Napoleon III A Life by Fenton Bresler (1999)

Fenton Bresler, who died in 2003, was a barrister, newspaper columnist, television pundit and author of many books. He was a popular author rather than a historian, so the tone of this book isn’t scholarly but very much focuses on the personalities, the experiences and feelings of the people involved.

Occasionally this leads the tone to drop into sentimentality or cliché, but for the most part it makes for an entertaining, easy-going and often very illuminating read.

I’m especially glad that Bresler dwells at such length on the origins of Napoleon III’s family: it makes Napoleon III’s relationship with his uncle, Napoleon Bonaparte, much clearer, and also, in the early pages, amounts to a touching portrait of Napoleon himself and his family circle.

The Napoleonic background

Napoleon Bonaparte rose to power in post-revolutionary France emerging as the Republic’s ablest military leader in its war against its European enemies which had broken out in 1792.

In 1799 Napoleon carried out a coup against the so-called Directorate, the five-man government of France, and had himself declared First Consul. He had married Josephine de Beauharnais, a divorcée, in 1795. Josephine came with two children by her first marriage – Eugène born in 1781 and Hortense born in 1783. As Napoleon grew in power, declaring himself Emperor of the French in 1804, it became more pressing that he have a male heir, but Josephine failed to give him one. Thus, in 1810, he divorced her and married an Austrian princess, who soon bore him the much-wanted male child, who Napoleon appointed ‘King of Rome’.

Napoleon had four brothers and, at the height of his power, allotted all of them positions of power on the thrones of the various European countries he had conquered. He also arranged marriages for them with European princesses, in order to expand the family’s reach and power.

One of these plans was to arrange the marriage of his younger brother, Louis Bonaparte, King of Holland, to Hortense, daughter of his first wife, Josephine, in 1806, when she was 23 and he was 28.

The couple didn’t get on but managed to have three children, all boys – Napoléon Louis Charles Bonaparte who died at the age of four, Napoléon Louis Bonaparte (1804 – 1831), and Louis-Napoléon Bonaparte (1808-1873)  – who was to become Napoléon III, the subject of this book.

After Napoleon Bonaparte abdicated in 1814, Hortense and her two surviving sons returned to Paris where she was protected by Alexander I of Russia. However, when Napoleon escaped from the island of Elba and returned to rule France for 100 days before being finally defeated at the Battle of Waterloo in 1815, Hortense loyally supported her step-father during his brief resumption of power, and was punished for it when the Allies re-occupied Paris for the second time.

Amid a White Terror, in which aristocrats settled scores with defenders of the old regime, amid a climate of lynchings, murders and executions, Hortense and her two sons – the future Napoleon III being just six years old – fled to Switzerland and began years of exile, moving from country to country around central Europe.

Within a few months of their flight Hortense’s estranged husband, Louis, by now the ex-King of Holland, demanded custody of the eldest son, Napoléon Louis. From then on it was just Hortense and Louis-Napoléon, wandering Europe for six years before finding a semi-permanent home in Switzerland. Mother and small son formed a very close bond, Louis’ wife later complaining that he never stopped venerating his mother, even long after her death.

Hopefully, the diagram below makes things a bit clearer. it shows how Napoleon’s parents Charles and Letizia had five sons and three daughters, their dates and who they married. It shows how Napoleon (second from left) married Josephine, who already had Eugène and Hortense, how he persuaded his younger brother Louis to marry Hortense, and they had two sons, the younger of which (and the only one shown here) became Napoleon III. Napoleon divorced Josephine and married Marie of Austria by whom he had his only legitimate son, Napoleon, ‘King of Rome’, later referred to as Napoleon II, who died aged only 21 in 1832.

Years of exile

Young Louis-Napoléon spent the 1820s subject to a string of overbearing tutors. He grew into a handsome man, a bit on the short side, but dashing in his army uniform, more intelligent than the other men in his family and, as this book shows in some detail, a great seducer of women. All through his life he seduced and bedded almost every woman he came into contact with.

The family tree I gave above may seem like unnecessary detail but it turns out to be vital in several ways.

By focusing on the ambience and influence of Napoleon on all his family Bresler really conveys the sense of entitlement to royal treatment and to a grand destiny which shaped Louis’ life. By giving all his siblings such exalted roles and royal marriages Napoleon I had created an extraordinarily complex web of relations across European royalty and aristocracy. These uncles and aunts and cousins didn’t just disappear when Napoleon fell from power, but their sense of imperial entitlement continued to exert an influence on Louis right up to the end of his life.

Bresler’s vividly written book does what more academic histories often fail to do – it powerfully conveys the real sense of conviction and motivation which fueled Louis. For Mike Rapport or Gareth Stedman Jones or Karl Marx, Louis-Napoleon was a joke, an empty man who believed nothing and was pushed to the surface by the failure of all the other factions of society and politics, a faute de mieux man.

Bresler’s book – personal and sentimental though it often is, wearing its amateur status with pride – nonetheless embeds you right at the heart of this extraordinary family and has you seeing the world from Louis’ point of view, as a theatre onto which he was irresistibly destined to rise to glory and to lead France.

The extraordinary thing is – that it happened just as he dreamed, exactly as he was so convinced that it would.

Death of the other heirs

Louis-Napoléon’s first political involvement was with the Carbonari, the secret society dedicated to achieving unity and independence for the then-fragmented Italy. His brother joined him in the cause, but caught measles on campaign and Bresler paints the affecting scene where Louis-Napoléon holds his elder brother in his arms as he died. It was 1831.

After Waterloo, Napoleon I’s one legitimate son, Napoléon François Charles Joseph Bonaparte, the so-called ‘King of Rome’, had been taken by his mother back to Austria. Here he was raised as a prince of the royal blood but in virtual house arrest, given the new name Franz, Duke of Reichstadt. Although he just about remembered his father before he went off to fight at Waterloo and never returned, the young prince was forbidden to speak French or even to mention his father’s name.

When Napoleon died in 1821, in exile on the island of St Helena, he bequeathed his son a load of priceless memorabilia but the Austrian Chancellor, Metternich, prevented any of it from reaching the boy. As an Austrian prince Franz was raised to join the army and in 1832 given a battalion to command, but soon afterwards he caught pneumonia and died, aged just 21.

The significance of the early deaths of these two young men was that their removal made Louis-Napoleon the heir to the Napoleonic throne (there were two remaining brothers of Napoleon I, who lived in affluent retirement, but neither had any interest in returning to public life). So from this point – 1832 – onwards, through thick and thin, Louis was convinced that it was his destiny to one day rule as his grandfather had. Everyone who met him reported that he had an unalterable conviction that his destiny was to restore the Napoleonic name and rule France.

Napoleonic writings

Napoleon I spent his years of exile on St Helena dictating his memoirs. These are famously economical with the truth, tending to gloss over the fact that his rule saw Europe wracked by 15 years of bloody warfare, and preferring to position himself to posterity as a champion of the revolutionary values of liberty, equality and fraternity.

His grandson followed in the Emperor’s footsteps and, once he was the heir apparent, published the first of what became a series of political pamphlets, starting with Rêveries politiques or ‘political dreams’ in 1833 at the age of 25. This was followed in 1834 by Considérations politiques et militaires sur la Suisse (‘Political and military considerations about Switzerland’) and in 1839 by Les Idées napoléoniennes (‘Napoleonic Ideas’).

Wordy and pompous, Louis’s books boil down to two central ideas:

  • the primacy of a national interest which transcended all particular class or factional interest
  • and universal (male) suffrage which would allow ‘the people’ to vote for a strong ruler who would implement ‘the advantages of the Republic without the inconveniences’

Napoleonic referendums

I hadn’t realised that the first Napoleon felt it necessary to call a plebiscite in 1804 to approve his move in status from First Consul to ‘Emperor of the French’. Nor that the vote was so overwhelmingly positive, with 99.93% (3,521,675) in favour and only 0.07% (2,579) against.

This was to be Louis’s strategy: it was universal (male) suffrage which got him elected president in 1848, and which he then appealed to again to support his declaration of himself Emperor in 1852. Both times he won by huge majorities.

So one of the fascinations of Bresler’s book is to learn that government by plebiscite, or referendum, was a well-established reactionary strategy for appealing over the heads of the metropolitan (liberal and bourgeois) elite, to the generally more conservative, and uneducated, population at large.

Quite thought-provoking, given the pickle Britain is in following the 2016 EU Referendum…

The advantage of Bresler’s in-depth accounts

The outline of Louis’ biography in the 1830s and 40s is simply stated: he attempted two ‘coups’ designed to raise the army behind his legendary name and to overthrow the then-king, Louis-Philippe – one at a barracks in Strasbourg in 1836, then again in Boulogne in 1840.

Whereas other histories dismiss both these events in a paragraph or so, Bresler goes into as much detail as possible, describing the elaborateness of the preparations, and then how they both unravelled into farce. He drills right down to descriptions of how the conspirators entered the barracks, what Louis said and did, how they tried to persuade the head of each barracks to join them, the misunderstandings, the retreats, the squabbles between the conspirators. He tells us that he has visited the exact sites of both events and walked through the action. Bresler makes it feel like a thriller.

Same goes for all the other key moments in Louis’ career. You might not get the kind of detailed socio-economic or political analysis which you might get from academic history books, but Bresler’s more personal approach not only makes a welcome change, it puts you right there, right on the spot at some of the crucial turning points in French history.

Louis-Napoleon goes to prison

After Louis’ first coup attempt, the government of King Louis-Philippe indulgently exiled Louis to the United States, from where, in fact, he quite quickly returned to be with his dying mother, Hortense, in Switzerland. After the 1840 attempt, however, they lost patience and Louis was tried and sentenced to prison in perpetuity.

Bresler’s account of this imprisonment is absolutely fascinating. He was held in a run-down chateau in the town of Ham in the Somme district of north-east France, along with his loyal doctor and valet. He was kept in a small room at the end of a corridor, with holes in the floor and ceiling and only paper flaps to cover the window, with primitive toilet facilities down the hall. Here he built himself shelves to hold up his books, and spent a lot of time reading.

Louis and the loyal friends who had assisted at the coup and so been sentenced alonside him (General Montholon and Doctor Conneau) were the only inmates. A garrison of 200, of whom 60 soldiers were on duty at any time, was devoted just to oversee them.

One of the most flabbergasting things Bresler tells us is that Louis and the general were both allowed to have their mistresses move in and live with them. How very French! Louis’ mistress, Alexandrine moved in and, over the course of the six years, bore him two illegitimate children, Eugene and Louis, both of which were farmed out to the Cornu family in Paris to look after.

The size of the garrison guarding Louis makes it all the more amazing that in 1846 he managed to escape. Builders had arrived to finally do up the crumbling chateau and Bresler gives a characteristically detailed and nail-biting description of the plan the General, the doctor and the valet concoct, to have Louis disguise himself as one of the workmen and simply walk out the main gate. Which is what he did.

1848 to 1852

Briefly, King Louis-Philippe of France was overthrown by a popular uprising in February 1848 and a Republic was declared, but there was then a prolonged period of chaos and uncertainty. Liberals tried to form a national government but, when they shut down the workshops which had given work and a dole to the unemployed of Paris, the working men set up barricades which led the government to appoint a general to retake the city which he did during a week of merciless violence in June 1848. Not only were thousands slaughtered but the entire far left / socialist leadership was rounded up and imprisoned.

This helped the drift in both practical politics and the national mood towards the right. His prison sentence having lapsed with the abolition of the old regime, Louis-Napoleon managed to find a new home, and his supporters raised the money for him to stand for election to the new Chamber of Deputies. To everyone’s surprise but his own, he was elected.

In the debates that ensued, Louis was wisely understated and restrained but – in line with his writings – supported the idea of universal (male) suffrage. As the action-packed year of 1848 drew to a close, Louis-Napoleon stepped up from his modest activity in the assembly, to stand in the election for France’s first ever president, running against General Cavaignac, the man responsible for the massacre of the ‘June Days’, and various liberals.

To everyone’s amazement Louis-Napoleon stormed home, with five and a half million votes compared to his nearest rival, the general, who got only one and a half million.

Louis spent the next three years conspiring to convert the four-year presidency to ‘rule for life’, succeeding in December 1851, when he staged a coup against the National Assembly. He followed this up by holding a plebiscite to appeal of the entire male population of France in December 1852, which approved of him declaring himself Emperor Napoleon, taking the number III in memory of Napoleon’s only son who, although he never ruled a country, was now given the posthumous title Napoleon II.

The great strength of Bresler’s book compared to conventional political histories is that they all start from the present – they start from a modern perspective in which the liberal opposition, or even the French socialists – are taken as standard bearers for what we now know ended up happening over the long term i.e. the development of parliamentary democracy, universal suffrage, limiting the power of the rich and aristocracy, introduction of the welfare state, right to work, right to strike, trade unions, pensions and so on.

From this perspective Napoleon III was a freak, an inexplicable anomaly, an apparent step backwards to the pomp and trappings of Napoleon I.

But Bresler shows you the world from a completely different perspective, from the perspective of the extremely upper-class sections of French society, not to mention the very cream of European royalty, and the world of privilege and entitlement they inhabited.

What mattered in this world was not the press or the horribly common deputies in the National Assembly: it was the opinion of Louis-Napoleon’s mother or wife or his cousin the arch-duke and so on, an extremely small, closely-knit society. And within this world there was always the expectation that royalty or imperial values would ultimately triumph. It was God’s will. It was inevitable. And Bresler helps you really appreciate how this fondness for Empire, pomp and grandeur, was shared by millions of ordinary Frenchmen.

What, to the secular liberal writers of history appears a freakish accident appears, from the perspective Bresler gives us, quite natural and almost inevitable.

He also makes the point that Louis-Napoleon was good with people. He may have been a poor public speaker – he had a flat metallic voice and a pronounced German accent – so he came over badly in the National Assembly and among the metropolitan elite of journalists and commentators.

But he had a highly developed sense of the importance of people out there and Bresler describes Louis’ very modern campaigns or ‘charm offensives’ in which he toured virtually all of France, getting on easily with crowds and individuals of all stations of life, in towns and villages the length and breadth of the land. Having been an exile on the run and a prisoner himself living in very reduced circumstances, Louis may have insisted on imperial protocol, but as a person was always modest and approachable. Queen Victoria expected to dislike him but was charmed on their first meeting. Everyone was.

Thus, in 1851, while the deputies and political theorists squabbled in Paris, Louis-Napoleon toured the country and was rewarded with a plebiscite confirming his claim to the title Napoleon III – 7.4 million in favour to 641,000 against.

The Empire of Napoleon III

Domestic

I hadn’t realised that the 1851 coup led to such violence and repression. The population of Paris brought out the barricades (again) which the army quickly stormed with the loss of up to 400 lives. But it was the political repression afterwards which surprised me. About 26,000 people were arrested, mostly members of the left-wing opposition, some 4,000 in Paris alone. The 239 inmates who were judged most severely were sent to the penal colony in Cayenne, 9,530 political opponents were sent to Algeria, 1,500 were expelled from France, and another 3,000 were given forced residence away from their homes.

Louis-Napoleon – painted by Bresler as essentially a mild man – set up a commission to review the sentences and some 3,500 were eventually reprieved.

Imprisonment of the left opposition was accompanied by strict press censorship: No newspaper article dealing with political or social questions could be published without the permission of the government, fines for breaches were increased, and the list of press offenses was greatly expanded. After three warnings, a newspaper or journal could be suspended or even permanently closed.

On the plus side, the 18 years of the Second Empire are remembered for the growth of the French economy and boom times, especially in Paris. Having spent time in exile in Britain, Napoleon III had seen the power of the industrial revolution and he encouraged the expansion of the French railway network and the diversification of the French economy into iron and steel works.

Probably the most famous development of his time was the extensive remodelling of Paris by the architect Hausmann, responsible for creating the broad, straight boulevards which cut through Paris’s squalid slums and created the airy, sunny Paris which survives to this day. Bresler shows how closely Louis followed these plans for a new imperial capital.

The Emperor selected the Elysée Palace as his Paris residence and the palace remains to this day the official seat of the French President. He inaugurated a calendar of weekly balls and concerts at which all the great and good could meet and mingle, intrigue and do business.

A new Opera House was built, amid an outpouring of fine arts and gilded decoration. The Second Empire almost exactly corresponds with the output of Offenbach, creator of witty entertaining operettas such as Orpheus in the Underworld and the Tales of Hoffman.

Foreign Policy

The Crimean War 1853-56 Napoleon III supported Britain and Turkey in their bid to halt Russian expansion into the Balkans, the reason war broke out. After the long grinding war, horribly mismanaged on the Allies’ side, the conference which agreed the peace was held in Paris, a diplomatic coup for Napoleon.

Mexican adventure Less successful was the scheme Napoleon III was persuaded to support, of sending a European monarch to rule over chaotic Mexico. France along with Britain and Spain had invaded the Mexican Republic in the winter of 1861 in order to reclaim the foreign debts which the Republic had inherited from the monarchy it had just overthrown. Once the money was paid Britain and Spain withdrew but the French decided to stay on and, though his contacts with the Austrian royal family, Napoleon managed to persuade Maximilian, younger brother of the Austrian emperor Francis, to take the ‘throne’ of Mexico, as Emperor Maximilian I.

This bizarre situation was only possible with the backing of the most reactionary elements of Mexican society and due to the simple fact that Mexico’s neighbour, the United States, was bogged down in its own brutal civil war (1861-65).

But:

  1. Maximilian turned out to be a ‘modern’ ‘liberal’ emperor, much to the disgust of the Catholic, landowning autocracy who, therefore, never gave him the unstinted support he required
  2. Even with the backing of over 30,000 French troops, Maximilian was never able to defeat the Republican forces of the republican President Benito Juárez
  3. Once the American Civil War was over, the Americans began to actively support Juárez

Facing increasing opposition at home, Napoleon withdrew the last of France’s army in 1866. Maximilian’s ’empire’ collapsed, and he was captured and executed by the Mexican government in 1867.

True to form, Bresler concentrates less on the international power politics of the tale and more on the personal experiences of those concerned. Before the end, Maximilian’s wife, Carlotta, sailed to France and insisted on an audience with Napoleon III, by this time a sick man, and begged for military help to be sent to her husband. She apparently broke down in front of Napoleon and his wife, before travelling on to see the Pope to beg for help, in front of whom she began raving that everyone was trying to poison her. By this stage seriously unhinged, Carlotta was committed to a lunatic asylum in Belgium where she lived for a further sixty years.

Here, as in so many other places, Bresler really brings history alive by going beyond the dates and geopolitical events to show you the characters and suffering and personalities of the people involved.

The Franco-Prussian War and overthrow

I’ve covered the events of the Franco-Prussian War in other blog posts:

Bismarck tricked Napoleon III into declaring war on Prussia. This was just the patriotic war which Bismarck had been seeking in order to persuade the still-independent states of southern Germany to unite with the North German Confederation which Bismarck had forged under the leadership of Prussia.

It worked beyond his wildest dreams. Not only did Napoleon III declare war on Prussia but the French Chamber of Deputies rose to their feet acclaiming the war, and mobs marched round French provincial towns singing the Marseillaise.

What idiots. Within weeks the main French Army was surrounded and neutralised at Metz and the army marching to their relief was cornered and annihilated at Sedan. The Germans had better weapons, better logistics and better leadership. Many French soldiers were still trying to figure out where they were being deployed to when the decisive engagements of the war were over.

Napoleon, now quite ill with very painful bladder stones, made the quixotic decision to go to the front and lead by example like his grandfather. Except he was nothing like his grandfather. Bresler quotes the accounts of exasperated generals that Louis made and reversed judgements, confusing everyone until he eventually handed over authority to the general on the spot just in time to be captured along with the wreckage of his army at Sedan.

Once peace was made, Louis was accompanied through the lines to parley with his former colleague, the German King Wilhelm I. Must haven been an embarrassing conversation. Bismarck, who Napoleon had entertained at the French court only a few years earlier, was there with his army, and also spent some time condoling with the tired old man.

Napoleon III was moved to a castle in Germany, before being sent into exile in England. He wasn’t in France to see the catastrophe which followed, namely the French government refusing to capitulate and fighting on from Bordeaux while the Germans surrounded and besieged Paris. They eventually broke the siege, fought their way into the capital and the government finally capitulated.

The Germans marched about the place with characteristic arrogance and the German leaders assembled in the Palace of Versailles where King Wilhelm of Prussia was crowned Kaiser of the new German Empire which had been created by Bismarck. The new German Reich was built on the humiliating defeat of France.

And then, when the Germans withdrew, Paris collapsed into chaos as far left socialists declared a socialist republic and started executing the rich and Catholic priests. The new national government responded by embarking on a second siege of Paris – this time by French forces – who, after more privation and hunger, themselves finally broke into the city, the cue for vicious street fighting, in which the enraged government forces were encouraged to take revenge on the ‘communards’ for all the atrocities they were said to have committed, including executing the archbishop of Paris. It is still stunning to read that French forces killed 20,000 of their own people in just one week.

Napoleon III missed all this. He was in England, at Chislehurst. Bresler shares with us his entertaining investigations which tend to suggest that as far back as 1860, Louis – who had spent his entire childhood in exile and six years in prison – had been making plans in case the same thing happened again. Thus a British agent probably acting for him had used a large amount of money to buy Camden Place, a fairly modest (for an emperor) mansion in Chislehurst overlooking a wide expanse of grass and woodland (now home of the Chislehurst Gold Club).

Here he joined his wife, Eugénie, who had fled Paris with their son before the Prussians arrived, and here he was to live for the last three years of his life until his death in January 1873 from complications after an operation to remove his painful bladder stones.

A medical indictment

The last chapter in the book is a surprisingly fierce indictment of the British doctors who, in Bresler’s opinion, killed Napoleon III. The Emperor had suffered from stones in the bladder for some years, which caused him a lot of pain. This ailment flared up severely during the height of the Franco-Prussian War so that even as he attempted to guide the army he was sweating with pain.

Bresler goes into full barrister mode to marshal evidence for the prosecution from two modern specialists in ailments of the bladder – James Bellringer and Sir David Innes Williams.

Bresler met, interviewed and corresponded with these witnesses and uses their testimony to assemble an argument that the procedure to destroy the stone in the bladder – inserting a device down the urethra which grasps and attempts to crush the stone so that the minuscule fragments can be passed in urine – should never have been carried out. What happened was his English doctors carried out a first procedure, but less than half the stone was destroyed and passed. After a few days’ recovery, another procedure took place in January 1873, but again the stone proved bigger than anticipated.

All was in readiness for a third procedure when the Emperor suddenly flagged, weakened, and died of heart failure. According to the modern doctors this was almost certainly due to sepsis i.e. the bladder was infected by the blockage and the medical procedure the English doctors carried out dislodged some infected bladder tissue which got into the circulation and infected the heart, causing it to fail.

Apparently, the Emperor’s death at the hands of ‘incompetent’ British doctors was a source of bitterness among French doctors and a subject of dispute between the two nations’ medics for years afterwards.

All this is fairly interesting but the revelation for me was that Napoleon submitted to these painful operations because he was planning another coup. Elaborate arrangements had been made; he was to join a cousin in Switzerland then ride with supporters to Lyon, recruiting support along the way, raising the Imperial flag and so on., just as he had tried in 1836 and 1840.

But the crucial element in raising the troops was that Napoleon should be able to ride a horse. Over the previous few years this had become pretty much impossible because of the acute pain in his bladder caused by the horse’s jogging movement. So the immediate cause of his death might have been medical ‘incompetence’. But the ultimate cause was his relentless, obsessive refusal to be denied what he saw as his pre-destined fate, to rule France and to hand on the Empire to his son.

This is not quite so completely bonkers as it sounds because Bresler explains how the Third Republic, created after Napoleon’s fall, remained deeply unpopular for years, so much so that there was even talk of restoring the grandson of Charles X, the king who had fled the throne back in 1830, the 60-year-old Comte de Chamborde.

The sensible academic histories I read make history sound like an inevitable unfolding of socio-economic trends. Bresler’s book reinserts the element of populism and mass psychology which combine with the fanaticism or abilities of specific individuals to remind us just how weird and contingent history often is. These apparently anachronistic sentiments of both royalists and imperialists, were to play a role in helping bitterly divide France during the long drawn out Dreyfus Affair and beyond. Reading Bresler’s book helps you understand their strong and abiding emotional appeal to large sectors of the French public.

A personal history

Bresler wears his personal approach on his sleeve. Rather than quote the latest academic texts, he prefers to reference very old previous biographies of Napoleon III, including some he was lucky enough to find in second hand bookshops in Paris.

He tells us about his own personal visits to various key sites in the story, and the chats he has with the local tourist board officials. For example, he shares with us his surprise that the tourist chaps in Boulogne didn’t seem to realise the shattering importance of Napoleon III’s botched coup there. Why isn’t there some plaque or guide to the precise events and locations, things which Bresler recreates for us in dramatic detail?

At another moment he stands on the very same quayside where the Emperor Maximilian reluctantly took ship to set off for his adventure in Mexico and is as affected as a sentimental novelist.

I have stood on the landing stage at Miramar from which they embarked and it seemed as if an air of melancholy still lingers upon the scene. (p.314)

Bresler visits as many of the exact locations where Napoleon lived throughout his life as he can (including a trip to the remains of the Chateau d’Ham where he was imprisoned), and especially all the houses in London which he rented. Lastly of course he visits the grand Camden Place where Louis and the Empress spent their last years in exile – and which stands to this day, as the headquarters of Chislehurst Golf Club.

This is all rather sweet and endearing, a refreshing change from the earnest, statistical and geo-political accounts of history I’m used to reading. Much closer to the personalised way in which most people actually experience life.

A verbal tic or token of Bresler’s very personal involvement with his hero is his repeated use of the word ‘sad’. Academic historians rarely express emotion, and then it’s at most the cliché that this or that decision was ‘tragic’ – but Bresler again and again takes the kind of soft, sentimental and rather naive point of view epitomised by the word ‘sad’.

The two boys [the illegitimate sons of Napoleon III], then aged fifteen and thirteen, were taken away from her [their mother, Lizzie Howard] and sadly, with the callousness of youth, soon forgot her. (p.275)

In later years, Margot married a Prussian named Kulbach and died at the sadly early age of forty-five. (p.322)

As for Louis, he would be a prisoner-of-war (albeit in the soft comfort of the new German Emperor’s summer palace) soon to be released to his last sad exile at Camden Place, with his health so badly deteriorated that he had become a pale, indecisive and sad version of the witty, commanding and assured man he had once been. (p.323)

I believe that two other factors, apart from his ill-health, led to his sad deterioration. (p.328)

Sadly [these criticisms] also apply to Louis himself. (p.332)

The year 1865 began on a sad note for Louis. (p.334)

The sad news of Maximilian’s death was much more in keeping with the reality of French life and the circumstances of Louis’ rule than all the fine uniforms and magnificent spectacles.

Sadly, they were all living in a fool’s paradise. (p.353)

Mathilde’s entry in her diary for that day makes sad reading. (p.366)

And much more in the same ilk. The ghost of Barbara Cartland floats over many of these pages.

Imperial sex

Everything we were brought up to believe about the French is confirmed by this book. The amount of infidelity, adultery, prostitutes, procuring, pandering and debauching taking place among the French upper classes is mind boggling.

Napoleon I had many ‘flings’ and a number of illegitimate children. Josephine had a number of lovers. But their grandson and his peers far outdid the older generation. Louis loved sex and he had it with as many women as possible. I’ve mentioned the lover he had while imprisoned at Ham but she’s just a drop in the ocean. Soon after he became Emperor he realised he needed an Empress and so married the Spanish aristocrat, Doña María Eugenia Ignacia Augustina de Palafox y KirkPatrick, 16th Countess of Teba, 15th Marchioness of Ardales – Eugénie for short.

But that didn’t stop him having an ‘official’ mistress – Bresler relishes the way the French have a phrase for top mistress, maitresse de titre – who was for a while the Englishwoman Lizzie Howard, but also a steady string of other young ladies who were presented to him at the numerous balls and concerts which Napoleon arranged.

There was a well-established process. After (or even during) the ball, a flunky brought the potential victim into Napoleon’s private study at the Élysée Palace. The Emperor made a quick visual assessment. If he wasn’t interested, he chatted politely for a few minutes then said that his papers called him, the flunky reappeared, the young lady retired, presumably counting her blessings. But if Napoleon liked what he saw, he dismissed the flunky and then, after a bit of chat, took the young lady up some hidden backstairs to a bedroom. Here a servant was waiting who helped the lady disrobe and then led her into the Imperial Bedroom where Napoleon was waiting, also naked.

Bresler includes quite a few gory descriptions of Napoleon’s love-making which was quick and to the point, his point anyway. One young lady recorded that she had barely had time to make a few coy protestations before he grabbed her in an intimate place, manhandled her onto the bed and was in like Flynn. There were a few minutes of grunting noises and – one victim leaves a wonderful detail – the carefully waxed ends of Napoleon’s moustache began to melt and wilt with the heat of his exertion before, with a final grunt and grimace it was all over, the Emperor stood up and the lady was despatched back to the changing room, helped back into her upper class costume, and led away..

For a while the maîtress en titre was the slender, sexy Virginia Castiglione who, Bresler reveals, was very probably a spy sent to seduce Napoleon (not very difficult) and report back on his thoughts about Italian unification to the canny Prime Minister of Piedmont, the Count of Cavour. How novelish this all is!

A propos of Italy, Bresler gives an entertaining description of the surprising crudity of King Victor Emmanuel, who ended up becoming the first king of united Italy. He was once at the Paris opera as a guest of Napoleon’s and pointed out a particularly tasty ballet dancer. ‘How much for the little girl?’ he asked. ‘I’ve no idea,’ replied Napoleon. ‘For your majesty,’ quickly interjected Napoleon’s fixer and procurer, Bacciochi, ‘five thousand francs.’ ‘That’s damn expensive,’ grunted Victor. ‘Never mind,’ said Napoleon turning to Bacciochi. ‘Put it on my tab.’

There’s a strong flavour of Harvey Weinstein about Napoleon III.

From 1863 to 1864 Napoleon’s maîtress en titre was Marguerite Bellanger, a bouncing 23-year-old country girl who catered to Napoleon’s every whim, eventually giving birth to yet another illegitimate child, Charles Jules Auguste François Marie. But none of us get any younger. On one occasion Napoleon returned to the Imperial Palace so exhausted by a prolonged session with Margot that he collapsed and had to be carried to bed – at which point the Empress Eugénie stormed round to Margot’s house in person and shouted that she was killing the Emperor – to which Margot tartly replied that if he got enough at home he wouldn’t have to play away.

(Eugénie emerges as not exactly likeable but as a very tough, independently-minded woman. She caused lots of ructions among Louis’ advisers by insisting on sitting in on Cabinet meetings and, in some of the most fraught decisions, casting the deciding vote. She was, for example, all in favour of declaring war on Prussia in 1870. After meeting the French Cabinet in 1866, Bismarck had described Eugénie as ‘the only man in his Government’, though just as able as all the men to make a catastrophically bad decision – p.340).

But it wasn’t just Louis who was at it. Almost every French figure of note seems to have had a mistress, and quite a few of these were married women whose husbands didn’t mind because they had their own harem of lovers. The atmosphere was rampant with infidelity, and the text is cluttered with countless love children being farmed out or given away.

It all makes quite a contrast with the unimaginative faithfulness of the stiff Prussian Bismarck or the sweet uxoriousness of Victoria and Albert, and goes a long way to explaining the reputation for sexual licence which France, and especially Paris, enjoyed well into the period of my youth.

(In W. Somerset Maugham’s novel, Christmas Holiday, which I’ve just read, young Charley’s family assume that his main motivation for going to Paris to see his university chum will be to have the kind of sexual adventures i.e. sex, which were considered impossible and unacceptable in the England of the time – and that was published in 1939.)

La gloire

One last point. In accounts of the Franco-Prussian War, the Great War, and then of France’s colonial disasters in Algeria and Indo-China, again and again I’ve come across the obsession of the French military and political class with la gloire – glory.

Glory is an important part of French cultural history and political discourse. Again and again the French have behaved recklessly and stupidly because obsessed with retaining or winning la gloire for la patrie.

Bresler suggests this delusion started with the first Napoleon – within a decade of his fall, many Frenchmen had forgotten the misery of the non-stop wars he’d engaged in, let alone the fact that he was militarily defeated – twice – and become dazzled by the vague blurry memory of the ‘glory’ of the days when France had a land Empire which controlled most of Europe.

‘I swear to rule for the interests, happiness and glory of the people of France,’ said Napoleon as part of his Coronation Oath; and he had used that same vital ‘glory’ when accepting his earlier nomination as Consul for Life.

These two appeals to ‘glory’ are an indication of the psychological appeal of Napoleon I, and later of Napoleon III, to the French nation: it appealed to the average French person’s desire, above all else, for national glory; for France to be perceived as the finest, the best, in whatever context she is engaged. General de Gaulle trumpeted the same message in the 1960s. Even today’s French politicians use it as an essential part of their platform. By contrast, no British politician has ever promised glory to the electorate. It has never been part of a British sovereign’s Coronation Oath to swear allegiance to the achievement of glory as a sacred mission. No British sovereign or politician would dream of making a similar claim but to Napoleon I and Napoleon III such boasting came easily.

‘Boasting’. That’s the word. This will-o’-the-wisp gloire explains much of France’s preposterous pomposity and yet is so weirdly at odds with France’s miserable military record of the past 200 years.

A few years ago I took the kids to Paris and visited the traditional tourist sights. It was when inspecting the Arc de Triomphe really closely, reading the dates and names of battles, that it began to dawn on me – the history of the French Army for the past two hundred years, 1815 to 2015, is a history of unending defeats.

This is what makes the French obsession with la gloire, with boasting about their ‘achievements’, all the more amusing.

No one has ever lost popular support in France by reminding people of their eternal glory. (p.250)

Bresler’s book is a highly entertaining, insightful, emotional and personal account of the strange life and enduring legacy of this most unlikely of political figures.

Bismarck, a potted biography

Born in 1815, Otto von Bismarck completed university and began the tedious, exam-passing career path of becoming a Prussian civil servant, but rejected it as boring and went back to manage his father’s lands in Pomerania. He gained a reputation as a fast-living, hard-drinking, traditional Prussian Junker (‘minor aristocrat’), who loved hunting, drinking and sounding off about how the world was going to the dogs.

Local politics Because of his status as local landowner, during the later 1830s and early 1840s Bismarck became involved in local administration, local courts and land disputes, then in local parliamentary business, coming to the attention of local conservative politicians, one of whose brothers was a personal adviser to the king of Prussia. Useful connections. Steps up the ladder.

The Vereinigter Landtag In 1847 Bismarck stood in for a member of the Pomeranian provincial parliament, who was ill, and made his first speech on 17 May. He went on to make a mark as an arch conservative, an uncompromising ally of the Crown, and a vehement critic of all liberal ideas.

The 1848 revolution Barely had Bismarck come to the attention of the political classes than the Berlin insurrection broke out in March 1848 which threatened to overthrow Friedrich Wilhelm IV. The king’s advisors wanted him to flee the city and then let the army pound it into submission. The king wisely decided to stay and submitted to ‘shameful’ ordeals such as removing his hat when the victims of the street fighting of March were paraded before the palace. To his courtiers’ astonishment, he then went riding out among his citizenry to talk to them and apologise for the bloodshed. His personal bravery and appearance of compassion won him many converts.

Still stuck on his country estates, at one point Bismarck had considered raising an armed force from the farmers on his lands in Pomerania, to march on Berlin and overthrow the liberal parliament and to ‘liberate’ the king, but was talked out of it. Later in 1848, as the counter-revolution gained momentum, Bismarck set up a counter-revolutionary newspaper, the Neue Preussische Zeitung and also helped to set up a ‘Junker’ parliament of landowners in East Prussia, worried about the radical threat to property.

The counter revolution The liberal revolutionaries had set up a hopefully titled ‘National Parliament’ which, as the king’s forces re-established control, was forced to move from Berlin to Frankfurt and continued sitting and passing decrees, even as power returned to the kings and conservatives. In October 1848 Austrian troops retook Vienna from its rebellious citizens. By November 1848 the counter-revolution was victorious in Berlin, also. The Berlin National Assembly was first moved to Brandenburg and then dissolved. The king granted a new constitution which made a few concessions to liberal views, but kept himself and his army as the ultimate source of power.

MP to the new parliament In 1849 Bismarck was elected to the new Landtag as a prominent advocate of the ultraconservatives. He was then elected onto the ‘Union Parliament’ which sat in Erfurt and was supposed to advise on the constitution of what many hoped would become a federal Germany. Bismarck’s position was always simple and clear: Prussia first. Prussia, its king and power and traditions, must not be subsumed and diluted by absorption into a Greater Germany.

The renewed German Confederation In 1850, after stormy diplomatic exchanges which almost led to war, Prussia acceded to the Austrian demand to set up a new version of the pre-1848 German Bund or Confederation, to be based in Frankfurt. In 1851 Bismarck was appointed Prussian envoy to the Bundestag in Frankfurt – at just 35, a notable achievement over the heads of many older, more qualified candidates.

Prevents customs union with Austria The 1850s saw a sequence of events in which Bismarck emerged as a canny and astute exponent of power politics. The perennial dispute between Austria and Prussia crystallised into Austria’s wish to join a customs union of the north German states. Bismarck helped to exclude Austria, fobbing her off with a subsidiary agreement. Here presence would have diluted the power of  his beloved Prussia.

The Crimean War of 1854-56 showed how much Bismarck had learned and how far he had come from an unquestioning devotion to arch conservatism. Unexpectedly, the war pitched Christian Britain and France in support of the Muslim Ottoman Empire, against Christian Russia, in a bid to stem Russia’s annexation of the Balkans and creeping progress towards the Mediterranean. Arch conservatives, including the King of Prussia, had a lifelong sympathy for the most autocratic crown in Europe (Russia), and for the so-called ‘Holy Alliance’ which in previous decades had bound together the three autocracies of Prussia, Russia and Austria, and so wanted to go to Russia’s support. But Bismarck saw that Prussia’s best course lay in neutrality, which he managed to maintain.

Friendships with France Russia duly lost the Crimean War and was punished in the resulting Treaty of London. The France of Napoleon III emerged as the strongest power on the continent. Bismarck realised that, for the time being, Prussia should ally with France.

The New Era In 1858 Prince Wilhelm became regent for his brother the king of Prussia, who had had a stroke. Wilhelm showed himself much more amenable to liberals and German nationalists than his brother. It was the start of a so-called New Era. Bismarck surprised his right wing allies by showing himself remarkably open to the change. He had become well known for predicting that, sooner or later, Prussia would be forced into conflict with Austria for complete dominance of Germany. If liberals and nationalists contributed to Prussia’s strength and readiness for that battle, all the better. This is Realpolitik, you happily change alliances, friends and enemies and even principles – all in support of one consistent goal.

Diplomatic exile In the new atmosphere, Bismarck’s opponents had him despatched to St Petersburg as Prussian envoy. He was stuck there for three years but although he hated being torn out of domestic politics, he made many useful contacts in Russian circles. Bismarck lobbied hard to be given a high position in Prussia and was recalled in 1862, but Wilhelm disliked his crusty conservatism and despatched him on to Paris.

Appointed Prussian Prime Minister In 1861 the old king died and his brother ascended the throne as King Wilhelm I. In 1862 arguments between the liberal parliament and conservative administration about reforming the Prussian army led to a constitutional crisis. Bismarck was recalled from Paris and single-handedly persuaded King Wilhelm not to abdicate. Impressed by his staunch support, his parliamentary skill and his knowledge of foreign affairs, Wilhelm appointed Bismarck Prime Minister and Foreign Secretary of Prussia.

1863 Bismarck’s administration found itself embroiled in the ongoing arguments about army reform, as well as problems with the national budget, and sank to record unpopularity. Austria tried to renew the German Confederation on terms favourable to it, but Bismarck persuaded King Wilhelm to reject the demands, and counter-demand Prussian parity with Austria, a joint veto on declarations of war and – in a bold coup – the calling of a new National Assembly based on universal manhood suffrage.

The unification of Germany

30 years ago in my History A-Level, I learned that Bismarck is famous as the man who unified Germany via three short tactical wars. These three wars remain central to his achievement.

1. War with Denmark 

A dispute with Denmark about the ownership of the provinces of Schleswig and Holstein in the Jutland peninsula had been rumbling on since the 1830s. A treaty had been signed in London in 1852. In 1863 the new Danish King, Christian IX, broke the terms of the accord by incorporating Schleswig into Denmark. Bismarck solved the problem by co-opting the Austrians to help, then declaring war and invading the provinces, defeating the Danish army at the Dybøl Redoubt on 18 April 1864. This patriotic victory silenced most of his domestic critics, solved the army problem in favour of substantial extra funding, demonstrated Prussia’s military superiority over Austria, and appealed to all liberal nationalists. Suddenly everyone was behind him.

Hostilities with Denmark rumbled on till October when Bismarck achieved complete control of the two provinces, to be shared between Prussia and Austria.

2. War with Austria 

However, this only delayed the final confrontation between Prussia and Austria for dominance of Germany which Bismarck had been predicting, and planning for, for years. Ever since a new map of Europe was drawn up in 1815, after the defeat of Napoleon, German-speaking populations had been divided up into 39 states and free cities, dominated by big Prussia in the north and the enormous Austrian Empire in the south. From Mike Rapport’s great book about the 1848 revolutions, I learned that German nationalists had for some time been fretting about two alternative solutions to the challenge of creating a ‘united’ Germany, namely to include or exclude the German-speaking population of Austria – the so-called ‘Greater’ or ‘Lesser Germany’ positions.

Bismarck cut through the problem by engineering a war with Austria in 1866, which the Prussians decisively won at the battle of Sadowa on 3 July 1866. He had prepared the way by keeping the Russian Czar onside, liaising with his friend Napoleon III of France, and currying favour with liberals by, once again, proposing a new national Parliament.

After the crushing victory at Sadowa hotheads like Wilhelm I wanted to press on and take Vienna. Bismarck demonstrated his grasp of Realpolitik by refusing all such suggestions and engineering a peace treaty which left Austria with all its territory intact, but forced Austria to agree to the dissolution of the old German Confederation and the reorganisation of all Germany north of the river Main under Prussian control.

Thus Prussia annexed Hanover, Hesse, Nassau and the free city of Frankfurt. By making concessions to liberals at home on the budget issue, Bismarck secured widespread support at home as well as establishing the new North German Confederation under Prussian leadership, as the major power in central Europe. Extraordinary canny success.

Bismarck himself drew up the constitution of the new North German Confederation which was designed, at every point, to extend Prussian power. For example the ‘president’ was to be the King of Prussia, who had sole control of the army and power to appoint or dismiss the Chancellor. Bismarck instituted reforms of trade and freedom of movement, unified weights and measures, and published a new criminal code, which laid the basis for a renewed German economy. From a liberal point of view, these were all reforms they’d been calling for for a generation. From Bismarck’s point of view, that may or may not have been true, all he cared about was these reforms self-evidently made Prussia stronger – his undying goal.

However, the various southern states of Germany revolted against Prussian domination, electing liberal and anti-Prussian governments.

3. War with France

What Bismarck needed was war to prompt in the populations and nationalists of the south German states a sense of patriotic Germany unity which he could then exploit to suborn them into his confederation. For the next few years he closely monitored the situation in Europe for an opportunity.

It came when the throne of Spain fell vacant and a young prince from the Hohenzollern dynasty (the same dynasty as the King of Prussia) who happened to be married to a Portuguese princess, was offered the job.

Bismarck orchestrated both the offer and the timing of its release to the press and via ambassadors to the other nations of Europe, perfectly.

Already concerned about German encroachment into Denmark, political and public opinion in France was outraged at this ‘encirclement’ of France by the Hohenzollern monarchy.

But Bismarck cannily provoked the French government to go too far and demand that not only the young prince renounce the offer (reasonable enough) but that King Wilhelm himself renounce the offer, renounce the claim permanently (Prussia would never offer to put one of its royal family on the throne of Spain), and to apologise to France for any insult.

This demand was sent in a telegram to Bismarck while he was staying at the spa town of Ems. Bismarck was gleeful. He carefully doctored the text of the French demand to make it sound even more blunt, rude and threatening than it already was, and then had it widely published and distributed, ensuring outrage among German opinion at these extortionate demands.

Stung by the widespread publication of ‘the Ems telegram’, the french ruler Napoleon III found himself criticised at home for being weak, and let himself be goaded into declaring war on Prussia. The French Chamber of Deputies roared its approval. Patriotic men thronged to the local barracks all across France. Mobs sang the Marseillaise. The people rushed enthusiastically to war, confident that France had the strongest army in Europe.

Bismarck had achieved everything he wanted to. To the Prussian public, to all the south German states and to the world at large he could present himself as the victim of French aggression. A French army penetrated a few miles into German territory but was then halted and pushed back. Prussian forces quickly counter-invaded, surrounded the fortress at Metz and then massacred the army sent to relieve it, at the Battle of Sedan.

Napoleon III had rushed to the front to lead the French army himself, on the model of his glorious uncle, Napoleon Bonaparte, but he was no Bonaparte and the French army turned out to be a shambles. Napoleon was himself captured and the Second Empire collapsed. Bismarck had achieved his goal.

However, the French elected a new government and fought on, compelling the Prussians to march on to Paris and subject it to a prolonged siege which dragged into 1871.

The Franco-Prussian War and the rising up of the revolutionary Commune in Paris in 1871, are two long stories in their own right. More important from Bismarck’s point of view, was that the southern German states did indeed a) come in in support of Prussia b) go further and sign up to the German Confederation – Baden and Hesse-Darmstadt in 15 November, Bavaria and Württemburg on 23 November.

This meant that Bismarck could announce the climax of all his ambitions – the declaration of a new German Reich or Empire, with the Prussian King Wilhelm I, as its Kaiser or Emperor.

Symbolically, this grand ceremony didn’t take place on German soil at all but in the Hall of Mirrors at the Palace of Versailles in France, occupied by the Germans for another four months until a final peace treaty was signed with France.

German unification – which so many nationalists and liberals had been hoping for throughout the nineteenth century, was only achieved thanks to the ruthless destruction of France. Germany was forged amid bloodshed and war. This key fact of modern European history has more than symbolic importance. It was to resonate on through the next 80 years of European history…

This handy maps shows how extremely fragmented Germany was between 1815 and the 1860s. Note how even Prussia itself was splintered, with the sprawling eastern half separated from Westphalia in the west by tiny statelets like Hanover, Brunswick and Anhalt.

Preserving the balance of power

Given the unstintingly reactionary Prussian beliefs of the young Bismarck and the blunt brutality with which he was prepared to go to war three times to achieve his aims, I’ve always thought the most intriguing and impressive thing about him was the way that, once he had achieved his stated aims, Bismarck stopped war-mongering and had the wisdom to consolidate.

The European balance of power Admittedly this was partly a reaction to the response of the other powers to the arrival of a large unified new power in the centre of Europe. Britain, a recovering France, and autocratic Russia, all reacted with alarm.

From Bismarck’s perspective it was a gift when trouble erupted in the Balkans, namely nationalistic uprisings of Serbs and others against Ottoman Rule, which led to the Russo-Turkish War of 1877-78. THis distracted everyone’s attention away from Germany, and when the peace conference which ended the war was held in Berlin – the Congress of Berlin 1878 – Bismarck was able to present himself as a genially ‘honest broker’ between the various parties, with no vested interests in the area.

However, Russia was left aggrieved when it didn’t get all it wished, namely access to the Dardanelles (and so the Mediterranean) and felt badly rewarded for the policy of benign neutrality which it had adopted during the Franco-Prussian War.

As a result of this resentment, the ‘League of Three Emperors’ (Russia, Prussia, Austria) fell apart and Russia found herself being drawn into alliance with France.

This created the nightmare scenario, for Bismarck, of facing enemies on two fronts, east and west, and so he sought a rapprochement with Austria to the south, cemented in the Dual Alliance of 1879, and expanded to include Italy in 1882.

Thus this final third of Ullrich’s book shows how the seemingly innocent aims of German nationalism, which sounded so reasonable in the 1840s, led inevitably to a situation where Germany became permanently paranoid of being attacked on both its flanks, and led to the creation of the network of alliances which was to be triggered, with disastrous consequences, when Austria invaded little Serbia, in August 1914.

German colonies Initially Bismarck was dead set against Germany acquiring colonies as a distraction from the more important task of unification and consolidation. But he changed his mind.

He was motivated by a conscious desire to create enmity with Britain, who he was afraid would gain too much influence over the German state, seeing as the Kaiser’s heir, the young Crown Prince (Wilhelm II-to-be) had married a daughter of Queen Victoria.

Partly it would bring Germany into friendly collaboration with France in the South Seas and Africa where their colonies bordered each other.

With this new motivation, Germany took part in the ‘Scramble for Africa’ from the 1880s onwards, acquiring Togoland, Cameroon, German East Africa and German South-West Africa, where they proceeded to behave with genocidal brutality. But Bismarck wasn’t all that interested in the details. Europe was always his focus.

Domestic politics From the 1860s to 1890 Bismarck ruled Prussia, then the newly united Germany. It’s a long period and a lot happened, including:

  • A financial and economic depression starting in around 1873. This provoked anger, frustration, and the rise of modern anti-Semitism, the association of Jews in the popular press and among all classes with cosmopolitan capitalists, financiers, with the alleged bloodsuckers who were bleeding germany dry.
  • The southern states so recently joined to Germany were predominantly Catholic and banded together to form a Catholic party in the new Reichstag. The impeccably Protestant Bismarck saw this as a political threat and implemented a sweeping set of laws designed to restrict Catholic involvement in public life. These sweeping anti-Catholic polities became known as the Kulturkampf or Culture War.
  • Bismarck attacked Social Democratic movements by banning newspapers, political meetings and so on – but this policy rebounded. It hardened the resolve of social democrats and socialists, and created an embattled atmosphere in which radical theories like those of Karl Marx flourished.
  • On the other hand, Bismarck sought to undermine the appeal of radical politics by acceding to many of its policies. Between 1881 and 1889 Bismarck oversaw laws introducing sickness and accident insurance, old age and invalidity pensions – giving Germany the most advanced welfare state anywhere in Europe. Once again not because he particularly ‘believed’ in these policies; but because he saw them as an effective way of neutralising his enemies and retaining his grip on power.

For these next twenty or so years, from 1871 to 1890, Bismarck was the dominating figure in German politics, stamping his personality on the era in the so-called ‘Bismarck System’, and projecting it across Europe into the Concert of Powers.

During the 1880s, Bismarck’s policy of maintaining the status quo at any costs (including himself as Chancellor) came to seem more and more outmoded in a world where large-scale migration from the agricultural east to the industrial west was fuelling the runaway success of German heavy industry, leading to the growth of new cities and industrial areas, with the concomitant rise of working class militancy and new political demands. Economic, technological and social changes increasingly called for new policies.

In March 1888 Kaiser Wilhelm I died and Crown Prince Friedrich Wilhelm succeeded him as Friedrich III. However, he had throat cancer and died after a reign of just 99 days. He was in turn succeeded by his eldest son, who took the throne as Kaiser Wilhelm II – the same Kaiser Bill who ruled Germany during the First World War.

There was no love lost at all between the self-confident young ruler, aged 39, who wanted to change everything and the old Chancellor aged 73, who wanted everything to stay just the same.

The conflict quickly came to a head as Bismarck devised a new law solely designed, in his usual way, to create division among the centrist parties currently in power and keep them weak. The Kaiser refused to begin his new reign with strife and confrontation, and instead expressed a desire to extend the welfare system for the poor.

With typical thoroughness Bismarck worked through all the options available to him, including forming an unlikely alliance with an old bete noire, the leader of the Catholic party. He even, apparently, contemplated some kind of coup in which he usurped the Kaiser. But as his allies deserted him, Bismarck finally realised his time had come and, on 12 March 1890, tendered his resignation to the Kaiser in a letter which, characteristically, blamed the king for forcing him out and made ominous threats about the disasters which must inevitably follow when he had gone.

It was the removal of Bismarck which gave rise to the famous cartoon by Sir John Tenniel (illustrator of the Alice in Wonderland books) first published in the British magazine Punch on 29 March 1890, ‘Dropping the pilot’.

Most educated Germans were grateful that a long period of stagnation was over. Liberals looked forward to an era of reform. But the foreign powers regarded Bismarck most importantly as a man of peace, a lynchpin in the system of European stability, and worried about what would come next.

Bismarck went into disgruntled retirement where he dictated his memoirs in a hodge-podge manner until his death, aged 83 in 1898. He was a crude, blustering, reactionary bully, but cunning, clever and hard-working. By and large, countries get the leaders they deserve.

A liberal summary

Opinions about Bismarck are as divided today as they were at the time. One contemporary critic wrote that:

He made Germany great and Germans small.

Meaning that Bismarck’s policy of dividing and ruling his parliamentary opponents, of allying with particular parties when he needed them and then dropping them when he didn’t; of deliberately undermining any power bases or parties which threatened his own rule – all this conspired to keep German political culture immature, preventing the growth of a diverse and politically mature middle class, the key social element which is the sine qua non of democracy.

Instead, Bismarck acculturated an entire generation to deferring to a Strong Leader. His readiness to muzzle the press, undermine the civil service, ignore parliament, his cultivation of anti-Semitism, his use of foreign wars as a tool for maintaining domestic power, all these set a very bad precedent.

As did the extremist attitude and language he injected into German political culture.

He who is with me is my friend, he who is against me is my enemy – to the point of annihilation.

The violence of his language towards anyone who stood in his way – liberals, social democrats, Catholics, Jews, the French – set a toxic tone to German political culture which was to poison it for the next fifty years.

That Germany would be united sooner or later was probably inevitable. That it was united by such a reactionary, manipulative, authoritarian bully was not necessarily inevitable, and was to have terrible consequences.

Bismarck quotes

An eminent European statesman for such a long period, Bismarck had various quotes attributed to him, including:

Politics is the art of the possible.

Not by speeches and votes of the majority, are the great questions of the time decided – that was the error of 1848 and 1849 – but by iron and blood. (giving rise to the phrase ‘blood and iron’)

The whole of the Balkans is not worth the bones of a single Pomeranian grenadier.

The best one of all is, alas, unverified:

Sausages are like laws: I enjoy them both, but it is best not to enquire too closely into how either of them are made.

1848 became known as ‘the year of revolutions’ and ‘the springtime of nations’ because there was political turmoil, fighting and unrest right across Europe, resulting in ministries and monarchies being toppled and new nation states proclaimed.

Causes

The underlying causes were agricultural, economic and demographic.

1. Agricultural failure

From 1845 onwards grain harvests across Europe were poor, and this was exacerbated when the fallback crop, potatoes, were hit by a destructive blight or fungal infection which turned them to mush in the soil. The result of the potato blight in Ireland is estimated to have been one and a half million deaths, but right across Europe peasants and small farmers starved, often to death. Hence the grim nickname for the decade as a whole, ‘the Hungry Forties’.

2. Economic downturn

This all coincided with an economic downturn resulting from industrial overproduction, particularly in the textile industry. Textile workers and artisans were thrown out of work in all Europe’s industrialised areas – the north of England, the industrial regions of Belgium, Paris and south-east France, the Rhineland of Germany, around Vienna and in western Bohemia.

3. Population boom

Hunger and unemployment impacted a population which had undergone a significant increase since the end of the Napoleonic Wars in 1815. Countryside and cities alike had seen a population explosion.

The surplus of population was across all classes: it’s easy to see how an excess of many mouths to feed in a countryside hit by bad harvests, or in towns hit by economic depression, would result in misery and unrest. A bit more subtle was the impact of rising population on the middle classes: there just weren’t enough nice professional jobs to go round. Everyone wanted to be a doctor or lawyer or to secure a comfortable sinecure in the labyrinthine bureaucracies of the autocracies – but there just weren’t enough vacant positions. And so this created a surplus of disaffected, well-educated, middle-class young men who found roles to play in the new liberal and radical political movements.

If the surplus poor provided the cannon fodder in the streets, the surplus professional men provided the disaffected theoreticians and politicians of liberal reform and nationalism.

Inadequate response

As usual, the politicians in charge across Europe didn’t fully understand the scale of the poverty and distress they were dealing with and chose the time-honoured method of trying to repress all and any expressions of protest by main force.

Rapport’s book describes massacres in cities all across Europe as the garrisons were called out and soldiers shot on marching protesters in capital cities from Paris to Prague. This had an inevitable radicalising effect on the protesting masses who set up barricades and called on more of their fellow workers-urban poor to join them, and so on in a vicious circle.

However, these three underlying problems (population, hunger, slump) and the repressive response by all the authorities to almost any kind of protest, did not lead to one unified political movement of reform in each country. Instead the most important fact to grasp is that the opposition was split into different camps which, at the moments of severe crisis formed uneasy coalitions, but as events developed, tended to fall apart and even come to oppose each other.

There were at least three quite distinct strands of political opposition in 1848.

1. Liberalism

Of the big five states in 1840s Europe – Britain, France, Prussia, Austria and Russia – only France and Britain had anything remotely like a ‘democracy’, and even in these countries the number of people allowed to vote was pitifully small – 170,000 of the richest men in France, representing just 0.5% of the population, compared to the 800,000 who were enfranchised by the 1832 Reform Act in Britain (allowing about one in five adult British men the vote).

Despite the small electorates, both Britain and France at least had well-established traditions of ‘civil society’, meaning newspapers, magazines, universities, debating clubs and societies, the theatre, opera and a variety of other spaces where views could be aired and debated.

This was drastically untrue of the three other big powers – Prussia, Austria and Russia had no parliaments and no democracies. They were reactionary autocracies, ruled by hereditary rulers who chose ministers merely to advise them and to carry out their wishes, these moustachioed old reactionaries being Czar Nicholas I of Russia, Emperor Franz Joseph of Austria and Frederick William IV of Prussia.

Therefore, while liberals in Britain merely wanted to expand the franchise a bit, and even the radicals were only calling for complete manhood suffrage (encapsulated in ‘the Great Charter’ which gave the movement of ‘Chartism’ its name and whose collection and presentation to Parliament amounted to the main political event of the year in Britain) and whereas in France liberals wanted to see expansion of the suffrage and the removal of repressive elements of the regime (censorship) – in the three autocracies, liberals were fighting to create even a basic public space for discussion, and a basic level of democracy, in highly censored and repressive societies.

In other words, the situation and potential for reform in these two types of nation were profoundly different.

But to summarise, what marked out liberals across the continent is that they wanted constitutional and legal change, effected through what the Italians called the lotta legale, a legal battle (p.43).

2. Nationalism

Sometimes overlapping with liberal demands, but basically different in ambition, were the continent’s nationalists. Italy and Germany are the obvious examples: both were geographical areas within which the population mostly spoke the same language, but they were, in 1848, divided into complex patchworks of individual states.

In 1806 Napoleon had abolished the 1,000 year-old Holy Roman Empire, creating a host of new statelets, kingdoms, duchies and so on. Some thirty-nine of these were formed into the German Confederation. The German states were a peculiar mix of sovereign empires, kingdoms, electorates, grand duchies, duchies, principalities and free cities. The German Confederation was dominated by the largest two states, Prussia in the North and the Austrian Empire in the south.

Italy was arguably even more divided, with the two northern states of Lombardy and Piedmont under Austrian rule, the central Papal States under control of the Pope, while the south (the kingdom of Sicily and Naples) was ruled by a bourbon king, with other petty monarchies ruling states like Tuscany and Savoy.

1848 was a big year for the famous Italian nationalists, Garibaldi and Mazzini, who attempted to stir up their countrymen to throw off foreign rule and establish a unified Italian state. It is an indication of how dire Italy’s fragmentation was, that the nationalists initially looked to a new and apparently more liberal pope to help them – Pope Pius IX – the papacy usually being seen as the seat of reaction and anti-nationalism (although the story of 1848 in Italy is partly the story of how Pope Pius ended up rejecting the liberal revolution and calling for foreign powers to invade and overthrow the liberal government which had been set up in Rome.)

So 1848 was a big year for nationalists in Italy and the German states who hoped to unite all their separate states into one unified nation. Far less familiar to me were the nationalist struggles further east:

  • the struggle of Polish nationalists to assert their nationhood – after 1815 Poland had been partitioned into three, with the parts ruled by Prussia, Russia and Austria
  • as well as a host of more obscure nationalist struggles east of Vienna – for example:
    • the struggle of Magyar nationalists – the Hungarians – to throw off the yoke of German-speaking Vienna
    • the Czechs also, attempted to throw off Austrian rule
    • or the struggle of Ukrainian nationalists to throw off the domination of their land by rich Polish landowners

Many of these movements adopted a title with the word ‘young’ in it, hence Young Italy, Young Germany, Young Hungary, Young Ireland, and so on.

Rapport shows how nationalists in almost all the countries of Europe wanted their lands and peoples to be unified under new, autochthonous rulers.

N.B. It is important to emphasise the limits of the 1848 revolutions and violence. There were no revolutions in Britain, the Netherlands, Sweden-Norway, in Spain or Portugal or in Russia. The Springtime of Nations most affected France, Germany, Italy and the Austrian Empire.

3. Socialism

After liberalism and nationalism, the third great issue was the ‘social question’. While the rich and the upper-middle class seemed to be reaping the benefits from the early phases of the industrial revolution – from the spread of factory techniques for manufacturing textiles, the construction of a network of railways which helped transport raw materials and finished goods and so on – a huge number of rural peasants, small traders, and the urban working class were living in barely imaginable squalor and starving.

The paradox of starvation in the midst of plenty had prompted a variety of theoretical and economic analyses as well as utopian visions of how to reform society to ensure no-one would starve. These had become more prominent during the 1830s. It was in 1832 that the word ‘socialism’ was first coined as an umbrella term for radical proposals to overhaul society to ensure fairness and to abolish the shocking poverty and squalor which so many bourgeois writers noted as they travelled across the continent.

So ‘socialist’ ways of thinking had had decades to evolve and gain traction. Rapport makes the interesting point that by 1848 Europe had its first generation of professional revolutionaries.

The great French Revolution of 1789 had propelled men of often middling ability and provincial origin into high profile positions which they were completely unprepared for. By contrast, 1848 was a golden opportunity for men who had devoted their lives to revolutionary writing and agitating, such as Louis-August Blanqui and Armand Barbès.

(As Gareth Stedman Jones makes clear in his marvellous biography of Karl Marx, Marx himself was notorious to the authorities as a professional subversive, and his newspaper, the Neue Rheinische Zeitung became the bestselling radical journal in Germany, but he had little impact on the actual course of events.)

The various flavours of socialists were united in not just wanting to tinker with constitutions, not wanting to add a few hundred thousand more middle-class men to the franchise (as the liberals wanted) – nor were they distracted by complex negotiations among the rulers of all the petty states of Italy or Germany (like the nationalists were).

Instead the socialists were united in a desire to effect a comprehensive and sweeping reform of all elements of society and the economy in order to create a classless utopia. For example, by nationalising all land and factories, by abolishing all titles and ranks and – at their most extreme – abolishing private property itself, in order to create a society of complete equality.

A crisis of modernisation

Rapport sums up thus: The revolution and collapse of the conservative order in 1848 was a crisis of modernization, in that European economies and societies were changing fast, in size and economic and social requirements, but doing so in states and political cultures which had failed to keep pace and which, given the reactionary mindsets of their rulers and aristocracy, were dead set against any kind of reform or change. Something had to give.

1848

Rapport tells the story of the tumultuous events which swept the continent with great enthusiasm and clarity. He gives us pen portraits of key reformer such as the nationalists Mazzini and Garibaldi and the socialist Blanqui, and of arch conservatives like Klemens Metternich, Chancellor of Austria, the young Bismarck of Prussia, and the sneering Guizot, unpopular premiere of France.

This is a great cast to start with but quite quickly the reader is overwhelmed with hundreds more names of radicals, republicans, liberals, reactionaries, conservatives and monarchists, ordinary workers and emperors – Rapport clearly and effectively presenting a cast of hundreds of named individuals who played parts large and small during this tumultuous year.

The first and decisive event of the year was the overthrow of King Louis Philippe in France and his replacement by a hastily cobbled-together Second Republic, in February 1848. This was a genuine revolution, and in what many took to be Europe’s most important nation, so news of it spread like wildfire across the continent, emboldening radicals in Italy, Austria, Prussia and further east.

Rapport describes events with a keen eye for telling details and the key, often accidental incidents, which could transform angry hunger marchers into an revolutionary mob. For example, the outraged citizen of Milan who knocked a cigar out of the mouth of a preening Austrian officer, sparking a street fight which escalated into a ‘tobacco riot’, prompting the city’s Austrian governor to call out the troops who then proceeded to fire on the mob, killing six and wounding fifty Italian ‘patriot and martyrs’. That is how revolutions start.

There is a vast amount to tell, as Rapport describes not only the turmoil on the streets, but the complex constitutional and political manoeuvrings of regimes from Denmark in the north to Sicily in the south, from Ireland in the west to Hungary, Ukraine and Poland in the east. I didn’t know so much happened in this one year. I didn’t know, for example, that in the Berlin revolution, in March, one day of epic street fighting between liberal reformers, backed by the population against the king’s army, resulted in 800 dead!

It was eye-opening to be told in such detail about the scale of the violence across the continent.

I knew that the ‘June Days’ in Paris, when General Cavaignac was tasked with using the army to regain control of all the parts of the city where revolutionary barricades had been set up, resulted in vast bloodshed, with some 10,000 killed or injured. But I didn’t know that when Austrian Imperial troops retook Vienna from the liberal-radical National Guard in the last week of October 1848, the use of cannon in urban streets contributed to the death toll of 2,000 (p.287).

There were not only soldiers-versus-workers battles, but plenty of more traditional fighting between actual armies, such as the battle between the forces of the king of Piedmont and Austrian forces in north Italy leading to the decisive Austrian victory at Custozza on 25 July 1848.

But it was the scale of the urban fighting which surprised and shocked me.

In another example, for a few months from April 1848 the island of Sicily declared its independence from the bourbon king of Naples who had previously ruled it. However, the king sent an army by ship which landed at Messina, subjecting the city to a sustained bombardment and then street by street fighting, which eventually left over two thirds of the city in smouldering ruins (p.260).

The social, political but also ethnic tensions between native Czech republicans and their overlord Austrian masters, erupted into six days of violent street fighting in Prague, June 12-17, during which Austrian General Windischgrätz first of all cleared the barricades before withdrawing his troops to the city walls and pounding Prague with a sustained artillery bombardment. Inevitably, scores of innocent lives were lost in the wreckage and destruction (p.235).

So much fighting, So much destruction. So many deaths.

New ideas

Well, new to me:

1. The problem of nationalism The new ideology of nationalism turned out to contain an insoluble paradox at its core: large ethnically homogenous populations were encouraged to agitate for their own nation, but what about the minorities who lived within their borders? Could they be allowed their national freedom without undermining the geographical and cultural ‘integrity’ of the larger entity?

Thus the Hungarian nationalists had barely broken with their Austrian rulers before they found themselves having to deal with minority populations like Romanians, Serbs, Croats and others who lived within the borders the Hungarians claimed for their new state. Should they be granted their own independence? No. The Hungarians not only rejected these pleas for independence, but went to war with their minorities to quell them. And in doing so, split and distracted their armies, arguably contributing to their eventual defeat by Austria.

Meanwhile, Polish nationalists were dead set on asserting Polish independence, but in Galicia quickly found themselves the subject of attacks from the Ruthenian minority, long subjugated by Polish landowners, and who claimed allegiance to a state which they wanted to call Ukraine. Like the Hungarians, the Poles were having none of it.

Thus nationalism spawned mini-nationalisms, sub-nationalisms, and ethnic and cultural conflicts which began to look more like civil wars than struggles for ‘independence’.

As a result, two broad trends emerged:

1. The chauvinism of big nations Nationalists from the larger nations developed an angry rhetoric castigating these troublesome little minorities as culturally less advanced. Rapport quotes German nationalists who criticised the Slavic minorities for their alleged racial and cultural inferiority – a rhetoric which was to have a long career in Germany, leading eventually to the Nazis and their Hunger Plan to starve and enslave the Slavic peoples.

2. Austro-Slavism In response to the breakaway aspirations of Hungary, the Hapsburg (Austrian) monarchy developed a strategy of Austro-Slavism. This was to appeal directly to the many minorities within the empire, and within Hungarian territory in particular, and guarantee them more protection within the multicultural Austro-Hungarian Empire than they would receive in one of the new, ethnically pure, nationalist states. ‘Stay within our multicultural empire and you will be better off than under repressive monoglot Hungarian rule.’

Thus when representatives of the Slovaks asked the new Hungarian Parliament (which had been created in March 1848 as a concession from Vienna) to allow the teaching of the Slovak language and the flying of the Slovak flag in Slovak regions within the new Hungary, the Hungarians vehemently refused. They accused the nationalists of ‘Pan-Slavic nationalism’ and of wanting to undermine the integrity of the new Magyar (i.e. Hungarian) state. Not surprisingly when, later in the year, open war broke out between Austria and Hungary, many Slovak nationalists sided with Austria, having made the simple calculation that they were likely to have more religious, racial and linguistic freedom under the Austrian Empire than under the repressively nationalistic Hungarians.

3. The threshold principle of nationalism The threshold principle is an attempt to solve the Nationalism Paradox. It states that a people only ‘deserves’ or ‘qualifies’ to have a state of its own if it has the size and strength to maintain and protect it. Surprisingly, Friederich Engels, the extreme radical and patron of Karl Marx, espoused the threshold principle when it came to the smaller nationalities in and around Germany. Being German himself he, naturally enough, thought that Germany ought to be unified into a nation. But the Czechs, Slovaks and other ‘lesser’ peoples who lived within the borders of this new Germany, Engels thought they didn’t deserve to be nations because they didn’t come up to ‘German’ standards of culture and political maturity. (Explained on page 181).

This was just one of the problems, paradoxes and contradictions which the supposedly simple notion of ‘nationalism’ contained within itself and which made it so difficult to apply on the ground.

Nonetheless, 1848 marks the moment when nationalism clearly emerges as a major force in European history – and at the same time reveals the contradictions, and the dark undercurrents latent within it, which have dominated European politics right down to this day.

4. Grossdeutsch or Kleindeutsch? Uniting the 39 states of Germany sounds like a straightforward enough ambition, but at its core was a Big Dilemma: should the new state include or exclude Austria? The problem was that while the Austrian component of the Austrian Empire spoke German and considered themselves culturally linked to the rest of Germany, the Hapsburg monarchy which ruled Austria had also inherited a patchwork of territories all across Europe (not least all of Hungary with its minorities, and the northern states of Italy): should those obviously non-Germanic part of the Austrian empire be incorporated into Germany? Or would Austria have to abandon its empire in order to be incorporated into the new Germany?

Exponents of a Grossdeutsch (Big Germany) option thought it ridiculous to exclude Austria with its millions of German-speakers; of course Austria should be included. But that would mean tearing the Austro-Hungarian empire in half because obviously you couldn’t include millions of Hungarians, Romanians and so on inside a ‘German’ state (the Kleindeutsch, or Little Germany, position).

Or could you? This latter thought gave rise to a third position, the Mitteleuropäisch solution, under which all of the German states would be incorporated into a super-Austria, to create a German-speaking empire which would stretch from the Baltic in the north to the Mediterranean in the south, a bulwark against Latins in the west and south, and the Slavic peoples to the east and south-east, promoting German culture, language and way of life across the continent, by force if necessary. (pp.298-300)

Comical and hypothetical though this may all sound, it would prove to be at the centre of world history for the next century. It was the ‘German Problem’ which lay behind the seismic Franco-Prussian War, the catastrophic First World War, and the global disaster of the Second World War.

The European Economic Community, established by the Treaty of Rome in 1957, at bottom was an attempt to settle the ‘German Problem’ i.e. to tie the German and French economies so intricately together that there could never again be war between the two of them.

Some people think the ‘German Problem’ was only really settled with the reunification of the two Germanies in 1990, but others think it still lives on in the disparity between the rich industrial West and the mostly agricultural and impoverished East.

And the question of German identity, of who is or isn’t Germany, has been revived by Angel Merkel’s over-enthusiastic acceptance of a million refugees in 2017, which has led to the widespread popularity of far right political parties in Germany for the first time since the Second World War.

All of which tends to suggest that the virus of nationalism, unleashed in 1848, can never really be cured.

Results

It takes four hundred pages dense with fact and anecdote to convey the confused turmoil of the year 1848, but Rapport had already spelled out the overall results in the opening pages.

Although all the protesters hated the reactionary regimes, they couldn’t agree what to replace them with. More specifically, the liberals and socialists who initially found themselves on the same barricades calling for the overthrow of this or that ‘tyrant’ – once the overthrow had been achieved or, more usually, a liberal constitution conceded by this or that petty monarch – at this point these temporarily allied forces realised that they held almost diametrically opposed intentions.

The liberals wanted to hold onto all their property and rights and merely to gain a little more power, a little more say for themselves in the way things were run; whereas the socialists wanted to sweep the bourgeois liberals out of the way, along with the monarchy, the aristocracy, the church and all the other tools of oppression.

It was this fundamentally divided nature of the forces of ‘change’ which meant that, as events worked their course, the forces of Reaction found it possible to divide and reconquer their opponents. Almost everywhere, when push came to shove, middle-class liberals ended up throwing in their lot with the chastened autocracies, thus tipping the balance of power against the genuine revolutionaries.

The high hopes of 1848 almost everywhere gave way to the resurgence of the autocracies and the restoration of reactionary regimes or the imposition of old repression in new clothes. Nowhere more ironically than in France where the overthrown monarchy of Louis Philippe gave way to the deeply divided Second Republic which staggered on for three chaotic years before being put out of its misery when the canny Louis-Napoléon Bonaparte – who had gotten himself elected president right at the end of 1848 – carried out the coup which brought him to power as a new Emperor, Napoleon III, in 1851.

Rapport’s account also makes clear that the violence and turmoil wasn’t limited to 1848 – it continued well into 1849:

  • in Germany where the newly established ‘national’ parliament was forced to flee to Frankfurt and, when the Prussian king felt strong enough to surround and close it, its suppression sparked a second wave of uprisings, barricades, vicious street fighting and harsh reprisals in cities all across Germany e.g. Dresden where Richard Wagner took part in the insurrection, whose violent suppression left over 250 dead and 400 wounded.
  • and in Italy where the republics of Rome and Venice were besieged and only conquered after prolonged bombardment and bloodshed. (It is a real quirk of history that the Roman republic was besieged and conquered by French troops, ordered there by ‘President’ Napoleon. Why? Because the French didn’t want the approaching Austrians to take control of Rome and, therefore, of the Papacy. Ancient national and dynastic rivalries everywhere trumped high-minded but weak liberal or republican ideals.)

More than anywhere else it was in Hungary that the struggle for independence escalated into full-scale war  (with Austria) which dragged on for several years. By the end, some 50,000 soldiers on both sides had lost their lives. When the Austrians finally reconquered Hungary, they quashed its independent parliament, repealed its declaration of rights, reimposed Austrian law and language and Hungary remained under martial law until 1854.

The Hungarian revolt led to the establishment of an independent parliament in 1849 which seceded from the Austrian Empire. Unfortunately, this was crushed later in the year by a combination of the Austrian army which invaded from the west, allied with Russian forces which invaded from the East. The parliament was overthrown, Hungary’s leaders were arrested, tried and executed, and the country sank into sullen acquiescence in the Austro-Hungarian Empire which lasted until 1918, when it finally achieved independence.

None of the ‘nations’ whose nationalists were lobbying for them to be created ended up coming into existence: both Italy and Germany remained patchwork quilts of petty states, albeit some of them reorganised and with new constitutions. Italy had to wait till 1860, Germany until 1871, to achieve full unification.

Polish nationalism completely failed; Poland didn’t become an independent nation state until 1918.

Same with the Czechs. They only gained nationhood, as Czechoslovakia, in 1918 (only to be invaded by the Nazis 20 years later).

Only in France was the old order decisively overthrown with the abolition of the monarchy. But this, ironically, was only to give rise to a new, more modern form of autocracy, in the shape of Napoleon III’s ’empire’.

It is one among many virtues of Rapport’s book that he explains more clearly than any other account I’ve read the nature of Napoleon’s widespread appeal to the broad French population, and the succession of lucky chances which brought him to the throne. Karl Marx dismissed Napoleon III as an empty puppet who made himself all things to all men, not quite grasping that this is precisely what democracy amounts to – persuading a wide variety of people and constituencies that you are the solution to their problems.

Everywhere else the European Revolution of 1848 failed. It would be decades, in some cases a century or more, before all the ideas proclaimed by liberals came into force, ideas such as freedom of expression and assembly, the abolition of the death penalty (1965 in Britain), of corporal punishment and censorship (Britain’s theatre censorship was only abolished in 1968), the emancipation of minorities and the extension of the franchise to all men and women (in the UK it was only in 1928 that all men and women over the age of 21 were allowed a vote – 80 years after 1848).

Order over anarchy

The political and economic situation had certainly got bad enough for a constellation of forces – and for hundreds of thousands of alienated urban poor – to mobilise and threaten their rulers. But none of the reformers who inherited these situations could command the majority needed to rule effectively or implement their plans before the Counter-Revolution began to fight back.

The failure of the French Second Republic, in particular, made clear a fundamental principle of advanced societies. that the general population prefers an able dictatorship to the uncertainty and chaos of ‘revolution’.

(This is also the great lesson of the wave of anarchy which swept across Europe after the Great War, described in by Robert Gerwarth’s powerful book, The Vanquished: Why the First World War Failed to End 1917-1923.)

Again and again, in different countries, Rapport repeats the lesson that people prefer order and security, albeit with restricted political rights, to the ‘promise’ of a greater ‘freedom’, which in practice seems to result in anarchy and fighting in the streets.

People prefer Order and Security to Uncertainty and Fear.

When faced with a choice between holding onto their new political liberties or conserving their lives, their property and their communities against ‘anarchy’ or ‘communism’, most people chose to sacrifice their freedom for the sake of security. (p.191)

A simple lesson which professional revolutionaries from Blanqui to our own time seem unable to understand. It is not that people are against equality. If asked most people of course say they are in favour of ‘equality’. It’s that most people, in countries across Europe for the past 170 years, have time and time again shown themselves to be against the anarchy which violent movements claiming to fight for equality so often actually bring in their train.

P.S.

I get a little irritated by readers and commentators who say things like, ‘the issues in the book turn out to be surprisingly modern, issues like freedom of speech, constitutional and legal reform, the identity of nations and their populations’.

Rapport himself does it, commenting that many German states expressed ‘startlingly modern-sounding anxieties’ (p.337) in response to the Frankfurt Parliament’s publication of its Grundrechte or Bill of Basic Rights, in December 1848.

This is looking down the telescope the wrong way. All these themes and issues aren’t ‘surprisingly relevant to today’. What phrases like that really express is that, we are still struggling with the same issues, problems and challenges – economic, social and cultural – which have dogged Europe for over 200 years.

The past isn’t surprisingly ‘relevant’. It is the world we live in that is – despite all the superficial changes of clothes and cars and techno-gadgets – surprisingly unchanged. We are still struggling with the problems our parents, grandparents, great-grandparents and their parents and grandparents, failed to solve.

If you’re of the tendency who think that handfuls of people living a hundred or two hundred years ago – early socialists or feminists or freethinkers – were ‘prophets’ and ‘surprisingly relevant’ it’s because this way of thinking tends to suggest that we standing tip-toe on the brink of solving them.

I, on the contrary, take a much more pessimistic view, which is that this or that thinker wasn’t a startlingly far-sighted visionary, simply that they could see and express problems and issues which over the past two hundred years we have completely failed to solve.

When so many better people than us, in more propitious circumstances, have failed, over decades, sometimes centuries, to solve deep structural issues such as protecting the environment, or how to organise states so as to satisfy everyone’s racial and ethnic wishes, or how to establish absolute and complete equality between the sexes – what gives anyone the confidence that we can solve them today?

All the evidence, in front of the faces of anyone who reads deeply and widely in history, is that these are problems intrinsic to the human condition which can never be solved, only ameliorated, or fudged, or tinkered with, in different ways by different generations.

Sentimental Education by Gustave Flaubert (1869)

This is Flaubert’s third novel, and in fact it’s the last one he finished, if we categorise his fourth book, the temptation of Saint Anthony, as a theological fantasia rather than a novel.

With the previous two novels, Flaubert had established a reputation as a highly literary writer, becoming famous for his meticulously detailed realism. He had also gained a reputation for ‘immorality’: Emma Bovary, the heroine of his first book is shown progressing – or declining – from shy convent schoolgirl, through dissatisfied wife, to reluctant seducee and then seasoned and cynical adulterer. But Emma’s small-town tragedy was eclipsed by the astonishing violence and exotically sensual atmosphere of his second book, Salammbô, a historical novel describing in loving detail the stupefying cruelties of 3rd century BC Carthage.

A consequence of Flaubert’s meticulous craftsmanship was that he took a very long time writing each of his books, sometimes spending a whole day crafting a sentence, searching, as he put it, for le mot juste – for just the right word to create the effect he wanted. There was a seven-year gap between Salammbô and this third work – plenty of time for critics and readers alike to wonder which course he would follow – another realistic tale of contemporary French life, or another oriental phantasmagoria.

In the event it was the former. Sentimental Education is sub-titled ‘The history of a young man’ and that is exactly what it is, the story of a young Frenchman’s emotional, intellectual and social development in the years 1840 to 1851.

Among Flaubert’s entertaining and very readable correspondence, are a number of places where he explains his aim in the book. To one one correspondent he wrote that:

I want to write the moral history of the men of my generation – or, more accurately, the history of their feelings. It’s a book about love, about passion; but passion such as can exist nowadays – that is to say, inactive.

The guiding idea is that the young hero is a romantic, who wants to have a pure and romantic love – but he lives in a ‘fallen’, ‘bourgeois’, business-minded age, an age which cannot sustain him or his dreamy ideals, in which his ‘ideals’ seem to be hopelessly frustrated and compromised and he himself eventually becomes – as we shall see – cynical and manipulative.

Now whether this is the fault of the age, with its ‘bourgeois’ values, or of the protagonist for being such a naive fool, is left for the reader to decide.

The plot

Sentimental Education is divided into three parts, is very long (420 pages in the Penguin paperback version which I read) and exceedingly complicated. My summary is consciously as rambling as the plot itself i.e. I haven’t tried to simplify and regularise it; as a reader I found the book often baffling and sometimes incomprehensible.

Part one

We meet the hero, young Frédéric Moreau, in 1840 when he is an eighteen-year-old student, come from his home in Normandy to study law in Paris. The core of the plot is his enduring love for an older married woman, the wife of the art dealer Jacques Arnoux, who he sees on the Paris-to-Normandy river boat (along the river Seine) and spends the rest of the novel pursuing.

All this is completely autobiographical – Flaubert himself hailed from Normandy (his father was a surgeon), he studied law in Paris and he fell in love with an older married woman, like his hero. Looking back at his romantic younger self, Flaubert gives Frédéric numerous flights of romantic reverie, indulging what was obviously his own early lyrical sensibility. But the older Flaubert is much more world-weary, cynical and pessimistic, a tone which is prevalent in the third person narrative, and above all in the course of events, and the cynical outcomes of almost all the characters.

More interesting than the character of Moreau himself is the network of acquaintances Flaubert creates around him to convey the Parisian artistic and intellectual life of his generation. The art dealer Arnoux is depicted as a crook, inciting artists to paint meretricious works for money and ripping them off in all kinds of dodgy deals. He runs a magazine, L’Art Industriel, and every Wednesday he holds open house for painters, critics, writers, composers and so on to come round and chat. Moreau bumps into the young joker Hussonet and via him worms his way into becoming a regular at these open days, with the sole view of talking to Madame Arnoux who, however, rarely appears.

Meanwhile, his old schoolfriend from back in Nogent, Charles Deslauriers, turns up in Paris to study law and the pair share rooms, drinks, jokes. Frédéric organises a Saturday soirée for his friends. In one or other of these settings, we meet the following characters and follow their endless arguments about art and politics. It turns out to be necessary to really get to know them since they all reappear over the course of the next 12 years or so, playing key roles in the complex personal story, and background political developments, of the age.

  • Baptiste Martinon, law student
  • Marquis de Cisy, nobleman and law student
  • Sénécal, math tutor and uncompromising Republican
  • Hussonet, journalist, drama critic and joker
  • Dussardier, a simple shopworker who Moreau and Hussonet help after he’s wrongfully arrested for assaulting a policeman
  • Regimbart, ‘The Citizen’, a fiercely doctrinaire revolutionary
  • Pellerin, a painter with more theories than talent
  • Madamoiselle Vatnaz, actress, courtesan, frustrated feminist

The ‘plot’ i.e. the tangled sequence of events over the next 11 years (1840 to 1851) involves the appearance, disappearance and reappearance of all these characters, shedding light on their changes and developments, generally in a pessimistic downwards direction. For example, Frédéric’s childhood friend Deslaurier fails as a lawyer and would-be politician, turning to journalism where he writes scurrilous pieces for other papers and nags Frédéric to loan him the money to set up his own.

Whenever there is political turbulence, we can be sure of hearing about Sénécal and Regimbart, who, in different ways, rage against the ruling classes and the king. Over the eleven years they follow drastically different courses, Regimbart becoming a monosyllabic drunk, Sénécal  undergoing a complete volte-face to become a violent reactionary.

Pellerin is a broadly comic character, reminiscent of Homais in Bovary, in that he is mechanically predictable: whenever we meet him he is in thrall to yet another theory of art, changing his allegiance from Michelangelo to Titian to Velasquez and so on, never achieving anything, always complaining.

The plot is complex and multi-layered, but two key elements are Frédéric’s love life and his career (both ill-fated).

Love life (1)

Frédéric sees Madame Arnoux on the boat to Nogent and it is love at first sight. He inveigles his way into Monsieur Arnoux’s confidences with the sole purpose of seeing more of Madame. However, he finds himself being taken up by the cheery, good-natured Arnoux himself and initiated into the fact that Arnoux keeps a mistress in a set of rooms. Arnoux takes him there, and Frédéric meets the rather bony, dry, sharp Madamoiselle Vatnaz.

This adulterous relationship of Arnoux’s is one of the revelations of a Big Night out, when almost all the Parisian characters go to the opening of a new cabaret, the Alhambra. In a scene which is very filmic, they encounter each other in different rooms, drink, gamble, bump into each other later in the evening, are introduced to girlfriends, mistresses and courtesans and so on.

Career

As she sends him off to Paris, his loving mother hopes that Frédéric will work hard at his law studies, become a lawyer, stand as a deputy to the National Assembly and become a minister. Needless to say, none of this happens. Frédéric fritters away his money and his time on pointless love affairs, and looks every possibly gift horse in the mouth. After getting into the arty set around Arnoux’s magazine, he decides to become a painter (cue comic advice from the inept painter Pellerin). Later, Frédéric thinks he might become a journalist. In actual fact he ends up becoming a well-heeled wastrel. This becomes increasingly frustrating for the reader, and by about page 300 I really wanted to give Frédéric a good slap and tell him to sort his life out.

Right from the start Frédéric is advised by Frédéric’s mother’s friend Roque to go and contact a high society banker, Monsieur Dambreuse, to whom he is given a letter of introduction. Over the next 300 pages Frédéric only occasionally goes to see Dambreuse who: offers him the low-down on buying share in a new company which is bound to succeed – distracted by yet another love visit somewhere, Frédéric fails to do this. Then Dambreuse offers to make Frédéric secretary in the new company, in exchange for him purchasing shares: again Frédéric misses this opportunity because he just has to go and visit Madame Arnoux (yet again).

The most unaccountable stupidity is when, after being rejected by Madame Arnoux, Frédéric returns to his mother’s house in rural Nogent, and discovers that the little girl next door who he used to play with, the daughter of his mother’s neighbour, old Roque, has blossomed into the lovely young woman, Louise. They immediately get on well and it becomes clear that Louise is infatuated with him. The parents, of course, are totally informed and approve the match, Frédéric’s mother because old Roque is loaded and, if he marries Louise, Frédéric will inherit all his money – old Roque because he wants his daughter to gain a title and buried deep in Madame Moreau’s past is, in fact, a landed title, which Frédéric could revive.

Louise and Frédéric become so close that they are allowed to walk out together, the Nogent community is informed that they are engaged, and they themselves expect to marry. This goes on for some time, maybe a year, until Frédéric wakes up one fine day to find that a distant uncle – uncle Barthelemy – has died and left him a substantial fortune in property, from which he will be able to extract a very comfortable annual income.

This goes straight to his head and he tells his mother and Louise that he must go back to Paris to make his Great Career. Off he goes, hires himself an enormous apartment, decorates it in the finest fashion, hires a showy carriage and servant, and generally behave like a shallow idiot. What does he do with his position? Does he make careful plans to further his career by, for example, re-contacting the rich Dambreuse? No. He plunges back into the pointless vortex of love affairs and mistresses.

What is incomprehensible to me is that, after Frédéric returns to Paris, he promptly forgets all about Louise who is not mentioned for the next two hundred pages while Frédéric falls back into the same mind-numbingly boring routine of carrying a torch for Madame Arnoux, visiting the Arnoux household, getting caught up with Arnoux’s mistress, and so on.

Love life 2

Back in Paris Frédéric discovers that Arnoux has moved. It takes him some trouble to track him down, whereupon he discovers that Arnoux has completely changed career, selling his art magazine and investing in a pottery factory outside Paris. Moreover, he has dumped Mlle Vatnaz and his new lover is one Rosanette, a courtesan.

There is another Big Party scene, a fabulous masked ball. At this point I realised that Flaubert likes Big Set-Piece Scenes. Madame Bovary features a Rural Wedding, the Agricultural Show and a Rural Funeral, all reminiscent of big mid-Victorian panoramic paintings. As befits a novel set in the Big City, Sentimental Education includes similar Set Pieces but with an urban setting – The Cabaret Party in part one and The Masked Ball in part two, both described in loving detail, at length, and opportunities for Flaubert to display his ability with complex scenes featuring numerous characters, all displaying new and unexpected aspects of their personalities and unexpected relationships between each other.

A feature of these scenes, as with the several Big Dinner Parties given by M. Dambreuse, is that the reader is often as confused as Frédéric by the gossip, mutterings, sniggers behind fans, people looking at him with raised eyebrows, and so on. Whatever Frédéric does, social gossip is always one step ahead, and it’s a feature of the book that he’s not only the last one to find out various important facts about other characters, but that Flaubert makes the reader share in Frédéric’s imperceptiveness, his dimness.

Frédéric likes Arnoux’s mistress, Rosanette, and has Pellerin paint him a portrait of her (giving rise to many comic moments highlighting Pellerin’s ineptitude as an artist). His old schoolfriend Deslauriers is resentful of Frédéric’s new wealth and asks 15,000 francs of him to set up a new newspaper. Frédéric listens to the unrealistic proposal for it, but promises the money anyway.

However, just as he receives the money from his own solicitor, Arnoux comes bustling round to his apartment to tell him that he desperately needs about 12,000 francs as he is about to be declared bankrupt: just for a week, two at the most. Still obsessed with his ‘love’ for M. Arnoux, in the vague hope that by helping the husband he will get ‘closer’ to the wife, Frédéric gives Arnoux the money, and then has to make up some excuse for letting down Deslaurier who, not surprisingly, is bitterly disappointed. Frédéric himself is then let down when cheery Arnoux is unable to repay him next week, or the week after and, as the months go by, Frédéric realises that the money is lost.

Frédéric begins pursuing Rosanette in earnest and takes her to the races, but she goes home with a man named Cisy. At dinner one night at Cisy’s opulent home, Cisy reveals that he had gone home with Rosanette to win a bet. The guests talk about Arnoux and lewdly suggest that Madame Arnoux has been a mistress to many men. Frédéric throws a plate at Cisy, and the argument escalates. The men agree to a duel and Flaubert depicts the formalities of such an event in painstaking detail – but on the appointed day, Cisy faints and the whole thing – symbolic of all the romantic dreams which fizzle out in sordid disappointment – is a damp squib.

Thinking of money has raised the spectre of working with or for Dambreuse, who Frédéric goes to meet and who offers him job but – Frédéric fails to keep the appointment they make to discuss it in detail, because he hears that Arnoux’s fortunes have taken a turn for the worse and he makes a wild goose chase visit out to the factory in the country outside Paris to see Madame Arnoux – again. The journey, the countryside and the factory are all interestingly described, but I really want to shake Moreau and tell him to grow up.

Frédéric hesitatingly makes his feelings clear to Madame Arnoux who brushes him off with very sensible nostrums about how duty comes first and brief affairs never lead to happiness. Rebuffed, Frédéric goes straight back into Paris and to the apartment of Rosanette, who he has fancied since he met her. Only after he’s left, does Madame Arnoux have an epiphany and realise that she does love Frédéric.

The Rosanette connection becomes more and more complex in the final third of the novel, because Frédéric discovers that, as well as Arnoux as a lover, Rosanette has for some time had an elderly ‘sponsor’, M. Oudry. Later, in part three, we discover that she is seeing a rich Russian aristocrat. And then in another twist, Frédéric discovers that she seems to be in love with a pretentious Paris actor, Delmas.

None of this prevents Frédéric pursuing her and eventually having sex with her so that (presumably) she becomes ‘his’ mistress. At some point I had to give up and confess I didn’t understand the ‘love’ story in the novel at all. I don’t understand how Frédéric can be passionately in love with Madame Arnoux and yet dedicate so much time to seducing Rosanette, all the time knowing that Rosanette has been the mistress of his beloved’s husband and continues to see other men, and then in the rural scenes back at Nogent, go walking out with Louise and declare to her that he has never been happier.

It’s not a question of him being a cad or a ‘sexual predator’ as modern usage has it – it is much weirder than that. Throughout the novel I had the sense that Flaubert was describing a set of values and a mindset which I just simply don’t understand.

In the concluding scenes of Part Two Frédéric finally gets Madame Arnoux on her own, without her maid or small children, and there tells her he loves her and – for the very first time – she admits that she loves him too. For some reason there is no kissing or sexual contact at this moment, instead – as in so many of these 19th century fictions – they are left on tenterhooks of love and sensuality but…. make an appointment to meet the next day. The reader can’t help thinking this is a convention created purely and solely to create problems and misunderstandings, as in a bedroom farce.

And sure enough, the next day, Mme Arnoux’s son is seriously ill with croup and so, of course, she doesn’t keep the rendezvous. So Frédéric – thinking he has been jilted – promptly goes round to Rosanette’s place and for the first time really oversteps the bounds of 19th century caution, kissing her, putting his arm round her waist and – we are led to believe – finally having sex with her (the first time he’s done it with anyone, as far as we can tell).

Part three (1)

I am hopelessly confused by the love life aspect of the story. Frédéric knows that Rosanette has been the mistress of his beloved Madame Arnoux’s husband, has been attached to a rich old geezer, Oudry, as well as the rich Russian prince, and discovers that she holds a torch for the Parisian actor and yet still thinks he loves her.

The political scenes come as a relief from the love life because at least I understand their logic. The February 1848 revolution breaks out right at the end of part two, and Frédéric associates the sense of liberation and freedom in the air of Paris with his ‘love’ for Rosanette, who he is now regularly sleeping with.

Part three follows straight o from this, with Frédéric getting caught up in the February street fighting, which is described vividly.

French politics – an interlude

In 1830 France had one of its many revolutions and, in the ‘Three Glorious Days’ of July, overthrew King Charles X, the French Bourbon monarch, and replaced him with his cousin Louis Philippe, Duke of Orléans.

The reign of Louis-Philippe was characterised by a wide range of political factions, who jostled and bickered for the next eighteen years: on the right some dreamed of restoring the legitimate line of Charles X (hence ‘the legitimists’) – the ‘Orleanists’ supported Louis-Philippe himself – some ‘imperialists’ wanted a return to the glory years of Napoleon. In the ‘centre’ were all sorts of middle-class republicans, who thought France would thrive best without a monarchy, although they all disagreed about who ought to lead the government of this hoped-for republic. On the left was a florid assortment of socialists who wanted to see society reorganised for the benefit of the working class, and even the newly-coined term ‘communists’, who wanted the abolition of private property and the inauguration of a completely utopian, propertyless, and so completely equal, society.

There were insurrections and attempted coups against Louis-Philippe in 1832, 1834 and 1839. These disgruntlements are the backdrop to the occasional political arguments among the characters mentioned above. But it was a bad harvest and industrial depression in 1847 which threw both peasants and urban workers out of work, many of them making their way to Paris in search of employment. These men provided the mobs which rose up in February 1848 and marched on the royal palace carrying torches and muskets. Louis-Philippe fled out the back door and made his way to exile in England (as so many continentals did during the 19th century, monarchs and revolutionaries alike). A republic was declared, a Provisional Government cobbled together, and three years of instability and uncertainty followed.

Flaubert captures the confusion, and the violently opposing political opinions, very well, as Frédéric a) sees for himself the fighting on the streets in February b) hears how the cross-section of pals from his soirees back in part one have fared in the disturbances (shot, arrested, imprisoned, hero of the revolution etc).

In a farcical scene Frédéric is encouraged to go along to one of the countless political clubs which have flourished after the revolution, and stand for election as a deputy. Initially greeted as a hero because he had (more or less accidentally) spoken up against Louis-Philippe at a society dinner given by the banker Dambreuse, when he protests about a Spanish ‘comrade’ giving a long speech in Spanish, the fickle crowd turn against him and just as vehemently attack him for being a member of the hated ‘bourgeoisie’. He is forced to make a speedy exit, the whole scene embodying Flaubert’s contempt for ‘the mob’ and for politics in general. ‘Stupid’ and ‘stupidity’ are words which recur in Flaubert’s descriptions both of crowds and mobs, but also of high society with its reactionary clichés and stereotypes.

Months of political uncertainty follow, against which Frédéric finds out that Arnoux is still Rosanette’s lover. He tries to get Rosanette to choose between them, but she refuses and so – sick of politics and her vacillation – Frédéric takes Rosanette on a prolonged holiday in the beautiful countryside surrounding the royal palace at Fontainebleu. This four or five-day trip is described in minute detail, the precise itinerary of each day’s outings, with exactly what part of the forest and landscape they saw, what the light was like, and what they ate that night for dinner.

This is odd, because they are on this holiday precisely during the notorious ‘June Days’, the decisive event of 1848. Under Louis-Philippe, National Workshops had been set up to provide a dole for the large number of unemployed in Paris. After the February revolution the Provisional Government commissioned a report into the future of the Workshops, and the right-wing leader of the committee recommended closing them down to save money.

As soon as these findings leaked out, socialist leaders roused the working classes and barricades went up all over Paris (again). The government asked the newly appointed Minister of War, General Cavaignac, to put down the insurrection, which he did with great bloodshed. As many as 3,000 people were killed in the resulting street fighting and all the socialist leaders were arrested and put in prison. Cavaignac was appointed President of the Council of Ministers, becoming effective dictator, until the presidential elections which were held in December 1848.

Part three (2)

Anyway, Flaubert must get his hero back into the thick of things and so he invents the pretext that Frédéric reads that his long-standing working class friend, Dussardier, has been wounded. Despite Rosanette’s bitter protestations, Frédéric travels back into Paris (itself difficult because the coaches have stopped running) only to be arrested by various members of the suspicious and angry National Guard.

Flaubert vividly conveys the atmosphere of completely random violence and terror created by insurrection and street fighting. Frédéric is locked up in various ad hoc barracks and prisons, before finally convincing someone in authority to let him proceed to Dussardier’s house, where he finds the working class hero being tended by none other than wiry Mlle Vatnaz. Being a good chap – if also, as we know by now, hopelessly indecisive and weak-willed – Frédéric goes back every day for a fortnight to offer help and moral support.

Things move on. Frédéric attends a dinner chez Dambreuse which is fraught with currents and counter-currents, since Monsieur and Madame Arnoux are there and so is Louise, Monsieur Roque’s daughter, the one Frédéric is meant to be engaged to. Maliciously, the other male guests bring up the subject of the portrait Frédéric persuaded Pellerin to do of Rosanette. In a cameo moment earlier in the story, when Frédéric refused to pay for it, Pellerin had displayed it prominently in his window, with a caption proclaiming that Rosanette was Frédéric’s mistress. As the guests remember and discuss this incident, both Mme Arnoux and Louise realise that Frédéric is her lover. Nonetheless, as they all leave the dinner, Louise walks arm in arm with Frédéric, reminding him that they had pledged to get married. Frédéric makes a fool of himself trying to wriggle out of it.

Meanwhile, life with Rosanette is serene and pleasant. He has moved in with her. They tend the window boxes and watch passersby, neither of them needing to work for a living.

But that doesn’t stop Frédéric – upon hearing gossip that Monsieur and Madame Arnoux are becoming estranged – from going straight round to see Madame Arnoux and – finding her alone – blames her for not coming to see him the morning of their rendezvous. She explains that she had stayed at home to tend her ill son. All is forgiven and they declare their undying love for each other, and indulge in a long, lingering kiss. Then they hear a creak of floorboards and look up. Rosanette is standing there. She had followed Frédéric, and got past the front door, any servants, up the stairs and into the room unimpeded. For me this felt like almost any moment from Eastenders or a Whitehall farce. Somehow everyone involved takes it calmly, Rosanette asks Frédéric to come home with her, Madame Arnoux waves goodbye from the top of the stairs.

Back in their apartment, Frédéric has a furious row with Rosanette, accusing her of following him, in the middle of which she reveals that she is pregnant with his child. Eastenders. This argument makes him realise he despises Rosanette. From that point onwards, Frédéric continues to live with her but is increasingly repelled by her commonness and vulgarity. The happy honeymoon in Fontainebleu, the lazy days staring from the sunny balcony, are completely gone.

Whereupon – and this is the kind of turn of events which genuinely mystifies me – Frédéric decides to seduce Mme Dambreuse in order to gain social standing. The Seduction Scene is described in some detail and Frédéric, who is becoming expert at this, is astonished that Madame Dambreuse gives in so quickly, lying back on her sofa with her eyes closed, which is the signal for him to kiss her.

Once this intimacy is established, Frédéric is astonished to discover just how much Madame Dambreuse hates her husband. It turns out (rather inevitably) that he has also had many mistresses, and that the ‘niece’ they have brought up in their household – Cécile, who we’ve met at their parties and dinners – is in fact his love child by one of his mistresses, who Madame D agreed to raise, but loathes. To his astonishment, she asks if he will marry her.

In quick succession, two key events follow: the previously hale and hearty Monsieur Dambreuse falls ill and dies, and Rosanette’s new-born baby dies. (In one of the many aspects of the novel which seem incomprehensible to the modern reader, as soon as the baby was born she had farmed it out to a wet nurse who lived out in the country – why? – and on the one time Frédéric goes to visit he is appalled by the squalor of the hut the baby’s being kept in, the goats wandering round, the animal manure around the building: why?).

During M. Dambreuse’s illness his wife reveals to Frédéric that, what with her own dowry, all her husband’s business interests, she will be worth some three million francs! Given that Frédéric is living very comfortably on about 15,000 francs a year, this obviously represents an absolute fortune and – being the impractical dreamer that he is – Frédéric starts planning extensions to the house, the creation of his own personal library, a bigger, grander carriage, more servants etc.

Monsieur Dambreuse’s funeral is another typically Flaubertian Set-Piece, with great detail about all the practical arrangements, leading into satire on the starchy behaviour of the high society invitees, and then their unbuttoned conversations at the post-funeral reception.

But Frédéric comes round a day or two later to find Madame Dambreuse sitting on the floor surrounded by a sea of documents, safes, folders and papers, crying. Turns out her husband had destroyed the will in which he left everything to her and instead – has left everything to the love child, Cécile. Frédéric’s dreams go up in smoke, but he still pledges his loyalty to her.

From this point onwards, Frédéric secretly splits his time between the two women, spending the afternoon with Rosanette, going to see Madame Dambreuse every evening. He congratulates himself on his cleverness, on using the same phrases, reading the same poetry, with each of the women. He enjoys his own ‘wickedness’.

Money

As in Madame Bovary it is money troubles which trigger the multiple crises and bring the long rambling plot to a climax.

  1. Rosanette is unable to pay off some debts she owes, and when she tries to cash in some shares which Arnoux gave her, discovers that they are worthless. She takes him to court and her suit is a contributory cause of the final collapse of all Arnoux’s financial scams.
  2. We learn from multiple sources that M. Arnoux has finally been overtaken by his financial difficulties and is preparing to flee the country, along with Madame A.

Initially Frédéric hears gossip that M. Arnoux only needs 12,000 or so francs to remain solvent. In fact he hears it from the painter Pellerin, who he and Rosanette (bizarrely) commissioned to paints a portrait of their dead child. Petrified at the thought of losing Madame Arnoux (if she flees Paris), Frédéric asks for money from Mme Dambreuse, making up a cock and bull story about a friend being threatened with prison.

But M. Arnoux’s debts are much bigger than a measly 12,000 francs and by the time Frédéric goes round with the money he discovers they have fled to Le Havre, presumably to flee the country and his debtors.

Madame Dambreuse discovers his motive for borrowing the money and confronts him in a big shouting match. She accuses him of having multiple lovers, which is close enough. Now earlier in the story we had been told how Frédéric’s oldest friend, Deslaurier, had himself made a pass at Madame Arnoux (is seducing each other’s wives and mistresses all these people do?). When she rejected him, he conceived an obdurate hatred for her. As part of his ongoing attempts to ‘get on’ he had then made himself a sort of legal adviser to Monsieur Dambreuse, and then to his widow.

Now, like the serpent in the garden of Eden, Deslauriers spitefully suggests to Madame Dambreuse that she sell some of the debts which Arnoux racked up with her husband on to a debt collector.

She does so, the debt collector acts with typical aggressiveness, and this results in the bailiffs declaring a public auction of all the Arnouxs’ furniture and possessions.

A few days later, on one of her Frédéric’s lazy afternoon coach rides, Madame Dambreuse deliberately makes the driver ride by the auction house and – as if on a whim – insists to Frédéric that they go in.

Frédéric is horrified to realise what is going on – the auction of all Arnoux’s possessions – but is forced to watch as all the intimate belongings of (despite everything) his one true love, are auctioned off – the carpet she tiptoed across, the bed linen she slept in etc.

Madame Dambreuse watches Frédéric’s discomfiture with real upper-class scorn. When a trivial object of Madame Arnoux’s, a silver keepsake, comes up, Madame Dambreuse insists on outbidding everyone else in order to own it. Frédéric begs her not to, to have pity on his heart – but she insists. It is a very powerful scene.

When they finally exit the auction house, Frédéric sees Madame Dambreuse into her grand carriage, shuts the door, bids her adieu and walks away.

It is over. It is all over. His love is dead. His heart is crushed. He hates Madame Dambreuse; there will be no reconciliation. He knows Rosanette has other lovers; their child is dead; he hates her too. And the only woman he ever loved has gone away, he knows not where.

Sick of Paris and its ‘high life’, he retreats like a broken animal to his home territory, catching a train and stage coach back to Nogent. But as he comes closer he hears church bells and – as a in a fairy tale – he arrives at the church just in time to see Louise in a wedding dress exiting the church on the arm of her new husband, none other than his oldest dearest friend, Deslauriers.

Here and there, in the previous hectic fifty pages or so, had been carefully inserted references to Deslaurier’s absence in Nogent. Now we realise (as does Frédéric) that his best friend had been a) badmouthing him to his own mother, Old Roque and Louise, telling everyone about his married mistresses b) working his way into the affections of both Old Roque and Louise c) using Old Roque’s influence to stand as deputy for the whole region – in all of which he succeeded.

Frédéric is crushed. All his hopes lie in tatters. There remains one last, brutal disillusionment. Frédéric returns to Paris and Flaubert engineers a scene whereby Frédéric witnesses a bit more street fighting (the timeline has moved on to 1851 now) and he sees the good simply working class man Dussardier mount a final barricade and be brutally hacked down with a sword by a policeman of the new order, the Second Empire of Napoleon III. And this enemy of the working class is none other than – Frédéric’s old friend, the violent republican Sénécal, who has completed an intellectual volte-face from fire-breathing socialist to murderous imperialist, a flaring symbol of the utter stupid futility of politics.

Coda

The last few pages of the novel are genuinely emotional. Burnt out, abandoned, Frédéric leaves France and goes travelling to lose himself and when he returns, is a broken man.

He travelled.
He knew the melancholy associated with packet-boats, the chill one feels on waking up under tents, the dizzy effect of landscapes and ruins, and the bitterness of ruptured sympathies.
He returned home.
He mingled in society, and he conceived attachments to other women. But the constant recollection of his first love made these appear insipid; and besides the vehemence of desire, the bloom of the sensation had vanished. In like manner, his intellectual ambitions had grown weaker. Years passed; and he was forced to support the burden of a life in which his mind was unoccupied and his heart devoid of energy.

‘Towards the end of March, 1867, just as it was getting dark, one evening, he was sitting all alone in his study, when a woman suddenly came in.’

It is Madame Arnoux. She and her husband are living in obscurity in rural Brittany. She and Frédéric swear their undying love to each other. Maybe their love has survived and meant so much because they were never together. She takes her cap off to cut a lock of her hair for him, and he is stricken to see that her hair has gone completely white. She is an old lady. She leaves. It is the last time they will meet.

In the final final scene, years later, Frédéric encounters Deslauriers again and the novel ends the way it began, with the pair swapping stories of the past. On the final page they decide that their best memory is of being about 16 and trying to sneak into the town brothel in Nogent. Like simpletones they picked nosegays for the girls but, once inside, all the girls laughed at their sweet innocence and, overcome by embarrassment, first Frédéric and then Deslauriers had fled.

Now they sit by the fire, too old men reminiscing and agreeing that, yes, that was probably the happiest moment in their lives.


Paris

Rosy clouds, scarf-like in form, stretched beyond the roofs; the shop-tents were beginning to be taken away; water-carts were letting a shower of spray fall over the dusty pavement; and an unexpected coolness was mingled with emanations from cafés, as one got a glimpse through their open doors, between some silver plate and gilt ware, of flowers in sheaves, which were reflected in the large sheets of glass. The crowd moved on at a leisurely pace. Groups of men were chatting in the middle of the footpath; and women passed along with an indolent expression in their eyes and that camelia tint in their complexions which intense heat imparts to feminine flesh. Something immeasurable in its vastness seemed to pour itself out and enclose the houses. Never had Paris looked so beautiful. He saw nothing before him in the future but an interminable series of years all full of love. (Part one, chapter five)

If Madame Bovary was a portrait of rural France, Sentimental Education, although it includes a few other settings (Frédéric’s home town of Nogent, the Fontainebleu excursion), feels like a portrait of Paris, its streets, its geography, the wide river Seine, its colourful nightlife, and then as a setting for street fighting and revolution.

The two big parties I mentioned are complemented by smaller but still grand affairs – a formal dinner at Monsieur Dambreuse’s, where Frédéric is surprised at how boring and staid the banking-class guests are – a day at the races in the Champs de Mars (where Madame Arnoux sees Frédéric accompanying Rosanette, one of the many small incidents which add complication to the endless bedroom farce of his love life). Here is Frédéric mingling his dopey romantic feelings with the street life of the city.

The dinners were now renewed; and the more visits he paid at Madame Arnoux’s, the more his love-sickness increased. The contemplation of this woman had an enervating effect upon him, like the use of a perfume that is too strong. It penetrated into the very depths of his nature, and became almost a kind of habitual sensation, a new mode of existence.

The prostitutes whom he brushed past under the gaslight, the female ballad-singers breaking into bursts of melody, the ladies rising on horseback at full gallop, the shopkeepers’ wives on foot, the grisettes at their windows, all women brought her before his mental vision, either from the effect of their resemblance to her or the violent contrast to her which they presented. As he walked along by the shops, he gazed at the cashmeres, the laces, and the jewelled eardrops, imagining how they would look draped around her figure, sewn in her corsage, or lighting up her dark hair. In the flower-girls’ baskets the bouquets blossomed for her to choose one as she passed. In the shoemakers’ show-windows the little satin slippers with swan’s-down edges seemed to be waiting for her foot. Every street led towards her house; the hackney-coaches stood in their places to carry her home the more quickly; Paris was associated with her person, and the great city, with all its noises, roared around her like an immense orchestra. (Part one, chapter five)

There are plenty of descriptions of sunrise over Paris, of Paris at twilight, of the fires burning over revolutionary Paris, of the excitement in the air of spring in Paris, and so on. Paris is intellectual ferment, the hustle and bustle of the streets, money and glamour but above all, the sensual promise of women.

The Seine, which was of a yellowish colour, almost reached the platforms of the bridges. A cool breath of air issued from it. Frederick inhaled it with his utmost energy, drinking in this good air of Paris, which seems to contain the effluvia of love and the emanations of the intellect. He was touched with emotion at the first glimpse of a hackney-coach. He gazed with delight on the thresholds of the wine-merchants’ shops garnished with straw, on the shoe-blacks with their boxes, on the lads who sold groceries as they shook their coffee-burners. Women hurried along at a jog-trot with umbrellas over their heads. He bent forward to try whether he could distinguish their faces—chance might have led Madame Arnoux to come out.

The shops displayed their wares. The crowd grew denser; the noise in the streets grew louder. After passing the Quai Saint-Bernard, the Quai de la Tournelle, and the Quai Montebello, they drove along the Quai Napoléon. He was anxious to see the windows there; but they were too far away from him. Then they once more crossed the Seine over the Pont-Neuf, and descended in the direction of the Louvre; and, having traversed the Rues Saint-Honoré, Croix des Petits-Champs, and Du Bouloi, he reached the Rue Coq-Héron, and entered the courtyard of the hotel. (Part one, chapter seven)

The role of women

Obviously, the main line of the plot is Frédéric’s extraordinarily tangled love life – which I found incomprehensible from start to finish. Saying he carries a torch for a beautiful, sensitive, married woman but ends up going out with a courtesan makes it sound too simple and comprehensible; in fact his love affairs proceed through a sequence of scenes with Madame Arnoux, Rosanette, Mlle Vatnaz and others, every single one of which is difficult to understand – their dialogue, their expectations, their attitudes – all seemed completely alien and unreal to me.

Lengthy dialogue which seems to completely miss the point, alternates with abrupt scenes which skate over what would – for a modern person – be profound emotional or moral issues. And they recur again and again. As an example, as the June Days approach, Frédéric bumps into the banker Dambreuse (who has shifted with the times to become a devout republican), who unexpectedly praises Arnoux for saving his life the last time the mob invaded the Chamber of Deputies and surprises Frédéric by announcing that he has been elected a deputy. In response to this news:

Frédéric, after he had quitted M. Dambreuse, went back to Rosanette, and, in a very gloomy fashion, said that she should choose between him and Arnoux. She replied that she did not understand ‘that sort of talk’, that she did not care about Arnoux, and had no desire to cling to him. Frédéric felt an urge to leave Paris. She did not offer any opposition to this whim; and next morning they set out for Fontainebleau.

So their ‘honeymoon’ trip to Fontainebleu is Frédéric’s response to the fact that his mistress refuses to stop seeing (and presumably having sex with) the husband of the woman he really loves??

I found the endless indecisiveness of the central ‘love story’ more remote from my understanding of human nature  than something out of Chaucer or an Icelandic saga. Why does Frédéric ping pong between just these two women – are they the only two women in Paris? Why is he proud at making Rosannette his mistress when he knows that she continues to see Arnoux, as well as old M. Oudry, the Russian aristocrat and who knows how many others?

Putting that to one side, I think even if you aren’t particularly feminist in outlook, it’s also hard not to get upset at the way women are discussed and treated in the book. Whenever the men get together (which is a lot – Frédéric’s one-on-ones with friends, Frédéric’s house parties, Arnoux’s regular ‘at homes’, in nightclubs, in restaurants, at formal dinners) the conversation among men left to themselves quickly turns to ‘women’, with the men discussing the merits of this or that mistress, or type of woman, or women in general, usually dismissed as fickle or shallow.

When the young lads go for a night out at a new nightclub, the Alcazar, in part one, the aim is to pair off with one of the women there, who are categorised as ‘courtesans, working girls or prostitutes’.

The conversation turned on women. Pellerin would not admit that there were beautiful women (he preferred tigers); besides the human female was an inferior creature in the æsthetic hierarchy.

‘What fascinates you is just the very thing that degrades her as an idea; I mean her breasts, her hair…’

‘Nevertheless,’ urged Frederick, ‘long black hair and large dark eyes…’

‘Oh! we know all about that,’ cried Hussonnet. ‘Enough of Andalusian beauties on the lawn. Those things are out of date; no thank you! For the fact is, honour bright! a fast woman is more amusing than the Venus of Milo. Let us be Gallic, in Heaven’s name, and after the Regency style, if we can!’

Entry-level feminism will be outraged at the relentlessly secondary role given to women, often nameless, judged only on their appearance and seen as appendages to the named and ‘interesting’ men.

Sénécal placed his glass of beer on the mantelpiece, and declared dogmatically that, as prostitution was tyrannical and marriage immoral, it was better to practice abstinence. Deslauriers regarded women as a source of amusement – nothing more. M. de Cisy looked upon them with the utmost dread.

A little to the side of this obvious perspective, I was interested in the way that the objectification and denigration of woman helped the men to bond: Discussing women is a ‘safe’ activity – as opposed to discussions of either art of politics, which lead immediately to bitter arguments. Discussing sex may have its own disputes, but is essentially a unifying exercise at which older men nod and boast about their conquests, while younger men brag and lie.

Flaubert’s overall artistic intention – as stated in a series of famous letters – was to eliminate the intrusive narrator’s voice from his fiction. Narrators had cheerily interrupted their novels to point a moral and make suave generalisations for a hundred years or more. Flaubert very self-consciously set out to reject this entire tradition. The author’s tone was to be everywhere felt but nowhere explicitly visible.

Another aspect of this approach is that Flaubert claimed to be just presenting reality as it is.

If Charles Bovary is weak, if Emma Bovary is a bad mother, if Rodolphe is a sexual predator – it is not Flaubert’s fault. He is presenting humanity in all its weakness.

Ditto, in Sentimental Education, if Frédéric is weak-willed, a prey to feeble sensuality, in thrall to stupid ideals of romance, utterly unable to make the most of the opportunities life presents him with, it is not Flaubert’s fault. If a group of men at a dinner party or a nightclub end up talking about women, Flaubert is showing what the life of his time was like (and the life of men has been right up to the present day).

He would claims that men are like that and he is simply showing it, warts and all.

On the plus side, Flaubert presents the character of Mademoiselle Vatnaz, an avowed feminist and a reminder that, like the arguments of socialists, the arguments of feminists have existed, been published, promoted and discussed, since at least the time of the French Revolution.

The ill-temper of Rosanette only increased. Mademoiselle Vatnaz irritated him with her enthusiasm. Believing that she had a mission, she felt a furious desire to make speeches, to carry on disputes, and – sharper than Rosanette in matters of this sort – overwhelmed her with arguments.

One day she made her appearance burning with indignation against Hussonnet, who had just indulged in some blackguard remarks at the Woman’s Club. Rosanette approved of this conduct, declaring even that she would take men’s clothes to go and ‘give them a bit of her mind, the entire lot of them, and to whip them.’

Frédéric entered at the same moment.

‘You’ll accompany me – won’t you?’

And, in spite of his presence, a bickering match took place between them, one of them playing the part of a citizen’s wife and the other of a female philosopher.

According to Rosanette, women were born exclusively for love, or in order to bring up children, to be housekeepers.

According to Mademoiselle Vatnaz, women ought to have a position in the Government. In former times, the Gaulish women, and also the Anglo-Saxon women, took part in the legislation; the squaws of the Hurons formed a portion of the Council. The work of civilisation was common to both. It was necessary that all should contribute towards it, and that fraternity should be substituted for egoism, association for individualism, and cultivation on a large scale for minute subdivision of land.

The Woman’s Club? This is the only mention made of it in the text. It is fascinating to learn that such a thing existed in 1848, and that all the characters take it and the various arguments for women’s liberation entirely for granted, much as they take the arguments of the legitimists or the socialists, or any other political point of view.

Like Flaubert I am pessimistic about political change. The socialists in this book argue passionately for a change to the system which will abolish poverty and inequality. The feminists argue for a transformation of relationships between the sexes to make men and women truly equal.

170 years later, the arguments are exactly the same and being put with exactly the same vehemence, as if the Great Day of Freedom and Equality is just around the corner, just within reach, only requires a handful more newspaper articles, a couple more stirring speeches and… human nature will be transformed forever. Always mañana.

Summary

Early on I stumbled across the criticism made by Henry James – who adored Madame Bovary – that Sentimental Education lacks charm. He is right. The first hundred pages or so seemed qualitatively superior to the remaining 300. The boat trip to Nogent, Frédéric’s reunion with his old school friend, his poor student days rooming with Deslaurier, his mother’s fussing concern, old Roque the neighbour and his little daughter – all this have a charm and novelty.

But once he has inherited his fortune and goes off to Paris, Frédéric and the novel settle into a boring and repetitive pattern of him repeatedly visiting a) the Arnoux household to be ignored by Madame b) the apartment of Rosanette, where there are hundreds of pages of incomprehensible 19th century etiquette, before he does the simplest thing in the world and puts his arm round her waist and kisses her – at which point she ‘succumbs’ and becomes his mistress. Which is complicated in the final hundred or so pages with the addition of Madame Dambreuse. I freely admit I just didn’t understand the behaviour, motivation or psychology of any of the characters in Frédéric’s three-cornered love life, and so I failed to really understand the core of the book.

That said, as with Bovary the pleasure of the text is in the precise description of almost any individual scene – you can open the book at random and soon come across one of Flaubert’s wonderful descriptions of scenes and settings, large or small. Take this excerpt from the big dinner party chez Dambreuse.

Under the green leaves of a pineapple, in the middle of the table-cloth, a dolphin stood, with its snout reaching towards a quarter of roebuck and its tail just grazing a bushy dish of crayfish. Figs, huge cherries, pears, and grapes (the first fruits of Parisian cultivation) rose like pyramids in baskets of old Saxe. Here and there a bunch of flowers mingled with the shining silver plate. The white silk blinds, drawn down in front of the windows, filled the apartment with a mellow light. It was cooled by two fountains, in which there were pieces of ice; and tall men-servants, in short breeches, waited on them.

There are many moments of lucid clarity like this.

But that said, where Madame Bovary seems to me superior is that its narrative is carried forward in a much more dynamic and straightforward way, with a kind of tragic inevitability – the book is the record of her decline and fall which unfolds with the unstoppability of a Greek tragedy. Whereas Frédéric in Sentimental Education is more like a hamster who just goes round and round in his wheel for hundreds of pages, shilly shallying between one women or another, his personality and his situation never really changing or developing, not till towards the end anyway.

You could be clever and argue that this quality of stasis, of the hero being stuck in a rut, is itself a critique of the limitations, the paralysis, of ‘bourgeois’ society.

But plenty of people in 19th century France lived wildly exciting and achieveful lives, went abroad to run its growing empires, or developed new technologies, industries, made scientific discoveries, even rebuilt Paris – during this period. Fortunes were made, political careers forged, and new arts and designs created – the ‘Second Empire’ style in furniture was created and, as Flaubert was writing this novel (1862-69), the young generation of painters who would be dubbed ‘the Impressionists’ were developing entirely new ways of thinking about art and reality.

Flaubert’s era was one of staggering change and innovation. In other words, the choice of a bumbling ne’er-do-well as protagonist, like the earlier choice of a small-town adulteress, reflect Flaubert’s personality, temperament and aesthetic, rather than the reality of his era.

To make a really sweeping generalisation – insofar as Flaubert is often seen as a patron saint of modern novelists, you could say that he helped to create the stereotype of the author as outsider, as ineffectual bystander – despite living in one of the most dynamic and exciting eras of European history.

Flaubert helped create the reputation of literature as carping and critical of contemporary society – and as deliberately getting its own back on the society which increasingly rejected it, by dwelling on the one area where it could hurt and sting bourgeois culture – by deliberately and provocatively defying conventional sexual morality, by focusing on increasingly degraded or deviant ideas of sexuality.

The political timeframe

Anyway, back with Sentimental Education, I haven’t really brought out the very artful way Flaubert sets the entire story against the fraught political events of 1840 to 1851; how he creates different political points of view for the gang of characters we meet early on and then shows how their initial political beliefs develop, triumph, fail, mutate or are disappointed.

Not only does the final third take place against the revolutionary turmoil of 1848, but the final scene of the auction, when all his hopes and illusions are utterly crushed, is made to coincide with the coup mounted by the President Louis Napoleon, who will go on to have himself crowned the Emperor Napoleon III.

This is a deep and fruitful aspect of the novel but it would require a separate review to do justice to it.

Conclusion

Sentimental Education is a complex, rich, deep, carefully organised and in many places beautifully written novel, but which I really struggled to understand or sympathise with.

The final pages – Madame Arnoux’s appearance as an old lady, and the final scene of two wistful old men reminiscing about their schooldays – are immediately understandable and moving: but too much of the preceding 400 pages was psychologically and morally incomprehensible, so completely alien to modern behaviour and values, that I can’t honestly say I enjoyed it.

Impressionists by Antonia Cunningham (2001)

This is a small (4½” x 6″) but dense (256 high-gloss pages), handily pocket-sized little overview of the Impressionist movement.

The ten-page introduction  by Karen Hurrell is marred by some spectacular errors. In the second paragraph she tells us that Paris was ‘in the throes of the belle epoque‘ when the 19-year-old Monet arrived in town in 1859 – whereas the Belle Époque period is generally dated 1871 to 1914. She tells us that Napoleon Bonaparte had commissioned the extensive redesign of the city – when she means Louis-Napoléon Bonaparte, the great man’s nephew and heir, more commonly known as Napoleon III, who reigned as Emperor of the French from 1852 to 1870.

Thus cautioned to take any other facts in the introduction or the picture captions with a touch of scepticism, nonetheless we learn some basic background facts about the Impressionists:

  • Monet was inspired by the French landscape painter Eugène Boudin (1824-98)
  • Success in the art world was defined as acceptance of your work into the biannual exhibition of the Paris Salon
  • Reputable artists were expected to train at the Académie des Beaux-Arts which was dominated by the classical painter Jean-Auguste-Dominique Ingres (1780-1867), who insisted on training in draughtsmanship, copying the Old Masters, using a clear defined line.
  • Edgar Degas (1834-1917) enrolled in the Beaux-Arts as did Pissarro.
  • Monet attended the Académie Suisse where he met Pissarro, then entered the studio of Charles Gleyre: here he met Pierre-Auguste Renoir (1841-1919). Alfred Sisley (1839-99) and Frédéric Bazille (1841-70).
  • Older than the others and really from a different generation was their inspiration, Édouard Manet (1832-83). He sought academic success in the traditional style, attaining Salon success in 1861.
  • In 1863 the Salon refused so many contemporary painters that Napoleon III was asked to create a separate show for them, the Salon des Refusés. Manet stole the show with his The lunch on the grass showing a naked woman in the company of two fully dressed contemporary men.
  • The 1865 Salon show included works by Degas, Manet, Pissarro, Renoir, Berthe Morisot (1841-95).
  • From 1866 Manet began to frequent the Café Guerbois, and was soon joined by Renoir, Sisley, Caillebotte and Monet, with Degas, Henri Fantin-Latour (1836-1904), Paul Cézanne (1839-1906) and Pissarro also dropping by, when in town. They became known as the Batignolles Group after the area of Paris the cafe was in.
  • Paris life of all kinds was disrupted by the catastrophic Franco-Prussian War and then the disastrous rising of communists during the Paris Commune, which was only put down by the official government with great bloodshed and destruction (July 1870-May 1871). All the artists who could afford to fled the city, many to England and London – an event which was the basis of the Tate Britain exhibition, Impressionists in London.
  • From April to May 1874 this group held an independent art exhibition in the gallery of the photographer Nadar. The critic Louis Leroy took exception to Monet’s painting Impression: Sunrise (1872), satirising the group’s focus on capturing fleeting impressions of light instead of painting what was there, but the name was taken up by more sympathetic critics and soon became a catch-phrase the artists found themselves lumbered with.
  • It’s interesting to note that Degas was a driving force behind this and the subsequent Impressionist shows, single-handedly persuading artists to take part. He himself was not really an impressionist, much of his subject matter, for example, being indoors instead of painting out of doors, en plein air, as Impressionist doctrine demanded. Similarly, whereas the other experimented with creating form through colour i.e. using colour alone to suggest shape and form, Degas was to the end of his life a believer in extremely strong, clear, defining lines to create shape and form and texture.
  • In 1876 the group exhibited again, at the gallery of Paul Durand-Ruel. The role played by Durand-Ruel in sponsoring and financing the Impressionists was chronicled in the national Gallery exhibition, Inventing Impressionism.
  • There were eight Impressionist exhibitions in total: in 1874, 1876, 1877, 1879, 1880, 1881, 1882, 1886. The eight Impressionist exhibitions

From this point on we begin to follow the differing fortunes and styles of the group. Monet developed his mature style in the first half of the 1870s, letting go of any attempt to document reality, instead developing ‘a new vocabulary of painting’ in blobs and dashes of often unmixed primary colours in order to capture the essence of the scene. In 1880 Monet organised a solo show and submitted two works to the Salon. Degas called him a sell-out, but he was trying to distance himself from the group.

Renoir developed a unique style of portraying the gaiety of contemporary Parisian life in realistic depictions of people dancing and drinking at outdoor cafés, with broad smiles, the whole scene dappled with light. He was to become the most financially successful of the group and you can see why: his uplifting works are popular to this day. In the 1880s he took to nudes and portraits rather than landscapes. He was always interested in people.

Degas resisted being called an Impressionist – he painted mostly indoor scenes and never abandoned his hard outlines – but certainly was influenced by the Impressionist emphasis on the effect of light captured in loose brushstrokes. During the 1870s he began to produce the hundreds of oil paintings and pastels of ballet dancers which were to be a key subject.

The American artist Mary Cassatt (1844-1926) saw a Degas in a dealer’s window and realised these were her people. She lightened her palette, adopted the modern attitude towards light and exhibited at the successive Impressionist exhibitions.

Sisley became dependent on Durand-Ruel. When the latter fell on hard times, Sisley and his family led a tough, hard-up, peripatetic life. Arguably he is the only one who never developed but carried on working in the same, pure Impressionist way.

Pissarro and Cézanne became firm friends, painting the same scenes side by side.

Even at the time commentators could see the difference with Cézanne applying paint in broad, heavy brushstrokes, and becoming ever more interested, less by light than by the geometric forms buried in nature, increasingly seeing the world as made of blocks and chunks and rectangles and rhomboids of pure colour – paving the way for Cubism and much modern art. His style diverged from the group just as Impressionism was becoming more accepted, by critics and public. He resigned from the group in 1887.

Neo-impressionism is the name given to the post-impressionist work of Georges Seurat (1859-91), Paul Signac (1863-1935) and their followers who used contemporary optical theory to try to take Impressionism to the next level. Seurat developed a theory called Divisionism (which he called chromoluminarism) the notion of creating a painting not from fluid brush strokes but from thousands of individual dots of colour. Seurat used contemporary colour theory and detailed colour wheels to work out how to place dots of contrasting colour next to each other in order to create the maximum clarity and luminosity. The better-known technique of pointillism refers just to the use of dots to build up a picture, without the accompanying theory dictating how the dots should be of carefully contrasting colours.


There follow 120 very small, full colour reproductions of key paintings by the main members of the movement (and some more peripheral figures). Each picture is on the right hand page, with text about the title, date, painter and a one-page analysis on the page opposite. Supremely practical and useful to flick through. Here’s a list of the painters and the one or two most striking things I learned:

  • Eugène Boudin (1) The landscape painter Monet credited with inspiring him to paint landscapes.
  • Manet (15) I love Manet for his striking use of black, for his use of varying shades of white but he is not a totally convincing painter. His two or three masterpieces are exceptions. I struggle with the perspective or placing of figures in Dejeuner sur l’herbe, particularly the woman in the lake who seems bigger and closer than the figures in the foreground and is a giant compared to the rowing boat, and the way the lake water is tilting over to the left. He was awful at painting faces – Inside the cafe, Blonde woman with bare breasts. The body of the Olympia is sensational but her badly modelled head looks stuck on. In 1874 he began experimenting with the Impressionists’ technique i.e. lighter tones and out of doors, not that convincingly (The barge).
  • Frederic Bazille (2) studied with Monet, Renoir and Sisley but on this showing never quit a highly realistic style – Family reunion.
  • Monet (16) without a doubt the god of the movement and the core practitioner of Impressionism, produced hundreds of masterpieces while slowly fascinatingly changing and evolving his technique. The big surprise was an early work, Women in the garden (1867) which shows what a staggeringly good realistic artist he could have been: look at the detail on the dresses! Of all the impressionist works here I was most struck by the modest brilliance of the water and reflections in The bridge at Argenteuil (1874).
  • Alfred Sisley (6) was the English Impressionist. Always hard up, he persisted in the core Impressionist style. I was struck by Misty morning (1874) and Snow at Louveciennes (1878).
  • Camille Pissarro (14) Ten years older than Monet, he quickly took to the Impressionist style (an open-mindedness which led him, in the 1880s, to adopt Seurat’s new invention of pointillism). Pissarro is the only one of the group who exhibited at all 8 Impressionist exhibitions. I was bowled over by Hoar frost (1873). I too have walked muddy country lanes in winter where the ridges of churned up mud are coated with frost and the puddles are iced over, while a weak bright winter sun illuminates the landscape.
  • Renoir (15) Everyone knows the depictions of happy Parisians dancing at outdoor cafés under a dappled summer light. Set next to the landscapes of Monet, Sisley and Pissarro you can see straightaway that Renoir was fascinated by the human figure and was an enthusiastic portrayer of faces. I like Dance in the country (1883) for the extremely strong depiction of the man, an amazing depiction of all the shades of black to be found in a man’s black suit and shoes. I was startled to learn that, in the mid-1880s, dissatisfied with Impressionism, he took trips abroad and returned from Italy determined to paint in a more austere classical style. The plait (1884) anticipates 20th century neo-classicism, and is not at all what you associate with Renoir.
  • Armand Guillaumin (2) from a working class background, he met the others at art school, exhibited in the Salon des Refusés show, but never had a large output.
  • Edgar Degas (17) Having visited and revisited the Degas exhibition at the National Gallery, I am convinced Degas was a god of draughtsmanship. It’s interesting that he lobbied hard for the Impressionists and organised the critical first exhibition, but always denied he was one. Skipping over the obvious masterpieces I was struck by the faces, especially the far left face, of The orchestra at the opera (1868). It shows his characteristic bunching up of objects. And the quite fabulous Blue dancers (1897).
  • Gustave Caillebotte (3) a naval engineer turned artist. The only link with the Impressionist style I can make out is his frank depiction of contemporary life. But the dabs and rough brushwork, leaving blank canvas, obsession with sunlight and creating form out of colour alone – none of that seems on show here. Street in Paris in the rain (1877). Very striking and distinctive but I’m surprised to find him in the same pages as Sisley or Pissarro.
  • Berthe Morisot (6) on the evidence here, painted lots of women in quiet domestic poses. Young girl at the ball (1875)
  • Mary Cassatt (5) More scenes of quiet domestic life, some of which eerily prefigure the same kind of rather bland domestic style of the early 20th century. Young mother sewing (1900)
  • Paul Cézanne (16) Yesterday I visited the exhibition of Cézanne Portraits at the National Portrait Gallery, so those 50 or so portraits are ringing in my memory, along with knowledge of how he painted subjects in series, the style he developed of painting in kinds of blocks or slabs of colours, which bring out the geometric implications of his subjects, and his playing with perspective i.e. the three or four components of even a simple portrait will be depicted as if from different points of view, subtly upsetting the composition – The smoker (1890). Among the brown portraits and orangey still lifes, a dazzling riot of green stood out – Bridge over the pond (1896) though it, too, is made out of his characteristic blocks of (generally) diagonal brushstrokes, clustered into groups which suggest blocks or ‘chunks’, giving all his mature works that odd ‘monumental’ look, almost as if they’ve been sculpted out of colour more than painted smoothly.
  • Seurat (2) 19 years younger than Monet (born in 1859 to Monet’s 1840), Seurat was not an Impressionist, but exhibited with them in 1886. His highly intellectual theory of Divisionism divided the group, causing big arguments. Seurat produced some highly distinctive and classic images before dying tragically young, aged 31.

This is a very handy survey, a useful overview of 120 works which remind the reader a) how varied the Impressionists were b) who were the core flag-wavers (Monet, Sisley, Pissarro) c) who were the outriders (Manet, Degas) and above all, d) what scores and scores of wonderful, enduring masterpieces they created.

The Crimean War by Orlando Figes (2010)

This was the first war in history in which public opinion played so crucial a role. (p.304)

This a brilliant book, a really masterful account of the Crimean War, a book I reread whole sections of and didn’t want to end. It covers the military campaigns (along the Danube, in Crimea) and battles (at the Alma river, Balaklava, Inkerman) competently enough, maybe with not quite the same dash as the Crimea section of Saul David’s Victoria’s Wars – but where it really scores is in the depth and thoroughness and sophistication of Figes’ analysis of the political and cultural forces which led to the war in the first place and then shaped its course – his examination of the conflict’s deep historical roots and in its long lasting influence.

Thus the first 130 pages (of this 490-page text) deal with the background and build-up to conflict, and drill down into the issues, concerns, plans and fantasies of all the main players. Not just the British (though it is a British book by a British historian) but a similar amount of space is devoted to the Russian side (Figes is a world-leading expert on Russian history), as well as the situation and motives of the French and the Ottoman Turks, with insights into the position of the Austrian and Prussian empires.

The Holy Places

The trigger for the war has always struck anyone who studied it as ridiculously silly: it concerned the conflict about who should have control of the ‘Holy Places’ in Jerusalem, the Catholic church (championed by France) or the Orthodox church (championed by Russia). (Who could have guessed that the acrimonious theological dispute about the meaning of the word filioque which split the two churches in the 11th century would lead to half a million men dying in miserable squalor 800 years later.)

To recap: the life and preaching and death of Jesus took place in Palestine; by the time of the Emperor Constantine (c.320), Roman Christians had supposedly tracked down the very barn Jesus was born in, at Bethlehem, and the precise site of the crucifixion in Jerusalem – and begun to build chapels over them.  By the 1800s there were well-established Churches of the Nativity (at Bethlehem) and of the Holy Sepulchre (in Jerusalem) with attendant monasteries, chapels and so on stuffed with Christian priests and monks of all denominations.

The situation was complicated by two factors. 1. In the 700s the Muslim Arabs stormed out of Arabia and by the 900s had conquered the Middle East and the North African coast. The Muslim world underwent a number of changes of leadership in the ensuing centuries, but from the 1300s onwards was ruled by the Ottoman dynasty of Turkish origin. The Ottoman Empire is alleged to have reached its military and cultural peak in the late 1500s/early 1600s. By the 1800s it was in obvious decline, culturally, economically and militarily. Many of the ‘countries’ or ‘nationalities’ it ruled over were restive for independence, from the Egyptians in the south, to the Christian ‘nations’ of Greece and Serbia in the Balkans.

What Figes’ account brings out in fascinating detail is the extent to which the Russian Empire, the Russian state, Russian culture, Russian writers and poets and aristocrats, academics and military leaders, were all drenched in the idea that their entire Christian culture owed its existence to Constantinople. The founding moment in Russia’s history is when missionaries from Greek Orthodox Byzantium converted the pagan ‘Rus’ who inhabited Kiev to Christianity in the 9th century. This newly-Christian people went on to form the core of the ‘Russians’, a people which slowly extended their empire to the Baltic in the North, the Black Sea in the south, and right across the vast territory of Siberia to the Pacific Ocean.

In a really profound way, which Figes’ book brings out by quoting the writings of its poets and philosophers and academics and Christian leaders, Russia saw itself as the Third Rome – third in order after the original Christian Rome and the ‘Second Rome’ of Constantinople – and felt it had a burning religious duty to liberate Constantinople from the infidel Turks (Constantinople, renamed Istanbul, being of course the capital of the Ottoman Empire). It is fascinating to read about, and read quotes from, this broad spectrum of Russian nationalist writers, who all agreed that once they’d kicked the Turks out of Europe they would rename Istanbul ‘Tsargrad’.

Alongside the deep and varied rhetoric calling for a ‘Holy War’ against the infidel Turks was the linked idea of the union of all the Slavic peoples. Russians are Slavs and felt a deep brotherly feeling for the Slavic peoples living under Ottoman rule – in present-day Serbia and Bulgaria in particular. The same kind of Russian intelligentsia which wrote poems and songs and pamphlets and sermons about liberating Constantinople, and – in extreme versions – going on to liberate the Christian Holy Places in Jerusalem, also fantasised about a great pan-Slavic uprising to overthrow the shackles of the infidel Turk, and uniting the great Slavic peoples in an Empire which would stretch from the Adriatic to the Pacific.

Intoxicating stuff, and this is where Figes is at his tip-top best, taking you deep deep inside the mind-set of the Russian educated classes and leadership, helping you to see it and understand it and sympathise with it.

The only snag with this grand Russian vision was the unfortunate fact that there is such a thing as Catholic Christianity, and that a number of the ‘nations’ of the Balkans were not in fact either Slavs or Orthodox Christians – e.g. the Catholic Romanians. In fact, there was a lot of animosity between the two distinct versions of Christianity, with the Catholics, in particular, looking down on the Orthodox for what they regarded as their more primitive and pagan practices.

The simmering conflict between the two came to a head at the two churches mentioned above, especially the Church of the Holy Sepulchre in Jerusalem. The churches had become rabbit warrens themselves, with holy grottoes underneath and vestries and side chapels sprouting onto them, with both Orthodox and Catholics clerics building monasteries and so on in the immediate vicinity and claiming complete access and ownership to the sites.

The Ottoman Turks had done their best to resolve disputes between the squabbling Christians and there had even been a succession of treaties in the 1700s which laid down the precise access rights of each Christian sect. But when the silver star embedded in the floor of the Church of the Nativity by the Catholics was dug up and stolen in 1847 the ‘dishonour’ was so great that the new ruler of Catholic France became involved, demanding that the Ottomans cede the French complete control of the Holy Sites to ensure there wasn’t a repetition of the sacrilege.

In that same year, the religiously significant silver star was stolen that had been displayed above the Grotto of the Nativity. In 1851, the Church of the Nativity was under the control of the Ottoman Empire. But near Christmas of 1852, Napoleon III sent his ambassador to the Ottoman Empire and forced the Ottomans to recognise France as the “sovereign authority” in the Holy Land, which the Latins had lost in the eighteenth century. The Sultan of Turkey replaced the silver star over the Grotto with a Latin inscription, but the Russian Empire disputed the change in “authority,” citing two treaties—one from 1757 and the other from 1774 (the Treaty of Küçük Kaynarca)—and deployed armies to the Danube area. Egged on by the pan-Slav and religious zealots in his court, Tsar Nicholas I saw the opportunity to teach the Ottomans a lesson, to reassert Orthodox authority over the Holy Places, to spark the long-awaited Slavic uprising in the Balkans and to extend Russian power to the Mediterranean. Hooray! In May 1853 Russian forces moved into the two principalities which formed the border between Russia and the Ottoman Empire – the Danubian Principalities of Moldavia and Wallachia, ‘Danubian’ because the river Danube ran through them. The Ottomans moved armies up to face them, and the war was on!

Politics in depth

What sets Figes’ account apart is the thoroughness with which he explains the conflicting political and cultural pressures within each of the countries which then got drawn into this conflict.

France, for example, had recently been through a revolution, in 1848, which had eventually been crushed but did manage to overthrow the Bourbon monarchy and usher in the Second Republic. To people’s surprise the man who managed to get elected President of the Republic was Louis-Napoléon Bonaparte, nephew and heir of the famous Napoleon Bonaparte. When Napoléon’s presidential term expired in 1851, he first organised a coup d’état in that year, and then the following year, reclaimed the imperial throne, as Napoleon III, on 2 December 1852. At which point the Second Republic changed its name to the Second Empire. (19th century French history is a hilarious farce of revolutions, coups, republics and empires, each one more incompetent than the last. Mind you, 20th century French history isn’t much better – between 1946 and 1958 the French Fourth Republic had 22 Prime Ministers!)

But that’s not the interesting stuff, that’s just the basic factual information: the interest Figes brings to his account is his analysis of the various political pressures which the new president found himself under from within France. Obviously the Catholic Right and many actual churchmen were calling for action to defend the rights of Catholics in the Holy Places; but there was a large left-wing grouping in France whose hopes had been crushed by in the 1848 revolution. Napoleon realised that he could reconcile these opposing factions by depicting war against Russia as a pro-Catholic crusade to the Church and as a setback to the autocratic Tsarist regime – which was widely seen on the Left as the most repressive and reactionary regime in Europe. On top of which a glorious French victory would of course cover secure his place as successor to his famous uncle.

Polish liberation was a big cause in France. It wasn’t so long since 1830 when Polish nationalists had risen up to try and throw off Russian control of their country. The rebellion was brutally put down and Tsar Nicholas I (the same Tsar who launched the Crimean offensive 20 years later) had decreed that Poland would henceforward be an integral part of Russia, with Warsaw reduced to a military garrison, its university and other cultural activities shut down.

A stream of Polish intellectuals and aristocrats had fled west, many of them settling in France where they set up presses, publishing newspapers, pamphlets, books and poems and establishing networks of lobbyists and contacts. Figes investigates the writers and activists who made up this Polish lobby, specifically Prince Adam Czartoryski, and explains how they went about demonising Russia (and you can understand why), losing no opportunity to exaggerate Russia’s threatening intentions and, of course, lobbying for the liberation of Poland. Figes is excellent at showing how the Polish activists’ influence extended into both British and French ministries and military hierarchies.

But this was just one of the many forces at work across Europe. All the way through his account of the war, which lasted two and a half years, the constellation of forces at work in France shifted and changed as public opinion evolved from feverish support of a war against the Russian aggressor to increasing war-weariness. It is absolutely fascinating to read how Napoleon III tried to manage and ride the changing positions of all these factions, the vociferous press, and fickle public opinion.

And the same goes for Britain. In the 1830s and 40s conflicts in the Middle East – not least the rebellion of Mehmet Ali, pasha of Egypt, who rebelled against his Ottoman masters and demanded independence under his personal rule for Egypt and Syria – had forced the British to realise that, corrupt and collapsing though it may be, it was better to have a weak Ottoman Empire imposing some order, rather than no Ottoman Empire and complete chaos over such a huge and crucial region.

Thus the French and British governments, though perennially suspicious of each other, agreed that they had to prop up what became known as ‘the sick man of Europe’.

Again where Figes excels is by going much much deeper than standard accounts, to show the extent of the ‘Russophobia’ in British politics and culture, identifying the writers and diplomats who showed a fondness for Turkish and Muslim culture, explaining how British diplomats, the Foreign Office, and the cabinet staked their hopes on British-led reforms of Turkey’s laws and institutions.

Figes presents not a monolithic slab called ‘Britain’, but a complex country made up of all kinds of conflicting interests and voices. For example, it’s fascinating to learn that the British had the most varied, free and well-distributed press in the world. A side-effect of the railway mania of the 1840s had been that newspapers could now be distributed nationally on a daily basis. The prosperous middle classes in Bradford or Bristol could wake up to the same edition of The Times as opinion leaders in London.

This led to the first real creation of an informed ‘public opinion’, and to a huge increase in the power of the press. And Figes is fascinating in his depiction of the robust pro-war politician Lord Palmerston as the first ‘modern’ politician in that he grasped how he could use the press and public opinion to outflank his opponents within the British cabinet. Thus the British Prime Minister, Lord Aberdeen, was against war and supported the moderate Four Points which a peace conference held in Vienna suggested be put to the Russians. But Palmerston, as Foreign Secretary, had a much grander, much more aggressive vision of attacking Russia on all fronts – in the Baltic, Poland, the Balkans, the Crimea and in the Caucasus.

Figes’ account goes into great detail about these other little-known fronts in the war – for example the repeated efforts by the British to storm the Russian naval port of Kronstadt on the Baltic, with a view to ultimately marching on St Petersburg! (The successive British admirals sent out to size up the plan consistently declared it impossible pp.337-339.) Or the plan to foment a Muslim Holy War amongst the tribes of the Caucasus, who would be levied under the leadership of the charismatic leader Imam Shamil and directed to attack the Russians. In the event there were several battles between Turks and Russians in the Caucasus, but Palmerston’s Holy War plan was never implemented (pp.336-337)

The summary above is designed to give just a taste of the complexity and sophistication of Figes’ analysis, not so much of the actual events which took place – plenty of other histories do that – but of the amazingly complex kaleidoscope of political forces swirling in each of the combatant countries, of the various leaders’ attempts to control and channel them, and of the scores of alternative plans, alternative visions, alternative histories, which the leaders were considering and which could so nearly have taken place.

Being taken into the subject in such detail prompts all kinds of thoughts, big and small.

One is that history is a kind of wreck or skeleton of what is left when leaders’ grand plans are put into effect and come up against harsh reality. History is the sad carcass of actual human actions left over when the glorious dreams of night time meet the harsh reality of day.

The Tsar dreamed of liberating the Balkans, creating a great pan-Slavic confederacy and throwing the Turks completely out of Europe, liberating Istanbul to become the centre of a reinvigorated empire of Orthodox Christianity.

The Polish agitators dreamed of throwing off the Russian yoke and creating a free united independent Poland.

Napoleon III dreamed of establishing French supremacy over a weakened Ottoman Empire, thus consolidating his reputation at home.

Palmerston dreamed of a grand alliance of all the nations of Europe – Sweden in the Baltic, France and Prussia in the centre, Austria in the Balkans, allied with the Turks and Muslim tribesmen in the Caucasus to push back the borders of the Russian Empire a hundred years.

Figes is just as thorough in his analysis of the forces at work in the Ottoman Empire, which I haven’t mentioned so far. The Ottoman Emperor also struggled to contain domestic opinion, in his case continual pressure from Muslim clerics, imams and muftis, and from a large section of educated opinion, who all dreamed of an end to the ‘humiliation’ of the Muslim world by the West, who dreamed of a ‘Holy War’ to repel the Russians and restore Muslim power and dignity.

All these shiny dreams of glory, honour, liberation and holy war ended up as battlefields strewn with the corpses of hundreds of thousands of men blown up, eviscerated, decapitated, butchered, bayoneted, as well as plenty of civilian women and children raped and murdered – all rotting in the blood-soaked soil of the Crimea, the Danube, the Caucasus.

No matter what glorious rhetoric wars start off with, this is how they always end up. In rotting human bodies.

Figes brilliantly shows how, as reality began to bite, the various leaders struggled to control the rising tides of disillusionment and anger: Napoleon III deeply anxious that failure in the war would lead to another French revolution and his overthrow; the Tsar struggling to contain the wilder pan-Slavic fantasies of many of his churchmen and court officials on the one hand and a steady stream of serf and peasant rebellions against conscription, on the other; and, strikingly, the Ottoman Emperor (and his British advisors) really worried that unless he acted aggressively against the Russians, he would be overthrown by an Islamic fundamentalist revolution.

In standard histories, the various nations are often treated as solid blocks – Britain did this, France wanted that. By spending over a quarter of his book on an in-depth analysis of the long cultural, historical, religious, technological and social roots of the conflict, Figes gives us a vastly more deep and sophisticated understanding of this war, and of the deeper social and historical trends of the time.

Relevance

Many of which, of course, endure into our time.

Why read history, particularly a history of a forgotten old war like this? Because it really does shed light on the present. In a number of ways:

1. The area once ruled by the Ottoman Empire is still desperately unstable and racked by conflict – civil war in Libya, military repression in Egypt, chaos in northern Iraq, civil war in Syria. Almost all Muslim opinion in all of these regions wants to restore Muslim pride and dignity, and, whatever their factional interests, are united in opposing meddling by the West. And it doesn’t seem that long ago that we were living through the civil wars in former Yugoslavia, in lands where Catholic Croats, Orthodox Serbs and Muslim Bosnians were raping and murdering each other.

2. In other words, the religious and cultural forces which lay behind the Crimean War still dominate the region and still underpin modern conflicts. Again and again, one of Figes’ quotes from the pan-Slavic visions of the Russians or the Muslim doctrine of Holy War read exactly like what we read in the newspapers and hear on the radio today, in 2017. After all it was only as recently as March 2014 that Russia annexed the Crimea, an act most UN member states still consider an act of illegal aggression, and the Foreign Office consequently advises against any foreign travel to the Crimea.

165 years after the events analysed so brilliantly in this book, Crimea once again has the potential to become a flashpoint in a wider war between East and West.

What could be more relevant and necessary to understand?

3. And the book continually stimulates reflection not just about the possible causes of war, but about how national and religious cultures have eerily endured down to the present day. Figes paints a fascinating portrait of the fundamentally different social and political cultures of each of the belligerent countries – I was particularly struck by the contrast between the essentially open society informed by an entirely free press of Britain, as against the totalitarian closed society of Russia, which had only a handful of state-controlled newspapers which never criticised the government, and where a secret police could cart people off to prison and torture if they were overheard, even in private conversations, to utter any criticism of the tsar or the army. 160 years later Britain is still a raucously open society whereas journalism in Vladimir Putin’s Russia is a risky occupation and open opposition to the President has landed many of his opponents in gaol, or worse. Plus ca change… Also, it becomes quite depressing reading the scores and scores of references to Muslim leaders, mullahs, muftis and so on, insistently calling on the Sultan to put an end to Western interference, to declare a Holy War on the Western infidels, to attack and punish the Christians. Again, almost every day brings fresh calls from Al Qaeda or the Taliban or ISIS to defeat the infidel West. How long, how very, very long, these bitter hatreds have endured.

4. And the book offers another, more general level of insight – which is into the types of political pressure which all leaders find themselves under. The leaders of all the belligerent nations, as described above, found themselves trying to manage and control the often extreme opinion of their publics or churches or courts or advisors. How they did so, where they gave in, where they stood firm, and with what results, are object lessons modern politicians could still profitably study, and which give fascinating insight to us non-politicians into the sheer difficulty and complexity of trying to manage a big modern industrialised country, let alone a modern war.

The Crimean War was a shameful shambles for nearly all the participants. This book not only describes the squalor and suffering, the disease and dirt, the agonising deaths of hundreds of thousands of men in a pointless and stupid conflict – it sheds fascinating light on how such conflicts come about, why they are sometimes so difficult to avoid and almost impossible to control, and why sequences of decisions which each individually may seem rational and reasonable, can eventually lead to disaster.

This is a really outstanding work of history.


Memorable insights

The trenches The Siege of Sevastopol lasted from September 1854 until September 1855. Criminally, the British were completely unprepared for winter conditions in Russia (like Napoleon, like Hitler) resulting in tens of thousands of British soldiers living in pitifully inadequate tents, with no warm clothing, amid seas of mud and slush, so that thousands died of frostbite, gangrene and disease. In an eerie anticipation of the Great War both sides created elaborate trench systems and settled into a routine of shelling and counter-shelling. In between times there were pre-arranged truces to bury the dead, during which the opposing armies fraternised, swapped fags and booze and even toasted each other. In this element of prolonged and frustrating trench warfare,

this was the first modern war, a dress rehearsal for the trench fighting of the First World War. (p.373)

Alcohol 5,500 British soldiers, about an eighth of the entire army in the field, were court-martialled for drunkenness. It was rampant. Some soldiers were continually drunk for the entire 11-month siege.

Disease As usual for all pre-modern wars, disease killed far more than weapons. For example, in January 1855 alone, 10% of the British army in the East died of disease. Died. Cholera, typhoid and other waterborne diseases, combined with gangrene and infection from wounds, and frostbite during the bitter winter of 1854-55. Figes has a splendid few pages on Florence Nightingale, the tough martinet who tried to reorganise the wretched hospital facilities at Scutari, on the south side of the Black Sea. I was staggered to read that the Royal Inquiry, sent out in 1855 to enquire why so many soldiers were dying like flies, despite Nightingale’s intentions, discovered that the hospital barracks was built over a cesspit which regularly overflowed into the drinking water. As Figes damningly concludes, the British wounded would have stood a better chance of survival in any peasant’s hut in any Turkish village than in the official British ‘hospital’.

Nikolai Pirogov Figes goes into some detail about Florence Nightingale (fascinating character) and also Mary Seacole, who is now a heroine of the annual Black History Month. But Figes brings to light some other heroes of the 11-month long siege of Sevastapol, not least the Russian surgeon Nikolai Pirogov. Pirogov arrived in Sevastapol to find chaos and squalor in the main hospital, himself and the other doctors operating on whoever was put in front of them by harassed orderlies and nurses, as the allies’ continual bombardment produced wave after wave of mangled bodies. Finally it dawned on Pirogov that he had to impose some kind of order and developed the  system of placing the injured in three categories: the seriously injured who needed help and could be saved were operated on as soon as possible; the lightly wounded were given a number and told to wait in the nearby barracks (thus not cluttering the hospital); those who could not be saved were taken to a rest home to be cared for by nurses and priests till they died (pp.295-298). He had invented the triage system of field surgery which is used in all armies to this day.

Irish A third of the British army consisted of Catholic Irish. This surprising fact is explained when you learn that the army was recruited from the poorest of the urban and rural poor, and the poorest rural poor in the British Isles were the Irish.

The camera always lies The Crimean War is famous as seeing the ground breaking war reporting of Russell of The Times and some of the earliest photographs of war, by the pioneer Roger Fenton. However, Figes points out that the wet process of photography Fenton employed required his subjects to pose stationary for 20 seconds or more. Which explains why there are no photographs of any kind of fighting. He goes on to explain how Fenton posed many of his shots, including one claiming to be of soldiers wearing thick winter wear – which was in fact taken in sweltering spring weather – and his most famous photo, of the so-called Valley of Death after the Light Brigade charged down it into the Russian guns – in which Fenton carefully rearranged the cannonballs to create a more artistic effect.

This reminded me of the account of Felice Beato I read in Robert Bickers’ The Scramble for China. Beato was an Italian–British photographer, one of the first people to take photographs in East Asia and one of the first war photographers. Beato was allowed into the Chinese forts at Taku after the British had captured them in 1860 towards the climax of the Second Opium War and – he also arranged the bodies to create a more pleasing aesthetic and emotional effect.

Victoria’s Wars by Saul David (2006)

The 2nd Europeans, 31st and 70th Regiments of Native Infantry drove the enemy from their cover with great slaughter. I only saw one European amongst the dead; at least a part of one. He was a sergeant of the 2nd Europeans; his cap, grog bottle, and his head was all we saw. There was a letter in the cap, but I could not make out any of it, for it was saturated with blood. (An anonymous British private describing the aftermath of the Battle of Sadiwal, Second Sikh War, 21 February 1849, quoted p.136)

This book is unashamed good fun, intelligent, gripping, informative and horrifying by turns.

Victoria’s Wars: The Rise of Empire consists of 400 pages of lucid compelling prose which retell the rattling stories of the British imperial conflicts during the 24 years between Queen Victoria ascending the thrown in 1837 and the death of her much-beloved husband, Albert, in 1861. The period is sometimes referred to as the ‘Dual Monarchy’ and saw the size of the British Empire almost quintuple in size from 2 million to 9.5 million square miles. But this didn’t happen peacefully: the British Army fought 30 or so campaigns during the period. David explains this book will cover the two major and nine medium-sized wars of the period. That’s a lot of fighting.

David disarmingly admits in the Author’s note that he first got addicted to the thrill and swashbuckling adventure of Britain’s early Victorian imperial wars from a boyhood reading of George MacDonald Fraser’s Flashman novels. When he came to research the period as a mature historian, he discovered that Victoria and Albert had more say in some of these conflicts than had previously been reported.

Thus he had the idea of interweaving his accounts of these (pretty well-known) imperial conflicts with the key events in the lives of the royal couple – how Victoria inherited the throne (in 1837), her coronation (in 1838), her wooing and wedding to Albert (February 1840), and then their periodic interventions in politics through till Albert’s death in December 1861. So a central thread of this narrative is the surprisingly detailed interest the royal pair took in Britain’s imperial conflicts: David quotes the letters which show Victoria being surprisingly sharp and critical of her governments for the way they (mis)managed both the Crimean War and the Indian Mutiny, and the other conflicts of the period.

The nature & scope of these ‘wars’

This is essentially a military history, not a political or diplomatic or strategic or cultural history – these accounts take us right into the guts of the fighting and this approach, as always, has numerous benefits.

For a start they make it clear what ‘war’ actually means in each instance, in terms of geographic location and strategic intention. I’ve never really read in detail about the Crimean War before, and so was surprised and enlightened to learn that Britain and France, for a start, need never have fought it.

The conflict arose because the Czar insisted on bullying Turkey into granting authority over all Christians in the ailing Ottoman Empire to Russia. The Turks vacillated between agreeing or giving in to France who, under Napoleon III, also wanted control of the Turkish Christians, and Britain, who saw the whole thing as yet another pretext for Imperial Russia to extend her power south and take control of the entire Black Sea, thus threatening Britain’s supply lines to India.

If the allies had managed to pull Austria into the alliance of France, Britain and Turkey this would probably have sufficed to make Russia back off, but instead, while the diplomats wrangled, Russia sent her armies into the Balkans to besiege strategic towns there with a view to marching on Constantinople. Britain and France decided Russia must not only be threatened out of the Balkans but taught a lesson. This lesson, it was decided, would be the seizure of Russia’s main military port in the Black Sea, Sevastapol on the Crimean Peninsula.

That was it. That was the aim of the Crimean War: to teach Russia a lesson by seizing Sevastapol. But the allies landed 20 miles away to the north of the port, took ages to get all the equipment ashore, slowly marched to the city and then dithered about attacking – all of which gave the defenders of Sevastapol time to create awesome defences around it, thus setting the stage for a long and bloody siege which dragged on through the cruel Russian winters in which thousands of men slept in mud and water and snow and, not surprisingly, died like flies from cholera.

What a miserably mismanaged cock-up. The three battles I’d heard of – at the River Alma, Inkerman and Balaklava – were all subsidiary battles fought only to achieve the main goal, seizing Russia’s only warm water port.

We are used, in our time, to the Total Wars of 1914-18 and 1939-45 and so tend to think of ‘war’ on the same epic scale, fought to obliterate the opponent. It is thought-provoking to read about ‘wars’ of much more limited geopolitical, geographical and military scope and aim, fought with much smaller numbers, using much more primitive weapons.

Blow-by-blow eye-witness accounts

The second feature of a military history like this is its detailed, blow-by-blow description of the actual fighting, the battles and encounters, feints and charges and stands. (David’s book is graced with lots of charming hand-drawn maps – perfectly clear but in a whimsical deliberately archaic style – maps of the whole country affected, and then detailed maps of specific battles. These are vital.)

Thus David’s account of the ill-fated Kabul expedition, or the Crimea, or the Sikh Wars or the Mutiny, are studded with eye-witness accounts, scoured from letters, journals, diaries and official battle reports, which take the reader right into the sweat and fury of battle. Again and again we read the specific actions of named individuals and their vivid terrifying descriptions of fighting off Pathan warriors with swords, parrying Russian soldiers with bayonets, of rushing walls and stockades or helping comrades under fire. This is from the account of Private Wightman of the 17th Lancers describing how the survivors of the Charge of the Light Brigade, disorientated and riding back through dense smoke, veered by mistake up the sides of the valley only to encounter Russian infantry:’

My horse was shot dead, riddled with bullets. One bullet struck me on the forehead, another passed through the top of my shoulder; while struggling out from under my dead horse a Cossack standing over me stabbed me with his lance once in the neck near the jugular, again above the collar bone, several times in the back, and once under the short rib; and when, having regained my feet, I was trying to draw my sword, he sent his lance through the palm of my hand. I believe he would have succeeded in killing me, clumsy as he was, if I had not blinded him for the moment with a handful of sand.’ (quoted on p.233)

I guess this sort of thing is not for everyone but if you’re a certain sort of boy or man then you’ll find these hyper-detailed accounts of combat thrilling and exciting. ‘Why do men fight?’ girlfriends have asked me over the years. For the simple reason that it is the most exciting thing a man can experience – or a certain sort of man, at any rate.

One example can stand for thousands: here the young British officer Garnet Wolseley describes the feeling of standing on the battlefield shouting for volunteers, then charging a well-defended enemy stockade in Burma in 1853.

Wolseley could see the numbers of the Burmese above their stockade, urging the British on with shouts and gesticulations. Once again he experienced the thrill of the charge as adrenalin coursed through his veins. ‘The feeling is catching,’ he wrote; ‘it flies through a mob of soldiers and makes them, whilst the fit is on them, absolutely reckless of all consequences. The blood seems to boil, the brain to be on fire.’ (p.169)

Or Lieutenant E.A. Noel of the 31st Foot describes the exhilaration of charging the Sikh artillery at the Battle of Ferozeshah on 22 December 1845. The battle was:

‘murderous, but glorious, the excitement of charging right into the mouth of the guns you cannot conceive.’ (quoted p.101)

Most of the common infantry fought because a career in the army offered the security and pay their lives in Britain couldn’t provide, as well as training and camaraderie and a sense of identity. The officers – as David brings home – were mostly upper-class twits, not least because throughout this era officers could simply buy their ranks and saw the army as a means to social and financial advancement.

Nevertheless, ragamuffin proles or chinless toffs, all or any of them could be swept up in the heat of actual battle and find themselves performing super-human feats.

Heroism

For men under pressure reveal extraordinary capacities. There are accounts of mind-boggling heroism here, of men fighting on single-handed, manning guns after all their comrades are killed, racing across open ground towards walls stuffed with musketeers shooting at them, and so on.

It was during this early period, in 1857, that a new medal, the Victoria Cross was instituted for just such acts of stunning bravery. (David has a fascinating section about the creation, the design and casting of the first Victoria Crosses: they were, and still are, cast from the bronze cascabels – the large knobs at the back of a cannon used for securing ropes – of two Russian cannon captured at Sevastapol, hence the dull gunmetal colour. The remaining metal from these cascabels has still not all been used up; there is said to be enough metal for eighty-five more medals, p.282)

At the battle of the Alma the defeated Russians were limbering up their guns and withdrawing them, when Captain Edward Bell of the 23rd Fusiliers ran forward alone and, armed only with a pistol, surprised the Russian driver, who fled, while Bell seized the horse and led horse and Russian gun back to the British side of the breastworks. For this he later won the first Victoria Cross awarded in the Crimea (p.207).

At the Battle of Inkerman (5 November 1854) Captain John Crosse of the 88th Foot found himself defending the Saddle Top Ridge against advancing Cossacks:

‘I found myself close to a knot of six Russians who were advancing to attack me… I shot four of the Russians, the fifth bayoneted me & fell pulling me down on top of him, the sixth then charged on me & [with my sword] I cut down his firelock on to his hands and he turned back.’ (quoted p.241)

Butchery

But, of course, scattered moments of heroism are all very fine, and tend to be remembered by all concerned for the fine light they shed on combat, but fighting boils down to men killing each other in hair-raisingly grisly ways, hacking at each others’ bodies with blunt swords, stabbing and gouging and strangling and bludgeoning, while others are shooting bullets which smash bones, joints, shoot through your eyes or mouth or skull.

Take the relief column under Lieutenant Robert Pollock which was sent to rescue the British hostages held in Kabul (those held back and so not slaughtered in the mountains). As this force went back over the ground taken by the retreating Kabul garrison, it walked over bodies the whole way.

All along the road from Fatiabad lay the remains of the Kabul garrison, the corpses ‘in heaps of fifties and hundreds, our gun-wheels passing over and crushing the skulls and other bones of our late comrades at almost every yard.’ (quoted p.71)

Having rescued the British hostages, this column also withdrew back to India, but was harried all the way by the fierce Ghilzai tribesmen. One of the last to die was Ensign Alexander Nicholson of the 30th Native Infantry. The following day, John Nicholson, just released from Afghan captivity and following the same path to safety, came across his brother’s mutilated corpse, with his penis and balls cut off and stuffed into his mouth, as was the local custom (p.72).

After the Battle of Sobraon (Sikh War, 10 February 1846), the British drove the Sikh defenders back onto a narrow bridge over the River Sutlej which quickly broke. Thousands tried to swim across but were slaughtered by rifle fire and grape and canister shot being poured into the swimming mass at point blank range. Gunner Bancroft described the river water as:

‘a bloody foam, amid which heads and uplifted hands were seen to vanish by hundreds.’ (p.109)

By the same token as he uses eye-witness accounts to describe the progress of battles, giving the sense of total immersion in the gripping, terrifying experience of combat, so David also details the appalling gory butchery and bloodshed of battle. He gives a harrowing account of the Charge of the Light Brigade in the Crimea, on 25 October 1854:

A corporal who rode on the right of the 13th was ‘struck by a shot or shell in the face, completely smashing it, his blood and brains spattering us who rode near’. A sergeant of the 17th had his head taken off by roundshot, ‘yet for about thirty yards further the headless body kept the saddle, the lance at the charge firmly gripped under the right arm.’ (p.232)

There is an appalling price to pay for all these conflicts and the pages of this book are drenched in blood and brains. Describing the Indian ‘rebels’ at Sikandarbagh, Fred Roberts recalled:

‘Inch by inch they were forced back to the pavilion , and into the space between it and the north wall, where they were all shot or bayoneted. there they lay in a heap as high as my head, a heaving, surging mass of dead or dying inextricably entangled. It was a sickening sight… ‘ (quoted p.342)

I wonder if David did a tally of how many people died during these imperial conquests, men killed in battle, and women and children murdered in the accompanying atrocities by both sides: to the casual reader it must have been several million – the Crimean War alone accounted for some three quarters of a million dead on all sides. So much blood. So many human bodies composted back into the soil.

‘We overtook numbers of their infantry who were running for their lives – every man of course was shot. I never saw such butchery and murder! It is almost too horrible to commit to paper.’ (An officer of the 9th Lancers at the Battle of Sadiwal, Second Sikh War, 21 February 1849, p.137)

One example from thousands sticks in my mind: at the siege of Cawnpore, when the ‘rebel’ Indian regiments rose up against their European officers and families, pushing them back into a hastily defended cantonment, a ball from an Indian canon decapitated the son of the British commander, Major-General Sir Hugh Wheeler, leaving the boy’s hair and brains smeared on the wall of his father’s wall. His brains and hair (p.310). In fact, the rebels promised the garrison safe passage down the river, but as they loaded into the boats treacherously opened fire, killing 800 or more. The survivors were thrown into a small building along with Brits from other locations, nearly 200, almost all women and children, and kept prisoner in the blistering heat, without food or water for weeks. When a relief column of British forces approached all of them – 194 women and children – were hacked to death with swords. it is recorded that the killers needed replacement swords because the first ones became blunt hacking on human bone. Then all the bodies were thrown down a well, quite a few still alive at the time, only to asphyxiate under the weight of bloody bodies.

Yes. I know – the butchery, on both sides, during the Indian Rebellion, requires a book of its own. But still, it’s the father having to see the hair and brains of his son smeared across the wall which has stayed to haunt me at nights…

Incompetence

But maybe the main learning from the book is the staggering level of blundering incompetence shown by so many Brits at so many levels. As a survivor of the catastrophic retreat from Kabul, put it, the complete destruction of the allied force was due to the ‘incompetency, feebleness and want of skill’ of the military leaders (p.70) and this story is echoed again and again during these 24 fraught years.

The absolute epitome of mismanaged confused dunderhead behaviour was the Charge of the Light Brigade, sent into the wrong valley against well-placed Russian guns which wiped them out – an event David goes into in great detail (pp.227-237) and which just gets worse the more you understand it.

The entire Crimean campaign became byword for mismanagement, not least in the inability to feed, clothe and medicate British troops who died in their thousands during the first winter besieging Sevastapol. It was this dire situation which prompted T.J. Delane, the editor of The Times, to write an editorial excoriating the incompetence of the army and the government.

The noblest army England ever sent from these shores has been sacrificed to the grossest mismanagement. Incompetence, lethargy, aristocratic hauteur, official indifference, favour, routine, perverseness, and stupidity reign, revel and riot in the camp before Sevastapol, in the harbour at Balaklava, in the hospitals of Scutari, and how much closer to home we dare not venture to say. (p.254)

How the devil did these clodhoppers manage to acquire and run the greatest empire the world has ever known? The book suggests a number of levels at which British incompetence and stupidity operated:

1. The wrongness of basic aims Was it even worth fighting the Crimean War or the Afghan war in the first place? Diplomatic pressure was already making the Russians withdraw from the Balkans; after three years of war, the peace treaty didn’t achieve much more than had been on the table at the start.

Similarly, the First Afghan ‘war’ amounted to an armed expedition into Afghanistan to overthrow the existing ruler – Dost Mohamed – for being too friendly to the Russians and replace him with an exile of our choosing, Shah Suja, who would then owe us undying loyalty. The British force with some 10,000 camp followers fought its way through south Afghanistan, finding it harder than predicted, and eventually took Kabul, forcing Dost to flee and imposing the new ruler. But the people rejected him, we never controlled the outlying settlements, we promised subsidies (bribes) to various tribes which we failed to pay or cut back – and so shouldn’t have been surprised when there was a popular uprising which quickly took Kabul, besieging the Europeans in an indefensible cantonment.

The divided British leadership patched up an agreement with Dost Mohamed’s son in which we were promised free passage over the mountains back to Jelalabad but a) it was winter – the first weeks of January – b) nobody told the various angry tribes who controlled the mountains, and so the vast retreating force of several thousand soldiers and over 10,000 camp followers, were picked off at leisure or died of exposure in the sub-freezing temperatures. Notoriously, of the 16,000 or so total who went into Afghanistan, one – ONE – survivor, a Dr Brydon, made it alive to Jelalabad.

2. Strategic blundering The Kabul disaster reads like a textbook example of how not to do it. For a start leadership of the expedition was divided between the military leader Elphinstone and the political emissary, Macnaghten. The cantonment where the British Army based itself was significantly outside the city of Kabul; we didn’t build a citadel of strength to act as a secure base; and we relinquished control of the only secure building in the city, the Bala Hissar fort, to the new playboy ruler we had installed, and his harem.

3. Indecision and hesitation This really comes across as a key cause of failure in almost all these conflicts. Even after fighting broke out in Kabul the British leaders refused to take it seriously. Quick and decisive action might have stamped it out, captured the ringleaders and dissipated the local aggression; but the military leaders on the ground hesitated or plain refused to march into the city and so it was lost and the rest followed logically.

The same hesitation or plain refusal to attack leaps out of the account of the Crimean War where a quick attack on Sevastapol immediately after the allied forces had landed might have taken the city and prevented two years of costly siege: but the generals in charge – Lord Raglan for the British, Jacques Leroy de Saint-Arnaud for the French – wanted to wait until everything was ready and everyone had landed etc, thus giving the Russkies time to defend Sevastapol to the hilt. After the hard-fought Battle of the Alma River, with Prince Menshikov’s army retreating in disarray, both generals lost the opportunity to devastate them with the as-yet unbloodied British cavalry.

Only by taking chances are crushing victories won. And the Battle of the Alma could have been a crushing victory; it might even have ended the war… [but] neither Raglan nor Saint-Arnaud had the genius or nerve required to destroy the Russian Army in a single battle. Instead it was allowed to withdraw largely intact to fight another day – with disastrous long-term consequences for the allies. (p.212)

The same reluctance and refusal shines out of David’s account of the Indian Mutiny, a much bigger more complex event, in which there’s one silver thread concerning how the British garrison forced out of Delhi by the ‘rebels’, joined by reinforcements, took the cantonment to the north-west of the city: had they attacked immediately they might have driven the rebels out and squashed the rebellion at its heart. Instead, just like Raglan and Saint-Arnaud in Crimea, they waited, they prevaricated, they said they needed more forces – and the moment was lost (p.307).

Months passed and then waited: had they attacked straightaway who find a secure base above the city and then prevaricate for months and months and months, under the reluctant leadership of Brigadier Archdale Wilson, who drove his officers mad with frustration by continually claiming he needed just a few more guns, ammunition, soldiers, before he launched the attack to retake the city.

A very crude rule emerges from all of these accounts which is: If you see an advantage – SEIZE IT! Even if all your regiments, cavalry, artillery or whatever haven’t totally arrived – if you see the enemy retreating or vulnerable – GO FOR IT. Time and again opportunities were lost for quick, decisive knockout blows because the men in charge hesitated, were afraid, wanted to be sure of total success… and all too often that turned what would have been quick campaigns into brutal struggles of attrition in which tens of thousands died needlessly.

4. Penny pinching Prevarication was often caused by the wish to save money, for another thread which emerges is the way the British wanted to have an empire on the cheap. It’s striking to realise how nothing has changed in the national culture in 180 years – we’ve always been an austerity nation. Garnet Wolseley complained that all the logistics support for the army had been shut down ‘on so-called economical grounds’ and much of the rest contracted out to private suppliers – hence the revolting inedibility of the food provided for the soldiers in the Crimea. Ring any bells?

Thus the disaster at Kabul was partly caused by the Treasury demanding cuts to the costly expedition so that its political leader, Macnaghten, halved the subsidy/bribe being paid to a northern tribe of Afghans – who promptly rose against us; and, in order to save money, ordered a column out to meet a relief force coming from the north instead of waiting – which was promptly massacred.

The Crimea was a classic example of a major war which we tried to fight on the cheap, resulting in military stalemate (we won the side battles of Inkerman and the Alma but obstinately failed to take Sevastapol for years) and the deaths, due to lack of equipment (proper winter uniforms, tents, even food) of thousands and thousands of poor bloody infantry. ‘The Army is a shambles’, he quotes one officer as commenting (p.186). Eventually, the government was shamed by the extensive newspaper reporting of Russell (among others), the reports of Florence Nightingale, and pressure from the Queen, to face the facts that it was going to cost money to win the damn thing.

And David highlights the same mindset at the outbreak of the Indian Rebellion: the government didn’t take it seriously because it didn’t want to take it seriously because it didn’t want to spend the money which ended up being required to put it down. By this stage, twenty years into her reign, Queen Victoria had the confidence to write to her Prime Minister, Lord Palmerston, criticising the government for, yet again, being:

anxious to do as little as possible, to wait for further news, to reduce as low as possible even what they do grant…’ (quoted p.327)

I’ve read so many times that the Empire was a device for looting and creaming off vast wealth from colonised countries that I am genuinely puzzled how come an account like this gives the strong impression of a colonial government in a permanent financial crisis, consistently underfunding and under-equipping the army it needed to police the empire, acting slowly, refusing to recognise the severity of the crises it faces and always trying to get away with the cheap option.

David gives a handy checklist for responsibility for the Afghan disaster, which serves as a useful checklist for many of these imperial fiascos. Who was to blame?

  • The political ruler of India, Lord Auckland, for ordering an invasion of Afghanistan which was never really necessary in the first place – the existing ruler was fairly friendly and could have been bribed to be on our side without the loss of a single life.
  • The Tory government, which, in order to save money, demanded a reduction in troop numbers and reduction of local bribes – thus helping to spark the rebellion.
  • General Cotton, the senior military man on first arrival in Kabul, who acquiesced in making the large, indefensible, out-of-town cantonment the main British base.
  • Sir William Macnaghten, the senior political agent on the spot, who deliberately played down the rebellion when it started, refusing to give permission for quick decisive suppressing action, then made a hash out of negotiating with the enemy chieftains (for which he was shot dead on the spot by one of them).
  • Brigadier-General Shelton, the man in charge of the British forces, who made a series of decisions all based on hesitation and caution, which allowed the rebellion to spiral out of control.

5. Unwanted freelancing Another theme is the regularity with which the men on the spot far exceeded their orders from the home government which then found itself forced to back them up. For example, the governor-general of India, Lord Ellenborough, sent Sir Charles Napier in 1842 with a force designed to bring the amirs of Sind, in north-west India, into submission to the British. Instead, Napier fought a series of battles and annexed the territory outright, to the horror of the board of the East India Company (who still, technically, ruled India) and the government of Robert Peel. It was felt to have been unnecessarily aggressive but also – more importantly – incurred unwanted cost: all very well for these soldier chaps to go a-conquerin’ territory, but then someone had to pay for the new lands to be garrisoned, manned, administered and so on, which cost a fortune.

6. Disease Three quarters of the 20,000 British deaths in the Crimea were caused by disease: 10,000 allied lives were lost to cholera, dysentery and fever before the allied armies even arrived at the Crimea, due to the squalid conditions at the base camp of Varna. In the winter of 1855 it was clear both sides in the Crimean War desired peace, but Napoleon III of France let himself be persuaded by the British to keep his forces at the Sevastapol siege through the winter to keep the pressure on Russia. With the result that the French lost more men – at least 30,000! – to disease in the final three months of the war than they lost in all combat operations of the previous two years.

Disease was the bane of all these ‘wars, fought in extreme heat or freezing cold in the plains of India, the jungles of Burma, the snowbound Afghan mountains or the frozen trenches of the Crimea.

The grim dynamic of imperialism

Again and again the same pattern and sequence of events took place: local rulers of land bordering the existing empire refuse to become our allies (Dost Mohammed in Afghanistan) or harass British traders (the ruler of Burma the Qing Emperor in China) so a British force is dispatched to bring them to heel/punish them/force them to let free trade continue.

If they resist in any way, especially if any of our chaps is killed, then the whole thing is converted into a massive Insult and Dishonour to Queen and Country and suddenly the entire nation is whipped up by the government/popular press to avenge/right/redeem this Insult, carrying out ‘the just retribution of an outraged nation’ (p.71) – and a large force is sent to sort them out.

Then it turns out to be tougher going than we thought, there are unexpected defeats, casualties mount up, it takes longer than we expected, soldiers start dying of heat and disease, they have the wrong uniforms (winter for summer or vice versa), run out of ammunition, reinforcements are delayed, individual acts of amazing heroism help to conceal systematic failings of strategy, funding and logistics and so the whole thing drags on, sometimes for years.

Eventually, enough extra forces, ammunition and cannon finally arrive to force a ‘victory’ of sorts or face-saving compromise, news of which is cabled back to a jubilant nation, there’s dancing in the streets, pubs and streets are named after the various bloody battles – the Alma, the Balaklava – medals are handed out, victory parades, the native rulers are arrested, exiled, replaced, the native peoples brutally massacred and cowed into submission… for the time being.

All in all, it is a shameful narrative of bullying, exploitation and hypocrisy but almost everyone was caught up in it, the national narrative. It is inspiring that there were radical thinkers and even MPs who were solidly against the notion of Empire, who consistently thought it directly contradicted Britain’s own rhetoric about Freedom and Liberty. But they made little impression on the jingoistic national culture, which only became more and more imperialistic as the century progressed.

Vandalism

A summary of these years wouldn’t be complete without some mention of European vandalism and destructiveness.

  • After the gruesome retreat from Kabul in which over 10,000 died, British forces were despatched to rescue the European hostages being held west of the city. They successfully rescued them and fell back on a pacified Kabul but realised they couldn’t hold it and retreated back to British India. But not before the force, under Lieutenant Robert Pollock and widely nicknamed the ‘Army of Retribution’, had blown up Kabul’s ‘magnificent Great Bazaar’ amid widespread looting and destruction (p.71), as punishment for the murder of the British envoys whose dismembered bodies had been hung there a year earlier (p.54).
  • During the Crimean War Sir George Brown was despatched with a force to capture Kertch, a vital supply port on the east coast of the Crimean Peninsula. Once they’d captured the relatively undefended town the allied troops went wild, looting homes, murdering civilians and raping women. They also burnt to the ground Kertch Museum with its priceless collection of early Hellenic art (p.261)
  • The Summer Palace of the Chinese Emperors at Beijing was (to quote Wikipedia) ‘widely conceived as the pinnacle work of Chinese imperial garden and palace design… an architectural wonder, known for its extensive collection of garden, its building architecture and numerous art and historical treasures.’ Towards the end of the Second Opium War in 1860, as an Anglo-French expedition force approached Beijing, two British envoys were sent to meet Prince Yi under a flag of truce to negotiate a Qing surrender. When news emerged that the delegation had been imprisoned and tortured, resulting in 20 deaths the British High Commissioner to China, Lord Elgin, retaliated by ordering the complete destruction of the palace. It was comprehensively looted and then burned to the ground. The Chinese have never forgotten or forgiven this crime.

Footnotes & insights

This is the kind of fact-packed popular history where even the footnotes are packed with interesting information. There’s a footnote on almost every page and every one is worth reading – from details of the  several assassination attempts on Queen Victoria, the Indian origin of the words sepoy, sirdar, pundit and so on, what a regiment’s ‘colours’ actually are (two flags, one regimental, one for the queen), how the town of Ladysmith in South Africa got its name, and an extended sequence on how the famous Koh-i-noor diamond came to be handed over the British and included in the crown.

The evolution of military hardware

Alongside the thread about Victoria and Albert’s interventions is another thread which dwells on the evolution of military technology during this period. I was fascinated to read about the arrival of steam warships. At first battleships continued to have masts and depend on sail power – if there was wind – but were also equipped with steam engines for when there wasn’t. Only slowly did they make the full transition to steam. I was particularly interested in the advent of a new design of much smaller warship, only 200-foot long, powered by steam and equipped with a small set of rotatable guns. Because of their size these could penetrate up even minor rivers and still deliver punishing artillery fire. They were called gunboats and for the first time really allowed the Royal Navy (and Britain) to extend its might/force/violence into the remotest river frontages all over the globe (p.159).

And so for the first time I really understood the hoary old expression ‘gunboat’ diplomacy’, which is always used to describe Lord Palmerston’s belligerent foreign policy during this period. The use of gunboats is exemplified here by their use in the Second Burma War, 1852-3.

Just as interesting was David’s detailed description of how new ‘rifles’, manufactured at the new workshops on the River Lee at Enfield, hence the ‘Lee Enfield rifle’, were developed to replace the old flintlocks which were still in use at the start of the period, much more accurate at a longer distance, giving our boys a distinct advantage.

A little less interesting, but still giving you the sense of getting a complete overview of the military world of this era, is David’s attention to the evolution of uniforms, away from the heavy double buttoned tunic and the clumsy tall shako hat towards more practical (but still to us, improbably unwieldy) uniform.

Conclusion

This is a compellingly written, exciting and illuminating book on many levels – popular history at its best.
