The Thirties and After: Poetry, Politics People 1933-75 by Stephen Spender (1978)

Artists always have been and always will be individualists (p.52)

In this book Spender brought together key reviews, essays and other documents from each decade of his writing career. There’s a section of writings from the 1930s, but also from the 1940s, 50s and 60s.

As you know, I don’t have much time for Spender’s poetry, but he has sensible, honest liberal views on a wide range of subjects, and is a fantastic gossip. His very sensibleness seems to have made him a good editor (by all accounts), of Horizon magazine which he co-founded in 1939, and literary editor of Encounter magazine from 1953 to 1967.

As an affable, clubbable fellow, he sat as a judge for various prizes and could be counted to take part in innumerable ‘writers congresses’, with the result that he seems to have met and chatted with just about every important writer from the middle of the twentieth century. The index of this handy little paperback is a who’s who of poets, novelists, artists and playwrights from the 1920s to the 70s.

These are notes on his essays and reviews from, and comments about, the 1930s.

The Thirties

Background

Spender thinks the left-wing feel of literature in the 1930s has deep roots, going back at least to the Fabians (who included H.G. Wells and Bernard Shaw). He points out that the famous war poets Sassoon, Graves and Owen were all, by the war’s end, ‘socialists’ too, based on:

  • hatred of the older generation who had sent out the young to be slaughtered
  • sympathy for the working class men they supervised
  • admiration for revolutionary movements in Europe, political cultural and sexual
  • resentment of the way the British establishment tried to strangle the Bolshevik revolution
  • dislike of the British Empire

That said, all arts undergraduates of the late 1920s revered T.S. Eliot whose masterpiece The Waste Land prophesied the end of all civilisation, an apocalyptic vision which made conventional politics irrelevant.

But although the Modernists (Yeats, Eliot, Pound, Wyndham Lewis) held extreme right-wing views, their young fans still revered them because they were revolutionary in form & content. Also, although right-wing in tendency, the Modernists were heartily loathed by the dead, dull, philistine Conservatives who ran the artistic and literary establishment and thought them dangerous radicals and Bohemians (foreigners, too). The English conservative establishment was, Spender tells us, ‘philistine, stupid, respectable and frightened’.

As an undergraduate Auden held the view that the poet should be utterly unpolitical, in fact that he should be as unemotional and detached as a scientist: his own emotions, the lives around him and society at large were merely a field for his forensic enquiries. The exact opposite of, say, Shelley.

Writing in the 1970s, Spender now sees how that view stems from T.S. Eliot’s famous 1919 essay Tradition and The Individual Talent i.e. was indebted to the detached classicism of the Modernist generation.

Spender thinks he and the Auden Gang initially continued to adhere to the apolitical aesthetics of the Modernists. Only slowly did they let politics enter their work and it felt, to them, like a conscious lowering of standards. They had a ‘we’re only doing this for the duration’ feel about them. MacNeice in particular barely wrote any ‘political’ poetry during the 30s.

Spender sees the real generational break being between his friends – Auden, Day-Lewis, MacNeice – and the genuinely younger generation of fire-eating communist poets – Julian Bell and John Cornford – who were sincerely and utterly political (though he tempers this by pointing out that they were, in every instance, rebelling against the apolitical bourgeois aestheticism of their Bloomsbury parents).

Spender suggest that even when they were writing ‘political’ poems, he and Auden were in a way simply continuing the anti-war attitude of Wilfred Owen. He suggests his own poem, Ultima Ratio Regum, and Auden’s sonnets from China. They are anti-war protests, a kind of ‘anti-fascist pacifist poetry’.

In fact Spender thinks there wasn’t a thirties ‘movement’; movements have meetings and manifestos. But Auden was a ‘leader’ in the sense that he was intellectually in advance of all the rest, had through things through more thoroughly, and had a more highly developed technique.

Spender describes Auden’s advanced knowledge of psychoanalysis and how he used it to psychoanalyse his friends, inviting them to his darkened rooms in Christ Church and exposing them to penetrating psychological investigation. He liked doing this one-on-one, and preferred to keep his friends apart, which partly explains why the members of the so-called ‘movement’ rarely actually met.

In other words people didn’t ‘follow’ Auden because he commanded obedience. He simply was a cleverer, more fully formed and fascinating character than everyone else.

What triggered the ‘political content was simply the extremity of the times, the early 1930s, when it really looked as if the capitalist system might collapse, and the well-heeled literati in the south of England couldn’t fail to notice mass unemployment, squalor, and millions going hungry, their lives going to waste.

Because it was part of every educated person’s consciousness, the social crisis inevitably entered their writing. Overlapping it and extending the sense of crisis was the rise to power of Hitler and the sense, by the mid-30s, that war was inevitable. And they had an H.G. Wells-style horror of what the approaching war would entail. Spender was told by a leading government expert that British cities would be flattened in days by mass bombing.

Adding bite to this mood was the appalling complacency of almost everyone outside the ‘intellectual class’ – the complacency of Stanley Baldwin and the Empire exhibition. You can hear the same note of exasperation in George Orwell’s novels – he wants to shake England out of its myopic slumber. Wake up! so many of those poems say.

Spender sympathises with the critics who point out the 100% private school nature of these lefties. There was something laughable, Spender himself admits, in their attempts to write for the working classes. Spender thinks that, if anyone, their poems were aimed at ‘sixth-formers from their old schools and at one another’ (p.23).

But what else could they have done? Ignored the mass unemployment and economic collapse of the Great Depression? Ignored the rise of Hitler and the outbreak of the Spanish Civil War? In a society in crisis every work becomes political.

The essence of the Modernist movement was it created works which centred on themselves, were self contained as art. The next generation, his generation, took Modernist tools and reinjected what the Modernist works had lacked, namely day-to-day subject matter. ‘We were putting the subject back into poetry’.

In his opinion the members of the movement were very varied, never had a manifesto, and had all kinds of doubts about putting politics into poetry – but were made to seem like a movement because of the deep sleep of everyone else around them. Writing about the Slump or Hitler created the impression of a camaraderie among writers who were, deep down, very disparate.

Real political poetry was that written by committed Communists like Christopher Caudwell, Ralph Fox, John Cornford and Tom Wintringham – but the first three of these were killed in Spain and the tradition they might have created, vanished with them.

All these concerns came to a head with the Spanish Civil War which triggered a crescendo of political commitment among the bourgeois poets – and then a collapse of cynicism and disillusion. One way of seeing it is that all the bourgeois writers were brought by the crisis right up against the need to write propaganda, that is, to lie, to write things they doubted or knew were lies (about the unity of the left, about the Moscow show trials, the wisdom of Stalin, and so on). When push came to shove, they all rebelled against this.

In face of Stalinist propaganda and methods it was a reversion to the view that individual conscience is the repository of witnessed truth. (p.29)

Once the scales fell from their eyes, they realised they had let themselves be cajoled into writing in ways, about subjects and reaching conclusions, that they knew to be false or disagreed with. This concern for individual truth-telling explains why many of them, most famously Auden, tried to suppress much of their work from the 30s as ‘dishonest’. Thus he tinkered with Spain, the long poem he wrote trying to support the Republicans, but eventually came to hate its entire tone and banned it.

This notion of individual truth was the reef that the ‘movement’ of political poetry ran aground on.

Review of A Vision by W.B. Yeats (April 1938)

In this book Yeats systematically laid out the complex system of images and ideas which underpinned his later poetry and which, he claimed, had been communicated to his wife by messages from the spirit world. With restrained irony Spender says that, if these complex insights into the meaning of human history, its patterns and recurrences really are true, it is a shame this long and complicated book makes no attempt to prove the fact or to relate it to the world the rest of us live in. More sharply, Spender notes that when Yeats writes that when he read Oswald Spengler’s vast epic about The Decline of the West (1918-22) he found an eerie similarity with his own thought – that is because both of them, along with Stefan George and d’Annunzio, in their attacks on the rotten littleness of modern democratic society and the need for new Caesars to rise up and restore civilisation – all prove ideological and artistic justifications for fascism.

Review of One-Way Song by Wyndham Lewis (December 1933)

Percy Wyndham Lewis was an avant-garde artist who, just before the First World War, founded the short-lived movement of Vorticism, a British response to Italian Futurism. After the war (in which he served) he continued to paint, including marvellous modernist portraits of his chums T.S. Eliot and Ezra Pound, plus the doyenne of 1920s poetry, Edith Sitwell; but also wrote a lot, novels, huge meditations upon Western Man, and, as in this case, poetry.

One-Way Song is an extended satire written with Lewis’s demonic energy which sets out to flail every cause Lewis can think of, including parliamentary democracy, Progress, relativity, the expanding universe and racial equality. Some of the lines tend towards fascism i.e. saying society can only be saved from its pettiness by a Strong Leader, but on the whole Spender admires Lewis for his vigour and his openness, unlike many a fascist sympathiser who couches their support in suaver support for ‘the corporate state’ etc.

Review of Phoenix by D.H. Lawrence (January 1937)

Lawrence was one of a kind, sui generis. Not many major writers have emerged from the genuine working class, his Dad being a miner in the coalfields outside Nottingham. As Lawrence got educated he moved out of his own class, but was never at home with the smug bourgeoisie which runs English culture (in his day, the Bloomsbury Group).

Despising the middle class for its post-impressionist pusillanimity, but unable to expect anything of a working class he knew was crushed and cowed, he found a solution, a way out – Sex.

In the sexual act two people could transcend the petty restrictions of class and country and rediscover human dignity and authenticity. On this discovery he posited a potential social revolution, and described and wrote about it on countless occasions. He was against crowds, the masses and their filthy representation politics and democracy. In this respect he was anti-democratic and gave way sometimes to brooding images of Dark Power and the Strong Leader. But at its core he revolted against all of society, of whatever shape, in favour of a revolution in the head of individuals, then of men and women in their relationships with each other.

All settlement of the property question must arise spontaneously out of the new impulse in man, to free himself from the extraneous load of possession, and walk naked and light.

This is why he is among the Great Writers – because he took the key subject of the most serious novels – relationships between men and woman, or a man and a woman – to new levels of intensity.

Review of Red Front by Louis Aragon (May 1933)

A review of a zealously communist poem by the French poet, Louis Aragon. Spender is blisteringly critical of its calls for the proletariat to rise up and shoot the bourgeoisie. Why, asks Spender. Why is one lot of people arresting, imprisoning, torturing and executing another group of people terrible if it’s group A, but fabulous and deserving hymns of praise if it’s group B? They’re all people.

Marx had an answer. The proletariat represent Hegel’s Spirit of History. They are not only good and just in themselves, they represent the future of mankind. Spender obviously doesn’t buy this.

Spender says this isn’t a poem it’s propaganda and, what’s more, threatening propaganda. He treats Aragon to about the most withering criticism possible by saying its invocations and threats of violence are directly comparable to Hitler. Compare this poem to any speech by Hitler. Whoosh!

Poetry and Revolution (March 1933)

A poem is complete in itself, it does not reach out and affect the real world. Poetry is idealist in the sense that it is restricted to the world of thought. It is, therefore, the opposite of materialist thought. Individuals locked in their own little worlds is the opposite of the mass movement which the revolutionist calls for.

Basically Spender argues that all literature is middle class. To read it or be able to write it, workers have to get educated enough to lose their working class roots and enter the bourgeoisie. Even rebels against the bourgeoisie tend to be bourgeois, and their ‘rebellion’ tends to be into precisely the kind of visionary individualism which the true revolutionary hates most (he evidences the French poet, Rimbaud).

The bourgeois artist can not rebel against his bourgeois origins. But he can serve revolutionary ends by writing honestly. If he writes honestly his writings will accurately reveal the symptoms of a decaying society.

He defends poetry with these arguments:

  • poetry records the changing meaning of words, it preserves words in their pure and historic meaning
  • poetry saves the language from degenerating
  • poetry is a function of our emotional life
  • ‘poetry is the language of moments in which we see ourselves or other people in their true relation to humanity or nature’
  • poetry expresses compassion for all human beings regardless of race or class

Contemporary writers who wish to be communists cannot join the communist cause because of their economic condition, which forces them to be individuals, alone and alienated. Come the revolution, this will be solved.

The Poetic Dramas of W.H. Auden and Christopher Isherwood (Autumn 1938)

Spender had written a poetic drama himself, Trial of a Judge, this same year of 1938.

He praises the poetic dramas of W.H. Auden and Christopher Isherwood, specifically The Dog Beneath The Skin and The Ascent of F6, but enters a few typically sensible caveats.

  • Not much of the poetry in them is as good as Auden’s individual poems.
  • None of the characters has the subtlety of the characters in Isherwood’s novels.
  • Lastly, the pop nature of some of the lyrics created a kind of lowest common denominator style which Auden’s younger fans are now copying.

The public figures in F6 are too true to life to be believable. The satire on them is too crude to be believable and therefore effective. In this respect, yes, they are rather schoolboyish, as older critics claimed. Spender considers Dog works in its long journey round Europe, but when the protagonist returns to his English village, the climax of the play is him delivering a sermon indistinguishable from one any ordinary vicar would deliver.

Spender acutely points out the several ways in which the conclusion of The Ascent of F6 is not only unsatisfactory, it is incoherent. I agree with him that lots of it are just chunks of Auden which have been inserted into the play without too much regard for context. But that the chorus poetry of Mr and Mrs A is excellent (the best thing in the play, in my view).

With a touch of the apocalyptic, Spender hopes Auden and Isherwood have laid the foundations of what might be a much wider social change in coming decades which would see ‘the emergence of the theatre as the most significant and living of literary forms’ (p.61). Of course, they hadn’t.

Tangiers and Gibraltar Now (Left Review, February 1937)

Six months into the Spanish Civil War, Spender tried to get into republican Spain but was refused a visa so he did the next best thing which was to travel to Tangiers – where he attended meetings, speeches etc by Republican supporters – then Gibraltar, where he dwells on the revolting Franco sympathies of the British authorities and old British colonels’ mithering about ‘Red atrocities’. Even if these atrocities are true, Spender excuses them as the inevitable excesses of the suffering imposed on the people by the ‘monstrous Spanish system’ (p.64).

Heroes in Spain (New Statesman, May 1937)

Finally Spender got himself into Republican Spain and reports on what he saw and the Unity of the People as he travelled round for six weeks.

Spender takes exception to calling anyone who dies in a war, a ‘hero’, saying this is just a rhetoric people use to hide from themselves the disgusting reality of war. He testifies that the actual soldiers dislike talk of heroes and heroics; in the reports they read they are far more concerned to hear the simple truth.

Spain invites the world’s writers (Autumn 1937)

Being notes on the International Writers Congress held in which Spender attended. He is very impressed by André Malraux (‘a hero’) and his talk of will, how the writer must create an environment which allows them to write. They drive from Barcelona to Valencia and on to Madrid, seeing sights, meeting the People, excited by the social revolution very obviously going on around them. The essay concludes with a conversation with the Spanish poet, José Bergamín who, when asked about his Catholicism, says yes yes yes he believes all the articles of faith, but no no no he believes the Catholic Church in Spain has allied with one particular class and is trying to prevent ‘the spiritual growth of the Spanish people’. Spender optimistically concludes that, within the political revolution sparked by the war, is also taking place a Catholic Reformation. (In both predictions he was, of course, wrong.)

I join the Communist Party (Daily Worker, February 1937)

Spender explains that the motivation of his book Forward From Liberalism, published in 1937, was to show the mindset of a typical bourgeois liberal (i.e. himself) approaching communism, namely his belief in social justice and international peace rather than imperialist aggression.

In this article he announces that he has a) formally joined the communist party b) is setting off to Valencia to support the Republican government.

In fact these three short pages conclude with a description of his whistlestop tour of Tangiers and Gibraltar (mentioned above) and how he found everywhere how a minority of capitalist-imperialists was wedded to the Francoist attachment to property and in doing so seeking to suppress and put down the 80% of the population who wanted revolutionary change to their society.

Everywhere he went he saw Communists leading the fight against fascism, the best and most dignified of the working class were the Communists. And so he’s joined the Party.

When he puts it like that, his decision sounds eminently reasonable.

However, the first half of the little essay indicates a massive problem he faced: even before he joined the Party he had been sharply criticised by a critic in the Daily Worker for passages in Forward From Liberalism in which he had questioned the Moscow Show Trials i.e. Stalin’s word.

This is the crux of this entire section and of Left-wing politics in the 1930s as a whole. In contrast to the rotten, do-nothing democracies, Communism was actively fighting the unambiguous evil of fascism, and everywhere communist workers provided inspiring examples of human heroism and high-mindedness. Plus, to the anxious bourgeois intellectual, the Communist Party provided a wonderful sense of community and acceptance in a greater task. Good.

But, as they all discovered, Communism-in-practice meant lying for Stalin. Lying about the show trials, the deportations, the famines, the labour camps, the murder of opponents and rivals in Russia, and lying about the undermining of the entire Spanish Republican war effort by commissars more concerned with eliminating Trotskyists or Anarchists than with fighting the supposed enemy.

And this was the enormous disillusion which woke Spender, Auden and many other writers from their dream of solidarity with the working class. They would love to show solidarity with the working class and overthrow the rotten old system. But central to membership of the Party was abandoning their individual ‘bourgeois’ consciences and lying for a brutal, murderous dictator. And none of them could do that.

Postscript

With the ending of the Spanish Civil War it became clear that the thirties was being wound up like a company going into bankruptcy. The departure of Auden for America in 1939, whatever personal feelings it aroused, considered as a public act only underlined what most of his colleagues already felt: that the individualist phase was over. From now on, people did not join anti-fascism as individuals who might influence history. They joined armies in which they were expected to forget that they were individuals. (p.85)

With a few exceptions the writer associated with the thirties tried after 1939 to break with their political connections. This was particularly true of Auden who edited out of his works what might be termed the Thirties Connection. His departure for Isherwood in late 1939 dramatised the end of a decade. (p.276)

(In this second passage Spender makes a small but telling mistake. Auden and Isherwood sailed for New York in January 1939, at the start of the year. Spender’s memory has smoothed this out by making it occur in ‘late’ 1939, right at the end of the year and so of the decade – thus making it appear more symbolic and neat. Well, he’s a poet, not a historian.)

A poolside thriller

Although it’s longer than almost any of Ballard’s other novels, Cocaine Nights feels like a nice easy read, an airport or poolside thriller with an increasingly psychotic edge.

I found Day of Creation and Rushing to Paradise a struggle to finish because their stories were so preposterous, but Cocaine Nights fits much more easily into the thriller genre and for much of the time was as easy as eating an ice cream at the cinema. It was published 26 long years after Ballard had published the angular, challenging, Atrocity Exhibition and, reading this book, it feels worlds away in size, form and approach…

Cocaine Nights is a confident first-person narrative told by Charles Prentice, a seasoned travel writer who’s knocked about a bit and knows the ways of the world. When he learns that his kid brother Frank has been arrested and will be going on trial in Marbella, in the south of Spain, Charles flies to Gibraltar, hires a car and drives up the Spanish coast.

Frank has been living for the past few years in an exclusive resort named Estrella de Mar where he was manager of the popular Club Nautico, overseeing ‘a familiar world of squash courts, jacuzzis and plunge-pools’.

Charles checks into a nearby hotel, and makes an appointment to meet Frank’s Spanish lawyer. Here, for the first time, he discovers the charges against his brother. A swanky holiday house overlooking the resort was set on fire in an act of deliberate arson, and the retired British couple who lived there, the Hollingers, along with their niece Anne, an au pair and the male secretary, Roger Sansom, were all burned to death in the arson attack.

Frank was discovered by the police a few hours later in possession of molotov cocktails – wine bottles filled with a highly flammable mix of ether and petrol – of the kind which without doubt started the fire. When Charles finally manages to visit Frank at his Spanish prison he discovers, to his bewilderment and consternation, that Frank is going to plead guilty.

Charles spends a week snooping round Estrella, interviewing as many of the inhabitants as he can. On the surface it’s bustling with good, clean, wholesome bourgeois activities, a theatre club putting on plays by Tom Stoppard and Harold Pinter, an arts cinema, pottery classes, tennis lessons, choral societies – it’s Surrey by the sea.

In many ways Estrella de Mar was the halcyon county-town England of the mythical 1930s, brought back to life and moved south into the sun. Here there were no gangs of bored teenagers, no deracinated suburbs where neighbours scarcely knew each other and their only civic loyalties were to the nearest hypermarket and DIY store. As everyone never tired of saying, Estrella de Mar was a true community, with schools for the French and British children, a thriving Anglican church and a local council of elected members which met at the Club Nautico. However modestly, a happier twentieth century had rediscovered itself in this corner of the Costa del Sol…

And:

Purpose-built in the 1970s by a consortium of Anglo-Dutch developers, Estrella de Mar was a residential retreat for the professional classes of northern Europe. The resort had turned its back on mass tourism, and there were none of the skyscraper blocks that rose from the water’s edge at Benalmadena and Torremolinos. The old town by the harbour had been pleasantly bijouized, the fishermen’s cottages converted to wine bars and antique shops. Taking the road that led to the Club Nautico, I passed an elegant tea salon, a bureau de change decorated with Tudor half-timbering, and a boutique whose demure window displayed a solitary but exquisite designer gown. I waited as a van emblazoned with trompe-l’œil traffic scenes reversed into the courtyard of a sculpture studio…

What with this thriving art scene, drama club, art classes, pilates, swimming lessons, sailing, tennis and much, much more, Estrella de Mar seems like paradise:

Secure on their handsome peninsula, the people of the resort were an example of the liberation that follows when continuous sunlight is shone on the British.

But the more ‘amateur sleuthing’ Charles does and the more he finds out, the stranger the place appears.

One night, sitting in his car outside the resort’s main nightclub, the Club Nautico, pondering his next move, he sees what he takes to be a violent rape taking place in a car parked nearby. He runs over to rescue the woman, the man makes a getaway out the other door, but the woman, although obviously assaulted, with her knickers round her ankles and bleeding from the mouth, shrugs him off, pulls herself together and walks away. More disconcerting, as he stands there confused, Charles realises there was an audience watching: there are couples sitting in all the cars facing the one where the assault was taking place. Exasperated, Charles bangs his fists on their windshields:

‘What are you people playing at?’ I shouted. ‘For God’s sake . . .’

But one by one the cars turn on their ignitions, and slowly drive way.

Similarly, Charles notices prostitutes hanging round some of the streets in micro-skirts and boob tubes, mingling with the traffic, waiters, delivery men, shopkeepers and so on of the busy resort. But, on closer examination, he is disconcerted to realise that they are two ‘respectable’ women, wives of two men who run the town’s travel agency. Is it a kind of sex game, played to excite their husbands, or themselves? Or do they need the money?

A similar sense of bafflement surrounds descriptions of the fateful fire which killed the Hollingers. It happened on the Queen’s birthday, 15 June, and wasn’t a secret affair, the opposite. The villa was hosting a big party with everyone who was anyone at the resort invited, and so there was a crowd of over 200 drinking, partying, laughing, around the villa’s massive swimming pool. Hollinger even proposed a loyal toast to the Queen from his balcony, before going back inside (he was, Charles is repeatedly told, patriotic but aloof and rather pompous). Then suddenly the crowd started to realise that the big villa was on fire. Various guests tried to smash in the patio doors or windows, but they were fire-sealed and security-locked. Some guests tried to put ladders up to the first floor balcony and windows but the ladder caught fire.

So a) everyone saw the fire happen happen b) a lot of people tried to intervene but c) the Hollingers didn’t try to open any doors or windows but, apparently, stayed snug inside their separate bedrooms while their villa burned to the ground around them.

Charles visits the scene of the burned-out villa with one of the ex-pats who was there that night and who takes him through the events in detail. He closely questions all the other ex-pats who’ll agree to see him. He has long conversations with Frank himself, on his visits to him in prison, but his brother is infuriatingly vague about what happened or who is to blame. Charles is stunned when Frank’s lawyer tells him Frank is definitely going to please guilty to all five counts of murder.

Why? Why confess to a crime he didn’t commit? What the hell is going on?

To find out Charles decides he has to move into Estrella de Mar itself, so he checks out of the hotel up the coast where he’d been staying (the Los Monteros Hotel) and takes up occupation of Frank’s now-empty apartment, and starts digging deeper into the place and its inhabitants. All this has taken place by about page 70 – chapter 6 of the book’s 28 chapters – and the rest of the novel describes what he finds out.

And he finds out… that there is, as the BBC Sunday night drama has it, Death in Paradise. From the start Ballard had set a tone of aggressive sexuality – Charles has only just got into his hire car at Gibraltar when he spies a sultry woman driver in a nearby car fixing her make-up and has sexual fantasies about her. He is quick to spot the hookers on the streets of Estrella da Mar and quick to embark on a sexual affair with the resort’s troubled doctor, Paula Hamilton, and quickly suspects the bruises around her face are not from some harmless accident, but from the rough sex games, the S&M scene he quickly suspects exists behind closed doors at the resort.

So far so BDSM, so Crash, so porny. But if you park the porn – and Charless quick realisation that a certain amount of drugs is being consumed at the resort, mainly speed and cocaine – if you put all this modish window dressing to one side, the basic structure of the story is the same as a hundred Agatha Christie novels, and a thousand sleepy, Sunday night BBC ‘dramas’, the same basic structure:

  1. at an idyllic country community / stately home / happy family
  2. a mysterious death occurs
  3. an outsider comes in to investigate (Poirot, Miss Marple, Charles Prentice)
  4. who conducts a series of interviews with half a dozen key players
  5. which slowly reveal that any one of half a dozen characters might have had motives to carry out the murder(s)
  6. in which he or she uncovers clues carefully placed by the writer to keep us guessing
  7. so that the outsider/investigator slowly discovers that the idyllic community / stately home / happy family has dark (and hopefully depraved) secrets
  8. until by a process of induction, or through further incriminating events, the outsider/investigator finally discovers ‘the truth’

Thus, although the sex and drugs elements are fashionably depraved, and some of the details are quirky (like when Charles is buzz-bombed by a man-powered glider, which is a throwback to his weirder sci-fi stories) on the whole the narrative unfolds with the utter predictability of a 1930s murder mystery.

As you might have predicted, ‘shadowy figures’ try to warn Charles off, starting with a half-hearted attempt to strangle him on the balcony of Frank’s apartment, which is arranged to frighten him but not to actually hurt him.

As you might expect, Charles accompanies the Spanish detective in charge of the investigation on an extended tour of the burned-out villa as they retrace the stages of the crime, step by gruesome step, lingering over each room in which one or more of the victims were found burned or asphyxiated to death.

As you might expect, the detective reveals some unusual facts, such as that old Hollinger died in the house jacuzzi (good idea) but not with his wife, with young Anna the au pair. And that Anna was pregnant – but with whose child? Tut tut. And that Mrs Hollinger wasn’t in her room but in bed with the male secretary, Sansom. Saucy goings-on. ‘Lawks a-mercy, Monsieur Poirot, whoever would have thought it!’

As you might expect, Charles discovers a videotape in the melted VHS player of the burned-out villa – which the police have somehow overlooked – and takes it back to Frank’s apartment to view. It is, to no-one’s surprise, a porno, an amateur hand-held affair which starts with a standard lesbian romp, but turns nasty when some tough young men enter and appear to genuinely rape the tearful central figure. Yes, Estrella de Mar has a darker side, which grows a lot darker when Charles discovers it was his new girlfriend, Dr Paula Hamilton, who filmed the whole event.

As you might expect, there is a morose outsider, who has his own secrets to hide. In a Christie novel it’s often the gamekeeper or family retainer who turns out to have his own secrets. In this book it is the gloomy Swede Andersson, who maintains high powered speedboats which – on investigation – defy the Spanish navy to import hashish and heroin from North Africa. Drug smuggling.

Stuff happens. Someone sets fire to a stolen speedboat in the harbour. Someone sets fire to Prentice’s hire car. Someone dive bombs him with a hang glider when he climbs to the lemon grove above the Hollingers’ burned-out villa looking for evidence.

He feels himself settling into this world of casual crime, drug-taking and porn film-making, a ‘hidden Estrella de Mar, a shadow world of backstreet bars, hard-core video-stores and fringe pharmacies’, his brother Frank, stuck in gaol, becoming an ever more notional figure. Sanger the resort psychiatrist says he’s beginning to resemble his brother.

The Bobby Crawford effect

Bobby Crawford, the resort’s energetic tennis coach, was drifting down the coast from one sleepy resort to the next. When he arrived at Estrella da Mar he found it as torpid and somnolent as all the others he’d been at. But party by accident he was involved in some petty crimes and observed that it pepped the victims up no end. Experimentally, he embarked on a one-man crime wave, breaking into the luxury villas, nicking video players, pouring wine on precious carpets, spraying graffiti on garage doors, vandalising cars.

The effect is dramatic. People come out of their TV-induced coma to come to the resort offices to complain. They set up neighbourhood watch schemes. Having met each other they have parties to discuss latest developments, discover they have a taste for amateur dramatics or sports. People started turning up at what had previously been Crawford’s moribund tennis club.

I understood how [Frank] had fallen under Crawford’s spell, accepting the irresistible logic that had revived the Club Nautico and the moribund town around it. Crime would always be rife, but Crawford had put vice and prostitution and drug-dealing to positive social ends. Estrella de Mar had rediscovered itself.

The owners and investors – notably the shark-like Betty Shand – in the resort observe all this. They egg Crawford on. Encouraged he explores how far he can take the notion of energising crime. Some of the members of the newly founded film club are encouraged to make saucy films. A handful of the tougher sports club members are recruited into Crawford’s gang which carries out random attacks or thefts.

Ballard’s thesis

So bit by bit, Ballard’s thesis is at first hinted at by various characters, and then finally explained at length by Crawford in what might as well be a Shakespearian soliloquy addressed directly to the audience. The thesis is that society is sinking into a profound slump of boredom and accidie, addicted to TV while its mind vegetates. But people need excitement and an environment of petty crime energises and enlivens entire communities.

What they need, though they refuse to accept it, is a certain amount of amoral crime. And the person who supplies it, the impresario of crime, is the unacknowledged saviour of moribund communities. In the right time and place, the psychopath can be a saint.

Put to the test – the Residencia Costasol

And all this is put to the test, when the likeable energetic Crawford recruits Charles in him and his rich sponsors’ next project which is to move on to the next sleepy ex-pat resort down the coast, the Residencia Costasol.

Half-reluctant but intrigued, Charles allows himself to be persuaded to become the manager of the main nightclub in the resort down the road. It is dead in the water, an utterly moribund community of numbed zombies who stay indoors all day watching TV. Charles watches how just a few incidents of petty crime begin to waken the dead. Crawford takes him on a car tour of the empty, perfectly manicured streets, with Crawford stopping every so often to break into an empty villa and steal a video recorder, or some jewellery, to spraypaint a garage door or vandalise a slumbering Porsche.

Charles is initially sceptical but then amazed when people start visiting the resort offices to complain, stop to buy some stuff, go into the bars for a drink, a few of them sign up with Crawford’s tennis club, some of them ask about entertainment at Charles’s nightclub.

Charles finds himself sucked into the scheme and becoming compliant to ever greater scandals. When a luxury yacht is burned down in the marina, it not only shocks the inhabitants, it reminds everyone that they own yachts, and soon the yacht club is booming. And so is Charles’s nightclub, doing a roaring trade, with people staying up late partying to the dance music. Which of course attracts drug dealers who Crawford, we find out, is managing and running. Similarly, some prostitutes arrive but Charles is stunned when he realises some of the women tottering in high heels, micro-skirts and boob tubes are wives of well-to-do residents. The Crawford Effect works. Residencia Costasol is becoming another Estrella da Mar.

Charles turns into his brother

All this has taken some months and Charles changes. He had rushed out to Spain on the first flight to help his brother and pestered his lawyers and the police for his first few weeks. Then, as he uncovers more about Estrella’s secret sub-culture, he put off seeing his brother until he understands more. And this quest to understand takes him down the road we’ve described, until he realises he has become his brother – performing exactly the role in the Residencia Costasol that Frank played in Estrella, a lynchpin in the resort’s social life, turning a blind eye to activities which skirt illegality and, increasingly, veer into outright immorality, but not taking an active part so much as trying to restrain or channel Bobby Crawford’s boyish, unstoppable, amoral appetite for stirring things up.

And so it is that Charles puts off opportunities to visit his brother for months on end, and slowly comes to the realisation that he doesn’t want to or need to. When Paul Hamilton tells him that Frank’s much-delayed trial is about to start the next day, Charles brushes it off. His metamorphosis into his amoral brother is complete.

Whodunnit

Eventually we get to the payoff, which comes as little or no surprise. Who set fire to the Hollingers’ villa? They all did or, to be more precise, all the main characters Charles has met played a part. There wasn’t really a central mastermind or fixed plan, but some of the people he’s met got hold of petrol and ether, others filled the villa’s air conditioning with this flammable mix. Each individual told themselves they were preparing a prank, a practical joke, a bit extreme maybe, but essentially harmless. In an act of collective psychosis none of them acknowledged what they were doing, until it began to happen and then it was too late – the fire spread too fast and aggressively for anyone to stop it or the villa’s inhabitants to escape.

And then the collective act had performed its function. The entire community felt bound together by collective guilt, like members of some primitive tribe who kill, cook and eat their chief. They have all partaken of the blood sacrifice. They are bound more closely than ever together.

‘He [Bobby Crawford] stumbled on the first and last truth about the leisure society, and perhaps all societies. Crime and creativity go together, and always have done. The greater the sense of crime, the greater the civic awareness and richer the civilization. Nothing else binds a community together. It’s a strange paradox.’ (Paula Hamilton explaining to Charles)

And in fact, to his dismay, his lover Paul Hamilton who finally reveals all this to him, also reveals that Frank did in fact play a key role in the arson. And that’s why he has decided to plead guilty. By pleading guilty he saves the others, saves the community.

Novel or fable?

By this stage you can see how the book has ceased to be a realistic novel or thriller. It is making a case. It is what the French call a roman à thèse – a novel which is didactic or which expounds a theory. Humans are animals. Despite all propaganda to the opposite, they need excitement and thrills. The person who provides this excitement – the psychopath as saint – is reviled but secretly welcomed. The sequence of petty crimes leads inexorably to a great act of collective murder which binds the community in collective guilt.

By this point the book has ceased being a realistic novel and become a kind of elaboration of Sigmund Freud’s highly questionable anthropological theories. In his later writings Freud speculated that early human societies were bound together through the ritual murder of The Father, and claimed to have found evidence for this in ancient mythology, from the Greeks to the ancient Israelites.

If you buy into this logic, or if you are now reading the book more as a Freudian fable than as a Christie-style whodunnit, the final section comes as no surprise, but has a pleasing inevitability about it. Things are thriving at the Residencia Costasol but Charles picks up more and more signals that another extreme event is in the offing, though he can’t discover what it is, and for a while the reader is alarmed that he himself might be the target, or his erstwhile lover, Paul Hamilton.

Or, in a big red herring, maybe the target will be Dr Irwin Sanger, the resident psychotherapist at Estrella de Mar who, we come to learn, has a fetish for under-age girls, and is more or less driven out of Estralla, taking refuge in a villa he’s bought at the Residencia Costasol, close to the one Charles is living in. Is a gang of vigilantes going to attack the increasingly fragile old man and torch his villa?

In the event it is Bobby Crawford. He’d made an appointment to meet Charles, but as Charles approaches the tennis court where Bobby spends all his time between supervising the community’s criminal activities, he finds Crawford lying on the court, shot through the heart. Charles stoops and picks up the small handgun which killed him, moves Bobby’s head, gets blood all over his shirt and hands… just as he hears the siren of the police car, looks up to see Inspector Cabrera, who had investigated the original arson attack, who had quizzed him at length about his brother, who had watched his character slowly transform… Inspector Cabrera walks towards him across the court and in the last sentences Charles realises that he, Charles Prentice, will take the blame, take the rap, plead guilty of Bobby’s murder… for the greater good of the community.

And the novel ends on this Grand Guignol, Edgar Allen Poe moment.


Characters

An indication of its difference from previous novels is the sheer number of characters. A novel like The Crystal World had about eight named characters, Concrete Island only about four, whereas Cocaine Nights feels has the extended cast of Eastenders.

Strengths

Ballard writes so vividly. Almost every paragraph has a phrase which scintillates with linguistic charge. There is a wonderful clarity and precision to his vision.

  • The pool terrace was deserted, the choppy water settling itself for the night
  • I walked into the dining room, listening to my footsteps as they dogged me across the parquet flooring
  • [after the fire] The remote-control unit lay on the bedside table, melted like black chocolate
  • Shreds of burnt chintz clung to the walls, and the dressing room resembled a coal scuttle in a rage
  • Dominating all the other craft in the yard was a fibre-glass powerboat almost forty feet long, three immense outboards at its stern like the genitalia of a giant aquatic machine

He’s not always on song. Sometimes the rhetoric can become overwrought, almost always when he lapses into cliché, into the expected:

  •  The faint scent of bath gel still clung to my skin, the perfume of my own strangulation that embraced me like a forbidden memory

And so part of the pleasure of reading the book comes from watching Ballard navigate the fine line between acuity and pretentiousness, between vivid originality and something a little more clumsy. For example, which side of the line is this?

He left the boatyard and led me along the walkway between the moored yachts and cabin-cruisers. The white-hulled craft seemed almost spectral in the dusk, a fleet waiting to sail on a phantom wind.

That’s a little over-ripe for me, a bit too self-consciously Gothic. A phrase like this overlays the scene with a forced or pretentious comparison. It moves from the specific outwards to the general and so diffuses the effect. I prefer descriptions which travel in the opposite direction, which zero in, which make you sit up and pay closer attention to the thing itself:

Andersson stopped at the end of the quay, where a small sloop rode at anchor. Beneath the Club Nautico pennant at the stern was its name: Halcyon. Police exclusion tapes looped along its rails, falling into the water where they drifted like streamers from a forgotten party.

This acuteness also applies to his perceptions of people.

As his eyes searched the sky over the town I noticed that he was looking everywhere but at the Hollinger house. His natural aloofness shaded into some unhappy emotion that I could only glimpse around the bony corners of his face.

That feels acute to me, and original. Very simple vocabulary, but conveying a way of perceiving new to most of us. Only prose fiction can do this, surprise us in this way.

Ballard’s sardonic vision of ex-pat communities

The whole narrative is premised on the idea that the ex-pat communities along the Mediterranean have a special atmosphere of zombified inanition. Sometimes Ballard describes this with the seriousness that the premise of a fable requires, but other times he is wonderfully acute and funny at describing the strange limbo world of these kind of over-heated ex-pat resorts. He doesn’t hold back:

While a young Frenchwoman topped up my tank I strolled past the supermarket that shared the forecourt,where elderly women in fluffy towelling suits drifted like clouds along the lines of ice-cold merchandise. I climbed a pathway of blue tiles to a grass knoll and looked down on an endless terrain of picture windows, patios and miniature pools. Together they had a curiously calming effect, as if these residential compounds -British, Dutch and German – were a series of psychological pens that soothed and domesticated these émigré populations…

The retirement pueblos lay by the motorway, embalmed in a dream of the sun from which they would never awake. As always, when I drove along the coast to Marbella, I seemed to be moving through a zone that was fully accessible only to a neuroscientist, and scarcely at all to a travel writer. The white facades of the villas and apartment houses were like blocks of time that had crystallised beside the road. Here on the Costa del Sol nothing would ever happen again, and the people of the pueblos were already the ghosts of themselves…

Estrella de Mar seemed a place without shadows, its charms worn as openly as the bare breasts of the women of all ages who sunbathed at the Club Nautico. Secure on their handsome peninsula, the people of the resort were an example of the liberation that follows when continuous sunlight is shone on the British.

Via his characters, Ballard can be even more forthright in his opinions:

‘Have you seen the pueblos along the coast? Zombieland. Fifty thousand Brits, one huge liver perfused by vodka and tonic. Embalming fluid piped door to door…’

Charles is more detached and analytical – he is, after all, a writer by profession – but is given the same point of view:

Already thinking of a travel article, I noted the features of this silent world: the memory-erasing white architecture; the enforced leisure that fossilised the nervous system; the almost Africanised aspect, but a North Africa invented by someone who had never visited the Maghreb; the apparent absence of any social structure; the timelessness of a world beyond boredom, with no past, no future and a diminishing present. Perhaps this was what a leisure-dominated future would resemble? Nothing could ever happen in this affectless realm, where entropic drift calmed the surfaces of a thousand swimming pools…

Empty pools and full pools

One symbolic way of indicating the difference between Ballard’s pre-Empire of the Sun fiction and the novels he wrote after that catharsis, is that, in all his pre-Empire stories and novels, the swimming pools are drained and empty; in all the post-Empire stories, the swimming pools are filled to the brim, reflecting the bright blue Mediterranean sky, and denoting a world of timeless, affectless plenty.

Weaknesses

It’s hard not to notice Ballard’s use of a deliberately limited descriptive vocabulary, a very restricted number of moods or gestures which all the characters display, as if they are androids with about five settings. This lexical narrowness bespeaks, indicates and enacts a sort of emotional and cognitive narrowness in his characters.

People are always needing to be ‘calmed’, because something is ‘unsettling’ or over-exciting them; many of the characters or situations are described almost from the start as ‘deranged’ or ‘demented’; the narrator does no end of ‘sensing’, ‘sensing’ that people know more than they let on, ‘sensing’ that he is unwelcome, ‘sensing’ that characters really mean this or that secret motive.

Calm

  • Paula tried to calm me, sitting me in the leather armchair and putting a cushion behind my head…
  • Cabrera watched me from the door, restraining Paula when she tried to calm me…
  • She turned to face me, and touched my forehead with a calming hand…
  • Before I could remonstrate with her she turned to face me, and touched my forehead with a calming hand…
  • ‘Now, sit down and try to calm yourself,’ Sanger steered me from the garden door, whose handle I was trying to turn, concerned for my overexcited state…
  • One of them touched my cheek, as if calming a child…
  • Trying to calm myself, I sipped Frank’s whisky and listened to the shrieks and laughter as the sun came up over the sea…
  • I put my hands on her shoulders to calm her.

Demented/deranged

  • I remembered the disagreeable Guardia Civil at Gibraltar and speculated that the fire had been started by a deranged Spanish policeman protesting at Britain’s occupation of the Rock.
  • Andersson stood astride the grave, spade held across his chest like a jousting pole, glaring in a deranged way at the psychiatrist.
  • Repeated cleanings had blurred the pigments, and the triptych of garage, windows and door resembled the self-accusing effort of a deranged Expressionist painter
  • The bedrooms were daubed with graffiti, a riot of black and silver whorls, a demented EEG trace searching for a brain
  • As Laurie Fox screamed in her demented way, spitting out the blood she had sucked into her mouth, Sanger seized her around the waist.
  • In the soil scattered from the plant tubs a demented geometer had set out the diagram of a bizarre dance of death…

Unsettled

  • ‘You’ve unsettled a great many people since you arrived, understandably so…’
  • His talk of re-opening the case unsettled me…
  • The frankness of her erotic response, the unashamed way in which she used her sex, seemed to unsettle Crawford..
  • I fingered the plastic sachet, tempted to help myself to this forgotten cache, but I was too unsettled by the visit to the Hollinger house
  • The testy humour, and the edgy manner of someone unsettled by standing more than a few seconds in front of a mirror, would have appealed to Frank…
  • Cabrera hesitated before getting into his car, unsettled by my change of tack
  • Crawford sat forward, speaking quietly as if not wanting to unsettle the silence.

Sensed

He uses the phrase ‘Already I…’ to convey the sense that something is creeping up on the narrator, that things are overtaking him, that things are moving at pace…

  • Already I sensed that she was looking on me with more favour, for whatever reasons of her own…
  • Already I sensed that I was being kept under surveillance…
  • Already I could sense the freedom that this intimate world would have given to Alice Hollinger…

Narrowness and repetition

Obviously we all have restricted vocabularies, our own idiolects (‘the speech habits peculiar to a particular person’) and Ballard is a very clever, self-aware writer.

Sol much so that I wonder whether the repetition of actions, of moods and of the relatively small range of words that he uses to describe them is deliberate – that he accepts the same narrow set of words which suggest themselves as he writes, because doing this adds to the stylisation of the text. That the repetitions not only of plot, but of specific words and phrases, adds to the sense of stylisation which accompanied, in the old days, coronations and religious rituals, and in our media age, define the camera angles and gestures of movie actors.

So that when the any of the other characters tell Charles to ‘calm’ himself, we remember Jim in Empire of the Sun continually being told by the adults to calm down. When the narrator remembers his father sparring with the Saudi police and so ‘unsettling’ his mother, we remember all the other Ballard characters who have been ‘unsettled’ by a drowned world, crystallising forests, the inhabitants of high rises killing each other, and so on.

This narrowness of plotting, and the narrowness of vocabulary, are central issues in critiquing Ballard’s work.

Running Wild is about a luxury gated community for top professionals which is the scene of a massacre and turns out, on investigation by an outsider, to conceal very dark depths.

Cocaine Nights is about a luxury ex-pat community for top professionals which is the scene of a massacre and turns out, on investigation by an outsider, to conceal very dark depths.

Super-Cannes is about a luxury business park for top professionals which is the scene of a massacre and turns out, on investigation by an outsider, to conceal very dark depths.

Is the repetition of the same basic plot, told in prose which heavily features the same stylised attitudes and words (unsettle, calm, deranged) a bad thing or a good thing? Does the repetition of ideas and phrases cumulatively build up a powerful vision of the world?

Or feel like the repetition of a writer who’s lost inspiration? I think it’s more the former, that the hammering away of the same vocabulary is like a miner hammering away at a coal seam underground, relentlessly chipping away at the same pressure point to try and achieve a breakthrough into a new way of seeing.

Ballard’s improbable dialogue

Dialogue in thrillers is always pat, neat and snappy. Think of any of the classic American writers, Dashiel Hammett or Raymond Chandler. By this late stage in his career Ballard had evolved his own version of this stagey dialogue in which characters don’t speak like hard-boiled gangsters but like lecturers in media studies, all very savvy and smart about Freud and Fellini. Here’s Crawford the tennis coach talking to Charles the narrator about his brother, Frank:

He stared at the air with his arms raised to the sky, as if waiting for a sympathetic genie to materialize out of the spiralling dust.
‘Charles, I know. What’s going on? This is Kafka re-shot in the style of Psycho. You’ve talked to him?’
‘Of course. He insists he’s guilty. Why?’
‘No one knows. We’re all racking our brains. I think it’s Frank playing his strange games again, like those peculiar chess problems he’s always making up. King to move and mate in one, though this time there are no other pieces on the board and he has to mate himself.’

‘This is Kafka reshot in the style of Psycho‘ and then moving on to make comparisons with chess games. Do you think anyone, anywhere has ever spoken like that, let alone a professional tennis coach?

Here’s Charles sparring with nervous Dr Paul Hamilton.

‘Besides, my patients need me. Someone has to wean them off the Valium and Mogadon, teach them how to face the day without a bottle and a half of vodka.’
‘So what Joan of Arc was to the English soldiery you are to the pharmaceutical industry?’

Has anyone ever said something is sharp and snappy as that to you? Here’s Charles talking to Inspector Cabrera:

‘Inspector, when I meet Frank I’ll say that I’ve seen the house. If he knows I’ve been here he’ll realize how absurd his confession is. The idea that he’s guilty is preposterous.’
Cabrera seemed disappointed in me. ‘It’s possible, Mr Prentice. Guilt is so flexible, it’s a currency that changes hands . . . each time losing a little value.’

Ah, the literary policeman as philosopher. Here’s Charles with Dr Hamilton, again:

‘Who is he exactly?’
‘Not even Bobby Crawford knows that. He’s three different people before breakfast. Every morning he takes his personalities out of the wardrobe and decides which one he’ll wear for the day.’

Snappy. Or:

As we stood together I placed my hand on her breast, my index finger following the blue vein that rose to the surface of her sunburnt skin before descending into the warm deeps below her nipple. She watched me uncritically, curious to see what I would do next. Without moving my hand from her breast, she said: ‘Charles, this is your doctor speaking. You’ve had enough stress for one day.’
‘Would making love to you be very stressful?’
‘Making love to me is always stressful. Quite a few men in Estrella de Mar would confirm that. I don’t want to visit the cemetery again.’
‘Next time I’m there I’ll read the epitaphs. Is it full of your lovers, Paula?’
‘One or two. As they say, doctors can bury their mistakes.’

Boom boom, as artful as Oscar Wilde or Joe Orton. Here’s Charles interviewing Andersson the boat repair man:

‘You don’t like looking at the Hollinger house, do you?’
‘I don’t like looking at anything, Mr Prentice. I dream in Braille.’

It’s all as slick and stylised as the dialogue in a Noel Coward play, mingled with a pleasant stream of sub-Wildean paradoxes.

‘Money, sex, drugs. What else is there these days? Outside Estrella de Mar no one gives a damn about the arts. The only real philosophers left are the police.’ (Dr Hammond)

‘Selfish men make the best lovers. They’re prepared to invest in the woman’s pleasure so that they can collect an even bigger dividend for themselves.’ (Dr Hammond)

‘The arts and criminality have always flourished side by side.’ (Dr Sanger)

This whip-smart repartee mixes oddly with Ballard’s very limited set of emotional responses, and then again with the off-hand references to hard drugs or kiddie-porn or BDSM sex. It’s an odd combination.


Ballard’s erroneous futurology

‘Everything comes sooner these days. The future rushes towards us like a tennis player charging the net.’ (The psychiatrist Irwin Sanger)

Ballard is routinely trotted out as a ‘prophet’ or ‘futurologist’, but this strikes me as plain wrong.

Cocaine Nights obsessively repeats the idea that the enclaves of bored wealthy ex-pats along the Costa del Sol somehow indicate what the future will be like:

  • Perhaps this was what a leisure-dominated future would resemble? Nothing could ever happen in this affectless realm, where entropic drift calmed the surfaces of a thousand swimming pools…
  • ‘Frank always claimed that Estrella de Mar is what the future will be like…’
  • ‘In Estrella de Mar, like everywhere in the future, crimes have no motives…’
  • ‘I talked to Sanger the other day – he thinks we’re the prototype of all the leisure communities of the future…’
  • ‘Charles, this is the way the world is going. You’ve seen the future and it doesn’t work or play. The Costasols of this planet are spreading outwards. I’ve toured them in Florida and New Mexico. You should visit the Fontainebleau Sud complex outside Paris – it’s a replica of this, ten times the size. The Residencia Costasol wasn’t thrown together by some gimcrack developer; it was carefully planned to give people the chance of a better life. And what have they got? Brain-death…’
  • ‘It’s Europe‘s future. Everywhere will be like this soon…’

At its bluntest, here is Dr Sanger lecturing Charles:

‘Our governments are preparing for a future without work, and that includes the petty criminals. Leisure societies lie ahead of us, like those you see on this coast. People will still work – or, rather, some people will work, but only for a decade of their lives. They will retire in their late thirties, with fifty years of idleness in front of them.’
‘A billion balconies facing the sun. Still, it means a final goodbye to wars and ideologies.’

Has anything more inaccurate and misleading ever been written? This is spectacularly wrong, isn’t it? Ballard was reading from a script first devised in the 1970s, which looked forward to a utopian leisure society in which we’d all struggle to fill our countless hours of pampered idleness. Is that what happened? No. The exact opposite has happened:

Money-rich, time-poor is an expression which arose in Britain at the end of the 20th century to describe groups of people who, whilst having a high disposable income through well-paid employment, have relatively little leisure time as a result. Time poverty has also been coined as a noun for the phenomenon. (Wikipedia)

Spending day after day with nothing to do is not really an accurate portrait of Britain in 2020. Do you feel like you live in ‘a leisure-dominated future’? Plus, this whole discussion only takes place among the moneyed bourgeoisie. Most normal people are having to work harder than ever to make ends meet.

More women are in the workforce not because of abstract principles of ‘equality’ but because they’ve been forced to go to work to supplement their husband’s wages. More people than ever before are working on zero hours contracts. All the articles I read are about how work has invaded people’s ‘leisure’ hours, their evenings and weekends because work emails, texts and documents are now sent to people’s personal devices 24/7. And that’s before you get to the dire condition of the underclass, which I was reading about recently.

A few numbers: In 2014 the officially registered population of British nationals in Spain was 236,669, let’s call it 240,000. In 2014 the UK population numbered about 65 million. So British ex-pats in Spain make up less than 0.4% of the UK population. Hardly at the cutting edge of British social trends.

And even more obviously, this kind of thing is highly Eurocentric – it describes a world of overwhelmingly white chaps and chapesses from the professional classes who are all very comfortably off, thank you very much – Estrella de Mar is full of retired bank managers and accountants and doctors and property developers. What has come to be referred to by their impoverished children as the ‘boomers’.

As a vision of the future of the entire world it is obviously flawed for the simple reason that it totally omits, not only most of the population of European countries, but the whole of the rest of the world. A moment’s reflection on the condition of the population of either China or India (combined populations 2.75 billion people) suggests that the future of the planet is not one of luxury resorts offering a wide range of sports activities…

Ballard’s view of the future. My view of the present

Ballard’s vision of an affluent society where the well-off retire at 30 and have so much time on their hands that they take to drugs and murder to spice up their lives is plausible enough when you read it, as is much science fiction or genre fiction.

But the moment you start seriously thinking about it, you realise it is a ludicrously out-of-touch fantasy. The kind of thing only a writer – a person who spends almost all their time at home, staring out of windows, or meeting other like-minded middle class types – could conceive of, and that only academics who’ve spent a lifetime reading about transgressive sex and literary tropes, but who have precious little knowledge of international affairs, geopolitics, environmental or population trends, could take seriously.

This is a clever, very educated and very literary book, with an enormous amount of pleasure to be had from Ballard’s often inspired way with language and his endless stream of acute insights and vivid turns of phrase.

And yet the social vision at the heart of the narrative felt to me curiously dated, remote and out of touch with the actual world the rest of us live in, and are going to live in.

The Lost Victory: British Dreams and British Realities 1945-50 by Correlli Barnett (1995)

What a devastating indictment of British character, government and industry! What an unforgiving expose of our failings as a nation, an economy, a political class and a culture!

Nine years separated publication of Barnett’s ferocious assault on Britain’s self-satisfied myth about its glorious efforts in the Second World War, The Audit of War (1986) and this sequel describing how the Attlee government threw away a once-in-a-lifetime opportunity to modernise Britain’s creaking infrastructure and industry – The Lost Victory: British Dreams and British Realities, 1945-50.

I imagine Barnett and the publishers assumed most readers would have forgotten the detail of the earlier book and that this explains why some sections of this volume repeat The Audit of War’s argument pretty much word for word, down to the same phrases and jokes.

And these set the tone and aim which is to extend the brutal dissection of Britain’s wartime industrial failings on beyond victory in the Second World War, and to show how the same old industrial and economic mistakes were made at every level of British government and industry – but now how the ruling class not only ignored Britain’s bankruptcy and ruin during the war but consciously chose not to take the opportunity to consolidate and invest in Britain’s scattered industries, her creaking infrastructure, and draw up plans for long-term industrial rejuvenation (unlike the defeated nations Japan and Germany) but instead piled onto the smoking rubble of the British economy all the costs of the grandiose ‘New Jerusalem’ i.e. setting up a national health service and welfare state that a war-ruined Britain (in Barnett’s view) quite simply could not afford.

The unaffordable British Empire

One big new element in the story is consideration of the British Empire. The British Empire was conspicuous by its absence from The Audit of War, partly, it seems, because Barnett had dealt with it at length in the first book of this series, The Collapse of British Power which addressed the geopolitical failings of greater Britain during the interwar period, partly because Audit was focused solely on assessing Britain’s wartime economic and industrial performance.

Anyone familiar with Barnett’s withering scorn for the British ruling class, the British working class and British industry will not be surprised to learn that Barnett also considers the empire an expensive, bombastic waste of space.

It was the most beguiling, persistent and dangerous of British dreams that the Empire constituted a buttress of United Kingdom strength, when it actually represented a net drain on United Kingdom military resources and a potentially perilous strategic entanglement. (p.7)

It was, in sum:

one of the most remarkable examples of strategic over-extension in history (p.8)

The empire a liability Barnett makes the simple but stunningly obvious point that the British Empire was not a strategically coherent entity nor an economically rational organisation (it possessed ‘no economic coherence at all’, p.113). Instead he gives the far more persuasive opinion that the empire amounted to a ragbag of territories accumulated during the course of a succession of wars and colonising competitions (climaxing with the notorious Scramble for Africa at the end of the 19th century) whose rationale was often now long forgotten. It was, as he puts it, ‘the detritus of successive episodes of history, p.106.

For example, why, in 1945, was Britain spending money it could barely afford, administering the Bahamas, Barbados, Guiana, British Honduras, Jamaica, the Turks and Caicos Islands, Trinidad and Tobago, the Windward Islands, and the Leeward Islands? They didn’t bring in any money. They were a drain, pure and simple, on the British Treasury i.e. the British taxpayer.

India too expensive Everyone knows that India was ‘the jewel in the crown’ of the Empire, but Britain had ceased making a trading surplus with India by the end of the 19th century. Now it was a drain on resources which required the stationing and payment of a garrison of some 50,000 British soldiers. It was having to ‘defend’ India by fighting the Japanese in Burma and beyond which had helped bankrupt Britain during the war. Barnett is scathing of the British ruling class which, he thinks, we should have ‘dumped’ India on its own politicians to govern and defend back in the mid-1930s when the Congress Party and the Muslim League had started to make really vehement requests for independence. Would have saved a lot of British money and lives.

Ditto the long string of entanglements and ‘mandates’ and ‘protectorates’ which we’d acquired along the extended sea route to India i.e. Gibraltar, Malta, Cyprus and Egypt with its Suez Canal. None of these generated any income. All were a drain on the public purse, all required the building of expensive military bases and the indefinite prolongation of National Service to fill them up with discontented squaddies who, as the 40s turned into the 50s, found themselves fighting with increasingly discontented locals demanding independence.

So why carry on paying for this expensive empire?

For psychological reasons. Politicians and public alike though the Empire (morphing into the Commonwealth) was what made Britain Great.

Pomp and circumstance Barnett explains how the trappings of Empire were mostly created in the late Victorian period in order to unite public opinion across the dominions and colonies but also to impress the home audience. These gaudy ceremonies and medals and regalia and titles were then carried on via elaborate coronation ceremonies (George V 1910, George VI 1936, Elizabeth II 1952), via pomp and circumstance music, the Last Night of the Proms, the annual honours list and all the rest of it, the grandiose 1924 Empire exhibition – all conveying a lofty, high-minded sense that we, the British public, had some kind of ‘duty’ to protect, to raise these dusky peoples to a higher level of civilisation and now, in some mystical way, Kikuyu tribesmen and Australian miners and Canadian businessmen all made up some kind of happy family.

In every way he can, Barnett shows this to be untrue. A lot of these peoples didn’t want to be protected by us any more (India, granted independence 15 August 1947; Israel declared independence 14 May 1948) and we would soon find ourselves involved in bitter little wars against independence and guerrilla fighters in Malaya, Cyprus and Kenya to name just the obvious ones.

Empire fantasists But the central point Barnett reverts to again and again is the way what he calls the ’empire-fantasists’ insisted that the British Empire (morphing into the British Commonwealth as it was in these years) somehow, magically, mystically:

  • made Britain stronger
  • gave Britain ‘prestige’
  • made Britain a Great Power
  • thus entitling Britain to sit at the Big Boys table with America and Russia

He shows how all these claims were untrue. Successive governments had fooled themselves that it was somehow an asset when in fact it was a disastrous liability in three ways:

  1. Britain made no economic advantage out of any part of the empire (with the one exception of Malaya which brought in profits in rubber and tin). Even in the 1930s Britain did more trade with South America than with any of the colonies.
  2. Most of the Empire cost a fortune to police and maintain e.g. India. We not only had to pay for the nominal defence of these colonies, but also had to pay the cost of their internal police and justice systems.
  3. The Empire was absurdly widely spaced. There was no way the British Navy could police the North Sea, the Mediterranean and protect Australia and New Zealand from Japanese aggression.

The end of naval dominance Barnett shows that, as early as 1904, the British Navy had decided to concentrate its forces in home waters to counter the growing German threat, with the result that even before the Great War Britain was in the paradoxical position of not being able to defend the Empire which was supposed to be the prop of its status as a World Power.

In fact, he makes the blinding point that the entire layout of the Empire was based on the idea of the sea: of a merchant navy carrying goods and services from farflung colonies protected, if necessary, by a powerful navy. But during the 1930s, and then during the war, it became obvious that the key new technology was air power. For centuries up to 1945 if you wanted to threaten some small developing country, you sent a gunboat, as Britain so often did. But from 1945 onwards this entire model was archaic. Now you threatened to send your airforce to bomb it flat or, after the dropping of the atom bombs, to drop just one bomb. No navy required.

An Empire based on naval domination of the globe became redundant once the very idea of naval domination became outdated, superseded. Instead of an economic or military asset, by the end of the Second World War it had clearly become an expensive liability.

The hold of empire fantasy And yet… not just Churchill, but the vehement socialists who replaced him after their landslide general election victory in August 1945, just could not psychologically break the chain. Their duty to the Queen-Empress, all their upbringings, whether on a council estate or at Harrow, all the trappings of the British state, rested on the myth of the empire.

The delusion of being a Great Power Added to this was the delusion that the existence of a British Empire somehow entitled them to a place at the top table next to Russia and America. Churchill had, of course, taken part in the Great Alliance with Roosevelt and Stalin which made enormous sweeping decisions about the future of the whole world at Yalta and Potsdam and so on.

Looking back across 70 years it is difficult to recapture how all the participants thought, but there was clear unanimity on the British side that they genuinely represented a quarter of the world’s land surface and a quarter of its population.

Ernest Bevin What surprises is that it was a Labour politician, Ernest Bevin, who became Foreign Secretary in 1945, who felt most strongly about this. Barnett, in his typically brusque way, calls Bevin the worst Foreign Secretary of the 20th century because of his unflinching commitment to maintaining military defence of the British Empire at its widest and most expensive extent. He repeatedly quotes Bevin and others like him invoking another defence of this hodge-podge of expensive liabilities, namely that the British Empire provided some kind of ‘moral’ leadership to the world. They thought of it as an enormous stretch of land and peoples who would benefit from British justice and fair play, a kind of safe space between gung-ho American commercialism on the one hand, and the menace of Stalinist communism on the other.

And yet Barnett quotes the U.S. Secretary of State Dean Acheson as getting fed up with Britain’s clamorous calls to be involved in all the high level discussions between America and Russia, calls which would increasingly be ignored as the years went by and which were brutally snapped down during the Suez Crisis of 1956, when America refused to back Britain’s invasion of Egypt and Britain had to back down and walk away with its tail between its legs.

Salami slicing On the specific issue of imperial defence Barnett shows in considerable detail – using minutes and memoranda from the relevant cabinet meetings – that the Attlee government’s inability to decide what to do about defending the farflung Commonwealth set the pattern for all future British administrations by trying to maintain an army and navy presence in all sectors of the Empire (Caribbean, Far East, Middle East) but ‘salami slicing’ away at the individual forces, paring them back to the bone until… they became in fact too small to maintain serious defence in any one place. For the first few decades we had an impressive military and naval force but a) to diffused in scores of locations around the globe to be effective in any one place b) always a fraction of the forces the Americans and the Soviets could afford to maintain.

Empire instead of investment

Stepping back from the endless agonising discussions about the future of the Empire, Barnett emphasises two deeper truths:

1. The 1946 loan The British were only able to hand on to their empire because the Americans were paying for it – first with Lend-Lease during the war, which kept a bankrupt Britain economically afloat, then with the enormous post-war loan of $3.5 billion (the Anglo-American Loan Agreement signed on 15 July 1946). This was negotiated by the great economist John Maynard Keynes:

Keynes had noted that a failure to pass the loan agreement would cause Britain to abandon its military outposts in the Middle Eastern, Asian and Mediterranean regions, as the alternative of reducing British standards of living was politically unfeasible.

A debt that was only paid off in 2006.

2. Marshall Aid While Barnett shows us (in numbing detail) successive British governments squabbling about whether to spend 8% or 7% or 6% of GDP on the military budget required to ‘defend’ Malaya and Borneo and Bermuda and Kenya and Tanganyika – their most direct commercial rivals, Germany and Japan, were spending precisely 0% on defence.

I was surprised to learn that (on top of the special loan) Britain received more Marshall Aid money than either France or Germany but – and here is the core of Barnett’s beef – while both those countries presented the American lenders with comprehensive plans explaining their intentions to undertake comprehensive and sweeping investment in industry, retooling and rebuilding their economies to conquer the postwar world, Britain didn’t.

This was the once-in-a-generation opportunity which Britain also had to sweep away the detritus of ruined British industry, and invest in new technical schools, better training for workers and management, new plant and equipment built in more appropriate locations and linked by a modern road and rail infrastructure.

Instead Britain, in Barnett’s view, squandered the money it borrowed from America (the only thing keeping it afloat during the entire period of the Attlee government) on 1. the grandiose welfare state with its free care from cradle to grave and 2. propping up an ‘Empire’ which had become a grotesque liability and should have been cut loose to make its own way in the world.

Empire instead of Europe

Britain’s enthralment to delusions of empire is highlighted towards the end of the period (1945-50) when Barnett describes its sniffy attitude towards the first moves by West European nations to join economic forces. The first glimmers of European Union were signalled by the Schuman Declaration of 9 May 1950 which proposed the creation of a European Coal and Steel Community (ECSC), the basis of the EU as we know it today.

Typically, the British government commissioned several committees of mandarins to ponder our response, which turned out to be one of interest but reluctance to actually join – with the result that a pan-European coal and steel market was forged and we were left out of it.

The episode starkly demonstrated that five years after Victory-in-Europe Day Britain still remained lost in the illusion of a continuing destiny as a world and imperial power – an illusion which was costing her so dear in terms of economic and military overstretch. (p.120)

The following month (June 1950) North Korea invaded South Korea and Britain immediately pledged its support to America in repelling the invasion. The Korean War ended up lasting three years (until an armistice on 27 July 1953). Britain committed over 100,000 troops to what those who served bitterly called ‘the forgotten war’, of whom 1,078 were killed in action, 2,674 wounded and 1,060 missing, in defence of a nation 5,500 miles away – a military deployment which cost a fortune.

New Jerusalem

This prolonged demolition of the whole idea of the British Empire comes before Barnett even turns his guns on the main target of the book – the British government’s misguided decision not to invest in a comprehensive renovation of the British economy, and instead to devote its best minds, energies and money to the creation of the welfare state and the National Health Service.

Here Barnett deploys all the tactics he used in The Audit of War:

  • he lumps together these two projects, along with the broader aims of the Beveridge Report (massive rehousing, full employment) under the pejorative heading ‘New Jerusalem’ and deliberately mocks all its proponents as ‘New Jerusalemers’ (Beveridge himself described as ‘the very personification of the liberal Establishment’, possessing the righteousness and ‘authoritartian arrogance and skill in manipulating the press which made him the Field Marshall Montgomery of social welfare’, p.129)
  • he goes to great lengths to show how the entire New Jerusalem project was the misguidedly high-minded result of the culture of Victorian idealism, the earnest religious revival of the early and mid-Victorian period as brought to perfection in the public service ethos of the public schools and which he scornfully calls ‘the “enlightened” Establishment’ – meeting and marrying the ‘respectable’ working class tradition of non-conformism and moral improvement, particularly strong in Wales which produced, among many other Labour politicians, the father of the NHS, Aneurin Bevan
  • and how this enormous tide of high-minded paternalistic concern for the squalor and ill health of Britain’s industrial proletariat led throughout the war to a co-ordinated campaign across the media, in magazines and newspapers – led by public school and Oxbridge-educated members ‘the “enlightened” Establishment’, editors, writers, broadcasters – which used all means at its disposal to seize the public imagination

The result of this great tidal wave of high minded altruism was that by 1945 both Tories and Labour were committed to its implementation, the implementing the Beveridge Report of 1942 which called for the creation of a welfare state, for the creation of a national health service free at the point of delivery, and for Beveridge’s other two recommendations – for a vast building plan to erect over 4 million new houses in the next decade, as well as a manifesto pledge to maintain ‘full employment’.

Barnett quotes at length from the great torrent of public and elite opinion which made these policy decisions almost unavoidable – but also emphasises how none of these great projects was ever properly costed (the actual cost of the NHS tripled within two years, far exceeding expectations); and how the warnings of financial ‘realists’ like the successive Chancellors of the Exchequer (Sir Kingsley Wood, Sir John Anderson, Hugh Dalton, Sir Stafford Cripps and Hugh Gaitskell) that Britain simply couldn’t afford them, were rejected by the barnstorming rhetoric of the impetuous and passionate Bevan, who established a pattern of making grandstanding speeches about the poor and needy to his cabinet colleagues, before threatening to resign (page. 150) (Bevan did eventually resign, in 1951, in protest at Chancellor Gaitskell introducing prescription charges for false teeth and glasses).

Case studies and proof

As in The Audit of War these general chapters about the New Jerusalemites, the pointlessness of the empire, the arts and humanities education of both politicians and civil servants, and the lamentable anti-efficiency practices of the trade unions, are all just preliminaries for a long sequence of chapters and sections in which Barnett examines in mind-boggling detail how the Attlee government’s wrong-headed priorities and policies hampered and blocked any kind of industrial recovery across a wide range of industries which had already been struggling even before the war started, and now became fossilised in postures of bureaucracy and incompetence.

It is an absolutely devastating indictment of how restrictive government policies, short-sighted and stupid management, and the incredibly restrictive practices of an embittered and alienated working class all combined to create the ‘British disease’ which had brought Britain to its knees by the 1970s. Some quotes give a feel:

The catastrophically cold winter of 1946 to 1947 forced the shutdown of large swathes of industry.

In 1947 the price of food imports, many of them from the dollar area, rose to nearly a third higher than in 1945. As a consequence of this double misfortune [loss of exports due to shutdown factories, huge rise in cost of food imports] plus the continued £140 million direct dead-weight cost of the world role, Britain was no longer gaining ground in the struggle to close the balance of payments gap, but losing it. In the first six months of 1947 more than half the original 1945 loan of $3.75 billion was poured away to buy the dollar goods and foodstuffs that Britain could not itself afford. (p.199)

In fact, there is evidence that it was the failure of the ‘centrally planned’ economy under Labour to supply enough coal to keep the power stations running, and the general collapse of the economy, which did a lot to undermine faith in their competence.

It is striking that in this great age of plans and planners, it turned out that Labour did not, in fact, have a fully costed and worked out plan for either the costs of the welfare state and NHS, and even less so for what it wanted to do with the country’s economy and industry. The only plan was to nationalise key industries in the vague hope that bringing them into public ownership would make management and workers work harder, with a greater spirit of public unity. But nationalisation did the opposite. Because no new money was poured in to modernise plant and equipment, men kept working in crappy workplaces at hard jobs and insisted on their pay differentials. Instead of directing resources to the most profitable coalmines or steel plants, the Labour government nationalised these industries in such a way that the most inefficient were subsidised by the most efficient, and workers across all factories and mines were paid the same wages – thus at a stroke, killing any incentive for management to be more efficient or workers to work harder. The effect was to fossilise the generally poor level of management and incredibly inefficient working practices, at the lowest possible level.

From the start the various Boards and committees and regional Executives set up to run these ramshackle congeries of exhausted industry regarded their job as to tend and succour, not to inspire and modernise, dominated

by a model of a ‘steady-state’ public utility to be ‘administered’ rather than dynamically managed.

But it’s the fact that, after all these years of articles and speeches and radio broadcasts and meetings and papers and research and books, there were no worked-out plans which takes my breath away.

The Labour government renounced the one advantage of a command economy – direct intervention in the cause of remaking Britain as an industrial society. Except in the fields of defence, nuclear power and civil aircraft manufacture, there were still to be no imposed plans of development – even in regard to industries where the need had long been apparent, such as shipbuilding, steel and textiles. (p.204)

As to these knackered old industries:

It was a mark of how profoundly twentieth century industrial Britain had remained stuck in an early-nineteenth century rut that even in 1937 exports of cotton (despite having collapsed by three-quarters since 1913) still remained a third more valuable than exports of machinery and two-and-a-half times more than exports of chemicals. (p.209)

A Board of Trade report stated that between 60 and 70% of its buildings had been put up before 1900. Whereas 95% of looms in America were automatic, only 5% of looms in Britain were. Most of the machinery was 40 years old, some as much as 80 years old. Barnett then describes the various make-do-and-mend policies of the government which had spent its money on defence and the welfare state and so had none left to undertake the sweeping modernisation of the industry which it required.

Same goes for coal, steel, shipbuilding, aircraft and car manufacturing, each of them suffering from creaking equipment, cautious management, mind-bogglingly restrictive trade union practices, poor design, absurd fragmentation.

The chapter on Britain’s pathetic attempts to design and build commercial airliners is one of humiliation, bad design, government interference, delay and failure (the Tudor I and II, the enormous Brabazon). While politicians interfered and designers blundered and parts arrived late because of lack of capacity in steel works themselves working at sub-optimal capacity because of failures in coal supply (due, more often than not, to strikes and go-slows) the Americans designed and built the Boeing and Lockheed models which went on to dominate commercial air flight.

While the French committed themselves to an ambitious plan to build the most modern railway network in the world, high speed trains running along electrified track, the British government – having spent the money on propping up the empire, building useless airplanes and paying for cradle to grave healthcare, was left to prop up the Victorian network of

slow, late, dirty and overcrowded passenger trains, freight trains still made up of individually hand-braked four-wheeled wagons, and of antique local good-yards and crumbling engine sheds and stations. (p.262)

The Germans had already built their motorways in the 1930s. Now they rebuilt them wider and better to connect their regions of industrial production, as did the French. The British bumbled along with roads often only 60 feet wide, many reflecting pre-industrial tracks and paths. The first 8 mile stretch of British motorway wasn’t opened until 1958.

When it came to telecommunications, there was a vast backlog of telephones because no British factories could produce vital components which had to be (expensively) imported from America or Germany. Result: in 1948 Britain was a backwards country, with 8.5 phones per 100 of the population, compared to 22 in the US, 19 in Sweden, 15.5 in New Zealand and 14 in Denmark (p.265). Some 450,000 people were on a waiting list of up to eighteen months meaning that for most of the 100,000 business waiting for a phone to be installed, making any kind of communication involved popping out to the nearest call box with a handful of shillings and pence and an umbrella (p.267).

Barnett details the same kind of failings as applied to the entire system of British ports: too small, built in the wrong places without space to expand, harbour entrances too narrow, docks too shallow, cranes and other equipment too small and out of date – then throw in the immensely obstructive attitude of British dockers who were divided into a colourful miscellany of crafts and specialism, any of whom could at any moment decide to strike and so starve the country of supplies.

I was particularly struck by the section about the British car industry. it contained far too companies – some 60 in all- each of whom produced too many models which were badly designed and unroadworthy, made with inferior steel from knackered British steelworks and required a mind-boggling array of unstandardised parts. Barnett tells the story of Lucas the spark plug manufacturers who put on a display of the 68 different types of distributor, 133 types of headlamp and 98 different types of windscreen wiper demanded of them by the absurd over-variety of British cars e.g. Austin producing the A40, the Sheerline and the princess, Rootes brothers making the Sunbeam-Talbot, the Hillman Minx, and three types of Humber, and many more manufacturers churning out unreliable and badly designed cars with small chassis and weak engines.

Barnett contrasts this chaos with the picture across the Channel where governments helped a handful of firms invest in new plant designed to turn out a small number of models clearly focused on particular markets: Renault, Citroen and Peugeot in France, Mercedes and Volkswagen in Germany, Fiat in Italy. It wasn’t just the superiority of design, it was subtler elements like the continentals’ willingness to tailor models to the requirements and tastes of foreign markets, and to develop well-organised foreign sales teams. The British refused to do either (actually refused; Barnett quotes the correspondence).

On and on it goes, a litany of incompetence, bad management and appalling industrial relations, all covered over with smug superiority derived from the fact that we won the war and we had an empire.

It makes you want to weep tears of embarrassment and humiliation. More important – it explains what came next. More than any other writer I’ve ever read, Barnett explains why the Britain I was born into in the 1960s and grew up in during the 1970s was the way it was, i.e. exhausted, crap and rundown on so many levels.
