The Life of Tiberius by Suetonius

Tiberius Julius Caesar Augustus was the second Roman emperor. He succeeded his stepfather and adopted father, the first Roman emperor, Augustus, in 14 AD. Born in 42 BC, Tiberius reigned from 14 (i.e. aged 56) until 37 AD, 23 years in total, dying at the age of 78.

Roman texts were divided into short sections, sometimes called ‘chapters’ though most are less than a page long. Suetonius’s biography of the emperor Tiberius is 76 chapters long. Like all the emperors, you can divide his biography into two parts, before he was emperor, and his reign as emperor.

The central fact about Tiberius is that he was a grumpy, unsociable and reluctant emperor who began his reign with exaggerated respect for the institutions of Rome but slowly declined until he was overseeing a reign of terror, especially as a result of encouraging unaccountable spies and informers to bring charges against eminent men.

Already, in 6 BC, while he was being groomed as first among equals in Augustus’s extended family to succeed the great man and had established himself as an effective general after leading the army in Germany, he abruptly quit public life and retired to Rhodes, where he remained for seven years.

The historian Tacitus thinks the biggest reason among many possible ones for Tiberius’s retirement was that Augustus had forced him to divorce his wife, Vipsania, who he really loved, and marry Augustus’s own daughter, Julia who a) despised Tiberius’s relatively lowly origins and b) was extremely promiscuous, taking numerous lovers and publicly humiliating Tiberius.

Suetonius covers the important political and military events of Tiberius’s life, but really comes into his own when discussing the personal quirks and gossip surrounding the second emperor. Key learnings of the opening chapters are:

The Claudian clan, which Tiberius descended from, was famous for its arrogance.

Nero became a common surname in the Claudian clan, from the Sabine tongue meaning ‘strong and valiant’.

His father was the politician Tiberius Claudius Nero and his mother was Livia Drusilla. This Nero opposed the party of Octavian and so as a boy Tiberius was always on the move as his parents moved from place to place dictated by the tribulations of the civil wars.

But once the assassins of Julius Caesar had been defeated, Nero (Tiberius’s father) returned to Rome and was reconciled with Octavian. At which point Octavian, triumphant after winning the civil wars and establishing the Second Triumvirate with Mark Antony and Lepidus, forced Livia to divorce Nero and marry him, even though she was heavily pregnant by Nero at the time. This was in 38 BC. So Augustus married Livia knowing she was pregnant with another man’s child (unless, of course, it was he who had gotten her pregnant, not the husband).

The life of Tiberius: before he was emperor

Tiberius had a younger brother, Drusus Nero.

At the age of nine Tiberius delivered a eulogy of his dead father from the rostra. Just as he was reaching puberty, he accompanied the chariot of Augustus in his triumph after Actium (31 BC),​ riding the left trace-horse, while Marcellus, son of Octavia, rode the one on the right.

Tiberius presided, too, at the city festival, and took part in the game of Troy during the performances in the circus, leading the band of older boys.

Chapter 7. Between attaining manhood and ascending the throne:

  • Tiberius gave a gladiatorial show in memory of his father, and a second in honour of his grandfather Drusus, the former in the Forum and the latter in the amphitheatre
  • he also gave stage-plays, but without being present in person

Around 19 BC Tiberius married Vipsania Agrippina, daughter of Marcus Agrippa, and granddaughter of Caecilius Atticus, the Roman knight to whom Cicero’s letters are addressed.

But after she had given Tiberius a son, Drusus, Augustus forced Tiberius to divorce Vipsania and marry his (Augustus’s) daughter, Julia, in 11 BC. This greatly upset Tiberius who continued to be in love with Vipsania. His new wife, Julia, bore him a child but it died in infancy, at which point it is thought the couple ceased to have relations.

Tiberius’s brother, Drusus, died in Germany and he conveyed his body to Rome, walking before the coffin the entire way.

Chapter 8. Tiberius began his civil career by defending client kings and states. He prosecuted a noble who had conspired against Augustus.

He undertook two public commissions: to improve the grain supply to Rome and to investigate the slave-prisons​ throughout Italy, the owners of which had gained a bad reputation for kidnapping and enslaving travellers, and as havens for men seeking to evade military service.

9. Tiberius’s first military service was as tribune of the soldiers in the campaign against the Cantabrians. Then he led an army to the Orient and restored the throne of Armenia to Tigranes. For about a year he was governor of Gallia Comata which was in a state of unrest through the inroads of the barbarians and the dissensions of its chiefs. Then he conducted war with the Raeti and Vindelici, then in Pannonia, and finally in Germany. He brought 40,000 prisoners of war over into Gaul and assigned them homes near the bank of the Rhine.

For these achievements he was given an ovation in Rome, riding in a chariot and having been honoured with the triumphal regalia, a new kind of distinction never before conferred on anyone.

Tiberius proceeded quickly through the offices of quaestor, praetor, and consul, five years before the usual age limit (he was consul in 13 BC). He was made consul again in 7 BC and the following year received the tribunicial power for five years.

10. In 6 BC, while on the verge of accepting command in the East and becoming the second-most powerful man in Rome, Tiberius announced his withdrawal from politics and retired to the island of Rhodes.

Some say it was due to disgust with his wife, her mockery of him and her indiscriminate promiscuousness, which he daren’t confront, seeing as she was Augustus’s daughter. Others think that, since the children of Augustus were now of age, Tiberius voluntarily gave up the position of number two in the empire, in order to clear the way for them. At the time he simply gave the reason that he was exhausted after years of campaigning in Germany and holding public office and needed a rest.

Augustus was furious and openly criticised him in the Senate. When Augustus and Livia tried to stop him leaving Tiberius went on hunger strike for four days (!). When he was permitted to leave, he did so hugger-mugger, hardly saying goodbye to anyone. He was an odd, secretive, unhappy man.

Tiberius chose Rhodes because he’d liked it when he stopped off there on the way back from campaigning in Armenia. Once there, he settled into a modest house and adopted an unassuming manner of life, at times walking in the gymnasium without a lictor or a messenger, exchanging courtesies with the common people.

He was a constant attendant at the schools and lecture-rooms of the professors of philosophy.

In 2 BC Tiberius’s wife, Julia, was disgraced and sent into exile by Augustus. Despite disliking her, Tiberius performed the husbandly duty of sending letters to intercede with Augustus.

Then, when his tribunician period of office came to an end, and now that Augustus’s grandsons Gaius and Lucius had come of age and were clearly nominated for the succession, Tiberius wrote asking to be allowed to visit his relatives, whom he sorely missed. But Augustus rejected his appeal and told him to forget about ever seeing his family again, who he had so eagerly abandoned.

12. So Tiberius remained in Rhodes against his will. Through his mother he secured the title of envoy of Augustus, so as to conceal his disgrace. He wasn’t left in peace because every Roman official who sailed past the island felt duty bound to stop off and pay their respects

In his absence from Rome negative rumours accumulated around him. When he crossed to Samos to visit his stepson Gaius, who had been made governor of the Orient, he found him alienated due to slanders spread by Gaius’s staff. It was also claimed that Tiberius had sent messages to some centurions which possibly hinted at overthrowing Augustus. Tiberius swore it wasn’t so and asked Augustus for the appointment of someone, of any rank whatsoever, to keep watch over his actions and words to prove it.

13. Tiberius gave up his usual exercises with horses and arms and dropped the traditional costume of his people i.e. the toga, taking to the cloak and slippers of Greece – prompting criticism. There’s a story that, when his name came up at a dinner party hosted by Gaius, a man got up and assured Gaius that if he would say the word, he would at once take ship for Rhodes and bring back the head of “the exile,” as he was commonly called.

At this point Tiberius realised his life was actually at risk, so he renewed his pleas to his mother, and, as it happens, Augustus’s eldest son was at odds with Marcus Lollius, Gaius’s adviser, and so ready to oppose him on this issue (of recalling Tiberius). So, as a result of palace intrigue, Tiberius was grudgingly allowed to return to Rome, but on condition that he took no part or active interest in public affairs. So in the eighth year of his retirement Tiberius returned to Rome.

14. Since his early days Tiberius’s life had been marked by omens and predictions:

  • when Livia was pregnant with him, and was trying to divine by various omens whether she would bring forth a male, she took an egg from under a setting-hen, and when she had warmed it in her own hand and those of her attendants in turn, a cock with a fine crest was hatched
  • in his infancy the astrologer Scribonius promised him an illustrious career and even that he would one day be king, but without the crown of royalty
  • on his first campaign, when he was leading an army through Macedonia into Syria, it chanced that at Philippi the altars consecrated in bygone days by the victorious legions gleamed of their own accord with sudden fires
  • on his way to Illyricum he visited the oracle of Geryon near Patavium and drew a lot which advised him to seek an answer to his inquiries by throwing golden dice into the fount of Aponus – and then the dice which he threw showed the highest possible number (and those dice may be seen to this day, under the water)
  • a few days before his recall an eagle, a bird never before seen in Rhodes, perched on the roof of his house
  • the day before he was notified that he might return, his tunic seemed to blaze as he was changing his clothes

On the day the ship bearing Augustus’s permission came into sight, Tiberius was walking along the cliffs with his astrologer Thrasyllus, who saw it and declared that it brought good news. This was lucky for him because Tiberius had made up his mind to push the man off the cliff, believing him a false prophet because things up to that moment had all turned out contrary to his predictions. [How could anyone know the truth of this story? Only if Tiberius himself told someone, who told someone else etc.]

15. Tiberius returned to Rome in 2 AD. Here he introduced his son, Drusus Julius Caesar (born in 14 BC and so aged 16) to public life. Forbidden to take part in public life, Tiberius moved to the gardens of Maecenas on the Esquiline Hill, where he led a very retired life, merely attending to his personal affairs and exercising no public functions.

The situation was transformed when the two young heirs to the throne died in quick succession, Lucius in 2 AD, Gaius in 4. This prompted Augustus to rearrange the pieces on the chess board: he now formally adopted Tiberius as his own son and heir, compelling him, in turn, to adopt his nephew Germanicus.

From this time onwards (4 AD) nothing was left undone which could add to his prestige, especially after the disowning and banishment of Agrippa made it clear that the hope of the succession lay in him alone.

16. Augustus gave Tiberius the tribunician power for a second term of three years. He was assigned responsibility for subjugating Germany. But then a revolt broke out in the province of Illyricum, in the western Balkans, and Tiberius was transferred to take charge of quelling it.

This war lasted four years, from 6 to 9 AD. It came to be called the Bellum Batonianum and Suetonius describes it as the most serious of all foreign wars since those with Carthage (the three Punic Wars between 264 and 146 BC). Tiberius commanded fifteen legions and a corresponding force of auxiliaries, surmounting difficulties of terrain, the scattered nature of the tribal enemy and scarcity of supplies. His perseverance paid off and Tiberius completely subdued and reduced to submission the whole of Illyricum, which became a Roman province.

17. Tiberius’s exploits in Illyricum won him all the more glory because it was during this period, in 9 AD, that Quintilius Varus lost his three legions in an ambush in Germany, and no one doubted that the victorious Germans would have united with the Pannonians to foment rebellion on two fronts, had not Illyricum been subdued first.

Consequently a triumph was voted to Tiberius and many high honours. Some recommended that he be given the surname of Pannonicus, others of Invictus, others of Pius. Characteristically, Augustus vetoed these suggestions. Tiberius himself put off the triumph, because the country was in mourning for the disaster to Varus.

18. The next year Tiberius returned to Germany and, realising that the disaster to Varus was due to that general’s rashness and lack of care, he took no step without the approval of a council, having previously been a man of independent judgment and self-reliance. He ordered baggage to be kept to a minimum. Once across the Rhine he took his meals sitting on the bare turf, often passed the night without a tent, and gave all his orders for the following day in writing, for the avoidance of doubt or ambiguity. He ordered that if any officers were in doubt, they were to consult him personally, at any hour whatsoever, even in the night.

19. In Germany Tiberius insisted on the strictest discipline, reviving bygone methods of punishment. For example, he demoted the commander of a legion for sending a few soldiers across the river to accompany one of his freedmen on a hunting expedition.

Despite all these rational procedures, he remained deeply superstitious, embarking on battle with greater confidence when, the night before, his lamp suddenly and without human agency died down and went out, claiming this had always been a good omen, for himself and his ancestors.

One assassination attempt was made, by a member of the Bructeri tribe who got access to Tiberius among his attendants, but was detected through his nervousness and was then tortured till he confessed.

20. After two years Tiberius returned to Rome from Germany and celebrated the triumph which he had postponed, accompanied by his generals, for whom he had obtained the triumphal regalia. Before turning to enter the Capitol, he dismounted from his chariot and fell at the knees of Augustus, who was presiding over the ceremonies.​

Tiberius sent Bato, the leader of the Pannonians, to Ravenna,​ after presenting him with rich gifts, thus showing his gratitude to him for allowing him to escape when he was trapped with his army in a dangerous place. Then he gave a banquet to the common people at a thousand tables, and distributed a largess of 300 hundred sesterces to every man. With the proceeds of his spoils from the war Tiberius restored and dedicated the temple of Concord, as well as that of Pollux and Castor, in his own name and that of his brother.

21. Tiberius was scheduled to return to Illyricum to govern it, but he was at once recalled for Augustus was entering his last illness. Tiberius spent an entire day with him in private. it is said that when Tiberius left the room after this confidential talk, Augustus was overheard by his chamberlains to say: ‘Alas for the Roman people, to be ground by jaws that crunch so slowly!’

It is said that Augustus so disapproved of Tiberius’s austere manners that he sometimes broke off his lighter conversation when Tiberius entered the room. Here comes Old Gloomy Guts.

But Augustus gave in to Livia’s pleading for her son to be made heir. It may also be that Augustus concluded that, with such a successor he himself would come to be all the more venerated and respected – although Suetonius himself can’t believe such a responsible ruler as Augustus would behave so irresponsibly.

Suetonius thinks Augustus had to make a difficult decision – all the heirs he had lined up had died and Tiberius, despite his dour manner and the black mark of his retirement to Rhodes, had proved himself an assiduous and victorious general in Illyricum, so…on balance…his merits outweighed his faults.

[Such is the weakness of an imperial or royal system of government, that it can only choose successors from a very limited pool of candidates and so, by the law of averages, is as likely to produce bad or terrible rulers as good or excellent ones, more likely in fact, since the demands of ruling an empire require more than normal abilities.]

Suetonius’s interpretation is backed up by the record, for he cites the fact that Augustus took an oath before the people that he was adopting Tiberius for the good of the country, and alludes to him in several letters as a most able general and the sole defence of the Roman people. Suetonius goes on to quote from Augustus’s correspondence where, among other epithets, Augustus calls Tiberius ‘most charming of men’ and ‘most charming and valiant of men and most conscientious of generals’.

The life of Tiberius: his rule as emperor

22. Tiberius didn’t make the death of Augustus public until the young Agrippa had been disposed of. The latter was slain by a tribune of the soldiers appointed to guard him, who received a letter with the order. It is not known whether Augustus left this letter when he died, to remove a future source of discord, or whether Livia wrote it herself in the name of her husband, or whether it was with or without the connivance of Tiberius.

Anyway, when the tribune reported that he had done his bidding, Tiberius replied that he had given no such order, and that the man must render an account to the senate, apparently trying to avoid odium at the time, for later his silence consigned the matter to oblivion.

23. When Tiberius first addressed the senate after Augustus’s death he broke off his speech with a groan, saying he was overcome with grief, wished he also was dead, handed the speech to his son Drusus to finish.

Then he had Augustus’s will read out. It began: ‘Since a cruel fate has bereft me of my sons Gaius and Lucius, be Tiberius Caesar heir to two-thirds of my estate’ – hardly a ringing endorsement, and confirming the suspicion that Augustus had named Tiberius his successor from necessity rather than from choice.

24. Though Tiberius did not hesitate at once to assume and to exercise the imperial authority, surrounding himself with a guard of soldiers, with the actual power and the outward sign of sovereignty, nonetheless he refused the title for a long time. When his friends urged him to adopt it, he upbraided them for not realising what a monster the empire was.

At last, reluctantly and complaining that a wretched and burdensome slavery was being forced upon him, Tiberius accepted the empire, but in such a way as to suggest the hope that he would one day lay it down. His own words were: ‘Until I come to the time when it may seem right to you to grant an old man some repose’ [anticipating his later retirement to Capri].

25. Tiberius described being emperor as like ‘holding a wolf by the ears’. There were plots against his life:

  • a slave of Agrippa, Clemens, had collected a band to avenge his master
  • Lucius Scribonius Libo, one of the nobles, was secretly plotting a revolution
  • a mutiny of the soldiers broke out in two places, Illyricum and Germany

Both armies demanded numerous special privileges – above all, that they should receive the same pay as the praetorians. The army in Germany was reluctant to accept an emperor who was not its own choice and vociferously preferred their general, the nephew whom Augustus had forced Tiberius to adopt, Germanicus – although the latter, with characteristic grace and propriety, refused.

Tiberius asked the Senate to appoint colleagues to share the burden of rule. He also feigned ill-health, to induce Germanicus to wait with more patience for a speedy succession, or at least for a share in the sovereignty. The mutinies were put down, and he also got Clemens into his power, outwitting him by stratagem.

Not until his second year did he finally arraign Libo in the senate, fearing to take any severe measures before his power was secure, and satisfied in the meantime merely to be on his guard. In the meantime Tiberius took precautions: thus when Libo was offering sacrifice with him among the pontiffs, he had a leaden knife substituted for the usual one; when Libo asked for a private interview, Tiberius would not grant it except with his son Drusus present, and as long as the conference lasted he held fast to Libo’s right arm, under pretence of leaning on it as they walked together [in order to stop him grabbing a knife or other weapon].

26. Tiberius at first played an unassuming​ part, almost humbler than that of a private citizen. Of many high honours he accepted only a few of the more modest. He barely consented to allow his birthday to be recognized by the addition of a single two-horse chariot to the scheduled games. He forbade the voting of temples, flamens, and priests in his honour, and even the setting up of statues and busts without his permission.

He refused to allow an oath to be taken ratifying his acts,​ nor the name Tiberius to be given to the month of September, or that of Livia to October.

He declined the forename Imperator,​ the surname of ‘Father of his Country’ and the placing of the civic crown​ at his door (as Augustus had had done). He did not even use the title of ‘Augustus’ in any letters except those to kings and potentates, although it was his by inheritance.

Tiberius held only three consul­ships after becoming emperor – one for a few days, a second for three months, and a third, during his absence from the city, until the Ides of May.

27. Tiberius so loathed flattery that he would not allow any senator to approach his litter, either to pay his respects or on business, and when an ex-consul in apologizing to him attempted to embrace his knees, he drew back in such haste that he fell over backward.

If anyone in conversation or in a set speech spoke of him in too flattering terms, Tiberius interrupted him and corrected his language on the spot. Being once called ‘Lord’, he warned the speaker not to address him again in an insulting fashion.

28. Tiberius rose above abuse, slander and lampoons of himself and his family. He said that in a free country there should be free speech and free thought.

29. Tiberius treated the Senate with exaggerated respect, openly stating that a princeps ought to be the servant of the senate, of the citizenry as a whole, and sometimes even of individuals.

30. There was no matter of public or private business so small or so great that he did not lay it before the senators, consulting them about revenues, restoring public buildings, levying and disbanding soldiers, the disposal of the legionaries and auxiliaries, about the extension of military commands and appointments to the conduct of wars, his replies to the letters of kings.

31. Tiberius was content for the Senate to vote against his expressed wishes and on one famous occasion opposed a motion so popular that he was the only man to go into the minority lobby, and not a single colleague followed him.

Tiberius revived the importance of the consuls. He had foreign delegations address themselves to the consuls, rose when they entered a room, and made way for them on the street.

32. Tiberius rebuked some ex-consuls in command of armies for addressing their reports to him and not to the Senate. To the governors who recommended burdensome taxes for his provinces, he wrote in answer that it was the part of a good shepherd to shear his flock, not skin it.

33. Tiberius intervened to prevent abuses. Sometimes he offered the magistrates his services as adviser, taking his place beside them at the tribunal. If word got around the bribery was being deployed in a court case, he would appear remind the jurors of the laws and of their oath to uphold justice.

34. Tiberius reduced the cost of the games and shows by cutting down the pay of the actors and limiting the pairs of gladiators to a fixed number. He recommended that prices in the market should be regulated each year at the discretion of the senate.

He was personally frugal. As part of his campaign against waste, he often served at formal dinners half-eaten dishes from the night before – on one occasion serving the remaining half of a boar eaten the night before, declaring that it contained all that the other half did.

He issued an edict forbidding general kissing as well as the exchange of New Year’s gifts​ after the Kalends of January.

35. Tiberius revived the custom whereby married women guilty of improprieties could be punished by a family council. Married women of good family had begun to practice as prostitutes and to escape punishment for adultery by renouncing the privileges of their class. Profligate young men voluntarily incurred degradation from their rank so as to appear on the stage and in the arena without incurring punishment. Tiberius punished all such men and women with exile.

36. Tiberius abolished foreign cults, especially the Egyptian and the Jewish rites. He compelled adherents to these religions to burn their religious vestments and all their paraphernalia. He assigned Jews of military age to provinces with unhealthy climates, ostensibly to serve in the army. Jews over the age of military service he banished from the city on pain of slavery for life.

He banished the astrologers from Rome, unless they promised to abandon their practices.

37. Tiberius safeguarded the country against banditry and lawlessness. He stationed garrisons of soldiers nearer together than before throughout Italy, while in Rome he established a camp for the barracks of the praetorian cohorts, which before that time had been quartered in isolated groups in divers lodging houses.

He took great pains to prevent city riots. When a quarrel in the theatre ended in bloodshed, he banished the leaders of the factions as well as the actors who were the cause of the dissension.

He abolished the traditional right of sanctuary throughout the empire.

After his accession to the throne, Tiberius undertook no further military campaigns. If regional kings were disaffected, he used threats and cajolery rather than military campaigns. Or he lured them to Rome with flattering promises and then kept them there.

38. For two whole years after becoming emperor he did not set foot outside the gates. After that he made promises to tour the provinces and even hired transports and food, but never managed to actually leave, leading to many jokes.

39. Both Tiberius’s sons died before him: his nephew and heir, Germanicus, who he adopted in 4 AD, died in 19, aged 33. His natural son, Drusus the younger (named after Tiberius’s brother), Tiberius’s son by his first wife, Vipsania, died in 23, aged 26.

After their deaths, Tiberius retired to Campania and it became widely believed that he would die there. In fact he nearly died in a freak accident when he was attending a luxury dinner in a grotto and some of the ceiling gave way, killing guests near him.

40. The official reason for the journey through Campania was to dedicate a temple to Capitoline Jupiter at Capua and a temple to Augustus at Nola, but when he’d done this he didn’t return to Rome but crossed to the island of Capri. Shortly afterwards he was recalled to the mainland after a disaster at an amphitheatre which had given way during a gladiatorial show, killing thousands. So he crossed to the mainland and made himself accessible to all, for a spell.

41. But then he returned to Capri and from this point onwards began to neglect all his responsibilities, for example not filling the vacancies in the decuries​ of the knights, nor changing the tribunes of the soldiers and prefects or the governors of any of his provinces. He left Spain and Syria without consular governors for several years, allowed Armenia to be overrun by the Parthians, Moesia to be laid waste by the Dacians and Sarmatians, and the Gallic provinces by the Germans, to the great dishonour and danger of the empire.

Tiberius retreated to Capri in 26 AD and never afterwards visited Rome. From this point onwards Suetonius’s account turns into a lurid account of Tiberius’s decline into moral degeneracy.

42. Tiberius had from the start of his military career been known as a heavy drinker. He had acquired the nickname of ‘Biberius Caldus Mero’, meaning ‘Drinker of hot wine with no water added’. He spent two days and a night feasting and drinking with Pomponius Flaccus and Lucius Piso, immediately afterwards making the one governor of the province of Syria and the other prefect of Rome.

Tiberius attended had a dinner given him by Cestius Gallus, a lustful and prodigal old man, who had once been degraded by Augustus, but ensured he kept his usual custom of having the serving girls naked.

43. On Capri Tiberius indulged his sexual fantasies. He built a sexual sporting house as the setting for orgies. He selected men and women from across the empire to engage in acts of deviant sex for his stimulation. The bedrooms were decorated with erotic paintings and sculptures. He had an erotic library, in case a performer needed an illustration of what was required. In Capri’s woods and groves he arranged a number of nooks where boys and girls, dressed as Pans and nymphs, prostituted themselves outside bowers and grottoes.

44. Suetonius goes on to list grosser allegations made against him, for example:

  • that he trained little boys, who he called his ‘minnows’, that when he went swimming they swam between his thighs to lick and nibble his genitals
  • that he put unweaned babies to his penis for them to suckle
  • that he owned a painting by Parrhasius depicting Atalanta fellating Meleager

45. Tiberius terrorised women of high birth. When a certain Mallonia refused to submit to his lust he had her informed on and taken to trial, with the result that she went home, delivered a tirade against ‘that filthy-mouthed, hairy, stinky old man’ and stabbed herself to death.

46. He was tight-fisted to the extent of miserliness.

47. In striking contrast to Augustus, Tiberius constructed no magnificent public works. He undertook only two, the temple of Augustus and the restoration of Pompey’s theatre, but both were left unfinished at the end of his reign. He gave no public shows at all and very seldom attended those given by others.

48. Tiberius showed generosity to the public only twice: once when he offered to lend a hundred million sesterces without interest for a period of three years in response to a widespread financial crisis; and then when he made good the losses of some owners of blocks of houses on the Caelian mount, which had burned down.

He acted generously to the army once, doubling the legacies provided for in the will of Augustus, but thereafter never gave gifts to the soldiers, with the exception of a thousand denarii to each of the praetorians for not taking sides with Sejanus during the latter’s attempted coup.

He did not relieve the provinces by any act of liberality, except Asia, when some cities were destroyed by an earthquake.

49. As the years went by Tiberius’s stinginess turned to rapacity. He drove Gnaeus Lentulus Augur to make Tiberius his heir, then kill himself. He confiscated the property of leading men of the Spanish and Gallic provinces, as well as of Syria and Greece. He deprived many states and individuals of immunities of long standing meaning that he collected their revenues.

Tiberius persuaded Vonones, king of the Parthians, after he’d been dethroned by his subjects and taken refuge at Antioch with a vast treasure, to put himself under the protection of the Roman people, then had him treacherously put to death.

50. One by one Tiberius turned against his own family. When his brother Drusus wrote a letter suggesting they band together to force Augustus to restore the Republic, Tiberius snitched on his brother to Augustus in order to blacken his name.

Tiberius so hated his banished second wife, Julia, that, when he came to power he intensified her exile not just to one town, but to one house, and deprived her of her allowance​.

Tiberius was very touchy about accusations that his mother Livia influenced him or shared his rule. He refused to let her be awarded the title ‘Parent of her Country’ or any other public honour.

[Livia died in 29, aged 87 i.e. Tiberius had to put up with her overbearing presence for the first 15 years of his rule.]

51. During an argument Livia is said to have produced letters from Augustus complaining about Tiberius’s sour character. This suggested such a deep and long-held enmity towards him that some say this was the reason for his retreat to Capri.

In the last three years of Livia’s life, Tiberius is said to have visited her only once, for a few hours, and didn’t visit her at all when she was ill.

After Livia’s death, Tiberius forbade her deification. He ignored the provisions of her will, and within a short time caused the downfall of all her friends and intimates, even those she had commended to his care. He had one of them, a man of equestrian rank, condemned to the treadmill.

52. Tiberius had a father’s affection neither for his own son Drusus (d. 19 AD) nor his adopted son Germanicus (d. 23 AD). After Drusus died he barely waited for the traditional period of mourning to end before resuming his usual routine.

Germanicus was handsome, successful, charming (remember how Ovid placed all his hopes for clemency in him, in his Black Sea Letters). According to Tacitus, many Romans considered Germanicus to be their equivalent to Alexander the Great, and believed that he would have easily surpassed the achievements of Alexander had he become emperor. But Tiberius mocked his achievements and openly complained to the Senate about him.

It was widely believed that Tiberius arranged to have Germanicus poisoned while on active service in Syria at the hands of Gnaeus Piso, governor of Syria. When Piso was tried on that charge, it was rumoured that he was about to produce Tiberius’s written instructions to him, so Tiberius had him quickly poisoned. As a result the slogan ‘Give us back Germanicus,’ was posted around Rome.

Tiberius then confirmed everyone’s worst suspicions by cruelly abusing Germanicus’s widow, Agrippina, and their children.

53. Tiberius embarked on a campaign to blacken the name of Germanicus’s wife, Agrippina. He stage-managed a dinner where he offered her an apple which she refused to take, assuming it was poisoned. He accused her of not trusting him. He falsely accused her of trying to flee, seeking sanctuary with the statue of Augustus or fleeing to the army. So he exiled her to Pandataria and, when she complained, had her beaten by a centurion until one of her eyes was destroyed.

Agrippina decided to starve herself to death in which, although he had her mouth forced open and food crammed into it, she succeeded. After Agrippina’s death Tiberius slandered her, persuading the senate to add her birthday to the days of ill omen and claiming credit for not having her publicly executed and thrown onto the Stairs of Mourning.

54. By Germanicus Tiberius had three grandsons, Nero, Drusus and Gaius (the future emperor Caligula), and by Drusus one, called Tiberius. Tiberius recommended Nero and Drusus to the senate and celebrated the day when each of them came to his majority. But almost immediately he began criticising and undermining them. When they complained about him he had witnesses stationed nearby and accumulated enough instances to have them pronounced public enemies and starved to death, Nero on the island of Pontia and Drusus in a lower room of the Imperial Palace. Drusus was said to be so tortured by hunger that he tried to eat the stuffing of his mattress.

55. Tiberius asked the Senate to select 20 leading men to form a council of state. Only 2 or 3 of them died natural deaths. He promoted Aelius Sejanus in order to use his cunning and services to destroy the children of Germanicus and secure the succession for his own grandson, the child of his son Drusus.

56. Tiberius was cruel to his Greek companions, banishing one, forcing another to commit suicide.

57. Even at the start of his reign, when he was still courting popularity by a show of moderation, Tiberius occasionally burst out with vengeful acts, executing people who offended him or questioned him.

58. Tiberius began to enforce laws for lèse-majesty regarding Augustus, which slowly escalated in triviality and severity. Eventually people could be tried beating a slave near a statue of Augustus carrying a ring or coin stamped with Augustus’s image into a privy or a brothel. Finally, a man was put to death merely for allowing an honour to be voted him in his native town on the same day that honours had previously been voted to Augustus.

59. Slowly, more and more cruel and savage deeds were carried out under the guise of the improvement of the public morals but in reality to gratify Tiberius’s pleasure in seeing suffering.

60. Cruelty: A few days after he reached Capri a fisherman appeared unexpectedly and offered him a huge mullet. Tiberius was so freaked out by the man’s appearance out of nowhere that he had his face rubbed raw with the fish’s scales.

When the litter he was being carried in was blocked by brambles, he had the centurion responsible for scouting the path stretched out on the ground and flogged half to death.

61. The 20s AD saw the creation of an atmosphere of fear in Roman noble and administrative circles with the expansion of treason trials and the widespread use of delatores or informers. Informers were always believed and could betray people for a few mildly critical words. All sentences became death sentences. Not a day passed without an execution.

Eventually, this degenerated into carnage. On some days 20 people were killed. Entire families, women and children too. Since it was illegal to execute virgins, the public executioners raped them first, then executed them. Corpses were dragged to the Tiber with hooks.

Many thought that Sejanus, as his henchman, egged him on, but after Sejanus’s fall the cruelty only got more ferocious.

62. Upon discovering that his own son, Drusus, had not died from his dissipated lifestyle but been poisoned by his wife Livilla and Sejanus, Tiberius went mad and spared none from torment and death, devoting all his time to unmasking what he saw as endless conspiracy, submitting random strangers to torture and execution.

On Capri people still point out the cliff Tiberius had his victims thrown off into the sea. If the tide was out a crew of marines waited below and broke their bones with boathooks and oars.

He devised a form of torture whereby he tricked men into drinking copious draughts of wine, and then had their genitals tightly bound so they couldn’t pee.

The soothsayer Thrasyllus is said to have saved many lives by telling Tiberius he would live a long life and so had plenty of time to torture and execute as many as he wanted. Tiberius even hated his own grandsons, Gaius and Tiberius the Younger.

63. He prevented ex-consuls taking up governorships in their provinces, because he didn’t trust them.

64. After the exile of his daughter-in‑law and grandchildren, Tiberius never moved them anywhere except in fetters and in a tightly closed litter, while a guard of soldiers kept any who met them on the road from looking at them or even from stopping as they went by.

65. Tiberius realised that his henchman Sejanus was plotting revolution, that he was being celebrated back in Rome and statues erected to him, so he embarked on a complicated strategy to discredit and overthrow him. This began by having Sejanus appointed consul with Tiberius, in 31 AD.

66. Public disgust at Tiberius broke out in a hundred ways, in lampoons and graffiti and slogans and jokes about his grotesque cruelty. Artabanus, king of the Parthians, sent a long letter detailing his crimes against the state and his own family, and telling him to commit suicide.

67. Suetonius makes the interesting point that Tiberius appears to have anticipated that his own wretched character would come to the fore. Soon after his accession the Senate had grovellingly offered him the title of ‘Father of his Country’ and an even more sycophantic gesture that anything he had said or done or would say or do would be honoured. Suetonius quotes Tiberius’s letters of reply to these offers in which he turns them down on the basis that, despite themselves, men change their character – almost as if he knew that, once granted supreme power, his worst nature would come to the fore.

68. Tiberius’s physique. He was above average height and strong (unlike short, weedy Augustus). He could crack someone’s skull with a single punch. He had blonde hair which he wore long at the back, concealing his neck. He was handsome but liable to pimples. He had large eyes. He enjoyed excellent health till the end of his life.

69. He didn’t venerate the gods as Augustus had done, but he was addicted to astrology. He was immoderately afraid of thunder. Whenever the sky darkened he wore a laurel wreath because it was said that that kind of leaf was not blasted by lightning.

70. Tiberius was greatly devoted to Greek and Roman literature. He wrote poetry in Greek. His specialist interest was Greek mythology and he cultivated the company of historians and grammarians who he asked teasingly obscure questions (Who was Hecuba’s mother? What was the name of Achilles when he hid among the girls of King Lycomedes’ court?)

71. Tiberius spoke Greek fluently yet he insisted on Latin being used on formal, political and legal occasions.

72. After his retirement to Capri, Tiberius made two attempts to return to Rome, once up the river Tiber, once by road, but both times turned back, afraid, it is said, of the mob. It was on the second attempt that he fell ill and, on the journey back to Capri, tried to conceal it by staying up late feasting at all the waystations, thus exacerbating the condition.

73. Reading that people named by informers were now being released without trial, Tiberius exclaimed this was treason and vowed to return to his safe place, Capri. But he became increasingly unwell and died in the villa of Lucullus, aged 78, in the 23rd year of his reign.

Some believe he was poisoned by Gaius (Caligula). Others that during convalescence from a fever, food was refused him when he asked for it. Some say that a pillow was put over his face to smother him. Seneca writes that, conscious of his approaching end, Tiberius took off his signet ring as if to give it to someone but couldn’t bring himself to part with it and, eventually, slipped it back on his finger. Having been unconscious with illness, he woke, called for attendants and, when no-one came, got up but his strength failed him and he fell dead near his couch.

74. The Romans really loved stories about omens. No biography is complete without them. Thus:

  • on his last birthday he dreamt that the huge statue of Apollo he had brought to adorn the library of the Temple of Augustus, came to him and announced he would not be dedicated by Tiberius
  • a few days before his death the lighthouse at Capri was wrecked by an earthquake

75. Tiberius’s death prompted celebrations around Rome. He was survived by one last atrocity. Hearing he was ill, the Senate declared all executions should be delayed by 10 days. Tiberius died on that tenth day but, since there was no-one in authority to extend the period or sign remittances, the executioners went ahead and strangled all the condemned, so that it was said his cruelty lived on after his death. Thus many called for there to be no funeral or his body to be only half cremated as an insult.

In the end his body was taken to Rome by the soldiers and cremated in the approved way.

76. Tiberius’s will named his grandsons, Gaius, son of Germanicus, and Gemellus, son of Drusus, heirs to equal shares of his estate. He gave legacies to several to the Vestal Virgins, with a bounty for every serving soldier and every member of the commons of Rome.

[Tiberius was succeeded by Gaius, more generally known as Caligula, son of Germanicus, and Tiberius’s great-nephew. Caligula was the only one of Germanicus’s children to survive Tiberius’s persecution. He adopted Caligula and took him to live with him in his debauched retirement on Capri. In Suetonius’s Life of Caligula, Tiberius is quoted as saying that he was ‘nursing a viper in Rome’s bosom.’ It was widely believed that Gaius had his very old great-uncle murdered, possibly himself smothering him with a pillow. After a promising beginning, Caligula’s reign swiftly descended into four years of chaotic misrule.]

Thoughts

Tiberius’s life divides very much into two halves, the dutiful imperial servant and the disgraceful debauchee. Tiberius’s military service in Germany and particularly Illyricum inspire respect. Compared to the military ‘service’ of his successors (Caligula, Claudius, Nero), he is a truly impressive figure.

But once he had settled into power, and begun to indulge his personal tastes for torture and debauchery, what a sickening contrast to his adoptive father, Augustus, who worked tirelessly for the improvement of Rome and the fair administration of justice right to the end of his long life.

Suetonius reports that some people wondered if Augustus chose Tiberius as his heir because he knew what a monster he’d turn out to be and that Tiberius’s rule would probably make his (Augustus’s) reputation all the more glorious.

Tiberius’s life shows what absolute power does to dissolute or depraved characters.

During the republican era Roman propagandists prided themselves that the rule of law and their complex constitutional procedures set them apart from the oriental despotisms of the East. By the turn of the first century BC Rome had imported a number of Eastern religions and rites, notably the cult of the Egyptian goddess Isis. You could say that the reign of Tiberius marked the full arrival in Rome of the political traditions of oriental despotism – namely, palace intrigue and public terror.

The Civil War by Julius Caesar – 1

Fortune, which has great influence in affairs generally and especially in war, produces by a slight disturbance of balance important changes in human affairs.
(The Civil War Book 3 chapter 68)

I picked up this 1967 Penguin paperback of Julius Caesar’s Civil Wars, translated by Jane Gardner, in the sensible A format size (18 cm by 11 cm) with reassuringly browned paper, in a second hand bookshop for just £2. Though nearly 60 years old it has fewer scuff marks and scratches than a book I recently bought ‘new’ from Amazon, ‘destroyer of books’, whose cover was smeared, scuffed and scratched.

This Penguin volume actually contains four ‘books’:

  • The Civil War, the longest text at 112 short ‘chapters’ or sections (often no more than paragraphs), making up 130 Penguin pages
  • The Alexandrian War (78 sections, 42 pages)
  • The African War (98 sections, 49 pages)
  • The Spanish War (42 sections, 22 pages)

Only the first of these is nowadays thought to have been written by Caesar. The second is generally attributed to one of Caesar’s lieutenants, Aulus Hirtius, who had written the eighth and final book in The Gallic Wars, the final two by someone who was an eye witness but of lower military rank and a lot lower literary ability than Caesar.

However, the four texts are always included together because, whatever their shortcomings, they are clearly conceived as a set, taking the reader through the entire civil war, from Caesar’s crossing the river Rubicon a little south of Ravenna in January 49 BC, through to the final mopping up of Pompeian forces in 45.

Having read numerous accounts of the civil war, I think the single most important fact (which often doesn’t come over) is that within a few weeks of Caesar entering Italy with his army of Gaul, his opponent, Gnaeus Pompeius, fled Rome and fled Italy. We know from Cicero’s letters on the subject that even at the time, his allies and supporters thought this was a mistake and so it proved to be, handing mainland Italy and the capital over to Caesar almost without a fight (this narrative describes a handful of sieges and confrontations before almost all the towns and cities and army units in Italy simply went over to Caesar’s side).

Pompey’s flight a) handed Rome and Italy over to Caesar and b) meant that the civil war would be fought on foreign soil, eventually in all the provinces Rome ruled, meaning (from west to east) Spain, north Africa, the Province (the south of France featuring the major port of Marseilles), Greece, Egypt and Asia Minor.

Despite Caesar defeating Pompey’s main army at the battle of Pharsalus in central Greece in August 48 and Pompey’s flight to Egypt where he was murdered a month later, in September 48 – nonetheless, forces loyal to Pompey and led by his sons fought on in Spain, Africa and Asia. This explains why the civil war(s) continued for another 3 years and why the main text, The Civil War, which ends with the death of Pompey, needed to be continued with the three subsequent shorter texts, and why each of them focuses on a particular arena of the later stages of the war.

Gardner’s introduction

Jane Gardner gets straight to the point with a solid factual introduction to the fraught background to the outbreak of civil war between Caesar and Pompey in 49 BC. I was struck by the way she goes back 80 years to start her historical background with two key events:

  1. The attempt by Tiberius Gracchus to implement major land reform, which led to his assassination by conservative elements of the Senate in 133 BC
  2. How Gaius Marius got himself appointed consul for five years in a row (104 to 100 BC) to deal with the threat from barbarian tribes who threatened to invade Italy from the north.

1. The killing of Gracchus was the first time the forces competing in the Roman state spilled over into political violence.

2. Marius’s career showed that the system of annually changing magistrates and proconsuls was becoming too limited for Rome’s farflung military needs. (Julius Caesar’s aunt married Marius. His father and brother supported Marius. He grew up in the shadow of Marius’s populares party and narrowly avoided execution when the dictator Sulla, representing the optimates, took power in 82.)

Gardner gives a good brief overview of the events which led to the formation of the Triumvirate which Caesar set up between himself, Pompey and Crassus (60 BC); how he used this to secure his posting as proconsul to Cisalpine Gaul (swiftly expanded to include Transalpine Gaul); how friction in the triumvirate led to its renewal at a big conference at Luca in 56; and how it was undone by two hammerblows:

  1. The death in 54 of Caesar’s daughter, Julia, who he had married to Pompey and acted as a family tie between them.
  2. The death of Crassus during his ill-fated campaign in Parthia 53.

In Gardner’s hands, the centre of the story is Pompey’s inability to make his mind up. The same self-knowledge teetering on reticence which led him to peacefully disband his army on returning from the East in 62 plays out less positively in his inability to really make his mind up how to behave in the growing political crisis of the late 50s.

In Gardner’s account it is Pompey’s lack of decisiveness which creates the crisis of uncertainty and vacillation which Caesar eventually cuts through by crossing the Rubicon and creating a state of civil war. If Pompey had grasped the nettle and agreed with Caesar’s suggestion that they both lay down their commands at the same time and meet to discuss their issues, peace could have been preserved. But Pompey left it to others – senators such as Marcus Marcellus and Lucius Lentulus – to make proposals and counter-proposals which Caesar found unacceptable, until it was too late.

Eventually Caesar felt his position was so threatened that he decided to make a lightning strike from Cisalpine Gaul (northern Italy), where he legitimately held command, into Italy proper, where he very much didn’t. The river Rubicon separated these two territories. So crossing the Rubicon with one of his legions was illegal and universally interpreted as an attack on the government and constitution of Rome.

How it was written

During the eight years of his command in Gaul Caesar had got into the habit of writing commentarii or reports on each campaigning season, summarising his military campaigns, in brisk no-nonsense factual accounts. He had these sent to Rome to, in effect, justify his (often dubious) actions. These were probably dictated to secretaries while he was on the move, amid the numerous other correspondence and paperwork he dealt with. There are eight of them, one for each year of his command, and taken together they make up the document known as The Gallic Wars.

Having established the habit and method for doing this, it seems likely Caesar simply continued it to document the new conflict, which continued more or less without a break from his Gallic campaigns.

The Civil War

Caesar’s paranoia: ‘What is the aim of all these preparations but my destruction?’

At the start of his narrative Caesar deals briefly with the politics, with his offers and attempts at negotiations with the Senate, but it quickly falls into another litany of towns besieged and Pompeian forces which come over to his side, very similar in feel to the Gallic Wars.

Admittedly there isn’t the total destruction, massacres, selling into slavery and hostage-giving which characterised the Gallic Wars. But it is a general’s view of things i.e. a long list of territories and cities and towns which need to be taken and then secured by posting loyal officers in them.

A note on the army

A cohort contained 480 men. A legion contained ten cohorts. When you add in officers, engineers and cavalry (120 men plus horses) a legion numbered about 5,000 men.

The text of The Civil War is divided into three ‘books’, volumes or parts, each of which is further sub-divided into short numbered sections, conventionally referred to as ‘chapters’.

Part 1: The struggle begins (87 chapters)

1 to 6: Intransigence at Rome

Haste and confusion characterised every transaction. (5)

Quick summary of the hasty and confused debates in the Senate at the end of 50 BC, with the anti-Caesar faction calling for JC to be sent an ultimatum to lay down his command before negotiations could begin about his future. Caesar wanted to be allowed to stand for the consulship in his physical absence. He wanted to be elected consul because it would give him immunity from all prosecution for a year. Most of the Senate refused this idea because it was unprecedented and unconstitutional. Caesar read this refusal as a deliberate ploy so that when he laid down his command in Gaul and returned to Rome as a private citizen, he would be vulnerable to prosecution by his many enemies for his many dubious actions in Gaul. Senators like Cato had made it crystal clear he would launch a legal action against Caesar the second he set foot in Italy. Hence Caesar’s demand that he be given a consulship / legal immunity. But the legitimists, traditionalists and his actual enemies all rejected this. Impasse.

Caesar also learned that the end of 50 and start of 49 was seeing widespread conscription of soldiers across Italy. Pompey’s mouthpiece in the Senate, Scipio, tells them Pompey is ready to defend the state. When the Senate meets outside the city (because Pompey as a proconsul [of Spain] is not allowed within the city limits) Pompey tells them he has command of 10 legions and is ready to defend the state. The Penguin notes tell us this presumably means the 2 legions he had withdrawn from Caesar ostensibly to be sent to the East but which hadn’t left Italy yet; seven legions loyal to Pompey in Spain; and one under Domitius. (The fact that so many of Pompey’s legions were in Spain explains why Spain would turn out to be a main crucible of the war).

Caesar goes to some lengths to single out the treatment of the tribunes of the plebs, Mark Antony and Gaius Scribonius Curio. When they continued to lobby the Senate in Caesar’s favour, the most vehement senators threatened them with violence, and they were roughly manhandled out of the building, convincing both to disguise themselves and flee north to join Caesar. In constitutional terms they had been deprived of their right of veto and Caesar tries to give his agenda a gloss of respectability by saying one of his war aims is the restoration of the tribunes’ rights.

Caesar describes his demands as moderate and just, and implies that all his enemies had vested interests of one kind or another, not least securing positions of power from which they could extract bribes. He says all the year’s appointments to governorships, proconsulships and so on were hurried and unconstitutional.

7 to 15: Caesar reacts

Caesar assembles his men and pleads his cause. The Senate has:

  1. seduced Pompey and led him astray, although they have always been friends and he has helped Pompey win positions
  2. removed the right of veto from the tribunes, something never done before
  3. declared a state of emergency when there is no emergency
  4. insulted his reputation and achievements as the pacifier of Gaul

So the troops all clamour to right these wrongs and protect his reputation. Caesar moves his legions south to Ariminum just within his province (of Cisalpine Gaul). Here he receives envoys from Pompey who remind him they have been friends and tell him to put his own grievances aside for the good of the state. Caesar adds to his list of grievances:

  1. having his command in Gaul ended 6 months early
  2. the voted will of the people that he stand for the consulship in absentia being overturned
  3. his proposal for a general demobilisation being ignored

(9) Caesar makes counter-proposals:

  1. Pompey should go to his allotted province i.e. Spain
  2. they shall both demobilise their armies
  3. there shall be a general demobilisation throughout Italy
  4. free elections to all magistracies
  5. a face to face meeting with Pompey at which everything can be settled

When these demands are presented to Pompey and the consuls at Capua, Pompey replies that Caesar must return to Gaul, disband his army and only then will Pompey go to Spain. But until he does so, the Senate will continue with a general levy of troops throughout Italy (10).

Caesar rejects these demands as unfair, not least because no date would be set for Pompey’s departure, so he would be left in Italy with his two legions indefinitely. And Pompey’s refusal to meet and talk indicates lack of goodwill. So Caesar places cohorts in the towns surrounding Arretium and the narrative becomes a description of towns seized for his side (Pisarum, Faunum, Ancona).

Iguvium comes over to him. He sets off to take Auximum which is held by Attius Varus and the narrative settles down into a long list of small Italian towns and little known Roman officers who hold them. Caesar is at pains to emphasise that when he took towns he thanked the populations and, more often than not, let the officers who’d opposed him go free, as in the case of Lucius Pupius.

(14) The ease with which towns go over to Caesar causes panic at Rome where the two consuls raid the treasury then travel south to join Pompey at Capua, where he is stationed with his two legions. Arguably, the authorities’ abandonment of Rome meant the war was lost from the start.

Caesar continues marching south towards Asculum which was being held by Lentulus Spinther who, hearing of his approach, flees; Lucilius Hirrus similarly abandons Camerinum. But Lentulus rallies the remaining forces of both and takes them to Corfinium, which was being held by Domitius Ahenobarbus.

16 to 23: The siege of Corfinium

Caesar moves with characteristic speed and comes across Domitius’s forces dismantling a bridge over the river before they’ve finished the job, fights them off, and forces them into the town. Domitius is an effective opponent. He reinforces the town defences, sends a message to Pompey telling him to bring legions to surround Caesar, and addresses his men.

Sulmo, a town 7 miles away, is being held by the senator Quintus Lucretius and Attius but Caesar sends Mark Antony there and the townsfolk gladly open their gates and the troops go over to Caesar, who incorporates them into his own forces and lets Attius go free.

Caesar spends days building siege works. Domitius receives a reply from Pompey who refuses to come to his help, saying it would jeopardise his cause and no-one asked him to go to Corfinium. So Domitius deceitfully tells his troops Pompey is on his way, while making a plan with his closest advisors to secretly flee the town.

Word leaks out and the soldiers decide to abandon such a two-faced leader, arrest Domitius and send messages to Caesar saying they’re prepared to surrender. Caesar is wary of sending his troops into the town that night lest they loot it, so he sends the envoys back and maintains the siege. At dawn Lentulus asks for a private interview, is let out of the town and taken to Caesar who takes the opportunity (in the narrative) to reiterate his demands. He:

  1. does not intend to harm anyone
  2. wants to protect himself from the slanders of his enemies
  3. to restore the expelled tribunes to their rightful position
  4. to reclaim for himself and the Roman people independence from the power of ‘a small clique’

Are these the demands of ‘a revolutionary proconsul who placed his own dignitas above his country’? Discuss.

In the morning Caesar orders all the senators and magistrates hiding in Corfinium to be brought to him. He protects them from the jeers and insults of the soldiers, berates them for giving no thanks for the benefits he’s brought them and then, quite simply, lets them go. He has all the soldiers in the town swear allegiance to him. The magistrates of the town bring him 6 million sesterces but Caesar simply gives it back to Domitius to prove he is not interested in financial gain.

24 to 29: Pompey leaves Italy

Pompey had already abandoned Rome. Now he moves quickly to Canusium and then onto Brundisium, then, as now, the port for ships to Greece.

Caesar follows him, picking up Pompeian forces who abandon their leaders on the way. Caesar discovers the two consuls and most of Pompey’s army have taken ship for Dyrrachium, leaving Pompey inside Brundisium with 20 cohorts.

Caesar immediately starts building a great breakwater to block the port, but continues to send envoys to Pompey requesting a face-to-face meeting. Characteristically, Pompey doesn’t grasp the nettle but hides behind the constitutional nicety that, in the absence of the 2 consuls (who have fled) he is not authorised to negotiate.

In Caesar’s version, it is Pompey’s inability to take responsibility and engage in the kind of face-to-face discussions they had during the triumvirate which condemns Rome to civil war.

Caesar’s patience wears out, he realises he’s never going to get a sensible reply, and finally decides to conduct an all-out war (26).

The ships which had ferried Pompey’s first contingent to Greece now return and Pompey makes plans to  embark the second and final cohort of troops. He fills the town with booby traps and a light guard on the city walls while the rest of the troops embark. At the last minute the guards are called and run down to the port, as the ships are setting off. Caesar’s men scale the walls, are helped by the townspeople to evade the traps, and some make it onto the water and capture two of Pompey’s ships which had gone aground on a breakwater.

Strategically, the best thing for Caesar would have been to pursue Pompey as quickly as possible but for the simple fact that Pompey had commandeered all the ships and waiting for new ones to be sent from Sicily or Gaul would lose the advantage. Meanwhile, most of Pompey’s legions were in Spain where a lot of the country’s nobles owed Pompey big debts of gratitude (for making them Roman citizens).

30 to 33: Caesar’s Senate

Accordingly Caesar sends lieutenants to Sardinia and Sicily which the Pompeian governors promptly flee.

Caesar’s noted enemy, Cato the Younger, governor of Sicily, makes a public speech about how Pompey had deceived him and the Senate into believing they were ready for war when they weren’t at all, and then flees to Africa, where the Pompeian Attius Varrus has taken control.

Having made his deployments Caesar goes to Rome and makes a long repetition of his complains directly to the remaining senators (32). He asks them to join him in governing Rome, otherwise he’ll do it by himself. But no-one volunteers to go as emissary to Pompey as they are afraid, and one of the tribunes has been suborned to filibuster events as long as possible, and so Caesar gives it up as a bad job and heads off for Gaul.

34 to 36: Resistance at Massilia

In the Province Caesar learns that Domitius has seized Massilia. Caesar makes a speech to the elders of Massilia who promise neutrality but meanwhile Domitius takes control, requisitioning ships from neighbouring ports. Caesar orders ships to be built in nearby ports then leaves Gaius Trebonius in charge of the siege of Massilia and marches on towards Spain.

37 to 55: The first Spanish campaign – Ilerda

The complex deployment and redeployment of Pompey’s lieutenants to the different provinces of Spain, which leads up to the siege of Ilerda, held by the Pompeian Lucius Afranius.

This is the first full-blown military encounter of the war and is described in Caesar’s usual technical detail, with siegeworks, attack and counter-attack. The river running past the town, the Sicoris, plays a key role, especially when there’s heavy rainfall and it and another river flood and wash away the bridges, leaving the Roman forces trapped between them, cut off from supplies of corn which, in any case, were short at this time of year. When a train of senators, magistrates, cohorts and cavalry arrive to join Caesar, they are prevented by the flooded rivers and attacked by Afranius’s forces.

All this is talked up by Afranius’s supporters and word spreads to Rome that the war is virtually over, which encouraged more to go over to Pompey’s side. But Caesar has boats made in a lightweight style he had seen in Britain, ferries enough of his troops over the flooded river to set up a base and then build a bridge from both sides. His cavalry attack a party out foraging Pompeians then fight off an enemy cavalry attack.

56 to 58: The naval fight at Massilia

The Pompeians under Domitius had built 17 warships while Caesar’s force under Decimus Brutus had hurriedly built far less at an island near Massilia. Domitius attacks. Caesar describes the composition and strengths of the opposing forces. Despite bad odds Caesar’s forces prevail.

59 to 80: Spain – a war of attrition

The situation swiftly changes:

  1. the bridge has allowed Caesar’s force full mobility
  2. five important local tribes switch allegiance to Caesar
  3. and promise to deliver corn, thus solving the crisis in provisions
  4. optimistic rumours that Pompey was marching through north Africa to cross into Spain to reinforce his garrisons prove to be untrue (60)

Afranius and his colleague Petreius worry that they’re going to be cut off and so decide to abandon Ilerda and move deeper into Celtiberia, where the reputation of Pompey will guarantee support. They build a bridge across the Ebro 20 miles away just as the river hemming Caesar in becomes fordable. (To be honest, it is pretty difficult making sense of these complicated and often obscure descriptions of flooded rivers, bridges and fords.)

Caesar’s forces protest that they are hanging around while the enemy gets away, so Caesar selects the weakest to stay behind and guard the camp and the strongest to ford the river, which they just about manage to do. He forms them up and they pursue the fleeing Pompeians. They come up to them within a few miles of mountains, where both sides make camp.

Next day Caesar takes his men by a roundabout route to get to the bridge across the Ebro first. Afranius’s forces at first jeer them for fleeing the battlefield until they slowly realise they are going to be cut off. There follows complex manoeuvring to seize the high ground and the first of the mountain passes. Caesar’s forces massacre some of the Pompeian cavalry. Caesar’s men are all for finishing them off but Caesar thinks he can win without bloodshed and gives himself a speech saying he wants to avoid the deaths of citizens if at all possible. His army mutters and disagrees.

Next day some of the Pompeians are harassed when going to fetch water, so the leaders decide to build a protective rampart from their camp down to the water and go to supervise it. In their absence there is a mutiny with soldiers of all ranks, up to and including Afranius’s own son, fraternising with Caesar’s forces, calling out to friends, asking if they will be well treated if they surrender.

When Afranius hears all this he is ready to fall in with the capitulation. Petreius, on the other hand, stays resolute and with a small cavalry bodyguard descends on the fraternising soldiers, killing as many of Caesar’s as he can. He then tours the army, begging them not to abandon Pompey their leader; has the entire army, by centuries, repledge its oath of allegiance to him; and calls for anyone harbouring Caesarian soldiers to hand them over, before having them publicly executed in front of his soldiers. By terrorising his troops, Afranius restores discipline.

In his own camp Caesar shows his famous clemency, ordering soldiers from the opposing camp to be not punished but protected. And many chose to stay on with his side and Caesar was careful to show them honour. The Pompeians are running out of food and finding it hard to access water so they decide to march back to Ilerda. Caesar harasses their rearguard all the way.

81 to 87: The Pompeians capitulate

Caesar forces the Pompeians to make camp a distance from water, sets up his own camp and starts making siegeworks. On the second day the Pompeians come out to offer battle but a) Caesar doesn’t want unnecessary bloodshed and b) he doesn’t think there’s sufficient space (2 miles) between the camps to enforce a decisive victory. In the event, despite being impressively drawn up, neither side offers battle and at sunset they both withdraw to their camps.

Caesar sends his cavalry ahead to secure the ford over the river Sicoris thus cutting off the Pompeians from their intended route. At which point, starving and thirsty, the Pompeian leaders sue for peace, at a public meeting held in sight of both armies. Caesar makes a long speech in which he recapitulates the wrongs he has endured and the broader historical picture in which he claims that an army has been maintained in Spain (which is at peace and hardly needs it) purely to attack him. He lists other innovations whose sole purpose has been to threaten and attack him at the will of a ‘clique’ in Rome.

In a magnanimous display of clemency Caesar announces his only condition for peace is the disbanding of this Spanish army and everyone can go free. The location of demobilisation is set as the river Var. The Pompeian army cheer, as they had expected punishment of some sort, and clamour to be demobilised sooner rather than later. Caesar promises to supply them corn till they reach the Var and compensate all soldiers for any property lost to his men.

A third of the army was disbanded in the next 2 days, the rest marched under escort to the Var and was disbanded there. Caesar is at pains to convey his consistent humanity and clemency.

Part 2: Securing the West (44 chapters)

1 to 16: The siege of Massilia

Caesar’s lieutenant Gaius Trebonius continues the siege of Massilia. Pompey sends Lucius Nasidius with a fleet of ships to help out. These join forces with Lucius Domitius and Caesar describes a big sea battle which the Caesarean fleet of Decimus Brutus wins.

Caesar gives a very detailed description of the siege works his men build against the wall of Massilia which eventually weaken it. Envoys from the city come out and plead for mercy from Trebonius and beg to wait the return of Caesar. The result is a ceasefire during which both sides slacken off. Until some of the besieged garrison, that is, make a sortie with firebrands and successfully burn down one of the besieging towers. This makes the besiegers return to construction with a vengeance and less inclined to forgiveness.

17 to 21: Spain – surrender of Varro

In Further Spain Pompeian governor Marcus Varro hesitates which side to support until he hears misleading news of Pompeian victories at Ilerda and Massilia, whereupon he comes down fiercely on the Pompeian side, persecuting towns and individuals said to sympathise with Caesar.

Caesar for his part wants to return to Italy but knows he must finish the job in Spain or it will remain a Pompeian stronghold in his rear. In the event the plans of the Pompeian governor Marcus Terentius Varro are overthrown as town after town of Hither Spain declares for Caesar till eventually Varro surrenders to Caesar without a fight all his forces and money.

Caesar holds councils at Corduba and elsewhere, rewarding towns and communities. He puts Quintus Cassius in charge of the province and travels back to Massilia.

22: Massilia capitulates

Two defeats at sea, the undermining of their walls, starvation and an outbreak of pestilence convince the inhabitants of Massilia (called Massiliotes) to surrender. Their governor Lucius Domitius escapes by ship. Caesar accepts Massilia’s submission, leaves two legions to guard it and hastens back to Rome.

23 to 36: Africa – Curio’s campaign

Caesarean Gaius Scribonius Curio’s campaign in Tunisia against the Pompeian Publius Attius Varus. Curio is over-confident of success, only taking 2 of the 4 legions Caesar gave him to Africa. Here he camps opposite Varus’s camp outside Utica and has an initial success when his cavalry routs some of Pompey’s.

Now a lot of Curio’s men came from the Pompeian forces which surrendered at the siege of Corfinium. Varus has one of his men ride up and down opposite Curio’s lines, reminding them of their original oath to Pompey. This gives rise to rumours and dissension within Curio’s army and his advisers are split between forcing an attack on Utica or withdrawing to their original camp, Castra Cornelia, along the coast.

Caesar depicts Curio giving a speech to his advisers saying he’ll take neither course of action, and then addressing his troops at length, saying it was their example of abandoning Pompey which helped turn over Italy to Caesar, how Caesar has won 2 provinces in Spain, plus Massilia, pointing out that they didn’t desert their general Lucius Domitius, it was Lucius Domitius who deserted them. And lastly asking whether he has been a good and fair general to them.

This rouses them so much that on the following day they brave a difficult ravine between the two armies to take Varus’s forces by storm and force him right back, to abandon his camp and take refuge in the town.

37 to 44: Curio’s last stand

Then Curio hears that king Juba of the Numidians is approaching and withdraws his legions from the advanced camp back to Camp Castra, and sends to Sicily for food. The camp would be very well positioned to stand a long siege, but when Curio hears the king himself has been distracted by a tribal war and is only sending his lieutenant, Saburra, with a smaller force he willingly believes it. At nightfall Curio sends all his cavalry to ambush Saburra at the river Bagradas, which they successfully do.

Curio receives the triumphant cavalry back with their prisoners and loot as proof of victory and leads his infantry out in the middle of the night with the plan to force march to attack Saburra while the latter is still in confusion. What he doesn’t know is that King Juba very much is marching his way and that, when he hears of Saburra’s setback, he sends him 2,000 of his best cavalry and continues his infantry march to join him.

With the result that Curio’s force confronts Saburra’s forces in full battle order. Curio is victorious wherever he attacks but a) his on cavalry is slow and tired and b) his men are outnumbered. Reinforcements from the king continually arrive until Curio is surrounded. He sees a nearby hill and orders his men to gather there to make a stand, but enemy cavalry possess it first, at which point Curio’s men give up. His officers encourage him to flee the field but he says he couldn’t face Caesar after losing the army he gave him and so fights on till he’s killed.

Back at Camp Cornelia the rest of Curio’s forces panic and, when the quaestor Marcus Rufus tries to organise an orderly departure by ship, the men panic and swamp the boats, sinking many and discouraging the other ships from coming into harbour. Only a handful of officers and centurions make it aboard and so back to Sicily alive. The rest surrender to Varus.

Next day when King Juba arrives and sees cohorts of survivors in front of Utica he declares them his spoils of war and has them all executed. Varus is too weak and scared to prevent him.

The life of Julius Caesar by Suetonius (120 AD)

Suetonius

Not much is known about Gaius Suetonius Tranquillus, generally referred to as Suetonius. He was born around 70 AD, probably in a town in modern-day Algeria. He may have taught literature for a while, he seems to have practiced the law. He is recorded as serving on the staff of Pliny the Younger when the latter was governor of Bithynia in north Turkey in 110 to 112 AD. Subsequently he served on the staff of emperors, being in charge of the emperor’s libraries under Trajan and then managing the emperor Hadrian’s correspondence. Pliny describes him as a quiet and studious man devoted to his writing. He wrote The Lives of Illustrious Men, 60 or so biographies of poets, grammarians, orators and historians, almost all of which has been lost (except for short lives of Terence, Virgil and Horace).

The Lives of the Caesars, by contrast, has survived almost in its entirety (it is thought that only some of the opening sections of the first life, Caesar, are missing). As it says on the tin, The Lives of the Caesars includes biographies of the first 12 Roman emperors, being:

  • Julius Caesar
  • Augustus (ruled 31 BC to 14 AD)
  • Tiberius (14 to 37 AD)
  • Gaius (Caligula) (37 to 41)
  • Claudius (41 to 54)
  • Nero (54 to 68)
  • Galba (68 to 69)
  • Otho (69)
  • Vitellius (69)
  • Vespasian (69 to 79)
  • Titus (79 to 81)
  • Domitian (81 to 96)

(It may be worth pointing out that Nero’s suicide in 68 led to a period of anarchy in which a succession of generals seized power. Three of them ruled for only a few months each –Galba from June 68 to January 69; Otho from January to April 69; and Vitellius from April to December 69 – before Vespasian seized power and stabilised the situation, ruling from 69 to 79. Which is why 69 came to be called The Year of Four Emperors.)

Suetonius realised that the genre of biography needed to strike out in a different direction from history, not least because of the overpowering example of Publius Cornelius Tacitus, whose Annals and Histories describe the reigns of the emperors Tiberius, Claudius, Nero and the Year of the Four Emperors. (Taken together, Suetonius and Tacitus are our only major sources for this critical, formative period in the history of the western world.

So Suetonius departed from the strictly chronological approach of the historians, and of his younger contemporary, the biographer Plutarch (46 to 120), and chose a different method. Suetonius only briefly covers the chronology of the lives before moving to more personal, non-political material about his subjects, classified and arranged according to subject matter. Although this sounds dry, the result is the opposite; the inclusion of lots of juicy gossip and anecdotes, delivered with a deadpan, non-judgemental expression.

In his introduction to the Penguin edition, the renowned classicist Michael Grant (1914 to 2004) points out that Suetonius’s main contribution to the genre was that he moved away from the traditional eulogistic treatment of dead great men to take a more ‘astringent’ and ‘disenchanted’ view (lovely words).

Above all, he avoids the heavy moralising of earlier writers (Sallust with his heavy moralising and Plutarch with his negative opinion of Caesar, both spring to mind). Suetonius assembles evidence for and against his subjects – then leaves it for the reader to decide.

Penguin still publish the translation they commissioned in the 1950s from the famous novelist and poet Robert Graves, a writer who is just as charming and gossipy as Suetonius (see his wonderful memoir Goodbye To All That).

The Life of Caesar

Just as with Plutarch’s life of Julius Caesar, Suetonius’s life appears to be missing the first section, about the great man’s family and boyhood. Why? Did Augustus suppress them as he is said to have suppressed Caesar’s juvenile writings, in order to manipulate and burnish the legend of his adoptive father?

The Life consists of 89 short sections which fill 40 pages of the Penguin translation.

(1) Aged barely 18, Caesar married Cornelia, daughter of the consul Lucius Cornelius Cinna, of Gaius Marius’s party. The dictator Lucius Cornelius Sulla demanded that Caesar ‘put her away’ i.e. divorce her, but Caesar obstinately refused and had to go into hiding from Sulla’s wrath. Eventually friends of his persuaded Sulla to relent, at which he spoke the much quoted words: “Have your way and take him but bear in mind that the man you are so eager to save will one day deal the death blow to the cause of the aristocracy, which you have joined with me in upholding. There are many Mariuses in this fellow Caesar.”

(2) He went to serve in Asia as aide-de-camp to the provincial governor Marcus Thermus. When sent to raise a fleet in Bithynia he spent so much time with king Nicomedes that a rumour spread he was having a homosexual relationship with him. [A reputation for philandering was to follow Caesar vide his affair with Cleopatra.]

(3) He was serving another commander in Cilicia (southern Turkey) when the death of Sulla in 78 BC opened up the political scene and he hurried back to Rome, He was offered a place in the revolt of Marcus Lepidus but doubted the latter’s chances and turned it down.

(4) He brought a law suit against Cornelius Dolabella but it failed and to escape the resulting ill feeling he headed off to Rhodes to study under the noted orator Apollonius Molo. But en route he was captured by pirates and held to ransom. When his family and friends coughed up the required amount (50 talents = 12,000 gold pieces) Caesar promptly hired some ships and soldier, tracked down the pirates and had them all crucified. Then continued on to Rhodes to study.

(5) On Caesar’s return to Rome he helped the Assembly undo aspects of Sulla’s constitutional reforms, for example restoring the veto of the tribunes of the plebs.

(6) During his quaestorship in 69 BC he delivered eulogies to his aunt Julia [the one who had married the general and ruler of Rome Gaius Marius] and wife Cornelia, in which he lost no opportunity to remind everyone that his extended family or clan, the Julii, claimed descent from Aeneas and through him to the goddess Venus.

He next married Pompeia but divorced her after the strange (and irritatingly ubiquitous) story about Publius Clodius Pulcher disguising himself as a woman to enter Caesar’s house during the women-only rites for the goddess Bona.

(7) As quaestor he was sent to help govern Spain, In Gades he was seen to sigh on seeing the statue of Alexander the Great, vexed that, at the same age as Alexander when he died, he had done nothing of note. [In Plutarch the same story is told except Caesar bursts into tears.] He had a dream of raping his mother which the soothsayers interpreted as meaning he was destined to conquer the Earth, ‘our Universal Mother’.

(8) He laid down his quaestorship and visited the citizens living beyond the river Po who complained that they weren’t granted full Roman citizenship and might have raised them in revolt had not the authorities brought in fresh legions. In other words, he was an impatient ambitious young man looking for a cause.

(9) He was elected aedile in 65 BC. Suetonius then reports that Caesar conspired with Rome’s richest man, Marcus Licinius Crassus, to overthrow the government, to storm the Senate, massacre as many senators as possible, have Crassus installed as dictator with Caesar his Master of Horse or deputy, and a couple of other conspirators as consuls. Apparently Crassus got cold feet and the plan fell through. Suetonius mentions another conspiracy, with Piso, to raise rebellion in Rome, the Po valley and Spain simultaneously. Suetonius knows these are scandalous accusations and so names three other historians as his authorities. None of this is mentioned in Plutarch.

(10) As aedile Caesar put on spectacular shows. In fact he assembled so many gladiators for public fights that his opponents thought he was going to use them for political violence and rushed through a law limiting the number of gladiators that anyone might keep in Rome.

(11) Ambition. Caesar tried to get control of Egypt by popular vote following the outcry after Pharaoh Ptolemy XII, officially a friend and ally of Rome, was overthrown – but the aristocratic party foiled his attempt. [All this is context for his involvement in Egypt and Cleopatra 20 years later.] In revenge he restored statues of the anti-aristocratic Marius throughout central Rome. He also prosecuted bounty hunters who had brought in the heads of those proscribed under Sulla.

(12) He presided over the trial of Gaius Rabirius.

(13) He won the position of pontifex maximus, getting deeply into debt in order to bribe the people. Suetonius repeats the oft-told story that, on the morning of his election, as he set off to the polls, he told his mother he would return as pontifex or not at all [generally taken to mean he would be in so much debt that if he didn’t win the post, he’d be forced to flee the city.]

(14) The Catiline conspiracy Caesar spoke against the death penalty for the conspirators and swayed most of the Senate till Marcus Porcius Cato (also known as Cato the Younger) stood up and spoke sternly in favour of the death penalty. [A full transcript of these dramatic speeches, albeit probably made up, is given in Sallust’s Cataline’s War.]

Suetonius goes beyond previous accounts in adding the dramatic detail that when Caesar persisted in his call for clemency, a troop of Roman knights threatened him and even drew their swords and made threatening passes with them so that his friends had to rally round and shield him. Only then did he yield the point, withdraw, and for the rest of the year didn’t revisit the Senate House.

This sounds like an artistic touch, like a deliberate prefigurement of his assassination 20 years later.

(15) On the first day of his praetor­ship he called upon Quintus Catulus to render an account owing to the people touching the restoration of the Capitol, but abandoned it when the aristocratic party of senators, who had been accompanying the newly elected consuls to the Capitol, returned to the Senate building.

(16) He supported Caecilius Metellus, tribune of the commons, in bringing some bills of a highly seditious nature in spite of the veto of his colleagues. Even when the Senate ordered him to cease and desist, he persisted until they threatened him with violence at which point he dismissed his lictors, laid aside his robe of office, and slipped off to his house.

All these stories bespeak the rebellious obstinacy of the man and the turbulence which surrounded him.

(17) He then got into trouble by being named among the accomplices of Catiline by an informer called Lucius Vettius and in the senate by Quintus Curius. Caesar strongly refuted the claims, not least by pointing out how he had alerted Cicero, consul and lead magistrate in Rome, of the conspiracy and so was decisive in getting is quelled. He secured the conviction and imprisonment of both informers.

(18) After securing the governorship of Further Spain he left hastily before formally confirmed in post in order to avoid his, by now, numerous and clamouring creditors. He restored order in the province but returned hastily to Rome to claim a triumph. He also wanted to be consul for the following year and couldn’t do both. After agonising, he entered the city, thus losing the triumph, in order to contest the consulship.

(19) Caesar was elected consul but not with the partner he wanted, as the aristocracy lobbied hard and bribed heavily to ensure that one of their party, Marcus Bibulus, was elected as his partner consul. The optimates then offered him the most trivial and demeaning governorship possible, of ‘woods and pastures’, which in practice meant guarding the mountain-pastures and keeping the woods free from brigands.

Frustrated, Caesar worked behind the scenes to reconcile the most successful general in the land, Pompey, and the richest man, Crassus, to come to a behind the scenes arrangement to share power and secure each other’s aims. This came to be called the First Triumvirate.

(20) As consul Caesar immediately passed a law that the proceedings both of the senate and of the people should day by day be compiled and published. He also revived a by-gone custom, that during the months when he did not have the fasces an orderly should walk before him, while the lictors followed him. He brought forward an agrarian law too and when his partner consul opposed it, drove him from the Senate by force, terrorising him into remaining in his house for the rest of his term.

Caesar had in effect made himself sole ruler. A joke went round that official documents, instead of being signed by the two consuls i.e. “Done in the consul­ship of Bibulus and Caesar” were marked “Done in the consul­ship of Julius and Caesar”. Many a true word spoken in jest. Suetonius gives examples of Caesar’s peremptory behaviour:

  • he divided public land among twenty thousand citizens who had three or more children each
  • when the tax collectors asked for relief, he freed them from a third part of their obligation but warned them from bidding too recklessly for contracts in the future
  • he freely granted to anyone whatever they took it into their heads to ask
  • Cato, who tried to delay proceedings, was dragged from the House by a lictor at Caesar’s command and taken off to prison
  • when Lucius Lucullus was too outspoken in his opposition, he filled him with such fear of malicious prosecution that Lucullus actually fell on his knees before him
  • because Cicero, while pleading in a court case, deplored the times, Caesar transferred the orator’s enemy Publius Clodius that same day from the patricians to the plebeians, something Clodius had vainly been striving for for ages
  • he bribed an informer to declare that he had been encouraged by certain men to murder Pompey, and to name them in public; however, the informer bungled the task and to cover this attempt to incriminate the entire body of his political enemies, Caesar had the would be informant poisoned

(21) As previously discussed, marriage in ancient Rome was an important way of creating political alliances. Caesar now married Calpurnia, daughter of Lucius Piso, who was to succeed him in the consul­ship, and married his own daughter, Julia, to Gnaeus Pompeius, to cement their partnership.

(22) With these influential backers in place Caesar now lobbied to be awarded the governorship of Gaul, not the ‘woods and pastures’, figuring, like so many Roman governors, that it would a an excellent location in which a) to gain military glory b) fleece the natives and grow rich.

At first by the bill of Vatinius he received only Cisalpine Gaul with the addition of Illyricum but then the Senate, fearful that the people would lobby violently, decided to add Gallia Comata as well. Suetonius passes on a juicy anecdote that, later, among friends, he celebrated his success over his enemies and said he would use it to mount on their heads with a pun meaning a) clambering over their heads b) mounting their penises.

When someone insultingly remarked that that would be no easy matter for any woman, he replied in the same vein that Semiramis too had been queen in Syria and the Amazons in days of old had held sway over a great part of Asia.

(23) As soon as his consulship ended some praetors tried to bring legal proceedings against him for misconduct but Caesar managed to bribe his way out of this and thenceforward took pains to be on good terms with all succeeding magistrates, getting them to vow and even sign pledges not to prosecute him.

[This is how Roman politics worked. Academics explain the process of voting for candidates but not enough attention is paid to what appears to be the almost inevitable consequence of office which is someone will try and prosecute you. While canvassing for office candidates had to spend a fortune bribing the voters and, after leaving office, had to spend a fortune bribing succeeding officials not to prosecute them. Forget morality – it was just a crazily unstable system.]

(24) Suetonius has the motivation behind Caesar calling a meeting of the Triumvirate in Luca, in 56, being that Lucius Domitius, candidate for the consul­ship, was threatening to remove him from the generalship of the armies in Gaul. He called Pompey, Crassus and a third of the Senate to head this off and, in exchange for favours to his partners, had his command in Gaul extended by 5 years.

(25) Suetonius summarises Caesar’s 9 years in Gaul:

  • he reduced the entire area to a province and imposed an annual tribute of 40 million sestercii
  • he was the first to build a bridge over the Rhine and attack the Germans on their home turf
  • he invaded Britain, exacting money and hostages

In all this time he suffered only three setbacks:

  • in Britain, where his fleet narrowly escaped destruction in a violent storm
  • in Gaul, when one of his legions was routed at Gergovia
  • on the borders of Germany, when his lieutenants Titurius and Aurunculeius were ambushed and slain

[In fact, by Caesar’s own account, he suffered more close shaves than that.]

(25) After the murder of Clodius the Senate voted for just one consul to hold office and gave it to Pompey. This seems a little garbled. I thought Pompey was awarded sole consulship in light of the ongoing riots between the rival gangs of Clodius and Titus Annius Milo.

Caesar now began lobbying to be awarded the consulship at the moment he relinquished his command in Gaul in 50 BC. He began to campaign lavishly, he:

  • began to build a new forum with his spoils from Gaul
  • announced a massive feast in memory of his daughter
  • he announced massive gladiatorial games and paid for gladiators to be trained
  • he doubled the pay of the legions for all time
  • whenever grain was plenti­ful he distributed it to the people

Populism. When he had put all Pompey’s friends under obligation, as well as the greater part of the Senate, through loans made without interest or at a low rate, he lavished gifts on men of all other classes.

(28) How he curried favour with foreign princes, sending troops or money or hostages as appropriate. He paid for public works for the principle cities throughout the empire. [Plutarch doesn’t make mention of this global campaign. Is it a later inflation of the legend?]

Nonetheless, events moved towards their crisis. The consul Marcus Claudius Marcellus proposed that, since peace was finally established in Gaul, Caesar be relieved of his command but forbidden from standing as consul in that year’s elections. The precise opposite of what Caesar wanted.

(29) The following year Gaius Marcellus, who had succeeded his cousin Marcus as consul, tried the same thing but Caesar by a heavy bribe secured the support of the other consul, Aemilius Paulus, and of Gaius Curio, the most reckless of the tribunes. He proposed a compromise, that he give up eight legions and Transalpine Gaul but be allowed to keep two legions and Cisalpine Gaul until he was elected consul.

(30) At the crisis intensified, Caesar crossed the Alps to Cisalpine Gaul and halted at Ravenna. When the Senate passed a decree that Caesar should disband his army before a given date and the tribunes Mark Antony and Quintus Cassius exercised their privilege and vetoed it, not only did the Senate ignore the veto but hounded the tribunes out of town with the threat of violence.

Why did he cross the Rubicon? Pompey later said it was he couldn’t afford to complete all the great works he’d promised and so wanted a state of disruption. Others said he knew he would be prosecuted for breaking umpteen laws during his first consulship. Cato hugely exacerbated the problem by taking an oath swearing he would impeach Caesar the minute he lay down his command. The simplest reason is he knew he would be tried, found guilty of something and permanently exiled.

(31) The story of how he decided to cross the Rubicon and sent his troops ahead but himself spent all day very publicly around Ravenna and in the evening attended a party, to allay suspicions. Only at the end of the evening did he harness a carriage and race to meet his troops.

(32) As he and his troops hesitated a being of wondrous stature and beauty appeared, snatched a trumpet from one of the soldiers, strode across the river and sounded the war-note with mighty blast from the other side. If only all corporate decisions were made that way.

(33) He harangued the soldiers with tears and tore his tunic and waved his hand around. This latter gave rise to a misunderstanding for he wore his senator’s ring on his left hand and the soldiers who couldn’t hear him thought he was offering them each a fortune to fight for him.

(34) He overran Umbria, Picenum, and Etruria, took prisoner Lucius Domitius, who was holding the town of Corfinium, let him go free, then proceeded along the Adriatic to Brundisium, where Pompey and the consuls had taken refuge. He tried but failed to prevent them sailing in a fleet across to modern day Albania but had no ships of his own to follow, so marched on Rome, taking it. Here he dealt peacefully with his remaining enemies, before setting off for Spain in order to defeat Pompey’s strongest forces, under command of three of his lieutenants – Marcus Petreius, Lucius Afranius, and Marcus Varro – which he did with surprising speed.

(35) Suetonius makes very light indeed of what happened next, describing Caesar’s assembly of a fleet, transport of his army across the Adriatic, the four month siege of Dyrrhachium, then following Pompey’s army into Thrace where he soundly defeated him at the battle of Pharsalum in one sentence. He followed the fleeing Pompey to Egypt where he arrived to discover he had been murdered by Egyptian officers who thought it would please him, and then became embroiled in an inconvenient war, bottled-up in the city of Alexandria. He was eventually triumphant over the army of the pharaoh who fled and was never heard of again, so that Caesar was able to leave Egypt in control of Ptolemy’s sister, Cleopatra.

Then he sums up the separate campaigns in Asia, Africa and Spain thus:

From Alexandria he crossed to Syria, and from there went to Pontus, spurred on by the news that Pharnaces, son of Mithridates the Great, had taken advantage of the situation to make war, and was already flushed with numerous successes; but Caesar vanquished him in a single battle within five days after his arrival and four hours after getting sight of him, often remarking on Pompey’s good luck in gaining his principal fame as a general by victories over such feeble foemen. Then he overcame Scipio and Juba, who were patching up the remnants of their party in Africa, and the sons of Pompey in Spain.

[Suetonius is a man in a hurry. All this is covered in vastly more detail in Caesar’s own account of the War in Alexandria, and whoever wrote the accounts of the campaigns in north Africa and Spain.]

(36) In all the civil wars Caesar suffered not a single disaster except through his lieutenant.

(37) Having ended the wars, he celebrated five triumphs, the first and most splendid was the Gallic triumph, the next the Alexandrian, then the Pontic, after that the African, and finally the Spanish, each differing from the rest in its equipment and display of spoils. He mounted the Capitol by torchlight with forty elephants bearing lamps on his right and his left. In his Pontic triumph he displayed among the show-pieces an inscription with just three words, “I came, I saw, I conquered,” not even bothering to describe the events of the war or the key battle (the battle of Zela, August 47 BC) but emphasising what he himself considered his outstanding quality which was amazing speed, of approach and attack.

(38) As examples of the astonishing liberality of these top leaders, Suetonius states that:

To each and every foot-soldier of his veteran legions he gave 24,000 sesterces by way of booty, over and above the 2,000 apiece which he had paid them at the beginning of the civil strife. He also assigned them lands but was careful not to dispossess any of the former owners. To every man of the people he gave 10 pecks of grain and the same number of pounds of oil plus the 300 sesterces he had promised at first, and 100 apiece because of the delay. He remitted a year’s rent in Rome to tenants who paid 2,000 sesterces or less and in Italy up to 500 sesterces. He added a banquet and a dole of meat, and after his Spanish victory two dinners for everyone.

[The reader is awed by the wealth of these super-rich people, but also at the kind of society in which this was a recognised convention or way of proceeding.]

(39) Having covered the war against Pompey and his heirs with laughable superficiality, Suetonius devotes twice as much space to describing the lavish games Caesar paid for. It is worth quoting at length because its impact derives from its scale.

1. He gave entertainments of diverse kinds: a combat of gladiators and also stage-plays in every ward all over the city, performed too by actors of all languages, as well as races in the circus, athletic contests, and a sham sea-fight. In the gladiatorial contest in the Forum Furius Leptinus, a man of praetorian stock, and Quintus Calpenus, a former senator and pleader at the bar, fought to a finish. A Pyrrhic dance was performed by the sons of the princes of Asia and Bithynia. 2. During the plays Decimus Laberius, a Roman knight, acted a farce of his own composition, and having been presented with five hundred thousand sesterces and a gold ring,​ passed from the stage through the orchestra and took his place in the fourteen rows.​ For the races the circus was lengthened at either end and a broad canal​ was dug all about it; then young men of the highest rank drove four-horse and two-horse chariots and rode pairs of horses, vaulting from one to the other. The game called Troy was performed by two troops, of younger and of older boys. 3. Combats with wild beasts were presented on five successive days, and last of all there was a battle between two opposing armies, in which five hundred foot-soldiers, twenty elephants, and thirty horsemen engaged on each side. To make room for this, the goals were taken down and in their place two camps were pitched over against each other. The athletic competitions lasted for three days in a temporary stadium built for the purpose in the region of the Campus Martius. 4. For the naval battle a pool was dug in the lesser Codeta and there was a contest of ships of two, three, and four banks of oars, belonging to the Tyrian and Egyptian fleets, manned by a large force of fighting men. Such a throng flocked to all these shows from every quarter, that many strangers had to lodge in tents pitched in streets or along the roads, and the press was often such that many were crushed to death, including two senators.

(40) Caesar reformed the calendar, adding a few days to make it last the 365 days of the solar year, with an extra day added every fourth year, such as we still do, 2,000 years later.

(41) He filled the vacancies in the senate, enrolled additional patricians, and increased the number of praetors, aediles, and quaestors, as well as of the minor officials. Half the officials were elected in the old way, half were directly appointed by him.

(42) Details of more of his reforms, including how long citizens were allowed to live overseas, who was allowed to travel. He made a partial attempt to sort out the problem of indebtedness which seems to have been one of Rome’s most enduring social problem. He dissolved all guilds, except those of ancient foundation. He increased the penalties for crimes.

(43) 1. He administered justice with the utmost conscientiousness and strictness. Those convicted of extortion he dismissed from the senatorial order. He imposed duties on foreign wares. He denied the use of litters and the wearing of scarlet robes or pearls to all except those of a designated position and age, and on set days. 2. He enforced the laws against extravagance, setting watchmen in the market to seize and bring to him dainties which were exposed for sale in violation of the law. Sometimes he sent his lictors and soldiers to take from a dining-room any articles which had escaped the vigilance of his watchmen, even if they had already been served to the guests.

(44) Caesar’s grand public schemes involved:

  • to build a temple of Mars bigger than any in existence
  • to build a theatre of vast size, sloping down from the Tarpeian rock
  • to reduce the civil code to fixed limits and the vast, prolix mass of statutes down to only the best and most essential
  • to open to the public the greatest possible libraries of Greek and Latin books
  • to drain the Pontine marshes
  • to build a highway from the Adriatic across the summit of the Apennines as far as the Tiber

Militarily, he planned to check the Dacians, who had poured into Pontus and Thrace then to make war on the Parthians by way of Lesser Armenia.

[Remember I mentioned that Suetonius departed from the basic chronological methodology of his predecessors by adding descriptions of his subjects’ characters by category? Well, sections 45 to about 77 of the Life of Caesar do just that, pausing the (often very superficial) account of Caesar’s life story to look at a range of his qualities or characteristics.]

Before I speak of Caesar’s death, it will not be amiss to describe briefly his personal appearance, his dress, his mode of life, and his character, as well as his conduct in civil and military life.

(45) “He is said to have been tall of stature with a fair complexion, shapely limbs, a somewhat full face, and keen black eyes. Sound of health, except that towards the end he was subject to sudden fainting fits and to nightmare as well. He was twice attacked by the falling sickness​ during his campaigns. 2. He was overnice in the care of his person, being not only carefully trimmed and shaved, but even having superfluous hair plucked out.”

[Hence his reputation, as a young man, of being a dandy.]

“His baldness was a disfigurement which troubled him greatly since he found that it was often the subject of the gibes of his detractors. Because of this he used to comb fhis thin hair forward from the crown of his head. Of all the honours voted him by the senate and people he welcomed none more gladly than the privilege of wearing a laurel wreath at all times since it covered his baldness.”

(46) He is said to have built a country house on his estate at Nemi at great cost but then torn it down because it did not suit him in every particular even though he was, at the time, poor and in debt. It was said that he carried tesselated and mosaic floors about with him on his campaigns [!].

(47) “He was an enthusiastic collector of gems, carvings, statues, and pictures by early artists. Also of slaves of exceptional figure and training at enormous prices, of which he himself was so ashamed that he forbade their entry in his accounts.”

(48) “He was so punctilious in the management of his household that he put his baker in irons for serving him with one kind of bread and his guests with another. He inflicted capital punishment on a favourite freedman for adultery with the wife of a Roman knight, although no complaint was made against him.”

(49) His early ‘friendship with King Nicomedes dogged the rest of his career, giving rise to no end of homophobic quips and insults.

(50) His affairs with women were described as numerous and extravagant. He seduced the wives of many senators and even Pompey’s wife Mucia. “But beyond all others Caesar loved Servilia, the mother of Marcus Brutus, for whom in his first consul­ship he bought a pearl costing six million sesterces.” Some people said that Servilia prostituted her own daughter Tertia to Caesar.

(51) That he behaved the same in Gaul is suggested by one of the many bawdy songs his soldiers sang about him in the Gallic triumph: “Men of Rome, keep close to your consorts, here’s a bald adulterer.”

(52) He had affairs with foreign queens, the most notable of course being Cleopatra. It is said that he would have followed her in a barge up the Nile to Ethiopia but his soldiers rebelled. He lavished her with presents and titles and she bore his son, Caesarion.

The extraordinary suggestion that Helvius Cinna, tribune of the commons, admitted to friends that he had a bill drawn which Caesar had ordered him to propose to the people in his absence, making it lawful for Caesar to marry what wives he wished, and as many as he wished, “for the purpose of begetting children.” [He sounds like an African dictator.]

That he had a bad reputation both for shameless vice and for adultery is suggested by the fact that the elder Curio in one of his speeches called him “every woman’s man and every man’s woman.” [Bisexual and shamelessly promiscuous.]

(53) He drank little, was never drunk, and cared little about food.

(54) In Gaul and Spain he shamelessly sacked towns which had surrendered in order to loot them. At first this was to pay off his monster debts but eventually he accumulated so much god “he didn’t know what to do with it”. In his first consul­ship he stole 3,000 pounds of gold from the Capitol, replacing it with the same weight of gilded bronze. He made alliances and thrones a matter of barter, for he extorted from Ptolemy alone nearly 6,000 talents. Later on he met the heavy expenses of the civil wars, his triumphs and entertainments by the most bare-faced pillage and sacrilegious looting of temples.

(55) Caesar equalled or surpassed both the greatest generals and the greatest orators in history. His prosecution of Dolabella placed him in the first rank of advocates and Cicero asked in his Brutus whether his readers knew of a better speaker than Caesar, of anyone who spoke so wittily with such a wide yet precise vocabulary.

(56) Caesar left memoirs of the Gallic war and the civil war with Pompey. The author of their continuations into a history of the Alexandrian, African, and Spanish Wars is unknown; some think it was Oppius, others Hirtius, who also supplied the final book of the Gallic War.

Cicero thought the accounts were “naked in their simplicity, straightforward yet graceful, stripped of all rhetorical adornment, as of a garment” and obviously written to supply material to others.

The orator, poet, playwright, literary critic, and historian Gaius Asinius Pollio thought they had been left incomplete and that Caesar intended to revise and polish them. Also that they were flawed because Caesar was biased in the description of his own accounts and too readily believed his subordinates’ accounts of their doings.

(57) He was highly skilled in arms and horseman­ship, and of incredible powers of endurance. He moved at incredible speed, sometimes covering 100 miles in a day, sometimes arriving at his destination before the messengers sent to warn of his coming.

(58) He was careful and cautious, about crossing to Britain, about crossing the Rhine, about crossing from Brundisium to Dyrrachium.

(59) No regard for religion ever turned him from any undertaking, or even delayed him.

(60) He joined battle, not only after planning his movements in advance but on a sudden opportunity, often immediately at the end of a march, and sometimes in the foulest weather, when one would least expect him to make a move.

(61) He rode a remarkable horse with feet that were almost human for its hoofs were cloven in such a way as to look like toes. This horse was foaled on his own place and the soothsayers foretold that its master would one day rule the world.

(62) When his army gave way, he often rallied it single-handed, planting himself in the way of the fleeing men and grabbing them one by one and turning them to face the enemy.

(63) He was famous for his presence of mind in a crisis.

(64) “At Alexandria, while assaulting a bridge, he was forced by a sudden sally of the enemy to take to a small skiff. When many others threw themselves into the same boat, he plunged into the sea, and after swimming for 200 paces, got away to the nearest ship, holding up his left hand all the way, so as not to wet some papers which he was carrying, and dragging his cloak after him with his teeth, to keep the enemy from getting it as a trophy.” [This seems to derive the War in Alexandria.]

(65) He valued his soldiers neither for their personal character nor for their fortune, but solely for their prowess, and he treated them with equal strictness and indulgence.

(66) When they were in a panic through reports about the enemy’s numbers, he used to rouse their courage not by denying or discounting the rumours, but by falsely exaggerating the true danger.

(67) He did not take notice of all his soldiers’ offences or punish them by rule, but he kept a sharp look out for deserters and mutineers. This he chastised them most severely, shutting his eyes to other faults.

(68) His men were fantastically loyal to him and looked after each other. When captured they refused to go over to the other side. They fought fanatically.

(69) They did not mutiny once during the ten years of the Gallic war. In the civil wars they did so now and then, but quickly resumed their duty. Caesar discharged the entire ninth legion in disgrace before Placentia, though Pompey was still in the field, reinstating them unwillingly and only after many abject entreaties, while insisting on punishing the ringleaders.

(70) How he handled the Tenth Legion which clamoured to be released from duty and which he humiliated by calling them ‘citizens’, making them beg to be reinstated as citizens again.

(71) His rescue of Masintha, a youth of high birth, against king Hiempsa.

(72) His friends he treated with invariable kindness and consideration.

(73) He readily forgave his enemies including Gaius Memmius, Gaius Calvus and the poet Valerius Catullus.

(74) Even in revenge he was merciful. Suetonius claims that when Caesar tracked down the pirates who had held him captive and had them crucified, he ordered their throats cut first so they didn’t really suffer.

(75) He repeatedly spared the lives of enemies, promoted some to high offices, in battle refused to kill his prisoners when the opposition killed theirs, and so on.

(76) On the other hand, he was intolerably puffed up with pride and accept excessive honours, such as:

  • an uninterrupted consul­ship
  • the dictator­ship for life
  • the censor­ship of public morals
  • the forename Imperator
  • the surname of Father of his Country
  • a statue among those of the kings
  • and a raised couch in the orchestra

He allowed honours to be bestowed on him which were too great for mortal man:

  • a golden throne in the House and on the judgment seat
  • a chariot and litter carrying his image in the procession at the circus
  • temples, altars, and statues beside those of the gods
  • an additional college of the Luperci
  • and the calling of one of the months by his name

He ruled by personal whim appointing officials with total disregard for law and precedent.

(77) A selection of some of his ‘arrogant’ sayings such as that the ‘state’ was a name without a body and that Sulla made a mistake when he lay down his dictatorship.

(78) The event which caused most ill feeling was when the Senate approached him in a body with many highly honorary decrees and Caesar received them before the temple of Venus Genetrix without rising. Some think he was held back by Cornelius Balbus, others that he felt one of his epileptic fits coming on and didn’t dare rise, but the story is widely attested as a prime example of him arrogantly thinking himself above the state.

(79) Kingship The events and rumours which led people to think he seriously aimed at becoming king, the one thing anathema to all Romans:

  • at the Latin Festival someone placed on his statue a laurel wreath with a white fillet tied to it symbolising kingship. When two tribunes ordered that the ribbon be removed from the wreath and the man taken off to prison, Caesar rebuked and deposed them. He claimed this was because he had been robbed of the glory of refusing it but from that time on he could not rid himself of the odium of having aspired to the title of monarch
  • the famous quip, when asked if he wanted to be king, that “I am Caesar and no king”
  • at the feast of the Lupercalia, when Mark Antony several times attempted to place a crown on his head as he spoke from the rostra, he put it aside and at last sent it to the Capitol, to be offered to Jupiter Optimus Maximus
  • reports that he planned to move to Alexandria, taking with him the resources of the state and leaving Rome in the charge of deputies
  • the rumour that at the next meeting of the Senate Lucius Cotta would announce as the decision of the college of fifteen priests that, since it was written in the Sybilline Books that the Parthians could only be conquered only by a king, Caesar should be given that title

(80) Examples of the resentment of the people at Caesar’s adoption of absolute power [Suetonius doesn’t give us details of when he made himself dictator and the powers it gave him]. Thus:

  • when Caesar admitted foreigners into the Senate, a placard was posted telling no-one to point out the way to the Senate House “to a newly made senator”
  • rude verses were made up and sung accusing Caesar of promoting Gauls
  • Caesar appointed Quintus Maximus as consul in his place for three months, but when Quintus was entering the theatre, and his lictor called attention to his arrival in the usual manner, a general shout was raised: ‘He’s no consul!’
  • someone wrote on the base of Lucius Brutus’ statue, the man who drove the last kings from Rome: ‘Oh, that you were still alive

Thus there was widespread popular feeling against Caesar and this encouraged different groups of conspirators to coalesce into one big conspiracy, which eventually totally 60 men. Various times and places were discussed until a meeting of the Senate was called for the Ideas (15) of March and the plan coalesced.

(81) Just as much as Plutarch, Suetonius takes bad omens seriously enough to record them in detail:

  • at Capua settlers in the new colony found in some old tombs a bronze tablet saying that when these bones were moved, a son of Ilium shall be slain at the hands of his kindred and avenged at heavy cost to Italy [son of Ilium because a) that was the Greek name for Troy b) Caesar’s family, the Julii, claimed descent from Aeneas, a prince of Troy]
  • the herds of horses which he had dedicated to the river Rubicon when he crossed it, and had let loose without a keeper, stubbornly refused to graze and wept copiously
  • when Caesar was offering sacrifice, the soothsayer Spurinna warned him to beware of danger, which would come not later than the Ides of March
  • on the day before the Ides of March a little bird called the king-bird flew into the Hall of Pompey with a sprig of laurel, pursued by others of various kinds from the grove hard by, which tore it to pieces in the hall
  • the night before his murder he dreamt now that he was flying above the clouds, now that he was clasping the hand of Jupiter
  • his wife Calpurnia dreamed that the pediment​ of their house fell, and that her husband was stabbed in her arms

Which is why he hesitated to go to the Senate House that morning but Decimus Brutus, who was in on the conspiracy, kept urging him not to let the Senate down, so eventually he left his house and set off. Several people handed him notes warning him of the conspiracy but he merely held onto them without reading.

Finally, it is said that he laughed at Spurinna and calling him a false prophet, because the Ides of March had come and he wasn’t harmed – but Spurinna replied that they had indeed come, but they had not gone.

(82) Description of the precise order of who stabbed him where. Compare and contrast with Plutarch. What always amazes me is that in a such a heavily militarised society where almost every adult male had served in the army, it took 23 stab wounds to kill him. Everyone fled the scene leaving the body and it was left to three slaves to place it on a litter and carry it home to his wife.

The conspirators had intended to drag his body to the Tiber, confiscate his property and revoke his decrees but they forebore through fear of Marcus Antonius the consul, and Lepidus, the master of horse. [Unlike Plutarch’s version where they ran out of the Senate House crying “Liberty! Freedom!”]

(83) Suetonius has Caesar’s will being opened and read at Mark Antony’s house: he allotted three quarters of his fortune to his sisters’ grandson, Gaius Octavius, and Lucius Pinarius and Quintus Pedius to share the remainder. At the end of the will he adopted Gaius Octavius into his family and gave him his name. To the people he left his gardens near the Tiber for their common use and three hundred sesterces to each man.

(84) Suetonius gives a very different account of Caesar’s funeral which omits Antony’s inflammatory reading of the will and displaying the bloody toga to the mob, which infuriated them. Suetonius gives s detailed description of the gilded shrine which was made after the model of the temple of Venus Genetrix, within which was a couch of ivory with coverlets of purple and gold, and at its head a pillar hung with the robe in which he was slain. And that Antony had the decree of the Senate read out by which Caesar was deified, to which he added very few words of his own [unlike Plutarch, where it is Antony’s sustained impassioned speech which rouses the crowd to vengeance.

While his friends debated where the pyre should be lit, in another supernatural moment;

on a sudden two beings​ with swords by their sides and brandishing a pair of darts set fire to it with blazing torches, and at once the throng of bystanders heaped upon it dry branches, the judgment seats with the benches, and whatever else could serve as an offering.

Angels, apparently.

(85) Inflamed with anger the mob ran to set fire to the houses of the conspirators Brutus and Cassius, but were repelled. They came across the harmless poet Helvius Cinna in the street and, mistaking him for the conspirator Cornelius Cinna, tore him to pieces and paraded his head on a spear. [Suetonius doesn’t mention it but it was this incident which persuaded the conspirators to flee Rome, thus handing the city over to their enemy, Mark Antony.]

The people set up in the Forum a solid column of Numidian marble almost twenty feet high and inscribed upon it, “To the Father of his Country.” At the foot of this for years afterwards they made sacrifice, made vows, and settled disputes by an oath in the name of Caesar.

(86) Some of his friends thought Caesar no longer wanted to live due to failing health. This would explain why, despite the mounting rumours and ominous portents, he dismissed the armed bodyguard of Spanish soldiers that formerly attended him and went to the Senate unprotected.

It is reported that he said that it wasn’t for his own sake that he should remain alive – he had long since had his fill of power and glory – it was because if he were killed, the commonwealth would have no peace but be plunged into strife under much worse conditions. Which is precisely what happened.

(87) Everyone agrees Caesar himself had a horror of a long lingering death and wanted one which was sudden and unexpected.

(88) Caesar was 56 when he died and was swiftly deified, not only by a formal decree, but also in the hearts of the common people. At the first of the games which his heir Augustus gave in honour of his apotheosis, a comet shone for seven days in a row.

It was voted that the hall in which he was murdered be walled up, that the Ides of March be called the Day of Parricide, and that a meeting of the Senate should never be called on that day.

(89) Hardly any of his assassins survived him for more than three years or died a natural death. They all perished in various ways — some by shipwreck, some in battle; some took their own lives with the self-same dagger with which they had stabbed Caesar.

Comparisons

In comparison with Plutarch, Suetonius really skimps on the details of both the political intrigue and the extensive military campaigns. Instead you get gossipy nuggets about his horse and haircut and so on, in chapters 45 to 77. For the intense debate in the Senate about the Catiline conspirators, read Sallust. For Caesar’s achievements in Gaul read his own account, ditto the civil war with Pompey. Cicero’s letters give a vivid feel of what it felt like living under Caesar’s dictatorship i.e. stifled and numb.

Like Plutarch, like plenty of commentators at the time and ever since, Suetonius seems conflicted in his opinion about Caesar, supplying plenty of evidence that he was an extravagant and arbitrary dictator, but also lamenting the impiety of his murder.

Plutarch’s lives of Marius and Sulla (translated by Rex Warner)

Now the generals of this later period were men who had risen to the top by violence rather than by merit; they needed armies to fight against one another rather than against the public enemy.
(Doleful reflections of the Amphictyons of Delphi upon being ordered to hand over all their treasure to the Roman general Sulla who was besieging Athens: Life of Sulla, chapter 12)

1. Plutarch’s Life of Caius Marius (157 to 86 BC)

Plutarch’s life of Marius is divided into 46 brief sections. Rex Warner’s translation of Plutarch in the Penguin edition is relaxed and chatty. Very clear, very readable. However it is not available online whereas the 1920 Loeb Classical Library edition is. So, for practical purposes, I’ll quote Loeb.

As for the personal appearance of Marius, we have seen a marble statue of him at Ravenna in Gaul,​ and it very well portrays the harshness and bitterness of character which were ascribed to him. For since he was naturally virile and fond of war, and since he received a training in military rather than in civil life, his temper was fierce when he came to exercise authority.

Plutarch brings out very vividly the successive rivalries during the Jugurthine War (112 to 106 BC) between Metellus, Marius, and his quaestor Sulla. The Roman army comes over as an engine of fierce rivalries. But although Plutarch describes some of Marius’s military victories, in Numidia (112 to 106 BC) and then against the Cimbrian and Teutons who threatened to invade Italy from Gaul (113 to 101 BC) what really impresses is the second half of the life, and especially the final years when Marius fell from military and political favour and was eventually outlawed from Italy and had to go on the run, in disguise.

These final sections of his adventures on the run (35 to 45) read more like a boy’s own adventure story than history. The modern histories I’ve read refer to Marius’s brief exile only in general terms whereas in Plutarch we meet the captains of the ships which smuggle him out of Ostia, then dump him further down the Italian coast, the peasants who take him in and try to hide him, his betrayal and arrest to the authorities. We meet the Cimbrian soldier who is ordered to kill him but can’t bring himself to do so because, in the darkened bedroom, he sees Marius’s eyes darting fire and hears the voice of a god warning him against such a wicked deed. And so on. It’s like something out of the Arabian Nights more than history, more even, than biography.

Superstitions

Rex and other commentators emphasise Plutarch’s focus on the individual, on character, and call him ‘the first of modern biographers’ (p.9). None of them mention the ubiquity of superstition, prophecies and the uncanny i.e. the irrational, in his narratives. Thus in Marius alone:

  • as Marius prepares to sail back from Africa to Rome a soothsayer predicts great things (8)
  • in the campaign against the Cimbri and Teutones Marius has a Syrian prophetess named Martha accompany him in a litter (17)
  • the story that his army was accompanied everywhere by two vultures (17)
  • over the Italian cities of Ameria and Tuder flaming spears and swords are seen in the sky moving as if in actual battle (17)
  • from the massed ranks of the enemy arose an unearthly wailing (20)
  • heavy rain often follows a major battle because the supernatural powers want to hallow and cleanse the earth (21)
  • Fortune or nemesis or natural necessity, call it what you will, some force always ensures the enjoyment of any great success is never unalloyed or pure (23)
  • the incident of Fannia’s donkey who ran out to drink water from a spring near where Marius was being held by his escort, stopped directly in front of him, let out a tremendous bray, then went frisking past him – from which Marius drew the conclusion that his escape would be by sea

And:

When he was quite young and living in the country, Marius had caught in his cloak a falling eagle’s nest, which had seven young ones in it; at sight of this, his parents were amazed, and made enquiries of the seers, who told them that their son would be most illustrious of men, and was destined to receive the highest command and power seven times. (36)

  • when a Cimbrian soldier went into Marius’s bedroom to kill him he saw a pair of mighty eyes darting flame at him and a voice as of a god saying: ‘Man, does thou dare to slay Caius Marius?’ (39)

The grotesque

A sprinkling of what must surely be grotesque exaggerations, notably the wildly improbable description of the mass suicides of the Cimbri civilians once their menfolk were defeated

The fugitives were driven back to their entrenchments where the Romans beheld a most tragic spectacle. The women, in black garments, stood at the wagons and slew the fugitives — their husbands or brothers or fathers, then strangled their little children and cast them beneath the wheels of the wagons or the feet of the cattle, and then cut their own throats. It is said that one woman hung dangling from the tip of a wagon-pole with her children tied to either ankle, while the men, for lack of trees, fastened themselves by the neck to the horns of the cattle, or to their legs, then plied the goad, and were dragged or trampled to death as the cattle dashed away. (27)

In their hurry to claim for Plutarch all kinds of proto-modern interests in character and psychology, Rex and others simply ignore the much more prominent traits of primitive superstition and a garish, vulgar fascination with grotesque violence.

Thus Plutarch dwells lovingly on the scenes in Rome once Marius has returned from exile, seizes power along with Cinna, and unleashes a tidal wave of vengeful violence:

Headless trunks thrown into the streets and trampled under foot excited no pity, though everybody trembled and shuddered at the sight. The people were most distressed however, by the wanton licence of the Bardyaei, as they were called, who butchered fathers of families in their houses, outraged their children, raped their wives, and could not be checked in their career of rapine and murder until Cinna and Sertorius, after taking counsel together, fell upon them as they were asleep in their camp, and transfixed them all with javelins. (44)

Gory enough for you?

The ludicrous

And then incidents which are so wildly improbable as to be ludicrous. Take the incident of the faked diarrhoea. Marius fell in with a rabble rousing demagogue who didn’t hesitate to murder his political opponents, Saturninus. Marius attempts to keep the respect of the senate but also stay in with Saturninus, a balancing act which is epitomised one night:

For when the leading men had come to him by night and were trying to incite him against Saturninus, without their knowledge he introduced Saturninus into the house by another door; then, pretending to both parties that he had a diarrhoea, he would run backwards and forwards in the house, now to the nobles and now to Saturninus, trying to irritate and bring them into collision. (30)

2. Plutarch’s Life of Lucius Cornelius Sulla (138 to 78 BC)

Sulla served as captain of cavalry under Marius in the Jugurthine War. To his bravery was attributed the final negotiations which led to the capture of Jugurtha and Sulla was embittered when Marius received the credit and triumph for it. Sulla was tasked with fighting the Social War (91 to 87 BC) and when Marius, in Rome, managed to manoeuvre Sulla out of leadership of the army set to head off to deal with Mithradates in Turkey, Sulla rejected the senate’s decision, let his men kill the senate’s envoy and marched on Rome.

Why Sulla failed

Rex gives admirably brief, one-page introductions to each of the lives (generally pointing out how Plutarch ignores the profound historical importance of this or that event in order to focus on trivial anecdotes or shallow moralising). Therefore it is Rex who sums up Sulla’s political agenda, once he’d become dictator (82 to 78 BC) and why it failed, more briefly and better than any other account I’ve read.

After marching on Rome to seize power twice, with an intervening period of anarchy and bloodshed under Cinna (87 to 84 BC), Sulla set out to make the republic safe by ensuring the situation which led to the anarchy could never happen again. These he took to be:

  • the ability of the tribunes of the plebs to veto laws suggested by the patricians and senate, which sounds fine in theory, but in practice tribunes were all too often bribed by powerful interests to derail senatorial rule
  • the struggle between senate and equites for control of the courts, which again unravelled into political powerplays
  • the consecutive consulships of overmighty rulers (in the recent past the consecutive consulships of Marius in 107, 104, 103, 102, 101, 100)

So Sulla:

  • abolished the legislative powers of the tribunate and debarred those who held it from higher office
  • restored the courts to full control of the senate
  • revived the lex annalis which set minimum ages to hold each of the magistracies in the so-called cursus honorum and required fixed periods between people holding each post

It was a valiant effort but, as Rex points out, it was blind to the fact that the chief threat to the republic came not from any law or aspect of the constitution but from a reality which transcended them, which was the advent of proconsuls appointed for long periods of time to prosecute distant wars whose armies came to owe more allegiance to them than to the state – the conversion of Roman armies into something closer to private armies answerable to charismatic warlords.

The obvious examples were Marius, Sulla himself, Pompey then Caesar, then Mark Anthony and Octavian and the era of instability and collapse exactly matches the rise of this new phenomenon.

Plutarch’s Sulla

Predictably, Plutarch focuses on gossip and anecdote:

  • Sulla had a famously bad complexion, covered in blotchy spots.
  • Though he came from a patrician family, it was very down at heel and he spent a dissolute young manhood with dancers and actors and cross-dressers and comedians. Throughout his life, strict and stern in public, once he sat down at a banquet he reverted to a monstrously debauched and bohemian character.

And, once again, a blizzard of superstitions, omens and prophecies:

  • A certain man in the retinue of Orobazus, a Chaldaean, after looking Sulla intently in the face, and studying carefully the movements of his mind and body, and investigating his nature according to the principles of his peculiar art, declared that this man must of necessity become the greatest in the world, and that even now the wonder was that he consented not to be first of all men. (6)
  • Sulla himself relates that when he was dispatched with an army to the Social War, a great chasm in the earth opened near Laverna, from which a great quantity of fire burst forth and a bright flame towered up towards the heavens; whereupon the soothsayers declared that a brave man, of rare courage and surpassing appearance, was to take the government in hand and free the city from its present troubles. And Sulla says that he himself was this man, for his golden head of hair gave him a singular appearance, and as for bravery, he was not ashamed to testify in his own behalf, after such great and noble deeds as he had performed.
  • When Sulla had set out for his camp on unfinished business,​ he himself kept at home and contrived that most fatal sedition, which wrought Rome more harm than all her wars together had done, as indeed the heavenly powers foreshadowed to them:
    • for fire broke forth of its own accord from the staves which supported the ensigns, and was with difficulty extinguished
    • and three ravens brought their young forth into the street and devoured them, and then carried the remains back again into their nest
    • and after mice had gnawed consecrated gold in a temple, the keepers caught one of them, a female, in a trap, and in the very trap she brought forth five young ones and ate up three of them
    • but most important of all, out of a cloudless and clear air there rang out the voice of a trumpet, prolonging a shrill and dismal note, so that all were amazed and terrified at its loudness. The Tuscan wise men declared that the prodigy foretokened a change of conditions and the advent of a new age (7)
  • While the senate was busied with the soothsayers about these prodigies, and holding its session in the temple of Bellona, a sparrow came flying in, before the eyes of all, with a grasshopper in its mouth, a part of which it threw down and left there, and then went away with the other part. From this the diviners apprehended a quarrelsome dissension between the landed proprietors and the populace of the city and forum; for the latter is vociferous like a grasshopper, while the former haunt the fields (like the sparrow). (7)
  • After he had offered a sacrifice, Postumius the soothsayer learned what the omens were, and stretching out both hands to Sulla, begged that he might be bound and kept a prisoner until the battle, assuring him that he was willing to undergo the extremest penalty if all things did not speedily come to a good issue for him. (9)
  • It is said, also, that to Sulla himself there appeared in his dreams a goddess whom the Romans learned to worship from the Cappadocians, whether she is Luna, or Minerva, or Bellona. This goddess, as Sulla fancied, stood by his side and put into his hand a thunder-bolt, and naming his enemies one by one, bade him smite them with it; and they were all smitten, and fell, and vanished away. Encouraged by the vision, he told it to his colleague, and at break of day led on towards Rome. (9)
  • Mithridates, who was staying at Pergamum, was visited with many other portents from Heaven, and that a Victory with a crown in her hand, which the Pergamenians were lowering towards him by machinery of some sort, was broken to pieces just as she was about to touch his head, and the crown went tumbling from her hand to the ground in the midst of the theatre, and was shattered, whereat the people shuddered, and Mithridates was greatly dejected. (11)

And so on and very much on. And The Grotesque:

Nearby is Apollonia, and in its vicinity is the Nymphaeum, a sacred precinct, which sends forth in various places from its green dell and meadows, streams of perpetually flowing fire. Here, they say, a satyr was caught asleep, such an one as sculptors and painters represent, and brought to Sulla, where he was asked through many interpreters who he was. And when at last he uttered nothing intelligible, but with difficulty emitted a hoarse cry that was something between the neighing of a horse and the bleating of a goat, Sulla was horrified, and ordered him out of his sight. (27)

Fairy tales

At Fidentia, when Marcus Lucullus, one of Sulla’s commanders, with sixteen cohorts confronted fifty cohorts of the enemy, although he had confidence in the readiness of his soldiers, still, as most of them were without arms, he hesitated to attack. But while he was waiting and deliberating, from the neighbouring plain, which was a meadow, a gentle breeze brought a quantity of flowers and scattered them down on his army; they settled of their own accord and enveloped the shields and helmets of the soldiers, so that to the enemy these appeared to be crowned with garlands. This circumstance made them more eager for the fray, and they joined battle, won the victory, killed eighteen thousand of the enemy, and took their camp. (27)

Fortunate Sulla

Plutarch emphasises the Sulla himself was happy to attribute much of his success to Fortune rather than his own personal merits or achievements. So in the matrix of opinions about what constitutes a Successful Man which the Parallel Lives amount to, Sulla stands at one extreme of the spectrum, a superstitious man who attributed much to Fortune. Hence his own insistence on the agnomen (‘a fourth name occasionally given as an honour to an ancient Roman citizen’) ‘Felix’, superficially meaning ‘happy’ but at a deeper level meaning ‘lucky’ – more than lucky, in the deepest sense of the word, fortune-ate. Fortune rich. Fortune full.

Slaughter in Athens 86 BC

Apart from the civil war and street fighting in Rome, what comes over more vividly from this account than others I’ve read, is the unmitigated slaughter Sulla inflicted on Athens after a prolonged siege in which he had devastated the surrounding territory. ‘There was no counting the slain’. The blood flowed under the city gates (14).

Proscriptions in Rome

The mass murder in Rome of Sulla’s enemies who he included on lists of ‘proscriptions’ brings to mind Stalin sitting up late into the night going through long lists of names, putting a tick or a cross next to who should live or die.

Sulla now busied himself with slaughter, and murders without number or limit filled the city…He also proscribed anyone who harboured and saved a proscribed person, making death the punishment for such humanity, without exception of brother, son, or parents, but offering anyone who slew a proscribed person two talents as a reward for this murderous deed, even though a slave should slay his master, or a son his father. And what seemed the greatest injustice of all, he took away the civil rights from the sons and grandsons of those who had been proscribed, and confiscated the property of all. Moreover, proscriptions were made not only in Rome, but also in every city of Italy, and neither temple of God, nor hearth of hospitality, nor paternal home was free from the stain of bloodshed, but husbands were butchered in the embraces of their wedded wives, and sons in the arms of their mothers. (31)

Mass murder at Praeneste

Meanwhile Marius the younger, at the point of being captured slew himself; and Sulla, coming to Praeneste, at first gave each man there a separate trial before he executed him, but afterwards, since time failed him, gathered them all together in one place — there were twelve thousand of them — and gave orders to slaughter them all. (32)

Metrobius

Plutarch’s life ends where it began, with comments on Sulla’s private behaviour and liking for louche, lowlife, bohemian company. Despite having a series of respectable wives, in the usual Roman fashion, Sulla also:

consorted with actresses, harpists, and theatrical people, drinking with them on couches all day long. For these were the men who had most influence with him now: Roscius the comedian, Sorex the archmime, and Metrobius the impersonator of women, for whom, though past his prime, he continued up to the last to be passionately fond, and made no denial of it.

Mass murderer, sacker of Athens, failed attempter to restore the Republic, and lifelong lover of a female impersonator.

A grisly end

Then comes the kind of moralising conclusion which delighted the ancients and then the Christians, the Middle Ages and the Renaissance. Plutarch claims that in his final illness Sulla was literally eaten alive by worms.

By this mode of life [his decadent lifestyle] Sulla aggravated a disease which was insignificant in its beginnings, and for a long time he knew not that his bowels were ulcerated. This disease corrupted his whole flesh also, and converted it into worms, so that although many were employed day and night in removing them, what they took away was as nothing compared with the increase upon him, but all his clothing, baths, hand-basins, and food, were infected with that flux of corruption, so violent was its discharge. Therefore he immersed himself many times a day in water to cleanse and scour his person. But it was of no use; for the change gained upon him rapidly, and the swarm of vermin defied all purification. (36)

Constantine I ‘the Great’ (324 to 337)

Son of the Augustus Constantius Chlorus and Helena. Proclaimed Augustus of the western empire upon the death of his father on 25 July 306, he became sole ruler of the western empire after the Battle of the Milvian Bridge in 312. In 324, he defeated the eastern Augustus Licinius and re-united the empire under his rule, reigning as sole emperor until his death. Constantine completed the administrative and military reforms begun under Diocletian, who had begun ushering in the Dominate period. Actively interested in Christianity, he played a crucial role in its development and the Christianization of the Roman world, through his convocation of the First Ecumenical Council at Nicaea. He re-founded the city of Byzantium as ‘New Rome’, popularly known as Constantinople.

Constantius II (337 to 361)

Second surviving son of Constantine I, he inherited the eastern third of Roman Empire upon his father’s death, becoming sole Roman Emperor from 353, after the overthrow of the western usurper Magnentius. Constantius’ reign saw military activity on all frontiers, and dissension between Arianism, favoured by the emperor, and the Orthodox supporters of the Nicene Creed. In his reign, Constantinople was given equal status to Rome, and the original church of Hagia Sophia was built. Constantius appointed Constantius Gallus and Julian as Caesars, and died on his way to confront Julian, who had risen up against him.

Constans I (337 to 350)

Third surviving son of Constantine I. Caesar since 333, he inherited the central third of Roman Empire upon his father’s death, and became sole emperor in the west following the death of Constantine II in 348. Constans was assassinated during the coup of Magnentius.

Julian ‘the Apostate’ (361 to 363)

Grandson of Constantius Chlorus and cousin of Constantius II. Proclaimed by his army in Gaul, Julian became legitimate Emperor upon the death of Constantius. He was killed on campaign against Sassanid Persia having failed to revive pagan religion.

Jovian (363 to 364)

Captain of the guards under Julian, elected by the army upon Julian’s death. Died on journey back to Constantinople.

Valentinian I (364 to 375)

An officer under Julian and Jovian, he was elected by the army upon Jovian’s death. He soon appointed his younger brother Valens as Emperor of the East. Died of cerebral haemorrhage.

Valens I (364 to 378)

A soldier of the Roman army, he was appointed Emperor of the East by his elder brother Valentinian I. Killed at the Battle of Adrianople.

Gratian (378 to 379)

Son of Valentinian I. Emperor of the West, he inherited rule of the East upon the death of Valens and appointed Theodosius I as Emperor of the East. Assassinated on 25 August 383 during the rebellion of Magnus Maximus.

Theodosius I ‘the Great’ (379 to 395)

Aristocrat and military leader, brother-in-law of Gratian who appointed him as emperor of the East. From 392 until his death sole Roman Emperor. Theodosius passed laws banning pagan religious practice, entrenching Christianity as the religion of the empire.

Arcadius (395 to 408)

On the death of Theodosius I in 395, the Roman Empire was permanently divided between the East Roman Empire, later known as the Byzantine Empire, and the West Roman Empire. Theodosius’ eldest son Arcadius became emperor in the East while his younger son Honorius became emperor in the West.

Theodosius II (408 to 450)

Only son of Arcadius. Succeeded upon the death of his father. As a minor, the praetorian prefect Anthemius was regent in 408–414. Died in a riding accident.

Marcian (450 to 457)

A soldier and politician, he became emperor after being wed by the Augusta Pulcheria, sister of Theodosius II, following the latter’s death. Died of gangrene.

Leo I ‘the Thracian’ (457 to 474)

Of Bessian origin, Leo became a low-ranking officer and served as an attendant of the Gothic commander-in-chief of the army, Aspar, who chose him as emperor on Marcian’s death. He was the first emperor to be crowned by the Patriarch of Constantinople. His reign was marked by the pacification of the Danube frontier and peace with Persia, which allowed him to intervene in the affairs of the western empire, supporting candidates for the throne and dispatching an expedition to recover Carthage from the Vandals in 468. Initially a puppet of Aspar, Leo began promoting the Isaurians as a counterweight to Aspar’s Goths, marrying his daughter Ariadne to the Isaurian leader Tarasicodissa (Zeno). With their support, in 471 Aspar was murdered and Gothic power over the army was broken.

Leo II (January to November 474)

Grandson of Leo I by Leo’s daughter Ariadne and her Isaurian husband, Zeno. He was raised to Caesar on 18 November 473. Leo ascended the throne after the death of his grandfather on 19 January 474. He crowned his father Zeno as co-emperor and effective regent on 10 November 474. He died shortly after, on 10 November 474.

Zeno (474 to 491)

As the leader of Leo I’s Isaurian soldiers, Zeno rose to comes domesticorum, married the emperor’s daughter Ariadne, took the name Zeno, and played a crucial role in the elimination of Aspar and his Goths. He was named co-emperor by his son on 9 February 474, and became sole ruler upon the latter’s death, but had to flee to his native country before Basiliscus in 475, regaining control of the capital in 476. Zeno concluded peace with the Vandals, saw off challenges against him by Illus and Verina, and secured peace in the Balkans by persuading the Ostrogoths under Theodoric the Great to migrate to Italy. Zeno’s reign also saw the end of the western line of emperors, with the deposition of Romulus Augustulus in 476.

Basiliscus (475 to 476)

General and brother-in-law of Leo I, Basiliscus seized power from Zeno but was then deposed by him.

Anastasius I (491 to 518)

He was a palace official when he was chosen as husband and Emperor by the Empress-dowager Ariadne. Anastasius reformed the tax system and the Byzantine coinage and proved a frugal ruler, so that by the end of his reign he left a substantial surplus. His Monophysite sympathies led to widespread opposition, most notably the Revolt of Vitalian and the Acacian Schism. His reign was also marked by the first Bulgar raids into the Balkans and by a war with Persia over the foundation of Dara. He died childless.

Justin I (518 to 527)

Officer and commander of the Excubitors bodyguard under Anastasius I, he was elected by army and people upon the death of Anastasius I. Illiterate, he was much influenced by his nephew Justinian.

Justinian I ‘the Great’ (527 to 565)

Nephew of Justin I, possibly raised to co-emperor on 1 April 527. Succeeded on Justin I’s death. Attempted to restore the western territories of the Empire, reconquering Italy, North Africa and parts of Spain. Also responsible for the corpus juris civilis, or ‘body of civil law’ which is the foundation of law for many modern European nations. For John Julius Norwich Justinian was the last Roman emperor of Byzantium. (See my review of Robert Graves’s novel about his reign, Count Belisarius.)

Justin II (565 to 578)

Nephew of Justinian I, he seized the throne on the latter’s death with support of army and Senate. Became insane, hence in 573–574 under the regency of his wife Sophia, and in 574–578 under the regency of Tiberius Constantine.

Tiberius II Constantine (578 to 582)

Commander of the Excubitors, friend and adoptive son of Justin. Named Caesar and regent in 574. Succeeded on Justin II’s death.

Emperor Maurice (582 to 602)

Became an official and later a general. Married the daughter of Tiberius II and succeeded him upon his death. Named his son Theodosius as co-emperor in 590. Deposed by Phocas and executed on 27 November 602 at Chalcedon.

Phocas (602 to 610)

Subaltern in the Balkan army, he led a rebellion that deposed Maurice but turned out to be spectacularly brutal and cruel. Increasingly unpopular, he was deposed and executed by Heraclius.

Heraclius (610 to 641)

The eldest son of the Exarch of Africa, Heraclius the Elder. With his father and uncle launched a revolt against the unpopular Phocas in 609 and deposed him in October 610. Brought the Byzantine-Sassanid War of 602–628 to a successful conclusion but was unable to stop the Muslim conquests; during his rule Muslim armies conquered of Syria (637), Armenia (639) and Egypt (639). In 638 Jerusalem fell after a two-year siege. The loss to the Muslims of Jerusalem, the holiest city to Christians, proved to be the source of much resentment in Christendom for centuries to come.

Heraclius officially replaced Latin with Greek as the language of administration. This act, for Norwich, makes Heraclius the first fully Greek Byzantine emperor. His military and administrative reforms created the backbone for the Byzantine Empire which helped it last another eight hundred years. He tried to solve the ongoing divisions caused by the monophysitic heresy by promoting a compromise theory, monothelitism, devised by Patriarch Sergius I of Constantinople, although this only ended up causing more ill-feeling and excommunications. Nonetheless, according to Norwich, his record:

remains a magnificent one. Without his energy, determination and inspired leadership, Constantinople might well have fallen to the Persians – in which case it would almost inevitably have been engulfed a few years later by the Muslim tide, with consequences for Western Europe that can scarcely be imagined. (Byzantium: The Early Centuries p.310)

Constantine III (February to May 641)

Born 612, eldest son of Heraclius by his first wife Fabia Eudokia. Named co-emperor in 613, he succeeded to the throne with his younger brother Heraklonas following the death of Heraclius. Died of tuberculosis, reputedly poisoned by scheming empress-dowager (i.e. Heraclius’s wife) Martina.

Heraklonas (February to September 641)

Born 626 in to Heraclius’ second wife Martina, named co-emperor in 638. Succeeded to the throne with Constantine III following the death of Heraclius. Sole emperor after the death of Constantine III, under the regency of Martina, but was forced to name Constans II co-emperor by the army. In September both Martina and Heraklonas were arrested: her tongue was cut out and his nose was slit, and they were sent into exile on Rhodes.

Constans II (641 to 668)

Born 630 the son of Constantine III. Raised to co-emperor in summer 641 i.e. aged just 11, after his father’s death, Constans became sole emperor after the forced abdication and exile of his uncle Heraklonas (see above). Baptized Heraclius, he reigned as Constantine, ‘Constans’ was his nickname. Constans’s 27-year reign was overshadowed by constant struggle against the fast-expanding Muslim caliphate. In 642 the seized Alexandria, later razing its defences to the ground and starting a new town at the head of the Nile Delta, which would become Cairo. In 649 the Muslims sacked Cyprus. In 654 they attacked Rhodes. In 655 they thrashed an imperial fleet off the coast of Lycia. In 663 Constans led an army across the Adriatic and into Italy to combat the Lombards. Having taken Rome he stripped it of its last remaining treasures and shipped them back to Constantinople. Then he moved on to Syracuse, which he made his base for the last five years of his reign. He was murdered by a slave while bathing.

Constantine IV (668 to 685)

Eldest of Constans II’s three sons. In 669 there was an army uprising against his rule which he put down and then slit the noses of his two younger brothers to render them unfit to rule (in Byzantine theory the king or basileus had to be free of physical blemishes). From 674 to 678 he held off a sea-based siege of Constantinople, not least by deploying Greek fire, and in doing so – according to John Julius Norwich – ‘saved Western civilisation’.

Had they captured Constantinople in the seventh century rather than the fifteenth, all Europe – ad America – might be Muslim today. (p.325)

Not bad for a man who died of dysentery aged just 33.

Justinian II nicknamed ‘the Slit-nosed’ (685 to 695)

Son of Constantine IV, he was named co-emperor in 681 and became sole emperor upon Constantine IV’s death. He was a stern disciplinarian whose biggest act was to move an estimated quarter of million peasants and villagers from Thrace and northern Greece into Bithynia and the south coast of the Black Sea. He was also a ferocious taxer who made it plain he wanted to tax the aristocracy to extinction so when a military revolt broke out, they and other sections of the population gleefully welcomed Justinian’s overthrow in 695. He was dragged into the Hippodrome where his nose was slit, before being sent into exile at Cherson in Crimea.

The Twenty Years’ Anarchy (695 to 717)

Leontius (695 to 698)

A professional soldier from Isauria, Leontius led a military revolt against Justinian II, who was disfigured and sent into exile. In 698 the Muslims conquered Carthage and thus extinguished the entire Roman province of North Africa. Leontius had sent a fleet to defend the city but rather than return in disgrace, the sailors mutinied and elected a new king, the fleet returning to Constantinople and overthrowing Leontius.

Tiberius Apsimar (698 to 705)

Originally named Apsimar and of German origin, this is the admiral the failed Byzantine fleet elected their leader and king (and hastily gave the Roman-sounding name of Tiberius) and who led them back to the capital to overthrow Leontius. In the seven years of his reign he led military expeditions against the Muslims in Syria and Cilicia. His reign (and life) came to an end when the exiled Justinian II returned.

Justinian II ‘the Slit-nosed’ (705 to 711)

In exile Justinian did a deal with the Bulgar King Tervel to make the latter caesar in exchange for Slav troops. With these troops Justinian returned to Constantinople and seized power. The two usurpers – Leontius and Tiberius – were tracked down, put in chains, dragged round the Hippodrome in front of a jeering crowd, had their noses slit as Justinian had, and then were beheaded. Justinian then went on to inaugurate a reign of terror, torturing and executing his enemies.

In 709, for reasons which remain obscure, he sent an army to Ravenna – theoretically still a Byzantine ‘exarchate’ – round up the town’s dignitaries and packed them off to Constantinople where they were all executed except for the archbishop, who he had blinded, while his army went on the rampage in the captured city.

Then he launched an expedition against the Khazars who had taken Cherson, site of his exile, where a complicated sequence of events led to an exiled general named Bardanes rallying rebellious Byzantine forces and sailing to take Constantinople, where a grateful populace greeted him. Justinian was captured a few miles outside of town and beheaded. His mother took his son, six-year-old Tiberius, to the sanctuary of a church across the Bosphorus but soldiers followed them there and slaughtered the little boy ‘like a sheep’. The Heraclian line of emperors had ended.

Philippicus Bardanes (711 to 713)

A general of Armenian origin, he led the forces from Cherson which deposed Justinian II, but turned out to be a ‘hopeless hedonist’ (p.347). The Bulgar King Tervel vowed to avenge his friend Justinian and marched his Slav army up to the walls of Constantinople. Philippicus called on the Opsikian Theme (a theme was a geographical and administrative unit of the empire) just across the Marmaris to send troops to help, but they refused and instead nominated a rival basileus. Philippicus was enjoying a siesta in his palace when soldiers broke in, seized him, dragged him to the Hippodrome where his eyes were put out.

Anastasius II (713 to 715)

Originally named Artemios, he was a chief secretary to Philippicus and proclaimed emperor by the soldiers who overthrew Philippicus. Anastasius set about repairing the walls defending Constantinople and, hearing the Muslims were once again on the war path, sent a pre-emptive force of Opsikian troops in a fleet to Rhodes. However the rebellious troops clubbed the head of the expedition to death and then returned to the capital, picking up an inoffensive tax collector named Theodosius along the way. After a six month siege, Constantinople submitted to the rebels and Anastasius, who had fled to Nicaea, was allowed to retire to a monastery in Thessalonica. In 719 he led a revolt against his successor but one, Leo III, but failed, and was executed by Leo.

Theodosius III (715 to 717)

A tax collector unrelated to any royal blood, Theodosius was proclaimed emperor by rebellious Opsikian troops, entering Constantinople in November 715. Two years later Leo the Isaurian, who was governor of a theme on the eastern border, led a revolt of soldiers on Constantinople and, after some negotiations with the Senate and Leo, Theodosius was allowed to abdicate and retire to a monastery in Ephesus.

End of the Twenty Years’ Anarchy

Leo III the Isaurian (717 to 741)

Norwich, in his history of Byantium, calls Leo ‘the saviour of the empire’. He rose through the ranks from very obscure origins (‘a Syrian peasant’) to become a general. Led a rebellion and secured the throne in spring 717. In the autumn a massive Muslim army and fleet besieged Constantinople but Leo had prepared well, the besieging army was decimated during a bitter winter of famine and disease, the survivors massacred by a Bulgarian army which attacked from the north, and then the retreating fleet was destroyed in a storm. Saved again.

Leo’s other big achievement was to inaugurate the movement known as Iconoclasm which set out to destroy all images of the human figure and face and which was to divide the empire and severely exacerbate the divide between the Western and Eastern churches. He had barely begun, by removing just one statue from one church, before he sparked a storm of protests across the city and the Greek East and from the pope in Rome. Despite protests, he pressed on and in 703 issued an imperial decree banning all religious images, demanding they be destroyed. Monks and priests fled east and west carrying their beloved icons and images concealed. The fleet and numerous military garrisons mutinied. There were riots in the major cities.

Some scholars attribute the rise of iconoclasm to the influence of the sternly anti-image Muslims who now controlled most of the former Roman territory in the East. But Norwich points out that the movement actually began as a charter launched by eastern bishops who thought they were challenging the increasingly fetishistic worship of icons in themselves. It had got to the stage where icons stood in as godparents during baptisms.

Constantine V (741 to 775)

The only son of Leo III. Constantine was made co-emperor in 720 and succeeded on his father’s death. He was leading a military expedition against the Muslims when he was attacked by Artabasdos, an old colleague of his father’s who had helped Leo seize the throne from Theodosius.

Artabasdos (741 to 743)

General who had helped Leo II to the throne and been given Leo’s sister’s hand in marriage, thus becoming brother-in-law to Leo and uncle to Constantine V, who he overthrew. For eighteen months he ruled in Constantinople making himself very popular by calling for the restoration of icons, which suddenly reappeared all over the city. Meanwhile Constantine had not been killed, but taken refuge in an eastern garrison filled with icon-supporters (the issue now split every level of Byzantine society) who marched behind him and they defeated Artabasdos in battle in Lydia.

Artabasdos fled to Constantinople which Constantine re-entered at the head of his army, dragged Artabasdos to the Hippodrome where he and his two sons were ritually blinded, their chief supporters executed or subjected to various mutilations. The Patriarch Anastasius was stipped naked, flogged, and paraded round the Hippodrome sitting backwards on a donkey.

Constantine V (741 to 775) part two

Constantine returned to power with renewed virulence against the icon-supporters, not least because they had helped overthrow him. He convened a church council which banned icons. He banned the use of the word ‘saint’ and ‘mother of God’ as blasphemous. He was particularly violent against monasteries, which had been growing in size and power. We have records of entire monasteries being sacked, the head monks having their beards doused in oil and set on fire, libraries burned to the ground. And this not by the Muslims, but by their fellow Christians.

Constantine campaigned continually against the Bulgars who threatened from the north but he was granted relief from the Muslim threat when, in 750, at the Battle of the Greater Zab River, the army of Caliph Marwan II was smashed by that of Abu al-Abbas al-Suffah and the Omayyad dynasty of Damascus came to an end. Power moved to the new Abbasid dynasty based in Baghdad, which was to be more interested in the East, in Persia, Afghanistan and Transoxiana than in Europe or Africa.

But in 751 Ravenna was taken by the Lombard king Aistulf and the last Byzantine foothold in north Italy was snuffed out forever. Constantine died of natural causes while on campaign against the Bulgars aged 56.

Leo IV ‘the Khazar’ (775 to 780)

Eldest son of Constantine V, co-emperor since 751, he succeeded upon his father’s death and was much influenced by his powerful, scheming wife Irene. When he died aged just 30, Irene made herself Regent for their son, Constantine VI. Irene was

scheming and duplicitous, consumed by a devouring ambition and an insatiable lust for power, she was to bring dissension and disaster to the Empire for nearly a quarter of a century (p.366)

Constantine VI (780 to 797)

Born in 771 and only child of Leo IV, co-emperor in 776, sole emperor upon Leo’s death in 780, he was for the next ten years under the regency of his mother, Irene of Athens.

Irene was a fierce supporter of icons and overthrew all Constantine V’s legislation, in 787 convening the Second Council of Nicaea which condemned the practice of iconoclasm and restored the veneration of icons to Christian practice. This also helped restore relations with the pope in Rome, the Western church having never condemned icons in the first place.

Her icon-support sparked repeated mutinies in the solidly iconoclast army. Anticipating a coup in 790 she placed her son – fast becoming a focal point for iconoclast rebellion – in prison. When she tried to make the entire army swear an oath of allegiance to her personally, it mutinied, freed young Constantine (now 18 years old) and confined Irene to house arrest. Constantine proved weak and indecisive and a poor military leader. The famous Muslim leader Haroun al-Rashid had to be bought off with vast tributes of gold, while Constantine failed in his campaigns against the ever-threatening Bulgars of the North.

Constantine scandalised his church, especially the monks, by divorcing his first wife and marrying a court attendant. This issue, like everything else, became ensnared in theological language and led to splits among the icon-supporters which were exploited by the iconoclasts. In 797 Irene launched a coup against her own son, having him captured, taken to the palace and there ritually blinded. Her own son. He died soon after of his wounds.

Irene (797 to 802)

Although she tried to court popularity by reducing all manner of unpopular taxes, this only had the effect of impoverishing the empire, leaving her unable to repel further incursions by Haroun al-Rashid, alienating the iconoclast army, as well as every conservative who thought there mustn’t be a woman basileus.

In 802, out of the blue, came a marriage proposal from Charles, King of the Franks, who had been crowned Holy Roman Emperor at St Peter’s on Christmas Day 800. Theoretically the pope in Rome was subject to the emperor, the Roman Emperor, resident in Constantinople. But Irene’s reign created a unique conjunction of events. For most churchmen, aristocrats and citizens, a woman couldn’t be basileus. Therefore the Roman throne was vacant. Add in the factor that the popes of Rome had been abused, ignored, sometimes kidnapped and even murdered by various Eastern emperors – and that the East seemed to have been taken over by icon-destroying madness – and was militarily weak, especially against the Muslims – all these are reasons why Pope Leo should turn to by far the strongest military figure in the West, the pious and genuine Christian believer Charles King of the Franks who, in the preceding 30 years, had hugely expanded the territory of his kingdom.

Crowning him emperor in Rome in 800 a) created an entirely new centre of power in the West, resulting in there being two emperors in Christendom b) gave enormous power and influence to Leo (which protected him against powerful enemies who were conniving at his downfall) and – though no-one realised it at the time – to all his successors.

Charles and probably Leo thought that if Charles married Irene it would reunite the two halves of the empire, and hence the marriage proposal. Irene for her part knew how unpopular she had become and looked favourably on it. Imagine if they had go married and Christendom united.

Instead she was overthrown in a palace coup in 802, sent into exile on Lesbos and died a year later. The epoch of one Roman Empire united under one emperor, was over. From now on there would be a Holy Roman Emperor in the West and a Byzantine Emperor in the East.

Count Belisarius by Robert Graves (1938)

Now, in Constantinople there is a square called ‘The Square of Brotherly Love’ with a fine group of statuary in it, on a tall pedestal, commemorating the fraternal devotion of the sons of the emperor Constantine – who subsequently destroyed one another without mercy. (p.183)

Robert Graves

Apart from one year teaching at the University of Cairo, Graves made a living for his whole long life (1895-1985) from writing – books and articles, editing collections, but above all writing poetry.

He regarded himself first and foremost as a poet, slaving over his carefully constructed verses and developing slightly eccentric theories about poetic inspiration. It was only to pay the rent, and feed his growing family that he churned out the prose works which he didn’t consider nearly as important.

But ironically, it is these prose works which posterity has remembered Graves for, starting with his hugely enjoyable autobiography, Goodbye To All That (1929), famous for its account of his service in the First World War, but which also includes humorous memories of his childhood growing up in Wimbledon, and then merry anecdotes of being a struggling poet, husband and father in the 1920s.

I, Claudius

On the same level of fame is the pair of novels he wrote about the Roman emperor Claudius (who ruled from AD 41 to 54), I, Claudius and Claudius the God (both published in 1934) which were made into a famous BBC TV series in 1976. Presumably this introduced Graves’s name (and Claudius’s) to million of viewers who’d never heard of either before.

Belisarius

Close behind the Claudius duet in reputation is this novel, which is also based around another major figure from the classical world, General Flavius Belisarius.

Belisarius (500-565 AD) rose to become the leading general of the Eastern Roman Empire in the first half of the 6th century. He is best known for serving the Eastern Emperor Justinian (ruled 527-565) and leading a series of campaigns to try and recapture the Western half of the Empire, over a century after the first sack of Rome (by Alaric and the Visigoths in 410), 50 years or so after the last Roman Emperor in the West was deposed (476) and Africa, Spain, Gaul and Italy had been overrun by barbarian conquerors.

Belisarius made his reputation in a campaign against the Persian Empire on the eastern border, before leading campaigns against the Vandals in Africa (then a word describing what is basically Tunisia today), before taking Sicily and then fighting Ostrogoth armies the length and breadth of Italy during the prolonged Gothic War (535-554). Unfortunately the resulting waste and devastation of Italy left the inhabitants with an enduring resentment of the Easterners / the Greeks / the Byzantines. At one point a minor character, the tall good-looking Theodosius who is a favourite of Antonina’s (and who court gossip quickly suggests is having an affair with her) composes a comic song which ironically lists all the ‘benefits’ Byzantine rule has brought to Italy, including ‘massacre, rape, arson, enslavement, famine, plague and cannibalism (p.298).

In fact the next effect of Justinian and Belarius’s campaigns was so to weaken both Goth and Roman authority that just fourteen years after both sides had fought to exhaustion, the entire peninsula was conquered by another tribe of barbarian invaders, the Lombards, in 568.

As with the Claudius books, Graves had a number of good sources for the career of General Belisarius, namely the scurrilous account of court intrigue by the contemporary historian, Procopius (the origin and motivation for whose books is dissected right at the end of the text), as well as other chronicles by the likes of John Malalas, Theophanes, and John of Ephesus. But being such a good classicist, he has slipped in various inventions – invented characters and events – which fit seamlessly into his vision of the 6th century Byzantine Empire.

The novel

I found the book slow going to begin with, but then became more and more absorbed by it. It is told in a straightforward chronological order, covering Belisarius’s boyhood and school years, his move to the Eastern capital Constantinople, his rise in the army, reforms to the army, and then the long, long sequence of military campaigns.

What brings the book alive, though, is the narrator Graves has invented to tell the whole, long story – Eugenius the eunuch (p.11). He makes Eugenius the long-suffering servant of Belisarius’s wife, an ex-prostitute named Antonina who, at an early point in her life ran a sort of nightclub-cum-brothel with several other filles de joie, including – as it happens – one Theodora who, after a series of unlikely events, ends up marrying the Emperor Justinian and becoming ‘Her Resplendent Highness, the Empress’.

And what power she has! Again and again Eugenius shows Theodora as being the most resolute and decisive of all the emperor’s advisers, and even going behind his back to take strong decisions when Justinian was dithering.

Theodora was no fool of the priests. She had seen the world, and she understood men and politics, both lay and ecclesiastical. She ruled Justinian as absolutely as it is said that the great Livia once ruled Augustus, the first Emperor of the Romans. (p.147)

Thus although the novel is generally about a man, a military man, one of the most famous generals in history – and although it certainly contains a great deal about the Byzantine army and cavalry, their equipment, training and tactics, and describes in great detail pretty much every battle Belisarius was involved in – nonetheless, the novel still has quite a lot of feminine content, the eunuch Eugenius being as understanding of and sympathetic to his mistress and her lady friends, and in tune with the friendship between Antonina and Theodora, as he is with the more famous menfolk.

In fact Eugenius manages to be consistently rude about most of the male figures, not least Justinian (and his illiterate predecessor and sponsor, Justin, and his hapless predecessor, Anastasius I). Here he is on Justinian:

The man was a mass of contradictions: most of which, however, were to be explained as the result of great ambitions struggling with cowardice and meanness. Justinian wised, it seems, to make himself remembered as Justinian the Great. His talents would indeed have been equal to the task if he had only been less of a beast in spirit. (p.146)

Rudeness which slowly changes into contempt as he describes Justinian’s growing meanness, avariciousness, paranoia and poor decision-making, until he is routinely describing examples of Justinian’s

incompetence, cruelty, procrastination, meanness, ingratitude (p.407)

Towards Belisarius Eugenius is more ambivalent, painting him as the generally innocent victim of various court intrigues and Justinian’s petty mean-mindedness – but all the same, he doesn’t really like the general and is only supportive because of his undying loyalty to Belarius’s wife, Eugenius’s mistress, the lovely Antonina.

We learn a lot about the backstories of Eugenius, Antonia and Theodora which are described with wonderful plausibility. I particularly like Eugenius’s own story, that he was the young son of a Welsh prince, kidnapped by Saxon raiders and then sold on to an unscrupulous Greek salesman of fake religious relics, Barak, who had him castrated, and crops up at amusingly unlikely moments throughout the rest of the story.

At Constantinople Barak [who had been arrested and sent there by Belisarius] secured an honourable release through bribery, and though by now seventy years of age, resumed his long-interrupted task as overseer of monuments in the Holy Places. It was his pleasure to refresh the blood-marks on the pillar of scourging; and to  renew the hyssop-sponge at Golgotha, which the piety of pilgrims had worn almost to nothing; and to discover at Joppa, buried in an old chest during the persecutions of the Emperor Nero, a startling number of early Christian relics of the first importance and in an agreeably sound state of preservation. (p.305)

A passage which, incidentally, gives you a good feel for Eugenius’s own ironic scorn for most Christian belief and practice.

Eugenius is a gossipy narrator and frequently stops the narrative to tell us diverting anecdotes about whoever is appearing in the main narrative whether it is the early stories about Antonina and Theodora setting up their brothel, or stories about the enemies Belisarius faces, like old Khavad of Persia, or describing the culture of the north African Moors, or a revealing anecdote about King Gelimer of the Vandals. All these little asides and stories make the book much more accessible and readable.

Eugenius is also a chatty and fascinating guide to the culture of 6th century Constantinople where the first half of the novel is set, before Eugenius sets off accompanying his mistress Antonina who insists on accompanying her husband Belisarius on his western campaigns.

Two massive issues dominated the culture of the time, which were the powerful antagonisms stirred up by the various Christian heresies which swirled round the empire, and, in the city itself, the huge division between the two factions, the Blues and the Greens.

Heresies

By the early 300s the spread of Christian heresies throughout the empire was already such a problem that the Emperor Constantine, the man who ordered the building of Constantinople (officially consecrated in 330) had been forced to call the Council of Nicaea in 325 to thrash out definitions of the key ideas and terms of Christianity.

Nicaea was the first ecumenical council of the Christian church, though far from the last. The heresy it was called to address was Arianism, named after the presbyter Arius who preached that Jesus – the Son of the Christian Trinity – was at some point created by the Father and therefore was not identical with him and was therefore, logically, inferior to him. This belief became very popular but contradicted the orthodox view that Jesus was fully divine, part of the Holy Trinity which was made up of equal members.

Although the Council of Nicaea stripped Arius of his teaching position and exiled him, his heresy continued to flourish, and others soon joined it. A recurring problem was defining the precise nature of Jesus: was he a man, or a God? Or half man, half God? Or both man and God? Was he eternal and one with God, or ‘begotten’ i.e. created at some later date i.e. not as godly as God?

These are all ‘Christological’ issues i.e. debates about the person, nature, and role of Christ, and they turned out to be prolific. To put it another way, Christianity was and is to this day, a very unstable theological or philosophical system, liable to splinter off into all kinds of heresies and sects.

At the period when the novel is set the most common heresy in the Greek East was monophysitism. This held that in the person of Jesus Christ there was only one, divine nature. This view conflicted with the ‘orthodox’ position, which had been agreed at a later ecumenical council, the Council of Chalcedon in 451, which proclaimed that Jesus possessed two natures, divine and human.

The emperor Justinian was a staunch defender of the orthodox view propounded at Chalcedon, but his wife, Theodora, was a believer in miaphysitism. Miaphysitism holds that in the one person of Jesus Christ, Divinity and Humanity are united in one nature, ‘united without separation, without confusion, and without alteration,’ although – looking it up – I see that Chalcedonian orthodoxy considered this view assimilable within the orthodoxy. Thus Justinian and Theodora were more or less at one in their theology.

This may all sound very theoretical and abstruse but in fact heresy played a vital role in the geopolitics of the day. Virtually all the ‘barbarian’ tribes who had conquered the territories of the former western empire were Arians which put them at loggerheads both with the pope (who clung on in defeated Rome) and Justinian.

Thus the Ostrogoths, who had conquered and occupied all of Italy and the Adriatic coast, and who reached the zenith of their power under Theodoric (454-526) were Arians. It was these Ostrogoths who Justinian sent Belisarius to conquer in what turned into the long and ruinous Gothic War (535-554 AD) and, at various points in the long, complex negotiations for peace, the issue of religious belief became a stumbling block.

Also the Vandals who had travelled through Spain and crossed the straits in order to conquer Carthage and the surrounding area of north Africa were also Arians who lorded it over the native Roman population who were orthodox. This fact led to some bad decisions, for Belisarius – having conquered them in battle – sensibly recommended to Justinian that the Vandals be allowed to worship in their own way and receive eucharist from their Arian priests. But Justinian, more devout and more removed from military reality, insisted that the Vandals be forced to submit to orthodox priests and that their own religious rites be banned. Predictably, this (along with other tactical mistakes Justinian made, like not allowing the victorious Byzantine troops to hang on to the estates they had sequestered) led to a rebellion against Byzantine rule after Belisarius had left the area in order to campaign in Italy, forcing Belisarius to weaken his forces by sending some back to quash the rebellion. It could have become a peacefully restored part of the Byzantine empire but for Justinian’s religious intolerance on this central issue of Christian heresy.

These heresies add depth to the personal, social and military clashes which feature in it. Of every single major character we need to know which form of Christianity they follow in order to gauge or understand their likely reactions to other characters, and to understand the broader religious-cum-power politics of the situation.

The Blues and Greens

Within the Eastern empire itself, and especially in the city of Constantinople, raged a fierce enmity between the Greens and the Blues. These had originally been the colours of competing teams of chariot racers in the city’s massive Hippodrome. In fact there had originally been blue, green, red and white teams but the latter two had been swallowed up by the former.

By the time of the novel the conflict between Blues and Greens had permeated every level of Byzantine society. It was a bit like Brexit. Families were divided, friends opposed, politics became poisoned by the fierce opposition of Blues and Greens at every level. Even religion was dragged into it, with the Greens broadly representing monophysitism and the lower classes, while the Blues tended to be orthodox and upper class. Blues and Greens took opposing views not only on religion, but on social and political issues, up to and including the choice of new emperors.

Early on in the novel we learn that the empress Theodora was the daughter of one Acacius, a bear trainer of the hippodrome’s Green faction. An internal rivalry among the Greens led to Acacius’s death whereupon his widow brought her four children, including young Theodora, into the Hippodrome wearing garlands, but they were roundly booed and rejected by the Green half of the audience who had been led to believe Acacius had been a traitor to their colour. To spite the Greens, they were taken up by the Blues and from then on Theodora would be a Blue supporter.

The degree of enmity this rivalry caused has to be read about to be believed. In its sporting origins it was a bit like the sectarianism of football fans of my youth in the 1970s, and was accompanied by a lot of street hooliganism. Except that there were only two factions and the rivalry permeated right to the top of Byzantine society, something like the ineradicable difference between Protestants and Catholics in Northern Ireland or Turks and Greeks in Cyprus.

As with all the other sociological aspects of the book, Graves gives a completely convincing description of what it felt like to live and work in a society drenched in this rivalry. The different factions developed different haircuts and fashions. Young toughs of both sides patrolled the streets in gangs, wearing short swords, frequently stabbing each other in broad daylight.

The mounting anarchy climaxed in the Nika Riots of January 532. Some rioters from a previous horse race had been arrested and most of them hanged. A pair escaped and took refuge in a church. The emperor Justinian was just at a delicate point in negotiations with the Persian empire and facing hostility over high taxes at home. At the next day of chariot racing, on 13 January the crowd began chanting anti-government slogans at Justinian who, as usual, was sitting in the royal box (which linked directly into the enormous royal palace just behind the Hippodrome). By the end of the races the entire crowd, Blues and Greens, had united in chanting their opposition to Justinian via the slogan ‘Nika’, meaning ‘Victory’, the chant usually set up when one or other of their champions had won a race.

The crowd then surged out into the streets and ran wild, burning and looting. Justinian’s palace was besieged and over the next week nearly half of Constantinople was burned or destroyed (including the grand church of Hagia Sophia) and hundreds of people killed. Senators opposed to Justinian saw their opportunity, first of all to call for the repeal of his unpopular laws and then, as things really got out of hand, they were bold enough to declare a new emperor, Hypatius, a nephew of former Emperor Anastasius I.

All this is described in a thrilling eye-witness account by the narrator, Eugenius. He explains how a) Justinian was all for fleeing the burning city but was restrained by Theodora who, like so many of Graves’s women, is the really strong figure in the story, and so b) contrives a solution to the anarchy. This was to bribe the Blue faction by pointing out that he, Justinian, was a Blue supporter while the new emperor, Hypatius, was a Green. This, and a hefty bribe of gold, got the leading Blues back on the emperor’s side, at which point they left the hippodrome, leaving the Green leaders isolated.

And it was at this point that Belisarius was ordered to lead Imperial troops into the Hippodrome, commencing a merciless slaughter of the Green rebels. In all, after the street violence and the out of control city fire, and then the mass slaughter, it is estimated that some thirty thousand rioters were killed.

Justinian tracked down Hypatius, who pleaded that he had only agreed to become puppet emperor because the rioters threatened to lynch him, but Justinian had him executed nonetheless, and had the senators who had supported the riot exiled. He then rebuilt Constantinople, and particularly the church of Hagia Sophia which stands to this day (although it was converted into a mosque by the conquering Turks after the fall of Constantinople in 1453).

Glorious though this may sound, Eugenius continually criticises Justinian for spending more money building churches and basilicas than defences for strategically important cities, and for continually skimping on men and supplies for Belarius’s many expeditions.

Fighting the Persian empire

Again Graves takes historical fact and, by filtering it through the gossipy, chatty, storytelling narrator Eugenius, makes it come to life. The ancient Persian or Achaemenid Empire reached its zenith under Xerxes (519-564 BC) and Darius (550-486 BC), who both tried to invade the West, at that point represented by the Greek federation of cities led by Athens, which stopped the invaders at the famous Battle of Marathon.

At the time the novel is set, nearly 1,000 years later, Persia is ruled by the Sassanian Empire, the last kingdom of the Persian Empire before the rise of Islam. To quote Wikipedia:

In many ways, the Sassanian period witnessed the peak of ancient Iranian civilisation. The Sassanians’ cultural influence extended far beyond the empire’s territorial borders, reaching as far as Western Europe, Africa, China and India. It played a prominent role in the formation of both European and Asian medieval art. Much of what later became known as Islamic culture in art, architecture, music and other subject matter was transferred from the Sassanians throughout the Muslim world.

The Persian ruler is the ageing Kavadh I (449-531) (who Graves – or Eugenius – refers to as Kobad). The Byzantine Empire and Persian Empire are the two main powers sparring for control of the Middle East. In the first, Eastern half of the book, we become very familiar with the towns and rivers of the border region, the dividing line between the two empires running roughly from the Caspian Gates – a narrow pass through the Caucasus mountains in the north – dividing Christian Armenia in two, and then running across the headwaters of the River Euphrates, sloping diagonally down towards the Red Sea. Many offences are launched from the Persian frontier town of Nisibis. Belisarius leads the defence of the town of Dara, just over the border opposite Nisibis, in the Battle of Dara of 530, which Graves describes in great detail. A few years later the Persians launched a devastating raid on Antioch which they pillaged and burned (540).

What is really interesting about Graves’s account, though, is the insight he gives into the strangely friendly relationship between the Roman emperor and Persian emperor. Although they wage intermittent wars, there is a continual correspondence between them including exchanges of gifts and land. When both are threatened by attacks from the Hunnic tribes north of the Caucasus they arrange to suspend hostilities between them to fight against the common foe, indeed Kavadh at one stage invites Justinian to send Byzantine soldiers to bolster the Persian garrison defending the Caspian Gates. There had been another, important historical juncture when, in 525, Kavadh had asked Justinian’s predecessor, Justin, to ‘adopt’ his youngest son, Khosrau. Kavadh had two older sons but wanted Khosrau to succeed. Much bloodshed would have been spared if Justin had agreed but, as it happened, he (Justin) was without an heir and so worried that Khosrau, if officially adopted as his son, might end up with a good claim to the Byzantine throne, which Justin wanted to hand on to his appointed heir Justinian. So Justin refused the offer and Kavadh was mortally offended, immediately launching an attack on Roman border towns.

Ten years later Belisarius, having completed the conquest of the Vandals in North Africa, returned to Constantinople where he was granted an enormous victory parade, first the soldiers of his army marching along the imperial high street, then hordes of captured Vandals, and then huge amounts of plunder and treasure which the Vandals themselves had built up during their career of looting (not least during their comprehensive sack of Rome in 455). But it is characteristic of the time that the new king of the Persians, Khosrou, sent an embassy to Justinian, half-jokingly asking for his share of the spoils since, as he pointed out, it was only due to his keeping peace on the Persian frontier which had freed up the soldiers Belisarius had used to conquer North Africa. And very characteristic that Justinian, choosing to continue the joke, sent the ambassador back to Khosrou with his thanks and bearing a valuable gold dinner service (p.204).

This is all fascinating stuff, but made all the more readable by being told in Eugenius’s factual, but chatty, gossipy style, assigning praise and blame, relating these historical incidents to the present conflicts and battles he is describing, and weaving in and out of them his concerns for his mistress Antonina or behind-the-scenes accounts of power struggles at the court of Justinian.

Proverbs

One entertaining way Graves brings the period to life is having Eugenius report and explain various trivial aspects of contemporary life, such as the Empress’s use of a wig, or the way young men of the Green faction wear their hair shaved back over the forehead but left hanging long at the back, ‘in the Hunnish manner’. He tells us that the poor of Constantinople could claim a dole so long as they had obtained the requisite wooden ticket. He also includes a number of proverbs. Who knows whether he’s made them up or not. When discussing the Massagetic Huns’ addiction to drinking mares’ milk, Eugenius comments:

  • Every fish to his tipple
  • Thistles are lettuces to the ass’s lips

And various characters make pithy replies or sayings at crucial and dramatic moments, which are overheard by slaves and servants and end up becoming proverbial sayings. All these add colour and verisimilitude to the account.

Cruel and unusual punishments

But the story never lets you forget that they were living in a world of almost perpetual warfare, that anyone living in what was left of the Roman Empire was – far from being guaranteed peace and security – almost certain of the opposite. The narrative shows how Belarius brought war and ruin to North Africa, before inaugurating 20 years of war and devastation the length and breadth of Italy which reduced the land and all the cities to abject poverty – Rome’s ancient defences are entirely removed by the Goths, who also burn Milan to the ground – marking a decisive break between the peace and plenty of the ancient world, and the role of backwater littered with ruins which was to be Italy’s lot for the next 1,000 years. All the towns and cities of the Levant do not escape, as the book covers a period when the two largest cities – Antioch and Jerusalem – are sacked, and many other towns entirely razed, their populations taken off into slavery by the Persians. And Thrace, the area of north Greece to the west of Constantinople, is ravaged more than once during the 60 or so years the book covers, with barbarian tribes making it right up to the walls of Constantinople before just about being beaten back.

Overall, the book paints a picture of a world of continual warfare, in which the forces of Roman civilisation and Christian culture are only just keeping their heads above water.

And a world of stunning brutality. You get used to reading that an entire city was burned to the ground by the Goths or the Persians, all the men of fighting age massacred, and all the women and children led off into slavery but, if you stop to really reflect on what this must have meant, it makes reading the book a mournful and harrowing experience.

And this is brought into the foreground of the story, so to speak, by some of the cruel and unusual punishments meted to out to named characters. Thus we are told the fate of Photius, Antonina’s son by her marriage before Belisarius. He grows up to be a selfish, scheming brat. After losing lots of money gambling on the hippodrome races, he flees Constantinople to Belarius’s camp in Persia and there spins a long cock and bull story about how his mother (Belisarius’s wife, Antonina) is having an affair with her musician companion Theodosius, and the two are conspiring to blacken Belisarius’s name.

To cut a long story short the empress Theodora becomes involved to try and reconcile Belisarius and Antonina and this involves arresting, imprisoning and torturing Photius, at which he admits the whole thing was a conspiracy and also admits a string of thefts, embezzlements and perjuries. He had been helped in all this by a figure referred to simply as ‘the Senator’ who also confesses under torture. Now here’s the point: as punishment, Theodora has the Senator stripped of all his property and immured in a dark underground stable. He is tied to a manger with a short halter, his hands shackled behind him and there he was forced to stand, unable to move or lie down, but forced to eat, drink, try to sleep, defecate and urinate in a semi-standing position. It turns out that back in the days when she worked in a brothel the Senator had very rudely insulted Theodora’s appearance. This was her revenge. As for Photius he was shackled in the same underground stable but not given the manger treatment. After a while Justinian (who found sneaks and snitches useful) helped him escape. (pp.332-3)

Boutzes was one of Belarius’s most successful generals but when he fell foul of Theodora she had him convicted of treasonous speech and punished by being lowered into an unlit dungeon in solitary confinement. He was thrown scraps of bread and meat once a day. He was only released after two years and four months by which point he could only crawl on his hands and knees which were covered in callouses, had lost all his hair and most of his teeth, and when he was dragged out the sudden exposure to harsh sunlight meant that he could never again see properly (p.345).

This litany of imperial cruelty reaches a climax at the very end of the book when the scheming, paranoid, ageing Justinian, unrestrained by Theodora, who predeceases him (she dies 548, Justinian dies 565) having  recalled Belarius to Constantinople, finally charges him with a long list of ‘crimes’.

Now Eugenius has described in great detail all his military campaigns so that we know that his defeats and setbacks were almost all due to the emperor refusing to send enough reinforcements or money. It was Justinian’s insistence that the Arian Vandals be forbidden their religious rites, and his skimping on the pay of his own troops, which led to mutiny and the loss of North Africa, and we have seen countless examples of how Justinian’s penny-pinching and deliberate undermining of Belsarius’s authority hamstrung the years of campaigning in Italy. Why? Because, in Eugenius’s account, Justinian is determined to go down in history as ‘Great’ and he is jealous of Belisarius and, when his general is at his most successful, genuinely afraid that Belisarius will raise up in rebellion and declare himself emperor. Certainly this has happened many times before in Roman history but Justinian completely fails to appreciate Belisarius’s honesty and rectitude (as depicted by Eugenius).

Thus, at this final trial, Justinian takes all the occasions when Belisarius had failed militarily and declared them deliberate treasons, along with all the times he had been accused by others of treasonous speech or plotting, strings them all together, and comes up with the surreal conclusion that Belisarius is the greatest enemy of the state – despite his obvious track record of defeating all of the empire’s major enemies (the Persians, the Vandals, the Goths).

All Belisarius’s household servants and associates were tortured to provide incriminating evidence, including Eugenius the narrator. The tortures included being racked and scourged, having cords tied round the forehead and then tightened, and having their feet burned in a charcoal brazier. Eugenius insists he proclaimed Belisarius’s innocence of all charges, but many others didn’t. Belisarius was found guilty of treason against the emperor and blinded. Then he was pushed out of the state prison into the street, in rags.

The final pages describe how passersby give him money, then word spreads that the man who had, within the last year, led a last-ditch military effort to save Constantinople from marauding Bulgarians, had been treated this disgracefully and crowds, and then huge crowds assemble, to put money into his begging bowl, while his old troops and comrades rally to his assistance. Even this last monstrous ingratitude from his emperor doesn’t shake Belisarius’s loyalty and he is led by friends to Antonina’s house where he spends his last days quietly before passing away. The murmur against Justinian becomes so great, shouting against him in the Hippodrome as well as graffiti all over town saying that he is the real traitor, that Justinian – cowardly to the last – hurriedly revokes the charge and magnanimously ‘pardon’s Belisarius. But the noble warrior is beyond caring and passes away in peace of spirit.

In the chapters up to this point the reader had formed the opinion that Justinian was a paranoid coward. This last passage leaves you feeling sick at the mention of his name.

Then again…

It’s worth pointing out that John Julius Norwich, in his book Byzantium: The Early Centuries, gives a far more favourable account of Justinian, noting his jealousy of Belisarius’s success, and his failure to give his general enough money or men to achieve the goals he was set, but also blaming the emperor’s animosity against Belisarius largely to the influence of Theodora – more or less the opposite of what Graves’s fiction claims.

Moreover, Norwich dismisses the story of Belisarius being imprisoned and blinded and then walking the streets of Constantinople dressed in rags and holding a begging bowl as a touching but entirely fictitious legend. Apparently, this story first appears in a history written five centuries later, in the 11th century, and so Norwich dismisses it.

Homo homini lupus

This novel was published in 1938, the year of the Munich Crisis and when the Italy which features in the book had been ruled for 16 years by a Fascist dictator, and Germany by the Nazi dictator for five years, and all Europe was paralysed with fear of another world war. Graves had served in the First World War and this gives his many detailed descriptions of Belisarius’s battles a kind of quiet authority. But it also adds to the one small passage where Eugenius reflects that war is an unmitigated evil.
