number of mighty families – maybe as few as 200 – who owned most of the land, the key thing about them was that they were a post-revolutionary elite (p.32). Their equivalents in France or the German or Italian states were genuinely hidebound reactionaries obsessed with aping the accoutrements and etiquette of kings and princes. By sharp contrast England’s elite had survived not one but two revolutions (the execution of Charles I in 1649, then the Glorious Revolution of 1688). As a result they did not submit to their monarch but had reached a position of constitutional ascendancy over their king in the form of a dominating Parliament. They were powerful and independent.

Above all, England’s elite were devoted to commerce and profit. One of the motive forces of the civil war of the 1640s had been King Charles’s insistence on granting monopolies of trade to favoured courtiers and spurning genuine entrepreneurs who came to form a powerful bloc against him. But all that had been sorted out a century ago. Now this politically independent oligarchy was interested in trade and profit of all sorts.

But these were only one of the many differences which distinguished 1750s England from the continent. Foreign visitors also remarked on the well-tended, well-organised state of the land and the thoroughness of its agriculture. They commented on the flourishing of trade: England was noted as a very business-like nation, with well-developed markets for domestic goods of all kinds.

Multiple origins of the Industrial Revolution

Hobsbawm points out that the industrial revolution is one of the most over-determined and over-explained events in history. He amusingly rattles off a list of reasons which have been given by countless historians over the years for why the industrial revolution first occurred in Britain, for why Britain was for several generations the unique workshop of the world and pioneer of revolutionary new ways of working, new industrial machinery, new ways of producing and distributing goods. Historians have attributed it to:

  • Protestantism and the Protestant work ethic
  • the ‘scientific revolution’ of the 1660s
  • Britain’s political maturity compared with Europe (i.e. the Glorious Revolution)
  • the availability of large sources of coal
  • the presence of numerous fast-flowing streams to provide water power
  • a run of good harvests in mid-18th century
  • Britain’s better road and canal infrastructure

And many more. The full list is on page 37.

Hobsbawm’s explanation: colonies and colonial trade

Hobsbawm lists all these putative causes in order to dismiss them and attribute Britain’s primariness to one reason. The first wave of the industrial revolution was based on the mass processing of raw cotton into textiles. 100% of Britain’s cotton was imported from the slave plantations of the American South and a huge percentage of it was then exported to foreign markets, in Africa and then to India where, in time, the authorities found it necessary to stifle the native cloth-making trade in order to preserve the profits of Lancashire factory owners. The facts are astonishing: Between 1750 and 1770 Britain’s cotton exports multiplied ten times over (p.57). In the post-Napoleonic decades something like one half of the value of all British exports consisted or cotton products, and at their peak (in the 1830s), raw cotton made up twenty per cent of total net imports (p.69). So the industrial revolution in Britain was driven by innovations in textile manufacturing and these utterly relied on the web of international trade, on importing raw materials from America and then exporting them in huge quantities to captive markets in British colonies.

Cotton manufacture, the first to be industrialised, was essentially tied to overseas trade. (p.48)

If Britain had had to rely on a) domestic sources of raw materials and b) its domestic market to sell the finished product to, although the native population was growing during the 1700s it wasn’t growing that fast. What provided the crucial incentive to the cloth manufacturers of Lancashire to invest and innovate was the certainty of a vast overseas market for manufactured cloth in the British Empire, which was finally made safe for British control after the Seven Years War (1756 to 1763).

Britain had established itself as master of the world’s seas as a result of the Seven Years War and already had a thriving trade infrastructure at ports like Glasgow, Liverpool, Bristol and London. What kick-started things, in Hobsbawm’s view, was the opening up of overseas markets. It was the ability to send ships full of cloth products to India and other colonial markets, to make large profits and then reinvest the profits in further innovations that led a generation of Lancashire entrepreneurs to experiment with new devices and machines and ways of working.

So, Hobsbawm’s thesis rests on a set of linked propositions, that:

  • Britain had a uniquely warlike series of governments through the 18th century (pp.49 to 50)
  • Britain was able to rely on a far more advanced and sizeable navy than its nearest rival, France, which was always distracted by wars on the continent and so preferred to spend resources on its army, thus, in effect, handing rule of the oceans over to Britain
  • in the mid-1700s a series of foreign wars conquered all of north America, most of the Caribbean and India for Britain
  • and it was the complex web of international trading thus established by its a) warlike government and b) its world-dominating navy which provided the economic framework which motivated the technological and business innovations which led to the Industrial Revolution (pages 48 to 51)

This vast and growing circulation of goods…provided a limitless horizon of sales and profit for merchant and manufacturer. And it was the British – who by their policy and force as much as by their enterprise and inventive skill – captured these markets. (p.54)

And again:

Behind our industrial revolution there lies this concentration on the colonial and underdeveloped markets overseas, the successful battle to deny them to anyone else…the exchange of overseas primary products for British manufactures was to be the foundation of our international economy. (p.54)

And:

The Industrial Revolution was generated in these decades – after the 1740s, when this massive but slow growth in the domestic economies combined with the rapid – after 1750 extremely rapid – expansion of the international economy; and it occurred in the country which seized its international opportunities to corner a major share of the overseas market. (p.54)

1. Manufacturers in a pre-industrial country, in agriculture and artisans in trade, have to wait fairly passively on market requirements. But an aggressive foreign policy which seizes territory overseas creates new markets, potentially huge markets with massive opportunities for rapid and massive expansion (p.42).

2. Hobsbawm makes the interesting point that it wasn’t the inventions per se that accelerated and automated cotton manufacture. The level of engineering skill required to start the industrial revolution was very low. Most of the technology and ideas already existed or had been lying around for decades (pages 59 to 60). It was the guarantee of tasty profits by exporting finished goods to captive colonial markets which gave individual entrepreneurs the certainty of profit and so the incentive to experiment and innovate. One factory owner’s innovation was copied by all his rivals, and so an ever-accelerating cycle of innovation was created.

All the other conditions historians have suggested (listed above) were present and many were important contributors. But it was the spur of guaranteed profits abroad which, in Hobsbawm’s opinion, provided the vital spark.

Is British industrialisation a model for the developing world?

It is an odd feature of the book that Hobsbawm has barely articulated his thesis before he is worrying about the plight of the developing world. He keeps asking, particularly in the opening ‘Origins’ chapters, whether Britain’s experience of industrialisation could be a model for the newly industrialising and newly independent post-colonial nations of the 1960s to emulate?

The short answer is an emphatic No and in answering it, Hobsbawm makes clearer than ever the uniqueness of Britain’s history. Britain was unique in being able to fumble its way towards industrialisation slowly and piecemeal and on a very small scale, one factory owner here trying out a new machine, another, there, devising a more efficient way of organising his factory hands and so on.

There was no ‘barrier to entry’ into the industrialised state for Britain because it was the first nation ever to do so, and so had the luxury of making it up as it went along. It started from 0. A little bit of tinkering could produce surprising rewards. There were no leaps but a series of pragmatic steps. And there was no competition and no pressure from anyone else.

Obviously, 150 years later, any nation trying to industrialise in the 1960s (or now) is in a totally different situation in at least two obvious ways: the shift from non-industrial to modern industrial production now represents an enormous leap. The technology and scale and infrastructure required for industrialisation is huge and can only begin to be achieved by dint of enormous planning (to create a co-ordinated energy and transport and distribution infrastructure) and huge investment, money which by definition a non-industrialised country does not have, and so has to go cap-in-hand to international banks which themselves dictate all kinds of terms and conditions.

Above all, a newly industrialising nation will be entering a very crowded marketplace where over a hundred nations are already fighting tooth and claw to maintain competitive advantage in a multitude of areas and practices, not least trade and tariff and tax and financial arrangements which a country with few financial resources will find difficult to match.

At first I found Hobsbawm’s adversions to this question of whether Britain’s history and example could be useful to developing nations a modish digression (it occurs on pages 38, 39, 61 to 62 and many more). But in fact placing British history in this contemporary frame turns out to be very thought-provoking. It not only sheds light on the challenges developing nations face, still, today – but also highlights the huge advantage Britain enjoyed back in the later 18th century by virtue of being the pioneer.

Because it industrialised and developed a transport infrastructure and financial systems first, Britain could afford to do them pretty badly and still triumph. Nobody, nowadays, could industrialise as amateurishly as Britain did.

To contemporaries who didn’t understand economics (pretty much everyone) the transformation and inexorable rise of Britain seemed inexplicable, miraculous, and it was this that gave rise to the simplistic, non-economic, cultural explanations for Britain’s success – all those explanations which foreground the anti-authoritarian, Protestant spirit of free enquiry, the independence of thought and action guaranteed by the Glorious Revolution, the nonconformist values of thrift and discipline and hard work espoused by dissenting tradesmen and factory owners excluded from politics or the professions by the Test Acts and so forced to make their way in the world through business, innovation and investment. And so on.

All these are aspects of the truth but are, ultimately, non-economists’ ways of trying to explain economics. And Hobsbawm is first and foremost an economic historian and proposing a Marxist thesis – Britain’s industrial primacy was based on a) her aggressive control of the seas and b) the huge and complex web of transoceanic trading arrangements which linked foreign suppliers with endless marketing opportunities in her foreign colonies.

The second industrial revolution

The second industrial revolution is the term commonly applied to the second wave of industrialisation associated with the rise of the new capital goods industries of coal, iron and steel, generally credited with starting in the 1840s.

Hobsbawm pauses to consider the teasing counter-factual notion that the industrial revolution based on textiles alone might conceivably have fizzled out in the 1830s, for the 15 years after the end of the Napoleonic Wars saw a catastrophic depression with much rural poverty. If nothing new had come along, it is conceivable that industrial development might have stalled or even stopped and the world remained at the level of having highly efficient machines to turn out cloth and no more.

But the railways came along. Hobsbawm explains that the great railway ‘mania’ of the 1840s was the result of the huge accumulation of capital derived from textiles looking for something to invest in (p.112). This explains the hysterical tone of wild investment and speculative mania which surrounded the early railways, and the irrationality of many of the lines which were opened with great fanfare only to go bust within years. To quote Wikipedia:

The mania reached its zenith in 1846, when 263 Acts of Parliament setting up new railway companies were passed, with the proposed routes totalling 9,500 miles (15,300 km). About a third of the railways authorised were never built — the companies either collapsed due to poor financial planning, were bought out by larger competitors before they could build their line, or turned out to be fraudulent enterprises to channel investors’ money into other businesses.

Between 1830 and 1850 6,000 miles of railways were opened in Britain (p.110) soaking up an investment of £240 million of capital (p.112), most of them during the intensest period of railway mania in between 1844 and 1846. By way of comparison, the total mileage of the modern UK railway network is around 11,000 miles.

Social historians dwell on the immense cultural changes the coming of the railways created. I remember being struck as a student when I learned that the standardisation of time and clocks across the UK required for railway timetables to work, was a huge innovation which dragged even the remotest locations into a modern, synchronised timeframe. If you visit any of the seaside towns of Britain you’ll discover their fortunes were transformed with the coming of the railways which allowed large numbers of visitors to travel cheaply to the coast, causing a building boom in hotels. And so on.

But as an economic historian, Hobsbawm makes the more obvious point that the building of all these railways required a vast expansion in the production of iron and then, quickly, of the more durable material, steel.

The railways acted as an immense spur to technical innovations in all aspects of metal manufacture, which in turn created a huge increase in demand for the coal to fuel all this industrial production, which in its turn created a need for quicker, more cost-effective bulk transportation, and so commercial motivation for yet more railways, and for trains which were more powerful, more cost effective, and so on. Innovation in one field spurred innovation all down the line.

British investors were able to invest because the act of investing in business speculations was itself a fast-growing area of business activity, creating cadres of stockbrokers and financial lawyers, jobs which didn’t exist 50 years earlier.

And this matrix of industries and professions spread abroad, with a huge growth of British investment in foreign companies, especially in the USA and South America. Profits from these foreign holdings gave rise to an entirely new class of rentiers, people able to afford a moneyed middle-class lifestyle without doing a day’s work, solely off the profit of shrewd investments.

By 1870 Britain had about 170,000 people of rank and property, living lives of luxury without any visible occupation. Hobsbawm emphasises that most of them were women (p.119). These were the ladies of independent means swanning off to spa resorts in Switzerland or villas in Italy who festoon the pages of late Victorian and Edwardian novels, like the Italophiles of E.M. Foster, like the continent-trotting Aunt Mary in Somerset Maugham’s novel Mrs Craddock. These comfortably-off parasites were still living a wonderful life between the wars, floating around Tuscany vapouring about Art and Life, as documented in the early novels of Aldous Huxley, living lives of luxury off the sweat and labour of working men in three continents.

Competitors and the long decline

The scale and speed of development, particularly of the second wave of the industrial revolution, with entire cities mushrooming into existence stuffed with factories, and a country swiftly criss-crossed by the loud, noisy new technology of the railways, awed contemporaries and again and again gave rise to essays and books and speeches extolling the miraculous qualities of the British nation.

It was only when competitor nations such as America and Germany began to harness the new technologies of the second industrial revolution, the ones which rotated around the production of coal, iron and the new material of steel, taking and improving techniques in the area of metal and machine production which rotated around the great boom in railways from the 1840s onwards, that the shortcomings of British production methods and efficiency began, very slowly, to be revealed.

The entire developed world entered a prolonged agricultural depression in the 1870s which lasted a decade or more (different historians give different start and end points but contemporaries thought it lasted from about 1873 into the 1890s) and when Britain emerged from this depression in the 1890s, she had been decisively overtaken in all measures of industrial production by Germany and America.

Between 1890 and 1895 both the USA and Germany passed Britain in the production of steel. During the ‘Great Depression’ Britain ceased to be ‘the workshop of the world’ and became merely one if its three greatest industrial powers; and, in some crucial respects, the weakest of them. (p.127)

The wealth pouring in from protected imperial trade with an empire was now vastly bigger than it had been in 1750 and so hid our industrial shortcomings from the unintelligent (which included most of the ruling class) and the Daily Mail-reading middle classes. But even the rousing jingoism of Kipling the imperialist poet and Joseph Chamberlain the imperialist politician during the 1890s couldn’t conceal Britain’s relative decline. The pomp and circumstance of the turn of the century was a fool’s paradise.

After the middle of the nineteenth century [the British cotton trade] found its staple outlet in India and the Far East. The British cotton industry was certainly in its time the best in the world, but it ended as it had begun by relying not on its competitive superiority but on a monopoly of the colonial, and underdeveloped markets which the British Empire, the British Navy and British commercial supremacy gave it. (p.58)

While the Germans and Americans developed new ways of organising industrial concerns, with huge cartels and monopolies, developed ever-better methods of mass production, invested heavily in technical education and pioneered new ways of selling high quality products to their domestic markets, Britain was still expending its time and energy expanding its already huge empire and trying to create a global imperial market with preferential treatment of what slowly came to be seen as inferior British goods. This remained the case into the period between the wars and even into the 1940s and 50s.

Imperialism, which reached its peak of rivalry and competition in the 1890s and 1900s, concealed the deep structural reasons for Britain’s long decline, which were already well established by 1900 (p.131).

Designed in Cuba: Cold War Graphics @ the House of Illustration

Fidel Castro’s revolutionary 26th of July Movement and its allies defeated the military dictatorship of Cuban President Fulgencio Batista in January 1959. The new revolutionary government enacted a wide array of new domestic laws and policies, but Castro always saw the revolution in Cuba as just the beginning of the liberation of the oppressed masses in not just Latin America but war-torn Africa and around the world, wherever the poor and downtrodden were oppressed by colonial or neo-colonial masters.

OSPAAAL

And so the Organization of Solidarity with the People of Asia, Africa and Latin America (in Spanish the Organización de Solidaridad con los Pueblos de Asia, África y América Latina – abbreviated to OSPAAAL) was set up to fight globalisation, imperialism, neoliberalism and defend human rights, in Havana, in January 1966, after the Tricontinental Conference, a meeting of over 500 delegates and 200 observers from over 82 countries.

One of the first things the organisation did was establish a magazine to publicise its causes and titled Tricontinental. From 1966 into the 1990s more than fifty designers working in Havana produced hundreds of posters and editions of the magazine which expressed solidarity with the U.S.A.’s Black Panther Party, condemned apartheid in South Africa and the Vietnam War, and celebrated Latin America’s revolutionary icons, as well as criticising the ongoing existence of U.S. military bases in Guantanamo Bay, calling for the reunification of North and South Korea and many other radical causes.

The exhibition includes some 33 of the total of 50 or so artists and designers who worked for OSPAAAL, including leading lights such as Alfredo Rostgaard, Helena Serrano, Rafael Enríquez and Gladys Acosta Ávila.

Unlike artists in the Soviet bloc the OSPAAAL designers weren’t shackled by the deeply conservative doctrine of Socialist Realism, but were free to pick and choose from all the best streams of current art, including Pop Art and psychedelia. They also co-opted images and ideas from capitalist adverts into what they called ‘anti-ads’.

The plan was for the posters to be stapled into copies of Tricontinental, and so distributed around the world. Because the posters were intended to be internationalist they had to use strong primal languages or find inventive ways of conveying their message. If any writing was used it was generally in the three major languages of Spanish, English, French, and sometimes Arabic.

By the mid-1980s heavy trade embargos and sanctions imposed by American had created such shortages that it ultimately forced the organization out of production. By that time approximately 326 OSPAAAL posters had been produced.

Altogether it’s estimated that some nine million OPSAAAL posters were distributed around the developing world. At its peak the magazine had more than 100,000 subscribers, mostly students. At one time, it was common for posters from issues of Tricontinental to be put up on the walls of student community centres.

This exhibition brings together 170 works (100 posters and 70 magazines) produced by 33 OSPAAAL designers, created between 1965 and 1992, which are not only striking and dramatic art works in their own right but shed unexpected insights onto the long history of the Cold War.

The Mike Stanfield Collection

While originally distributed freely in editions of thousands, OSPAAAL posters and magazines are now rare and highly sought-after. The works in the exhibition are all drawn from a single UK private collection – The Mike Stanfield Collection, the largest collection of OSPAAAL material in the world, gathered by British collector Mike Stanfield over a 25-year period. Every work in the exhibition is drawn from his collection.

Posters

The poster designers used every trick in the toolbox of capitalist advertising plus a lot more they invented. The diversity and inventiveness of approaches is astonishing. Obviously the cause, the fundamental political aim of the posters, was deadly serious – but this didn’t stop them using scathing satire to make their points.

And above all they didn’t limit themselves to one aesthetic but seized an extraordinary freedom to experiment, with the result that you see everything from bold typography and photomontage to psychedelic colours and pop culture-inspired graphics, iconic modern imagery or ancient native objects pressed into service, silhouettes, psychedelic reverberating, cartoons and biting satire.

Cuba

The first edition of Tricontinental included an article by Ernesto ‘Che’ Guevara and a folded poster by Alfredo Rostgard, thus inaugurating its two-pronged approach to radical propaganda: text for those who could read, stirring images for those who couldn’t.

It’s almost too obvious to point out but, in the Soviet bloc, the canon of revolutionary heroes from Marx through Lenin, Stalin on down, were all portrayed in real, or heroically socialist realist style. It takes a moment’s reflection to realise how utterly unlike that dull stifling tradition the OPSAAAL images are, freely taking from contemporary pop and op art and psychedelic art.

Africa

The designers were tasked with distilling complex anti-colonial conflicts down into simple but striking images, symbols which would require little or no explanation. This image of African women in traditional costume and carrying their babies in baby-carriers is made vivid and powerful by the addition of the semi-automatic rifles slung over their other shoulders.

The all-consuming nature of the struggle, the need to balance ordinary life with the struggle, the empowered role of women in the struggle, and the lack of facial features indicating that these are just two out of millions and millions anonymous fighters across the continent, are all brilliantly conveyed.

Apartheid

Apartheid was a sore on the conscience of the world throughout the 1960s, 70s and 80s. Many of the OPSAAAL posters were simple images of oppression. This is unusual in being a more narrative image, with its four pictures showing the progressive, and inevitable, collapse of the repressive regime. Note the use of the four cardinal languages, Spanish, English, French and Arabic.

Asia

The Vietnam War came to symbolise neo-imperialist Western super-violence against nationalist independence struggles and crystallised America’s reputation as the great enemy of freedom for many Third World countries.

This clever poster shows the word Saigon slowly morphing from being dominated by the Stars and Stripes to bearing the flag of the communist North, suggesting that the rebels would win in the end. As they did.

Anti-America

Cuba is just 90 miles from the American mainland.

From the moment Castro’s revolution succeeded, the Americans tried to overthrow it. In 1961 they launched the embarrassing Bay of Pigs invasion which ended in humiliation, but continued making intermittent attempts to assassinate Castro, as well as imposing crippling sanctions on its tiny neighbour.

In response Cuba helped to focus the world’s attention on America as the heartland of neo-colonial oppression. Some of the most powerful images in the exhibition distort and subvert imagery and symbols central to American culture, such as the Great Seal, the Bald Eagle, the Statue of Liberty or, as here, Uncle Sam himself, zapped by the power of the World Revolution.

Using native cultural heritage

As a way into contemporary liberation struggles in Latin America, Asia or the Far East, some OPSAAAL designers had the idea of taking traditional indigenous artefacts and giving them a modern spin, mostly putting a machine gun in their hands. Some of these aboriginal peoples also represented the very first resisters to the colonial oppression which their distant descendants were now fighting against.

This approach tapped into nationalist feelings in the respective countries, and also made contemporary protesters feel, or realise, that they were in fact part of a long, long lineage of resistance and protest. The ten or so images which used old imagery like this were among my favourites.

Magazine covers

To some extent the designers’ style was dictated by a shortage of materials, including good quality paper and printing ink, embargoed by the United States. This encouraged the designers to eschew subtlety in shade and contour and favour high-contrast photography and large areas of clearly defined colour. Tricontinental’s often starkly simple covers were printed in four colours by offset lithography.

Anti-America

Although little Cuba suffered badly from American sanctions, during the 60s and 70s there were many radical American supporters of the revolution. The San Francisco-based People’s Press published a North American edition if Tricontinental, and images created by Emory Douglas for the Black Panther Party newspaper were adapted for use by OPSAAAL.

There are posters here supporting the imprisoned black activist Angela Carter, as well as memorials for various black radicals shot or imprisoned in America. But in a way, it was the imaginative symbols of American oppression which make the most impact.

Anti-apartheid

Apartheid was in force in South Africa from 1948 to 1994. It was only the most extreme version of institutionalised white racism, which also included the segregation laws in America, so vehemently protested by the Civil Rights Movement.

For me the OPSAAAL posters and Tricontinental cover art are at their best when they embody a really strong design idea, as in this simple but scathing image, a piece of Pop Art collage used to withering effect.

Thoughts

1. Taken together they make up a fascinating review of visual styles and approaches available to political poster makers in the late 60s and 70s. In many ways the magazine covers are even more inventive and biting than the posters. Lots and lots of them have a really strong visual and intellectual impact, like the image – blown up, here, into a wall-sized hanging – of an American astronaut reaching out to the moon while standing on the backs of two prone African Americans.

2. It’s a reminder of just how much conflict there was around in the world in the 1970s when I grew up, with military dictatorships running most of South America, with colonialist regimes and apartheid South Africa still repressing millions of Africans, while millions of others were caught up in brutal civil wars, and then topping everything the nightmare of Vietnam which was promptly followed by the living hell of the Khmer Rouge regime in Cambodia.

When you factor in that half of Europe was under Communist tyranny and there was an endless diet of scares about whether this or that incident might trigger World War Three, the world I grew up in seemed a much more violent and dangerous place than it does today.

3. This is embodied in the way there are so many guns in the posters. Almost all the native artefacts-updated ones simply put guns in the hands of tribal gods. In the last room in particular, almost every poster seemed to feature a man or woman or sometimes an inanimate object, holding a sub-machinegun. Stepping back from the rights and wrongs of the causes, the final room in particular gave me a claustrophobic sense of violence and fighting going on in every part of the world.

That’s maybe the main feeling the exhibition gave to me, but other visitors will find their own threads and meanings. Above all I defy you not to be thrilled by the sheer inventiveness and exuberance of so many of the works on display.

And it’s worth pointing out that the curators of the exhibition flew to Cuba specially to interview the surviving OPSAAAL designers and that the exhibition includes the resulting video, in which leading designers such as Alfredo Rostgaard, Rafael Enríquez and Gladys Acosta Ávila explain at length their motivation and approach, the design ideas and technical constraints, which lay behind the Tricontinental phenomenon.

This is another brilliantly conceived and beautifully laid out exhibition from the House of Illustration.
