Arrival and Departure by Arthur Koestler (1943)

Arthur Koestler, a potted biography

Arthur Koestler was born to a Jewish mother in Budapest, capital of the Hungarian part of the the Austro-Hungarian Empire, in 1905. So he was 14 when the short-lived Hungarian communist government of Bela Kun seized power in 1919 and Koestler later remembered his teenage high hopes for it and for a better future. The Bela Kun regime was crushed and replaced by the authoritarian rule of Admiral Horthy, but Koestler retained that youthful idealism

Koestler became a journalist and travelled widely in the late 1920s and early 1930s, reporting from the Soviet Union, Palestine and Germany, for a variety of German newspapers. He joined the German Communist Party in 1931.

In 1936, early in the Spanish Civil War, Koestler got access, as an accredited journalist, to General Franco’s headquarters and gathered evidence of the support the regime was getting from Nazi Germany and Fascist Italy, which was published, a great scoop at the time. This and other experiences were incorporated into his book Spanish Testament.

On a second trip in 1937, Koestler was caught in Málaga when it fell to Mussolini’s troops, was arrested, and convicted for spying because of the revelations from the Franco HQ. He was sentenced to death and from February to June 1937 he was imprisoned in Seville under sentence of death.

Quite an experience, which he also wrote about in Dialogue with Death. Eventually he was released in a prisoner exchange for the wife of one of Franco’s favourite flying aces.

Koestler moved to Paris where in 1938 he completed The Gladiators, a novel about the rising of ancient Roman slaves under Spartacus. The same year he quit the Communist Party and began writing the novel he’s most famous for, Darkness at Noon. His then girlfriend, English sculptor Daphne Hardy, translated Darkness at Noon from German into English and smuggled it out of France when she left ahead of the German occupation (June 1940).

Koestler’s life story is extremely colourful. First he was arrested by the French authorities in late 1939 and held in a French internment camp as an enemy alien. He described this experience in the hastily written memoir Scum of the Earth. He was eventually released at the request of the British authorities and as the result of intense lobbying by Hardy.

But how to get out of France without official papers, which the sclerotic French bureaucracy wouldn’t give him because he was ‘an enemy alien’? Koestler came up with a mad scheme. On the very day the French surrendered to the invading Germans, in May 1940, Koestler joined the French Foreign Legion in a desperate expedient to get out of the country.

He was accepted, trained and packed off to North Africa where he promptly deserted, made his way to Lisbon and so by boat to Britain. However, because he arrived without an entry permit, Koestler was again imprisoned.

Surely the only major writer to have been imprisoned in three different countries.

Koestler was still in prison when Daphne Hardy’s English translation of Darkness at Noon was published in Britain in early 1941 to great acclaim. This, and influential friends, helped get Koestler released from prison and he immediately volunteered to fight for the British Army, serving 12 months in the Pioneer Corps.

In March 1942 Koestler was assigned to the Ministry of Information, where he worked as a scriptwriter for propaganda broadcasts and films. During his spare time he wrote Arrival and Departure, the third in what had now become a trilogy of ‘political’ novels that began with The Gladiators and continued with Darkness at Noon.

Arrival and Departure

Although Darkness at Noon is transparently about the grotesque show trials which Stalin organised in the Soviet Union to discredit and liquidate all the old Bolshevik leaders who could be a threat to him, a striking feature of the book is that it nowhere actually mentions Russia, the Soviet Union or Stalin, preferring to use generic terms such as ‘the Party’ or ‘Number One’.

Clearly, Koestler felt there was value in trying to generalise the experience he was describing. Presumably the same wish not to be tied down by details and specifics underlies his approach in Arrival and Departure which continues to use some of the same generic terms.

Arrival and Departure is arranged in five parts which also bear very general titles.

Part 1: Arrival

The book opens mysteriously with an unnamed male protagonist leaping from the deck of a ship carrying a waterproof bundle. He swims to the anchor chain of the large ship, a cargo ship, the Speranza, which he’s been stowing away in while he orientates himself. He’s been hiding in the cargo hold for fifteen long days and nights. Now he can see a shoreline not too far away and swims towards it, eventually hitting the sloping shoreline and walking up through the waves onto the beach. He hides in one of the long row of bathing huts. His nose has been broken, his two front teeth smashed. His body has cigarette burns at various places (we later learn there are three: on one heel, behind one knee and on his penis), the result of torture. He is 22.

On the beach were sandcastles made by children. One of them carried a little toy flag, the flag of ‘Neutralia’ – so that’s where he is. Hidden in the beach cabin he weeps with relief.

Next day, things feel very relaxed. His clothes have dried overnight, it is very bright and sunny, he walks into town along a road lined with palms, there’s a square, he manages to change some of the money he had in his bundle, sits at a cafe table and orders a slap-up breakfast.

A family sitting nearby recognise him. They’re waiting to get visas to move on. So are friends. They tell him where the consulate is. As he walks on people recognise him. We learn from a woman in a queue that his name is Peter Slavek, he was a leading figure in the Party, and was arrested. Her husband mutters it’s best not to remember anything. Nonetheless the woman remembers that ‘they’ broke his nose, smashed his teeth out and extinguished cigarettes on his body. ‘He was the hero of our generation’.

Another woman, Dr Sonia Bolgar, watches Peter pass. She tells her companion Peter’s mother was a friend of hers. She thought ‘they’ had shot him. She says an accident happened in his family when the boy was just five and he has blamed himself ever since. He was a star student at the university, joined the party and was arrested a couple of times.

The combination of extreme heat (‘blazing street’, ‘hard glare’, ‘the sun was like a furnace’) and tropical fruit in the market stalls Peter passes made me wonder if it’s set in a North African colony. The waiter and others speak French, so a French colony – Tunisia, Morocco, Algeria.

Peter walks to the consulate and tries to persuade the officials that he wants to enlist in their army. Their country is at war. The official (incongruously named Mr, not Monsieur, Wilson) accepts Peter but shrugs and says it’s for ‘the authorities at home’ to decide. The problem is Peter comes from a nation which is an ally of the country the country he’s in is fighting. (Hungary? Allied with Nazi Germany? against France?) Mr Wilson says he’ll see what he can do but off the record suggests he tries the American consulate.

He sees Nazi posters in the shops but, in line with the ‘allegorical’ approach, the posters which describe a New Europe dominated by a newly arisen Central Power, under its stern-faced leader – neither the country nor leader are actually named. Walking on Peter comes to another shop window which shows photos of the New Nation’s opponents, led by their king and a cabinet minister in a bowler hat who flashes a V sign.

Peter bumps into the couple who discussed him earlier. He refers to the man as Comrade Thomas. They were both once part of the Movement. But the Movement has tacked and veered and changed directions so many times it has strangled itself. Presumably he is talking about the Soviet Union and the staggering impact it had on communists around the world when Stalin abruptly announced the Nazi-Soviet Pact of 23 August 1939.

He had thought it would be so easy. Stowaway. Get to a safe destination. Find the consulate. Volunteer for their army. Be greeted with open arms, taken right in, given somewhere to sleep and papers. But no. None of that. He’s out walking the blazing hot streets, rejected with officialdom, with nowhere to stay and no papers.

By about this stage I realised it’s CasablancaCasablanca for intellectuals. There’s an extended community of refugees from all over Europe

Part 2: The Present

Five weeks later, Peter is in the queue at the American consulate. Dr Sonia joins him. He is evidently feverish and weak. She realises he is starving, making one loaf of bread last four days. She takes him back to her flat, feeds and washes him, and he moves in. It isn’t a sexual thing. She is huge (her size is repeatedly emphasised) and was a friend of his mother’s i.e. twice his age.

Sonia is a practising psychotherapist. Half the refugees in town come to her for advice and comfort, even representatives of ‘the other side’. The young woman Odette often comes to visit and the two women make it plain they expect Peter to leave.

Over the coming days Peter slowly falls in love with Odette, well, develops a one-sided obsession with her.

One day she calls round when Sonia is out, one thing leads to another, she gets up to walk out, he slams the door shut, she struggles, he grips her, they stumble to the floor and in a red mist he rapes her. I didn’t see that coming.

Peter doesn’t acknowledge the enormity of what he’s done, he insists that he loves her while the raped woman remains in a foetal position on the sofa facing the wall, crying.

But after a while of Peter pleading, Odette loses her temper and tells him to shut up. He holds her hands and insists that he loves her and after a while she stops crying and start commenting sarcastically on this so-called ‘love’, on men and their brutish ways, how they beat a woman down, bullying and nagging until she eventually says, ‘After all – why not?’ And as he lowers himself towards her again, she says that to him: ‘After all – why not’, indicating her self-abandonment. Athough she adds: ‘But don’t hurt me this time.’

For ten days he lives in a sensual paradise, absolutely head over in heels in love. Every day he spends at Odette’s room in a her boarding house, they have sex, then laze around chatting, then get dressed and go for mussels and local wine at a harbourside restaurant. Paradise. On the tenth day he knocks and immediately sense the flat’s emptiness. Inside it has been stripped bare. A note on the table says she got her visa, had a place booked on a ship and has left.

Part 3: The Past

Peter undergoes a complete nervous collapse. He can’t walk. He has deep dreams and waking hallucinations. Deliriously he thinks he’s flying a fighter plane. He has snapped. Sonia calls Dr Huxter who does a thorough physical. Nothing wrong. It is mental. Huxter describes himself as ‘an old Jew’, ‘a general practitioner of the old school’, and is sceptical of Dr Sonia’s depth therapy methods, in fact he sees her as a huge beast, Leviathan from the Bible, dabbling in arcane and unhealthy powers.

Peter is delirious for three days. When he comes out of it he is very weak. Big Sonia nurses him but also does therapy. In his delirium he repeated a psalm about Jerusalem. Now he remembers an incident from his childhood when the family had a pet rabbit, and he overheard the cook say they were going to eat it, and he decided to save it, and his mother repeated the psalm and the little boy picked up the word Jerusalem and applied it to the rabbit and knew that, so long as he thought about Jerusalem the rabbit would be safe. But one day at the park he saw a little girl his age by the pond and fell in love with her and forgot all about Jerusalem, When he got home hungry he wolfed down the chicken stew and only then did the family cook (it was that kind of bourgeois family) tell him it was rabbit stew. He vomited.

Now he remembers that story.

But much worse follows. Suddenly, from pages 78 to 87 he gives a detailed account of the time he was taken out of prison and sent (by mistake it turns out) on a mixed transport, a long train of cattle trucks which included ‘Useless Jews’, women who’d been selected to become prostitutes for Nazi officers, and gypsies who were going to be sterilised.

Only a few pages ago we were reading about the sensual bliss of being young and in love. Now Koestler delivers a really stomach-churning account of how the journey takes days, each truck too packed for people to sit down, then all treading in each other’s excrement, before they are parked in a siding by a disused quarry and here, his truck load watch the ‘Useless Jews’ be forced along a corridor of guards and up steps into removal-type vans which have airtight doors, and in which the Jews are gassed to death in batches.

It takes all afternoon and long into the night, and in their cattle trucks and then as they are hustled along to the vans, the Jews sing, sing defiantly, a song about the return of the Messiah as they are led to be murdered.

Then the scene switches: Peter describes being caught. He was distributing leaflets for the Movement in a working class area near a mill when cops spotted them and gave chase. His three colleagues fell behind, but Peter made it to the main street, jumped on a tram, switched to a bus, made it home to the apartment where he lived with his poorly mother and the maid, a peasant girl. Later the same day, three detectives arrive. The take the place to pieces, ripping open pillows and cushions and sofas, smashing lamps, breaking chairs, looking for evidence. Then they take him away, handcuffing him and punching him in the face. It was the last time he saw his mother.

Peter explains the arrest was nothing to do with the leafleting. It was because he was on the executive committee of ‘the Movement’ at the university.

He is taken in to be questioned by the legendary interrogator, Raditsch, in his deep-carpeted interview room. Raditsch is a burly peasant who has risen to the top of his career. He disarms Peter by revealing he knows all about his career, and knows the identities of half the members of the Movement, who the authorities are about to arrest. He explains that this country will never go communist because it is a land of peasants. Raditsch understands them, he came from a peasant family.

Worse, Raditsch then proceeds to enumerate the failings of Marxism during which it becomes clear that he knows and understands its theory, history and practice fact better than peter does. Raditsch is familiar with Rosa Luxemberg’s arguments with Bukharin, with the shortcomings of the labour theory of value, he explains to Peter how the theory of working class consciousness is based on an inadequate theory of psychology (p.100).

In other words Raditsch quietly and confidently strips Peter of all his intellectual and organisational protection. Then he gives him thirty seconds to confess, thirty seconds to avoid being taken away and tortured and puts his pocket watch on the table and they both watch the second hand tick round.

At the end of 30 seconds Peter has kept silent and so with a sigh Raditsch orders him to be taken away, down stairs, along a corridor and into a room with six strong men dressed in black who in a friendly ungrudging way proceed to beat him black and blue, breaking his nose, smashing his face, stretching him across a table and whipping him with some metal implement that makes it feel like his body’s been cut in two. He screams, he wets himself, he shits himself, his face is covered in blood and tears and snot, he passes out.

All this is in flashback. Peter pieces together the scene over a series of sessions with Sonia, who sits quietly and rather formally, apparently doing her knitting, only occasionally asking a question to prompt Peter, to help him over a bump in the road.

All kinds of mental images and memories and layers overlap and interpenetrate. For example, Peter explains that despite the most outrageous torture he refuses to ‘confess’ not because of Party discipline, he’s long forgotten the Movement, it’s something deeper, a sense that he has already betrayed the Party with a thousand little mental infidelities and witholdings, which he’s told Sonia about. On page 119 he makes a list for Sonia of all his betrayals, starting with feeling guilty about getting away after the leafleting episode when his three comrades were captured, for breaking his mother’s heart, for being powerless to help the Jews as they walked off to be gassed, working backwards through a long list of excuses for guilt.

Anyway, the text gives a very detailed description of the four days of intense torture, beatings, whippings, waterboarding and bastinado that he received, very detailed and stomach-churning, not for the faint-hearted.

But all this is only really preparatory to Sonia’s psychotherapy. Peter was to emerge as a hero for the Movement, a legend because he didn’t break under torture. But he had nothing to confess because in his heart he had already betrayed everyone. It is the root of this guilt which Sonia is really interested in, she calls it his Christmas tree of guilt on which he has spent his life (he is now 23 years old) hanging all kinds of decorations. Backwards she goes through his memories till we reach the real bedrock.

When he was five he was playing half-maliciously with his younger brother in a disused rowing boat by the sea on a family holiday, when they both tripped and fell forward and his little brother’s eye was impaled on a rusty rowlock, permanently blinding him. But even that isn’t it, because digging deeper we learn that aged just three he remembers reaching into the cot of the little baby, the newcomer who had taken everyone’s love and affection away from him. Not long before a beloved toy of his, a teddy bear, had been taken away supposedly because its eyes had fallen out. Now, aged just three, little Peter thought that if he put the eyes out of the screaming baby it, too, would be taken away and he would be restored to the centre of his mother’s love. He was disturbed in the mere beginnings of the attempt, but the memory of the murderous impulse remained with him, and when the accident in the rowing boat happened he was stricken, because it felt like his murderous wish had come true.

And for the whole of the rest of his life, he had sought pretexts and excuses for blaming himself for everything. Feeling guilty at the way the cops trashed his mother’s apartment, feeling guilty about his comrades being arrested – these are just decorations on the really deep, swarming, brooding feeling of worthlessness and guilt pullulating at the core of his mind. As Dr Sonia says:

‘The hardest sentences are those which people inflict on themselves or imaginary sins.’ (p.97)

Peter’s nightmares disappear. His leg begins to move again. His fever goes. He feels calm and awake. He is cured.

And not only cured of his personal demons. He had joined but then abandoned the Movement, disillusioned, but these complicated personal motivations, the memories, the guilt and the cataclysm of the torture, had kept him tied to it. Now he has exorcised both chains which held him back.

That was over. He was cured; never again would he make a fool of himself. He was cured of his illusions, both about objective aims and subjective motives. The two lines had converged and met. No more debts to pay, no more commands to obey. Let the dead bury their dead. For him, Peter Slavek, the crusade had come to an end. (p.128)

Outside of Freud’s own case studies, I think this is the most extended, detailed and compelling account of a psychotherapeutic cure of neurosis I’ve ever read.

Part 4: The Future

Just as he fell ill, Peter had received a letter to go see Mr Wilson at the Consulate. There he received the papers he needed to apply at the American consulate for permission to emigrate. Now he has been given permission to travel to the United States, and immediately visits a travel agency and books a berth in a ship sailing from Neutralia to the US in three weeks time.

Sonia has left on a boat to the New World. He stays on in her flat. He is in limbo. She has exorcised him of the past, but the new world has yet to begin. This part is made up of scattered scenes set against his mounting anticipation of boarding the precious ship.

By far the most interesting is the long scene (pp.136-151) where ‘Bernard’ drops by to collect some books he’d loaned Sonia. Peter politely lets him in and their conversation immediately turns into a schematic confrontation. Bernard is a Nazi (nobody uses that word, but that’s what he is), a fervent Nazi, a believer that it is Germany’s destiny to carry the next stage of human evolution which will sweep away all traditions, parliaments and liberal notions of individual liberty, it will sweep away old nations and national boundaries and usher in a world built entirely on the rational use of Europe’s resources for a racially purified population.

There’s much more to it than that. Bernard skewers the compromised motives of all the upper-class university-educated liberals who claim to be one of the ‘workers’, while many of those ‘workers’ actually flocked to the Nazi party because they wanted a way out of their proletariat destiny. He accurately describes a lot of revolutionaries as neurotic middle-class mummy’s boys. They argue back and forth about the legacy of the French Revolution. Bernard puts the view that the Thirty Years War set back German nationhood by 150 years, but this means she is coming to the notion of nationhood completely new and unshackled by nineteenth century ideas, free to create a new future for all mankind.

What’s vivid and exciting about this passage is the plausibility of much of what he says – about the bankruptcy of old economic systems, the ineffectiveness of old parliaments, and the vigour of new scientific discoveries and technologies, not least genetics and selective breeding. If of plants, why not of humans? And when he goes on to explain how similar the Soviet Union is to Nazi Germany, particularly in their totalitarian systems designed to crush individual liberty in the name of a greater social good, Peter is uncomfortably aware of the similarities and overlaps.

There are other short sections. Peter has a drink at a cafe with Mr Taylor from the Consulate who introduces him to ‘Andrew’, a young man who’s been horribly burned flying planes during an early phase of the war, and his face reassembled with skin grafts from other parts of his body, with grotesque results. Worse, Andrew is cynical about people’s motives for fighting. Everyone feels guilty about someone else who is doing more, is closer to the action, is more at risk, he says. Maybe this four-page section is a coda to the de-guilting of Peter during the psychotherapy scenes.

Peter dreams dreams. The book is full of dreams. Before his therapy, they were anxiety dreams and nightmares. During his therapy they are hideously vivid memories of torture, guilt and self-hatred. After his therapy he continues to have them but they are now diffuse and mysterious.

He dreams of reuniting with Odette. Her letter to him, the one explaining that she’d abruptly left with no goodbye, had left it open whether he wanted to follow her, be reunited with her. Now he is obsessing about that possibility, he dreams of her and her naked body.

Cleaning out the drawers on his last few days before leaving he comes across a fragment of letter written from Odette to Sonia which strongly hints that they were lesbian lovers. He’d sort of guessed that from the way he had to leave the flat every time Odette came round but, it exacerbates his uncertainties about leaving (p.166).

Bernard drops by for another brief fascinating exchange in which he makes the telling point that Marxism has preserved the class divisions of the nineteenth century in aspic and brought them into the 20th, where they are utterly irrelevant. His movement on the other hand is more dynamic and fluid. Nobody can deny that large sections of the so-called working classes have gone over wholesale to the fascists while, conversely, a lot of the upper-class intelligentsia have gone over to communism. In short, a class-based analysis is hopelessly out of date for modern conditions. Bernard is badgering him because he wants to recruit him to work for ‘them’ in America. He drops the bombshell that he will be sailing on Peter’s ship (the Leviathan).

On the day of departure Peter arrives early, is checked on board and dismayed to discover how cramped Third Class quarters and the pitiful lower deck promenade. To cover his anxiety he drinks two bottles of wine for lunch and passes out in a deckchair. When he regains consciousness, it is to discover the deck heaving like a Bank Holiday crowd. He looks up just in time to see Bernard walking up the gangplank and waving down at him. He bursts free, goes down to his hot sweaty cabin and feels like throwing up. Through the porthole he sees a former party member, Comrade Thomas and his wife and Ossie (!) the comrade he thought had been caught by the police at the leafleting fiasco.

Suddenly he feels morally sick. He rushes out the cabin, up the crowded staircases, across the deck to the gangplank and, as the final hoots of the enormous funnel sound above him, safe onto shore, runs to the ticket booth (empty) and then runs runs runs back into the city.

He runs all the way to Mr Wilson’s office. The latter is disappointed to see him but not altogether surprised and happens to have a military man visiting. On the spot Peter manages to volunteer to fight, to fight the enemy. He walks back into the city enormously relieved. Sometimes decisions just have to be taken. Maybe he is motivated by romantic idealism. But if, like him, you have seen the Jews being herded towards the gas vans in the name of a shiny new technocratic Europe, then it behoves you to take up arms against it. When he had joined the Movement, he hadn’t been fully aware of his motives, which were largely personal. Now he is aware of his motives, which are just as flawed and personal but it is a fully conscious decision.

Peter has been writing short stories. In the last few days before he’s called up he writes a short story about the Last Judgement. It is a very powerful fable, very impressive. The Last Judgement is the nightly court of the unconscious which we are all called to and to which we must all return every night of our lives.

Part 5: Departure

The novel concludes with a five-page envoi (‘an author’s concluding words’). Peter is driven to an English RAF aerodrome, shown into officers quarters, introduced to his pilot, given a cup of tea. He waits. In the other room the pilots are playing ping-pong. He is being parachuted into enemy territory. He just has time to finish a hurried letter to Odette telling her he will lover her always. then the pilot appears and it is time to go.

Some hours later he jumps out of the plane and into the night just as he did at the start of the novel when he jumped from the deck of the Speranza into the dark, but this time he knows why and is determined to see it through.

Wow. What a brilliant ending.


Style

Koestler the Hungarian has an infinitely clearer, cleaner and more enjoyable prose style than the other two, English novelists from the same period who I’ve been reading, Rex Warner and Edward Upward. He just describes things in cool, clear flowing prose.

Out in the blazing street again, Peter had to narrow his eyes against the impact of the hard glare on walls and pavement. He felt in his breast-pocket for a cigarette and his hand touched the flag in his buttonhole. He automatically put it away in his pocket and strolled slowly uphill through the steep, narrow street towards the main Avenue. (pp.25-26)

This directness and clarity means that when he comes to describe the two really harrowing scenes – the Mixed Transport and gassing of the Jews, and Peter’s torture – he is able to do it with factual, unsentimental phrasing which makes it all the more harrowing, I mean really harrowing.

If you are squeamish you shouldn’t read this book. On day three the torturers tie Peter naked and spread-eagled to a table and then just look at his bruised bleeding broken body.

This silence, fraught with the expectation of the unknown, brought him nearer to breaking down than the physical pain they had inflicted upon him the previous days. Pain had its limits, fear had none. It was all-pervading like a sustained electric shock, it made his bared teeth vibrate although he clenched his jaws to prevent them from clattering. (p.112)

In these scenes you are right there, inside the character’s terrified mind, feeling every new bolt of shattering pain.

And it means that when Koestler discusses ideas, or has Peter and Bernard argue about the historical, philosophical, economic and psychological basis of Nazism, he does it crisply and logically, making the arguments in sharp clear sentences which are readable and powerful to this day.

Science metaphors

Koestler wrote a lot. Trained as a journalist, he churned out words every day and produced a wealth of articles, essays and books. But it’s notable that after Arrival and Departure he more or less abandoned fiction. He wrote memoirs and books against communism and about Zionism and the Jews in Palestine – but most of his later books are about science or pseudo-science, beginning with an account of the astronomy of Kepler and moving on to tackle Lamarckism, psychedelic drugs, parapsychology, and euthanasia. By the time I started reading in the mid-70s a lot of these books had been discredited and Koestler was seen as an eccentric or fringe character.

You can see the scientific side of his mind already at work in his fondness for scientific metaphors throughout Arrival and Departure.

Touched with the magic rod of cause and effect, the actions of men were emptied of their so-called moral contents as a Leyden jar is discharged by the touch of a conductor. (p.116)

[Peter] listened to [Sonia] with eager excitement, as one listens, at the end of a crime-story, to the detective explaining the clues which had been all the time before one’s eyes; and as at last they begin to yield their meaning, one feels a new pattern of understanding emerge, like symmetrical crystals in a liquid solution. (p.120)

He felt the exultation of his early student days, when he suddenly grasped the principle of Kepler’s laws of planetary movement and the chaotic world around him was tamed. (p.126)

His interest in scientific metaphors can be considered just one aspect of Koestler’s obvious quest for a factual, unrhetorical style and approach, for a clear-headed factual approach – one which eventually led him out of fiction altogether.

N.B.

It is interesting that Arrival and Departure keeps faith not only with the ‘allegorical’ method of Darkness at Noon but with some of the same nomenclature. Neither Germany nor Russia nor the Communist party nor the Nazi party nor Hitler or Stalin are mentioned by name. As in Darkness the ruler of the people’s state is referred to simply as ‘Number One’, and Bernard jovially agrees that his own country (the one bent on uniting Europe and cleansing it of the mentally and racially impure i.e. Germany) has its own ‘Number One’.

We all know who he’s referring to but this use of generic terms keeps the story floating just above actual historical reality, giving it an allegorical, generalised power.

Conclusion

Arrival and Departure – with its detailed description of torture, its harrowing account of the murder of the Jews, with its complex treatment of the psychotherapy of the traumatised central character, and the clear and powerful arguments between Bernard and Peter about the merits of communism and fascism – is a far more varied, powerful and intellectually stimulating novel than Darkness At Noon.

Alan Furst’s ‘Night Soldier’ novels

Alan Furst’s ‘Night Soldier’ series of novels are unashamed thrillers, but they are set in the same murky world of spies, and communist and fascist agitators in Eastern and central Europe in the mid and late-1930s which Koestler is depicting, and the best of them (arguably, the first two) capture the mood of paranoia and fear (and brutal violence) which is the subject of Arrival and Departure.

To Hell and Back: Europe 1914-1949 by Ian Kershaw (2015)

This is volume seven in the eight-volume Penguin History of Europe and it is very good. It has to cover a lot of ground and Kershaw does it clearly and authoritatively. He does this more by focusing on broad themes and issues, than getting snarled up in details. It is a high-level overview.

The period

In Kershaw’s opinion the 20th century is characterised by wars, immense wars, and falls naturally into two halves – the period of the two world wars 1914 to 1945, and then the Cold War, 1945 to 1990.

The Cold War will be dealt with in the ninth and final volume of the series. This volume covers the earlier period but Kershaw makes the point that, as the violence and chaos of the Second War continued after its official end, and that it took a few years for its repercussions – and the shape of the post-war world – to fully emerge, so his account ends not on VE or VJ Day 1945, but goes on till 1949, the year the Berlin Airlift ended (12 May) and the Federal Republic of Germany was created (20 September).

The themes

In Kershaw’s view the 20th century to 1949 was characterised by four large themes or issues:

1. An explosion of ethno-racist nationalism

The collapse of the Austro-Hungarian, Ottoman and Russian Empires both ‘liberated’ a lot of peoples who now set up independent nations (Hungary, Czechoslovakia, Poland, Ukraine, Yugoslavia, Turkey) – but also confirmed the trend whereby these new nations defined themselves ethnically.

In the big rambling empires all sorts of religious and ethnic groups may have resented each other, but managed to live alongside each other, in part because they were all subjects of the emperor or sultan. Ethnic nationalism destroyed this tolerance. At a stroke, if you didn’t speak the national language of the national people who the new nation was set up for, you were an outsider and, by implication and sometimes even by law, a second-class citizen. The Jews were outcast everywhere.

2. Bitter and irreconcilable demands for territorial revisionism

Before he brought America into the war, Woodrow Wilson had declared certain principles, namely that America would be fighting for 1. a peace without conquest (i.e. in the final peace deals, conquerors wouldn’t get to keep the land they’d acquired) and that 2. oppressed peoples would be liberated and given their independence / own nations.

In practice this second one proved tricky because centuries of living under rambling empires had resulted in a tremendous mixing-up of populations. To give an example, a large area in the east of Anatolia was known as Armenia and was the traditional homeland of the Armenian people – but there were large Armenian populations scattered over the rest of the Ottoman Empire, not least in the area known as Cilicia, at the other end of Anatolia from Armenia proper: so what happens to them?

The victors in the war laboured long and hard over complicated treaties (Versailles, Trianon, Saint Germain), drawing lines on maps and creating new nations states. But it proved impossible not to include in almost all of them large ethnic minorities a) who resented not living in their nation b) who were resented by the majority population for not speaking the national language, having the correct type of name or religion.

And impossible not to do this without creating a burning sense of grievance on the part of the nations who lost territory: Germany lost 13% of its pre-war territory and 10% of its population (p.119); Russia lost control of the Baltic states and Finland; Bulgaria also lost some territory, but Hungary lost a whopping 75% of its former pre-WW1 territories so that some three and a half Hungarians found themselves living outside Hungary, many of them in the new enlarged Romania which became nearly twice the size of its 1914 embodiment.

Kershaw gives the chapter where he describes all this the title ‘The Carve-Up’.

3. A prolonged crisis of capitalism, which many thought was terminal, and needed to be replaced by new social structures

The First World War left economic wreckage at every level, from devastated agricultural land through ruined industrial sectors. This was a lot more true in the East where entire regions such as Ukraine, Belarus and Galicia were devastated, than in the relatively static West, where only a relatively small zone about 50 kilometers wide had been devastated by the trench warfare.

At a higher level, all the combatants had had to borrow vast sums to fund their war efforts, and this left many on the brink of bankruptcy. The Western nations had borrowed heavily from the USA. To repay its debt France insisted on huge reparations from Germany. When Germany defaulted on the payments in 1923, France occupied the industrial Ruhr area of Germany, the German government told the workers to go on strike in protest, and the fragile German economy collapsed leading to the famous hyperinflation where you needed a wheelbarrow full of cash to buy a cigarette.

This situation was sorted out at an international conference which enacted the Dawes Plan, a simple triangle whereby America lent money to Germany to rebuild her economy, the German government used the tax revenue generated from its growing economy to pay reparations to France, and France used the German reparations to pay back its immense war loans from America and pledged to buy American products.

This elegant plan underpinned the brittle prosperity of the later 1924-29, the Jazz Era, the Roaring Twenties, the Weimar Years. But, as we all know, it collapsed with the 1929 Wall Street Crash which not only led to prolonged Depression in the States, but collapsed the Dawes Plan and plunged Europe into depression, triggering the mounting unemployment and renewed inflation which set the scene for the rise of the Nazis.

Throughout the period, many thinkers and commentators thought the capitalist system was doomed. It seemed to be failing before their eyes, in America, Britain, France and Germany. Many thought Western civilisation could only survive by mutating into new forms, by evolving new social structures.

4. Acute class conflict, given new impetus by the advent of Bolshevik Russia

There had been class-based uprisings and revolutions throughout the 19th century (maybe the brutal Paris Commune is the most extreme and clearly class-based example) and a wealth of thinkers, not only Marx, had analysed the grotesque inequality between the new factory and business owners and the deeply impoverished industrial proletariat as a clash of classes.

But the Bolshevik seizure of power in Russia transformed the situation. The Bolshevik regime became a symbol and lightning rod for class antagonisms all round the world. It appeared to offer a real working example of a genuinely alternative social system, one in which the government sequestered all the means of production and distribution and ran them for the good of the entire people, not just a wealthy few.

But it had two baleful consequences:

1. The Russian Revolution split the Left From the establishment of the Communist International (or Comintern) in 1919 until the collapse of the Soviet Union, the forces of the Left in every country in the world would be divided between communist parties taking direct orders from Moscow, and all the other forces of the Left who, quite often, the communists undermined & sabotaged (see the Spanish Civil War). This was a fatal division of the forces opposing the Right and Fascism, which Kershaw describes occurring in country after country across the period.

2. The Russian Revolution was a galvanising force in the rise of the Right Right-wing parties everywhere reached out to the newly-enfranchised masses (all European nations expanded their voting based after the war, for the first time creating really mass democracies), especially the large numbers of middle and lower-middle-class voters, and terrified them with visions of blood-thirsty revolutionaries taking over their town or country, lining all ‘class enemies’ (i.e. them) up against the wall, confiscating their businesses and hard-won savings.

One way of looking at it was that, without the very real existence of the Bolshevik regime, and the threat from growing communist parties in every country in Europe, there would have been no rise of Fascism.

And the closer you were to Bolshevik Russia, the more pressing the conflict seemed – from Poland which was actually invaded by the Red Army in 1920, to countries like Romania, Bulgaria and Hungary where initial dalliances with left-wing governments quickly gave way to right-wing authoritarian governments (the Iron Guard in Romania, the royal authoritarian dictatorship of Tsar Boris III in Bulgaria, the right-wing administration of admiral Miklós Horthy in Hungary).

All exemplified, over a longer timeframe, by the central and most important European state, Germany, whose Weimar regime tried to follow Western norms of governance, but was undermined by the extreme social divisions sparked by recurrent economic crises, by the immense and widespread resentment created by the punitive Versailles Treaty, and by a culture of subversion and street violence which the Right, eventually, was to win.

Conclusion All four elements (nationalism, economic crises, left-wing politics, squabbling over territory) had of course pre-existed all across Europe. But they were driven to new heights of intensity by the First World War and the widespread chaos which followed. And then combined like toxic chemicals, catalysed by the series of political and economic crises, to create unprecedented levels of bitterness, hatred, anger and social division all across Europe between the wars.


The origins of the First World War

There are as many opinions about the origins of the First World War as there are grains of sand on a beach. Kershaw emphasises the folly of the German government sending Austro-Hungary, as it pondered how to punish Serbia for the assassination of Austrian Archduke Ferdinand, a ‘blank check’, promising to support them come-what-may. This encouraged the Dual Monarchy to outface the Russians, which of course prompted the Russkies to mobilise etc etc.

But reading his account what came over to me as the really decisive source of the crisis was the Austro-Hungarian slowness to act. Other heads of state had been assassinated in the decade leading up to 1914 without sparking a general crisis. The other powers expected Austria to attack Serbia and deliver a short sharp reprimand, maybe occupy Belgrade, demand some reparations before withdrawing.

But, as Kershaw says, the Austro-Hungarian Empire only had two speeds, very slow or stop, and it took them nearly four weeks to write and send their ultimatum to the Serbian government.

This appalling delay gave all the other European governments time to consider how they could use the crisis for their own ends, not least Germany, whose military leaders told the Kaiser this was a golden opportunity to thrash the Russians before the Russians completed their well-known plan to modernise and expand their army, which was due to be completed by 1917. The German High Command persuaded the Kaiser that it was now or never.

If Austro-Hungary had gone in hard and fast with a surprise attack into Serbia within days of the assassination, a conference would have been called among the powers – much as happened after the first and second Moroccan crises (1905 and 1911) or the two Balkan wars (1912 and 1913) – to sort the problem out, probably force Serbia to pay reparations, and defuse tensions among the powers.

So you could argue that it was the byzantine and elephantine bureaucracy of the unwieldy Austro-Hungarian state which caused the cataclysmic conflict which defined the entire 20th century.

This view gives edge to your reading of a novel like Robert Musil’s A Man Without Qualities with its sustained satire on the pompous ineffectiveness of the Austrian administration. Maybe not so funny after all…


Civilised Western and backward Eastern Europe

There’s a whole genre of books devoted to explaining ‘the Rise of the West’ i.e. how Western empires ended up by the early twentieth century ruling a lot of the rest of the world. Harder to find are books which investigate the simpler question: Why was Western Europe relatively ‘civilised’ whereas regimes got steadily more repressive, undemocratic and authoritarian the further East across Europe you travelled. Kershaw’s book suggests some answers.

1. Western Europe was more ethnically homogeneous than central or Eastern Europe. England, Scotland, Wales, Ireland, France, Belgium, the Netherlands, Denmark, Norway, Sweden – these were populated by homogeneous populations of people identifying with the nation, with only tiny, insignificant minorities (actually Belgium is the exception which prove this rule, with low-lying conflict between the Flemings and the Walloons). Therefore one of the key prompts of post-war social tension – ethnically jumbled populations with conflicting claims – simply didn’t exist.

A notable exception was Spain where two large ethnically distinct groups, the Catalans and the Basques, combined with a backward, poverty-stricken population to make ruling the country problematic, as its slide towards civil war was to highlight.

2. Nation states in the West were long established. The French could trace their nation back to Charlemagne and the British to Alfred the Great, certainly to Magna Carta in 1216. Both nations had parliaments by the 1200s. That gave them 700 years experience of evolving laws and customs and strategies to manage social conflict. Compare and contrast with Germany, which was only unified in 1871 and whose experiments with self-governance over the next 70 years were not, shall we say, particularly successful. It was only after the British and Americans taught them how to run a modern democracy in the post-war occupation that they finally got it. Or compare with any of the ‘successor’ states to the collapsed empires – Hungary, Yugoslavia, Poland, which had barely any experience managing themselves. Spain, though it had existed as a political entity since the Unification of the 1490s, had only just ceased to be a monarchy. Only in 1931 did they expel their king and declare themselves a republic.

So all these nations or administrations had very shallow roots and little experience of self-government.

To put the same thing another way, Kershaw explains that in Western European countries (and the USA) the state had, over time shaped the nation, the institutions of the state had created a national consciousness which identified with them, the institutions. The institutions of state had become part of the populations sense of nationhood e.g. in Britain, the Queen, the Houses of Parliament, Black Rod, the Leader of the Opposition and so on.

It was the opposite in the new nations central and eastern Europe. Here ethnically purist nationalisms predated any idea of what a nation was, and the new states were created in the name of ethnically limited nations: Poland for the Poles, Hungary for the Hungarians and so on. The precise political form the new states took was secondary; the aim was to promote the nation.

Thus the institutions of the new democratic states were mostly new and, as they proved themselves incapable of managing the political and economic crises of the 1930s, broad sections of the population had no qualms about overthrowing these institutions and replacing them with different ones. They didn’t have the national identification with Queen and Parliament or President and Congress that the British and Americans have. So they got rid of them and tried something new, almost always rule by the army or authoritarian figures.

Thus in the USA or Britain, most people thought of politics as a simple choice between Labour or Tory, or Republican or Democrat. Most people accepted ‘democracy’ and few people thought about overthrowing it. But the democratic state was such a new invention in the ten new countries of post-war Europe that plenty of politicians, intellectuals and activists could easily imagine overthrowing and replacing it with a different model, more appropriate to the times, and almost always more authoritarian.

3. The further East you went, the less industrialised i.e. the more ‘backward’ countries became. It appears to have been a simple gradient, a line you could draw on a graph. In Britain at the end of the First World War only 10% of the working population worked on the land whereas 72% of the Romanians worked on the land. Rural workers tended to be illiterate and easy to sway towards simplistic, nationalistic regimes in a way the highly educated population of, say, Britain, would have found laughable. Thus Oswald Mosley’s high-profile British Union of Fascists caused well-publicised public disorders, but never had more than 50,000 members, far fewer than the National Trust or the Women’s Institute.

Of course the most easterly European nation was Russia, which – following the West-East rule:

  • had the highest proportion – 80% – of illiterate peasants
  • no tradition of elective democracy – the Tsar only set up a sort of parliament, the Duma, in 1905, and he and the ruling classes made sure it had no power
  • few if any of the institutions of civic society
  • and a ‘culture of violence, brutality and scant regard for human life’ (p.113) as my reviews of some of its classic fiction tend to confirm (Dr Zhivago, Tales From the Don, Red Cavalry, One Day In the Life of Ivan Denisovich)

The weakness of inter-war democracy

Kershaw has a fascinating passage examining the post-war political systems of every country in Europe (pp.123-133) which shows exactly why ‘democracy’ had such thin roots. Later on, a similar survey explains why these weak democracies almost all collapsed into authoritarian regimes by the time of, or during the second war (pp.183-192). European democratic systems during this period:

1. Used electoral voting systems which encouraged weak government. Many used variations of proportional representation, which may, on the one hand, have led to general assemblies which were accurate reflections of national views, but also led to weak governments which followed each other with bewildering speed:

  • Spain had 34 governments between 1902 and 1923
  • Portugal 45 administrations between 1910 and 1926
  • Yugoslavia had 45 political parties
  • Italy had 6 changes of government between 1919 and 1922
  • France had six different governments in just over a year, April 1925 and July 1926

2. Disillusioned much of the population with their mixture of incompetence, endless squabbling, corruption, all too often giving the sense that politicians put party interest above national interest. This allowed extremists to tar all democratic politicians with neglecting the Nation, even accusations of treason.

3. This created what Kershaw calls a ‘political space’ in the newly-created countries – or countries with new political systems – into which broad sections of the populations were all-too-ready to let a Strong Man step and run the country properly:

  • Admiral Miklos Horthy in Hungary in 1920
  • Mussolini in Italy in 1922
  • General Primo de Rivera in Spain 1923
  • in Albania Ahmed Zogu seized power in 1924 and declared himself King Zog
  • General Pilsudski took control in Poland 1926
  • General Gomes de Costa took power in Portugal in 1926

On the eve of the Second World War only about eleven countries in Europe were functioning democracies and they were all located in the north and the west – Britain, Ireland, France, Switzerland, Belgium, the Netherlands, Denmark, Norway, Sweden, Finland and tiny Iceland; whereas about 60% of Europe lived in 16 countries under repressive, authoritarian rule with curtailed civil rights and minorities facing discrimination and persecution: in the south Spain, Portugal, Italy and Greece; in the East Hungary, Slovakia, Romania, Bulgaria, Albania, Yugoslavia, Poland, Lithuania, Latvia, Estonia, and slap-bang in the middle, the largest country in Germany, the nation that set the tone, Germany.


What is fascism and how does it take hold?

Kershaw is best known as a historian of Hitler and the Nazis. You can feel the depth of his knowledge when he comes to describe the situation in Germany after the war, during the boom years, during the Depression (1929-33) and as he explains the reason for the Nazis appeal and rise in each of these periods.

But all too often histories of the Nazis focus so exclusively on the uniqueness of the German context that the reader is hard-pressed to draw broader conclusions. An excellent thing about this book is that it is a conscious attempt to cover the history of all of Europe, so that in each of the micro-periods it’s divided into, Kershaw goes out of his way to explain the situation in most if not all of Europe’s 30 or so countries; how, for example, the onset of the Depression affected not only Britain, France and Germany (which you get in the standard histories) but countries from Spain to Greece, Norway to Portugal.

This proves extremely useful when he gets to the rise of the Nazis and their successful seizure of power (Hitler became Chancellor of Germany in January 1933 and within 6 months had crushed all other rival sources of power, all other political parties, the parliament, trades unions, universities, professions, every aspect of a modern state had either been Nazified or abolished).

Useful because after explaining all this, he goes on to draw general conclusions, to define what Fascism is, to ask Why Fascism succeeded in Italy and Germany and Why Fascism failed everywhere else. This has all kinds of benefits, one is it allows him to draw a distinction between regimes which were right-wing and authoritarian but not actually Fascist.

1. What is Fascism?

Kershaw says that trying to define Fascism is like trying to nail jelly to a wall because its core attribute is hyper-nationalism i.e. glorification of the nation with its special language and history and traditions – and the precise details of each nation’s history and culture will vary according to circumstances.

Thus an attempt to hold a pan-Fascist Congress in Geneva in 1934 failed because a) Germany didn’t bother to turn up b) the other delegates couldn’t agree joint plans of action.

These caveats notwithstanding, Kershaw says Fascism includes:

  • hyper-nationalist emphasis on the unity of an integral nation which gains its identity from the cleansing of all who don’t belong – foreigners, ethnic minorities, undesirables
  • racial exclusiveness (though not necessarily biological racism of the Nazi type) with an insistence on the special, unique and superior quality of the nation
  • radical, violent commitment to the complete destruction of political enemies – communists, liberals, democrats, sometimes conservatives
  • emphasis on militarism and manliness, usually involving paramilitary organisations
  • belief in authoritarian leadership

Some also had irredentist goals i.e. reclaiming lost territory. Some were anti-capitalist, reorganising economies along corporatist lines, abolishing trade unions and directing the economy through corporations of industries.

All these elements can be present in authoritarian, right-wing governments which wanted to overthrow or dismantle the existing state and replace it with nationalist, authoritarian rule. What distinguishes Fascism is its insistence on total commitment to bend the collective will to the creation of an entirely new nation, expressed in ideas like the New Man, New Society.

Most right-wing authoritarian regimes (like all the South American dictatorships of the 1970s) essentially want to conserve the existing social order, and eliminate the left-communist, union elements which threaten it. Fascism goes much further. Fascism is a revolutionary movement because it seeks to sweep away the existing order and replace it with a new, totally unified society which will produce New Human Beings, a higher form of people who express the quintessence of the Nation, and of the epic national qualities

2. Why does Fascism succeed?

1. Elites lose faith in, and control of, democracy The most important factor in the rise of Fascism – of the extreme, radical Right – is whether the forces of conservatism – business, military, financial and social elites – believe they can get their way through the existing political and social order, or not. If these powers in society retain the belief they can work through the existing system they will support it. Only when they have completely lost faith in the existing system, or believe they have lost the ability to control it, will the elites help to, or acquiesce in, overthrowing it.

In this interpretation, the key to avoiding Fascism is ensuring that all or most elements of these powerful elites believe the existing (parliamentary, democratic) system is the best mechanism for getting their way, or some of it. Only when the existing system has been completely discredited, and the elites feel they are losing control of it and look around for alternatives, does the space open up for radical political change.

Rule 1: Keep the ruling elites invested in the parliamentary system

2. Fascists play up the threat of communism (and atheism) The second factor is the threat of communism as it affects two sectors of society, the elites and the middle classes.

The realistic prospect of a communist regime coming to power and implementing real communist policies (nationalising all industries, confiscating private property) obviously threatens the interests of the business, economic, class elites. If these interests feel that the existing parliamentary system really is going to allow hard-core Socialist or communist governments to administer Socialist policies, then they will intervene to prevent it.

But communism doesn’t just threaten the elite. It also directly threatens the jobs and livelihoods and cultural capital of a large part of the population, the so-called middle classes, which covers a wide range from the professions (doctors, lawyers) through small businessmen, shopkeepers, small craftsmen and artisans and so on.

Historically, the majority of Fascist supporters have not been from the aristocracy or elites (who often look down on fascist vulgarity) but from the threatened and pressurised middle classes.

The elites will have a large number of the population on their side if these people, too, feel threatened by radical socialist policies, and not only by their economic policies but by their attacks on traditional culture.

Spain 1936 is an example where the new aggressively socialist government threatened not only the property and livelihoods of the big landowners and big business, and a wide tranche of the middle classes, petit-bourgeoisie and so on. They also directly threatened the Catholic church and all its values, patriarchy, the traditional family, the sanctity of marriage and the family, and so on, not really having calculated how many traditionalists and believers that would antagonise. They created, in other words, an impressively powerful coalition of enemies.

Kershaw has a section specifically addressing the role of the Protestant churches and the Catholic church during the crisis years of the 1930s and the war. What comes over loud and clear is that the Pope and the Catholic Church, although horrified by the Nazis, thought the communists would be even worse.

Same in Spain. It’s well known that Hitler and Mussolini gave material aid to General Franco, flying his troops in from Africa and bombing Republican strongholds. Less well-known that Britain and France, after some hesitation, decided to adopt a policy of strict neutrality

Rule 2: Avoid the threat of genuinely socialist, let alone communist, policies

3. Widespread grievances, specially about lost wars or lost land Political parties don’t exist in a vacuum, they need supporters. Voters, populations, peoples don’t migrate to extreme parties without reason. Almost always it is because they feel threatened by loss or are aggrieved because they already have lost important aspects of their lives (jobs, money, status).

They believe they have something to lose from the way the current system is tending – status, property, livelihoods, jobs, money, cultural traditions and identity. A very large number of people in Weimar Germany felt they stood to lose, or already had lost, jobs or status. Classic Nazi members were white collar workers, small businessmen, former army officers or NCOs, shopkeepers, small craftsmen, farmers, a huge raft of people who had suffered monetary loss under the economic crisis, or loss of status (ex-army officers, unemployed white collar workers).

The entire German nation was united by a sense of grievance at the unfair provisions of the Treaty of Versailles, the loss of large parts of territory and the punitive reparations.

The Nazis played on the widespread grievances of disparate sectors of the population and claimed to speak for them against a corrupt system which they promised they would sweep away, and restore everyone’s losses (of jobs and status), and restore the losses of the entire nation.

Rule 3: Don’t give people and peoples long-running grievances

4. National pride and national enemies The easiest way to address people’s grievances is to bundle them up into all-encompassing calls for a revival of the nation. Pretty much all Germans felt humiliated by the terms of the Treaty of Versailles, so it wasn’t very rocket science for the Nazis to make one of the main planks a call for National Revival.

And the easiest way to rally national pride, national revival, national rebirth, is to identify some kind of internal enemy who stands in the way. For the Nazis it was their mad irrational hatred of Jews (who, it is always shocking to recall, made up just 0.76% of the German population). Around the same time Stalin was uniting the mass population behind him by attacking ‘kulak’s, ‘saboteur’s etc. All authoritarian regimes are quick to identify enemies and rally the majority of the population against them.

It’s tricky because calls for national revival are an extremely common tactic of all politicians, and many people are patriotic in a relatively harmless way. It obviously becomes toxic when it becomes mixed with calls to defeat ‘enemies’, either internal or external. ‘Make America Great Again’ is fine in itself, until you start blaming the Mexicans or the Chinese for everything. Or the Jews. Or the Liberals or the Socialists etc.

Rule 4: Be wary of calls to national pride, nationalism and national revival which rely on demonising an ‘enemy’ 

5. Economic crisis Implicit in the above is the context of the economic or social situation becoming so extreme and dire that a) the large percentage of the population cease to have faith in the system b) parties of the extreme Left or extreme Right can come into existence, get a purchase on the population, and get into the political system.

Rule 5: Avoid extreme economic or social failure

6. Unstable political systems Political systems like proportional representation, which cater to every political element in a society, allow the proliferation of small, often extreme parties. Once established, extreme parties have the potential to grow quickly and challenge the status quo. This is what the Nazis did in Germany.

This is less likely in ‘mature’ democracies with winner-takes-all systems like Britain and the USA. Our systems are dominated by two main parties, which are themselves flexible and changing coalitions of interests, which ensure that most views have a political ‘home’ and give a broad spectrum of beliefs at least the possibility of seeing their views and policies implemented.

Even in a stable democracy like Britain’s, it is still possible for new parties to erupt and threaten the status quo if the social movement/mood they reflect is powerful enough. This is what UKIP did to the British political system in the lead-up to the Brexit Referendum. What Boris Johnson then did was in line with the long tradition of mature Western democracies, he incorporated most of UKIP’s policies (‘Get Brexit Done’) into one of the two mainstream parties (the Conservatives) thus drawing its teeth, neutralising it, and maintaining the stability of the two-party system. If it resulted in the Conservatives moving to the right that in fact reflects the wishes of a large part of the UK population who voted for Brexit and voted for Boris.

Mature democracies incorporate and neutralise radical elements. Immature democracies allow radical elements to establish themselves and attract support.

Rule 6: Incorporate potentially disruptive movements into the existing system – don’t keep them outside to become a focal point for destabilisation

Kershaw summarises:

Fascism’s triumph depended upon the complete discrediting of state authority, weak political elites who could no longer ensure that a system would operate in their interests, the fragmentation of party politics, and the freedom to build a movement that promised a radical alternative. (p.232)

3. The difference between fascism and authoritarianism

Authoritarianism – authoritarian dictatorships – generally want to keep things as they are or turn the clock back. They all share a loathing and fear of socialism or communism not only because it’s a direct threat to their wealth and power but because it threatens change, threatens to sweep away old values and traditions. Authoritarians want to save the nation by preserving its (conservative) traditions from change.

Fascism, on the contrary, is a revolutionary and dynamic ideology which seeks to sweep away time-honoured and conservative institutions. It seeks a comprehensive rebirth of the nation, freed from the shackles of the past, liberated to fulfil its historic destiny (power, land, international respect), but also to create New People in a New Society.

Thus Kershaw is at pains to point out that, although most European nations became dictatorships on the brink of or during the Second World War – most of these were not fascist. They were military dictatorships first and foremost, which may have used this or that aspect of ‘fascist’ ideology or trappings as suited them, but without the fundamental fascist attribute of wanting to transform society.

  • When General Ioannis Metaxis established his dictatorship in Greece in 1936, his avowed intention was to save the nation from communism, and he tried to set up ‘fascist’ organisations but failed to secure anything like the total social control of a Hitler or Mussolini.
  • When General Edward Smigly-Ridz took control of Poland in 1937 as ‘Leader of the Nation’, the country became more nationalistic and more anti-semitic but ‘there was nothing dynamic about this form of authoritarianism. No major attempt was made to mobilise the population. The regime was content to control the society. It had no ambitions to change it’ (p.262).
  • Even General Franco, after his military coup of July 1936, took a year to sort out the political aspects of what was essentially a military project. He co-opted the ideology of the banned Falange Party and coerced all the other right-wing organisations into joining it (p.240), but the party was only ever a political aspect of what remained a military rule. This was the polar opposite Germany, where a fanatically organised, civilian political party controlled the military as just one of the many levers of its total control over society.

Another fairly obvious difference is that some of these authoritarian regimes locked up fascists as well as communists, socialist, liberals, journalists etc. For example the Polish and Portuguese dictatorships (pp.262, 264) or Admiral Horthy’s authoritarian regime in Hungary, which banned the genuinely fascist Hungarian National Socialist Party and imprisoned its leader, Ferenc Szálasi (p.263).

In other words, for many authoritarian dictatorships, real hard-core fascism was one more subversive or disruptive element which needed to be controlled.

One way of thinking about this is the contrast between merely authoritarian regimes and totalitarian regimes. Totalitarian regimes want your soul as well as your body, your mind as well as your vote. They insist on total control of every aspect of their citizens lives in order to create a new type of human being.

Everything within the state, nothing outside the state, nothing against the state. (Mussolini)

Another way of thinking about the difference between authoritarian dictatorships and genuinely fascist regimes is that none of the dictatorships threatened the peace of Europe – the Western democracies didn’t lose any sleep about the foreign policy of Hungary, Bulgaria, Poland, Portugal. Even Spain, whose drawn-out civil war was violent and traumatic, never threatened to spill beyond its borders, never threatened the peace of Europe.

Unlike the irredentist and imperialist ambitions of the true fascist regimes, Italy and, most of all, Germany.


The rise of the Right and collapse of the Left in the 1930s

Putting the usual culprits Italy and Germany in the context of the wider, in fact of the complete European scene, brings out a fact I had never fully grasped before.

I suppose I knew that the 1930s were the era of The Dictator – although Kershaw’s review of every dictatorship in Europe really rams this fact home. The deeper point is that the catastrophic economic collapse of the early 1930s, which devastated nations, threw millions out of work, and led many to think capitalism was failing – did not produce a shift to the Left, in favour of thinkers and politicians who’d spent a lifetime criticising capitalism and supporting workers movements – it resulted, all across Europe, in a seismic shift to the Right.

Put at its simplest, the Left, in either its socialist or communist form, threatened the interests of:

  • most of the ruling class
  • most of the middle class
  • most if not all the peasants – some may have heard rumours about Stalin’s forced collectivisation in Soviet Russia, all knew that the Left wanted to destroy the Church and traditional religion
  • even a portion of the skilled working class who stood to lose their perks and privileges
  • not to mention the large number of criminals and dossers who are generally left out of sociological calculations, the kind of people who fill the pages of novels like Alfred Döblin’s Berlin Alexanderplatz

In other words, the hard, radical Left always represents a minority of a society, and is always opposed by a majority in that society.

Which makes it all the more striking that such a disproportionate majority of the intellectuals of many of these societies moved to the Left. Kershaw has a chapter giving a tourist’s-eye view of the ‘intellectual life’ of Europe in the 30s and 40s (which jumps around superficially, as historians’ quick obeisance to the need to mention something about ‘culture’ so often do), but the general drift is that from Gramsci through Orwell, Sartre to the Frankfurt School, the majority of Europe’s intellectuals took a left-wing, often out-and-out communist, view of the continent’s problems.

In other words, a good proportion of the intellectual class of Europe was deeply out of step with the majority of their populations.

That’s one rather crude interpretation, anyway. The deeper reasons for the shift to the Right bear investigating and pondering. A deep analysis would give insights into why, in our time, years of austerity, uncertainty and economic stagnation since the 2008 Crash have resulted not in the flowering of a socialist shangri-la, but, once again, led to the rise of right-wing leaders around the world. At the same time the intellectual and academic classes remain securely embedded in their progressive and left-wing ghettos (universities), out of touch with the populations they claim to interpret, and blankly incredulous of the leaders who keep getting elected (Trump, Johnson).

Germany’s dynamic Nazi ideology is in fact the exception that proves the rule. So much ink has been spilt about Hitler and the Nazis but they were the product of a very distinctive set of circumstances, to take two of them, the fact that they were in Europe’s largest and most powerful nation, and that the entire nation felt huge grievance over the Versailles Treaty.

Focusing so much on bloody Hitler and his Nazi Party, whose historical situation was unique and so whose precise brand of turbo-charged Fascism is never going to recur, has distracted historians from the much more practical task of analysing the reasons for the rise of right-wing authoritarian regimes in general – which do recur with worrying regularity, which were widespread during the 1930s and 40s, which dominated Latin America and southern Europe (Portugal, Spain, Greece and Turkey had military dictatorships in the 1970s) in my boyhood, and which people worry are now reappearing in the guise of various ‘populist’ leaders.

Historians’ focus on one unique event (the Nazis) is, in my opinion, a distraction from analysing and thinking about how to prevent the far more common (almost mundane) phenomenon of military coups and authoritarian dictatorships.

The accidental rise of Adolf Hitler

As anybody who’s read about the period knows, Hitler didn’t storm to power, he was appointed by political elites who thought they could manipulate and control him to get their way. They did so because in late 1932 the Nazis had secured the largest share of the election vote and so had to be included in whatever government was set up – but, when they finally decided to appoint the vulgar little corporal Chancellor, the behind-the-scenes wheeler-dealers made sure to pack Hitler’s ‘cabinet’ with members of other parties. They thought that would moderate his policies. None of them had any idea how utterly ruthless Hitler would turn out to be in eliminating all these restraints on his power.

So possibly the key fact about Hitler’s rise to power is that it was the result of a mistake in political strategy by Germany’s political elite which had, by late 1932, lost all confidence in the ability of the Weimar parliamentary democracy to deal with the country’s severe economic crisis.


Conclusions

Avoiding Fascism What these ideas suggest is that avoiding Fascism is nothing to do with the Left-wing obsession with promoting workers rights, womens rights, minority rights and so on. It involves ensuring that the powerful economic, social and military elites of a country continue to have faith in some form of parliamentary democracy as the best mechanism of protecting their interests.

Any political moves which threaten or jeopardise their interests, in effect, open the door to right-wing coups and worse.

Of course you probably require a number of other factors and preconditions, at the very least a) a political culture which accepts or has a tradition of coups, such as Spain’s with its long tradition of pronunciamentos b) a really severe economic or social crisis which the parliamentary system manifestly fails to manage.

Avoiding Europe If you were American or Chinese or anyone looking at Europe from the outside it would be hard to avoid the conclusion that a) Europe is incapable of governing itself b) Europe is the most savage, bestial continent on earth.

For all their instability, nothing on the scale of either the First or Second World Wars took place in Latin America, Africa or the Indian sub-continent.

One way of looking at the Cold War is that, at the same time as the Soviet Union acquired a deep buffer zone to protect its western border (i.e the Eastern Bloc countries) it was also taking control of the very region which contained the most ethnically mixed populations, had shown the most political instability, had been the location of terrible ethnic cleansing and enormous deaths.

In a sense the Soviet occupation of Eastern Europe liberated Western Europe from the burden dragging at its heel and, along with massive American financial and military aid, freed it (Western Europe) for the 30 years of economic growth and prosperity which followed.

It was Cecil Rhodes who made a speech in which he told his audience to remember that they were English and so had won first prize in the lottery of life. Obviously, at the time he was referring to our membership of the biggest empire the world had ever seen – but reading accounts of the twentieth century like this give the idea a whole new meaning.

Put simply, being born in England in the twentieth century meant you weren’t born on the continent of Europe which, as Kershaw vividly emphasises, between 1939 and 1945 descended into hell, real hell, the utter collapse of civilisation, mass slaughter, death camps, mass imprisonment and torture, gas chambers, the endless rape and murder of civilians, displacement and starvation.

In the entire catalogue of destruction, devastation and misery that made up the Second World War, the murder of Europe’s Jews was the lowest point of mankind’s descent into the abyss of inhumanity. The fires of the death-camp crematoria were almost literally the physical manifestation of hell on earth. (p.369)

Both my parents lived through the war as children, experiencing the Blitz and then the V-bombs, which wasn’t pleasant. But nonetheless they both had the immeasurable good fortune not to have been born on the Continent of Atrocity, and in the terrible middle years of the 20th century, that really was like winning a prize in the lottery of life.

Understanding Europe Which leads to a final thought, which I’ll keep brief: maybe it is impossible for an English person to understand Europe. We were never invaded, devastated, forced to collaborate with the conqueror, to round up and deport English Jews, to execute our own socialists and liberals, and then reduced to starvation and chaos amid the smoking ruins of our cities.

The extremity of the experiences of every other nation in continental Europe during the war years (and described by Kershaw in gruelling detail) are beyond our experience or imagining. And so we never experienced anything like the same cultural or political extremity which wartime conditions produced. In the first post-war election in France, the Communist Party won 26% of the vote, in Britain 0.4%, reflecting the two nations very very different recent experiences (p.488).

The great thoughts of Gramsci, Benjamin, Horkheimer, Adorno, Sartre and so on have dazzled generations of British students but bear no relationship at all to the history, culture and politics of the UK and its population. Which is why all those humanities students, drilled in their Benjamin and Lukacs, who voted for Jeremy Corbyn, helped him lead Labour to its most crushing electoral defeat in 50 years.

Brexit It also explains something about Brexit. The ideal of a European Union has a real meaning for hundreds of millions of Europeans, raised for generations to believe it is better to be politically and economically united than to fight each other to the death as their grand-parents and great-grand-parents did.

But Britain really was an exception to the history of this terrible period, and that ‘exceptionialism’, for better or worse, was, during the period Kershaw describes, and obviously still is, a strong thread in British culture and population.

(I’m not shoehorning Brexit and ‘Europe’ into this review: the last 20 pages of Kershaw’s book explicitly discuss these questions. He describes the descent of the Iron Curtain across Europe, the continent’s division into two blocs being crystallised by the Marshall Plan, announced in June 1947. He quotes several Americans involved in co-ordinating Western Europe’s response, not least George Marshall himself complaining that the British wanted to keep aloof from Europe, that the British wanted to benefit from a scheme designed to create an economically unified Europe ‘while at the same time maintaining the position of being not quite a European country’ – quoted page 516.)

I’m not approving or disapproving Brexit, just pointing out that a book like this, which doesn’t hold back when it comes to describing the terror, murder, torture, holocausts, purges, massacres, reprisals, ethnic cleansing, mass deportations, executions and rapes which took place all across continental Europe during these years, can’t help but make you reflect how lucky we were to escape almost all of it, and how the cultural and political consequences of that very real ‘exceptional’ destiny have shaped our politics right down to the present.

Random facts

The books is full of hundreds of facts, figures and anecdotes. A few grabbed my attention:

In Britain just short of 70,000 civilians were killed by German bombing. In one night the firebombing of Hamburg killed some 34,000 civilians. The Hiroshima atom bomb is estimated to have killed about 66,000 people on the day, from the blast and fires, although many more died in the weeks and months that followed.

At their core, both world wars were wars between Germany and Russia. I knew the German High Command in 1914 knew they had a window of opportunity to attack Russia before its army came up to full strength, therefore they had an incentive to attack Russia while they still could. I didn’t realise the Germany High Command felt exactly the same in the late 1930s. Thus in both world wars, a – if not the – fundamental factor was the German gamble to take on Russia, and do it in a hurry.

The Irish taoiseach, Éamon de Valera, was one of a very select few politicians, who sent the Germans a formal note of condolence on the death of Adolf Hitler, 30 April 1945 (p.387).

Hitler loved Disney movies. He was delighted when Goebbels gave him 18 Mickey Mouse cartoons for Christmas 1937 (p.465)

The Venice Film Festival was founded in 1932 in Mussolini’s Italy. Winners of Best Italian Film and Best Foreign Film were awarded ‘Mussolini Cups’ (p.466). I think they should revive that tradition.

The Ottoman Endgame: War, Revolution, and the Making of the Modern Middle East, 1908–1923 by Sean McMeekin (2015)

This is a very good book, maybe the definitive one-volume account of the subject currently available.

McMeekin’s earlier volume, The Berlin-Baghdad Express: The Ottoman Empire and Germany’s Bid for World Power, 1898-1918, although full of solid history, was conceived and structured as an entertainment, using the erratic history of the Berlin to Baghdad railway project as a thread on which to hang an account of the German High Command’s attempt to raise a Muslim Holy War against her enemies, Britain and France, across the entire territory of the Ottoman Empire and beyond, into Persia and Afghanistan.

It had a chapter apiece devoted to the quixotic missions which the Germans sent out to try and recruit various Muslim leaders to their side, very much dwelling on the colourful characters who led them and the quirky and sometimes comic details of the missions – which, without exception, failed.

In Berlin to Baghdad book McMeekin had a habit of burying references to key historic events in asides or subordinate clauses, which had a cumulatively frustrating effect. I felt I was learning a lot about Max von Oppenheim, the archaeological expert on the ancient Middle East who was put in charge of Germany’s Middle East Bureau – but a lot less about the key events of the war in Turkey.

Similarly, as McMeekin recounted each different mission, as well as the various aspects of German policy in Turkey, he tended to go back and recap events as they related to this or that mission or development, repeatedly going back as far as the 1870s to explain the origin of each thread. I found this repeated going over the same timeframe a number of times also rather confusing.

This book is the opposite. This is the book to read first. This is the definitive account.

In 500 solid pages, with lots of very good maps and no messing about, following a strict chronological order, McMeekin gives us the political, military and diplomatic background to the Ottoman Empire’s involvement in the First World War, a thorough, authoritative account of those disastrous years, and of their sprawling aftermath through the disastrous Greco-Turkish War (1919-23) ending with the Treaty of Lausanne, signed in July 1923, which established the modern republic of Turkey and brought that troubled country’s decade of tribulations to an end.

McMeekin suggests that the bloody decade which stretched from the first of the two Balkan Wars in 1912/13 through to the final peace of the Greco-Turkish War as, taken together, constituting The War of The Ottoman Succession.

Gallipoli

This is the first detailed account of the Gallipoli disaster I’ve read, which clearly sets it in the wider context of a) the broader Ottoman theatre of war b) the First World War as a whole. I was a little shocked to learn that the entire Gallipoli campaign was in response to a request from Russian High Command to draw Ottoman troops away from the Caucasus, where the Russian High Command thought they were being beaten.

One among many bitter ironies is that the Russians were not, in fact, being defeated in the Caucasus, that in fact the Battle of Sarikamish (December 1914 to January 1915), which the Russian leadership panicked and took to be a rout, eventually turned into the worst Ottoman defeat of the war.

But the Russians’ panicky request to the British at Christmas 1914 was enough to crystallise and jog forward British ideas about opening a second front somewhere in Turkey. From a raft of often more practical options, the idea attacking and opening up the Dardanelles (so British ships could sail up to and take Constantinople, and gain access to the Black Sea) soon acquired an unstoppable momentum of its own.

Armenian genocide

As with Gallipoli, so McMeekin also presents the Armenian Genocide in the context of the bigger picture, showing, for example, how the Christian Armenians did rise up against their Ottoman masters in the eastern city of Van, and did co-operate with the attacking Russians to expel the Ottomans and hand the city over, and so did justify the paranoia of the Ottoman High Command that they had a sizeable population of fifth columnists living in potentially vital strategic areas.

For it was not only in the far East of the Empire, in Armenia, a fair proportion of the Armenian population of Cilicia, over on the Mediterranean coast, was also prepared to rise up against the Ottomans, if provided with guns and leadership from the British (pp.223-245).

So McMeekin’s measured and factual account makes it much more understandable why the Ottoman High Command – under pressure from the ongoing British attack at Gallipoli, and terrified by the swift advances by the Russians through the Caucasus – took the sweeping decision to expel all Armenians from all strategically sensitive locations.

None of this excuses the inefficiency they then demonstrated in rounding up huge numbers of people and sending them into the Syrian desert where hundreds of thousands perished, or the gathering mood of violent paranoia which seized local authorities and commanders who took the opportunity to vent their fear and anxiety about the war on helpless civilians, which led to localised pogroms, execution squads and so on. But it does help to explain the paranoid atmosphere in which such things are allowed to happen.

McMeekin emphasises that, once it saw what was happening on the ground, the Ottoman leadership then tried to moderate the expulsion policy and explicitly forbade the punishment of Armenians, but it was too late: at the local level thousands of administrators and soldiers had absorbed the simple message that all Armenians were ‘traitors’ and should be shown no mercy. The net result was the violent killing, or the starving and exhausting to death, of up to one and a half million people, mostly defenceless civilians, an event which was used by Allied propaganda at the time, and has been held against the Turks ever since.

Siege at Kut

Again, I was vaguely aware of the British army’s catastrophe at Kut, a mud-walled town a few hundred miles (230 miles, to be precise) up the Tigris river, where an entire British army was surrounded and besieged by a Turkish army, in a situation reminiscent of the Boer War sieges of Mafeking and Ladysmith (pp.263-270, 290-293).

But McMeekin’s account helps you see how the Kut disaster was a climax of the up-to-that-point successful campaign to seize the estuary of the Tigris and Euphrates rivers, the Shatt al-Harab, and to win towns as far north as Basra, Qurna and Amara.

He takes you into the British thinking strategic thinking behind the ill-advised decision to push on towards Baghdad, and explains why the Turks turned out to be better dug-in and better led around that city than we expected (p.269). There’s a fascinating thread running alongside the slowly building catastrophe, which was the extreme reluctance of the Russian commander in the field, General N.N. Baratov to come to our aid (pp.290-292).

In fact Russian tardiness / perfidy is a recurrent theme. We only mounted the Gallipoli offensive to help the bloody Russians, but when it ran into trouble and British leaders begged Russia to mount a diversionary attack on the Black Sea environs of Constantinople to help us, the Russians said the right thing, made a few desultory naval preparations but – basically – did nothing.

British take Jerusalem

Similarly, I vaguely knew that the British Army ‘took’ Jerusalem, but it makes a big difference to have it set in context so as to see it as the climax of about three years of on-again, off-again conflict in the Suez and Sinai theatre of war.

Early on, this area had seen several attempts by Germans leading Turkish armies, accompanied by Arab tribesmen, to capture or damage parts of the Suez Canal, which McMeekin had described in the earlier book and now tells again, much more thoroughly and factually. The capture of Jerusalem was the result of a new, far more aggressive British policy  of not just defending the canal, but of attacking far beyond it – known as the Southern Palestine Offensive of November to December 1917, carried out by the Egypt Expeditionary Force led by General Edmund Allenby.

Balfour Declaration

Similarly, the Balfour Declaration of November 1917. I knew about this but hadn’t realised how it was related to the Russian Revolution. Apparently, world Jewish opinion was split for the first three years of the war about who to support because:

  1. Zionism, as a movement, was actually an Austro-German invention, the brainchild of Austrian journalist Theodor Herzl
  2. the World Zionist Executive was based throughout the war in Berlin
  3. most powerfully, the Western democracies were allied with Russia which had, from time immemorial, been the traditional enemy of Jews and Judaism

But the overthrow of the Tsarist government, and the transition to what everyone hoped would be more liberal democratic rule, tipped the balance of world Jewish opinion, especially in America, where the money came from (pp.352-3), against the Central Powers. The Balfour Declaration was a pretty cynical attempt to take advantage of this shift in Jewish opinion.

The Russian Revolution

God knows how many histories of the Russian Revolution I’ve read, but it was fascinating to view the whole thing from the point of view of the Ottoman Empire.

1916 was actually a good year for the Russians in the Ottoman theatre of war. They won a series of sweeping victories which saw them storm out of the Caucasus and into Anatolia, seizing Van and then the huge military stronghold at Erzerum.

And McMeekin shows how, even as the central government in faraway Petrograd collapsed in early 1917, the Russian Black Sea navy under Admiral Kolchak, chalked up a series of aggressive victories, climaxing with a sizeable naval attack force which steamed right up to the Bosphorus in June 1917.

But the collapse of the Tsarist regime in February 1917 had led to slowly ramifying chaos throughout the army and administration, and the the arrival of Lenin in the capital in April 1917, with his simple and unequivocal policy of ending the war, sowed the seeds of the complete collapse of Russian forces.

McMeekin leaves you with one of those huge historical what-ifs: What if the Russian revolution hadn’t broken out when it did – maybe the Russians would have taken Constantinople, thus ending the war over a year early and permanently changing the face of the Middle East.

The best history is empowering

As these examples show, this is the very best kind of history, the kind which:

  1. lays out very clearly what happened, in a straightforward chronological way so that you experience the sequence of events just as the participants did, and sympathise with the pressures and constraints they were under
  2. and places events in a thoroughly explained context so that you understand exactly what was at stake and so why the participants behaved as they did

McMeekin is slow to judge but, when he does, he has explained enough of the events and the context that you, the reader, feel empowered to either agree or disagree.

Empowerment – and this is what good history is about. 1. It explains what happened, it puts it in the widest possible context, and it empowers you to understand what happened and why, so you can reach your own assessments and conclusions.

2. And it has another, deeper, empowering affect which is to help you understand why things are the way they are in the modern world, our world.

McMeekin explains that, on one level, the entire history of the later Ottoman Empire is about Russia’s relationship with Turkey and the simple facts that the Russians wanted:

  1. to seize all of European Turkey, most of all Constantinople, to reclaim it as a Christian city to be renamed Tsargrad
  2. to make big inroads into eastern Turkey, creating semi-independent states of Armenia and Kurdistan which would be Russian protectorates
  3. the net affects of 1 and 2 being to give Russia complete dominance of the Black Sea and easy access to the Mediterranean

This is the fundamental geopolitical conflict which underlies the entire region. The intrusion into bits of the Empire by the British (in Egypt, Palestine and Iraq) or the French wish to colonise Lebanon and Syria, are in a sense secondary to the fundamental Russo-Turkish conflict whose roots stretch back centuries.

Competition for the Caucasus

McMeekin covers the ‘scramble for the Caucasus’ in the Berlin-Baghdad book but, as with the rest of the subject, it feels much more clear and comprehensible in this version.

It’s the story of how, following the unilateral declaration of peace by the Bolsheviks, the Germans not only stormed across Eastern Europe, sweeping into the Baltic nations in the north and Ukraine in the south – they also got involved in a competition with the Turks for the Caucasus and Transcaucasus.

In other words the Ottoman Army and the German Army found themselves competing to seize Armenia, Georgia, Kurdistan and, above all, racing to seize Baku on the Caspian Sea, important not only for its strategic position, but because of the extensive oil fields in its hinterland.

The story is fascinatingly complex, involving a British force (led by General Dunster) which at one point held the city for 6 weeks (the British got everywhere!) but was forced to withdraw by boat across the Caspian as the hugely outnumbering Turks moved in – and a great deal of ethnic conflict between rival groups on the spot, specifically the native Azeri Muslims and the Christian Armenians.

Events moved very quickly. Local political leaders across the region declared the Transcaucasian Democratic Federative Republic which included the present-day republics of Azerbaijan, Georgia, and Armenia which existed from just April to May 1918, but the area around Baku was engulfed in ethnic violence – the so-called March Days massacres from March to April 1918 – and then in May 1918, the leading party in Baku declared independence as the Azerbaijan Democratic Republic.

Nice for them but irrelevant as the Ottoman Army then routed the British and seized the city in September 1918. And only a few years later, most of these countries were reinvented by the Bolsheviks as Socialist Soviet Republics strongly under the control of Moscow, as they would remain for the next 70 years till the collapse of the Soviet Union (so in this region, the Russians won).

The end of the Great War…

The race for Baku was just one example of the chaos which was unleashed over an enormous area by the collapse of the Russian state.

But for McMeekin, it was also an example of the foolishness of the main military ruler of the Ottoman Empire during the entire Great War, Enver Pasha, who over-extended the (by now) under-manned and under-armed Turkish army, by dragging it all the way to the shores of the Caspian in what McMeekin calls ‘a mad gamble’ (p.400) ‘foolish push’ (p.409).

This left the Anatolian heartland under-defended when it suffered attacks by the British from the north in Thrace, from the south up through Palestine, and in Iraq – not to mention the French landings in Cilicia and Lebanon on the Mediterranean coast.

The Empire was forced to sign the Armistice of Mudros with Great Britain on 30 October and Ottoman troops were obliged to withdraw from the whole region in the Caucasus which they’d spent the summer fighting for.

… was not the end of the fighting

The war between France and Britain and the Ottoman Empire theoretically ended with the Armistice of Mudros on 30 October 1918. But McMeekin’s book is fascinating because it shows how invasions, landings, fighting and massacres continued almost unabated at locations across the Empire.

Specifically, it was a revelation to me that the Allied decision to allow the Greeks to land troops in the city of Smyrna on the Aegean coast turned out to be the flashpoint which triggered the end of the Ottoman Empire.

Disgruntled Ottoman officers had been gathering in central Anatolia, away from Constantinople, now occupied by the Allies, who bitterly resented the way the civilian politicians were handing over huge tranches of the Empire to the Allies. These men rallied in Eastern Anatolia under Mustafa Kemal, who became the leader of the hastily assembled Turkish National Movement.

And thus began, as McMeekin puts it, one of the most remarkable and successful political careers of the twentieth century, the transformation of Mustafa Kemal from successful general into Father of his Nation, who was awarded the honorific Atatürk (‘Father of the Turks’) in 1934.

Big ideas

As always, when reading a history on this scale, some events or issues leap out as new (to me) or particularly striking. Maybe not the ones the author intended, but the ones which made me stop and think.

1. The First World War ended in Bulgaria

Brought up on the story of the trenches, I tend to think of the war ending because the German Spring offensive of 1918 broke the Allied lines and advanced 25 miles or so before running out of steam, at which point the Allies counter-attacked, pushing the Germans back to their original lines and then ever-backwards as more and more German soldiers deserted and their military machine collapsed. That’s how it ended.

I knew that Bulgaria had surrendered to the Allies as early 24 September and that that event had had some impact on German High Command, but it is fascinating to read McMeekin’s account which makes the end of the First World War all about the Balkans and Bulgaria.

The British had had a large force (250,000) defending Macedonia and the approach to Greece from Bulgaria, which was allied with Austria and Germany. But the Bulgarians were fed up. In the peace treaties imposed on the new Bolshevik Russian government in May 1918 the Bulgarians got hardly any territory. When the Germans advanced into Ukraine the Bulgarians received hardly any of the grain which was seized. The Bulgarians are Slavs and so there was widespread sympathy for Russia while many ordinary people wondered why their young men were fighting and dying for Germany. And there was abiding antagonism against the Ottomans, their supposed ally, who Bulgaria had had to fight to free itself from and had fought against in the Balkan Wars of 1912-13.

All this meant that when an aggressive new French general, Louis Félix Marie François Franchet d’Espèrey, arrived to take command of Allied army in Macedonia, and sent exploratory probes against the Bulgarian line, discovered it was weak, and then unleashed a full frontal assault in the Vardar Offensive of September 1918, that the Bulgarian army and state collapsed.

The Bulgarian army surrendered, mutinied, part even declared an independent mini-republic, and the Bulgarian government was forced to sue for peace on 24 September 1918. When he heard of the Bulgarian surrender, the supreme leader of the German Army, Ludendorff, said they were done for. The Turkish generalissimo, Enver Pasha, said we’re screwed.

The collapse of Bulgaria gave the Allies command of the Balkans, allowing the channeling of armies south-east, the short distance to capture Constantinople, or north against the vulnerable southern flank of Austro-German territory.

In McMeekin’s account, the collapse of Tsarist Russia was certainly a seismic event but it didn’t, of itself, end the war.

The trigger for that event was the surrender of Bulgaria.

2. East and West

Another of the Big Ideas to really dwell on is the difference between the First World War on the Western Front and on the other theatres of war – the Eastern Front in Europe, but also all the warzones in Ottoman territory, namely Gallipoli, the Black Sea, Suez, Mesopotamia, Persia and the Caucasus.

Any English person brought up, like me, on the history and iconography of the Western Front, with its four-year-long stalemate and gruelling trench warfare, will be astonished at the dynamism and tremendously changing fortunes of the combatants on all the other fronts I’ve just listed.

Not only that, but events in the East were intricately interlinked, like a vast clock.

Thus it is one thing to learn that Serbia, the cause of the whole war, which Austria-Hungary had threatened to demolish in the first weeks of the war, was not in fact conquered until over a year later, in November 1915. So far, so vaguely interesting.

But it took my understanding to a whole new level to learn that the fall of Serbia to the Central Powers was the decisive event for Gallipoli. Because, while Serbia was holding out, she had prevented the Germans from shipping men and material easily down through the Balkans to their Ottoman ally. Once Serbia fell, however, the transport routes to Turkey were open, and this was the last straw for strategists in London, who realised the bad situation of the Allied troops stuck on the beaches of the Dardanelles could only deteriorate.

And so the decision to abandon the Gallipoli campaign and remove the troops from the beaches.

This is just one example from the many ways in which McMeekin’s account helps you see how all of these events were not isolated incidents, but how, all across the region from Libya in the West to the Punjab in the East, from the Balkans via Palestine to Suez, across Syria, down into Arabia, or up into the snowy Caucasus mountains, events in one theatre were intricately connected with events in all the others – and how the entire complex machinery was also influenced by events on the immense Eastern Front to their north, which ran from the Baltic to the Black Sea.

Basically, the First World War in Eastern Europe and the Middle East, was vastly more complicated, dynamic and interesting than the war in the West. And also pregnant with all kinds of long-running consequences.

3. The ends of wars are incalculably more complex than the beginnings

Real peace didn’t come to Turkey till 1923. In this regard it was not unlike Germany which saw coups and revolutions through 1919, or the vast Russian Civil War which dragged on till 1922 and included an attempt to invade and conquer Poland in 1920, or the political violence which marred Italy until Mussolini’s black shirts seized power in 1922.

Across huge parts of the world, violence, ethnic cleansing and actual wars continued long after the Armistice of November 1918. In fact McMeekin goes so far as to describe the Battle of Sakarya (23 August to 12 September 1921) as ‘the last real battle of the First World War (p.456).

Thus the book’s final hundred pages describe the long, complex, violent and tortuous transformation of the Ottoman Empire into the Turkish Republic, a story which is riveting, not least because of the terrible decisions taken by Prime Minister David Lloyd George, often against the advice of his entire cabinet, namely:

  1. to allow the Greek Army to occupy Smyrna, which led to riots, massacres, and outrage right across Turkey
  2. to occupy Constantinople on March 20 1920 – I had no idea British warships docked in the harbour, and British soldiers backed by armoured cars set up control points at every junction, erecting machine-gun posts in central squares – God, we got everywhere, didn’t we?

And bigger than both of these, the folly of the Allies’ approach of imposing a humiliating peace without providing the means to enforce it.

That said, America also played a key role. Much is always made of the Sykes-Picot Plan to divide the Ottoman Empire up between Britain and France, but McMeekin goes to great pains to emphasise several massive caveats:

1. Sazonov That, when it was drawn up, in June 1916, the Sykes-Picot Plan was largely at the behest of the pre-revolutionary Russian government which had more interest in seizing Ottoman territory than the other two combatants, so the plan ought, in McMeekin’s view, to be called the Sazonov-Sykes-Picto Plan because of the dominant influence of Russian Foreign Minister, Sergei Sazonov.

2. Sèvres I was astonished to see that the Treaty of Sèvres (imposed on the new Turkish government in May 1920, reluctantly signed in August 1920) handed a huge amount of territory, the bottom half of present-day Turkey, to Italy – in fact pretty much all the contents of the Treaty of Sèvres are mind-boggling, it enacted ‘a policy of forcefully dismembering Turkey’ (p.447). As McMeekin brings out, a document better designed to humiliate the Turks and force them into justified rebellion could barely be imagined.

3. States That the key player in the final year of the war and the crucial few years after it, was the United States, with some plans being drawn up for America to hold ‘mandates’ over large parts of the Ottoman Empire, namely Palestine, Syria, Mesopotamia. Given a choice the native populations wanted the Americans in charge because they thought they would be genuinely disinterested unlike the colonial powers.

Here, as across Central Europe, it was a great blow when, first of all Woodrow Wilson had a stroke which disabled him (October 1919), and then the American Congress refused to ratify the Treaty of Versailles or join the League of Nations.

As the chaos continued, and as David Lloyd George listened to his influential Greek friends and supported a Greek army invasion of Smyrna on the Turkish coast (with its large Greek population), and then its pushing inland to secure their base, only slowly did I realise McMeekin was describing events which are nowadays, with hindsight, referred to as the Greco-Turkish War of 1919–1922.

I had no idea the Greeks penetrated so far into Anatolia.

And no idea that the Greeks were encouraged to the hilt by David Lloyd George right up until it began to look like they would lose after their advance was halted by the vital Battle of Sakarya just 50 miles from Ankara.

Nor that the Greeks then forfeited the backing of the French and British and world opinion generally, by the brutality with which they pursued a scorched earth policy in retreat, torching every town and village and railway and facility in their path, also committing atrocities against Muslim Turkish civilians. It’s gruelling reading the eye-witness descriptions of destroyed villages, raped women, and murdered populations. What bastards.

Mustafa Kemal’s impact on Britain

It was a revelation to me to learn that, once Kemal’s Turkish army had driven the Greeks back into the sea and forced the evacuation of Smyrna, and with his eastern border protected by a rock-solid treaty he had signed with Soviet Russia, Kemal now turned his attention to the Bosphorus, to Constantinople, and to Thrace (the thin strip of formerly Turkish territory on the northern, European side of the Straits), all occupied by (relatively small) British forces.

It was news to me that Lloyd George, backed by Winston Churchill, was determined that Kemal would not have either Constantinople or the Straits back again, and so a) wrote to the premiers of Australia, Canada, New Zealand and South Africa asking them to contribute forces to a second defence of Gallipoli – they all said No – and b) the British public were by now so sick of the war in Turkey, and war generally, that they, and all the newspapers, roundly called for an end to British involvement – STOP THIS NEW WAR! shouted the Daily Mail.

And that it was this crisis which caused the collapse of the coalition government which had ruled Britain and the Empire since 1916.

The Conservatives abandoned the coalition, it collapsed, the Liberals split into two factions and the election of October 1922 resulted in not only a Conservative victory (344 seats) but the Labour Party emerging for the first time as the largest opposition party (142 seats), with the two factions of the Liberal party knocked into third and fourth place. The Liberals, even when they finally recombined, were never to regain the power and influence they enjoyed throughout the nineteenth century.

Thus, McMeekin points out with a flourish, Mustafa Kemal had not only divided the wartime Alliance (the French wanted nothing to do with Lloyd George’s foolish support for the Greeks) and atomised the Commonwealth (all those white Commonwealth countries refusing to help the Old Country) but ended the long history of the Liberal Party as a party of power.

Fascinating new perspectives and insights

Conclusion

Nowadays, it is easy to blame the usual imperialist suspects Britain and France for all the wrongs which were to beset the Middle East for the 100 years since the Treaty of Lausanne finally finalised Turkey’s borders and gave the rest of the area as ‘mandates’ to the victorious powers.

But McMeekin, in his final summing up, is at pains to point out the problems already existing in the troubled periphery – there had already been two Balkan Wars, Zionist immigration was set to be a problem in Palestine no matter who took over, Brits, Russians or Germans – Arabia was already restless with the Arab tribes jostling for power – Mesopotamia had been a hornet’s nest even during Ottoman rule, with the Ottoman authorities telling non-Muslims never to visit it. All this before you get to the smouldering cause of Armenian independence.

All these problems already existed under the last years of Ottoman rule, the British and French didn’t invent them, they just managed them really badly.

Ataturk’s achievement was to surgically remove all these problems from Ottoman control and delegate them to the imperial powers. He was clever, they were dumb, inheriting insoluble problems. He created an ethnically homogenous and ‘exclusionary state’ whose borders have endured to this day.

As a very specific example, McMeekin cites Kemal’s readiness to hand over the area around Mosul to British control, even though he was well aware of its huge oil deposits. He made the very wise assessment that the benefit of the oil would be outweighed by the disruptive issues he would inherit around managing the ethnic and religious conflicts in the region (between Kurds and Arabs, between Sunni and Shia Muslims). And indeed, the low-level conflicts of the region are alive and kicking to this day.

The Allies for 25 years struggled to rule Palestine, Arabia, Syria, Iraq and eventually withdrew in various states of failure. McMeekin’s mordant conclusion is that the ‘the War of the Ottoman Succession rages on, with no end in sight’ (p.495, final sentence).

For the clear and authoritative way it lays out its amazing story, and for the measured, deep insights it offers into the period it describes and the consequences of these events right up to the present day, this is a brilliant book.

The Man Without Qualities by Robert Musil, Part One (1930)

We are in the hands of the thing. We travel in it day and night, and do everything else in it too: shaving, eating, making love, reading books, carrying out our professional duties, as though the four walls were standing still; and the uncanny thing about it is merely that the walls are travelling without our noticing it, throwing their rails out ahead like long, gropingly curving antennae, without our knowing where it is all going…

Four problems

Musil’s masterpiece ought to be a difficult read for at least four reasons:

1. It is translated from 1930s German – a) all translation are imperfect and fail to capture the nuances (and pleasures) of the original (as every translator of Kafka unfailingly points out, much to the English reader’s frustration), and b) it must be in a style and phraseology which is nearly 100 years old.

2. It is unfinished – Musil died in 1942 and, to quote Wikipedia:

In 1930 and 1933, Musil published his masterpiece, The Man Without Qualities (Der Mann ohne Eigenschaften), in two volumes consisting of three parts, running to 1,074 pages. Volume 1 (Part I: A Sort of Introduction and Part II: The Like of It Now Happens) and the 605-page-long and unfinished Volume 2 (Part III: Into the Millennium (The Criminals)). Part III did not include 20 chapters withdrawn from Volume 2 of 1933 in printer’s galley proofs.

So the work as a whole is both unfinished, and the structure of what exists is a little difficult to grasp (volume one contains two parts, volume two contains part three) and there exist some 20 additional chapters in various stages of completion, which may or may not be included in the printed editions you come across.

3. The Man Without Qualities is long, very long – well over 1,000 pages in the Picador paperback edition.

4. And not only notoriously long, but also notoriously meandering, with little or no plot.

Tone of voice

All of which explains why it came as a very pleasant surprise to find that, when I actually got hold of a copy and started reading it with some trepidation, The Man Without Qualities turns out to be an extremely pleasurable read.

This is because of the tone of voice and authorial attitude.

The Man Without Qualities is told in the third person and the narrating voice is extremely warm and humorous. The author is wryly amused by the whole world, including his characters.

When a man has set his house in order, he should also take to himself a wife. Ulrich’s mistress in those days was called Leontine and was a singer in a small cabaret. She was a tall, plump girl, provocatively lifeless, and he called her Leona.

‘Provocatively lifeless’, that made me smile, and the narrative is full of perky, unexpectedly humorous, wry and ironic touches like that, throughout.

You quickly realise that it doesn’t matter that the book has little or no plot because it is so enjoyable listening to the narrator’s intelligent, urbane, meandering musings on existence and modern life.

These meanderings aren’t particularly revolutionary – there are rarely any of the flashy ‘modernist’ techniques I’ve recently come across in Hermann Broch’s The Sleepwalkers or in Alfred Döblin’s much more overtly tricksy Berlin Alexanderplatz.

Instead there is a warm and gentle tone of mockery and amusement, about everything – modern life, modern love, cities, economies, work, cultural values, history, human nature. You name it, Musil has something wry and amusing to say about it.

Sometimes the ‘ideas’ or insights are worth mulling over, but you get the sense the author doesn’t even care whether you find them original or amusing. He is sublimely indifferent to his characters, his opinions and our opinions of his opinions – and it is this quality of elegantly amused detachment which makes the book so moreish, so quaffable. There aren’t many laughs, but I found myself almost continuously smiling.

There are of course in all ages all kinds of countenance; but there is also one that is exalted by the taste of the time and acknowledged to be the image of happiness and beauty, while all other faces try to approximate to it, even ugly ones succeeding more or less by the aid of hairdressing and fashion; and the only ones that never succeed are those faces born to strange triumphs, those in which the regal and exiled ideal beauty of an earlier age is expressed without compromise. Such faces drift like corpses of earlier desires in the great insubstantiality of love’s whirlwind…

You are in the company of an immensely intelligent, observant and ironical man, a man who has stopped worrying about life or achievement, a man who has realised his own existence is just one more leaf floating in the breeze or in the turbid airs of the huge modern city, and is elegantly amused by the entire charade, up to and including the charade of writing the book itself.

It is characteristic that part one of this epic text is given the very off-hand title, ‘A Sort of Introduction’, and many of the chapter titles are equally languid and ironic. I particularly liked the chapter heading ‘Even a man without qualities has a father with qualities’.

Even when the protagonist is quite badly beaten up, after being mugged, in chapter seven, this only serves as a prompt for yet more urbane reflections about the paradoxes and ironies of human civilisation.

Mankind produces Bibles and guns, tuberculosis and tuberculin. It is democratic but has kings and nobility; it builds churches but universities which educate against the churches; it turns monasteries into barracks, but allots chaplains to the barracks. It provides hooligans with rubber tubing filled with lead to beat a fellow human being’s body black-and blue, but afterwards it has feather beds waiting to receive the solitary, man-handled body, beds such as that enveloping Ulrich at this moment as though it were filled with sheerest respect and consideration. This is the well-known matter of the contradictions, the inconsistency and imperfection of life. One smiles or sighs over it.

‘One smiles or sighs over it.’ Quite so. And the incident is only relevant in the overall narrative because Ulrich staggers to his feet, out into the road and cadges a lift home from a smart lady in a horse-drawn cab who is so impressed by the combination of Ulrich’s beaten-up state and his heady eloquence that she promptly becomes his mistress!

The man without qualities

The protagonist, Ulrich, a thirty-year-old bachelor, has abandoned all thoughts of being a success or making his mark in the ranks of his great nation. Instead, he has decided to take a year’s holiday from the world and from himself – to become an observer of the quirks of modern urban life, and of his own life, which he views with amused detachment.

We are introduced to him in chapter two:

The street in which this minor accident had occurred was one of those long winding rivers of traffic that radiate from their source in the centre of the city and flow through the surrounding districts out into the suburbs. Had the elegant couple followed its course for a while longer they would have seen something that would certainly have appealed to them. It was an eighteenth or even perhaps seventeenth-century garden, still in parts unspoilt; and passing along its wrought-iron railings one caught a glimpse through the trees of a well-kept lawn and beyond it, something like a miniature chateau, hunting-lodge, or pavilion d’amour from times past and gone. More precisely, its original structure was seventeenth-century, the garden and the upper storey had an eighteen-century look, and the facade had been restored and somewhat spoilt in the nineteenth century, so that the whole thing had a faintly bizarre character, like that of a super imposed photograph.

But the general effect was such that people invariably stopped and said: ‘Oh, look!’ And when this pretty little white building had its windows open, one could see into the gentlemanly calm of a scholar’s house where the walls were lined with books.

This house belonged to the Man Without Qualities. He was standing at one of the windows, looking through the delicate filter of the garden’s green air into the brownish street, and for the last ten minutes, watch in hand, he had been counting the cars, carriages, and trams, and the pedestrians’ faces, blurred by distance, all of which filled the network of his gaze with a whirl of hurrying forms. He was estimating the speed, the angle, the dynamic force of masses being propelled past, which drew the eye after them swift as lightning, holding it, letting it go, forcing the attention – for an infinitesimal instant of time – to resist them, to snap off, and then to jump to the next and rush after that.

Smooth and eloquent, isn’t it? Much more enjoyable than Hermann Broch’s tone of strained hysteria, or the thought processes of Alfred Döblin’s brutal, grunting pimps and thieves.

We learn that Ulrich set off in life to be a cavalry officer but, the very first time he was reprimanded (for chatting up the wife of a state official at a ball), he resigned in a huff.

He then trained for a while as an engineer but gave that up and migrated to an interest in pure mathematics. These are given as the reasons why Ulrich likes stopwatches and slide rules and thinks of the city as a set of intersecting vectors and sees everything through a scientific prism.

In other words, the text does feature some passages which give the impression of a ‘modernist’ interest in inserting maths and measurement and a pseudo-scientific view of the world – but not many. Such a relaxed and easy-going text barely needs its own pretexts and explanations. They’re sweet pretexts, but not very compelling

The novel is set in 1913, in Vienna, capital of the Austro-Hungarian Empire. I like the way Ulrich has a nickname for his homeland, Kakania.  Even to its inhabitants the Austro-Hungarian Empire felt like a peculiar and ramshackle institution.

The nickname isn’t as random (or as potty-mouthed) as it seems. Because of the uneasy alliance between Austria and Hungary which formed the basis of the ‘Empire’, its ruler, Franz Joseph, was the Emperor of the Austrians but the King of the Hungarians, the two words in German being kaiser and könig, respectively. This led to the anomaly that many official bodies and servants had to be both imperial and royal, at the same time, or in the appropriate situation.

All in all, how many remarkable things might be said about that vanished Kakania! For instance, it was kaiserlich-königlich (Imperial-Royal) and it was kaiserlich und königlich (Imperial and Royal); one of the two abbreviations, k.k. or k. k., applied to every thing and person, but esoteric lore was nevertheless required in order to be sure of distinguishing which institutions and persons were to be referred to as k.k. and which as k. k.

So the nickname Kakania arises naturally from saying these two ks.

It is just one example of the narrator’s finely honed sense of the absurdity of everything. If the state you live in, the capital city, the language and all its institutions are a little laughable, then surely life is laughable, too.

There, in Kakania, that misunderstood State that has since vanished, which was in so many things a model, though all unacknowledged, there was speed too, of course; but not too much speed. Whenever one thought of that country from some place abroad, the memory that hovered before the eyes was of wide, white, prosperous roads dating from the age of foot travellers and mail-coaches, roads leading in all directions like rivers of established order, streaking the countryside like ribbons of bright military twill, the paper-white arm of government holding the provinces in firm embrace.

And what provinces! There were glaciers and the sea, the Carso and the cornfields of Bohemia, nights by the Adriatic restless with the chirping of cicadas, and Slovakian villages where the smoke rose from the chimneys as from upturned nostrils, the village curled up between two little hills as though the earth had parted its lips to warm its child between them.

Of course cars also drove along those roads – but not too many cars! The conquest of the air had begun here too; but not too intensively. Now and then a ship was sent off to South America or the Far East; but not too often. There was no ambition to have world markets and world power. Here one was in the centre of Europe, at the focal point of the world’s old axes; the words ‘colony’ and ‘overseas’ had the ring of something as yet utterly untried and remote. There was some display of luxury; but it was not, of course, as oversophisticated as that of the French. One went in for sport; but not in madly Anglo-Saxon fashion. One spent tremendous sums on the army; but only just enough to assure one of remaining the second weakest among the great powers.

The problem for me wasn’t that the book is long (very long), it’s that I kept finding myself rereading these long lazy paragraphs for the pure pleasure of the rolling rhythm of the language and the diverting ideas.

Es ist passiert, ‘it just sort of happened’, people said there [in Kakania] when other people in other places thought heaven knows what had occurred. It was a peculiar phrase, not known in this sense to the Germans and with no equivalent in other languages, the very breath of it transforming facts and the bludgeonings of fate into something light as eiderdown, as thought itself.

‘Light as eiderdown, light as thought itself’ – yes, that seems to be the blowing-on-the-wind quality Musil is aiming for.

It all came as a welcome relief from the super-earnestness of Hermann Broch, whose gloomy trilogy, The Sleepwalkers, is designed to pummel into the reader how everything is going to the dogs. On the contrary, Musil’s character humorously concludes that the very notion of ‘everything going to the dogs’ is a trite and easy escape for simpletons who can’t cope with the complexity of the modern world.

In this case, he’s referring to his friend Walter, who everyone expected such high things of, but who is slowly turning into a failure, and was looking for someone or something to blame when he had a brainwave. Of course! Blame the spirit of the times!

But the tangle of clever, stupid, vulgar, and beautiful is precisely in such times so dense and involved that to many people it evidently seems easier to believe in a mystery, for which reason they proclaim the irresistible decline of something or other that defies exact definition and is of a solemn haziness.

It is fundamentally all the same whether this is thought of as the race, or vegetarianism, or the soul, for all that matters, as in the case of every healthy pessimism, is that one should have something inevitable to hold on to… Had it up to then been he who was unfit for work and felt out of sorts? Now it was the time that was out of sorts, and he the healthy one! His life, which had come to nothing, was all at once given a tremendous explanation, a justification, in terms of centuries, that was worthy of him.

Precisely. The decline and fall motif flatters the self-importance of those who expound it. it is not I who have failed – it is these lamentable times. What can a man do?

It’s no coincidence that it’s frustrated Walter who bursts out in the criticism of his old friend Ulrich, which sheds light on the title.

Walter was frustrated. He searched, he wavered. Suddenly he burst out: ‘He is a man without qualities!’
‘What’s that?’ Clarisse asked, with a little laugh.
‘Nothing. That’s just the point – it’s nothing!’
But the expression had aroused Clarisse’s curiosity.
‘There are millions of them nowadays,’ Walter declared. ‘It’s the human type that our time has produced.’ He was pleased with the expression that had so unexpectedly come to him. As though he were beginning a poem, the words drove him forward before he had got the meaning…

Who is Clarisse? Walter’s wife. She married him because everyone said he was a genius and she had a fierce ambition to marry a genius. Now that Walter is turning out not to be a genius, Clarisse is undergoing a crisis, one which the couple’s friend Ulrich is amused to observe, on his occasional visits to their house and on his leisurely strolls with her.

None of this is very earth-shattering, but the characters’ thoughts and feelings and perceptions and opinions of each other are conveyed – in my opinion – with a much lighter and, therefore, much more persuasive touch that Hermann Broch’s attempts to do a similar sort of thing.

Moosbrugger

Alas and alack, however, Musil is a Germanic writer and so he has to include a psychopath in his novel.

I was deeply disappointed when, after a 100 pages of amused insights into ‘modern’ life amid a handful of well-heeled and sophisticated characters, alas and alack, Musil introduces a woman-murderer, the monstrous psychopath Moosbrugger.

The connection is that Ulrich attends the trial of the monster, whose crime (hacking a small, vulnerable prostitute almost to pieces) is sensationally reported in all the newspapers.

Ulrich finds Moosbrugger a fascinating study. And indeed Musil does a very good job of getting inside the mind of a thuggish, uneducated brute, a semi-animal at the mercy of inarticulate desires, not so much for sex, but motivated by an inchoate hatred of the pretty women who always seem to be walking past him in the street, tittering at him behind their hands, mocking him, threatening his sense of stability and self-possession.

And so, we learn that this brute periodically Moosbrugger lashes out (he has, we learn, killed before) not even consciously murdering women, but just trying to get rid of that sense of being followed, mocked and haunted, trying to get rid of the other self which dogs his mind.

Yes, it’s an impressive description of the inside of a low, brutish psychopath but, God, I was disappointed to be turfed back into the same psychological slum described by Hermann Broch in the character of his murderer and rapist Huguenau, or the brutal would-be rapist and murderer Reinhold in Alfred Döblin’s Berlin Alexanderplatz. How these Krauts love their rapists and murderers. Mack the Knife.

The ‘Parallel Campaign’

In the last chapter of this first introductory part, Ulrich receives a letter from his long-suffering father asking him when he is going to pull himself together and get a job.

His father tells him about a plan which has been hatched by senior members of the administration to celebrate the 70th anniversary of the accession of the Emperor Franz Joseph (who became Emperor of Austria, King of Hungary, King of Croatia, King of Bohemia, and monarch of many other states of the Austro-Hungarian Empire, in 1848 – thus 1818 will mark the 70th year of his reign).

It is nicknamed the Parallel Campaign, because it is in fact copying a German idea (how inevitable, Ulrich ironically reflects) which is to celebrate the 40th anniversary of the accession of Kaiser Wilhelm II in 1918 (the Kaiser ascended the German throne in 1888).

Ulrich’s father has secured him an interview with the state official planning this celebration and also an introduction to the wife of an influential courtier, who is to play a leading role in organising the social aspects of the celebration.

So the first hundred or so pages of part one turn out to have introduced us to: the central protagonist, Ulrich; some of his small circle of friends, Walter and Clarisse; the ominous figure of Moosbrugger who already, we can guess, acts as a kind of symbol of the dark underbelly of the Empire; to this idea of the Parallel Campaign, which will turn into the central narrative thread of the main central part of the novel – and to the long, leisurely, languid and deeply enjoyable style in which the whole thing is going to be told.

And with Ulrich’s father’s injunction ringing in his ears, part one ends.

Why did the nations of Western Europe rise through the 18th and 19th centuries to create empires which stretched around the world, how did they manage to subjugate ancient nations like China and Japan, to turn vast India into a colonial possession, to carve up Africa between them?

How did white European cultures come to dominate not only the territories and peoples who they colonised, but to create the modern mindset – a vast mental framework which encompasses capitalist economics, science and technology and engineering, which dominates the world right down to the present day?

Why did the maritime states of Europe (Britain, France, the Dutch, Spanish and Portuguese) end up either settling from scratch the relatively empty places of the world (America, Australia), or bringing all the other cultures of the world (the Ottoman Empire, Hindu India, Confucian China and Shinto Japan) under their domination?

For a hundred and fifty years politicians, historians, economists and all kinds of academics and theoreticians have been writing books trying to explain ‘the rise of the West’.

Some attribute it to the superiority of the Protestant religion (some explicitly said it was God’s plan). Some that it was something to do with the highly fragmented nature of Europe, full of squabbling nations vying to outdo each other, and which spilled out into unceasing competition for trade, at first across the Atlantic, then along new routes to India or the Far East.

Some credit the Scientific Revolution, with its proliferation of new technologies from compasses to cannons, an unprecedented explosion of discoveries and inventions. Some credit the slave trade and the enormous profits made from working to death millions and millions of African slaves to create the profits which fuelled the industrial revolution and paid for the armies which subjugated India.

Lenin thought it was the unique qualities of European capitalism which had perfected techniques to exploit the proletariat in the home countries and then to subjugate less advanced nations, which would inevitably lead to a global capitalist war once the whole world was colonised.

So John Darwin’s book, which sets out to answer all these questions and many more, is following an extremely well-trodden path. BUT it does so in a way which feels wonderfully new, refreshing and exciting. This is a brilliant book. If you were only going to read one book about imperialism, this is probably The One.

For at least three reasons:

1. Darwin appears to have mastered the enormous revisionist literature generated over the past thirty years or more, which rubbishes any idea of innate European superiority, which looks for far more subtle and persuasive reasons – so reading this book means you can feel yourself reaping the benefits of hundreds of other more detailed & specific studies. He is not himself oppressively politically correct, but he is on the right side of all the modern trends in historical thought (i.e. is aware of feminist, BAME and post-colonial studies).

2. Darwin pays a lot more attention than is usual to all the other cultures which co-existed alongside Europe for so long (Islam, the Ottoman Empire, the Mughal Empire, the Safavid Empire, the Chinese Empire, Japan, all are treated in fascinating detail and given almost as much space as Europe, more, in the earlier chapters) so that reading this book you learn an immense amount about the history of these other cultures over the same period.

3. Above all, Darwin paints a far more believable and plausible picture than the traditional legend of one smooth, consistent and inevitable ‘Rise of the West’. On the contrary, in Darwin’s version:

the passage from Tamerlane’s times to our own has been far more contested, confused and chance-ridden than the legend suggests – an obvious enough point. But [this book places] Europe (and the West) in a much larger context: amid the empire-, state- and culture-building projects of other parts of Eurasia. Only thus, it is argued, can the course, nature, scale and limits of Europe’s expansion be properly grasped, and the jumbled origins of our contemporary world become a little clearer.

‘Jumbled origins’, my God yes. And what a jumble!

Why start with Tamerlane?

Tamerlane the Eurasian conqueror died in 1405. Darwin takes his death as marking the end of an epoch, an era inaugurated by the vast wave of conquest led across central Asia by Genghis Khan starting around 1200, an era in which one ruler could, potentially, rule the entire Eurasian landmass.

When Tamerlane was born the ‘known world’ still stretched from China in the East, across central Asia, through the Middle East, along the north African shore and including Europe. Domination of all of China, central Asia, northern India, the Middle East and Europe was, at least in theory, possible, had been achieved by Genghis Khan and his successors, and was the dream which had inspired Tamerlane.

But by the death of Tamerlane the political situation across Eurasia had changed. The growth in organisation, power and sophistication of the Ottoman Empire, the Mamluk state in Egypt and Syria, the Muslim sultanate in north India and above all the resilience of the new Ming dynasty in China, meant this kind of ‘global’ domination was no longer possible. For centuries nomadic tribes had ravaged through Eurasia (before the Mongols it had been the Turks who emerged out of Asia to seize the Middle East and found the Ottoman Dynasty). Now that era was ending.

It was no longer possible to rule the sown from the steppe (p.5)

Moreover, within a few decades of Tamerlane’s demise, Portuguese mariners had begun to explore westwards, first on a small scale colonising the Azores and Canary Islands, but with the long-term result that the Eurasian landmass would never again constitute the ‘entire world’.

What was different about European empires?

Empires are the oldest and most widespread form of government. They are by far the commonest way that human societies have organised themselves: the Assyrians, Babylonians, Egyptians, Persians, the Greek and Roman Empires, the Aztec Empire, the Inca Empire, the Mali Empire, Great Zimbabwe, the Chinese empire, the Nguyễn empire in Vietnam, the Japanese Empire, the Ottoman empire, the Mughal empire, the Russian empire, the Austro-Hungarian empire, to name just a few.

Given this elementary fact about history, why do the west European empires come in for such fierce criticism these days?

Because, Darwin explains, they were qualitatively different.

  1. Because they affected far more parts of the world across far more widespread areas than ever before, and so ‘the constituency of the aggrieved’ is simply larger – much larger – than ever before.
  2. Because they were much more systematic in their rapaciousness. The worst example was surely the Belgian Empire in the Congo, European imperialism stripped of all pretence and exposed as naked greed backed up by appalling brutality. But arguably all the European empires mulcted their colonies of raw materials, treasures and of people more efficiently (brutally) than any others in history.

The result is that it is going to take some time, maybe a lot of time, for the trauma of the impact of the European empires to die down and become what Darwin calls ‘the past’ i.e. the realm of shadowy past events which we don’t think of as affecting us any more.

The imperial legacy is going to affect lots of people, in lots of post-colonial nations, for a long time to come, and they are not going to let us forget it.

A flood of insights

It sounds like reviewer hyperbole but there really is a burst of insights on every page of this book.

It’s awe-inspiring, dazzling, how Darwin can take the elements of tremendously well-known stories (Columbus and the discovery of America, or the Portuguese finding a sea route to India, the first trading stations on the coasts of India or the unequal treaties imposed on China, or the real consequences of the American Revolution) and present them from an entirely new perspective. Again and again on every page he unveils insight after insight. For example:

American Take the fact – which I knew but had never seen stated so baldly – that the American War of Independence wasn’t about ‘liberty’, it was about land. In the aftermath of the Seven Years War (1756 – 63) the British government had banned the colonists from migrating across the Appalachians into the Mississippi valley (so as to protect the Indians, and because policing this huge area would be ruinously expensive). The colonists simply wanted to overthrow these restrictions and, as soon as the War of Independence was (after the British gave up in 1783), set about opening the floodgates to colonising westward.

India Victorian apologists claimed the British were able to colonise huge India relatively easily because of the superiority of British organisation and energy compared with Oriental sloth and backwardness. In actual fact, Darwin explains it was in part the opposite: it was because the Indians had a relatively advanced agrarian economy, with good routes of communication, business hubs and merchants – an open and well-organised economy, which the British just barged their way into (p.264).

(This remind me of the case made in The Penguin History of Latin America by Edwin Williamson that Cortés was able to conquer the Aztec and Pissarro the Incas, not because the Indians were backward but precisely because they were the most advanced, centralised and well organised states in Central and South America. The Spanish just installed themselves at the top of a well-ordered and effective administrative system. Against genuinely backward people, like the tribes who lived in the arid Arizona desert or the swamps of Florida or hid in the impenetrable Amazon jungle, the Spanish were helpless, because there was no one emperor to take hostage, or huge administrative bureaucracy to take over – which explains why those areas remained uncolonised for centuries.)

Cultural conservatism Until about 1830 there was still a theoretical possibility that a resurgent Ottoman or Persian empire, China or Japan, might have reorganised and repelled European colonisers. But a decisive factor which in the end prevented them was the intrinsic conservatism of these cultures. For example, both Chinese and Muslim culture venerated wisdom set down by a wise man (Mohammed, Confucius) at least a millennium earlier, and teachers, professors, civil servants were promoted insofar as they endorsed and parroted these conservative values. At key moments, when they could have adopted more forward-looking ideologies of change, all the other Eurasian cultures plumped for conservatism and sticking to the Old.

Thus, even as it dawned on both China and Japan that they needed to react to the encroachments of the Europeans in the mid-nineteenth century, both countries did so by undertaking not innovations what they called restorations – the T’ung-chih (‘Union for Order’) restoration in China and the Meiji (‘Enlightened rule’) restoration in Japan (p.270). (Darwin’s description of the background and enactment of both these restorations is riveting.)

The Western concept of Time Darwin has a fascinating passage about how the Europeans developed a completely new theory of Time (p.208). It was the exploration of America which did this (p.209). America gave the Europeans an entirely new understanding of human Time. Because here they encountered, traded and warred with Stone Age people who used bows and arrows and (to start with) had no horses or wheeled vehicles and never developed anything like a technology. This led European intellectuals to reflect that maybe these people came from an earlier phase of historical development. In fact, maybe societies evolve and change and develop.

European thinkers quickly invented numerous ‘systems’ suggesting how societies progressed from the x age to the y age and then on to the z age – but they all agreed that the native Americans (and even more so, the Australian aborigines) represented the very earliest stages of society, and that, by contrast, Western society had evolved through all the intervening stages to reach its present state of highly evolved ‘perfection’.

And once you have created mental models like this, it is easy to categorise the other cultures you encounter (Ottomans, Hindus, China, Japan, Siam, Annamite etc) as somewhere definitely lower or backward on these paths or stages of development. And being at the top of the tree, why naturally that gave white Europeans the right to intervene, invade, conquer and administer all the other people of the world in order to ‘raise’ them to the same wonderful level of civilisation as themselves.

18th and 19th I’ve always been a bit puzzled by the way that, if you read accounts of then European empires, there is this huge difference between the 18th century and the 19th century. Darwin explains why: in the eighteenth century there were still multiple European players in the imperial game: France was the strongest power on the continent, but she was balanced out by Prussia, Austria and also Spain and Portugal and the Dutch. France’s position as top dog in Europe was admittedly damaged by the Seven Years War but it wasn’t this, it was the Napoleonic Wars which in the end abolished the 18th century balance of power in Europe. Britain emerged from the Napoleonic Wars as the new top dog, with a navy which could beat all-comers, which had hammered the French at the Battle of the Nile and Trafalgar, and which now ruled the waves.

The nineteenth century feels different because Britain’s world-encompassing dominance was different in kind from any empire which ever preceded it.

Africa If I have one quibble it’s that I’d like to have learned more about Africa. I take the point that his book is focused on Eurasia and the Eurasian empires (and I did learn a huge amount about Persia, the Moghul empire, China and Japan) and that all sub-Saharan Africa was cut off from Eurasia by the Sahara, but still… it feels like an omission.

And a woke reader might well object to the relative rareness of Darwin’s references to the African slave trade. He refers to it a few times, but his interest is not there; it’s in identifying exactly where Europe was like or unlike the rival empires of Eurasia, in culture and science and social organisation and economics. That’s his focus.

Russia If Africa is disappointingly absent, an unexpected emphasis is placed in each chapter on the imperial growth of Russia. I knew next to nothing about this. A quick surf on Amazon suggests that almost all the books you can get about the Russian ’empire’ are about the fall of the Romanovs and the Bolshevik Revolution and then Lenin or Stalin’s creation of a Bolshevik empire which expanded into Eastern Europe after the war. That’s to say it’s almost all about twentieth century Russia (with the exception of a crop of ad hoc biographies of Peter the Great or Catherine the Great).

So it was thrilling to read Darwin give what amounts to a sustained account and explanation of the growth of the Kingdom of Muscovy from the 1400s onwards, describing how it expanded west (against Poland, the Baltic states, Sweden), south towards the Black Sea, south-west into the Balkans – but most of all how Russian power was steadily expanded East across the vast inhospitable tundra of Siberia until Russian power reached the Pacific.

It is odd, isn’t it, bizarre, uncanny, that a nation that likes to think of itself as ‘European’ has a huge coastline on the Pacific Ocean and to this day squabbles about the ownership of small islands with Japan!

The process of Russian expansion involved just as much conquering of the ‘primitive’ tribal peoples who hunted and trapped in the huge landmass of Siberia as the conquest of, say, Canada or America, but you never read about it, do you? Can you name any of the many native tribes the Russians fought and conquered? No. Are there any books about the Settling of the East as there are thousands and thousands about the conquest of the American West? Nope. It is a historical black hole.

But Darwin’s account of the growth of the Russian Empire is not only interesting as filling in what – for me at any rate – is a big hole in my knowledge. It is also fascinating because of the role Russian expansion played again and again in the game of Eurasian Risk which his book describes. At key moments Russian pressure from the North distracted the attention of the Ottoman Empire from making more offensive thrusts into Europe (the Ottomans famously encroached right up to the walls of Vienna in 1526 and then again in 1683).

When the Russians finally achieved one of their territorial goals and seized the Crimea in 1783, as a result of the Russo-Turkish War, it had the effect, Darwin explains, of cracking the Ottoman Empire open ‘like an oyster’. For centuries the Black Sea had been an Ottoman lake and a cheaply defensible frontier. Now, at a stroke, it became a massive vulnerability which needed costly defence (p.175).

And suddenly, seeing it all from the Russian perspective, this sheds new light on the timeworn story of the decline of the Ottoman Empire which I only know about from the later 19th century and from the British perspective. For Darwin the role of Russian expansionism was vital not only in itself, but for the hemming in and attritional impact it had on the other Eurasian empires – undermining the Ottomans, making the Chinese paranoid because Russian expansion around its northern borders added to China’s sense of being encircled and endangered, a sense that contributed even more to its risk-averse policy of doubling down on its traditional cultural and political and economic traditions, and refusing to see anything of merit in the Westerners’ technology or crude diplomacy. A policy which eventually led to complete collapse in the Chinese Revolution of 1911.

And of course the Russians actually went to war with imperial Japan in 1905.

Numbered lists

Darwin likes making numbered lists. There’s one on almost every page. They rarely go higher than three. Here are some examples to give a flavour of his careful, forensic and yet thrillingly insightful way of explaining things.

The 18th century geopolitical equilibrium The geopolitical revolution which ended the long equilibrium of the 18th century had three major effects:

  1. The North American interior and the new lands in the Pacific would soon become huge extensions of European territory, the ‘new Europes’.
  2. As a result of the Napoleonic war, the mercantile ‘zoning’ system which had reflected the delicate balance of power among European powers was swept away and replaced with almost complete control of the world’s oceans by the British Navy.
  3. Darwin gives a detailed description of why Mughal control of North India was disrupted by invasions by conquerors from the north, first Iran then Afghanistan, who weakened central Indian power at just the moment the British started expanding from their base in Bengal. Complex geopolitical interactions.

The so-called stagnation of the other Eurasian powers can be characterised by:

  1. In both China and the Islamic world classical, literary cultures dominated the intellectual and administrative elites – the test of intellectual acumen was fitting all new observations into the existing mindset, prizes went to those who could do so with the least disruption possible.
  2. Cultural and intellectual authority was vested in scribal elites backed up by political power, both valuing stasis.
  3. Both China and the Islamic world were profoundly indifferent and incurious about the outside world.

The knowledge revolution Compare and contrast the East’s incuriosity with the ‘West’, which underwent a cognitive and scientific revolution in which merit went to the most disruptive inventors of new theories and technologies, and where Darwin describes an almost obsessive fascination with maps. This was supercharged by Captain Cook’s three huge expeditions around the Pacific, resulting in books and maps which were widely bought and discussed, and which formed the basis of the trade routes which followed in his wake, and then the transportation of large numbers of convicts to populate Australia’s big empty spaces (about 164,000 convicts were transported to the Australian colonies between 1788 and 1868).

Traumatic impact of the Napoleonic Wars I hadn’t quite realised that the Napoleonic Wars had such a traumatising effect on the governments of the main European powers who emerged in its aftermath: Britain, France, Prussia, Austria and Russia. Very broadly speaking there was peace between the European powers between the 1830s and 1880s. Of course there was the Crimean War (Britain, France and Turkey containing Russia’s imperial expansion), war between Austria and Prussia (1866) and the Franco-Prussian War. But all these were contained by the system, were mostly of short duration and never threatened to unravel into the kind of general conflict which ravaged Europe under Napoleon.

Thus, from the imperial point of view, the long peace had four results:

  1. The Royal Navy’s policing of all trade routes across the Atlantic and between Europe and Asia kept trade routes open throughout the era and kept costs down for everyone.
  2. The balance of power which the European powers maintained among themselves discouraged intervention in either North or South America and allowed America to develop economically as if it had no enemies – a rare occurrence for any nation in history.
  3. The post-Napoleonic balance of power in Europe encouraged everyone to tread carefully in their imperial rivalries.
  4. Geo-political stability in Europe allowed the growth across the continent of something like a European ideology. This was ‘liberalism’ – a nexus of beliefs involving the need for old-style autocratic power to be tempered by the advice of representatives of the new middle class, and the importance of that middle class in the new technologies and economics unleashed by the industrial revolution and in founding and administering the growing colonies abroad.

Emigration Emigration from Europe to the New World was a trickle in the 1830s but had become a flood by the 1850s. Between 1850 and 1880 over eight million people left Europe, mostly for America.

  1. This mass emigration relieved the Old World of its rural overcrowding and transferred people to an environment where they could be much more productive.
  2. Many of the emigrants were in fact skilled artisans. Moving to an exceptionally benign environment, a vast empty continent rich in resources, turbo-charged the American economy with the result that by the 1880s it was the largest in the world.

Fast His chapter The Race Against Time brings out a whole area, an entire concept, I’ve never come across before, which is that part of the reason European colonisation was successful was it was so fast. Not just that Western advances in military technology – the lightning advances in ships and artillery and guns – ran far ahead of anything the other empires could come up with – but that the entire package of international finance, trade routes, complex webs sending raw materials back home and re-exporting manufactured goods, the sudden flinging of railways all across the world’s landmasses, the erection of telegraphs to flash knowledge of markets, prices of goods, or political turmoil back from colonies to the European centre – all of this happened too quickly for the rival empires (Ottoman, Japan, China etc) to stand any chance of catching up.

Gold rushes This sense of leaping, hurtling speed was turbo-charged by literal gold rushes, whether in the American West in the 1840s or in South Africa where it was first gold then diamonds. Suddenly tens of thousands of white men turned up, quickly followed by townships full of traders and artisans, then the railway, the telegraph, the sheriffs with their guns – all far faster than any native American or South African cultures could hope to match or even understand.

Shallow And this leads onto another massive idea which reverberates through the rest of the book and which really changed my understanding. This is that, as the spread of empire became faster and faster, reaching a kind of hysterical speed in the so-called Scramble For Africa in the 1880s (the phrase was, apparently, coined by the London Times in 1884) it meant that there was something increasingly shallow about its rule, especially in Africa.

The Scramble for Africa

Darwin says that most radical woke historians take the quick division of Africa in the 1880s and 1890s as a kind of epitome of European imperialism, but that it was in fact the opposite, and extremely unrepresentative of the development of the European imperialisms.

After all the Scramble happened very quickly – unlike the piecemeal conquest of Central, Southern of North America, or India, which took centuries.

The Scramble took place with almost no conflict between the European powers – in fact they agreed to partitions and drew up lines in a very equable way at the Congress of Berlin in 1885. Other colonies (from the Incas to India) were colonised because there were organised civilisations which could be co-opted, whereas a distinctive feature about Africa (‘historians broadly agree about one vital fact’ p.314) was that people were in short supply. Africa was undermanned or underpeopled. There were few organised states or kingdoms because there simply wasn’t the density of population which lends itself to trading routes, settled farmers and merchants – all the groups who can be taxed to create a king and aristocracy.

Africans hadn’t progressed to centralised states as humans had in Eurasia or central America because there weren’t enough of them. Hence the poverty and the lack of resistance which most of the conquerors encountered in most of Africa.

In fact the result of all this was that most of the European governments weren’t that keen on colonising Africa. It was going to cost a lot of money and there weren’t the obvious revenue streams that they had found in a well-established economy like India.

What drove the Scramble for Africa more than anything else was adventurers on the ground – dreamers and fantasists and ambitious army officers and business men and empire builders who kept on taking unilateral action which then pitched the home government into a quandary – deny their adventurers and pass up the opportunity to win territory to a rival, or reluctantly support them and get enmeshed in all kinds of messy responsibilities.

For example, in the mid-1880s a huge swathe of West Africa between the desert and the forest was seized by a buccaneering group of French marine officers under Commandant Louis Archinard, and their black rank and file. In a few years these adventurers brought some two million square miles into France’s empire. The government back in Paris felt compelled to back them up which meant sending out more troops, police and so on, which would cost money.

Meanwhile, modern communications had been invented, the era of mass media had arrived, and the adventuring soldiers and privateers had friends and boosters in the popular press who could be counted on to write leading articles about ‘the white man’s burden’ and the torch of civilisation and ask: ‘Isn’t the government going to defend our brave boys?’, until reluctant democratic governments were forced to cough up support. Modern-day liberals often forget that imperialism was wildly popular. It often wasn’t imperialist or rapacious governments or the ruling class which prompted conquest, but popular sentiment, jingoism, which couldn’t be ignored in modern democracies.

Darwin on every page, describes and explains the deep economic, trade and financial structures which the West put in place during the nineteenth century and which eventually underpinned an unstoppable steamroller of annexation, protectorates, short colonial wars and long-term occupation.

The Congress of Berlin

The Congress of Berlin helped to formalise the carving up of Africa, and so it has come to be thought of as evil and iniquitous, particularly by BAME and woke historians. But once again Darwin makes you stop and think when he compares the success of the congress at reaching peaceful agreements between the squabbling European powers – and what happened in 1914 over a flare-up in the Balkans.

If only Bismarck had been around in 1914 to suggest that instead of rapidly mobilising to confront each other, the powers of Europe had once again been invited for tea and cake at the Reichstag to discuss their differences like gentlemen and come to an equable agreement.

Seen from this perspective, the Berlin Congress is not so much an evil colonialist conspiracy, but an extremely successful event which avoided any wars between the European powers for nearly thirty years. Africa was going to be colonised anyway because human events have a logic of their own: the success was in doing so without sparking a European conflagration.

The Scramble for China The Scramble for China is not as well known as its African counterpart,  the competition to gain ‘treaty ports’ on the Chinese coast, impose unfair trading terms on the Chinese and so on.

As usual, though, Darwin comes at it from a much wider angle and makes one massive point I hadn’t registered before – which is that Russia very much wanted to seize the northern part of China to add to its far eastern domains; Russia really wanted to carve China up, but Britain didn’t. And if Britain, the greatest trading, economic and naval power in the world, wasn’t onside, then it wouldn’t happen. There wasn’t a genuine Scramble for China because Britain didn’t want one.

Why not? Darwin quotes a Foreign Office official simply saying, ‘We don’t want another India.’ One enormous third world country to try and administer with its hundreds of ethnic groups and parties growing more restive by the year, was quite enough.

Also, by the turn of the century, the Brits had become paranoid about Russia’s intentions to conquer Afghanistan and march into North India. If they partitioned China with Russia, that would mean policing an even longer frontier even further way against an aggressive imperialist power ready to pounce the moment our guard was down.

Summary

This is an absolutely brilliant book. I don’t think I’ve ever come across so many dazzling insights and revelations and entirely new ways of thinking about a time-worn subject in one volume.

This is the book to give anyone who’s interested not just in ‘the rise of the West’ but how the whole concept of ‘the West’ emerged, for a fascinating description not just of the European empires but of all the empires across Eurasia – Ottoman, Persian, Moghul, Chinese and Japanese – and how history – at this level – consists of the endless juggling for power of these enduring power blocs, the endless and endlessly

complex history of empire-, state- and culture-building. (p.490)

And of course it all leads up to where we are today: a resurgent Russia flexing its muscles in Ukraine and Crimea; China wielding its vast economic power and brutally oppressing its colonial subjects in Tibet and Xinkiang, while buying land, resources and influence in Africa. And both Russia and China using social media and the internet in ways we don’t yet fully understand in order to undermine the West.

And Turkey, keen as its rulers of all colours have been since the Ottoman days, to keep the Kurds down. And Iran, as its rulers have done for a thousand years, continually seeking new ways to extend its influence around the Gulf, across Syria and to the Mediterranean, in eternal rivalry with the Arab world which, in our time, means Saudi Arabia, against whom Iran is fighting a proxy war in the Yemen.

Darwin’s books really drives home the way the faces and the ideologies may change, but the fundamental geopolitical realities endure, and with them the crudeness and brutality of the tools each empire employs.

If you let ‘morality’, especially modern woke morality, interfere with your analysis of this level of geopolitics, you will understand nothing. At this level it always has and always will be about power and influence, dominating trade and ensuring raw resources, and behind it all the never-ending quest for ‘security’.

At this level, it isn’t about following narrow, English notions of morality. Getting hung up on that only gets in the way of grasping the utterly amoral forces at play everywhere in the world today, just as it’s always been.

Darwin stands up for intelligence and insight, for careful analysis and, above all, for a realistic grasp of human nature and human society – deeply, profoundly flawed and sometimes pitiful and wretched though both routinely are. He takes an adult view. It is absolutely thrilling and a privilege to be at his side as he explains and analysis this enormous history, with such confidence, and with so many brilliant ideas and insights.

The Dissolution of the Austro-Hungarian Empire 1867-1918 by John W. Mason (1985)

This is another very short book, one of the popular Seminar Studies in History series. These all follow the same layout: 100 or so pages of text divided up into brisk, logical chapters, followed by a short Assessment section, and then a small selection of original source documents from the period.  It’s a very useful format for school or college students to give you a quick, punchy overview of a historical issue.

This one opens by summarising the central challenge faced by the Austro-Hungarian Empire as it entered the twentieth century: how to take forward a fragmented, multi-cultural empire based on traditional dynastic and semi-feudal personal ties into the age of nationalism and democracy where every individual was, in theory at least, a citizen, equal before the law.

On page one Mason locates four key failures of late imperial governance:

  1. the failure to solve the Czech-German conflict in the 1880s and 1890s
  2. the failure to develop a genuine parliamentary government in the late 1890s
  3. failure to solve the Austro-Hungarian conflict in the early 1900s
  4. failure to solve the South Slav conflict in the decade before World War One

PART ONE The background

1. The Hapsburg Monarchy in European History

The Hapsburg monarchy lasted 640 years from 1278 to 1918. It was a dynastic creation, never attached to a specific country. In 1867 (following Hungary’s defeat to Prussia in the war of 1866) the state was organised into the so-called Dual Monarchy, with the Hapsburg ruler titled the Emperor of Austria and the King of Hungary. This gave Hungary more autonomy and respect than it had previously had.

The name ‘Hapsburg’ derives from Habichtsburg meaning ‘Castle of the Hawks’, located in what is now the Swiss canton of Aargau. During the eleventh century the knights from this castle extended their power to build up a position of growing influence in south Germany.

Meanwhile, the eastern March – the Oster Reich – of Charlemagne’s massive empire was granted to the Babenberg family in the tenth century and they held it for the next 300 years.

In 1273 the electors of the Holy Roman Empire elected Rudolf of Hapsburg to the office of Holy Roman Emperor. In the 14th century the Hapsburgs acquired Carinthia, Carniola, Tyrol, Istria and Trieste to their domain. In the 15th another Hapsburg was elected emperor and from 1438 till the Holy Roman Empire was dissolved by Napoleon in 1806 the Crown remained almost continuously in their house.

When King Louis II of Bohemia and Hungary died without issue in 1526, both his crowns passed to the Hapsburgs. This marked a turning point because up till then all Hapsburg land had been German-speaking. Now the Hapsburg administration had to take account of various non-German nations with their own independent histories.

This leads to a Big Historical Idea: just as the countries of the West were beginning to develop the idea of the nation state, central Europe was going down a different path, towards a multi-national empire.

Even more decisive was the role the Hapsburgs played in defending Europe from the Turks. Twice, in 1529 and 1683, the Turks laid siege to Vienna, a very under-reported and under-appreciated part of European history.

The Turkish threat had effectively been repulsed by the start of the 18th century and the Hapsburgs embarked on their new role in Europe which was to act as a counterweight to ambitious France, starting with the War of Spanish Succession (1702-14).

The long rule of the Empress Maria Theresa (1740-80) saw her undertake reform and centralisation of the administration. But her power in central Europe was challenged by Hohenzollern Prussia under Frederick the Great (1740-86). During this period, Poland was partitioned and Austria was given from it the southern province of Galicia, which she retained right up till the end of the Great War.

The French Revolution and Napoleonic Wars (1789-1815) unleashed the ideas of nationalism and democracy across Europe, both of which struck at the heart of the multi-ethnic and hierarchical structure of the Empire.

Under Maria Theresa and her son Joseph II, Austria had arguably been part of the continent-wide movement of reform associated with the Enlightenment, take for example their legislation to remove many of the restrictions placed on the Jewish population.

But the twin forces of nationalism and democracy were such a threat to a multinational polity that from this point onwards the Hapsburgs and the empire they led, became a reactionary force, embodied in the machinations of their legendary Foreign Minister, Klemens von Metternich (foreign minister from 1809 to 1848).

In 1848 revolutions took place all across Europe, with no fewer than five in capitals controlled by the dynasty – in Vienna, Prague, Budapest, Croatia and in northern Italy (territory which the Hapsburgs had seized after the defeat of Napoleon). Hapsburg forces put down the revolutions in four of the locations, but it required the intervention of the Russian army to defeat the revolutionary Hungarian forces. The Magyars never forgot this bitter defeat.

In the Crimean War (1853-6) Austria kept neutral from both sides (Britain & France versus Russia) which weakened her role in Europe. In 1859 France supported the desire for independence of Piedmont, the north Italian state ruled by the Hapsburgs since the defeat of Napoleon, and hammered the Austrians at the Battles of Magenta and Solferino. In response the Hapsburgs introduced some administrative reforms, but in 1866 lost another war, this time against Prussia under Bismarck, decided at the Battle of Sadowa.

Seriously weakened, and now definitely deprived of all influence in a Germany unified under Prussian rule, the Emperor’s politicians were compelled to bolster the Empire’s authority be devising a new agreement with the large Kingdom of Hungary to the East.

2. The Austro-Hungarian Compromise

Hence the Compromise or Ausgleich of 1867 which recognised the sovereign equality of two states, Austria and Hungary, bringing them under the rule of one man, Franz Joseph, Emperor of Austria and King of Hungary. The dual monarchy wasn’t the same as a federation, constitutionally it was unique. But it bolstered the Hapsburgs a) territory b) manpower. Crucially it provided a bulwark against the Slavs in the Balkans, quelling pan-Slavic sentiment.

The drawback of the Compromise was that it was essentially a personal agreement between the Emperor Franz Josef and the Magyar ruling class. Even liberal and progressive German-speaking Austrians felt left out, and that’s before you consider the numerous other nationalities contained within the empire.

PART TWO Domestic affairs

3. The Nationality Questions

The Treaty of Versailles entrenched the idea of national self-determination preached by American President Woodrow Wilson, and resulted in the break-up of the empire into a host of new nation states based on ethnicity. Viewed from this angle, it looks as though the Austro-Hungarian Empire was foredoomed to collapse. But all the histories I’ve read there was no such inevitability. This one wants to scotch two assumptions –

  1. that all the nationalities thought they’d be better off outside the empire (many realised they wouldn’t)
  2. that all the nationalities were ‘at war’ with imperial authorities; many weren’t, they were in much sharper conflict with each other

In the West the state and the nation were closely aligned; but in the East you can see how they are in fact distinct ideas. The state is an administrative unit and in Central and Eastern Europe was based on ancient rights and privileges of rulers, often going back to medieval origins.

From the mid-nineteenth century these traditional ideas were challenged by a concept of ‘nation’ based on ethnicity, culture and language. Otto Bauer the Austrian Marxist made a famous categorisation of the peoples of the empire into ‘historic’ nations, those which had an aristocracy and bourgeoisie and an independent national history;

  • Germans
  • Magyars
  • Poles
  • Italians
  • Croats

and those who don’t:

  • Czechs
  • Serbs
  • Slovaks
  • Slovenes
  • Ruthenians
  • Romanians

Most modern commentators include the Czechs in the list of ‘historic’ nations.

The Germans

In the western half of the empire the Germans made up 10 million or 35% of the population of 28 million. Nonetheless the administration was thoroughly German in character. The official language of the empire was German. The great majority of the civil servants were German, 78% of the officers in the army were German. The cultural life of Vienna, the capitalist class and the press were overwhelmingly German. Three political parties dominated from 1880 onwards, which adopted the three logical policies:

  1. The Pan-Germans looked beyond Austria to a nationalist union of all German peoples under Bismarcks Prussia
  2. The Christian Socialist Party under Karl Lueger aimed to unite all the nationalities under the dynasty
  3. The left-wing Social Democrats aimed to unite the working class of all the nationalities, thus dissolving the nationalities problem

The Czechs

Third largest ethnic group (after the Germans and Hungarians) with 6.5 million or 12% of the population. In Bohemia roughly two fifths of the people were German, three fifths Czech.The Czechs were the only one of the minorities which lived entirely within the borders of the empire, and some they were bitterly disappointed by the Compromise of 1867, which they thought should have recognised their identity and importance. Czech nationalists thought the deal left them at the mercy of German Austrians in the West and Hungarians in the East.

From the 1880s the struggle between Czech and German expressed itself in the issue of the official language taught in schools and used in the bureaucracy. The Czech population increased dramatically: Prague was an overwhelmingly German city in 1850 but 90% Czech by 1910. Germans found it harder to dismiss the Czechs as peasants Slavs, as Bohemia rapidly industrialised and became the economic powerhouse of the empire.

The Poles

The Poles were the fourth largest group, in 1910 4.9 million or 17.8% of the western part of the empire, most of them living in Galicia. Galicia was a) a province of Poland which had been obliterated from the map when it was divided between Russia, Prussia and Austria in the 18th century b) at the north-east fringe of the empire, beyond the Carpathian mountain range.

The Austrians needed the support of the Poles to make up a majority in the parliament in Vienna, and so made so many concessions to the Polish Conservative Party in Galicia that it enjoyed almost complete autonomy, with Polish recognised as the official  language, Polish universities and so on.

The Ruthenians

Only three fifths of the population of Galicia was Polish; the other two-fifths were Ruthenians. The Ruthenians belonged to the same ethnic group as the Ukrainians but were distinguished by adherence to the Latin/Greek Uniat church. The Ruthenians were the most socially backward group in the empire and very much under the thumb of the politically advanced Poles, responding by setting up a peasants’ party.

Conservative ‘Old Ruthenians’ gave way to ‘Young Ruthenians’ in the 1880s, who sought union with the 30 million Ukrainians living to their East. The more concessions the central government made to the Poles, the more it alienated the Ruthenians. After 1900 Ruthenians and Poles clashed over electoral or educational issues, sometimes violently.

The Slovenes

1.25 million or 4.4 per cent of the population of the Austrian half of the empire, the Slovenes were scattered over half a dozen Crownlands, and lacked even a written literature in their own land. Even mild efforts at nationalism, such as setting up a Slovene-speaking school, were fiercely opposed by the German majorities in their regions.

The Italians

770,000, the smallest national group in the empire, with Italian-speaking areas in the Tyrol and along the Adriatic coast, which had quite different concerns. In the Tyrol the Italians fought against the dominance of the Germans. Along the Adriatic they were a privileged minority among a Slav majority.

In May 1915 Italy betrayed its treaty promises to Germany and Austria-Hungary and joined the Allies because Britain and France promised Italy possession of the Tyrol and the Adriatic Littoral (and money).

The Magyars

10 million Magyars formed 48% of the population of Hungary. The Magyars dominated the country, owning, for example 97% of joint stock companies. It was dominated by ‘Magyarisation’ meaning fierce determination of the magyar ruling class to impose uniformity of language across the territory. If minorities like Romanians or Slovenes agreed to teach their children Hungarian and support Magyar rule, they could become citizens; otherwise they were subject to fierce discrimination. The Magyars didn’t want to exterminate the minorities, but assimilate them into oblivion.

Budapest was three quarters German in 1848 and three quarters German in 1910. Mason tells us that all attempts to reform the Dual Monarchy ultimately foundered on Hungary’s refusal to abandon its unbending policy of Magyarisation.

The Romanians

The largest non-Magyar group in Hungary, about 3 million, their aspirations were ignored in the 1867 Compromise, and the Hungarians’ intransigent policy of Magyarisation drove more and more to think about joining the independent Kingdom of Romania, just across the border from Hungarian Transylvania, and the forming of a National Party in 1881, which slowly poisoned Austria’s relations with Romania.

The Slovaks

The Slovaks were the weakest and least privileged group in the Hapsburg Monarchy, 9% of the population, a peasant people who had lived under Magyar domination for a thousand years. The 1867 Compromise made the Czechs and Croats second class citizens but condemned the Slovaks to cultural eradication. From the 1890s they started co-operating with the Czechs and slowly the idea of a combined Czech and Slovak nation evolved.

The Croats

9% of the population of Hungary. They had a national history and a strong aristocracy and considered themselves in direct touch with the Hapsburg monarchy. By an 1868 compromise Croatia received autonomy within the Hungarian state, but the head of the Croat state was imposed by the Hungarian government and the rule of Count Khuen-Héderváry was so repressive that Croatia became the seat of a movement to unite all the empire’s South Slavs.

The Serbs

About 2 million Serbs lived in the empire, divided between Dalmatia, Hungary, Croatia and Bosnia-Herzegovina. They didn’t have an independent national history until 1878 when the Congress of Berlin created a small state of Serbia independent of the Ottoman Empire, from which point every perceived injustice against the Serbs prompted calls for a pan-Slave movement, and/or for a Greater Serbia. The biggest incident on the road to collapse was the Austrian annexation of Bosnia-Herzegovina in 1908, the majority of whose population were Serbs.

The Jews

The Jews made up about 5% of the population in both Austria and Hungary. From 1850 Jews moved in large numbers into Lower Austria, overwhelmingly from poor rural Galicia (Poland), a large number of them migrating to Vienna, where they came to dominate cultural activity out of proportion to their numbers.

The Jews became so prominent in the Hungarian capital that some called it Judapest. The Jewish journalist Karl Kraus joked that ‘the Jews control the press, they control the stock market, and now [with the advent of Freud’s theory of psychoanalysis] they control the unconscious’.

The success of Jews in business and the stock market and banking created an association between ‘Jew’ and ‘capitalist’ which complicated class conflict and led to an easy demonisation of the Jews as responsible for much of the exploitation, low wages and fat profits of capitalism.

4. The economy

The Hapsburg Empire was behind Germany, France and Britain in industrialisation. It didn’t have large stocks of coal, it had no large ports, parts of it (like Galicia) were split off from the empire by high mountains; the great Hungarian Plain was designed for agriculture not industry.

It was a predominantly agricultural economy: in 1910 agriculture made up 50% of the Austrian economy, two-thirds of the Hungarian. Most of the trade was between Hapsburg regions and nations; the 1867 Compromise established a free trade area throughout the empire.  Only a small percentage of GDP came from exports.

In Hungary serfdom was only abolished in 1848. For most of the period, Hungary was characterised by Magyar landlords, sometimes with very extensive holdings, lording it over illiterate peasants of the various nationalities. That’s one reason why nationalist grievances became mixed up in economic ones. Only in the decade before the war did Hungary begin to industrialise.

Industrialisation was funded by banks which remained firmly in German and Hungarian hands. The industrial heartland of the empire was the Czech Crownlands (Bohemia and Moravia) which developed a strong textiles industry and then iron and steel, metallurgy and engineering. This became another source of tension between Czechs and Germans, because many of the industries remained in the hands of German managers, backed by German hands.

(Remember the passage in Ernst Pawel’s biography describing the end of the Great War, the declaration of independence, and the way the new Czech government immediately a) renamed all its businesses and industries in Czech and b) undertook a wholesale replacement of all German bureaucrats and business men with Czech replacements.)

The late 1860s saw a mounting fever of speculation which led to a stock market crash in 1873 and a prolonged depression afterwards. This led to low growth, and poverty among the urban proletariat and among rural peasants, which led to the rise of nationalist and populist parties.

5. The politics of Dualism

The Austrian (i.e. German-speaking) Liberal Party ruled after the 1867 Compromise. But that compromise had alienated the Czechs whose MPs didn’t even attend the parliament. But it was the massive financial crash of 1873 which ruined the Liberal Party, associated as it was with business and the banks.

In 1871 there was an attempt by the conservative aristocrat Count Hohenwart to reform the monarchy and turn it into a federation, who drafted some ‘Fundamental Articles’ which were intended to give the Czechs parity with the Hungarians, but this was fiercely opposed by the Hungarian prime minister, Count Andrássy. The Czechs never trusted the dynasty after that, and boycotted the Vienna parliament.

In 1879 Franz Joseph asked his boyhood friend Count Taaffe to form a new government and Taaffe went on to govern till 1893, passing a series of reforms which echoed those of Bismarck in Germany, such as extending the franchise, workers health and accident insurance, limiting the working day to 11 hours etc.

But when he tried to tackle the German-Czech issue by breaking up Czech provinces into smaller units based along ethnic lines, his plans were scuppered by the Poles, the Clericals and the Feudals, and the German Liberals and he was forced to resign. Over the next twenty years three parties emerged:

The Social Democrats

This left-wing party emerged from the trade union movement in 1889 and its soft Marxist outlook focused on economic and social reform cut across ethnic lines and so was a force for keeping the empire together. At the Brünner Conference of 1899 they called for the transformation of the empire into a democratic federation of nationalities.

The Christian Socials

Founded in 1890 by the phenomenally popular Karl Lueger who became mayor of Vienna 1897-1910, based around a devout Catholicism which linked democratic concern for ‘the small man’, responsible social reform, anti-semitism and loyalty to the dynasty. Turning artisans and small shopkeepers into a strong anti-socialist, anti-capitalist, pro-Hapsburg bloc.

The Pan-Germans

The extreme anti-semitic Pan-German Party founded by Georg von Schönerer. Starting as a liberal he grew disenchanted and wanted a) to separate out the German-speaking areas from their Slav populations and b) unite with the Reich. In 1884 he led a battle to nationalise the Nordbahm railway which had been financed by the Rothschilds. He failed, but gained wide support for presenting the plan as a battle of the Jews versus the people. Although small in numbers, the Pan-Germans spread vicious racist ideas and their supporters were prone to violence.

The end of parliamentary governance

The next government of Alfred III, Prince of Windisch-Grätz, was brought down after two years because it agreed to allow a German secondary school in southern Styria to have parallel lessons in Slovene at which point the German National Party rejected it, voted against it, and brought down the government.

The next government was led by a Pole, Count Kasimir Felix Badeni. In 1897 he tried to settle the perpetual conflict between Czechs and Germans by moving a law that said that from 1901 no official should be employed in Bohemia or Moravia who wasn’t fluent in German and Czech. Since most Czechs spoke German, this was no problem for them, but hardly any Germans spoke Czech and there was uproar in parliament, with all kinds of tactics used to stall the passage of the bill, riots broke out on the streets of Vienna and then Prague. Franz Joseph was forced to accept Badeni’s resignation, and the Vienna parliament never had the same prestige or power again.

It couldn’t function properly and legislation was from 1897 passed only by emergency decree via Article 14 of the constitution. Government was no longer carried out by politicians and ministers but by civil servants. The Germans and the Czechs continued to obstruct parliament

Several more ministries tried and failed to solve the nationalities problem, while the emperor accepted advice that extending the franchise to the working class might help create a mood of social solidarity. So a bill was passed in 1907 giving the vote to all men over 24. But it was irrelevant. By this stage parliament didn’t govern the empire, bureaucrats did. Extending the franchise brought in a new wave of socialist parties, which combined with the nationality parties, to make governing impossible. During the parliament of 1911 no fewer than 30 parties blocked the passage of all constructive measures in parliament.

6. Vienna – Cultural centre of the Empire

Traditional liberal culture was based on the premise of rational man existing within as stable, civic social order. By the 1890s this society was beginning to disintegrate…

The political crisis in late nineteenth-century Austria-Hungary was caused by the bankruptcy of liberalism. The result was the sudden growth of a number of anti-liberal mass movements. In the cultural sphere the consequence of the breakdown of liberalism were no less dramatic…

Mason distinguishes three phases or artistic eras in this period:

1. The 1870s

In the 1870s students formed the Pernerstorfer Circle, seeking an alternative to liberalism, which they rejected and found inspiration in early Nietzsche, his writings about the imagination and the Dionysian spirit, leading to veneration of the music dramas of Wagner. The most famous member was the composer Gustav Mahler.

2. The 1890s – Young Vienna

Aestheticism and impressionism, focus on the fleeting moment, in-depth analysis of subjective psychology. A moment’s reflection shows how this is a rejection of rational citizens living in a stable social order, and instead prioritises the non-stop swirl of sense impressions. The leading writers of the Young Vienna literary movement were Hugo von Hofmannstahl and Arthur Schnitzler, with his frank depictions of the sex lives and moral hypocrisy of the Viennese bourgeoisie.

3. After 1900 – Kraus, Loos and Schoenberg

The Jewish journalist Karl Kraus published a fortnightly magazine, Die Fackel, in which he flayed all political parties and most of the writers of the day. He carried out a one-man crusade against loose writing, sentimentality and pomposity. Mason doesn’t mention something Ernst Pawl emphasises in his biography of Kafka, which is that plenty of Kraus’s journalism railed against the Jewish influence on German prose, criticising its importation of Yiddishisms and other impurities. It was this attitude which led Pawl to diagnose Kraus as a leading example of the ‘Jewish self-hatred’ of the period.

Adolf Loos was a radical architect who despised any ornament whatsoever. He designed a starkly modernist house which was built in 1910 opposite the imperial palace and was a harsh modernist critique of the wedding cake baroque style of the empire.

Arnold Schoenberg thought Western music had reached the end of the road, and devised an entirely new way of composing music based on giving each note in the scale an equal value i.e. leaving behind traditional notions of a home key or key tones, i.e. 500 years of tradition that a piece of music is composed in a certain key and will develop through a fairly predictable set of chords and other keys closely related to it. Schoenberg demolished all that. In his system all notes are equal and their deployment is based on mathematical principles. Hence his theory came to be known as ‘atonality’ or the ‘twelve tone’ system.

And looming behind these three was one of the most influential minds of the 20th century, Sigmund Freud, the conservative and urbane Jew who did more than almost anyone else to undermine the idea of the rational, citizen or the rational human being. In Freud’s theory most of the activity of the human mind is unconscious and consists of a seething mass of primitive drives and urges. For the early period, from his first formulation of psychoanalysis in 1895 through to the outbreak of the First World War, Freud concentrated on the sexual nature of many or most of these urges, and the psychic mechanisms by which human beings try to repress or control them (via psychological techniques such as displacement or repression).

But the experience of the Great War made Freud change his theory in recognition of the vast role he now thought was played by violence and a Death Drive, which matched and sometimes overcame the sex urge.

Whatever the changing details, Freud’s theory can be seen as just the most radical and drastic attack on the notion of the sensible, rational citizen which were widespread in this time, and at this place.

Leading not only Mason but countless other critics and commentators to speculate that there was something about the complexity of the Austro-Hungarian Empire, and something about the thoroughness with which it collapsed, which led to the creation of so many anti-liberal and radical ideologies.

All the art exhibitions I’ve ever been to tend to praise and adulate 1900s Vienna as a breeding ground of amazing experiments in the arts and sciences. Many of them praise the artistic radicalism of a Loos or Schoenberg or Egon Schiele as a slap in the face to boring old bourgeois morality and aesthetics.

Not so many dwell on the really big picture which is that all these artistic innovations were the result of a massive collapse of the idea of a liberal society inhabited by rational citizens and that, in the political sphere, this collapse gave rise to new types of political movement, anti-liberal movements of the extreme left and extreme right, to the Communism and Fascism which were to tear Europe apart, lead to tens of millions of deaths and murder and torture, and the partition of Europe for most of the twentieth century.

PART THREE Foreign affairs

7. The Dual Alliance

In international affairs the thirty-six years between the Congress of Berlin in 1878 and the start of the Great War in 1914 were dominated by the Balkan Problem or the South Slav Question.

In the 1600s the Muslim Ottoman Empire had extended its reach right up to the walls of Vienna. The Ottomans were held off and pushed back so the border between Christendom and Islam hovered around south Hungary and Bulgaria. But the Balkans contained many ethnic groups and nationalities. Slowly, during the 19th century, Ottoman rule decayed causing two things to happen:

  1. individual ethnic groups or nations tried to assert their independence from the Ottoman Empire
  2. each time they did so tension flared up between Russia, who saw herself as protector of all the Slavs in the Balkans, and Austria-Hungary, who feared that the creation of a gaggle of independent states in the Balkans under Russian control would inflame her own minorities and undermine the empire

The Congress of Berlin was held in 1878 to try and adjudicate between the conflicting claims of Russia and Austria-Hungary, and the host of little countries who wanted independence from the Ottomans.

This section details the long history of the complex diplomatic policies adopted by successive foreign ministers of the empire, which all had more or less the same goal – to preserve the integrity and security of the empire – but changed in the light of changing events, such as the Franco-Prussian War of 1870, the Russo-Turkish War of 1877–78, and so on through to the Russo-Japanese War of 1905, the Young Turk revolution of 1908 which led to the Bosnian Crisis of the same year, and the Balkan Wars of 1912-13.

What’s striking or piquant is that the three autocracies – Prussia, Austria-Hungary and Russia – had a really profound interest in maintaining their semi-feudal reactionary regimes, and this was highlighted by the fact that they periodically signed variations on a Three Emperors Alliance (1881) – but that they kept allowing this fundamental interest to be decoyed by the festering sore of countless little conflicts and eruptions in the Balkans.

So that by 1907 Germany came to see its interests as tied to a strong Austria-Hungary which would prevent Russian expansion southwards; while Russia came to see itself as faced by a Germanic bloc and so sought alliance with France to counterweight the German threat. And so Europe was divided into two armed camps, an impression cemented when Italy joined a pact with Germany and Austria-Hungary, despite historic antagonism to Austria, with whom she had had to fight wars to regain territory in the north.

8. The Drift to war

One way of thinking about the First World War was that the assassination of the Archduke Franz Ferdinand, heir apparent to the crown, was without doubt a scandalous event but that it gave the Austro-Hungarian Empire a golden opportunity to smack down cocky little Serbia and thus re-establish the empire’s authority in the Balkans, which had been steadily slipping for a generation as a) more Balkan states became independent or b) fell under the influence of Russia.

After all, the empire had intervened in 1908 to annex Bosnia-Herzegovina with a view to creating a South Slav bloc of nations under her protection. Seen from her angle, this was one more step of the same type. Although, admittedly, a risky one. Her annexation of Bosnia-Herzegovina in 1908 led to a six-month-long diplomatic crisis which nearly sparked a European war, and there had been further, limited, Balkan Wars in 1912 and 1913. Most people thought this was more of the same.

So Austria issued a fierce ultimatum which was impossible to fulfil and prepared for a quick brutal suppression of Serbia. But she hadn’t anticipated that Russia would mobilise in favour of what was, after all, a small nation, with the result that the German military weighed in giving Austria-Hungary a promise of unconditional support; and when both of them saw Russia proceeding with its war mobilisation, the Germans mechanically and unthinkingly adopted the dusty old plan which had been perfected decades earlier, a plan to knock France out of any coming conflict with a quick surgical strike, just as they had back in 1870, before turning to the East to deal with a Russia they were sure was enfeebled after its humiliating defeat against Japan in 1905.

But the quick surgical strike against France failed because a) the French were supported by just enough of a British Expeditionary Force to stall the German advance and b) the Russians mobilised, attacked and advanced into East Prussia quicker than the Germans anticipated so that c) the German Chief of Staff Moltke made one of the most fateful decisions of the 20th century and decided to transfer some infantry corps from the Belgian wing of the German attack across Germany to staunch the Russian advance. Thus contributing to the German sweep across northern France coming to a grinding halt, to the failure of the Schlieffen Plan, and to four years of grinding stalemate.

All the parties to the war miscalculated, but it was arguably the Germans – with their bright idea of a quick strike to knock France out of the war – who did most to amplify it from yet another in a long line of Balkan Wars to an international conflagration.

What comes over from this section is the hopeless inability of historians to come to a clear decision. Some historians, apparently, think Austria-Hungary’s foreign policy in the decade leading up to war was aggressive; others think it was impeccably defensive.

There is no doubt that the emperor was devoted to peace. Franz Joseph ruled the empire from 1848, when he was 18, to 1916, when he was 86, and if there was one thing he’d learned it was that whenever Austria went to war, she lost. And he was proved right.

9. War Guilt and the South Slav Question

On one level the problem was simple: about twice as many Slavs lived inside the empire (7.3 million) as outside (3.3 million). In the age of nationalism it was unlikely that the ultimate unification of these Slavs could be prevented. The question was: would this unification take place within the empire’s border i.e. at Serbia’s expense; or outside the empire’s borders, under Serbian leadership a) at the cost of the empire losing land (including most of its coastline in Dalmatia) and Slav population to Serbia b) the new Serbian state itself coming under the strong influence of Russia.

Mason discusses how this threat could possibly have been averted if the empire had made any sort of overtures to the Serbs, had courted the South Slavs. All Serbia wanted was better terms of trade and access to the sea. Refusal to countenance even this much resulted from the Austria-Hungarian Monarchy’s internal tensions, above all from the entrenched but anxious rule of the Germans and Magyars, nearly but not quite majorities in their own domains. Their inflexibility brought those domains crashing down around their ears.

10. World War One and the Collapse of the Empire

The book goes on to emphasise that, just because the empire collapsed suddenly at the end of the Great War, doesn’t mean it was doomed to. In fact for most of the four year war onlookers expected it to last, and spent their time speculating about the territorial gains or losses it would have made, but not that it would disappear.

He gives a military account of the war which emphasises the simple fact that the much-vaunted Austro-Hungarian army was simply not up to the task its politicians had set it. Chief of the General Staff Franz Conrad von Hötzendorf intended at the outbreak to take out Serbia with a lightning strike, then move his corps north to Galicia to face the Russians who it was expected would mobilise slowly. But the Austro-Hungarians were repelled by ‘plucky Serbia’ and Conrad moved his forces north too slowly to prevent disastrous defeats to the Russians, who seized Galicia and Bukovina before Christmas.

In the first few months the empire lost 750,000 fighting men and a high percentage of their best officers. It’s a miracle they were able to carry on which they did, but at the cost of taking injections of better trained, better-armed German troops (remember the proud, tall, well dressed, well-fed Reich German soldiers lording it over their starving Austrian allies in the final chapters of The Good Soldier Svejk) and coming more or less under German military command.

Amazingly, in spring the following year, 1915, combined Austrian-Germany forces drove the Russians out of Galicia and seized most of Poland, defeated the numerically stronger Italian army along the Isonzo River. By 1916 the Alliance powers controlled a substantial slice of foreign territory (Poland, Russia, parts of the Balkans) and seemed to be sitting pretty.

The Austrian Social Democrat Otto Bauer wrote a book about the collapse of the empire, The Austrian Revolution, in 1925 which argued that the empire defined itself by its opposition to Tsarist Russia and dependency on Hohenzollern Germany. Certainly when the Bolsheviks seized power in St Petersburg and sued for peace, half the reason for fighting – and even be scared of the Slav menace – disappeared at a stroke.

Internal collapse

As we’ve seen, the Austrian parliament ceased to function properly before 1910 and government was run by civil servants and made by decree (the background to the novels of Franz Kafka with their infinitely complex and incomprehensible bureaucracies). Parliament was suspended from March 1914 to May 1917 because the ruling classes feared it would simply become a forum for criticism of the Crown. In 1916 the prime minister Count Stürgkh was assassinated. On November 1916 the Emperor Franz Joseph died and the crown passed to his great-nephew Archduke Charles, aged 29. The change in leadership gave an opportunity for the central powers to approach the Entente with suggestions for peace in December 1916, which, however, foundered on Germany’s refusal to cede territory back to France.

When Charles was crowned in Hungary he missed the opportunity to force the Hungarian prime minister to consider reforms, to extend the franchise, to give more rights to the non-Magyar minorities, and generally to compromise. On one level, the failure to effect any reform at all in the basic structure of the Dual Monarchy, led to its collapse.

But the most important event was the overthrow of the Romanov dynasty. If the Romanovs, why not the Hapsburgs? When Charles allowed parliament to sit again in summer 1917 initially the calls weren’t for dissolution, but for reform which gave the nationalities autonomy and rights. But during the summer Czech radicals published a manifesto calling for an independent Czech-Slovak state.

The winter of 1917-18 was harsh with widespread food shortages. There were widespread strikes. In the spring Czech prisoners of war began returning from Russian camps bearing revolutionary ideas. But the Hapsburgs were not overthrown. Mason suggests this is because what in Russia were clear, class-based animosities and movements, in Austria-Hungary were diverted into nationalist channels.

Even when America joined the war in April 1917, the Allies still didn’t call for the overthrow of the empire but its reform to give the nationalities more say. According to Mason what finally changed the Allies mind was the German offensive in Spring 1918. It became clear Austria-Hungary wouldn’t or couldn’t detach itself from Germany, and so the Allies now threw themselves behind plans to undermine the empire from within i.e. supporting Czech, Polish and Slav politicians in their calls for the abolition of the monarchy. In the summer they supported the Czechs. In September 1918 they recognised a Czech-Slovak state. Unlike the other minorities the Czechs existed entirely inside the empire, to recognising their independent state was effectively recognising the dismemberment of the empire.

The failure of the German spring offensive in the West, and the Austrian summer offensive against Italy spelled the end. In September Bulgaria sued for peace. In October Austria and Germany asked President Wilson to intervene. At the end of October the Czechs and Yugoslavs proclaimed their independence, followed by the Magyars and the Poles. On 11 November 1918 Emperor Charles abdicated. The Hapsburg Monarchy ceased to exist.

PART FOUR Assessments

Mason recaps some of the arguments about the fate of the Austro-Hungarian Empire which, by now, I feel I have heard hundreds of times. For example, that right up to the end most commentators did not expect the empire to collapse but for the strongest minorities, such as the Czechs, to successfully argue for parity with the Magyars, for more rights and privileges. Karl Marx thought the nations without history needed to be tutored and guided by the more advanced ones i.e. the Germans.

One school sees the collapse as due to the internal contradictions i.e failure to address the nationality question i.e. failure for any serious politician at the top, even Franz Ferdinand, even Charles, to do anything to palliate the nationalities demands which would have meant diluting the stranglehold of the German-Magyar ruling elites. The elites never accepted the nationalities question as a fundamental issue, but always as a problem which could be temporarily dealt with by clever tactics.

A completely opposite view holds that it was the First World War and the First World War alone which led to the collapse of the empire. Supporting this view is the fact that even radical critics and keen slavophiles like the Englishmen Seton-Watson and Wickham Steed as late as 1913 thought the empire was growing, and simply needed to be converted into a federal arrangement of more autonomous states, maybe like Switzerland.

The Good Soldier Švejk, Volume Four: The Glorious Licking Continues by Jaroslav Hašek (1923)

Chapter One – Švejk in a transport of Russian prisoners

At the end of Volume Three, Švejk, acting as orderly to the 11th march company of the 91st Infantry Regiment of the Austrian Army, had been sent ahead by his commanding officer, Lieutenant Lukáš, to scout out a village in Galicia, southern Poland, where the command could billet.

Švejk ended up on his own and came across a Russian prisoner of war who had a) escaped from his captors b) stripped off by a lake to go skinny-dipping. Terrified, the Russian gets out further along the lake and legs it. Like a numpty, Švejk tries on the Russian’s uniform for fun and is promptly arrested by a passing troop of Hungarians.

Švejk tries to explain that he’s a Czech, a fellow subject of his Imperial Highness, but the Hungarians don’t speak Czech and, reasonably enough since he’s wearing a Russian uniform, take him for a captured Russian.

It’s only at a roll-call later, when the officer asks if anyone speaks German and Švejk steps forward, that he is able to explain to someone that he is actually a Czech not a Russian. However, the officer Švejk explains all this to, an ‘interpreter sergeant-major’, doesn’t believe him and insists he is a Jew since all the German-speakers they’ve caught have been Jews.

(There is a digression while the sergeant demonstrates how perfectly he has his orderly trained, by making him walk round the office on all fours and bark like a dog.)

And since the Jews are ‘intelligent’, the ‘interpreter sergeant-major’ sets ‘Švejk the Jew’ to record the name of all the other prisoners in the camp. This leads to comedy since the prisoners come from a broad cross-section of nationalities and have weird and garish names, like Muhlahaley Abdrachmanov or Davlatbaley Nurdagaljev. Which leads Švejk to tell them all off for not having sensible easy-to-pronounce names like him and his fellow Czechs. Not that any of them understand him.

‘Švejk had experienced much in his life, but all the same these Tartar, Georgian and Morodvin names simply would not stick in his head’

Švejk returns to the office to find the interpreter sergeant-major drunk (as he had got sloshed he had taken to his favourite habit of setting adverts from the newspapers to the music of the Radetzky March and singing them at top volume, p.676). Švejk tries to explain his predicament again, but the sergeant-major slowly falls asleep and then off his chair onto the floor.

Next morning Švejk is sent to help with the rebuilding of the huge fortress at Przemyśl. This is being supervised by one Major Wolf. Wolf asks the assembled prisoners if any of them speak German and Švejk steps forward, but when he explains that he is in fact Czech, Wolf immediately jumps to the conclusion that he’s one of the many Czechs who have defected to the Russians and got caught.

Wolf is all for hanging Švejk there but is prevailed upon to carry out a minimum of formalities and so sends Švejk to garrison command, hoping to gain merit from his astuteness. Here Švejk is thrown into a dirty cell, kicking out a Polish prisoner who shouts something rude at him in the process. There are lots of mice in the cell which make a comfortable home in Švejk’s mattress, which he doesn’t mind, and triggers a digression about cats in the military, how some good mousers were given medals, while other cats which failed in their mousing duties were hanged.

The door opens and another Czech is thrown into Švejk’s cell. It becomes clear to the reader that he is an agent provocateur, who’s been tasked with entrapping Švejk by getting to talk about how he defected to the Russians. A bit of exposition explains that the Austrian authorities knew Czechs were deserting but didn’t know how many or whether they were being organized into regiments under the Russians. All this the spy hopes to extract from Švejk but Švejk, of course, is too simple, or simple-clever, to fall for his game and replies with a selection of characteristically long-winded and confusing stories, anecdotes about people he knows back in Prague, sticking to his story that he changed into a Russian uniform for a laugh and this is all a big misunderstanding, which eventually convinces the spy he is a simpleton.

Švejk is then hauled in front of a kangaroo court which uses ‘evidence’ gathered by the informer to incriminate him, but once again Švejk sets off on a long rambling story, this one about a Mr Božetěch who got into trouble for going for a swim in a lake and meeting a nice man and splashing about for ages, till the man made his excuses and left and when nice Mr Božetěch got out, he found a note where his clothes had been, saying the other man was a tramp who’d apologetically stolen his clothes. Mr Božetěch reluctantly got into the tramp’s dirty clothes and on the way back into Prague was arrested for vagrancy.

Because of language difficulties the prosecuting officer decides this Mr Božetěch must be a dangerous traitor, too!

Leading the kangaroo court is General Fink von Finkenstein (p.690) who has been put in charge of rebuilding Przemyśl fortress. His favourite hobby is hanging people and the text quotes a letter he’s written to his wife describing the jolly larks he has hanging people who sometimes manage to escape or evade punishment. Fink closing the letter with love and kisses for his son, little Willi (p.691).

This is one more example of the numerous places where the book is spookily prescient of the horrors of the Second World War. Again and again Hašek describes the complete lack of respect for human life, and – as here – the positive enjoyment anyone in a position of power on the Eastern Front appears to have taken in humiliating, tying up, kicking, beating, hanging or shooting anyone more vulnerable and helpless than them. The reader remembers the poor Ruthenians who were being rounded up from far and wide, tied up, kicked and beaten and probably worse, which Švejk’s regiment saw from their train in Volume Three.

It’s also the second example of someone in power innocently writing home and expecting their wife to revel as much in torturing and killing people as the letter-writer does, without recognizing any clash or incongruity.

The point is, many people wring their hands to this day wondering how the smart and sophisticated Germans, the country of Bach and Goethe blah blah blah, could have carried out the Holocaust.

One not very funny conclusion to draw from The Good Soldier Švejk is that many, many officials, all across the Bloodlands of Eastern Europe, held these same inhumane attitudes, demonstrated a complete indifference to human life and suffering, decades before the Holocaust and all the other horrors of the East commenced.

In a way, you could say that the Holocaust was like the values of Eastern Europe (of Russia with its generations of pogroms and Poland with its entrenched anti-semitism) as demonstrated in this book and others like it, encroaching into central and western Europe.

In the end a persistent major in the kangaroo court insists that they try and contact this 11th march company of the 91st regiment that Švejk keeps going on about, to check his story. Fink is forced, grumpily, to acquiesce.

The chapter ends with some comedy about a new character, one Chaplain Martinec. Chaplain Martinec is ‘one of those few who still believe in the Lord’ and was so disgusted by the drunken antics of his vicar that he volunteered to join the army to get away from him.

This was, of course, jumping out of the frying pan into the fire, as he is appointed to the command of General Fink, who turns out to be another drunk and womanizer. Under his influence Martinec finds himself coerced into joining the general for drinks on a daily basis, which sometimes lead him to get completely drunk, at which point the General orders up a couple of pretty fillies to entertain them. Afterwards the chaplain feels disgusted with himself, and is starting to believe he deserves a daily flogging.

General Fink calls the chaplain in, tells him they’ve got a chap in gaol he’d like to hang and be done with it (Švejk) but he’s a Catholic so, reluctantly, he’s agreed to let him (Švejk) have some ‘spiritual consolation’ before they string him up. Fink sends Martinec to tender to Švejk’s spiritual needs.

Chapter Two – Spiritual consolation

The shortest chapter in the book, at a mere nine pages, is a kind of set-piece example of how Švejk’s good-humoured idiocy, and his non-stop barrage of long, inconsequential stories, can reduce even the strongest man to blubbering bewilderment.

For example, Martinec barely manages to explain that he’s a chaplain before Švejk leaps in to commiserate with him for being banged up in prison, asks him to sit beside him on his prison bunk and launches into a complicated story about five chaplains he once knew.

Then the chaplain has barely offered him a cigarette before Švejk launches into another long story about waitress of easy virtue who brought a paternity suit against eighteen of the customers of the café where she worked, and when she had twins, they each turned out to have genetic elements of all eighteen, plus the café owner thrown in for good luck.

Martinec had prepared a long speech full of worthy sentiments about how the Emperor was Švejk’s lord and master on earth and he owed him his loyalty etc, but is now finding it hard going against the vast tide of Švejk’s peasant eloquence. He just about manages to utter that he’s here for ‘spiritual consolation’, which Švejk hilariously misinterprets to mean that the chaplain is seeking spiritual consolation from him, Švejk.

Which triggers a really long anecdote about a Mr Faustyn who was a porter in a local hotel to Švejk in Prague and used to procure women for the hotel’s guests. He prided himself on taking highly specific orders – for fat or thin women, tall or short, clever or dumb, blonde, brunette or redhead – and being able to fulfil it in ten minutes flat.

He always prided himself on not taking money from the women – he was not a common pimp – though he did present the hotel customers with carefully itemised bills. Now, in the story, he turns up on Švejk’s doorstep, distraught. Someone has accused him of behaving like a common bawd, him! Mr Faustyn! Who has such high standards!

Now he shares a bottle of rum with Švejk then asks him to throw him out of the third floor window and end it all, he can’t cope with the shame. So Švejk being Švejk, simply agrees, manhandles drunk Mr Fausyn over to the window and throws him out. To demonstrate how he did it, Švejk grabs Chaplain Martinec, pulls him up to where he’s now standing on his bunk and then…. drops him onto the floor.

Because, Švejk goes on to explain, drunk Mr Faustyn had forgotten that Švejk had moved flat, to the ground floor. Švejk had simply pushed him out the ground floor window and the drunk had rolled onto the pavement. As he has just dropped Chaplain Martinec to the cell floor.

Martinec is realises that he is dealing with a madman and bangs on the door and shrieks to be let out. Švejk watches through the bars as the chaplain goes across courtyard accompanied by guards and gesticulating wildly. Obviously a madman, thinks Švejk, probably taking him off to the mental ward. And he starts singing merrily.

As I say, a textbook example of how Švejk’s a) stolid unflappability and b) relentless cheerfulness and c) unstoppable torrent of long inconsequential stories, reduces character after character to drivelling idiocy.

The chaplain reports to General Fink’s office to find a number of other officers drinking heavily attended by ladies of the night who, the more the chaplain complains about Švejk and how he obstructed his plans to give him spiritual succour, laugh louder and louder and throw cigarettes at him and put their legs up on the table so he can see their knickers, and Chaplain Martinec feels the claws of Beelzebub reaching out for him!

Chapter Three – Švejk back in his march company

Ah, there was me thinking the Russian uniform gambit would mean abandoning forever all the other characters we’d come to know so well. But hooray! Švejk is reunited with them!

The major who had argued they don’t hang Švejk straight away was attending the party at the General’s. In the middle of it he leaps to his feet and drunkenly declares he’s going to interview the prisoner, blusters and insults his way past the guards and sits on Švejk’s bunk, demanding to know where the prisoner. ‘Sir, humbly report I am the prisoner,’ Švejk replies, and the major passes out on his bed.

Alcohol, drinking to excess and passing out really are the recurrent troop in the novel.

Next morning the major wakes up horribly hungover to have Švejk tell him a typical story about a man he knew back in Prague, a professional mourner who’d come to the pub and get drunk but somehow manage to sleep on his formal top hat without ever denting it.

The major brushes Švejk off and makes his way back to his apartment where he discovers General Fink strangling his batman (once again, we note the casual brutal violence of the entire officer class) in a bid to discover the major’s whereabouts. We discover the major is named Major Derwota,

The General furiously throws at the major a telegram ordering that Švejk be sent to his company at the Galician town of Wojalycze. They summon Švejk and make him tell his story again. The General says out loud that the man must be an idiot, prompting a classic exchange:

‘The fellow is a complete imbecile,’ said the major to the general. ‘Only a bloody idiot would put on a Russian uniform left on the dam of a lake by goodness knows whom and then get himself drafted into a party of Russian prisoners.’
‘Humbly report, sir,’ Švejk said, ‘you are right. I do sometimes notice myself that I’m feeble-minded, especially towards evening when…’
‘Shut up, you ox,’ the major said to Švejk and turned to the general to ask what they should do with him.
‘Let his brigade him him,’ the general decided. (p.716)

This little exchange summarises the essence of the book: Švejk confronted by angry officials, his harmless deflection of their anger with his idiot’s simplicity, his tendency at the slightest provocation to set off on another long wandering anecdote, and the casual, sweary brutality of the official response.

So the hanging general is forced to let Švejk be despatched back to his regiment at Wojalycze.

Švejk is put under the supervision of four soldiers each of different nationality, an epitome of the multicultural Empire – a Pole, a Hungarian, a German and a Czech. I found it very telling that the corporal in charge (the Czech, as it happens) is described as being a) a cowman i.e. an illiterate peasant, and that therefore b) he is very brutal. He is not intelligent to win respect by intelligent decisions; all he has is his jumped-up power. Extend that principle across millions and millions of junior officers and petty tyrants right across Eastern Europe and the region’s tortured history makes more sense.

I laughed at the way the Hungarian only knew two words of German, Jawohl and Was?, so that the German explained things at great length to him, the Hungarian nodding and saying Jawohl, Jawohl all the way through, and then when the German had quite finished, saying Was?, so that the German started all over again.

They escort him by train to Wojalycze where, after some typical confusion at the station, Švejk eventually, by page 720, arrives at brigade headquarters for his regiment. He finds that command of brigade staff has been given to Colonel Gerbich who is an affable incompetent who suffers from bad gout. When it hurts he shouts and yells at everyone. When it fades away, he invites all the officers to his rooms to tell them dirty stories.

Now, as Švejk is ushered into the colonel’s presence, we discover that irascible Lieutenant Dub is in the room, who promptly leaps to his feet and starts berating Švejk as a deserter etc while Švejk bemusedly puts his side of the story in his usual placid, untroubled way.

(By the way, we learn that in the few days that Švejk’s been absent Lieutenant Dub a) made a recovery from his cholera attack and b) was showing off his horsemanship skills when  he rode into a marsh where he had to be rescued by soldiers with a rope during which he suffered a mild concussion and as a result is even more angry than usual.)

The gouty colonel overrules Lieutenant Dub’s ranting and orders Švejk to go and get a proper uniform, collect some pay, and catch a train back to his company.

Švejk arrives in Żółtańce to find real confusion – he is near the front line now and sees baggage and artillery trains, soldiers from all regiments milling about. Disturbingly the so-called ‘Reich Germans’ (Germans from Germany, not Austria) are far better provisioned and turned out than the scruffy Austrians, strolling round in their gleaming boots, handing out cigarettes and chocolate to their poor colleagues – but what makes it disturbing is that Hašek crowds of Jews milling round, waving their hands and lamenting the burning of their villages, and ‘every moment’ gendarmerie patrols bring in another terrified Jew who they accuse of spreading false news, and then proceed to beat and whip them till their backsides are ‘lacerated’ (p.725).

After being shouted at by more army bureaucrats, a rare friendly officer tells Švejk his company are billeted in the village of Klimontów. He makes his way there to discover them in the biggest building in the village, a school (which, he waspishly points out, was built by the Polish authorities in this predominantly Ukrainian region in order to increase Polish influence: it’s hard not to see the Austro-Hungarian Empire as a kind of permanent battlefield between competing national groups).

We have seen Jews being whipped, it’s true, but in Volume Three we also saw entire communities of Ruthenians being rounded up, tied up, and beaten. Now we learn that on the tree outside the school was recently hanged a Greek Catholic vicar.

Here Švejk is reunited with his friends and we re-encounter big bearded Baloun, permanently starving hungry who is just getting into a fight with the occultist cook, Jurajda, who is making sausage meat in the school kitchen. Upstairs Captain Ságner is cursing the Jewish merchant who’s sold the regimental officers a concoction of crude corn spirit coloured yellow with onion peel juice which he claimed was finest Napoleonic brandy.

Švejk strolls into the battalion office which is empty except for the one-year volunteer, Marek, who you will remember has been commissioned to write a history of the regiment and has risen to the occasion with glee, fabricating all sorts of heroic escapades for the regiment as a whole and inventing all kinds of glorious deaths for its members. This is a simple idea which I found epically funny as it allows Hašek to satirise all sorts of heroic writing which glorifies war.

Obviously, they’ve barely got chatting before Švejk is off telling numerous digressive anecdotes – ‘There was a preacher who…At U Brejsku there was a cellarman years ago…In Nusele there is a certain Mr Hauber and…’ plus an off-colour story about a soldier who comes across a woman on all fours scrubbing the floor, spanks her once on his vast bum, spanks her twice, spanks her a third time and since she doesn’t move, hoiks up her skirt and has his wicked way with her… only for her to turn round at the end and reveal the face of a 70-year-old and cackle.

Marek says Švejk hasn’t changed at all, and Švejk goes upstairs to the first floor where the officers are awaiting the arrival of the feast prepared by the occultist cook. He walks in just as his name was being mentioned and takes Captain Ságner and Lieutenant Lukáš by surprise, the latter once again horrified and appalled at the reappearance of his bad penny.

They throw things and swear at Švejk until he retreats back to the kitchen where he’s reunited with the rest of the boys. Here Baloun tries to wangle some of the roast meat and sauce which the occultist is preparing, giving long descriptions of meals from freshly slaughtered animals back home, but Jurajda kicks him out and gives a morsel of bread dipped in sauce to Švejk (p739).

Quartermaster Sergeant-Major Vaněk is plunged into gloom at Švejk’s return because it is going to throw his carefully calibrated company accounts, based on Švejk’s disappearance. He was hoping Švejk had drowned 🙂

Marek bursts through the door to announce that Lieutenant Dub with the young puppy, Cadet Biegler. Dub is furious as usual, and lays into Švejk who is his usual imperturbable self. There’s a very funny account of how Cadet Biegler has survived the supposed cholera (which he never had, as explained in volume three, chapter one) but has emerged from prolonged treatment in cholera hospitals with such weakened bowels that he has to visit more or less every WC he sees, and missed every train and every connection because he was visiting all the WCs between the hospital and regiment, but he finally made it back, brave boy! This fact, that Cadet Biegler is, from now onwards, going to be condemned to get stuck in every possible public convenience is rich with comic potential, made all the more preposterous because we are told that Biegler spends all these hours on the can replaying the great battles of the Austro-Hungarian army throughout history.

In a flashback we learn that Lieutenant Dub and Cadet Biegler have had the most ferocious argument, which began when Biegler was camped out in a WC which Dub wanted to use, and then continued on into the car which they got to drive them from brigade HQ out to the regiment, and got worse on the way.

As Dub and Biegler pursue their argument upstairs to the officers quarters, in the kitchen the lads have finished feasting deep on the pork soup he occultist cook has made and conversation has a rich, post-prandial feel to it, with the cook revealing that he used myrtle instead of marjoram in the soup, in fact myrtle he found in the rather dried-up wedding garland hanging in a village house. The owners didn’t take too kindly to him impounding it.

This leads into a discussion about herbs and spices in cooking, which triggers an anecdote from Švejk about a butcher who one drunk day mixed up his spice box with a packet of insect powder which he tipped into the sausage meat and to his amazement it went down a treat, people stormed his shop to get it and, funny to tell, it also killed all the insects and bugs so that the town where it happened became one of the cleanest in Bohemia.

Then Marek goes on about the delights of iced soup, Vaněk mentioned frozen goulash, and Švejk is just starting a story about a Lieutenant Zákrejs who was always aggressively threatening to turn poor squaddies into various forms of food (like beaten steak or mashed potato) when there’s a piercing scream from upstairs.

It is the continuation of the argument between Dub and Biegler. Dub was greeted with a great roar when he entered the room because a) all his brother officers were by now very drunk on the filthy liquor supplied by the Jewish merchant and b) they are all taking the mickey out of him for his riding accent with merry yells of ‘Welcome cowboy!’ and the like.

A little offended, Dub is soon handed a glass of the ‘cognac’ while poor Biegler is more or less ignored, and finds a chair in the corner. Dub meanwhile, beginning to be affected by the booze, raps on the table and stands to make a speech about patriotism.

And that is where the book ends abruptly, Jaroslav Hašek dying suddenly of heart failure on 3 January 1923. Thank you, Jaroslav.

Thoughts

And you know the quirkiest thing about this 750-page-long novel about the First World War? Švejk never hears a shot fired in anger. He never actually arrives at ‘the front’. He never sees any fighting (the aftermath of shelling, networks of trenches and damaged buildings, for sure, but no actual fighting). In fact, I think that nowhere in the novel is a shot actually fired at all. It is a 750-page-long novel without any actual fighting in it!

OR maybe that’s part of its satirical intent. Because as you reflect back over the long sprawling text, you realise most of the conflict, of the violence, came not between nations; although there is doubtless vast bloodshed and massacre going on between nations, what we mostly see is violence between classes, the most obvious violence of the book being carried out by furious police, state officials and army officers against ordinary citizens and ordinary soldiers.

The Good Soldier Švejk, Part Two: At The Front by Jaroslav Hašek (1922)

In Volume One of The Good Soldier Švejk we were introduced to the implacably calm, unflappable anti-hero Josef Švejk, placid and middle-aged denizen of Prague under the Austro-Hungarian Empire, a former soldier discharged on the grounds of incurable idiocy.

Volume One chronicles Švejk’s various difficulties with the authorities until, towards the end, he is called up to rejoin the army at the outbreak World War One, is assigned to one Lieutenant Lukáš of the 91st Imperial and Royal Infantry Regiment as his batman and, right at the end of Volume One, they are both ordered off to the Eastern Front to fight against the Russians.

In other words, if you only want to read about Švejk’s adventures in the actual war, you could easily skip Volume One.

The plot

Chapter 1 Švejk’s misadventures on the train

The story resumes with the Good Soldier Švejk already in trouble with his boss, because he’s mislaid some of his luggage as they entrain for the Front. In a gesture of typical dimness, Švejk was left to guard it but got bored and went to tell Lieutenant Lukáš it was all safe and sound but when he’d got back discovered someone had nicked one of the cases.

Once aboard the train, Švejk gets into trouble again. He speaks very freely back to Lieutenant Lukáš, and then makes some rude comments about the bald-headed old man who’s sharing their train compartment… until the old man erupts in a fury and reveals that he is Major-General von Schwarzburg and proceeds to give Lukáš a rocket. Trembling, Lukáš tells Švejk to get lost so the harmless dimwit wanders down the corridor to the guards van, where he gets chatting to the railwayman about the alarm signal and next thing they know, they have pulled it and the whole train comes to a thundering halt.

Švejk is identified as the culprit, and at the next station is taken off the train to report to the station master and be fined. While this is taking place, the train puffs off and Švejk is left on his own, with no luggage and – crucially – no documentation, pass and identification, as it’s all with the Lieutenant.

A sympathetic crowd gathers round Švejk and one offers to pay his 20 crown fine and gives him the name of some useful contacts if he ever finds himself captured by the Russians. When he discovers that Švejk doesn’t even have a train ticket to catch up with his regiment, he gives him ten crowns to buy another.

A lot of the power of the novel comes from the circumstantial details: thus in this fairly simple little scene

  1. we are shown civilians sympathising with soldiers who they think are being harassed and bullied (from which we deduce that soldiers being bullied was a common sight)
  2. but at the same time a gendarmerie sergeant descends on the crowd and arrests someone (a master butcher, it turns out) who he claims was traducing the emperor (a typical example of the heavy-handed and over-officious attitude of the authorities which Hašek documents throughout the book)
  3. and in another detail, although none of the customers in the third-class bar where Švejk goes for a drink, saw the scene of his fine they have all made up far-fetched stories about how a spy had just been arrested or a soldier had a duel with someone about his lady love – in other words typical wartime paranoia and scaremongering

My point is that many of the scenes involving Švejk also feature bystanders, customers in pubs, other people in the police station or his cell, cops who take him back and forward, and then the numerous other soldiers he meets. It is a very sociable book, it has many walk-on parts for all kinds of men and women and this slowly builds up the impression of a whole world, a world in which people make up rumours, get arbitrarily arrested, help each other out or get shouted at by angry stationmasters.

Lots of the scenes involve or end with one of the central themes, which is Booze. More or less everyone drinks, often to excess. Švejk is continually ducking into pubs for a quick one, continually making friends with complete strangers over a jar. And thus it is that this scene ends with Švejk blithely drinking away the ten crowns the nice man gave him to buy a train ticket with, in the company of another war-weary fellow soldier, a Hungarian who doesn’t speak Czech or German, but conveys his unhappiness at having to abandon his three children with no income and nothing to eat.

Military Police turn up and drag Švejk before a young lieutenant at the nearby army barracks who is in a bad mood because he’s chatting up the girl in the telegraphy office who keeps turning him down (p.235).

Švejk recounts his story to date with such blank idiocy that the lieutenant (as so often happens) is disarmed enough not to charge him with anything, but has him taken back to the station and put on the next train to rejoin his regiment at České Budějovice (the capital city of South Bohemia) where the 91st regiment and Lieutenant Lukáš were heading.

But the escort and Švejk are back ten minutes later because the stationmaster won’t sell him a ticket because he’s a menace and so – the lieutenant tells him he’ll just have to walk to České Budějovice to catch up with his regiment.

Chapter 2 Švejk’s Budějovice anabasis

An ancient device of satire is to compare small and trivial things with mighty and venerable things, to create a comic disproportion. Švejk’ predictably enough, gets completely lost in his attempts to reach České Budějovice and so, for comic effect, Hašek compares Švejk’s chapter-length adventure to the anabasis of Xenophon, one of the most famous, and heroic, journeys of the ancient world.

České Budějovice is due south from the train station where Švejk was detained but, characteristically, he sets off with a brave and determined stride to the west and gets utterly lost in the wintry countryside of south Bohemia for several days. In the course of his peregrination he meets a sequence of characters, mostly poor villagers and peasants, who help him out, spare a drink or their food with him, recommend friends or relatives at towns along the way for him to call in on and generally provide a lot of human solidarity.

The reader remembers that Hašek himself was a notorious vagabond and long distance hiker who had plenty of experience of the kindness, or hostility, of strangers. Švejk’s jollily titled anabasis allows Hašek to depict the kindness which exists among the poor and downtrodden and outsiders:

  • the kindly old lady who gives him potato soup and bacon and guidance to find her brother who’ll help him
  • an accordion player from Malčín who advises him to look up his married daughter whose husband is a deserter
  • in Radomyšl the old lady’s brother, Father Melichárek, who also thinks Švejk is a deserter
  • near Putim a trio of deserters taking refuge in a haystack who tell him that a month earlier the entire 35th regiment deserted
  • one of them has an aunt in Strakonice who has a sister in the mountains they can go and stay with – give him a slice of bread for the journey
  • near Stekno he meets a tramp who shares a nip of brandy and gives him advice about evading the authorities, and takes him into town to meet a friend, even older than the tramp, and the three sit round a stove in the old gaffer’s cabin telling stories (p.277)

The adventure ends when Švejk finds himself circling back and re-entering the village of Putim where he is arrested and interrogated by a very clever gendarmerie sergeant Flanderka who lectures his subordinates at length about the correct and wise way to interview suspects and who thinks he can get Švejk into confessing that he’s a spy.

The thing about Švejk is that he is absolutely honest. He literally tells the truth, that he got detained by a stationmaster after pulling the emergency, cord, drank away the money he was given to buy a ticket, then they wouldn’t give him a ticket anyway, then set off on a long rambling walk all round the region – until the sergeant becomes convinced that no-one could be this ingenuous, wide-eyed and innocent – and therefore that he must be a most dangerous spy!

They keep a paranoid close guard on our hero, accompany him to the outside toilet, order a fine dinner from the local pub. Oblivious of the sergeant’s ludicrous paranoias, Švejk has a whale of a time and the sergeant and the lance-corporal he’s bullying get so drunk they pass out.

Next morning, badly hungover, the sergeant writes a preposterous report about Švejk, for example arguing that his lack of a camera just shows how dangerous he would be if he had one, and sends him off under armed guard to the District Command in Písek. As always happens, it doesn’t take much persuasion to get the lance-corporal accompanying Švejk to pop into a roadside pub along the way, and they proceed to get plastered, telling the landlord to keep them company drink for drink (p.277)

They set off again completely trashed, way after dark and, as the corporal keeps slipping off the icy road and down the slopes either side, decide to handcuff themselves together. In this state they arrive at the gendarmerie headquarters at Pisek where Captain König takes one look at them and is disgusted. He is fed up with being bombarded by useless bureaucratic edicts and now the moronic sergeant from Putim is chipping with crazy accusations like this one, that the drunk soldier in front of him is a master spy when he’s obviously a common or garden deserter.

König briskly orders Švejk put on the next train to České Budějovice and supervised by a gendarme who is to accompany him at the other end, all the way through the streets of the town to the Marianske Barracks. This he does, so that Švejk calmly walks through the door of the barracks main office just as Lieutenant Lukáš is settling into another shift. At the sight of Švejk rises to his feet and faints backwards (onto a junior soldier).

When he recovers the lieutenant informs Švejk an arrest warrant has been made in his name for desertion and he must report to the barracks prison. So off he goes, under guard, innocent and docile as usual.

In his cell he meets a fat one-year volunteer – whoe name we learn is Marek – who is more educated than most of Hašek’s characters and has a fund of stories to tell about soldiers being bullied, mistried and massacred, as well as scathing criticism of the authorities and of Austro-Hungarian authority which he sees as doomed to collapse (p.293).

All along the line, everything in the army stinks of rottenness.

Maybe he is a self-portrait of the rather tubby author (confirmed when he says that he was at one state the editor of a magazine named The Animal  World – as was Hašek).

He and Švejk get on like a house on fire and end up singing various bawdy ballads at the tops of their voices and keeping the other prisoners awake. In the morning they are both interrogated by a pompous officer named Colonel Schröder, an episode which satirises military incompetence and prejudice, before Schröder sentences the volunteer to the kitchens peeling potatoes and Švejk to three days ‘hard’. Schröder then drops by the office of Lieutenant Lukáš to tell him he’s given his batman three days hard but don’t worry, after that Švejk will be sent back to him.

Lieutenant Lukáš drops to his knees in despair. One of the funniest things about the book is Lukáš’s complete inability to shake off Švejk who, without consciously trying, makes his life a misery and destroys every one of his plans.

One element of comedy is predictability, generated by the audience becoming familiar with the way certain characters always behave, coming to expect it, and being delighted when they behave that way, or say that ting, again. Hence the joy of catchphrases, of hearing Corporal Jones cry ‘Don’t panic, don’t panic’. In this way, the ever-deepening chagrin of Lieutenant Lukáš becomes a core comic theme from this point onwards.

Chapter 3 Švejk’s adventures in Királyhida

Švejk and the one-year volunteer are marched along with the rest of the 91st Regiment to the České Budějovice railway station. Here things are chaotic and they get mixed up with Father Lacina, a chaplain, who has been roaming among various regimental messes the night before gorging himself and drinking himself insensible. Lacina hitches a lift into Švejk and the one-year volunteer’s train carriage, where he promptly passes out.

Švejk and the one-year volunteer had been accompanied and guarded by a timid lance-corporal and they now set about remorselessly teasing him, bombarding him with rules and regulations about the protection of prisoners which he has broken without realising it, including letting an unauthorised person (the drunk chaplain) into the prisoners’ van, and so on.

They also tell a wealth of stories covering a range of experiences and people: how a black entertainer slept with a posh white Czech lady who had a little black baby; about miscegenation between races, and how the war is leading to rapes of civilian women by occupying armies.

It is here that the one-year volunteer tells us at length about his spell as editor of the magazine The Animal World and how he got into trouble for writing articles about fictitious animals (pp.323-328).

The train draws into the outskirts of Vienna (p.347), where it is greeted by a tired welcoming committee patriotic old ladies (p.348). Hašek describes how the initial enthusiasm for the war, which saw huge crowds cheer the trains full of soldiers off to the Front, has long since waned.

Švejk and the volunteer are ordered along with all the other soldiers to report to the mess kitchens. Here Svejk, in the course of nicking a coatful of grub, bumps into Lieutenant Lukáš and tells him he was bringing it to him.

The narrative cuts rather abruptly to night over the army barracks at Bruck (p.350). It does this quite often. I found myself having to go back and figure out where we were in many of the scenes, and work out where the travel from one place to another took part. Maybe a function of the text having originally consisted of discreet short stories.

Bruck an der Leitha is also known as Királyhida, and hereby hangs a tale. The River Leitha formed the border between what was then Austria and Hungary. The town on the Austrian side was called Bruck an der Leitha, the town on the Hungarian side was called Királyhida. The Austrians referred to the land their side as Cisleithiana, the territory the other side as Transleithiana. And the Czechs were alien to both countries.

The central incident of this chapter is based on the simmering ethnic tensions and resentments between these groups. Švejk has now been released from the prisoners van (he was only sentenced to three days’ detention, if you remember) and has been restored to Lieutenant Lukáš as his batman. That evening Švejk is having a fag with the pock-marked batman of another officer from down the corridor of their temporary barracks, when Lieutenant Lukáš stumbles back from a drunken evening out.

He and a bunch of other officers went to a cabaret where the Hungarian dancers were doing high kicks and wearing no stockings or knickers, and had ‘shaved themselves underneath like Tatar women’ (p.356). Lukáš didn’t really like it and on the way out the theatre saw a high-minded woman dragging her husband away. They exchanged a meaningful look. Lukáš asked the cloakroom attendant who she was and finds out she’s the wife of a well-known ironmonger and her address. He goes onto a nightclub where he writes an elaborate and fancy letter basically asking if he can come round and have sex with her the following day. He drunkenly hand the letter to Švejk, goes into his room, and passes out.

Next morning Švejk wakes the Lieutenant to check he still wants the letter delivered, gets a sleepy Yes, and sets off to the ironmonger’s address. Unfortunately, he makes the mistake of letting a fellow soldier, Sapper Vodička, accompany him. The whole way Vodička informs Švejk how much he hates Hungarians, what cowards they are, and bullies, and how easy it is to shag their disreputable woman.

By the time Švejk politely knocks on the door of the house, and politely hands the little girl who answers a letter for her mummy, Vodička has worked himself into a fury and when they hear a rumpus from the living room and the woman’s husband emerges in a froth of indignation, the scene is set for a massive fight, which spills out onto the street, and which passersby and other soldiers all get caught up (p.355).

Chapter 4 New sufferings

It is very funny when, as a result of this, Lieutenant Lukáš finds himself woken up and summoned to the office of Colonel Schröder who reads him out a series of reports of this riot in all the Hungarian newspapers. Not only that but the papers have taken it as an opportunity to complain about the hordes of rampaging Czechs infesting their streets and to castigate Czech character generally.

The Colonel makes Lukáš read out every word of every report, and we are wondering whether he, Lukáš, will be cashiered before the whole tone shifts and we discover the Colonel secretly sympathises. He says the incriminating letter was found on Vodička, so everyone knows about his proposition to the ironmonger’s wife. Had he slept with her yet, the Colonel asks, only increasing the Lieutenant’s discomfiture. The Colonel tells him he was once sent on a three-week geometry course in Hungary and slept with a different Hungarian woman every day. The Colonel pats him on the shoulder and says All Hungarians are bastards, we’re not going to let them get you.

And then he sets off on a new tack saying how admirably the good soldier Švejk defended him. When the police showed him the incriminating letter he first of all claimed to have written it himself, and then ate it. Good man, that, says the Colonel. And to Lieutenant Lukáš’s unmitigated horror, the Colonel proceeds to assign Švejk to him as the new Company Orderly! (p.378)

But first Švejk and Vodička are temporarily thrown in the clink where they bump into their old friend, the one-year volunteer. As usual there is a huge amount of yarning and story-telling before they are hauled up before Judge Advocate Ruller. He is another stern disciplinarian but, on the recommendation of Colonel Schröder, lets them go.

In a parody of farewell scenes from umpteen romantic novels, Švejk and Vodička now go their separate way, calling out across the ever-widening distance between them. Švejk tells him to come to The Chalice pub any evening at 6pm after the war’s ended.

Chapter 5 From Bruck an der Leitha to Sokal

To replace Švejk as batman, Lieutenant Lukáš has been given a big fat heavily bearded soldier named Baroun. He turns out to have an insatiable appetite and repetition comedy results from his inability not to eat everything in sight, including all of Lieutenant Lukáš’s rations and treats.

the first time this happens, Lieutenant Lukáš orders Baloun to be taken to the barracks kitchen and tied to a post just by the ovens so he can smell all the food for hours and not be able to move. Cruel, eh? (p.398)

Quartermaster sergeant Vanek expects to be able to lord it over Švejk  so it surprised when the latter announces he is now regimental orderly, clearly a post of some authority and respect.

There follows a prolonged (20+ pages) comic sequence based on the idea that Švejk now has access to the company telephone, and that the barracks operates an early primitive phone system on which he can overhear the conversations of everyone in the barracks. He is given orders to send ten troops to the barracks store to get tines of meat for the upcoming train journey but, as you might expect, this quickly turns into chaos and confusion.

Meanwhile Lieutenant Lukáš is absent at a prolonged meeting convened by Colonel Schröder at which he is holding forth at great length a series of military theories and ideas which have all been completely outdated by the war (‘He spoke without rhyme or reason…’ p.421). In his absence Švejk and some of the other soldiers, notably the Quatermaster, chew the fat, telling stories at great length, getting tipsy and falling asleep.

In fact it’s a characteristic of volume two that as Švejk gets drawn more into the army bureaucracy we encounter an ever-expanding roster of military characters, who come and go in the various offices, stopping to have long conversations, swap stories, moan about Hungarians or women or the senior officers. Quite often it’s difficult to remember where in the ‘story’ you are, after pages and pages of reminiscences about the old days, or about characters back home, or about something they once read in the paper or heard, told by one or other of the numerous soldiers.

It’s a new morning but the never-ending meeting convened by Colonel Schröder resumes. On the table is a big map of the front with little wooden figures and flags for troop dispositions. Overnight a cat kept by the clerks has gotten into the meeting room and not only knocked all the markers out of alignment, but also done a few cat poops on the map. Now Colonel Schröder is very short-sighted so the assembled officers watch with bated breath as he moves his hand airily over the map, getting closer and closer and then… yes! poking his finger into a pile of fresh cat poo! And goes charging into the clerks’ room to give them hell (p.437).

In this last section there’s a humorous grace note about the regimental cook who was, in civilian life, an author of books about the Occult and takes a supernatural approach to cooking.

Everyone is in a state of suspense. Are they going to move out to the Front, and when? Marek, the one-year volunteer appears, still in detention and awaiting some kind of sentence from the authorities. On the last page of volume two, while Švejk is telling yet another long story to Quartermaster Sergeant-Major Vaněk, Lieutenant Lukáš is in his office painfully decoding a ciphered message he’s received. The regiment will be proceeding to Mošon, Raab, Komárno and so to Budapest.

Themes

Anti-war bitterness

Volume one tends to focus on the arrogance, aggressive behaviour and stupidity of a wide range of officials encountered in everyday life. As you might expect, once he’s re-enlisted in the army, Volume two focuses on all aspects of the stupidity and futility of war.

The young soldier gave a heartfelt sight. He was sorry for his young life. Why was he born in such a stupid century to be butchered like an ox in a slaughterhouse? (p.153)

And contains some really effective passages, visions of the desolation and deathliness of war.

Before the arrival of the passenger train the third-class restaurant filled up with soldiers and civilians. They were predominantly soldiers of various regiments and formations and the most diverse nationalities whom the whirlwinds of war had swept into the Tábor hospitals. they were now going back to the front to get new wounds, mutilations and pains and to earn the reward of a simple wooden cross over their graves. Years after on the mournful plains of East Galicia a faded Austrian soldier’s cap with a rusty imperial badge would flutter over it in wind and rain. From time to time a miserable old carrion crow would perch on it, recalling fat feasts of bygone days when there used to be spread for him an unending table of human corpses and horse carcasses, when just under the cap on which he perched there lay the daintiest morsels of all – human eyes. (p.230)

There’s more where that came from. Not particularly intellectual or stylish. But all the more effective for its blunt simplicity.

Casual brutality

The book is permeated by casual violence. All the officers take it for granted that they can slap, punch, hit in the mouth or round the ears, order to be tied up and even flogged whichever soldiers they wish. And the soldiers accept it too.

The old beggar tells Švejk about begging round the town of Lipnice and stumbling into the gendarmerie station by accident, because it was in an ordinary looking house. And the police sergeant leaping up from behind his desk, striding across the room, and punching the tramp so hard in the face that he is propelled back through the door and down the wooden steps. (p.251)

The same old man remembers stories his grandfather told about the army in his day, how a deserter was flogged so hard that strips of skin flew off him. How another was shot for desertion on the barrack ramparts. but not before he’d run the gauntlet of 600 soldiers who all beat and hit and whipped him as he ran through the human tunnel they’d formed. (p.247)

In the prisoners’ van Švejk watches the escorts playing what appears to be a popular game in the Austrian army. Called simply ‘Flesh’, where one soldier takes down his trousers, bares his bottom, and the other soldiers belt him as hard as they can on his bare buttocks, and the soldier has to guess which of his companions it was who hit him. If he guesses right, that colleague has to take his place. That’s the game. (pp.322-3)

There’s satire on military stupidity, like the story of a certain earnest Lieutenant Berger who hid up a pine tree during an enemy attack, and refused to reveal himself or come down till his own side counter-attacked. Unfortunately that took fourteen days, so he starved to death (p.256)

There are many stories like that, of ‘heroes’ who get awarded medals after they’ve been blown to bits or cut in half by a shell or blinded or maimed, and they come under the heading of Stupid propaganda with Švejk ending up in various offices where he sees posters proclaiming the bravery of our proud Austrian boys, and so on, or is handed leaflets describing glorious deeds of valour, or reads articles about gallant officers rescuing entire regiments.

Like most of his mates, he ends up using these handouts as toilet paper.

But they also form part of the vast, unending continuum of stories, of the stories working class men tell each other in pubs and bars and police stations and cells and barracks and trains, and they all evince the same bloody-minded, hardened attitude of the common soldier, squaddie or grunt who carries on living his heedless working class life despite all efforts of shouting sergeants and poncy officers to reform him – a life which tends to revolve around food and fags, booze and sex.

Drink

Thus all the characters are fond of not only drinking but getting drunk, obviously Hašek and his working class pals, but also a high proportion of the officers and even generals, starting with Lieutenant Lukáš who a) wins Švejk at a game of cards b) is an inveterate womaniser c) routinely gets plastered.

Almost every escort charged with escorting prisoner Švejk anywhere lets itself get talked into nipping into the first pub they pass and proceeding to get legless.

And there’s a special satirical edge to portraying the scions of morality, the army chaplains Katz and Lacina as hopeless drunks, Lacina no sooner being introduced than he passes out.

But booze is seen as the universal solvent of society, having a drink a bombproof way of getting to know your companion or settling differences.

Sex

Actually there’s less sex than you might expect. There are far far more stories about the brutal fates and mishaps of characters in the stories the lads tell each other, than sexual escapades. the cabaret where the girls do high kicks without knickers is a rare occurrence of sexy sexiness, and the Lieutenant’s attempt to seduce the ironmonger’s wife ends in farce, as we’ve seen.

One soldier tells an admiring story about a captain who knows three sisters who he’s trained to bring round to the officers mess and dance on the tables before presenting themselves on the sofa (presumably for the officers’ use and in what posture is left to the imagination).

And Colonel Schröder shows off to Lieutenant Lukáš about the time he went for training in Hungary and boffed a different woman every day for three weeks.

But these are a handful of sexy stories amid a vast sea of hundreds and hundreds of other stories about numerous other subjects. If sex is present it’s more as a steady hum of prostitutes in the background, and at random moments soldiers are discovered bargaining with the whores who hang around the railways stations where the troop trains stopped.

Bureaucracy

An army is, almost by definition, a kind of quintessence of bureaucracy and the satire on incompetence of Austro-Hungarian bureaucracy is now applied to the army, in spaces. At various moments harassed officers are shown drowning in bombardments of new regulations and memos, all of which are incomprehensible or irrelevant.

The text gives a list of the orders sent to Sergeant Flanderka, the pompous gendarme at Putim, which includes orders, directives, questionnaires, instructions and directives, including an index of grades of loyalty to the Emperor, according to which citizens who are interrogated must be classified as either Ia, Ib, Ic, IIa, IIb, IIc, IIIa, IIIb, IIIc, and so on. (p.259) which leads into how Sergeant Flanderka tried to recruit the village idiot Pepek as a spy on the local population and, when that fails, simply invents an informer, makes up reports he attributes to this invention, and claims an extra fifty crowns a month pay to fund him, which the sergeant pockets himself. (The same kind of problem – operatives who invent informers or spies so they can claim extra money – crops up in Somerset Maugham’s brilliant fictionalisation of his spying days during the Great War, Ashenden, and in John le Carré. Obviously, an occupational hazard.)

(Incidentally, the village idiot Pepek can barely speak and when, on his first report back, he simply parrots back all the incriminating phrases Sergeant Flanderka told him to listen out for, Sergeant Flanderka promptly has Pepek arrested as a traitor, tried and convicted to twelve years hard labour. That’s very much the helpless, heartless tone of the countless stories and anecdotes which make up the actual text of Švejk.)

The captain of the gendarmerie at Pisek was a very officious man, very thorough at prosecuting his subordinates and outstanding in bureaucratic manners. In the gendarmerie stations in his district no one could ever say that the storm had passed. it came back with every communication signed by the captain, who spent the whole day issuing reprimands, admonitions and warnings to the whole district. Ever since the outbreak of war heavy black clouds had loured over the gendarmerie stations in the Písek district. It was a truly ghostly atmosphere. The thunderbolts of bureaucracy rumbled and struck the gendarmerie sergeants, lance-corporals, men and employees. (p.279)

One moment in particular stood out for me as a sudden bit of Kafka embedded in Hašek, where Švejk is listening to yet another rodomontade from the furiously angry Sapper Vodička, who is wondering when the pair will finally be brought to court for their involvement in the riot with the Hungarian ironmonger.

‘It’s always nothing but interrogation’, said Vodička, whipping himself up into a fury. ‘If only something would come out of it at last. They waste heaps of paper and a chap doesn’t even see the court.’ (p.387)

The nationalities question

It is a crucial element of the situation in the Austro-Hungarian Empire that its constituent nationalities cordially dislike each other. Švejk buys the poor Hungarian soldier a drink but happily calls him a Hungarian bastard; the Hungarians slag off the Czechs for surrendering en masse as soon as the fighting starts (apparently this actually happened); the Czechs resent the Hungarians for being better soldiers; and everyone hates the stereotype of the furiously angry German-speaking Austrian officer.

This is broadly comic in the sense that all mechanical national stereotypes are comic. One aspect of it is language and here there is a Great Tragedy: the book’s translator into English, Cecil Parrott, makes clear in his wonderful introduction that a great part of the pleasure of the text in its original version is the interplay of languages of the Austro-Hungarian Empire. Different characters may speak Czech, Hungarian, German or even Polish, and within those languages they may use polite and formal registers, or common and demotic registers, or may be non-native speakers mangling the language.

Almost none of this art and pleasure comes over in translation. Damn! Only at a handful of moments does the multicultural nature of the society being depicted, and of the most ordinary human interactions, become prominent. For example when Švejk and Vodička arrive at the house of the Hungarian ironmonger to hand over Lieutenant Lukáš’s letter. Bear in mind that they are in Királyhida, just across the border into Hungary proper.

The door opened, a maid appeared and asked in Hungarian what they wanted.
Nem tudom?’ said Vodička scornfully. ‘Learn to speak Czech, my good girl.’
‘Do you understand German?’ Švejk asked in broken German.
‘A leetle,’ the girl replied equally brokenly.
‘Then tell lady I want to speak lady. Tell lady there is letter from gentleman.’ (p.366)

If only Parrott had tried to capture the mix of languages and mishmash of registers which are obviously omnipresent in Hašek’s original, it would have made for a very different reading experience because, in the handful of places where he tries it, it really adds to the texture of the book, and is often funny.

Communism

The Good Soldier Švejk was written in the very early 1920s, so with full knowledge of the Bolshevik Revolution, of the end of the Great War, the complete defeat of the Alliance powers, Germany and Austria, and the collapse of their Empires – the German Kaiser going into exile and the Reich declared a republic, and more dramatically the farflung Austro-Hungarian Empire collapsing overnight into a collection of independent states.

Opposition to, or at the very least strong scepticism about, the Empire and the rule of the Hapsburg Dynasty, are expressed in different ways, at different levels of literacy, by numerous characters across the sprawling novel — but one moment stood out for me, a suddenly resonant moment when Hašek has the old shepherd Švejk encounters on his anabasis, prophesy the future:

The water in which the potatoes were cooking on the stove began to bubble and after a short silence the old shepherd said in prophetic tones: ‘And his Imperial Majesty won’t win this war. There’s no enthusiasm for it at all… Nobody cares a hell about it any more, lad… You ought to be there when the neighbours get together down in Skočice. Everyone has a friend at the front and you should hear how they talk. After this war they say there’ll be freedom and there won’t be any noblemen’s palaces or emperors and the princes’ll all have their estates taken away.’ (p.248)

The Good Soldier Švejk – Epilogue to Part One (1922)

Hašek included a three-page Epilogue to Volume One of The Good Soldier Švejk, which is interesting for a number of reasons (pp.214-216 of the Penguin edition).

First and foremost it shows that even when he was not being ‘literary’, he wrote in the same blunt factual way as in the novel, for example using the kind of sententious truisms which could have come straight from the mouth of Švejk:

Life is no finishing school for young ladies

The epilogue is predominantly concerned to defend Hašek’s use of coarse language including swearwords. He bluntly tells us he disdains the use of circumlocutions or asterisks as ‘the stupidest form of sham’.

The argument from realism He, Hašek, has simply reported how real people actually talk.

Life is no finishing school for young ladies. Everyone speaks the way he is made… This book is neither a handbook of drawing-room refinement nor a teaching manual of expressions to be used in polite society. It is a historical picture of a certain period of time.

He doesn’t develop any reason why but just takes it for granted that a realistic depiction of the world, and of how people actually behave and actually speak, coarse language and all, is a good in itself and doesn’t need justification. What he is describing is ‘perfectly natural’ and therefore, by implication, writing about it is the same terms is ‘perfectly natural’, too.

The argument from hypocrisy Hašek proposes that the only people who are ashamed of ripe or bawdy language in a novel are hypocrites, the ones with the most to hide, ‘the worst swine and the experts in filth’.

It is the people who most loudly proclaim their moral indignation in public who take pleasure in frequenting public toilets in order to read the graffiti. It is those who would like to turn the whole country into a refined drawing room who in fact, in secret, practice the worst vices.

To the pure in heart everything is pure. Or, as he puts it, the well-brought-up man may read anything.

The argument from strength Then he tries another tack – that the easily offended are weak.

Those who boggle at strong language are cowards, because it is real life which is shocking them.

He, Hašek, has simply reported how actually people actually talk. Not his problem if some readers and critics – if ‘weaklings like that’ – are too sensitive to face the truth about the world.

The argument from cultural health But, says Hašek, the net impact of these ‘cowards’ and ‘weaklings’ is not neutral: it causes actual harm. They are the people who:

cause most harm to character and culture. They would like to see the nation to grow up into a group of over-sensitive people – masturbators of false culture…

Again the idea is only glancingly referred to and not explored, but clearly implies that

  1. a nation should be strong
  2. that literary realism or culture which faces up to how real people actually speak and behave requires a kind of moral and aesthetic strength
  3. and that this facing up to reality builds that kind of moral and aesthetic strength in a ‘nation’

The argument from character building It’s only referred to in one word, but Hašek slips in the idea that the kind of censorship and repression his critics promote is damaging not only to (national) culture, but to character. Implicit in that phrase is the idea that reading strong language spoken by ‘real’ people toughens the reader up and is character building.

The argument from political dissent He then goes on to say that the person the landlord Palivec is based on got in touch with Hašek when he learned he was in the book, and bought twenty copies, and frankly admitted to being well known for his foul language.

But, Hašek asserts, it is not just bad language. Palivec is a representative social and political figure. His crude language expresses ‘the detestation the ordinary Czech feels for Byzantine behaviour’ and their ‘lack of respect for the Emperor and for fine phrases’.

So in this sentence fine and polite and refined language is associated with the Imperial Court and its oppression of the Czech people, and crude language is associated with opposition to Austrian rule.

Hašek’s characters’ effing and blinding are acts of linguistic rebellion against the Austro-Hungarian ascendency and its effete and hypocritical manners.

To summarise, literary realism of the type Hašek practices:

  • describes the real world
  • avoids hypocrisy
  • is strong and healthy
  • makes the reader strong and healthy
  • helps create a strong and healthy national culture

The kind of disapproval and censorship his critics call for:

  • would result in works painting a deceptive picture of the real world
  • is the cry of hypocrites who promote beauty but are themselves leading experts in ‘filth’
  • is the cry of weaklings and cowards
  • whose censorship, if put in place, would weaken and undermine both individuals and the national culture

Hašek’s aim

Very briefly, he says he’s not sure his book will achieve its aim. Well, what is its aim? Hašek explains it in this way:

The fact that I have already heard one man swear at another and say ‘You’re about as big an idiot as Švejk’ does not prove that I have. But if the word ‘Švejk’ becomes a new choice specimen in the already florid garland of abuse I must be content with this enrichment of the Czech language. (p.215)

Thoughts

1. It is interesting that Hašek chooses to defend his book entirely from the accusation of bad language. As I make clear in my review of Volume One, I barely noticed that the characters saying shit or bollocks – the kind of language I’ve read in thousands of novels since, especially from the 1960s onwards.

What I did notice was the casual violence they show to each other, the frothing anger of all the officials which underpins the incidents of kicking, hitting and flogging we witness along with much worse tortures and even executions (which, it is true, we don’t tend to see, but have amply reported to us).

About this no-one seems to have complained, and Hašek doesn’t feel compelled to justify. In a way, this is the most shocking thing about this little epilogue.

2. I don’t accept the idea that Hašek went to all this trouble just to add the word ‘Švejk’ as a term of abuse to the Czech language. There’s a lot, lot more going on in his big novel, most notably his fierce satire on everything Austro-Hungarian, namely its stupid bureaucracy and its incompetent army but by extension, with everything bourgeois and fake.

Then there are the fierce statements about the horror of war, all the more bitter for their often throwaway character.

And then there’s the motivation all comedians share, to make people laugh – to make them laugh and maybe do other things too, like reflect on war and society – but first and foremost, to amuse and entertain them.

John Updike on Franz Kafka (1983)

In 1983 American novelist John Updike was commissioned to write the introduction to a new collection of the complete short stories of Franz Kafka. Here are his main points:

Kafka is one of many who reacted to the arrival of the ‘modern’ world around the turn of the century. For him it manifested as:

a sensation of anxiety and shame whose centre cannot be located and therefore cannot be placated; a sense of an infinite difficulty within things, impeding every step; a sensitivity acute beyond usefulness, as if the nervous system, flayed of its old hide of social usage and religious belief, must record every touch as pain.

In Kafka this is combined with immense tenderness, unusual good humour, and formal skill.

He dwells on Kafka’s instruction to Max Brod to burn all his writings and summarises Brod’s reasons for not doing so (while pointing out that Kafka’s girlfriend at the time of his death, Dora Dymant, did burn all the letters, notes and sketches in her possession – alas).

He describes how not only all three novels but many of the short stories were left unfinished, such as The Great Wall of China or The Burrow.

The manuscripts suggest that Kafka wrote fluently as long as the inspiration lasted, but then stopped, when the inspiration stopped. More interestingly, he was happy to leave them in an ‘open’ state as a collection of fragments, splintering off in different directions from a core insight. Rather like the Great Wall itself which, according to the historian who is the narrator of that piece, was built as standalone fragments, which often never joined up.

Updike dislikes some of Kafka’s earliest fragments because of their adolescent showiness, the way they depict extravagant physical and psychological contortions. But even in a text as early as Wedding Preparations the fundamental basic narrative trope is there, the fact of non-arrival.

Updike points out how many of Kafka’s German readers and critics praise the purity of his Germany prose style, something which is pretty much impossible for us to hear in any English translation.

Thomas Mann paid tribute to Kafka’s ‘conscientious, curiously explicit, objective, clear, and correct style, [with] its precise, almost official conservatism.’

My ears pricked up at this description because there certainly is something very precise and official in the formalistic phraseology, especially in the later stories, many of which are cast in the form of reports or investigations or historical essays, and which use wordy and pedantic official-sounding formulae.

Updike touches on Kafka’s own feel for the different registers of German prose, and for Jewish diction in German, quoting Kafka saying:

“Only the dialects are really alive, and except for them, only the most individual High German, while all the rest, the linguistic middle ground, is nothing but embers which can only be brought to a semblance of life when excessively lively Jewish hands rummage through them.’

But despite his interest in Yiddish street theatre, and the fact that he taught himself and then began having formal lessons in Hebrew, Kafka’s prose is the extreme opposite of this ‘Jewish rummaging’, and Updike quotes Philip Rahv aptly describing Kafka’s style as ‘ironically conservative’. This seems to me a spot on description of the laboured officialese or parody of academic style of the later stories: here is a typical paragraph from Investigations of a Dog:

When I think back and recall the time when I was still a member of the canine community, sharing in all its preoccupations, a dog among dogs, I find on closer examination that from the very beginning I sensed some discrepancy, some little maladjustment, causing a slight feeling of discomfort which not even the most decorous public functions could eliminate; more, that sometimes, no, not sometimes, but very often, the mere look of some fellow dog of my own circle that I was fond of, the mere look of him, as if I had just caught it for the first time, would fill me with helpless embarrassment and fear, even with despair.

Kafka himself dated his breakthrough to a mature style from the night of 22-23 September 1912 when he wrote the entire story The Judgement  at one sitting. Soon afterwards he wrote what may be his signature work, The Metamorphosis, in a few weeks.

Updike points out how the apple which his father throws at him and which gets embedded in his exoskeleton and rots and decays symbolises the psychological trauma and wounding his father caused him.

Updike carefully considers the physical specifications Kafka gives for the insect and comes to the conclusion that it is no known species – neither cockroach nor dung beetle nor centipede, because Kafka only uses elements of its physicality at certain moments, to make specific points. They don’t necessarily have to hang together.

(One could observe that this aspect of the description is another example of Kafkaesque fragmentation – the elements don’t necessarily join up, just like the great wall.)

It certainly explains why, when the story was published in 1915, Kafka begged the publisher not to commission an artist to draw it. The story can’t be filmed or dramatised, it is a very literary text in the way that details emerge only as and when needed to bring out the psychological points. It is not meant to be physically but psychologically consistent.

Updike describes how much of the mature style is present in The Metamorphosis:

  • official pomposity, the dialect of documents and men talking business
  • a love of music which is the reverse of a longing for complete silence
  • animals which take a high intellectual line but are stuck in bodies befouled with faeces and alive with fleas

Kafka wrote the long letter to his father in November 1919, when he was 36, gave it to his mother, his mother kept and read it then handed it back, saying it was best not to bother his busy father with it, and Kafka lacked the courage to hand it over in person, or post it.

Updike suggests it’s not necessarily Hermann’s fault that his super-sensitive son turned him into a psychological trauma, a monster, the unappeasable Judge.

It is Franz Kafka’s extrapolations from his experience of paternal authority and naysaying, above all in his novels The Trial and The Castle, that define the word ‘Kafkaesque’. Like ‘Orwellian’, the adjective describes not the author but an atmosphere within a portion of his work.

Updike brings out Kafka’s success as a professional man. He earned a Law Degree, had experience of merchandising through his father’s business, worked for thirteen years for the Workers’ Accident Insurance Institute for the Kingdom of Bohemia where his speciality was factory safety, and his reports were admired, trusted, and published in professional journals. He retired as Senior Secretary and a medal of honour ‘commemorating his contribution to the establishment and management of hospitals and rest homes for mentally ill veterans’ was in the post to him when the Austro-Hungarian Empire collapsed in 1918.

In other words Kafka’s daily engagement with the prose style of officialdom, of reports and studies and memoranda, go a long way to explaining the continual parody of officialdom and its prose mannerisms which we find in almost all his work.

Updike has a section touching on Kafka’s Jewishness and his interest in the history and practices of Jews. Kafka blamed his father for assimilating too well into Germanic society, for neglecting much of the family’s Jewish heritage, but he also wrote words about the ‘abolition’ of the Jews which were eerily prescient of the rise of the Nazis – although also, realistically, they were no more than a sensitive awareness of the fragile status of Jews even in Franz Joseph’s Austro-Hungarian Empire.

Despite all this Jewish self-awareness Updike brings out how Kafka’s characters are mostly Christian (Gregor Samsa’s family cross themselves and celebrate Christmas). This Christian character seems dominant in the novels and many of the stories. But when the stories become deep and allegorical, or where they go into the countryside and deal with peasants and pre-modern behaviour, I, personally, am unable to distinguish between rural folk tradition, and the other, separate tradition of Jewish heritage, folk tales and practices. I have to rely on Jewish commentators and critics to guide me.

Updike concludes by giving a very eloquent summary of the feel or vibe or mindset conjured up and described in the Kafka universe:

Part of Kafka’s strangeness, and part of his enduring appeal, was to suspect that everyone except himself had the secret. He received from his father an impression of helpless singularity, of being a ‘slave living under laws invented only for him.’ A shame literally unspeakable attached itself to this impression. Fantasy, for Kafka even more than for most writers of fiction, was the way out of his skin, so he could get back in. He felt, as it were, abashed before the fact of his own existence.

More than abashed. Horrified.
