Journey To A War by W.H. Auden and Christopher Isherwood (1939)

When we awoke early next morning the train was crossing a wide valley of paddy fields. The rising sun struck its beams across the surfaces of innumerable miniature lakes; in the middle distance farmhouses seemed actually to be floating on water. Here and there a low mound rose a few feet above the level of the plain, with a weed-grown, ruinous pagoda, standing upon it, visible for miles around. Peasants with water-buffaloes were industriously ploughing their arable liquid into a thick, brown soup.

Collectively, perhaps, we most resemble a group of characters in one of Jules Verne’s stories about lunatic English explorers. (p.104)

The Sino-Japanese War

In July 1937 – exactly a year after the start of the Spanish Civil War – Japan attacked China. It was hardly a surprise. In 1931 the so-called ‘Mukden Incident’ had helped spark the Japanese invasion of Manchuria (the large area to the north east of China, just above Beijing). The Chinese were defeated and Japan created a new puppet state, Manchukuo (setting up the last Qing emperor as its puppet ruler) through which to rule Manchuria.

Going further back, in 1894–1895 China, then still under the rule of the Qing dynasty, was defeated by Japan in what came to be called the First Sino-Japanese War. China had been forced to cede Taiwan to Japan and to recognise the independence of Korea which had, in classical times, been under Chinese domination.

In other words, for 40 years the rising power of militaristic, modernising Japan had been slowly nibbling away at rotten China, seizing Taiwan, Korea and Manchuria. Now the military junta in Tokyo decided the time was right to take another bite, engineered an ‘incident’ at the Marco Polo bridge on the trade route to Beijing, and used this as a pretext to attack Beijing in the north and Shanghai in the south.

Thus there was quite a lot of military and political history to get to grips with in order to understand the situation in China, but what made it even more confusing was the fact that China itself was a divided nation. First, the nominal government – the Chinese Nationalist Party or Kuomintang under its leader Chiang Kai-shek – had only with difficulty put down or paid off the powerful warlords who for decades had ruled local regions of China after the collapse of the Qing Dynasty in 1911.

But second, Chiang faced stiff competition from the Chinese Communist Party. The two parties had lived in uneasy alliance until Chiang staged a massacre of communists in Shanghai in 1927 which brought the tension between Chinese nationalists and communists into the open.

It was the three-way destabilisation of China during this period – warlords v. Nationalists v. Communists – which had helped Japan invade and take over Manchuria. Prompted by the 1937 Japanese attack the Nationalists and Communists formed an uneasy alliance.

Auden in Spain

Meanwhile, back in Europe, the great political issue of the age was the Spanish Civil War which began when General Franco led a military uprising against the democratically elected government in July 1936. Like many high-minded, middle class liberals, Auden and Isherwood both felt the time had come to put their money where their mouths were. Auden did actually travel to Spain in January 1937 and was there till March, apparently trying to volunteer to drive an ambulance in the medical service. Instead, red tape and the communists who were increasingly running the Republican forces apparently blocked him from getting a useful job. He tried to help out at the radio station but discovered its broadcasts were weak and there were no vacancies.

Frustrated and embarrassed, Auden was back in England by mid-March 1937. The long-term impact of the trip was his own surprise at how much it upset him to see the churches of Barcelona which had all been torched and gutted by a furious radical populace as symbols of oppression. Auden was shocked, and then shocked at his reaction. Wasn’t he meant to be a socialist, a communist even, like lots of other writers of his generation? The Spain trip was the start of the slow process of realisation which was to lead him back to overt Christian faith in the 1940s.

Also Auden saw at first hand the infighting on the Republican side between the communist party slavishly obeying Stalin’s orders, and the more radical Trotskyite and Anarchist parties who, later in 1937, it would crush. Later he paid credit to George Orwell’s book Homage To Catalonia for explaining the complex political manoeuvring far better than he could have. But watching the Republicans fight among themselves made him realise it was far from being a simple case of black and white, of Democracy against Fascism.

So by March 1938 Auden had returned to Britain, where he was uncharacteristically silent about his experiences, and got on with writing, editing new works for publication (not least an edition of his play The Ascent of F6 and Letters From Iceland).

Meanwhile, Christopher Isherwood was living in Paris managing his on-again, off-again relationship with his German boyfriend Heinz. And although he had accommodated Auden on an overnight stop in the French capital and waved him off on the train south to Spain, Isherwood hadn’t lifted a finger for the Great Cause.

Then, in June 1937, Auden’s American publisher, Bennet Cerf of Random House, had suggested that after the reasonable sales of his travel book about Iceland, maybe Auden would be interested in writing another travel book, this time travelling to the East. Isherwood was a good suggestion as collaborator because they had just worked closely on the stage play, The Ascent of F6 and had begun work on a successor, which was to end up becoming the pay On The Frontier. The pair were considering the travel idea when the Japanese attacked China, quickly took Beijing and besieged Shanghai.

At once they seized on this as the subject of the journey and the book. Neither had really engaged with the war in Spain; travelling east would be a way to make amends and to report on what many people considered to be the Eastern Front of what was developing into a worldwide war between Fascism (in this case Japan) and Democracy (in this case the Chinese Nationalists).

China also had the attraction that, unlike Spain, it wouldn’t be stuffed full of eminent literary figures falling over themselves to write poems and plays and novels and speeches. Spain had been a very competitive environment for a writer. Far fewer people knew or cared about China: it would be their own little war.

And so Auden and Isherwood left England in January 1938, boat from Dover then training it across France, then taking a boat from Marseilles to Hong Kong, via Egypt, Colombo and Singapore.

Journey to a War

Journey To A War is not as good as Letter From Iceland, it’s less high spirited and funny. There isn’t a big linking poem like Letter To Lord Byron to pull it together, and there isn’t the variety of all the different prose and verse forms Auden and MacNeice cooked up for the earlier book.

Instead it overwhelmingly consists of Isherwood’s very long prose diary of what happened to them and what they saw in their three months journey around unoccupied China.

The book opens with a series of sonnets and this was the form Auden chose to give the book poetic unity – sonnets, after all, lend themselves to sequences which develop themes and ideas, notably the Sonnets of Shakespeare, or his contemporaries Spencer and Sidney. There’s a collection of half a dozen of them right at the start, which give quick impressions of places they visited en route to China (Macau, Hong Kong). Then, 250 pages of Isherwood prose later, there’s the sonnet sequence titled In Time of War.

But instead of the bright and extrovert tone of Letters From Iceland, Auden’s sonnets are often obscure. They are clearly addressing some kind of important issues but it’s not always clear what. This is because they are very personal and inward-looking. Auden is clearly wrestling with his sense of liberal guilt. The results are rather gloomy. Spain had disillusioned him immensely. He went to Spain thinking the forces of Evil were objective and external. But his first-hand experience of the internecine bickering on the Republican side quickly showed him there is no Good Side, there are no Heroes. History is made by all of us and so – all of us are to blame for what happens. Travel as far as you want, you’re only running away from the truth. If we want to cure the world, it is we ourselves that we need to cure first.

Where does this journey look which the watcher upon the quay,
Standing under his evil star, so bitterly envies,
As the mountains swim away with slow calm strokes
And the gulls abandon their vow? Does it promise a juster life?

Alone with his heart at last, does the fortunate traveler find
In the vague touch of a breeze, the fickle flash of a wave,
Proofs that somewhere exists, really, the Good Place,
Convincing as those that children find in stones and holes?

No, he discovers nothing: he does not want to arrive.
His journey is false, his unreal excitement really an illness
On a false island where the heart cannot act and will not suffer:
He condones his fever; he is weaker than he thought; his weakness is real…

‘An illness on a false island’ which is clearly England, a place ‘where the heart cannot act’. The traveller is trying to escape himself but cannot and glumly realises ‘he is weaker than he thought’. Or the thumping final couplet of the sonnet about Hong Kong:

We cannot postulate a General Will;
For what we are, we have ourselves to blame.

Isherwood’s diary

Luckily, the prose sections of the book are written by Isherwood and these are much more fun. He keeps up the giggling schoolboy persona of the novel he’d recently published, Mr Norris Changes Trains (1935), he notes the way the Chinese pronounce their names Au Dung and Y Hsaio Wu, he sounds wide-eyed and optimistic. He hadn’t seen what Auden had seen in Spain, wasn’t struggling with the same doubts.

On February 28 1938 they leave Hong Kong by steamer for Canton and Isherwood finds everyone and everything hilarious. Look a Japanese gunboat! Listen, the sound of bombs falling! He has same facility for the disarmingly blunt image which he deploys in the Berlin stories. The mayor of Canton (Mr Tsang Yan-fu) is always beaming, has a face like a melon with a slice cut out of it. After dinner the Chinese general entertains them by singing Chinese opera, showing how different characters are given different tones and registers (‘the romantic hero emits a sound like a midnight cat’).

He refers to the whole trip as a dream and as a landscape from Alice in Wonderland – they expected Chinese people to behave as in a Gilbert & Sullivan opera and had rehearsed elaborate compliments, and are disarmed when they’re much more down to earth. The train journey on through Hunan province is boring, the tea tastes of fish, they amuse themselves by reading out an Anthony Trollope novel or singing in mock operatic voices.

But this sense of unreality which dogs them is simply because both of them didn’t have a clue what was going on, what was at stake, the military situation,  had never seen fighting or battle and weren’t proper journalists. They were privileged dilettantes, ‘mere trippers’, as Isherwood shamefacedly explains when they meet real war correspondents at a press conference (p.53).

In Hankow the Consul gives them Chiang, a middle-aged man with the manners of a perfect butler to be their guide. They attend the official war briefings alongside American and Australian journalists, they meet Mr Donald, Chiang Kai-shek’s military adviser, the German adviser General von Falkenhausen, Agnes Smedley, Madame Chiang Kai-shek herself, and with delight are reunited with Robert Capa, the soon-to-be legendary American war photographer who’d they’d met on the boat out. They attend traditional Chinese opera, which Isherwood observes with the eye of a professional playwright.

They catch the train to Cheng-chow which has been repeatedly bombed by the Japanese, capably looked after by their ‘boy’, Chiang. They are heading north on the train when they learn that Kwei-teh has fallen, nonetheless they decide to press on to Kai-feng. With them is an exuberant and seasoned American doctor, McClure, who takes them to watch some operations. They walk round the stinking foetid town. They go to the public baths which stink of urine. Then they catch a train to Sü-chow. And then onto Li Kwo Yi where they argue with Chinese commanding officers (General Chang Tschen) to allow them to go right up to the front line, a town divided by the Great Canal.

If you’ve no idea where any of these places are, join the club. I was reading an old edition but, even so, it had no map at all of any part of the journey. Which is ludicrous. The only map anywhere appears to have been on the front cover of the hardback edition, replaced (uselessly) by an anti-war cartoon on the paperback editions, and even this doesn’t show their actual route.

With no indication where any of these places are, unless you are prepared to read it with an atlas open at your side, Isherwood’s long prose text becomes a stream of clever observations largely divorced from their context. Even an atlas is not that useful given that Isherwood uses the old form of the placenames, all of which, along with most people’s names, have changed. Thus Sian, capital of Shen-si province, is now Xian, capital of Shaanxi Province, Sü-chow is now Suzhou, and so on.

We are intended to enjoy the surreal aspects of travelling in a deeply foreign land – the village restaurant which was papered entirely with pages of American tabloid magazines, and so covered with photos of gangsters and revelations about fashionable divorcees (p.126); or the expensive hotel in Sian whose menu included ‘Hat cake’ and ‘FF potatoes’ (p.141). Beheading is a common punishment because the Chinese believe a body needs to be complete to enter the afterlife. They meet lots of tough and brave American missionaries, mostly from the American south.

Finally, back in Hankow (Hankou) they become part of polite society again, are invited to a party of Chinese intellectuals, a party given by the British admiral and consul, where they meet the legendary travel writer Peter Fleming and his actress wife Celia Johnson, the British ambassador Archibald Kerr, the American communist-supporting journalist, Agnes Smedley (p.156). Fleming pops up a lot later at their hotel in Tunki, and is too suave, handsome and self-assured to possibly be real.

Militarily, Journey To A War confirms the opinions of the modern histories of the war I’ve read, namely that the Nationalist side was hampered by corruption, bad leadership and, above all, lack of arms & ammunition. When they retook cities which had been under communist influence the Chiang’s Nationalists realised they needed some kind of ideology which matched the communists’ emphasis on a pure life and so, in 1934, invented the New Life Movement i.e. stricter morals, which Madame Chiang politely explains.

Isherwood notices the large number of White Russian exiles, often running shops, come down in the world. This reminds me of the Russian nanny J.G. Ballard had during his boyhood in 1930s Shanghai, as described in his autobiography Miracles of Life.

From pages 100 to 150 or so our intrepid duo had hoped to approach the front line in the north and had crept up to it in a few places, but ultimately refused permission to go further, to visit the Eighth Route Army, and so have come by boat back down the Yangtze River to Hankou. Now they plan to travel south-east towards the other main front, where the Japanese have taken Shanghai and Nanjing.

On the Emperor of Japan’s birthday there is a particularly large air-raid on Hankow and they make themselves comfortable on the hotel lawn to watch it. The Arsenal across the river takes a pasting and they go to see the corpses. 500 were killed. Nice Emperor of Japan.

They take a river steamer to Kiukiang and stay at the extraordinary luxury hotel named Journey’s End and run by the wonderfully eccentric Mr Charleton. They catch the train from Kiukiang to Nanchang, stay there a few days, then the train on to Kin-hwa (modern Jinhua). Here they are horrified to discover their arrival has been anticipated and they are treated like minor royalty, including a trip to the best restaurant in town with 12 of the city’s top dignitaries.

Auden and I developed a private game: it was a point of honour to praise most warmly the dishes you liked least. ‘Delicious,’ Auden murmured, as he munched what was, apparently, a small sponge soaked in glue. I replied by devouring, with smiles of exquisite pleasure, an orange which taste of bitter aloes and contained, at its centre, a large weevil. (p.195)

They are taken by car to the town of Tunki. They try to get permission to push on to see the front near the Tai Lake, They have to cope with the officious newspaperman, A.W. Kao. This man gives a brisk confident explanation of what’s happening at the front. Neither Auden nor Isherwood believe it. Isherwood’s explanation describes scenes they’ve seen on their visit, but also hints at what Auden might have seen on his (mysterious) trip to civil war Spain. Auden is given a speech defining the nature of modern war:

War is bombing an already disused arsenal, missing it and killing a few old women. War is lying in a stable with a gangrenous leg. War is drinking hot water in a barn and worrying about one’s wife. War is a handful of lost and terrified men in the mountains, shooting at something moving in the undergrowth. War is waiting for days with nothing to do; shouting down a dead telephone; going without sleep, or sex, or a wash. War is untidy, inefficient, obscure, and largely a matter of chance. (p.202)

Peter Fleming turns up looking gorgeous, professional, highly motivated, speaking good Chinese. He attends briefings, manages the locals with perfect manners. They organise an outing towards the front, with sedan chairs, bearers, two or three local notables (T.Y. Liu, A.W. Kao, Mr Ching, Major Yang, Shien), Fleming is indefatigable. On they plod to Siaofeng, Ti-pu and Meiki. Here the atmosphere is very restless, the miltary authorities are visibly unhappy to see them, half their own Chinese want to get away. The spend a troubled night, with people coming and going at the military headquarters where they’ve bivouaced and, after breakfast, they give in to the Chinese badgering, turn about, and retrace their steps. Twelve hours later the town of Meiki fell to the Japanese. On they plod up a steep hillside, carried by coolies, and down the precipitous other side, down to Tien-mu-shan and then by car to Yu-tsien (p.229).

We stopped to get petrol near a restaurant where they were cooking bamboo in all its forms – including the strips used for making chairs. That, I thought, is so typical of this country. Nothing is specifically either eatable or uneatable. You could being munching a hat, or bite a mouthful out of a wall; equally, you could build a hut with the food provided at lunch. Everything is everything. (p.230)

Isherwood hates Chinese food and, eventually, Auden agrees. At Kin-hwa Fleming leaves them. It’s a shame they’ve ended up getting on famously. It’s interesting that both Auden and Isherwood initially were against him because he went to Eton. The narcissism of minor differences knows no limits.

They say goodbye to all the people they’ve met in Kin-hwa and set off by bus for Wenchow. They take a river steamer from Wenchow to Shanghai.

Arrival in Shanghai on 25 May signals the end of their adventures. They stay in the chaotic, colourful, corrupt city till 12 June. Fascinating to think that over in his house in the International Settlement, young James Graham Ballard was playing with his toy soldiers, dreaming about flying and laying the grounds for one of the most distinctive and bizarre voices in post-war fiction.

And Isherwood confirms the strange, deliriously surreal atmosphere of a Chinese city which had been invaded and conquered by the Japanese, who had destroyed a good deal of the Chinese city but left the International and the French Settlements intact. They attend receptions at the British Embassy, are the guest of a British businessman hosting high-level Japs.

There is no doubt Auden and Isherwood hate the Japanese, can’t see the flag hanging everywhere without thinking about all the times in the past four months when they’ve ducked into cover as Japanese bombers rumbled overhead and fighters swooped to strafe the roads.

This is the only section of this long book with real bite. Isherwood interviews a British factory inspector who describes the appalling conditions Chinese workers endure and notes that they’ll all be made much worse by the Japanese conquerors.

Schoolboys

It’s a truism to point out that the Auden Generation was deeply marked by its experience of English public schools, but it is still striking to see how often the first analogy they reach for is from their jolly public schools, endless comparisons with school speeches and prize days and headmasters.

  • Under the camera’s eye [Chiang kai-shek] stiffened visibly like a schoolboy who is warned to hold himself upright (p.68)
  • Mission-doctors [we were told] were obliged to smoke in secret, like schoolboys (p.88)
  • They scattered over the fields, shouting to each other, laughing, turning somersaults, like schoolboys arriving at the scene of a Sunday school picnic (p.142)
  • The admiral, with his great thrusting naked chin… and the Consul-General, looking like a white-haired schoolboy, receive their guests. (p.156)
  • [Mr A.O. Kao] has a smooth, adolescent face, whose natural charm is spoiled by a perpetual pout and by his fussy school-prefect’s air of authority (p.201)
  • Producing a pencil, postulating our interest as a matter of course, he drew highroads, shaded in towns, arrowed troop movements; lecturing us like the brilliant sixth-form boy who takes the juniors in history while the headmaster is away. (p.200)

The photos

At the end of the huge slab of 250 pages of solid text, the book then had 31 pages of badly reproduced black and white photos taken by Auden. In fact there are 2 per page, so that’s 62 snaps in all.

I don’t think there’s any getting round the fact that they’re average to poor. Some are portraits of people they met, notably Chiang kai-shek and Madame Chiang, Chou en-lai of the communists, and celebrities such as Peter Fleming the dashing travel writer and Robert Capa the handsome war photographer. A dozen or more named people, Chinese, missionaries and so on. And then lots of anonymous soldiers and scenes, the dead from an air raid, the derailed steam train, coolies in poverty, a Japanese prisoner of war, a Japanese soldier keeping guard in Shanghai, Auden with soldiers in a trench and so on.

Remarkably, few if any of these seem to be online. I can’t imagine they’re particularly valuable and their only purpose would be to publicise the book and promote Auden and Isherwood’s writings generally, so I can’t imagine why the copyright holders have banned them. If I owned them, I’d create a proper annotated online gallery for students and fans to refer to.

In Time of War

The book then contains a sequence of 27 sonnets by Auden titled In Time of War. In later collections he retitled them Sonnets from China. They are, on the whole, tiresomely oracular, allegorical and obscure. The earlier ones seem to be retelling elements of the Bible, Genesis etc as if recapitulating the early history of mankind. These then somehow morph into the ills of modern society with its bombers.

But one of them stands out from the rest because it reports real details and rises to real angry eloquence.

Here war is simple like a monument:
A telephone is speaking to a man;
Flags on a map assert that troops were sent;
A boy brings milk in bowls. There is a plan

For living men in terror of their lives,
Who thirst at nine who were to thirst at noon,
And can be lost and are, and miss their wives,
And, unlike an idea, can die too soon.

But ideas can be true although men die,
And we can watch a thousand faces
Made active by one lie:

And maps can really point to places
Where life is evil now:
Nanking; Dachau.

Those last lines have stayed with me all my life. Nanking. Dachau. The darkness at the heart of the twentieth century.

Commentary

The last thing in the book is a long poem in triplets, from pages 289 to 301 and titled simply Commentary.

It’s a sort of rewrite of Spain, again giving a hawk’s eye view of history and society, the world and human evolution. It starts off describing what they’ve seen in Auden’s characteristic sweeping style, leaping from one brightly described detail to another, before wandering off to give snapshots of great thinkers from Plato to Hegel.

But at quite a few points voices emerge to deliver speeches. Then, on the last page, the Commentary becomes extremely didactic, ending with a speech by the Voice of Man, no less, the kind of speech he turned out by the score for his plays and choruses and earlier 1930s poems.

But in this context it seems inadequate to the vast and catastrophic war in China which they have just glimpsed, and which was to last for another seven years (till Japan’s defeat in 1945) and was itself followed by the bitter civil war (1945-48) which was only ended by the triumph of Mao Zedong’s communist party early in 1949.

The Japanese invasion of 1937 turned out to be just the start of a decade of terror and atrocity, and Auden’s response is to have the ‘Voice of Man’ preach:

O teach me to outgrow my madness.

It’s better to be sane than mad, or liked than dreaded;
It’s better to sit down to nice meals than nasty;
It’s better to sleep two than single; it’s better to be happy.

Ruffle the perfect manners of the frozen heart,
And once again compel it to be awkward and alive,
To all it suffered once a silent witness.

Clear from the head the masses of impressive rubble;
Rally the lost and trembling forces of the will,
Gather them up and let them loose upon the earth,

Till they construct at last a human justice,
The contribution of our star, within a shadow
Of which uplifting, loving, and constraining power
All other reasons may rejoice and operate.

It yet another of his prayers, deliberately personal in scale, addressed mostly to chums from public school, fellow poets, friendly dons and reviewers. It is calling on people who are already well-fed, well-educated and mostly decent chaps to be a bit more decent, if that’s alright. But ‘ruffling up your perfect manners’ wasn’t going to stop Franco or the Japs, Hitler or Stalin.

It is ironic of Auden to ask people to remove from their heads ‘impressive rubble’, which I take to mean the luggage of an expensive education in the arts – as that is precisely what he was going to use to make a living out of for the next 35 years and which was to underpin and inform all his later works.

And there are numerous small but characteristic examples of learnèd wit it here, such as when they light a fire which is so smokey that it forces them out of the room and Auden wittily remarks, ‘Better to die like Zola than Captain Scott’ (i.e. of smoke asphyxiation rather than from freezing).

In this respect the Commentary is another grand speech which, like the grand speeches in the plays he’d just written with Isherwood, was, in the end, addressed to himself. Once again, as with Spain, Auden has used a huge historical event to conduct a lengthy self-analysis.

Auden’s contemporary readers were impressed, as ever, by his style and fluency but, as ever, critical of his strange inability to engage with anything outside himself and, specifically, to rise to the occasion of such a massive historical event.

Half way through the text Isherwood tells a story about Auden’s complete conviction that the train they’re on won’t be shot at by the Japanese, whose lines they are going to travel very close to. Sure enough the train emerges on to a stretch of line where it is clearly visible from the forward Japanese lines, which they know to contain heavy artillery, and so they pass a few minutes of terror, petrified that the Japanese might start shelling any second. In the event, there is no shelling, and the train veers away to safety. ‘See. I told you so,’ says Auden, and Isherwood reflects that there’s no arguing with ‘the complacency of a mystic’.

It’s a joke at his old mate’s expense and yet I thought, yes – complacency – in Auden’s case complacency means undeviating confidence in his own mind and art to hold off, inspect and analyse. He creates a rhetoric of concern but it is nothing more than that, a poet’s rhetoric, fine to admire but which changes nothing.

And he knew this, had realised it during the trip to Spain, and had lost heart in the political verse of the 1930s. The pair returned from China via America, where all mod cons were laid on by his American publishers and Auden realised that here was a much bigger, richer, more relaxed, open, friendly and less politically pressurised environment in which to think and write.

He returned to England just long enough to wind up his affairs, pack his bags, then in January 1939 he and Isherwood sailed back to the States which would become his home for the next 30 years, and set about rewriting or suppressing many of his most striking poems from the troubled Thirties, trying to rewrite and then censor what he came to think of as his own dishonesty, pursuing a quest for his own personal version of The Truth.

The Penguin History of Modern China: The Fall and Rise of a Great Power, 1850 to the Present by Jonathan Fenby (2nd edition, 2013)

Westerners bore some blame for China’s plight, but the prime cause lay in the empire itself and its rulers. (p.94)

The bloodshed! The murders! The killings! The massacres! The public beheadings! The drownings! The executions! The torture! The mass rapes! The famines! The cannibalism! It’s a miracle China exists after so much death and destruction.

This is a huge book with 682 pages of text and on every page there are killings, murders, massacres, pogroms, famines, floods, executions, purges and liquidations. 150 years of murder, massacre and mayhem. It is a shattering and gruelling book to read.

An estimated 20 million died in the Taiping Rebellion which dragged on from 1850 to 1871. 20 million! Maybe 14 million died in the 8-year-war against Japan 1937-45. And then maybe as many as 45 million died during the chaotic thirty-year misrule of Chairman Mao!!!!

Throw in the miscellaneous other rebellions of the Taiping era (the Nian Rebellion, 100,000+ killed and vast loss of property), the Boxer Rebellion of 1900 (about 100,000 civilians and soldiers dead), the chaos of the Warlord Era (1916-28), immense losses during the long civil war between Nationalists and Communists (1927-49), and Fenby comes up with the commonly accepted figure that between 1850 and 1980 around 100 million Chinese died unnatural or unnecessary deaths.

100 million! The sheer scale of the killing, the torture and executions and butchery and burnings and beheadings and starving to death and burying alive is difficult to comprehend, and also difficult to cope with. Several times I lay the book down because I was so sickened by the butchery. Contemporary China is soaked in the blood of its forebears as no other country on earth.

Here’s a few examples from just the opening pages:

  • In 1850 Han officials massacred tens of thousands of Muslims in remote Yunnan (p.18)
  • When the Taiping army reached the Wuhan cities in 1851, it massacred the inhabitants. When it took Nanjing it ‘systematically butchered’ all the Manchu inhabitants (p.20)
  • The mandarin in charge of putting down the revolt in Canton boasted of having beheaded over 100,000 rebels and only lamented he couldn’t exterminate the entire class (p.22)
  • When the Xianfeng emperor died in 1861 he left the throne to a minor. A regency council was formed by a senior censor, Sushun. He was outwitted by the former emperor’s concubine Cixi, and was beheaded (the original plan had been to skin him alive) and two princes allied with him were allowed to hang themselves. (p.24) Can you imagine anything remotely similar happening at the court of Queen Victoria? Skinning alive?
  • 13 days after the death of the emperor, a gentry army took the river port of Anqing. The river was full of the headless bodies of rebels (p.26)
  • The silk city of Suzhou was held by 40,000 Taiping rebels. General Li Hongzhang besieged it and the rebel leaders surrendered. Li had all the leaders executed and half the defenders massacred, then the city was comprehensively looted (p.28)
  • When the poet and Taiping rebel leader Shi Dakai surrendered to save his troops from imperial forces, he himself was slowly sliced to death in the process sometimes translated as ‘death by a thousand cuts‘ (a form of punishment and torture commonly used in China until it was officially banned in 1905), and 2,000 of his troops were massacred (p.28)
  • The last engagement of the Taiping Rebellion was the imperial reconquest of the rebels’ capital at Nanjing in 1864. At least 100,000 rebels were killed in the three-day battle and the imperial army went on to massacre the entire population of Nanjing (p.29)
  • While the Taiping devastated the south, northern China was rocked by the Nian Rebellion with its snappy motto: ‘kill the rich and aid the poor’. (The more you learn, the more the disasters of Mao’s communism reveal their deep roots in Chinese tradition i.e. he was invoking and repeating well-established cultural practices.)
  • Having finally conquered the Taiping rebels, Qing imperial forces went north to exterminate the Nians, at first by surrounding and starving them. In one canton the population was reduced to eating the crushed bones of the dead and then to cannibalism. Then they were massacred (p.30).
  • In 1872 the leader of the rebellious Hui Muslims in Yunnan, surrounded in his capital Dali by imperial armies, swallowed an overdose of opium and had his corpse carried in a sedan chair to the imperial camp, where it was ceremonially decapitated. Then the imperial army launched a ferocious attack on Dali, an eye-witness claiming that not a single Muslim man, woman or child was left living, while the streets ran ankle deep in blood. The ears of the dead were cut off and more than 20,000 ears were sent in baskets to the court in Beijing. Any surviving women and children were sold as sex slaves (p.30)
  • Imperial general Zuo Zongtang besieged the leader of the anti-Qing rebellion in Gansu province, Ma Hualong, in his capital at Jinjipu. Having reduced the population to cannibalism, Zuo accepted the surrender of Ma before having him sliced alive, executing his son and officials, then massacring the town’s inhabitants, and burning it to the ground (p.31).

That’s just 13 pages out of 680. On and on it goes, the mind-boggling violence and cruelty – with murders, massacres, battles and pogroms, torture and beheadings, floods and famine on nearly every page.

The complete absence of democracy or debate

If the accumulated disasters ram home one bitter lesson, it is that Chinese politics and culture entirely lacked the ability to cope with dissenting voices and differing opinions. The Imperial system was based on total obedience. It was backed up by the phenomenally hierarchical philosophy of Confucius, in which everyone is subordinate to superiors and must obey (sons obey fathers, wives obey husbands etc).

From the court down, through the gentry class, the army, intellectuals and students – it was either Total Obedience or Total Rebellion, no middle way was possible because no middle way was conceivable. Mild dissent or liberal debate was – literally – incapable of being thought.

This top-down mindset was inherited by the Nationalist Party which imposed a sort of government over most of China between the wars – and then was repeated once again in the terrifying dictatorship of Mao Zedong from 1949 till his death in 1976.

The messy polyphony of Western democracies, with its satire, criticism, proliferating parties, all sorts of newspapers, magazines and outlets for opposition and dissent – with its free speech – was just one of the many things the Chinese despised about the West, and considered themselves loftily superior to.

Whether it was imperial China or Nationalist China or communist China: all Chinese disdained and mocked the uncultured buffoonery of western democracy.

And the result was war upon war upon war – your opponents weren’t guys you could just invite round for a beer and a chat about their demands and do deals with: they were ‘impious rebels’, ‘imperial running dogs’, ‘idolatrous demons’, ‘surrenderists’, ‘mountaintopists’ and so on.

On the evidence of this book China doesn’t appear to have much political theory. Instead it has a rich vocabulary of abuse based on one fundamental idea – he who is not with me is against me. Hence the litany of dehumanising insults used by all political players throughout this book which were designed to turn your opponents into non-human vermin who couldn’t be talked to, God no – who must simply be exterminated. And exterminated they were, on an industrial scale.

None of this changed when the empire fell in 1911: the Nationalists under Chiang Kai-shek carried on using the same language both about all their enemies (‘foreign devils’, ‘communist dogs’), while the communists went on, after 1949, to develop their own special language of abuse and dehumanisation.

As Fenby shows in excruciating detail, both Nationalists and communists not only massacred each other, but were riven by internal splits which led to pogroms and mass liquidations of their own sides. People couldn’t just agree to disagree (and what a beautiful achievement of English civilisation that phrase seems in this context): they felt compelled to exterminate the ‘capitalist roaders’ or ‘communist dogs’ on their own side.

For, as Fenby shows, from Tiananmen Square in 1989 to this day, the Chinese communist party leadership, despite having transformed their country into a peculiar type of state capitalism, is still incapable of managing dissenting voices and opinions. From mass movements like the Falun Gong, to the wishes of the Tibetan people kindly not to have their culture destroyed, to the Muslim separatists of Xinjiang, through to individual dissidents like the high-profile artist Ai Weiwei – there are no mechanisms for dialogue, there never have been: there is only the language of demonisation and total repression.

This utter inflexibility buried deep in the Chinese psyche, this inability of its leaders to tolerate any form of free speech, combined with an unbending sense of their own superiority and rectitude, is the enduring characteristic of Chinese leaders and one which has plunged their country again and again and again into bloodshed and terror on an unimaginable scale.

This book covers the 170 years from 1850 to the present. It feels like it skimps a bit on the earlier years – not telling me much more about the vast, calamitous Taiping Rebellion (1850-64) that I hadn’t learned from John Keay’s history of China – in fact it made me wonder whether there’s a good up-to-date history devoted to just the Taiping Rebellion, it’s such an extraordinary event.

So it’s only really in the 1870s and 80s that Fenby’s book hits its stride, the text becomes increasingly detailed, that you feel you are beginning to get to grips with the minutiae of the period, and to get a feel for the enormous cast of characters. In particular you get a good sense of how the later 19th century in China rotated around the figure of the cunning dowager empress Cixi and the constellation of young emperors and courtiers who circled round her.

As with Keay’s book, there is no point trying to summarise such a vast and complex history. Instead, I’ll give a basic timeline and then highlight a few of the thoughts and issues that arose.

China timeline

  • 1644 to 1912 Qing Dynasty Although the Qing rulers adapted quickly to traditional Chinese rule they were ethnically different from the majority of the native, Han Chinese, hailing from Manchuria in the north. This provided a pretext for all sorts of nationalist Han rebellions against Qing rule from the 1850s onwards. The later Qing emperors are:
    • Emperor Xianfeng (1850 – 1861)
    • Emperor Tongzhi (1861 – 1875)
    • Emperor Guangxu (1875 – 1908)
    • Emperor Xuantong (1908 – 1911)
  • 1850 to 1864 Taiping Rebellion – led by a religious zealot, Hong Xiuquan. Convinced he was Jesus’s younger brother, Hong whipped up his followers to expel all foreigners, which included not only westerners but the ‘alien’ Manchu dynasty. Wherever they triumphed, they massacred Manchus, and established a reign of terror based on countless public beheadings. The Taiping Rebellion was the bloodiest civil war and the largest conflict of the 19th century, and one of the bloodiest wars in all human history, with estimate of deaths ranging as high as 70 million, although more often set are a more reasonable 20 million. ‘Only’ 20 million.
  • 1894 to 1895 First Sino-Japanese War Fought over possession of Korea, until then a Chinese vassal state, to secure its coal and iron and agricultural products for Japan. The Japanese seized not only Korea but the Liaodong Peninsula and Port Arthur, within marching distance of Beijing, as well as the island of Taiwan.

  • 1898 The Guangxu Emperor’s Hundred Days’ Reform is stopped in its tracks and reversed by the Dowager Empress Cixi.

  • 1899 to 1901 The Boxer Rebellion – Han Chinese rose up against foreigners, the highlight being the siege of the Western embassies in Beijing.
  • 1911 Anti-Qing rebellions break out accidentally and spread sporadically across China with no single unifying force, just a wave of local strongmen who reject Qing rule.
  • 1912 The last Qing emperor abdicates – Temporary presidency of republican hero Dr Sun Yat-sen.
  • 1912-1915 presidency of General Yuan Shikai, a military strongman who works through a network of allies and placemen around the provinces. Power goes to his head and he has himself declared emperor of a new dynasty, before dying of blood poisoning.
  • 1916-1928 The Warlord Era – China disintegrates into a patchwork of territories ruled by local warlords, creating a ‘meritocracy of violence’.
  • 1919 May 4th – Student protests against the humiliating terms of the Versailles peace Treaty (China, who sent over 100,000 coolies to help the Allies, was given nothing, while Japan, who did nothing, was given all the territory previously held by the defeated Germany, including territory in the province of Shandong, birthplace of Confucius, creating the so-called Shandong Problem).
  • 1919 October – foundation of the Kuomintang (KMT) or Nationalist Party of China, a right-wing reaction against the pro-democracy 4th of May movement, which emphasised traditional Chinese values and, led by Chiang Kai-Shek in the 1920s and 30s, went on to form the nearest thing to a government China had, until defeated by the communists in 1949.
  • 1921 Inspired by the Fourth of May protests against imperialism and national humiliation, the Communist Party of China is formed with help from Russian Bolsheviks.
  • 1937 to 1945 Second Sino-Japanese War (see the book about it by Rana Mitter).

Themes and thoughts

Mass killing

Wow, the sheer scale of the the numbers who were killed. In the hundred and ten years from the Taiping Rebellion to the Cultural Revolution, maybe 100 million Chinese died unnatural deaths, actively killed or dying from avoidable starvation or drowning. The Taiping Rebellion itself was responsible for maybe 20 million deaths. The war with Japan caused another 14 million or so. Mao’s famine and general mismanagement maybe 45 million. 45 million.

Even what sound like fairly minor revolts in cities and towns, rural disturbances, seem to result in thousands of deaths almost every year. Every dozen or so pages Fenby quotes another western journalist arriving at the scene of another massacre by the Taiping rebels or Boxer rebels or warlord rebels, by the imperial forces or Muslim rebels, by the Nian or the nationalists or the communists – and finding the city razed to the ground and the river choked with corpses.

  • In 1895 James Creelman of the New York World finds Port Arthur devastated and the unarmed civilians butchered in their houses, the streets lined with corpses and heads stuck on pikes by the rampaging Japanese army (p.51).
  • In 1900 Richard Steel witnessed the aftermath of Boxer rebels’ attempt to take the foreign section of Tianjin, where they were mown down by Japanese and Russian soldiers, leaving the city in ruins and the river choked with Chinese corpses (p.90).

Brutality

Being made to kneel and have your head sliced off with a scimitar was a standard punishment for all sorts of crimes. As the empire crumbled and was subject to countless rebellions small and large across its vast territory, their suppression and punishment required an astonishing number of Chinese to chop each others’ heads off.

The Mandarin in charge of suppressing the Taiping Revolt in Canton boasted of having beheaded 100,000 rebels (p.22). During the 1911 revolution the new governor of Sichuan had his predecessor decapitated and rode through the streets brandishing his head (p.121).

Resistance to change

I was staggered by the absolute, dead-set determination from top to bottom of Chinese society to set its face against modernisation, industrialisation, liberalisation, democracy and all the other new-fangled ideas from the West, which it so despised. From 1850 to about 1980, all Chinese governments were determined to reject, deny, censor and prevent any incorporation of corrupt, decadent, capitalist Western ideas and techniques.

As John Keay remarked in his history, a central characteristic of the Chinese is an ingrained superiority complex – their leaders, from the emperor to Chaing Kai-shek to Mao, just know that China is the centre of the world and is superior to the whole of the rest of the world, all evidence to the contrary notwithstanding.

Fenby describes the late-imperial world as ‘a system which was not designed to accommodate, let alone encourage, change’ (p.38.) As the late 19th century reformer Li Hongzhang admitted in 1884:

‘Affairs in my country have been so confined by tradition that I could not accomplish what I desired.’ (p.41)

The first railway in China, built by the British in Shanghai, was bought by the local council who had the rails torn up and the station turned into a temple. Railways interfered with feng shui and local customs, they brought in foreign devils. Like every other western innovation – i.e. like every single aspect of the modern world – they were resisted hammer and tongs by Chinese at all levels. As an edict from the Guangxu Emperor’s Hundred Days’ Reform put it, China was afflicted by:

‘the bane of the deeply-rooted system of inertness and a clinging to obsolete customs.’ (p.67)

Reformers were always in a minority, within the court itself, let alone in a country overwhelmingly populated by illiterate peasants. Which explains why it took China about 100 years – from the 1880s when it began to grasp some of the implications of capitalism – until well into the 1980s, to even begin to implement the basics of economic and technological reform.

Fenby’s immensely detailed picture takes account of the endless war, violence and conflict China was caught up in. But what comes over most strongly is the way Chinese of all ranks and levels of education didn’t want it – western ‘democracy’, ‘free speech’, competition, egalitarianism, innovation, entrepreneurism, disruptive technologies.

Foreign devils

Rana Mitter’s book about the China-Japanese war contains a surprising amount of anti-western and anti-British feeling and he frequently refers to the ‘unequal treaties’ of the nineteenth century between European powers and a weakened China, but since his book is about the war of the 1930s, he doesn’t give a lot of detail.

Fenby’s book by contrast covers exactly the period of ‘unequal treaties’ (where European countries took advantage of China’s weakness to get her to sign away rights to trade, to give foreigners legal immunity from any kind of wrongdoing, handed European countries entire treaty ports like Hong Kong and Macau) gives a lot more detail, and really drills home why the century from 1840 to 1940 was a period of sustained national humiliation for the Chinese – it is in fact known as ‘the century of humiliation’ or ‘the hundred years of national humiliation’.

Basically, Westerners imposed an unceasing stream of treaties designed, initially, to create special trading cantonments on the coast, but which one by one encroached further inland, ensured Westerners were exempt from Chinese law (in effect, free to do what they wanted) and could force trade with the Chinese on unfavourable and biased terms.

Moreover, there were so many foreign nations each scrambling to get a piece of the action in China – most obviously trading basic commodities but also competing for the broader opportunities which opened up later in the 19th century, for example, building railways or setting up banks.

I hadn’t realised how many western countries queued up to get their slice of the action. I knew about the usual suspects – Britain with its powerful navy, and France encroaching up from its colony down in Indo-China i.e. Vietnam-Laos. But Bismarck’s unification of Germany in the 1870s announced the arrival of a new, more brutal competitor who was determined not to miss out in either Africa or China.

And Fenby makes clear that, more than all the others, the Chinese feared neighbouring Russia because of its steady expansion into Manchuria and the North of China:

The British, French and Germans were a constant irritant, but the Tsarist empire and its communist successor represented a much greater territorial threat to China. p.31

And above all, the Chinese should, of course, really have been most scared of Japan, another ‘divine empire’, which turned out to be by far its worst destroyer.

I was startled when Fenby gives the process the overall title ‘the Scramble for China’, since this is a term usually reserved for the European ‘Scramble for Africa’ – but as he piled example on example of the countless unequal trading deals, the intimidation of Chinese authorities with gunships and punitive armed raids by European armies, I came to realise how true it was, how carved up, humiliated and exploited China became – and so why getting rid of foreigners and foreign influence came to be such a dominating strand in the mindset of early 20th-century Chinese intellectuals and revolutionaries.

The ratcheting effect

A key element of the unequal treaties was the way each of the European nations was able to out-trump the others… and then all the others demanded parity. Some German missionaries were harmed in a remote province? Germany demanded reparations and increased trading rights. At which the British, French, Russians and Americans all demanded a similar ratcheting up of their rights and accessibility. Some British merchants were attacked in Canton? The British sent in gunboats, demanded reparations and the rights to entire industries – and all the other European nations then demanded parity or they’d send in their gunboats.

So it went on with an apparently endless ratcheting up of the legal and commercial privileges and the sums of cash demanded by the rapacious Europeans.

Unequal treaties

  • 1839 to 1842 The First Opium War leading to the 1842 Treaty of Nanjing – granted an indemnity and extraterritoriality to Britain, the opening of five treaty ports, and the cession of Hong Kong Island
  • 1844 The Treaty of Whampoa between France and China, which was signed by Théodore de Lagrené and Qiying on October 24, 1844, extended the same privileged trading terms to France as already exacted by Britain
  • 1845 The Treaty of Wanghia between China and the United States, signed on July 3, 1844 in the Kun Iam Temple.
  • 1856 to 1860 The Second Opium War pitting the British Empire and the French Empire against the Qing dynasty of China.
  • 1858 – British attack on Canton after Chinese sailors were arrested aboard a ship carrying the British flag. British houses were burned and a price put on the heads of foreigners. British forces secured Canton. British and French forces attacked Tienjin, the coastal area east of Beijing. The westerners marched on Beijing and burned down the emperor’s Summer Palace (1860), among the looters being Charles Gordon, later to make his name at Khartoum. In the final peace treaty the allies were paid a large indemnity, trading concessions and Russia was given 300,000 square miles of territory in the far north!
  • 1884 to 1885 The Sino-French War, also known as the Tonkin War, in which the French seized control of Tonkin (northern Vietnam).
  • 1895 Treaty of Shimonoseki ending the first Sino-Japanese war cedes to Japan Taiwan, the Pescadores islands and the Liaodong Peninsula, along with an indemnity of 16.5 million pounds of silver as well as opening five coastal ports to Japanese trade.

Fenby’s account makes vividly and appallingly clear the treadmill of endless humiliation and dismemberment which educated Chinese felt their country was being remorselessly subject to. And the hypocrisy of the Western nations who went on about ‘democracy’ and ‘human rights’, while all the time lining their pockets and showing no morality whatsoever.

Western advantages

All that said, the Chinese needed the West and Fenby (thankfully) paints a nuanced and complex picture. Just as not all Chinese were pigtailed ignoramuses, so not all Westerners were hypocritical exploiters. A shining example is Robert Hart, an Ulsterman from a poor family, who rose to become the head of the China’s Customs Service, just one of many Westerners employed by the imperial court for their (Western) knowledge and expertise. Hart ran the service from 1863 to 1911 and transformed it from a corrupt, antiquated and inefficient sinecure into a well-run organisation which ended up being one of the main contributors to imperial finances. He became a byword for honesty and dependability, and was awarded a number of China’s highest honours.

Hart’s story reminds us that it is a complicated world, then as now, and that many Westerners made significant contributions to China, establishing a range of businesses, banks, building railways, developing areas of the economy. If there was a lot of shameful gunboat diplomacy, there was also a lot of genuine collaboration and contribution.

Fleeing to the West

It is also notable the number of times that native Chinese reformers, dissidents, disgraced court officials and so on fled to the European ports to find sanctuary. Here they found law and order, cleanliness and hygiene which, if not perfect, were vastly superior to the dirt, zero plumbing and violence of their native China.

In 1912, as revolutionary violence swept China, many members of the Imperial court took refuge in the foreign compounds. After the Tiananmen Square ‘Massacre’ of June 1989, as many of the student leaders as could manage it fled abroad, most ending up in America, for example prominent student leader Chai Ling who went on to head up a successful internet company. Plus ca change…

The Japanese

‘As we entered the town of Port Arthur, we saw the head of a Japanese soldier displayed on a wooden stake. This filled us with rage and a desire to crush any Chinese soldier. Anyone we saw in the town, we killed. The streets were filled with corpses, so many they blocked our way. We killed people in their homes; by and large, there wasn’t a single house without from three to six dead. Blood was flowing and the smell was awful. We sent out search parties. We shot some, hacked at others. The Chinese troops just dropped their arms and fled. Firing and slashing, it was unbounded joy. At this time, our artillery troops were at the rear, giving three cheers [banzai] for the emperor.’

Multiply this several million times to get the full impact of what it meant to be a neighbour of Imperial Japan in the first half of the twentieth century: Korea, Manchuria, mainland China all benefited from Japan’s goal of building a glorious Asian empire. This is described at great length in Rana Mitter’s history of the China-Japanese war and there are regular scenes of such stomach-churning violence as to make you want to throw up your last meal.

Maoist madness

The madness of the Mao Zedong era is described in my reviews of Frank Dikotter’s book:

But Fenby dwells at length on the paranoia and crazed whims of the Great Helmsman, with results that eclipse the horrors of the late Qing Empire. The famine which resulted from his Great Leap Forward policy (1958 to 1962) resulted in anything from 30 to 55 million deaths. And that’s before the separate category of deaths actively caused by the security forces implementing their brutal policy of forced collectivisation. Madness on an epic scale.

Plus ça change…

Countries are like people, they rarely change. The modern history of Chinese history is a fascinating case study. Again and again Fenby points out that certain patterns of behaviour recur and recur, the most notorious being the attempt to impose reform of Chinese society from the top, reform which threatens to get out of hand, and then is harshly repressed, followed by a period of harsh control. As predictable as a, b, c.

Thus his description of a) the attempted reforms of the Guangxu Emperor in 1898, which b) began to get out of hand c) were brought to an abrupt halt by the power behind the throne, the Dowager empress Cixi, eerily pre-echo a) Mao’s unleashing of revolutionary change from above in the Cultural Revolution b) which by the 1970s even the Mad Helmsman realised was getting out of hand and c) so he repressed.

Or the way the a) very mild liberal reforms begun by Deng Xiaoping in the 1980s led to b) the unpredictable outburst of student protests in Tiananmen Square which the party hierarchy tolerated for a few weeks before c) brutally suppressing it. a, b, c.

To this day the rulers of China daren’t institute anything like real democracy because they know the chaos they would unleash, they remember the history of the Warlord Era, indeed the terrifyingly violent 20th century history history this book describes. Maybe such a vast and varied terrain, containing so many ethnicities and levels of economic development, can still only be managed by a really strong central authority?

And the more you read and learn about the Chinese history of the past century – the more you sympathise with them. Fenby’s long and gruelling narrative ends with the repeated conclusion that China’s rulers are as repressive as ever – indeed, given the arrival of the internet, they are able to practice surveillance and social control of their populations which previous dictators could only have dreamed of.

And yet they are all too aware that they are sitting astride a bubbling cauldron of vast social inequality, political corruption, popular resentment, ethnic division (most obvious in Tibet and Xinjiang but present among a hundred other ethnic minorities), and the pressures and strains caused by creating a dynamic go-head 21st century economy controlled by a fossilised, top-down, 20th century Leninist political structure.

This is an extraordinarily insightful and horrifying book. Anybody who reads it will have their knowledge of China hugely increased and their opinion of China and the Chinese irreparably damaged.

Genghis Khan was born sometime in the 1160s into a small clan of Steppe Mongols. From obscure origins he rose, through the power of his charisma, courage and canny alliances, to unite the disparate Mongol tribes into one huge, well-organised, ferocious and world-beating army.

By the time of his death in 1227 Genghis had subjugated more lands and more people in twenty-five years than the Romans did in four hundred. His successors built on his conquests until the empire he bequeathed stretched from Hungary in the west to the Pacific in the East, forming the largest continuous land empire the world has ever known.

James Chambers’s biography is a small, zippy book, part of the Sutton Pocket Biography series, designed, in their words, to be ‘highly readable brief lives of those who have played a significant part in history, and whose contributions still influence contemporary culture.’

At 100 small pages it’s a quick read – it only took me two hours to wing through it. But what makes this book different from most of the other biographies of Genghis is its distinctive approach: it starts out in the fairy tale tones of Mongol myth and legend, and never really quite transitions to the dry, factual approach most of us associate with normal ‘history’. Which makes it rather marvellous.

Thus Chambers starts his text without any introduction or explanation but by going straight into a retelling of the creation myth of the steppe Mongols. He tells us how the god of Eternal Heaven, Mongke Tengri, made all things, but humans didn’t appear until the grey wolf, the grey hunter, wandered down from his mountain and mated with a deer.

The story then skips forward ten generations to when the Mongols have bred and multiplied, and a direct descendant of the grey wolf’s firstborn, Dobun the Sagacious, marries a woman named Alan the Fair, who came from a tribe of hunters in the forest.

We learn how Alan had five sons and taught them to stick together but, after her death, the four eldest divided her herd between them and left the youngest, Bodunchar the Simple, to ride off alone on an ugly pony. When they repented of their meanness and went to find him, they discovered Bodunchar living in a hut on the banks of the river Onon and surviving by hunting duck with a trained hawk and begging mare’s milk from a clan camped nearby.

Once they’d taken Bodunchar back into the family, he tells them more about the nearby clan who’d helped him out, namely that they lack central organisation or a strong leader. And so the five sons of Alan the Fair proceed to attack the clan, stealing all their cattle and their women.

By the standard of the steppes there was nothing wrong in what Bodunchar and his brothers had done. In truth, as well as in legend, it was the way in which Turko-Mongol nomads had always lived, and the way in which they were to continue to live for several more generations. These nomads measured each other’s wealth by the numbers of their sheep and horses, and when the size of a clan’s herds increased, it was usually as a result of audacious raiding rather than patient husbandry. Ruthless opportunists like Bodunchar were regarded as heroes, and their success bred success. Warriors often moved from clan to clan, swearing new allegiances to the men most likely to protect their families and make them rich. Although the tribes and clans into which they were divided must have begun as extended families, their blood lines were soon diluted, not only because those with the best leaders attracted warriors from elsewhere, but also because it was the custom to marry outside the clan. Since bride prices were high, women were often acquired like horses on raiding parties. In such a society life was simple, selfish and precarious. (p.5)

Why are we being told all these stories about Alan the Fair and Bodunchar the Simple? Because shamans, the Mongol holy men, had prophesied that a descendant of Bonduchar would unite all the Mongol tribes and lead them to world conquest.

And so it is that, several generations later, a boy is born of Bonduchar’s line, a boy named Temüjin, one of the five children of Yesügei. In preparation, Chambers has described the confused and war-torn world Temüjin grew up in:

  • how the great city of Zhongdu (early Beijing) had been captured by Khitan horsemen from the steppes
  • how the Chinese Song empire had been weakened when the Tangut inhabitants of north-west China seceded to establish their own kingdom of Xi Xia
  • how the north had been wrested from the Khitan by a new wave of conquerors, the Jurchen who came from Manchuria and established a new dynasty they called the Jin
  • how the Jin feared invasion by other Mongol tribes and so allied with Tatar tribes who they paid to attack and break up the remaining Mongol forces
  • how one of the Mongol commanders who survived these attacks was Yesügei, of the Kiyat clan, who claimed descent from Bonduchar
  • and how Yesügei,  after kidnapping himself a wife – Ho’elun of the Onggirats – from a prince of the Merkits, had five children by her, one of whom was Temüjin – Mongol for ‘man of iron’
  • and how, aged just nine, Temüjin, lost his father Yesügei, poisoned by the tribe whose woman he stole to make his wife and Temüjin’s mother

And it was this Temüjin who would grow up to become Genghis Khan, one of the greatest, most successful but also most bloodthirsty conquerors of all time.

(NB Genghis Khan is an honorary name Temüjin was given after he had united the Mongol tribes, at the ripe age of 39. He was awarded it at a great assembly of all the Mongol tribes and clans, the Great Khuriltai held beneath the sacred mountain at the source of the river Onon in 1206 – Khan being the generic name for king or leader, and Genghis (probably) stemming from tengiz meaning ocean and so suggesting ‘King of Everything within the great ocean’ or ‘Oceanic King’, p.50).

The actual story of his rise to power is long and complex, mainly revolving around a sequence of alliances, at first with individuals who help or rescue young Temüjin from perilous situations (like Sorkun who helped Temüjin escape after he’d been captured and tied to a wooden yoke by the vengeful relatives of the first husband of Ho’elun, his mother, the woman kidnapped by his father Yesugei), then with more powerful clan leaders, slowly cultivating powerful men and drawing freelance warriors to his side.

And then the thing which set him apart from all his rival leaders and rival powers – his phenomenal gift for organisation, for imposing new laws on the Mongol tribes, for introducing a census and mass conscription, for organising his army into light and heavy cavalry with, later on, divisions devoted to siege equipment, provisioned with scaling ladders and sacks that could be turned into sandbags (p.72).

His army was systematically organised and rigorously disciplined. A division was known as a tumen and contained 10,000 men. Each tumen was divided into ten regiments of a thousand called a minghan. Each minghan contained ten squadrons of a hundred called a jagun and each jagunwas divided into ten troops called arbans. A large Mongol camp was called an ordu which is the origin of the English word ‘horde’.

Chambers goes on to describe the thorough training regime Genghis established for the army, along with the ‘staff college’ of his personal guard, which supplied the generals and senior commanders to each division. He explains the Mongols’ battle tactics and the transmission of information by a cohort of trained messengers using the fastest horses. Genghis set up staging posts every 25 miles in the territory he conquered, which were permanently manned with provisions and fresh horses, so that messengers could ride in relay in any direction across his empire bringing vital information. The messengers were wrapped up warm and wore a belt of small bells to alert the managers of the post that a rider was arriving, so the new horse could be saddled and ready.

The essence of Genghis Khan’s genius lay in his ability to recognise and develop a good idea, and above all in his instinctive capacity for meticulous planning and detailed organisation, a capacity which was all the more extraordinary in a man who had received no education. (p.65)

Now a glance at Amazon shows you that there are quite a few books about Genghis Khan, some running to four or five hundred pages, and there is, of course, a lengthy Wikipedia article about him.

But most of these are westernised, factual accounts, which start in the way you’d expect, with factual accounts of the steppe, its peoples, their history, before moving on to give factual accounts based on a judicial analysis of the sources and the (scant) archaeological evidence.

In some of these more academic respects Chambers’ account is a bit lacking; I certainly found his description of the campaigns of the mature Genghis rather quick and difficult to follow.

But it matters not. I bet this is the only account which starts and then continues within the Mongol mindset. It takes the reader inside the world of mare’s milk and hawking, surviving off berries and raw fish, a world where an extended family possesses just nine horses and a tent set amid the vast limitless blankness of the steppe. A world where the wolf god mates with human women, and shamans correctly predict the future.

Admittedly, as Chambers’ account proceeds and actually gets onto the campaigning and battles, it becomes more and more factual, more like Wikipedia, and my interest waned a bit. It also describes the military massacres which occurred on a growing scale and made Genghis’s name a terror to future generations.

Notable among these were the rape of Zhongdu, an early name for what is now Beijing. It was already an enormous city, with a population of maybe a million, protected by a huge wall. After a prolonged siege, the Mongols finally breached the wall in 1215. Genghis ordered total annihilation and for one month the conquerors burned, murdered and raped. A year later visiting ambassadors described the streets as slippery with human fat. And they were shown a white hill outside the ruined city walls which was made out of human skulls. (This forced the Jin ruler, Emperor Xuanzong, to move his capital south to Kaifeng and abandon the northern half of his empire to the Mongols. Further Mongol campaigns were to lead to the collapse of the Jin dynasty in 1234.) It was the same year that the Magna Carta was signed in England.

Even worse was the prolonged campaign against Ala ad-Din Muhammad II, Shah of the Khwarezmian Empire from 1200 to 1220. Muhammad made the very unwise move of arresting and executing the envoys that Genghis had sent to him. This prompted the Mongol invasion of Khwarezmia, which resulted in its utter destruction. The Mongols razed every city they came to and massacred every single inhabitant: the lowest contemporary estimates were 700,000 dead for each of the cities of Merv and Balkh, and a million and a half each for Herat and Nishapur, where the heads of men, women and children were gathered into separate piles. These are widely considered the bloodiest massacres the world had seen until the 20th century.

All this may well be true, but it’s another reason for finding the later part of the book less enjoyable.

Because my imagination had been so fired up by the opening, mythical chapters, and the way they wonderfully transport the reader into a genuinely remote and different other-world. These passages engrossed me like a children’s book does. It made me feel it was me fighting alongside Jebe the Arrow and Toghril the mighty, in a heroic alliance with the Naimans and the Tayichi’uts against enemy tribes like the Keraits and the Tatars, taking part in legendary conflicts like the wonderfully named Battle of the Seventy Felt Cloaks.

Reviews suggest that this short books leaves out a lot of the facts about Genghis, as known by modern historians. No doubt it does. But what it leaves in is the romance and fairy-tale feel of the wonderfully evocative names, the distant lifestyles, and the legendary stories about strange peoples and faraway places which for a happy couple of hours really caught my imagination.

Other medieval reviews

The Scramble for China by Robert Bickers (2011)

Bickers obviously knows a hell of a lot about western intervention in nineteenth-century China – or the story of the Foreign Devils in the Qing Empire 1832-1914, as the book’s sub-title puts it. Unfortunately, he attempts to convey this wealth of information in such a long-winded, round-the-houses manner, choked by a prose style which manages to combine academic jargon and whimsical archaism, that a lot of the time it’s difficult to tease out what he’s on about.

For example, the early chapters open with an unnamed ‘he’ doing something melodramatic and striking, thus creating an arresting opening – but take a page or more getting round to explaining who ‘he’ is, what ‘he’ is doing, where and when and why, thus leaving us in the dark.

They shouldered their way in. At Mr Lindsay’s order, Mr Simpson and Midshipman Stephens put their shoulders against the barred entrance to the Daotai’s quarters and heaved, twice. (Opening of chapter two)

Who? Where? When? Why? Patience, grasshopper. All will be revealed… eventually.

Was it a dream? Were his eyes deceiving him? He pressed forward through the crowd, the report goes, to get a better sight of the strangers, and “immediately began rubbing his eyes”. (Opening of chapter three)

Who? Where etc. Wait. Wait and see. Wait quite a while, in fact, for Bickers to make himself clear.

These teasing anecdotes, once finally explained, themselves take a while to be placed in the wider historical moment, which Bickers tends to explain both repetitively and obscurely. Quite regularly I didn’t know who he was referring to or when because the narrative jumped unpredictably between one set of characters and another, and (very frequently) back and forward over time. The only really consistent thing about his approach is his use of colourless academic phraseology and his scorn for the no-good imperialising westerners.

At first sight there appears to be a good deal of ‘background colour’ – the third chapter prides itself on going into great detail about the role of theatre and opera in Chinese society, from the professional heights of Peking Opera to the most amateur of local productions. Unfortunately, a lot of these purple passages, when you really look at them, merely state the obvious.

To give an example, the ‘he’ described in the opening of chapter three turns out to be a Chinese bystander who’s heard about two Europeans who have arrived out of the blue at Shanghai in – well, the date is lost in the yards of verbiage, I genuinely couldn’t figure it out – and who have blundered into a public opera production. This is Bickers’ cue to write pages about the Chinese opera and theatre tradition. Sounds fascinating, right? Alas, these pages are written thus:

But what was being staged depended on the occasion, and who was paying – the temple, a guild or a private patron. We cannot know, but we do know that the temple and the gathering so rudely interrupted by these bumptious foreign travellers were part of the fabric of Shanghai life and culture, in which were tightly interwoven the sojourning communities of commercial China, men from afar, whose trading activities were a key component of its wealth and importance. (p.59)

This one long sentence informs us that this big temple in Shanghai was part of Shanghai life and culture. Golly. Communities of sojourners (sojourner = ‘a person who resides temporarily in a place’) were – in case you hadn’t twigged – ‘men from afar’. OK. And that the trading activities of travelling merchants ‘were a key component of [Shanghai’s] wealth and importance’. ‘Tightly interwoven’ sounds impressive, doesn’t it? What does it mean, though?

I.e. when you take this grand-sounding sentence to pieces, it doesn’t tell you anything that wasn’t already fairly obvious. This is true for thousands of passages throughout the book: sound great, don’t tell you a thing.

Obscurity 

I’ve gone back and reread the opening pages of chapter three, twice, and I genuinely cannot actually work out when the action quoted above is taking place. You have to wait until three pages into the chapter before there is any reference to an actual date, and then it’s to two dates at once, one or both of which may refer back to a scene described in the previous chapter (I think), a reference which, in turn, required me to go back and double-check those dates.

In other words, this book requires quite a lot of double-checking and cross-referencing just to figure out when the thing is happening. Here’s the date reference I’m talking about:

Understanding what they were congregating for on this dreary October day in 1835 and had been watching on that wet June morning in 1832, and why at a temple, will help us develop a fuller picture of the China that first Lindsay and Gütlzaff, and then Medhurst and Stevens, were so intent on interrupting with their presence. (p.53)

This is what I mean by a round-the-houses manner. The opening of chapter three is deliberately obscure and teasing but… becomes no clearer as it goes on, in fact becomes in many ways more obscure and confusing as it goes on. All that really comes over is Bickers’s anti-British attitude (‘so intent on interrupting’) which is, indeed, the central thread of his account.

All this makes for a very frustrating read. Obviously Bickers knows masses about this subject – it is a tragedy for us readers that he can’t set it down in a straightforward, understandable manner.


The sound of his own voice

Complementing the obscure structuring of the book is the convoluted prose style.

1) Long paragraphs Bickers’ paragraphs routinely last an entire page and often longer, so on opening the book anywhere the reader is faced with a blank wall of words, with no way of breaking the text down into smaller, manageable units of meaning. I continually found myself losing the drift of a 2-page long paragraph, my eyes glazing over, suddenly snapping out of it and then having to go right back to the start to figure out what was happening.

2) Long sentences These mammoth paragraphs are indicative of the book’s general long-windedness. Bickers is reluctant to write a simple declarative sentence. He prefers long, swelling periods, dotted with commas to indicate the proliferation of subordinate clauses and – if possible – the insertion of one or two additional facts in parentheses, to make them as ornate and rhetorically over-wrought as possible.

You know those suitcases which are so over-stuffed you have to sit on them to try and get them closed? Bickers’ sentences are like that. And is this over-stuffing done in the name of presenting the facts clearly? Alas, no. Nine times out of ten it is to achieve an effect of style, a rhetorical repetition of phrases or artful alliteration, the deployment of irony or sarcasm – all techniques which are more suitable to a creative writer than to a historian.

And so, yet again, the Tianhou temple at Shanghai played host to parley, and the crude theatrics of private diplomacy, as Medhurst in particular stood, or rather aimed to sit, on his dignity as yet higher officials, the Customs superintendent (with a foreign cloak, he noted) and the district magistrate, came along in turn to sort things out, and found the foreign intruders rudely rebuffing the requirements of propriety when meeting officials of the great Qing. (p.52)

Note the attempts at humour – ‘or rather aimed to sit’. Note the insertion of a parenthesis, which itself contains two grammatical parts ‘(with a foreign cloak, he noted)’. Note the fondness for alliteration, for the sound of his own style – ‘rudely rebuffing the requirements’. Note that rather than describing or explaining the attitudes of the participants, Bickers prefers to convey them through irony verging on sarcasm – ‘the great Qing’.

Basically, this is a historian trying to write like a novelist.

3) Old fashioned Ironically for someone who is so determined to take a loftily modern, politically correct point of view of the old British Empire, Bickers’ prose, as well as being convoluted to the point of incomprehension, is also addicted to very old-fashioned locutions and vocabulary. Since I often couldn’t work out what he was on about, I found myself drawn to collecting his oddities and archaisms (= ‘a thing that is very old or old-fashioned, especially an archaic word or style of language’):

  • History was ever a public act, but it was also ever a private passion. (p.16)

Leaving aside the fact that this grand sounding period means less the more you think about it, there is the phrasing to savour – ‘ever’ to mean ‘always’? Really? In 1817 certainly. In 1917 maybe. But in 2017? Reading so many Victorian journals, tracts, articles has obviously infected Bickers’ style. But this is far from being a one-off oddity:

  • Lindsay was ever deadly serious, of course, and Medhurst too. (p.75)
  • There were private interactions, too, as there had ever been. (p.224)
  • Music was ever also a private pleasure, a private relief, a source of succour. (p.228)
  • Such confidence in the foreign ability to know China better than the Chinese themselves was to be oft rehearsed. (p.39). ‘Oft’?
  • All understood the law, he averred… (p.41) ‘Averred’?
  • All this fury and posture came to nought. (p.46)
  • The bells in Macao were quieted at the request of his physicians, but it all proved to no avail. (p.46)
  • Emigrants from Fujian, who had long sojourned in the city… (p.54)
  • The colonial consolidation and expansion of the emperor’s predecessors was largely foresworn… (p.66)
  • The Qing could but capitulate… (p.324)

Odd that Bickers is so loftily dismissive of the old imperialist bullies when he himself sounds so like a mutton-chopped lawyer out of Dickens:

  • The tension among the Company men in China persisted thereafter… (p.25)
  • … they aimed to get their complaints heard elsewhere along the coast and transmitted thereby to Peking… (p.26)
  • Scholars have begun in recent decades to look beyond the rhetoric of some schools of Chinese statecraft, particularly insofar as it articulated hostility to commerce.. (p.62)
  • Thereafter he held an intendant post in Zhejiang… (p.72)
  • Charles Elliott, by now the British superintendent of trade, rushed to Canton from Macao in cocked-hatted full dress uniform, evading the blockade and thereby deliberately adding himself to the hostaged fray. (p.78) ‘The hostaged fray’?
  • There were ‘mixed feelings’ from The Times, at the conclusion of a ‘miserable war’, and the ‘ill-gotten gains’ therefrom. (p.84)
  • Jardines had fourteen receiving ships by 1845, and usually ten thereafter… (p.92)
  • Like most of the early missionary community in China, he secured a post with the official British establishment during the war, and turned it into a secure position thereafter… (p.94)
  • In this way they rationalised their operations somewhat. (p.106)
  • Telegraph lines snaked their way thereafter to China. (p.164)
  • [The convicted murderer John Buckley] went quietly to his death, the site guarded by twenty-four policemen in case an attempt was made to rescue him, and he was not thereafter missed. (p.180)
  • For almost a quarter of a century thereafter the firm grew and diversified… (p.185)
  • Thomas Hanbury and his ilk were wedded to their interests in the Settlement at Shanghai… (p.189)
  • At least in Britain there was a Public Records Office, and in principle archives were transferred to public access, but nothing of that like existed in China. (p.376) — I don’t think I’ve ever read ‘like’ being used in this way before. ‘…nothing of that like…’ Surely you or I would write ‘but nothing like that existed in China’, but where would be the fun in that?

Alliteration Alliteration self evidently promotes sound and rhetoric over factual content and meaning.

  • Lindsay instantly resumed a pointed game of protocol and precedence. (p.21)
  • Their later frantic, frequent queries… (p.27)
  • It complained that the authorities in Canton were corrupt, capricious and cruel (p.28).
  • All wanted friendly and fruitful relations… (p.41)
  • They left that afternoon with a promise that a polite and properly formal response to their petition would follow. (p.41)
  • Instead they indulged in recondite debates about terms and texts. (p.73)
  • [Nathan Dunn’s exhibition of chonoiserie in London in December 1841] inspired catcalls and copycats… (p.88)
  • Such consular conveniences, compounded by confusions… (p.107)
  • [The Taiping rebels] fought fanatically and fiercely. (p.120)
  • … fifteen years’ worth of precedent and practice. (p.155)

Maybe Bickers is modelling himself on the lyrics of Gilbert and Sullivan operettas. In at least one place he does in fact directly quote Gilbert & Sullivan – on page 78 referring to the ‘little list’ being used in negotiations with the Chinese, a phrase which is the focus of a well-known song from their operetta about Japan, The Mikado (1885) (in fact, Bickers likes the jokey reference so much, he makes it again on page 194).

Hendiadys and pairing Why use one word when you can use two – ideally alliterating or rhyming – to deliver that knockout rhetorical punch?

  • Confident, nonetheless, they memorialised now more readily and steadily. (p.370)
  • … ongoing debates and disagreements… (p.374)

Fancy-ancy just for the fun of playing with words:

  • These shows… brought curious orientals to accompany the oriental curiosities on display in London. (p.89)
  • As successive reports made their way back to Britain, and as the lobbyists worked their words… (p.80)
  • But abate it they could not, or abate it they would not… (p.113)
  • Nearly all foreigners could or would still only talk a pidgin English… (p.114)
  • The act of uprising – daring to stand and daring to fight… (p.120)
  • But he could not, or would not, pay them. (p.126)
  • Parkes had grown up as British China grew up. He had grown with conflict and he had grown accustomed to conflict. China was his adult life, his only life… (p.138)
  • The men were there to fight and fought there well. (p.162)
  • So Robert Hart had had his fill of life in the foothills of the China apocalypse, had seen how vacuum would follow and violence ensure if the Qing could not hold… (p.196)
  • This new Peking, the object of romantic contemplation, suggested a China that might be appreciated rather than caricatured, and savoured rather than savaged. (p.221)

Singular nouns or nouns without an article This a real addiction of Bickers’ style, it occurs throughout on every page and gives the prose a stilted, hieratic feel:

  • [Lindsay] was ready to perceive slight and note omission… (p.22)
  • Now Lindsay was sailing north without invitation… (p.24)
  • … he and his retinue had been denied audience… (p.24)

Shouldn’t that be, ‘denied an audience’? It’s not wrong, it’s just that denying many of these nouns an article turns them from specific instances or events into lofty-sounding abstractions – makes them and the sentences they appear in just that wafer-thin bit more stilted and precious than they need be. More portentous and pretentious, to adopt Bickers’ own manner.

  • The predictable regularity of the internationalised trading world was periodically upset, as in any port city, by human failing and misadventure… (36)
  • They knew so well many of the possibilities that lay beyond their reach by imperial order, and engaged in shrewd estimate and wild conjecture… (p.65)
  • Nor was [the emperor Daoguang] the despised feudal archaism of the Marxist history of communist-era China, which castigated the failures of the late-Qing monarchs to combat imperialism’s assault. (p.67)
  • Those Napier-ordered bombardments of the Canton forts were simply ‘minnows’ compared with the just desserts of Chinese obstruction and insult that were to be meted out by British warships. (p.77)
  • The British helped inform this comedy of error. (p.86)

As with the other elements of Bickers’ style it gives the impression of acuity and insight without providing any actual information. The proliferation of these rhetorical tricks explains why you can read whole page-long paragraphs, arrive exhausted at the end, and then wonder why you don’t appear to have learned or remembered anything.

  • The Canton RegisterCanton Courier, and the more ambitious and scholarly Chinese Repository, edited by Elijah Bridgman, the first American missionary to China, all conveyed up-to-date news, description and opinion across the seas. (p.36) Why not descriptions?
  • Every contact with Chinese officials was an occasion for slight. (p.44)
  • It administered each in the way which seemed best, or most pragmatic at the time, and given considerations of resource and capacity. (p.69) Why not ‘resources‘?
  • Bouts of fighting were interspersed with parleys and negotiations, and with defence of insecure occupations of Chinese islands… (p.81) Why not ‘the defence’?
  • Stronger still would be the accumulated body of printed and private report… (p.89)
  • … the consequent legal haziness of their operations generated much correspondence and dispute. (p.93)
  • But domestic crisis was no small matter when rumour swept around… (p.114)
  • If stray shots passed over there would be formal complaint and stern rebuke. (p.127)
  • European initiative needed Chinese resource. (p.156)
  • The Customs delivered increasing resource as foreign trade grew… (p.198)
  • The development of official banks of information and report by consul and commissioner… (p.218)

So Used as an emphasiser, and in an unusual position in the word order, in a very old-fashioned way:

  • Indeed it will help if we understand more about the temple itself, which so stood out on the Shanghai waterfront close by the Customs House and under the highest point on the city wall, and which so stands out in these two landmark accounts of foreign visits to the city…This way we can better understand the China of the early 1830s outside the narrow confines of the factories, the roads, Macao, that narrow semi-foreignised sliver of the Canton delta that so overfills accounts of the early Sino-foreign encounters. (p.53)

Indeed, it would have been better for the gentle reader of these rhetorical tricks which so embellish and so adorn the purple prose of this grandiloquent historianographer, if his exuberant verbosity had been somewhat reined in and replaced with useful and understandable factual content.

Presage Bickers likes this word.

  • The foreign traders, all of them, were to be held hostage for the drug, without fresh food, without their servants, worried that the commissioner’s little list… presaged individual arrests and possibly torture. (p.78)
  • The sight of the burning buildings… presaged some more years of violent Canton problems. (p.101)
  • All such minor disturbances of men and women could presage consular grief. (p.114)
  • An estimated 7 million people were affected by the floods and dyke-failures that presaged the great change [of the course of the Yellow River in 1851] (p.136)
  • This turn to antique China also presaged the opening of another front in the foreign campaign. (p.221)
  • Margary’s slaughter presaged another round in China’s despoliation… (p.260)
  • The new blockade was to presage a new phase in the campaign… (p.296)

The use of ‘presage’ is typical of Bickers’s preference for the orotund and bombastic as opposed to the plain and simple.

Inversions of normal sentence order which makes sentences sometimes difficult to understand.

  • Quickly to the Company’s aid came instead other parties and volunteers… (p.26)
  • What commercial bliss it was that hot Canton spring… (p.78)
  • Rare it was that ‘the preacher commences and ends his discourse without a single intervention’. (p.111)
  • Always in Peking, I think, someone will in fact have heard him. Always someone will have heard the young foreigner belting out song in the capital’s dry air. (p.229)
  • Always there were exceptions… (p.249)
  • Fearful too were Chinese residents and local authorities. (p.349)

Incomprehensible In fact the combination of all the above tricks and jackanapary makes some sentences simply incomprehensible.

  • And what was eventually left over, why, when the hullaballoo was over, and when Lin’s officers had spent three weeks in April and May overseeing the smashing of the balls of opium and their flushing out to sea at Humen, close by the Linten anchorage, then what a market there was for it, and what prices it could now fetch discreetly, much more discreetly, sold along the coast to friends disappointed by the diversion of the spring stock. (p.79)
  • Along the coast with the British Cantonese went nonetheless, or followed soon after. (p.101)
  • Gods of ignorance and bafflement reigned over the China theatre. (p.397)

Sojourners sojourning As mentioned above, a sojourner is ‘a person who resides temporarily in a place’. Lots of westerners came out to newly-opened-up China to make a quick fortune then go home; they are pretty obviously ‘sojourners’, if you choose to use this antique term. But lots of Chinese, both native and immigrants from the south-east Asian diaspora, also came to ‘sojourn’ in the new Crown colonies Britain had wrested from China. Hence there was a whole lot of sojourning going on, and the text doesn’t let us forget it:

  • Sojourners and settlers prefer familiarity to adaptation… (p.62)
  • [The Qing empire] was well used to dealing with sojourners from outside its formal domain… (p.69)
  • Cantonese migrants and sojourners were quick to see additional value in association with the British… (p.102)
  • Robert Fortune’s second sojourn in China… (p.105)
  • They [westerners] were sojourners, mostly… Their sojourns were not short. (p.117)
  • Shanghai itself fell on 7 September 1853 to a sojourner coup. (p.125)
  • The sojourner was mentally relocating, settling in, his sense of where he formally belonged shifting. (p.168)

Personification

  • Arrogant opium swaggered its way along to the newly opened ports. (p.92)

Not traditional history writing, is it?

Tired and jaded

It is an oddity of this book that Bickers’ tone is tired and jaded with the whole western adventure in China before it has even started. Very early on he starts using phrases like ‘once again’ and ‘yet again’, when in fact what he’s describing is happening for the first time. This quickly conveys to the reader that Bickers is frightfully bored with the oh-so-predictable cultural misunderstandings or western bullying or the absurd scenes of everyone standing on their dignity which he depicts.

  • At Shanghai as at Hong Kong, and in every foreign community, such sentiments… were to be expressed again and again… (p.134)
  • Again it all began in Canton… (p.136)
  • And here we are again at the closed gates of the city and at the closed door of the yamen… (p.146)
  • It was the old story, of China coast savviness about Chinese duplicity… (p.213)

This tone conveys the regrettable sense that Bickers feels blasé and superior to the events he’s describing and the poor saps enacting them. If only the human race had given Bickers something a bit more interesting and novel to write about! There’s a striking passage which introduces the First Opium War where he tells us how awfully over-familiar the whole thing is:

The course of events that followed are well known. How Lin Zexu was sent as a special commissioner to investigate the problem in Canton and to put a stop to the trade, how he made his way overland to the city and set about making his mark: all of this has been much narrated. (p.77)

Is it well known, though? Has it been much narrated? Do you know all about Lin Zhu and his overland trek and what happened next? I certainly didn’t. In fact, that’s why I’m reading a book about the scramble for China, precisely to learn about this history, not to be patronisingly told that I ought to know all about it all already.

This passage (there are plenty more in the same vein) crystallised my feeling that Bickers is far too close to his subject matter and makes a kind of rookie error in assuming that his readers share his specialised knowledge and are all as blasé and bored by it as he is.

But many of us have barely heard any of this story before and it is his responsibility to tell it to us. Alas, Bickers is so over-familiar with events that he has to resort to fancy prose and attitudinising to keep his own interest up. I, on the other hand, was hoping for a simple, reliable and clearly written account of the events of these hundred years in China.

Alas, I didn’t get it here. Bickers’ account of the First Opium War is confusing, but not as confusing and partial as his account of the Taiping Rebellion (1850-64) on pages 118 to…. well… his account just fizzles out somewhere ten pages later – which I was particularly looking forward to. As if determined to confuse, he begins his account of the Taiping Rebellion, one of the most epic events in world history, in mid-chapter, after some pages which give the impression they are going to be a description of the cosy lives of the China British. He introduces this vast historical subject with these words:

But then enter the younger brother of Jesus Christ who came to discomfort all their lives… (p.118)

If you didn’t know that the leader of the Taiping Rebellion was a religious visionary who really did think he was the brother of Christ, this opening would be incomprehensible. In fact, Bickers doesn’t give an account of the overall Taiping Rebellion at all – he is only interested in it insofar as a) it demonstrates and was arguably caused by, the destabilising presence of Europeans on China’s coasts and b) it impacted the British settlements at Canton and at newly colonised Shanghai (where, for example, in 1853, the British – from the protection of their walled settlement – could watch pitched battles between the Taiping army and the imperial Qing forces).

The accounts of the Taiping Rebellion in the books by John Keay and Jonathan Fenby are both much clearer and much more penetrating than in Bickers. These two historians clearly explain the causes and consequences of this truly epic conflict, possibly the largest civil war in all human history, anywhere, a titanic devastation which led to the loss of as many as 20 million Chinese lives, maybe more.

The same frivolous and off-hand approach characterises Bickers’s treatment of the contemporaneous but distinct Nian Rebellion (1851-68), given only a brief page here (p.135), fleetingly explained but not analysed in any depth.

The brief mention of the Crimean War (on pages 134 and 135) neither explains that conflict nor its geopolitical ramifications for the European powers in China. Bickers briefly points out that the war had a distinct Pacific element – a fascinating idea I’d never come across before – but then frustratingly drops the subject completely. This feels like a massive and fascinating topic completely ignored. So disappointing. I bought this book precisely to understand the geo-political implications and context and motives for the sequence of China-oriented wars of the nineteenth century, and that turns out to be the very last thing on Bickers’ mind.

This confusing melange of super-brief references to these huge and super-important wars then segues abruptly and, as usual, in a very offhand way, into a typically arse-over-tit account of the Second Opium War (1856-60).

So the foreigners placed their faith in the Qing, once they had warred with them, beaten them, and humiliated them. Again, it all began in Canton. (p.136)

Note the tired and jaded tone as he casually begins a confusing account which spools onto page 150, with a vivid but hard-to-follow explanation for the (scandalous) British burning of the Emperor’ Summer House. OK. But in the 14 or so pages which cover it, Bickers nowhere mentions that he is describing the Second Opium War – you have to know that already. He is so close to, and over-familiar with, his subject, he just assumes that we all know about this stuff already. But we don’t. That’s why we bought your bloody book in the first place.

Towards the end I was genuinely appalled when the only mention he makes of the Russo-Japanese War of 1905, the first war in modern times in which a non-European nation (Japan) thrashed a European one (Russia) is the following. (He’s explaining how, after the Boxer Rebellion was finally quelled, the European nations demanded reparations but, for the most part, didn’t seek to acquire new territory. Apart from Russia):

Russia failed to conform, though, and hung on in Manchuria with 200,000 troops. So the British and the Japanese opened up a new world of international politics by entering into a formal alliance in 1902, breaking with decades of British practice, and in 1904-5 the Japanese smashed Russian forces in Manchuria and Siberia, shocking the European world, and offering new hope for the colonised and threatened. (p.349)

The Russo-Japanese War doesn’t even get a sentence of its own, but is shoehorned into the second half of a sentence which starts in 1902 and ends in 1905. Wow.

The republican revolution which finally overthrew the Qing Dynasty – and ended 3,000 years of rule by emperors – in October 1911, is dealt with – including the accident which sparked it, the spread of revolt, the seizure of power by Sun Yat-Sen, the abdication of the emperor, and the handing over of power to general Yuan Shikai – this seismic event is dealt with in 10 sentences – half a page – and not returned to.

Thus does Bickers leap over hugely important geopolitical, strategic and military events in order to get back to lambasting western businessmen living in sin with their Chinese mistresses, making fortunes from the opium trade and lobbying for more access to Chinese markets.

This is a sociological essay about the British in China, not a history.

Academic jargon

By this stage the reader has realised that Bickers isn’t interested in giving a chronological account of what happened during China’s century of humiliation; he isn’t interested in analysing or explaining the complex geopolitics of a weakened China caught between coastal invaders like the British and, towards the end of the period, the Japanese – all overshadowed by the ever-present threat from the land-grabbing Russian empire in the west and north.

He isn’t even very interested in any of the other European nations – the French and Americans get only a few walk-on parts, while the Portuguese, Dutch or Germans are hardly mentioned at all.

Instead, what becomes clearer and clearer is that Bickers thinks he is giving a kind of cultural history of the British in China.

That’s a fine ambition but he doesn’t live up to it. There is nothing at all in the book about, say, Chinese art or poetry, nothing. What there is, is repeated references to the way the Chinese or British performed as if on a stage with each other, or the way Chinese artefacts (and people) were shipped off to London to be put on display in various public shows and the big European expositions of the later Victorian era, or the way the colonisers engaged in practices and policed sites and shaped public space, and so on. Instead of interesting stuff about Chinese culture, what Bickers gives us is a lot of Eurocentric academic jargon.

Over the past forty years or so, the mind-set and terminology of (mostly French) modern literary theory/history/sociology pioneered in the 1960s and 70s by, say, Roland Barthes or Michel Foucault, has congealed to form a higher entity called just Theory – an attitude and set of jargon which has spread out to infect study of all the humanities subjects at university.

I’m extremely familiar with this all-purpose semi-sociological terminology from the many art exhibitions I go to, where contemporary artists no longer make ‘art works’ – they engage with issues of gender and sexuality, or money and class or whatever, carrying forward projects which use strategies of this, that and the other, which taken together amount to their practice. What used to be called ‘works of art’ are now more often than not the sites of their engagement with some issue or other, where the artists subvert conventional narratives of whatever or challenge this, that or the other norm or convention.

This all-purpose academic jargon has a number of purposes. Firstly, like academic jargon down the ages, from the ancient world through the Middle Ages – it makes the author sound clever. Secondly, it makes it all sound very serious: no longer painting a picture or developing a photo, an artist is now engaged in their practice – like a serious professional, like an architect or a GP. Thirdly, it is all very active – none of that old bourgeois standing around in front of an easel, an artist now engages with, subverts, challenges and questions and interrogates and a whole load of other action words. All very exciting and edgy.

At the same time many of the words have a very clinical and scientific feel: not only the artist, but especially the art critic, is no longer subject to the wishy-washy whims of their bourgeois imagination, but gives the impression of applying rigorous scientific procedures: artists have ‘projects’ and ‘practices’ which are enacted in ‘sites’ and ‘spaces’. Anything like a sculpture or installation reorientates the ‘space’ around it, maybe reorders ‘spatial hierarchies’, probably ‘challenges’ accepted ‘narratives’ or what a work of art can be, and so on.

Another feature of Theory Language is that a little of it goes a long way: these terms have become remarkably all-purpose: you can apply them to almost any human activity and come out sounding serious, weighty and profound.

The only snag is that – although this kind of language, used sparingly, conveys a sense of power and thrust and importance and intellectual force,

a) it doesn’t, on closer examination, really tell you anything at all
b) used too much, it quickly turns into a vacuous jargon of empty slogans – just as the public very quickly got sick of Theresa May telling us she represented ‘strong and stable leadership’ (and turned out to represent the opposite) so an artist, or curator, or critic, or historian who goes on and on about ‘practice’ and ‘projects’ and ‘sites’ and ‘narratives’ in an effort to sound meaningful and scientific and precise – runs the risk of ending up like a cracked record playing the same meaningless jargon over and over again; far from subverting anything, this kind of jargon ends up reinforcing existing conventions about art writing. In fact, it is the new set of conventions.

Examples of academic jargon

Display is an important idea for Bickers. European merchants built big houses – he takes it as an example of ‘display’. They hosted lavishes dinner – more ‘display’. Chinese objects were sent back to London – where they were put on ‘display’. As if grouping these pretty everyday activities under a semi-scientific singular noun gives us all a special insight into human activity, grouping them all together somehow explains… something.

  • China was in this way [exhibitions of China bric-a-brac in London in the 1840s] being normalised as an object for such display and ethnographic and other curiosity. (p.89)
  • Such displaydisplay at table, architectural display – announced probity and confidence (to each other, to Chinese merchants), but it also spoke of vulgarity and extravagance. (p.99)
  • Admiration for the appearance of the Sikhs, the ‘colour’ they were felt and said to have brought to China, and to British display in China… (p.163)
  • What became the routine display of China at such forums was a key strand in the project that Hart was leading. (p.204)

Engage and engagement At a recent internet conference I attended there was a list of banned words; if you mentioned one you had to contribute to the swear box (all money coughed up was sent to a charity for refugees). ‘Engage’ and ‘engagement’ were top of the list. Why? Because they means everything and nothing; because they are empty buzzwords.

  • Farmers engaged in handicraft production. (p.64)
  • The ordered business of its routine engagement with the world at the treaty ports elsewhere was able to continue… (p.352)

Enterprises and projects

the British Empire didn’t carry out strategies or policies, apparently. It engaged in projects and enterprises.

  • At the heart of the official British China enterprise… (p.206)
  • The foreign China enterprise at Shanghai was actually truly a real-estate imperialism… (p.222)
  • They were men of commerce and outside what was formally recognised as British empire, and their enterprise was multi-national and often makeshift. They had no imperial project. (p.382)

Sites and spaces Both make pretty run-of-the-mill places sound important and exciting, and make it sound as if you’re saying something especially perceptive and insightful about them.

  • This book explores the world which created that final photograph and its many sites and fields of action. (p.14)
  • A popular temple was also a commercial and economic site… They were embedded in the daily public space of the city. (p.16)
  • The rural landscape was pocked with market sites. (p.65) — It is so much more emphatic and intellectually demanding than simply writing ‘markets’ or ‘market places’.
  • [Just outside harbour boundaries, opium] was stored, and there were established new sites for conflict and the low-level disorderliness that filled the consulate letter books. (p.93)
  • The new ports were like many of the other sites of power around the Indian Ocean. (p.105)
  • As the new roads and buildings grew up in the treaty ports they were to acquire new memorials, and new sites for commemoration and celebration. (p.112)
  • It might seem odd that we can find so much insistent quiet emphasis on the symbolic ordering of foreign space [the British insisted on having a grand ex-palace to be their legation in Beijing]. Partly this was a response to understandings of Chinese conceptions, a breaking out of spaces and sites allotted them for reasons they interpreted (rightly sometimes) as intentionally demeaning. But they had their own such practices already… (p.206)
  • Foreign observers chuckled at Chinese geomancy, at fengshui, even as they fashioned symbolic landscapes themselves, sacralising space, creating sites for pilgrimage, reflection and remembrance. (p.207)

In this last example Bickers is describing how the British built graveyards wherever they settled. Note how he goes out of his way to ridicule the British who, he claims, chuckled at Chinese geomancy but – at least according to Bickers’ confidently post-imperialist view – were themselves every bit as superstitious and irrational in their treatment of ‘space’ – i.e. building cemeteries. Ha ha ha, silly old British.

But as with almost everything Bickers writes, a moment’s reflection makes you question this casual criticism and superiority: geomancy or fengshui are to some extent optional practices; organising the hygienic and orderly burial of the dead are rather more of a necessity. But – and here’s my point – Bickers has conceived and written this sentence not to make a factual statement – but to score politically correct points over ‘the foreigners’.

  • Peking, resolutely, was different to all the other sites of the foreign presence, different in scale, meanings, history, experience and climate. (p.215)
  • the Inspectorate General was the site in time of an entirely novel private experiment of Hart’s. (p.227)
  • There were of course other sites of jubilee. (p.309)
  • China long remained a site of foreign male opportunity. (p.311)
  • Homes, memoirs show, now became sites for the assertion of the supremacy of the European woman over her servants… (p.313)
  • Real Chinatowns became fictionalised nests of opium dens and sites of the despoliation of white girls by Chinese men. (p.364)

Space

  • [Western music] served to mark space in new ways. (p.228)
  • So at Shanghai they ordered space, responding as quickly as they were able to the breathtaking speed with which opportunities were seized, innovations latched onto, loopholes explored. They also ordered Chinese use of public space, imposing new norms of behaviour, turning urination into a minor criminal category. They also attempted to order aspects of private space: the gambling house, the brothel, the household. (p.224)

On reflection, where Bickers writes ‘space’ he really means ‘behaviour – but ‘space’ sounds more abstract, intellectual and scientific. And, in his usual hurry to denigrate Europeans and the British at every turn, he turns the imposition of regulations like banning people pissing in the street into a bad thing. Maybe we should return to the days of men randomly urinating in the street? Similarly, maybe gambling houses and brothels shouldn’t have been regulated. Naughty, naughty Europeans with their silly imperialising laws.

Practice A super-useful word which can be applied to almost any human activity to make yourself sound impressively intellectual. For example, my postman for the most part engages in letter-delivery activities but has recently expanded his practice to encompass the manual transmission of parcels in the course of which he transitions from the public space of the pavement, governed by one code of conduct, to the private space of my porch, which has become a site for intrapersonal exchange and dialogue i.e. we have a bit of a chat whenever he knocks on the door to deliver a parcel.

Used in this pretentious way ‘practice’ has become a buzzword which lends your text the authority and the spurious pseudo-scientific precision of an anthropologist or ethnographer or sociologist. But like so many of these terms, it mostly just dresses up banality and the bleeding obvious.

  • Officials often had little time intellectually for popular religious practice. (p.61)
  • Buddhist in origin, but adopted far beyond Buddhist practices, [the festival] involved opera performances, processions and bonfires… (p.61)
  • But that containment [of foreign traders by the Chinese] was too restrictive, too contrary to emerging European interests and practices… (p.157)
  • As the concessions and settlements merged spatially with the rest of the developing cities, their autonomous judicial systems and practice routinely returned to deportation as a legal punishment. (p.160)
  • It was a queer affair, the extension of Tongzhi restoration practice to overseas diplomacy… Burlingame was carefully and explicitly instructed not to follow practices which might prompt reciprocal demands on Peking.. (p.212)
  • There were descriptions and assessments too of Chinese practice. (p.281)
  • North China farmers knew that into their brittle world had come new forces, with alien ideas and practices… (p.341)
  • And the practices of the new combined forces of Boxers, the Yihequan, ‘Boxers united in righteousness’, gave them mastery over foreign things… (p.342)

Lovely sentence this last one, don’t you think?

Network Not found so much in other Theory-mongers, this word makes you sound like you’re all across modern technology and the internet and the groovy, cool, multi-connected world.

  • [The Taiping Rebellion] was a revolt informed by the new intellectual currents from over the oceans which were at work in Chinese cities and in the networks of people, goods and ideas that flowed through them… (p.120)
  • The swiftness of the incorporation after 1860 of the new sites of treaty port China into these far wider networks shows just how interconnected it already was. (p.156)
  • Globalisation, international migration, the growth of British and other European empires and the networks that cut across and through them, all had a bearing on developments in China. (p.156)
  • China was already deeply embedded in new-fashioned networks… (p.157)
  • So the Inspectorate general became the centre of its own network of stations, as well as a node in wider networks – regional meteorology, the international round of display and representation… (p.204)
  • The growing presence, and relative ease of transmission of goods and people, locked China more and more closely into knowledge networks, not least geographical and scientific ones. (p.165)
  • By 24 October 1860, when allied troops paraded into the heart of the imperial capital escorting Elgin and Gros, two bands in the vanguard heralding their intrusion and the imminent treaty ceremony, China was already being fashioned steadily into new networks – of communications, of people, of ideas. (p.157)

‘New networks of communications, of people, of ideas’ – this is vacuous modern corporate jargon: it could be an excerpt from the press release for any big company, bank or government department – it has that hollow corporate ring, impressive, vibrant-sounding and absolutely empty of meaning.

Scripts and performance This is another classic piece of sociological jargon in which people are depicted as hollow puppets helplessly ‘performing’ ‘scripts’, putting on performances – which they called living and making decisions but which we – everso wise Posterity – can now see as ritualised and formulaic ‘performances’:

  • The China script for the performance of British power and identity in the treaty ports was borrowed from the Subcontinent. (p.162)
  • Many missionaries played at the local level the China game of compensation for injury and damage, property restitution and repair, and symbolic gesture – judgement and proclamation set in stone, or transfer of communally important sites as punishment… Some did so to show how powerful Church and mission were, how actively they could help; to reassure and protect existing converts, and to tempt others. Such action could also provide a stage for the rehearsal of the national honour script, the dignity of the nation residing in the person of the missionary and his flock. (p.249)
  • But as 3,000 troops and labourers disembarked at Langqiao Bay in May 1874, a more routine script was being rehearsed… (p.254)
  • His death was incorporated into the same empire script that he rehearsed as he travelled… (p.260)
  • The limits of this private enterprise imperialism, of the sweaty plans of Bland and his ilk were reached on the early Sunday of of 28 July 1913, when Bruce and his band blundered noisily into sleepy Zhabei, and nobody met them to play their scripted part in the local drama of Settlement expansion. (p.369)

Transgressions and subverting and challenging and interrogating etc. Sounds so exciting and edgy and revolutionary. But is all too often applied to really boring and obvious descriptions in an effort to jazz them up.

  • As guardians of order and peace they saw such large gatherings… as sites of transgressions of moral order. (p.61)

What he means is that prostitutes often plied their trade at big Chinese festivals. Who’d have thought? Pretty transgressive, eh?

Actually, there isn’t as much transgression here as I find in the commentary of art galleries; and only one or two mentions of another favourite of Literary Theory, ‘desire’, used as a kind of bland, all-purpose, catch-all term for sex in the widest sense. Although there are quite a few references to brothels and prostitutes – mainly, of course, pointing out how brothels and prostitutes followed western land grabs and settlements, thus proving what racist hypocrites Europeans were. Oh, and many of them took Chinese mistresses, as well. How vile and disgusting, only white men have ever taken mistresses, and only in China.

Prose like concrete

The direction of Bickers thought is always upwards towards sweeping generalisations. Converting a specific argument between a specific Chinese and English into the generic term ‘dispute’, or particular local laws and customs into the generic word ‘practice’, is always to leave the specific and colourful behind in the name of scientific-sounding but in reality vague and generalised concepts. Move in this direction enough and you are left with sentences which are so generalised they could be about anything, anywhere. It just makes long stretches of this book really, really boring.

Always there were exceptions, men and women horrified by this new world of local conflict and dispute that could unfold as people converted. But the mission enterprise was nonetheless mired from the start in such local dispute, at the same time as it was enmeshed with the wider foreign world in China through nationality, affinity, language, marriage, and wider kin networks. (p.249)

It’s like reading concrete. It’s like being stuck in a supermarket car park looking at thousands of shopping trolleys, all the same. Dispute, insult, practice, site, spatial integration, networks of communication, sites of display, imperial spaces, networks of engagement, circuits of empire, colonial display, imperial sites, the China project, the China enterprise, blah blah blah.

I should have been warned off by the reviewer on Amazon who said reading this book was like walking through thickening mud.

Some, such and many Bickers also has a peculiar way with the words ‘there’, ‘some’, ‘such’ and ‘many’: by peculiar I mean that I’ve read thousands of books, paying close attention to their style, and never come across anyone use those words so eccentrically and idiosyncratically. He is fond of ‘fray’ which recurs many times; and ‘odd’.  It is tempting to embark on an analysis of these short, common words for what they reveal about Bickers’ eccentric uses of them – but this review is long enough already.

  • Such permission was certainly given to some… (p.374)
  • Such fear held good there. (p.374)
  • Such memory is the product of hard state work. (p.392)

A simpler soul might write ‘this kind of’ permission or fear or memory – but Bickers is a sucker for rhetorical effects.

Bullying sanctimoniousness

It goes without saying that a modern white, middle-aged English academic will have completely absorbed the political correctness of their university context and so be extremely, comprehensively, sarcastically critical of the white, middle-aged Englishmen of the past. A modern politically correct academic could take no other attitude.

They are all racist imperialist saps; we, dear reader, are by contrast morally unimpeachable and live in an age of complete enlightenment. Thank goodness the modern West which Bickers is a part of doesn’t go around invading other countries and plunging them into decades of chaos and civil war; thank goodness the modern West doesn’t build encampments in foreign countries – Iraq, say, or Afghanistan – protected from angry natives by huge walls inside which the soldiers and civil servants of the occupying forces, blissfully uninterested in the local culture, are provided with all the pleasures of home.

Yes, the modern historian, embedded in this wonderful Western culture, is sooo superior to his great-great-great-great grandparents who did just the same in China or India. In an account of a speech the Prime Minister Lord Salisbury gave in 1898, Bickers makes sure to point out that it was infused with the outdated ideology of social Darwinism, that he spoke ‘complacently’ and that his imperialist audience ‘chortled’.

What’s ironic is that Bickers’ own account is drenched with the cultural ideology of our times – sanctimonious political correctness – and that he himself never loses an opportunity to ‘chortle’ at the inferiority of other people – in this case, our ancestors. Bickers displays exactly the same patronising tone towards people who can’t defend themselves, as he lambasts haughty imperialists for displaying towards their victims.

Bickers laughs at the British merchants and soldiers, the consuls and captains he depicts, for importing the comforts of home, for bringing in English plants and trees, for building Anglican churches, for ordering prints and paintings of reassuringly patriotic subjects to hang on their walls, and even sending for familiar foods, rather than the bewildering local cuisine.

They wanted and recreated the familiar. They wanted their cigar brought, and then their newspaper. So they made themselves at home on the Huangpu, the Min, Gulangyu island, the slopes of Hong Kong, as snug as they could manage, and read weeks-old news about the real world over the ocean in a fug of finest Havana. (p.117)

Silly selfish saps!

And in their insatiably imperialist lust for profit, Bickers points out that some British firms even sold guns and ammunition to the warring sides in the Taiping Rebellion! The horror of those racist imperialist profiteers! Luckily, we now live in a blessed and enlightened age, when the British government would never dream of selling arms and airplanes, guns and implements of torture to Third World regimes, to countries like Saudi Arabia, who use the planes we sell them to bomb civilians in Yemen. Never ever.

— To be perfectly clear: I find a lot of the historiography of the British Empire, generally written by guilty white liberal men who bend over backwards to be politically correct in every way, to be revoltingly smug, superior and sanctimonious. To assume that their responses to the problems those people living in the 1840s, 1850s, 1860s and so on faced – their motivations to travel where the opportunity was, to set up companies, to trade and make money, to seek a living and a career – were all somehow uniquely wicked, and only the British ever did this or displayed imperialistic behaviour – never displayed before or since by any other nation (including the countless Chinese merchants they traded and set up companies with, or the genuinely bestial Japanese Empire) – and to assume that these are all behaviours which we moderns, in our infinite wisdom, have completely outgrown.

In my opinion, every human being is born into struggle – against their biological destiny, their physical flaws, the illnesses and accidents we are all prone to, against the psychological damage of childhood and education, against the cultural and technological limits of their time and position and, above all, the crushing necessity to make a living, to earn a crust, to eat and drink and stay alive.

My opinion is the same as John Locke’s, that we do better to commiserate our common frailty and sinfulness with our fellow humans – to sympathise with other people, to understand their suffering and pain, to help and aid those who are alive, now, today – and to empathise with the tribulations of those who came before us, who struggled through their own challenges.

But people like historians of empire, who appoint themselves judge and jury over the past, who lump the entire population of Britain into one undifferentiated pile labelled IMPERIALISTS so they can sneer and ridicule and belittle our benighted ancestors, well they run the risk of themselves being lumped in with the Britain of our times, being judged by the same strict broad-brush approach which they apply to the past – and found wanting. Was Bickers not alive during the invasion of Iraq, the invasion of Afghanistan, the financial crash of 2008, the Brexit vote or, at its widest, the election of President Trump? In a hundred and fifty years time won’t he be lumped in with this violent, war-starting, financially ruinous era?

And – the most obvious crime of our age – he is living through the destruction of the planet’s life forms and the tipping point of global warming. In a hundred and fifty years time Bickers too – with his flying round the world and globetrotting, a privileged western academic who ‘travelled extensively, visiting many of the haunting sites scattered across China that feature in the book’ (as the blurb puts it) – will be lumped in with the stupid, blinkered generation who arrogantly took it as their prerogative, as their right, as their entitlement, to burn up fossil fuel, to heat up the atmosphere, and to permanently damage the planet – and all in order to write his sarcastic quips about his obscure forebears.

And, if anybody reads books a hundred and fifty years hence, this type of morally superior historian will be judged all the more harshly because they have forfeited the possibility of themselves being forgiven by the unremitting harshness, judgmentalism, superior and supercilious attitude which they apply so flippantly and casually to people who died 150 years ago, and who cannot speak in their own defence. ‘Judge not lest ye be judged,’ as a dead white man said long ago.

Seen from this perspective – of condemning the helpless dead – judgmental histories like Bickers’ are a form of bullying. And when I see any form of bullying happening right in front of me, although I may not like the victim very much, my instinct is to side with the underdog, with the person being subjected to relentless vilification by someone in power over them.

But the relentless patronising of the past is not only morally offensive, it’s also plain dumb. Repeatedly Bickers comes up with the revelation that these businessmen and traders and merchants and bankers were out to make a profit! That merchants and bankers came out from Britain to set up businesses, to trade, and to make money! God, the implication is – how grubby and tacky and awful, all this fussing about money and profits!

The implied contrast is with morally pure academics, swanning around the world paid for by government grants, unfurling their deathless prose for the benefit of lesser mortals who have to scheme and plan and graft, to set up businesses, borrow capital, employ staff, hire premises and equipment, do deals and live with the permanent risk of going bankrupt or having your offices, staff or family attacked by anti-western zealots. What losers they must be, eh!

Bickers describes how a lot of the China traders got very rich very quick which, it is implied, was a contemptible thing. What depraved wretches! Lucky for us that we live in an era of perfect equality, with no disparities of income and wealth, either here in perfectly governed Britain, or in contemporary not-at-all-capitalist China. Aren’t we so right to feel superior to the past and their despicable get-rich-quick mentality 🙂

Eurocentric

The final irony is that, despite all his fashionably anti-imperial attitudinising, this book is in fact written overwhelmingly from the white western point of view. To be precise, from the British and, by and large, English point of view. Chaps’ diaries are used to put chaps down. Chaps’ accounts of their adventures are used to criticise chaps’ racist attitudes. Chaps’ reports back to the East India Company or Parliament are used to chastise chaps’ crudely mercantile way of thinking.

Oh silly, silly Victorians who knew nothing about multicultural studies or LGBT rights, who thought only in terms of their own age, cultural and social norms. How blinkered some people can be! Could they not guess how they would be judged in 150 years time and reorient all their actions accordingly?

Also, a thorough account of ‘the scramble for China’ really ought to include not just the British but the French, Portuguese and Dutch, with large roles for the Russians and Germans, all of whom got in on the act, scrambling for their own treaty ports and concessions. But in this book there are hardly any accounts of other countries’ activities.

All in all, this book is emphatically not a historical account of the multi-national scramble for China – it is a cultural and sociological study of ‘the British in China 1832-1915′ and its title really should have conveyed that more accurately.

And above all – irony of irony – for such a politically correct writer, there are hardly any Chinese voices in the text. This may be for all kinds of structural reasons, such as that many of these encounters weren’t recorded on the Chinese side, or that the archives were lost in the various revolutions and rebellions. But the fact remains that this is yet another book about the white British empire, by a white British historian, which relies overwhelmingly on the efficient and detailed record-keeping of white Victorian imperialists – in order to twist and quote them out of context with the sole intention of proving what awful racist money-grubbing insensitive imperialists they were.

In other words, through the academic jargon and preening rhetoric, there is little in the facts and nothing in the attitude which are either new or interesting. The Scramble for China conforms entirely and dully to the politically correct dogmas of our time.

Extended example

The Boxer Rebellion (1899-1901) was just one of several native Chinese uprisings which overlapped with, or promoted reprisals from, the European powers to create a terrifying vortex of violence right at the end of the nineteenth century. What you’d hope for from a long (400-page) historical account of the period might be an attempt to disentangle these events, to patiently explain and analyse them. Bickers does the opposite.

War was fought across Manchuria, as Russian forces razed Amur river cities, and smashed their way south into Manchuria and north out of Port Arthur. It was fought in Tianjin, the foreign concessions besieged by Boxer bands and the Qing army. It was fought all the hot dusty way to Peking, as a multinational force of foreign troops slogged their way to the capital and relieved the besieged legations and Christian cathedrals. War was fought in Shanxi province, as German and British columns tramped to Taiyun, slaughtering opposition on the way… War was fought between Boxers and Christians, between Qing armies with Boxer allies, and the ‘Eight Power’ allied expeditionary force. It was fought by British marines and Japanese infantry, as well as by Sikhs, Bengalis, Black Americans, Annamese, Algerians and a British regiment of Chinese from Weihaiwei… It was a cruel war: a war between states, a civil war, a fight for personal survival… (p.346)

My critique is simple: every one of these incidents (the battles and campaigns) and ideas (for example, the very mixed nature of the armies) ought to receive extended treatment so that the reader can understand these key events and these important issue better; can learn something.

Instead, this vast tangle of events and ideas is made subordinate to Bickers’ addiction to fancy rhetoric, to the single flashy rhetorical trick of starting a lot of sentences with ‘war was fought’ or ‘it was fought’. Sure, the repetition rams home the idea that there was a whole lot of fighting going on; but the most basic elementary entry-level journalistic questions – who, what, where, when, why and how? are ignored – not in the name of some compelling insight or new thesis – but in the name of grand-standing rhetoric.

Bickers is more interested in describing the way news of these events back home was chaotic and often fabricated, how reports were made up by European journalists or editors, along with staged photographs and how some of the very first newsreel footage in the new technology of moving pictures was also generally faked and rigged.

Golly! News is fabricated and created by fallible and/or profit-seeking papers, magazines and media outlets! Wow! Yes indeedy, Bickers is here to tell us that coverage of far-away wars is often sensationalist and inaccurate.

There was a dearth of authenticity in this much-faked war, characterised and impelled as it was by forgery and wild rumour (p.355)

To read Bickers you’d think this must be the only war in history characterised by ‘forgery and wild rumour’ – as opposed to the obvious fact that, as the saying coined a century ago puts it, the very first casualty of war is truth.– This is a truism. A cliché. A threadbare, bleedingobvious commonplace taught to every GCSE schoolchild. Why am I reading it in a book written by a professor of history as if it is a dazzling new discovery?

My contention is that Bickers knows an awesome amount about this period, but fails to report it clearly or accurately, preferring to corral it all into either a) huge paragraphs designed to show off his rhetorical prowess, or b) long sections filled with tedious academic jargon which, upon a closer reading, always turn out to be obvious and banal.

To adopt Bickers’ own sociological terminology, this book is history ‘recruited’ and ‘refashioned’ for personal ‘display’ and ‘aggrandisement’.

This example is far from unique. A few pages later he does the same thing again. In among the chaos of the turn-of-the-century conflicts there was a lot of looting and pillaging (as, I believe, has occasionally happened in other wars) – but do we gets details, context, causes or consequences, useful facts and analysis to help us understand and remember each of the distinct outbreaks and incidents? Nope. We get another set-piece of booming rhetoric:

They looted at Tianjin; they looted at Peking; they looted everywhere in between, and far out into the northern provinces. They looted for days, for weeks, for months. They looted arsenals, granaries, mints and palaces. They looted the instruments from the old Jesuit Observatory. They looted salt stocks and Tianjin, and treasure from pawnshops. They looted houses and hovels. They looted tombs. They took furs, silks, paintings, jades and porcelains. They looted gold-plate from the roofs of temples. They took books and statues. What they did not like or could not take they trampled underfoot, tore, burned or wrecked. (p.350)

OK, I get it – there was a lot of looting. But who, what, where, when, why and how? Not in this book, you won’t find these basic questions answered.


Conclusion

This long book is a struggle to read. The average person-in-a-hurry could pick up pretty much all they need to know in half an hour by reading these Wikipedia articles.

What this 400-page book gives you which Wikipedia doesn’t, is vast amounts of anthropological-ethnographic-sociological jargon, almost entirely about the Western, and specifically British, individuals involved in the opening up and colonising of China.

There are brief descriptions of festivals or temples, a bit about Peking architecture, many scattered details about relevant places and events though generally delivered in a confusing way – but little or nothing about Chinese art or poetry, history or attitudes, culture or politics – and nothing you can really grasp or learn from about the big wars in Victorian China and their geopolitical implications. And that was the main reason why I bought this book.

Instead, there are lengthy sociological disquisitions about the spread of Christianity through missionary activity (chapter 8), the rise of the Chinese Customs Authority under the legendary Ulsterman Robert Hart (chapter 7), a lengthy account of how Hart’s Customs helped organise a comprehensive network of lighthouses along China’s coast in the 1870s and 80s, which leads on to the western gathering of data generally, about the meteorology of the coast or of Chinese diseases (chapter 9).

Sounds interesting, doesn’t it? But because it is all couched in the limited and stereotyped jargon of ‘practices’ and ‘networks’ and ‘sites of insult’ and ‘imperial enterprise’ etc, and because Bickers never drops his anti-British sentiment (lighthouses were – shockingly -built to make imperial trade safe and guarantee profits! meteorological data designed to help imperialist shipping! medical reports to help the racist westerners better able to exploit etc) it isn’t. It ends up all sounding the same. He manages to make a riveting period of history sound really boring.

Last thoughts

For my £15 I had to wade through hundreds of pages of preening prose and abuse being thrown at long-dead profit-hungry, racist imperialists – but did ultimately emerge with two newish (to me) thoughts:

  1. The China British were always a sort of spin-off of British India, using the same slang, building the same sort of houses, treating the locals, especially their servants and mistresses, with the same appalling and often violent condescension. And the Forward Party of China colonists really thought they could hoodwink and bully the British government back home into supporting an incremental takeover of China through piecemeal wars and ‘punitive actions’ – raucously calling for more and more belligerent intervention. This, after all, was all how we slowly acquired India. Hmmm. Interesting.
  2. Right at the end of the book Bickers describes how he has himself been subjected to harangues and lectures by modern young Chinese criticising him personally for being British and therefore to blame for the ‘century of humiliation’. What is interesting is that these young people have absolutely no experience of any of the events they cite (the violence of 1842, 1860 or 1901). But this story – how their country was subjected to a hundred years of imperialist conquest, a hundred years of victimhood – has been drummed into them by the Chinese state. Why? Bickers explains that, after the Chinese government violently repressed the Tiananmen Square protests of 1989, and arrested and imprisoned the reform-minded leaders who let it all get out of hand, they then undertook a sweeping review of Chinese education designed to emphasise the uniquely nation-saving achievements of the Chinese communist party and why all Chinese should be forever grateful to it. In order to boost its role as the goody in the story, the communists emphasised the irredeemable baddyness of all foreigners, of Western Imperialism, be it British, French or Russian, and also to lump in the decades of abuse from Japan as somehow permitted and encouraged by those imperialist farangs.

It is fascinating to learn that the anti-western feeling of many of China’s young educated people is more powerful and passionate today than it has ever been – and that it is encouraged by state-sponsored history books, courses and teachers.

The final chapter of Bickers’ book is thirty pages devoted to a rather boring description of how archives and records were rescued from China during the 20th century, and how a patchwork of researchers has set about writing more accurate and unjingoistic accounts of western, and especially British, imperialism in China. Fair enough.

The irony is that they are doing so at the same time as China’s authorities are also sponsoring a highly tendentious anti-western narrative. Bickers worries that this could lead to quite dangerous results:

A globalised China is not new; but a powerful global China is unprecedented. That provides new food for thought, especially as Chinese youth come out into the world equipped for instinctive indignation at China’s past humiliations and what they feel to be contemporary echoes of those. The awkward confidence that such sensitivity engenders in them might make for all of us a very awkward world. (Final words of the text – p.399)

Worrying, eh?

And this leads onto a final thought of mine, which isn’t in the book at all – that we live in an age of Victimhood, of ever-multiplying victim narratives competing to be heard. The Jews have a well-established Holocaust narrative which is now enshrined in Holocaust Memorial Day (January 27). Black History Month has been going since 1970 in the States, 1987 in the UK. Since as far back as 1909 there’s been an International Women’s Day, now held on 8 March. These are state-sanctioned days or periods solemnly commemorating what are, at heart, victim narratives.

But away from these official victim narratives, the sense of being victimised and humiliated proliferates in the modern world – the entire Arab world, for example, blames Europeans and especially the British for allowing Israel to be founded, for giving their countries stupid arbitrary borders, for interfering and undermining their nations in any number of 20th century coups and invasions, and for continuing to kill Muslims in Iraq or Afghanistan or Syria – victim narratives which can be compiled into recruiting literature for al-Qaeda or ISIS.

I’m not passing judgement on any of these or the numerous other narratives of victimhood of our time – just pointing out the fact that the last pages of Bickers’ book make a riveting contrast to the previous 400. For the first 400 he gives hundreds of quotations from bombastic, jingoistic, imperialistic, often overtly racist, patronising and violently confident China pioneers, settlers and apologists all boasting about their power and might and supremacy. Right at the end of the book there is a loud screeching of brakes as you are suddenly dumped into the 21st century and find yourself surrounded by voices all clamouring to show off their weakness, to show you their wounds and their suffering, all competing to show you how vulnerable and abused and humiliated they have been.

Read newspapers and magazines from 1911 and they’re all about power, might and conquest; read newspapers and magazines from 2011 (when this book was published) and it’s a wall of helplessness, victimhood and suffering.

China’s War with Japan 1937 – 1945 by Rana Mitter (2013)

The aim of the book

Mitter is an eminent historian of twentieth century China and of the period leading up to World War II in particular. In his introduction he points out that the Sino-Japanese War – which lasted from 1937 and then became subsumed in the wider World War – is often neglected in Western historiography which, perhaps understandably, focuses on the war in Europe/Russia and on the American War in the Pacific: both perspectives tend to overlook the fact that the Chinese were fighting the Japanese for four long years before the Americans joined the struggle. By providing one continuous narrative of the entire Sino-Japanese War, as seen from the Chinese point of view, Mitter aims to redress this imbalance and tell this generally ‘untold story’.

The second main point, which emerges increasingly as the wider World War progresses, is that China – as the four-year adversary of the Japanese, and as the country responsible right to the end of the war for tying down some 500,000 Japanese troops as well as supplying men to fight alongside the British in Burma – deserved much greater representation in the meetings of the Big Three – Russia, America, Britain – which decided the fate of the post-war world. China was only invited to one, minor, Allied conference – held in Cairo – and was not invited to Yalta, Tehran, Potsdam. To this day, Mitter claims, the lack of recognition of China’s part in the wider anti-fascist struggle, and then her deliberate omission from the meetings of the Big Three – which they think should have been a Big Four – rankle in the memory of educated Chinese.

It contributes to the smouldering Chinese sense that for a long, long time, for some 150 years, first the British and then the Americans assumed control and sway over the Pacific and all its peoples, and that Chinese interests and contributions were consistently ignored or trampled on.

Now, at last, in the 21st century, China is confident enough and powerful enough to begin to flex her muscles and assert her rights in the region. Which is why, Mitter argues, educated people in the West need to be aware of the often harrowing events of this brutal eight-year war, and of the emotional significance it still has for many Chinese, and how it still informs modern China’s attitudes and worldview.

The Sino-Japanese War

1. 1937 to Pearl Harbour (1941)

Having annexed neighbouring Korea (1910) and the huge northern province of China known as Manchuria (1931), the aggressively militarist Japanese Empire took the opportunity of a trivial border incident (at the so-called Marco Polo Bridge) to launch a full-scale armed invasion of China in July 1937.

When Japan attacked there were broadly three forces in China: the Nationalist Party of Chiang Kai-Shek (also known as the Kuomintang) which claimed to be the official government of the whole country; the smaller Chinese Communist Party – whose leaders included the up-and-coming demagogue Mao Zedong – and a number of regional warlords.

China was divided like this:

a) Because the latter part of the 19th century was marked in China by decades of civil war and administrative weakness. The biggest of these disruptions was the Taiping Rebellion, a vast civil war which dominated the 1860s and in which anything up to 100 million Chinese might have killed each other, and which people in the West have little awareness of. The rebellion had only been put down at the cost of giving autonomy to regional military leaders and it was this which established the pattern of ‘warlord’ control of some regions. A growing body of politicians, modernisers and revolutionaries all realised that the old imperial structures just couldn’t rule this huge country, and the turmoil eventually led to the overthrow of the Qing imperial dynasty in 1912 and the establishment of a republican government.

b) However, the nationalist revolutionaries proved incapable of preventing the country falling apart into a patchwork of regions controlled by local military leaders or ‘warlords’. Hence the complex geography and politics of the ‘Warlord Era’, 1916 – 1928.

Japan’s advance was swift not only because of China’s political, administrative and economic divisions but for the more basic reason that, under successive 19th century rulers, China had failed to modernise and keep up with the industrialised world. Convinced of their cultural superiority, of their lofty position as ‘the Heavenly Kingdom’, China’s rulers looked down on the big-nosed Europeans with their crude manners and obvious greed. Which turned out to be a mistake because the foreign devils (one of many discriminatory terms the Chinese use for non-Chinese) came armed with the benefits of the Industrial Revolution – steamships, guns, cannon, trains.

In the 1840s Chinese rulers found themselves forced at gun point to agree to treaties with Western imperialist powers – Britain, France, America – who secured for themselves coastal entrepôts (Hong Kong, Shanghai), exemption for Western citizens from Chinese law, but who (wisely) never made any attempt to colonise the vast peasant interior.

China’s economic and social backwardness contrasted with Imperial Japan, whose government realised in the 1860s that they had to keep up with the farangs by importing the best of Western know-how. The Japanese gave Westerners limited rights at certain specific trading ports but, more importantly, embarked on a wholesale reform and modernising of their technology and industry. By the turn of the twentieth century Japan combined an ongoing level of rural Asian poverty with surprising levels of urbanisation and industrialisation. This was brought forcefully home to everyone when Japan defeated Russia – itself arguably a vast, backward nation but still, in theory, European – in the Russo-Japanese War of 1904-5. Bolstered by this victory, Japan’s well-organised, well-equipped and well-managed army and navy went on to seize control of all Korea in 1910.

The disparity in cultural attitudes (Japan’s Big Yes to Western know-how compared to China’s lofty rejection), in their respective levels of industrialisation, and in central economic, political and military control, help explain why – when they decided to extend their occupation in 1937, Japan, with a population of just 72 million, managed to subdue China, with a population of about 520 million.

The war was marked early on by the Japanese massacre of the civilian inhabitants of the capital Nanking

and continued to be marked by extreme Japanese brutality and bloodshed, including the indiscriminate bombing of cities crowded with refugees – for example, the bombing campaign against the Nationalists’ temporary capital of Chongqing – which resulted in horrifying casualties.

The Nationalists themselves contributed to the mayhem with a ‘scorched earth’ policy, including burning some of their own cities to the ground before the Japanese could take them and – most notoriously – in 1938 breaking the dikes which held in the massive Yellow River. This created a truly epic flood over a huge area of central China which certainly delayed the Japanese advance but led to a mind-boggling 800,000 deaths from drowning, not to mention further deaths from disease and starvation.

The Communist forces, such as they were, had retreated deep into remote northern China in the long flight which their propaganda machine turned into the legendary ‘Long March’. About 70,000 communist cadres set out on it and maybe as few as 7,000 completed it, the rest dying or giving up along the way. Thus the bulk of the resistance to the Japanese invaders, of the actual fighting, fell to Chiang, his German-trained Nationalist forces, and whatever warlord allies he could press to help him (and who all too often let him down).

The whole story is a panorama of extraordinary chaos, suffering and death on a continental scale.

2. After Pearl Harbour

The story becomes a lot more comprehensible – and therefore interesting and memorable – once the Japanese have their bright idea to attack Pearl Harbour and declare war on the most powerful nation on earth. And Hitler decides – quite unnecessarily – to rally to their support and also declare war on America.

There had been an earlier turning point when the war in Europe broke out in September 1939 and Chiang’s Nationalists suddenly hoped for arms and support from the European democracies (who just happened to be the very same imperialist devils which Chinese nationalist propaganda had been reviling for decades). But, in the event, the supposedly all-powerful British Empire turned out to be weak – in fact, it was shown to be an essentially peacetime operation, able to carry out local police actions and just about manage a huge array of established colonial assets, but in no way ready for a war of aggression – unlike Germany or Japan. Britain herself struggled for survival in 1940 and ’41 and so the last thing on her mind was sending troops to the other side of the planet to fight in someone else’s war.

Pearl Harbour marked the beginning of the war for America, but was only a way station for the Chinese who had, by this stage, been resisting the Japanese for four long years. It would take three more bitter years to defeat them, with mixed results for Chiang’s Nationalists: on the one hand they now found themselves de facto allies of Britain and America in the war against Japan; on the down side, they now found themselves caught up in the very complicated diplomatic and military manoeuvering which took place even between the nominal allies Britain and America, with the added challenge of Stalin’s Russia, as well as coping with Mao’s communists and the Chinese collaborationist regime.

For one of the many untold stories which Mitter brings back into the light is the role of Wang Jingwei, at one time a colleague of Chiang’s, who was persuaded that the patriotic thing to do in order to prevent more loss of Chinese lives and destruction of Chinese land, was to co-operate with the Japanese. After agonising soul-searching – recorded in detail by one of his aides-de-camp, Zhou Fohai, in a diary from which Mitter liberally quotes – Wang agreed to fly back to the occupied former capital of Nanjing and allow himself to be set up as the Japanese-backed puppet leader of Occupied China – an equivalent of the Vichy Regime in France or Quisling in Norway.

The three years of the War in the Pacific are detailed in Max Hasting’s grim history Nemesis. Mitter usefully complements such Anglocentric accounts with his narrative of the ongoing battles – and the complex diplomatic manouevres – taking place in war-torn China.

One of the most interesting themes which emerge in the final part of Mitter’s book is that the various Chinese administrations – as they struggled to keep control of their areas and populations, to properly organise the collection of taxes, the feeding of soldiers, the distribution of the growing amounts of Allied aid – became progressively more centralised and relied increasingly on Terror as a political tool. Each of the three regimes set up secret police forces who used arbitrary arrest, torture and executions to intimidate dissident voices, each one headed by specific individuals – the equivalents of the Nazis’ Heinrich Himmler – who became notorious for their brutality and sadism. For Chiang’s nationalists it was Dai Li, for Wang’s collaborationists it was Li Shiqun, for Mao it was Kang Sheng.

And all three parties despised Westerners as culturally inferior, hated and bitterly resented the shame and humiliation they’d been subject to during the era of Unequal Treaties, and were – accordingly – contemptuous of the hypocrisy of Western ‘liberal, ‘democratic’ societies. None of them really understood the Western notion of democracy from below – the models of all three (as indeed of the conquering Japanese) was of top-down rule by a strong Leader – Generalissimo Chiang or Chairman Mao.

Given the huge political differences between all three factions and given the direct links between the Chinese Communists and Stalin’s Russia – Stalin told the CCP, basically, what to do – on the one hand, and the widespread corruption, brutality and inefficiency of Chiang’s Nationalists (to the many Americans who had experience of Chiang Kai-Shek’s regime, he acquired the nickname ‘Cash My Check’) on the other – it’s no surprise that relations between the Western Allies and the various Chinese factions were fraught with misunderstandings, miscalculations, misgivings and mistakes, which Mitter records in great detail.

3. Conclusion

By the end of World War II, the sustained struggle against the Japanese had exhausted Chiang Kai-Shek’s Nationalist forces. By contrast the war had seen the growth in strength and confidence of the Communists who had been able to send out political cohorts to infiltrate broad areas of unoccupied China to spread their message of a revolution for the peasants, for the poorest of the poor.

It was also during the latter part of the war that Mao began to establish his grip on the Chinese Communist party through a programme of biting criticism and calls for ideological purity – the so-called ‘Rectification Process’ – which was the start of 30 years of intimidating, arresting and executing his opponents. As Mitter points out, the techniques which underlay the catastrophic Cultural Revolution of the late 1960s were first laid down in the early 1940s.

When the War in the Pacific came to an abrupt end in August 1945, the war for control of China still had four more bloody years to go, a ragged civil war in a shattered country which ultimately led to the complete seizure of power by the Communists and the establishment of the People’s Republic of China in October 1949. The remnants of Chiang’s Nationalists fled to Taiwan, where they rule to this day. As Mitter sums up – Chiang’s Nationalists won the war but lost China.

Embers of War by Frederik Logevall (2012)

This is a staggeringly good book. The main text is a hefty 714 pages long, with another 76 pages of endnotes, a comprehensive list of further reading, and a thorough index. It is beautifully printed on good quality paper. It is in every way an immaculate book to own and read and reread (in fact I found it so addictive I read the first 500 pages twice over).

Vietnam before the war

Most histories of the Vietnam War focus on ‘the American War’ of the mid- and late-1960s. Logevall’s epic account comes to an end in 1959, when there were still only a few hundred U.S. troops in the country, before the American war of the movies and popular legend had even started (the Gulf of Tonklin Resolution in the U.S. Congress which gave President Johnson full power to prosecute a war was passed in August 1964.)

Instead, Logevall’s focus is on everything which preceded the full-blown American involvement. It is a masterly, incredibly detailed, superbly intelligent account of the long struggle for Vietnamese independence from French colonial rule over Indochina, which has its roots way back before the First World War, but whose major and fateful decisions were made in the years immediately after the Second World War. For the core of the book covers the twenty years between 1940 and 1960 which saw the First Indochina War of Independence and the bitter defeat of the French imperial army. Logevall’s intricate and comprehensive account for the first time makes fully comprehensible the circumstances in which the Americans would find themselves slowly dragged into the quagmire in the decade that followed.

Above all this is a political and diplomatic history of the events, with a great deal of space devoted to the personalities of the key political players – Ho Chi Minh, Viet Minh General Giap, U.S. Presidents Roosevelt, Truman and Eisenhower, French president Charles de Gaulle – along with exhaustive explanations of their differing aims and goals, and thorough analyses of the diplomatic and political negotiations which were constantly taking place between a dizzying and continually changing array of politicians, statesmen and military leaders.

The attractiveness of the book is the tremendous intelligence with which Logevall dissects and lays bare the conflicting political goals and shifting negotiating positions of all these players. Time and again he puts you in the room as Truman and his team discuss the impact of China going communist (in 1949) on the countries of the Far East, or Eisenhower and his team assessing the French forces’ chances of winning, or the debates in the Viet Minh high command about how best to proceed against the French army at Dien Bien Phu. In every one of these myriad of meetings and decision-points, Logevall recaptures the cut and thrust of argument and paints the key players so deftly and vividly that it is like reading a really immense novel, a 20th century War and Peace only far more complex and far more tragic.

Ho Chi Minh

A central thread is the remarkable story of Ho Chi Minh, who could have been a sort of Vietnamese Mahatma Gandhi, who could have led his country to peaceful independence if the French had let him – and who certainly emerges as the dominating figure of the long struggle for Vietnamese independence, from 1918 to 1975.

Ho Chi Minh was born Nguyễn Sinh Cung in 1889. In his long life of subterfuge and underground travel he used over 50 pseudonyms. The text skips through his education to his travels from Asia to Europe via the States (as a cook on merchant navy vessels, seeing the major American cities, establishing himself as a freelance journalist in Paris), and then the story really begins with Ho’s presence at the peace conference which followed the Great War.

Vietnam had been colonised by the French in the 1850s and their imperial grip solidified around the turn of the century. The French divided Vietnam into three units, Tonkin in the north (capital Hanoi), the narrow central strip of Annam, and Cochin China in the south (capital Saigon). Logevall eloquently evokes the atmosphere and beauty of these two cities, with their wide boulevards, French cathedrals and opera houses. The French also colonised Laos, which borders Vietnam to the central west, and Cambodia, which borders it to the south-west. These three countries were collectively known as French Indochina.

Between the wars

U.S. President Woodrow Wilson arrived at the Versailles peace conference which followed World War One brandishing his much-publicised Fourteen Points, the noble principles he hoped would underpin the peace, the fourteenth of which explicitly called for the self-determination of free peoples.

As Logevall points out, in practice the Americans were thinking about the self-determination of the peoples in Europe, whose multicultural empires had collapsed as a result of the war e.g. the Austro-Hungarian and Ottoman Empires; the principle wasn’t really addressed at the inhabitants of Europe’s overseas empires.

In a typically vivid snapshot, Logevall describes how the young optimistic Vietnamese nationalist Ho Chi Minh, who had already gained a reputation as a journalist advocating independence for his country, hired a morning coat and travelled to Versailles hoping to secure an interview with President Wilson to put the case for Vietnamese independence. But his requests were rebuffed, his letters went unanswered, nobody replied or took any notice. It was the start of a long sequence of tragically lost opportunities to avert war.

Instead the ‘victorious’ European empires (Britain and France) were allowed to continue untroubled by American interferences and French colonial administration of Vietnam, Laos and Cambodia, with all its snobbery and exploitation, strode on into the fragile 1920s and troubled 1930s.

Dispirited by the complete lack of interest from the Allies at Versailles, Ho traveled to Soviet Moscow in the early 1920s, where he received training from the infant Communist International (or Comintern) before returning to Vietnam to help organise a Vietnamese nationalist and communist movement.

But according to Logevall’s account, Ho continued to have a soft spot for America – not least because it was itself a country which had thrown off colonial shackles – and continued for decades to hope for help & support in Vietnam’s bid to escape from French control. In vain. Maybe the central, tragic theme of the book is how the American government went in the space of a decade (1940 to 1950) from potential liberator of the world’s colonial subjects, to neo-imperial oppressor.

The impact of the Second World War

In the West, and particularly in Britain, we think of the Second World War as starting with the German invasion of Poland on 1 September 1939, which prompted Britain and France to declare war on Nazi Germany. But the war in the East had its own timeframes and geography, and is really marked by the step-by-step aggression of Japan through the 1930s. For the highly authoritarian, militaristic Japanese government was the rising power in the East. Japan invaded Manchuria in northern China 1931 and then, in 1937, invaded the rest of coastal China, penetrating south. China was already embroiled in a chaotic civil war between various regional warlords, the nationalist movement of Chiang Kai-Shek and the nascent communist forces of Mao Zedong, which had been raging since the late 1920s. The border between north Vietnam and China is 800 miles long and the French colonial administrators watched developments in their huge northern neighbour with growing trepidation.

Meanwhile, in faraway Europe, Adolf Hitler’s Nazi regime successfully intimidated the western democracies (i.e. Britain and France) into allowing him to reoccupy the Rhine (March 1936), occupy Austria (March 1938) and seize the Czech Sudetenland (September 1938). But it was the surprise Nazi-Soviet Pact of August 1939 and then Hitler’s September 1939 invasion of Poland which plunged the continent into war.

None of this affected distant Indochina until the Germans’ six-week Blitzkrieg campaign in May 1940 against France. The victorious Nazis allowed a puppet right-wing government to be created in France, under the 84-year-old Marshall Petain and based in the spa town of Vichy. As a result of their defeat, the colonial administrations around the French Empire – in West and North Africa, in the Middle East and in Indochina – found themselves obliged to choose between the ‘legitimate’ new Vichy administration, which soon began persecuting socialists, freemasons and Jews (Logevall makes the ironic point that there were only 80 Jews in all Indochina and most of them were in the army) or the initially small group of followers of the self-appointed leader of the ‘Free French’, Charles de Gaulle.

When the highly armed and aggressive Japanese continued their expansion into northern Vietnam in September 1940, the Vichy French briefly resisted and then found themselves forced to co-operate with their supposed ‘allies’ – or the allies of their Nazi masters back in Europe. The Japanese wanted to cut off supply lines to the Chinese nationalists opposing them in China and also needed the rice, rubber and other raw materials Indochina could offer. In an uneasy understanding, the Japanese allowed the Vichy officials to administer the country at a civil service level – but they were the real masters.

Pearl Harbour

By setting it in its full historical context, Logevall for the first time made clear to me the reason the Japanese attacked Pearl Harbour (on 7 December 1941) and the central role played in this cataclysmic event by Indochina.

From 1940 U.S. President Roosevelt and his advisers were concerned about Japan’s push southwards and especially their seizure of Vietnam. If they continued, the Japs would be in a position to carry on down the Malay peninsula, taking Singapore and threatening the Philippines in the East and Burma to the West.

When, in July 1941, Japanese troopships were sighted off Cam Ranh Bay on the south coast of Vietnam, it set American alarm bells jangling and, after much discussion, the President imposed a goods blockade on Japan, including oil and rubber, insisting the Japanese withdrew from China. Negotiations with the moderate Japanese Prime Minister Konoye continued through the summer but neither side would back down and, in October 1941, Konoye was replaced by General Hideki Tojo, who represented the aggressive stance of the armed forces. His government decided the only way Japan could continue to expand was by eliminating the American threat and forcibly seizing required raw materials from an expanded Japanese empire. Hence the plan was formulated to eliminate the American Pacific fleet with a surprise attack on Pearl Harbour, and it was in this context that the Japanese Fleet launched the notorious attack on 7 December 1941.

Logevall describes this tortuous process and its consequences with great clarity and it is absolutely fascinating to read about. He introduces us to all the key personnel during this period, giving the main players two or three page biographies and explaining with wonderful clarity the motives of all the conflicting interests: The Vichy French reluctant to cede control to the Japanese and scared of them; the Japanese busy with conflicts elsewhere and content to rule Indochina via the compliant French; the Americans reeling from Pearl Harbour but already making long-term plans to regain Asia; and in Vietnam, alongside Ho’s communists, the activities of the other groups of Vietnamese nationalists, as well as numerous ‘native’ tribes and ethnic minorities. And far away in embattled London, the distant but adamantine wish of General de Gaulle and the ‘Free French’ to return Indochina to French rule.

Roosevelt and Truman

For most of the war the key factor for Asia was President Roosevelt, a lifelong anti-colonialist, who condemned and opposed the European empires. Admittedly, he had to tread carefully around key ally Winston Churchill, who was doggedly committed to the preservation of the British Empire, but he had no such qualms about France, which he despised for collapsing so abjectly to the German Blitzkrieg of 1940.

Roosevelt was only reluctantly persuaded to support the haughty, pompous General de Gaulle as representative of the so-called ‘Free French’ – he preferred some of the other leaders in exile – but took a particular interest in Indochina. Roosevelt gave strong indications in speeches that – after the Germans and Japanese were defeated – he would not let the French restore their empire there. Instead, the president got his State Department officials to develop the idea of awarding ‘trusteeship status’ to post-colonial countries – getting them to be administered by the United Nations while they were helped and guided towards full political and economic independence.

Alas for Vietnam and for all the Vietnamese, French and Americans who were to lose their lives there, Roosevelt died just as the Second World War drew to a close, in April 1945, and his fervent anti-imperialism died with him.

He was replaced by his unassuming Vice-President, plain-speaking Harry S. Truman from Missouri. (In the kind of telling aside which illuminates the book throughout, Logevall points out that Truman was only selected as Vice-President because he was so non-descript that when all the competing factions in the Democratic Party cancelled out each other’s nominations, Truman was the only one bland enough to be left acceptable to all parties.)

Vietnam’s first independence and partition

The atom bombs at Hiroshima and Nagasaki crystallised Japan’s defeat and she surrendered on 2 September 1945. Within days of Japan’s fall, Ho and his party were organising major celebrations of Vietnam’s independence. In a historic moment Ho spoke to a crowd of 300,000 cheering compatriots in Ba Dinh Square, central Hanoi, on 2 September 1945, formally declaring Vietnam’s independence. Logevall quotes American eye witnesses who were startled when Ho quoted extensively from the American Declaration of Independence, as part of his ongoing attempt to curry favour with the emerging world superpower.

But alas, back in Washington, unlike his predecessor Roosevelt, President Truman had little or no interest in Indochina and all talk of ‘trusteeship’ leading to eventual independence disappeared. Instead the victorious allies had to make practical arrangements to manage Indochina now Japan had surrendered. It was agreed that the north of the country would be taken over by an army of the nationalist Chinese (at this stage receiving huge aid from America) while the British Indian Army would take over temporary running of the south, in a temporary partition of the country while both forces waited for the full French forces to arrive and restore imperial rule.

Riven by political infighting and a spirit of defeatism, the French had rolled over and given up their country in 1940. Then a good number of them spent five years collaborating with the Nazis and shipping Jews off to concentration camps. Now they expected the Americans to give them huge amounts of money and military resources to help them return to their colonies, and they expected the colonial peoples to bow down to the old yoke as if nothing had happened.

General de Gaulle typified the militaristic, imperial French view that ‘metropolitan’ France was nothing without its ‘magnificent’ Empire; that France had a unique ‘civilising mission’ to bring the glories of French culture to the peoples of Vietnam and Laos and Cambodia (and Algeria and Syria and Mali and so on). Of course, the Empire provided cheap raw materials and labour for France to exploit.

The tragedy is that the Rooseveltian anti-imperial America which Ho and his followers placed so much hope on, betrayed them. Why? Two main practical reasons emerge:

  1. Restoring France Almost immediately after the end of the Second World War Stalin set about consolidating his grip on the Russian-occupied nations of Eastern Europe by establishing puppet communist regimes in them. The communist coup in Czechoslovakia and the start of the Berlin Airlift, both in 1948, epitomise the quick collapse of the wartime alliance between Russia and America into a Cold War stand-off. In this context, the Americans thought it was vital to build up Western Europe‘s capitalist economies to provide economic and military counterweight to the Soviet threat. Hence the enormous sums of money America poured into Europe via the Marshall Plan (which came into force in June 1948). A glance at the map of post-war Europe shows that, with Germany divided, Italy in ruins, Spain neutral, and the Benelux countries small and exposed, France emerges as the central country in Western Europe. If France’s empire contributed economically (through its raw materials), militarily (through colonial soldiers) and psychologically to France’s rebuilding, then so be it. The nationalist aspirations of Algeria, Tunisia and the other African colonies, along with Vietnam, Laos and Cambodia were sacrificed on the altar of building up a strong France in Europe to act as a bulwark against the Soviet threat.
  2. The domino theory It was only later, after China fell to communist control in October 1949, that Cold War hawks began to see (not unjustifiably) evidence of a worldwide communist conspiracy intent on seizing more and more territory. This received further shocking confirmation when North Korea invaded South Korea in June 1950. It is from the communist victory in China and the start of the 1950s that the Americans began to talk about a ‘domino effect’ – seeing non-communist countries as dominoes lined up in a row, so that if one fell to communism all the others would automatically follow. As the map below shows, the fear was that i) communist victory in Korea would directly threaten Japan ii) communist forces in central China would threaten the island of Formosa and the other western Pacific islands, and iii) most crucial of all – the collapse of Vietnam would allow communist forces a forward base to attack the Philippines to the east, open the way to the invasion of Thailand to the west, and threaten south down the long peninsula into Malaya and Indonesia.

Cast of characters

Logevall introduces us to a number of Americans on the ground – diplomats, analysts and journalists – who all strongly disagreed with the new American line, but were powerless to change it. Against their better judgement the Americans allowed the French to return to run Vietnam, Laos and Cambodia.

Logevall explains the arguments among the French themselves, and accompanies his account of the next nine years (1945-1954) with a running commentary on the changing patterns of the very fractured French political system (19 governments in just 8 years), and the conflicting priorities of the French communist party, the Socialists, the centre and the Gaullist right.

In contrast to French perfidy and inconsistency, Ho emerges as very much the hero of this account for the patience and mildness of his demands. Ho was in communication with both the French and American authorities – the French ignored all requests for independence, but he had some hopes the Americans would listen. Ho guaranteed that his independent Vietnam would allow for capitalism -for private property, a market economy. He said American firms would receive preferential treatment in rebuilding the post-war economy.

All on deaf ears. The same crowds who had greeted Ho’s historic declaration of independence in September 1945, stayed away from the pathetic French re-entry into Saigon the next year. On their first night of freedom, French troops who had been interned by the Japanese were released and went on a drunken rampage, beating up Vietnamese in the streets for being collaborators. Photo journalist Germaine Krull saw Vietnamese nationalists paraded through the streets with ropes tied round their necks while French women spat on them. Krull realised, right there and then, that the French had lost all respect and deference – instead of befriending the Vietnamese and creating a genuine partnership with promises of ultimate nationhood, the French hardliners had insisted nothing must question the ‘Glory’ and ‘Honour’ and ‘Prestige’ of La Belle France.

And so the quixotic quest for gloire and grandeur and prestige condemned France to nine years of bitter war, hundreds of thousands of death and, ultimately, to crushing humiliation. It feels like a grim poetic justice for the arrogance and stupidity of the French.

Dien Bien Phu

Almost immediately armed clashes between French soldiers and small guerrilla units or individuals began in all the cities and towns. Various nationalist groups claimed responsibility for the attacks but slowly Ho Chi Minh’s communists emerged as the best disciplined and most effective insurgent forces. The communists made up the core and most effective part of the coalition of nationalist forces christened the Viet Minh. Saigon became a twitchy nervous place to be, with an irregular drumbeat of gunshots, the occasional hand grenade lobbed into a cafe, assassinations of French officials in the street.

Logevall gives a detailed narrative of the slow descent of the country into guerilla war, with the dismal attempts of successive generals to try and quell the insurgency, by creating a defensive line of forts around Hanoi in the north, or sending search and destroy missions into the remote countryside.

The diplomatic and political emphasis of the book comes to the fore in the long and incredibly detailed account of the manoeuvring which surrounded the climactic Battle of Dien Bien Phu, from the beginning of its inception in 1953.

I have just reviewed a classic account of this battle, Martin Windrow’s epic military history, The Last Valley: Dien Bien Phu and the French Defeat in Vietnam, so won’t repeat the story here. Suffice to say the French had the bright idea of creating a defensive stronghold in an isolated valley in remote north-west Vietnam which could only be supplied from the air. Why? a) They intended to use it as a base to undertake offensive actions against Viet Minh supply lines running from China past Dien Bien Phu southwards into neighbouring Laos and b) they planned to lure the Viet Minh into a set piece battle where they would be crushed by overwhelming French artillery and airborne power.

The plan failed on both counts, as the Viet Minh surrounded the fort in such numbers that ‘offensive’ missions became suicidal; and with regard to luring the Viet Minh to their destruction, the French a) badly underestimated the ability of the Viets to haul large-calibre cannon up to the heights commanding the shallow valley and b) the battle took place as the monsoon season started and so air cover was seriously hampered (and in any case the Viet Minh were masters of camouflage, who only manoeuvred at night, making them very difficult to locate from the air).

The result was that the series of strongholds which comprised the French position were surrounded and picked off one by one over the course of a gruelling and epic 56-day battle.

Logevall devotes no fewer than 168 pages to the battle (pp.378 to 546) but relatively little of this describes the actual fighting. Instead, he chronicles in dazzling detail the intensity of the political and diplomatic manoeuvring among all the interested powers, particularly the Americans, the British and the French. Each of these governments was under domestic political pressure from conflicting parties in their parliaments and congresses, and even the governments themselves were riven by debate and disagreement about how to manage the deteriorating situation. Press reports of the French Army’s ‘heroic’ stand against the surrounding forces for the first time caught the public imagination, in France and beyond and the battle began to become a symbols of the West’s resolve.

It is mind-boggling to read that the Americans repeatedly mooted the possibility of using atom bombs against the Chinese (who were by now openly supporting the Viet Minh forces) or of giving the French some atom bombs to deploy as they wanted. The generals and politicians rejected dropping atom bombs directly onto Dien Bien Phu since they would obviously wipe out the French garrison as well as the attacking forces. Extra peril was added to the international scene when the Americans detonated their first hydrogen bomb at Bikini Atoll in March 1954, intensifying the sense of Cold War superpower rivalry.

But it is in his running account of the minute by minute, phone call by phone call, hurried meetings between ambassadors and Foreign secretaries and Prime Ministers, that Logevall conveys the extraordinary complexity of political and strategic manouevring during these key months. The central issue was: Should the Americans directly intervene in the war to help the French? The French pleaded for more, much more, American supplies and munitions; for American troops on the ground; or for a diversionary attack on mainland China; or for more, many more bombing raids over Viet Minh positions.

Republican President Eisenhower was himself a supremely experienced military leader and had come to power (in January 1953) by attacking the (Democrat) Truman administration’s ‘capitulation’ in letting China fall to communism – and then for letting the Korean War to break out on Truman’s watch.

Logevall’s account is so long because it chronicles every important meeting of Eisenhower’s cabinet, examining the minutes of the meeting and analysing the points of view of his political and military advisers. And then analysing the way decisions were discussed with other governments, especially the British Foreign secretary (Anthony Eden) and Prime Minister (an ageing Winston Churchill).

Basically, Eisenhower found himself forced into a position of issuing fiercer and fiercer threats against the growing communist threat. In a keynote speech delivered on 7 April 1954, he warned of the perils of the Domino Effect (the first time the phrase entered the public domain) but hedged his bets by insisting that America wouldn’t go to war in South-East Asia unless:

a) the decision was ratified by Congress (one of the Republican criticisms of Truman was that he took the Americans into the Korean War by Presidential Decree alone, without consulting the Congress)
b) it was a ‘United Action’ along with key allies, namely the British

The focus then moves to the British and to British Foreign Secretary Anthony Eden. Would he agree to U.S. demands to form a coalition, and thus give the Americans the fig leaf they needed to go in and help the French, whose situation at Dien Bien Phu was becoming more desperate each day.

But Logevall explains the pressure Eden was under, because he knew that any British intervention to prop up the ailing French imperial position in Indochina would be roundly criticised by India and other members of the newly-founded Commonwealth at an upcoming meeting of Commonwealth heads of state, and the British very much wanted to ensure the continuation of this legacy of their Empire.

Moreover, British government opinion was that the French were losing and that the Americans, if they intervened, would quickly find themselves being sucked into bigger and bigger commitments in Vietnam in a war which the British thought was doomed to failure. The risk would then be that the Americans would be tempted to ‘internationalise’ the conflict by directly attacking the Viet Minh’s arms supplier – China – possibly, God forbid, with atomic weapons – which would inevitably bring the Russians in on the Chinese side – and we would have World War Three!

Hence the British refusal to commit.

American Secretary of State John Foster Dulles flew to Britain several times but failed, in one-on-one meetings, to change Eden’s position. And it was this failure to secure British (and thence Australian and New Zealand) support to create a ‘United Action’ coalition which meant that Eisenhower wouldn’t be able to win round key members of Congress, which meant that – he couldn’t give the French the vital military support they were begging for – which, ultimately, meant that Dien Bien Phu was doomed.

It has been thrilling to read Martin Windrow’s bullet-by-bullet account of the battle (The Last Valley: Dien Bien Phu and the French Defeat in Vietnam) alongside Logevall’s meeting-by-meeting account of the diplomacy. Logevall gives you a sense of just how fraught and complex international politics can be and there is a horrible tragic inevitability about the way that, despite the French paratroopers fighting on bravely, hoping against hope that the Americans would lay on some kind of miracle, a massive air campaign, or a relief force sent overland from Laos – none of this was ever to materialise.

Instead, as the battle drew towards its grizzly end, all the parties were forced to kick the can down the road towards a five-power international conference due to start in Geneva in May 1954. This had been suggested at a meeting of the Soviets, British and Americans in Berlin late the previous year, to address a whole range of Cold War issues, from the status of West Germany and a final peace treaty with Austria, through to the unfinished aspects of the Korean War Armistice, and only partly to the ongoing Indochina crisis.

Dien Bien Phu had begun as only one among several operations carried out by General Navarre, head of French forces in Indochina, but it had steamrollered out of control and its air of a heroic last stand had caught the imagination of the French population and, indeed, people around the world, and had come to symbolise all kinds of things for different players – for the West a last ditch stand against wicked communism, but for many third-world populations, the heroic overthrow of imperial oppressors. And so the military result came to have a symbolic and political power out of all proportion to the wretched little valley’s strategic importance.

In the event, the central stronghold of Dien Bien Phu was finally overrun by the Viet Minh on 7 May 1954, the Viet Minh taking some 10,000 French and colonial troops (Algerian, West African, Vietnamese) prisoner. About two-thirds of these then died on the long marches to POW camps, and of disease and malnutrition when they got there. Only a little over 3,000 prisoners were released four months later.

The Geneva Conference (April 26 – July 20, 1954)

Meanwhile, Logevall works through the geopolitical implications of this titanic military disaster with characteristic thoroughness. Briefly, these were that the French quit Indochina. News of the French defeat galvanised the Geneva Conference which proceeded to tortuously negotiate its way to an agreement that a) the French would completely quit the country; b) Vietnam would be partitioned at the 17th parallel with the North to be run by an internationally-recognised Viet Minh government, while the South would be ruled by the (ineffectual playboy) emperor Bao Dai (who owned a number of residences in the South of France and was a connoisseur of high class call girls).

The negotiations to reach this point are described with mind-boggling thoroughness in part five of the book (pages 549 to 613), which give a full explanation of the conflicting views within each national camp (Americans, Russians, French, Chinese, British, Viet Minh) and the key moments when positions shifted and new lines of discussion became possible. Maybe the key breakthrough was the election of a new French Prime Minister, the left-of-centre Pierre Mendès France, who broke the diplomatic stalemate and set himself the deadline of one month to negotiate an end to the whole wasteful, crippling war.

Why did the Viet Minh in the end accept less than total independence for their country? Because they were leant on by the Chinese Premier Chou En-lai, himself carrying out the orders of his master, Mao Zedong. Mao didn’t want to give the Americans any excuse to intervene in the war, with the risk of attacks on mainland communist China. In fact the Russians and Chinese partly agreed to this temporary partition because they secured agreement from everyone that full and free elections would be held across the entire country in 1956 to decide its future.

The Americans, meanwhile, held aloof from the final agreement, didn’t sign it, and now – with the French definitively leaving – felt that the old colonial stigma was gone and so they were free to support the newly ‘independent’ nation of South Vietnam by any means necessary. When July 1956 – the date set for the elections – rolled around, the elections were never held – because the communist North had already in two years become very unpopular with its people, and because the Americans knew that, despite everything, Ho Chi Minh’s nationalists would still win. So both sides conspired to forget about elections and the partition solidified into a permanent state.

This then, forms the backdrop to the Vietnam War – explaining the long tortuous history behind the creation of a communist north Vietnam and a free capitalist South Vietnam, why the Americans came to feel that the ongoing survival of the south was so very important, but also the depth of nationalist feeling among the Vietnamese which was, eventually, twenty years later, to lead to the failure of the American war and the final unification of the country.

The volta

A high-level way of looking at the entire period is to divide it in two, with a transition phase:

  • In part one America under Roosevelt is trenchantly against European empires and in favour of independence for former colonies.
  • Under Truman there is growing anxiety about Russian intentions in Europe, which crystallise with China going red in 1949 and the North Korean attack in 1950 into paranoia about the communist threat so that –
  • In part two, America under Eisenhower (president for the key eight years from January 1953 to January 1961) reverses its strategy and now offers support to Imperial powers in combating communist insurgencies in Indochina, Malaya, Indonesia, as well as in Africa and South America.

What I found particularly rewarding and instructive was the detail on the earlier, wartime Roosevelt period, which I knew nothing about -and then Logevall’s wonderfully thorough explanation of what caused the change of attitude to the European empires, and how it was embodied in anti-communists like Secretary of State from 1953 to 1959 John Foster Dulles, and Eisenhower’s clever Vice-President, Richard Nixon.

Ngo Dinh Diem

The last hundred pages of the book cover the six and a half years from the end of the Geneva Conference (July 1954) to the inauguration of John F. Kennedy as the youngest ever U.S President in January 1961.

Titled ‘Seizing the Torch 1954 – 59’, this final section deals relatively briefly with the French withdrawal from Tonkin and northern Annam i.e. from the new territory of ‘North of Vietnam’ which was now handed over to the control of Ho Chi Minh’s Democratic Republic of Vietnam. (There is a good description of this difficult and potentially dangerous operation in Martin Windrow’s book).

The partition triggered the flight of an estimated 900,000 Vietnamese refugees from the North to the South – shipped to the South in a fleet of American passenger ships in what was titled Operation ‘Passage to Freedom’.

And in the North, the communists began to implement a foolishly harsh and cruel regime copied direct from the communist tyrannies of Russia and China. Most disastrous was their ‘land reform’, based on the categorisation of rural dwellers into different types – landlord, rich peasant, middle peasant, poor peasant etc – made with a view to rounding up and executing, or torturing or sending to labour camps everyone arbitrarily put in the ‘rich’ categories.

All this led swiftly to the predictable collapse of rural markets and the threat – yet again – of famine. There are records of Ho himself berating his top comrades for the brutality and foolishness of this brutal policy, but he doesn’t seem to have done much to stop it: the cadres had learned it from the masters; this was how Stalin and Mao had led their ‘revolutions’.

But Logevall’s real focus, as always, is not so much on these domestic social changes but on the continuing  international diplomatic and political jockeying, now focusing on the supposedly ‘independent’ and ‘democratic’ regime in the new territory of South Vietnam. With the French withdrawing all colonial forces and administration during 1955, the path was for the first time clear for the Americans to act with a free hand. As usual Logevall explicates the complex discussions which took place in Washington of the various options, and shows how policy eventually settled on installing the peculiar figure of Ngo Dinh Diem as President, under the aegis of the docile emperor Bao Dai.

Logevall first paints a thorough picture of Diem’s personality – a devout Catholic who went into self-imposed exile in Europe at various Catholic retreats in between cultivating American opinion-formers in his perfect English -and who, upon taking power in South Vietnam, began to immediately display authoritarian traits, namely confining power to a small clique of  his own direct family, and launching harsh persecutions of suspected communists and ‘traitors’.

In parallel, Logevall shows the tremendous efforts made by the American government to justify his corrupt and inefficient rule. The fundamental problem in Vietnam, as in so many other U.S. puppet states, would turn out to be that the Americans’ candidate was wildly unpopular: everyone knew that if a genuinely democratic election were held, Ho Chi Minh would win a decisive victory, even in the capitalist south. Thus the Americans, in the name of Democracy, found themselves defending a leader who would lose a democratic vote and showed clear dictatorial behaviour.

Diem wasn’t the representative of ‘democracy’ – he was the front man for free-market capitalism. As such he was enthusiastically supported by Eisenhower, Dulles and – as Logevall shows in some fascinating passages – by the stranglehold that mid-twentieth century U.S. media had on public opinion. Logevall lists the activities of a well-connected organisation called the ‘American Friends of Vietnam’, which included all the main publications of the day, most notably Time magazine, which ran glowing tributes to Diem in every edition.

Logevall introduces us to the born-again anti-communist doctor, Tom Dooley, whose account of working as a medic among refugees from the North – Deliver Us From Evil – was filled with the most appalling atrocity stories and became a highly influential bestseller, serialised in Reader’s Digest, which had a circulation of 20 million. Only decades later was it revealed to be a preposterous fake – with none of the atrocities Dooley recorded having any basis in fact.

It was ordinary American families who consumed this barrage of pro-Diem propaganda through the press and radio and TV from the mid-1950s onwards, with kids who in eight years time (when the States escalated the war in 1965) would be old enough to be drafted to go and give their lives to support the Diem regime.

But the reality in South Vietnam was much different from this shiny propaganda. Almost none of the huge amounts of American aid, soon rising to $300 million a year, went on health or education. Over 90% went on arming and training the South Vietnam Army which, however, continued to suffer from low morale and motivation.

America’s ‘support’ ignored much-needed social reform and was incapable of controlling Diem’s regime which passed increasingly repressive laws, randomly arresting intellectuals, closing down the free press, and implementing a regime of terror in the countryside.

More and more peasants and villagers found themselves forced to resist the blackmailing corruption of the Diem’s rural administrators, and revolt arose spontaneously in numerous locations around the country. This is a historical crux – many commentators and historians insist that the communist agitation in the South was created by the North; Logevall demurs and calls in contemporary analysts as evidence and witnesses. In his opinion, revolt against Diem’s repressive regime grew spontaneously and was a natural result of its harshness.

Indeed, newly opened archives in the North now reveal that the Hanoi leadership in fact agonised about whether, and how much, to support this groundswell of opposition. In fact, they were restrained by China and, more distantly, Russia, neither of whom wanted to spark renewed confrontation with America.

Nonetheless Hanoi found itself drawn, discreetly, into supporting revolutionary activity in the South, beginning in the late 1950s to create an administrative framework and a cadre of military advisers. These were infiltrated into the South via Laos, along what would become known as the ‘Ho Chi Minh Trail’. In response the Diem regime used a nickname for the communist forces, calling them the Viet Cong, or VC, a name which was to become horribly well-known around the world.

While the American press and President awarded Diem red carpet treatment, a tickertape parade in New York, and fawning press coverage when he visited the States in 1956, back home things were growing darker. As 1957 turned into 1958, Diem reinstituted the use of the guillotine as punishment for anyone who resisted his regime, and his roving tribunals travelling through the countryside used this threat to extort even more money from disaffected peasants. But simultaneously, the communist apparatus in the south began to take shape and to receive advice about structure and tactics from the North.

The beginning

The book ends with an at-the-time almost unnoticed event. On the evening of 8 July 1959 eight U.S. military advisers in a base 20 miles north of Saigon enjoyed a cordial dinner and then settled down to watch a movie. It was then that a squad of six Viet Cong guerrillas who had cut through the flimsy surrounding barbed wire, crept up to the staff quarters and opened fire with machine guns. Master Sergeant Chester Ovnand and Major Dale Buis died almost immediately, before armed help arrived from elsewhere in the camp to fight off the intruders. Ovnand and Buis’s names are the first of the 58,000 Americans who died in Vietnam and whose names are all carved into the black granite of the Vietnam Veterans Memorial in Washington.

Conclusion

Embers of War won many prizes and it really deserves them – it sheds light not only on the long, tortured death of French imperialism in Indochina, and gives incredible detail on the way the Americans inch-by-inch found themselves being drawn deeper into the Vietnam quagmire – it also shows any attentive reader how international affairs actually work, how great ‘decisions’ are ground out by the exceedingly complex meshing of a welter of complex and ever-shifting forces – at international, national, domestic, military, political and personal levels. On every level a stunningly informative and intelligent work of history.

The Korean War by Max Hastings (1987)

This book

This account of the Korean War (1950-53) is thirty years old this year, and so dates from before the collapse of the Soviet Union and the end of the Cold War. Nevertheless, although there are several shorter accounts on the market, this seems to be the only lengthy, in-depth, narrative history of the Korean War in print – an indication of the general lack of interest in the war, both at the time and since (compare and contrast the number of books which come out every year about WW2 or Vietnam).

Why the neglect? The Korean War lacked the scale of the Second World War, so only a relatively small number of soldiers’ families were involved. Around 100,000 British troops were posted to Korea in total, but the British population was more concerned with its own problems – ongoing food rationing, a general election – or the Soviet threat on the continent of Europe. Who cared whether Korea was partitioned along this line or that line?

a) The war was on the other side of the world and
b) After the dramatic reverses of the first year of the conflict, the latter two years dwindled down to a grinding stalemate, demoralising and inglorious. In the end there was no Allied victory (as in WW2), merely a ceasefire which created a border not very much different from the pre-war line. So it turned out to have been a boring, faraway war which achieved nothing.

Background to the partition of Korea

A newcomer to the subject might ask, Why was Korea partitioned between north and south at the 38th parallel in the first place?

To go back a bit, Japan had interfered in Korea’s affairs since the late 19th century. In 1905 Japan made Korea a protectorate; in 1907 the Japanese took control of Korean domestic affairs and disbanded their army; and in 1910 Japan formally annexed Korea.

In the following decades Japan forced some 100,000 Koreans to join the Imperial Japanese Army, and up to 200,000 Korean women were forced into sexual slavery to service Japanese soldiers in Korea and Japanese-occupied China.

Then in 1931 Japan invaded Manchuria, the huge block of territory between northern China and Russia, and in 1937 attacked the rest of the coastal regions of China (as well as into Indochina, Malaya, Burma and so on). Korea was the earliest conquest of Japan’s Far Eastern empire.

Korea became an armed camp, in which mass executions  and wholesale imprisonment were commonplace, and all dissent forbidden. (p.16)

When the Second World War broke out in Europe, Stalin was careful to remain at peace with Japan. When Nazi Germany invaded the Soviet Union in June 1941, the Japanese did not declare war on Russia or attack in Siberia, which they could easily have done from their base in Manchuria. Stalin, for his part, maintained Russian neutrality even after Japan attacked Pearl Harbour in December 1941 thus provoking war with America, and Japan and Russia remained at peace right up to the closing days of the war.

In February 1945, at the Yalta conference, Stalin promised Roosevelt and Churchill that he would enter the war against Japan but he delayed till the last minute. (This, among other things, meant that the Japanese government held out the vain hope right into August 1945 that ‘neutral’ Russia would somehow stand up for them and negotiate good surrender terms with the Allies – a delusion.) So Stalin’s Soviet Union only abandoned its policy of neutrality and declared war on Japan on 9 August 1945. A huge Soviet army crossed the border from Siberia into Japanese-occupied Manchuria and swept south.

A glance at the map shows that the southern border of Manchuria is mostly sea, the Sea of Japan to the east and the Yellow Sea to the west of the Korean peninsula, which dangles down from the Chinese mainland like an Asian Scandinavia. So, with the goal of attacking the Japanese wherever they found them, it was natural that the invading Soviet army crossed the Chinese-Korea border (formed by the Yalu river) and headed south into the peninsula, defeating Japanese forces as they went.

‘Suddenly’ the Americans who, according to Hastings hadn’t really considered the strategic significance of Korea, realised they didn’t want Stalin to occupy the entire peninsula create a communist stronghold so close to soon-to-be-defeated Japan. So the Americans requested Stalin to halt his forces and informed him that American forces would invade Korea from the south.

Two American officers were put in charge of figuring out where the dividing line should be between the uneasy allies. Poring over a map, they reached the ‘hasty’ decision that the 38th parallel was a handy dividing line: it more or less divided the country in two, with the capital Seoul, the best agriculture and industry, and most of the population, to the south i.e. in the American sector.

President Roosevelt duly contacted Stalin with the request that he stop his forces at the 38th parallel and, to the Americans’ surprise, Stalin readily agreed. Stalin didn’t want to risk confrontation with the ally he was working so closely with in Europe, and was also very aware of the atom bombs the Americans had just dropped on Japan. Yeah, sure, you can keep half of Korea.

(There is a nice irony here, that the Americans from Roosevelt down were vehement opponents of the European empires, and actively tried to sabotage the return to European imperial rule of Burma, Malaya or Indochina. But quite quickly they found themselves dragged into drawing precisely the kind of arbitrary lines and borders which they had criticised the Europeans for making in Africa and the Middle East. The existence of separate states of North and South Korea and the fates, the life chances and premature deaths of tens of millions of Koreans, were determined by this hurried decision made in the last gasp of the Second World War.)

North and South Korea

So Stalin stopped his troops at the 38th parallel, when he could easily have pressed on and seized the entire peninsula. American forces landed at Incheon on September 8 and liberated southern Korea from their Japanese occupiers. In time both countries put their own regimes in place in their sector, the Soviets basing their government in the northern city of Pyongyang, the Americans in the traditional capital, Seoul, permanently crystallising the distinction between communist North Korea and capitalist South Korea.

While the Russians proceeded with their standard process of step-by-step managing the local communists into government and then picking off the opposition one by one to create a mini Stalinist state, Hastings describes the Americans as making a number of important mistakes in the South.

For a start, the Americans found the native Koreans completely unused to governing their own country. Thus, against their intentions, in the early days they ended up being forced to work closely with the now-defeated Japanese authorities, for the simple reason that the Japs had the experienced men in place to carry on carrying out the function of the state. Only slowly were these replaced by native Koreans, and then the Americans had the devil of a time selecting which of the many groups of clamouring Korean politicians to choose to run things.

As the threat from Soviet communism became more palpable into 1946, the Americans found themselves setting up a government run by the smooth-talking, right-wing émigré Syngman Rhee. Hastings recounts how left-of-centre Korean groups were too quickly marginalised because of the taint of communism and how the Americans, despite their best intentions, found themselves installing Rhee, and then coming to regret the choice of such a corrupt, brutal figure. Rhee ended up being president of South Korea from 1948 to 1960 and was an early example of the kind of brutal, repressive and corrupt right-wing regime which the Americans would find themselves supporting again and again throughout the Cold War.

This had the result of fuelling left-wing and communist agitation against his government, which led to a spiral of repression, and left many Americans feeling ambivalent and uneasy in their support for Rhee. This was epitomised by a reluctance to arm his air force, artillery and infantry with more than a token minimum of equipment, since there was good evidence that arms were mainly used against his own civilian population.

Meanwhile, throughout the late 1940s North Korea kept up a steady stream of propaganda broadcasts to the south, designed to appeal to all Korean patriots, calling for the reunification of the country, as well as predictable calls for the overthrow of Rhee and his unlikeable clique. In the spring of 1950 this rhetoric became steadily more heated and experts in the U.S. State Department warned of the growing threat of some kind of attack by the North on the South. The American government, under President Harry Truman, had its hands full coping with crises in the more obvious cockpit of the Cold War, Europe, beset by a sequence of crises including the Berlin Airlift from June 1948 to May 1949, the communist coup in Czechoslovakia in 1948, and so on.

The Korean War

1. The North invades Thus it came as a complete surprise to the world when Kim Il-Sung’s North Korean army invaded South Korea on 25 June 1950. The United Nations immediately voted it an illegal act and sent forces to stop the advance. These were at first mostly American, but in time came to consist of a coalition including other Western countries and eventually 20 nations from round the world. But before this could be organised, the North Koreans succeeded in storming through the south, pushing the under-equipped demoralised Republic of Korea’s army back until it and its American support were, by September 1950, pinned into a pocket in the south-east of the peninsula, the Pusan area.

2. Landing at Inchon Not only did the Americans reinforce their troops who fought bravely to hold the line at Pusan but General MacArthur, the hero of the Pacific War, who had been ruling post-war Japan as American Vice-Consul, now conceived his last great strategic coup, which was to organise a massive American amphibious landing at Inchon in mid-September 1950, on the coast near Seoul, thus attacking the North Koreans in their rear, and threatening their supply lines.

The Americans broke out of the Pusan pocket and drove north, pushing back the demoralised and exhausted North Koreans, back across the 38th parallel and further north. At this point Hastings’ account dwells on the massive disagreements within the American administration on whether or not the Allies should halt at the parallel or press on to take the entire peninsula. This latter view prevailed and the American, ROK and other UN national forces (British and Commonwealth as well as a large contingent from Turkey) pressed north.

3. China enters the war Allied forces had come within sight of the Yalu river which forms the border between Korea and China when they were horrified to learn that a vast contingent of the People’s Republic of China had crossed the border and was attacking along the line. Briefly, sheer weight of numbers overran Allied positions, creating confusion and panic, and it is chastening to read accounts of Allied troops dropping their guns and equipment and running in panic fear. The Chinese routed the Allies, pushing them relentlessly southwards back towards the 38th parallel.

Hastings excels, in this book as in his later one about the War in the Pacific, at combining at least three levels of analysis:

  • Carefully chosen eye witness accounts (from letters, diaries and reports made at the time along with highlights of the scores of interviews with veterans which he conducts for each book).
  • Detailed descriptions, with maps, of specific battles and the broader military situation.
  • But what I enjoyed most is Hasting’s ability to pull out of this narrow focus to explain in detail the strategic and geopolitical issues behind the war. Thus there is a lot of analysis throughout the book of the conflicting aims and strategies of the Allies, and particularly within the US administration and armed forces. It is riveting to read how war aims a) can be so contradictory and fiercely debated within a set of allies b) change over time according to all sorts of pressures, like domestic opposition, political attacks from opponents, looming elections, threats elsewhere.

4. Shall we bomb China? The largest issue raised by the Chinese victories and our troops’ humiliating defeats was whether to broaden the war to attack China itself i.e. why only fight the Chinese forces inside Korea, why not bomb mainland China, as we did Germany and Japan? 1. The scattered terrain of hilly Korea, lacking main roads and railways, and the methodology of the communists, moving across country, made it difficult to attack enemy formations in Korea. 2. All their supplies were coming from factories in China, and Chinese MiG jets were flying from airfields in China – why not attack those?

The highpoint of this point of view, strongly espoused by senior figures in the US army and air force, was MacArthur’s request that the Allies use the atom bomb against Chinese forces not only in Korea, but against Chinese cities. The army drew up a list of twenty possible targets. Imagine!

Within Truman’s own cabinet there were – as always – hawks and doves, with some supporting broadening the war, others strongly against. In the event, Truman took the cautious line, and posterity has to agree. If both sides, by tacit consent, limited their confrontation to within the peninsula, it was containable and manageable. In February 1950 Russia and China had signed a defensive alliance committing each to go to war if the other party was attacked, so if the UN forces had bombed Chinese cities, would Russia have been forced to come to China’s defense? Would it have triggered World War III? Was it worth taking the risk?

Hastings brings out how US hawks saw the conflict in terms of the global Cold War against communism. The gruesome way Soviet-backed regimes were established across Europe and the victory of Mao Zedong’s communists in China in 1949, gave a very real sense that communism was advancing on all fronts. The North Korean attack fitted right in with that view of the democratic West being under sustained attack, and revelations of the extent of Soviet spies inside the atom bomb programme and throughout the US establishment, go a long way to explaining the mounting hysteria epitomised by the rise of Senator Joseph McCarthy and his House Unamerican Activities Committee. Truman had to stand up against a great deal of pressure, within the military establishment, from the McCarthyites, from some sections of the media and public opinion, in refusing to widen the war. 60 years later we pay him credit.

Only very slowly, did some parts of the US administration come to realise that China’s motives stemmed at least from simple nationalism as from world communist conspiracies. A captured Chinese soldier is quoted as saying, ‘How would you like your enemies armies, complete with atom bombs, parked just across your 450-mile-long border?’ If the Americans hadn’t pushed on north beyond the parallel, maybe the Chinese wouldn’t have been prompted to invade. Maybe a lot of lives could have been saved.

5. Stalemate Of course, the decision not to widen the war i.e. attack the Chinese mainland – condemned a lot of American, British Commonwealth and UN troops to ongoing slog, battle, injury and death. In December 1950 Lieutenant-General Matthew B. Ridgway took over command of the US Eighth Army and began to turn it around. Retrained, re-equipped and remotivated, his forces held the Chinese and then began to press northwards, retaking Seoul in March 1951, and pressing forward to the parallel.

Throughout this period General MacArthur, in overall command of US forces in the Far East, had given interviews and communicated to representatives of other governments his wish to expand the war, often in direct conflict to the stated aims of the US administration. Eventually, President Truman felt compelled to relieve him of his command on 10 April 1951. This caused a storm of protest within the military, in Congress and among the general public, for whom MacArthur was a great American hero. Truman’s popularity fell to the lowest ever recorded for a US President. And without it being the immediate intention, MacArthur’s sacking sent out a strong message to America’s allies, to China and Russia, that the United States did not intend to attack China, did not even intend to seize the whole Korean peninsula, but would settle for the much more limited aim of returning to the status quo ante.

As spring 1951 turned to summer, the front line advanced and receded around the parallel, slowly settling into a stalemate. A year after the initial invasion, the armies were back more or less where they had started. The North Koreans reluctantly agreed to open ceasefire talks and protracted armistice negotiations began on 10 July 1951 at Kaesong, before moving to the neighbouring village of Panmunjom. Due to the intransigence of the North and the Chinese, these talks dragged on for two long years, while on the ground there was a steady stream of offensives and counter-offensives, none of which really changed the strategic picture, but in which a lot of soldiers died pointlessly on both sides.

The narrative pauses at this point for a series of chapters looking at specific aspects of the war:

  • The war in the air, where the West learned for the first time the limits of air power – something which was to be repeated in Vietnam – and for the first time jet fighter fought jet fighter, Soviet MiGs against US Sabres.
  • The creation more or less from scratch of a U.S. intelligence operation, which featured a number of gung-ho operations behind the lines but precious little usable intelligence. I was tickled to read that the CIA’s Seoul station had 200 officers, but not a single speaker of Korean, an attitude of uninterest in local cultures and languages which the Americans repeated later in Vietnam and the Middle East.
  • The issue of communist prisoners of war, whose numbers had risen to some 130,000 by the end of the war and whose repatriation back to the North became one of the big stumbling blocks of the peace negotiations.

The mounting frustration at having to fight and die in bloody, futile engagements while the diplomats at Panmunjom, just a few miles away, drew the peace negotiations out with unbearable delays, is well depicted in this 1959 movie, Pork Chop Hill. It illustrates the brutality and heavy losses incurred for insignificant hilltops, the effectiveness of Chinese propaganda broadcast to Allied troops by loudspeaker across the front line, and the widespread demoralisation of the American soldiers with many, perhaps most, of them expressing intense doubt about what they were fighting for and whether it was worth it.

Hard not to see foreshadowings of the irresolution and crushing sense of futility which were to bedevil the Vietnam War.

6. Ceasefire Josef Stalin died in March 1953 and Soviet policy went into a shadowy period of uncertainty. Meanwhile, Republican President Eisenhower replaced Democrat President Truman. Part of his campaign had included the pledge to bring the war to an end. These final stages include the unnerving plans made by the new administration to: massively boost South Korean armed forces; bomb China north of the Yalu; deploy the new artillery-fired nuclear weapons the US had developed; and to transport Chinese Nationalist fighters from Formosa to the Chinese mainland to carry out guerrilla operations (p.473). These aims were communicated to the Soviets and Chinese and at last broke the logjam. In April the communist delegates at Panmunjom began to respond to suggestions.

Ironically, the final stumbling block turned out to be the obstinate dictator of South Korea, Syngman Rhee, who was refused by America’s decision to ‘abandon’ his nation and refused to agree to a ceasefire or sign the agreement. The Americans, not for the last time, found themselves struggling to contain a right-wing leader of their own creation, but by immense pressure managed to prevent Rhee actively sabotaging the negotiations. It is rather staggering to learn that they developed a plan for kidnapping Rhee and overthrowing his government if he refused to play ball (plan EVER-READY p.479).

On 27 July 1953 a ceasefire was finally declared and a demilitarised zone (DMZ) created either side of the ceasefire line. Legally, the war has never ended and this, along with the belligerent rhetoric which has continued to pour out of Pyongyang, along with the occasional terrorist atrocity and a trickle of shooting incidents across the DMZ, explains why South Koreans have lived in a state of tension and high alert for the past 64 years.

And now that Kim Il-sung’s son and successor as Great Leader, Kim Jong-il, has developed nuclear weapons and is testing long-range missiles to deliver them, who knows what further trouble this barren peninsula might cause.

  • 1,319,000 Americans served in Korea, of whom 33,629 were killed and 105,785 wounded
  • The South Korean army lost 415,000 killed and 429,000 wounded
  • The Commonwealth lost 1,263 killed and 4,817 wounded
  • The Americans estimate that 1.5 million Chinese and North Koreans died, but this is an educated guess
  • Wikipedia reports that some 2.5 million Koreans, north and south, were killed or wounded

This huge loss of civilian and military lives is captured in Taegukgi: The Brotherhood of War from 2004, a phenomenally violent Korean film directed by Kang Je-gyu, and saturated with blood-spattering special effects.

The lessons of history

The Korean War is interesting for a number of reasons:

  1. as a dramatic and very hard-fought war in and of itself
  2. as the first armed confrontation between two superpowers in the Cold War
  3. as a template for the Vietnam War

It’s the latter which is, at this distance of time, maybe the most resonant. Their convincing win against Japan gave the Americans the sense that overwhelming might on land and sea and in the air guaranteed victory. Korea disabused them of this confidence. In Korea the Americans stumbled upon issues which were to plague them 15 years later in Vietnam:

  • the difficulty of supporting an unpopular native regime
  • the problems of creating a native army to support an unpopular regime, in a corrupt and inefficient society
  • the cost of underestimating an Asian army
  • the difficulty of using air power, no matter how overwhelming, against a peasant army with no identifiable infrastructure – this wasn’t like bombing German or Japanese factories
  • the difficulty of deploying a highly mechanised army in broken country against a lightly armed, highly mobile enemy (p.xvi)

This is an excellent, thorough, well-written and gratifyingly intelligent account of an important war which, paradoxically, makes it clear why it has been so often overlooked by historians in the Allied countries which fought in it, namely America and Britain. It powerfully explains why fighting a pointless war in a faraway country for an ugly regime was so unpopular at the time and has been neglected ever since.

P.S. Japan

Big strategic history like this is full of ironies. I was delighted to learn that the Korean War helped to set Japan on its feet again and kick-started its astonishing post-war economic recovery, helped along by the vast amounts of money poured into the country which served as ‘aircraft carrier, repair base, store depot, commissariat, hospital, headquarters and recreation centre’ for the UN forces in the Far East (p.444). Every cloud has a silver lining.

People were encouraged to transform themselves into what the communists called ‘New People’. Everywhere, in government offices, factories, workshops, schools and universities, they were ‘re-educated’ and made to study newspapers and textbooks, learning the right answers, the right ideas and the right slogans. While the violence abated after a few years, thought reform never ended, as people were compelled to scrutinise their every belief, suppressing the transitory impressions that might reveal hidden bourgeois thoughts behind a mask of social conformity. Again and again, in front of assembled crowds or in study sessions under strict supervision, they had to write confessions, denounce their friends, justify their past activities and answer questions about their political reliability. (p.xiii)

For three-quarters of the twentieth century (from the Boxer Rebellion in 1900 to the death of Mao in 1976) China was the site of enormous turmoil, war, famine, tyranny and suffering.

Frank Dikötter is a Dutch historian, professor of humanities at the University of Hong Kong, formerly of the School of Oriental and African Studies in London. In the last twenty years China has become easier to visit and has opened many of its historical archives to academics for the first time. Dikötter has taken advantage of this to spend years researching provincial records and archives hitherto unseen by western historians. This research has resulted in a trilogy of books detailing the first three decades of communist party rule in China:

  1. The Tragedy of Liberation: A History of the Communist Revolution, 1945–1957 (2013)
  2. Mao’s Great Famine: The History of China’s Most Devastating Catastrophe, 1958–62 (2010)
  3. The Cultural Revolution: A People’s History, 1962-1976 (2016)

The general drift of all three books is that communist rule in China was much, much more repressive, bungling and catastrophic for the people of China than previously thought.

The centrepiece of the trilogy is the second book, about the great famine of 1958-62, which charges that it was much more consciously and deliberately engineered by the communist leadership (i.e. Mao) lasted longer (1958-62), and resulted in more deaths from starvation, than previously estimated.

Dikötter gives the figure of 45 million premature deaths, of which between two and three million were victims of political repression i.e. people beaten or tortured to death or executed for political reasons.

The famine book won the Samuel Johnson Prize in 2011 and was widely praised for the originality of its research, though it is not without its critics who consider the numbers inflated. No-one doubts, however, that Mao’s communist party oversaw the greatest mass death event in human history.

The Tragedy of Liberation is the second to be published in the trilogy, but covers the earlier period, setting the scene for the famine story by recounting the end of the War in the Pacific (1945), the eruption of civil war between China’s Nationalists and Communists (1946), and the eventual victory of the latter, announced in 1949.

Timeline of the Chinese civil war

  • 6 and 9 August 1945 – the United States drops atom bombs on Hiroshima and Nagasaki.
  • 8 August – Stalin declares war on Japan and Soviet troops invade Manchuria. America sends hundreds of shiploads of lend-lease material and food to Siberia to support the Russians, including 500 Sherman tanks.
  • 21 August 1945 – A formal surrender between China and Japan ends the Second World War in the Pacific. Japan’s 1 million soldiers in China lay down their arms. The American army undertakes a massive airlift of Chiang Kai-shek’s nationalist troops to all China’s main cities to take over from them, before the communists get there.
  • April 1946 – Soviet troops withdraw from Manchuria, having stripped it bare down to the last lightbulb and bath plug (p.15), and having helped Mao’s communist army take control of most of Manchuria.
  • June 1946 – Nationalists undertake a massive military campaign against the communists in Manchuria. The communists are saved by George Marshall, President Truman’s envoy, who insists on a ceasefire, allowing the communists to regroup and get more training and supplies from the Soviets (p.16).
  • September 1946 – July 1947 – US President Harry Truman, disillusioned with the corruption and maladministration of Chiang’s nationalists, imposes an arms embargo which – since the communists are receiving ample supplies and training from Russia – has the effect of boosting the communist army.
  • December 1946 to December 1947 – Nationalists pump their forces into Manchuria in a bid to crush the communists who, better armed and trained than before, turn Manchuria into a killing field wiping out repeated waves of Nationalist forces.
  • November 1948 – The communists succeed in capturing all of Manchuria after blockading and starving several major cities. Civilian deaths due to starvation run into the hundreds of thousands.
  • January 1949 – The communist army, now known as the People’s Liberation Army, much reinforced and battle-hardened, heads south out of Manchuria. On 22 January Beijing surrenders to the PLA. In the same month the nationalists lose the battle of Xizhou in central China, exposing the huge Yangtse valley to communist takeover.
  • May 1949 – Nanjing, the nationalist capital of the south bank of the Yangzi, falls to the PLA. After a lengthy siege Shanghai, financial capital of China, falls to the communists.
  • October 1 1949 – Mao declares the People’s Republic of China in Tiananmen Square.
  • December 1949 – Nationalist leader Chiang Kai-shek and the remnants of his forces flee to the island of Taiwan, to this day an independent nation which China refuses to recognise. Realising their man had failed, the Americans were resigned to the eventual fall of Taiwan as well, but the situation was transformed with the outbreak of the Korean War in June 1950, when Chinese-backed North Korean forces invaded American-backed South Korea. America rallied the United Nations in a bid to create a coalition to repel the North Koreans and this spilled over into supporting Chiang, so that Taiwan’s nationalists were ensured of survival.

Mass deaths

The civil war involved a number of sieges of nationalist cities during which large number of civilians were deliberately starved to death. The six-month siege of Changchun resulted in between 150,000 and 300,000 civilian deaths. The massive Huaihai campaign resulted in at least 500,000 deaths on the nationalist side.

Dikötter’s text is larded (rather like Max Hasting’s history of the Pacific War, Nemesis) with eyewitness and first-hand accounts from all sources, civilians, peasants, students, soldiers on both sides and politicians. The overall impression is of death and destruction on a grand scale.

The communists in power

Dikötter’s book is a remorseless catalogue of the horrors of the civil war interspersed with the tyrannical policies of the narrow-minded, economically illiterate dictatorship. One of the clearest themes is that the communists achieved and maintained power through HATE at all levels. Categories of enemies were invented and then ‘discovered’ lurking at all levels of society.

An example he explains in detail is persecution of landlords. In Chinese the word landlord itself is an import from the Japanese language, because the thing itself was relatively rare. Dikötter shows that land in China was alienable i.e sellable, and was held by peasants and families under complex and highly detailed traditional contracts which also varied across the regions of China. But landlords, who owned land and raked off a profit by renting it to peasants, were relatively rare. Serfdom, on the Russian model, didn’t exist at all. But this didn’t stop Mao’s campaign to eradicate ‘landlords’ and so each province, region and local area was given quotas of landlords to identify and eradicate. With a gun in their hand and the ability to do whatever they liked, communist cadres across the country listened to the venomous vendettas which infest all rural communities, dragging unpopular villagers and their families in front of hurried kangaroo courts, where victims were abused and insulted before being showered in filth and, variously, shot immediately, beheaded, or flayed with knives, buried alive in sand or mud, hanged upside down or burned to death. Hundreds of thousands of peasants died this way and their – generally pitifully small – stocks of goods redistributed among the villagers. Obviously this didn’t lead to any particular improvement in agricultural production, in fact the disorder across the country disrupted resources, plans and distribution, so led to a drop in agricultural production.

But this is only one thread in the great tapestry of destruction. Another was the campaign against the ‘bourgeoisie’ in the cities, namely Nanjing and Shanghai. Once secure in the hands of the communists a curfew was imposed. Bars and nightclubs closed down. Decadent shops were closed down. Banks were nationalised. Capital could only be allotted by communist party cadres who were economically illiterate. Stocks and supplies ran short and so factories switched to part time work before closing down. Thousands of workers saw pay cuts and then were made unemployed. Convinced this was a conspiracy of reactionaries to discredit the party, the communist authorities took tighter control of the population, issuing identity cards and other papers, classifying every citizen into a series of categories e.g. student, professional, worker, peasant, with the workers and peasants in theory being the most advantaged. As the economic situation worsened, the communist authorities reacted with the only tool at their disposal, fear and terror, with increasing sweeps rounding up members of suspect professions and taking them for interrogation and torture and often execution.

In this and numerous other ways Dikötter’s book relentlessly catalogues the way the economically illiterate communists, blinded by the purity of their utopian doctrine, were forced to use the only strategy and language they understood, fear which was achieved by whipping up hysterical hatred of traitors, saboteurs, counter-revolutionaries, reactionaries, landlords, the bourgeoisie, intellectuals, and so on. These categories covered just about everyone, thus allowing the authorities to arrest and torture anyone into making confessions implicating strings of other people who were themselves tortured to confess, and so on.

‘You dare not speak with others about what was on your mind, even with those close to you, because it was very likely that they would denounce you. Everybody was denouncing others and was denounced by others. Everybody was living in fear.’ (Liu Xiayou, quoted on page 183)

Dikötter presents the evidence and estimates that the number of people killed in the first Great Terror, from 1950 to 1952, might be around 2 million. There were to be more waves of terror, many more. Two striking features of them are that:

  1. Mao’s orders which triggered these waves were always deliberately vague – this meant that cadres trying to carry them out tended to give them the broadest interpretation and arrest everyone, just in case.
  2. This was exacerbated by the use of quotas. Mao casually estimated that 1 in a 1,000 of each populated area should probably be executed. Once these orders were distributed to the cadres, they vied to gain the Chairman’s favour by exceeding the quota. Like quotas for steel or wheat production these were just more statistics to be reached and exceeded, the quicker the better. Authorities in different regions interpreted the lax definitions to suit themselves, and executed whichever groups were easily available and/or disliked, including ethnic minorities, petty criminals, anyone with any mark of suspicion against them.

Max Hasting’s history of the Pacific War, Nemesis, is made bearable because, amid all the unspeakable Japanese atrocities, we meet Americans and English who are, basically, humane and kindly. There are moments of light, reason and humanity. Dikötter’s book is almost impossible to read because of the stifling sense that the reader is trapped in a totally repressed society, where absolutely everyone lives in fear all the time that the slightest remark, look, or even thought could lead to their arbitrary arrest, torture and execution – where brutality is ubiquitous. There are no reports of anyone being forgiving, kind or generous. It is a landscape of unrelenting tyranny, fear and violence.

In the campaign against ‘corruption’ in the early 1950s, suspects had their hair pulled, heads forced into toilets, forced to squat with kettles of boiling water on their head, forced to strip, were beaten and whipped, were made to stand naked in snow, were paraded through the streets to be jeered and spat at, forced to kneel in hot ashes, beaten with ropes (p.162), forced to kneel on benches or to remain bent over for hours, stripped and forced into vats of freezing water, bound with leg irons, beaten with bamboo sticks, tied hand and foot and forced to make confessions in front of mass rallies,

‘Denunciation boxes’ were placed in every office so citizens could denounce each other. Lorries patrolled the streets with loudspeakers insulting the corrupt bourgeoisie and enemies of the workers.

During this period up to 4 million government employees were hounded like this, many committing suicide. Dikötter devotes some pages to describing the suicide techniques of those hounded beyond endurance. Again, Mao came up with a scientific quota: 1% of suspects should be shot, 1% sent to labour camps for life, 2-3% sentenced to ten years hard labour.

  • 1942 – With the war far from won, and the communists facing a far stronger nationalist enemy, behind the lines Mao institutes a purge of his own communist party, named the ‘Rectification campaign’. Every member of the communist party, including the highest leadership, had to write an autobiography, produce self-criticisms, confess to past errors and ask the party’s forgiveness. By 1944 15,000 spies and traitors had been unmasked, tortured and executed.
  • 1950-52 – The communists implement land reform in the south.
  • October 1950 – October 1951 – The Great Terror, known as the ‘Campaign to Suppress Counter-Revolutionaries’ leads, apart from the murder and intimidation of millions, to an explosion in the prison population and the creation of a chain of forced labour camps (pp.243-254).
  • 1951-53 – Land having been redistributed, peasants are organised into ‘mutual aid teams’.
  • October 1951 – the campaign to purge the civil service begins, alongside a thought-reform campaign to indoctrinate the educated elite into communist ideology.
  • 1952 – Mao declares war on the private sector in the ‘Five Anti Campaign’.
  • 5 March 1953 – Josef Stalin dies.
  • Spring 1953 – As a result of state-imposed communalisation of agriculture, productivity plummets and large swathes of the country experience famine, people resort to eating grass, leaves and bark, with case of children being sold for food.
  • 27 July 1953 – Ceasefire halts the Korean War.
  • November 1953 – The communist state imposes a state monopoly on grain. The state set the amount to be grown in each region (often wildly optimistic), confiscated it all, returned a fraction (a starvation rations) to the farmers, while confiscating the rest to a) feed the cities b) export to Russia in exchange for industrial goods and weapons. The result was starvation across the country, mixed with open rebellion which was put down with maximum violence.
  • 1953-55 – Peasant mutual aid teams are transformed into fully fledged communes which share all tool, animals and labour. In effect, country workers become serfs in bondage to local communist leaders.
  • 1954 – Senior communist leaders are purged for treachery and splittism. More than 770,000 people are arrested in a campaign against counter-revolutionaries.
  • June 1955 – For the third spring in a row famine struck the collectivised countryside and millions of starving peasants flocked to the cities as beggars. So Premier Zhou Enlai announced the extension of the urban system of ‘household registration’ to the countryside, to tie rural workers to their villages.
  • 1955-56 – The ‘Socialist High Tide’ campaign accelerates collectivisation in the countryside and nationalisation of industry in towns. In July 1955 about 14% of China’s 120 million rural families were members of a co-operative; by May 1956, more than 90% were members. Dikötter sees this as the final step in the systematic reduction of China’s rural population to landless serfs tied to the state. It is accompanied by widespread violence, terror and intimidation. In the cities 800,000 owners of businesses, large or small, were deprived of their property and overnight became dependent on the whim of local party officials.
  • February 1956 – Soviet leader Nikita Khrushchev gives his famous speech denouncing Stalin and the ‘cult of the leader’. This bolsters Mao’s critics in the Chinese communist leadership. The ‘Socialist High Tide’ campaign is abandoned.
  • October 1956 – Encouraged by Kruschev’s speech and resulting deStalinisation, the people of Hungary revolt against the communist government. After some hesitation, the Soviets invade, crush all opposition, and impose a new, tougher regime, sending hundreds of thousands of Hungarians to labour camps.
  • Winter 1956-spring 1957 – In a response to Kruschev’s speech and deStalinisation, Mao institutes the ‘Hundred Flowers’ campaign, a more open political climate designed to avoid the overflow of protest seen in Hungary. But it goes too far, leading to a wave of student protest and strikes across the country, at which point, in the summer of 1957, Mao reverses the policy and puts Deng Xiaoping in charge of an anti-rightist campaign. This reaction persecutes up to half a million students and intellectuals, many of them packed off to gulags in the countryside to do hard labour for the rest of their lives.
  • 1957 – The communist party re-establishes its authority and rallies around the Great Leader. He prepares to declare the ‘Great Leap Forward’, which will lead to four years of famine and the greatest man-made disaster in human history, and which is the subject of the second book in the trilogy.

How to run a Maoist hate campaign

The first step is to declare that there is a ‘struggle’ or ‘war’ in society between the virtuous and the wicked. We must all be vigilant and watch each other and report anti-social actions or words, or even funny looks. Children must report their parents. Culprits must be ‘called out’ on their anti-social activity and brought before a mass meeting where they must confess their crimes and beg for mercy. They must reflect on their past behaviour and pledge to become a ‘New Person’, promising to dress, think and talk like everyone else, and be unstinting in their praise of the New World and the Wise Leader. The correct climate of fear has been established when everyone is nervous of being ‘named and shamed’ for the slightest slip or error. And anyone speaking up for a bourgeois deviant and enemy of the people will, of course, themselves immediately be proved guilty by association: why else would they defend the guilty?

Thus is a society atomised, making everyone fearful of everyone else, restricting conversation to the blandest generalities. It is important to have a large vocabulary of hate but to be vague about definitions, so that the maximum number of people can be caught by one term of abuse or another.

Thus the Chinese communists castigated ‘the enemy’ as, among other terms, a:

Dikötter’s conclusion

‘The first decade of Maoism was one of the worst tyrannies in the history of the twentieth century, sending to an early grave at least 5 million civilians and bringing misery to countless more.’ (p.xv)

Nemesis by Max Hastings (2007)

This massive slab of a book (674 pages) is a long and thorough account of the final year of the war against Japan. The book contains thousands of facts, quotes, interviews, interpretations and assessments. Some of the ones which stood out for me were:

  • Hastings points out that Russia, China and Japan simply do not have the same tradition of scholarly, objective history as we in the Anglosphere (p.xxiv). Even quite famous historians from those countries tend to parrot party lines and patriotic rhetoric. Hastings says Japanese historians are rarely quoted in Western accounts because of ‘the lack of intellectual rigour which characterises even most modern Japanese accounts’ (p.xxiii).
  • Western liberals often berate European empires for their racism – but all that pales into significance compared to the inflexible Japanese belief in their innate racial superiority, which led them to treat their ‘fellow Asians’ appallingly, particularly after the Japanese invasion of Manchuria in 1931 (p.4). As many as 15 million Asians died in Japan’s so-called ‘Greater East Asia Co-Prosperity Sphere’, including up to ten million Chinese (Hastings says 15 million in the period 1931-45, p.12, and Chinese historians claim up to 50 million), as well as 2 million Koreans (several times Hastings makes the chastening point that all large numbers to do with the Second World War are to be treated with caution).
  • At least a million Vietnamese died in the great famine of 1944-45 caused by the Japanese overlords’ insistence that rice paddies be switched to fibre crops (p.13). Over 2 million Filipinos died in the appalling massacres during the battles to liberate the Philippines. And so on.
  • Wherever the Japanese went they enslaved large numbers of local women as sex slaves.
    • Wikipedia quotes a typical Japanese soldier saying the women ‘cried out, but it didn’t matter to us whether the women lived or died. We were the emperor’s soldiers. Whether in military brothels or in the villages, we raped without reluctance.’ (Wikipedia)
  • Marriage with inhabitants of any of the colonised countries – China, Korea, Burma – was forbidden, to prevent dilution of the superior Yamato race (p.38).
  • 103,000 Americans died in the war against Japan out of a total one and a quarter million who served there (p.9). The US pro rata casualty rate in the Pacific was three and a half times that in Europe, not least because of Japan’s rejection of the Geneva Convention whereby a beleaguered force could surrender. The Japanese fought to the last man again and again, forcing the Allies to suffer disproportionately large casualties.
    • ‘Until morale cracks it must be accepted that the capture of a Japanese position is not ended until the last Jap in it (generally several feet underground) is killed. Even in the most desperate circumstances, 99 per cent of the Japs prefer death or suicide to capture.’ (Major-General Douglas Gracey, quoted on page 11.)
  • Hastings says the idea that the Japanese were on the verge of surrendering when America dropped the atom bombs in August 1945 is a ‘myth’ which has been ‘comprehensively discredited’. If the war had continued for even a few weeks longer more people would have died in the intense aerial bombing and fighting, than died at Hiroshima and Nagasaki.
  • The great missed opportunity of the war was that Japan could/should have invaded Russia from the East to co-ordinate with Hitler’s invasion from the West in June 1941. There was a real chance that by dividing Stalin’s armies the two fascist countries could have brought Russia to its knees, forced a change of government, and begun exploiting Russia’s raw materials to fuel their war machines. But Stalin’s certainty that Japan would not invade at this crucial juncture (provided by the spy Richard Sorge), allowed him to move his Eastern divisions back to the heartland where they were crucial in stopping the German advance at Moscow, and then slowly throwing the Germans back.
  • The Japanese attack on Pearl Harbour on 7 December 1941 was a catastrophic mistake. If the Japanese had restricted themselves to invading the European colonies in Asia largely abandoned by embattled France, Holland and Britain i.e. Burma, Malaysia etc, then President Roosevelt would have found it difficult if not impossible to persuade Congress and the American people to go to war, to sacrifice American boys, to save old European empires. Some kind of modus vivendi between Japan and America could have been possible. But the attack on Pearl Harbour, the ‘Day of Infamy’, handed the case for war to Roosevelt on a plate, effectively dooming Japan’s military government and empire. ‘By choosing to participate in a total war, [Japan] exposed itself to total defeat’. (p.5)

The ineffectiveness of militarism

History is a playground of ironies. It is difficult to know where to start in this particular theatre of ironic reversals.

Both of these two militaristic states – Japan and Germany – fetishised war and the soldier, seeing the highest role the individual could play to be a latter-day Aryan ubermensch or samurai and the state as the embodiment of the militarised will of the people. In their speeches and propaganda, Japan’s leaders dripped contempt for the liberal capitalist democracies of the degenerate West. And yet it turned out to be those degenerate democracies which mobilised most effectively for war, and indeed won.

And Hastings points out that this was due to identifiable shortcomings not only in Japan’s economy, state organisation and military infrastructure – of which there were ample – but in its culture, traditions and even language.

  • Respect for superiors meant Japanese officers never questioned orders. Never. Whereas pluralistic meritocratic free-speech democracies discovered that a certain amount of critical thought and questioning helps an army or navy function better.
  • Rather than criticise or even question orders, Japanese prefer silence. ‘Faced with embarrassment, Japanese often resort to silence – mokusatsu‘ (p.42). The opposite of freedom of thought and enquiry.
  • Because the Japanese were convinced of their racial, moral and spiritual superiority to all other nations and races, they made no attempt to understand other cultures. A contributory factor was the self-imposed isolation of the country for centuries. The Japanese had little or none of the ‘intelligence’ operations which were so important in the West, which helped us to plan logistics and strategy, and this absence severely undermined planning and strategy. All they had was the samurai will to fight which turned out not to be enough.
  • The Western democracies, being less hamstrung by traditions of obedience and respect and the military spirit and Emperor-worship, were more flexible. Concrete examples the way that in the West civilian experts were pressed into work on a) building the atom bomb and b) decrypting German and Japanese signal codes. Both these stunning successes were achieved by eccentric civilians, tweed-jacketed, pipe-smoking academics. Compare & contrast the Japanese army and navy which had absolutely no place for anyone who hadn’t been through their rigorous military training or shared their glorious samurai code. ‘It is hard to overstate the extent to which Anglo-American wartime achievements were made possible by the talents of amateurs in uniform’ (p.50).

Thus the Japanese mindset militated against inquiry, analysis, adaptability and free expression.

Japanese atrocities

While the Japanese army and navy bickered, while the government failed to create a coherent industrial strategy for war, while their planners completely underestimated American resources and resilience, the one thing the Japanese, like all weak and inferior armies, excelled at was brutality and atrocity, especially against unarmed civilians, especially against unarmed women.

  • The book includes quite a few personal stories from some of the 200,000 plus sex slaves abducted into ‘comfort centres’ everywhere the Japanese army went, China, Korea, the Philippines, Burma etc. Organised and state-sanctioned gang rape.
  • ‘During Japan’s war in China, the practices of conducting bayonet training on live prisoners, and of beheading them, became institutionalised.’ (p.53) The book has quite a few photos including one of a Japanese officer swinging his sword to behead a blindfolded Australian prisoner. Nowadays we are appalled to watch videos of Western hostages being beheaded by Islamic fanatics. The Japanese did the same on an industrial scale.
  • Discipline in army and navy were severe, with routine heavy beatings of new recruits and officers allowed to kick, punch and abuse any men under their command. The culture of brutality went all down the line. When a destroyer’s cutter, rescuing survivors from a sunk battleship, threatened to be overwhelmed, those in the boat drew their swords and hacked off the hands of their fellow Japanese (p.54).
  • Colonel Masanobu Tsuji was responsible for brutalities and atrocities wherever he served. The most notorious anecdote is when, in northern Burma, he dined off the liver of a captured Allied airman (p.56).
  • The Japanese launched the ‘Three Alls’ policy in China, in 1941, a scorched earth strategy designed to break the spirit of the native inhabitants and bring the occupied country under complete control. The three alls were ‘kill all, burn all, loot all’. The operation targeted for destruction ‘all males between the ages of fifteen and sixty whom we suspect to be enemies’ and led to the deaths of over 2.7 million Chinese civilians.
  • Unit 731 was an experimental biological and chemical warfare research division, set up in occupied Manchuria which conducted experiments of unspeakable bestiality on Chinese victims. To quote Wikipedia,
    • ‘Thousands of men, women and children interred at prisoner of war camps were subjected to vivisection, often without anaesthesia and usually ending with the death of the victim. Vivisections were performed on prisoners after infecting them with various diseases. Researchers performed invasive surgery on prisoners, removing organs to study the effects of disease on the human body. These were conducted while the patients were alive because it was feared that the decomposition process would affect the results. The infected and vivisected prisoners included men, women, children, and infants.’ (Wikipedia)
  • Allied Prisoners of War. Large numbers of memoirs, histories and movies have familiarised us with the Japanese’ merciless treatment of Allied prisoners of war.
    • a) Appalling though they obviously were, they pale in contrast to the appalling treatment Japanese meted out to their fellow Asian civilians.
    • b) Not having to prove so much on this well-discussed issue, Hastings is freed up to include stories of the small minority of Japanese who actually treated prisoners decently – though it’s noticeable that these were mostly civilians or unwilling recruits.
  • Cannibalism. On page 464 Hastings gives specific instances of Japanese cannibalism, including soldiers eating downed Allied air crew and murdered civilians. They preferred thigh meat.
    • ‘Portions of beheaded US carrier flier Marve Mershon were served to senior Japanese officers on Chichi Jima in February 1945, not because they needed the food, but to promote their own honour.’ (p.464)

The war in China

Eventually it becomes physically hard to read any more about the war in China. Japan invaded the north-east province of Manchuria in 1931, establishing their custom of mass murder and rape, associated most with the so-called ‘rape’ of Nanjing, where up to 300,000 Chinese were massacred in six weeks of mayhem.

In 1937 the Japanese launched a further invasion of the entire coast of China. Mass murder, gang rape, forced labour, mass executions and germ warfare experiments on prisoners followed in their wake. Wherever they went, villages were looted, burned down, all the women gang raped, then cut open with bayonets or burned to death. Again and again and again. As throughout the book, Hastings quotes from eyewitness accounts and the stories of numerous survivors, who watched their families be bayoneted to death, heads cut off, forced into rooms into which the Japanese threw hand grenades, everywhere all the women were taken off to be gang raped, again and again, before being themselves executed.

The horror is difficult to imagine and becomes hard to read about.

More bearable, less drenched in blood, is Hasting’s fascinating high-level account of the political situation in China. After the overthrow of the last Qing emperor in 1911, China fell apart into regions controlled by warlords. The most effective of these was Chiang Kai-shek who emerged as the leader of the Kuomintang (KMT), the Chinese Nationalist Party, in the late 1920s, just before the Japanese took advantage of the chaos to invade Manchuria.

Chiang and his people were overt fascists, who despised the softness of liberal capitalist countries like the US and Britain. I didn’t know that the Americans poured an amazing amount of material aid, food and ammunition into Nationalist areas, hoping Chiang would create a force capable of stopping and then throwing the Japanese out. But Hastings shows how it was a stupendous waste of money due to the chronic corruption and ineffectiveness of the Chinese. It took American leaders at all levels four years to realise that the Nationalists were useless, their armed forces badly organised, barely trained, barely equipped and consistently refusing to fight the Japanese. Only slowly did fears begin to grow that the Kuomintang’s bottomless corruption and brutality were in fact paving the way for a Communist victory (which was to come in 1949).

The Philippines

More horror, compounded by American stupidity. US Generalissimo in the South West Pacific, General Douglas MacArthur, had lived in the Philippines before the war. US forces were driven out in 1942, after holding out in the Bataan Peninsula opposite Manila. Hence, once the tide of war turned and his forces had recaptured Papua New Guinea, MacArthur had a very personal ambition to recapture the archipelago.

Hastings is extremely critical of MacArthur’s publicity-seeking egotism, his refusal to listen to intelligence which contradicted his opinion, and above all his insistence on recapturing every single island in the Philippines, which led to thousands of unnecessary American deaths, when he could have bypassed, surrounded and starved them out with far fewer casualties.

Above all this obsession led him to fight for the capital Manila, instead of surrounding it and starving the occupying Japanese out. His predictions that it would be a pushover were proved disastrously wrong as the Japanese converted the battle for Manila into bitter, brutal street fighting comparable to Stalingrad or Berlin – with the extra twist that Japanese officers promised their troops they could enjoy their last days on earth by systematically gang raping as many Filipino women as they could get their hands on, and ordering them to massacre all civilians.

Hastings gives pages and pages of first-hand accounts of Japanese rape, butchery, beheadings, bayonetings, executions, murders and more rapes. It is quite sickening. Thus the ‘liberation’ of Manila (3 February to 3 March) resulted in the deaths of some 100,000 Filipino civilians and the almost complete destruction of the historic city.

Summary

Having struggled through the descriptions of the war in China (pp.207-240) and the Battle of Manila (pp.241-266) the reader turns to the next chapter — to find it is an unforgivingly detailed account of the brutal battle for the tiny Pacific island of Iwo Jima…. This book really is a relentlessly grim and depressing chronicle of man’s most bestial, inhuman, grotesquely violent savage behaviour to his fellow man, and especially to vulnerable women.

Nemesis is a comprehensive, unblinking overview of the war in the Pacific, and includes revelatory chapters on often-neglected areas like Burma and the Chinese mainland. It is so long because at every point Hastings includes lots of eyewitness accounts, recorded in letters, diaries, autobiographies, official reports and so on, to give a strong feeling all the way through of individual experiences and how it seemed and felt to people at the time.

And he goes out of his way to include all nations, so there are plenty of accounts by Japanese and Chinese soldiers and civilians, as well as the expected Allies. It is the civilians’ memoirs which are most harrowing, the Chinese and Filipino women’s accounts of the mass rapes of their families, villages and communities being particularly hard to read.

And the battle chapters chronicle the relentless Allied casualties which the well dug-in Japanese caused on every single island and hill and redoubt, on Guam, Iwo Jima, Okinawa and all the poxy little Pacific islands the Americans had to capture on their long odyssey towards the Japanese mainland. These chapters, with their grinding destruction of human beings, builds up the sense of tension, stress and horror experienced by all the soldiers. It is a nerve-wracking book to read.

Subsequent chapters describe in harrowing detail:

  • The bloody campaign to retake Burma.
  • The genesis of the horrific American firebombing of Japanese cities. (The 9 March firebombing of Tokyo killed around 100,000 people, destroyed over 10,000 acres of buildings – a quarter of the city was razed – rendering a million people homeless amid the smoking ruins. It is difficult to read the eyewitness accounts without weeping or throwing up.)
  • The battle of Okinawa – which involved the largest amphibious landing in history, after D-Day – and where the Americans encountered Japanese dug into another almost indestructible network of caves and bunkers.
  • The genesis, rise, effectiveness and then falling-off of the kamikaze suicide-pilot movement (with its less well-known cousin, the suicide boat and torpedo squads).
  • The rise of Mao’s communists. Hastings fleshes out the idea that, although they both received massive amounts of aid from the Americans, flown in from India and Burma, neither Chiang Kai-shek’s Nationalist army nor Mao’s Communist army was much interested in actually fighting the Japanese: neither of them had many guns, much ammunition, little or no military discipline or strategy. Both were focused on positioning themselves for the Chinese civil war they could see coming once the Americans had won. Everywhere the corruption and incompetence of the Nationalists alienated the population, whereas the communists were very careful to recruit and train the best peasants, and leave a good impression on villages they passed through. It took a long time for their American sponsors to realise that the Kuomintang was going to lose. Amusingly, American officials at the time and ever since have played down their support for Mao’s communists.
  • The Americans were really vehemently anti the European empires. Churchill fondly imagined he’d be able to restore the British Empire to the status quo ante the war, but the Americans did everything they could to spurn and undermine British efforts. Apparently, in the later part of the Pacific war a poisonous atmosphere existed between the American and British administrations in the region, as the British tried to squeeze in a contribution to the war, in order to justify their return to colonial mastery of Burma, Malaysia, Singapore etc, while the Americans did everything they could to keep them out. And not just the British. A short but riveting section explains how the Americans systematically undermined the French government’s attempts to retake control of Indochina i.e. Vietnam. The Americans supported the leader of the Vietnamese nationalists, Ho Chi Minh, giving him time to establish his Viet Minh organisation and recruit widespread support for anti-colonial forces. This set off a train of events which would come back to bite America hard twenty years later, as it found itself dragged into the effort to stop Vietnam falling to communism during the 1960s – the Vietnam War – which did so much to fracture and polarise American society (and whose repercussions are still felt to this day).

One of Hasting’s most interesting points is the idea that the single most effective weapon against Japan was the naval blockade and in particular the heroic efforts of American submarines in smashing the Japanese merchant marine. Japan is made up of islands which have few natural resources; everything has to be imported; American submarines were bringing Japan to its knees, bringing war production to a grinding halt and starving its population well before the firebombing campaign began.

But wartime leaders need dramatic results, and also the air force was jockeying for position and influence against its rivals, the army and navy, and so the firebombing continued – with an undoubtedly devastating effect on the civilian population but a less decisive impact on Japan’s commitment to the war.

The atom bomb

And this accumulated sense of endless nightmare provides the full depth and horror, the correct historical context, for the American decision to drop the atom bombs on Hiroshima and Nagasaki, which I read about recently in Jim Baggott’s excellent history of the atom bomb, Atomic.

You and I may reel with horror at the effect of the atom bombs but both these books make clear that millions of American soldiers, their families, the wider nation, the Allies generally, not to mention the scores of thousands of Allied and Asian prisoners of war, and all the peoples in the occupied zones of China – all felt nothing but relief and gratitude that the seemingly unending slaughter and raping and burning and torture had finally come to an end.

Hastings goes into considerable detail on the military, strategic, political and diplomatic background to the dropping of the bombs.

  • In his account, the idea that the bombs prevented the need to invade Japan in which scores of thousands of American troops would have died, is downplayed. In Hasting’s opinion, Japan was already on its knees and had been brought there by the effectiveness of the naval blockade. Its people were starving, its war industries grinding to a halt.
  • For the American military leadership the bomb didn’t (at first) represent a significantly new departure, but just a continuation of the firebombing of Japanese cities which had killed at least 200,000 people by this stage, and which was set to continue indefinitely. (It is grimly, darkly humorous to learn that Hiroshima was chosen as the first bomb site precisely because it had been left untouched by the firebombing campaign, and so would provide perfect experimental conditions to assess the impact of the new weapon. Similarly, it is all-too-human to learn that the general in charge of the firebombing, Curtis LeMay, was angered that the atom bombs robbed him of being able to claim that his firebombing campaign alone had won the war against Japan. Such is human nature.)
  • The second bomb was dropped because the Japanese hesitated and prevaricated even after Hiroshima, and this was due to at least two fundamental flaws in its leadership and culture:
    • Everyone was scared of the military. By now the Prime Minister and other ministers, backed up by information from the Japanese ambassador in Moscow, realised they had to surrender. But the cabinet of the ‘Big Six’ included the heads of the army and navy who refused. They insisted that Japan would rise up as one man and fight to the death. In their vision, all Japanese, the entire nation, should be ready to die honourably instead of surrender. And Japan had existed in a climate of fascist fear for over a decade. Anybody who spoke out against the military leadership tended to be assassinated. They all claimed to worship Emperor Hirohito as a living god but Hirohito was incapable, partly from temperament, partly from his position, to make a decision. He, like his civilian politicians and a lot of the population, obviously realised the game was up and wanted to end the war – they just didn’t want to end it by giving up their army or navy or colonies in Asia or existing political system or bringing war criminals to trial. They wanted to surrender without actually having to surrender. Thus hopelessly conflicted, Japan’s leadership was effectively paralysed. Instead of making a swift appeal to surrender to the Americans, they carried on pettifogging about the use of the phrase ‘unconditional surrender’, and so the second bomb was dropped, on Nagasaki. These sections are peppered with phrases like ‘delusional’, ‘in denial’, ‘gross miscalculation’
    • (As in the Jim Baggott book, Hastings reports the simple and devastating fact that the intended target, Kokura, happened to be covered in cloud when the B-29 carrying the bomb approached, so the flight crew switched to the secondary target, Nagasaki, where conditions were clear. Lucky weather for Kokura. Unlucky weather for Nagasaki. Thus the autterly random contingencies which determined life and death in the terrible twentieth century.)
  • The biggest revelation for me was the role of Russia. Russia remained neutral in the war against Japan until the last day. This allowed Japanese diplomats and politicians to pin their hopes on the Russians somehow being able to negotiate a peace with their American allies, whereby Japan could surrender and not surrender. Right up to the last minute they thought this was an option, not knowing that Stalin had asked Roosevelt if he could join the war against Japan once the war in Europe was finished and that Roosevelt had agreed (before dying in April 1945 and being succeeded by Harry Truman). Hastings chronicles the intense diplomatic manoeuvring which took place in July and early August, the Japanese with their futilely wishful thinking, Stalin calculating how much of Asia he could grab from the obviously defeated Japs, and the Americans becoming increasingly concerned that Stalin would award himself huge areas after having made next to no contribution to the war.
  • So, if you remove the motivation that dropping the bombs would save the lives of potentially 100,000 young American men who could be expected to be lost in a fiercely contested invasion of Japan’s home islands – then you are led to the conclusion that at least as important was the message they sent to the USSR: ‘America decisively won this war. To the victor the spoils. Don’t mess with us.’ The dropping of the A-bombs becomes the last act of the Second World War and simultaneously the first act of the Cold War which gripped the world for the next 44 years.

Soviet invasion of Manchuria

I didn’t realise that on the same day that America dropped the Nagasaki bomb, the Russian army attacked the Japanese across a massive front into Manchuria and the Sakhalin peninsula, with over a million men. Although the Japanese had feared a Russian invasion for years and knew about the massed build-up on the borders, once again ‘evasion of unpalatable reality prevailed over rational analysis of probabilities’ (p.534). And so, on 9 August 1945, the Red Army invaded Manchuria along a massive front, taking just seven days to shatter Japan’s Kwantung Army, achieving total victory in the Far East in less than 3 weeks. They killed or wounded 674,000 Japanese troops, losing 12,031 killed and 24,425 wounded themselves (p.582).

During the defeat Japanese colonists were ordered to resist and die. This especially applied to mothers, who were expected to kill their children and then themselves. They were often helped out by obliging Japanese soldiers. The Russians were held up in some spots by the same fanatical resistance and suicide squads which made Iwo Jima and Okinawa such bloodbaths, except this was a huge area of open territory, rather than a tiny island, and the Japs had run out of arms and ammunition – and so could be easily outflanked and outgunned.

As usual with Russian soldiers, there soon emerged widespread rumours of indiscriminate rape of all surviving Japanese women and random Chinese women – ‘wholesale rape’ as Hastings puts it (p.571) – though this has been fiercely contested by Russian historians. The very last battle of the Second World War was the Russian storming of a vast network of bunkers and artillery placements at Houtou. The Japanese resisted to the last until around 2,000 defenders were dead, including women and scores of Japanese children. The Soviet soldiers addressed the local Chinese peasants telling them they had been liberated by the Red Army and then set about looting everything which could be moved, including the entire local railway line, and ‘women were raped in the usual fashion’ (p.578).

This storming campaign showed that Russia’s victories in Europe were no fluke. The Russians now had an enormous and effective war machine, the most experienced in the world, given that it had been fighting vast land battles for three years, unlike the other Allies.

Up until this moment the Japanese had been hoping against hope that Russia would somehow intervene with America to manage a conditional surrender. Now they finally lost that hope and Japan’s leaders were forced towards the unconditional surrender, which they finally signed on 2 September 1945.

The Soviet occupation of Manchuria, along with the northern portions of the Korean peninsula, allowed them to transfer these areas to communist-backed regimes. This helped the rise of communist China and communist North Korea, laying the seeds for the Korean War (1950-53) and the ongoing nuclear threat from contemporary North Korea. Thus do geopolitical acts live on long, long past the lifetimes of their protagonists.

When I bought the book I thought the title, Nemesis, was a bit melodramatic. Having read it, I realise now that no words can convey the intensity, the duration and the bestiality of such horror. I am ashamed to have lived in the 20th century. At times, reading this book, I was ashamed to be a human being.
