The Solander Collection

OK, so what is the Solander Collection? In its own words:

Dedicated to the enjoyment and understanding of photographic art in all its forms, the Solander Collection has a special emphasis on international traditions, under-represented and forgotten artists, ethnic diversity, and women. The aim of the collection is to broaden the understanding of photography as inclusive and democratic.

Nearly all works are vintage (made within a few years of the negative) and include many rarities and ‘firsts’. It is a working collection, intended to be shared through exhibitions and publications. The collection is based in Oregon and California and is available to view by appointment, when it is not on public view. (About the Solander Collection)

It’s named after the Solander Box, the cloth-covered black box that museums use to store flat works in.

This exhibition

This exhibition at the Photographers’ Gallery displays over 130 works from the Solander Collection. They’ve been selected to make visitors “look again at well-known works by major artists, alongside forgotten greats, regional champions and unknown artists”. Here are curators Graham Howe and Phillip Prodger explaining.

Does it match up?

Does this exhibition match up to these brave words about diversity and inclusiveness? Well, yes and no. On the No side:

Still chronological

Although the curators claim to be eschewing chronology, the exhibition is still very chronological in feel. It starts with works from the very dawn of photography in the 1840s, when people used photos as the basis for fine art and painted over prints, or used the camera lucida as an aid to drawing, or when subjects were chosen to match the subjects of fine art and sculpture, for example the striking male nude included here by Charles Nègre.

It starts with the usual early pioneers such as William Henry Fox Talbot, Julia Margaret Cameron, Roger Fenton and Eadweard Muybridge. And then moves slowly forward through the decades of the nineteenth century before arriving at the explosion of Modernism around the time of the Great War.

So this is all reassuringly chronological and follows the same timeline as umpteen other history of photography exhibitions I’ve been to. The very fact that the curators feel compelled to call the exhibition ‘An alternative history‘ indicates how far they are from throwing off the shackles of chronology and arranging works by some other method. Why not call it ‘Selection from the Solander Collection’ and arrange the pieces in a genuinely non-linear, themed, or free associative manner?

Still very American-centric

Of the 130 or so pieces I counted 24 by American photographers, or about a fifth. There are also a lot from Europe, obvz, and then only a handful each from China, Japan, a few each from some south American countries, and about a dozen in total from Africa. So it may be more geographically diverse than your standard history of photography, but not as diverse as the actual world, the real world out there beyond Galleryland. In the real world the top half dozen nations are currently ordered by population thus:

  1. China 1.5 billion
  2. India 1.4 billion
  3. Africa 1.3 billion
  4. America 335 million
  5. Indonesia 280 million
  6. Pakistan 240 million

So, to be strictly ‘representative’, there ought to be four times as many photos by Chinese, Indian or African photographers as Americans. Another statistic is that America makes up 4.25% of the total world population so to be utterly ‘representative’ exhibitions of global art like this ought to have that amount of representation – whereas, of course, it’s nothing like that. America, with the imperial reach of its technological and commercial supremacy, is still the single most represented country.

The fact that Americans think it is an impressive achievement to feature handfuls of photographers from other countries tells you just how deep-grained American parochialism and chauvinism is, and how slavish the obeisance of British art and culture gatekeepers to American culture is that they unquestioningly, enthusiastically go along with America’s ongoing dominance.

Obscure photographers?

Well, yes, up to a point but maybe a third of the 100 exhibits were by famous photographers – the Victorians ones I’ve mentioned above, plus ‘legends’ like Ansel Adams, Diane Arbus, Robert Frank, Man Ray, Edward Weston, Rodchenko, and the fairly well known African studio photographer, Malick Sidibé.

On the Yes side:

More nationalities

Yes, there are works from Poland, Uzbekistan, Mali, Cameroon, as well as East Germany, Australian, Chile, Jamaica, Mexico, Singapore, Ukraine – nations you rarely see represented in any Anglo art exhibition. It does feel as if more nationalities are represented, albeit in nothing like the proportions they ought to be.

More obscure works

There are a number of anonymous works (particularly from the early period), odd or unexpected works like the studies using native peoples of John William Lindt; and, in the later part of the show, quite a few photos from what feel like obscure and overlooked photographers, from the under-represented countries mentioned above, Poland, Mali and so on.

The Western Gaze

More important/significant/telling is the curators’ inability to escape Anglocentric or Western notions of beauty or quality or the notion of ‘interest’ which they mention in the video. On my trips to Muslim countries, in my engagement with Chinese or Indian or Japanese art, I’ve realised that many other regions of the world have traditions and definitions and canons of ‘art’ utterly different, alien from, the Christian, white western ones I was brought up in.

Feminist curators and critics go on rather a lot about ‘the male gaze’. The phrase often appears on wall labels of numerous exhibitions. But I’m not sure I’ve read so much about ‘the Western gaze’, the way all western people bring very Western values and aesthetics and judgements to bear on all the art forms – music, sculpture, photography – we encounter outside our culture. Often it’s not even clear whether it is art, as we understand it; or some part of what we’d categorise as religious artifacts or cultural traditions or traditional practices.

The mindset whereby we want to take objects from their original location and categorise and label them and put them behind glass cases in antiseptic museums and galleries, that’s quite a Western way of thinking, specific to certain locations and times in Europe then America, and not necessarily fund in other cultures. (Rooms 1 to 5 at the British Museum, the long wood-panneled room on the right of the big central atrium, are devoted to describing the invention of the Western tradition of collecting, categorising and displaying precious artefacts. Visually, it’s the least sexy part of the British Museum but conceptually, maybe the most important: it’s an exploration of the origins of the entire concept of The Museum and The Collection.

In my opinion the curators of this exhibition have obviously made an effort, and have included works from a few more countries than you might expect; but they have come nowhere near throwing off the shackles of the Western Gaze and Western aesthetics, and so barely engaged with other ways of seeing.

The narrowing effect of photography

Then again, when it comes to photography, this may be because the technology and the form themselves such Western creations. Cameras, film and all the rest of the paraphernalia were invented, developed and improved in the advanced industrial nations of Europe and America (and Japan), and exported to other countries.

Maybe photography itself is an imperialist form, colonising the minds of everyone who uses it, co-opting them into modes of observation, alienation, categorisation and detached gazing, which are intrinsically Western.

Maybe to pick up a camera (or a phone with a camera in it i.e. pretty much every smartphone in the world) is to adopt an entirely Western technology and take on Western blinkers. Maybe, on this reading, it’s impossible for photography to be truly ‘diverse’ because, even though the person taking the photograph may be from Jakarta or Kinshasa or Shanghai, or an aborigine or native American, as soon as they pick up a camera they are infected, taken over, co-opted, colonised by the Western controlling, objective, alienating way of seeing. Just a thought…

Commentaries

Arguably, the single most important thing about this exhibition is the commentaries. The Solander Collection maintains a network of contributors in countries around the world, photographers but also critics and writers, and well over half (not all) of the photos in the exhibition are accompanied by fairly long wall labels, four or five thick paragraphs long, short essays –giving detailed information about how each photo was made, the photographer, the subject matter and so on.

if you read all of these commentaries it makes progressing around the two rooms which host the exhibition quite a slow business.

Selected works

So what did I like or what stood out for me? I’ll make a personal selection i.e. create my own networks of connections through the very varied corpus or body of work they’ve selected. To give it some structure I’ll base it on topic or subject matter.

African studio photography

Several African studio photographers are represented including the famous Malick Sidibé from Mali. Apparently the golden age of studio photography in West Africa was during the 1960s and early 70s i.e. the decade following independence from colonial rule.

Studio photographers used the conventions inherited from the West (the very idea of a studio; deeper than that, the very idea of a photograph) but gave it a style and swing, matching the newfound confidence of young urban types dressing according to new Africanised forms of fashion.

I’ve selected a pic by the less well-known Michel Kameni (1935 to 2020) from Cameroon. Apparently his photos are that bit less flamboyant than Sidibé’s, which you can see in the exhibition where examples of each guy’s work are place side by side. This example uses technical tricks to create a mirror image of the same woman, momentarily appearing as her own twin. Thus it is more mysterious and strange than Sidibé’s generally cool and confident but straightforward portraiture. What is the woman looking at us thinking? She’s a kind of African Mona Lisa.

Constructed photography

Oscar Gustave Rejlander (1813 to 1875) spent much of his own life in poverty and set out to document the lives of the poorest in society. But that’s not the most interesting thing here. The interesting thing is that this photo was constructed. Not just staged – as the girl in the foreground standing on a suspiciously clean street sweeping broom is – no, the entire backdrop, a waybill publicising an 1871 rally in Trafalgar Square against the match industry – was added to the photo of the girl. Or the photo of the girl was superimposed onto the background. Fascinating that right from the start photographs were subject to artificial intervention.

Documentary photography

Meaning recording the lives and practices of ordinary people. Or as the Tate website puts it:

a style of photography that provides a straightforward and accurate representation of people, places, objects and events, and is often used in reportage.

This is an apparently simple documentary photograph taken by Emilio Amero (1901 to 1976) recording a moment in a wedding celebration in Mexico. But this is a carefully curated photograph so it has depths which become clearer the longer you look.

Obviously, the woman is beautiful with a beguiling spiritual beauty which becomes more entrancing the more you look. But her dress is wonderful too, particularly the concatenation of metal necklace, pendant and ear-rings. And the bracelets on her right wrist. How beautiful she looks! And then – this is all happening in the street, far different from an English wedding in a crabbed and constricted English church. This is happening outside and, you realise, there seem to be loads of people in the background, some milling about but a row of figures on the left sitting down. Are all of these people here just for her wedding? How wonderful and sociable! How communal and shared and happy it looks. Which makes the look of concentration and seriousness on the young bride’s face all the more sweet, touching, foreboding, intense and magical.

Ethnographic photography

John William Lindt (1845 to 1926) was an interesting character (Wikipedia article). Born in Germany he travelled to Australia where he built a reputation as ‘a landscape and ethnographic photographer, early photojournalist, and portraitist’. This is one of 31 photos Lindt took of Gumbaynggirr and Bundjalung people in a book titled ‘Australian Aboriginals’ in 1874. There are all kinds of things going on in this charged image. Most obvious is the clash or tension between the staged background and props and the vivid presence of the woman and child. And cross-threading against that, the similarity to the great Christian image of the madonna and child which he’s posed them in.

The early photographers saw the technology as a way to copy, re-enact, reproduce the poses and subject matter of the fine arts, of the Old Masters of the European visual tradition. One of the most interesting things about photography is how long it took for its practitioners to realise it could represent the world in ways not limited to fine art precedents, it could depict the world as it is, and then the development by Modernist practitioners of realising photography was susceptible to techniques which broke with reality altogether to create forms unique to the technology, such as photomontage, solarisation and so on.

Feminist photography

The whole point of ‘feminist photography’ is it has many strands and many meanings. Here are two quotes which indicate what they have in common, namely the quest to overthrow gendered stereotypes and expectations.

Feminist photographers turned a medium used traditionally to reinforce gender norms into a powerful tool of transformation and emancipation, reimagining not only the possibilities of photographic self-expression, but also the kinds of subjects and environments thought to be deserving of aesthetic representation.

Photography became an important tool of second-wave feminism to critique the established visual conventions through which gender, sexual, racial, and class identities have been constructed.

This pair of photos by German photographer Annegret Soltau (b.1946) were made in 1975 and have no written commentary, leaving us free to interpret or make up our own meanings. I’d have thought the place to start is the way the myriad fine threads covering her face in the left-hand picture have been snapped in the one on the right. But it’s not as if this has been caused by her, for example, opening her eyes to symbolise awakening from her heteronormative slumber or opening her mouth to break the silence and express her truth etc. It’s less predictable than that. Something has snapped, but what has caused it, and what it means remain suggestive but mysterious.

Glum photography

Not exactly a happy couple, but the main thing about this photograph is that it was hand coloured, which explains the bright but somehow aged and faded tone of the pink shawl and yellow blouse. In one way this image links to the studio photos of the Africans, Malick Sidibé and Michel Kameni, displayed on the wall opposite – but it also links to the painted photo of the maharajah with tiger (see below) raising interesting questions about tradition and continuity.

Happy photography

‘Laugh, and the world laughs with you.’ Hard not to find these girls’ innocent mirth infectious. People from sometime in the 1970s and yet you feel an immediate deep contact with them, they could be a couple of girls giggling in gallery right next to me. Photography can do that, make unnerving links with people you know are long dead in places and cultures which have long ago vanished. If you’re feeling robust this can be wonderfully life-enhancing, expanding your sense of humanity. If you’re feeling tragic, it can give you a bad case of Weltshchmerz and loss. Où sont the giggling girls of yesteryear?

Historic photography

This is the first known photograph of a Chinese police unit, which began serving in Hong Kong shortly after its establishment as a British colony in 1841. The tut-tutting wall label reminds us that colonial police forces like this were strictly hierarchical, with British officers in charge, then Indians who could serve as sergeants or inspectors, then local, in this case Chinese people who could serve as constables or sergeants but weren’t allowed to rise higher.

This wasn’t a one-off by the photographer, Lai Fong (1839 to 1890). Lai “created a body of work that laid the foundation for the art of photography in China”. The wall label optimistically declares the Lai “offered a window into the pictorial traditions, history and social structures of the late Qing dynasty” but it’s not obvious that there’s anything particularly Chinese about this photo: the staging of the men and the draped curtains to either side strongly suggest the European, semi-classical visual conventions. This is what I meant, above, when I said that, possibly, photography is an intrinsically imperialist form. If Lai indeed did lay the foundations for photography in China he appeared to do so by importing entirely Western visual conventions.

Humorous photography

This piece by Austrian artist Valie Export (b.1940) is the biggest thing in the show and more or less the only one which made me laugh. I suppose it’s straight satire, 1970s satire on the identification of women with housework, using the cut-up collage techniques which people like George Grosz pioneered in the 1920s. Obviously it’s taking the mickey out of a thousand renaissance paintings which show a Madonna holding the Christ child, satirically replacing the baby with a hoover, symbol of 1970s women’s greatest care/oppression.

It is an example of photomontage which wasn’t that represented in the show. I can imagine a section of it could have been devoted to this technique, alongside works by Grosz or John Heartfield or other photomontageurs from other traditions making political/satirical points.

Or, at the same time or alternatively, it’s also possibly an example of ‘sculptural photography’ because the silhouetted 70s woman and hoover aren’t laid flat on the surface of the painting but are attached so as to be raised and physically distinct from the backdrop. Which is why the thing requires not a flat frame but more like a glass case to cater for the depth of the effect created.

Anyway, the classical painting in the background is Botticelli’s ‘Madonna of the Pomegranate’ (1487).

Modernist photography

Double exposure became a standard Modernist device. Mark Neven DuMont (1892 to 1959) was born in Germany but emigrated to England. His friend, the avant-garde painter and provocateur George Grosz, was a leading exponent of photomontage so the curators reckon that’s where DuMont got the idea to experiment with it himself. The wall label tells us that photomontage – using two or more camera negatives to create a composite image – is as old as photography; but the striking make-up of the female model and the geometric shape of the palm tree give it a very modernist, Art Deco feel.

If modernist visual forms (sculpture, painting, drawing as well as photography) have one thing in common it’s a love of sharp lines and geometric shapes. In contrast with gauzy impressionism, gloomy symbolism or scratchy expressionism, modernism loves slick lines and sharp angles. Almost everything in this photograph by the Brazilian photographer German Lorca (1922 to 2021) is precise and geometric: from the tiny regular squares of the paving to the straight seams of the concrete wall behind the two figures; the neatly pressed seams of the two men’s suits to the super-precise outline of the shadows behind them thrown by the hot tropical sun. It’s part of the hyper-modern effect that we don’t see the men’s face, which are turned away or hidden behind a newspaper, thus increasing the sense that this sidewalk drama is not about people but about the lines and energies of the modern city.

Motion photography

Eadweard Muybridge (1830 to 1904) is the famous pioneer of ‘motion photography’ which caught the imagination of artists and scientists around the (developed) world. In his studio he set up series of cameras in the same position or staggered along the course of the action he wanted to record, and then fired them off at intervals, experimenting with doing it closer or further apart.

The result was his famous sets of photos showing successive stages in dramatic actions. Once he’d nailed the technique he went mad and, between 1884 and 1886, produced 781 new sequences! The art of fencing is peculiarly suited to this process because it involves dramatic gestures and physical postures while the body itself doesn’t actually change position very much.

Naked photography

Lots of women artists and photographers in the 1970s and 80s thought it was a radical and subversive act to take their clothes off and stage happenings or interventions or performances featuring themselves naked, and record themselves for posterity. No doubt this was a radical, subversive and so on gesture in Russian-controlled communist Poland back in 1980. Forty-three years later it looks like a naked young woman in heels confronting a woman cop. What’s not to love?

It is a little disappointing, then, to learn that this scene never took place, but that the piece is in fact a photomontage, combining a shot Ewa Partum (b.1945) took of herself nude in the studio, superimposed on a straightforward snap of a cop in the street.

Döppelgängers always fascinate us and so we are taken by the dualistic oppositions suggested here, between the naked and the clothed, between authority and submission, between the ‘authenticity’ of the artistic naked woman with nothing to hide and the overdress authority figure encumbered with all the rigmarole of legal and physical repression (radio, handcuffs, baton, gun?)

(I appreciate this photo could also come under ‘feminist photography’ or ‘political photography’. But I’m enjoying making up frivolous headings and my own connections.)

Nature photography

Possibly my favourite photo of the 130 on display. I myself have taken lots of photos of trees, flowers, plants, lichen on stones and so on, but trees are special. I think trees are talking to us but so slowly, so very slowly, that we can’t slow down enough to hear what they’re saying. And so we chop them down and burn them, over vast areas, and will end up burning the entire planet in the process. Tant pis.

Meanwhile, this is just one of many studies the American photographer Paul Strand (1890 to 1976) took of driftwood, showing a profound feel for the shapes and twists and knots and gnarls which are created by this most beautiful of life forms. Although hyper-naturalistic in feel, capturing every fibre of the gnarled old wood, Strand’s studies like this at the same time suggest flowing zoomorphic forms and, if you’ve smoked a little dope, are gateways almost into another world, enabling the viewer to immerse themselves in the non-human world around us. Entirely naturalistic they are also like meditative states of mind.

Painted photography

Believe it or not this is a photo, taken about 1890 by an unknown photographer. It looks like a painting because the entire surface has been covered with a thick layer of pigment, so it is a painting: a photo-painting. Apparently this kind of embellishment or overwriting of a factual photographic base with an extravagantly idealised and Romantic backdrop and details was very common. It has a floridness we don’t associate with the European tradition and feels genuinely ‘other’.

This image links to the portrait of a couple from the 1970s shown above. Was this a distinctively Indian approach to photography? Did other cultures do the same kind of thing? Does it persist to this day? Be interesting to know more.

Soviet photography

In the heyday of the 1920s and early 1930s Soviet artists made some of the boldest, most radical art of the century in the name of the new society they were building. Alexander Rodchenko (1891 to 1956) specialised in taking photos from experimental and unconventional angles. This was called rakurs in Russian. The most powerful, impactful of these is looking up at the subject from below. This conveys a string sense of dynamism and energy which, when combined or attached to an image of a youth, conveyed just the sense of forward-looking, visionary, striding-into-the-future energy which Stalin and his commissars wanted. As the commentator points out, it also makes the figure look monumental, a photographic equivalent of all those huge statues of working men and women striding boldly into the brave Soviet future which used to litter communist cityscapes.

Street photography

Harold Cazneaux (1878 to 1953) became known for naturalistic studies of children, often taken outdoors. During and after the war there was an explosion of technical experimentation associated with modernism, plus a great surge in popular magazines which relied on evermore photos. Thus this photo was taken for a spread in The Home magazine. It’s what you could call soft modernism or popular modernism, in the sense that a) the focus is on the children’s faces, not the ostensible subject (the Punch and Judy show); b) it’s taken from a relatively low angle, a characteristic modernist trait, but not actually down on the ground. So it’s assimilated enough modernist tricks to be considered ‘modern’ and not rattle any cages.

Journey To A War by W.H. Auden and Christopher Isherwood (1939)

When we awoke early next morning the train was crossing a wide valley of paddy fields. The rising sun struck its beams across the surfaces of innumerable miniature lakes; in the middle distance farmhouses seemed actually to be floating on water. Here and there a low mound rose a few feet above the level of the plain, with a weed-grown, ruinous pagoda, standing upon it, visible for miles around. Peasants with water-buffaloes were industriously ploughing their arable liquid into a thick, brown soup.

Collectively, perhaps, we most resemble a group of characters in one of Jules Verne’s stories about lunatic English explorers. (p.104)

The Sino-Japanese War

In July 1937 – exactly a year after the start of the Spanish Civil War – Japan attacked China. It was hardly a surprise. In 1931 the so-called ‘Mukden Incident’ had helped spark the Japanese invasion of Manchuria (the large area to the north east of China, just above Beijing). The Chinese were defeated and Japan created a new puppet state, Manchukuo (setting up the last Qing emperor as its puppet ruler) through which to rule Manchuria.

Going further back, in 1894–1895 China, then still under the rule of the Qing dynasty, was defeated by Japan in what came to be called the First Sino-Japanese War. China had been forced to cede Taiwan to Japan and to recognise the independence of Korea which had, in classical times, been under Chinese domination.

In other words, for 40 years the rising power of militaristic, modernising Japan had been slowly nibbling away at rotten China, seizing Taiwan, Korea and Manchuria. Now the military junta in Tokyo decided the time was right to take another bite, engineered an ‘incident’ at the Marco Polo bridge on the trade route to Beijing, and used this as a pretext to attack Beijing in the north and Shanghai in the south.

Thus there was quite a lot of military and political history to get to grips with in order to understand the situation in China, but what made it even more confusing was the fact that China itself was a divided nation. First, the nominal government – the Chinese Nationalist Party or Kuomintang under its leader Chiang Kai-shek – had only with difficulty put down or paid off the powerful warlords who for decades had ruled local regions of China after the collapse of the Qing Dynasty in 1911.

But second, Chiang faced stiff competition from the Chinese Communist Party. The two parties had lived in uneasy alliance until Chiang staged a massacre of communists in Shanghai in 1927 which brought the tension between Chinese nationalists and communists into the open.

It was the three-way destabilisation of China during this period – warlords v. Nationalists v. Communists – which had helped Japan invade and take over Manchuria. Prompted by the 1937 Japanese attack the Nationalists and Communists formed an uneasy alliance.

Meanwhile, back in Europe, the great political issue of the age was the Spanish Civil War which began when General Franco led a military uprising against the democratically elected government in July 1936. Like many high-minded, middle class liberals, Auden and Isherwood both felt the time had come to put their money where their mouths were. Auden did actually travel to Spain in January 1937 and was there till March, apparently trying to volunteer to drive an ambulance in the medical service. Instead, red tape and the communists who were increasingly running the Republican forces apparently blocked him from getting a useful job. He tried to help out at the radio station but discovered its broadcasts were weak and there were no vacancies.

Frustrated and embarrassed, Auden was back in England by mid-March 1937. The long-term impact of the trip was his own surprise at how much it upset him to see the churches of Barcelona which had all been torched and gutted by a furious radical populace as symbols of oppression. Auden was shocked, and then shocked at his reaction. Wasn’t he meant to be a socialist, a communist even, like lots of other writers of his generation? The Spain trip was the start of the slow process of realisation which was to lead him back to overt Christian faith in the 1940s.

Also Auden saw at first hand the infighting on the Republican side between the communist party slavishly obeying Stalin’s orders, and the more radical Trotskyite and Anarchist parties who, later in 1937, it would crush. Later he paid credit to George Orwell’s book Homage To Catalonia for explaining the complex political manoeuvring far better than he could have. But watching the Republicans fight among themselves made him realise it was far from being a simple case of black and white, of Democracy against Fascism.

So by March 1938 Auden had returned to Britain, where he was uncharacteristically silent about his experiences, and got on with writing, editing new works for publication (not least an edition of his play The Ascent of F6 and Letters From Iceland).

Meanwhile, Christopher Isherwood was living in Paris managing his on-again, off-again relationship with his German boyfriend Heinz. And although he had accommodated Auden on an overnight stop in the French capital and waved him off on the train south to Spain, Isherwood hadn’t lifted a finger for the Great Cause.

Then, in June 1937, Auden’s American publisher, Bennet Cerf of Random House, had suggested that after the reasonable sales of his travel book about Iceland, maybe Auden would be interested in writing another travel book, this time travelling to the East. Isherwood was a good suggestion as collaborator because they had just worked closely on the stage play, The Ascent of F6 and had begun work on a successor, which was to end up becoming the pay On The Frontier. The pair were considering the travel idea when the Japanese attacked China, quickly took Beijing and besieged Shanghai.

At once they seized on this as the subject of the journey and the book. Neither had really engaged with the war in Spain; travelling east would be a way to make amends and to report on what many people considered to be the Eastern Front of what was developing into a worldwide war between Fascism (in this case Japan) and Democracy (in this case the Chinese Nationalists).

China also had the attraction that, unlike Spain, it wouldn’t be stuffed full of eminent literary figures falling over themselves to write poems and plays and novels and speeches. Spain had been a very competitive environment for a writer. Far fewer people knew or cared about China: it would be their own little war.

And so Auden and Isherwood left England in January 1938, boat from Dover then training it across France, then taking a boat from Marseilles to Hong Kong, via Egypt, Colombo and Singapore.

Journey to a War

Journey To A War is not as good as Letter From Iceland, it’s less high spirited and funny. There isn’t a big linking poem like Letter To Lord Byron to pull it together, and there isn’t the variety of all the different prose and verse forms Auden and MacNeice cooked up for the earlier book.

Instead it overwhelmingly consists of Isherwood’s very long prose diary of what happened to them and what they saw in their three months journey around unoccupied China.

The book opens with a series of sonnets and this was the form Auden chose to give the book poetic unity – sonnets, after all, lend themselves to sequences which develop themes and ideas, notably the Sonnets of Shakespeare, or his contemporaries Spencer and Sidney. There’s a collection of half a dozen of them right at the start, which give quick impressions of places they visited en route to China (Macau, Hong Kong). Then, 250 pages of Isherwood prose later, there’s the sonnet sequence titled In Time of War.

But instead of the bright and extrovert tone of Letters From Iceland, Auden’s sonnets are often obscure. They are clearly addressing some kind of important issues but it’s not always clear what. This is because they are very personal and inward-looking. Auden is clearly wrestling with his sense of liberal guilt. The results are rather gloomy. Spain had disillusioned him immensely. He went to Spain thinking the forces of Evil were objective and external. But his first-hand experience of the internecine bickering on the Republican side quickly showed him there is no Good Side, there are no Heroes. History is made by all of us and so – all of us are to blame for what happens. Travel as far as you want, you’re only running away from the truth. If we want to cure the world, it is we ourselves that we need to cure first.

Where does this journey look which the watcher upon the quay,
Standing under his evil star, so bitterly envies,
As the mountains swim away with slow calm strokes
And the gulls abandon their vow? Does it promise a juster life?

Alone with his heart at last, does the fortunate traveler find
In the vague touch of a breeze, the fickle flash of a wave,
Proofs that somewhere exists, really, the Good Place,
Convincing as those that children find in stones and holes?

No, he discovers nothing: he does not want to arrive.
His journey is false, his unreal excitement really an illness
On a false island where the heart cannot act and will not suffer:
He condones his fever; he is weaker than he thought; his weakness is real…

‘An illness on a false island’ which is clearly England, a place ‘where the heart cannot act’. The traveller is trying to escape himself but cannot and glumly realises ‘he is weaker than he thought’. Or the thumping final couplet of the sonnet about Hong Kong:

We cannot postulate a General Will;
For what we are, we have ourselves to blame.

Isherwood’s diary

Luckily, the prose sections of the book are written by Isherwood and these are much more fun. He keeps up the giggling schoolboy persona of the novel he’d recently published, Mr Norris Changes Trains (1935), he notes the way the Chinese pronounce their names Au Dung and Y Hsaio Wu, he sounds wide-eyed and optimistic. He hadn’t seen what Auden had seen in Spain, wasn’t struggling with the same doubts.

On February 28 1938 they leave Hong Kong by steamer for Canton and Isherwood finds everyone and everything hilarious. Look a Japanese gunboat! Listen, the sound of bombs falling! He has same facility for the disarmingly blunt image which he deploys in the Berlin stories. The mayor of Canton (Mr Tsang Yan-fu) is always beaming, has a face like a melon with a slice cut out of it. After dinner the Chinese general entertains them by singing Chinese opera, showing how different characters are given different tones and registers (‘the romantic hero emits a sound like a midnight cat’).

He refers to the whole trip as a dream and as a landscape from Alice in Wonderland – they expected Chinese people to behave as in a Gilbert & Sullivan opera and had rehearsed elaborate compliments, and are disarmed when they’re much more down to earth. The train journey on through Hunan province is boring, the tea tastes of fish, they amuse themselves by reading out an Anthony Trollope novel or singing in mock operatic voices.

But this sense of unreality which dogs them is simply because both of them didn’t have a clue what was going on, what was at stake, the military situation,  had never seen fighting or battle and weren’t proper journalists. They were privileged dilettantes, ‘mere trippers’, as Isherwood shamefacedly explains when they meet real war correspondents at a press conference (p.53).

In Hankow the Consul gives them Chiang, a middle-aged man with the manners of a perfect butler to be their guide. They attend the official war briefings alongside American and Australian journalists, they meet Mr Donald, Chiang Kai-shek’s military adviser, the German adviser General von Falkenhausen, Agnes Smedley, Madame Chiang Kai-shek herself, and with delight are reunited with Robert Capa, the soon-to-be legendary American war photographer who’d they’d met on the boat out. They attend traditional Chinese opera, which Isherwood observes with the eye of a professional playwright.

They catch the train to Cheng-chow which has been repeatedly bombed by the Japanese, capably looked after by their ‘boy’, Chiang. They are heading north on the train when they learn that Kwei-teh has fallen, nonetheless they decide to press on to Kai-feng. With them is an exuberant and seasoned American doctor, McClure, who takes them to watch some operations. They walk round the stinking foetid town. They go to the public baths which stink of urine. Then they catch a train to Sü-chow. And then onto Li Kwo Yi where they argue with Chinese commanding officers (General Chang Tschen) to allow them to go right up to the front line, a town divided by the Great Canal.

If you’ve no idea where any of these places are, join the club. I was reading an old edition but, even so, it had no map at all of any part of the journey. Which is ludicrous. The only map anywhere appears to have been on the front cover of the hardback edition, replaced (uselessly) by an anti-war cartoon on the paperback editions, and even this doesn’t show their actual route.

With no indication where any of these places are, unless you are prepared to read it with an atlas open at your side, Isherwood’s long prose text becomes a stream of clever observations largely divorced from their context. Even an atlas is not that useful given that Isherwood uses the old form of the placenames, all of which, along with most people’s names, have changed. Thus Sian, capital of Shen-si province, is now Xian, capital of Shaanxi Province, Sü-chow is now Suzhou, and so on.

We are intended to enjoy the surreal aspects of travelling in a deeply foreign land – the village restaurant which was papered entirely with pages of American tabloid magazines, and so covered with photos of gangsters and revelations about fashionable divorcees (p.126); or the expensive hotel in Sian whose menu included ‘Hat cake’ and ‘FF potatoes’ (p.141). Beheading is a common punishment because the Chinese believe a body needs to be complete to enter the afterlife. They meet lots of tough and brave American missionaries, mostly from the American south.

Finally, back in Hankow (Hankou) they become part of polite society again, are invited to a party of Chinese intellectuals, a party given by the British admiral and consul, where they meet the legendary travel writer Peter Fleming and his actress wife Celia Johnson, the British ambassador Archibald Kerr, the American communist-supporting journalist, Agnes Smedley (p.156). Fleming pops up a lot later at their hotel in Tunki, and is too suave, handsome and self-assured to possibly be real.

Militarily, Journey To A War confirms the opinions of the modern histories of the war I’ve read, namely that the Nationalist side was hampered by corruption, bad leadership and, above all, lack of arms & ammunition. When they retook cities which had been under communist influence the Chiang’s Nationalists realised they needed some kind of ideology which matched the communists’ emphasis on a pure life and so, in 1934, invented the New Life Movement i.e. stricter morals, which Madame Chiang politely explains.

Isherwood notices the large number of White Russian exiles, often running shops, come down in the world. This reminds me of the Russian nanny J.G. Ballard had during his boyhood in 1930s Shanghai, as described in his autobiography Miracles of Life.

From pages 100 to 150 or so our intrepid duo had hoped to approach the front line in the north and had crept up to it in a few places, but ultimately refused permission to go further, to visit the Eighth Route Army, and so have come by boat back down the Yangtze River to Hankou. Now they plan to travel south-east towards the other main front, where the Japanese have taken Shanghai and Nanjing.

On the Emperor of Japan’s birthday there is a particularly large air-raid on Hankow and they make themselves comfortable on the hotel lawn to watch it. The Arsenal across the river takes a pasting and they go to see the corpses. 500 were killed. Nice Emperor of Japan.

They take a river steamer to Kiukiang and stay at the extraordinary luxury hotel named Journey’s End and run by the wonderfully eccentric Mr Charleton. They catch the train from Kiukiang to Nanchang, stay there a few days, then the train on to Kin-hwa (modern Jinhua). Here they are horrified to discover their arrival has been anticipated and they are treated like minor royalty, including a trip to the best restaurant in town with 12 of the city’s top dignitaries.

Auden and I developed a private game: it was a point of honour to praise most warmly the dishes you liked least. ‘Delicious,’ Auden murmured, as he munched what was, apparently, a small sponge soaked in glue. I replied by devouring, with smiles of exquisite pleasure, an orange which taste of bitter aloes and contained, at its centre, a large weevil. (p.195)

They are taken by car to the town of Tunki. They try to get permission to push on to see the front near the Tai Lake, They have to cope with the officious newspaperman, A.W. Kao. This man gives a brisk confident explanation of what’s happening at the front. Neither Auden nor Isherwood believe it. Isherwood’s explanation describes scenes they’ve seen on their visit, but also hints at what Auden might have seen on his (mysterious) trip to civil war Spain. Auden is given a speech defining the nature of modern war:

War is bombing an already disused arsenal, missing it and killing a few old women. War is lying in a stable with a gangrenous leg. War is drinking hot water in a barn and worrying about one’s wife. War is a handful of lost and terrified men in the mountains, shooting at something moving in the undergrowth. War is waiting for days with nothing to do; shouting down a dead telephone; going without sleep, or sex, or a wash. War is untidy, inefficient, obscure, and largely a matter of chance. (p.202)

Peter Fleming turns up looking gorgeous, professional, highly motivated, speaking good Chinese. He attends briefings, manages the locals with perfect manners. They organise an outing towards the front, with sedan chairs, bearers, two or three local notables (T.Y. Liu, A.W. Kao, Mr Ching, Major Yang, Shien), Fleming is indefatigable. On they plod to Siaofeng, Ti-pu and Meiki. Here the atmosphere is very restless, the miltary authorities are visibly unhappy to see them, half their own Chinese want to get away. The spend a troubled night, with people coming and going at the military headquarters where they’ve bivouaced and, after breakfast, they give in to the Chinese badgering, turn about, and retrace their steps. Twelve hours later the town of Meiki fell to the Japanese. On they plod up a steep hillside, carried by coolies, and down the precipitous other side, down to Tien-mu-shan and then by car to Yu-tsien (p.229).

We stopped to get petrol near a restaurant where they were cooking bamboo in all its forms – including the strips used for making chairs. That, I thought, is so typical of this country. Nothing is specifically either eatable or uneatable. You could being munching a hat, or bite a mouthful out of a wall; equally, you could build a hut with the food provided at lunch. Everything is everything. (p.230)

Isherwood hates Chinese food and, eventually, Auden agrees. At Kin-hwa Fleming leaves them. It’s a shame they’ve ended up getting on famously. It’s interesting that both Auden and Isherwood initially were against him because he went to Eton. The narcissism of minor differences knows no limits.

They say goodbye to all the people they’ve met in Kin-hwa and set off by bus for Wenchow. They take a river steamer from Wenchow to Shanghai.

Arrival in Shanghai on 25 May signals the end of their adventures. They stay in the chaotic, colourful, corrupt city till 12 June. Fascinating to think that over in his house in the International Settlement, young James Graham Ballard was playing with his toy soldiers, dreaming about flying and laying the grounds for one of the most distinctive and bizarre voices in post-war fiction.

And Isherwood confirms the strange, deliriously surreal atmosphere of a Chinese city which had been invaded and conquered by the Japanese, who had destroyed a good deal of the Chinese city but left the International and the French Settlements intact. They attend receptions at the British Embassy, are the guest of a British businessman hosting high-level Japs.

There is no doubt Auden and Isherwood hate the Japanese, can’t see the flag hanging everywhere without thinking about all the times in the past four months when they’ve ducked into cover as Japanese bombers rumbled overhead and fighters swooped to strafe the roads.

This is the only section of this long book with real bite. Isherwood interviews a British factory inspector who describes the appalling conditions Chinese workers endure and notes that they’ll all be made much worse by the Japanese conquerors.

Schoolboys

It’s a truism to point out that the Auden Generation was deeply marked by its experience of English public schools, but it is still striking to see how often the first analogy they reach for is from their jolly public schools, endless comparisons with school speeches and prize days and headmasters.

  • Under the camera’s eye [Chiang kai-shek] stiffened visibly like a schoolboy who is warned to hold himself upright (p.68)
  • Mission-doctors [we were told] were obliged to smoke in secret, like schoolboys (p.88)
  • They scattered over the fields, shouting to each other, laughing, turning somersaults, like schoolboys arriving at the scene of a Sunday school picnic (p.142)
  • The admiral, with his great thrusting naked chin… and the Consul-General, looking like a white-haired schoolboy, receive their guests. (p.156)
  • [Mr A.O. Kao] has a smooth, adolescent face, whose natural charm is spoiled by a perpetual pout and by his fussy school-prefect’s air of authority (p.201)
  • Producing a pencil, postulating our interest as a matter of course, he drew highroads, shaded in towns, arrowed troop movements; lecturing us like the brilliant sixth-form boy who takes the juniors in history while the headmaster is away. (p.200)
  • The cling and huddle in the new disaster
    Like children sent to school (p.278)
  • With those whose brains are empty as a school in August (p.291)

The photos

At the end of the huge slab of 250 pages of solid text, the book then had 31 pages of badly reproduced black and white photos taken by Auden. In fact there are 2 per page, so that’s 62 snaps in all.

I don’t think there’s any getting round the fact that they’re average to poor. Some are portraits of people they met, notably Chiang kai-shek and Madame Chiang, Chou en-lai of the communists, and celebrities such as Peter Fleming the dashing travel writer and Robert Capa the handsome war photographer. A dozen or more named people, Chinese, missionaries and so on. And then lots of anonymous soldiers and scenes, the dead from an air raid, the derailed steam train, coolies in poverty, a Japanese prisoner of war, a Japanese soldier keeping guard in Shanghai, Auden with soldiers in a trench and so on.

Remarkably, few if any of these seem to be online. I can’t imagine they’re particularly valuable and their only purpose would be to publicise the book and promote Auden and Isherwood’s writings generally, so I can’t imagine why the copyright holders have banned them. If I owned them, I’d create a proper annotated online gallery for students and fans to refer to.

In Time of War

The book then contains a sequence of 27 sonnets by Auden titled In Time of War. In later collections he retitled them Sonnets from China. They are, on the whole, tiresomely oracular, allegorical and obscure. The earlier ones seem to be retelling elements of the Bible, Genesis etc as if recapitulating the early history of mankind. These then somehow morph into the ills of modern society with its bombers.

But one of them stands out from the rest because it reports real details and rises to real angry eloquence.

Here war is simple like a monument:
A telephone is speaking to a man;
Flags on a map assert that troops were sent;
A boy brings milk in bowls. There is a plan

For living men in terror of their lives,
Who thirst at nine who were to thirst at noon,
And can be lost and are, and miss their wives,
And, unlike an idea, can die too soon.

But ideas can be true although men die,
And we can watch a thousand faces
Made active by one lie:

And maps can really point to places
Where life is evil now:
Nanking; Dachau.

(Sonnet XVI from In Time of War)

Those last lines have stayed with me all my life. Nanking. Dachau. The darkness at the heart of the twentieth century.

Commentary

The last thing in the book is a long poem in triplets, from pages 289 to 301 and titled simply Commentary.

It’s a sort of rewrite of Spain, again giving a hawk’s eye view of history and society, the world and human evolution. It starts off describing what they’ve seen in Auden’s characteristic sweeping style, leaping from one brightly described detail to another, before wandering off to give snapshots of great thinkers from Plato to Hegel.

But at quite a few points voices emerge to deliver speeches. Then, on the last page, the Commentary becomes extremely didactic, ending with a speech by the Voice of Man, no less, the kind of speech he turned out by the score for his plays and choruses and earlier 1930s poems.

But in this context it seems inadequate to the vast and catastrophic war in China which they have just glimpsed, and which was to last for another seven years (till Japan’s defeat in 1945) and was itself followed by the bitter civil war (1945-48) which was only ended by the triumph of Mao Zedong’s communist party early in 1949.

The Japanese invasion of 1937 turned out to be just the start of a decade of terror and atrocity, and Auden’s response is to have the ‘Voice of Man’ preach:

O teach me to outgrow my madness.

It’s better to be sane than mad, or liked than dreaded;
It’s better to sit down to nice meals than nasty;
It’s better to sleep two than single; it’s better to be happy.

Ruffle the perfect manners of the frozen heart,
And once again compel it to be awkward and alive,
To all it suffered once a silent witness.

Clear from the head the masses of impressive rubble;
Rally the lost and trembling forces of the will,
Gather them up and let them loose upon the earth,

Till they construct at last a human justice,
The contribution of our star, within a shadow
Of which uplifting, loving, and constraining power
All other reasons may rejoice and operate.

It yet another of his prayers, deliberately personal in scale, addressed mostly to chums from public school, fellow poets, friendly dons and reviewers. It is calling on people who are already well-fed, well-educated and mostly decent chaps to be a bit more decent, if that’s alright. But ‘ruffling up your perfect manners’ wasn’t going to stop Franco or the Japs, Hitler or Stalin.

It is ironic of Auden to ask people to remove from their heads ‘impressive rubble’, which I take to mean the luggage of an expensive education in the arts – as that is precisely what he was going to use to make a living out of for the next 35 years and which was to underpin and inform all his later works.

And there are numerous small but characteristic examples of learnèd wit it here, such as when they light a fire which is so smokey that it forces them out of the room and Auden wittily remarks, ‘Better to die like Zola than Captain Scott’ (i.e. of smoke asphyxiation rather than from freezing).

In this respect the Commentary is another grand speech which, like the grand speeches in the plays he’d just written with Isherwood, was, in the end, addressed to himself. Once again, as with Spain, Auden has used a huge historical event to conduct a lengthy self-analysis.

Auden’s contemporary readers were impressed, as ever, by his style and fluency but, as ever, critical of his strange inability to engage with anything outside himself and, specifically, to rise to the occasion of such a massive historical event.

Half way through the text Isherwood tells a story about Auden’s complete conviction that the train they’re on won’t be shot at by the Japanese, whose lines they are going to travel very close to. Sure enough the train emerges on to a stretch of line where it is clearly visible from the forward Japanese lines, which they know to contain heavy artillery, and so they pass a few minutes of terror, petrified that the Japanese might start shelling any second. In the event, there is no shelling, and the train veers away to safety. ‘See. I told you so,’ says Auden, and Isherwood reflects that there’s no arguing with ‘the complacency of a mystic’.

It’s a joke at his old mate’s expense and yet I thought, yes – complacency – in Auden’s case complacency means undeviating confidence in his own mind and art to hold off, inspect and analyse. He creates a rhetoric of concern but it is nothing more than that, a poet’s rhetoric, fine to admire but which changes nothing.

And he knew this, had realised it during the trip to Spain, and had lost heart in the political verse of the 1930s. The pair returned from China via America, where all mod cons were laid on by his American publishers and Auden realised that here was a much bigger, richer, more relaxed, open, friendly and less politically pressurised environment in which to think and write.

He returned to England just long enough to wind up his affairs, pack his bags, then in January 1939 he and Isherwood sailed back to the States which would become his home for the next 30 years, and set about rewriting or suppressing many of his most striking poems from the troubled Thirties, trying to rewrite and then censor what he came to think of as his own dishonesty, pursuing a quest for his own personal version of The Truth.

The Penguin History of Modern China: The Fall and Rise of a Great Power, 1850 to the Present by Jonathan Fenby (2nd edition, 2013)

Westerners bore some blame for China’s plight, but the prime cause lay in the empire itself and its rulers. (p.94)

The bloodshed! The murders! The killings! The massacres! The public beheadings! The drownings! The executions! The torture! The mass rapes! The famines! The cannibalism! It’s a miracle China exists after so much death and destruction.

This is a huge book with 682 pages of text and on every page there are killings, murders, massacres, pogroms, famines, floods, executions, purges and liquidations. 150 years of murder, massacre and mayhem. It is a shattering and gruelling book to read.

An estimated 20 million died in the Taiping Rebellion which dragged on from 1850 to 1871. 20 million! Maybe 14 million died in the 8-year-war against Japan 1937-45. And then maybe as many as 45 million died during the chaotic thirty-year misrule of Chairman Mao!!!!

Throw in the miscellaneous other rebellions of the Taiping era (the Nian Rebellion, 100,000+ killed and vast loss of property), the Boxer Rebellion of 1900 (about 100,000 civilians and soldiers dead), the chaos of the Warlord Era (1916-28), immense losses during the long civil war between Nationalists and Communists (1927-49), and Fenby comes up with the commonly accepted figure that between 1850 and 1980 around 100 million Chinese died unnatural or unnecessary deaths.

100 million! The sheer scale of the killing, the torture and executions and butchery and burnings and beheadings and starving to death and burying alive is difficult to comprehend, and also difficult to cope with. Several times I lay the book down because I was so sickened by the butchery. Contemporary China is soaked in the blood of its forebears as no other country on earth.

Here’s a few examples from just the opening pages:

  • In 1850 Han officials massacred tens of thousands of Muslims in remote Yunnan (p.18)
  • When the Taiping army reached the Wuhan cities in 1851, it massacred the inhabitants. When it took Nanjing it ‘systematically butchered’ all the Manchu inhabitants (p.20)
  • The mandarin in charge of putting down the revolt in Canton boasted of having beheaded over 100,000 rebels and only lamented he couldn’t exterminate the entire class (p.22)
  • When the Xianfeng emperor died in 1861 he left the throne to a minor. A regency council was formed by a senior censor, Sushun. He was outwitted by the former emperor’s concubine Cixi, and was beheaded (the original plan had been to skin him alive) and two princes allied with him were allowed to hang themselves. (p.24) Can you imagine anything remotely similar happening at the court of Queen Victoria? Skinning alive?
  • 13 days after the death of the emperor, a gentry army took the river port of Anqing. The river was full of the headless bodies of rebels (p.26)
  • The silk city of Suzhou was held by 40,000 Taiping rebels. General Li Hongzhang besieged it and the rebel leaders surrendered. Li had all the leaders executed and half the defenders massacred, then the city was comprehensively looted (p.28)
  • When the poet and Taiping rebel leader Shi Dakai surrendered to save his troops from imperial forces, he himself was slowly sliced to death in the process sometimes translated as ‘death by a thousand cuts‘ (a form of punishment and torture commonly used in China until it was officially banned in 1905), and 2,000 of his troops were massacred (p.28)
  • The last engagement of the Taiping Rebellion was the imperial reconquest of the rebels’ capital at Nanjing in 1864. At least 100,000 rebels were killed in the three-day battle and the imperial army went on to massacre the entire population of Nanjing (p.29)
  • While the Taiping devastated the south, northern China was rocked by the Nian Rebellion with its snappy motto: ‘kill the rich and aid the poor’. (The more you learn, the more the disasters of Mao’s communism reveal their deep roots in Chinese tradition i.e. he was invoking and repeating well-established cultural practices.)
  • Having finally conquered the Taiping rebels, Qing imperial forces went north to exterminate the Nians, at first by surrounding and starving them. In one canton the population was reduced to eating the crushed bones of the dead and then to cannibalism. Then they were massacred (p.30).
  • In 1872 the leader of the rebellious Hui Muslims in Yunnan, surrounded in his capital Dali by imperial armies, swallowed an overdose of opium and had his corpse carried in a sedan chair to the imperial camp, where it was ceremonially decapitated. Then the imperial army launched a ferocious attack on Dali, an eye-witness claiming that not a single Muslim man, woman or child was left living, while the streets ran ankle deep in blood. The ears of the dead were cut off and more than 20,000 ears were sent in baskets to the court in Beijing. Any surviving women and children were sold as sex slaves (p.30)
  • Imperial general Zuo Zongtang besieged the leader of the anti-Qing rebellion in Gansu province, Ma Hualong, in his capital at Jinjipu. Having reduced the population to cannibalism, Zuo accepted the surrender of Ma before having him sliced alive, executing his son and officials, then massacring the town’s inhabitants, and burning it to the ground (p.31).

That’s just 13 pages out of 680. On and on it goes, the mind-boggling violence and cruelty – with murders, massacres, battles and pogroms, torture and beheadings, floods and famine on nearly every page.

The complete absence of democracy or debate

If the accumulated disasters ram home one bitter lesson, it is that Chinese politics and culture entirely lacked the ability to cope with dissenting voices and differing opinions. The Imperial system was based on total obedience. It was backed up by the phenomenally hierarchical philosophy of Confucius, in which everyone is subordinate to superiors and must obey (sons obey fathers, wives obey husbands etc).

From the court down, through the gentry class, the army, intellectuals and students – it was either Total Obedience or Total Rebellion, no middle way was possible because no middle way was conceivable. Mild dissent or liberal debate was – literally – incapable of being thought.

This top-down mindset was inherited by the Nationalist Party which imposed a sort of government over most of China between the wars – and then was repeated once again in the terrifying dictatorship of Mao Zedong from 1949 till his death in 1976.

The messy polyphony of Western democracies, with its satire, criticism, proliferating parties, all sorts of newspapers, magazines and outlets for opposition and dissent – with its free speech – was just one of the many things the Chinese despised about the West, and considered themselves loftily superior to.

Whether it was imperial China or Nationalist China or communist China: all Chinese disdained and mocked the uncultured buffoonery of western democracy.

And the result was war upon war upon war – your opponents weren’t guys you could just invite round for a beer and a chat about their demands and do deals with: they were ‘impious rebels’, ‘imperial running dogs’, ‘idolatrous demons’, ‘surrenderists’, ‘mountaintopists’ and so on.

On the evidence of this book China doesn’t appear to have much political theory. Instead it has a rich vocabulary of abuse based on one fundamental idea – he who is not with me is against me. Hence the litany of dehumanising insults used by all political players throughout this book which were designed to turn your opponents into non-human vermin who couldn’t be talked to, God no – who must simply be exterminated. And exterminated they were, on an industrial scale.

None of this changed when the empire fell in 1911: the Nationalists under Chiang Kai-shek carried on using the same language both about all their enemies (‘foreign devils’, ‘communist dogs’), while the communists went on, after 1949, to develop their own special language of abuse and dehumanisation.

As Fenby shows in excruciating detail, both Nationalists and communists not only massacred each other, but were riven by internal splits which led to pogroms and mass liquidations of their own sides. People couldn’t just agree to disagree (and what a beautiful achievement of English civilisation that phrase seems in this context): they felt compelled to exterminate the ‘capitalist roaders’ or ‘communist dogs’ on their own side.

For, as Fenby shows, from Tiananmen Square in 1989 to this day, the Chinese communist party leadership, despite having transformed their country into a peculiar type of state capitalism, is still incapable of managing dissenting voices and opinions. From mass movements like the Falun Gong, to the wishes of the Tibetan people kindly not to have their culture destroyed, to the Muslim separatists of Xinjiang, through to individual dissidents like the high-profile artist Ai Weiwei – there are no mechanisms for dialogue, there never have been: there is only the language of demonisation and total repression.

This utter inflexibility buried deep in the Chinese psyche, this inability of its leaders to tolerate any form of free speech, combined with an unbending sense of their own superiority and rectitude, is the enduring characteristic of Chinese leaders and one which has plunged their country again and again and again into bloodshed and terror on an unimaginable scale.

This book covers the 170 years from 1850 to the present. It feels like it skimps a bit on the earlier years – not telling me much more about the vast, calamitous Taiping Rebellion (1850-64) that I hadn’t learned from John Keay’s history of China – in fact it made me wonder whether there’s a good up-to-date history devoted to just the Taiping Rebellion, it’s such an extraordinary event.

So it’s only really in the 1870s and 80s that Fenby’s book hits its stride, the text becomes increasingly detailed, that you feel you are beginning to get to grips with the minutiae of the period, and to get a feel for the enormous cast of characters. In particular you get a good sense of how the later 19th century in China rotated around the figure of the cunning dowager empress Cixi and the constellation of young emperors and courtiers who circled round her.

As with Keay’s book, there is no point trying to summarise such a vast and complex history. Instead, I’ll give a basic timeline and then highlight a few of the thoughts and issues that arose.

China timeline

  • 1644 to 1912 Qing Dynasty Although the Qing rulers adapted quickly to traditional Chinese rule they were ethnically different from the majority of the native, Han Chinese, hailing from Manchuria in the north. This provided a pretext for all sorts of nationalist Han rebellions against Qing rule from the 1850s onwards. The later Qing emperors are:
    • Emperor Xianfeng (1850 – 1861)
    • Emperor Tongzhi (1861 – 1875)
    • Emperor Guangxu (1875 – 1908)
    • Emperor Xuantong (1908 – 1911)
  • 1850 to 1864 Taiping Rebellion – led by a religious zealot, Hong Xiuquan. Convinced he was Jesus’s younger brother, Hong whipped up his followers to expel all foreigners, which included not only westerners but the ‘alien’ Manchu dynasty. Wherever they triumphed, they massacred Manchus, and established a reign of terror based on countless public beheadings. The Taiping Rebellion was the bloodiest civil war and the largest conflict of the 19th century, and one of the bloodiest wars in all human history, with estimate of deaths ranging as high as 70 million, although more often set are a more reasonable 20 million. ‘Only’ 20 million.
  • 1894 to 1895 First Sino-Japanese War Fought over possession of Korea, until then a Chinese vassal state, to secure its coal and iron and agricultural products for Japan. The Japanese seized not only Korea but the Liaodong Peninsula and Port Arthur, within marching distance of Beijing, as well as the island of Taiwan.

  • 1898 The Guangxu Emperor’s Hundred Days’ Reform is stopped in its tracks and reversed by the Dowager Empress Cixi.

  • 1899 to 1901 The Boxer Rebellion – Han Chinese rose up against foreigners, the highlight being the siege of the Western embassies in Beijing.
  • 1911 Anti-Qing rebellions break out accidentally and spread sporadically across China with no single unifying force, just a wave of local strongmen who reject Qing rule.
  • 1912 The last Qing emperor abdicates – Temporary presidency of republican hero Dr Sun Yat-sen.
  • 1912-1915 presidency of General Yuan Shikai, a military strongman who works through a network of allies and placemen around the provinces. Power goes to his head and he has himself declared emperor of a new dynasty, before dying of blood poisoning.
  • 1916-1928 The Warlord Era – China disintegrates into a patchwork of territories ruled by local warlords, creating a ‘meritocracy of violence’.
  • 1919 May 4th – Student protests against the humiliating terms of the Versailles peace Treaty (China, who sent over 100,000 coolies to help the Allies, was given nothing, while Japan, who did nothing, was given all the territory previously held by the defeated Germany, including territory in the province of Shandong, birthplace of Confucius, creating the so-called Shandong Problem).
  • 1919 October – foundation of the Kuomintang (KMT) or Nationalist Party of China, a right-wing reaction against the pro-democracy 4th of May movement, which emphasised traditional Chinese values and, led by Chiang Kai-Shek in the 1920s and 30s, went on to form the nearest thing to a government China had, until defeated by the communists in 1949.
  • 1921 Inspired by the Fourth of May protests against imperialism and national humiliation, the Communist Party of China is formed with help from Russian Bolsheviks.
  • 1937 to 1945 Second Sino-Japanese War (see the book about it by Rana Mitter).

Themes and thoughts

Mass killing

Wow, the sheer scale of the the numbers who were killed. In the hundred and ten years from the Taiping Rebellion to the Cultural Revolution, maybe 100 million Chinese died unnatural deaths, actively killed or dying from avoidable starvation or drowning. The Taiping Rebellion itself was responsible for maybe 20 million deaths. The war with Japan caused another 14 million or so. Mao’s famine and general mismanagement maybe 45 million. 45 million.

Even what sound like fairly minor revolts in cities and towns, rural disturbances, seem to result in thousands of deaths almost every year. Every dozen or so pages Fenby quotes another western journalist arriving at the scene of another massacre by the Taiping rebels or Boxer rebels or warlord rebels, by the imperial forces or Muslim rebels, by the Nian or the nationalists or the communists – and finding the city razed to the ground and the river choked with corpses.

  • In 1895 James Creelman of the New York World finds Port Arthur devastated and the unarmed civilians butchered in their houses, the streets lined with corpses and heads stuck on pikes by the rampaging Japanese army (p.51).
  • In 1900 Richard Steel witnessed the aftermath of Boxer rebels’ attempt to take the foreign section of Tianjin, where they were mown down by Japanese and Russian soldiers, leaving the city in ruins and the river choked with Chinese corpses (p.90).

Brutality

Being made to kneel and have your head sliced off with a scimitar was a standard punishment for all sorts of crimes. As the empire crumbled and was subject to countless rebellions small and large across its vast territory, their suppression and punishment required an astonishing number of Chinese to chop each others’ heads off.

The Mandarin in charge of suppressing the Taiping Revolt in Canton boasted of having beheaded 100,000 rebels (p.22). During the 1911 revolution the new governor of Sichuan had his predecessor decapitated and rode through the streets brandishing his head (p.121).

Resistance to change

I was staggered by the absolute, dead-set determination from top to bottom of Chinese society to set its face against modernisation, industrialisation, liberalisation, democracy and all the other new-fangled ideas from the West, which it so despised. From 1850 to about 1980, all Chinese governments were determined to reject, deny, censor and prevent any incorporation of corrupt, decadent, capitalist Western ideas and techniques.

As John Keay remarked in his history, a central characteristic of the Chinese is an ingrained superiority complex – their leaders, from the emperor to Chaing Kai-shek to Mao, just know that China is the centre of the world and is superior to the whole of the rest of the world, all evidence to the contrary notwithstanding.

Fenby describes the late-imperial world as ‘a system which was not designed to accommodate, let alone encourage, change’ (p.38.) As the late 19th century reformer Li Hongzhang admitted in 1884:

‘Affairs in my country have been so confined by tradition that I could not accomplish what I desired.’ (p.41)

The first railway in China, built by the British in Shanghai, was bought by the local council who had the rails torn up and the station turned into a temple. Railways interfered with feng shui and local customs, they brought in foreign devils. Like every other western innovation – i.e. like every single aspect of the modern world – they were resisted hammer and tongs by Chinese at all levels. As an edict from the Guangxu Emperor’s Hundred Days’ Reform put it, China was afflicted by:

‘the bane of the deeply-rooted system of inertness and a clinging to obsolete customs.’ (p.67)

Reformers were always in a minority, within the court itself, let alone in a country overwhelmingly populated by illiterate peasants. Which explains why it took China about 100 years – from the 1880s when it began to grasp some of the implications of capitalism – until well into the 1980s, to even begin to implement the basics of economic and technological reform.

Fenby’s immensely detailed picture takes account of the endless war, violence and conflict China was caught up in. But what comes over most strongly is the way Chinese of all ranks and levels of education didn’t want it – western ‘democracy’, ‘free speech’, competition, egalitarianism, innovation, entrepreneurism, disruptive technologies.

Foreign devils

Rana Mitter’s book about the China-Japanese war contains a surprising amount of anti-western and anti-British feeling and he frequently refers to the ‘unequal treaties’ of the nineteenth century between European powers and a weakened China, but since his book is about the war of the 1930s, he doesn’t give a lot of detail.

Fenby’s book by contrast covers exactly the period of ‘unequal treaties’ (where European countries took advantage of China’s weakness to get her to sign away rights to trade, to give foreigners legal immunity from any kind of wrongdoing, handed European countries entire treaty ports like Hong Kong and Macau) gives a lot more detail, and really drills home why the century from 1840 to 1940 was a period of sustained national humiliation for the Chinese – it is in fact known as ‘the century of humiliation’ or ‘the hundred years of national humiliation’.

Basically, Westerners imposed an unceasing stream of treaties designed, initially, to create special trading cantonments on the coast, but which one by one encroached further inland, ensured Westerners were exempt from Chinese law (in effect, free to do what they wanted) and could force trade with the Chinese on unfavourable and biased terms.

Moreover, there were so many foreign nations each scrambling to get a piece of the action in China – most obviously trading basic commodities but also competing for the broader opportunities which opened up later in the 19th century, for example, building railways or setting up banks.

I hadn’t realised how many western countries queued up to get their slice of the action. I knew about the usual suspects – Britain with its powerful navy, and France encroaching up from its colony down in Indo-China i.e. Vietnam-Laos. But Bismarck’s unification of Germany in the 1870s announced the arrival of a new, more brutal competitor who was determined not to miss out in either Africa or China.

And Fenby makes clear that, more than all the others, the Chinese feared neighbouring Russia because of its steady expansion into Manchuria and the North of China:

The British, French and Germans were a constant irritant, but the Tsarist empire and its communist successor represented a much greater territorial threat to China. p.31

And above all, the Chinese should, of course, really have been most scared of Japan, another ‘divine empire’, which turned out to be by far its worst destroyer.

I was startled when Fenby gives the process the overall title ‘the Scramble for China’, since this is a term usually reserved for the European ‘Scramble for Africa’ – but as he piled example on example of the countless unequal trading deals, the intimidation of Chinese authorities with gunships and punitive armed raids by European armies, I came to realise how true it was, how carved up, humiliated and exploited China became – and so why getting rid of foreigners and foreign influence came to be such a dominating strand in the mindset of early 20th-century Chinese intellectuals and revolutionaries.

The ratcheting effect

A key element of the unequal treaties was the way each of the European nations was able to out-trump the others… and then all the others demanded parity. Some German missionaries were harmed in a remote province? Germany demanded reparations and increased trading rights. At which the British, French, Russians and Americans all demanded a similar ratcheting up of their rights and accessibility. Some British merchants were attacked in Canton? The British sent in gunboats, demanded reparations and the rights to entire industries – and all the other European nations then demanded parity or they’d send in their gunboats.

So it went on with an apparently endless ratcheting up of the legal and commercial privileges and the sums of cash demanded by the rapacious Europeans.

Unequal treaties

  • 1839 to 1842 The First Opium War leading to the 1842 Treaty of Nanjing – granted an indemnity and extraterritoriality to Britain, the opening of five treaty ports, and the cession of Hong Kong Island
  • 1844 The Treaty of Whampoa between France and China, which was signed by Théodore de Lagrené and Qiying on October 24, 1844, extended the same privileged trading terms to France as already exacted by Britain
  • 1845 The Treaty of Wanghia between China and the United States, signed on July 3, 1844 in the Kun Iam Temple.
  • 1856 to 1860 The Second Opium War pitting the British Empire and the French Empire against the Qing dynasty of China.
  • 1858 – British attack on Canton after Chinese sailors were arrested aboard a ship carrying the British flag. British houses were burned and a price put on the heads of foreigners. British forces secured Canton. British and French forces attacked Tienjin, the coastal area east of Beijing. The westerners marched on Beijing and burned down the emperor’s Summer Palace (1860), among the looters being Charles Gordon, later to make his name at Khartoum. In the final peace treaty the allies were paid a large indemnity, trading concessions and Russia was given 300,000 square miles of territory in the far north!
  • 1884 to 1885 The Sino-French War, also known as the Tonkin War, in which the French seized control of Tonkin (northern Vietnam).
  • 1895 Treaty of Shimonoseki ending the first Sino-Japanese war cedes to Japan Taiwan, the Pescadores islands and the Liaodong Peninsula, along with an indemnity of 16.5 million pounds of silver as well as opening five coastal ports to Japanese trade.

Fenby’s account makes vividly and appallingly clear the treadmill of endless humiliation and dismemberment which educated Chinese felt their country was being remorselessly subject to. And the hypocrisy of the Western nations who went on about ‘democracy’ and ‘human rights’, while all the time lining their pockets and showing no morality whatsoever.

Western advantages

All that said, the Chinese needed the West and Fenby (thankfully) paints a nuanced and complex picture. Just as not all Chinese were pigtailed ignoramuses, so not all Westerners were hypocritical exploiters. A shining example is Robert Hart, an Ulsterman from a poor family, who rose to become the head of the China’s Customs Service, just one of many Westerners employed by the imperial court for their (Western) knowledge and expertise. Hart ran the service from 1863 to 1911 and transformed it from a corrupt, antiquated and inefficient sinecure into a well-run organisation which ended up being one of the main contributors to imperial finances. He became a byword for honesty and dependability, and was awarded a number of China’s highest honours.

Hart’s story reminds us that it is a complicated world, then as now, and that many Westerners made significant contributions to China, establishing a range of businesses, banks, building railways, developing areas of the economy. If there was a lot of shameful gunboat diplomacy, there was also a lot of genuine collaboration and contribution.

Fleeing to the West

It is also notable the number of times that native Chinese reformers, dissidents, disgraced court officials and so on fled to the European ports to find sanctuary. Here they found law and order, cleanliness and hygiene which, if not perfect, were vastly superior to the dirt, zero plumbing and violence of their native China.

In 1912, as revolutionary violence swept China, many members of the Imperial court took refuge in the foreign compounds. After the Tiananmen Square ‘Massacre’ of June 1989, as many of the student leaders as could manage it fled abroad, most ending up in America, for example prominent student leader Chai Ling who went on to head up a successful internet company. Plus ca change…

The Japanese

‘As we entered the town of Port Arthur, we saw the head of a Japanese soldier displayed on a wooden stake. This filled us with rage and a desire to crush any Chinese soldier. Anyone we saw in the town, we killed. The streets were filled with corpses, so many they blocked our way. We killed people in their homes; by and large, there wasn’t a single house without from three to six dead. Blood was flowing and the smell was awful. We sent out search parties. We shot some, hacked at others. The Chinese troops just dropped their arms and fled. Firing and slashing, it was unbounded joy. At this time, our artillery troops were at the rear, giving three cheers [banzai] for the emperor.’

Multiply this several million times to get the full impact of what it meant to be a neighbour of Imperial Japan in the first half of the twentieth century: Korea, Manchuria, mainland China all benefited from Japan’s goal of building a glorious Asian empire. This is described at great length in Rana Mitter’s history of the China-Japanese war and there are regular scenes of such stomach-churning violence as to make you want to throw up your last meal.

Maoist madness

The madness of the Mao Zedong era is described in my reviews of Frank Dikotter’s book:

But Fenby dwells at length on the paranoia and crazed whims of the Great Helmsman, with results that eclipse the horrors of the late Qing Empire. The famine which resulted from his Great Leap Forward policy (1958 to 1962) resulted in anything from 30 to 55 million deaths. And that’s before the separate category of deaths actively caused by the security forces implementing their brutal policy of forced collectivisation. Madness on an epic scale.

Plus ça change…

Countries are like people, they rarely change. The modern history of Chinese history is a fascinating case study. Again and again Fenby points out that certain patterns of behaviour recur and recur, the most notorious being the attempt to impose reform of Chinese society from the top, reform which threatens to get out of hand, and then is harshly repressed, followed by a period of harsh control. As predictable as a, b, c.

Thus his description of a) the attempted reforms of the Guangxu Emperor in 1898, which b) began to get out of hand c) were brought to an abrupt halt by the power behind the throne, the Dowager empress Cixi, eerily pre-echo a) Mao’s unleashing of revolutionary change from above in the Cultural Revolution b) which by the 1970s even the Mad Helmsman realised was getting out of hand and c) so he repressed.

Or the way the a) very mild liberal reforms begun by Deng Xiaoping in the 1980s led to b) the unpredictable outburst of student protests in Tiananmen Square which the party hierarchy tolerated for a few weeks before c) brutally suppressing it. a, b, c.

To this day the rulers of China daren’t institute anything like real democracy because they know the chaos they would unleash, they remember the history of the Warlord Era, indeed the terrifyingly violent 20th century history history this book describes. Maybe such a vast and varied terrain, containing so many ethnicities and levels of economic development, can still only be managed by a really strong central authority?

And the more you read and learn about the Chinese history of the past century – the more you sympathise with them. Fenby’s long and gruelling narrative ends with the repeated conclusion that China’s rulers are as repressive as ever – indeed, given the arrival of the internet, they are able to practice surveillance and social control of their populations which previous dictators could only have dreamed of.

And yet they are all too aware that they are sitting astride a bubbling cauldron of vast social inequality, political corruption, popular resentment, ethnic division (most obvious in Tibet and Xinjiang but present among a hundred other ethnic minorities), and the pressures and strains caused by creating a dynamic go-head 21st century economy controlled by a fossilised, top-down, 20th century Leninist political structure.

This is an extraordinarily insightful and horrifying book. Anybody who reads it will have their knowledge of China hugely increased and their opinion of China and the Chinese irreparably damaged.

Towards the Flame: Empire, War and the End of Tsarist Russia by Dominic Lieven (2015)

Towards the Flame is a diplomatic history of imperial Russia in the years 1905 to 1920. By diplomatic history, I mean a detailed – a really detailed – account of the men who ran Russia’s Foreign Ministry and its embassies (with sometimes a nod to the heads of the army, navy or other government ministers), their policies, debates and disagreements.

We are given pen portraits of Russia’s premiers, foreign and finance ministers, and key ambassadors to London, Paris, Berlin, Vienna and beyond and the guts of the book is a history of their diplomacy – the papers and memos they wrote laying out Russia’s strategies – the information they gathered about rival nations’ aims and goals – the assessments each nations’ military attaches made about their rivals’ readiness for war.

(For example, Lieven examines position papers like the brilliantly prescient memorandum the former head of secret police, Petr Durnovo, gave Tsar Nicholas in February 1914, which said that the biggest risk of a prolonged war was that it would trigger a massive social and political revolution (p.304).)

In intricate detail Lieven builds up a picture of the web of political and diplomatic intrigue which took place in the crucial run-up to the Great War, not only between nations, but within nations, as ruling elites were riven by conflicting strategies and visions, by political and personal rivalries, subjected to pressure from often rabidly nationalistic newspapers, and harassed by a series of international crises which repeatedly threatened to plunge the continent into war.

In Lieven’s account the question is not, ‘Why did the First World War happen’, but ‘How did they manage to put it off for so long?’

Like many historians of twentieth century Europe, Lieven tells us he has benefited enormously from the opening of Russian archives after the fall of the Soviet Union. He has obviously used the opportunity to track down pretty much every diplomatic telegraph and memo and report and study written by all the key ambassadors, Foreign Ministers, the Tsar and his prime ministers, during these fateful years, and his book presents an excellent summary and contextualising of them.

This is what gives the book its character and distinction. At every crux – for example, over the Bosnian Crisis of 1908 – Lieven briefly tells us what happened on the ground (his book deliberately skips over purely military details, just as it skips over detail of the assassination of Archduke Ferdinand – all this can be found in thousands of other sources) in order to analyse the attitude of the Russian Foreign Ministry.

Lieven details disagreements in overall strategy between the Foreign Minister, his Deputy, the Finance Minister, the Tsar and the Tsar’s unofficial advisers (like his uncle, Grand Duke Nicholas, leader of the so-called ‘Panslavic tendency’).

Lieven gives us summaries of the reports and recommendations coming in from the embassies in London, Paris, Berlin and Vienna, as well as opinions from the Russian officials on the ground in the Balkans: Count so-and-so reports back on a conversation with the King of Bulgaria, Prince such-and-such writes a long summary of the political situation in Serbia.

Lieven explains:

  • how each of these varying opinions fit in with their authors’ visions of what Russia is or could be (over the course of the book we get to know most of these diplomats and get a sense of their individual capacities and opinions)
  • how they fit in with conflicting views in the Russian elite about whether Russia should be allying with France and Britain, or with Austria and Germany
  • how the reports map onto the enduring belief in Russian elite opinion that Russia’s ‘history destiny’ was to conquer the Turks, take Constantinople and become leader of the world’s Slavic peoples
  • how they affect ongoing debates in the Russian government about whether Russia should be focusing its energies and resources to the East, to settle Siberia, or should cleave to its traditional role in the European balance of power

And so on. It is a deep, deep immersion into the small, densely populated and fiercely argued world of pre-war Russian government officials, and particularly the men of the Russian diplomatic service, who managed Russian foreign relations in the buildup to the war.

World War One an eastern war

Lieven opens his book with a bold claim: Contrary to all Western writing on the subject, the First World War was not a western but an east European war, triggered by events in eastern Europe, exacerbated by rivalries between east European empires, and with seismic consequences across east and central Europe.

So his focus in this book is on Russia and the East and his aim is to reorientate our thinking away from France and the Somme, towards the Eastern powers and the problems they faced, which he proceeds to describe in absorbing detail.

His core focus is Russian history 1905 to 1920, but to even begin to understand this period you have to range back in time by about a century, as well as comparing Russia’s imperial problems with the challenges faced by other countries further afield, as far away as America and Japan.

The balance of power

The backdrop to all this – the worldview of the time – is the diplomatic and military game which dominated the world for the century leading up the Great War, and the idea of a balance of power.

At the Congress of Vienna in 1815 the victorious Allies who had defeated Napoleon tried to parcel out Europe’s real estate to ensure that no one power could ever again secure domination over the continent (pp.120, 124).

The 1848 revolutions, the Crimean War (1853-6), the Franco-Prussian War (1870), unification of Germany (1870), the unification of Italy (1871), the spread of nationalism, the spread of the industrial revolution – all these events were processed by the leaders of every European nation insofar as they affected this will o’ the wisp, this fictional entity – the balance of power.

Every large nation was kept on constant tenterhooks about whether the latest little war in the Balkans, or the bids for independence by Hungary or Bulgaria or the Czechs, whether the Austrian alliance with Germany, or the Russian alliance with France, or Britain’s influence over Ottoman Turkey, would affect the balance of power.

And not only nations were concerned. Every nation contained factions, ruling parties, opposition parties and, increasingly, ‘public opinion’, which had to be taken into account.

(It is one of the many ironies of history that the spread of literacy, education and ‘civil society’ i.e. newspapers and a free press, which is so assiduously promoted by liberals, in actual fact, in the event, tended to encourage rabble-rousing nationalism. The press in Serbia comes in for special criticism for its ferociously nationalistic warmongering, but the panslavic Russian newspaper, Novoe Vremia, was so consistently anti-German that the authorities in Berlin singled it out as a prime cause of the poisoning of German-Russian relations, pp.215, 220, 289.)

One of the few critics of the entire balance of power idea was Baron Roman Rosen (Russian minister to Tokyo during the Russo-Japanese War, posted to Washington, then served on the Tsar’s Council of Ministers until 1917). Rosen thought that, far from creating a secure basis for peace, the so-called balance of power had merely created two armed camps which lived in constant fear of each other (p.138). As you read on in the book you can’t help agreeing with Rosen’s view. Lieven himself appears to agree, stating that the problem with the diplomacy of the 1900s was it was armed diplomacy, with the constant threat of violence behind it. This is what made it so inherently unstable – the slightest misunderstanding threatened to escalate into Armageddon (p.339).

Age of empires

It was an age of empires – the British empire, the French empire, the German Reich, the Austro-Hungarian empire, the Ottoman empire and the Russian empire. But Lieven’s book is at pains to make you put aside the traditional Anglophone notion of ’empire’ as power exerted over black and brown people far overseas in Africa and Asia. He is concerned with the great land empires of Austro-Hungary, the Ottomans and Russia, the empires which were mostly land-locked and had to expand, if at all, into territory contested by the other empires.

It was a zero sum game, meaning that Russia could only gain territory at the expense of the Ottomans or the Austrians; the Austrians, when they formally annexed Bosnia Herzegovina in 1908, did so at the cost of the humiliation of Russia, which considered itself to have a special leading role in the Balkans. And both Russia and Austria expected to seize or annex territory at the expense of the failing Ottoman Empire.

In fact it was almost an age of super-empires, for around 1900 there was a lot of chatter from journalists, writers, commentators and even politicians from the larger nations about consolidating themselves into ethno-religious power blocs.

What does that mean? An example is the way the hugely popular British politician Joseph Chamberlain proposed to create a new federation out of the white nations of the British Empire, bringing together Canada, Australia and New Zealand into a confederation with the UK, creating a free trade organisation, bringing their laws into harmony, to create a ‘British white empire-nation’ (p.21).

On an even bigger scale, some Brits and Yanks fantasised about bringing America into this union, to create a massive trading, political and military bloc – the Anglosphere.

(This is the background to a lot of Rudyard Kipling’s writings at the turn of the century, his marriage to an American, his friendship with America’s buccaneering Teddy Roosevelt, president from 1901 to 1909, his hopes for a union of white English-speaking peoples. This explains conservative support for the Boer War, because the Boers were seen as a backward people who were blocking Cecil Rhodes’ great vision of a corridor of white imperialist rule running the length of Africa, from Cape Town to Alexandria. They imperialists had a vision, not of power for its own sake, but for the union of white English-speaking peoples to bring economic development and liberal civilisation to the non-white world.)

For their part, diplomats and statesmen in both Germany and Austria continued to speculate about a merger between the two countries to create a Greater Germany, something which had been debated since Bismarck had wondered whether to bring Austria into, or leave it outside, his project for a United Germany in the 1860s. Gross-Deutschland would then, of course, want to reclaim the German-speaking populations of the Czech lands and of Poland.

The other continental powers were well aware that this tendency to expansion was a powerful strand in German political thought (and, of course, it was revived by the Nazis with their claim for Lebensraum which led them to invade first Poland, then the Soviet Union 25 years later).

The price of failure And all the empires were nervously aware of what happened if your empire failed. They had before them the woeful examples of the Ottoman empire and, further away, the Chinese Qing empire, both of which were visibly falling to pieces. (Interestingly, Lieven uses the phrase ‘scramble for China’, which I don’t think I’d heard before, saying that if the 1880s saw a scramble for Africa, the 1890s saw a ‘scramble for China’.)

So everyone could see what happened to a failing empire. The great powers imposed unequal trade treaties on you, humiliated your government, annexed the tastiest parts of your lands, dismissed your culture and traditions. Total humiliation. China was probably the most humiliated: Russia and Japan signed conventions in 1910 and again in 1912 agreeing to divide ‘spheres of interest’ in China’s north-east borderlands (p.195).

None of these rulers could see forward a hundred years to our happy European Union of liberal democracies. The only alternative they could see in their own time to building up strong, aggressive empires was total collapse, anarchy and humiliation.

In the age of high imperialism, there was nothing strange in Austrian arrogance towards lesser breeds. In this era, Anglo-American Protestants most confidently stood at the top of the ladder of civilisation and looked down on everyone. The Germans were climbing the ladder fast, but their sense of superiority still lacked the confidence of their British rivals and could be all the more bruising as a result. The Russians knew that they stood well down the ladder of civilisation in Western eyes, which helps to explain many undercurrents in Russian culture and society of the time.  By despising and measuring themselves off against the weak, barbarous and un-Christian Turks, they in turn asserted their membership in the world’s exclusive club of European, civilised great powers. (p.208)

Hence the stress, hence the anxiety in so many of their calculations. It was a dog-eat-dog world. It was win, or be eaten alive.

Russian rearmament reflected a desperate search for security and status born of a deep sense of weakness and humiliation. (p.226)

But then, running counter to all these trends to expand and build up empires, the latter half of the 19th century was also the age of nationalism. In his epic biography of Karl Marx, Gareth Stedman Jones shows in detail how the virus of nationalism was spread by the troops of Napoleon’s army to the Rhineland of Marx’s boyhood, and the rest of Germany. The French revolutionary armies took it everywhere as they tramped across Europe in the early 1800s, telling peoples and ethnic groups that they should be free.

The struggle for Greek independence in the 1820s was an early example of the trend which was eclipsed by the massive central European struggles for the unification of Germany and Italy which dominated the mid-century.

But it was only in the second half of the nineteenth century that the spread of industrial technology led to the dissemination of at least basic education and literacy to more remote populations, and that the growth of interest in folk stories, languages and traditions among newly educated intelligentsias helped to foment ‘independence’ and ‘nationalist’ movements among the smaller nationalities – the Czechs, the Bulgarians, the long-suffering Poles, the Ukrainians and, fatefully, among the squabbling peoples of the Balkans.

Nationalism was, to use the Marxist notion of the dialectic, the antithesis to the thesis of imperialism. One bred the other. Throughout the second half of the nineteenth century nationalisms popped up all across Europe as a result of the civilising impact of their imperial rulers, but which threatened to undermine the great land empires, continually jeopardising the famous balance of power.

So, the central political problem of the age for the administrators of empires was – how to handle the nationalist demands for independence which threatened to undermine the homelands of empire.

Ireland Lieven takes the unexpected but illuminating example of Ireland. Irish Home Rule from the 1880s onwards was so bitterly opposed by the British Conservative and Union Party because the British elite was well aware how relatively small and fragile the homeland of the global British empire – i.e. the four nations of the British Isles – really was. Knock away one of the four legs supporting the table and maybe the whole thing would collapse.

Austro-Hungary It is one of the many insights thrown up by Lieven’s book that he applies the same logic to the Austro-Hungarian Empire and the Balkans. In the late 19th century virtually all the European nations clambered on the bandwagon of empire building, seeing it as the only viable way to maintain economic and political equality with the leading nations, France and Britain. Hence the ‘scramble for Africa’ in which even little Italy and puny Spain took part (claiming Libya and the north of Morocco, respectively).

Thus even landlocked Germany managed to seize some choice parts of Africa (German South West Africa, Cameroon, German East Africa).

But Austro-Hungary was not only landlocked but – having lost territory in Italy and France in the 1870s – its rulers were struggling to hang on to what they’d got, struggling to manage the rising tide of Czech nationalism in the borderlands with Germany on the north, and the bickering of Balkan nationalities (Bosnians, Croats, Serbs) at the south-east fringe of Europe (p.205).

(Lieven quotes the opinion of Alexander Giers, ambassador to Montenegro, that there was little to choose between the Serbs, the Greeks, the Bulgarians and the Romanians: ‘They all hate each other’, quoted p.142).

Permanently anxious about her alliance with Germany, and permanently twitchy about the presence of the huge Russian Empire on her borders, the Austrians felt about the Serbs something like the British felt about the Irish. And reacted with just the same over-violence born out of prolonged stress and anxiety, as the British did to the Irish.

Serb nationalism Thus when Serb nationalists assassinated Archduke Ferdinand in July 1914, hawks in the Austrian government thought it would make an excellent opportunity to crush little Serbia’s bid for independence and put paid to bickering in the Balkans once and for all. Show them who’s boss. Make the Austrian empire secure for a generation.

This is just one of the many insights and fruitful comparisons thrown up Lieven’s deliberately non-Anglocentric perspective.


Russia

The majority of Lieven’s content is about Russia. He takes you swiftly by the hand through the highlights of the previous two hundred years of Russian history – Peter the Great (1682-1725), Catherine the Great (1762-96), Napoleon and 1812, Crimean War (1853-56), the emancipation of the serfs (1861) – Russia’s geographical resources and economic and political development – and shows how parties or factions naturally and logically arose from the specific Russian situation.

Court and country parties

For example, Lieven explains the fundamental fact that there were ‘court’ and ‘country’ parties in Russian government. The court party surrounded the young, inexperienced and shy Tsar Nicholas II. Sophisticated St Petersburg liberals, they thought Russia should welcome Western influences, Western industrialisation, Western technology and Western values. They promoted alliance with France and Britain. (p.106)

By contrast, the ‘country’ party despised Petersburg intellectuals, half of them had foreign (often German) names or Jewish ancestry, for God’s sake! The country party were based in Moscow, good old patriotic, heart-of-Russia Moscow (p.129). They thought the Tsar should reject western values. They thought Russia should ally with the most powerful nation in Europe, Germany, and her handmaiden, Austria. (p.70)

Some of the country party subscribed to various shades of ‘Slavophilia’ i.e. the notion that Russia was special, had a special Orthodox culture, a special social system, a special ruler etc, and so should emphatically reject all Western ideas and the Western route to ‘modernisation’, which were corrupt, decadent and irrelevant to Russia’s special traditions.

Another major thread of ‘Slavophilia’ was the notion that the Slavic Russians should support their Slav brothers in the Balkans, the peoples of Serbia or Bulgaria, defend and lead the noble Slavic inheritance.

Onwards to Constantinople

A complicated mix of motives kept the issue of Constantinople bubbling at the top of the agenda. One was religious-ethnic. Some Russian thinkers thought that Russia had a historic destiny to sweep through the Balkans and recapture Constantinople from the weak and failing Ottoman Turks. This would:

  1. Unite all the Slavic peoples of the Balkans, reviving and glorifying Slavic culture.
  2. Allow Constantinople to be reborn as a great Christian capital, as it had been until conquered by the Turks as recently as 1453. It would be a symbolic rebirth of the ‘second Rome’ of Byzantium to rank alongside the ‘third Rome’ of Moscow.

Less quixotic than these millennial religious fantasies, hard-headed military men also thought a lot about Constantinople. Russia possessed the largest territory in the world, with immense land, people and resources. And yet it was prevented from projecting that power outwards, unlike all the nations on the ocean e.g. Britain, France, Spain, Holland, and especially America, sitting astride the two great oceans.

(The importance of naval power was crystallised in the widely-read contemporary book by American theorist Alfred Mahan, summarised on page 160).

Russia possessed three big fleets and naval ports – in the Baltic, at Vladivostok in the far Pacific East, and at Crimea in the Black Sea – but all of them were problematic. The Baltic was nearest to homeland Europe but was frozen for half of the year, and egress was blocked by Germany and Denmark. Vladivostok was too far away from the European centres of power.

All thoughts were therefore focused on the Black Sea, where Russia’s main shipyards were, and on the Crimea, which was the base for a large, modern naval fleet.

Yet it was a permanent irritation to the Russian military that this fleet was blocked up in the Black Sea, prevented from sailing through the Dardanelles and into the Mediterranean. The subtle way round this perennial problem was to negotiate alliances and pacts with the other European powers to bring pressure to bear on the Ottoman controllers of the Dardanelles to allow the Russian fleet out to patrol the high seas and claim her rights as a Great Power.

The not-so-subtle approach was to launch the umpteenth Russo-Turkish War, march on Constantinople and seize the Straits, solving the problem once and for all. After all – as Lieven points out in a thought-provoking comparison, the British had bullied their way to seizing Egypt and the Suez Canal in 1882, and the Americans had created the country of Panama in 1903 solely in order to build a canal joining the Pacific and Atlantic, both empires acting in unashamed self-interest.

The only catch being that the major European nations would probably pile in to stop Russia – as they had during the disastrous Crimean War when Britain and France came to Turkey’s aid against aggressive Russian incursions into Ottoman territory.

All of these ‘country’ party ideas – Pan-Slavism, conquering Constantinople – were deprecated by the ‘court’ party, who thought they were:

  • low and vulgar, usually whipped up by rabble-rousing nationalist newspapers
  • contrary to Russia’s true interests – Russian peasants and workers couldn’t give a damn about Constantinople
  • and anyway, Russia’s course was best left to the professional, aristocratic diplomats like themselves, who knew best

Nonetheless, Russian leaders of all parties looked on with dismay as British ascendancy over the Turks, which had lasted into the 1880s, was slowly replaced by the influence of Germany, which sent soldiers to train the Turkish army and engineers to build a railway from Berlin to Baghdad. (As Lieven points out, the Germans were the only European power who had not at some stage tried to seize Ottoman territory – you can see how this might work in their favour in Istanbul.)

(And, of course, Turkey would end up joining the side of the Germans in the Great War. With the result that the Allies in 1915 themselves took up the Constantinople Question, floating the possibility that Russia would be encouraged to take the city. Prince Grigorii Trubetskoi was even named the future Russian commissar of the city. Wheels within wheels.)

West or East?

Another school of thought, and advisers, recommended leaving the complex problems of Europe to sort themselves out, and focusing on what Russia already possessed, namely the vast extent of Siberia and the East – a policy which, after the Revolution, would come to be known as ‘Eurasianism’ (p.143).

It was under Nicholas II that the great Trans-Siberian Railway was built. Proponents of an Eastern policy pointed out that Siberia had huge untapped natural resources, it just needed:

  • the infrastructure to join up the tens of thousands of settlements scattered across this vast waste of steppe and tundra
  • the emigration of settlers into the vast empty spaces
  • the creation of new towns and cities
  • the harvesting of the country’s natural and human potential

Given peace in the troublesome West, given enough time, the Eurasian party believed that Russia could develop its economy and resources enough to compete with Germany, even compete with America, to become a truly great power.

The Russo-Japanese War 1904-5

All of these hopes came crashing down when Russia came into conflict with the new, aggressive and confident Japanese Empire in 1904 and was badly beaten. Beaten for a number of reasons – their army was big but badly trained and under-equipped, the navy had to steam all the way from the Baltic to the Far East, by which time the major land battles had already been lost, and in any case it was then comprehensively trashed by the much better-led Japanese navy.

Defeat rocked all the traditional pillars of Russian society. The Tsar was personally blamed, the Army and Navy looked like fools, even the Orthodox Church which had blessed the war as a ‘crusade’ was made to look powerless and irrelevant.

The war gave rise to a revolution whose specific trigger was when troops fired on a protest march in Petersburg on 22 January 1905, which went down in folklore as ‘Bloody Sunday’, and rebellion, mutiny, strikes and insurrection spread like wildfire across the country.

The revolution was, in the end, only quelled when the Tsar issued the October Manifesto of 1905 which pledged major political reforms such as the creation of a parliament – called the Duma – with elected representatives, plus land and industrial reforms. The strikes ended, the agrarian disturbances subsided, the mutinies were crushed – but to many, even committed supporters of the Romanov Dynasty, the clock was ticking.

Towards the flame

Believe it or not, everything I’ve just summarised is all just the introduction to the book’s core and is covered off in just the first 100 pages or so. If you recall, the text’s main focus is on the period 1905 to 1920, i.e. beginning after the Russo-Japanese War and the 1905 revolution.

Having set the scene and established many of the enduring themes of Russian politics and diplomacy in the first hundred pages or so, Lieven now goes into very great detail about the personnel, the men who manned the key roles in the Russian government – Foreign Ministry, Finance Ministry, Army, Navy and so on. These men’s backgrounds, their families and family connections, their beliefs and the policies they pursued are all described in a long chapter titled The Decision Makers (pages 91 to 181).

Lieven gives pen portraits of the main diplomats, their careers and their views, including:

  • Count Vladimir Lambsdorff, Foreign Minister to 1906
  • Count Alexander Izvolsky, Foreign Minister 1906 to 1910, architect of the alliance with Britain
  • Sergey Sazonov, Foreign Minister from November 1910 to July 1916 i.e. during the crisis of 1914
  • Pyotr Stolypin, Prime Minister of Russia and Minister of Internal Affairs from 1906, who tried to counter revolutionary groups and pass agrarian reforms, until he was assassinated in 1911
  • Prince Vladimir Meshchersky, editor of the Monarchist newspaper, Grazhdanin, the only paper Tsar Nicholas read, an unpopular reactionary
  • Count Vladimir Kokovtsov, who replaced Stolypin as Prime Minister of Russia from 1911 to 1914
  • Count Sergei Witte, Finance Minister 1892 to 1903, Chairman of the Committee of Ministers 1903 to 1905, first Prime Minister of Russia 1905-6 during which he designed Russia’s first constitution – an intelligent businessman who thought Russia needed a generation of peace to blossom
  • Prince Grigorii Trubetskoi, epitome of liberal imperialists and the panslavic policy, head the Near Eastern Department of the Foreign Ministry, which was responsible for Balkan and Ottoman affairs 1912-14 i.e. at the heart of the 1914 crisis
  • Baron Roman Rosen, 1903 ambassador to Tokyo, ambassador to USA 1905, State Council of Imperial Russia 1911-17 – who believed Russia should forget Constantinople and the Balkans and focus on developing Siberia and the East
  • Alexander Giers, Consul General in Macedonia, Press Council 1906, who saw at first hand how unreliable and unpredictable the Balkan Slavs were and warned that the Serbs were manipulating Russia into backing them against Austria
  • Nikolai Hartwig, Russian ambassador to Persia (1906–1908) and Serbia (1909–1914), a strong pro-Slav, sometimes described as ‘more Serbian than the Serbs’

Lieven then gives similar treatment to the main military leaders of the period – heads of the army and navy, major military thinkers, their dates, relationships and the often bitter in-fighting between them for resources and about strategy.

Having established a) the deep themes or concerns of the Russian state and its ruling elite, and having b) described in some detail all the key personnel, all the ‘decision makers’ of the period – Lieven then takes us through the years leading up to Armageddon, with chapters devoted to:

  • the emergence of the Triple Entente 1904-9
  • the sequence of crises 1909-13, being:
    • The First Moroccan Crisis, 1905–06 – Germany challenged France’s control of Morocco – worsening German relations with both France and Britain
    • The Bosnian Crisis 1908 – Austro-Hungary annexed Bosnia and Herzegovina, which had been under its sovereignty since 1879 but which infuriated the Serbs and Pan-Slavic nationalism in the region
    • The Agadir crisis in Morocco, 1911 – the French sent troops into Morocco, angering the Germans who sent a gunboat to Agadir, eventually backing down but the crisis cemented the alliance between France and Britain
    • The Italo-Turkish War 1911–12 – Italy invaded what is today Libya but was then a province of the Ottoman Empire. Nobody came to Turkey’s aid, showing that Turkey was now friendless – which meant that land grabs in the Balkans would be unopposed – i.e. the delicate balance of power had vanished
    • The First Balkan War October 1912 to May 1913 in which the Balkan League (the kingdoms of Bulgaria, Serbia, Greece and Montenegro) defeated the Ottoman Empire and seized almost all of Turkey’s territory in Europe
    • The Second Balkan War June to August 1913, in which Bulgaria, dissatisfied with the settlement of the first war, attacked Greece and Serbia, and also managed to provoke neighbouring Romania, all of whom defeated Bulgarian forces, forcing it to concede territory to all of them
  • the crisis of 1914
  • The First World War and the Russian Revolution

Some thoughts

The backwardness and repressiveness of Russia bred a special kind of fanatic – extreme socialists or anarchists – who thought they could bring about change through strategic assassinations.

Russia was riddled by extremist political factions for the fifty years before the revolution, and plagued by the assassinations of high officials. As Lieven points out, it is no coincidence that the Russian aristocracy and gentry produced the two greatest anarchist thinkers of the nineteenth century, Prince Peter Kropotkin and Mikhail Bakunin (p.119)

But the entire strategy of assassination was almost always counter-productive. It is a great irony that the assassins who murdered Tsar Alexander II in 1881 did so just as he was about to authorise a set of liberal laws. His successor, Alexander III, was an old-style, clumsy, bearish, paternal reactionary who inaugurated thirty years of repression, thus condemning Russian radicals to decades of arrest, Siberian imprisonment and exile, and polarising the intelligentsia even further.

The view from the upper classes

Lieven is posh. From Wikipedia we learn that:

Dominic Lieven is the second son and third child (of five children) of Alexander Lieven (of the Baltic German princely family, tracing ancestry to Liv chieftain Kaupo) by his first wife, Irishwoman Veronica Monahan (d. 1979).

He is the elder brother of Anatol Lieven and Nathalie Lieven QC, and a brother of Elena Lieven and distantly related to the Christopher Lieven (1774–1839), who was Ambassador to the Court of St James from Imperial Russia over the period 1812 to 1834, and whose wife was Dorothea von Benckendorff, later Princess Lieven (1785–1857), a notable society hostess in Saint Petersburg.

Lieven is ‘a great-grandson of the Lord Chamberlain of the Imperial Court’ of Russia.

He was privately educated at Downside School, the famous Benedictine Roman Catholic boarding school.

Having just read Edmund Wilson’s long study of the communist tradition, and Engels’s powerful pamphlet Socialism: Utopian and Scientific, my head is full of revolutionary thoughts about the industrial proletariat and about the way the ruling classes everywhere use repressive ‘ideologies’ to keep the exploited in their place, ideas like ’empire’ and ‘tsar’ and ‘religion’, ‘honour’ and ‘duty’ and ‘fatherland’.

There is little of that Marxist sensibility present in Lieven’s book. Lieven takes it for granted that there were empires and that they were ruled by an extraordinarily privileged aristocratic elite. I’m not saying he’s naively in favour of them. But he takes them on their own terms. This became obvious during the long, sometimes pretty boring chapter, about the Decision Makers. Prince so-and-so of the court party was related to Count so-and-so who took a slavophile line, while his cousin, the archduke so-and-so was more a supporter of the policy of eastern expansion. And so on for a hundred pages.

In a way typical of prewar European diplomacy, the Foreign Ministry and Russian diplomacy were a nest of the aristocracy and gentry. The nest was very, very small: in 1914, there were fewer than two hundred men of all ages who had passed the diplomatic exam and in principle were eligible for mainstream posts. (p.119)

Later he points out the importance of notions of honour to the Russian aristocracy, and the vital importance of remaining a great power to the entire diplomatic, military and political leadership.

But to the ordinary Russian, these concepts were all but meaningless. The Russian ruling classes thought that, when push came to shove, the masses would demonstrate their love for the Tsar and for Mother Russia and the Great Pan-Slavic Cause, but they were wrong, so wrong.

Exciting the Russian masses about Constantinople or their Slave brothers proved an impossible task. In 1909, Grigorii Trubetskoy’s brother Prince Evgenii Trubetskoy wrote that only someone who believed Russia to be a ‘corpse’ could imagine that when it stood up for its honour and the Slav cause against Germany, there would not be a surge of ‘powerful and elemental patriotism’.

The First World War was to prove him wrong. (p.131)

What makes it puzzling is that the Russian elite had already had the test drive of the 1905 revolution in which they should have learned that far from rallying to the cause of Mother Russia, peasants and workers all across the country rose up against the court, the aristocracy, the police, the Church and everything the elite believed in.

For me the big question is, ‘How was the Russian ruling elite able to persist in their obtuse ignorance of the true nature of the country they were living in?’

Without doubt the tiny coterie of men Lieven describes made up the diplomatic and foreign policy elite, and their decisions counted, and it was the clash of their policies and ideas which made up ‘debate’ in the ruling elite and determined Russia’s strategy through the decade of crises leading up to 1914.

Without doubt this is precisely the point of Lieven’s book, to give an unprecedentedly detailed account of the sequence of events 1905 to 1920 from the Russian point of view, explaining the key personnel and their ruling ideas and concerns and how they reacted to, and created, events.

In this aim the book doubtless succeeds and can’t help impressing you with the depth of its research and the thoroughness of its analysis.

But it feels so airless, so claustrophobic, so oppressively upper class. Clever, well educated, sensitive and sophisticated though the Russian ruling class so obviously are, you can’t help cheering when the enraged workers storm their palaces and throw all their fancy paintings and porcelain out into the street.

To put it another way –  as Lieven himself does half way through the book – the Russian ruling élite believed its own ideology, defined itself in terms of its preposterously unreal, disconnected value system – forged its identity in terms of Russian dignity and nobility and honour and the need to remain an Empire and a Great Power.

So they were staggered when they discovered that the overwhelming majority of the Russian people didn’t give a toss about these fantasies, was incapable of defending them, and eventually rebelled against them.

In a nice detail, Lieven tells of a German officer during the Great War, whose job was to debrief Allied prisoners of war. He discovered that the French and British soldiers had a clear sense of what they were fighting for, but the Russian soldiers didn’t have a clue. Pan-Slavism – what was that? Controlling the Turkish Straits – what were they? Preserving the European Balance of Power – what on earth was that?

The over-educated, incestuous, airless narrowness of Russia’s elite condemned itself to extinction.

Victoria’s Wars by Saul David (2006)

The 2nd Europeans, 31st and 70th Regiments of Native Infantry drove the enemy from their cover with great slaughter. I only saw one European amongst the dead; at least a part of one. He was a sergeant of the 2nd Europeans; his cap, grog bottle, and his head was all we saw. There was a letter in the cap, but I could not make out any of it, for it was saturated with blood.

This book is unashamed good fun, intelligent, gripping, informative and horrifying by turns.

Victoria’s Wars: The Rise of Empire consists of 400 pages of lucid and compelling prose which retell the rattling stories of the British imperial conflicts during the 24 years between Queen Victoria ascending the throne in 1837 and the death of her much-beloved husband, Albert, in 1861. The period is sometimes referred to as the ‘Dual Monarchy’ and saw the size of the British Empire almost quintuple in size from 2 million to 9.5 million square miles. But this didn’t happen peacefully: the British Army fought 30 or so campaigns during this relatively brief period. David explains this book will cover the two major and the nine medium-sized wars of the period. That’s a lot of fighting.

David disarmingly admits in the Author’s note that he first got addicted to the thrill and swashbuckling adventure of Britain’s early Victorian imperial wars from a boyhood reading of George MacDonald Fraser’s Flashman novels. When he came to research the period as a mature historian, he discovered that Victoria and Albert had more say in some of these conflicts than had previously been reported.

And so he had the idea of interweaving his accounts of these (pretty well-known) imperial conflicts with the key events in the lives of the royal couple: how Victoria inherited the throne (in 1837), her coronation (in 1838), her wooing and wedding to Albert (February 1840), and then their periodic interventions in politics through till Albert’s death in December 1861.

So a central thread of this narrative is the surprisingly detailed interest the royal pair took in Britain’s imperial conflicts. David quotes the letters which show Victoria being surprisingly critical of her governments for the way they (mis)managed both the Crimean War and the Indian Mutiny, and the other conflicts of the period.

The early Victorian wars

The wars are:

  • First Anglo-Sikh War (1845 to 1846)
  • Second Anglo-Sikh War (1848 to 1849)
  • Second Anglo-Burmese War (1852 to 1853)

  • Indian Mutiny (1857 to 1859)

The nature and scope of these ‘wars’

This is essentially a military history, not a political or diplomatic or strategic or cultural history. These accounts take us right into the guts of the fighting and this approach, as always, has numerous benefits.

For a start they make it clear what ‘war’ actually means in each instance, in terms of geographic location and strategic intention. I’ve never really read in detail about the Crimean War before, and so was surprised and enlightened to learn that Britain and France, for a start, need never have fought it at all.

The conflict arose because the Czar insisted on bullying Turkey into granting authority over all Christians in the ailing Ottoman Empire to Russia. The Turks vacillated between agreeing with Russia or giving in to France who, under Napoleon III, also wanted control of the Turkish Christians, and Britain, who saw the whole thing as yet another pretext for Imperial Russia to extend her power south and take control of the entire Black Sea, thus threatening Britain’s supply lines to India.

If the allies had managed to pull Austria into the alliance of France, Britain and Turkey this would probably have sufficed to make Russia back off, but instead, while the diplomats wrangled, Russia sent her armies into the Balkans to besiege strategic towns there with a view to marching on Constantinople. Britain and France decided Russia must not only be threatened out of the Balkans but taught a lesson. This lesson, it was decided, would be the seizure of Russia’s main military port in the Black Sea, Sevastapol on the Crimean Peninsula.

That was it. That was the aim of the Crimean War: to teach Russia a lesson by seizing Sevastapol. But the allies landed 20 miles away to the north of the port, took ages to get all the equipment ashore, slowly marched to the city and then dithered about attacking – all of which gave the defenders of Sevastapol time to create awesome defences around it, thus setting the stage for a long and bloody siege which dragged on through the cruel Russian winters in which thousands of men slept in mud and water and snow and, not surprisingly, died like flies from cholera when the hot summer came.

What a miserably mismanaged cock-up. The three battles I’d heard of – at the River Alma, Inkerman and Balaklava – were all subsidiary battles fought only to achieve the main goal, seizing Russia’s only warm water port.

We are used, in our time, to the Total Wars of 1914 to 1918 and 1939 to 1945 and so tend to think of ‘war’ as something pursued on an epic scale, fought to obliterate the opponent. It is thought-provoking to read about ‘wars’ of much more limited geopolitical, geographical and military scope, fought with much smaller numbers, using much more primitive weapons and with much more limited, diplomatic aims.

Blow-by-blow eye-witness accounts

The second feature of a military history like this is its detailed, blow-by-blow description of the actual fighting, the battles and encounters, feints and charges and stands. (David’s book is graced with lots of charming hand-drawn maps – perfectly clear but in a whimsical deliberately archaic style – maps of the whole country affected, and then detailed maps of specific battles. These are vital.)

Thus David’s account of the ill-fated Kabul expedition, or the Crimea, or the Sikh Wars or the Mutiny, are studded with eye-witness accounts, scavenged from letters, journals, diaries and official battle reports, which take the reader right into the sweat and fury of battle.

Again and again we read the specific actions of named individuals and their vivid, terrifying descriptions of fighting off Pathan warriors with swords, parrying Russian soldiers with bayonets, of rushing walls and stockades or helping comrades under fire.

The following is from the account of Private Wightman of the 17th Lancers describing how the survivors of the Charge of the Light Brigade, disorientated and riding back through dense smoke, veered by mistake up the sides of the valley only to encounter Russian infantry:

My horse was shot dead, riddled with bullets. One bullet struck me on the forehead, another passed through the top of my shoulder; while struggling out from under my dead horse a Cossack standing over me stabbed me with his lance once in the neck near the jugular, again above the collar bone, several times in the back, and once under the short rib; and when, having regained my feet, I was trying to draw my sword, he sent his lance through the palm of my hand. I believe he would have succeeded in killing me, clumsy as he was, if I had not blinded him for the moment with a handful of sand. (quoted on page 233)

I guess this sort of thing is not for everyone but if you’re a certain sort of boy or man then you’ll find these hyper-detailed accounts of combat thrilling and exciting. ‘Why do men fight?’ girlfriends have asked me over the years. For the simple reason that it is the most exciting thing a man can experience – or a certain sort of man, at any rate.

One example can stand for thousands: here is the young British officer Garnet Wolseley describing the feeling of standing on the battlefield shouting for volunteers to help him charge a well-defended enemy stockade in Burma in 1853.

Wolseley could see the numbers of the Burmese above their stockade, urging the British on with shouts and gesticulations. Once again he experienced the thrill of the charge as adrenalin coursed through his veins. ‘The feeling is catching,’ he wrote; ‘it flies through a mob of soldiers and makes them, whilst the fit is on them, absolutely reckless of all consequences. The blood seems to boil, the brain to be on fire.’ (p.169)

Or here is Lieutenant E.A. Noel of the 31st Foot describing the exhilaration of charging the Sikh artillery at the Battle of Ferozeshah on 22 December 1845. The battle was:

‘murderous, but glorious, the excitement of charging right into the mouth of the guns you cannot conceive.’ (quoted p.101)

Most of the common infantry fought because a career in the army offered the security and pay their lives in Britain couldn’t provide, as well as training and camaraderie and a sense of identity. The officers – as David brings forcefully home – were mostly upper-class twits, not least because throughout this era officers could simply buy their ranks no matter how inexperienced or incompetent, seeing the army as a means to social and financial advancement.

Nevertheless, ragamuffin proles or chinless toffs, all or any of them could be swept up in the heat of actual battle and find themselves performing super-human feats.

Heroism

For men under pressure reveal extraordinary capacities. There are accounts of mind-boggling heroism here, of men fighting on single-handed, manning guns after all their comrades are killed, racing across open ground towards walls stuffed with musketeers shooting at them, and so on.

It was during this early Victorian period, in 1857 to be precise, that a new medal, the Victoria Cross was instituted for just such acts of stunning bravery. (David has a fascinating section about the creation, the design and casting of the first Victoria Crosses: they were, and still are, cast from the bronze cascabels – the large knobs at the back of a cannon used for securing ropes – of two Russian cannon captured at Sevastapol, hence the dull gunmetal colour. The remaining metal from these cascabels has still not all been used up; there is said to be enough metal for eighty-five more medals, p.282)

At the battle of the Alma the defeated Russians were limbering up their guns and withdrawing them, when Captain Edward Bell of the 23rd Fusiliers ran forward alone and, armed only with a pistol, surprised the Russian driver, who fled, while Bell seized the horse and led horse and Russian gun back to the British side of the breastworks. For this he later won the first Victoria Cross awarded in the Crimea (p.207).

At the Battle of Inkerman (5 November 1854) Captain John Crosse of the 88th Foot found himself defending the Saddle Top Ridge against advancing Cossacks:

‘I found myself close to a knot of six Russians who were advancing to attack me… I shot four of the Russians, the fifth bayoneted me & fell pulling me down on top of him, the sixth then charged on me & [with my sword] I cut down his firelock on to his hands and he turned back.’ (quoted p.241)

Butchery

But, of course, scattered moments of heroism are all very fine, and tend to be remembered by all concerned for the fine light they shed on combat, but fighting boils down to men killing each other in hair-raisingly grisly ways, hacking at each others’ bodies with blunt swords, stabbing and gouging and strangling and bludgeoning, while others are shooting bullets which smash bones, joints, shoot through your eyes or mouth or skull.

Take the relief column under Lieutenant Robert Pollock which was sent to rescue the British hostages held in Kabul (those who had been held back and so not slaughtered in their passage through the mountains). As this force went back over the ground taken by the retreating Kabul garrison, it walked over bodies the whole way.

All along the road from Fatiabad lay the remains of the Kabul garrison, the corpses ‘in heaps of fifties and hundreds, our gun-wheels passing over and crushing the skulls and other bones of our late comrades at almost every yard.’ (quoted p.71)

Having rescued the British hostages, this column also withdrew back to India, but was harried all the way by the fierce Ghilzai tribesmen. One of the last to die was Ensign Alexander Nicholson of the 30th Native Infantry. The following day, John Nicholson, just released from Afghan captivity and following the same path to safety, came across his brother’s mutilated corpse, with his penis and balls cut off and stuffed into his mouth, as was the local custom (p.72).

After the Battle of Sobraon (Sikh War, 10 February 1846), the British drove the Sikh defenders back onto a narrow bridge over the River Sutlej, which promptly broke. Thousands tried to swim across but were slaughtered by rifle and grape and canister fire shot into the swimming mass at point blank range. Gunner Bancroft described the river water as:

‘a bloody foam, amid which heads and uplifted hands were seen to vanish by hundreds.’ (p.109)

By the same token as he uses eye-witness accounts to describe the progress of battles, giving the sense of total immersion in the gripping, terrifying experience of combat, so David also details the appalling gory butchery and bloodshed of battle. He gives a harrowing account of the Charge of the Light Brigade in the Crimea, on 25 October 1854:

A corporal who rode on the right of the 13th was ‘struck by a shot or shell in the face, completely smashing it, his blood and brains spattering us who rode near’. A sergeant of the 17th had his head taken off by roundshot, ‘yet for about thirty yards further the headless body kept the saddle, the lance at the charge firmly gripped under the right arm.’ (p.232)

There is an appalling price to pay for all these conflicts and the pages of this book are drenched in blood and brains. Describing the Indian ‘rebels’ at Sikandarbagh, Fred Roberts recalled:

‘Inch by inch they were forced back to the pavilion, and into the space between it and the north wall, where they were all shot or bayoneted. There they lay in a heap as high as my head, a heaving, surging mass of dead or dying inextricably entangled. It was a sickening sight… ‘ (quoted p.342)

I wonder if David did a tally of how many people died during these imperial conquests, men killed in battle, and women and children murdered in the accompanying atrocities by both sides: to the casual reader it seems like it must have been several million – the Crimean War alone accounted for some three quarters of a million dead on all sides. So much blood. So many human bodies composted back into the soil.

‘We overtook numbers of their infantry who were running for their lives – every man of course was shot. I never saw such butchery and murder! It is almost too horrible to commit to paper.’ (An officer of the 9th Lancers at the Battle of Sadiwal, Second Sikh War, 21 February 1849, p.137)

One example from hundreds sticks in my mind. At the siege of Cawnpore, when the ‘rebel’ Indian regiments rose up against their European officers and families, pushing them back into a hastily defended cantonment, a ball from an Indian canon decapitated the son of the British commander, Major-General Sir Hugh Wheeler, leaving the boy’s hair and brains smeared on the wall of his father’s wall. His son’s brains and hair (p.310). In fact, the rebels promised the garrison safe passage down the river but, as they loaded into the boats, treacherously opened fire, killing 800 or more Europeans. The survivors were thrown into a small building along with Brits from other locations, nearly 200 in all, almost all women and children, and kept prisoner in the blistering heat, without food or water for weeks. When a relief column of British forces arrived, all these Europeans – 194 women and children – were hacked to death with swords. It is recorded that the killers needed replacement swords because the first ones became blunt hacking on human bone. Then all the bodies were thrown down a well, quite a few still alive at the time, only to asphyxiate under the weight of the dead.

Yes, I know – the butchery on both sides, during the Indian Rebellion requires a book of its own. But still, it’s the father having to see the hair and brains of his son smeared across the wall which has stayed to haunt me at nights…

Incompetence

But maybe the main learning from the book is the staggering level of blundering incompetence shown by so many Brits at so many levels. As a survivor of the catastrophic retreat from Kabul put it, the complete destruction of the allied force was due to the ‘incompetency, feebleness and want of skill’ of the military leaders (p.70) and this story is echoed again and again during these 24 fraught years.

The absolute epitome of mismanaged, confused, dunderhead behaviour was the Charge of the Light Brigade, sent into the wrong valley against well-placed Russian guns which wiped them out, an event David goes into in great detail (pp.227 to 237) and which just gets worse the more you understand it.

The entire Crimean campaign became a byword for mismanagement, not least in the inability to feed, clothe and medicate British troops who died in their thousands during the first winter besieging Sevastapol. It was this dire situation which prompted T.J. Delane, the editor of The Times, to write an editorial excoriating the incompetence of the army and the government.

The noblest army England ever sent from these shores has been sacrificed to the grossest mismanagement. Incompetence, lethargy, aristocratic hauteur, official indifference, favour, routine, perverseness, and stupidity reign, revel and riot in the camp before Sevastapol, in the harbour at Balaklava, in the hospitals of Scutari, and how much closer to home we dare not venture to say. (p.254)

How the devil did these clodhoppers manage to acquire and run the greatest empire the world has ever known? The book suggests a number of levels at which British incompetence and stupidity operated:

1. The wrongness of basic aims

Was it even worth fighting the Crimean War or the Afghan war in the first place? Diplomatic pressure was already making the Russians withdraw from the Balkans; after three years of war, the peace treaty at the end of the Crimean War didn’t achieve much more than had been on the table at the start.

Similarly, the First Afghan ‘war’ amounted to an armed expedition into Afghanistan to overthrow the existing ruler – Dost Mohamed – for being too friendly to the Russians and to replace him with an exile of our choosing, Shah Suja, who would then owe us undying loyalty. The British force with some 10,000 camp followers fought its way through south Afghanistan, finding it harder than predicted, and eventually took Kabul, forcing Dost to flee and imposing the new ruler. But then a) the people rejected him b) we never controlled the outlying settlements c) we promised subsidies (bribes) to various tribes which we failed to pay or cut back – so nobody should have been very surprised when there was a popular Afghan uprising which quickly took back control of Kabul, and besieged the Europeans in their indefensible cantonment.

The divided British leadership patched up an agreement with Dost Mohamed’s son in which our people were promised free passage over the mountains back to Jelalabad but a) it was winter, the first weeks of January and b) nobody told the various angry tribes who controlled the mountains about the deal,. With the result that the vast retreating force of several thousand soldiers and over 10,000 camp followers, were picked off at leisure by bandits or died of exposure in the sub-freezing temperatures. Notoriously, of the 16,000 or so total Brits who went into Afghanistan, only one – ONE – survivor, a Dr Brydon, made it alive to Jelalabad.

2. Strategic blundering

The Kabul disaster reads like a textbook example of how not to do it. For a start leadership of the expedition was divided between the military leader Elphinstone and the political emissary, Macnaghten. The cantonment where the British Army based itself was significantly outside the city of Kabul rather than commanding its centre. We didn’t build a citadel of strength to act as a secure base. And we relinquished control of the only secure building in the city, the Bala Hissar fort, to the new playboy ruler we had installed and his harem.

3. Indecision and hesitation

These two elements really come across as a key cause of failure in almost all these conflicts. Even after fighting broke out in Kabul the British leaders refused to take it seriously. Quick and decisive action might have stamped it out, captured the ringleaders and dissipated the local aggression. But the military leaders on the ground hesitated or plain refused to march into the city and so it was lost, and the rest – the siege of the isolated British encampment and its eventual surrender – followed logically.

The same hesitation or plain refusal to attack leaps out of David’s account of the Crimean War. A quick attack on Sevastapol immediately after the allied forces had landed might have taken the city in weeks and prevented two years of costly siege. But the generals in charge – Lord Raglan for the British, Jacques Leroy de Saint-Arnaud for the French – wanted to wait until everything was ready and everyone had landed etc, thus giving the Russkies plenty of time to prepare extensive and impenetrable defences. After the hard-fought Battle of the Alma River, with Prince Menshikov’s army retreating in disarray, both allied generals lost a golden opportunity to devastate the enemy with the as-yet unbloodied British cavalry.

Only by taking chances are crushing victories won. And the Battle of the Alma could have been a crushing victory; it might even have ended the war… [but] neither Raglan nor Saint-Arnaud had the genius or nerve required to destroy the Russian Army in a single battle. Instead it was allowed to withdraw largely intact to fight another day – with disastrous long-term consequences for the allies. (p.212)

The same reluctance and refusal shines out of David’s account of the Indian Mutiny, a much bigger and more complex event, in which there’s one silver thread concerning how the British garrison was forced out of the capital Delhi by the ‘rebels’, but was quickly joined by reinforcements and took the cantonment to the north-west of the city. Had they then attacked the centre of the city immediately they might have driven the rebels out and squashed the rebellion at its heart. Instead, just like Raglan and Saint-Arnaud in Crimea, they waited, they prevaricated, under the reluctant leadership of Brigadier Archdale Wilson, who drove his officers mad with frustration by continually claiming he needed just a few more guns, ammunition, soldiers, before he launched the attack to retake the city – and the moment was lost (p.307).

A very crude rule emerges from all of these accounts which is: If you see an advantage, SEIZE IT! Even if all your regiments, cavalry, artillery or whatever haven’t totally arrived – if you see the enemy retreating or vulnerable – GO FOR IT. Time and again opportunities were lost for quick, decisive knockout blows because the men in charge hesitated, were afraid, wanted to be sure of total success… and all too often delay turned what could have been quick campaigns into brutal struggles of attrition in which tens of thousands died needlessly.

4. Penny pinching

Prevarication was often caused by the wish to save money, for another thread which emerges from this book is the way the British wanted to have an empire on the cheap. It’s striking to realise how nothing has changed in the national culture in 180 years – we’ve always been a penny-pinching, austerity nation. Garnet Wolseley complained that all the logistical support for the army had been shut down ‘on so-called economical grounds’ and much of the rest contracted out to private suppliers – hence the revolting inedibility of the food provided for the soldiers in the Crimea. Ring any bells?

Thus the disaster at Kabul was partly caused by the Treasury demanding cuts to the costly expedition with the result that its political leader, Macnaghten, halved the subsidy or bribe being paid to a northern tribe of Afghans, who promptly rose against us. Then Macnaghten, in order to save money, sent a column out to meet a relief force supposedly coming from the north which was itself promptly massacred.

The Crimea was a classic example of a major war which we tried to fight on the cheap, resulting in military stalemate (we won the side battles of Inkerman and the Alma but obstinately failed to take Sevastapol for years) and the deaths due to lack of equipment (proper winter uniforms, tents, even food) of thousands and thousands of poor bloody infantry.

‘The Army is a shambles’, David quotes one officer as commenting (p.186). Eventually, the government was shamed by the extensive newspaper reporting of Russell (among others), the reports of Florence Nightingale, and pressure from the Queen herself, to face the facts that it was going to cost money to win the damn thing.

And David highlights the same mindset at the outbreak of the Indian Rebellion: the government didn’t take it seriously because it didn’t want to take it seriously because it didn’t want to spend the money which ended up being required to put it down. By this stage, twenty years into her reign, Queen Victoria had the confidence to write to her Prime Minister, Lord Palmerston, criticising the government for, yet again, being:

anxious to do as little as possible, to wait for further news, to reduce as low as possible even what they do grant…’ (quoted p.327)

I’ve read so many times that the Empire was a device for looting and creaming off vast wealth from colonised countries that I am genuinely puzzled how come an account like this gives the strong impression of a colonial government in a permanent financial crisis, consistently underfunding and under-equipping the army it needed to police the empire, acting slowly, refusing to recognise the severity of the crises it faced, and always trying to get away with the cheapest possible option. If we were rolling in loot, why the penny-pinching?

David gives a handy checklist of responsibility for the Afghan disaster, which serves as a useful checklist for many of the other imperial fiascos. Who was to blame?

  • The political ruler of India, Lord Auckland, for ordering an invasion of Afghanistan which was never really necessary in the first place – the existing ruler was fairly friendly and could have been bribed to be on our side without the loss of a single life.
  • The Tory government which, in order to save money, demanded a reduction in troop numbers and reduction of local bribes – thus helping to spark the rebellion.
  • General Cotton, the senior military man on first arrival in Kabul, who acquiesced in making the large, indefensible, out-of-town cantonment the main British base.
  • Sir William Macnaghten, the senior political agent on the spot, who deliberately played down the rebellion when it started, refusing to give permission for quick, decisive suppressing action, then made a hash out of negotiating with the enemy chieftains (for which he was shot dead on the spot by one of them).
  • Brigadier-General Shelton, the man in charge of the British forces, who made a series of decisions all based on hesitation and caution, which allowed the rebellion to spiral out of control.

5. Unwanted freelancing

Another theme is the regularity with which the men on the spot far exceeded their orders from the home government which then found itself forced to back them up. For example, the governor-general of India, Lord Ellenborough, sent Sir Charles Napier in 1842 with a force designed to bring the amirs of Sind, in north-west India, into submission to the British. Instead, Napier fought a series of battles and annexed the territory outright, to the horror of the board of the East India Company (who still, technically, ruled India) and the government of Robert Peel. It was felt to have been unnecessarily aggressive but also –more importantly – incurred unwanted cost. All very well for these soldier chaps to go a-conquerin’ territory, but then someone had to pay for the new lands to be garrisoned, manned, administered and so on, which cost a fortune.

6. Disease

Three quarters of the 20,000 British deaths in the Crimea were caused by disease. 10,000 allied lives were lost to cholera, dysentery and fever before the allied armies even arrived at the Crimea, due to the squalid conditions at the base camp of Varna. In the winter of 1855 it was clear both sides in the Crimean War desired peace, but Napoleon III of France let himself be persuaded by the British to keep his forces at the Sevastapol siege through the winter to keep the pressure on Russia. With the result that the French lost more men – at least 30,000! – to disease in the final three months of the war than they lost in all combat operations of the previous two years.

Disease was the bane of all these wars, fought in extreme heat or freezing cold in the plains of India, the jungles of Burma, the snowbound Afghan mountains or the frozen trenches of the Crimea.

The grim dynamic of imperialism

Again and again the same pattern and sequence of events took place: local rulers of land bordering the existing empire refused to become our allies (Dost Mohammed in Afghanistan) or harassed British traders (the ruler of Burma or the Qing Emperor in China) so a British force was dispatched to bring them to heel/punish them/force them to let free trade continue.

If they resisted in any way, especially if any of our chaps was killed, then the whole thing was converted into a massive Insult and Dishonour to Queen and Country and suddenly the entire nation was whipped up by the government/popular press to avenge/redeem this Insult, carrying out ‘the just retribution of an outraged nation’ (p.71) and a large force was sent to sort them out.

Then all of a sudden it turned out to be tougher going than we expected. There were unexpected defeats, casualties mounted up, it took longer than we expected, soldiers started dying of heat and disease, they had the wrong uniforms (winter for summer or vice versa), ran out of ammunition, reinforcements were delayed, individual acts of amazing heroism helped to conceal systematic failings of strategy, funding and logistics and so the whole thing dragged on, sometimes for years.

Eventually, enough extra forces, ammunition and cannon finally arrived to force a ‘victory’ of sorts or at least a face-saving compromise, news of which was cabled back to a jubilant nation, there was dancing in the streets, pubs and streets were named after the various bloody battles – the Alma, the Balaklava – medals were handed out, victory parades were held, the native rulers were arrested, exiled, replaced, the native peoples were brutally massacred and cowed into submission, for the time being…

All in all, it is a shameful narrative of bullying, exploitation and hypocrisy but almost everyone was caught up in it, the national narrative. It is inspiring that there were radical thinkers and even MPs who were solidly against the notion of Empire, who consistently thought it directly contradicted Britain’s own rhetoric about Freedom and Liberty. But they made little impression on the jingoistic national culture, which only became more and more imperialistic as the century progressed.

Vandalism

A summary of these years wouldn’t be complete without some mention of European vandalism and destructiveness.

  • After the gruesome retreat from Kabul in which over 10,000 died, British forces were despatched to rescue the European hostages being held west of the city. They successfully rescued them and fell back on a pacified Kabul but quickly realised they couldn’t hold it and so ended up retreating back into British India. But not before the force, under Lieutenant Robert Pollock and widely nicknamed the ‘Army of Retribution’, had blown up Kabul’s ‘magnificent Great Bazaar’ amid widespread looting and destruction (p.71), as punishment for the murder of the British envoys whose dismembered bodies had been hung up there a year earlier (p.54).
  • During the Crimean War Sir George Brown was despatched with a force to capture Kertch, a vital supply port on the east coast of the Crimean Peninsula. Once they’d captured the relatively undefended town the allied troops went wild, looting homes, murdering civilians and raping women. They also burnt to the ground Kertch Museum with its priceless collection of early Hellenic art (p.261).
  • The Summer Palace of the Chinese Emperors at Beijing was (to quote Wikipedia) ‘widely conceived as the pinnacle work of Chinese imperial garden and palace design… an architectural wonder, known for its extensive collection of gardens, its architecture and numerous art and historical treasures.’ Towards the end of the Second Opium War in 1860, as an Anglo-French expeditionary force approached Beijing, two British envoys were sent to meet Prince Yi under a flag of truce to negotiate a Qing surrender. When news emerged that the delegation had been imprisoned and tortured, resulting in 20 deaths the British High Commissioner to China, Lord Elgin, retaliated by ordering the complete destruction of the palace. It was comprehensively looted and then burned to the ground. The Chinese have never forgotten or forgiven this crime.

The British crap on about the Blitz. I wonder if there is a single country we ran in our imperial heyday where we didn’t commit gross acts of vandalism, looting and destruction.

Footnotes and insights

This is the kind of fact-packed popular history where even the footnotes are jammed with interesting information. There’s a footnote on almost every page and every one is worth reading – from details of the  several assassination attempts on Queen Victoria, the Indian origin of the words sepoy, sirdar, pundit and so on, what a regiment’s ‘colours’ actually are (two flags, one regimental, one for the queen), how the town of Ladysmith in South Africa got its name, and an extended sequence on how the famous Koh-i-noor diamond came to be handed over the British and included in the crown.

The evolution of military hardware

Alongside the thread about Victoria and Albert’s interventions is another thread which dwells on the evolution of military technology during this period. I was fascinated to read about the arrival of steam warships. At first battleships continued to have masts and depend on sail power – if there was wind – but were also equipped with steam engines for when there wasn’t. Only slowly did they make the full transition to steam. I was particularly interested in the advent of a new design of much smaller warship, only 200-foot long, powered by steam and equipped with a small set of rotatable guns. Because of their size these could penetrate up even minor rivers and still deliver punishing artillery fire. They were called gunboats and for the first time really allowed the Royal Navy (and Britain) to extend its might / force / violence into the remotest river frontages all over the globe (p.159).

And so for the first time I really understood the meaning of the hoary old expression ‘gunboat’ diplomacy’, which is always used to describe Lord Palmerston’s belligerent foreign policy during this period. The use of gunboats is exemplified here by their use in the Second Burma War, 1852 to 1853.

Just as interesting was David’s detailed description of how the new ‘rifles’ manufactured at the new workshops on the River Lee at Enfield (hence the ‘Lee Enfield rifle’) were developed to replace the old flintlocks which were still in use at the start of the period. The new rifles were much more accurate at a longer distance, giving our boys a distinct advantage.

A little less interesting, but still giving you the sense of getting a complete overview of the military world of this era, is David’s attention to the evolution of uniforms, which moved away from the heavy double-buttoned tunic and the clumsy tall shako hat towards a more practical (but still to us, improbably unwieldy) mid-Victorian uniform.

Conclusion

This is a compellingly written, exciting and illuminating book on many levels: accessible, thrilling, horrifying and insightful popular history at its best.

The Scramble for China by Robert Bickers (2011)

Bickers obviously knows a hell of a lot about western intervention in nineteenth-century China – or the story of the Foreign Devils in the Qing Empire 1832-1914, as the book’s sub-title puts it. Unfortunately, he attempts to convey this wealth of information in such a long-winded, round-the-houses manner, choked by a prose style which manages to combine academic jargon and whimsical archaism, that a lot of the time it’s difficult to tease out what he’s on about.

For example, the early chapters open with an unnamed ‘he’ doing something melodramatic and striking, thus creating an arresting opening – but take a page or more getting round to explaining who ‘he’ is, what ‘he’ is doing, where and when and why, thus leaving us in the dark.

They shouldered their way in. At Mr Lindsay’s order, Mr Simpson and Midshipman Stephens put their shoulders against the barred entrance to the Daotai’s quarters and heaved, twice. (Opening of chapter two)

Who? Where? When? Why? Patience, grasshopper. All will be revealed… eventually.

Was it a dream? Were his eyes deceiving him? He pressed forward through the crowd, the report goes, to get a better sight of the strangers, and “immediately began rubbing his eyes”. (Opening of chapter three)

Who? Where etc. Wait. Wait and see. Wait quite a while, in fact, for Bickers to make himself clear.

These teasing anecdotes, once finally explained, themselves take a while to be placed in the wider historical moment, which Bickers tends to explain both repetitively and obscurely. Quite regularly I didn’t know who he was referring to or when because the narrative jumped unpredictably between one set of characters and another, and (very frequently) back and forward over time. The only really consistent thing about his approach is his use of colourless academic phraseology and his scorn for the no-good imperialising westerners.

At first sight there appears to be a good deal of ‘background colour’ – the third chapter prides itself on going into great detail about the role of theatre and opera in Chinese society, from the professional heights of Peking Opera to the most amateur of local productions. Unfortunately, a lot of these purple passages, when you really look at them, merely state the obvious.

To give an example, the ‘he’ described in the opening of chapter three turns out to be a Chinese bystander who’s heard about two Europeans who have arrived out of the blue at Shanghai in – well, the date is lost in the yards of verbiage, I genuinely couldn’t figure it out – and who have blundered into a public opera production. This is Bickers’ cue to write pages about the Chinese opera and theatre tradition. Sounds fascinating, right? Alas, these pages are written thus:

But what was being staged depended on the occasion, and who was paying – the temple, a guild or a private patron. We cannot know, but we do know that the temple and the gathering so rudely interrupted by these bumptious foreign travellers were part of the fabric of Shanghai life and culture, in which were tightly interwoven the sojourning communities of commercial China, men from afar, whose trading activities were a key component of its wealth and importance. (p.59)

This one long sentence informs us that this big temple in Shanghai was part of Shanghai life and culture. Golly. Communities of sojourners (sojourner = ‘a person who resides temporarily in a place’) were – in case you hadn’t twigged – ‘men from afar’. OK. And that the trading activities of travelling merchants ‘were a key component of [Shanghai’s] wealth and importance’. ‘Tightly interwoven’ sounds impressive, doesn’t it? What does it mean, though?

I.e. when you take this grand-sounding sentence to pieces, it doesn’t tell you anything that wasn’t already fairly obvious. This is true for thousands of passages throughout the book: sound great, don’t tell you a thing.

Obscurity 

I’ve gone back and reread the opening pages of chapter three, twice, and I genuinely cannot actually work out when the action quoted above is taking place. You have to wait until three pages into the chapter before there is any reference to an actual date, and then it’s to two dates at once, one or both of which may refer back to a scene described in the previous chapter (I think), a reference which, in turn, required me to go back and double-check those dates.

In other words, this book requires quite a lot of double-checking and cross-referencing just to figure out when the thing is happening. Here’s the date reference I’m talking about:

Understanding what they were congregating for on this dreary October day in 1835 and had been watching on that wet June morning in 1832, and why at a temple, will help us develop a fuller picture of the China that first Lindsay and Gütlzaff, and then Medhurst and Stevens, were so intent on interrupting with their presence. (p.53)

This is what I mean by a round-the-houses manner. The opening of chapter three is deliberately obscure and teasing but… becomes no clearer as it goes on, in fact becomes in many ways more obscure and confusing as it goes on. All that really comes over is Bickers’s anti-British attitude (‘so intent on interrupting’) which is, indeed, the central thread of his account.

All this makes for a very frustrating read. Obviously Bickers knows masses about this subject – it is a tragedy for us readers that he can’t set it down in a straightforward, understandable manner.


The sound of his own voice

Complementing the obscure structuring of the book is the convoluted prose style.

1) Long paragraphs Bickers’ paragraphs routinely last an entire page and often longer, so on opening the book anywhere the reader is faced with a blank wall of words, with no way of breaking the text down into smaller, manageable units of meaning. I continually found myself losing the drift of a 2-page long paragraph, my eyes glazing over, suddenly snapping out of it and then having to go right back to the start to figure out what was happening.

2) Long sentences These mammoth paragraphs are indicative of the book’s general long-windedness. Bickers is reluctant to write a simple declarative sentence. He prefers long, swelling periods, dotted with commas to indicate the proliferation of subordinate clauses and – if possible – the insertion of one or two additional facts in parentheses, to make them as ornate and rhetorically over-wrought as possible.

You know those suitcases which are so over-stuffed you have to sit on them to try and get them closed? Bickers’ sentences are like that. And is this over-stuffing done in the name of presenting the facts clearly? Alas, no. Nine times out of ten it is to achieve an effect of style, a rhetorical repetition of phrases or artful alliteration, the deployment of irony or sarcasm – all techniques which are more suitable to a creative writer than to a historian.

And so, yet again, the Tianhou temple at Shanghai played host to parley, and the crude theatrics of private diplomacy, as Medhurst in particular stood, or rather aimed to sit, on his dignity as yet higher officials, the Customs superintendent (with a foreign cloak, he noted) and the district magistrate, came along in turn to sort things out, and found the foreign intruders rudely rebuffing the requirements of propriety when meeting officials of the great Qing. (p.52)

Note the attempts at humour – ‘or rather aimed to sit’. Note the insertion of a parenthesis, which itself contains two grammatical parts ‘(with a foreign cloak, he noted)’. Note the fondness for alliteration, for the sound of his own style – ‘rudely rebuffing the requirements’. Note that rather than describing or explaining the attitudes of the participants, Bickers prefers to convey them through irony verging on sarcasm – ‘the great Qing’.

Basically, this is a historian trying to write like a novelist.

3) Old fashioned Ironically for someone who is so determined to take a loftily modern, politically correct point of view of the old British Empire, Bickers’ prose, as well as being convoluted to the point of incomprehension, is also addicted to very old-fashioned locutions and vocabulary. Since I often couldn’t work out what he was on about, I found myself drawn to collecting his oddities and archaisms (= ‘a thing that is very old or old-fashioned, especially an archaic word or style of language’):

  • History was ever a public act, but it was also ever a private passion. (p.16)

Leaving aside the fact that this grand sounding period means less the more you think about it, there is the phrasing to savour – ‘ever’ to mean ‘always’? Really? In 1817 certainly. In 1917 maybe. But in 2017? Reading so many Victorian journals, tracts, articles has obviously infected Bickers’ style. But this is far from being a one-off oddity:

  • Lindsay was ever deadly serious, of course, and Medhurst too. (p.75)
  • There were private interactions, too, as there had ever been. (p.224)
  • Music was ever also a private pleasure, a private relief, a source of succour. (p.228)
  • Such confidence in the foreign ability to know China better than the Chinese themselves was to be oft rehearsed. (p.39). ‘Oft’?
  • All understood the law, he averred… (p.41) ‘Averred’?
  • All this fury and posture came to nought. (p.46)
  • The bells in Macao were quieted at the request of his physicians, but it all proved to no avail. (p.46)
  • Emigrants from Fujian, who had long sojourned in the city… (p.54)
  • The colonial consolidation and expansion of the emperor’s predecessors was largely foresworn… (p.66)
  • The Qing could but capitulate… (p.324)

Odd that Bickers is so loftily dismissive of the old imperialist bullies when he himself sounds so like a mutton-chopped lawyer out of Dickens:

  • The tension among the Company men in China persisted thereafter… (p.25)
  • … they aimed to get their complaints heard elsewhere along the coast and transmitted thereby to Peking… (p.26)
  • Scholars have begun in recent decades to look beyond the rhetoric of some schools of Chinese statecraft, particularly insofar as it articulated hostility to commerce.. (p.62)
  • Thereafter he held an intendant post in Zhejiang… (p.72)
  • Charles Elliott, by now the British superintendent of trade, rushed to Canton from Macao in cocked-hatted full dress uniform, evading the blockade and thereby deliberately adding himself to the hostaged fray. (p.78) ‘The hostaged fray’?
  • There were ‘mixed feelings’ from The Times, at the conclusion of a ‘miserable war’, and the ‘ill-gotten gains’ therefrom. (p.84)
  • Jardines had fourteen receiving ships by 1845, and usually ten thereafter… (p.92)
  • Like most of the early missionary community in China, he secured a post with the official British establishment during the war, and turned it into a secure position thereafter… (p.94)
  • In this way they rationalised their operations somewhat. (p.106)
  • Telegraph lines snaked their way thereafter to China. (p.164)
  • [The convicted murderer John Buckley] went quietly to his death, the site guarded by twenty-four policemen in case an attempt was made to rescue him, and he was not thereafter missed. (p.180)
  • For almost a quarter of a century thereafter the firm grew and diversified… (p.185)
  • Thomas Hanbury and his ilk were wedded to their interests in the Settlement at Shanghai… (p.189)
  • At least in Britain there was a Public Records Office, and in principle archives were transferred to public access, but nothing of that like existed in China. (p.376) — I don’t think I’ve ever read ‘like’ being used in this way before. ‘…nothing of that like…’ Surely you or I would write ‘but nothing like that existed in China’, but where would be the fun in that?

Alliteration Alliteration self evidently promotes sound and rhetoric over factual content and meaning.

  • Lindsay instantly resumed a pointed game of protocol and precedence. (p.21)
  • Their later frantic, frequent queries… (p.27)
  • It complained that the authorities in Canton were corrupt, capricious and cruel (p.28).
  • All wanted friendly and fruitful relations… (p.41)
  • They left that afternoon with a promise that a polite and properly formal response to their petition would follow. (p.41)
  • Instead they indulged in recondite debates about terms and texts. (p.73)
  • [Nathan Dunn’s exhibition of chonoiserie in London in December 1841] inspired catcalls and copycats… (p.88)
  • Such consular conveniences, compounded by confusions… (p.107)
  • [The Taiping rebels] fought fanatically and fiercely. (p.120)
  • … fifteen years’ worth of precedent and practice. (p.155)

Maybe Bickers is modelling himself on the lyrics of Gilbert and Sullivan operettas. In at least one place he does in fact directly quote Gilbert & Sullivan – on page 78 referring to the ‘little list’ being used in negotiations with the Chinese, a phrase which is the focus of a well-known song from their operetta about Japan, The Mikado (1885) (in fact, Bickers likes the jokey reference so much, he makes it again on page 194).

Hendiadys and pairing Why use one word when you can use two – ideally alliterating or rhyming – to deliver that knockout rhetorical punch?

  • Confident, nonetheless, they memorialised now more readily and steadily. (p.370)
  • … ongoing debates and disagreements… (p.374)

Fancy-ancy just for the fun of playing with words:

  • These shows… brought curious orientals to accompany the oriental curiosities on display in London. (p.89)
  • As successive reports made their way back to Britain, and as the lobbyists worked their words… (p.80)
  • But abate it they could not, or abate it they would not… (p.113)
  • Nearly all foreigners could or would still only talk a pidgin English… (p.114)
  • The act of uprising – daring to stand and daring to fight… (p.120)
  • But he could not, or would not, pay them. (p.126)
  • Parkes had grown up as British China grew up. He had grown with conflict and he had grown accustomed to conflict. China was his adult life, his only life… (p.138)
  • The men were there to fight and fought there well. (p.162)
  • So Robert Hart had had his fill of life in the foothills of the China apocalypse, had seen how vacuum would follow and violence ensure if the Qing could not hold… (p.196)
  • This new Peking, the object of romantic contemplation, suggested a China that might be appreciated rather than caricatured, and savoured rather than savaged. (p.221)

Singular nouns or nouns without an article This a real addiction of Bickers’ style, it occurs throughout on every page and gives the prose a stilted, hieratic feel:

  • [Lindsay] was ready to perceive slight and note omission… (p.22)
  • Now Lindsay was sailing north without invitation… (p.24)
  • … he and his retinue had been denied audience… (p.24)

Shouldn’t that be, ‘denied an audience’? It’s not wrong, it’s just that denying many of these nouns an article turns them from specific instances or events into lofty-sounding abstractions – makes them and the sentences they appear in just that wafer-thin bit more stilted and precious than they need be. More portentous and pretentious, to adopt Bickers’ own manner.

  • The predictable regularity of the internationalised trading world was periodically upset, as in any port city, by human failing and misadventure… (36)
  • They knew so well many of the possibilities that lay beyond their reach by imperial order, and engaged in shrewd estimate and wild conjecture… (p.65)
  • Nor was [the emperor Daoguang] the despised feudal archaism of the Marxist history of communist-era China, which castigated the failures of the late-Qing monarchs to combat imperialism’s assault. (p.67)
  • Those Napier-ordered bombardments of the Canton forts were simply ‘minnows’ compared with the just desserts of Chinese obstruction and insult that were to be meted out by British warships. (p.77)
  • The British helped inform this comedy of error. (p.86)

As with the other elements of Bickers’ style it gives the impression of acuity and insight without providing any actual information. The proliferation of these rhetorical tricks explains why you can read whole page-long paragraphs, arrive exhausted at the end, and then wonder why you don’t appear to have learned or remembered anything.

  • The Canton RegisterCanton Courier, and the more ambitious and scholarly Chinese Repository, edited by Elijah Bridgman, the first American missionary to China, all conveyed up-to-date news, description and opinion across the seas. (p.36) Why not descriptions?
  • Every contact with Chinese officials was an occasion for slight. (p.44)
  • It administered each in the way which seemed best, or most pragmatic at the time, and given considerations of resource and capacity. (p.69) Why not ‘resources‘?
  • Bouts of fighting were interspersed with parleys and negotiations, and with defence of insecure occupations of Chinese islands… (p.81) Why not ‘the defence’?
  • Stronger still would be the accumulated body of printed and private report… (p.89)
  • … the consequent legal haziness of their operations generated much correspondence and dispute. (p.93)
  • But domestic crisis was no small matter when rumour swept around… (p.114)
  • If stray shots passed over there would be formal complaint and stern rebuke. (p.127)
  • European initiative needed Chinese resource. (p.156)
  • The Customs delivered increasing resource as foreign trade grew… (p.198)
  • The development of official banks of information and report by consul and commissioner… (p.218)

So Used as an emphasiser, and in an unusual position in the word order, in a very old-fashioned way:

  • Indeed it will help if we understand more about the temple itself, which so stood out on the Shanghai waterfront close by the Customs House and under the highest point on the city wall, and which so stands out in these two landmark accounts of foreign visits to the city…This way we can better understand the China of the early 1830s outside the narrow confines of the factories, the roads, Macao, that narrow semi-foreignised sliver of the Canton delta that so overfills accounts of the early Sino-foreign encounters. (p.53)

Indeed, it would have been better for the gentle reader of these rhetorical tricks which so embellish and so adorn the purple prose of this grandiloquent historianographer, if his exuberant verbosity had been somewhat reined in and replaced with useful and understandable factual content.

Presage Bickers likes this word.

  • The foreign traders, all of them, were to be held hostage for the drug, without fresh food, without their servants, worried that the commissioner’s little list… presaged individual arrests and possibly torture. (p.78)
  • The sight of the burning buildings… presaged some more years of violent Canton problems. (p.101)
  • All such minor disturbances of men and women could presage consular grief. (p.114)
  • An estimated 7 million people were affected by the floods and dyke-failures that presaged the great change [of the course of the Yellow River in 1851] (p.136)
  • This turn to antique China also presaged the opening of another front in the foreign campaign. (p.221)
  • Margary’s slaughter presaged another round in China’s despoliation… (p.260)
  • The new blockade was to presage a new phase in the campaign… (p.296)

The use of ‘presage’ is typical of Bickers’s preference for the orotund and bombastic as opposed to the plain and simple.

Inversions of normal sentence order which makes sentences sometimes difficult to understand.

  • Quickly to the Company’s aid came instead other parties and volunteers… (p.26)
  • What commercial bliss it was that hot Canton spring… (p.78)
  • Rare it was that ‘the preacher commences and ends his discourse without a single intervention’. (p.111)
  • Always in Peking, I think, someone will in fact have heard him. Always someone will have heard the young foreigner belting out song in the capital’s dry air. (p.229)
  • Always there were exceptions… (p.249)
  • Fearful too were Chinese residents and local authorities. (p.349)

Incomprehensible In fact the combination of all the above tricks and jackanapary makes some sentences simply incomprehensible.

  • And what was eventually left over, why, when the hullaballoo was over, and when Lin’s officers had spent three weeks in April and May overseeing the smashing of the balls of opium and their flushing out to sea at Humen, close by the Linten anchorage, then what a market there was for it, and what prices it could now fetch discreetly, much more discreetly, sold along the coast to friends disappointed by the diversion of the spring stock. (p.79)
  • Along the coast with the British Cantonese went nonetheless, or followed soon after. (p.101)
  • Gods of ignorance and bafflement reigned over the China theatre. (p.397)

Sojourners sojourning As mentioned above, a sojourner is ‘a person who resides temporarily in a place’. Lots of westerners came out to newly-opened-up China to make a quick fortune then go home; they are pretty obviously ‘sojourners’, if you choose to use this antique term. But lots of Chinese, both native and immigrants from the south-east Asian diaspora, also came to ‘sojourn’ in the new Crown colonies Britain had wrested from China. Hence there was a whole lot of sojourning going on, and the text doesn’t let us forget it:

  • Sojourners and settlers prefer familiarity to adaptation… (p.62)
  • [The Qing empire] was well used to dealing with sojourners from outside its formal domain… (p.69)
  • Cantonese migrants and sojourners were quick to see additional value in association with the British… (p.102)
  • Robert Fortune’s second sojourn in China… (p.105)
  • They [westerners] were sojourners, mostly… Their sojourns were not short. (p.117)
  • Shanghai itself fell on 7 September 1853 to a sojourner coup. (p.125)
  • The sojourner was mentally relocating, settling in, his sense of where he formally belonged shifting. (p.168)

Personification

  • Arrogant opium swaggered its way along to the newly opened ports. (p.92)

Not traditional history writing, is it?

Tired and jaded

It is an oddity of this book that Bickers’ tone is tired and jaded with the whole western adventure in China before it has even started. Very early on he starts using phrases like ‘once again’ and ‘yet again’, when in fact what he’s describing is happening for the first time. This quickly conveys to the reader that Bickers is frightfully bored with the oh-so-predictable cultural misunderstandings or western bullying or the absurd scenes of everyone standing on their dignity which he depicts.

  • At Shanghai as at Hong Kong, and in every foreign community, such sentiments… were to be expressed again and again… (p.134)
  • Again it all began in Canton… (p.136)
  • And here we are again at the closed gates of the city and at the closed door of the yamen… (p.146)
  • It was the old story, of China coast savviness about Chinese duplicity… (p.213)

This tone conveys the regrettable sense that Bickers feels blasé and superior to the events he’s describing and the poor saps enacting them. If only the human race had given Bickers something a bit more interesting and novel to write about! There’s a striking passage which introduces the First Opium War where he tells us how awfully over-familiar the whole thing is:

The course of events that followed are well known. How Lin Zexu was sent as a special commissioner to investigate the problem in Canton and to put a stop to the trade, how he made his way overland to the city and set about making his mark: all of this has been much narrated. (p.77)

Is it well known, though? Has it been much narrated? Do you know all about Lin Zhu and his overland trek and what happened next? I certainly didn’t. In fact, that’s why I’m reading a book about the scramble for China, precisely to learn about this history, not to be patronisingly told that I ought to know all about it all already.

This passage (there are plenty more in the same vein) crystallised my feeling that Bickers is far too close to his subject matter and makes a kind of rookie error in assuming that his readers share his specialised knowledge and are all as blasé and bored by it as he is.

But many of us have barely heard any of this story before and it is his responsibility to tell it to us. Alas, Bickers is so over-familiar with events that he has to resort to fancy prose and attitudinising to keep his own interest up. I, on the other hand, was hoping for a simple, reliable and clearly written account of the events of these hundred years in China.

Alas, I didn’t get it here. Bickers’ account of the First Opium War is confusing, but not as confusing and partial as his account of the Taiping Rebellion (1850-64) on pages 118 to…. well… his account just fizzles out somewhere ten pages later – which I was particularly looking forward to. As if determined to confuse, he begins his account of the Taiping Rebellion, one of the most epic events in world history, in mid-chapter, after some pages which give the impression they are going to be a description of the cosy lives of the China British. He introduces this vast historical subject with these words:

But then enter the younger brother of Jesus Christ who came to discomfort all their lives… (p.118)

If you didn’t know that the leader of the Taiping Rebellion was a religious visionary who really did think he was the brother of Christ, this opening would be incomprehensible. In fact, Bickers doesn’t give an account of the overall Taiping Rebellion at all – he is only interested in it insofar as a) it demonstrates and was arguably caused by, the destabilising presence of Europeans on China’s coasts and b) it impacted the British settlements at Canton and at newly colonised Shanghai (where, for example, in 1853, the British – from the protection of their walled settlement – could watch pitched battles between the Taiping army and the imperial Qing forces).

The accounts of the Taiping Rebellion in the books by John Keay and Jonathan Fenby are both much clearer and much more penetrating than in Bickers. These two historians clearly explain the causes and consequences of this truly epic conflict, possibly the largest civil war in all human history, anywhere, a titanic devastation which led to the loss of as many as 20 million Chinese lives, maybe more.

The same frivolous and off-hand approach characterises Bickers’s treatment of the contemporaneous but distinct Nian Rebellion (1851-68), given only a brief page here (p.135), fleetingly explained but not analysed in any depth.

The brief mention of the Crimean War (on pages 134 and 135) neither explains that conflict nor its geopolitical ramifications for the European powers in China. Bickers briefly points out that the war had a distinct Pacific element – a fascinating idea I’d never come across before – but then frustratingly drops the subject completely. This feels like a massive and fascinating topic completely ignored. So disappointing. I bought this book precisely to understand the geo-political implications and context and motives for the sequence of China-oriented wars of the nineteenth century, and that turns out to be the very last thing on Bickers’ mind.

This confusing melange of super-brief references to these huge and super-important wars then segues abruptly and, as usual, in a very offhand way, into a typically arse-over-tit account of the Second Opium War (1856-60).

So the foreigners placed their faith in the Qing, once they had warred with them, beaten them, and humiliated them. Again, it all began in Canton. (p.136)

Note the tired and jaded tone as he casually begins a confusing account which spools onto page 150, with a vivid but hard-to-follow explanation for the (scandalous) British burning of the Emperor’ Summer House. OK. But in the 14 or so pages which cover it, Bickers nowhere mentions that he is describing the Second Opium War – you have to know that already. He is so close to, and over-familiar with, his subject, he just assumes that we all know about this stuff already. But we don’t. That’s why we bought your bloody book in the first place.

Towards the end I was genuinely appalled when the only mention he makes of the Russo-Japanese War of 1905, the first war in modern times in which a non-European nation (Japan) thrashed a European one (Russia) is the following. (He’s explaining how, after the Boxer Rebellion was finally quelled, the European nations demanded reparations but, for the most part, didn’t seek to acquire new territory. Apart from Russia):

Russia failed to conform, though, and hung on in Manchuria with 200,000 troops. So the British and the Japanese opened up a new world of international politics by entering into a formal alliance in 1902, breaking with decades of British practice, and in 1904-5 the Japanese smashed Russian forces in Manchuria and Siberia, shocking the European world, and offering new hope for the colonised and threatened. (p.349)

The Russo-Japanese War doesn’t even get a sentence of its own, but is shoehorned into the second half of a sentence which starts in 1902 and ends in 1905. Wow.

The republican revolution which finally overthrew the Qing Dynasty – and ended 3,000 years of rule by emperors – in October 1911, is dealt with – including the accident which sparked it, the spread of revolt, the seizure of power by Sun Yat-Sen, the abdication of the emperor, and the handing over of power to general Yuan Shikai – this seismic event is dealt with in 10 sentences – half a page – and not returned to.

Thus does Bickers leap over hugely important geopolitical, strategic and military events in order to get back to lambasting western businessmen living in sin with their Chinese mistresses, making fortunes from the opium trade and lobbying for more access to Chinese markets.

This is a sociological essay about the British in China, not a history.

Academic jargon

By this stage the reader has realised that Bickers isn’t interested in giving a chronological account of what happened during China’s century of humiliation; he isn’t interested in analysing or explaining the complex geopolitics of a weakened China caught between coastal invaders like the British and, towards the end of the period, the Japanese – all overshadowed by the ever-present threat from the land-grabbing Russian empire in the west and north.

He isn’t even very interested in any of the other European nations – the French and Americans get only a few walk-on parts, while the Portuguese, Dutch or Germans are hardly mentioned at all.

Instead, what becomes clearer and clearer is that Bickers thinks he is giving a kind of cultural history of the British in China.

That’s a fine ambition but he doesn’t live up to it. There is nothing at all in the book about, say, Chinese art or poetry, nothing. What there is, is repeated references to the way the Chinese or British performed as if on a stage with each other, or the way Chinese artefacts (and people) were shipped off to London to be put on display in various public shows and the big European expositions of the later Victorian era, or the way the colonisers engaged in practices and policed sites and shaped public space, and so on. Instead of interesting stuff about Chinese culture, what Bickers gives us is a lot of Eurocentric academic jargon.

Over the past forty years or so, the mind-set and terminology of (mostly French) modern literary theory/history/sociology pioneered in the 1960s and 70s by, say, Roland Barthes or Michel Foucault, has congealed to form a higher entity called just Theory – an attitude and set of jargon which has spread out to infect study of all the humanities subjects at university.

I’m extremely familiar with this all-purpose semi-sociological terminology from the many art exhibitions I go to, where contemporary artists no longer make ‘art works’ – they engage with issues of gender and sexuality, or money and class or whatever, carrying forward projects which use strategies of this, that and the other, which taken together amount to their practice. What used to be called ‘works of art’ are now more often than not the sites of their engagement with some issue or other, where the artists subvert conventional narratives of whatever or challenge this, that or the other norm or convention.

This all-purpose academic jargon has a number of purposes. Firstly, like academic jargon down the ages, from the ancient world through the Middle Ages – it makes the author sound clever. Secondly, it makes it all sound very serious: no longer painting a picture or developing a photo, an artist is now engaged in their practice – like a serious professional, like an architect or a GP. Thirdly, it is all very active – none of that old bourgeois standing around in front of an easel, an artist now engages with, subverts, challenges and questions and interrogates and a whole load of other action words. All very exciting and edgy.

At the same time many of the words have a very clinical and scientific feel: not only the artist, but especially the art critic, is no longer subject to the wishy-washy whims of their bourgeois imagination, but gives the impression of applying rigorous scientific procedures: artists have ‘projects’ and ‘practices’ which are enacted in ‘sites’ and ‘spaces’. Anything like a sculpture or installation reorientates the ‘space’ around it, maybe reorders ‘spatial hierarchies’, probably ‘challenges’ accepted ‘narratives’ or what a work of art can be, and so on.

Another feature of Theory Language is that a little of it goes a long way: these terms have become remarkably all-purpose: you can apply them to almost any human activity and come out sounding serious, weighty and profound.

The only snag is that – although this kind of language, used sparingly, conveys a sense of power and thrust and importance and intellectual force,

a) it doesn’t, on closer examination, really tell you anything at all
b) used too much, it quickly turns into a vacuous jargon of empty slogans – just as the public very quickly got sick of Theresa May telling us she represented ‘strong and stable leadership’ (and turned out to represent the opposite) so an artist, or curator, or critic, or historian who goes on and on about ‘practice’ and ‘projects’ and ‘sites’ and ‘narratives’ in an effort to sound meaningful and scientific and precise – runs the risk of ending up like a cracked record playing the same meaningless jargon over and over again; far from subverting anything, this kind of jargon ends up reinforcing existing conventions about art writing. In fact, it is the new set of conventions.

Examples of academic jargon

Display is an important idea for Bickers. European merchants built big houses – he takes it as an example of ‘display’. They hosted lavishes dinner – more ‘display’. Chinese objects were sent back to London – where they were put on ‘display’. As if grouping these pretty everyday activities under a semi-scientific singular noun gives us all a special insight into human activity, grouping them all together somehow explains… something.

  • China was in this way [exhibitions of China bric-a-brac in London in the 1840s] being normalised as an object for such display and ethnographic and other curiosity. (p.89)
  • Such displaydisplay at table, architectural display – announced probity and confidence (to each other, to Chinese merchants), but it also spoke of vulgarity and extravagance. (p.99)
  • Admiration for the appearance of the Sikhs, the ‘colour’ they were felt and said to have brought to China, and to British display in China… (p.163)
  • What became the routine display of China at such forums was a key strand in the project that Hart was leading. (p.204)

Engage and engagement At a recent internet conference I attended there was a list of banned words; if you mentioned one you had to contribute to the swear box (all money coughed up was sent to a charity for refugees). ‘Engage’ and ‘engagement’ were top of the list. Why? Because they means everything and nothing; because they are empty buzzwords.

  • Farmers engaged in handicraft production. (p.64)
  • The ordered business of its routine engagement with the world at the treaty ports elsewhere was able to continue… (p.352)

Enterprises and projects

the British Empire didn’t carry out strategies or policies, apparently. It engaged in projects and enterprises.

  • At the heart of the official British China enterprise… (p.206)
  • The foreign China enterprise at Shanghai was actually truly a real-estate imperialism… (p.222)
  • They were men of commerce and outside what was formally recognised as British empire, and their enterprise was multi-national and often makeshift. They had no imperial project. (p.382)

Sites and spaces Both make pretty run-of-the-mill places sound important and exciting, and make it sound as if you’re saying something especially perceptive and insightful about them.

  • This book explores the world which created that final photograph and its many sites and fields of action. (p.14)
  • A popular temple was also a commercial and economic site… They were embedded in the daily public space of the city. (p.16)
  • The rural landscape was pocked with market sites. (p.65) — It is so much more emphatic and intellectually demanding than simply writing ‘markets’ or ‘market places’.
  • [Just outside harbour boundaries, opium] was stored, and there were established new sites for conflict and the low-level disorderliness that filled the consulate letter books. (p.93)
  • The new ports were like many of the other sites of power around the Indian Ocean. (p.105)
  • As the new roads and buildings grew up in the treaty ports they were to acquire new memorials, and new sites for commemoration and celebration. (p.112)
  • It might seem odd that we can find so much insistent quiet emphasis on the symbolic ordering of foreign space [the British insisted on having a grand ex-palace to be their legation in Beijing]. Partly this was a response to understandings of Chinese conceptions, a breaking out of spaces and sites allotted them for reasons they interpreted (rightly sometimes) as intentionally demeaning. But they had their own such practices already… (p.206)
  • Foreign observers chuckled at Chinese geomancy, at fengshui, even as they fashioned symbolic landscapes themselves, sacralising space, creating sites for pilgrimage, reflection and remembrance. (p.207)

In this last example Bickers is describing how the British built graveyards wherever they settled. Note how he goes out of his way to ridicule the British who, he claims, chuckled at Chinese geomancy but – at least according to Bickers’ confidently post-imperialist view – were themselves every bit as superstitious and irrational in their treatment of ‘space’ – i.e. building cemeteries. Ha ha ha, silly old British.

But as with almost everything Bickers writes, a moment’s reflection makes you question this casual criticism and superiority: geomancy or fengshui are to some extent optional practices; organising the hygienic and orderly burial of the dead are rather more of a necessity. But – and here’s my point – Bickers has conceived and written this sentence not to make a factual statement – but to score politically correct points over ‘the foreigners’.

  • Peking, resolutely, was different to all the other sites of the foreign presence, different in scale, meanings, history, experience and climate. (p.215)
  • the Inspectorate General was the site in time of an entirely novel private experiment of Hart’s. (p.227)
  • There were of course other sites of jubilee. (p.309)
  • China long remained a site of foreign male opportunity. (p.311)
  • Homes, memoirs show, now became sites for the assertion of the supremacy of the European woman over her servants… (p.313)
  • Real Chinatowns became fictionalised nests of opium dens and sites of the despoliation of white girls by Chinese men. (p.364)

Space

  • [Western music] served to mark space in new ways. (p.228)
  • So at Shanghai they ordered space, responding as quickly as they were able to the breathtaking speed with which opportunities were seized, innovations latched onto, loopholes explored. They also ordered Chinese use of public space, imposing new norms of behaviour, turning urination into a minor criminal category. They also attempted to order aspects of private space: the gambling house, the brothel, the household. (p.224)

On reflection, where Bickers writes ‘space’ he really means ‘behaviour – but ‘space’ sounds more abstract, intellectual and scientific. And, in his usual hurry to denigrate Europeans and the British at every turn, he turns the imposition of regulations like banning people pissing in the street into a bad thing. Maybe we should return to the days of men randomly urinating in the street? Similarly, maybe gambling houses and brothels shouldn’t have been regulated. Naughty, naughty Europeans with their silly imperialising laws.

Practice A super-useful word which can be applied to almost any human activity to make yourself sound impressively intellectual. For example, my postman for the most part engages in letter-delivery activities but has recently expanded his practice to encompass the manual transmission of parcels in the course of which he transitions from the public space of the pavement, governed by one code of conduct, to the private space of my porch, which has become a site for intrapersonal exchange and dialogue i.e. we have a bit of a chat whenever he knocks on the door to deliver a parcel.

Used in this pretentious way ‘practice’ has become a buzzword which lends your text the authority and the spurious pseudo-scientific precision of an anthropologist or ethnographer or sociologist. But like so many of these terms, it mostly just dresses up banality and the bleeding obvious.

  • Officials often had little time intellectually for popular religious practice. (p.61)
  • Buddhist in origin, but adopted far beyond Buddhist practices, [the festival] involved opera performances, processions and bonfires… (p.61)
  • But that containment [of foreign traders by the Chinese] was too restrictive, too contrary to emerging European interests and practices… (p.157)
  • As the concessions and settlements merged spatially with the rest of the developing cities, their autonomous judicial systems and practice routinely returned to deportation as a legal punishment. (p.160)
  • It was a queer affair, the extension of Tongzhi restoration practice to overseas diplomacy… Burlingame was carefully and explicitly instructed not to follow practices which might prompt reciprocal demands on Peking.. (p.212)
  • There were descriptions and assessments too of Chinese practice. (p.281)
  • North China farmers knew that into their brittle world had come new forces, with alien ideas and practices… (p.341)
  • And the practices of the new combined forces of Boxers, the Yihequan, ‘Boxers united in righteousness’, gave them mastery over foreign things… (p.342)

Lovely sentence this last one, don’t you think?

Network Not found so much in other Theory-mongers, this word makes you sound like you’re all across modern technology and the internet and the groovy, cool, multi-connected world.

  • [The Taiping Rebellion] was a revolt informed by the new intellectual currents from over the oceans which were at work in Chinese cities and in the networks of people, goods and ideas that flowed through them… (p.120)
  • The swiftness of the incorporation after 1860 of the new sites of treaty port China into these far wider networks shows just how interconnected it already was. (p.156)
  • Globalisation, international migration, the growth of British and other European empires and the networks that cut across and through them, all had a bearing on developments in China. (p.156)
  • China was already deeply embedded in new-fashioned networks… (p.157)
  • So the Inspectorate general became the centre of its own network of stations, as well as a node in wider networks – regional meteorology, the international round of display and representation… (p.204)
  • The growing presence, and relative ease of transmission of goods and people, locked China more and more closely into knowledge networks, not least geographical and scientific ones. (p.165)
  • By 24 October 1860, when allied troops paraded into the heart of the imperial capital escorting Elgin and Gros, two bands in the vanguard heralding their intrusion and the imminent treaty ceremony, China was already being fashioned steadily into new networks – of communications, of people, of ideas. (p.157)

‘New networks of communications, of people, of ideas’ – this is vacuous modern corporate jargon: it could be an excerpt from the press release for any big company, bank or government department – it has that hollow corporate ring, impressive, vibrant-sounding and absolutely empty of meaning.

Scripts and performance This is another classic piece of sociological jargon in which people are depicted as hollow puppets helplessly ‘performing’ ‘scripts’, putting on performances – which they called living and making decisions but which we – everso wise Posterity – can now see as ritualised and formulaic ‘performances’:

  • The China script for the performance of British power and identity in the treaty ports was borrowed from the Subcontinent. (p.162)
  • Many missionaries played at the local level the China game of compensation for injury and damage, property restitution and repair, and symbolic gesture – judgement and proclamation set in stone, or transfer of communally important sites as punishment… Some did so to show how powerful Church and mission were, how actively they could help; to reassure and protect existing converts, and to tempt others. Such action could also provide a stage for the rehearsal of the national honour script, the dignity of the nation residing in the person of the missionary and his flock. (p.249)
  • But as 3,000 troops and labourers disembarked at Langqiao Bay in May 1874, a more routine script was being rehearsed… (p.254)
  • His death was incorporated into the same empire script that he rehearsed as he travelled… (p.260)
  • The limits of this private enterprise imperialism, of the sweaty plans of Bland and his ilk were reached on the early Sunday of of 28 July 1913, when Bruce and his band blundered noisily into sleepy Zhabei, and nobody met them to play their scripted part in the local drama of Settlement expansion. (p.369)

Transgressions and subverting and challenging and interrogating etc. Sounds so exciting and edgy and revolutionary. But is all too often applied to really boring and obvious descriptions in an effort to jazz them up.

  • As guardians of order and peace they saw such large gatherings… as sites of transgressions of moral order. (p.61)

What he means is that prostitutes often plied their trade at big Chinese festivals. Who’d have thought? Pretty transgressive, eh?

Actually, there isn’t as much transgression here as I find in the commentary of art galleries; and only one or two mentions of another favourite of Literary Theory, ‘desire’, used as a kind of bland, all-purpose, catch-all term for sex in the widest sense. Although there are quite a few references to brothels and prostitutes – mainly, of course, pointing out how brothels and prostitutes followed western land grabs and settlements, thus proving what racist hypocrites Europeans were. Oh, and many of them took Chinese mistresses, as well. How vile and disgusting, only white men have ever taken mistresses, and only in China.

Prose like concrete

The direction of Bickers thought is always upwards towards sweeping generalisations. Converting a specific argument between a specific Chinese and English into the generic term ‘dispute’, or particular local laws and customs into the generic word ‘practice’, is always to leave the specific and colourful behind in the name of scientific-sounding but in reality vague and generalised concepts. Move in this direction enough and you are left with sentences which are so generalised they could be about anything, anywhere. It just makes long stretches of this book really, really boring.

Always there were exceptions, men and women horrified by this new world of local conflict and dispute that could unfold as people converted. But the mission enterprise was nonetheless mired from the start in such local dispute, at the same time as it was enmeshed with the wider foreign world in China through nationality, affinity, language, marriage, and wider kin networks. (p.249)

It’s like reading concrete. It’s like being stuck in a supermarket car park looking at thousands of shopping trolleys, all the same. Dispute, insult, practice, site, spatial integration, networks of communication, sites of display, imperial spaces, networks of engagement, circuits of empire, colonial display, imperial sites, the China project, the China enterprise, blah blah blah.

I should have been warned off by the reviewer on Amazon who said reading this book was like walking through thickening mud.

Some, such and many Bickers also has a peculiar way with the words ‘there’, ‘some’, ‘such’ and ‘many’: by peculiar I mean that I’ve read thousands of books, paying close attention to their style, and never come across anyone use those words so eccentrically and idiosyncratically. He is fond of ‘fray’ which recurs many times; and ‘odd’.  It is tempting to embark on an analysis of these short, common words for what they reveal about Bickers’ eccentric uses of them – but this review is long enough already.

  • Such permission was certainly given to some… (p.374)
  • Such fear held good there. (p.374)
  • Such memory is the product of hard state work. (p.392)

A simpler soul might write ‘this kind of’ permission or fear or memory – but Bickers is a sucker for rhetorical effects.

Bullying sanctimoniousness

It goes without saying that a modern white, middle-aged English academic will have completely absorbed the political correctness of their university context and so be extremely, comprehensively, sarcastically critical of the white, middle-aged Englishmen of the past. A modern politically correct academic could take no other attitude.

They are all racist imperialist saps; we, dear reader, are by contrast morally unimpeachable and live in an age of complete enlightenment. Thank goodness the modern West which Bickers is a part of doesn’t go around invading other countries and plunging them into decades of chaos and civil war; thank goodness the modern West doesn’t build encampments in foreign countries – Iraq, say, or Afghanistan – protected from angry natives by huge walls inside which the soldiers and civil servants of the occupying forces, blissfully uninterested in the local culture, are provided with all the pleasures of home.

Yes, the modern historian, embedded in this wonderful Western culture, is sooo superior to his great-great-great-great grandparents who did just the same in China or India. In an account of a speech the Prime Minister Lord Salisbury gave in 1898, Bickers makes sure to point out that it was infused with the outdated ideology of social Darwinism, that he spoke ‘complacently’ and that his imperialist audience ‘chortled’.

What’s ironic is that Bickers’ own account is drenched with the cultural ideology of our times – sanctimonious political correctness – and that he himself never loses an opportunity to ‘chortle’ at the inferiority of other people – in this case, our ancestors. Bickers displays exactly the same patronising tone towards people who can’t defend themselves, as he lambasts haughty imperialists for displaying towards their victims.

Bickers laughs at the British merchants and soldiers, the consuls and captains he depicts, for importing the comforts of home, for bringing in English plants and trees, for building Anglican churches, for ordering prints and paintings of reassuringly patriotic subjects to hang on their walls, and even sending for familiar foods, rather than the bewildering local cuisine.

They wanted and recreated the familiar. They wanted their cigar brought, and then their newspaper. So they made themselves at home on the Huangpu, the Min, Gulangyu island, the slopes of Hong Kong, as snug as they could manage, and read weeks-old news about the real world over the ocean in a fug of finest Havana. (p.117)

Silly selfish saps!

And in their insatiably imperialist lust for profit, Bickers points out that some British firms even sold guns and ammunition to the warring sides in the Taiping Rebellion! The horror of those racist imperialist profiteers! Luckily, we now live in a blessed and enlightened age, when the British government would never dream of selling arms and airplanes, guns and implements of torture to Third World regimes, to countries like Saudi Arabia, who use the planes we sell them to bomb civilians in Yemen. Never ever.

— To be perfectly clear: I find a lot of the historiography of the British Empire, generally written by guilty white liberal men who bend over backwards to be politically correct in every way, to be revoltingly smug, superior and sanctimonious. To assume that their responses to the problems those people living in the 1840s, 1850s, 1860s and so on faced – their motivations to travel where the opportunity was, to set up companies, to trade and make money, to seek a living and a career – were all somehow uniquely wicked, and only the British ever did this or displayed imperialistic behaviour – never displayed before or since by any other nation (including the countless Chinese merchants they traded and set up companies with, or the genuinely bestial Japanese Empire) – and to assume that these are all behaviours which we moderns, in our infinite wisdom, have completely outgrown.

In my opinion, every human being is born into struggle – against their biological destiny, their physical flaws, the illnesses and accidents we are all prone to, against the psychological damage of childhood and education, against the cultural and technological limits of their time and position and, above all, the crushing necessity to make a living, to earn a crust, to eat and drink and stay alive.

My opinion is the same as John Locke’s, that we do better to commiserate our common frailty and sinfulness with our fellow humans – to sympathise with other people, to understand their suffering and pain, to help and aid those who are alive, now, today – and to empathise with the tribulations of those who came before us, who struggled through their own challenges.

But people like historians of empire, who appoint themselves judge and jury over the past, who lump the entire population of Britain into one undifferentiated pile labelled IMPERIALISTS so they can sneer and ridicule and belittle our benighted ancestors, well they run the risk of themselves being lumped in with the Britain of our times, being judged by the same strict broad-brush approach which they apply to the past – and found wanting. Was Bickers not alive during the invasion of Iraq, the invasion of Afghanistan, the financial crash of 2008, the Brexit vote or, at its widest, the election of President Trump? In a hundred and fifty years time won’t he be lumped in with this violent, war-starting, financially ruinous era?

And – the most obvious crime of our age – he is living through the destruction of the planet’s life forms and the tipping point of global warming. In a hundred and fifty years time Bickers too – with his flying round the world and globetrotting, a privileged western academic who ‘travelled extensively, visiting many of the haunting sites scattered across China that feature in the book’ (as the blurb puts it) – will be lumped in with the stupid, blinkered generation who arrogantly took it as their prerogative, as their right, as their entitlement, to burn up fossil fuel, to heat up the atmosphere, and to permanently damage the planet – and all in order to write his sarcastic quips about his obscure forebears.

And, if anybody reads books a hundred and fifty years hence, this type of morally superior historian will be judged all the more harshly because they have forfeited the possibility of themselves being forgiven by the unremitting harshness, judgmentalism, superior and supercilious attitude which they apply so flippantly and casually to people who died 150 years ago, and who cannot speak in their own defence. ‘Judge not lest ye be judged,’ as a dead white man said long ago.

Seen from this perspective – of condemning the helpless dead – judgmental histories like Bickers’ are a form of bullying. And when I see any form of bullying happening right in front of me, although I may not like the victim very much, my instinct is to side with the underdog, with the person being subjected to relentless vilification by someone in power over them.

But the relentless patronising of the past is not only morally offensive, it’s also plain dumb. Repeatedly Bickers comes up with the revelation that these businessmen and traders and merchants and bankers were out to make a profit! That merchants and bankers came out from Britain to set up businesses, to trade, and to make money! God, the implication is – how grubby and tacky and awful, all this fussing about money and profits!

The implied contrast is with morally pure academics, swanning around the world paid for by government grants, unfurling their deathless prose for the benefit of lesser mortals who have to scheme and plan and graft, to set up businesses, borrow capital, employ staff, hire premises and equipment, do deals and live with the permanent risk of going bankrupt or having your offices, staff or family attacked by anti-western zealots. What losers they must be, eh!

Bickers describes how a lot of the China traders got very rich very quick which, it is implied, was a contemptible thing. What depraved wretches! Lucky for us that we live in an era of perfect equality, with no disparities of income and wealth, either here in perfectly governed Britain, or in contemporary not-at-all-capitalist China. Aren’t we so right to feel superior to the past and their despicable get-rich-quick mentality 🙂

Eurocentric

The final irony is that, despite all his fashionably anti-imperial attitudinising, this book is in fact written overwhelmingly from the white western point of view. To be precise, from the British and, by and large, English point of view. Chaps’ diaries are used to put chaps down. Chaps’ accounts of their adventures are used to criticise chaps’ racist attitudes. Chaps’ reports back to the East India Company or Parliament are used to chastise chaps’ crudely mercantile way of thinking.

Oh silly, silly Victorians who knew nothing about multicultural studies or LGBT rights, who thought only in terms of their own age, cultural and social norms. How blinkered some people can be! Could they not guess how they would be judged in 150 years time and reorient all their actions accordingly?

Also, a thorough account of ‘the scramble for China’ really ought to include not just the British but the French, Portuguese and Dutch, with large roles for the Russians and Germans, all of whom got in on the act, scrambling for their own treaty ports and concessions. But in this book there are hardly any accounts of other countries’ activities.

All in all, this book is emphatically not a historical account of the multi-national scramble for China – it is a cultural and sociological study of ‘the British in China 1832-1915′ and its title really should have conveyed that more accurately.

And above all – irony of irony – for such a politically correct writer, there are hardly any Chinese voices in the text. This may be for all kinds of structural reasons, such as that many of these encounters weren’t recorded on the Chinese side, or that the archives were lost in the various revolutions and rebellions. But the fact remains that this is yet another book about the white British empire, by a white British historian, which relies overwhelmingly on the efficient and detailed record-keeping of white Victorian imperialists – in order to twist and quote them out of context with the sole intention of proving what awful racist money-grubbing insensitive imperialists they were.

In other words, through the academic jargon and preening rhetoric, there is little in the facts and nothing in the attitude which are either new or interesting. The Scramble for China conforms entirely and dully to the politically correct dogmas of our time.

Extended example

The Boxer Rebellion (1899-1901) was just one of several native Chinese uprisings which overlapped with, or promoted reprisals from, the European powers to create a terrifying vortex of violence right at the end of the nineteenth century. What you’d hope for from a long (400-page) historical account of the period might be an attempt to disentangle these events, to patiently explain and analyse them. Bickers does the opposite.

War was fought across Manchuria, as Russian forces razed Amur river cities, and smashed their way south into Manchuria and north out of Port Arthur. It was fought in Tianjin, the foreign concessions besieged by Boxer bands and the Qing army. It was fought all the hot dusty way to Peking, as a multinational force of foreign troops slogged their way to the capital and relieved the besieged legations and Christian cathedrals. War was fought in Shanxi province, as German and British columns tramped to Taiyun, slaughtering opposition on the way… War was fought between Boxers and Christians, between Qing armies with Boxer allies, and the ‘Eight Power’ allied expeditionary force. It was fought by British marines and Japanese infantry, as well as by Sikhs, Bengalis, Black Americans, Annamese, Algerians and a British regiment of Chinese from Weihaiwei… It was a cruel war: a war between states, a civil war, a fight for personal survival… (p.346)

My critique is simple: every one of these incidents (the battles and campaigns) and ideas (for example, the very mixed nature of the armies) ought to receive extended treatment so that the reader can understand these key events and these important issue better; can learn something.

Instead, this vast tangle of events and ideas is made subordinate to Bickers’ addiction to fancy rhetoric, to the single flashy rhetorical trick of starting a lot of sentences with ‘war was fought’ or ‘it was fought’. Sure, the repetition rams home the idea that there was a whole lot of fighting going on; but the most basic elementary entry-level journalistic questions – who, what, where, when, why and how? are ignored – not in the name of some compelling insight or new thesis – but in the name of grand-standing rhetoric.

Bickers is more interested in describing the way news of these events back home was chaotic and often fabricated, how reports were made up by European journalists or editors, along with staged photographs and how some of the very first newsreel footage in the new technology of moving pictures was also generally faked and rigged.

Golly! News is fabricated and created by fallible and/or profit-seeking papers, magazines and media outlets! Wow! Yes indeedy, Bickers is here to tell us that coverage of far-away wars is often sensationalist and inaccurate.

There was a dearth of authenticity in this much-faked war, characterised and impelled as it was by forgery and wild rumour (p.355)

To read Bickers you’d think this must be the only war in history characterised by ‘forgery and wild rumour’ – as opposed to the obvious fact that, as the saying coined a century ago puts it, the very first casualty of war is truth.– This is a truism. A cliché. A threadbare, bleedingobvious commonplace taught to every GCSE schoolchild. Why am I reading it in a book written by a professor of history as if it is a dazzling new discovery?

My contention is that Bickers knows an awesome amount about this period, but fails to report it clearly or accurately, preferring to corral it all into either a) huge paragraphs designed to show off his rhetorical prowess, or b) long sections filled with tedious academic jargon which, upon a closer reading, always turn out to be obvious and banal.

To adopt Bickers’ own sociological terminology, this book is history ‘recruited’ and ‘refashioned’ for personal ‘display’ and ‘aggrandisement’.

This example is far from unique. A few pages later he does the same thing again. In among the chaos of the turn-of-the-century conflicts there was a lot of looting and pillaging (as, I believe, has occasionally happened in other wars) – but do we gets details, context, causes or consequences, useful facts and analysis to help us understand and remember each of the distinct outbreaks and incidents? Nope. We get another set-piece of booming rhetoric:

They looted at Tianjin; they looted at Peking; they looted everywhere in between, and far out into the northern provinces. They looted for days, for weeks, for months. They looted arsenals, granaries, mints and palaces. They looted the instruments from the old Jesuit Observatory. They looted salt stocks and Tianjin, and treasure from pawnshops. They looted houses and hovels. They looted tombs. They took furs, silks, paintings, jades and porcelains. They looted gold-plate from the roofs of temples. They took books and statues. What they did not like or could not take they trampled underfoot, tore, burned or wrecked. (p.350)

OK, I get it – there was a lot of looting. But who, what, where, when, why and how? Not in this book, you won’t find these basic questions answered.


Conclusion

This long book is a struggle to read. The average person-in-a-hurry could pick up pretty much all they need to know in half an hour by reading these Wikipedia articles.

What this 400-page book gives you which Wikipedia doesn’t, is vast amounts of anthropological-ethnographic-sociological jargon, almost entirely about the Western, and specifically British, individuals involved in the opening up and colonising of China.

There are brief descriptions of festivals or temples, a bit about Peking architecture, many scattered details about relevant places and events though generally delivered in a confusing way – but little or nothing about Chinese art or poetry, history or attitudes, culture or politics – and nothing you can really grasp or learn from about the big wars in Victorian China and their geopolitical implications. And that was the main reason why I bought this book.

Instead, there are lengthy sociological disquisitions about the spread of Christianity through missionary activity (chapter 8), the rise of the Chinese Customs Authority under the legendary Ulsterman Robert Hart (chapter 7), a lengthy account of how Hart’s Customs helped organise a comprehensive network of lighthouses along China’s coast in the 1870s and 80s, which leads on to the western gathering of data generally, about the meteorology of the coast or of Chinese diseases (chapter 9).

Sounds interesting, doesn’t it? But because it is all couched in the limited and stereotyped jargon of ‘practices’ and ‘networks’ and ‘sites of insult’ and ‘imperial enterprise’ etc, and because Bickers never drops his anti-British sentiment (lighthouses were – shockingly -built to make imperial trade safe and guarantee profits! meteorological data designed to help imperialist shipping! medical reports to help the racist westerners better able to exploit etc) it isn’t. It ends up all sounding the same. He manages to make a riveting period of history sound really boring.

Last thoughts

For my £15 I had to wade through hundreds of pages of preening prose and abuse being thrown at long-dead profit-hungry, racist imperialists – but did ultimately emerge with two newish (to me) thoughts:

  1. The China British were always a sort of spin-off of British India, using the same slang, building the same sort of houses, treating the locals, especially their servants and mistresses, with the same appalling and often violent condescension. And the Forward Party of China colonists really thought they could hoodwink and bully the British government back home into supporting an incremental takeover of China through piecemeal wars and ‘punitive actions’ – raucously calling for more and more belligerent intervention. This, after all, was all how we slowly acquired India. Hmmm. Interesting.
  2. Right at the end of the book Bickers describes how he has himself been subjected to harangues and lectures by modern young Chinese criticising him personally for being British and therefore to blame for the ‘century of humiliation’. What is interesting is that these young people have absolutely no experience of any of the events they cite (the violence of 1842, 1860 or 1901). But this story – how their country was subjected to a hundred years of imperialist conquest, a hundred years of victimhood – has been drummed into them by the Chinese state. Why? Bickers explains that, after the Chinese government violently repressed the Tiananmen Square protests of 1989, and arrested and imprisoned the reform-minded leaders who let it all get out of hand, they then undertook a sweeping review of Chinese education designed to emphasise the uniquely nation-saving achievements of the Chinese communist party and why all Chinese should be forever grateful to it. In order to boost its role as the goody in the story, the communists emphasised the irredeemable baddyness of all foreigners, of Western Imperialism, be it British, French or Russian, and also to lump in the decades of abuse from Japan as somehow permitted and encouraged by those imperialist farangs.

It is fascinating to learn that the anti-western feeling of many of China’s young educated people is more powerful and passionate today than it has ever been – and that it is encouraged by state-sponsored history books, courses and teachers.

The final chapter of Bickers’ book is thirty pages devoted to a rather boring description of how archives and records were rescued from China during the 20th century, and how a patchwork of researchers has set about writing more accurate and unjingoistic accounts of western, and especially British, imperialism in China. Fair enough.

The irony is that they are doing so at the same time as China’s authorities are also sponsoring a highly tendentious anti-western narrative. Bickers worries that this could lead to quite dangerous results:

A globalised China is not new; but a powerful global China is unprecedented. That provides new food for thought, especially as Chinese youth come out into the world equipped for instinctive indignation at China’s past humiliations and what they feel to be contemporary echoes of those. The awkward confidence that such sensitivity engenders in them might make for all of us a very awkward world. (Final words of the text – p.399)

Worrying, eh?

And this leads onto a final thought of mine, which isn’t in the book at all – that we live in an age of Victimhood, of ever-multiplying victim narratives competing to be heard. The Jews have a well-established Holocaust narrative which is now enshrined in Holocaust Memorial Day (January 27). Black History Month has been going since 1970 in the States, 1987 in the UK. Since as far back as 1909 there’s been an International Women’s Day, now held on 8 March. These are state-sanctioned days or periods solemnly commemorating what are, at heart, victim narratives.

But away from these official victim narratives, the sense of being victimised and humiliated proliferates in the modern world – the entire Arab world, for example, blames Europeans and especially the British for allowing Israel to be founded, for giving their countries stupid arbitrary borders, for interfering and undermining their nations in any number of 20th century coups and invasions, and for continuing to kill Muslims in Iraq or Afghanistan or Syria – victim narratives which can be compiled into recruiting literature for al-Qaeda or ISIS.

I’m not passing judgement on any of these or the numerous other narratives of victimhood of our time – just pointing out the fact that the last pages of Bickers’ book make a riveting contrast to the previous 400. For the first 400 he gives hundreds of quotations from bombastic, jingoistic, imperialistic, often overtly racist, patronising and violently confident China pioneers, settlers and apologists all boasting about their power and might and supremacy. Right at the end of the book there is a loud screeching of brakes as you are suddenly dumped into the 21st century and find yourself surrounded by voices all clamouring to show off their weakness, to show you their wounds and their suffering, all competing to show you how vulnerable and abused and humiliated they have been.

Read newspapers and magazines from 1911 and they’re all about power, might and conquest; read newspapers and magazines from 2011 (when this book was published) and it’s a wall of helplessness, victimhood and suffering.

China’s War with Japan 1937 – 1945 by Rana Mitter (2013)

The aim of the book

Mitter is an eminent historian of twentieth century China and of the period leading up to World War II in particular. In his introduction he points out that the Sino-Japanese War – which lasted from 1937 and then became subsumed in the wider World War – is often neglected in Western historiography which, perhaps understandably, focuses on the war in Europe/Russia and on the American War in the Pacific: both perspectives tend to overlook the fact that the Chinese were fighting the Japanese for four long years before the Americans joined the struggle. By providing one continuous narrative of the entire Sino-Japanese War, as seen from the Chinese point of view, Mitter aims to redress this imbalance and tell this generally ‘untold story’.

The second main point, which emerges increasingly as the wider World War progresses, is that China – as the four-year adversary of the Japanese, and as the country responsible right to the end of the war for tying down some 500,000 Japanese troops as well as supplying men to fight alongside the British in Burma – deserved much greater representation in the meetings of the Big Three – Russia, America, Britain – which decided the fate of the post-war world. China was only invited to one, minor, Allied conference – held in Cairo – and was not invited to Yalta, Tehran, Potsdam. To this day, Mitter claims, the lack of recognition of China’s part in the wider anti-fascist struggle, and then her deliberate omission from the meetings of the Big Three – which they think should have been a Big Four – rankle in the memory of educated Chinese.

It contributes to the smouldering Chinese sense that for a long, long time, for some 150 years, first the British and then the Americans assumed control and sway over the Pacific and all its peoples, and that Chinese interests and contributions were consistently ignored or trampled on.

Now, at last, in the 21st century, China is confident enough and powerful enough to begin to flex her muscles and assert her rights in the region. Which is why, Mitter argues, educated people in the West need to be aware of the often harrowing events of this brutal eight-year war, and of the emotional significance it still has for many Chinese, and how it still informs modern China’s attitudes and worldview.

The Sino-Japanese War

1. 1937 to Pearl Harbour (1941)

Having annexed neighbouring Korea (1910) and the huge northern province of China known as Manchuria (1931), the aggressively militarist Japanese Empire took the opportunity of a trivial border incident (at the so-called Marco Polo Bridge) to launch a full-scale armed invasion of China in July 1937.

When Japan attacked there were broadly three forces in China: the Nationalist Party of Chiang Kai-Shek (also known as the Kuomintang) which claimed to be the official government of the whole country; the smaller Chinese Communist Party – whose leaders included the up-and-coming demagogue Mao Zedong – and a number of regional warlords.

China was divided like this:

a) Because the latter part of the 19th century was marked in China by decades of civil war and administrative weakness. The biggest of these disruptions was the Taiping Rebellion, a vast civil war which dominated the 1860s and in which anything up to 100 million Chinese might have killed each other, and which people in the West have little awareness of. The rebellion had only been put down at the cost of giving autonomy to regional military leaders and it was this which established the pattern of ‘warlord’ control of some regions. A growing body of politicians, modernisers and revolutionaries all realised that the old imperial structures just couldn’t rule this huge country, and the turmoil eventually led to the overthrow of the Qing imperial dynasty in 1912 and the establishment of a republican government.

b) However, the nationalist revolutionaries proved incapable of preventing the country falling apart into a patchwork of regions controlled by local military leaders or ‘warlords’. Hence the complex geography and politics of the ‘Warlord Era’, 1916 – 1928.

Japan’s advance was swift not only because of China’s political, administrative and economic divisions but for the more basic reason that, under successive 19th century rulers, China had failed to modernise and keep up with the industrialised world. Convinced of their cultural superiority, of their lofty position as ‘the Heavenly Kingdom’, China’s rulers looked down on the big-nosed Europeans with their crude manners and obvious greed. Which turned out to be a mistake because the foreign devils (one of many discriminatory terms the Chinese use for non-Chinese) came armed with the benefits of the Industrial Revolution – steamships, guns, cannon, trains.

In the 1840s Chinese rulers found themselves forced at gun point to agree to treaties with Western imperialist powers – Britain, France, America – who secured for themselves coastal entrepôts (Hong Kong, Shanghai), exemption for Western citizens from Chinese law, but who (wisely) never made any attempt to colonise the vast peasant interior.

China’s economic and social backwardness contrasted with Imperial Japan, whose government realised in the 1860s that they had to keep up with the farangs by importing the best of Western know-how. The Japanese gave Westerners limited rights at certain specific trading ports but, more importantly, embarked on a wholesale reform and modernising of their technology and industry. By the turn of the twentieth century Japan combined an ongoing level of rural Asian poverty with surprising levels of urbanisation and industrialisation. This was brought forcefully home to everyone when Japan defeated Russia – itself arguably a vast, backward nation but still, in theory, European – in the Russo-Japanese War of 1904-5. Bolstered by this victory, Japan’s well-organised, well-equipped and well-managed army and navy went on to seize control of all Korea in 1910.

The disparity in cultural attitudes (Japan’s Big Yes to Western know-how compared to China’s lofty rejection), in their respective levels of industrialisation, and in central economic, political and military control, help explain why – when they decided to extend their occupation in 1937, Japan, with a population of just 72 million, managed to subdue China, with a population of about 520 million.

The war was marked early on by the Japanese massacre of the civilian inhabitants of the capital Nanking

and continued to be marked by extreme Japanese brutality and bloodshed, including the indiscriminate bombing of cities crowded with refugees – for example, the bombing campaign against the Nationalists’ temporary capital of Chongqing – which resulted in horrifying casualties.

The Nationalists themselves contributed to the mayhem with a ‘scorched earth’ policy, including burning some of their own cities to the ground before the Japanese could take them and – most notoriously – in 1938 breaking the dikes which held in the massive Yellow River. This created a truly epic flood over a huge area of central China which certainly delayed the Japanese advance but led to a mind-boggling 800,000 deaths from drowning, not to mention further deaths from disease and starvation.

The Communist forces, such as they were, had retreated deep into remote northern China in the long flight which their propaganda machine turned into the legendary ‘Long March’. About 70,000 communist cadres set out on it and maybe as few as 7,000 completed it, the rest dying or giving up along the way. Thus the bulk of the resistance to the Japanese invaders, of the actual fighting, fell to Chiang, his German-trained Nationalist forces, and whatever warlord allies he could press to help him (and who all too often let him down).

The whole story is a panorama of extraordinary chaos, suffering and death on a continental scale.

2. After Pearl Harbour

The story becomes a lot more comprehensible – and therefore interesting and memorable – once the Japanese have their bright idea to attack Pearl Harbour and declare war on the most powerful nation on earth. And Hitler decides – quite unnecessarily – to rally to their support and also declare war on America.

There had been an earlier turning point when the war in Europe broke out in September 1939 and Chiang’s Nationalists suddenly hoped for arms and support from the European democracies (who just happened to be the very same imperialist devils which Chinese nationalist propaganda had been reviling for decades). But, in the event, the supposedly all-powerful British Empire turned out to be weak – in fact, it was shown to be an essentially peacetime operation, able to carry out local police actions and just about manage a huge array of established colonial assets, but in no way ready for a war of aggression – unlike Germany or Japan. Britain herself struggled for survival in 1940 and ’41 and so the last thing on her mind was sending troops to the other side of the planet to fight in someone else’s war.

Pearl Harbour marked the beginning of the war for America, but was only a way station for the Chinese who had, by this stage, been resisting the Japanese for four long years. It would take three more bitter years to defeat them, with mixed results for Chiang’s Nationalists: on the one hand they now found themselves de facto allies of Britain and America in the war against Japan; on the down side, they now found themselves caught up in the very complicated diplomatic and military manoeuvering which took place even between the nominal allies Britain and America, with the added challenge of Stalin’s Russia, as well as coping with Mao’s communists and the Chinese collaborationist regime.

For one of the many untold stories which Mitter brings back into the light is the role of Wang Jingwei, at one time a colleague of Chiang’s, who was persuaded that the patriotic thing to do in order to prevent more loss of Chinese lives and destruction of Chinese land, was to co-operate with the Japanese. After agonising soul-searching – recorded in detail by one of his aides-de-camp, Zhou Fohai, in a diary from which Mitter liberally quotes – Wang agreed to fly back to the occupied former capital of Nanjing and allow himself to be set up as the Japanese-backed puppet leader of Occupied China – an equivalent of the Vichy Regime in France or Quisling in Norway.

The three years of the War in the Pacific are detailed in Max Hasting’s grim history Nemesis. Mitter usefully complements such Anglocentric accounts with his narrative of the ongoing battles – and the complex diplomatic manouevres – taking place in war-torn China.

One of the most interesting themes which emerge in the final part of Mitter’s book is that the various Chinese administrations – as they struggled to keep control of their areas and populations, to properly organise the collection of taxes, the feeding of soldiers, the distribution of the growing amounts of Allied aid – became progressively more centralised and relied increasingly on Terror as a political tool. Each of the three regimes set up secret police forces who used arbitrary arrest, torture and executions to intimidate dissident voices, each one headed by specific individuals – the equivalents of the Nazis’ Heinrich Himmler – who became notorious for their brutality and sadism. For Chiang’s nationalists it was Dai Li, for Wang’s collaborationists it was Li Shiqun, for Mao it was Kang Sheng.

And all three parties despised Westerners as culturally inferior, hated and bitterly resented the shame and humiliation they’d been subject to during the era of Unequal Treaties, and were – accordingly – contemptuous of the hypocrisy of Western ‘liberal, ‘democratic’ societies. None of them really understood the Western notion of democracy from below – the models of all three (as indeed of the conquering Japanese) was of top-down rule by a strong Leader – Generalissimo Chiang or Chairman Mao.

Given the huge political differences between all three factions and given the direct links between the Chinese Communists and Stalin’s Russia – Stalin told the CCP, basically, what to do – on the one hand, and the widespread corruption, brutality and inefficiency of Chiang’s Nationalists (to the many Americans who had experience of Chiang Kai-Shek’s regime, he acquired the nickname ‘Cash My Check’) on the other – it’s no surprise that relations between the Western Allies and the various Chinese factions were fraught with misunderstandings, miscalculations, misgivings and mistakes, which Mitter records in great detail.

3. Conclusion

By the end of World War II, the sustained struggle against the Japanese had exhausted Chiang Kai-Shek’s Nationalist forces. By contrast the war had seen the growth in strength and confidence of the Communists who had been able to send out political cohorts to infiltrate broad areas of unoccupied China to spread their message of a revolution for the peasants, for the poorest of the poor.

It was also during the latter part of the war that Mao began to establish his grip on the Chinese Communist party through a programme of biting criticism and calls for ideological purity – the so-called ‘Rectification Process’ – which was the start of 30 years of intimidating, arresting and executing his opponents. As Mitter points out, the techniques which underlay the catastrophic Cultural Revolution of the late 1960s were first laid down in the early 1940s.

When the War in the Pacific came to an abrupt end in August 1945, the war for control of China still had four more bloody years to go, a ragged civil war in a shattered country which ultimately led to the complete seizure of power by the Communists and the establishment of the People’s Republic of China in October 1949. The remnants of Chiang’s Nationalists fled to Taiwan, where they rule to this day. As Mitter sums up – Chiang’s Nationalists won the war but lost China.

Masterpieces of Chinese Painting 700 to 1900 @ the Victoria and Albert Museum

A stunning exhibition of 70 banners, scrolls, fans and ink paintings covering well over 1,000 years of Chinese art, at the Victoria and Albert Museum. The audiobook is voiced by Juliet Stephenson and is over 2 hours long. This is a big and densely detailed exhibition.

For me Chinese art is a completely new world with almost no bearings or fixed points. I know nothing of Chinese history and recognise none of the artists’ names and know nothing about the aesthetics of Chinese art, the conventions and rules or the schools and movements. The exhibition displays the work by chronological theme, but I’ve stuck to the dates of the dynasties which define Chinese history, giving me at least one framework to cling on to.

Tang Dynasty 618 to 907

The first room concentrates on silk banners showing Buddhist deities. The earliest banner dates from 729 (contemporary with the Venerable Bede in England and just before the Battle of Poitiers in which the Franks stopped the advance of Islamic armies into France). Buddhism, boddhisatvas, banners and offerings. There is a fascinating film of how silk was prepared and treated with alum and gum before painting, as well as an ancient painting showing the process being carried out.

Song Dynasty 960 to 1279

Buddhism faded, secular subjects, the visible world and landscapes became more popular. Visual explorations of changing weather and the shifting qualities of natural light. The Emperor ruled over 100 million people! Art merged decorative and subtle landscapes with philosophical ideas. Paintings began to be autographed in contrast with the anonymous Tang banners.

There are three Chinese philosophies: Taoism, Confucianism and Buddhism. The Taoist ideas of Yin and Yang were developed and incorporated into theories of art: the active Yang is represented by hills and rocks; by contrast, the passive, feminine Yin is embodied in rivers and lakes.

The Nine dragons scroll was painted about 1244 and shows nine shapes or incarnations or activities of the dragons beloved of Chinese legend. Like many of these artworks, it is not a painting to be hung on a wall but a scroll, meant to be kept in a safe storebox and occasionally taken out, unsfurled and appreciated. From right to left.

Most if not all of the images incorporate texts and poetry. The calligraphy of the Chinese characters is just as important as the image itself and the style of both can be highly individual and distinctive. Images and poems were produced by a self-consciously artistic scholar-gentry class.

Thus the text of the poem by the northern Song emperor Huizong describing the flight of the ‘auspicious cranes’ is given just as much space as the image itself.

Yuan Dynasty 1271 to 1368 (pronounced ‘un’)

Kublai Khan and his Mongols conquered China and proclaimed a new dynasty in 1271. The scholar-gentry class was dismissed from power and influence. The era is one of solitary, isolated scholars and artists creating wistful, nostalgic poems and images full of nostalgia. Ghostly brushwork in pale ink is typical of the ‘apparition’ painting of the time.

Ming Dynasty 1368 to 1644

After Mongol domination, the Ming represented a return to rule by ethnic Han Chinese, leading to a long period of prosperity and stability. Silk and expensive pigments reappeared. The capital moved from Bei-jing (‘jing’ meaning capital and ‘bei’ north) to Nanjing (‘jing’ meaning capital, ‘nan’ meaning ‘south’.)

There is a lovely scroll of Court Ladies in the Inner Palace, playing Chinese forms of golf (!) and football (!). There was renewed scholarly interest in past art and techniques and history.

There are many more portraits of real people and places – for example, Tang Yin whose civil service career was ended by wrongful accusations of bribery made a painting called ‘Pure Dream Beneath a Paulownia Tree’, with accompanying poem:

For this lifetime he is divorced from the thought of rank and fame
This pure sleep is no longer filled with the dreams of grandeur.

These serene, philosophical and mature images were created soon after England suffered the bonfire of vandalism of the Henrician Reformation, followed by the burnings-at-the-stake of Bloody Mary and the further artistic destruction of Edward VI. Hard not to compare our brutal philistinism with the depth and civilisation of these images. Paintings with names like:

The rise of Traditionalism, the urge to copy what were now seen as the Old Masters of the Chinese tradition, in subject matter, brushstroke, style and calligraphy.

The end

The story of classical Chinese painting ended in the early 20th century, amid the influx of western influences – perspective, realism, the horizon – and the social upheavals accompanying the end of the Chinese empire in 1911. What a tradition! What wonderful, awesome works of art!
